WE DO THAT THROUGH A FOUR C MODEL OF COMMUNITY DEVELOPMENT, WHICH INCLUDES CONSTRUCTION AND PRESERVATION OF AFFORDABLE HOUSING, COMMUNITY BUILDING INITIATIVES, CREATING PATHWAYS TO ECONOMIC MOBILITY, AND ALSO CULTIVATING PUBLIC POLICY, WHICH IS WHY WE ARE HERE TODAY.
WE ARE A CITY OF DALLAS AND DALLAS COUNTY CHOTO.
UM, AND ALONG WITH THE MULTIPLE AFFORDABLE HOUSING PROJECTS THAT WE HAVE, WE CURRENTLY HAVE FOUR COMMUNITY TRANSFORMATION INITIATIVES

UNDERWAY, UM, WITH THE WEST DALLAS, WITH THE, UM, ANTI DISPLACEMENT TOOLKIT BEING ONE OF THE INITIATIVES THAT WE ARE DOING.SO WE'RE NOT JUST A HOME BUILDER, WE ARE A COMMUNITY BUILDER.
UM, THE URGENCY OF THIS MATTER, NOT JUST FROM A HISTORICAL CONTEXT, BUT ALSO A PRESENT DAY REALITY.
WE KNOW THAT NEIGHBORHOODS NOT ONLY THAT ARE CLOSE TO THE CITY'S URBAN CORE, BUT NEIGHBORHOODS EVEN IN NORTH DALLAS ARE EXPERIENCING THE PRESSURES OF GENTRIFICATION, UM, OR NEIGHBORHOOD CHANGE.
AND AS A COMMUNITY BUILDER, WE SAW THESE MARKET INFLUENCES THAT WAS IMPACTING OUR ABILITY TO PERFORM OUR MISSION TO BUILD EQUITABLE NEIGHBORHOODS IN DALLAS.
SOME OF THOSE MARKET INFLUENCES INCLUDE SPECULATIVE INVESTORS, NEW DEVELOPMENT, INCREASES IN RENT, INCREASES IN PROPERTY VALUE, NEW RESIDENTS, AND OF COURSE, CULTURE SHIFTS.
AND SO WE ACTED, UM, WE ACTED BY FIRST SECURING FINANCIAL RESOURCES FROM DONORS.
UM, WE'VE ALSO MET WITH YOU ALL, UM, ABOUT SIX MONTHS AGO TO JUST INTRODUCE THIS IDEA, UM, AND HOW WE WOULD GO ABOUT IT.
UM, WE ARE COLLABORATING WITH POLICY EXPERTS AND DATA PROFESSIONALS, UM, COMMUNITY STAKEHOLDERS ACROSS THIS CITY.

AND, UM, AS JAMES MENTIONED, I LEAD, UM, MANY OF OUR COMMUNITY TRANSFORMATION, UM, INITIATIVES INCLUDING THE ANTI-DISPLACEMENT TOOLKIT.
SO I WANTED TO START WITH OUR VISION STATEMENT BECAUSE IT'S IMPORTANT TO ESTABLISH AT THE OUTSET WHAT WE AIM TO ACCOMPLISH WITH THIS INITIATIVE.
WE KNOW THAT RESIDENTIAL DISPLACEMENT IS A PRESSING CONCERN IN NEIGHBORHOODS THROUGHOUT OUR CITY.
UM, WE KNOW THAT DISPLACEMENT MITIGATION WAS ONE OF THE TOP SIX MOST MENTIONED HOUSING TOPICS IN THE RACIAL EQUITY PLAN, COMMUNITY ENGAGEMENT FEEDBACK.
WE KNOW THAT DISPLACEMENT PREVENTION WAS ONE OF 11 SPECIFIC RECOMMENDATIONS THAT CAME OUT OF THE RACIAL EQUITY AUDIT OF THE COMPREHENSIVE HOUSING POLICY.
AND WHILE THERE HAS NOT YET BEEN A DALLAS SPECIFIC STUDY ON GENTRIFICATION AND DISPLACEMENT UNTIL OURS, UM, THERE WAS A 2019, UM, NATIONAL STUDY BY THE N CRC THAT FOUND THAT DALLAS UNDERWENT EXTENSIVE GENTRIFICATION DURING THEIR STUDY PERIOD BETWEEN THE YEARS OF 2020 13.
SO WE KNOW WE NEED TO ACT AND WE KNOW WE NEED TO ACT NOW, BUT WE WANT TO DO SO INTENTIONALLY.
SO WITH THAT, UM, OUR VISION FOR THIS INITIATIVE IS TO CREATE LASTING AND IMPACTFUL POLICY CHANGE THAT ENSURES THAT VULNERABLE RESIDENTS AND HISTORICALLY MARGINALIZED COMMUNITIES HAVE THE RIGHT TO STAY AS WELL AS THE OPPORTUNITY TO RETURN TO THEIR NEIGHBORHOODS IN THE FACE OF RAPID DEVELOPMENT AND RISING HOUSING COSTS, THAT OVER TIME OPPORTUNITIES REMAIN FOR NEW LOW INCOME RESIDENTS TO MOVE INTO THE COMMUNITY AND ALL RESIDENTS, BUT ESPECIALLY THOSE MOST VULNERABLE TO DISPLACEMENT HAVE A MEANINGFUL ROLE IN SHAPING THE FUTURE OF THEIR NEIGHBORHOODS.
SO, TO SET THE STAGE A BIT, I WANTED TO SHARE WHAT, UM, SOME OTHER TEXAS OR CITIES ARE DOING IN THIS, UM, AREA.
UM, AUSTIN PASS A STRATEGIC HOUSING BLUEPRINT IN 2017 AND AN IMPLEMENTATION PLAN IN 2019.
UM, IN 2020, THEY PASSED A 7 BILLION, UM,

PUBLIC IN, UM, TRANSPORTATION INFRASTRUCTURE BOND THAT INCLUDED 300 MILLION SPECIFICALLY SET ASIDE FOR AN ANTI DISPLACEMENT FUND.THAT'S IN ADDITION TO A 250 MILLION AFFORDABLE HOUSING BOND PASSED IN 2018.
AND AN ADDITIONAL 350 MILLION PASSED JUST THIS LAST NOVEMBER IN 2022.
ONE OF THE PROGRAM HIGHLIGHTS THERE, UM, THAT CAME OUT OF THAT IS THAT THEY CREATED THE SHORT TERM ONE TO TWO YEAR DISPLACEMENT MITIGATION STRATEGY THAT THEY USED TO PRIORITIZE RECOMMENDATIONS.
THEY ANALYZED OVER 300, UM, PLUS DISPLACEMENT RELATED RECOMMENDATIONS AND CAME UP WITH WHAT WERE THEIR TOP RECOMMENDATIONS FOR A SHORT TERM STRATEGY IN SAN ANTONIO.
UM, SIMILARLY, THEY PASSED A, A FRAMEWORK IN 2018 AND IMPLEMENTATION PLAN IN 2021 AND PASSED 150 MILLION AFFORDABLE HOUSING BOND JUST LAST YEAR.
AND ONE OF THE PROGRAM HIGHLIGHTS THERE IS THAT THEY CREATED DISPLACEMENT IMPACT ASSESSMENT FOR ALL NEW CONSTRUCTION PROJECTS SEEKING HOUSING BOND FUNDS.
UM, BOTH OF THESE CITIES AS WELL, UM, IMPLEMENTED A SIMILAR MAPPING TYPE, UM, APPROACH THAT WE WILL BE, UM, PURSUING HERE.
THIS IS OUR PROJECT OUTLINED TO GIVE YOU A SENSE OF WHAT OUR FINAL DELIVERABLE WILL LOOK LIKE.
UM, WE'RE GONNA BE ACCOMPLISHING THIS IN FIVE PARTS.
PART ONE IS DEFINING GENTRIFICATION AND DISPLACEMENT, AND RECOUNTING THE HISTORICAL BACKGROUND OF RESIDENTIAL DISPLACEMENT IN DALLAS AND ILLUSTRATING THE DETRIMENTAL IMPACT OF DISPLACEMENT, NOT JUST ON INDIVIDUAL RESIDENTS, BUT ON NEIGHBORHOODS.
PART TWOS ARE CITYWIDE NEIGHBORHOOD MAPPING, UM, WILL BE IDENTIFYING, CATEGORIZING AND MAPPING DALLAS NEIGHBORHOODS AT VARYING STAGES OF NEIGHBORHOOD CHANGE.
UM, THESE MAPS WILL BE INCLUDED IN OUR PUBLISHED TOOLKIT AS WELL AS AN INTERACTIVE ONLINE, UM, WEB-BASED DASHBOARD WHERE STAKEHOLDERS CAN ENGAGE WITH THE DATA THAT CORRESPONDS TO THEIR SPECIFIC NEIGHBORHOODS.
UM, PART THREE WILL BE OUR NEIGHBORHOOD CASE STUDIES WHERE WE'LL BE DOING A DEEP DIVE LOOK INTO THE RELEVANT SOCIOECONOMIC AND HOUSING MARKET CONDITIONS AFFECTING VULNERABLE RESIDENTS IN THESE SPECIFIC NEIGHBORHOODS, UM, AND ATTEMPTING TO ILLUSTRATE KEY DRIVERS OF, UH, AND INDICATORS OF GENTRIFICATION AT EACH STAGE.
PART FOUR WILL BE OUR POLICY REVIEW AND RECOMMENDATIONS WHERE WE'LL BE OUTLINING, ANALYZING, UM, AND PRIORITIZING POTENTIAL POLICIES AND STRATEGIES TO ADDRESS, UH, TO ADDRESS DISPLACEMENT.
THIS WILL INCLUDE BOTH CITYWIDE AND PLACE-BASED STRATEGIES.
WE WILL ALSO BE PROVIDING A FRAMEWORK FOR EVALUATING AND TARGETING FUTURE POLICIES, UM, SO THAT THIS FRAMEWORK KIND OF LIVES ON BEYOND OUR TOOLKIT.
PART FIVE IS EDUCATION AND ADVOCACY WILL BE CREATING WORKSHOPS, PRESENTATIONS, AND TRAINING MATERIALS TO HELP, UM, DIVERSE STAKEHOLDERS, UM, ENGAGE WITH THE DATA AND UNDERSTAND HOW TO, TO PUT IT INTO ACTION.
SO WE ARE STARTING WITH, UM, AS I MENTIONED, PART ONE IS KIND OF, UM, CONTEXTUALIZING GENTRIFICATION.
SO THIS IS OUR WORKING DEFINITION OF GENTRIFICATION AT THIS POINT IN OUR PROJECT.
AND WHILE WE KNOW THERE ARE VARYING VIEWPOINTS AT ALL ENDS OF THE POLITICAL SPECTRUM ON THIS TOPIC, THERE'S GENERAL AGREEMENT IN MUCH OF THE SCHOLARLY RESEARCH THAT GENTRIFICATION IS DEFINED AS A PROCESS OF NEIGHBORHOOD CHANGE, WHERE YOU SEE A NUMBER OF THINGS HAPPEN.
UM, FIRST NEW INVESTMENT FLOODS A HISTORICALLY MARGINALIZED NEIGHBORHOOD.
PROPERTY VALUES RISE, INCREASING HOUSING COSTS AND REDUCING THE SUPPLY OF AFFORDABLE UNITS.
YOU SEE THE PHYSICAL TRANSFORMATION OF A NEIGHBORHOOD THROUGH BUILDING UPGRADES AND THE INFLUX OF NEW HIGHER END CONSTRUCTION.
YOU SEE NEIGHBORHOOD DEMOGRAPHIC SHIFT AS NEW HIGHER INCOME RESIDENTS MOVE IN, AND EXISTING LOW INCOME RESIDENTS, OFTEN BLACK OR LATINX ARE DIRECTLY OR INDIRECTLY DISPLACED.
AND FINALLY, THE CULTURAL CHARACTER OF A NEIGHBORHOOD IS FUNDAMENTALLY ALTERED.
SO WHAT DOES DISPLACEMENT LOOK LIKE? WHAT ARE WE ACTUALLY TRYING TO ADDRESS HERE? UM, WHEN WE TALK ABOUT DISPLACEMENT, WE'RE TALKING ABOUT THREE DIFFERENT TYPES.
UM, FIRST, THERE'S DIRECT DISPLACEMENT, WHICH OCCURS WHEN RESIDENTS CAN NO LONGER AFFORD TO REMAIN IN THEIR HOMES DUE TO RISING HOUSING COSTS SUCH AS RISING RENTS OR PROPERTY TAXES.
THIS CAN ALSO LOOK LIKE EVICTIONS, LEASE NON-RENEWALS OR CONSTRUCTIVE EVICTIONS WHERE LANDLORDS REFUSE TO MAKE NEEDED REPAIRS ON UNITS AS THEY AWAIT, UM, REDEVELOPMENT OPPORTUNITIES.
THEN YOU HAVE INDIRECT OR EXCLUSIONARY DISPLACEMENT.
THIS REFERS TO CHANGES IN DEMOGRAPHICS WITH REGARDS TO WHO CAN AFFORD TO MOVE INTO A NEIGHBORHOOD AS LOW INCOME RESIDENTS MOVE OUT.
FINALLY, YOU HAVE CULTURAL DISPLACEMENT.
THIS IS THE EXPERIENCE OF LONG-TERM RESIDENTS WHO FEEL UNWELCOME AND ALIENATED IN THEIR OWN NEIGHBORHOODS BECAUSE OF THE NEW CHANGES THAT HAVE OCCURRED.
THIS COULD ALSO INCLUDES THE LOSS OF SOCIAL CAPITAL EXPERIENCED BY RESIDENTS AS MEMBERS OF THEIR SOCIAL SUPPORT NETWORKS ARE DISPLACED.
SO THIS, UM, AN OVERVIEW OF OUR APPROACH AND METHODOLOGY.

THE MODEL USED IN THE AUSTIN UPROOTED STUDY, UM, WHICH APPLIES A THREE PART GENTRIFICATION ANALYSIS, LOOKING AT, ONE, THE PRESENCE OF VULNERABLE POPULATIONS WITHIN A GIVEN CENSUS TRACT.TWO, EVIDENCE OF DEMOGRAPHIC CHANGE OVER TIME.
AND THREE, ASSESSING HOW MUCH HOUSING MARKET APPRECIATION HAS TAKEN PLACE WITHIN OR ADJACENT TO EACH TRACT.
THEN WE CATEGORIZE EACH CENSUS TRACT BASED ON LEVEL OF VULNERABILITY AND DISPLACEMENT RISK USING THE BATES TYPOLOGY OF NEIGHBORHOOD CHANGE PIONEERED BY PROFESSOR LISA BATES IN PORTLAND IN 2013, AND ALSO USED IN THE AUSTIN UPROOTED STUDY IN 2018.
I'M GONNA SHOW YOU SOME OF OUR PRELIMINARY MAPS OVER THE NEXT FEW SLIDES, AND I WANT TO EMPHASIZE THAT THESE MAPS ARE INDEED PRELIMINARY, UM, AND WILL BE SUBJECT TO CHANGE OVER THE NEXT, UM, FEW WEEKS, UM, AS WE REFINE OUR METHODOLOGY WITH FEEDBACK FROM THIS COMMITTEE, FROM OUR PROJECT TEAM AND OUR PROJECT ADVISORY COMMITTEE.

AS YOU CAN SEE, MOST OF OUR VULNERABLE CENSUS TRACKS LIE WITHIN THE SOUTHERN SECTOR, BUT THERE ARE POCKETS OF HIGHLY VULNERABLE TRACKS THROUGHOUT THE CITY.
NEXT WE LOOK AT DEMOGRAPHIC CHANGE OVER TIME.
SO LOOKING AT A 10 YEAR PERIOD BETWEEN 2011 AND 2021, WHERE DO WE SEE EVIDENCE OF DEMOGRAPHIC CHANGE IN THOSE, UM, VULNERABLE CENSUS TRACKS THAT WE PREVIOUSLY IDENTIFIED HERE, YOU CAN SEE THAT JUST AS, UM, UH, JUST AS THERE WERE VULNERABLE TRACKS ACROSS THE CITY IN THE LAST MAP.

FINALLY, WE LOOK AT CHANGES IN THE HOUSING MARKET AND ATTEMPT TO CLASSIFY TRACKS AS EITHER ACCELERATING OR APPRECIATED OR ADJACENT TO ACCELERATING OR APPRECIATED TRACKS.
THIS MAP HAS THE MOST COVERAGE OF CENSUS TRACKS THROUGHOUT THE CITY BECAUSE AS WE ALL KNOW, THE HOUSING MARKET IN DALLAS IS HOT.
UM, IT'S HOT ALL OVER AND NOT JUST IN GENTRIFYING NEIGHBORHOODS.
SO LOOKING AT THE THREE FACTORS WE JUST DISCUSSED, VULNERABILITY, DEMOGRAPHIC CHANGE, AND HOUSING MARKET APPRECIATION, WE THEN APPLY THE BATES TYPOLOGY TO CATEGORIZE GENTRIFYING NEIGHBORHOODS BASED ON THESE SIX NEIGHBORHOOD TYPES.
SO YOU'LL SEE HERE WE'VE GOT EVERYTHING FROM VERY EARLY, YOU KNOW, NO EVIDENCE OF DEMOGRAPHIC CHANGE, BUT STILL SUSCEPTIBLE BASED ON OTHER MARKET CONDITIONS TO EARLY TYPE ONE, EARLY TYPE TWO DYNAMIC LATE, AND THEN ALL THE WAY TO CONTINUED LOSS WHERE YOU SEE HIGH VALUE AREAS THAT HAVE EXPERIENCED SIGNIFICANT DEMOGRAPHIC CHANGE, BUT UNFORTUNATELY NO LONGER HAVE THOSE LARGE NUMBERS OF VULNERABLE POPULATIONS, BUT STILL ARE SUBJECT TO, YOU KNOW, STILL THAT THAT DISPLACEMENT RISK STILL REMAINS FOR THOSE WHO ARE WHO ARE THERE.
UM, OH, SORRY, NOW WE'RE LOOKING AT SLIDE 18.
UM, SO THIS IS A MAP OF OUR PRELIMINARY MAP OF THAT TYPOLOGY I JUST MENTIONED APPLIED THROUGH DALLAS.
SO YOU CAN SEE WE'VE GOT A LOT OF THAT SUSCEPTIBLE AREA, UM, THROUGHOUT THE SOUTHERN SECTOR.
AND THEN WE'VE ALSO GOT A SPRINKLING OF ALL THESE ALL DIFFERENT TYPES, UM, UM, THROUGHOUT THE CITY.
UM, SO FROM THAT MAPPING, AS I MENTIONED, WE'LL BE REFINING THAT, THAT METHODOLOGY, UM, OVER THE NEXT FEW WEEKS AND MONTH.
UM, WE WILL ALSO BE ATTEMPTING TO IDENTIFY THOSE, THOSE NEIGHBORHOODS IN WHICH WE WILL BE DOING THESE DEEP DIVE CASE STUDIES.
SO USING THE PRELIMINARY, PRELIMINARY MAPS THAT I JUST SHOWED YOU, WE'LL BE SELECTING APPROXIMATELY 18 NEIGHBORHOODS FOR POTENTIAL INCLUSION IN THESE CASE STUDIES.
AND THEN WORKING WITH COUNCIL, OUR PROJECT ADVISORY COMMITTEE AND OUR PARTNERS, WE HOPE TO NARROW THAT LIST DOWN OVER THE NEXT MONTH, UM, TO ULTIMATELY END UP WITH THE THREE TO FIVE NEIGHBORHOODS, UM, THAT WILL REPRESENT VARYING STAGES OF GENTRIFICATION BASED ON THAT TYPOLOGY THAT WE JUST ILLUSTRATED THAT ILLUSTRATE DIVERSE SOCIOECONOMIC DEMOGRAPHICS AND HOUSING MARKET TYPES AND CONDITIONS, AND ENSURE THAT OUR CASE STUDY SELECTIONS ARE GEOGRAPHICALLY DISPERSED THROUGHOUT THE CITY.

YOU'VE GOT MOST VULNERABLE, AND I HOPE THAT WHEN YOU PICK YOUR NEIGHBORHOODS, YOU'RE GONNA LOOK AT THOSE THAT ARE THE HIGHEST FUCHSIA COLORED, UM, BECAUSE THEY ARE IMMINENT AND THEY NEED IMMEDIATE ATTENTION.
I HEARD YOU SAY THAT YOU WANTED TO TALK ABOUT GEOGRAPHICALLY DISPERSED THROUGHOUT THE CITY, BUT THE ONE ELEMENT THAT SEEMS TO BE MISSING TO ME IS ACKNOWLEDGEMENT OF HOW MANY AFFORDABLE HOUSING UNITS ARE ALREADY IN VARIOUS LOCATIONS.
SO I BROUGHT, UM, A MATRIX THAT WE HAD FROM MAY 7TH, 2021 THAT I'M HAPPY TO SHARE WITH YOU, BUT VERY OFTEN WE HEAR THINGS AROUND THE HORSESHOE THAT JUST AREN'T FACT.
SO ACTUALLY THE DISTRICT WITH THE MOST AFFORDABLE HOUSING UNITS IN THE CITY IS DISTRICT 10.
THE SECOND MOST IS DISTRICT 12.
AND SO I'M NOT SURE PUTTING MORE AFFORDABLE HOUSING IN THOSE PLACES IS ACTUALLY WHAT'S NEEDED.
AND THERE'S ALREADY OTHER OPTIONS FOR AREAS THAT MIGHT HAVE, UM, SOME ISSUES WITH GENTRIFICATION, BUT THERE'S URGENT NEEDS AND NO AFFORDABLE HOUSING READILY AVAILABLE, AND SOME PLACES THAT REALLY NEED YOUR ATTENTION.
SO, UM, JAMES, I'VE BEEN A FAN FOR A LONG TIME.

AND STEPHANIE MENTIONED THE 300 MILLION INVESTMENT IN ANTI-DISPLACEMENT STRATEGIES, WHICH ARE BEING USED IN CONJUNCTION WITH PROJECT CONNECT.
THAT'S OUR TRANSIT AGENCY'S 7.1 BILLION TRANSIT EXPANSION PRO PROJECT.
SO, SO FAR THAT'S BEEN THE BIGGEST INTERVENTION THE CITY'S MADE.
AND THAT INTERVENTION'S REALLY SORT OF UNDERWAY BECAUSE THAT TRANSIT PLANNING PROCESSES UNDERWAY.
BUT THE, THE PROGRAM IS THAT 300 MILLION FUND.
THE CITY HIRED A COMMUNITY DISPLACEMENT PREVENTION OFFICER, AND IT'S BEING SPLIT AROUND THREE GOALS.
SO ONE IS LAND ACQUISITION, SO BOTH RAW LAND AND ACQUIRING EXISTING MULTI-FAMILY PROPERTIES.
SO THE COUNCIL MEMBER, UM, THE MENTION OF THE COMMUNITIES THAT ALREADY HAVE AFFORDABLE HOUSING, A LOT OF THAT EXISTING AFFORDABLE HOUSING IS VULNERABLE TO BEING REDEVELOPED, ESPECIALLY IF THOSE AFFORDABLE HOUSING TERMS ARE ABOUT TO EXPIRE.
AND SO THOSE INTERVENING EARLY TO PUT THAT AFFORDABLE HOUSING INTO A PERMANENT FORM OF AFFORDABLE HOUSING IS REALLY IMPORTANT.
THE SECOND STRATEGY IS, IS LEAN DEVELOPMENT.

IN THOSE AREAS THAT ARE ACTIVELY GENTRIFYING, THE CITY IS FOCUSED ON BUILDING AND RENOVATING LONG-TERM PERMANENT AFFORDABLE HOUSING.AND THEN THE THIRD STRATEGY THE CITY IS USING, IT'S INVESTING IN COMMUNITY INITIATED PROJECTS, UM, TO LOCAL NONPROFITS THAT ARE FOCUSED ON A RANGE OF DIFFERENT ANTI DISPLACEMENT STRATEGIES.
SO RENTER STABILIZATION PROGRAMS, EDUCATION TO HOMEOWNERS ON ESTATE PLANNING, FINANCIAL LITERACY, THERE'S A CLT ACCELERATOR PROGRAM, THERE ARE MORTGAGE AND UTILITY RELIEF PROGRAMS. SO THERE'S, THERE'S A SLEW OF THINGS IN, IN CONJUNCTION, PARTICULARLY WITH THAT $300 MILLION FUND.
UM, IT'S STILL TOO EARLY TO SORT OF MEASURE THAT OUTCOMES OF THAT.
I THINK WE'RE REALISTIC HERE IN AUSTIN THAT YOU CAN'T EVER PREVENT ALL THE DISPLACEMENT FROM GINGER ATION.
NO CITY'S DONE THAT, BUT JUST LIKE YOU CAN'T PREVENT ALL OF, OF, OF TRAFFIC IN A CTA.
YOU DO WHAT YOU CAN AND, AND TO, TO MAKE BIG, BIG AND BOLD STEPS AND TO MAKE A DIFFERENCE WITH RESPECT TO THE VARIOUS DIAGRAMS ON TYPOLOGY AND VULNERABILITY AND HOUSING MARKET CHANGE.
IS IT POSSIBLE FOR YOU TO SUPERIMPOSE THE DIFFERENT CITY COUNCIL DISTRICTS SO THAT WE CAN DETERMINE JUST WHAT THE CONDITIONS ARE IN OUR SPECIFIC DISTRICTS? THAT WOULD BE VERY HELPFUL.

IN THIS STUDY, WE HOPE THAT WE CAN PUT SOME LEGS ON IT SO THAT IT ACTUALLY HAS, UM, IT CAN ACTUALLY HELP US BEFORE IT'S TOO LATE.
AND SO, UH, I THINK SOME OF THE THINGS WE TALKED ABOUT, AND YOU'LL BE ABLE TO ADDRESS IS MAKING SURE THAT THE CONSTITUENTS HAVE TOOLS TO WORK WITH.
UM, SOME NEIGHBORS I FOUND DURING THAT CONVERSATION, UM, THEN JUST AT WHOLE ENGAGEMENT WITH, WITH THE COMMUNITY IS OFTENTIMES THOSE MEMBERS DON'T WANNA LEAVE THAT COMMUNITY.
THEY WANNA STAY WHERE THEY ARE.
AND SO WE'VE GOT TO GIVE THEM THE TOOLS THEY NEED SO THAT THEY'RE ABLE TO STAY RIGHT IN THAT VERY NEIGHBORHOOD.
UH, WE TALKED ABOUT MAKING SURE THAT THE COMMUNITY KNOWS AHEAD OF TIME WHEN PROJECTS ARE COMING IN, SO THEY DON'T GET, THEY'RE NOT TREATING TREATED AS AN AFTERTHOUGHT.
UH, AND I THINK I, I'M BRINGING THOSE OUT TO YOU SO THAT YOU MAY ALREADY HAVE THAT ON YOUR LIST, BUT THOSE ARE THINGS WE BEGIN TO TALK ABOUT.
AND JUST OVERALL, I THINK, UH, BEING WE HAVE TO BE AGGRESSIVE BECAUSE THE PROGRESS WE'RE MAKING IN SOME COMMUNITIES IS VERY AGGRESSIVE.
AND I KNOW THAT AROUND THE, THE 35 I 35 GATEWAY, YOU'RE GONNA SEE SOME AGGRESSIVE DEVELOPMENT.
AND SO WE HAVE TO, WE, IT'S LIKE WE SHOULD HAVE BEEN, WE SHOULD HAVE HAD THIS PROGRAM AND THE IDENTIFICATION OF THE COMMUNITIES LIKE THREE YEARS AGO, MAYBE 10, BUT FOR ME, THE 2015 WAS MY MARK.
SO HOPEFULLY WE CAN GET TO WHEREVER WE NEED TO BE AND WE CAN BEGIN TO IDENTIFY SOME OF THOSE NEIGHBORHOODS THAT ARE SERIOUSLY STRUGGLING.
UH, THEY WANT TO, ONCE AGAIN, I'LL REITERATE, MOST OF THOSE NEIGHBORS WANT TO BE WHERE THEY ARE BECAUSE MOST OF THE TIME THEY HAVE, THEY HAVE ACQUIRED THE PROPERTY THROUGH THE GRANDMOTHERS AND SO, AND, AND FAMILY PROPERTIES, AND THEY DON'T WANNA LEAVE THAT NEIGHBORHOOD.

WE WE'RE LOOKING AT OUR CENSUS TRACKS AND OUR CENSUS TRACKS ARE JUST DELAYED AND THEY'RE NOT GIVING US A TRUE STORY AND A REPRESENTATION.
WHAT ARE OUR COMMUNITIES GOING THROUGH? SO I REALLY HOPE THAT THESE TOOLS THAT Y'ALL ARE GONNA BE IMPLEMENTING WILL HELP TELL THE TRUE STORY OF DALLAS.
WE HAVE TO FIND THAT BALANCE OF MAKING SURE THAT DALLAS CONTINUES TO PROSPER, BUT WE CONTINUE TO ALSO, UM, PROTECT THOSE INDIVIDUALS THAT HAVE LIVED HERE FOR DECADES.
PRESERVING AFFORDABLE HOUSING IS KEY.
UM, AND NOT ALLOWING DISPLACEMENT TO TAKE OVER.
I REALLY LIKE THE, UH, USE OF CULTURAL CHARACTER.
I THINK THAT ADDS VALUE TO THE WAY WE LOOK AT COMMUNITIES, NOT JUST THROUGH, UM, THE WAY, UH, OUR RACIAL MAKEUP, BUT IT LOOKS AT US THROUGH IDENTITY, THROUGH, UM, THROUGH OUR HISTORY.
AND SO I, I REALLY APPRECIATE Y'ALL PUTTING THAT IN THERE.

UH, AS A COUNCIL MEMBER THAT REPRESENTS PART OF THE, UH, COMMUNITIES CLOSER TO THE URBAN CORE.
WE, WE DO SEE, UM, WHAT IS HAPPENING RIGHT BEFORE OUR EYES.
AND SO I WANNA DO EVERYTHING THAT WE CAN TO ENSURE THAT WE CREATE THAT, UH, THAT EQUITABLE BALANCE.

THE OTHER ONGOING NEED IS, UM, MORE PROPERTIES ACROSS DALLAS AND COLLIN COUNTY.
AGAIN, IT GOES TO, UM, I THINK KIND, KIND OF THE QUESTION I WAS ASKED BEFORE ABOUT, UH, AREAS OF HIGH OPPORTUNITY OR AREAS OF OTHER, RIGHT? WE, WE REALLY WANT TO PROVIDE A DIVERSITY OF HOUSING OPTIONS FOR PEOPLE SO THEY CAN BE CLOSER TO WHEREVER THEIR WORK SCHOOL FAMILIES MAY BE.

AND SO THAT'S SOMETHING THAT, UM, AGAIN, WE'RE VERY GRATEFUL TO HAVE HAD THE HISTORIC AMOUNT OF VOUCHERS THAT HOUSING FORD GATHERED TOGETHER FOR THE, UH, D R T R R AND NOW WITH THE NEW, UH, 22.8 MILLION OVER THREE YEARS THROUGH THE C C PART OF THAT IS ALSO VOUCHERS.
I KNOW WE'LL TALK ABOUT THAT IN A MINUTE.
UM, AND FUNDING TO CONTINUE THOSE WRAPAROUND SERVICES.
SO THAT'S INCREDIBLY IMPORTANT.
AND THEN MAINTAIN ENCLOSURE OF ENCAMPMENT, UH, DECOMMISSIONED ENCAMPMENT SITES.
THAT IS SOMETHING THAT IS DONE, UM, THROUGH THE CITY, THROUGH THE OFFICE OF HOMELESS SOLUTIONS AND ALSO THROUGH PARTNERSHIP WITH OUR HEART TEAM, WHICH HAS DEDICATED CITY MARSHALS WHO CAN GO WEEKLY AND MAKE SURE THAT THESE SPOTS THAT HAVE SIGNAGE, UM, ARE CLOSED.
UM, I'M ALSO HAPPY TO SAY THAT, UM, WHEN I LOOK AT OUR THREE 11 DATA, OUR COMMUNICATIONS ACROSS THESE HOTSPOTS AND ACROSS THE COMMUNITY ARE THROUGH THE ROOF.
UM, AND A LOT OF THE SITES THAT THEY'VE BEEN COMMUNICATING ON HAVE NOW BEEN CLOSED.
AND SO REALLY SEEING THAT WE'VE HAD THAT COMMUNITY PIECE, UM, OF PLEASE LET US KNOW, THREE 11 EMAIL US IS SO, SO ACTIVE.
UM, AND THE COMMUNITY'S BEEN VERY RESPONSIVE.
I IS REALLY, REALLY GREAT TO SEE.
UM, AND THEN WITH THAT, OF COURSE WE'VE CLOSED OVER 11 ENCAMPMENTS, UM, 136 RESIDENTS HOUSED ON TOP OF THAT.
WE'VE ALSO GOT 93 ACTIVELY WORKING IN HO ON HOUSING.
UM, THAT WAS A NON-TRADITIONAL SITE THAT WAS CLOSED.
UM, IT'S NOT SOMETHING THAT WE HOPE TO REPEAT JUST BECAUSE ONCE YOU HAVE TO PUT PEOPLE IN HOTEL, IT'S, IT'S MORE DIFFICULT TO GET THEM TO MOVE ON IN SOME WAYS.
BUT IT IS ALSO AN INTERESTING, UM, KIND OF CASE STUDY AS WE GO FORWARD WHERE WE DID NOT HAVE THE TIME ON THE FRONT END TO BUILD THAT RELATIONSHIP ON SITE.
UM, AND WE NEEDED TO CLEAR THE SITE VERY QUICKLY.
AND BECAUSE THE DALLAS REALTIME RAPID REHOUSING INITIATIVE WAS COMING THE NEXT WEEK, WE WERE ABLE TO MAKE FINANCIAL SENSE OF PUTTING PEOPLE INTO A HOTEL AND THEN DO DEMI, UH, DECOMMISSION THE ENCAMPMENT FROM THE HOTEL.
AND SO AGAIN, IT'S AN INTERESTING CASE STUDY.
I THINK IN MOST CASES THAT'S NOT SOMETHING THAT WILL BE NEEDED.
UM, BUT IT DID ALLOW US TO VERY QUICKLY, UM, RENDER THE SITE SAFE FOR EVERYONE INVOLVED.
UM, AND SO THAT'S BEEN VERY INTERESTING.
UH, AND THEN JUST LOOKING AT HOW WE MOVE IN THE FUTURE, WE'RE GOING TO BE REORIENTING AROUND HOUSING READINESS FOCUSED OUTREACH COLLECTIVELY, THAT'S PART OF THE, UH, HUD FUNDING THAT'S COME INTO THE SYSTEM AND THE REORIENTATION AROUND, YOU KNOW, MORE, UH, STREET OUTREACH STAFF WHO ARE REALLY FOCUSED ON ACCESS TO HOUSING.

THOSE STREAMLINED PATHWAYS, THE HOUSING, THE EXPANSION OF HOUSING PLUS SERVICES AND THAT SOLUTIONS, THE USE OF DATA, THE CROSS-SECTOR PARTNERSHIP, HOW WE ADVANCE RACIAL EQUITY, AND BECAUSE OF THE, THE HOUSING FIRST APPROACH THAT OUR FEDERAL GOVERNMENT LEANS INTO UNDERSTANDING WHAT THAT MEANS IS NOT JUST HOUSING ONLY, BUT IS TRULY AN EXPANSION OF HOUSING PLUS THOSE WRAPAROUND SERVICES.
ANYTHING CHRISTINE, YOU WANT TO ADD ABOUT WHITE HOUSING USAGE? UH, YES.
JUST THAT WE ARE EXTREMELY EXCITED, UM, FOR THOSE WHO DON'T KNOW THAT UNITED STATES INTERAGENCY COUNCIL ON HOMELESSNESS PUBLISHED, UH, THE ALL-IN PLAN A COUPLE OF MONTHS AGO, WHICH IS THE FEDERAL PLAN TO REDUCE HOMELESSNESS BY 25% BY 2025.
IT COVERS NOT ONLY HOMELESSNESS, BUT UPSTREAM SUPPORTS LIKE AFFORDABLE HOUSING AND HOUSING FOR THOSE WHO ARE OR SUPPORTS FOR THOSE WHO ARE ABLY HOUSED AS WELL.
IT EVEN GOES BACK TO LOOKING AT, UM, YOUTH HOMELESSNESS AND THE IMPACT POVERTY HAS AT AN EARLY AGE.
SO IT'S VERY COMPREHENSIVE, UH, ENCOURAGE EVERYBODY TO READ IT.
UM, AND THE THING THAT THEY'RE LOOKING FOR NOW IS THEY, UM, ARE LOOKING FOR CITIES TO DO CONSULTATIONS WITH.
UM, AND THEN FROM THOSE CONSULTATIONS, WHICH WE HAVE JUST AS A A C O C FINISHED HOURS, I BELIEVE TWO WEEKS AGO, UM, WE HOSTED AT DALLAS DOWNTOWN INC.

AND SO ALL OF THOSE REALLY WERE TO SEE HOW WE WOULD ALIGN, UH, HOW WHAT WE HAVE GOING ON IN OUR SYSTEM ALIGNS WITH THE ALL-IN PLAN TRAJECTORY.
UM, HOW COHESIVE IS OUR SYSTEM? WHAT DOES THE CATALYST FOR CHANGE LOOK LIKE HERE? IN EACH OF THOSE COMMUNITIES, I'VE BEEN ABLE TO SEE FIRSTHAND HOW HOMELESSNESS GENERALLY, BUT ALSO UNSHELTERED HOMELESSNESS MORE SPECIFICALLY, LEAVES A DEVASTATING IMPACT ON THE COMMUNITY.
CERTAINLY, PEOPLE WHO ARE EXPERIENCING UNSHELTERED HOMELESSNESS FACE GREAT DIFFICULTY NAVIGATING COMPLEX SYSTEMS OF CARE SO THAT THEY CAN ULTIMATELY ACHIEVE PERMANENT HOUSING.
BUT THE COMMUNITIES THEMSELVES ARE ALSO NEGATIVELY IMPACTED WHEN HOMELESSNESS IS SO VISIBLE ON OUR STREETS.
DALLAS STANDS OUT AS ONE OF THE VERY FEW COMMUNITIES ACROSS THE COUNTRY THAT HAS BEEN ABLE TO DESIGN A COMPREHENSIVE STRATEGY AND THEN EXECUTE THAT STRATEGY SUCCESSFULLY.
I UNDERSTAND YOU'VE DECOMMISSIONED OVER 11 ENCAMPMENTS AS, UH, WAS MENTIONED EARLIER, AND THERE ARE VERY FEW COMMUNITIES THAT HAVE ACHIEVED THAT KIND OF SUCCESS.
HUD'S RECENT ANNOUNCEMENT OF THEIR SPECIAL FUNDING OPPORTUNITY FOR UNSHELTERED HOMELESSNESS AND DALLAS'S UNPRECEDENTED LARGE AWARD ARE TESTAMENT TO THE NATIONAL ATTENTION THAT DALLAS IS NOW RECEIVING FOR YOUR RESPONSE.
COMMUNITIES LIKE SEATTLE, SAN FRANCISCO AND SAN DIEGO HAVE BEEN WORKING ON THIS VEXING PROBLEM FOR OVER A DECADE, BUT THEY DID NOT RECEIVE SPECIAL FUNDING.
I THINK DALLAS'S AWARD OF, I THINK IT'S NORTH OF 22 MILLION, WAS THE THIRD LARGEST AFTER LOS ANGELES AND CHICAGO.
SO I JUST WANT TO TAKE A FEW MINUTES TO HIGHLIGHT, AGAIN, FROM MY PERSPECTIVES NATIONALLY, UH, WORKING IN COMMUNITIES ACROSS THE COUNTRY, UM, WHAT I SEE FIRSTHAND AS THE MAJOR CHALLENGES, WHAT WORKS AND WHAT COMMUNITIES ARE DOING TO, UH, TO HELP IMPACT THIS.
I WANNA HIGHLIGHT A FEW OF THE UNIQUE CHARACTERISTICS OF DALLAS, UM, THAT HUD AND THE CURRENT BIDEN ADMINISTRATION ARE HOPING CAN BE REPLICATED IN OTHER COMMUNITIES.
FIRST, YOU'VE DESIGNED, DESIGNED A TRULY REGIONAL APPROACH WITH THE ALL NEIGHBORS INITIATIVE AND PARTNERSHIPS WITH YOUR HOUSING PROVIDERS, SERVICE PROVIDERS, THE PUBLIC HOUSING AGENCY, COMMUNITY AGENCIES, AND HOUSING FORWARD, UM, HAS MATURED INTO AN EFFECTIVE BACKBONE ORGANIZATION PROVIDING THE MANAGEMENT AND SUPPORT, BUT IT'S REALLY THE LEADERSHIP OF ELECTED OFFICIALS, YOUR PARTNERSHIP WITH THE P H A AND YOUR PARTNERSHIP WITH LAW ENFORCEMENT AND THE COMMITTED PARTICIPATION OF MANY HOMELESS SERVICE ORGANIZATIONS IN A CONCERTED FASHION THAT, UH, THAT HAS SUCH A MODEL FOR OTHER JURISDICTIONS TO FOLLOW.
SECOND, DALLAS IS DRAMATICALLY EXPANDING HOUSING CAPACITY THROUGH RAPID REHOUSING AND P S H TO MOVE PEOPLE DIRECTLY FROM ENCAMPMENTS INTO PERMANENT HOUSING.
WE SEE TOO MANY OTHER COMMUNITIES THAT ARE SIMPLY EXPANDING EMERGENCY SHELTER, WHICH AS WE KNOW IS NOT PERMANENT HOUSING, AND TOO OFTEN ONLY CONTRIBUTES TO CONTINUED INSTABILITY AND TRAUMA FOR PERSONS WHO STAY IN SHELTERS FAR TOO LONG.
THIRD, DALLAS IS LEVERAGING FEDERAL CITY, COUNTY, AND PRIVATE RESOURCES IN AN UNPRECEDENTED WAY TO MAXIMIZE THE IMPACT OF EACH INDIVIDUAL INVESTOR.
TOO MANY OTHER COMMUNITIES AREN'T ABLE TO DESIGN SUCH AN INTEGRATED AND IMPACTFUL INVESTMENT STRATEGY FOR THEIR HOMELESS RESPONSE.
AND FINALLY, DALLAS IS EXPANDING OUTREACH CAPACITY, AND IT'S THE PARTICULAR TYPE OR KIND OF OUTREACH WHICH FOCUSES ON HUMAN-CENTERED ENGAGEMENT AND RAPID RESETTLEMENT INTO PERMANENT HOUSING.

WE SEE OUTREACH IN OTHER JURISDICTIONS TOO OFTEN FOCUSING SIMPLY ON COMFORT AND CARE, BUT IT DOESN'T HAVE THE DEDICATED HOUSING COMPONENT.I KNOW THERE'S STILL A LOT OF WORK AHEAD, BUT I'M CONFIDENT THAT THE STRATEGY DALLAS HAS ADOPTED, AND THE EVIDENCE FROM THE PAST YEAR'S SUCCESS THAT WAS JUST OUTLINED THIS MORNING WILL CONTINUE TO YIELD INCREASINGLY BENEFICIAL RESULTS.
DALLAS IS NOW IN THE NATIONAL SPOTLIGHT.

UM, SO IF IT, SO I WOULD LIKE TO KNOW WHAT STRATEGIES WE'RE USING, AGAIN, BEYOND MONETARY TO REALLY GO AND TALK TO THESE PROPERTY OWNERS.
THE OTHER QUESTION THAT I HAVE IS, UM, IS IT A VIABLE STRATEGY TO ADD, UH, PROPERTIES FOR PURCHASE LIKE THE ST.

WE WOULD LOVE TO SEE, UM, MORE ORGANIZATIONS DOING PRIVATE WORK TO PROCURE THE BUILDINGS AND THEN WORKING WITH HOUSING FORD, UM, COMING TO THE CITY.

UM, IS THERE SOMETHING THAT WE CAN DO AS A CITY TO EARMARK FUNDING THAT'S DIRECTLY ALLOCATED TOWARDS ENSURING THAT YOUTH, UM, ARE BEING, UM, PRIORITIZED? YES.
UM, WE ACTUALLY HAD, I THINK YOU'LL REMEMBER THE, UM, HOUSING, THE YOUTH SUPPORTIVE HOUSING FOR LGBTQIA PLUS, UM, AS A PREFERENCE.
BUT OBVIOUSLY THAT MONEY IS FOR ALL YOUTH WITH A PREFERENCE FOR THAT AS A, A KIND OF A CARVE OUT FOR PART OF IT.
UM, AND THAT IS SOMETHING THAT WE ARE WORKING WITH HOUSING FORWARD ON, UM, IN TERMS OF REVIVING THAT FOCUS, BECAUSE THERE REALLY ISN'T A LOT FOR YOUTH AND WE RECOGNIZE THAT IT'S AN ISSUE.

UM, AND SO WE'RE HAVING SERIOUS CONVERSATIONS WITH D I S D, WHO'S BEEN WONDERFULLY SUPPORTIVE, UM, AND LOOKING AT HOW WE VERY MINDFULLY PULL THIS TOGETHER BECAUSE IT'S, IT'S AN EMERGENCY AND IT'S NEEDED NOW.

WE KNOW OF A LOT OF AMAZING PARTNERS THAT ARE OUT THERE.
PROMISE HOUSE EXISTS AFTER EIGHT TO EDUCATE SO MANY OTHERS.
CAPACITY FUNDING, YOU KNOW, CONTINUES TO BE SOMETHING FOR, FOR SOME OF THESE NONPROFIT AGENCIES.
ALSO UNDERSTANDING, UH, THE, THE VERY DEFINITIONS AROUND YOUTH HOMELESSNESS, YOU KNOW, OUR ISDS HAVE THE, THE MCKINNEY-VENTO THAT THEY'RE FALLING UNDER THAT DOESN'T NECESSARILY ALIGN WITH THE HUD UH, DEFINITION OF WHAT EXPERIENCING HOMELESSNESS TRULY LOOKS LIKE.
AND SO THE ONGOING WORK THAT WE HAVE, AS I MENTIONED, UH, ONE OF THE FUTURE GOALS IS SIGNIFICANT REDUCTION IN YOUTH HOMELESSNESS.
IT REALLY IS UNDERSTANDING THE LANDSCAPE, KNOWING WHAT THOSE GAPS ARE, HOW DO WE INCREASE THE CAPACITY OF SOME OF OUR DIRECT SERVICE PROVIDERS? HOW DO WE BRING IN SPECIAL TARGETED FUNDING TO SERVE YOUTH? AND THEN THE, THE KIND OF THE, THE, THE NOT LAST LEG, BUT ADDITIONAL LEG OF THAT IS THEN HOW DO WE HAVE SPECIALIZED POTENTIAL VOUCHERS THAT WOULD HELP HELP YOUTH THAT ARE AGING OUT OF FOSTER CARE.
SO WE'RE REALLY LOOKING AT THE GAMBIT OF SOLUTIONS, UM, TO ENGAGE, UH, AND SERVE THOSE YOUTH EXPERIENCING HOMELESSNESS.

AND THOSE, NOW THAT I'VE HAD THIS WEEKEND TO MAKE SOME PHONE CALLS, THERE ARE, UM, NEIGHBORS, BUSINESS NEIGHBORS AS WELL AS RESIDENTIAL NEIGHBORS THAT ARE VERY UPSET ABOUT THIS AND DO NOT SUPPORT, UM, THIS PROJECT AT THIS TIME.
AND SPECIFICALLY SOME OF THE NEIGHBORING BUSINESS OWNERS THAT INVESTED A TON OF MONEY POST THE, THE TORNADO DAMAGE.
AND, UM, IN, IN THE FACT THAT THERE WERE DEED RESTRICTIONS.
AND THIS WAS AN OFFICE RETAIL AND SERVICE CORRIDOR.
AND IF YOU'RE GONNA TAKE INDIVIDUAL PROPERTY RIGHTS FROM PEOPLE, UM, THERE SHOULD BE A, A REALLY STRONG REASON FOR DOING SO.
AND THERE ARE BAD ACTORS OR SOMETHING LIKE THAT.
AND I'M NOT AWARE THAT THERE'S ANY BAD ACTORS IN THIS PARTICULAR AREA.
EVEN OUR MVA, IT'S REPORTED, DIDN'T EVEN REVIEW THIS AREA BECAUSE IT WAS NOT ELIGIBLE FOR RESIDENTIAL USE.
AND SO I'M, I'VE BEEN TOLD THAT WE WILL DEFINITELY FACE LITIGATION AS IT RELATES TO THIS FOR INVERSE CONDEMNATION.
THERE'S GONNA BE CHALLENGES HERE.
UM, THIS IS, AS THE CITY ATTORNEYS HAVE SAID, THE VERY FIRST TIME WE'RE TAKING THIS, WE'RE OPENING OURSELVES UP TO ADDITIONAL RISK.
UM, I THINK Y'ALL ARE AWARE, BUT IF YOU'RE NOT, THIS IS, UH, GENERAL AREA IS THE FEDERALLY DESIGNATED PROJECT SAFE NEIGHBORHOOD, WHICH HAS THE HIGHEST VIOLENT CRIME RATE IN THE REGION.
AND WHERE THE US ATTORNEYS, THE FBI, DEA, ARE ALL FOCUSING ALL OF THEIR EFFORTS AND ENERGY INTO THIS AREA.
UM, THE CITY HAS CONTINUED TO FAIL.
WE'VE HEARD SOME OF THE DISCUSSION PREVIOUSLY, BUT TO

ACTUALLY REMEDIATE THE, UM, HOMELESS ENCAMPMENTS THERE IN THIS AREA, COTTONWOOD TRAIL IN MANY AREAS IS ESSENTIALLY SHUT DOWN FOR ACTION BECAUSE THE CITY HAS NOT DEALT WITH THE HOMELESS IN THIS AREA AND WAS ALSO MENTIONED EARLIER.UM, AS IT RELATES TO THE AREA, THE LOCATION, DISTRICT 10 HAS OVER 5,000 MORE AFFORDABLE UNITS THAN ANY OTHER DISTRICT IN THIS CITY BASED ON CITY STAFF'S, UH, MEMO.
AND SO THE LOCATION IS PROBLEMATIC.
UM, I THINK MORE THAN ANYTHING, MY SECOND ISSUE IS THE LACK OF TRANSPARENCY AND COMMUNITY ENGAGEMENT.
WHEN I'VE TALKED TO A COUPLE NEIGHBORS AGAIN OVER THIS WEEKEND, THE WORDS USED WERE INEPT AND DECEITFUL.
THERE'S BEEN NO COMMUNICATION FROM OUR CITY MANAGER, FROM CITY STAFF THAT I DIDN'T HAVE TO REACH OUT FOR.
AFTER MEDIA INQUIRIES, THERE'S BEEN TWO YEARS OF OPPORTUNITY TO, UM, TALK TO BRING PEOPLE INTO THE FOLD, TO HAVE DISCUSSIONS TO GIVE RESPECT AND DECENCY TO THIS, THIS NEIGHBORHOOD.
AND A BIG PART OF A PROJECT LIKE THIS IS, IT DOES INVOLVE TRUST THE OPERATOR AND THE MANAGEMENT OF THE PROPERTY SHOULD BE SOMEONE THAT'S A GOOD NEIGHBOR FOR THE PROJECT.
AND SO MANY OF MY CONSTITUENTS ARE TELLING ME THEY HAVE NOT FELT THAT WAY FROM THE BEGINNING.
AND THIS HAS BEEN PAR FOR THE COURSE FOR THE WAY THE INITIAL, UH, CONVERSATIONS HAVE HAD.
I DO NOT UNDERSTAND THE NEED FOR RUSH.
I DON'T KNOW WHY WE'RE MOVING THIS SO QUICKLY AND GOING FROM ONE WEEK WHERE ALL OF A SUDDEN PUTTING IT ON A HOUSING AGENDA WHERE I WAS TOLD ON FRIDAY MORNING, THE CHAIR SAID IT WOULD NOT BE ON THE AGENDA, AND THEN IT SHOWED UP LATER ON THE AGENDA.
DON'T KNOW WHY WE WENT TO AN EXECUTIVE SESSION.
AND I'M PRECLUDED FROM EVEN BEING THERE TO HEAR THE LEGAL QUESTIONS ASKED.
UM, I, NONE OF IT MAKES SENSE TO ME.
UM, BUT THAT'S WHAT'S BEEN HAPPENING WITH THIS PROJECT FOR THE BEGINNING.
FOR SOME REASON, IT HAS NOT BEEN FULLY VETTED.
I'M TELLING YOU, IT HAS NOT HAD, UM, THE COMMUNITY ENGAGEMENT THAT I BELIEVE A PROJECT LIKE THIS SHOULD HAVE.
UM, IF IT'S A GOOD PROJECT, THEN LET'S PUT IT OUT THERE AND HAVE THE DISCUSSIONS THAT ARE NEEDED TO, TO LET PEOPLE IN, IN THE LOOP.
UM, I'VE ALREADY HEARING AND SEEING OF ALL SORTS OF EMAILS EXCHANGED AND COMMUNICATIONS FROM, UM, THE DEVELOPER AND PEOPLE INVOLVED IN THIS THAT ARE GOING TO OTHER COUNCIL MEMBERS, BUT WERE NOT, NOT COMING TO ME.

I WILL CONTINUE TO BE AVAILABLE AND PUT OUT PEOPLE THAT NEED TO BE INVOLVED IN THIS DISCUSSION.
