UM, WE'VE DONE A LOT OF WORK SINCE WE WERE LAST HERE WITH YOU ALL AND WANNA TALK ABOUT SOME OF THE ONGOING EFFORTS.

THE HISTORIC TREE DESIGNATION, WHICH WE'RE EXCITED TO TALK A LITTLE BIT ABOUT, IS GONNA BE SOME OF THE FIRST THINGS WE'VE DONE, OUR OUTREACH PROGRAMS, AND THEN KIND OF THE NEXT STEPS THAT YOU'LL SEE US MOVING FORWARD.
SO ON THE NEXT SLIDE, WE ALWAYS START OUR PRESENTATIONS RELATED TO EAB AS A QUICK REMINDER, WHAT IS EAB, WHAT TO EXPECT, AND WHAT TO SEE.
UM, ON THE NEXT SLIDE, ON SLIDE FOUR, YOU WILL SEE THAT STAFF HAS INVENTORIED ALMOST 1,068 TREES WHO ARE NEARING THAT 1100 TREE MARK.
THE INVENTORY INCLUDES BOTH SIZE, AGE, CONDITION ASSESSMENTS, GEOLOCATIONS, PHOTOGRAPHY.
IT GOES INTO OUR TREE KEEP SOFTWARE, WHICH YOU'LL SEE AN EXAMPLE ON THE NEXT SLIDE.
UM, 116 OF THESE SIGNIFICANT TREES HAVE BEEN TAGGED FOR TREATMENT.
UM, TREATMENT GOES IN UNTIL THE TREES BECOME DORMANT.
WHEN IT GETS COLD, WE'LL START TREATING AGAIN AS THE SPRING WARMS UP, YOU WANT THE TREES ALIVE AND MOVING WHEN YOU START TREATING THEM.

UM, THIS IS WHAT OUR TREE KEEP INVENTORY LOOKS LIKE AS YOU ASSESS.

UM, IN THE TREE KEEP SOFTWARE, YOU WILL WILL SEE KIND OF THE SLIDES ON THE RIGHT ARE SOME CONDITION ASSESSMENTS ON THE BACK END THAT CITY STAFF HAS ACCESS TO, AND THEN ALSO VARIOUS SHOTS OF THE TREE FROM A PHOTO ASPECT.
THIS ALSO ALLOWS US TO BE ABLE TO DO OUR MANAGEMENT ACTIVITIES AS WE MOVE FORWARD.

IF YOU SEE A TREE THAT'S AN NASH TREE AND IT HAS A BLUE TAG ON IT, THAT MEANS IT HAS BEEN TREATED.
THIS IS A TOOL THAT WE'LL USE CUZ YOU KNOW, THESE TREES, IT'S THE MARATHON.
THEY'LL HAVE TO BE TREATED EVERY THREE OR SO YEARS.
AND SO THE TAGS ALLOW US TO KEEP INVENTORIES IN THE FIELD LIVE AS WELL.
UM, ON SLIDE SEVEN, THIS IS A BRIEF OVERVIEW OF WHAT'S GOING ON WITH CITY CODE AND WHERE WE ARE WITH OUR LANDSCAPE AND TREE MANUALS.
SO AS YOU REMEMBER, IN LATE OCTOBER, YOU HELPED MAKE SOME AMENDMENTS TO ARTICLE 10 THAT ALLOWED US TO ADDRESS THE EMERALD DASHBOARD AND TO ALLOW US TO USE REFORESTATION FUNDS IN AN AREA THAT'S BEEN DECLARED FOR PRIVATE PROPERTY PURPOSES.
THE LANDSCAPE AND TREE MANUAL UPDATES ARE KIND OF ADMINISTRATIVE UPDATES THEY TAKE A LITTLE BIT LONGER, BUT WE ARE GOING THROUGH THAT PROCESS.
AND, UM, THE TARGET IS THE FALL OF 2023 TO COMPLETE ALL OF THOSE UPDATES.
ON SLIDE EIGHT, YOU'LL SEE ALL OF OUR TREE PLANTING EFFORTS.
DURING THE FALL, THERE ARE APPROXIMATELY 3,400 NEW TREES AT HOMES, PARKS, AND SCHOOLS.
BY APRIL 1ST WE'LL HAVE ABOUT 4,500 TREES THAT WILL GO IN THE GROUND.
AND THESE HAVE BEEN WITH PARTNERS FROM TEXAS TREES TO OUR ISDS, TO OUR, UM, COMMUNITY FORESTRY PROGRAM, AND A LOT OF OUR BRANCH OUT BRANCHING DALLAS WITH VARIOUS NEIGHBORHOOD AND HOMEOWNERS ASSOCIATIONS AND FRIENDS OF PARKS.
UM, SLIDE NINE IS SORT OF A NEW THING TO THE CITY.
IT'S BEEN AROUND FOR A WHILE, BUT WE ACTUALLY HAVE SEVEN HISTORIC TREES THAT OVER THE SPRING YOU WILL SEE THEM MAKE IT TO YOUR AGENDA, RIGHT? SO, UM, WE'VE ASSESSED THE TREES.
THEY ARE THROUGHOUT PARKS AND ON PUBLIC LAND.
WE HAVE NOT HAD ANY PRIVATE TREE OWNERS SUBMIT ANY TREES YET.
UM, THIS STAMP, WHEN YOU SEE THIS GOING, YOUR AGENDA WILL ESSENTIALLY PROTECT THAT TREE ABOVE AND BEYOND OUR NORMAL REQUIREMENTS.

WE'VE COMPLETED SEVEN EVENTS IN JANUARY AND FEBRUARY.
UM, THE, YOU KNOW, SOME OF THESE INCLUDE OUR SOUTHWEST PARK AND RECREATION TRAINING INSTITUTE, OUR GARDEN CLUBS AND OUR MASTER NATURALISTS.
THE COMMUNITY EAB PRESENTATIONS ARE SCHEDULED AND UNDERWAY, AND THOSE, UM, ARE LEADING INTO THE SPRINGTIME.
AND THOSE ARE SOME OF THE ACTIVITIES YOU ALL REQUESTED THAT WE GET WITH Y'ALL TO WORK ON.
ONCE WE GET MOVING ON THOSE, THERE ARE ALSO FOUR WORKSHOPS THAT ARE TARGETING LOCAL PRIVATE TREE COMPANIES TO KIND OF HELP WITH SOME OF THOSE EAB OUTREACH AND TRAININGS FOR THEM.

UM, THERE'S ALSO AN EEB B FORESTRY PANEL VIDEO THAT WILL BE FILMED THIS SPRING THAT WILL BE AVAILABLE FOR YOUTUBE CLIPS AND ON OUR PEG CHANNELS AND OTHER LOCATIONS.
AND THEN WE CONTINUE TO UPDATE THAT FORESTRY WEBPAGE.
SLIDE 14 IS JUST A REMINDER OF THE ACTIVITIES OF SURROUNDING THE GREAT TRINITY FOREST BOUNDARY SURVEY ACTIVITY THAT Y'ALL APPROVED IN THE DECEMBER AGENDA.
SO AS WE'VE COMPLETED AND MOVED TOWARDS THE REST OF THE ACQUISITIONS OF PROPERTIES FOR THE BOUNDARY, KIND OF THE CADILLAC HEIGHTS AND LAMAR LEVEES THAT DEMARK THOSE, WE'LL BE OUT COMPLETING SURVEY WORK.
AND THEN WE'LL BE IN THE NEIGHBORHOODS THROUGHOUT THE SUMMER AND FALL TO TALK ABOUT, YOU KNOW, THOSE 277 NEIGHBORHOODS THAT TOUCH THE FOREST.

SO AS WE WENT OUT AND DID A LOT OF THE EARLY INVENTORYING ACTIVITIES, IT WAS SORT OF VALIDATION OF WHAT CONDITION ARE WE LOOKING AT? AND SO OUR, OUR ASH CONDITION IS NOT AS QUALITY, BUT WE'LL CONTINUE TO TREAT THOSE THAT WE FIND THAT MAKE A LOT OF SENSE TO TREAT THEM.
AND, AND SO, AND I ALSO WANNA ASK, UM, DO YOU HAVE EVERYTHING THAT YOU NEED TO DO THE FULL INVENTORY THAT WE'VE TALKED ABOUT OVER AND OVER? IT JUST HASN'T MADE ITS WAY TO THE LOCAL GOVERNMENTS YET.
SO WE'LL HAVE THAT AND THEN YOU'LL SEE THE RESOURCE REQUESTS COME FORWARD BECAUSE I THINK, WASN'T IT LI I FORGOT WHAT THE ORIGINAL AMOUNT WAS.
IT WAS, WASN'T A LITTLE OVER A MILLION DOLLARS OR WHAT WAS IT, TO DO THE FULL INVENTORY.
SO THE FULL INVENTORY DEPENDING ON SORT OF THE VENDING COMMUNITY, UM, TO GET INVENTORY AND ASSESSMENT, WHICH IS REALLY CRITICAL TO BE ABLE TO GET A MANAGEMENT PLAN.
AND YOU'RE LOOKING IN EXCESS OF PROBABLY 3 MILLION.
AND SO IF WE HAVE 750, LIKE HOW CAN WE GET TO THE OTHER, LET'S SAY TWO PLUS AND WE'RE, WE'RE QUEUING EVERYTHING UP WITH THAT RFP TO BE ABLE TO BE REAL FLEXIBLE AND HAVE THE RIGHT FOLKS HELP US GET THIS DONE AND EXPEDITE THEIR ORIGINAL FIVE YEAR PLAN.

SO WE'RE USING OUR MARKETING MATERIAL AND THEN AS YOU NOTICE, WE'VE GOT FOUR OR FIVE PRESENTATIONS SET UP TO THE PRIVATE COMMUNITY, UM, TO WORK WITH THOSE LANDSCAPING COMPANIES AND TREE COMPANIES.
WE'VE ALSO GOT THE TRINITY BLACKLAND ORGANIZATION THAT IS A CONGLOMERATE OF TREE PUBLIC AND PRIVATE TREE ORGANIZATIONS.

WE NOW HAVE UNEQUIVOCAL UNEQUIVOCABLE DATA SHOWING THAT EXTREME URBAN HEAT IS LINKED TO INCREASED HOSPITAL ADMISSIONS, ASTHMA FLARES, MENTAL HEALTH CONDITIONS, SUBSTANCE USE, ANXIETY AND STRESS DISORDERS, MOOD DISORDERS, AND MANY OTHERS.
SO WE'RE SEEING THE CONNECTION BETWEEN THE URBAN FOREST.
HOW DO WE MANAGE IT? HOW DO WE, UH, GAIN THE BENEFITS FOR MORE PEOPLE? HOW DO WE DEAL WITH URBAN HEAT? AND ONE OF THE THINGS THAT WE'RE LOOKING AT IS URBAN HEAT ISLANDS.
AS YOU KNOW, WE, WE PUBLISHED A GROUNDBREAKING STUDY IN 2017, UH, THAT LOOKED AT THE ISSUE OF URBAN HEAT IN DALLAS.
BUT AS A REFRESHER, URBAN HEAT ISLANDS ARE LOCATED ALL OVER THE CITY.
THEY OCCUR WHEN STRUCTURES SUCH AS BUILDINGS AND ROADS ABSORB AND RE EMIT THE SUN'S HEAT MORE THE NATURAL LANDSCAPES SUCH AS, OR FORESTS AND BODIES OF WATER.
SO IN 2022, WE HAD 47 DAYS OF AIR TEMPERATURES AT OR OVER 100 DEGREES, AND THAT MEANS THAT DALLAS IS HEATING UP FASTER THAN ANY OTHER LARGE CITY IN THE UNITED STATES EXCEPT FOR LOUISVILLE, KENTUCKY AND PHOENIX, ARIZONA.
IN FACT, DALLAS IS ON TRACK TO SEE AMBIENT TEMPERATURE INCREASES OF 10 DEGREES OVER THE NEXT 20 YEARS.
SO IF YOU THOUGHT LAST SUMMER WAS HOT, UM, IMAGINE THE SUMMERS GOING FORWARD OVER THE NEXT TWO DECADES.
AND WHEN AIR TEMPERATURES RISE ABOVE TEMPERATURES TO WHICH PEOPLE ARE ACCLIMATED, THEIR BODIES MAY NOT BE ABLE TO EFFECTIVELY SHED HEAT, AND THAT THEN CAUSES HEALTH PROBLEMS. AND OF COURSE, SUMMERTIME IS WHEN DALLAS EXPERIENCES THE GREATEST HEALTH RELATED ILLNESSES AND DEATH BECAUSE HEAT EXHAUSTION AND HEAT STROKE CAN OCCUR WHEN THE CORE BODY TEMPERATURE RISES.
SO THIS IS A GROWING PUBLIC THREAT.
SO URBAN HEAT IS NOT JUST SOMETHING THAT, THAT WE, WE THINK HAS NO IMPLICATIONS.
IT HAS SIGNIFICANT IMPLICATIONS.
AND THE OTHER THING TOO TO POINT OUT IS THAT URBAN HEAT AFFECTS INFRASTRUCTURE.
UH, IT IT REQUIRES MORE MAINTENANCE AND REPAIRS AS CITIES GET HOTTER AND HOTTER.
UH, URBAN HEAT DRIVES TTFS RESEARCH AND PROGRAMS AND WE'VE APPLIED THAT RESEARCH BOTH IN VARIOUS TYPES OF PROJECTS WE'RE DOING IN DALLAS AND ALSO PARTICULARLY IN THE SOUTHWEST MEDICAL DISTRICT.
UH, WE OFTEN TALK ABOUT THE FACT THAT DALLAS HAS 30 PER 32% TREE CANOPY, AND THAT THE CITY HAS SET A GOAL TO REACH 37% TREE CANOPY BY 2040.
YOU KNOW, BY WAY OF COMPARISON, THE US FOREST SERVICES SERVICE RECOMMENDS A 40% TREE CANOPY.
SO DALLAS HAS GOT A TERRIFIC TARGET THAT WE'RE ALL HELPING TO GET TO.
AND TREE CANOPY OBVIOUSLY IS A TERRIFIC WAY TO DEAL WITH URBAN HEAT.

IT ONLY INCREASES A FEW DEGREES WHEN IT'S UNSHADED.
BUT IF YOU LOOK AT MULCH ON, SAY, A TRAIL OR IN A PLAY AREA THAT'S UNSHADED, IT CAN BE AS HOT AS 146 DEGREES.
AND WE ACTUALLY RECORDED THOSE TEMPERATURES ON OUR OWN PARKING LOT AREA, UH, IN OUR OFFICES THIS SUMMER.
IN FACT, WE TOOK TEMPERATURES OF CONCRETE THAT WAS UNSHADED ON OUR PARKING LOT, AND THAT CONCRETE WAS 157.8 DEGREES.
SO YOU CAN IMAGINE SOMEBODY LEAVING AN AIR CONDITIONED BUILDING WALKING FOR FIVE, 10 MINUTES TO THEIR VEHICLE IN THAT EXTREME HEAT.
AND AS ONE OF THOSE PEOPLE, I FELT LIKE I WAS BEING BAKED A ALIVE, AND I'M SURE ALL OF YOU HAD THAT EXPERIENCE THIS PAST SUMMER AS WELL.
SO WE'RE INCREASINGLY LOOKING AT EVIDENCE-BASED DESIGN AND HOW TO APPLY THAT IN OUR WORK.
UM, I WOULD SAY THAT, UH, WE'RE LOOKING FOR WAYS THAT WE CAN TAKE MEASURABLE DATA.
SO WE'RE DOING AIR QUALITY STUDIES, HEAT STUDIES, WE'RE MODELING OUR PROGRAMS AROUND THAT.
AND IT BECOMES AN ITERATIVE PROCESS WHERE WE GO BACK AND SAY, OKAY, HOW CAN WE MAKE THIS A MORE EFFECTIVE PROGRAM BASED ON THE DATA WE'RE COLLECTING? AND ACCORDING TO THE WORLD HEALTH ORGANIZATION, HEALTH IS A STATE OF COMPLETE PHYSICAL, MENTAL AND SOCIAL WELLBEING, NOT MERELY THE ABSENCE OF DISEASE.
AND WE NEED TO THINK LONG TERM ABOUT HOW HEALTH AFFECTS PATIENTS WAY BEFORE THEY'RE SETTING FOOT IN A HEALTHCARE FACILITY.

ONE OF THE STUDIES NEXT SLIDE, PLEASE, THAT WE WORKED ON LAST YEAR WAS A PARTICULATE MATTER STUDY, UH, WHICH WAS DONE AROUND CHARLES RICE LEARNING CENTER TO DETERMINE WHICH TREES AND SHRUB PLANTING COMBINATIONS WOULD FILTER OUT AIRBORNE PARTICLES.
A PARTICULATE MATTER IS A COMPONENT OF AIR POLLUTION THAT CONSISTS OF A MIXTURE OF SOLID PARTICLES AND LIQUID DROPLETS SUSPENDED IN THE AIR, THE URBAN AREAS, UH, IN, IN URBAN AREAS.

AND WE WANTED TO FIND OUT HOW PARTICULATE MATTER ACCUMULATION BY TREES VARIED BY SPECIES AND DISCOVERED BIG SURPRISE THAT SOME TREES ARE BETTER AT SCREENING OUT PARTICULATE MATTER THAN OTHERS.
AND YOU CAN SEE FROM THAT SLIDE THAT THERE'S A, A LARGE DIFFERENCE BETWEEN THE TREE SPECIES IN TERMS OF THEIR ABILITY TO FILTER OUT PARTICULATE MATTER.
NOW, NOT SHOWN IN THE GRAPH WAS THE SHRUB USED IN THIS STUDY, TEXAS SAGE, APPARENTLY IT ACCUMULATED FOUR TIMES MORE FINE PARTICULATE MATTER AND TWO TIMES MORE COARSE PARTICULATE MATTER THAN ALL TREE SPECIES.
AND IT DID SO AT A LOWER HEIGHT.
SO AGAIN, WE'RE GOING BACK AND THINKING WHAT IS THE, WHAT'S THE PLANTING DESIGN WE WANT TO USE IN, IN SCHOOLS AND ELSEWHERE? SO THAT'S THAT PROCESS OF ITERATION OF, OF TAKING DATA.

SO WE THINK WE HAVE A, A STRONG STEP FORWARD IN FULFILLING THAT REQUIREMENT HERE.
THE REPORT PROVIDES AN ACTION GUIDE, OH, SORRY, A NEXT SLIDE AND THE NEXT SLIDE.

THE FIVE PLANTING PRIORITY CATEGORIES USED FOR THE DALLAS TREE EQUITY PLANTING MAP ARE IDENTIFIED ON THAT SLIDE, UH, DEMOGRAPHIC ECONOMIC DEVELOPMENT, HEALTH, AIR QUALITY, AND URBAN HEAT.
THE METHODS USED TO CALCULATE PLANTING PRIORITY SCORES ARE WIDELY ACCEPTED THROUGHOUT THE URBAN FOREST MANAGEMENT AND PLANNING PROFESSION.
THE AVERAGE MAX TEMPERATURE WAS DERIVED USING OUR TTF URBAN HEAT ISLAND MANAGEMENT STUDY AND USES THE AVERAGE MAX TEMPERATURE WITHIN EACH CENSUS BLOCK GROUP.
SO JUST LOOKING AT THAT MAP SO THAT WE'RE CLEAR ON WHAT WE'RE SEEING THERE, UH, URGENT PLANTING AREAS ARE IDENTIFIED IN PURPLE RED ARE THE EMERGENT AREAS.
AND THIS MAP ADDRESSES TREE PLANTING THROUGH A MULTI-PART LENS PLANTING PRIORITIES WERE TABULATED ACROSS TWO GEOGRAPHIC SCALES, CITY COUNCIL DISTRICTS AND CENSUS BLOCK GROUPS.
OF COURSE, THERE ARE 929 CENSUS BLOCK GROUPS WITHIN THE CITY OF DALLAS.
AND BLOCK GROUPS ARE USED BY THE US CENSUS BUREAU TO ASSURE STATISTICAL CONSISTENCY WHEN TRACKING POPULATIONS ACROSS THE US AND CAN BE VALUABLE INDICATORS OF ENVIRONMENTAL JUSTICE AS THEY ARE LINKED WITH SOCIO-DEMOGRAPHIC DATA.
USING THESE RESULTS, DALLAS CAN FOCUS ITS INITIAL TREE PLANTING EFFORTS TO IMPACT THE GREATEST NUMBER OF PEOPLE WHO ARE MOST IN NEED OF TREE CANOPY BENEFITS IDENTIFIED THROUGH THE FIVE AFOREMENTIONED CATEGORIES.
SO EACH ONE OF THE DISTRICTS, IF WE FLIP TO THE NEXT SLIDE, UM, WE'VE IDENTIFIED FOUR, SORRY, THREE OF THE DISTRICTS, UM, IN THE REPORT, EACH DISTRICT IS IDENTIFIED WITH A URGENT PLANNING PRIORITY, UH, IDENTIFIED IN PURPLE.
AND WHAT WE'VE DONE IN THIS SLIDE IS TO SHOW YOU SORT OF THE MOST, UM, NEED THE HIGHEST PRIORITY DISTRICT, SORT OF A, A LESSER PRIORITY DISTRICT AND MAYBE THE LEAST PRIORITY DISTRICT, UH, COUNCIL, DISTRICT 14 IN TERMS OF PLANTING PRIORITY.

SO WE'RE TRYING TO MAKE SURE THAT EVERY DISTRICT IS TREATED EQUITABLY, UM, BY IDENTIFYING SEVERAL AREAS THAT NEED, UH, ATTENTION.
ONE OTHER POINT, UH, ON THOSE, THOSE HIGH URGENT PRIORITY, UH, AREAS WE NEED TO GET OUT IN GROUND TRUTH, UH, MANY OF THEM, UH, THE COUNCIL MEMBERS WHO WE'VE BEEN MEETING WITH, WE'VE SHOWN, UH, SOME PROPOSED PLANTING, UH, PROJECTS AND ARE, ARE DISCUSSING WITH THOSE COUNCIL MEMBERS, UM, OTHER ALTERNATIVE PLANTING AREAS WITHIN THOSE URGENT PRIORITY PLANTING SITES.
AND THAT BRINGS US TO THE NEXT SLIDE, WHICH IS THE DO DALLAS'S EQUITY ENGAGEMENT PROCESS.

RIGHT? BUT DO YOU UNDERSTAND WHAT MY POINT IS?
