UM, YOU NOTICED IT STAYED PRETTY STEADY, COMPARABLE TO LAST MONTH, UM, AT 115.
UH, THE NOTE ON THE SIDE INDICATES THAT ALTHOUGH WE ONLY RECEIVED 115 PERMITS, WE ISSUED 213, SO ALMOST TWICE AS MUCH PRODUCTIVITY, AND THAT'S BEEN CONSISTENT FOR THE PAST COUPLE OF MONTHS.
THIS SLIDE DEMONSTRATES THE, UM, CALENDAR DAYS TO ISSUE NEW SINGLE FAMILY RESIDENTIAL PERMITTING PERMITS.
UH, YOU'LL NOTICE A DECLINE IN JANUARY, WHICH IS A GOOD NUMBER FROM 49 TO 32.
UH, 98% OF OUR BUILDING AND ZONING REVIEWS THAT WERE SUBMITTED, UM, TO OUR DEPARTMENT WERE PERFORMED IN THE PERFORMANCE GOAL OF 15 BUSINESS DAYS.
SO WE'RE HAPPY TO SEE THAT WE'RE GETTING TO PEOPLE'S PROJECTS A LOT QUICKER.
SO, THE LAST TIME WE PRESENTED TO G P F M, UM, COUNCIL MEMBER RIDLEY ASKED FOR THE TABLE ON THE LEFT SIDE.
HIS SPECIFIC REQUEST WAS FOR US TO IDENTIFY HOW MANY PERMITS CAME IN FOR THE MONTH OF JANUARY AND HOW MANY WERE ACTUALLY ISSUED AND HOW LONG THAT TOOK.
AND SO YOU'LL NOTICE THAT IN THE LAST 30 DAYS FROM THE TIME WE PREPARED THIS, UH, REPORT, UH, 46% OF THOSE PERMITS WERE ISSUED WITHIN 11 DAYS.
SO OF ALL OF THE PERMITS THAT CAME IN 30 DAYS PRIOR TO THIS, UH, OR FOR THE MONTH OF JANUARY, YOU'LL SEE THAT IF THE APPLICANT HAD EVERYTHING WE NEEDED, WE WERE ABLE TO PRODUCE THOSE, UH, PERMITS IN 11 DAYS.
ON THE RIGHT-HAND SIDE, YOU'LL SEE AN INFORMATIONAL PIECE, UH, THAT WE, WE SHARE WITH THOSE WHO, UH, ACCEPT OUR UPDATES VIA CONSTANT CONTACT.
BASICALLY, IT'S A ONE PAGE DIAGRAM OUTLINING ALL OF OUR PERFORMANCE METRICS FOR THE MONTH OF JANUARY.

THE RSVP TEAM TOOK IN, UH, 45 NEW SINGLE FAMILY PERMITS THAT WERE ISSUED ON THE SAME DAY.
SO ONE OF THE BUDGET ENHANCEMENTS FOR THIS YEAR WAS TO ADD A SECOND Q TEAM.
UH, CUSTOMERS WERE ASKING FOR THIS SERVICE, BUT BECAUSE THE PROJECTS WERE SOMEWHAT SMALL, UM, THEY WOULD NOT QUALIFY FOR THE Q TEAM CRITERIA.
WE STOOD UP A TEAM OF SEVEN STAFF MEMBERS, AND WE DEPLOYED THIS, UM, JANUARY 31ST.
SINCE THAT DATE, WE'VE, UM, RECEIVED

14 PERMITS AND ISSUED 12 THE SAME DAY THEY CAME IN.THE CRITERIA IS INTERIOR RENOVATIONS AND FINISH OUT.
SO WE'RE SUPPORTING THAT SMALL BUSINESS STARTUP LESS THAN 10,000 SQUARE FEET, ALL OCCUPANCY CLASSIFICATIONS AND LAND USE, AND IT IS APPOINTMENT BASED.
THIS SLIDE DEMONSTRATES OUR RECRUITMENT AND ONBOARDING EFFORTS FOR THE MONTH OF JANUARY AND FEBRUARY.

SO, OUR NEXT STEPS IS TO CONTINUE TO RE REDUCE THE REVIEW TIMES FOR NEW SINGLE FAMILY PERMITS, MONITOR AND TRACK THE Q TEAM AND ADJUST, UM, THEIR WORKFLOWS, CONTINUE TO WORK WITH IT TO ROLL OUT THE, UH, IMPLEMENTATION AND DESIGN OF OUR, OUR SOFTWARE.
UH, WE'RE GOING TO CONTINUE OUR SATURDAY EVENTS AND GIVE FOLKS AN OPPORTUNITY TO COME IN AND PARTNER WITH US.

OUR, OUR AFFORDABLE HOUSING TEAM WAS LAUNCHED AT THE END OF JANUARY, AND THAT TEAM IS WORKING CLOSELY WITH DIRECTOR NOGUERA AND HIS TEAM AS WE SET THE GUIDELINES AND, AND TRACK THE, THE OUTCOMES.
AND THEN OF COURSE, WE'LL CONTINUE TO, TO FILL AS MANY POSITIONS AS WE CAN AND, AND BE SURE THAT WE CAN LOWER THAT VACANCY RATE COMMITTEE CHAIR.

UM, FIRST AND FOREMOST, THERE IS SHORTAGE OF ENGINEERS AND PLANNERS, UM, THAT THERE'S NOT TOO MANY, THERE'S NOT TOO MANY YOUNG PEOPLE WHO ARE NOW PURSUING ENGINEERING OR PLANNING DEGREES.
AND SO THE, THE POOL IS, IS MUCH SMALLER THAN USED TO BE 10 OR 15 YEARS AGO.
SO THAT'S, THAT'S ONE, THAT'S ONE ASPECT OF THIS.
UM, A DEPARTMENT LIKE DEVELOPMENT SERVICES IS A PUBLIC FACING DEPARTMENT.
UM, AND, AND IF YOU LOOK AT OTHER CITIES, WE PROBABLY COMPARE REALLY WELL IN TERMS OF COMPENSATION, BUT IF, IF WE ARE COMPARED TO PRIVATE, UM, YOU KNOW, THERE'S A LOT OF RESPONSIBILITY ON DEVELOPMENT SERVICES STAFF TO DO A LOT OF WORK.
AND POST PANDEMIC HAS TAUGHT SOME FOLKS TO SAY, WELL, I WANNA BE AT HOME AND I CAN MAKE AS MUCH MONEY BEING VERY, BEING VERY, UH, AGILE AND FLEXIBLE TO DO THIS VERSUS COMING TO THE CITY.

THE SECOND POINT IS THE BUILD OUT OF THIS, UH, PROJECT, WHICH IS SHANA LEGACY HOLDINGS.

THE TOTAL COST OF THE PROJECT IS ABOUT $900,000, AND IT INCLUDES A, UH, BUILDING OF 7,000 SQUARE FEET, AND IT'S ON A NORTHEAST CORNER OF MARTIN LUTHER KING IN COLONIAL AND A FAIR PARK AREA.
BASICALLY, WHAT WE ARE PLANNING TO DO IS TO LOOK AT THE OPPORTUNITY OF PARTNERING WITH THIS DEVELOPER, UH, TO DEVELOP THIS PROJECT WITH A LOAN FROM THE SOUTH DALLAS FAIR PARK OPPORTUNITY FUND OF $520,000, AS WELL AS A $200,000, UH, GRANT, REIMBURSABLE GRANT WITH A EQUITY OF 180,000.
UH, THAT BRINGS ON BY MR. SMITH, MR. SCOTTY SMITH.
THIS WAS UNDERWRITTEN BY THE UNDERWRITER FOR 15 YEAR TERM AT 2% INTEREST.
THE ECONOMIC IMPACT FOR THIS IS TO HAVE 23 FULL-TIME JOBS.
THOSE JOBS WILL BE REAL ESTATE APPRAISERS, REAL ESTATE INSPECTORS, REAL ESTATE AGENTS, CONSTRUCTION PROJECT MANAGERS, OFFICE ADMINISTRATIVE ASSISTANTS.
AND AS PART OF THE PROJECT, UH, THE INTENT IS TO BRING A COFFEE SHOP FOR COMMUNITY CONVERSATIONS.
NOT ONLY HAVING THOSE COMMUNITY CONVERSATIONS, BUT ALSO TO DISCUSS, CONTINUE TO DISCUSS COMMUNITY DEVELOPMENT AND SMALL BUSINESS DEVELOPMENT WITHIN THAT COMMUNITY.
THEY HAVE, UH, ONE OF THE THINGS THAT WE FELT THAT WERE VERY IMPORTANT TO THIS IS THAT THEY'VE COMMITTED THAT THIS COFFEE SHOP WOULD NOT BE A STARBUCKS.
AND THE ONLY REASON THAT THEY SAID IT WOULD NOT BE A STARBUCKS, NOT BECAUSE STARBUCKS DIDN'T HAVE GREAT COFFEE, NOT BECAUSE STARBUCKS WASN'T A GREAT INVESTMENT, BUT BECAUSE WHAT THEY WANTED TO DO IS TO ENSURE THAT THE COMMUNITY COULD AFFORD THE COFFEE.
SO AS PART OF THAT, THAT'S ONE OF THE REASONS THAT THEY THOUGHT SITTING OVER A CUP OF COFFEE BRINGS BUSINESSES TOGETHER, HAVING AN OPPORTUNITY TO DO THAT, BUT ALSO HAVE AN AFFORDABLE COFFEE FOR THE NEIGHBORHOOD AND THE COMMUNITY.
OTHER OTHER REASON THAT THEY FOCUSED ON REAL ESTATE TRAINING AND THESE PARTICULAR JOBS WAS BECAUSE THEY WERE, THEY HAD A CONCERN ABOUT THE NUMBER OF MINORITY APPRAISERS THAT WERE DOING APPRAISERS IN APPRAISING IN THAT COMMUNITY AND AROUND THAT COMMUNITY.
AND THEY FELT THAT BEING ABLE TO, WITHIN THE SOUTH AND THE SOUTHERN SECTOR OF DALLAS, THERE ARE LIMITED OPPORTUNITIES FOR DEVELOPMENT OF MINORITY REAL ESTATE APPRAISERS.
AND THEY FELT THAT BY DEVELOPING THE TRAINING, AND THE TRAINING WILL BE FREE, IT WILL BE ACTUALLY OFFERED FREE THROUGH A SCHOLARSHIP PROGRAM FOUNDATION THROUGH MR. SMITH'S, UH, FOUNDATION FAMILY FOUNDATION, IN WHICH ALL THE TRAINING THAT IS PROVIDED WILL BE FREE IN PARTNERSHIP WITH TREK, THE REAL ESTATE ASSOCIATION.
WHAT YOU SEE IS THE ACTUAL REIMAGINED LOCATION THAT WILL BE AT THE, AT AS ONCE IT IS REDEVELOPED.

OUR RECOMMENDATION FROM THE STAFF IS THAT YOU APPROVE A CONDITIONAL LOAN FOR THE AMOUNT OF $520,000 FROM THE SOUTH DALLAS OPPORTUNITY FUND AND $200,000 FROM THE SOUTHERN DALLAS INVESTMENT FUND GRANT, REIMBURSABLE GRANT FOR THE ACQUISITION AND CONSTRUCTION COSTS THAT IS RELATED TO THIS PROJECT FOR SHAINA LEGACY HOLDINGS.
THE ORIGINAL CONSIDERATION WAS FOR US TO MOVE THIS ITEM TO MARCH 8TH.
WE HAVE PUSHED THIS ITEM BACK TO APRIL 12TH FOR CONSIDERATION AS SIMPLY BECAUSE AFTER TALKING WITH THE DEVELOPMENT SERVICES, HEARING THEIR, UM, PRESENTATION, LOOKING AT WHAT WE NEEDED TO MOVE ON, WE FOUND, UH, DISCOVERED FROM MR. SMITH THAT THE SCHEMATIC RENDERINGS THAT HE HAD PROVIDED, THERE WERE GONNA BE SOME SIGNIFICANT CHANGES.
I MADE THE DECISION AT THAT POINT BECAUSE OF THOSE SIGNIFICANT CHANGES COULD CAUSE A DELAY IN THE CO.
AND WHAT WE DID NOT NEED IN A KEY PROJECT LIKE THIS IS FOR CONCERNS AND ISSUES TO COME FROM THE COMMUNITY THAT THE PROJECT WAS DELAYED AND THAT IT WOULD THEN BE LOOKING LIKE THE CITY WAS NOT ISSUING THE CO WHEN IT WAS THE, COULD HAVE, COULD BE THE ISSUE ABOUT THE SCHEMATIC DESIGN.
SO I WANTED TO MAKE SURE THAT WE HAD THOSE SCHEMATIC CHANGES IN HAND BEFORE PROCEEDING.
SO WE'VE JUST MOVED THE ITEM TO COUNCIL FOR APRIL, FOR CONSIDERATION FOR APRIL 12TH, BASED ON YOUR APPROVAL TODAY.
