UM, I WANTED TO START WITH A BRIEF INTRODUCTION TO THE RESEARCH TEAMS AT DALLAS COLLEGE THAT ALL COLLABORATED TO COMPLETE THIS STUDY.
AND JUST TO KIND OF SHOW, YOU KNOW, THE INVESTMENTS THAT DALLAS COLLEGE HAS BEEN MAKING IN, UM, RESEARCH OF OUR STUDENTS AND OF OUR INSTITUTIONS.
SO WE HAVE THREE RESEARCH TEAMS, UH, STRATEGIC RESEARCH AND ANALYTICS, UM, THE RESEARCH INSTITUTE, AND THEN OUR TEAM, THE LABOR MARKET INTELLIGENCE CENTER.
AND ALL THREE OF THESE TEAMS WORK TOGETHER TO COMPLETE PROJECTS, INCLUDING THIS ONE, UM, TO STUDY OUR STUDENTS AND TO KIND OF INFORM WHAT SERVICES AND PROGRAMS WE'RE WE'RE OFFERING.

AND WE'VE WORKED ON DALLAS THRIVE TO KIND OF UNDERSTAND THE FUTURE DEMAND FOR LIVING WAGE JOBS, AS WELL AS WORKING ON SOME, SOME CONTRACTS, UM, PROVIDING LABOR MARKET DATA.
SO IF YOU NEED LABOR MARKET DATA, THE L M I C IS DEFINITELY, UH, THE GROUP WE BELIEVE YOU SHOULD BE REACHING OUT TO.
SO WE REALLY WANTED TO KIND OF FOCUS THIS PRESENTATION ON HOW COMMUNITY COLLEGE STUDENTS EXPERIENCE HOUSING AND SECURITY.
SO YOU ALL MAY HAVE SEEN THE REPORT THAT CAME OUT IN JANUARY.
IT WAS A DALLAS WARNING NEWS ARTICLE, UM, SHOWING, KIND OF HIGHLIGHTING OUR WORK THAT SHOWS THAT DALLAS COLLEGE STUDENTS WHO ARE EVICTED ARE MORE LIKELY TO DROP OUT.
AND THIS IS A TOPIC THAT'S ON EVERYONE'S MIND, RIGHT? HOW DO WE INCREASE HOUSING SECURITY FOR COMMUNITY COLLEGE STUDENTS AND STUDENTS MORE BROADLY? UM, WE'VE DEALT AT DALLAS COLLEGE, WE HAVE LOTS OF STUDENTS WHO ARE HOMELESS, WHO NEED RESOURCES AS WELL AS STUDENTS WHO ARE FACING HOUSING INSECURITY, UM, PRIOR TO BECOMING HOMELESS.
SO BEFORE WE LOOK AT THE FINDINGS OF THE STUDY, WE THOUGHT IT WOULD BE HELPFUL TO SHARE A LITTLE BIT OF THE BROADER HOUSING AFFORDABILITY CONTEXT THAT DALLAS COLLEGE STUDENTS ARE NAVIGATING.
UM, LOCALLY FOR DALLAS HOUSEHOLDS THAT MAKE LESS THAN $50,000 A YEAR, 78% ARE HOUSING COST BURDEN, MEANING THEY PAY MORE THAN 30% OF THEIR GROSS INCOME FOR HOUSING COSTS.
UM, THE 30% THRESHOLD IS A, IT'S A COMMONLY ACCEPTED STANDARD FOR AFFORDABILITY.
WHEN WE COMPARE THE CITY OF DALLAS TO OUR OTHER BIG CITY PEERS, DALLAS HAD THE SECOND HIGHEST INCREASE IN THE SHARE OF COST BURDEN, RENTERS FROM 2019 TO 2021, ACCORDING TO THE AMERICAN COMMUNITY SURVEY, SECOND ONLY TO PHOENIX.

TO TAKE A CLOSER LOOK AT HOW RENT CAN REALLY STRAIN A BUDGET.WE LOOKED AT DATA ON MARKET ASKING RENT IN THE CITY OF DALLAS FROM THE FOURTH QUARTER OF 2022, AND WE COMPARED IT WITH SAMPLE LOCAL WAGES AS REPORTED BY THE BUREAU OF LABOR STATISTICS, UH, AT THE END OF 2022 IN THE CITY OF DALLAS, A TWO BEDROOM UNIT, FOR EXAMPLE, RENTED FOR AN AVERAGE OF 1735 ACCORDING TO COSTAR DATA.
SO IF WE APPLY THE 30% THRESHOLD, A RENTER WOULD NEED TO EARN AT LEAST $69,400 TO SPEND 30% OR LESS ON RENT.
ASSUMING THE RENTER IS WORKING 52 WEEKS A YEAR, 40 HOURS A WEEK, THAT SALARY TRANSLATES TO AN HOURLY WAGE OF JUST OVER $33 AN HOUR.
IF WE COMPARE THE HOURLY WAGE NEEDED TO AFFORD OUR MARKET ASKING RENT TO SOME OF THESE SAMPLE LOCAL WAGES, WE SEE A SIGNIFICANT GAP IN WHAT PEOPLE ARE EARNING, EARNING AND WHAT RENT IS COMMANDING.
AS ONE MORE POINT OF REFERENCE HERE, UM, THE MEDIAN ANNUAL INCOME FOR DALLAS COLLEGE STUDENTS IS AROUND $28,000, WHICH MEANS MONTHLY RENT SHOULD BE AT OR BELOW $700 TO STAY WITHIN THAT 30% THRESHOLD.
SO NOW WE'RE GOING TO GET INTO THE DATA.
SO THE ACTUAL RESEARCH THAT WE DEVELOPED, UM, AND WE WILL GO THROUGH IT AND WE'LL BE AVAILABLE TO ANSWER ANY QUESTIONS THAT COME UP KIND OF AT THE END OF THE PRESENTATION.
SO WE REALLY WANTED TO LEAD WITH A KIND OF NARRATIVE, UH, UNDERSTANDING OF HOW A STUDENT IS EVICTED AND WHAT THAT PROCESS KIND OF LOOKS LIKE.
UM, WE, WE STARTED WITH THIS STUDENT, THIS IS NOT A, A REAL STUDENT, BUT IS A STUDENT'S STORY, UM, WHO WAS A RICHARDSON ISD GRADUATE WHO WAS ATTENDING DALLAS COLLEGE, UM, AND STUDYING TO BECOME A SUBSTANCE ABUSE COUNSELOR.
SO AN OCCUPATION THAT, THAT WOULD BE IN DEMAND IN THE REGION WITH PRETTY GOOD WAGES.
UM, THIS STUDENT COMPLETED HER ASSOCIATE'S DEGREES, AND THE ENTIRE TIME SHE WAS A DALLAS COLLEGE STUDENT, SHE LIVED IN THE SAME APARTMENT.
SO SHE LIVED THERE FOR ABOUT THREE YEARS.
UM, AND AFTER HER APARTMENT WAS PURCHASED, UM, SHE, I GUESS SHE MISSED A PAYMENT OR SOMETHING, SOMETHING CAME UP AND SHE ENDED UP FACING AN EVICTION FILING.
AND AT THAT POINT, SHE HAD SPENT ABOUT $40,000 IN RENT TO HER TO MAINTAIN HER RESIDENCE.
AFTER SHE FACED THAT EVICTION FILING, SHE HAD BEEN ENROLLED IN CLASSES TO PREPARE FOR TRANSFER TO A FOUR YEAR DEGREE GRANTING INSTITUTION.
BUT AFTER THAT EVICTION, SHE WAS UNABLE TO COMPLETE ALL OF HER CLASSES.
AND AFTER THAT, UH, EVICTION FILING AGAINST HER, UM, SHE LEFT DALLAS COLLEGE AND SHE HAS NOT APPEARED IN A TRANSFER REPORT AT ANY OTHER UNIVERSITY.
UM, SHE ALSO HAS NOT APPEARED AGAIN AT DALLAS COLLEGE.
SO THAT WAS KIND OF THE, THE LAST TIME WE SAW THE STUDENT WAS THE SAME TERM THAT SHE RECEIVED THAT EVICTION.
AND SHE HAD BEEN A VERY SUCCESSFUL DALLAS COLLEGE STUDENT.
SHE HAD COMPLETED HER ASSOCIATE'S DEGREE.
SHE HAD KIND OF DONE WHAT SHE WAS SUPPOSED TO DO.
UM, AND EVEN AFTER SPENDING, OR ESSENTIALLY INVESTING $40,000 IN HER RESIDENCE, UM, SHE WAS UNABLE TO STAY THERE BECAUSE SHE MISSED A, A MONTHLY PAYMENT.
SO WE REALLY WANT TO, WE HAVE A FEW STORIES LIKE THIS IN OUR ACTUAL REPORT THAT KIND OF SHOW HOW THE INTERSECTIONS OF, UM, WHO OWNS YOUR HOUSING, UM, AS WELL AS KIND OF WHAT, UH, WHAT YOUR RENT DOES AND DOES NOT KIND OF SECURE FOR YOU, UM, IF YOU ARE FACING HOUSING AND SECURITY.
UM, SO WE CAN GO TO THE NEXT SLIDE.
SO, WHEN WE CONDUCTED THIS STUDY, WE FOUND THAT THERE WERE 3,352 STUDENTS AT DALLAS COLLEGE WHO RECEIVED 4,114 EVICTIONS IN OUR STUDY PERIOD, WHICH WAS, UH, ACADEMIC YEAR 2017 TO ACADEMIC YEAR 2022.
UH, WE KIND OF LOOKED AT WHEN THOSE STUDENTS WERE RECEIVING THESE EVICTIONS RELATIVE TO THEIR ENROLLMENT AT DALLAS COLLEGE, WE FOUND THAT 880 OR 26% OF THESE STUDENTS RECEIVED AN EVICTION PRIOR TO THEIR ENROLLMENT AT DALLAS COLLEGE.
UM, 476 STUDENTS, OR 14% OF THE SUBSET, UM, RECEIVED THEIR EVICTION WHILE THEY WERE ENROLLED AT DALLAS COLLEGE.
AND AN ADDITIONAL, ALMOST 2000 STUDENTS RECEIVED AN EVICTION AFTER THEIR ENROLLMENT ENDED.
A LOT OF DALLAS COLLEGE STUDENTS DON'T ENROLL IN CONSECUTIVE SEMESTERS.
SO YOU COULD BE ENROLLED ONE SEMESTER, TAKE A SEMESTER OFF, ENROLL ANOTHER SEMESTER.
SOME STUDENTS, IT TAKES THEM, YOU KNOW, THEY, THEY CAN ONLY TAKE ONE CLASS AT A TIME BECAUSE THEY'RE WORKING OR THEY HAVE CHILDCARE CONSTRAINTS.
SO THIS IS KIND OF NORMAL AND KIND OF WHAT WE WOULD EXPECT TO SEE.
SO STUDENTS WHO ARE ENROLLED, NOT ENROLLED, ENROLLED, NOT ENROLLED IN KIND OF NON-CONSECUTIVE SEMESTERS.
FOR THE REST OF THIS PRESENTATION, WE'RE JUST GONNA FOCUS ON THAT SUBSET OF 476 STUDENTS WHO RECEIVE THOSE EVICTIONS WHILE ENROLLED.
IT'S NOT TO SAY THE OTHER SUBSETS AREN'T IMPORTANT, IT'S JUST THE MOST STRAIGHTFORWARD FROM A DATA ANALYSIS AND UNDERSTANDING PERSPECTIVE.
SO THE FIRST THING WE LOOKED AT IS KIND OF HOW THESE STUDENTS ARE SIMILAR TO AND DIFFERENT FROM OUR OVERALL STUDENT BODY.
SO THE CHART IN BLUE THAT SAYS ALL DALLAS COLLEGE STUDENTS, THOSE ARE THE KIND OF DEMOGRAPHICS OF OUR STUDENT BODY.
AT DALLAS COLLEGE, WE HAVE ABOUT 75,000 STUDENTS.
AND SO THIS IS KIND OF OUR OVERALL STUDENT BODY.
THE, THE GREEN AND WHAT'S ON, I GUESS ON MY SCREEN ON THE RIGHT, THAT IS GONNA BE THE SUBSET OF STUDENTS WHO RECEIVED AN EVICTION WHILE THEY WERE,

UH, ENROLLED AT DALLAS COLLEGE.SO IF YOU LOOK AT OUR OVERALL STUDENT BODY, ABOUT 0.3% OF OUR STUDENTS ARE AMERICAN INDIAN OR ALASKAN NATIVE EIGHT.
ABOUT 8% ARE ASIAN, 20% ARE BLACK OR AFRICAN AMERICAN, 40.3% ARE HISPANIC.
ABOUT ONE AND A HALF PERCENT, UM, IDENTIFY AS MULTIPLE RACES.
8.2% UNKNOWN ARE NOT REPORTED, AND 21% WHITE.
IF WE LOOK AT OUR SUBSET OF STUDENTS WHO ARE EVICTED WHILE THEY WERE ENROLLED, THAT'S, UM, ABOUT 0.6% AMERICAN INDIAN OR ALASKAN NATIVE 0.8% ASIAN, UH, 55% BLACK OR AFRICAN-AMERICAN, 26.3% HISPANIC 1.9%.
MULTIPLE RACES, ABOUT 6% UNKNOWN, ARE NOT REPORTED IN ABOUT 9% WHITE.
KIND OF IN SUMMARY, WHAT THIS MEANS IS THAT STUDENTS WHO WERE EVICTED WHILE THEY WERE ENROLLED WERE 2.8 TIMES MORE LIKELY TO IDENTIFY AS BLACK OR AFRICAN AMERICAN THAN THE GENERAL STUDENT BODY.
AND TWO TIMES MORE LIKELY TO IDENTIFY AS AMERICAN INDIAN OR ALASKAN NATIVE.
JUST TO BE CLEAR, THIS JUST MEANS THESE STUDENTS ARE MORE LIKELY TO RECEIVE EVICTIONS.
WE DIDN'T STUDY IF THESE STUDENTS ARE MORE LIKELY TO BE BEHIND ON RENT OR HAVE OTHER KIND OF COST ISSUES.
WE DON'T HAVE DATA ON THAT SPECIFICALLY.
AND WE ALSO LOOKED AT GENDER AND FAMILY STATUS OF STUDENTS.
SO AGAIN, THE CHART ON THE LEFT IS LOOKING AT THE ENROLLED STUDENT GENDER.
THE BLUE BARS WILL BE OUR OVERALL STUDENT BODY.

SO IF YOU ARE IN OUR EVICTION SUBSET, YOU'RE 1.2 TIMES MORE LIKELY TO IDENTIFY AS FEMALE.
YOU'RE ALSO 1.6 TIMES MORE LIKELY TO REPORT HAVING CHILDREN OR OTHER DEPENDENTS THAN OUR OUR GENERAL STUDENT BODY.
SO ONE OF THE THINGS WE REALLY WANTED TO LOOK AT AND UNDERSTAND WAS HOW THIS WAS IMPACTING OUR STUDENTS OVER THE COURSE OF THEIR CAREERS AFTER THEY COMPLETE DALLAS COLLEGE.
SO SOME OF THE DATA WE HAVE ACCESS TO, THANKS TO ONE OF OUR KIND OF SISTER TEAMS WE MENTIONED EARLIER, IS THE RETURN ON INVESTMENT OF A DALLAS COLLEGE EDUCATION.
SO BASED ON YOUR PROGRAM THAT YOU'RE ENROLLED IN, HOW MUCH CAN YOU EXPECT TO EARN OVER YOUR LIFETIME? UM, KIND OF ABOVE WHAT YOU WOULD EARN WITH JUST A HIGH SCHOOL DIPLOMA.
SO WHEN WE LOOK AT ALL OF OUR STUDENTS IN THIS SUBSET THAT FACE EVICTIONS AND THAT WE'RE THEN UNABLE TO COMPLETE THEIR CREDENTIALS, WE, WE KIND OF AGGREGATE WHAT IS THAT LOST INCOME? WE SEE THAT THE EVICTIONS OF THESE, YOU KNOW, 430 STUDENTS OR SO, LEADS TO ABOUT 63.4 MILLION OF LOST POTENTIAL LIFETIME INCOME, WHICH COMES OUT TO ABOUT $5,500 PER STUDENT PER YEAR FOR THEIR ENTIRE CAREER.
SO AN EVICTION DURING YOUR TIME AT DALLAS COLLEGE HAS IMPACTS FOR YOUR ENTIRE EARNINGS FOR THE REST OF YOUR LIFE.
UM, AND THEN THIS MAP KIND OF SHOWS WHERE THESE KIND OF LOST INCOME IS DISTRIBUTED IN, IN DALLAS COUNTY.
UM, AGAIN, WE'RE, WE'RE FOCUSED ON DALLAS COUNTY, SO SOME OF THIS IS IN THE CITY OF DALLAS, SOME OF IT IS NOT.
UM, BUT YOU CAN KIND OF SEE THE AREAS THAT HAVE, UM, THE DARKER RED ON THE MAP OR AREAS WHERE THERE IS A, A HIGHER LOST INCOME FROM EVICTIONS OF DALLAS COLLEGE STUDENTS.
WE ALSO WANTED TO KIND OF LOOK AT THE WORKFORCE IMPACTS.
OUR TEAM IS IN THE WORKFORCE AND ADVANCEMENT DIVISION OF THE COLLEGE.
SO WE LOOKED AT, YOU KNOW, WHAT OCCUPATIONS WERE STUDENTS TRAINING FOR, UM, AND WHICH OCCUPATIONS KIND OF LOST THESE STUDENTS IN, IN THEIR WORKFORCE.
SO WE REALIZED THAT WE, WE HAVE 87 FEWER NURSES, 65 FEWER COMPUTER ENGINEERS AND SUPPORT SPECIALISTS, 39 FEWER ALLIED HEALTH PROFESSIONALS, 37 FEWER ACCOUNTANTS, 30 FEWER EARLY CHILDHOOD INSTRUCTORS, AND 16 FEWER PARALEGALS.
SO THESE STUDENTS WHO ARE IN THESE PROGRAMS ON THEIR WAY TO THESE OCCUPATIONS THAT ARE IN GREAT DEMAND THAT WE REALLY ENCOURAGE OUR STUDENTS TO, TO KIND OF GO INTO, WERE UNABLE TO GET ACCESS TO THOSE JOBS AND THOSE HIGHER WAGES BECAUSE THEY WERE DEALING WITH AN EVICTION.
SO THIS IS OUR FINAL SLIDE, AND WE KIND OF WANTED TO, TO LEAVE IT HERE.
SO, UM, ESSENTIALLY WHAT WE LOOKED AT WERE KIND OF OVER THE COURSE OF THE LAST FEW YEARS, THE, FROM 2017 SPRING THROUGH 2022 SPRING, HOW MANY EVICTIONS WERE FILED EACH TERM AGAINST DALLAS COLLEGE STUDENTS.
SO THAT'S WHAT THOSE GREEN BARS SHOW IS HOW MANY EVICTIONS WERE, WERE FILED IN EACH TERM.
AND THE, THE LEGEND FOR THAT IS GONNA BE ON THE, THE LEFT OF THE CHART, THE KIND OF ORANGE AND THE BLUE BARS, OR THE MEDIAN AND AVERAGE FILING AMOUNT THAT THOSE EVICTIONS WERE FILED FOR AGAINST OUR STUDENTS.
THE KIND OF GRADE OUT PERIOD FROM 2020 SPRING THROUGH 2021 FALL, THAT'S THE PERIOD OF ENHANCED COVID PROTECTIONS, RIGHT? WHERE IT WAS DIFFICULT, IF NOT IMPOSSIBLE, TO EVICT A STUDENT.
AND THERE WAS RENT RELIEF AVAILABLE.
AS YOU CAN SEE, THE NUMBER OF EVICTIONS FILED DURING THAT PERIOD DROPPED, RIGHT? SO WE TAKE THIS AS EVIDENCE THAT YES, THESE TENANT PROTECTIONS DO WORK AND RENT RELIEF DOES WORK AT REDUCING THE NUMBER OF EVICTIONS.

SO THE METHOD THAT WE USED KIND OF REQUIRES A STUDENT TO BE ON THE LEASE OF, OR AT LEAST NAMED IN THE EVICTION FILING.
SO THIS SAMPLE IS ACTUALLY GONNA BE MOSTLY THOSE STUDENTS WHO ARE, UH, RENTING AN APARTMENT ON THEIR OWN.
AND ACTUALLY, ONE OF THE PROBLEMS, OR I GUESS MORE DIRECTIONS FOR FUTURE, FUTURE RESEARCH IS HOW DO WE CAPTURE THOSE STUDENTS WHO ARE MAYBE EARLY COLLEGE, HIGH SCHOOL STUDENTS WHO ARE LIVING WITH THEIR FAMILIES OR STUDENTS WHO ARE MAYBE ROOMMATES AND NOT NAMED ON THE LEASE OR NOT NAMED IN THE EVICTION FILING.
SO THIS, THIS SUBSET IS ACTUALLY JUST THOSE STUDENTS WHOSE NAME WOULD BE ON A LEASE.
SO I WOULD JUST ADD THAT I THINK IT'S SAFE TO SAY THIS IS PROBABLY AN UNDER COUNT OF THE NUMBER OF DALLAS COLLEGE STUDENTS WHO EXPERIENCE AN EVICTION IN THIS STUDY PERIOD.
IF YOU TAKE INTO ACCOUNT STUDENTS LIVING WITH PARENTS OR ROOMMATES, UH, NOT NAMED ON A LEASE AGREEMENT.
WELL, THE REASON I ASKED THE QUESTION THOUGH, UM, IT, I'M JUST THINKING OF HOW, OBVIOUSLY WE'VE GOTTA SUPPORT PEOP FOLKS, YOU KNOW, COLLEGE STUDENTS WHO ARE, UH, RENTING ON THEIR OWN, YOU KNOW, AND, AND AVOID THESE EVICTIONS A AS MUCH AS POSSIBLE.
BUT I'M ALSO WONDERING IF IT'S POSSIBLE TO COMPLETELY AVOID THIS SITUATION.
FOR EXAMPLE, YOU KNOW, I'M, I'M A GRADUATE OF, OF OF DALLAS COLLEGE D TRIPLE C D AND IT TOOK ME, A LOT OF THIS RESONATED WITH ME.
IT TOOK ME SIX YEARS TO GET MY TWO-YEAR DEGREE.
UM, BUT THROUGHOUT THAT TIME I WAS LIVING AT MY PARENTS' HOME.
AND I KNOW THAT'S NOT POSSIBLE FOR, FOR, FOR A LOT OF STUDENTS, BUT I'M CURIOUS TO KNOW, UM, HOW MANY OF THE, FOR HOW MANY OF THESE STUDENTS IS THAT POSSIBLE? AND, YOU KNOW WHAT I MEAN? UH, AND I, I JUST WANTED TO THROW THAT OUT THERE JUST TO MAKE SURE THAT WE'RE KIND OF JUST THINKING ABOUT THIS THROUGH, UH, AT, IN, IN WITH DIFFERENT ANGLES.
UM, AND, AND, AND TRY
UM, SO THAT'S WHY I WANTED TO ASK THAT.
YEAH, I WOULD SAY MY, SO A LOT OF OUR STUDENTS LIVE WITH PARENTS OR LIVE WITH FAMILIES.
SO I WOULD SAY MAYBE ONE IN FOUR AT LEAST ARE NOT GONNA EVEN BE, UH, WE'RE NOT GONNA FIND IN THIS, THIS METHOD THAT WE USE.
SO IT IS SOMETHING THAT AFFECTS A LOT OF STUDENTS AND IT'S, IT'S SOMETHING THAT, LIKE, WE DEFINITELY WANNA INVESTIGATE MORE, RIGHT? WE DON'T WANNA CRAFT A POLICY THAT EXCLUDES STUDENTS BECAUSE THEY'RE NOT ON A LEASE.
CUZ FOR A LOT OF OUR STUDENTS, THAT IS THEIR SITUATION.
THEY'RE LIVING WITH FAMILY OR A LOT OF STUDENTS ARE, ARE, YOU KNOW, MAYBE NOT.
UM, AGAIN, THEY MIGHT BE LIVING WITH ROOMMATES, THEY'RE LIVING WITH FAMILY.
AND SO WE WANNA MAKE SURE WE'RE PROVIDING SERVICES FOR THOSE STUDENTS THAT AS WELL, EVEN IF THEY DON'T SHOW UP IN THE, THE METHOD THAT WE HAVE HERE.
UH, BUT I ALSO WANNA MAKE SURE THAT WE LOOK AT IT AS, UM, LIKE PROVIDING INFORMATION FOR STUDENTS, UM, BEFORE THEY EVEN DECIDE TO GO GET A LEASE.
BECAUSE IT'S HARD TO MAKE IT IN THIS WORLD.
IT'S REALLY, REALLY HARD TO MAKE IT IN THIS WORLD WHEN YOU DON'T HAVE AN EDUCATION YET.
AND IF YOU'RE WORKING ON AN, ON AN EDUCATION, YOU'RE NOT MAKING AS MUCH MONEY AND RENTS ARE GOING UP.
YOU KNOW WHAT I MEAN? WE HAVE A HOUSING CRISIS, UM, GOING ON AND, AND PEOPLE NEED TO UNDERSTAND HOW DIFFICULT IT IS TO MAKE IT IN THIS WORLD, YOU KNOW? AND WHEN YOU'RE RENTING, YOU, YOU, YOU'RE, YOU'RE, YOU'RE GIVING, YOU'RE PAYING SOMEONE ELSE'S MORTGAGE, YOU KNOW? AND I JUST THINK WE NEED TO MAKE SURE THAT FOLKS ARE THINKING LONG TERM, UM, AND PUT THEMSELVES IN A POSITION IF, IF, IF AT ALL POSSIBLE.
IT'S NOT POSSIBLE IN ALL CASES, BUT THINK LONG TERM, PUT YOURSELF IN A POSITION TO BECOME A HOMEOWNER EVENTUALLY, AND THEN BUILD THAT WEALTH.
AND THEN WHEN YOUR KIDS DECIDE TO GO TO COLLEGE, THEN YOU, YOU'RE THERE TO PROVIDE THAT, THAT SUPPORT.
UM, BUT I JUST WANTED TO THROW ALL THAT STUFF OUT THERE.

IS IT GEOGRAPHICALLY BASED? WHAT IS THE REASON THAT YOU THINK IS GOING ON? I REALLY DON'T WANNA SPECULATE.

SO, YOU KNOW, THAT MIGHT SPEAK TO SOME OF THE DEMOGRAPHICS OF THE COUNTY BROADLY, BUT AGAIN, I THINK WE'RE, WE'RE REALLY NOT JUST, WE'RE, WE'RE DESCRIBING HOW SOMETHING AFFECTS STUDENTS, BUT THE PROCESS IS INITIATED BY, BY LANDLORDS.
AND SO WE DIDN'T REALLY LOOK AT, YOU KNOW, ARE THESE STUDENTS, THE STUDENTS THAT ARE MOST LIKELY TO BE BEHIND ON RENT? THESE ARE JUST ALL OF OUR STUDENTS, RIGHT? SO THESE ARE THE STUDENTS THAT LANDLORDS ARE ESSENTIALLY FILING THE EVICTIONS AGAINST.
SO THAT'S KIND OF THE EXTENT OF THE ACTION THAT'S, THAT'S CAUSING A STUDENT TO END UP IN THIS, THIS DATA SET.
ONE OF THE THINGS THAT I'VE LEARNED IS, I'M TRYING TO GET MY OWN UNDERSTANDING OF THIS ISSUE BROADER, IS THAT THERE'S A BIG DIFFERENCE BETWEEN EVICTIONS FILING AND EVICTIONS THAT ACTUALLY OCCUR.
AND SO DO YOU HAVE THAT KIND OF DATA OF WHERE PEOPLE ARE ACTUALLY EVICTED VERSUS FILED TO BE EVICTED? THAT'S A GREAT POINT.
WE DON'T YET HAVE THE EVICTION CASE OUTCOME DATA, BUT WE'RE WORKING TO, UM, ACCESS THAT FROM DALLAS COUNTY SO WE CAN SEE THE FULL LIFE CYCLE OF AN EVICTION CASE.
HOWEVER, WE USE EVICTION FILINGS AS A, A, A GOOD PROXY FOR HOUSING INSECURITY AND FINANCIAL INSECURITY.
UM, THERE, THERE'S NO QUESTION THAT IT ACTUALLY IS A, YOU KNOW, A CHALLENGE.
I JUST WANNA MAKE SURE THAT, YOU KNOW, AS WE MOVE FORWARD WITH ATTEMPTED, WHETHER IT'S SOLUTIONS OR AT LEAST ATTEMPTED SOLUTIONS ON THESE, THAT WE HAVE THE FULL CASELOAD.
AND I KNOW THAT AS WE'RE LOOKING AT THE EVICTION ORDINANCE AS A CITY AND GOING TO THOSE HEARINGS, WHAT I'M ALSO HEARING IS, YOU KNOW, WHAT WE KNOW IS FROM AN APARTMENT PERSPECTIVE, THE HIGHEST COST IS WHEN SOMEONE MOVES OUT OF AN APARTMENT, RIGHT? CUZ THEY HAVE TO PAINT AND CARPET AND ALL OF THAT.
SO THE QUESTION IS TRYING TO FIGURE OUT WHAT'S CAUSING THIS IS, AND IF IT'S ENTIRELY JUST FINANCIAL, THEN WE NEED TO, THEN THERE'S MUCH EASIER SOLUTIONS THAN IF IT'S MORE COMPLEX THAN JUST THAT'S RIGHT, RIGHT.
UM, I WAS WONDERING ALSO IF DALLAS COLLEGES LOOKING INTO HOUSING ITSELF LIKE MANY UNIVERSITIES PROVIDE, PROVIDE.
THERE ARE A LOT OF KIND OF ONGOING CONVERSATIONS INTERNALLY AS WELL AS FOLKS WHO ARE KIND OF CONNECTED TO THE BROADER HOUSING DEVELOPMENT CONVERSATION IN DALLAS.
UM, THERE AREN'T PLANS FOR ANYTHING RIGHT NOW, BUT I KNOW THERE'S A LOT OF INTERNAL CONVERSATIONS AND RESEARCH BEING DONE TO HOW WE CAN PROVIDE SERVICES IN THE SHORT TERM AND ALSO DEVELOP A LONG-TERM STRATEGY FOR ENSURING OUR STUDENTS ARE, ARE HOUSED.
I MEAN, I KNOW THAT UNIVERSITY HOUSING IS VERY LUCRATIVE, AND SO YOU WANNA MAKE SURE THAT IT'S NOT ON THE BACK OF EXACTLY THESE STUDENTS, BUT I THINK THAT THERE MIGHT BE SOME OPPORTUNITIES WORTH, WORTH EXPLORING BETWEEN DALLAS COLLEGE POTENTIAL, UH, DEVELOPERS, THE CITY AND ALL OF THAT, AND MAYBE AMELIORATING SOME OF THIS CHALLENGE, RIGHT? IF THEY HAD SECURE HOUSING THAT WAS PROVIDED BY THE COLLEGE IN PARTNERSHIP.
UM, THE LAST THING THAT I JUST WANTED TO, UM, ASK IS, UM, CAN, CAN YOU PROVIDE DATA? NOT TODAY, BUT MAYBE, MAYBE, I THINK IT WOULD BE VERY HELPFUL FOR US AS WE LOOK AT THE EVICTIONS ISSUE, IF WE UNDERSTAND THE TWO THINGS.
ONE IS THE GEOGRAPHIC, I SAW THE MAP THAT YOU HAD IN TERMS OF THE, THE ECONOMIC, THE INCOME IMPACT, BUT ALSO THE EVICTIONS.
WHERE ARE THEY TAKING PLACE? YES.

AND THEN FINALLY, WHERE WE'RE GOING AS IT PERTAINS TO CONTINUING THIS WORK, ADDRESSING DISPARITIES AND REALLY ADVANCING THE BIG AUDACIOUS GOALS.
SO ON AUGUST 24TH, 2022, THE CITY OF DALLAS, UH, ADOPTED ITS FIRST RACIAL EQUITY PLAN, AND OUR TEAM WOULD JUST LIKE TO ADD A BIT OF CONTEXT TO THAT.
WE KNOW CURRENTLY THE FEDERAL ADMINISTRATION, AS OF FEBRUARY 16TH, ANNOUNCED A HISTORIC EXECUTIVE ORDER, 1491 FURTHERING, UH, FURTHER ADVANCING RACIAL EQUITY AND SUPPORT FOR UNDERSERVED COMMUNITIES THROUGH THE FEDERAL GOVERNMENT.
UH, AND SO THIS IS CALLING FOR ACTION PLANS.
SO WE CAN SEE THAT THE CITY OF DALLAS IS FORWARD THINKING ON THIS WORK AS IT REGARDS TO THE RACIAL EQUITY PLAN.
AND THE WAYS THAT THIS PLAN CLEARLY, UH, DISTINCTS THE DIFFERENCE BETWEEN EQUITY AND EQUALITY EXPLICITLY SPEAKS TO RACIAL EQUITY, AND, UH, ESTABLISHES A FRAMEWORK, TOOLS AND RESOURCES TO SUPPORT ALL CITY DEPARTMENTS.
AND SO JUST BEING REALLY CLEAR THAT THIS WORK WE KNOW IS CONTINUOUS AND WILL REQUIRE THAT WE ALL HAVE A ROLE, UH, SO THAT INSTITUTIONS DO NO HARM TO COMMUNITIES.
TO LEVEL SET AND TO REALLY SERVE JUST AS A FRIENDLY REMINDER, THE PURPOSE OF THE RACIAL EQUITY PLAN AS INDICATED IN THE PLAN ON PAGE 12, IS TO ONE, ASSIST CITY LEADERS WITH ESTABLISHING THOSE SHORT, MID, AND LONGER TERM COL GOALS THAT WILL ADDRESS INEQUITIES.
SECONDLY, TO SERVE AS A BYPRODUCT OF CITY LEADERSHIP AND OTHER KEY STAKEHOLDERS AND COMMUNITY INPUT CITY DEPARTMENTS TO INTENTIONAL INTENTIONALLY MOVE THIS WORK FORWARD.
AND THEN THREE, TO REALLY REFRAME RACIAL AND ECONOMIC INCLUSION AS A KEY COMPONENT TO DALLAS'S GROWTH.

AND SO WE KNOW FROM TRUSTED REPORTS LIKE THE NATIONAL KELLOGG REPORT, THAT ADDRESSING RACIAL AND ETHNIC DISPARITIES, UH, IS

SO WE HAD THOSE SEVEN AMBITIOUS DEPARTMENTS WHO, UH, COMMITTED TO COMPLETING A GOAL BY THE END OF 2022.
AND OF THOSE SEVEN DEPARTMENTS THAT LED INTO EIGHT DEPARTMENT PROGRESS MEASURES.
AND SO THE PIE CHART ON THE LEFT, YOU'LL SEE OF THOSE EIGHT PROGRESS MEASURES, SOME HAD A PROCEDURAL SHIFT, OTHERS HAD A FISCAL IMPACT, A POLICY IMPACT, AND A CROSS DEPARTMENT COLLABORATION.
AND AS A REMINDER, THE PROCEDURAL SHIFT IS REALLY ABOUT SHIFTING DAILY SERVICES IN A MORE EQUITABLE MANNER.
WHEREAS THE FISCAL IMPACT INVOLVES A FINANCIAL OR HUMAN CAPITAL ALLOCATION.
THE POLICY IMPACT INVOLVES A P A POTENTIAL RECOMMENDATION TO CITY COUNCIL, AND THEN THE CROSS COLLABORATION INVOLVES TWO OR MORE DEPARTMENTS.
AND THAT IS KEY BECAUSE AGAIN, WE CONTINUE TO HEAR FROM COMMUNITY THE IMPORTANCE OF COM OF DEPARTMENTS WORKING TOGETHER.
AND SO OF THOSE EIGHT PROGRESS MEASURES, 89% HAVE BEEN COMPLETED TO DATE.
THAT IS SEVEN OF THE EIGHT PROGRESS MEASURES, AND WE HAVE ONE THAT IS IN PROGRESS, AND WE HAVE BEEN IN CONSTANT COMMUNICATION WITH THE DEPARTMENT, AND THEY SHOULD BE COMPLETED, UH, BY THE END OF THIS MONTH.
AND SO, FOR TRANSPARENCY PURPOSES, OUR TEAM WANTED TO BE SURE THAT WE INCLUDED ALL OF THE SEVEN, THE EIGHT GOALS.
UM, YET FOR THE SAKE OF TIME, WE'RE NOT GONNA GO THROUGH EACH ONE OF THE GOALS, BUT HAPPY TO ANSWER QUESTIONS AROUND THEM.
I DO WANNA NOTE ON HERE, THE ONE GOAL THAT'S STILL IN PROGRESS IS THE WITH THE CITY CONTROLLER'S OFFICE.
AND AGAIN, THEY SHOULD BE COMPLETED BY THE END OF THIS MONTH.
AND SO ON SLIDE SEVEN, YOU'LL SEE THREE ADDITIONAL GOALS.
THE ONE I WILL POINT OUT HERE IS THE DEPARTMENT OF HOUSING AND NEIGHBORHOOD REVITALIZATION, AND THEIR GOAL WAS TO COMPLETE THE REVISIONS TO THE COMPREHENSIVE HOUSING POLICY BASED ON THE RACIAL EQUITY AUDIT THAT THEY HAD.
UH, AND LAST WEDNESDAY, UH, COUNCIL WAS BRIEFED ON THAT.
FINALLY, THE LAST TWO GOALS WERE WITH THE DEPARTMENT OF PLANNING AND URBAN DESIGN, AS WELL AS, UH, THE OFFICE OF RISK MANAGEMENT.
ALL RIGHT, AND SO ON THIS SLIDE, ONE OF THE THINGS THAT THE OFFICE CONTINUES TO, UH, CONSIST CONSISTENTLY SAY IS, WE KNOW THAT EQUITY IS BOTH A PROCESS AND AN OUTCOME.
AND SO WE REALLY TRY TO CAPTURE THAT ON THIS SLIDE HERE.
UH, YOU WILL SEE THE ADOPTION OF THE RACIAL EQUITY PLAN AND THE LEFT BLUE COLUMN, AND THROUGHOUT COMING FROM THAT PLAN IS AN ARROW.

KATHERINE BAZAAR HAS BEEN A KEY PARTNER SINCE THE ADOPTION.
AND SO THROUGHOUT ALL OF THAT COMMUNITY ENGAGEMENT, UM, IT REALLY INFORMED A PROPOSAL THAT THE OFFICE OF EQUITY AND INCLUSION, ALONGSIDE WITH, UH, THE OFFICE OF GOVERNMENT AFFAIRS SUBMITTED TO NATIONAL LEAGUE OF CITIES, AND WE WERE AWARDED THE CITY'S ADDRESSING FINES AND FEES.
EQUITABLE GRANT AND NATIONAL LEAGUE OF CITIES WAS VERY CLEAR THAT, UM, THIS GRANT WAS IN ALIGNMENT WITH OUR RACIAL EQUITY PLAN AND THE WORK THAT WE WERE DOING.
SO IF WE LOOK AT THAT MIDDLE COLUMN THERE, UH, THAT COLUMN CAPTURES THE WAYS THAT WE HAVE UNITED AROUND THIS WORK, BOTH LOCALLY AND NATIONALLY.
UH, YOU'LL SEE PRESENT PRESENTATIONS HAVE TAKEN PLACE AT CONFERENCES LIKE THE NATIONAL LEAGUE OF CITIES AND KANSAS CITY, NORTH TEXAS COMMISSION, D E I SUMMIT.
UH, AND THEN AT THE BOTTOM IS REALLY KEY.
SOME OF THE MAJOR THOUGHT PARTNERS IN THIS WORK, LIKE GAY GOVERNMENT ALLIANCE ON RACE AND EQUITY AS, AS WELL AS RACE FORWARD HIGHLIGHTED DALLAS'S RACIAL EQUITY PLAN FOLLOWING THE RACE FORWARD NATIONAL CONVENING.
SO THE OUTCOME OF THAT IS THE WAYS IN WHICH OVER THE LAST SIX MONTHS, WE'VE REALLY BEEN ABLE TO LEVERAGE REGIONAL AND A NATIONAL PRESENCE.
THAT FOURTH COLUMN SPEAKS TO, UH, DALLAS'S LOCAL PHILANTHROPIC COMMUNITY AND THE WAYS IN WHICH WE'RE UNITING AROUND RACIAL EQUITY.
AND I KNOW SARAH CON NELSON WILL HIGHLIGHT THAT, UM, IN UPCOMING SLIDES.
AND SO I WILL MOVE ON TO THAT LAST COLUMN, UH, THE GREEN COLUMN.
AND FINALLY, THAT COLUMN CAPTURES ALL OF THE WORK THAT THE OFFICE OF EQUITY AND INCLUSION TEAM IS DOING IN COLLABORATION WITH DEPARTMENTS TO ADVANCE THE DEPARTMENT PROGRESS MEASURES, AS WELL AS THE BIG AUDACIOUS GOALS.

AND SO WE'RE EXCITED TO SHARE THAT, UH, CONTINUOUS COLLABORATION IS HAPPENING WITH MANY DEPARTMENTS WHO SEEK SUPPORT AND PARTNERSHIP ON THE ONSET OF THE WORK, MEANING ENGAGING THE O E I TEAM VERY EARLY ON AND THROUGHOUT TO TRULY EMBED EQUITY IN THEIR DECISION MAKING PROCESS IN LIEU OF THE CHERRY ON TOP APPROACH.
AND WE DEFINE, UH, THE CHERRY ON TOP APPROACH AS OUR TEAM BEING INCLUDED FOLLOWING MAYBE A DECISION AND OR, UH, SOMETHING BEING BUILT OR SHARED OUT WITH A COMMUNITY OR COUNCIL WITHOUT INTENTIONAL COLLABORATION.
AND SO, VERY SIMILAR TO THE WAYS IN WHICH YOU THINK ABOUT A CHERRY BEING EITHER ON TOP OF AN ICE CREAM SUNDAE OR A SHAKE.
WE KNOW WHEN WE TAKE THAT APPROACH, IT LOOKS NICE AND ARE ON THE ONSET, IT MAY APPEAR TO HAVE EQUITY CENTERED, BUT IT'S NOT, NOT ACTUALLY BAKED THROUGHOUT THE WORK.
AND SO IN THOSE INSTANCES, THE LIKELIHOOD OF AN EQUITABLE IMPACT IS, IS UNKNOWN.
AND SO AS WE CONTINUE TO TO WORK WITH DEPARTMENTS, IT'S IMPORTANT THAT WE CAN, WE FACE THIS UNIQUE CHALLENGE SINCE IT'S ITS ADOPTION AND, AND RECOGNIZE WHILE DEPARTMENTS ALL HAVE POSITIVE INTENTIONS AROUND MOVING THIS WORK FORWARD, WE HAVE TO REALLY FOCUS ON THE IMPACT BECAUSE INTENTION DOESN'T CLOSE DISPARITIES.
AND SO IN CASES WHERE DEPARTMENTS ARE LOOKING TO US, YOU KNOW, TO INCLUDE THE OFFICE OF EQUITY AND INCLUSION TOWARDS THE END, WE REALLY MISS THAT OPPORTUNITY TO COLLABORATE AND ASK CRITICAL QUESTIONS THROUGHOUT THE DEVELOPMENT.

SO THESE INITIATIVES RANGE FROM INFRASTRUCTURE PROJECTS ALIGNING WITH THE GOAL OF CLOSING AND INFRASTRUCTURE GAPS, WHERE INTENTIONAL HISTORICAL DISINVESTMENT PREVIOUSLY OCCURRED TO ENVIRONMENTAL JUSTICE INITIATIVES LIKE INSTALLING, MONITORING, AND REPORTING OUT ON AIR QUALITY, WHICH ALIGNS WITH THE GOAL OF ENVIRONMENTAL JUSTICE.

AND IT REMINDS ME WHY I DO THIS WORK ALIGNED WITH THE CITY BECAUSE, UH, EVEN PICKING JUST TWO OF THOSE VALUES, UNDERSTANDING THE DIVERSE NEEDS OF THE COMMUNITY AND BEING COMMITTED TO CONTINUOUS IMPROVEMENT ARE ALIGNED WITH MY OWN VALUES AND ARE REALLY ALL ABOUT WHAT THIS RACIAL EQUITY PLAN IS ABOUT.
THE RACIAL EQUITY PLANS, BIG, AUDACIOUS GOALS ARE REALLY REPRESENTATIVE OF THE COMMUNITY'S PRIORITIES ACROSS THE BOARD.
AND THEY'RE THINGS, UH, IN MY PREVIOUS WORK IN THE PHILANTHROPIC COMMUNITY THAT WE HAVE BEEN WORKING ON FOR MANY, MANY YEARS.
AND THAT IS TRUE ALSO OF THE NONPROFIT SECTOR.
UH, THESE GOALS ARE NOT SHORT-TERM GOALS.
THEY ARE BIG AND AUDACIOUS BECAUSE THEY WILL TAKE US DECADES TO ACHIEVE.
UH, THEY'RE MORE LIKE THINGS THAT CAN BE ACCOMPLISHED IN 15 TO 20 YEARS, YET THE PROGRESS NEEDS TO BE MADE ONE YEAR AT A TIME.
AND, UH, WE NEED TO BE LOOKING OUT AS FAR AS IS POSSIBLE WITH, UH, AS MANY VARIABLES AS CAN BE KNOWN AND ANTICIPATED, WHICH IS TYPICALLY MORE LIKE A FIVE YEAR TIME HORIZON.
UM, WORKING ALONGSIDE THE COMMUNITY, UH, YOU'VE ALREADY DONE QUITE A BIT OF FOCUS GROUPING WITH COMMUNITY MEMBERS, AND NOW WE ARE MEETING WITH MEMBERS OF THE PHILANTHROPIC COMMUNITY, UM, AND ALSO HAVE INTERESTED PARTIES FROM THE NONPROFIT COMMUNITY LOOKING AT HOW THEY CAN ALIGN WITH THOSE BIG AUDACIOUS GOALS BECAUSE, UH, EVEN THOUGH THE CITY IS OF COURSE, INTERESTED IN MOVING THOSE FORWARD, THEY ARE NOT THE KIND OF THINGS THAT ARE ENTIRELY WITHIN THE CONTROL AND THE INFLUENCE OF THE CITY.
YOU MUST LINK ARMS WITH COMMUNITY MEMBERS IN ORDER TO, UH, ACHIEVE THOSE LONG, LONG-TERM GOALS.

AND YOU KNOW, EVEN AS I HEAR, UH, YOU TALKING ABOUT IN AUGUST, I THINK, YOU KNOW, REALLY READING OUT WHAT HAS BEEN DONE TO THE COMMUNITY ITSELF THAT WILL SEEM A LITTLE LIKE INSIDER BASEBALL, YOU KNOW, LIKE THAT, THAT'S, THAT'S NICE THAT YOU'RE WORKING ON THAT INSIDE, WHICH I UNDERSTAND HOW IMPORTANT AND HOW HARD THAT

AND, YOU KNOW, SORT OF THE UNFAIR REALITY OF IT IS THEY'LL BE SAYING, AND WHAT IS THE CITY DOING ON THESE? THE TRUTH IS, IT'S VERY IMPORTANT TO DO WHAT YOU ALL ARE DOING, WHICH IS CLEAN HOUSE FIRST.
YOU KNOW, OTHERWISE PEOPLE WILL WANT TO KICK YOUR OWN TIRES.
AND, UH, IF, IF YOUR OWN SYSTEM STRUCTURES POLICIES AND PROCEDURES AND THE WAY YOU GO ABOUT BUSINESS ARE NOT SOLID, UM, THEN IT, YOU KNOW, NOTHING ELSE MATTERS BECAUSE THAT'S A PART A ABOUT THE INTEGRITY OF THE CITY AND LIVING YOUR VALUES.

SO IN ORDER TO CREATE MEASURABLE GOALS, WHICH WE DON'T YET HAVE, WE HAVE GOALS, BUT WE DON'T HAVE THE MEASURES AGAINST THEM.
UM, WE REALLY NEED TO DEVELOP, UM, A SYSTEM AND A PROCESS BY WHICH WE ONBOARD, UM, INPUT AND ENGAGEMENT OF BOTH THE PHILANTHROPIC AND THE NONPROFIT COMMUNITY.
AND I THINK THAT THAT IS THE VERY MOST IMPORTANT NEXT PHASE OF WORK.

IN TODAY'S PRESENTATION, WE WILL COVER THE OVERALL PURPOSE, REITERATE OUR VALUES OF SERVICE AND STRATEGIC PRIORITIES, HIGHLIGHT BEST PRACTICES OF STRATEGIC ENGAGEMENT AND OUTREACH, OUTLINE THE PHASES, AND FINALLY OUR NEXT STEPS.
THE PURPOSE OF TODAY'S PRESENTATION IS TO BEGIN THE DEVELOPMENT OF AN ORGANIZATIONAL STANDARD FOR ENGAGEMENT AND OUTREACH THAT EXEMPLIFIES THE CITY'S CORE VALUES AND STRATEGIC PRIORITIES.
IN OCTOBER, 2022, THE CITY MANAGER LAUNCHED ENGAGEMENT AS THE FIFTH E OF OUR VALUES OF SERVICE.
ENGAGEMENT MEANS WE SEEK INTENTIONAL CONNECTION WITH OUR COMMUNITIES.
THE VALUES OF SERVICE ARE WHAT GUIDES THE SERVICE FIRST CULTURE THAT WE HAVE CULTIVATED IN THE ORGANIZATION AND HOW WE APPROACH THE IMPLEMENTATION OF THE EIGHT STRATEGIC PRIORITIES IN THE COLUMN TO THE RIGHT.
SO WHAT DOES THE CURRENT STATE OF ENGAGEMENT AND OUTREACH LOOK LIKE AT THE CITY? OUR EFFORTS ARE DONE IN AN AD HOC MANNER BASED ON THE IDENTIFIED NEEDS OF THE DEPARTMENT WITH MULTIPLE LAYERS OF DECENTRALIZED FORMS OR REQUESTS REQUIRED.
BEFORE DEPLOYING RESOURCES FROM TRANSLATION TO SECURITY TO DESIGNING MATERIALS, WE RECOGNIZE THAT WE HAVE NOT APPROACHED ENGAGEMENT AND OUTREACH WITH A STRATEGIC APPROACH, SO THAT WHEN THE COMMUNITY INTERACTS WITH THE CITY, REGARDLESS OF THE DEPARTMENT, THEY GET THE SAME LEVEL OF SERVICE.
COMMUNITY ENGAGEMENT AND OUTREACH ARE CENTRAL TO ADDRESSING THE SYSTEMIC INEQUITIES AND STRUCTURAL DISCRIMINATION, STRUCTURAL DISCRIMINATION WE FACE IN OUR COMMUNITIES.
REGARDLESS OF THE ISSUE, IT IS INCUMBENT UPON THE CITY TO FOSTER TRUST AND MUTUAL RESPECT AND UNDERSTAND THE POTENTIAL BARRIERS SO THAT WE CAN IMPROVE CITY SERVICE DELIVERY.
TO DO THIS, WE START BY ACCOUNTING FOR THE EXPERIENCES OF THE PEOPLE IMPACTED BY PROGRAMS AND POLICIES THROUGH ST STRATEGIC ENGAGEMENT AND OUTREACH.
BEFORE WE DIVE INTO THE BEST PRACTICES, LET'S DEFINE THE TERMS SO THAT WE ALL HAVE THE SAME UNDERSTANDING AND START FROM THE SAME PLACE WHEN WE DELVE DEEPER INTO BEST PRACTICES.
ENGAGEMENT IS DEFINED AS COLLABORATIVE PROCESSES BETWEEN

THE FOLLOWING SLIDES WILL PROVIDE A MORE DETAILED EXPLANATION OF THE TYPES OF QUESTIONS THAT ORGANIZATIONS USE TO BE INTENTIONAL ABOUT ENGAGEMENT AND OUTREACH.

THE FURTHER YOU GO DOWN THE LIST, THE MORE INVOLVED AND PARTICIPATORY THE ENGAGEMENT BECOMES.
INFORM IS SIMPLY COMMUNICATING INFORMATION WITH NO FEEDBACK LOOP.

HAVE WE CONDUCTED A STAKEHOLDER ANALYSIS SO WE KNOW WHO NEED, WHO WE NEED TO ENGAGE, AND HOW WE ENGAGE THEM? AND BASED ON OUR ANALYSIS, HOW DO WE DEVELOP THE MESSAGE THAT IS APPROPRIATE FOR THEIR NEEDS? A GOOD EXAMPLE WOULD BE RELATED TO THE DIGITAL DIVIDE.
IF I WERE TO RUN A CAMPAIGN TO ENCOURAGE PEOPLE TO SIGN UP FOR INTERNET SERVICE AND APPLY FOR THE SUBSIDY PROGRAM TO GET FREE INTERNET, MY PREDOMINANT MEANS OF COMMUNICATION WOULD NOT BE THROUGH SOCIAL MEDIA OR THROUGH EMAIL.
I WOULD PRIORITIZE TRADITIONAL MEANS OF COMMUNICATION THROUGH PRINT SUCH AS NEWSPAPER OR DOOR-TO-DOOR FLYER DISTRIBUTION, OR WATER BILL INSERTS.
ONCE WE ARE OPERATIONALLY PREPARED, WE IMPLEMENT, WE DEPLOY THE NECESSARY RESOURCES FROM FINANCIAL PERSONNEL TO MEETING MANAGEMENT TOOLS AND OUR PROCESS.
OUR PROCESS DOESN'T END WITH IMPLEMENTATION BECAUSE EVEN AFTER WE'VE CONCLUDED OUR ENGAGEMENT, WE EVALUATE SO THAT WE CAN IMPROVE OUR FUTURE PROCESSES AND START UNDERSTAND THE IMPACT OF OUR ENGAGEMENT, AND FINALLY INCORPORATE THE FEEDBACK AND THE DEVELOPMENT OF RECOMMENDATIONS FOR POLICIES OR PROGRAMS. COMMUNITY ENGAGEMENT MUST BE DESIGNED WITH EQUITY AND WE MUST ACCOUNT FOR THE INHERENT POWER IMBALANCE BETWEEN US AND OUR RESIDENTS.
NO ONE PERSON, ORGANIZATION, CONSULTANT, OR NEIGHBORHOOD GROUP CAN BE THE SOLE AUTHORITY TO SPEAK FOR OR ENGAGE WITH OUR RESIDENTS.

I THINK, YOU KNOW, WHAT I'VE SEEN IN DIFFERENT INSTANCES WHERE COMMUNITY IS PART OF THE DECISION MAKING PROCESS AND WE'RE ABLE TO HAVE THOSE, UM, THAT BIDIRECTIONAL COMMUNICATION WITH THEM AND THAT WE THEN GET TO THAT, YOU KNOW, POINT OF PROVIDING RECOMMENDATIONS MM-HMM.
I THINK BEING PART OF THE CONVERSATION, HAVING THAT ROLE DOES PLAY A, UM, IS IMPORTANT AS OPPOSED TO JUST SAYING, OH YEAH, WE CHECKED THE BOX AND TALKING TO THEM MM-HMM.
UM, AND BEING ABLE TO PRESENT SOMETHING AND HAVE THOSE DIFFERING IDEAS IS REALLY IMPORTANT AS WELL.
I THINK FINDING THAT COMMON GROUND, LIKE YOU SAID, WILL NEVER APPEASE EVERYBODY MM-HMM.
UM, BUT BEING ABLE TO AMPLIFY THEIR CONCERNS IS ALSO A VALID, UM, VALID PURPOSE FOR THIS.

YOU KNOW, AS WE BEGAN THE PROCESS OF ESTABLISHING THE RACIAL EQUITY PLAN AND ALSO DOING THE RACIAL EQUITY AUDIT OF THE HOUSING POLICY, WE HEARD, UM, UH, A COUPLE OF COMMON THINGS.
ONE WAS A LACK OF TRUST, AND IF WE'RE GOING TO TRULY DO ENGAGEMENT, THEN WE'VE GOT TO BE ABLE TO BUILD TRUST.
I THINK, UH, GETTING THE BUY-IN THAT WE WERE ABLE TO GET AS WE DID THE, YOU KNOW, I WOULD EVEN GO SO FAR TO SAY HUNDREDS OF COMMUNITY AND MEETINGS AROUND THE RACIAL EQUITY PLAN AND THE 10 OR 15 MEETINGS WE DID AROUND THE RACIAL EQUITY AUDIT, WHAT IT SAID TO COMMUNITIES THAT HAVE HISTORICALLY BEEN IGNORED OR FELT IGNORED WAS THAT WE'RE DOING THINGS DIFFERENTLY NOW.
AND I THINK THE CONSISTENCY IS GONNA BE REALLY IMPORTANT.
AND I THINK, UM, ENGAGEMENT AND HOW WE DO ENGAGEMENT MOVING FORWARD, FOLLOWING THE WORK THAT'S BEEN DONE ON THE RACIAL EQUITY PLAN, THE WORK THAT'S BEEN DONE ON THE RACIAL EQUITY AUDIT OF THE HOUSING POLICY, I THINK THAT'S GOING TO, TO REALLY DETERMINE HOW, UH, WE'RE LOOKED AT, UM, BASED UPON HOW MOVING FORWARD WE DO THIS ENGAGEMENT PROCESS.
SO I, I DON'T THINK THIS IS SOMETHING WE SHOULD RUSH INTO.
I LIKE THE FACT THAT, YOU KNOW, IT'S SEVERAL PHASES TO THIS PROCESS.
I THINK IT'S IMPORTANT THAT WE DO THE INTERNAL WORK BECAUSE, UH, I HAD A CHANCE, UH, MY, MY FIRST YEAR ON THE COUNCIL TO SPEAK TO THE CODE ACADEMY.
AND WHAT I WAS ABLE TO SHARE WITH THEM WAS, YOU ARE THE FIRST LINE WHEN IT COMES TO THE CITY OF DALLAS WHEN YOU GO OUT TO ADDRESS WHATEVER THAT CODE ISSUE IS.
YOU ARE REPRESENTING THE CITY OF DALLAS, AND IF YOU ARE GOING TO AN ADDRESS IN MY DISTRICT, YOU'RE REPRESENTING ME.
AND IF YOU DON'T HAVE THAT SAME LEVEL OF EMPATHY AND CONCERN, THEN IT MAKES ALL OF US LOOK BAD.

SO TREAT THAT NEIGHBORHOOD THE SAME WAY YOU WOULD WANT SOMEONE TO TREAT YOUR NEIGHBORHOOD.
AND I THINK DOING THE INTERNAL WORK IS GONNA BE REALLY, REALLY IMPORTANT.
THE ENGAGEMENT WITH THE OMMUNITY WITH THE COMMUNITY, YES, THAT'S NECESSARY, BUT I THINK WE GOT SOME FOUNDATIONAL THINGS IN PLACE TO REESTABLISH THAT TRUST.
BUT MY REAL CONCERN IS INTERNALLY, BECAUSE ESPECIALLY ONE OF THE THINGS THAT OFTEN COMES UP IS THE FACT THAT, YOU KNOW, SO MANY OF OUR STAFF MEMBERS DON'T LIVE IN THE CITY OF DALLAS, AND SO THEY DON'T HAVE TO WORRY ABOUT THOSE THINGS.
