UM, COUPLE THINGS AS IT RELATES TO OUR RULE REVISIONS.

I KNOW THAT WE'VE SENT OUT A COUPLE VERSIONS AND JUST WANTED TO BRING EVERYONE UP TO SPEED, UM, WITH, WITH WHERE WE ARE WITH OUR DRAFT RULE REVISIONS.

UM, I KNOW THAT YOU ALL WILL PROBABLY RECALL IN OUR LAST BOARD MEETING AND PRIOR TO OUR LAST BOARD ME MEETING, UH, CIRCULATED A, A MEMO, UM, WITH KIND OF TWO SECTIONS, UM, HIGHLIGHTED.

AND, AND, AND ONE WAS ABOUT ITEMS THAT WERE MISSING FROM THE NEW RULES AND JUST WANTED AN OPPORTUNITY FOR FURTHER DISCUSSION AND CLARIFICATION.

AND THEN THE SECOND ITEM, UM, UM, IN HER, IN HER MEMO, IF YOU WILL RECALL, WAS THE, YOU KNOW, NEW RULES WITH ADDITIONS THAT ARE NOT IN THE OLD RULES.

AND SO, UM, MS. HUGGER AND I WERE ABLE TO MEET WITH BOARD MEMBER COLE AND WALK THROUGH THOSE, UM, THROUGH HER MEMO AND WHAT SHE OUTLINED.

AND I THINK THAT WE'RE ALL GOOD THERE.

UM, YOU WILL SEE SOME CHANGES IN THE RULES THAT ARE REFLECTIVE OF THAT.

ONE OF 'EM, AS YOU WILL SEE, UM, IN, IN SECTION SEVEN, WE ADDED THE, UM, THE SECTION, UM, PUT IT BACK INTO THE, UM, RULES ABOUT THE ABILITY FOR EMPLOYEES TO JOIN, UM, ORGANIZATIONS.

AND SO YOU'LL SEE THAT THERE ALSO IN THE NEW RULES, YOU WILL, IN THE NEWEST VERSION OF THE RULES.

UM, YOU WILL ALSO NOTICE THAT WE HAVE, UM, PARTICULARLY IN SECTION THREE, I JUST WANNA POINT YOUR ATTENTION TO IN SECTION THREE, UM, WE ADDED SINGLE FUNCTION PARAMEDIC RANK.

YOU KNOW, YOU ALL HAVE BEEN PREVIOUSLY BRIEF TO WORK WITH DALLAS FIRE TO ESTABLISH THOSE MINIMUM QUALIFICATIONS AND ALL OF THAT.

THAT'S AROUND THE SINGLE, SINGLE FUNCTION PARAMEDIC.

AND SO THAT PROVISION YOU'LL FIND IN THE, IN THE RULES, UH, TODAY.

UM, ALSO WE WANTED TO ADD SOME CLARIFYING LANGUAGE IN, IN SECTION 4.3, UH, SWORN SERVICE AND CERTIFICATIONS.

JUST CLARIFYING THAT AS, AS YOU MOVE FROM PROBATIONARY TO A FULL-TIME POSITION, THAT IS NOT CONSIDERED A PROMOTION, BUT JUST MOVING FROM A PROBATIONARY STATUS INTO THAT, INTO THAT MORE PERMANENT STATUS, IF YOU WILL.

UM, SO WE WANTED TO CLARIFY THAT, AND SO YOU SEE THOSE CHANGES, UM, IN THE RULES.

BUT I JUST WANTED TO HIGHLIGHT THOSE, UM, AND STAND FOR ANY QUESTIONS BECAUSE I KNOW THAT I CIRCULATED THOSE ON MONDAY AND JUST WANTED TO MAKE SURE THAT I, BEFORE I TALKED ABOUT NEXT STEPS, UM, ENTERTAINED AND OPENED THE FLOOR FOR ANY, ANY, ANY QUESTIONS OR, OR CONCERNS ABOUT WHAT WE'VE CIRCULATED WITH THIS VERSION AS OF TODAY.

AND, UH, MR. DAVIS, THERE'S ONE OTHER THING THAT, UM, WANTED TO JUST MAKE SURE WE BROUGHT OUT, IS IN DALLAS FIRE RESCUE, THERE WAS AN ADDITIONAL QUALIFICATION FOR HIRE, UM, THAT WOULD ALLOW LATERAL HIRES OF, IN THE SWORN SERVICE WITH DALLAS FIRE RESCUE, UM, IN ADDITION TO THE CREATION OF THE SINGLE FUNCTION PARAMEDIC OFFICER RANK, UM, D P D, UM, MODIFIED THEIR RULES A FEW YEARS AGO TO ALLOW LATERAL HIRES FOR DALLAS POLICE DEPARTMENT OFFICER AND DALLAS FIRE RESCUE WANTED TO, UM, DO THE SAME

AND SO THAT RULE WAS ALSO ADDED.

I THINK THE REST OF YOU ALL HAVE DONE YOUR OWN DEEP DIVES ON THAT AS WELL.

SO, UH, I'M HAPPY TO BE HERE.

I HAVE ONE VERY, VERY, VERY MINOR SUGGESTION ON THE INTRO.

UH, UH, I THINK THERE WAS A NOTATION ABOUT, UH, AT THE VERY BOTTOM OF THE INTRO, IT SAYS, IF THESE RULES CONFLICT WITH THE DALLAS CITY CHARTER OR CHAPTER, UH, 34, UH, THE CHARTER AND CHAPTER 34 SHOULD PREVAIL, THAT IS AL AS, AS HAS BEEN NOTED, I THINK BY LAURA, THAT THAT IS ALREADY IN THE RULES.

SO I THINK WE CAN JUST DELETE THAT SENTENCE COMPLETELY, IF THAT'S OKAY WITH EVERYONE, SINCE IT IS IN THE RULES, UH, IN THE DRAFTS THAT GO FORWARD.

UM, AND, AND THE TOP PAGE HAS CHANGED.

THE DATE ON, ON THAT INTRO PAGE CHANGED THE DATE TO 2023.

UH, OBVIOUSLY THOSE ARE MINOR, MINOR ISSUES, BUT, UM, UH, THIS HAS BEEN A, I THINK, A, A GREAT EFFORT BY THIS BOARD TO BRING THE RULES INTO THE 21ST CENTURY.

AND I THINK THEY WERE, WE, WE, THEY WERE LAST LEFT AND SOMEWHERE IN THE MID 20TH CENTURY.

SO THIS IS A, IS A BIG CHANGE.

UM, AND, AND JARED AND JENNIFER, I ASKED YOU JUST KIND IF YOU COULD GIVE US A, UH, UH, AN OVERVIEW OF WHAT THE NEXT STEPS ARE.

AND SO, SO BACKING INTO WHAT THE NEXT STEPS LOOK LIKE, I JUST WANTED TO KIND OF OUTLINE FOR YOU, UM, YOU KNOW, WHERE, WHERE DO WE, WHERE DO WE GO FROM HERE? SO TODAY, YOU ALL, I'M REQUESTING YOUR APPROVAL THAT YOU'RE, YOU'RE APPROVING THIS, THIS, THIS DRAFT VERSION TO MOVE FORWARD.

SO THAT WILL, THAT WOULD ALLOW ME TO DO A COUPLE THINGS IS TO, IN BETWEEN HERE AND A, AND, AND BRIEFING A COUNCIL COMMITTEE, IT WILL, I WILL WORK WITH THE CITY MANAGER, UH, THE LIAISON, UM, THAT'S ASSIGNED TO ME WITH THE CITY MANAGER'S OFFICE TO IDENTIFY THE APPROPRIATE, UH, COUNCIL COMMITTEE TO, TO BRIEF THESE CHANGES, UM, AND THE APPROPRIATE WAY BY WHICH TO BRIEF THESE CHANGES.

UM, GIVEN THE ADMINISTRATIVE NATURE OF THEM, IT MAY BE QUITE POSSIBLE TO BRIEF BY, BY MEMORANDUM OR, OR, OR, OR, OR AN ACTUAL PRESENTATION.

EITHER WAY, WE WILL, WE'LL FIGURE THAT OUT AND GET ON WHAT THEY CALL THE FORECAST TO MAKE A COUNCIL COMMITTEE.

AND SO THAT'S WHAT I'LL START PURSUING AFTER TODAY, UH, PENDING YOUR APPROVAL TO, TO MOVE FORWARD IN THE INTERVENING TIME, I WILL ALSO START TO CIRCULATE THESE TWO MEMBERS OF MANAGEMENT TO OUR ASSOCIATIONS AND TO OUR EMPLOYEE GROUPS.

THERE'S RULE 21, UM, THAT ALLOWS US TO EVENTUALLY GET TO THIS BOARD WHERE YOU ALL WILL, WILL HAVE TO HAVE A, A PUBLIC HEARING, UM, TO, TO HEAR THE PUBLIC COMMENTS.

BUT IN THE, IN THE INTERVENING TIME, I PLAN TO, TO, TO MAKE THOSE, GET THOSE ROUNDS, TO GET THAT, THAT ADDITIONAL FEEDBACK IN, IN THE EVENT THAT WE NEED TO MAKE ANY ADDITIONAL EDITS OR BRING ANYTHING BACK TO YOU ALL, UM, BE BEFORE YOUR FINAL APPROVAL.

AND SO I WOULD ASSUME THAT, OR I PLAN THAT, SO IT WOULD GO CIVIL SERVICE BOARD TODAY, UH, A COUNCIL COMMITTEE BRIEFING FROM A COUNCIL COMMITTEE BRIEFING BACK TO THE CIVIL SERVICE BOARD FOR YOUR FULL APPROVAL, UM, AND A PUBLIC HEARING, UM, PURSUANT TO, TO THE CURRENT RULES.

AND THEN WE WILL HAVE A FINAL, AND THEN IT WOULD GO BACK TO COUNSEL FOR ADOPTION BY, BY BY RESOLUTION.

BUT I THINK, UM, MR. DAVIS'S ACTION PLAN IS, UM, MAKES MORE SENSE BECAUSE WE CAN GET THAT FEEDBACK, AT LEAST BY THE COMMITTEE, UM, EARLY ON AND MAKE SURE WE DIDN'T OVERLOOK OR ANYTHING THAT THEY, THAT THEY WERE PARTICULARLY WANTING BEFORE WE HAVE THE HEARING.

SO THAT, I THINK THAT'S A GOOD IDEA BECAUSE, BECAUSE I JUST WANNA, I THINK I SHOULD, I'M SORRY, MR. CHAIR.

ONE OTHER THING I'LL ADD MS HUGGER TO, TO THAT IS BECAUSE AT THE END OF THE DAY, THE, THIS BOARD IS, THESE ARE THE, THESE ARE THE RULES AND THE REGULATIONS OF THE BOARD.

I JUST WANNA STOP HERE AND TALK A LITTLE BIT ABOUT, UM, AS WE, WE ARE CURRENTLY WORKING WITH, UM, E EQUIPMENT AND FLEET MANAGEMENT AND BUILD SERVICES AND SOME, AND TECHNICAL COLLEGES TO REALLY HONE IN AND FOCUS, UM, OUR, OUR RECRUITMENT AND OUR SOURCING ABILITY AROUND OUR TRADE HIRES.

BECAUSE AS YOU ALL KNOW, IF YOU CAN LOOK IN THE ANNUAL REPORT, WHEN WE LOOK FOR PLUMBERS AND ELECTRICIANS, UM, AND CDL DRIVERS AND MANY OF THESE LICENSED TRADES, WE HAVE GREAT DIFFICULTY IN, YOU KNOW, FINDING LARGE POOLS OF CANDIDATES THAT, THAT SUPPORT US.

AND SO, UM, WE'RE DOING A LOT OF WORK RIGHT NOW, AND SO I'LL BE BRINGING BACK MORE INFORMATION TO YOU ALL AT THE BOARD, UM, ABOUT THIS.

BUT I WANTED TO JUST HIGHLIGHT THE FACT THAT WE, WE, WE WERE HAVE TRADES HIRING EVENT, UM, ON THE 23RD.
