UNFORTUNATELY, THOSE WHO ARE ON VIDEO WON'T HAVE THE BENEFIT OF THIS PACKET, BUT THE FIRST PAGE COMES FROM A STUDY THAT WAS DONE IN STOCKTON, CALIFORNIA, AND THIS IS WHERE THEY SET UP A HOMELESS CAMP AND ENDED UP TAKING 400 PEOPLE OFF OF THEIR STREETS AND REDUCING CRIME BY 83%.

UM, THE NEXT FEW PAGES, NEXT FEW PAGES ARE THE, UM, ADDRESS I GAVE TO THE CITY COUNCIL.

I DIDN'T WANT TO HAVE TO REPEAT MYSELF, AND I DIDN'T WANNA HAVE TO BURN THREE MINUTES HERE WHEN I ONLY HAVE FOUR.

UM, THIS IS BASICALLY WHAT I'M SAYING WE NEED TO DO IN THE CITY OF DALLAS.

UM, AND, YOU KNOW, I COULD SPEAK AT LENGTH ABOUT THE, UM, WAYS IN WHICH THIS HAS BEEN AN AMAZING OPPORTUNITY FOR OUR SYSTEM TO BECOME, UH, ONE COHESIVE ORGANISM THAT, UH, RESPONDS MORE EFFICIENTLY THAN EVER.

UM, AND I THINK YOU GUYS HAVE HEARD US SAY THAT BEFORE.

UM, BUT JUST TO SAY THAT, UM, YOU KNOW, THE WORK THAT WE HAVE DONE HAS, UH, HAS BROUGHT SOME PRETTY AMAZING THINGS FROM HUD AND FROM THE FEDERAL GOVERNMENT BEYOND THAT, THAT WE'LL TALK ABOUT A LITTLE BIT LATER.

AND, AND AS YOU KNOW, THE CONTINUUM OF CARE SERVES DALLAS AND COLLIN COUNTY.

OUR ORGANIZATION SERVES DALLAS AND COLLIN COUNTY.

AND THE ALL NEIGHBORS COALITION REALLY IS THE 100 PLUS ORGANIZATIONS THAT ARE ALL WORKING TOGETHER IN A COLLABORATIVE, STRATEGIC WAY SO THAT WE CAN, UH, WE CAN FOCUS ON THE STRATEGIES AND THE INFRASTRUCTURE THAT CAN HELP US, UM, ALIGN OUR EFFORTS AND FUNDING OPPORTUNITIES AND INVESTMENTS TO HIT THOSE THREE MAJOR GOALS THAT YOU'VE HEARD US SPEAK ABOUT, UH, VERY OFTEN, WHICH YOU'LL SEE, UM, IN A, IN THE SLIDES TO COME.

BUT WE WANTED TO SHOW JUST A HIGHLIGHT OVERVIEW OF WHAT THE ANNUAL PROC ANNUAL PLANNING PROCESS LOOKS LIKE FOR US IN OUR SYSTEM.

UH, IT IS NOT JUST A ONE-TIME LIKE SPECIAL RETREAT, BUT A LOT OF OUR WORK GETS DONE WITHIN WORK GROUPS.

A LOT OF THE DIFFERENT CONVERSATIONS WE HAVE WITH OTHER EXECUTIVES, WE HAVE AN EXECUTIVE COUNCIL, AND WITH OUR C O C BOARD, IT'S REALLY ESTABLI THE STRATEGIC DIRECTION, THE ANNUAL PRIORITIES, UH, DISCUSSING THE PROGRESS TO THOSE THINGS.

UM, AND AS YOU HEARD, DIRECTOR CROSSLEY MENTIONED, UM, ATTRACT ADDITIONAL RESOURCES SIMILAR TO, UM, THE UNSHELTERED FUNDING THAT WAS, THAT WE RECEIVED, UM, FROM HUD.

UH, THE IMPLEMENTATION OF THOSE PRIORITIZED ACTIVITIES IS, IS BETTER AND ROBUST.

AND THEN THAT CONTINUOUS FEEDBACK THAT WE'RE ABLE TO GET THROUGH DATA, COMMUNITY ENGAGEMENT, OUR, UH, INDIVIDUALS WITH LIVED EXPERIENCE AND ONGOING IS THE NEEDS AND GAPS ANALYSIS THAT WE'RE, WE'RE SEEING AND THAT WE DO, UH, UTILIZING THAT DATA.

ON THE NEXT SLIDE, YOU'LL SEE, UH, THOSE THREE MAJOR GOALS THAT WE'VE TALKED ABOUT QUITE FREQUENTLY, UM, THAT OUR SYSTEM CONTINUES TO FOCUS ON.

AND THESE ARE ALIGNED WITH FEDERAL PRIORITIES.

SO AGAIN, UH, I JUST WANNA BE SURE THAT WE'RE, WE'RE CONNECTING THE DOTS AND, AND THREADING THE NEEDLE TO SHOW THAT IT IS NOT JUST US ALONE HERE LOCALLY, BUT WE'RE REALLY ALIGNING TO STATE AND FEDERAL GOALS TO EFFECTIVELY END VETERAN HOMELESSNESS.

THAT MEANS 90 DAY, THAT 90 DAY WINDOW THAT WE'VE TALKED ABOUT BEFORE, UH, SIGNIFICANTLY REDUCED CHRONIC UNSHELTERED HOMELESSNESS.

THAT'S THE SECOND GOAL.

AND THEN THE THIRD GOAL BEING SIGNIFICANTLY REDUCED FAMILY AND YOUTH HOMELESSNESS THROUGH THAT ANNUAL PLANNING PROCESS.

WHAT YOU SEE FOR THE ANNUAL PRIORITIES AND THE INFRASTRUCTURE DOWN TOWARDS THE BOTTOM.

UH, WE REALLY LEVERAGE THE EXPERTISE OF MANY OF OUR DIRECT SERVICE PROVIDERS IN THE WORK THAT THEY DO EACH DAY.

UM, AND AS WE'RE HAVING REGULAR CONVERSATIONS WITH THEM AND OUR MUNICIPALITIES TO TALK ABOUT HOW CAN WE EXPAND, UM, OUR INFRASTRUCTURE SO THAT WE CAN UTILIZE THE, UH, NECESSARY STRATEGIES TO EFFECTIVELY GO AFTER THOSE GOALS THAT WE HAVE SET FORTH.

WE'VE MADE TREMENDOUS STRIDES IN ALL THREE OF THOSE BUCKETS.

AND, UM, TODAY YOU'LL HEAR MORE ABOUT, UM, VETERANS AS WELL AS THE CHRONIC UNSHELTERED HOMELESSNESS.

BUT YOU SEE THERE ON THE SLIDE, WE ARE WORKING RIGHT NOW WITH THE UNITED STATES INTERAGENCY COUNCIL ON HOMELESSNESS TO HAVE THE OFFICIAL DECLARATION, UH, FROM WHAT I'VE BEEN TOLD FROM A FEDERAL GOVERNMENT STANDPOINT, IT CAN GENERALLY TAKE SIX MONTHS OF, UM, OF THAT FULL PROCESS, UH, WORKING ALONGSIDE THEM.

IT IS NOT SOMETHING THAT A COMMUNITY CAN JUST, UM, DECLARE ON THEIR OWN, BUT IT IS A FEDERAL DECLARATION.

AND SO WE'RE WORKING ALONGSIDE, UH, OUR FEDERAL PARTNERS TO MAKE THAT HAPPEN.

PART OF, UM, THE, THE MAIN REASON THAT WE'RE HERE IS TO TALK ABOUT DALLAS REAL TIME.

AS YOU JUST HEARD, UH, DIRECTOR, DIRECTOR CROSSLEY MENTIONED, WE ARE NOW AT OVER 1700 PEOPLE THAT HAVE BEEN HOUSED THIS PRESENTATION, WHEN WE DID IT WAS PROBABLY FOR THE MONTH BEFORE, UH, PRESENTATION THAT WE WERE DOING, BUT AT AS OF THIS MOMENT, WE'VE HOUSED OVER 1700 INDIVIDUALS THROUGH DALLAS REALTIME RAPID REHOUSING.

THAT IS UNPRECEDENTED FOR OUR SYSTEM TO BE WORKING THAT QUICKLY.

YEAH.

UH, I WOULD, UH, I'M ALL, I WOULD BE REMISS IF I DID NOT TELL, UM, EVERYONE AND JUST HIGHLIGHT THAT IT IS A BUNCH OF PEOPLE WORKING TOGETHER TO GET OVER 1700 INDIVIDUALS HOUSED.

NOT ONLY IS IT TAKING A LOT OF PEOPLE, INCLUDING STREET OUTREACH AND CASE MANAGERS AND HOUSING LOCATORS, BUT THE ONLY WAY THAT WE WERE ABLE TO GET TO THIS NUMBER IS BECAUSE OF THE, UM, INVESTMENTS, THE UNPRECEDENTED INVESTMENTS FROM THE CITY AND THE COUNTY, DALLAS COUNTY.

UM, THAT ALLOWS US TO INCREASE, UH, THE CAPACITY OF OUR SYSTEM SO THAT WE CAN MOVE AT THIS PACE TO GET OVER 1700 PEOPLE HOUSED.

IF, IF NOTHING HAD CHANGED OVER THE LAST TWO YEARS, IF NOTHING HAD HAPPENED, IF FUNDING, IF ADDITIONAL FUNDING WOULDN'T HAVE COME INTO THIS SYSTEM, WE WOULD NOT, OUR SYSTEM WOULD NOT HAVE THE CAPACITY TO REACH THESE NUMBERS JUST AS IS.

SO BECAUSE OF THAT, UM, UNPRECEDENTED FUNDING, FEDERAL FUNDING THAT WE SAW, UM, BECAUSE OF THE VOUCHERS THAT WE SAW COMMITTED FROM OUR HOUSING AUTHORITY, WE HAVE BEEN ABLE TO MAKE THAT HAPPEN.

WE SEE 96 AVERAGE DAYS IN THE HOUSING SEARCH.

THIS COMMISSION IS VERY WELL INFORMED OF THE TIGHT HOUSING MARKET THAT WE HAVE.

OUR POPULATION IS, UM, AND OUR HOUSING LOCATORS ARE ALSO IN THE MARKET TRYING TO FIND HOUSING.

AND IT'S NO DIFFERENT FROM ANYONE ELSE TRYING TO FIND HOUSING.

AND SO THAT DOES IMPACT OUR, OUR AVERAGE DATES IN THE HOUSING SEARCH.

AND THEN, UH, WE KEEP THE DATA THAT IS EXTREMELY IMPORTANT, WHICH IS WE HAVE ABOUT 99% OF THOSE INDIVIDUALS HAVE MAINTAINED THEIR HOUSING AFTER 12 MONTHS.

UH, I WAS JUST DOING THIS PRESENTATION, UM, TO A GROUP OF FUNDERS EARLIER THIS MORNING.

AND ON AVERAGE THAT, THAT NUMBER NATIONALLY IS ABOUT 85% OF INDIVIDUALS THAT ARE HOUSED MAINTAIN THEIR HOUSING AFTER, AFTER 12 MONTHS.

SO WE CAN SEE THE TREMENDOUS HARD WORK FROM OUR CASE MANAGERS, UM, AND OTHERS IN THE SYSTEM THAT ARE PROVIDING THOSE ROBUST WRAPAROUND SERVICES, AS WE TALKED ABOUT AT LENGTH BEFORE, UM, TO ENSURE THAT PEOPLE, UH, GET HOUSING AND THEN MAINTAIN AND MAINTAIN THEIR HOUSING.

UH, YOU'LL SEE THE, THE BAR DOWN AT THE BOTTOM.

RACIAL EQUITY IS SOMETHING WE CONTINUE TO CENTER IN OUR, UM, SYSTEM AND WITH OUR PARTNERS.

AND SO WE KNOW THAT BLACK INDIVIDUALS ARE BEING HOUSED AT HIGHER RATES THAN OTHER GROUPS.

WE ALSO KNOW THAT BLACK INDIVIDUALS

ARE OVERREPRESENTED IN OUR POPULATION OF PEOPLE EXPERIENCING HOMELESSNESS.

BUT BECAUSE WE CONTINUE TO FOCO FOCUS ON RACIAL EQUITY, WE ARE SEEING THAT BLACK INDIVIDUALS ARE BEING HOUSED AT THOSE HIGHER RATES.

UH, WE LOOK AT EVERYTHING FROM THE TIME THAT THEY'RE IDENTIFIED TO WHEN THEY'RE LEASED UP TO UNDERSTAND WHERE ANY, UH, LAG IN TIMING OR ANY DISPARITIES MAY EXIST.

UH, THIS IS OUR SYSTEM TRANSFORMATION IMPACT.

DALLAS REALTIME IS NOT THE ONLY THING THAT HAPPENS.

IT'S NOT THE ONLY WAY PEOPLE GET HOUSING.

UM, IT'S NOT THE ONLY WAY PEOPLE ARE GETTING WRAPAROUND SERVICES.

AND SO WE WANTED TO BE SURE THAT WE'RE ALWAYS COMING TO THIS GROUP AND OTHERS TO TALK ABOUT JUST OUR SYSTEM TRANSFORMATION WORK AND THE IMPACTS THAT IT HAS HAD, UM, ON US BEING ABLE TO GET PEOPLE HOUSED MORE EFFECTIVELY THAN EVER BEFORE.

AND SO YOU SEE THOSE NUMBERS THERE.

OUR ANNUAL PLACEMENTS HAVE GONE UP 35%, UH, OVER 2020.

UH, WHEN WE FIRST BEGAN THE TRANSFORMATION OF OUR SYSTEM IN 2020, WE HOUSED, UM, A LITTLE OVER A THOUSAND INDIVIDUALS.

AND THEN IN 2022, WE SAW, UM, THAT WE HOUSED OVER 1300 INDIVIDUALS.

THAT'S PERMANENT HOUSING PLACEMENTS.

AND SO I JUST, AGAIN, WANT TO GIVE A, A HUGE KUDOS TO ALL OF THE INDIVIDUALS THAT ARE WORKING THAT YOU DON'T EVEN SEE, INCLUDING OUR OFFICE OF HOMELESS SOLUTION, STREET OUTREACH TEAM THAT HAVE TO WORK THROUGH INCLEMENT WEATHER, THAT HAVE TO WORK THROUGH A VARIETY OF OTHER THINGS TO STILL CONTINUE TO MAKE SURE THAT PEOPLE ARE GETTING HOUSING, MAINTAINING THEIR HOUSING.

WE'VE, UM, CREATED OVER 180 PARTNERS AND THEY'RE PARTNERING WITH US RIGHT NOW, UM, THAT ARE, THAT ARE WITH THOSE DIFFERENT PROPERTIES BECAUSE OF OUR LANDLORD PARTNERSHIPS.

THAT IS ONE OF THE THINGS THAT I'VE PRESENTED ON BEFORE.

THROUGH THIS SYSTEM TRANSFORMATION WORK.

WE KNOW THAT WE NEEDED TO BUILD AN INTERNAL TEAM THAT WAS FOCUSED ON FINDING HOUSING.

AND SO WE HAVE A TEAM OF ABOUT THREE.

THEY'RE LOOKING FOR UNITS DAY IN AND DAY OUT.

THEY'RE TALKING TO LANDLORDS.

I JUST PRESENTED AT THE APARTMENT ASSOCIATION OF GREATER DALLAS AND ALWAYS APPRECIATE THEIR PARTNERSHIP ABOUT A MONTH AGO, UM, SO THAT WE CAN CONTINUE TO ADD MORE PROPERTIES, UM, INTO THAT ONGOING LANDLORD PARTNERSHIP.

AND WE NEED AFFORDABLE HOUSING AND DEEPLY AFFORDABLE HOUSING THAT WOULD MEET THE DEMAND OF OUR GROWING POPULATION HERE LOCALLY.

AND THAT INCLUDES, UM, ANY INDIVIDUAL THAT MIGHT BE EXPERIENCING HOMELESSNESS.

IT'S NOT, UM, KIND OF ABOVE AND BEYOND.

WHAT WE TRY TO DO IS BE EXPLICIT.

OUR HOUSING IS NOT ABOVE AND BEYOND WHAT WE ARE ASKING AND REQUESTING JUST FOR A DEEPLY AFFORDABLE ASPECT.

AND SO COMING TO THEM AND FORMING THESE RELATIONSHIPS, UM, OVER A SERIES OF WEEKS, GETTING TO KNOW THEIR BARRIERS, GETTING THEM DOCUMENT READY.

SO, YOU KNOW, BIRTH CERTIFICATES, SOCIAL SECURITY CARDS, UH, STATE IDS, ALL THINGS THAT YOU NEED TO GET AN APARTMENT, UH, OR A RESIDENCE HERE.

UM, THEY'RE HELPING THEM WITH THAT.

IT MIGHT BE THAT THEY, YOU KNOW, ALSO HAVE SOME CLASSES OR TRAININGS THEY WANNA TAKE.

OKAY, WELL, IDENTIFYING THE PROGRAMS THAT THEY NEED TO BE ENROLLED IN AS PART OF THEIR CASE MANAGER'S WORK ONCE THEY'RE ENROLLED IN THE PROGRAM.

BUT ALL OF THIS RESULTS IN AN ENCAMPMENT THAT IS CLOSED BECAUSE WE HAVE MOVED PEOPLE DIRECTLY FROM THE ENCAMPMENT INTO THEIR NEW HOUSING.

AND THAT HOUSING IS PAIRED WITH SERVICES.

YOU KNOW, WE KNOW THAT PUTTING SOMEONE IN A HOUSE WITHOUT ANYTHING ELSE DOES NOT WORK.

THAT'S NOT A NATIONAL BEST PRACTICE.

BUT THE NATIONAL BEST PRACTICE IS HOUSING FIRST, WHICH MEANS YOU CAN'T BEGIN TO HEAL FROM YOUR TRAUMA UNTIL WE'VE GIVEN YOU A SAFE PLACE TO HEAL IN.

AND SO THAT HOUSING HAS TO COME WITH SERVICES ATTACHED, UM, FOR YOU TO ACCESS.

BUT THE FIRST PRIORITY IS TO GIVE YOU THAT SOLID FOUNDATION TO KIND OF DECOMPRESS AND STAND ON.

UM, AND SO WE'RE ABLE TO, WE'RE ABLE TO POSE THESE ENCAMPMENTS SUSTAINABLY, AND I SAY SUSTAINABLY BECAUSE WE'VE BROKEN THE CYCLE OF HOMELESSNESS.

SO IF NO ONE'S THERE BECAUSE THEY'RE ALL HOUSED AND WE SHUT DOWN AN ENCAMPMENT, THEN YOU KNOW, WE CAN HAVE THE SIGN THAT DECOMMISSIONS IT, UM, AND MAINTAIN THAT CLOSURE BY WORKING WITH THE HOMELESS ACTION RESPONSE TEAM IN THE CITY MARSHALS, THE PARKS DEPARTMENT IF IT'S ON PARKS PROPERTY.

AND KNOW THAT ANYONE WHO IS COMING TO THAT SITE HAS SEEN THE SIGN THAT SAYS, HEY, THIS IS NOT A PLACE THAT YOU CAN STAY.

THIS HAS BEEN CLOSED THROUGH HOUSING.

UM, AND WE KNOW THAT IT'S NOT SOMEONE WHO WE HAD JUST MOVED DOWN THE STREET BECAUSE WE WEREN'T ABLE TO HOUSE THEM.

AND SO THAT'S VERY IMPORTANT TO US.

UM, IT ALSO HAS, UM, IS PART OF, I THINK THE FEDERAL ATTENTION THAT WE HAVE GOTTEN.

UM, AND THE FUNDING THAT WE HAVE GOTTEN AS A C O C IS A DIRECT ACKNOWLEDGEMENT OF THE FACT THAT WE HAVE BEEN USING FEDERAL RESOURCES TO HELP THE HIGHEST BARRIER NEED FOLKS, UM, THROUGH THIS ENCAMPMENT DECOMMISSIONING EFFORT, WHICH IS SOMETHING THAT HAS BEEN, WAS REQUESTED BY THE FEDERAL GOVERNMENT IN TERMS OF USAGE.

UM, AND I CAN SAY THAT, UH, DALLAS WAS ACTUALLY ON THE CUTTING EDGE, UM, AND LEADING THE WAY, THERE WERE A LOT OF QUESTIONS THAT WE COULD ANSWER, UM, IN OUR PANELS AND, AND THINGS THAT WE HAD TROUBLE SHOT THAT, UM, OTHER AREAS WERE STARTING TO, BUT HAD NOT GONE AS FAR.

SO THAT WAS REALLY, REALLY INSIGHTFUL.

SO NORMALLY YOU DON'T WANNA PUT PEOPLE INTO TRANSITIONAL HOUSING BEFORE YOU'RE MOVING THEM INTO A PERMANENT HOME.

IT SLOWS THE PROCESS DOWN.

UM, KIND OF TAKES AWAY A LITTLE BIT OF THE EMPHASIS FOR IMPETUS FOR GETTING INTO HOUSING, BUT IN THIS CASE, WE'RE REALLY ABLE TO MAKE SURE THAT NOT ONLY WAS THE SITE RENDERED, UH, SAFE IMMEDIATELY, BUT WE DIDN'T LOSE THOSE PEOPLE.

SHELTERS ARE COUNTED PEOPLE LIVING IN CARS, FAMILIES AND CHILDREN THAT ARE DOUBLED UP.

THOSE ALL ARE IN THAT, THAT, UM, HARD TO SEE HOMELESSNESS, BUT IT'S STILL SOMETHING THAT OUR SYSTEM WORKS AND STRIVES TO ENSURE THAT ALL PEOPLE HAVE ACCESS TO HOUSING AND THAT THEY ARE BEING PERMANENTLY HOUSED.

AND SO WE KNOW HOW IMPORTANT IT IS FOR ANYONE, A CITY FOR, FOR COMMUNITY MEMBERS AND RESIDENTS THAT WE ARE LEANING INTO.

THE ENCAMPMENT DECOMMISSIONING WORK ENCAMPMENTS DID NOT GET TO THEIR PLACE WHERE THEY ARE OVERNIGHT.

AND SO US STARTING THIS LIKE REALLY SPECIFIC TAILORED APPROACH SINCE ABOUT THE END OF 2021, BEGINNING OF 2022 TO WHERE WE ARE NOW, I AM OVER THE MOON PROUD OF THE TREMENDOUS AMOUNT OF WORK.

IT TAKES SEVERAL WEEKS TO BUILD TRUST WITH INDIVIDUALS TO ENGAGE THEM IN THIS PROCESS.

UH, YOU, AS YOU HEARD DIRECTOR CROSSLEY MENTIONED, MAKING SURE PEOPLE HAVE IDS BECAUSE IN THE END IT IS ABOUT MAKING SURE THAT PEOPLE ARE SUSTAINABLY HOUSED AND THEY CAN MAINTAIN THAT HOUSING OR THEY CAN GET JOB TRAINING.

THEY'VE WORKED IN ENCAMPMENTS.

THEY HAVEN'T SEEN PEOPLE BE HOUSED DIRECTLY FROM ENCAMPMENTS INTO APARTMENTS OF THEIR OWN WITH THAT ROBUST CASE, ROBUST CASE MANAGEMENT.

AND SO IT IS AMAZING TO ALSO SEE MANY OF OUR STREET OUTREACH WORKERS AND CASE MANAGERS SEE THE BENEFITS OF WHAT THIS SYSTEM HAS BEEN ABLE TO DO, WORKING MORE EFFECTIVELY AND COLLABORATIVE COLLABORATIVELY TOGETHER.

UM, WITH THAT FUNDING THAT HAS COME IN.

THERE'S A ROBUST SYSTEM, AS I MENTIONED BEFORE, WORKING WITH THE UNITED STATES INTERAGENCY COUNCIL ON HOMELESSNESS.

IT CAN TAKE ANYWHERE FROM SIX TO NINE MONTHS FOR THAT TO HAPPEN BASED ON THEIR OWN PRIORITIES.

BUT AT THIS MOMENT, WE ARE IN LINE WITH WHAT THEY ARE REQUIRING OF US.

WE ONLY HAVE 10 VETERANS EXPERIENCING CHRONIC AND LONG-TERM HOMELESSNESS.

RIGHT NOW IN OUR SYSTEM, WE ONLY HAVE 87 AVERAGE DAYS TO RESOLVE A VETERAN'S HOMELESSNESS FOR THE FEDERAL, UH, DECLARATION, THAT HAS TO BE ABOUT 90 DAYS.

SO WE'RE BELOW THE 90 DAYS AND WE'RE 87 DAYS.

AND WE'VE SEEN A 50% REDUCTION IN VETERANS AWAITING A HOUSING SOLUTION SINCE 2022.

WE ONLY HAVE, AS OF, UH, THE BEGINNING OF FEBRUARY, WE ONLY HAD 147 ACTIVE VETERANS ON OUR LIST WAITING TO BE HOUSED, WHICH IS PHENOMENAL AND, AND REALLY, UM, EXEMPLIFIES THE HARD WORK THAT WE'VE DONE EACH DAY.

WE CONTINUE TO CENTER THE VOICE OF PEOPLE WITH LIVED EXPERIENCE.

WE HAVE A YOUTH ACTION BOARD, UM, AND OUR HOUSING FORWARD TEAM.

UM, NOT JUST FOCUSED ON INFRASTRUCTURE, WHICH, WHICH SOME OF OUR BONDS IN THE PAST HAVE BEEN FOCUSED ON, BUT FOCUSED ON LITERALLY BUILDING FUNDING, HOUSING DEVELOPMENT FOR PEOPLE ACROSS THE INCOME SPECTRUM.

NOT JUST WORKFORCE HOUSING, BUT PEOPLE THAT ARE MAKING 30, 40% BELOW AMI.

THINK ABOUT PEOPLE THAT ARE ON SOCIAL SECURITY INCOME THAT ARE ON A FIXED INCOME THAT WILL NEVER BE ABLE TO INCREASE SALARIES.

THOSE INDIVIDUALS ARE LOSING THEIR HOUSING AT ASTRONOMICAL RATES.

THINK ABOUT INDIVIDUALS THAT MIGHT BE ON DISABILITY THAT WILL NEVER BE ABLE TO SUPPLEMENT THEIR INCOME WITH A, WITH A JOB.

YOU CAN TELL HOW PASSIONATE I AM ABOUT THESE THINGS.

THAT'S WHAT WE REALLY NEED AS A SYSTEM.

WE NEED OUR ELECTED OFFICIALS, WE NEED OUR CITY DEPARTMENTS.

WE NEED THE INVESTMENTS THAT MAKE IT SO THAT INDIVIDUALS ARE NOT BEING PUSHED OUT OF THEIR HOMES AND THAT ARE FALLING, POTENTIALLY FALLING INTO THE SYSTEM OF THEN HAVING TO SEEK ANY OF THE ASSISTANCE FROM OUR HOMELESS SERVICE PROVIDERS.

I'LL ALSO SAY ONE THAT MIGHT GO BACK TO JOLIE.

UM, WE ALSO ARE REVAMPING THE WAY THE SYSTEMS, UH, STREET OUTREACH RESPONDS.

AND THERE IS GOING TO BE IN THERE A BUDGET ASK FOR THE CITY AS AS A PARTNER.

UM, AND SO I DON'T KNOW IF YOU WANNA TALK A LITTLE BIT MORE ABOUT THAT AS WELL.

ABSOLUTELY.

WE CAN ONLY DO ENCAMPMENT DECOMMISSIONING WORK AT THE PACE OF WE HAVE STAFF CAPACITY.

IF YOU HAVE 10 STREET OUTREACH WORKERS OR EIGHT STREET OUTREACH WORKERS THAT CAN BE COMMITTED TO AN ENCAMPMENT THAT ALSO HAVE TO WORK ON INCLEMENT WEATHER THAT ALSO HAVE TO RESPOND TO THREE 11 REQUESTS ABOUT PANHANDLING.

THAT MEANS THEY ARE NOT FOCUSED AND DEDICATED ON WORKING ON ENCAMPMENTS.

UM, THERE'S BEEN A COUPLE OF SITUATIONS WHERE IT'S BEEN A LOSS OF, UM, A DUAL INCOME HOUSEHOLD WHERE, BUT SOMEONE WAS A PRIMARY, UH, BREADWINNER IN A HOUSEHOLD AND THEY MAY HAVE PASSED AWAY.

WE HAVE SOME SITUATIONS WHERE WE HAVE PEOPLE THAT ARE RECEIVING SOCIAL SECURITY CHECKS OR DISABILITY CHECKS THAT DON'T, CAN'T FIND A PLACE, THEIR SOCIAL SECURITY CHECK OR THEIR DISABILITY CHECK IS ONLY $600 A MONTH, MAYBE A THOUSAND OR $800 A MONTH.

AND HAVE YOU, YOU GUYS HAVE BEEN ENGAGING WITH HU AND SEEING HUD KINDA SET OUT HISS TRAJECTORIES AND HIS, SO HAVE THERE BEEN ANY CONVERSATIONS WITH HUD ABOUT HOW THESE TYPES OF, OF, OF, YOU KNOW, PERMANENT SUPPORTIVE HOUSING IS FUNDED LONG TERM? SO THAT'S, THAT'S HOW WE UTILIZE THAT.

NOW, SAFETY COULD, UM, SAFETY, UM, CONCERNS COULD, UH, CAUSE A SITE TO BUBBLE UP, BUT MOST OFTEN WE ARE USING SOME EQUITABLE STRATEGIES TO FIGURE OUT WHERE, NOT JUST FOCUSING IN NORTHERN DALLAS, WHERE PEOPLE MAY CALL 3 1 1 MORE, BUT ALSO THINKING ABOUT WHERE WE LOOKING IN OLD CLIFFS, SOUTH DALLAS AND OTHER AREAS TO ENSURE THAT WE ARE, UM, SERVING PEOPLE EQUITABLY, UH, THROUGHOUT THE CITY.
