[00:00:02]
IF I CAN HAVE EVERYONE ON, ON CAMERA, VIEW AND CHAIR, IF YOU ARE READY, I CAN GO AHEAD AND START CALLING.
ONCE AGAIN, THANK YOU SO MUCH.
WHEN I CALL YOUR NAME, PLEASE ACKNOWLEDGE THAT YOU'RE PRESENT, AND PLEASE MAKE SURE THAT YOUR CAMERA IS FACE VIEW TO MARK THAT YOU'RE PRESENT IN THIS MEETING.
COMMISSIONER WESLEY KEYS, COMMISSIONER GARNER.
PRESENT, VICE CHAIR LETICIA OWENS PRESENT.
COMMISSIONER BANOWSKY? YES, I'M HERE.
COMMISSIONER CLAIN HOFF PRESENT.
CAN I GET COMMISSIONER BROWN TO GO AHEAD? THANK YOU.
YOU LOOK SO BEAUTIFUL ON THE, ON THE VIDEO.
I'LL HAVE YOU MARKED AT 3 0 3.
PLEASE BE ADVISED THAT CHAIR KING IS NOT PRESENT FOR THE MEETING, HOWEVER, HE IS ON VIDEO.
IF I CAN GO AHEAD AND GET YOUR VIDEO.
UH, FAITH VIEW, UH, CHAIR KING, VICE CHAIR LETITIA OWENS WILL GOVERN THIS MEETING.
WE DO HAVE A PUBLIC SPEAKER, VICE CHAIR.
WE'RE GONNA GIVE YOU FOUR MINUTES TO SHARE.
I LIVE UP IN, UH, NORTHEAST DALLAS, AND YOU ALL HAVE A PACKET.
UNFORTUNATELY, THOSE WHO ARE ON VIDEO WON'T HAVE THE BENEFIT OF THIS PACKET, BUT THE FIRST PAGE COMES FROM A STUDY THAT WAS DONE IN STOCKTON, CALIFORNIA, AND THIS IS WHERE THEY SET UP A HOMELESS CAMP AND ENDED UP TAKING 400 PEOPLE OFF OF THEIR STREETS AND REDUCING CRIME BY 83%.
UM, THE NEXT FEW PAGES, NEXT FEW PAGES ARE THE, UM, ADDRESS I GAVE TO THE CITY COUNCIL.
I DIDN'T WANT TO HAVE TO REPEAT MYSELF, AND I DIDN'T WANNA HAVE TO BURN THREE MINUTES HERE WHEN I ONLY HAVE FOUR.
UM, THIS IS BASICALLY WHAT I'M SAYING WE NEED TO DO IN THE CITY OF DALLAS.
AFTER THAT IS A LETTER THAT CAME FROM, UM, ACTUALLY TO THE MUNICIPAL, UH, TEXAS MUNICIPAL LEAGUE, WHICH CODIFIES AND LEGALIZES WHAT I'M TALKING ABOUT.
UM, FULL DISCLOSURE, NO ONE HAS APPLIED FOR THIS PROGRAM YET.
NO ONE IN THE STATE, EXCUSE ME, NO ONE IN THE STATE OF TEXAS IS DOING THIS YET, BUT THEY OB OBVIOUSLY ARE DOING IT OUT IN CALIFORNIA AND TO SOME SUCCESS.
UH, THAT IS WHAT I'M PROPOSING.
AND THESE LAST FEW PAGES, I'VE HAD DIFFICULTY TRYING TO GET THESE QUESTIONS ANSWERED, AND THESE ARE QUESTIONS THAT MAYBE YOU GUYS SHOULD ASK OR MAYBE YOU HAVE THE ANSWERS TO.
CHAIR OWENS, LET ME JUST GO AHEAD AND ACKNOWLEDGE THAT THE MEETING WAS CALLED TO ORDER AT 3:02 PM FOR THE RECORDS.
OKAY, SO NOW WE'LL HAVE THE APPROVAL OF MINUTES.
DO WE HAVE SOMEONE TO I WILL MOVE MOTION FOR APPROVAL.
OKAY, SO WE HAVE TWO APPROVALS.
WITH THAT BEING SEVEN MINUTES ARE APPROVED, LET'S GO
[00:05:01]
AHEAD AND RECITE.WE HAVE COMMISSIONER HAWK MOTION TO APPROVE THE MINUTES.
SECOND BY COMMISSIONER GARNER.
GO AHEAD AND GET A UNANIMOUS, UH, VOTE PLEASE.
DO WE HAVE A UNANIMOUS VOTE? PLEASE RAISE YOUR HAND.
AND NOW WE'RE GONNA MOVE RIGHT INTO OUR PRESENTATION.
UH, WE'RE GONNA HAVE CHRISTINE CROSSLEY, DIRECTOR OF C O D OF OFFICE OF HOMELESS SOLUTIONS, AND WE'RE GONNA HAVE JOLIE ROBINSON, C E O HOUSING FORWARD.
THEY'RE GONNA DO THEIR, UH, REALTIME RAPID REHOUSING QUARTERLY UPDATE.
I'LL WAIT UNTIL IT'S ON THE SCREEN.
IS IT BEING OKAY? THERE WE GO.
WHILE ANGIE'S FINISHING THAT SETUP, UM, JUST WANNA DO A LITTLE BIT OF GROUNDING, UH, IN HOW FAR WE HAVE COME, UH, TO GET TO WHERE WE ARE.
UH, YOU KNOW, THE FIRST TIME THAT WE, UH, ALL GOT TOGETHER AND, AND HAD THIS APPROVED BY CITY COUNCIL WAS, UH, AUGUST OF 2021.
IT BECAME AN OFFICIAL PROGRAM OCTOBER OF 2021.
UM, WE ARE IN MARCH OF, GOSH, IS IT 20? 2023.
SO IT'S SPENT A LONG DAY, VERY LONG DAY, BUT MARCH OF 2023, AND WE VOWED OVER 1700 PEOPLE.
UM, THAT IS AN AMAZING AMOUNT OF WORK.
IT HAS BEEN A SYSTEMS, UH, TRANSFORMATION FOR US.
UM, AND, YOU KNOW, I COULD SPEAK AT LENGTH ABOUT THE, UM, WAYS IN WHICH THIS HAS BEEN AN AMAZING OPPORTUNITY FOR OUR SYSTEM TO BECOME, UH, ONE COHESIVE ORGANISM THAT, UH, RESPONDS MORE EFFICIENTLY THAN EVER.
UM, AND I THINK YOU GUYS HAVE HEARD US SAY THAT BEFORE.
UM, BUT JUST TO SAY THAT, UM, YOU KNOW, THE WORK THAT WE HAVE DONE HAS, UH, HAS BROUGHT SOME PRETTY AMAZING THINGS FROM HUD AND FROM THE FEDERAL GOVERNMENT BEYOND THAT, THAT WE'LL TALK ABOUT A LITTLE BIT LATER.
UM, AND ALL OF THAT TO SAY THAT WE ARE ALSO NOWHERE NEAR DONE.
YOU KNOW, GOOD WORK BRINGS MORE WORK, IT ALSO BRINGS MORE FUNDING, WHICH IS WONDERFUL.
UM, BUT THAT JUST MEANS THAT WE HAVE EVEN MORE WORK AND, AND WE HAVE A GREAT REALLY ENERGETIC VISION FOR THE FUTURE, UM, WITH OUR, OUR PARTNERING TABLE GROWING EVER LARGER AND EVER WIDER.
SO I'M VERY EXCITED FOR WHERE WE ARE, AND I THINK WE'RE, WE RECOGNIZE THE AMOUNT OF WORK TO BE DONE BECAUSE UNTIL WE CAN GET TO EVERY SINGLE PERSON ON EVERY SINGLE STREET CORNER THAT, THAT SOMEONE HAS SEEN HOMELESS FOR YEARS, IT'S NOT REAL TO EVERYONE IN THE CITY, UM, AND IN, IN THE C O C.
AND, AND THAT IS OUR GOAL, WAS TO MAKE IT REAL FOR EVERY SINGLE PERSON, UM, WHO HAS THAT EXPERIENCE AND THAT RELATIONSHIP.
AND SO WITH THAT, I'M GONNA HAND IT OVER TO CEO O AND PRESIDENT OF HOUSING BOARD JO ROBINSON.
UH, GOOD AFTERNOON TO EVERYONE.
ARE THERE NEW APPOINTMENTS TO THE COMMISSION? NO.
SO MAYBE IT MIGHT HAVE BEEN PEOPLE WEREN'T, WEREN'T HERE IN PERSON.
SO I, SINCE I THINK I'M SEEING NEW FACES OR THEY'RE IN PERSON FOR THE FIRST TIME, SOME OF THE, THE, UH, INFORMATION I PROVIDE, MAYBE REDUNDANT.
I'M TRYING TO ALSO BE SURE THAT I'M PROVIDING SOME FOUNDATIONAL INFORMATION, UH, WHICH IS ONE OF THE REASONS YOU GO TO THE NEXT SLIDE, WHICH IS ONE OF THE REASONS WE'RE GONNA TALK ABOUT, UM, OUR, UH, ANNUAL PLANNING PROCESS THAT WE GO THROUGH AS AN ALL NEIGHBORS COALITION, AS MANY OF YOU ALREADY KNOW, KNOW, UM, IT IS NOT JUST HOUSING FORWARD THAT COMES UP WITH STRATEGIES WITH, THAT COMES UP WITH GOALS FOR OUR ENTIRE SYSTEM.
AND, AND AS YOU KNOW, THE CONTINUUM OF CARE SERVES DALLAS AND COLLIN COUNTY.
OUR ORGANIZATION SERVES DALLAS AND COLLIN COUNTY.
AND THE ALL NEIGHBORS COALITION REALLY IS THE 100 PLUS ORGANIZATIONS THAT ARE ALL WORKING TOGETHER IN A COLLABORATIVE, STRATEGIC WAY SO THAT WE CAN, UH, WE CAN FOCUS ON THE STRATEGIES AND THE INFRASTRUCTURE THAT CAN HELP US, UM, ALIGN OUR EFFORTS AND FUNDING OPPORTUNITIES AND INVESTMENTS TO HIT THOSE THREE MAJOR GOALS THAT YOU'VE HEARD US SPEAK ABOUT, UH, VERY OFTEN, WHICH YOU'LL SEE, UM, IN A, IN THE SLIDES TO COME.
BUT WE WANTED TO SHOW JUST A HIGHLIGHT OVERVIEW OF WHAT THE ANNUAL PROC ANNUAL PLANNING PROCESS LOOKS LIKE FOR US IN OUR SYSTEM.
UH, IT IS NOT JUST A ONE-TIME LIKE SPECIAL RETREAT, BUT A LOT OF OUR WORK GETS DONE WITHIN WORK GROUPS.
A LOT OF THE DIFFERENT CONVERSATIONS WE HAVE WITH OTHER EXECUTIVES, WE HAVE AN EXECUTIVE COUNCIL, AND WITH OUR C O C BOARD, IT'S REALLY ESTABLI THE STRATEGIC DIRECTION, THE ANNUAL PRIORITIES, UH, DISCUSSING THE PROGRESS TO THOSE THINGS.
[00:10:01]
UH, IT THEN HELPS US ALIGN RESOURCES.UM, AND AS YOU HEARD, DIRECTOR CROSSLEY MENTIONED, UM, ATTRACT ADDITIONAL RESOURCES SIMILAR TO, UM, THE UNSHELTERED FUNDING THAT WAS, THAT WE RECEIVED, UM, FROM HUD.
UH, THE IMPLEMENTATION OF THOSE PRIORITIZED ACTIVITIES IS, IS BETTER AND ROBUST.
AND THEN THAT CONTINUOUS FEEDBACK THAT WE'RE ABLE TO GET THROUGH DATA, COMMUNITY ENGAGEMENT, OUR, UH, INDIVIDUALS WITH LIVED EXPERIENCE AND ONGOING IS THE NEEDS AND GAPS ANALYSIS THAT WE'RE, WE'RE SEEING AND THAT WE DO, UH, UTILIZING THAT DATA.
ON THE NEXT SLIDE, YOU'LL SEE, UH, THOSE THREE MAJOR GOALS THAT WE'VE TALKED ABOUT QUITE FREQUENTLY, UM, THAT OUR SYSTEM CONTINUES TO FOCUS ON.
AND THESE ARE ALIGNED WITH FEDERAL PRIORITIES.
SO AGAIN, UH, I JUST WANNA BE SURE THAT WE'RE, WE'RE CONNECTING THE DOTS AND, AND THREADING THE NEEDLE TO SHOW THAT IT IS NOT JUST US ALONE HERE LOCALLY, BUT WE'RE REALLY ALIGNING TO STATE AND FEDERAL GOALS TO EFFECTIVELY END VETERAN HOMELESSNESS.
THAT MEANS 90 DAY, THAT 90 DAY WINDOW THAT WE'VE TALKED ABOUT BEFORE, UH, SIGNIFICANTLY REDUCED CHRONIC UNSHELTERED HOMELESSNESS.
AND THEN THE THIRD GOAL BEING SIGNIFICANTLY REDUCED FAMILY AND YOUTH HOMELESSNESS THROUGH THAT ANNUAL PLANNING PROCESS.
WHAT YOU SEE FOR THE ANNUAL PRIORITIES AND THE INFRASTRUCTURE DOWN TOWARDS THE BOTTOM.
UH, WE REALLY LEVERAGE THE EXPERTISE OF MANY OF OUR DIRECT SERVICE PROVIDERS IN THE WORK THAT THEY DO EACH DAY.
UM, AND AS WE'RE HAVING REGULAR CONVERSATIONS WITH THEM AND OUR MUNICIPALITIES TO TALK ABOUT HOW CAN WE EXPAND, UM, OUR INFRASTRUCTURE SO THAT WE CAN UTILIZE THE, UH, NECESSARY STRATEGIES TO EFFECTIVELY GO AFTER THOSE GOALS THAT WE HAVE SET FORTH.
WE'VE MADE TREMENDOUS STRIDES IN ALL THREE OF THOSE BUCKETS.
AND, UM, TODAY YOU'LL HEAR MORE ABOUT, UM, VETERANS AS WELL AS THE CHRONIC UNSHELTERED HOMELESSNESS.
BUT YOU SEE THERE ON THE SLIDE, WE ARE WORKING RIGHT NOW WITH THE UNITED STATES INTERAGENCY COUNCIL ON HOMELESSNESS TO HAVE THE OFFICIAL DECLARATION, UH, FROM WHAT I'VE BEEN TOLD FROM A FEDERAL GOVERNMENT STANDPOINT, IT CAN GENERALLY TAKE SIX MONTHS OF, UM, OF THAT FULL PROCESS, UH, WORKING ALONGSIDE THEM.
IT IS NOT SOMETHING THAT A COMMUNITY CAN JUST, UM, DECLARE ON THEIR OWN, BUT IT IS A FEDERAL DECLARATION.
AND SO WE'RE WORKING ALONGSIDE, UH, OUR FEDERAL PARTNERS TO MAKE THAT HAPPEN.
PART OF, UM, THE, THE MAIN REASON THAT WE'RE HERE IS TO TALK ABOUT DALLAS REAL TIME.
AS YOU JUST HEARD, UH, DIRECTOR, DIRECTOR CROSSLEY MENTIONED, WE ARE NOW AT OVER 1700 PEOPLE THAT HAVE BEEN HOUSED THIS PRESENTATION, WHEN WE DID IT WAS PROBABLY FOR THE MONTH BEFORE, UH, PRESENTATION THAT WE WERE DOING, BUT AT AS OF THIS MOMENT, WE'VE HOUSED OVER 1700 INDIVIDUALS THROUGH DALLAS REALTIME RAPID REHOUSING.
THAT IS UNPRECEDENTED FOR OUR SYSTEM TO BE WORKING THAT QUICKLY.
UH, I WOULD, UH, I'M ALL, I WOULD BE REMISS IF I DID NOT TELL, UM, EVERYONE AND JUST HIGHLIGHT THAT IT IS A BUNCH OF PEOPLE WORKING TOGETHER TO GET OVER 1700 INDIVIDUALS HOUSED.
NOT ONLY IS IT TAKING A LOT OF PEOPLE, INCLUDING STREET OUTREACH AND CASE MANAGERS AND HOUSING LOCATORS, BUT THE ONLY WAY THAT WE WERE ABLE TO GET TO THIS NUMBER IS BECAUSE OF THE, UM, INVESTMENTS, THE UNPRECEDENTED INVESTMENTS FROM THE CITY AND THE COUNTY, DALLAS COUNTY.
UM, THAT ALLOWS US TO INCREASE, UH, THE CAPACITY OF OUR SYSTEM SO THAT WE CAN MOVE AT THIS PACE TO GET OVER 1700 PEOPLE HOUSED.
IF, IF NOTHING HAD CHANGED OVER THE LAST TWO YEARS, IF NOTHING HAD HAPPENED, IF FUNDING, IF ADDITIONAL FUNDING WOULDN'T HAVE COME INTO THIS SYSTEM, WE WOULD NOT, OUR SYSTEM WOULD NOT HAVE THE CAPACITY TO REACH THESE NUMBERS JUST AS IS.
SO BECAUSE OF THAT, UM, UNPRECEDENTED FUNDING, FEDERAL FUNDING THAT WE SAW, UM, BECAUSE OF THE VOUCHERS THAT WE SAW COMMITTED FROM OUR HOUSING AUTHORITY, WE HAVE BEEN ABLE TO MAKE THAT HAPPEN.
WE SEE 96 AVERAGE DAYS IN THE HOUSING SEARCH.
THIS COMMISSION IS VERY WELL INFORMED OF THE TIGHT HOUSING MARKET THAT WE HAVE.
OUR POPULATION IS, UM, AND OUR HOUSING LOCATORS ARE ALSO IN THE MARKET TRYING TO FIND HOUSING.
AND IT'S NO DIFFERENT FROM ANYONE ELSE TRYING TO FIND HOUSING.
AND SO THAT DOES IMPACT OUR, OUR AVERAGE DATES IN THE HOUSING SEARCH.
AND THEN, UH, WE KEEP THE DATA THAT IS EXTREMELY IMPORTANT, WHICH IS WE HAVE ABOUT 99% OF THOSE INDIVIDUALS HAVE MAINTAINED THEIR HOUSING AFTER 12 MONTHS.
UH, I WAS JUST DOING THIS PRESENTATION, UM, TO A GROUP OF FUNDERS EARLIER THIS MORNING.
AND ON AVERAGE THAT, THAT NUMBER NATIONALLY IS ABOUT 85% OF INDIVIDUALS THAT ARE HOUSED MAINTAIN THEIR HOUSING AFTER, AFTER 12 MONTHS.
SO WE CAN SEE THE TREMENDOUS HARD WORK FROM OUR CASE MANAGERS, UM, AND OTHERS IN THE SYSTEM THAT ARE PROVIDING THOSE ROBUST WRAPAROUND SERVICES, AS WE TALKED ABOUT AT LENGTH BEFORE, UM, TO ENSURE THAT PEOPLE, UH, GET HOUSING AND THEN MAINTAIN AND MAINTAIN THEIR HOUSING.
UH, YOU'LL SEE THE, THE BAR DOWN AT THE BOTTOM.
RACIAL EQUITY IS SOMETHING WE CONTINUE TO CENTER IN OUR, UM, SYSTEM AND WITH OUR PARTNERS.
AND SO WE KNOW THAT BLACK INDIVIDUALS ARE BEING HOUSED AT HIGHER RATES THAN OTHER GROUPS.
WE ALSO KNOW THAT BLACK INDIVIDUALS
[00:15:01]
ARE OVERREPRESENTED IN OUR POPULATION OF PEOPLE EXPERIENCING HOMELESSNESS.BUT BECAUSE WE CONTINUE TO FOCO FOCUS ON RACIAL EQUITY, WE ARE SEEING THAT BLACK INDIVIDUALS ARE BEING HOUSED AT THOSE HIGHER RATES.
UH, WE LOOK AT EVERYTHING FROM THE TIME THAT THEY'RE IDENTIFIED TO WHEN THEY'RE LEASED UP TO UNDERSTAND WHERE ANY, UH, LAG IN TIMING OR ANY DISPARITIES MAY EXIST.
UH, THIS IS OUR SYSTEM TRANSFORMATION IMPACT.
DALLAS REALTIME IS NOT THE ONLY THING THAT HAPPENS.
IT'S NOT THE ONLY WAY PEOPLE GET HOUSING.
UM, IT'S NOT THE ONLY WAY PEOPLE ARE GETTING WRAPAROUND SERVICES.
AND SO WE WANTED TO BE SURE THAT WE'RE ALWAYS COMING TO THIS GROUP AND OTHERS TO TALK ABOUT JUST OUR SYSTEM TRANSFORMATION WORK AND THE IMPACTS THAT IT HAS HAD, UM, ON US BEING ABLE TO GET PEOPLE HOUSED MORE EFFECTIVELY THAN EVER BEFORE.
AND SO YOU SEE THOSE NUMBERS THERE.
OUR ANNUAL PLACEMENTS HAVE GONE UP 35%, UH, OVER 2020.
UH, WHEN WE FIRST BEGAN THE TRANSFORMATION OF OUR SYSTEM IN 2020, WE HOUSED, UM, A LITTLE OVER A THOUSAND INDIVIDUALS.
AND THEN IN 2022, WE SAW, UM, THAT WE HOUSED OVER 1300 INDIVIDUALS.
THAT'S PERMANENT HOUSING PLACEMENTS.
AND SO I JUST, AGAIN, WANT TO GIVE A, A HUGE KUDOS TO ALL OF THE INDIVIDUALS THAT ARE WORKING THAT YOU DON'T EVEN SEE, INCLUDING OUR OFFICE OF HOMELESS SOLUTION, STREET OUTREACH TEAM THAT HAVE TO WORK THROUGH INCLEMENT WEATHER, THAT HAVE TO WORK THROUGH A VARIETY OF OTHER THINGS TO STILL CONTINUE TO MAKE SURE THAT PEOPLE ARE GETTING HOUSING, MAINTAINING THEIR HOUSING.
WE'VE, UM, CREATED OVER 180 PARTNERS AND THEY'RE PARTNERING WITH US RIGHT NOW, UM, THAT ARE, THAT ARE WITH THOSE DIFFERENT PROPERTIES BECAUSE OF OUR LANDLORD PARTNERSHIPS.
THAT IS ONE OF THE THINGS THAT I'VE PRESENTED ON BEFORE.
THROUGH THIS SYSTEM TRANSFORMATION WORK.
WE KNOW THAT WE NEEDED TO BUILD AN INTERNAL TEAM THAT WAS FOCUSED ON FINDING HOUSING.
AND SO WE HAVE A TEAM OF ABOUT THREE.
THEY'RE LOOKING FOR UNITS DAY IN AND DAY OUT.
I JUST PRESENTED AT THE APARTMENT ASSOCIATION OF GREATER DALLAS AND ALWAYS APPRECIATE THEIR PARTNERSHIP ABOUT A MONTH AGO, UM, SO THAT WE CAN CONTINUE TO ADD MORE PROPERTIES, UM, INTO THAT ONGOING LANDLORD PARTNERSHIP.
AND THEN BECAUSE OF, AGAIN, THE UNPRECEDENTED FUNDING, THE SYSTEM TRANSFORMATION CHANGE THAT'S HAPPENED, WE HAVE STRENGTHENED OUR REHOUSING WORKFORCE.
WE CANNOT DO THIS WORK WITHOUT CASE MANAGERS.
WE CAN'T DO THIS WORK WITHOUT HOUSING NAVIGATORS.
AND, UH, WE HAVE AN AMAZING TEAM, UH, LED BY MEGAN AT THE HOUSING FORWARD THAT DOES, UM, TRAINING AND PROVIDES TRAINING.
AND SO YOU SEE THE NUMBER OF HOURS THERE OVER 3000 HOURS TRAINING HAS BEEN DELIVERED, UM, TO O OVER 600 SECTOR STAFF.
WE ALSO WANTED TO, TO SHOW, UH, WHEN WE'RE TALKING ABOUT SOME OF THE WORK HAPPENING AROUND LANDLORD ENGAGEMENT AND HOW WE ARE GETTING UNITS, UM, YOU KNOW, WE'RE INCREASING OUR SYSTEMS CAPACITIES SPECIFICALLY BECAUSE WE'VE ADDED FOLKS INTERNALLY.
WE REALLY HAVE THE TOOLS IN THE TOOLBOX THAT WE NEED TO ENGAGE OUR LANDLORDS, WHETHER THAT'S A LANDLORD INCENTIVE, WHETHER THAT'S, UM, ASKING TO HOLD UNITS, GO UNDER CONTRACT WITH LANDLORDS SO THAT YOU CAN SEE.
WE WANTED TO SHOW THIS, THIS, THIS CHART HERE SO THAT YOU CAN SEE THE LEADS THAT WE'RE GETTING ON AVAILABLE UNITS AND LEADS CAN BE.
UM, YOU KNOW, AGAIN, I WENT TO TALK TO THE DEPARTMENT ASSOCIATION.
SOME PEOPLE SAID THEY'RE INTERESTED.
UH, AND SO WE'RE CONTINUING TO WORK WITH THEM FOR A PARTNERSHIP AND RELATIONSHIP VERSUS THE UNITS THAT WE'VE BEEN ABLE TO HOLD.
AND YOU'LL SEE A STEADY INCREASE OF THAT AS WE GET, UH, A BETTER UNDERSTANDING OF THE MARKET AS WE GET A BETTER UNDERSTANDING ABOUT WHAT LANDLORDS AND PROPERTY OWNERS MAY WANT TO SEE FROM US.
UM, WE'RE GETTING, UM, WE'RE GETTING TO MOVE TOWARDS PARTNERSHIPS A BIT BETTER THAN WE WERE BEFORE.
SO REALLY EXCITING AND IMPRESSED BY THE WORK THAT THEY CONTINUE TO DO.
WE HAD A UNIT SURGE THAT BEGAN AT THE END OF LAST YEAR.
UH, WE'VE MET THAT, WE'VE EXCEEDED THAT, AND SO WE'RE CONTINUING TO ADD TO IT.
UH, SOMETIMES, YOU KNOW, I THINK AT FIRST WE WERE LIKE, LET'S GET 500 UNITS.
WHAT WE REALLY NEED FOR THE HOMELESS RESPONSE SYSTEM IS OVER 4,000 UNITS.
I WAS JUST IN A, A CONVERSATION TODAY AROUND AFFORDABLE HOUSING.
AND WE NEED AFFORDABLE HOUSING AND DEEPLY AFFORDABLE HOUSING THAT WOULD MEET THE DEMAND OF OUR GROWING POPULATION HERE LOCALLY.
AND THAT INCLUDES, UM, ANY INDIVIDUAL THAT MIGHT BE EXPERIENCING HOMELESSNESS.
IT'S NOT, UM, KIND OF ABOVE AND BEYOND.
WHAT WE TRY TO DO IS BE EXPLICIT.
OUR HOUSING IS NOT ABOVE AND BEYOND WHAT WE ARE ASKING AND REQUESTING JUST FOR A DEEPLY AFFORDABLE ASPECT.
WE'RE NOT, WE DON'T USE THE LANGUAGE, UH, QUOTE UNQUOTE HOMELESS HOUSING, BUT WE ARE JUST ASKING FOR THE, A MARKET THAT ALLOWS PEOPLE ACROSS INCOME SPECTRUM TO HAVE AN OPPORTUNITY TO FIND, UM, A HOUSE, UH, A SAFE, STABLE HOUSING FOR THEMSELVES AND THEIR FAMILIES.
NEXT SLIDE GOES INTO ENCAMPMENTS.
SO HAVE CHRISTINE, UM, SHARE SOME INFORMATION ABOUT THAT.
SO, UM, TALKING ABOUT, UH, DECOMMISSIONINGS, UM, INCLUDING THE
[00:20:01]
LAST ONE, UM, THAT WE DID, YOU CAN SEE HERE THAT, YOU KNOW, WE HAVE OUR DEDICATED OUTREACH TEAMS WHO CONSISTENTLY ENGAGE FOLKS, UM, ACROSS THE CITY OF DALLAS.UM, BUT WHAT THEY DO HERE IN TERMS OF WHAT'S DIFFERENT IN THE DECOMMISSIONING IS THEY'RE PHYSICALLY OUT AT THESE LOCATIONS BETWEEN FOUR TO SIX TO EIGHT WEEKS, DEPENDING ON THE, UM, SI THE SIZE AND THE COMPLEXITY OF THE AREA ENCAMPMENTS REALLY WORKING WITH PEOPLE WHERE THEY ARE IN RECOGNITION OF THE FACT THAT, YOU KNOW, EMERGENCY SHELTER IS NOT NECESSARILY RIGHT FOR EVERYONE.
UM, BUT THE PATHWAY TO HOUSING SHOULD BE OPEN TO ALL.
AND OUR HIGHER BARRIER FOLKS ARE GONNA BE OUTSIDE.
AND SO COMING TO THEM AND FORMING THESE RELATIONSHIPS, UM, OVER A SERIES OF WEEKS, GETTING TO KNOW THEIR BARRIERS, GETTING THEM DOCUMENT READY.
SO, YOU KNOW, BIRTH CERTIFICATES, SOCIAL SECURITY CARDS, UH, STATE IDS, ALL THINGS THAT YOU NEED TO GET AN APARTMENT, UH, OR A RESIDENCE HERE.
UM, THEY'RE HELPING THEM WITH THAT.
IT MIGHT BE THAT THEY, YOU KNOW, ALSO HAVE SOME CLASSES OR TRAININGS THEY WANNA TAKE.
OKAY, WELL, IDENTIFYING THE PROGRAMS THAT THEY NEED TO BE ENROLLED IN AS PART OF THEIR CASE MANAGER'S WORK ONCE THEY'RE ENROLLED IN THE PROGRAM.
BUT ALL OF THIS RESULTS IN AN ENCAMPMENT THAT IS CLOSED BECAUSE WE HAVE MOVED PEOPLE DIRECTLY FROM THE ENCAMPMENT INTO THEIR NEW HOUSING.
AND THAT HOUSING IS PAIRED WITH SERVICES.
YOU KNOW, WE KNOW THAT PUTTING SOMEONE IN A HOUSE WITHOUT ANYTHING ELSE DOES NOT WORK.
THAT'S NOT A NATIONAL BEST PRACTICE.
BUT THE NATIONAL BEST PRACTICE IS HOUSING FIRST, WHICH MEANS YOU CAN'T BEGIN TO HEAL FROM YOUR TRAUMA UNTIL WE'VE GIVEN YOU A SAFE PLACE TO HEAL IN.
AND SO THAT HOUSING HAS TO COME WITH SERVICES ATTACHED, UM, FOR YOU TO ACCESS.
BUT THE FIRST PRIORITY IS TO GIVE YOU THAT SOLID FOUNDATION TO KIND OF DECOMPRESS AND STAND ON.
UM, AND SO WE'RE ABLE TO, WE'RE ABLE TO POSE THESE ENCAMPMENTS SUSTAINABLY, AND I SAY SUSTAINABLY BECAUSE WE'VE BROKEN THE CYCLE OF HOMELESSNESS.
SO IF NO ONE'S THERE BECAUSE THEY'RE ALL HOUSED AND WE SHUT DOWN AN ENCAMPMENT, THEN YOU KNOW, WE CAN HAVE THE SIGN THAT DECOMMISSIONS IT, UM, AND MAINTAIN THAT CLOSURE BY WORKING WITH THE HOMELESS ACTION RESPONSE TEAM IN THE CITY MARSHALS, THE PARKS DEPARTMENT IF IT'S ON PARKS PROPERTY.
AND KNOW THAT ANYONE WHO IS COMING TO THAT SITE HAS SEEN THE SIGN THAT SAYS, HEY, THIS IS NOT A PLACE THAT YOU CAN STAY.
THIS HAS BEEN CLOSED THROUGH HOUSING.
UM, AND WE KNOW THAT IT'S NOT SOMEONE WHO WE HAD JUST MOVED DOWN THE STREET BECAUSE WE WEREN'T ABLE TO HOUSE THEM.
AND SO THAT'S VERY IMPORTANT TO US.
UM, IT ALSO HAS, UM, IS PART OF, I THINK THE FEDERAL ATTENTION THAT WE HAVE GOTTEN.
UM, AND THE FUNDING THAT WE HAVE GOTTEN AS A C O C IS A DIRECT ACKNOWLEDGEMENT OF THE FACT THAT WE HAVE BEEN USING FEDERAL RESOURCES TO HELP THE HIGHEST BARRIER NEED FOLKS, UM, THROUGH THIS ENCAMPMENT DECOMMISSIONING EFFORT, WHICH IS SOMETHING THAT HAS BEEN, WAS REQUESTED BY THE FEDERAL GOVERNMENT IN TERMS OF USAGE.
UM, WE'VE ALSO, QUITE RECENTLY, LAST WEEK, PRESENTED ON THIS IN TWO SEPARATE PANELS IN OAKLAND, CALIFORNIA AT THE NATIONAL ALLIANCE TO END HOMELESSNESS.
UM, AND I CAN SAY THAT, UH, DALLAS WAS ACTUALLY ON THE CUTTING EDGE, UM, AND LEADING THE WAY, THERE WERE A LOT OF QUESTIONS THAT WE COULD ANSWER, UM, IN OUR PANELS AND, AND THINGS THAT WE HAD TROUBLE SHOT THAT, UM, OTHER AREAS WERE STARTING TO, BUT HAD NOT GONE AS FAR.
SO THAT WAS REALLY, REALLY INSIGHTFUL.
UM, REALLY, REALLY PROUD OF OUR TEAMS. UM, I CAN ALSO SAY THAT WE HAVE CLOSED, UH, I THINK IT WAS 11, I BELIEVE NOW IT'S 13 ENCAMPMENTS.
UM, AND IF WE CAN MOVE THE ATTENDEE BUTTON OUT OF THE WAY, I NEED TO SEE THE MATH ON THE OTHER SLIDE OR ON THE OTHER PART.
UM, OH, CAN YOU GO BACK PLEASE? THANK YOU.
UM, AND SO 136 RESIDENCE HOUSED, AND THEN WE HAVE ANOTHER 93.
UM, SO I TALKED ABOUT ONE THAT WAS DONE IN A NON-TRADITIONAL WAY.
SO, UM, WE HAD AN ENCAMPMENT, AND I THINK THIS IS KNOWN, UM, BY SOME, WE'VE DONE MANY MEMOS ABOUT IT, BUT WE HAD AN ENCAMPMENT, UM, THAT WAS IN AN AREA THAT HAD BECOME, UM, VERY UNSAFE.
UM, AND WE WERE A WEEK AWAY FROM DOING A DECOMMISSIONING.
AND SO WE WORKED WITH D B D AND WITH LAW ENFORCEMENT.
AND BECAUSE WE WERE A WEEK AWAY FROM DECOMMISSIONING, WE'D ALREADY DONE ALL THIS BACKGROUND WORK.
UM, AND IT WAS SO CLOSE WE WERE ABLE TO MOVE THEM INTO A HOTEL AT AN UNDISCLOSED LOCATION, AND WE'RE DECOMMISSIONING FROM THERE.
SO NORMALLY YOU DON'T WANNA PUT PEOPLE INTO TRANSITIONAL HOUSING BEFORE YOU'RE MOVING THEM INTO A PERMANENT HOME.
UM, KIND OF TAKES AWAY A LITTLE BIT OF THE EMPHASIS FOR IMPETUS FOR GETTING INTO HOUSING, BUT IN THIS CASE, WE'RE REALLY ABLE TO MAKE SURE THAT NOT ONLY WAS THE SITE RENDERED, UH, SAFE IMMEDIATELY, BUT WE DIDN'T LOSE THOSE PEOPLE.
THEY DIDN'T GET SCATTERED, UM, AROUND TOWN.
AND SO THAT'S THOSE 93, IT WAS 95, I THINK, I GUESS THREE HAVE BEEN HOUSED OR, UM, AND SO WE'RE, WE'RE VERY EXCITED ABOUT THAT.
UM, AND ABOUT THE KIND OF CASE STUDY THAT THAT WILL BE WHEN WE'RE DONE.
UM, AND SO ALL OF THAT, I, I'VE TALKED ABOUT A LOT OF EXCITING THINGS ABOUT HUD AND FUNDING AND THINGS LIKE THAT.
SO I'M GONNA HAND IT OFF TO JOLIE TO TALK ABOUT SOME OF THAT STUFF IN MORE DETAIL.
YEAH, AND, AND YOU KNOW, PART OF THE REASON WHY WE CONTINUE TO TALK ABOUT ENCAMPMENTS AND ENCAMPMENT DECOMMISSIONING IS CUZ WE KNOW THAT TO MANY, THE SUCCESS OF A HOMELESS RESPONSE SYSTEM IS INCUMBENT UPON
[00:25:01]
VISIBLE HOMELESSNESS.ALTHOUGH VISIBLE HOMELESSNESS REALLY IS A SMALL SET OF ALL OF THE INDIVIDUALS EXPERIENCING HOMELESSNESS.
SHELTERS ARE COUNTED PEOPLE LIVING IN CARS, FAMILIES AND CHILDREN THAT ARE DOUBLED UP.
THOSE ALL ARE IN THAT, THAT, UM, HARD TO SEE HOMELESSNESS, BUT IT'S STILL SOMETHING THAT OUR SYSTEM WORKS AND STRIVES TO ENSURE THAT ALL PEOPLE HAVE ACCESS TO HOUSING AND THAT THEY ARE BEING PERMANENTLY HOUSED.
AND SO WE KNOW HOW IMPORTANT IT IS FOR ANYONE, A CITY FOR, FOR COMMUNITY MEMBERS AND RESIDENTS THAT WE ARE LEANING INTO.
THE ENCAMPMENT DECOMMISSIONING WORK ENCAMPMENTS DID NOT GET TO THEIR PLACE WHERE THEY ARE OVERNIGHT.
AND SO US STARTING THIS LIKE REALLY SPECIFIC TAILORED APPROACH SINCE ABOUT THE END OF 2021, BEGINNING OF 2022 TO WHERE WE ARE NOW, I AM OVER THE MOON PROUD OF THE TREMENDOUS AMOUNT OF WORK.
IT TAKES SEVERAL WEEKS TO BUILD TRUST WITH INDIVIDUALS TO ENGAGE THEM IN THIS PROCESS.
UH, YOU, AS YOU HEARD DIRECTOR CROSSLEY MENTIONED, MAKING SURE PEOPLE HAVE IDS BECAUSE IN THE END IT IS ABOUT MAKING SURE THAT PEOPLE ARE SUSTAINABLY HOUSED AND THEY CAN MAINTAIN THAT HOUSING OR THEY CAN GET JOB TRAINING.
YOU STILL HAVE TO HAVE AN ID OR TO BE EMPLOYED.
SO ALL THE ID STUFF IS, IS CRITICALLY IMPORTANT FOR US TO BE THINKING AND MANAGING AS WELL.
AND SO THIS IS NOT, I DON'T, I DON'T BAT, UH, JUST A, UM, A WHIM OF AN I AT THE 136 PLUS ENCAMPMENT RESIDENTS THAT WE'VE BEEN ABLE TO HOUSE.
THAT IS A TREMENDOUS, UH, WORK OF, UH, TONS OF STREET OUTREACH WORKERS.
WE'VE HAD STREET OUTREACH WORKERS THAT WORKED IN THIS SPACE 10 PLUS YEARS, AND THEY THEMSELVES KNOW THE HISTORY.
THEY'VE WORKED IN ENCAMPMENTS.
THEY HAVEN'T SEEN PEOPLE BE HOUSED DIRECTLY FROM ENCAMPMENTS INTO APARTMENTS OF THEIR OWN WITH THAT ROBUST CASE, ROBUST CASE MANAGEMENT.
AND SO IT IS AMAZING TO ALSO SEE MANY OF OUR STREET OUTREACH WORKERS AND CASE MANAGERS SEE THE BENEFITS OF WHAT THIS SYSTEM HAS BEEN ABLE TO DO, WORKING MORE EFFECTIVELY AND COLLABORATIVE COLLABORATIVELY TOGETHER.
UM, WITH THAT FUNDING THAT HAS COME IN.
WE, YOU'VE HEARD US MENTION, UM, AND, AND MANY OF YOU MAY HAVE SEEN THE FUNDING THAT WE HAVE BEEN ABLE TO ATTRACT.
I DO NOT USE THE TERM LOOSELY.
YES, IT WAS A COMPETITIVE APPLICATION PROCESS.
UH, IT WAS AN ALL OR NOTHING PROCESS WITH THE 22.8 MILLION THAT WE RECEIVED THAT WE REWARDED FROM HUD.
BUT BECAUSE OF ALL OF THE TREMENDOUS SYSTEM PERFORMANCE WORK THAT HAS BEEN DONE OVER THE YEARS, DO WE NEED TO WAIT TILL PEOPLE'S VIDEO COME BACK ON RENITA? OH, WE'RE GOOD.
I DIDN'T KNOW IF Y'ALL HAD TO HAVE EVERYBODY'S VIDEO CHANNEL.
UM, BECAUSE OF THAT UNPRECEDENTED FUNDING, BECAUSE OF THE SYSTEM TRANSFORMATION WORK THAT WE'VE DONE, UH, WE WERE ABLE TO GO AFTER THAT COMPETITIVELY.
AND WE WERE ONE OF SEVERAL CITIES THAT WAS SELECTED FOR THAT 22.8 MILLION OVER THE COURSE OF THREE YEARS FUNDING.
UM, AND THAT'S BECAUSE WE'VE ALIGNED TO F WITH FEDERAL PRIORITIES.
WE'VE, WE'VE HAS, WE HAVE A COORDINATED STREET OUTREACH STRATEGY.
WE'VE STREAMLINED OUR PATHWAYS TO HOUSING.
WE'VE EXPANDED, UM, THE HOUSING PLUS SERVICES, UM, AND THOSE SOLUTIONS THAT WE'RE OFFERING THERE.
WE UTILIZE DATA, WE MAKE BEST DECISIONS BASED OFF THE DATA THAT WE'RE SEEING IN THE INDIVIDUALS THAT WE'RE SEEING, REPRESENTING THAT DATA.
WE HAVE CROSS-SECTOR PARTNERSHIPS WITH OUR HOUSING AUTHORITY, WITH OUR PUBLIC HEALTH, UM, AGENCY, WITH OUR CITIES, UM, AND, AND OUR COUNTY PARTNERS.
AND WE CONTINUE TO CENTER, UH, RACIAL EQUITY IN THE WORK THAT WE'RE DOING.
UH, SO I JUST, I JUST WANNA SAY IT'S BEEN, UH, A TREMENDOUS OPPORTUNITY AND, AND LIKE A PAT ON THE BACK FOR THE WORK THAT WE'VE DONE OVER THE PAST SEVERAL YEARS.
AND WE ARE, AS, AS DIRECTOR CROSSLEY MENTIONED, WE ARE AT THE FOREFRONT OF HOW YOU DO EFFECTIVE ENCAMPMENT DECOMMISSIONING.
A LOT OF OTHER CITIES ARE ASKING US.
SO YOU'RE GETTING PEOPLE HOUSED DIRECTLY FROM THE STREET.
WHAT DOES THAT LOOK LIKE? HOW ARE YOU ENGAGING LAW ENFORCEMENT? HOW DO YOU ENSURE THE CLOSURE AND THE MAINTENANCE OF THOSE SITES? SO IT'S JUST BEEN A LOT OF LESSONS LEARNED EVEN FOR US.
UM, AND WE'RE ABLE TO SHARE THOSE LESSONS WITH THE, WITH THE LARGER COMMUNITY THAT'S DOING THIS WORK AS WELL.
SO OUR FRAMEWORK FOR REDUCING THE UNSHELTERED HOMELESSNESS, UH, NUMBERS YOU SEE THERE, UH, STREAMLINING PATHWAYS INTO HOUSING IS, IS EXTREMELY IMPORTANT.
AND THEN CREATING MORE HOUSING OPTIONS.
UH, WE WILL BE EX EXPANDING DIVERSION EFFORTS.
AND DIVERSION REALLY IS DIVERTING INDIVIDUALS FROM A SHELTER.
WE KNOW PEOPLE ENTERING A SHELTER IS TRAUMATIC, ALTHOUGH, YES, IT'S THERE FOR EMERGENCY PURPOSES.
UH, WE, WE LOVE TO LIFT UP THE WORK THAT ELLEN MAGNUS AND FAMILY GATEWAY IS DOING WITH FAMILIES.
THEY'VE BEEN DOING DIVERSION FOR YEARS.
UM, AND WE TALK ABOUT EVEN THE COST SAVINGS INSTEAD OF PEOPLE COMING INTO THE SHELTER.
UM, IT'S A FRACTION OF THE COST TO PREVENT THEM FROM COMING INTO A SHELTER, BUT POTENTIALLY MEETING THOSE NEEDS THAT THEY MAY HAVE, UM, IMMEDIATELY SO THAT THEY CAN, MAYBE THEY'RE MOVING IN WITH FAMILY, MAYBE THEY HAVE TO GET TO ANOTHER COUNTRY, UH, COUNTRY, BLESS
[00:30:01]
MY HEART.ANOTHER, UM, STATE TO, TO CONNECT WITH OTHERS THAT THEY, THAT THEY KNOW OF.
UM, MAYBE IT IS RENTAL ASSISTANCE, ANYTHING LIKE THAT.
OR THE COMPREHENSIVE WRAPAROUND SERVICES, UH, THAT ALSO COME WITH DIVERSION, UH, CASE MANAGEMENT THAT HELPS SUPPORT INDIVIDUALS THAT ARE LOOKING FOR AND NEED THOSE DIVERSION OPTIONS.
SO THAT'S WHAT WE'RE GONNA BE WORKING ON, UM, WITH THAT UNSHELTERED HOMELESSNESS FUNDING THAT WE'RE GETTING.
WE DO NOT HAVE A CENT IN THE BANK ACCOUNT TODAY.
IT WAS JUST A PRESS CONFERENCE JUST TO LET EVERYONE KNOW, THAT WAS ABOUT A MONTH AGO.
UM, WE ARE GOING THROUGH THE M MOU PHASE, UH, SHORTLY WITH HUD.
UM, AND SO LATER ON IN THE YEAR, WE'LL BE SEEING THOSE EFFORTS REALLY RAMP UP BECAUSE OF THAT FUNDING.
UM, WE, UH, ALSO HAVE TALKED EXTENSIVELY ABOUT OUR WORK TO EFFECTIVELY END VETERAN HOMELESSNESS.
SINCE 2019, WE'VE HOUSED 1,570 VETERANS.
THAT NUMBER IS INDICATIVE OF A INDIVIDUAL WHO HAS SERVED OUR COUNTRY AND HAS UNFORTUNATELY ENDED UP EXPERIENCING HOMELESSNESS AGAIN TO HOUSE 1,570 VETERANS SINCE LAUNCHING THIS PROGRAM IN 2019 IS A HUGE EFFORT AND FEAT THAT I AM SUPER PROUD OF OUR COLLABORATION WITH OUR VETERAN PARTNERS, THE COLLABORATION WITH OUR DIRECT SERVICE PROVIDERS, AND, UM, WITH OTHERS WHO HAVE SUPPORTED US ALONG THE WAY.
THOSE THREE BUCKETS THAT YOU SEE THERE, KIND OF LIGHT BLUE, THOSE ARE THE MEASURES THAT THE FEDERAL GOVERNMENT USES TO KIND OF BENCHMARK US ON ARE WE THE IN, ARE WE EFFECTIVELY ENDING VETERAN HOMELESSNESS? WE CAN'T JUST DECLARE IT ON OUR OWN.
THERE'S A ROBUST SYSTEM, AS I MENTIONED BEFORE, WORKING WITH THE UNITED STATES INTERAGENCY COUNCIL ON HOMELESSNESS.
IT CAN TAKE ANYWHERE FROM SIX TO NINE MONTHS FOR THAT TO HAPPEN BASED ON THEIR OWN PRIORITIES.
BUT AT THIS MOMENT, WE ARE IN LINE WITH WHAT THEY ARE REQUIRING OF US.
WE ONLY HAVE 10 VETERANS EXPERIENCING CHRONIC AND LONG-TERM HOMELESSNESS.
RIGHT NOW IN OUR SYSTEM, WE ONLY HAVE 87 AVERAGE DAYS TO RESOLVE A VETERAN'S HOMELESSNESS FOR THE FEDERAL, UH, DECLARATION, THAT HAS TO BE ABOUT 90 DAYS.
SO WE'RE BELOW THE 90 DAYS AND WE'RE 87 DAYS.
AND WE'VE SEEN A 50% REDUCTION IN VETERANS AWAITING A HOUSING SOLUTION SINCE 2022.
WE ONLY HAVE, AS OF, UH, THE BEGINNING OF FEBRUARY, WE ONLY HAD 147 ACTIVE VETERANS ON OUR LIST WAITING TO BE HOUSED, WHICH IS PHENOMENAL AND, AND REALLY, UM, EXEMPLIFIES THE HARD WORK THAT WE'VE DONE EACH DAY.
SO WHAT'S NEXT FOR US? YOU HEARD ME MENTION WORKING WITH USAGE TO DECLARE AN EFFECTIVE END TO BETTERED HOMELESSNESS.
WE'RE DOING THAT DATA, UM, ANALYSIS RIGHT NOW ALONGSIDE THEN THAT ANALYSIS AND VALIDATION OF OUR DATA.
UH, WITH USAGE RIGHT NOW FOR UNSHELTERED, WE'RE FILLING THE GAPS, UM, AND ENCAMPMENT OUTREACH, WE HAVE TO DO THAT.
WE HAVE TO DO THAT AT SCALE SO THAT WE CAN MOVE FASTER.
WE CAN, UM, YOU KNOW, DECOMMISSION MORE ENCAMPMENT SITES IN A MORE EFFECTIVE WAY.
UM, BUT THAT MEANS WE ALSO HAVE TO EXPAND OUR PERMANENT SUPPORTIVE HOUSING OPTIONS AND SOLUTIONS FOR INDIVIDUALS SO THAT WE HAVE THOSE ADDITIONAL PATHWAYS FOR PEOPLE TO BE HOUSED AND MAINTAIN, UH, THEIR HOUSING.
AND THEN FOR FAMILIES AND YOUTH, WE'RE WORKING TO DESIGN THAT COMPREHENSIVE FA FRAMEWORK FOR YOUTH HOMELESSNESS.
UM, AT THE BOTTOM YOU'LL SEE WE HAVE LAUNCHED THE LIVED EXPERIENCE COALITION.
WE CONTINUE TO CENTER THE VOICE OF PEOPLE WITH LIVED EXPERIENCE.
THAT INCLUDES OUR YOUTH EXPERIENCING HOMELESSNESS.
WE HAVE A YOUTH ACTION BOARD, UM, AND OUR HOUSING FORWARD TEAM.
WE HAVE HOUSING FORWARD TEAM MEMBERS THAT, UM, SUPPORT AND LEAD THOSE TWO EFFORTS ALONGSIDE MANY OF OUR DIRECT SERVICE PROVIDERS.
THAT IS THE LAST SLIDE, I BELIEVE, FOR US IN OUR PRESENTATION.
WE'LL HAND IT BACK TO YOU, VICE CHAIR.
FIRST, I WANTED TO SAY THANK YOU BOTH FOR THAT PRESENTATION.
THAT WAS AN AWESOME FIRST PRESENTATION.
AND I'M GONNA START WITH, UM, ANITA, IF YOU COULD SHARE WHO ASK QUESTIONS AND IF EVERYONE COULD TAKE APPROXIMATELY TWO MINUTES ON THEIR TIME, YOUR FIRST SPEAKER WOULD BE, UH, COMMISSIONER HALL.
COMMISSIONER JACOB, PLEASE GO AHEAD.
UH, MRS. ROBINSON, THANK YOU VERY MUCH FOR YOUR REPORT, AND I'M GLAD THAT YOU REFERENCED, UH, THE, UH, M MOU ON THE FUNDING FROM HUD, UH, UNDERSTANDING THAT THERE IS NO MONEY IN THE BANK ACCOUNT CURRENTLY.
AND THANK YOU FOR THAT CLARIFICATION AS WELL.
WHEN MIGHT YOU BE ABLE TO SHARE ANY, UH, STRATEGY OR BUDGETING THAT YOU HAVE, UM, PUT TOGETHER ON HOW THOSE FUNDS WILL BE UTILIZED IN OUR, UH, IN OUR EFFORTS? UM, THANK YOU COMMISSIONER CROSSLEY.
COMMISSIONER CROSSLEY, DIRECTOR CROSSLEY.
[00:35:01]
GONNA BE COMING BACK TO THIS GROUP IN JUNE, AND WE, WE WILL SHARE SOME INFORMATION THEN.THANK YOU, COMMISSIONER JACOB, THE NEXT COMMENTS WILL BE COMING FROM COMMISSIONER SANTOS AND THEN GARNER PLEASE IN THAT ORDER.
THAT WAS A, A REALLY, UH, INCREDIBLE PRESENTATION.
UM, I'M CURIOUS, UH, MS. ROBERTSON OR WHOEVER CAN ANSWER, UM, WHAT CHALLENGES, UM, HAVE YOU FACED IN THIS QUARTER? UM, THAT MAY BE THINGS THAT, UH, AN AN ELECTED OFFICIAL OR SOME OTHER GOVERNMENT BODY, UH, CAN, UM, HELP, UH, MAYBE TAKE AWAY SOME RED TAPE, UH, THAT YOU FACED, UH, IN THIS NEXT QUARTER AND BEYOND.
CAN I JUST SAY HOW MUCH I APPRECIATE THAT QUESTION? I NEVER GET ASKED THAT QUESTION.
I JUST, I MIGHT SEND YOU FLOWERS.
UM, RED TAPE HURDLES AND CHALLENGES.
WE CONTINUE TO NEED MORE LANDLORDS AT THE TABLE PARTNERING WITH US.
WE CONTINUE TO NEED ASSISTANCE.
PEOPLE CAN HAVE THEIR APPLICATION DENIED BECAUSE THEY MIGHT HAVE A CRIMINAL RECORD.
IT COULD BE SOMETHING YEARS IN THE PAST, IT COULD BE SOMETHING MINOR.
UM, SO JUST HELPING US ADVOCATE FOR, YOU KNOW, BAN THE BOX INITIATIVES OR CLEAN START INITIATIVES THAT MAKE IT SO THAT PEOPLE CAN GET HOUSING AND MAINTAIN HOUSING REGARDLESS OF THAT CRIMINAL BACKGROUND.
UM, SOME OF THE OTHER THINGS, I MEAN, THERE'S THE COMPREHENSIVE HOUSING POLICY IS COMING OUT, THE UPCOMING BOND.
PEOPLE ARE ALREADY HAVING CONVERSATIONS AROUND THAT.
WE HAVE TO HAVE SERIOUS DEEP INVESTMENTS IN HOUSING.
UM, NOT JUST FOCUSED ON INFRASTRUCTURE, WHICH, WHICH SOME OF OUR BONDS IN THE PAST HAVE BEEN FOCUSED ON, BUT FOCUSED ON LITERALLY BUILDING FUNDING, HOUSING DEVELOPMENT FOR PEOPLE ACROSS THE INCOME SPECTRUM.
NOT JUST WORKFORCE HOUSING, BUT PEOPLE THAT ARE MAKING 30, 40% BELOW AMI.
THINK ABOUT PEOPLE THAT ARE ON SOCIAL SECURITY INCOME THAT ARE ON A FIXED INCOME THAT WILL NEVER BE ABLE TO INCREASE SALARIES.
THOSE INDIVIDUALS ARE LOSING THEIR HOUSING AT ASTRONOMICAL RATES.
THINK ABOUT INDIVIDUALS THAT MIGHT BE ON DISABILITY THAT WILL NEVER BE ABLE TO SUPPLEMENT THEIR INCOME WITH A, WITH A JOB.
YOU CAN TELL HOW PASSIONATE I AM ABOUT THESE THINGS.
THAT'S WHAT WE REALLY NEED AS A SYSTEM.
WE NEED OUR ELECTED OFFICIALS, WE NEED OUR CITY DEPARTMENTS.
WE NEED THE INVESTMENTS THAT MAKE IT SO THAT INDIVIDUALS ARE NOT BEING PUSHED OUT OF THEIR HOMES AND THAT ARE FALLING, POTENTIALLY FALLING INTO THE SYSTEM OF THEN HAVING TO SEEK ANY OF THE ASSISTANCE FROM OUR HOMELESS SERVICE PROVIDERS.
I'LL ALSO SAY ONE THAT MIGHT GO BACK TO JOLIE.
UM, WE ALSO ARE REVAMPING THE WAY THE SYSTEMS, UH, STREET OUTREACH RESPONDS.
AND THERE IS GOING TO BE IN THERE A BUDGET ASK FOR THE CITY AS AS A PARTNER.
UM, AND SO I DON'T KNOW IF YOU WANNA TALK A LITTLE BIT MORE ABOUT THAT AS WELL.
WE CAN ONLY DO ENCAMPMENT DECOMMISSIONING WORK AT THE PACE OF WE HAVE STAFF CAPACITY.
IF YOU HAVE 10 STREET OUTREACH WORKERS OR EIGHT STREET OUTREACH WORKERS THAT CAN BE COMMITTED TO AN ENCAMPMENT THAT ALSO HAVE TO WORK ON INCLEMENT WEATHER THAT ALSO HAVE TO RESPOND TO THREE 11 REQUESTS ABOUT PANHANDLING.
THAT MEANS THEY ARE NOT FOCUSED AND DEDICATED ON WORKING ON ENCAMPMENTS.
SO IF WE WANT TO PRIORITIZE ENCAMPMENTS BEING DECOMMISSIONED, THAT MEANS WE HAVE TO INCREASE STAFFING BODIES.
THAT'S GONNA BE AN IMPACT TO THE BOTTOM LINE BUDGET SO THAT, UM, WE HAVE INDIVIDUALS THAT ARE FOCUSED AND CAN PRIORITIZE ENCAMPMENT DECOMMISSIONING.
THANK YOU FOR ASKING THE QUESTION.
I CAN TALK ABOUT THAT ALL DAY.
MR. JUANITA, WHO ELSE IS NEXT? YOU HAVE, UH, COMMISSIONER GARNER.
THANK YOU MR. JUANITA AND THANK YOU VICE CHAIR.
UH, THANK YOU JOLIE AND DIRECTOR CROSSLEY APPRECIATE THIS.
UM, I JUST A COUPLE COMMENTS AND THEN MY QUESTIONS.
I FELT LIKE THE LEAD GOT BURIED, UM, IN THAT PRESENTATION.
AND THE LEAD IS IMPORTANT AND IMPACTFUL AND IT'S BASICALLY ENCAMPMENTS ARE DE DECOMMISSIONED DUE TO RESIDENTS RECEIVING ACCESS TO HOUSING.
CUZ SOMETIMES WE FOCUS ON THE DECOMMISSIONING PART AND THAT CAN KIND OF ROYAL SOME PEOPLE UP.
YOU KNOW, THEY DON'T WANT IT CLOSED.
IF WE EMPHASIZE THAT THEY'RE DECOMMISSIONED BECAUSE THE RESIDENTS HAVE ACCESS TO HOUSING, THEN IT, THAT'S EXACTLY WHAT IS WHAT'S HAPPENING.
SO, UM, THANK YOU SO MUCH FOR THAT.
UM, UH, JUST HAVE A COUPLE QUICK QUESTIONS.
I THINK WE INITIALLY HAD 74 MILLION TO START THE DALLAS REALTIME RAPID REHOUSING.
I BELIEVE THAT WAS THE, THE NUMBER 70 72.
[00:40:01]
SO NOW THE, THE CHECKING THE BA THE BANK ACCOUNTS AT ZERO HUD MONEY WILL BE ABOUT 22.8 MILLION.UM, IS THAT ENOUGH? AND YOU MENTIONED WE'RE OBVIOUSLY WE'RE GONNA BE IN BUDGET DISCUSSIONS HERE IN THE NEXT COMING COMING MONTHS.
HOW MUCH OF THAT 22.8 MILLION FROM HUD WILL GO TOWARDS THE PROGRAM? AND WHAT ARE THE ALLOTMENTS FROM THE CITY BUDGET THAT HELP AMPLIFY THIS PROGRAM SO THAT WE CAN FOCUS OUR WORK ON THAT AND OUR RECOMMENDATIONS? IS THAT SOMETHING SEPARATE OUT NOW? SEPARATE OUT NOW? WAS THAT A CLEAR QUESTION? HOPEFULLY IT WAS.
ALTHOUGH, TELL ME, TELL ME IF I'M NOT REFLECTING THIS BACK CORRECTLY.
SO THE, THE, THE HUD 22.8 MILLION HAS NOT COME IN YET.
THAT IS NOT TO SAY THAT THE D R T R R COFFS ARE DRY BECAUSE WE WOULDN'T BE VERY RESPONSIBLE ON BUDGETING IF THAT WERE THE CASE.
UM, WE STILL HAVE FUNDING THERE.
UM, AND I THINK, YOU KNOW, WE ARE LOOKING AT, AT NOW WHAT WE CAN DO WITH MAYBE SOME OF THE LEFTOVER FUNDING.
I THINK, YOU KNOW, WE'RE GONNA BE ABLE TO DO MORE.
IS IT WITHIN THE BOUNDS OF THE D R T R R, WHICH IS A SET THREE YEAR PROGRAM? MAYBE, MAYBE NOT.
UM, BUT THAT DOESN'T MEAN THAT THE WORK DOESN'T CONTINUE.
THE D R T R R IS, IS PART OF A LARGER SYSTEMS, UH, CHANGE INITIATIVE.
UM, AND IT WAS, IT WAS ALWAYS ONLY THE FIRST STEP.
AND, YOU KNOW, WE, WE'VE TALKED ABOUT THE SECOND STEP BEING PERMANENT SUPPORTIVE HOUSING.
NOW WE HAVE MORE MONEY AND MORE INITIATIVES COMING TO THE TABLE, FEDERAL AWARENESS.
UM, THERE'S A LOT GOING ON AND I THINK, YOU KNOW, JOLIE CAN GIVE A LITTLE BIT MORE SPECIFICITY TO WHAT THAT 22.8 MILLION IS GONNA DO IN THAT VEIN OF CONTINUING TO MOVE US FORWARD.
BECAUSE OF THE AWARD, UM, WHAT IT HAS ALLOWED US TO DO IS ALSO IMAGINE AND MODEL OUT A SPACE THAT WE CAN NOW FOCUS SOME OF THE, THE 23 MILLION SPECIFICALLY FOR UNSHELTERED.
MAYBE WE ARE ABLE TO THEN WITH D R T R R FUNDING THAT STILL EXISTS.
WE WERE, WE ARE ABLE TO SERVE EVEN MORE PEOPLE THAN WE ORIGINALLY MODELED OUT.
THEY WERE VERY TIGHT, LIFTED ON EVEN TELLING US THE ANNOUNCEMENT.
SO AS SOON AS EVERYONE ELSE IN THE WORLD KNEW, WE PROBABLY KNEW TWO DAYS BEFORE.
SO OUR MODELING IS IN THE WORKS OF LIKE, OKAY, NOW WE HAVE THIS FUNDING THAT'S GONNA COME INTO THE DOOR.
WE KNOW THAT WE HAVE THESE AGENCIES BECAUSE YOU HAVE TO PROVIDE KIND OF YOUR PLAN AND THERE'S ALREADY AGENCIES THAT ARE GONNA GET A CHUNK OF THAT FUNDING.
AGAIN, WE'LL COME BACK IN JUNE WITH THE, WITH THOSE, UM, THE, ALL OF THOSE SPECIFICATIONS.
BUT THEN WE GO BACK AND THINK TO OURSELVES, OKAY, NOW THAT WE HAVE THIS TRANCH OF FUNDING THAT WE CAN, UM, WE CAN EXPAND DIVERSION.
THAT MEANS WE COULD POTENTIALLY, UH, SERVE A POPULATION THAT JUST NEEDS TO BE DIVERTED FROM THE SYSTEM THAT WON'T EVEN HAVE TO TOUCH DALLAS REALTIME DOLLARS.
AND MAYBE WE CAN, I MEAN, WE'RE LIKE DREAMING BIG THROUGH THE MODELING.
MAYBE WE CAN IMPACT 4,500 PEOPLE THROUGH DALLAS REALTIME WHEN ORIGINALLY WE WERE ONLY THINKING WE COULD ONLY IMPACT 2,700 PEOPLE.
RIGHT NOW THAT WE'VE ATTRACTED THIS NEW FUNDING, WE HAVE ADDITIONAL FUNDING TO ADD TO OUR WORK AND SUPPORT OTHERS.
SO THAT'S, THAT'S THE PHASE THAT WE'RE IN RIGHT NOW.
LINDA, GREAT QUESTION IS WE'RE LOOKING AT THAT MODELING.
WE'RE THINKING ABOUT HOW CAN WE NOW UTILIZE THE DALLAS REALTIME DOLLARS THAT WE HAVE THAT WE CAN IMPACT EVEN MORE PEOPLE, UM, THAN WE MAY HAVE ORIGINALLY MODELED OUT BECAUSE WE DIDN'T HAVE THIS HUGE TRANCHE OF FUNDING THAT WAS EVEN IN OUR, IN OUR MINDS.
AND I THINK THAT'S SOMETHING WE CAN TALK ABOUT MORE IN JUNE.
AS JULIE SAID, WE ARE, WE'RE LOOKING AT THAT BEHIND THE SCENES NOW.
UM, SO WE, WE DON'T HAVE ANYTHING QUITE YET, BUT WE DO KNOW.
WE DON'T, WE KNOW WHAT'S POSSIBLE.
UM, IT LOOKS LIKE DALLAS IS BUILDING THE MODEL FOR BEST PRACTICE HERE.
YOU WERE INVITED TO THE WHITE HOUSE, UM, INVITED AND SPOKE WITH HUD.
UM, AS THIS BECOMES A BEST PRACTICE MODEL, UM, ARE WE INCLUDING MORE JURISDICTIONS AND NORTH TEXAS AND GOVERNMENTAL GO GOVERNMENTAL ENTITIES TO EXPAND THE GEOGRAPHIC FOOTPRINT OF THIS PROGRAM SO THAT WE DON'T, IT'S NOT JUST DALLAS AND IT'S NOT JUST DALLAS COUNTY.
HOW DO WE MAKE THIS BIGGER SO THAT OTHER COUNTIES ARE INCLUDING ARE INCLUDED AND PARTICIPATING ACTIVELY? YEAH, SO, SO ONE THING IN CAMIN DECOMMISSIONING THAT'S HAPPENING IN THE CITY OF DALLAS BOUNDARIES IS ONLY CITY OF DALLAS.
LIKE, WE DON'T HAVE OTHER JURISDICTIONS LIKE FARMER'S BRANCH STAFF COMING INTO THE CITY OF DALLAS.
WE DON'T HAVE CITY OF DALLAS STAFF GOING INTO LIKE A FARMER'S BRANCH OR PLANO OR WHEREVER BECAUSE, BECAUSE HOUSING FORWARD AND THE ALL NEIGHBORS COALITION COVERS DALLAS AND COLLIN COUNTY, WHEN WE BRING ALL STREET OUTREACH TOGETHER, CITY OF DALLAS IS ONE ENTITY THAT DOES STREET OUTREACH.
[00:45:01]
ANOTHER ENTITY THAT DOES STREET OUTREACH THAT DOESN'T HAVE, UH, CITY BOUNDARIES.CITY SQUARE IS ANOTHER ENTITY.
WE LOOKED AT THE TOTALITY OF OUR COVERAGE AREA, DALLAS AND COLLIN COUNTY.
WE ARE WORKING, WE HAVE ENGAGED THOSE OTHER MUNICIPALITIES ABOUT WHAT DOES ENCAMPMENT DECOMMISSIONING WORK LOOK LIKE FOR THE ENCAMPMENTS IN YOUR CITY.
WE HAVE THAT COORDINATED OUTREACH STRATEGY I MENTIONED REALLY LOOKS AT THE TOTALITY OF THE FOOTPRINT.
BUT THE, UM, TRIAGE RIGHT NOW IS, IS LITERALLY AROUND THE ENCAMPMENTS THAT WE KNOW HERE IN THE CITY OF DALLAS.
AND I WILL ALSO SAY THAT ON A DIFFERENT TACK, WHICH IS NOT THE C O C AND WHICH IS MORE OF A LARGE REGIONAL APPROACH, IS THE MAYOR'S, UH, HOMELESSNESS TASK FORCE.
AND, AND ONE OF THE ASKS THAT HE TALKED ABOUT FOR THAT GROUP IS LOOKING AT HOW, HOW DO WE CONTINUE TO AND AMP UP OUR ENGAGEMENT OF OTHER CITIES IN THE D F W AREA.
UM, WHO, YOU KNOW, WE MAY HAVE TALKED TO, UH, AS ONE OFFICER OR YOU KNOW, AND SAID, HEY, WE'D LOVE TO HELP YOU DEVELOP THIS TOOLKIT, BUT THERE REALLY HASN'T BEEN AS MUCH, UM, FOLLOW THROUGH.
AND SO THAT'S A MUCH HIGHER LEVEL POLICY DISCUSSION.
AND I THINK WE'LL SEE THAT COMING OUT OF THAT WHEN THAT REPORT DROPS IN, UH, JUNE 15TH, I'M SORRY, THE REPORT OF THE HOMELESS TASK FORCE JUNE 15TH.
IT DROPS JUNE 15TH AND I BELIEVE THAT'S THE DAY THEY ARE SET TO, UH, EX EXPIRE IS SUCH A DIRE WORD.
UH, I AND I I HOPE I'M NOT GOING OVER MY TIME.
UM, VICE CHAIR RENITA, IF YOU'RE TAKING, UM, TIME ON THAT SINCE IT WAS BROUGHT UP.
AND THAT, THAT WAS, THAT WAS COVERED IN THE, THE PRESS RELEASE FROM THE MAYOR.
CHAIR ON TO HAVE A COMMENT FROM A DALLAS RESIDENT, UH, TO EVERYONE IT SAYS THE CAMPS ARE BEING DECOMMISSIONED WITH RESIDENTS STILL THERE, OFTEN GIVEN LITTLE NOTICE NO OFFERS FOR TEMPORARY HOUSING OR STORAGE AND THEIR POSSESSIONS DESTROYED, INCLUDING TENTS, DOCUMENTS, AND MEDICATION.
O H S AND D P D ARE JUST A HOSTILE OR JUST AS HOSTILE AS THEY ALWAYS BEEN.
CHRISTINE, DO YOU WANNA ADDRESS THAT? UH, I CAN, I DON'T KNOW IF WE'RE ALLOWED TO ADDRESS PUBLIC COMMENT RIGHT NOW.
IT'S GENERALLY ONLY COMMISSIONER COMMENTS.
I WOULD HAVE TO ASK THE ATTORNEY.
WE DON'T NORMALLY BE SAYING NO, THANK YOU.
YOUR NEXT COMMENT FROM ONE OF OUR COMMISSIONERS WILL BE COMMISSIONER BROWN AND THEN CHAIR KING.
UM, I AM ACTUALLY GOING TO RE-ASK THAT QUESTION A BIT DIFFERENTLY.
THE FIRST ONE BEING FOR MAYBE, I THINK MAYBE THIS WILL BE A QUESTION FOR JOLENE.
UM, FIRST OF ALL, I LOVE THE PRESENTATION.
THANK YOU SO MUCH FOR YOUR LEADERSHIP THAT YOU HAVE DEMONSTRATED SINCE YOU'VE BEEN THERE.
UM, I WANTED TO KNOW ABOUT THE PERCENTAGES OF INDIVIDUAL BLACKS, SPECIFICALLY BLACK MALES SINCE I KNOW.
AND, UM, ONE OF THE REPORTS THAT YOU GAVE US THAT IT WAS A LITTLE OVER A LITTLE UNDER 70% OF HOMELESSNESS WERE SINGLE BLACK MEN.
WHAT IS THE PERCENTAGE OF SINGLE BLACK MEN OUT OF THE 1700 THAT HAVE BEEN HOUSED THUS FAR? UM, I DO NOT KNOW THAT OFF THE TOP OF MY HEAD, MONT.
BUT ON OUR WEBSITE, THE D R T R R DASHBOARD COMMUNITY DASHBOARD, YOU CAN DO A, UM, YOU CAN CLICK ON THAT LINK AND YOU CAN STRATIFY THE DATA BY RACE.
SO IF YOU GO, YOU CAN SEE HOW MANY HAVE BEEN ENROLLED, YOU CAN DO THAT BY RACE.
YOU CAN LOOK AT HOW MANY HAVE BEEN HOUSED.
SO YOU'LL BE ABLE TO SEE THAT, PULL UP THAT DATA INSTANTLY, UM, ON OUR, ON OUR D RTR R DASHBOARD ON OUR WEBSITE, HOUSING NTX.ORG.
BUT CAN I DO THAT BY GENDER? CAN I DO THAT BY RACE AND GENDER? I THINK YOU CAN.
I DO BELIEVE THAT THE, THE POPULATION IN THE PRESENTATION, I THINK IT'S SOMETHING LIKE 78% MM-HMM.
BUT TRE MONICA'S TRYING TO LOOK AT BLACK MEN TRONIC, LET ME, YEAH, I'LL COME BACK TO YOU WITH THAT ONE.
AND THEN FOR MY SECOND QUESTION WAS, UM, AS A COMMISSIONER, I WAS ALMOST RAILROADED, UM, RIGHTFULLY SO BY PEOPLE WHO ARE IN MY DISTRICT AND SOME OTHER DISTRICTS.
I JUST HAD TO POINT THEM TO WHO THEY'RE, UM, TO WHOM TO DIRECT THEIR QUESTIONS TO.
BUT WITH THE DECOMMISSIONING OF THE HOMELESS ENCAMPMENTS, IT IS BRINGING, UM, WE'RE STILL HAVING PUSHBACK.
AND I WOULD LOVE IT IF WE COULD ADDRESS THAT.
[00:50:01]
THEY COULDN'T ASK IT, BUT I JUST WANNA RE-ASK THAT QUESTION.UM, THE RESIDENTS ARE CONCERNED ABOUT HOW THE DECOMMISSIONS ARE HAPPENING AND THE WAY IN WHICH THEY'RE BEING BROUGHT ABOUT.
SO MAYBE IF WE CAN JUST BRING TO THE FOREFRONT WHAT THAT LOOKS LIKE, BECAUSE I'VE GOTTEN SEVERAL COMPLAINTS ABOUT POSSESSIONS BEING DESTROYED, NO STORAGES BEING OFFERED, AND LITTLE TO NO NOTICE AND NO NOTICE FOR SOME ENCAMPMENTS.
SO COULD WE JUST KIND OF GIVE A BRIEF SYNOPSIS ON WHAT'S HAPPENING IN REAL TIME NOW SO THAT WAY OUR RESIDENTS KNOW WHAT WE'RE DOING ACTIVELY TO MAKE IT TO WHERE IT'S NOT LIKE THE SAME O SAME O SURE.
DO YOU WANNA GO BACK TO THE, THAT DATE OF BIRTH? YEAH, IT'S, YEAH.
UM, SO THE, THE DECOMMISSIONINGS ARE A, A FOUR TO MUCH LONGER WEEK PRACTICE.
UM, AND BY THE TIME THE CLEANING VENDORS ARE COMING TO CLEAN, NO ONE IS GENERALLY THERE.
UM, SO I DON'T THINK THAT'S, AND AND I DON'T MEAN TO TO CLARIFY FOR YOU, SO TELL ME IF I'M WRONG, BUT THAT'S PROBABLY NOT WHAT YOU'RE HEARING ABOUT.
UM, HOWEVER, WE DO STILL HAVE SOME ENCAMPMENTS THAT HAVE TO BE CLOSED, EVEN THOUGH THE D R T R R PROCESS CAN'T GET THERE BECAUSE WE'RE JUST NOT ABLE TO OPERATE ON THAT MANY, UH, PRONGS AT THE SAME TIME FOR THE D R T ARE YET, WHICH IS WHERE WE'RE GOING.
BUT WE DO STILL HAVE SOME SITES THAT ARE JUST SUPER DANGEROUS.
UM, BECAUSE I HAVE, YOU KNOW, WHERE WE HAVE CONFIRMED GUN ACTIVITY OR, UM, CONFIRMED VIOLENCE OR, YOU KNOW, WE HAVE, IF IT'S NEXT TO A SCHOOL OR ON PARKS PROPERTY, UM, THOSE ARE GROUNDS FOR IMMEDIATE REMOVAL.
AND SO WITH THOSE, WHAT WE ARE, WHAT WE DO IS THERE'RE 72 HOURS OF NOTICE.
UM, AND WE DO HAVE SOME GRASSROOTS GROUP GROUPS THAT WE HAVE, HAVE IDENTIFIED THEMSELVES THAT WE HAVE WORKED WITH WHEN WE HAVE THOSE SITUATIONS TO REALLY TRY AND HELP, YOU KNOW, GET PEOPLE'S THINGS MOVED.
IF THEY NEED HELP, THEY, THEY CAN ASK FOR IT.
WE TRY AND CONNECT TO PEOPLE WITH SERVICES WE'RE TRYING TO MAKE.
WE'VE MADE OUR NOTICES MORE SPECIFIC IN TERMS OF NOT JUST, IT'S GOING TO BE IN THIS WINDOW OF TIME, BUT HERE'S THE DATE AND TIME, HERE'S THE SPECIFIC BLOCK WE'RE TALKING ABOUT.
UM, AND SO THAT IS HAPPENING IN SOME PLACES, BUT WE'VE MADE A LOT OF MODIFICATIONS TO TRY AND MAKE SURE THAT THE, UM, THAT THE COMMUNICATION IS A LOT MORE TRANSPARENT.
UM, I'VE ALSO HAD IN THE PAST, UH, I, I HAD A REPORT OF THAT HAPPENING LAST SUMMER THROUGH A VENDOR AND WE WENT THROUGH A, A VERY CLOSE QUESTIONING PROCESS WITH THAT VENDOR BECAUSE I DON'T, UH, I DON'T BELIEVE ANYBODY SHOULD BE TREATED THAT WAY, AND THAT'S NOT ACCEPTABLE FOR US.
SO THERE, BUT THERE IS A TENSION BECAUSE WE ARE NOT ABLE TO HOUSE THOSE PEOPLE YET.
BUT SOMETIMES THERE ARE AREAS LIKE A, LIKE I SAID, LIKE A PARK, UM, OR NEAR A SCHOOL WHERE PEOPLE JUST CANNOT REMAIN.
AND, AND WE'VE SAID THAT BEFORE.
THAT'S PRETTY, THAT'S BEEN STANDARD FOR THE CITY AND STANDARD IN OUR MEMOS.
AND, AND I'VE ACKNOWLEDGE THAT THAT IS KIND OF A, A TENSE SPACE THAT WE LIVE WITH.
UM, THAT IN A PERFECT WORLD WE WOULD NOT, BUT IF THERE ARE OTHER SUGGESTIONS, I'D BE HAPPY TO TALK TO YOU OFFLINE.
UM, ABOUT MORE WAYS WE CAN MAKE THAT MORE TRANSPARENT.
OTHER GROUPS WE CAN WORK WITH, WE ARE ALWAYS LOOKING TO TRY AND MAKE THAT PROCESS MORE TRANSPARENT, UH, AND MORE, UM, ACCOMMODATING.
DALLAS REALTIME ENCAMPMENT DECOMMISSIONING THAT WE JUST PRESENTED ON IS A SIX TO EIGHT WEEK PROCESS TO GET PEOPLE HOUSED DIRECTLY FROM AN ENCAMPMENT.
WHAT CHRISTINE ALSO DESCRIBES IS ENCAMPMENT WORK THAT HAPPENS BECAUSE IT MIGHT BE ON PRIVATE PROPERTY, THERE MIGHT BE A SAFETY CONCERN THAT IS OUTSIDE OF DALLAS REAL TIME ALTOGETHER, BUT MAYBE BECAUSE OF A THREE 11 COMPLAINT, A 9 1 1, THERE'S STILL, THERE'S LIKE PARALLEL TRACKS HAPPENING.
AND SO IT'S NOT NECESSARILY ONE AND THE SAME.
SO I HEAR PEOPLE WHEN THEY'RE SAYING, UM, TO YOUR POINT, I GET THE SAME THINGS.
WE ARE NOT HOUSING PEOPLE APPROPRIATELY.
WE, THE HOMELESS RESPONSE SYSTEM IS FOCUSED ON REHOUSING.
OUR MUNICIPALITIES HAVE A DIFFERENT LEVEL OF RESPONSIBILITY EITHER TO RESIDENTS OR TO OTHERS OR TO PRIVATE PROPERTY OWNERS THAT, UM, THAT EIGHT TO 12 WEEK TIMEFRAME IS NOT, IS NOT GONNA BE SUFFICIENT FOR THEM TO WAIT FOR US TO BE, TO DO ALL THE WORK THAT WE NEED TO DO TO ENSURE PEOPLE ARE GETTING HOUSED.
I JUST WANNA BE SURE THAT WE PROVIDE LIKE, EXPLICIT CLARIFICATION AROUND WHAT IS WHAT.
I JUST WANTED TO, I KNOW THAT WAS ONE THING THAT I KNOW, I KNOW I'M NOT THE ONLY COMMISSIONER WHO GETS THAT, UM, COMPLAINT.
AND I JUST WANTED SOMETHING TO BE SAID AT THIS MEETING THAT ADDRESSED THAT SITUATION OF THE DECOMMISSIONS AND HOW IT GOES ABOUT AND WHAT THE, WHAT THE NEW PROCESS IS.
AND THEN WERE YOU ABLE TO GET THAT DATA? NO, NO, NO.
OUR TEAM IS GONNA HAVE TO GO BACK ON
[00:55:01]
THE DASHBOARD.IT'S MALE, FEMALE, AND THEN RACE.
BUT YOU'RE TRYING TO SEE THE CROSS SECTION OF BLACK MALES, THAT SECTION THAT, THAT NUMBER.
SO I'M GONNA COME BACK TO YOU WITH THAT.
AND I WILL SAY THAT THE WORDING ON THE TWO THINGS, CUZ I, I ACTUALLY HAD THIS CONVERSATION THIS MORNING.
ENCAMPMENT RESOLUTION IS WHEN WE ARE CLOSING THEM BECAUSE WE HAVE TO, BECAUSE OF AN IMMEDIATE ISSUE WITHOUT HOUSING DECOMMISSIONING IS ONLY THE DALLAS REAL-TIME RAPID REHOUSING INITIATIVE, AND THAT MEANS SOMETHING'S BEEN CLOSED THROUGH HOUSING.
SO THOSE ARE THE, THOSE ARE THE TRACKS IN THE IDENTIFYING WORDS.
YOU SAID IT WAS ENCAMPMENT RESOLUTION.
ENCAMPMENT RESOLUTION MEANS THAT IT'S BEING DONE WITHOUT HOUSING, IT'S BEING DONE BECAUSE IT HAS TO BE DONE FOR SOME SAFETY REASON.
DECOMMISSIONING IS THE ONLY ONE THAT RESULTS IN HOUSING AT THIS TIME.
SO OUT OF THE ENCAMPMENTS, OUT OF THE 12, THE 13 THAT YOU SAID, HOW MANY HAVE HAD ENCAMPMENT RESOLUTIONS? NONE.
ALL 13 ARE DECOMMISSIONED BECAUSE THEY'RE ATTACHED TO THE DALLAS REALTIME RAPID REHOUSING INITIATIVE.
SO THE D R T R R DOES NOT DO RESOLUTIONS.
A RESOLUTION IS ONLY SOMETHING DONE BY THE MUNICIPAL BODY, OR IN THIS CASE, CITY OF DALLAS BECAUSE WE HAVE TO, UM, FOR A SAFETY REASON.
THE D R T R R IS ONLY DECOMMISSIONING.
UM, CHAIR KING WOULD LIKE TO SPEAK.
UH, LEMME SAY FIRSTLY, UH, VICE CHAIR OWEN, THANK YOU FOR MANAGING THIS MEETING FOR ME.
UM, I'M OF COURSE UNDER THE, WELL, I WAS AFRAID TO BE AROUND OTHER PEOPLE RIGHT NOW,
UM, JOE LEE, THANKS FOR BEING HERE AGAIN AND GIVING US THIS UPDATE.
ONE IS IN TERMS OF, OF WHERE YOU GUYS ARE WITH DATA COLLECTION AND ASSESSMENT AND EXTRAPOLATION FROM THAT.
SO SPECIFICALLY IN TERMS OF THAT, YOU KNOW, YOUR ASSESSMENT PROCESS FOR THE DR.
R R T R R, HAVE YOU BEEN ABLE TO COLLECT DATA THAT GIVES YOU A CLEAR PICTURE OF THE, THE DRIVERS AND THE CO YOU KNOW, THE, THE DRIVERS IN THE HOMELESSNESS FOR THE PEOPLE THAT HAVE GONE THROUGH THAT PROGRAM AND WHAT, WHAT PICTURE HAS THAT PLAYED FOR YOU? THAT'S THE FIRST QUESTION.
OH, SO THE DRIVERS FOR HOMELESSNESS, REGARDLESS OF THE INITIATIVE OR INTERVENTION.
SO IT DOESN'T MATTER IF THEY RECEIVE, IF THERE'S SOMEONE THAT'S A, A DALLAS REALTIME CLIENT OR IF THERE'S A VETERAN.
WE GIVE THIS QUESTION MOST, MOST OFTEN AROUND THE DRIVERS OF HOMELESSNESS.
WE HAVE TO BE HONEST, IT IS NOT MENTAL HEALTH.
THERE'S PLENTY OF PEOPLE THAT ARE STRUGGLING WITH MENTAL HEALTH AND OR SOBRIETY THAT WILL NEVER BECOME UNHOUSED.
UM, A SITUATION IN WHICH PEOPLE BECOME UNHOUSED.
IT'S BECAUSE IT IS HOUSING THAT IS NOT AVAILABLE TO MEET THEIR NEEDS.
AND SO EVEN THROUGH DALLAS REAL TIME, AS WE'RE ENGAGING PEOPLE, AS OUR STREET OUTREACH WORKERS ARE WORKING WITH PEOPLE, THEY MAY, YOU KNOW, FORM A RELATIONSHIP AND TALK ABOUT SOME OF THE THINGS THAT MAY HAVE HAPPENED, JOB LOSS, HEALTHCARE SITUATIONS, EMERGENCIES.
UM, THERE'S BEEN A COUPLE OF SITUATIONS WHERE IT'S BEEN A LOSS OF, UM, A DUAL INCOME HOUSEHOLD WHERE, BUT SOMEONE WAS A PRIMARY, UH, BREADWINNER IN A HOUSEHOLD AND THEY MAY HAVE PASSED AWAY.
