HE SAID HE WAS TIRED OF WAITING, AND ESSENTIALLY WHEN HE CAME, THIS IS A RECORDING OF HIM CALLING AND DEMANDING THAT MY MOTHER, WHO WAS MY ASSISTANT AT THE TIME, SENT $1,200 TO THE CASH APP, UM, IN ORDER FOR US TO GET PEOPLE TO LEAVE OUR RESTAURANT FROM ROBBING US. EVERYBODY THAT WAS INVOLVED IN THIS ISSUE, UH, THE INVESTIGATION RESULTS WILL BE MADE AVAILABLE TO THE DIRECTOR OF THE OFFICE OF COMMUNITY POLICE OVERSIGHT. AND I DID WANT YOU TO NOTIFY, UH, NOTIFY YOU, SIR, THAT WE WILL BE GIVING, UH, OFFICER WE SOME ADDITIONAL TRAINING. THAT NEVER HAPPENED. AND, UM, SINCE THEN, THREE OR FOUR OFFICERS HAVE CAME TO MY PLACE OF BUSINESS, THREATENED TO ARREST ME, AND I WAS JUST MADE AWARE AS OF LAST WEEK, ONE OF THOSE OFFICERS IS GONNA BE INDICTED FOR TURNING HIS BODY CAM FOOTAGE OFF AND THREATENING TO TAKE ME TO JAIL ONLY BECAUSE I HAD ANOTHER VIDEO IN MY PHONE THAT I COULD PLAY. BUT THE COP THAT TOOK MONEY FROM MY FAMILY AND MY MINISTRY AND MY ESTABLISHMENT, HE APPARENTLY DIDN'T DO ANYTHING WRONG, EXTORTING MONEY FROM US. PLEASE HELP ME. THANK YOU GUYS. UH, THE OFFICE OF RISK MANAGEMENT, WHICH IS A NEW AREA THAT CAME INTO MY PORTFOLIO A LITTLE OVER A YEAR AGO. I ALSO HAVE THE OFFICE OF HOMELESS SOLUTIONS. THAT'S THE ONE DEPARTMENT THAT I CAN TELL YOU, UH, KEEPS ME UP MOST NIGHTS. AND THEN OUR NEWLY CREATED SMALL BUSINESS CENTER, WHICH WAS, UH, IMPLEMENTED TO REALLY HELP US COMING OUT OF THE PANDEMIC OF HOW WE PAID GREATER ATTENTION TO HELPING ELEVATE OUR SMALL BUSINESSES. SO THAT'S JUST A LITTLE BIT ABOUT WHAT I DO DAY IN AND DAY OUT. UM, THE NEXT SLIDE, I REALLY WANNA JUMP RIGHT INTO, UH, THE OVERVIEW OF WHAT I'M GONNA SHARE. UM, I'M GONNA REMIND YOU, BECAUSE I THINK MANY OF YOU'VE PROBABLY HEARD US TALK ABOUT OUR VALUES OF SERVICES. UM, I'M GONNA GO INTO WHY WE BELIEVE ENGAGEMENT IS NOT ONLY IMPORTANT, BUT HOW WE HAVE TO ELEVATE IT IN EVERYTHING THAT WE DO. AND GO INTO THE STRATEGIC ENGAGEMENT AND THE OUTREACH FRAMEWORK THAT WE MOST RECENTLY PRESENTED TO THE CITY COUNCIL. AND THEN TALK ABOUT THE ENGAGEMENT GOALS THAT I KNOW THAT YOU HAVE, AND OPENED IT UP FOR QUESTIONS, UM, UH, FROM ALL OF YOU ON THE NEXT SLIDE. SO, OUR VALUES OF SERVICE, THIS IS REALLY WHAT WE BEGAN TO DO UNDER THE NEW CITY MANAGER IN 2017. WE STARTED TALKING ABOUT WHAT ARE THE GUIDING PRINCIPLES AND VALUES THAT WE REALLY WANT TO HAVE TO KINDA GUIDE US IN HOW WE, UH, ADDRESS SOME OF THE CHALLENGES, UH, FROM, FROM INTERNALLY, BUT ALSO WHAT DO PEOPLE NEED TO EXPECT FROM US AS CITI AS PUBLIC SERVANTS AND THE ROLE THAT WE PLAY. AND SO WE ORIGINALLY STARTED WITH OUR FOUR E'S, WHICH WAS EQUITY, EMPATHY, ETHICS, AND EXCELLENCE. AND THEN MOST RECENTLY WE ADDED OUR FIFTH E, WHICH IS ENGAGEMENT. NEXT SLIDE, PLEASE. SO WHY IS ENGAGEMENT IMPORTANT? COMMUNITY ENGAGEMENT? AND, AND, AND REALLY, WHEN YOU THINK ABOUT COMMUNITY ENGAGEMENT AND OUTREACH, THEY BOTH GO HAND IN HAND, BUT THEY ARE CENTRAL TO HOW WE, WE ARE GOING TO REALLY ADDRESS A LOT OF THE SYSTEMIC INEQUITIES THAT WE BELIEVE, UM, HAS REALLY CAUSED US TO LOOK AT ISSUES, UH, ACROSS THE BOARD. NO MATTER IF WE'RE TALKING ABOUT HOUSING, ECONOMIC DEVELOPMENT, PUBLIC SAFETY, WE HAVE TO BE ABLE TO SIT DOWN AT THE TABLE AND HAVE THOSE HONEST, OPEN CONVERSATIONS AND ENGAGE AT A LEVEL THAT WE'VE NEVER DONE BEFORE, BECAUSE THAT'S WHAT PEOPLE ARE EXPECTING FROM US. SO IT'S IMPORTANT IN NOT ONLY WHAT WE DO IN THE CITY MANAGER'S OFFICE, BUT THE THINGS THAT YOU DO AS MEMBERS OF THIS BOARD. AND SO I BELIEVE THAT IT IS INCUMBENT UPON THE BOARD TO TRU TO FOSTER TRUST. UH, WE UNDERSTAND THAT HAVING THAT MUTUAL RESPECT AND AND UNDERSTANDING REALLY KIND OF GETS YOU STARTED WITH HOW YOU CAN BEGIN TO BREAK DOWN THOSE BARRIERS. AND IT'S ONGOING. YOU CAN'T HAVE THOSE CONVERSATIONS TODAY. AND THEN SIX MONTHS DOWN THE ROAD, THEN ENGAGEMENT IS NOT IMPORTANT. IT HAS TO BE A PART OF EVERYTHING THAT WE DO. AND SO WE CLEARLY UNDERSTAND THAT, AND WE WANNA MAKE SURE THAT AS YOU GO FORWARD AS A BOARD, THAT THOSE ARE THE TYPES OF THINGS THAT YOU ARE BRINGING INTO YOUR WORK PLANS AND YOUR GOALS AS YOU ADDRESS THIS CRITICAL WORK. NEXT SLIDE PLEASE. SO, STRATEGIC ENGAGEMENT AND OUTREACH. WE [00:25:01] UNDERSTAND THAT ENHANCING THE PUBLIC'S TRUST IS SOMETHING THAT WE HAVE TO DO, BUT WE ARE APPROACHING IT WITH EQUITY IN MIND BECAUSE WE CLEARLY KNOW THAT THERE ARE SO MANY INEQUITIES THAT HAVE DIVIDED THIS COMMUNITY FOR SO LONG. AND SO OUR APPROACH IS LOOKING AT EVERYTHING THAT WE DO WITH THIS EQUITY, WITH THIS EQUITABLE LENS. COMMUNITY ENGAGEMENT FOR A COMMUNITY POLICE OVERSIGHT, WE KNOW HAS TO BE A PART OF THOSE GUIDING CONCEPTS THAT YOU LAY OUT AND HOW YOU'RE ENGAGING IN HOW YOU GO ABOUT THE WORK THAT YOU'RE DOING. AND WE UNDERSTAND THAT ALL OF THAT HAS TO BE INTENTIONAL. SO THAT, AGAIN, THE TWO GO HAND IN HAND, BOTH ENGAGEMENT AND BOTH OUTREACH WITH OUTREACH. THE NEXT SLIDE PLEASE. SO I WANNA TALK A LITTLE BIT ABOUT THE TERMS, BECAUSE I THINK THAT SOMETIMES PEOPLE CONFUSE ENGAGEMENT AS OUTREACH AND THEN THEY CONFUSE OUTREACH AS ENGAGEMENT. BUT THERE ARE TWO VERY DISTINCT THINGS. UH, FIRST OF ALL, ENGAGEMENT IS THE COLLABORATIVE PROCESS. WHEN YOU'RE REALLY THINKING ABOUT ORGANIZATIONS, YOU TALK ABOUT INSTITUTIONS AND COMMUNITIES, THIS IS WHEN YOU'RE SITTING DOWN AND REALLY TALKING ABOUT POLICIES, PROGRAMS, AND PRACTICES THAT REALLY ARE INFLUENCING DECISIONS AND OUTCOMES. THE ENGAGEMENT HAPPENS WHEN THOSE PARTIES CAN COME TO A TABLE AND THERE'S BIDIRECTIONAL ENGAGEMENT. IT'S NOT ONE-SIDED, BUT ALL OF THOSE ENTITIES ARE WORKING TOGETHER TO MAKE ABSOLUTELY SURE THAT INFORMATION IS BEING SHARED, THAT RESOURCES ARE VERY CLEAR, AND THAT THAT EXPERTISE IS AT THE TABLE. OUTREACH IS THAT ONE-SIDED ACTIVITY. WHEN WE TALK ABOUT OUTREACH, THIS IS WHAT WE PUSH OUT AND WE'RE NOT NECESSARILY WAITING FOR ANYBODY TO COME BACK AND RESPOND TO IT. IT'S ABOUT AWARENESS AND IT'S ABOUT JUST SHARING INFORMATION, BUT OFTENTIMES IT DOESN'T GIVE YOU THAT OPPORTUNITY TO TRULY, TRULY ENGAGE. AND THAT'S WHY THE ENGAGEMENT DEFINITION IS TOTALLY DIFFERENT. I WANNA TALK A LITTLE BIT ABOUT BEST PRACTICES. SO WE HAVE BEEN REALLY THINKING ABOUT THIS AS IT RELATES TO HOW DO WE, ON THE NEXT SLIDE PLEASE. WE HAVE REALLY BEEN THINKING ABOUT WHAT IS THE BEST WAY FOR US AS A CITY. WE'RE BIG, WE'RE A LARGE ORGANIZATION. A LOT OF OUR DEPARTMENTS HAVE SOME VERY NATURAL ENGAGEMENT PLATFORMS, AND SOME OF THEM DO NOT. AND SO ONE OF THE WAYS THAT WE'VE BEEN THINKING ABOUT THIS IS WHAT'S WORKING? WHAT ARE THE BEST PRACTICES THAT WE SEE OUT THERE WHEN IT COMES TO HOW DO WE LOOK AT ENGAGEMENT ACROSS THE BOARD? AND SO REALLY THE BEST PRACTICES ARE IDENTIFYING SITUATIONS AND ISSUES, PROBLEMS. WHAT ARE YOU TRYING TO SOLVE FOR DEVELOPING STRATEGIES? HOW DO YOU THEN IMPLEMENT THEN THOSE STRATEGIES TO BE THE MOST EFFECTIVE WHEN YOU'RE TALKING ABOUT PARTICULAR CONSTITUENTS OR PEOPLE, AND THEN EVALUATE IT. SO IN ORDER TO DO IT RIGHT, YOU CAN'T JUST IDENTIFY THE PROBLEM AND PUT THE STRATEGY IN PLACE AND BEGIN TO IMPLEMENT WITHOUT COMING BACK AND TRULY UNDERSTANDING WHETHER OR NOT IF WHAT YOU'RE PUTTING IN PLACE IS REALLY WORKING. SO THIS LOOP HAS TO BE CONSISTENT. IF IT'S GOING TO BE EFFECTIVE, IDENTIFY THE PROBLEM, WHAT ARE THE ISSUES, STRATEGIZE TO FIGURE OUT HOW DO YOU SOLVE THOSE, IMPLEMENT THOSE STRATEGIES. AND THEN AGAIN, COMING BACK AND EVALUATING WHETHER OR NOT IF IT'S WORKING. AND THAT'S WHAT WE'VE BEEN ABLE TO IDENTIFY IS THE BEST PRACTICES IN THE INDUSTRY. ON THE NEXT SLIDE, IT REALLY JUST KIND OF TALKS ABOUT, WELL, HOW DO YOU GET TO UNDERSTANDING THE ISSUE? AND IT'S MAKING SURE THAT YOU ARE VERY CLEAR IN DEFINING WHAT THE ISSUE IS THAT YOU'RE TRYING TO RESOLVE. AND I KNOW THAT THIS BOARD HAS TACKLED MANY ISSUES, WHETHER IT'S POLICIES, WHETHER IT'S, IT'S, IT'S THE UNWRITTEN RULES, WHETHER IT'S CONDUCT, WHETHER IT'S BEHAVIORS THAT YOU'RE TRYING TO GO IN AND DETERMINE OUTCOMES AND WHAT THOSE OUTCOMES NEED TO BE. THE BOTTOM LINE IS JUST MAKING SURE THAT YOU CLEARLY UNDERSTAND YOU CAN'T SOLVE A PROBLEM IF YOU DON'T KNOW WHAT YOU'RE TRYING TO SOLVE. THAT'S REALLY THE, THE BASIS OF IDENTIFYING WHAT THAT PROBLEM IS. UH, THE NEXT, UM, SLIDE PLEASE. IT'S IMPORTANT AS YOU GO THROUGH AND YOU'RE TALKING ABOUT, UM, IDENTIFYING THE PROBLEM, REALLY UNDERSTANDING WHETHER OR NOT IF YOU NEED TO BE IN A SITUATION WHERE YOU'RE JUST INFORMING WHERE YOU'RE TALKING ABOUT IT AND YOU'RE NOT DOING ANYTHING, BUT MAKING PEOPLE AWARE OF WHAT IT IS. UH, WHEN YOU THINK ABOUT THE CONSULTING SIDE OF IT, IT'S REALLY MAKING SURE THAT YOU CLEARLY UNDERSTAND WHAT PROCESSES THAT NEED TO BE TAKEN IN ORDER TO GATHER INPUT AROUND THAT PROBLEM. AND THEN INVOLVEMENT, OF COURSE, IS JUST THE WHOLE PUBLIC PARTICIPATION OF IT. AND THEN THE COLLABORATING IS WHEN YOU REALLY, REALLY ARE SITTING DOWN AND YOU'RE IDENTIFYING NOT ONLY THE PEOPLE, BUT WHAT ARE THE CHALLENGES THAT YOU CURRENTLY HAVE WITH SYSTEMS AND PROCESSES THAT NEED TO BE CHANGED IN ORDER TO GET TO TRUE COLLABORATION. NEXT SLIDE PLEASE. STRATEGIZING IS IMPORTANT. AND AGAIN, AS YOU BEGIN TO STRATEGIZE AROUND HOW YOU ARE GOING TO ADDRESS THE PROBLEMS OR THE ISSUES THAT THAT [00:30:01] ARE BEFORE THIS BOARD, IT'S IMPORTANT TO UNDERSTANDING WHO THE STAKEHOLDERS ARE. AND OFTENTIMES, STAKEHOLDERS CAN TALK WITH DIFFERENT VOICES. SO YOU WANNA MAKE SURE THAT IT'S VERY CLEAR AS THIS BOARD IS A ATTACK, IT'S TACKLING ISSUES. MAKE SURE THAT EVERYBODY UNDERSTANDS THE MESSAGE. WHAT IS IT THAT YOU'RE TRYING TO DO, UNDERSTANDING WHAT IT LOOKS LIKE, BECAUSE YOU WOULDN'T WANT ONE HALF OF THE BOARD TO BE TALKING ABOUT THE PROBLEM IN A DIFFERENT WAY, AND THEN SOMEBODY IS WORKING ON A SOLUTION. AND THAT THE BOARD IS NOT TOGETHER ON WHAT IT IS THAT YOU'RE TRYING TO TACKLE. SO YOU'VE GOTTA MAKE SURE THAT YOU'RE LEVERAGING YOUR COMMUNICATION AND YOU'RE LEVERAGING OPPORTUNITIES TO GET EVERYONE ON THE SAME BOARD WHEN YOU'RE TRYING TO STRATEGIZE AND TACKLE THOSE PROBLEMS. NEXT SLIDE PLEASE. IMPLEMENTATION IS ALWAYS KEY. AND I WILL TELL YOU THAT IN MY PROFESSION, UM, AS PUBLIC, AS A PUBLIC SERVANT, ON THE ADMINISTRATION SIDE, WE'RE TYPICALLY THE ONES IMPLEMENTING AS THE BOARD, YOU'RE SETTING POLICY. AND SO IMPLEMENTATION REALLY IS THE, IS THE DEVIL IN THE DETAIL BECAUSE YOU HAVE TO MAKE ABSOLUTELY SURE THAT THE KEY PEOPLE THAT NEED TO BE THE ONES TOUCHING THE IMPLEMENTATION OF, OF EXECUTING WHAT POLICY DIRECTION IS COMING FROM THE BOARD NEEDS TO REALLY BE DONE. AND OFTENTIMES WE SEE THAT SOMETIMES IT'S BEST WHEN A THIRD PARTY COMES TO THE TABLE AND WORK AND SUPPORT THE STAFF. AT THE END OF THE DAY, IT'S IMPORTANT TO KNOW WHAT THAT PROCESS IS GOING TO LOOK LIKE, UNDERSTANDING WHO THE STAKEHOLDERS ARE GOING TO BE AND HOW THAT IMPLEMENTATION IS GOING TO MOVE FORWARD. NEXT SLIDE, PLEASE. I TALKED A LITTLE BIT ABOUT EVALUATION A LITTLE WHILE AGO, BUT WE BELIEVE THAT IT'S IMPORTANT TO UNDERSTAND THAT IN, IN, IN ORDER TO REALLY BE ABLE TO SAY IF YOU'VE ACCOMPLISHED SOMETHING, YOU GOTTA MAKE SURE THAT THE OUTCOMES TIE BACK TO WHAT IT IS THAT YOU WERE TRYING TO SOLVE AND MAKING SURE THAT THAT WHY HAS BEEN TRULY ANSWERED WITH WHATEVER APPROACH THAT YOU TAKE. AND OFTENTIMES THAT'S WHERE I BELIEVE WE, WE KIND OF MISS THE VOTE BECAUSE WE'LL GET GOING, WE'LL IMPLEMENT, AND THEN WE FORGET TO COME BACK AND SEE WHETHER OR NOT WHAT WE'VE IMPLEMENTED IS TRULY SOLVING PROBLEMS AND IS REALLY ADDRESSING THE ISSUES THAT YOU'RE TRYING TO SOLVE IN THE FIRST PLACE. SO THE EVALUATION PROCESS IS CLEARLY IMPORTANT, AND AS A CITY, WE ARE COMMITTED TO DOING A BETTER JOB IN HOW TO, HOW WE EVALUATE OUR PROGRAMS, OUR INITIATIVES, OUR INITIATIVES, AS WELL AS THE NEW THINGS THAT COME FROM THE VARIOUS BOARDS THAT SIT AROUND THE TABLE AND GIVE ADVICE AND, AND GUIDANCE TO STAFF. NEXT SLIDE, PLEASE. I WILL TELL YOU THAT THROUGHOUT OUR APPROACH AND HOW WE ARE LOOKING AT ENGAGEMENT, AND I THINK THIS IS AN IMPORTANT THING, UH, FOR THIS BOARD, UH, UH, CHAIR, IS TO REMEMBER THE ACCESSIBILITY. WE THINK IT'S IMPORTANT FOR PEOPLE TO BE ABLE TO REACH US. WE UNDERSTAND THAT YOU'VE GOTTA MAKE SURE THAT YOUR PROCESS IS INCLUSIVE AND THAT PEOPLE CLEARLY FEEL THAT THEY CAN COME AND SHARE INFORMATION, SHARE THEIR CHALLENGES, SHARE THEIR FRUSTRATIONS, AND THERE'S GOING TO BE AN INCLUSIVE APPROACH OF GIVEN BY THIS BOARD. UH, TRANSPARENCY. I CAN'T TALK ENOUGH ABOUT THAT. AND I KNOW THAT THIS IS SOMETHING THAT THIS BOARD HAS, HAS, HAS REALLY PUSHED AND WORKING WITH OUR STAFF, MAKING SURE THAT PEOPLE UNDERSTAND WHAT WE'RE DOING AND HOW WE'RE DOING IT, AND THAT THERE'S NO GUESSING GAME TO IT. AND AT THE END OF THE DAY, WE KNOW THAT ACCOUNTABILITY IS, HAS TO BE FACTORED IN EVERY STEP OF THE WAY. AND THAT'S HOLDING US ACCOUNTABLE BECAUSE WE KNOW THE COMMUNITY IS GOING TO HOLD YOU ACCOUNTABLE AS WELL. UH, NEXT SLIDE PLEASE. SO WE ARE REALLY THINKING ABOUT OUR WHOLE PROCESS FOR HOW WE CONTINUE TO MOVE FORWARD WITH OUR ENGAGEMENT. UH, WE, WE ARE LOOKING AT WAYS THAT WE CAN CONTINUE TO LOOK AT THIS FROM A PHASED APPROACH. SOME DEPARTMENTS ARE DOING A REALLY, REALLY GOOD JOB IN ENGAGEMENT AND THERE ARE OTHERS THAT ARE STILL WALKING THROUGH THE BEST WAY TO ENGAGE. AND WHETHER WE'RE TALKING ABOUT OUR LIBRARIES, OUR PARK AND REC DEPARTMENT, THE OFFICE OF HOMELESS SOLUTIONS, EVERY SINGLE DEPARTMENT AT THE CITY OF DALLAS IS, IS CHALLENGED WITH BEING BETTER, BETTER AND MORE EFFECTIVE IN HOW WE LOOK AT ENGAGEMENT. SO PHASE ONE, IT'S BACK TO LET'S LEVEL SET INTERNALLY. LET'S, LET'S TALK ABOUT THE THINGS THAT WE'RE NOT DOING WELL. CAUSE SOMETIMES IT'S, IT GETS A LITTLE PAINFUL WHEN YOU TALK ABOUT WHAT YOU'RE NOT DOING WELL. AND WE'VE GOTTA DO THAT AS AN ORGANIZATION. WE WANNA LOOK AT PHASE TWO AND HOW WE BEGIN TO REFINE OUR PROCESSES. AND THAT IS LOOKING AT WAYS THAT WE CAN BE MORE EFFECTIVE IN GETTING FEEDBACK AND THEN TAKING THAT FEEDBACK AND SHARING IT WITH THE COMMUNITY TO WHERE THEY CLEARLY UNDERSTAND THAT WE HEARD THEM, WE'RE LISTENING TO THEM AND WE'RE MOVING FORWARD WITH THEM IN MIND. AND THIRDLY, CONTINUING THAT IMPLEMENTATION AND EVALUATION PROCESS THAT IS SO IMPORTANT IN HOW WE DO THIS WORK GOING FORWARD. NEXT SLIDE, PLEASE. UM, JUST A LITTLE BIT, UH, FROM A COMMUNITY ENGAGEMENT STANDPOINT, UH, I THINK AS YOU ALL CONTINUE YOUR WORK, UH, MACON VERY SURE THAT YOU'RE BEING CLEAR ABOUT YOUR GOALS AND YOUR OBJECTIVES AS YOU GET INTO GREATER OUTREACH AND ENGAGEMENT. WE THINK IT'S GOING TO BE CRITICAL, UH, CONTINUING THE TRUST BUILDING PROCESS. I THINK THAT'S GOING TO [00:35:01] REALLY ALLOW THIS BOARD TO CONTINUE TO, TO, UM, TO LIVE UP TO THE EXPECTATIONS THAT THE CITY COUNCIL HAS HAS FOR WHAT YOU'RE DOING. BUT AT THE SAME TIME, IT WILL ENCOURAGE A ADDITIONAL AND GREATER PARTICIPATION FROM THE COMMUNITY AND HOW THEY'RE INVOLVED IN A LOT OF THE PROCESSES THAT YOU WILL DEVELOP AS YOU CONTINUE TO MOVE FORWARD. AND IT IS ABSOLUTELY ON POINT. WE JUST RECENTLY LAID OUT THIS STRATEGIC ENGAGEMENT AND OUTREACH FRAMEWORK TO ONE OF THE CITY COUNCIL COMMITTEES IN THE LAST TWO WEEKS. AND I WILL TELL YOU WHY WE STARTED, UM, BACK LAST YEAR WHEN WE, WHEN WE, WHEN THE CITY MANAGER, UM, MADE THE DECISION THAT WE WERE GOING TO ADD THAT ENGAGEMENT AS ANOTHER ONE OF OUR VALUES, ONE OF THE THINGS THAT WE REALIZED IS THAT WE DIDN'T HAVE ANY CONSISTENT PROCESSES FROM DEPARTMENT TO DEPARTMENT. SO WE HAVE WORKED OVER THE LAST COUPLE OF MONTHS TO REALLY LAY THAT STRATEGY OUT. AND FOR THE, TO DIRECTLY ANSWER YOUR QUESTION, WE ARE WORKING, I TALKED ABOUT THAT PHASE PROCESS. WE ARE WORKING NOW TO ABSOLUTELY ENSURE THAT EACH OF OUR DEPARTMENTS UNDERSTAND THE ENGAGEMENT STRATEGY AND THEN THEY DEVELOP PLANS THAT ARE SPECIFIC TO THEIR INDIVIDUAL DEPARTMENTS THAT WILL ALLOW FOR THOSE GOALS AROUND OUR STRATEGIC ENGAGEMENT TO THEN BE FRUITFUL. SO I WILL TELL YOU THIS BOARD, YOU ALL ARE PROBABLY THE FIRST ONE TO HEAR THE PRESENTATION ABOUT STRATEGIC ENGAGEMENT OUTSIDE OF THE CITY COUNCIL COMMITTEE THAT WE JUST PRESENTED TO TWO WEEKS AGO. SO CONSIDER YOURSELVES LUCKY BECAUSE WE REALLY ARE STARTING WITH YOU ALL AND WORKING OUR WAY THROUGH ALL OF THE OTHER BOARDS AND COMMISSIONS AND THE OTHER CITY DEPARTMENTS. SO YES AND NO, BUT WE'RE MOVING IN THAT DIRECTION TO WHERE ALL OF THEM WILL HAVE AN OPPORTUNITY TO LAY OUT WHAT THEIR PLANS ARE GOING TO BE. WE'RE GONNA GRADE THEIR PAPERS AND MAKE SURE THAT THEY CLEARLY UNDERSTAND, EVEN THOUGH THE DEPARTMENTS ARE UNIQUE, WE WANNA UNIFIED STRATEGY. SO OUR RESIDENTS, WHETHER THEY'RE TALKING TO THE PARK AND REC DEPARTMENT OR THEY'RE TRYING TO ENGAGE WITH PUBLIC WORKS AND TRANSPORTATION, OR THEY'RE TRYING TO ENGAGE WITH THE OFFICE OF HOMELESS SOLUTIONS, THAT THE PROCESS IS CONSISTENT. I THINK SOMETIMES WHEN PERSONS THAT ARE INTERESTED IN FINDING OUT THE ROOT CAUSE OF THE PROBLEM, ASK WHY [00:40:01] REPEATEDLY IT'S SEEN AS, UM, ARGUMENTATIVE RATHER THAN INSTRUCTIONAL TO GET TO THE ROOT CAUSE, WHICH MIGHT BE SOMETHING PRETTY SIMPLE THAT CAN BE MODIFIED. SO MY QUESTION IS, WILL THIS ASPECT, ESPECIALLY BECAUSE WE DEAL WITH PUBLIC SAFETY AND SPECIFICALLY POLICE DEPARTMENT, WILL THIS ASPECT BE DISCUSSED WITH THEM, UM, SO THAT PERHAPS WE CAN COLLABORATE ON A BETTER LEVEL. AND WHEN WE ASK A WHY QUESTION OF WHY IS IT DONE THAT WAY OR WHY WAS THAT RESPONDED THAT WAY? AND THEN WE SAY, OKAY, IF THAT'S WHAT'S USUAL IN CUSTOMARY, THEN WHY IS IT USUAL IN CUSTOMARY? IN OTHER WORDS, WHEN WE'RE DIGGING DEEPER TO TRY TO UNDERSTAND THE SITUATION, WE WANNA BE SEEN AS SOMEBODY WHO IS ON THEIR SIDE AND FINDING A SOLUTION. SO I THINK THAT'S A BIG PART OF TRAINING OTHER DEPARTMENTS. SO DO YOU HAVE ANY PLANS FOR THAT? ABSOLUTELY. EVERY CITY, SINGLE CITY DEPARTMENT WILL BE WORKING, UM, WITH, UM, THIS IS ACTUALLY GOING TO BE LED BY OUR TIFA STAFF WHO REPORTS DIRECTLY TO THE CITY MANAGER. GINA VINNO GENESIS IS ACTUALLY SPEARHEADING THE, THE ROLLOUT OF THE STRATEGIC ENGAGEMENT AND OUTREACH STRATEGY. UM, AND SO WE'LL BE WORKING WITH EACH DEPARTMENT. THERE WILL NOT BE A DEPARTMENT WHO WILL BE EXEMPT. AND SO I BELIEVE THAT WHAT YOU WILL SEE AS WE GO FORWARD INTO THE BUDGET, AS WE GO INTO OUR PLANNING FOR THE UPCOMING YEAR, AND NOT JUST FOR THIS DEPARTMENT, BUT FOR ALL OF OUR DEPARTMENTS, TRULY UNDERSTANDING IF WHAT WE'VE PUT OUR MONEY INTO, WHAT YOU ARE PAYING FOR AS A COMMUNITY, AS RESIDENTS OF DALLAS, IF IT'S NOT WORKING, THEN WE SHOULDN'T BE DOING THAT ANYMORE. AND WE OUGHT TO BE FINDING THOSE SOLUTIONS THAT ARE WORKING. SO HOMELESS IS ONE OF THOSE EXAMPLES WHERE WE HAD REALLY RECOGNIZED THAT CONTINUING TO BUILD MORE SHELTERS WAS NOT THE ANSWER. WE HAVE SHELTERS THAT ARE OVERFLOWED AND WE STILL HAVE NO HOUSING TO MOVE PEOPLE INTO BEYOND SHELTER. SO WE'RE CHANGING OUR WAY OF THINKING ABOUT HOW WE ADDRESS THE PROBLEM TO NOW GOING INTO SITUATIONS WHERE THERE'S MORE SUITABLE HOUSING FOR THE PEOPLE THAT DON'T NECESSARILY NEED TO BE IN A SHELTER ENVIRONMENT. SO THE THINKING IS CHANGING, AND I BELIEVE YOU'RE GOING TO SEE MORE OF THAT, NOT ONLY AS IT RELATES TO THIS AREA, THIS PARTICULAR DEPARTMENT, BUT AS WE GO FORWARD THROUGHOUT THE ENTIRE ORGANIZATION. I KNOW DIRECTOR MCCLEARY AND CHIEF GARCIA HAD ALREADY KIND OF STARTED A CONVERSATION WHEN I WALKED IN DIRECTOR, YOU CAN TALK ABOUT THAT CONVERSATION THAT I WALKED IN ON. WE'RE JUST STILL TRYING TO FIGURE OUT A WAY FOR, UM, THE OFFICE TO WEIGH IN BEFORE DISCIPLINE IS, UM, FINALIZED. OUR OFFICE OF INTEGRATED PUBLIC SAFETY SOLUTIONS, UM, C I T TEAM CAME OUT AND DID THE SESSION ON SECONDARY TRAUMA BREATHING AND ALL OF THAT. SO IT WAS A REALLY WONDERFUL OPPORTUNITY. UM, AS YOU ALL KNOW, THAT'S THE SAME DEPARTMENT THAT DOES RIGHT CARE AND OTHER THINGS. SO WE HAVE PARTNERED WITH THEM BEFORE ON ISSUES AROUND POLICING. SO I WAS REALLY EXCITED THAT, UM, THEY WERE ABLE TO COME OUT AND PARTNER WITH US. THIS WAS REALLY GREAT BECAUSE THIS WAS, UM, WE HAD TWO POLICE UNIONS THAT SIGNED ON TO THIS EVENT, UM, THE NATIONAL BLACK POLICE ASSOCIATION AS WELL AS THE BLACK POLICE ASSOCIATION. AND SO THEY CAME OUT, THEY ACTUALLY HELPED FACILITATE SOME OF THE GROUPS. AND SO I THINK IT WAS A GOOD MIXTURE OF COMMUNITY AS WELL AS THE POLICE. I KNOW THAT IT WAS SOME KIND, IT WAS KIND OF CONTROVERSIAL CAUSE THIS WAS VERY CLOSE TO MR. NICHOLS, UM, THE RELEASE OF THE VIDEO. AND SO THERE WERE SEVERAL COMMUNITY MEMBERS THAT FELT LIKE, WHY DO YOU HAVE THE POLICE IN THE ROOM? THAT SHOULD JUST BE OUR SPACE. AND ONE OF THE THINGS I ALWAYS TRY TO REMIND PEOPLE IS THAT AT THE END OF THE DAY, THE POLICE ARE PART OF THE COMMUNITY AND WE'RE NOT GONNA BE ABLE TO MOVE THINGS FORWARD IN A POSITIVE WAY WITHOUT HAVING HOPEFULLY THEM THERE HELPING WITH THE SOLUTION. SO WE DID TAKE SOME HEAT FROM THAT, FROM SOME COMMUNITY MEMBERS, BUT I THINK AT THE END OF THE DAY, HAVING POLICE DEPARTMENT, HAVING POLICE OFFICER PARTICIPATION, I THINK WAS HELPFUL RATHER THAN NOT HELPFUL. AND WHEN I CONCEIVED THIS EVENT, AND I SAID THIS AT THE, AT THE EVENT, YOU KNOW, THERE MIGHT BE, SO THERE WERE TWO OTHER DEPARTMENTS, EQUITY AND INCLUSION AS WELL AS ARTS AND CULTURE. SO THERE MIGHT BE SOME PEOPLE THAT WOULD NEVER COME TO SOMETHING ABOUT COMMUNITY POLICE OVERSIGHT, RIGHT? OR PEOPLE THAT MAY NOT COME TO SOMETHING ABOUT E RACIAL EQUITY AND INCLUSION OR SOMEBODY THAT MAY NOT COME TO STUFF ABOUT ARTS AND CULTURE, BUT THEY WOULD COME OUT FOR OPAL LEE. AND SO THE VISION WAS THERE THAT EVEN THOUGH SHE WAS THE MAIN ATTRACTION, PEOPLE WOULD LEARN ABOUT THIS OFFICE AND THIS BOARD, UM, ET CETERA. AND SO IT WAS A WAY OF DOING COMMUNITY AS, AS YOU HEARD, UH, DCM TOBER TALK ABOUT COMMUNITY ENGAGEMENT TO A COMMUNITY THAT MAY NOT COME TO THIS KIND OF ROOM ON A SECOND TUESDAY OF A MONTH, BUT THEY WOULD COME OUT AND LEARN ABOUT THE WORK THAT THEY, THAT WE DO. AND SO I THINK IT WAS SUCCESSFUL FROM THAT POINT. SO IT'S A VERY SLIPPERY SLOPE, BUT IF WE ARE GOING TO UNITE OUR COMMUNITY, WE HAVE TO START SOMEWHERE. AND I THINK THAT STARTING WITH HEALING IS PROBABLY THE BEST WAY TO DO IT. MM-HMM , AND I WANTED TO SAY ONE OTHER THING. SO THE TW, SO THIS EVENT WAS ALWAYS A PART ONE AND A PART TWO.
