YEAH. OUR GLOBAL COLLECTION INCLUDES MORE THAN 25,000 WORKS, SPANS 5000 YEARS OF HISTORY AND REFLECTS WORK OF CULTURES. THE DMA IS A NONPROFIT WORKING IN A CITY OWNED BUILDING ON CITY OWNED LAND AND THAT THE CITY OWNS. ALSO 7000 WORKS IN OUR WORLD CLASS COLLECTION.

OUR PARTNERSHIP HAS RESULTED IN THE DMA BEING INTERNATIONALLY RECOGNIZED FOR ITS COMMITMENT TO RESEARCH, INNOVATION, PUBLIC ENGAGEMENT AND IS A DESTINATION FOR THE ARTS FOR VISITORS FROM ALL OVER THE WORLD, THE REGION AND DALLAS, OF COURSE, AND OVER.

WE HAVE RECEIVED OVER 100 COUNTRIES IN JUST 2022 ALONE.

THE DMA SET THE STANDARDS AS A BILINGUAL INSTITUTION, ENSURING OUR AUDIENCES HAVE ACCESS TO MATERIALS IN BOTH ENGLISH AND SPANISH. NEXT IS LIGHT IN 2022.

WE WELCOME OVER 650,000 GUESTS WITH FREE ADMISSION.

51% IDENTIFY AS ALAANA.

THAT MEANS AFRICAN AMERICAN, HISPANIC, ASIAN, ARAB OR NATIVE AMERICAN.

AN ADDITIONAL, ALMOST 17,000 GUESTS VISITED FROM AREA CODES PRIORITIZING THE DALLAS CULTURAL PLAN.

IN 2022, OVER 40,000 NORTH TEXAS STUDENTS PARTICIPATED IN 1000 SCHOOL PROGRAMS ON SITE AT THE DMA, AND WE HOSTED 2000 OUR EDUCATION PROGRAMS WELCOMING OVER 100,000 PARTICIPANTS.

LOCAL ARTISTS ARE VERY IMPORTANT TO OUR MISSION.

IN 2022, WE FEATURE THREE 387 LOCAL ARTISTS AT THE DMA.

WE ARE MOST PROUD OF THE WORK WE DO SERVING THE DALLAS COMMUNITY OUT AND ABOUT IN THE COMMUNITY.

AS YOU CAN SEE ON THIS MAP, IN 2022, WE MADE ART MORE ACCESSIBLE WITH OUR GO VAN GOGH PROGRAM AND OUR AFTER SCHOOL PROGRAMS REACHING NEARLY 40,000 DALLAS COMMUNITY MEMBERS THROUGH OUR OFFSITE PROGRAMS. NEXT SLIDE.

I ALSO WANT TO HIGHLIGHT THE ECONOMIC IMPACT ON THE CITY OF DALLAS FROM ALL THAT WE DO.

THERE ARE ALSO KEY ECONOMIC DRIVERS FOR THE CITY OF DALLAS.

DALLAS ARTS AND CULTURE IS ROUGHLY $400 MILLION DOLLAR INDUSTRY GENERATING OVER $45 MILLION DOLLARS IN TAX REVENUE OVER A FIVE YEAR PERIOD, MORE THAN DOUBLING THE CITY'S OFFICE OF ARTS AND CULTURE FUNDING LEVEL FOR ORGANIZATIONS LIKE THE DMA.

AND NOW I'M GOING TO TRANSITION TO TAMARA FOR A CURRENT UPDATE OF THE DMA.

GOOD MORNING. MY NAME IS TAMARA WOOTTON FORSYTH, AND I'M THE MARCUS ROSE FAMILY DEPUTY DIRECTOR AT THE DALLAS MUSEUM OF ART.

2022 WAS A VERY TOUGH YEAR FOR US AND IT BROUGHT SEVERAL CHALLENGES.

WE HAD THE BREAK IN ON JUNE 1ST AND THEN WE HAD A CATASTROPHIC FLOOD ON AUGUST 22ND.

AND WE'D LIKE TO GIVE YOU SOME UPDATES ON OUR RESPONSE TO BOTH INCIDENTS HERE TODAY.

BUT FIRST, WE WANT TO EXPRESS HOW GRATEFUL WE ARE TO THE MAYOR, TO COUNCILMEMBER RIDLEY, TO THE CITY STAFF AND TO THE DALLAS POLICE DEPARTMENT FOR THEIR SUPPORT THROUGHOUT ALL OF THESE INCIDENTS.

AND WE'RE GRATEFUL TO EVERYONE HERE WHO REACHED OUT TO US DURING THESE TIMES.

SINCE THE JUNE 1ST BREAK IN, WE HAVE TAKEN SEVERAL QUICK AND ONGOING STEPS TO UPDATE THE SECURITY OF THE DMA.

IN THE IMMEDIATE AFTERMATH OF THE EVENT, WE INCREASED OUR SECURITY PRESENCE AND IMPLEMENTED NEW PATROL PROCEDURES.

WE INSTALLED ADDITIONAL ALARMS AND SECURITY CAMERAS AND NEW GLASS BREAK AND MOTION DETECTION SENSORS THROUGHOUT THE BUILDING.

AND THROUGH THE CITY BOND FUNDED IMPROVEMENTS THAT ARE ONGOING CURRENTLY WE ARE INSTALLING SECURITY WINDOW FILM ON THE MOST VULNERABLE AREAS TO STRENGTHEN AND ENHANCE THE SAFETY OF THE GLASS.

WE ARE ALSO WORKING WITH THE OFFICE OF ARTS AND CULTURE AND THE BUILDING SERVICES DIVISION TO IDENTIFY HIGH PRIORITY BUILDING NEEDS SUCH AS BOLLARDS AND SECURITY GATES THAT CAN ALSO BE IMPLEMENTED.

AND WE HIRED A THIRD PARTY FIRM FOR WHOLESALE SECURITY ASSESSMENT.

WE RETAINED THE FIRM CHAMELEON ASSOCIATES LAST SUMMER TO CONDUCT A THREAT, RISK AND VULNERABILITY ASSESSMENT.

THE TRVA OF THE MUSEUM.

THIS WAS A LONG AND EXHAUSTIVE REPORT AND IT WAS NOT MEANT AS A RESPONSE TO THE SINGLE INCIDENT, BUT INSTEAD WAS AN OVERARCHING REVIEW OF ALL OF OUR SECURITY OPERATIONS. THEY IDENTIFIED THREE AREAS FOR US TO FOCUS ON.

ONE, THE PROCEDURAL AND STRATEGIC.

TWO, OUR PERSONNEL, AND THREE OUR SYSTEMS AND FACILITY.

NEXT SLIDE, PLEASE.

AS YOU CAN IMAGINE, KEEPING OUR VISITORS, STAFF AND ART SAFE IS CRUCIAL, AND IT REQUIRES A COMPREHENSIVE EFFORT THAT'S GOING TO INCLUDE IMPLEMENTING STAFF WIDE TRAINING TO ENSURE THAT WE ARE ALWAYS ABLE TO RESPOND TO THE CHANGING LANDSCAPE OF THREATS.

AND IT ALSO MEANS BOLSTERING OUR TEAM BY CREATING A NEW SENIOR EXECUTIVE POSITION OF THE CHIEF SECURITY AND OPERATIONS OFFICER.

KEN BENNETT SITTING TO MY RIGHT AND HIRING A DIRECTOR OF SECURITY DEVOTED SOLELY TO OUR SECURITY OPERATIONS.

WE WILL ALSO BE IMPLEMENTING SEVERAL SYSTEMS AND FACILITY UPDATES LIKE THE BALLISTIC FILM AS WELL AS THE OTHER PERIMETER SECURITY IMPROVEMENTS, THE BOLLARDS AND THE SECURITY GATES AROUND OUR PHYSICAL PLANT TO ENSURE THE SAFETY OF THE BUILDING THAT WE MENTIONED EARLIER.

CHAMELEON ALSO IDENTIFIED SEVERAL IMPORTANT UPGRADES AND SUGGESTED MODERNIZATION OF OUR SECURITY SYSTEM.

AND OUR FIRE CONTROL SYSTEM IS IN NEED OF HELP AS WELL.

WE HAVE BEEN ABLE TO ALLOCATE SOME OF OUR BUDGET FOR SHORT TERM SOLUTIONS THAT I MENTIONED, AND WE ARE ACTIVELY SEEKING LARGE GRANTS FOR ADDITIONAL IMPROVEMENTS.

AND THESE ARE JUST SOME OF THE HIGHLIGHTS OF WHAT WE ARE DOING AS A RESULT OF THE ASSESSMENT.

THIS AGAIN, HAS BEEN A TOP DOWN REVIEW OF OUR OPERATIONS AND WE ARE WORKING IN A MULTITUDE OF WAYS TO IMPLEMENT THESE CHANGES.

NEXT SLIDE. THE AUGUST 22ND FLOOD WAS DEVASTATING.

IT AFFECTED THE WENDY AND EMERY REVES GALLERIES ON OUR THIRD FLOOR AND THEN CASCADED INTO OUR CENTER FOR CREATIVE CONNECTIONS GALLERIES, THE C3 GALLERIES ON OUR FIRST

FLOOR. THOSE ARE OUR MOST VISITED GALLERIES AND ARE THE HUB OF OUR FAMILY AND SCHOOL CHILDREN PROGRAMS. ALL OF THESE GALLERIES HAVE BEEN CLOSED TO THE PUBLIC SINCE THEN BECAUSE THE DAMAGE MADE THEM UNSAFE FOR VISITORS AND STAFF.

AGAIN, WE WANT TO THANK YOU ALL, ESPECIALLY DALLAS CITY COUNCIL, FOR THE EMERGENCY CITY COUNCIL APPROPRIATION TO PRESERVE NEARLY 2000 WORKS OF ART IN OUR COLLECTION THAT WERE ON VIEW IN THE SPACES THAT SUSTAINED DAMAGE.

BECAUSE OF THAT APPROPRIATION ABOUT 8% OF OUR OVERALL COLLECTION IS SAFELY STORED UNTIL WE ARE ABLE TO REPAIR THESE SPACES.

THE CITY EMPLOYED A CONTRACT FIRM FOR AN INDEPENDENT INVESTIGATION INTO THE SOURCE OF THE LEAK AND TO ENSURE THAT HYGIENE STANDARDS ARE BEING MET DURING THE DEMOLITION.

WE ARE WORKING WITH THE CAPITAL IMPROVEMENTS DEPARTMENT OF THE BUILDING SERVICES DIVISION AT THE CITY OF DALLAS ON PLANS FOR THE REBUILD, INCLUDING THE HIRING OF AN ARCHITECT WHICH IS CURRENTLY BEING REVIEWED BY LEGAL COUNSEL.

ACCORDING TO BSD, WE HOPE TO BE ABLE TO REOPEN THE GALLERIES IN SEPTEMBER OF THIS YEAR, MORE THAN A YEAR SINCE THEY CLOSED.

IN THE INTERIM TO PRESERVE OUR SUMMER ART CAMPS AND OTHER PROGRAMING THAT WE TYPICALLY HOLD IN THE C3 GALLERIES WE'VE MADE PLANS TO USE OTHER SPACES OF THE BUILDING AND HAVE HAD POP UPS THROUGHOUT THE SPACE, INCLUDING DURING THIS PAST SPRING BREAK WEEK, WHERE WE SERVED MORE THAN 10,000 VISITORS.

AND NOW I'M GOING TO TURN IT OVER TO GARY TO TELL YOU A LITTLE BIT ABOUT SOME EXCITING THINGS WE HAVE COMING UP.

HELLO. HELLO, EVERYONE.

WE RECENTLY ANNOUNCED A REQUEST FOR QUALIFICATIONS AS WE SEARCH FOR AN ARCHITECTURE TEAM TO LEAD THE DESIGN OF THE DMA RENOVATION.

OUR GOAL IS TO HAVE THE ARCHITECT CHOSEN BY THE END OF THE SUMMER.

EQUITY AND DIVERSITY ARE MAIN PRIORITIES FOR THIS COMPETITION.

FINALISTS WILL RECEIVE COMPENSATION FOR THEIR ENTRIES, AND THIS WILL ENSURE THAT FIRMS OF ALL SIZES AND BACKGROUNDS CAN PARTICIPATE IN THE PROCESS.

FINALISTS WILL NEED TO FOCUS ON ENVIRONMENTAL SUSTAINABILITY AND AN EQUITABLE ART EXPERIENCE.

WE'RE ALSO EXCITED TO INVITE LOCAL ARCHITECTURE FIRMS TO PARTICIPATE AND REQUIRE THAT ANY NATIONAL OR INTERNATIONAL FIRM PARTNER WITH A LOCAL FIRM.

OUR PROCESS WILL ALSO INCLUDE COMMUNITY ENGAGEMENT AS WE WORK TOWARDS OUR FINAL DESIGN.

ON THE SCREEN, YOU WILL SEE THE TIMELINE OF OUR PROJECT COMPETITION.

THE DESIGN AND CONSTRUCTION OF THE RENOVATION WILL BE PAID FOR WITH PRIVATE FUNDING RAISED BY THE DMA.

THE DMA WILL REQUEST A PUBLIC BOND DOLLARS FOR CRITICAL INFRASTRUCTURE NEEDS OF THE EXISTING COMPLEX, SUCH AS ELECTRICAL, HVAC, SECURITY UPDATES AND FIRE CONTROL, MANY OF WHICH ARE OUTDATED SYSTEMS AT THE END OF THEIR LIFE CYCLE.

THESE OVERDUE REPAIRS ARE NECESSARY TO KEEP OUR VISITORS, STAFF AND ARTS SAFE SO THAT WE CAN SERVE OUR CITY BETTER.

WE LOOK FORWARD TO CONTINUING THIS TRADITION OF WORKING TOGETHER WITH THE CITY TOWARD AN EQUITABLE, SUSTAINABLE BUILDING FOR THE FUTURE THAT WILL MAKE DALLAS AND ITS RESIDENTS PROUD. WE ARE HAPPY TO TAKE ANY QUESTIONS NOW.

DO YOU HAVE A TIMEFRAME FOR WHEN THAT WORK WILL BE COMPLETED? WE ARE CONTINUING TO PUT RESOURCES FORTH TO IMPROVE THOSE SYSTEMS. I DON'T KNOW THAT THERE'S A COMPLETE TIME FRAME.

I THINK THIS IS A CONTINUOUS PROCESS THAT WILL GO ON FOR SOME TIME.

SIR, CAN YOU ALSO GET CLOSER TO THE MIC, SIR? WE HAVE PEOPLE WHO ARE VIRTUAL AND PEOPLE AT HOME AND WE WANT TO MAKE SURE THAT EVERYTHING'S ON RECORD.

YOU'RE GOING TO HAVE TO CONTINUALLY UPGRADE THESE SYSTEMS AS NEW TECHNOLOGY COMES ALONG, AS CHANGES ARE MADE IN THE BUILDING, AS EXHIBITIONS CHANGE, THERE'LL BE A CONTINUOUS PROCESS IN THIS. I DON'T KNOW THAT THERE'S AN END DATE FOR IT, QUITE HONESTLY.

OKAY. SO YOU MENTIONED THAT YOU WERE GOING TO USE EXISTING RESOURCES.

DO YOU HAVE SUFFICIENT FUNDS BUILT INTO YOUR BUDGET FOR THE THINGS LIKE INSTALLING THE BALLISTIC FILM, INSTALLING THE BOLLARDS AND THE SECURITY GATES? NOT IN OUR BUDGET CURRENTLY, NO.

SO ARE YOU PLANNING TO INCLUDE THAT IN YOUR NEXT BUDGET REQUEST? WE ARE HOPING FOR SOME CITY SUPPORT, PARTICULARLY WITH THE EXTERNAL BUILDING AND THE HARD SURFACES.

WITH THAT, WE ARE INCREASING OUR CURRENT SECURITY BUDGET TO HELP WITH THE INTERIOR, ELECTRONICS AND THOSE AREAS, AS WELL AS LOOKING FOR SIGNIFICANT GRANTS FOR LARGER PROCESSES. OKAY.

AND I WAS CURIOUS ABOUT THE SECURITY GATES.

WHERE WOULD THOSE BE INSTALLED AND WHAT WOULD THEY CONSIST OF? THOSE WOULD BE ACTUAL GATES ON OUR LOADING DOCK AREA SO THAT WE COULD BETTER SECURE THE AREAS WHERE WE BRING IN AND LOADING AND UNLOAD ART.

OKAY, SO THEY WON'T BE IN PUBLIC INTERFACE LOCATIONS LIKE AT THE ENTRANCES? NO, SIR, NOT AT THIS POINT.

AND YOU'VE DONE THAT. AND SO IT'S ALL ABOUT HOW YOU ADJUST AND YOU PLAN FOR THE FUTURE, AND YOU SHOULD BE COMMENDED FOR TAKING THE RIGHT STEPS.

YOU KIND OF GRAZED THROUGH WHAT YOUR NEEDS ARE GOING TO BE WITH THE BOND.

THERE'S NO FIGURES THAT WERE PRESENTED TO US.

DO YOU HAVE ANY SPECIFICS OF WHAT IT IS YOU'RE GOING TO BE LOOKING FOR? YES, WE DID A FULL SCALE FACILITIES ASSESSMENT IN 2019 IN ADVANCE OF OUR STRATEGIC PLAN, AND THAT FACILITIES ASSESSMENT IDENTIFIED SEVERAL END OF LIFE SYSTEMS THAT GALLERY MENTIONED, LIKE OUR FIRE CONTROL, SOME HVAC, ELECTRICAL, ET CETERA.

AND THAT AMOUNTED TO $85 MILLION DOLLARS IN NEEDS.

AND HOW MUCH OF THAT ARE YOU LOOKING TO LEVERAGE FROM THE PRIVATE SECTOR? WE ARE THIS AMOUNT, THE $85,000 IS WHAT WE EXPECT.

THAT WOULD BE THE THE COST OF KEEPING THE BUILDING IN A OPERATIONAL WAY AS IT IS TODAY.

ALL THE FUNDRAISING FOR THE POSSIBLE TRANSFORMATION EXPANSION OF THE BUILDING WILL COME FROM PRIVATE MONEY, AND WE CONSIDER THAT THAT WOULD BE AT LEAST DOUBLE THAT AMOUNT AROUND $190 MILLION DOLLARS.

OKAY. IT'S KIND OF STICKER SHOCK.

WE'VE BEEN PRESENTED HERE RECENTLY WITH IMPROVEMENTS TO PROPOSED FOR THE KALITA HUMPHREYS AND THERE'S A LOT OF NEEDS AND A LOT OF WANTS AND A LOT OF REQUESTS THAT ARE OUT THERE, BUT THERE'S ONLY SO MUCH BOND CAPACITY.

AND SO WE'VE GOT TO BE THOUGHTFUL AND STRATEGIC WITH WHERE WE'RE APPROACHING THAT AND HAVE REASONABLE EXPECTATIONS.

I'M JUST GOING TO PUT IT OUT THERE RIGHT NOW IN THE BOND RIGHT NOW, THE PROPOSED BUDGET FOR THE ENTIRE BOND IS LIKE 15 MILLION FOR ARTS AND CULTURE.

SO 85 MILLION IS, YOU KNOW, YOU MIGHT AS WELL CALL IT A PIPE DREAM.

SO YOU'RE GOING TO REALLY HAVE TO FOCUS ON HOW DO YOU GET MORE PRIVATE DOLLARS, BECAUSE JUST AS THE CHAIRMAN SAID, WE'VE GOT 1 BILLION TOTAL.

AND SO IF YOU'RE ASKING FOR 85 MILLION, THAT'S 5% OF THE ENTIRE BOND CAPACITY THAT WE HAVE.

SO GO BACK AND LOOK AT IT AGAIN.

COME BACK WITH A REASONABLE NUMBER THAT THE VOTERS MIGHT ACTUALLY BE ABLE TO VOTE YES FOR SO THAT YOU CAN GET THOSE DOLLARS.

BUT I CAN TELL YOU, 85 MILLION IS BASICALLY GOING TO BE IMPOSSIBLE JUST BECAUSE WE'VE GOT MANY OTHER THINGS.

THE CHAIRMAN JUST MENTIONED KALITA HUMPHREYS.

WE HAVE THINGS LIKE THE LATINO CULTURAL CENTER.

WE HAVE, YOU KNOW, OTHER BLACK BOX THEATERS.

WE HAVE OTHER THINGS THAT WE NEED TO FOCUS ON, ON REPAIRING AND FIXING AS WELL.

SO JUST TAKE IT AS A PLEASE RE-DOUBLE, CHECK YOUR NUMBERS AND COME BACK WITH SOMETHING THAT WE KNOW THE VOTERS CAN LIVE WITH AND THAT THE VOTERS WILL SAY YES TO. BECAUSE THAT'S THE WHOLE POINT IS I DEFINITELY AM IN FAVOR OF YOU ALL GETTING SOME BOND MONEY.

YEAH, $4 BILLION IN DEFERRED MAINTENANCE JUST ON STREETS AND 2 BILLION IN DEFERRED MAINTENANCE ON ALLEYS AND 2 BILLION IN DEFERRED MAINTENANCE ON SIDEWALKS. THE VOTERS WANT THEIR STREETS, ALLEYS AND SIDEWALKS REPAIRED FIRST.

AND SO WE'RE GOING TO HAVE TO BE VERY CAREFUL HOW WE'RE GOING TO DO THAT.

AND I DEFINITELY WANT WE HAVE TO GET MONEY FOR ARTS AND CULTURE.

BUT ONE ORGANIZATION CANNOT SUCK UP ALL THE DOLLARS.

WE'VE GOT TO SPREAD IT OUT TO EVERYONE.

AND IN DECEMBER 8TH, 2022, THE CITY PLANNING COMMISSION VOTED NINE FOUR TO RECOMMEND AN AMENDMENT TO SECTION 51 A FOR LODGING USES, AND I'LL WALK THROUGH SPECIFICALLY THEIR RECOMMENDATION.

NEXT SLIDE. SO THE DEFINITION RECOMMENDED BY CITY PLANNING COMMISSION.

FULL OR PARTIAL BUILDING CONTAINING ONE OR MORE KITCHENS, ONE OR MORE BATHROOMS, ONE OR MORE BEDROOMS THAT IS RENTED TO OCCUPANTS FOR FEWER THAN 30 CONSECUTIVE DAYS PER RENTAL. THAT THE DISTRICTS ALLOWED WOULD BE BY RIGHT AND MID-RANGE OFFICE, GENERAL OFFICE, CENTRAL AREA, MIXED USE, MULTIPLE COMMERCIAL AND URBAN CORRIDOR DISTRICTS. NOTE THAT THOSE ARE NON RESIDENTIAL ZONING DISTRICTS THAT THERE IS REQUIRED OFF STREET PARKING ONE SPACE PER FULL OR PARTIAL UNIT RENTED TO OCCUPANTS.

NEXT SLIDE. THE CONTINUATION THAT THE USE MUST COMPLY WITH THE SHORT TERM RENTAL REGISTRATION ORDINANCE, THAT THE NUMBER OF UNITS IN A SINGLE UNIT BE NOT MORE THAN ONE.

SO, FOR EXAMPLE, IF THERE WAS AN ADU AND AN INTERNAL TO THE RESIDENCE THAT ONLY ONE SHORT TERM RENTAL PER THAT PROPERTY WOULD BE ALLOWED.

AND THAT ALSO A SHORT TERM RENTAL MUST NOT BE USED AS COMMERCIAL AMUSEMENT, RESTAURANT OR OTHER SERVICE UNLESS IT'S LOCATED WITHIN A ZONING DISTRICT IN WHICH THE USE IS PERMITTED AND A CERTIFICATE OF OCCUPANCY IS ISSUED FOR THAT USE.

NEXT SLIDE. AND FINALLY, THAT THE SHORT TERM RENTAL LODGING IS PROHIBITED IN A MULTIFAMILY STRUCTURE OR DEVELOPMENT THAT HAS RECEIVED AND UTILIZED A MIXED INCOME UNIT HOUSING BONUS.

WE WANT TO ENSURE THAT THEY ARE CURRENTLY REGISTERED AND PAYING HOT TAX.

SO WE WILL ASK FOR THAT REGISTRATION NUMBER AS WELL.

WE WANT THE OWNER OR SHORT TERM RENTAL HOST TO ACKNOWLEDGE OCCUPANCY LIMITS, PARKING REQUIREMENTS, NOISE LIMITATIONS AND OUR REVOCATION PROCESS.

IF THE OWNER IS NOT HOSTING THE SHORT TERM RENTAL, WE WANT TO REQUIRE PERMISSION FROM THE HOST, FROM THE OWNER TO HOST.

NEXT SLIDE, CLAIRE.

WE WOULD ALSO REQUIRE STR OWNERS AND HOSTS TO PAY AN ANNUAL REGISTRATION FEE THAT'S CURRENTLY $214.

THE REGISTRATION WOULD BE GOOD FOR ONE YEAR AND EXPIRE AT A YEAR OR IF OWNERSHIP OF THE PROPERTY CHANGES HANDS.

UPON APPLICATION AND PAYING THE $214 REGISTRATION FEE THAT WOULD ALLOW CODE TO CONDUCT ITS INITIAL INSPECTION OF THE PROPERTY TO MAKE SURE THE PROPERTY IS IN COMPLIANCE WITH CHAPTER 27 MINIMUM PROPERTY STANDARDS AND THE ZONING REGULATIONS.

IF VIOLATIONS EXIST DURING THE INITIAL INSPECTION AND CODE HAS TO RETURN, A RE-INSPECTION OF $124 WOULD BE BILLED.

THE PROPERTY COULD QUALIFY FOR OUR SELF CERTIFICATION PROGRAM IF NO CODE VIOLATIONS WITHIN THE PREVIOUS 12 MONTHS.

NEXT SLIDE, PLEASE. THE ORDINANCE WILL REQUIRE STR OWNERS AND HOSTS TO BE GOOD NEIGHBORS.

A LIMITED MAXIMUM NUMBER OF VEHICLES AT THE PROPERTY FOR OFF STREET PARKING SPACES.

PUBLIC LISTINGS AND ADVERTISEMENTS MUST INCLUDE THE RENTAL REGISTRATION NUMBER GIVEN BY THE CITY AND MUST ACKNOWLEDGE THE OCCUPANCY LIMITS, NOISE LIMITS, NUMBER OF

THE PROPERTY OWNER, HOST OR LOCAL RESPONSIBLE PARTY MUST RESPOND ON SITE WITHIN ONE HOUR OF BEING NOTIFIED OF AN EMERGENCY CONDITION BY OUR STAFF.

ANY CHANGE IN THIS RESPONSIBLE PARTY MUST BE NOTIFIED TO THE CITY WITHIN TEN DAYS, AND WE WANT THE CERTIFICATE OF REGISTRATION TO BE POSTED IN A COMMON AREA OF THE PROPERTY. NEXT SLIDE, PLEASE.

WE WANT TO REQUIRE THE HOSTING PLATFORMS TO PROVIDE A MONTHLY REPORT OF ALL THE ACTIVE LISTINGS WITHIN THE CITY OF DALLAS.

WITH THAT REPORT, WE WOULD BE ABLE TO COMPARE ALL THE ACTIVE LISTINGS, SHORT TERM RENTALS VERSUS THOSE THAT ARE PAYING HOT TO THE CITY.

SO FIRST, JUST TO GIVE A QUICK LAY OF THE LAND FOR WHERE CURRENT HOT PAYING SHORT TERM RENTAL OPERATORS ARE PER THE CITY CONTROLLER'S OFFICE BY BY COUNCIL DISTRICT THROUGHOUT THE CITY. JUST A QUICK VISUAL TO UNDERSTAND WHERE THEY ARE IN THE CITY.

SO THERE ARE CURRENTLY, AS OF MARCH 1ST OF THIS YEAR, 1,735 HOT PAYING SHORT TERM RENTAL OPERATORS PER THE CITY CONTROLLER'S OFFICE.

WE UNDERSTAND THAT ABOUT 95% OF THOSE ARE LOCATED IN ZONES THAT WOULD BE DISALLOWED IF THE CPC RECOMMENDATIONS WERE ACCEPTED.

WHAT CODE COMPLIANCE WOULD DO WITH THOSE IN THOSE RESIDENTIAL AREAS WAS IF CPC WAS TO BE RECOMMENDED WAS TO BE ACCEPTED, WE WOULD ISSUE NOTICES OF VIOLATION AND POTENTIALLY CITATIONS FOR ILLEGAL OPERATORS IN THOSE ZONES.

AND AGAIN, THAT WOULD BE ABOUT 95% OF THE STOCK.

AND THIS IS AGAIN HOT PAYING SHORT TERM RENTAL OPERATORS CURRENTLY.

CITY DATA SHOWS THAT THERE'S PROBABLY AT LEAST TWICE THAT NUMBER OF ACTUAL OPERATORS.

AND WE HAVE RECEIVED MULTIPLE REPORTS FROM OTHER DATA SOURCES THAT IT COULD BE AS MANY AS 4 TO 6,000.

SO THIS IS JUST USING THE DATA THAT WE DO HAVE.

WE DO BELIEVE, REGARDLESS OF THE NUMBER, THAT IT'S LIKELY, 95% WOULD BE A GOOD ESTIMATE FOR HOW MANY WOULD BE NOT ALLOWED SHOULD CPC RECOMMENDATIONS BE ACCEPTED . IN THOSE AREAS WHERE THEY ARE ALLOWED WE WOULD WE WOULD DO COMPLAINT BASED ENFORCEMENT FOR THE REGULATIONS THAT WOULD BE PROPOSED UNDER CHAPTER 42B, IF WE HAD THE COMPLIANCE AND ENFORCEMENT SOFTWARE THAT WE'RE GOING TO BE ASKING FOR, WE COULD DO PROACTIVE ENFORCEMENT AS WELL, ENFORCEMENT SOFTWARE THAT ALLOWS US TO COLLECT DATA OVER MANY DIFFERENT BOOKING PLATFORMS AND ALLOWS US TO COLLECT HISTORICAL BOOKING INFORMATION FROM THOSE SITES TO BE ABLE TO ACTUALLY PURSUE PROPERTIES IN COURT AND FIND THEM FROM THE BEGINNING.

AND WE WOULD BE I'LL GO TO THE NEXT SLIDE, PLEASE.

SO IN CONTINUANCE OF THE ACCEPTANCE OPTION, WE WOULD REGISTER AND INSPECT THOSE PROPERTIES THAT ARE ALLOWED.

WE WOULD ISSUE REGISTRATIONS UPON THE PASSAGE OF 42 B AND THEN CONDUCT THOSE INSPECTIONS, RE INSPECTIONS IF NECESSARY, AND COMPLAINT INSPECTIONS.

WE WOULD, BECAUSE OF THE LARGE NUMBER OF OPERATORS CURRENTLY THAT WOULD BE ZONED OUT, WE WOULD RECOMMEND A DELAY IN THE ENFORCEMENT AND EFFECTIVE DATE OF THE ORDINANCE AND CODE COMPLIANCE WOULD NEED A DELAY ANYWAYS TO GET THIS PROGRAM OFF THE GROUND BASED ON STAFFING AND FUNDING AND THE ENFORCEMENT SOFTWARE AND THE REGISTRATION SOFTWARE COMING ONLINE. NEXT SLIDE, PLEASE.

SO WE'RE CPC'S RECOMMENDATIONS TO BE REJECTED.

JUST TO SHOW YOU THE DIFFERENT POSSIBILITIES HERE.

WE WOULD STILL PROCEED WITH REGISTRATION ORDINANCE FOR ALL OF THOSE THAT WOULD BE POTENTIALLY ALLOWED, WHICH WOULD AT THAT POINT BE INCLUDING POTENTIALLY THE ZONES OF RESIDENTIAL.

IT'S ESSENTIALLY THE SAME ENFORCEMENT PRACTICE.

IT'S JUST A VERY DIFFERENT STOCK.

SO THOSE POTENTIALLY 1700 TO 6000 SHORT TERM RENTALS, WE WOULD THEN BE REGISTERING AND INSPECTING UNDER THE PROGRAM RATHER THAN JUST ENFORCING AGAINST ILLEGAL OPERATORS AND THEN ANYTHING THAT WERE STILL UNAPPROVED.

IF CPC'S RECOMMENDATIONS WERE NOT NECESSARILY ADOPTED, WE WOULD STILL CONDUCT ILLEGAL LAND USE VIOLATIONS IN WHATEVER ZONES WERE ZONED OUT.

SO A LITTLE BIT ABOUT THE RESOURCE NEEDS FOR IF CPC'S RECOMMENDATIONS ARE ACCEPTED, WE WOULD BE ASKING FOR ONE SUPERVISOR, AN ADMINISTRATIVE SPECIALIST AND SEVEN CODE OFFICERS.

THESE CODE OFFICERS WOULD BE LARGELY DAY SHIFT AS WE CURRENTLY CONCEIVE OF THE PROGRAM.

AS PER STATED CURRENT HOT PAYING STRS IN THE ZONES THAT WOULD BE APPROVED UPON CPC'S RECOMMENDATIONS IS SOMEWHERE AROUND 50 RIGHT 48 NOT INCLUDING THE PDS WHERE USING THE FEE STUDY ESTIMATE OF ABOUT 150.

THAT'S THE 90. THAT'S THE 5% OF OUR ESTIMATED STOCK OUT THERE.

AND SO FOR THOSE THAT ARE ALLOWED IN THOSE ZONES, THE INSPECTORS, THOSE SEVEN INSPECTORS WOULD LARGELY ONLY BE NEEDED DURING THE DAYTIME BECAUSE THOSE WOULD BE THE THE REGISTRATION AND FOLLOW UP INSPECTIONS.

FOR ANY ILLEGAL OPERATORS THEY WOULDN'T NECESSARILY NEED TO BE HERE AT NIGHT.

THOSE SEVEN INSPECTORS COULD DO THE ILLEGAL LAND USE CITATIONS AND THEY COULD DO THAT DURING THE DAY.

AS LONG AS WE HAD THAT SOFTWARE THAT WOULD POINT US TO WHERE THOSE ILLEGAL OPERATORS WERE OPERATING.

BUT THEN WE'D BE ASKING FOR 14 INSPECTORS, SEVEN AGAIN FOR THE DAYTIME INSPECTIONS OF REGISTRATION, THE REGISTRATION PROCESS INSPECTIONS AND FOLLOW UP INSPECTIONS TO BE ABLE TO MEET WITH OWNERS, WALK THROUGH THE PROPERTY, MAKE SURE THE PROPERTY HAS IS CODE COMPLIANT FOR THESE POTENTIAL GUESTS.

BUT THEN THE OTHER SEVEN, WE WOULD BE ASKING FOR A KIND OF A SWING SHIFT, THE SHIFT OF UP TO POTENTIALLY 2 A.M.

TO BE ABLE TO HANDLE THE NUISANCE COMPLAINTS, LARGELY CONSIDERING NOISE AND PARKING VIOLATIONS FOR SOME OF THE NUISANCE PROPERTIES THAT WE'VE BEEN THINKING OF.

THIS IS AN ENHANCED SOFTWARE THAT CAN POINT US TO WHERE POTENTIAL OPERATORS ARE BY SCRAPING VARIOUS PLATFORMS ONLINE, WOULD BE ABLE TO AGGREGATE DATA THAT WE COULD USE AND TAKE TO COURT IF WE NEEDED TO.

IT WOULD TRACK THINGS LIKE THE DENSITY MANAGEMENT, LIKE MR. CHRISTIAN SAID, THE 2000FT BETWEEN DIFFERENT PROPERTIES AND WITH DIFFERENT ASPECTS OF THE REGISTRATION PORTION THAT WE COULD PUT INTO THE SYSTEM, IT WOULD ACTUALLY PING US PROACTIVELY WHEN CERTAIN LISTINGS WERE OUT OF COMPLIANCE.

THAT'S SOMETHING THAT THIS TYPE OF SOFTWARE COULD POTENTIALLY GIVE US.
