AND I KIND OF HAVE A DUAL HAT THERE BECAUSE I'M ALSO SERVING AND HAVE SERVED AS PRESIDENT ASSOCIATION FOLLOWING MR. GEORGE KING.

SO I'M VERY HONORED TO HAVE THIS OPPORTUNITY TODAY JUST TO SHARE WITH YOU THIS MAGNIFICENT INDIVIDUAL.

HE'S AN ARTIST, BUT ALSO A GREAT COOK, OF WHICH I ALSO BENEFIT FROM MANY OF HIS GO MEALS.

BUT I ALWAYS TALK ABOUT THOSE SPRING ROLLS THAT HE WOULD ALWAYS, OH, ISN'T, UH, ENTICE US WITH.

SO, UH, HE'S SOLELY MISSED, BUT WE CANNOT CONTINUE THE BUSINESS AS USUAL WITHOUT MAKING SURE THAT HIS NAME IS REPEATED OVER AND OVER AND OVER AGAIN.

HIS ADVOCACY UNDERSTOOD.

IT IS HIS LEGACY THAT OF BLACK DALLAS REMEMBERED REMEMBERING THE HISTORY THAT SO MANY PEOPLE AT SOME FROM TIME TO TIME WANT TO PUT UNDER THE RUG.

BUT I DO KNOW THAT THROUGH THE CITY OF DALLAS AND HIS WORK, HE WAS VERY CONCERNED THAT WE NEEDED TO HAVE A LITTLE BIT MORE INTENSITY AND A LITTLE BIT MORE VIGOR AND VIM AND HEAT BEHIND MAKING SURE THAT OUR HISTORY IS NEVER FORGOTTEN.

AND SO, WHEREAS THE CITY OF DALLAS TAKES THIS SPECIAL NOTICE, UH, ALWAYS WHEN AN INDIVIDUAL HAS CONTRIBUTED SIGNIFICANT TIME, KNOWLEDGE, AND RESOURCES TO SERVING OUR COMMUNITY.

AND WHEREAS DALLAS NATIVE, DR.

GEORGE ELVIN KEATON JR, IS PARTICULARLY DESERVING OF OUR RECOGNITION AS HE WAS A RESPECTED EDUCATOR AND CIVIC LEADER WHO DEDICATED HIS LIFE TO PRESERVING BLACK HISTORY.

DR.

KEATON WAS A TALENTED EDUCATOR.

HE WORKED FOR D I S D FOR 31 YEARS.

HE TAUGHT SECOND AND FOURTH GRADES AND SPENT 11 YEARS OF HIS TENURE AS A DEDICATED COUNSELOR.

HE WAS ALSO AN ACCOMPLISHED MUSICIAN WHO SERVED AS MINISTER OF MUSIC IN MULTIPLE CHURCHES THROUGHOUT THE YEARS.

BUT HE WAS A FERVENT BELIEVER IN THE POWER OF PRAYER AND AN ACTIVE CHURCH MEMBER OF ST.

LUKE COMMUNITY, UNITED METHODIST CHURCH FOR OVER 25 YEARS.

AND WHEREAS MANY NEW DR.

KEATON AS THE FOUNDER AND EXECUTIVE DIRECTOR OF REMEMBERING BLACK DALLAS, ESTABLISHED IN 2015, THE ORGANIZATION HOSTS DALLAS AREA HERITAGE BUS TOURS TO SHARE THE STORIES OF BLACK HISTORY, ENSURING THAT PEOPLE KNOW THE FOOTPRINT AND THE INFLUENCE OF THE CITY'S RESIDENTS.

AND WHEREAS DR.

KEATON WAS HEAVILY INVOLVED IN A NUMBER OF OTHER SIGNIFICANT COMMUNITY PROJECTS, HE FOUNDED THE DALLAS COUNTY JUSTICE INITIATIVE IN 2020 AND WORKED TO HONOR VICTIMS OF LYNCHINGS AND RACIAL TERROR.

IN 2022, HE CO-EDITED AND RELEASED A BOOK CALLED OUR STORIES BLACK FAMILIES IN EARLY DALLAS, WHICH RECORDED THE MEMOIRS PASSED DOWN FROM THE CITY'S EARLIEST BLACK FAMILIES.

HE SERVED AS THE PRESIDENT OF THE GLEN OAKS HOMEOWNERS ASSOCIATION BOARD MEMBER OF THE AFRICAN AMERICAN MUSEUM OF DALLAS AND BOARD MEMBER OF PRESERVATION DALLAS.

AND WHEREAS DR.

KEA PASSED, PASSED ON DECEMBER 7TH, 2022, HE WILL BE REMEMBERED AS A LEGENDARY, COMPASSIONATE, HISTORIAN AND CIVIC LEADER WHO CARED DEEPLY FOR OUR CITY AS A STRONG ADVOCATE FOR THE PRESERVATION OF BLACK HISTORY AND CULTURE.

HIS CONTRIBUTIONS HAVE CONSIDERABLY ADVANCED OUR UNDERSTANDING OF DALLAS AND

SO, UH, THE, UH, THIS PIECE OF SCULPTURE WAS DONE AS PART OF A, WHAT WE CALL THE RESPECT PROJECT IN 2015 AND 2016, IT WAS DONE AS A RESPONSE TO DALLAS TEACHERS.

WE TALKED ABOUT THE, THE, UH, THE WAY THAT THERE WAS AN INCREASE IN DISRESPECT IN THE CLASSROOM AND THE WAY KIDS WERE TALKING TO EACH OTHER.

SO, UM, WE HAVE A THREE PART PROJECT, THE P THE 20, THE PIECE 24 SCULPTURE PROJECT, THE RESPECT PLEDGE, WHICH ONE OF OUR PEOPLE IS GONNA READ.

UM, AND THERE'S ONE LINE IN, IN THE POEM FROM WHICH WE WERE ALL INSPIRED TO CREATE THIS SCULPTURE THAT COUNTLESS ARTISTS, YOUNG PEOPLE WORKED ON SCHOLARSHIPS.

SO WE COULD CREATE THIS MASTERPIECE AS A GIFT TO THE CITY OF DALLAS.

THE SECOND PART WAS THE 29 PIECES RESPECT PLEDGE, AND A COUPLE OF OUR PEOPLE, UH, WHO WERE WORKING WITH THE KIDS, UH, TALKED TO THEM FOR SOME TIME ABOUT WHAT TYPE OF DISRESPECT THEY WERE EXPERIENCING IN THE CLASSROOM.

AND TOGETHER THEY WORKED OUT, UH, THE 29 PIECES RESPECT PLEDGE, WHICH I'M GOING TO READ IN A MINUTE, I THINK WAS PICKED TO READ THIS PLEDGE BECAUSE I'M PROBABLY THE ONE THAT NEEDS REMINDING SOMETIMES.

UM, BUT AFTER THE EVERYBODY ON THE PROJECT AGREED TO SIGN ONTO THE PLEDGE, WE TOOK IT TO THE CITY COUNCIL AND MAYOR ROWINGS.

AND 13 OF THE 14 CONGRESS, UH, COUNCIL MEMBERS DID SIGN OFF ON THE RESPECT PLEDGE.

SO IT READS, RECOGNIZING THAT WE LIVE IN A POLARIZED SOCIETY, FRAUGHT WITH FEAR AND HATE, WHERE PEOPLE WITH DIFFERENCES REFUSE TO WORK TOGETHER EVEN WHILE HAVING THE SAME PROBLEM.

KNOWING THAT OUR NEGATIVITY TOWARDS DIFFERENCES OF OPINION LEAVES US WITHOUT SOLUTIONS AND DISTRACTED FROM POSSIBILITY, UNDERSTANDING THAT TO CIVILLY DISAGREE IS MADE THROUGH THE, UH, IS MORE CHALLENGING THAN TO SIMPLY DISPARAGE AND BELIEVING THAT PROGRESS IS MADE THROUGH THE DIFFICULT PROCESS OF RESPECTFUL AND CIVIL DISCOURSE OR VARIANCE AND DISAGREEMENT ARE WELCOMED AND PROMOTED, NOT SHAMED AND SHUNNED.

TAKING INSPIRATION FROM A NATIVE AMERICAN PRAYER CALLED LET ME WALK IN BEAUTY, IN WHICH MANY BRILLIANT ARTISTS FROM ALL SORTS OF PATHS CAME TOGETHER AND STRIVED TO TRY TO PASS ON THAT MESSAGE WITH THE SAME INTENT OF LOVE AND COMPASSION THROUGH OUR ARTWORK.

ALSO, MOST IMPORTANTLY, MAJORITY OF US GREW UP IN THAT AREA AND PUT A LOT OF WORK IN TIME TO TRY TO MAKE AN IMPACT IN OUR COMMUNITY.

AND WE'RE CURRENTLY SEEKING FUNDING FOR A SUMMER DARK ROOM RESIDENCY FOR YOUNG ARTISTS REFERRED BY AREA EDUCATORS AS A WAY FOR THEM TO WORK AT NO CHARGE ON THEIR OWN PROJECTS.

AND THE PROJECT THAT I AM VERY EXCITED ABOUT IS TO TAKE THE SPECIAL EXPERIENCE THAT HAPPENS FROM SEEING PHOTOGRAPHY.

UH, I BELIEVE THAT PHOTOGRAPHY IS A VISUAL ART, BUT ONCE IT'S PRINTED AND DISPLAYED, IT BECOMES A PERFORMANCE ART, A PERFORMING ART.

AND WE ARE DESIGNING A SERIES OF LIT, UH, DISPLAY USE THAT YOU CAN SEE HERE THAT WILL TAKE OUT INTO THE PUBLIC.

IF, IF WE TOOK THE PROGRAM INTO THEIR ENVIRONMENT, THERE'S SO MANY OTHER THINGS GOING ON.

SO IN THAT PARTICULAR CASE, WE BRING THEM TO US, BUT TAKING THE PROGRAMS INTO THE SCHOOLS IS SOMETHING WE'D VERY MUCH LIKE TO DO.

THE CEOS OF BOTH ORGANIZATIONS, THE DALLAS MORNING NEWS AND K E R A MET AND AGREED THAT WE WOULD BE STRONGER AND MORE EFFECTIVE, UH, FINDING FUNDING PARTICULARLY FOR ARTS JOURNALISM IF WE WORKED TOGETHER INSTEAD OF COMPETING WITH EACH OTHER.

AND WE REALIZED THAT THE COLLABORATION WOULD REALLY ALLOW THESE TWO LEGACY MEDIA OUTLETS TO REALLY START EXPERIMENTING AND INNOVATING WITH WAYS TO REACH YOUNGER AND MORE DIVERSE AUDIENCES.

SO, UM, WE DECIDED TO WORK TOWARD THIS, CREATING THIS TEAM OF REPORTERS AND AN EDITOR, UH, WHO WOULD BE LOOKING AT THE ARTS THROUGH THE LENS OF ACCESS AND EQUITY.

SO OUR FIRST PHASE WAS FUNDRAISING AND FIGURING OUT THE MECHANICS OF HOW WE WORK TOGETHER.

AND BELIEVE ME, THAT HAS BEEN A BIT OF A PROJECT.

WE'RE STILL, CAN TELL YOU, WE'RE STILL GETTING A LOT OF THAT FIGURED OUT.

BUT IN THAT PROCESS, THE ARTS JOURNALISTS AT K E R A AND THE DALLAS MORNING NEWS CAME TOGETHER AND TOGETHER AND SEPARATELY PRODUCED OVER A HUNDRED STORIES, UM, ABOUT THAT RANGE FROM THE CHALLENGES FACING, UH, WOMEN ARTS LEADERS OF COLOR TO FINDING AFFORDABLE HOUSING FOR ARTISTS.

AND LIZ JUST TODAY HAD A STORY ON, UM, WHAT THEATER COMPANIES CAN DO TO BE MORE ACCOMMODATING TO DEAF AND HARD OF HEARING AUDIENCES.

SO LOTS OF CONTENT THAT WE'VE BEEN CREATING.

ALL OF OUR WORK IS FREE AND ACCESSIBLE TO THE PUBLIC.

AND WE REALLY SEE THIS WORK AS A WAY TO BOTH REACH THOSE COMMUNITIES AND HAVE THEM FEEL SEEN AND HEARD, BUT ALSO CREATE A MODEL FOR, UM, OTHER AREAS OF OUR COVERAGE WHERE THIS IS ALSO TRUE.

IT'S NOT JUST AN ISSUE IN THE ARTS.

A SURVEY WAS SENT OUT TO BOTH C O P ORGANIZATIONS AND NON C O P ORGANIZATIONS TO INQUIRE ABOUT, GENERALLY ABOUT SOME OF THE CHANGES THAT WE WERE CONSIDERING.

AND ALL OF THESE CHANGES WERE DIRECTED AT THE, UM, EQUITY GOALS OF THAT ARE OUTLINED IN THE CULTURAL PLAN.

AND BY THE CITY'S MOST RECENT ADOPTION OF AN EQUITY PLAN.

UM, YOU HAVE A SUMMARY BOTH IN YOUR VOTING AGENDA, ITEM NUMBER FOUR.

UM, BUT I HAD ASKED THAT THE STAFF PUT THIS SLIDE UP THAT YOU SEE RIGHT NOW BECAUSE I FEEL LIKE IT MORE CLEARLY STATES OUR MAJOR CHANGES.

UM, WE'VE ARRANGED FOR A PROBATIONARY PERIOD IN THE LOWEST TIER, SO THAT IF AN ORGANIZATION DROPS JUST BELOW THE A HUNDRED THOUSAND, THEY HAVE A YEAR TO GET BACK UP.

UH, WE HAD THAT SITUATION HAPPEN THIS YEAR, AND IT, IT RESULTED IN THE NECESSITY OF A RESOLUTION.

SO WE WANTED, WE, WE WANT OUR ORGANIZATIONS TO ABIDE BY THE GUIDELINES, BUT WE UNDERSTAND THAT THINGS CHANGE AND WE DON'T WANT THEM TO FALL OUT ARBITRARILY.

UH, WE ALSO CHANGED THE RECOMMENDED CHANGING THE FUNDING MAXIMUM GROUPS FROM FOUR TIERS TO SEVEN TIERS.

MOST NOTABLY, YOU WILL SEE THAT TIER ONE FORMERLY WAS GROUPS 100,000 TO 500,000.

THAT HAS NOW BEEN DIVIDED, UM, FOR A NUMBER OF REASONS.

THERE WAS A LOT OF CONGESTION IN THAT GROUP.

IT WAS HARD FOR THE PANELS TO HEAR ALL OF THAT GROUP.

AND QUITE FRANKLY, THERE'S A BIG DIFFERENCE BETWEEN LOOKING AT AN ORGANIZATION WITH A HUNDRED THOUSAND DOLLARS IN REVENUE AND A HALF A MILLION DOLLARS IN REVENUE.

UH, IF YOU WANT TO LOOK AT THAT MORE CLOSELY, IT'S ON PAGE SIX OF THE GUIDELINES.

UM, I BELIEVE THAT STAFF ALSO, UH, PROVIDED A CHART TO HELP THE COMMISSION UNDERSTAND HOW THE MAXIMUMS WOULD WORK.

UM, BASICALLY ALL ORGANIZATIONS ARE TREATED THE SAME, IRRESPECTIVE OF THEIR REVENUE FOR VARIOUS AT, AT VARIOUS LEVELS.

UM, WE ALSO RECOMMENDED A CHANGE FOR MERGER ACQUISITION LAYER, UH, MERGER ACQUISITION SITUATIONS, WHICH WE HAD OCCUR THIS YEAR.

UM, AND THE RELEVANT PART IS SECTION TWO PART B, WHERE IT SAYS THAT THE DTC WILL BE RESPONSIBLE TO PROVIDE ADDITIONAL SERVICES AS OPERATIONS THROUGH A CITY APPROVED EQUITABLE ACCESS PLAN.

AND THEN SECTION TWO, PART G, UH, SAID THAT THE DTC MUST SUBLEASE THE KHALIDA AND THE HEALTH AND MARKET RATES.

UM, THE OAC WAS INCLUDE THOSE DISCUSSIONS AND ASSISTED IN THAT REVISION PROCESS.

UH, NOW NEXT SLIDE PLEASE.

UM, AS PART OF THOSE DISCUSSIONS AND CONVERSATIONS, UM, NEW AND LOWER RENTAL RATES, UH, WERE REACHED AND AN IMPROVED RENTAL PROCESS, UH, WAS ALSO REACHED WITH THE LEASING THEATER ORGANIZATIONS.

UM, UPTOWN PLAYERS SIGNED THEIR NEW LEASE, UH, UH, ON SEPTEMBER 12TH AND SECOND THOUGHT SIGNED THEIR NEW LEASE ON SEPTEMBER 14TH, THE REVISED E A P, UH, WITH THE LOWER RENTAL RATES.

UM, AND THE NEW RENTAL PROCESS WAS ISSUED ON NOVEMBER 23RD.

UM, IMPORTANTLY, THIS NEW AND IMPROVED EAP HAS A RENTAL, RENTAL RATES OUTLINED FOR TH FOR THE THREE YEARS OF THE EAP.

ORIGINALLY, THE E AAP ONLY HAD ONE YEAR, AND THE ARTS GROUP SAID, HEY, FOR PLANNING AND FOR CONTINUITY AND FOR BUDGETING, IT'D BE GREAT IF WE AGREED ON A THREE YEAR, UH, RIPPLE RATE.

SO THAT IS, UM, GLADLY IN THE E AAP AND AS OUR PARTNERSHIP WITH THE EEA, WITH THE, UM, OFFICE OF OF CULTURAL AFFAIRS.

UM, THE REVISED E A P INCLUDES, UM, DEDICATED FOR IPOC PERFORMANT ARTS ORGANIZATIONS, UM, WITH SOME SPACE PRIORITIES.

AND, UH, THE OAC WILL PROVIDE DIRECT FINANCIAL SUPPORT TO ONE OR TWO ORGANIZATIONS FOR THE USAGE OF THE KALETA AND OR BRYANT HALL FOR UP TO FOUR WEEKS, WHICH IS WHAT'S THE, THE, THE TERM IN THE FIRST YEAR OF E A P, UH, BEGINNING IN, UH, Q3 AND Q4.

SO JUST PART OF THE ACCESS IS NOT ONLY, UM, MAKING ROOM FOR THE SPACE, BUT ALSO GIVING THEM, UH, THE BIPAR ORGANIZATIONS AND EMERGING ORG ART ORGANIZATIONS, SOME FINANCIAL FUNDING.
