[Dallas Park and Recreation Board Special Session on April 11, 2023.]
IT'S TUESDAY, APRIL 11TH, AND WE CONVENE, UH, ESPECIALLY CALL DALLAS PARKS AND RECREATIONS BOARD MEETING.WELCOME YOU ALL I KNOW AND WE ARE SEEING MOST OF YOU VIRTUALLY.
BUT I WANT TO TAKE THIS TIME TO WELCOME OUR NEWEST BOARD MEMBER, MR. SCOTT GOLDSTEIN.
SCOTT COMES WITH THE WEALTH OF KNOWLEDGE ABOUT THIS CITY.
UH, HE HAS BEEN IN THIS CITY HALL AS, UH, WORKING FOR MAYOR RAWLINGS AS HIS CHIEF OF STAFF, AND RIGHT NOW HE'S MAKING MAGIC HAPPEN IN DOWNTOWN DALLAS.
SO WE ARE LUCKY TO HAVE YOU AND SCOTT LOOK FORWARD WORKING WITH YOU.
THIS BOARD IS LUCKY TO HAVE YOU WITH THAT.
UH, WE ALL SAW THE NEWS OF, UH, THE REAL SAD NEWS WHEN FRIDAY I GOT A CALL ABOUT GREG HUDSON.
HE WAS ONE OF TRULY ONE OF THE BEST PARTNERS HE HAD, AND RECENTLY WE SAW HOW WE HANDLED THE CRISIS IN, SO THIS WAS NOT THE FIRST ONE.
SO LET'S ALL TAKE A SECOND TO, UH, YOU KNOW, PRAY FOR HIS FAMILY AND WISH THEN STRENGTH TO, UH, MANAGE THIS GREAT LOSS.
WE, WE TRULY IN THE PARKS DEPARTMENT, WE ARE SADDENED AND THIS CITY IS SADDENED ABOUT THAT.
WITH THAT, UH, I WILL GET TO OUR PUBLIC SPEAKERS.
THE FIRST PUBLIC SPEAKER, MR. SECRETARY.
SHE IS VIRTUAL MS. SONYA GOLD.
UH, BEFORE YOU SPEAK, I WILL READ OUT THE SPEAKER GUIDELINES.
EACH SPEAKER WILL BE GIVEN THREE MINUTES TO SPEAK.
PLEASE DIRECT YOUR COMMENTS TO THE CHAIR.
ONLY ANY SPEAKER WHO MAKES PERSONAL AND PERTINENT PROFANE OR SLANDERS REMARKS OR BECOMES BOISTEROUS WHILE ADDRESSING THE PARK BOARD OR RESORTS TO THROWING OBJECTS WILL BE REMOVED IMMEDIATELY AND BARRED FROM THE MEETING.
MS. GOLD, UH, YOUR THREE MINUTES, BEGIN NOW AND I'LL LET YOU KNOW WHEN YOUR TIME IS UP.
UM, I LIVE AT 92 11 ORBITER DRIVE IN THE NORTHWOOD ESTATES NEIGHBORHOOD, AND OUR PARK IS ORBITER PARK.
UM, IT LIES ALONG THE BIKE PATH AND ALSO THERE'S ANOTHER COMMUNITY THAT IT BORDERS URBAN RESERVE.
IT'S BASICALLY AT ROYAL AND, AND THE WHITE WALK TRAIL.
THE, WE AS A NEIGHBORHOOD WOULD LIKE TO HAVE A MASTER PLAN FOR THE PARK WITH COMMUNITY ENGAGEMENT.
FEEL LIKE BOTH COMMUNITIES, URBAN RESERVE AND NORTH WIND ESTATE NEED TO HAVE A SAY IN WHAT HAPPENS WITH THAT PARK.
AND IT HASN'T, UM, HAPPENED THERE.
THERE'S A PICKLEBALL COURT NOW AND A PARKING LOT THAT IS, UH, HARD TO GET TO.
YOU HAVE TO GO THROUGH THE NEIGHBORHOOD TO ACCESS IT.
AND SO WE WERE HOPING TO HAVE THAT MOVE TO ROYAL LANE, THE ENTRANCE, UM, UH, AND THAT, THOSE ARE THE, THE MAIN THINGS THAT WE ARE WANTING.
ALSO FOR IT TO BE MORE FAMILY FRIENDLY, IT HAS A LOT OF POTENTIAL TO PARK, BUT IT JUST, UH, NEEDS SOME HELP.
SO THAT'S WHY, UM, I'M HERE TODAY AND JUST WANTED TO BRING IT TO EVERYONE'S ATTENTION AND HOPEFULLY, UM, WE'LL GET, UH, HELP THAT WE NEED WITH OUR PARK.
UH, WITH THAT, UH, WE GET TO OUR VOTING AGENT, UH, ITEMS FOR INDIVIDUAL CONSIDERATION, NUMBER ONE FOR WHEATLAND PARK AUTHORIZING CONSTRUCTION SERVICE.
DO I HAVE A MOTION? MR. UH, MR. SLOTTER SECONDED BY MR. WARD.
ANY DISCUSSION PLEASE? SORRY IF I MISSED MR. TER? UH, YES.
UM, I WAS READING DOWN THE, DOWN THE APPLICATION.
IT IS, IT IS A FOOTBALL COMPLEX, BUT THROUGH IN THE AGENDA IT SAYS THAT THERE'S SOCCER FIELDS.
SO IS IT A FOOTBALL COMPLEX OR SOCCER FIELDS? IF YOU, IF READ, IF YOU READ IN THE AGENDA, UH, PAGE, UH, LEMME FIND IT REAL QUICK.
PAGE FOUR, BACKGROUND CONSTRUCTIONS OF WHEATLAND PARK FOOTBALL COMPLEX IN THE FIRST PARAGRAPH, BUT IN THE SECOND PARAGRAPH IS MENTIONED SOCCER FIELDS.
SO IS IT SOCCER FIELDS OR FOOTBALL FIELDS FOR THIS PROJECT? JACKETS, YEAH.
I MEAN, IT IS INTENDED FOR FOOTBALL FIELDS, BUT WE ARE NOT GOING TO PRECLUDE, PRECLUDE, YEAH, THERE'S AN OPPORTUNITY FOR US TO PLAY SOME SOCCER OUT THERE SOMETIMES, BUT IT'S MAINLY A FOOTBALL COMPLEX.
IT IS A F SO IT IS A FOOTBALL COMPLEX? YES.
I DIDN'T KNOW IF IT'S GONNA BE TWO DIFFERENT FIELDS OR IT'S GONNA BE JUST ORGANIZED.
[00:05:01]
IT'S A FOOTBALL FIELD THAT'S A FOOTBALL COMPLEX.ANY OTHER DISCUSSION WITH THAT? ALL IN FAVOR? AYE.
UH, WE MOVE TO NUMBER TWO, HISTORICAL MARKER.
UH, PLACEMENT OF LITTLE EGYPT HISTORICAL MARKER.
DO I HAVE A MOTION ON BOARD MR. GOLDSTEIN? UH, MR. BLAIR? SECOND.
ANY DISCUSSION WITH THAT? ALL IN FAVOR SAY AYE.
ANY OPPOSED? AYE IS HAVING, UH, WE, UH, MOVE TO NUMBER THREE FOR DEDICATION PLA FOR MR. DELIA PART TO, I HAVE A MOTION, MR. GOLDSTEIN TO, UH, UH, MR. BLAIR, UH, ANY DISCUSSION? MR. UH, I WOULD LIKE TO, UH, MAKE A AMENDMENT IN IT.
I THINK THIS IS IN THE TRANSITION WHERE MR. ROB STEWART WAS THE BOARD MEMBER, SO HIS NAME WAS THERE, BUT SINCE MR. SCOTT GOLDSTEIN HAS COME AND WE HAVE DONE IT IN PAST WHERE BOTH THE BOARD MEMBER NAMES ARE THERE, SO I WOULD LIKE TO MAKE THE AMENDMENT WHERE BOTH THE BOARD MEMBER NAMES ARE THERE.
UH, IF, UH, SO THE NEW MOTION IS TO ADD NAME OF MR. SCOTT GOLDSTEIN.
DO I HAVE A MOTION FOR THAT? MS. HEZBE? SECONDED BY MR. SLAUGHTER.
SO, MR. MR. CHAIR, UH, TECHNICALLY SINCE YOU'RE MAKING THE AMENDMENT, WE JUST NEED TO, IF MR. GOLDSTEIN AND MR. HARRISON, I MEAN MR. BLAIR ARE OKAY WITH IT, THEN, THEN THAT'S THE MOTION AND UH, THEN WE VOTE ON THAT.
UH, WITH THAT MOVE TO NUMBER FOUR, PAUL DIRE ADMINISTRATION BUILDING AUTHORIZED SUPPLEMENTAL AGREEMENT.
DO I HAVE A MOTION LIKE GOLDSTEIN? YOU ARE IN ACTION TODAY, SIR.
ANY DISCUSSION? UH, WITH THAT, ALL IN FAVOR SAY AYE.
HAVE IT, UH, NUMBER FIVE, COTTON BELT TRAIL OR CHRIST ACQUISITION OF APPROXIMATELY 49,000 SQUARE FEET OF, UH, PLANT.
UH, DO I HAVE A MOTION FOR THAT? UH, MR. RO, MR. CONNOR, UH, AND MR. WORK ARE SECONDS LATE.
ANY DISCUSSION? UH, MS. HE GOOD MORNING.
JUST GET A, A, THIS IS THE FIRST I'VE HEARD OF US SPYING LAND FOR, THIS KIND OF GOES BACK TO MY MAGICAL QUESTION OF WHAT LAND WE BUY.
I, YES, MS. HASSMAN ACRES, TURNER NOWHERE, ASSISTANT DIRECTOR.
UM, BASICALLY THIS IS PART OF THE COTTON BELT TRAIL AND IT'S A PIECE OF LAND THAT, UM, CAME TO OUR ATTENTION AS WE WERE WORKING THROUGH THE DESIGN WITH DART.
AND, UM, THERE IS CURRENTLY A RESIDENTIAL PARCEL.
IT'S CURRENTLY RESIDENTIAL PARCEL.
AND AS WE WERE WORKING WITH DART, UM, THE PARCEL CAME TO OUR ATTENTION THAT WE COULD REALIGN THE TRAIL JUST SLIGHTLY AND TURN THIS PARCEL INTO A NICE TRAILHEAD.
SO IT, IT CAME TO OUR ATTENTION THROUGH THAT AND THAT WAS WHY THE DECISION WAS MADE TO GO AHEAD AND ACQUIRE THE PARCEL JUST BECAUSE IT WILL HELP COMPLETE A TRAILHEAD UP THERE AND HELP COMPLETE THE COTTON BELT TRAIL AS WE'RE WORKING THROUGH THAT WITH GARDEN.
SO IT WAS CONSIDERATION GIVEN TO, I'M NOT FAMILIAR WITH THE TRAIL OR THE NEIGHBORHOODS OR ACCESS, BUT I'M, I'M HOPING AND ASSUMING THAT SOMEBODY HAS LOOKED AT THAT STRETCH OF TRAIL AND THAT THIS IS THE APPROPRIATE PLACE TO PUT A TRAIL HEAD JUST, OH, HERE, HERE'S SOME LAND, LET'S PUT A TRAIL HEAD AND THEN LATER ON WE GO, I DON'T KNOW, WE SERVING.
NO, IT DEFINITELY SERVES THE NEIGHBORHOOD UP THERE AND IT IS AN APPROPRIATE PLACE FOR A TRAIL HEAD.
ANY OTHER QUESTIONS OR COMMENTS WITH THAT? ALL IN FAVOR SAY AYE.
THAT BRINGS US THE LAST VOTING ITEM.
THE KT TRAIL AUTHORIZED A 20 YEAR DEVELOPMENT AGREEMENT.
DO I HAVE A MOTION MR. SLAUGHTER? SECOND.
DO I HAVE A SECOND? MS. HAS ANY, ANY DISCUSSION WITH THAT? ALL IN FAVOR SAY AYE.
SO, UH, LOOKING FORWARD TO THIS.
WITH THAT, WE HAVE FINISHED OUR VOTING AGENT.
UH, THIS IS THE QUICKEST MEETING IN THE HISTORY OF PARKS
[00:10:01]
AND BOTH.SO OUR NEXT PARKS AND BOARD CREATION MEETING WILL BE APRIL 20TH, 2023 AT 10:00 AM AND WITH THAT WE AGENDA THIS, UH, PARK BOARD MEETING.
