PARK CAME FULLY ONLINE IN DECEMBER OF 2022. OVER THE PAST FEW MONTHS, THE TEAM HAS BEEN EXTREMELY BUSY. THIS TEAM WAS FUNDED OCTOBER 1ST, 2022, AND CLEANS ENCAMPMENT SITES AS REFERRED FROM OH H S TO HART. OUR CURRENT PERFORMANCE MEASURES FOR THIS TEAM IS TO ABATE ALL HOMELESS ENCAMPMENT REFERRALS ON PRIVATE PROPERTY WITHIN SEVEN DAYS OF RECEIPT FROM O H S HART AND ABATEMENT OF ALL HOMELESS ENCAMPMENT REFERRALS ON PUBLIC PROPERTY WITHIN 48 HOURS OF RECEIPT FROM OH HS AND HART. AND THE REASON FOR THE SEVEN DAYS FOR PRIVATE PROPERTY IS IN COCO COMPLIANCE. WE HAVE A DUE PROCESS THAT WE HAVE TO ALLOW. WE HAVE TO ISSUE A NOTICE OF VIOLATION TO THE PROPERTY OWNER, AND WE HAVE TO GIVE THEM A TIME TO VOLUNTARILY COMPLY THE LITTER OR DEBRIS THAT'S ON THE PROPERTY BEFORE WE CAN CLEAN IT UP FOR 'EM. BECAUSE THOSE CLEANUPS DO OFTEN RESULT IN LIENS AND BILLS THAT THE PROPERTY OWNER WILL RECEIVE FOR OUR SERVICES. IN ADDITION TO THE HART TEAM ABATEMENT ARM, WE ALSO AS A PILOT PROGRAM, STOOD UP A LITTER REMOVAL TEAM IN JANUARY AS A PILOT. UM, THE L R T IS SCHEDULED TO OPERATE THROUGH JUNE 1ST, 2023, AND THE L R T FUNCTIONS PROACTIVELY THROUGHOUT THE CITY. THEY FIND, UH, LITTER SITES OFTEN ASSOCIATED WITH HOMELESS ACTIVITY, BUT NOT ACTIVE ENCAMPMENTS UNDER BRIDGES ALONG SERVICE, ROADS, FREEWAY ENTRIES AND EXITS, AND ALSO ON MAJOR THOROUGHFARES. THE CURRENT PERFORMANCE METRIC FOR OUR L R T TEAM IS THE ABATEMENT OF EIGHT RIGHT AWAY LE LETTER SITES PER DAY. AND NEXT SLIDE PLEASE. FOR STAFFING AND EQUIPMENT OF THE HEART ABATEMENT TEAM, THIS TEAM WAS FUNDED TO OPERATE WITH A 30 YARD COMBO ROTO BOOM. THAT'S OUR BIG TRUCK WITH A ROLL OFF ON THE BACK WITH THE, WITH THE ELECTRIC ARM THAT WILL GO OUT AND PICK UP YOUR BULK TRASH AND DEBRIS. ALSO AN F FIVE 50 WITH A HEAVY DUTY, HEAVY DUTY TRAILER TO HAUL A BOBCAT AND ALSO A REAR LOADER TRASH TRUCK. THE HART TEAM WAS FUNDED WITH EIGHT POSITIONS OF WHICH I BELIEVE SIX ARE FILLED. CURRENTLY, UM, THE LITTER REMOVAL TEAM IS OPERATING WITH FOUR RENTAL TRUCKS AND TWO CITY TRUCKS, A REAR LOADER TRASH TRUCK. THE SIX CREWS OPERATE WITH EIGHT CITY STAFF AND 12 TEMPORARY STAFF TO SERVICE ABATEMENT SITE CITYWIDE. AND JUST TO NOTE, AS OF MARCH 20TH, 2023, THE L R T HAS COMPLETED 1,117 SITE ABATEMENTS AND REMOVED APPROXIMATELY 310 TONS OF LITTER FROM CITY OF DALLAS STREETS. AND AT THIS TIME, I'LL TURN IT OVER TO THE DALLAS MARSHALL'S OFFICE. AND I BELIEVE AS THEY'RE NOT HERE, I SAID I'LL GO AHEAD AND READ THEIR SLIDES. UM, WE CAN TAKE DOWN ANY QUESTIONS THAT YOU ALL HAVE FOR THE MARSHALS TO GET BACK TO THEM AT THE END. SO THE MARSHALS OPERATE UNDER THE LEGAL LIMITATIONS AS SET FORTH IN THE CODE OF CRIMINAL PROCEDURE. PENAL CODES AND RULES AND REGULATIONS OF THE TEXAS COMMISSION ON LAW ENFORCEMENT. THEY'RE RESPONSIBLE FOR PROVIDING PREVENTATIVE INVESTIGATIVE AND LAW ENFORCEMENT DUTIES AT ALL. HEART SCENES STAFFING FOR THEM ARE TWO DEPUTY MARSHALS DEDICATED FULL-TIME TO HEART. TWO MARKED VEHICLES ARE USED FOR INCREASED VISIBLE PRESENCE. AND YOU CAN SEE THEIR PROGRAM COST ALLOCATION IN THE 2.5 MILLION BUDGET WAS 396,269. SALARY COSTING CARD TO DATE IS AN ESTIMATED 32,240,000. THERE'S NO INTELLIGENCE ON A THREAT OF, UH, VIOLENCE AND THE SECURITY THAT THAT ENTAILS. TIER TWO IS WE HAVE INTELLIGENCE THAT THERE MIGHT BE, UM, ACTIVISTS AT THE LOCATION PROTESTING. AND SO WANTING TO KEEP EVERYONE SAFE WHILE PEOPLE ARE UTILIZING THEIR, UH, FIRST AMENDMENT RIGHTS, THE SECURITY THAT THAT ENTAILS, UH, TIER THREE HAS ONLY HAPPENED ONCE. WE DON'T EXPECT THAT IT WILL HAPPEN AGAIN. UM, BUT KNOWN, UM, KNOWN PROTESTING INCLUDING, UH, POTENTIAL HIGH POTENTIAL FOR VIOLENCE OPEN CARRY. AND SO AGAIN, WANTING TO KEEP EVERYBODY SAFE AND PROACTIVELY HEAD OFF ANY POTENTIAL FOR VIOLENCE, UM, AND THE SECURITY THAT THAT ENTAILS. THESE OFFICERS PROVIDE SITE SECURITY AND ANIMAL WELFARE ASSESSMENTS. THE TEAM OFFERS SITE SECURITY RELATED TO LOOSE STRAY AND LOOSE OWN PETS WITHIN THE ENCAMPMENT DAY ENCOUNTER. OUR TEAM ALSO LOOKS FOR OPPORTUNITIES TO PROVIDE ANY ASSISTANCE NEEDED FOR THOSE WHO OWN PETS. ON THE, IN THESE ENCAMPMENTS, THE TEAM HAS PROVIDED FOOD TO THE ANIMALS, BLANKETS, LEADS, COLLARS, EDUCATIONAL MATERIAL REGARDING PET REQUIREMENTS, RESOURCES, AND CRATE FOR POSSIBLE NEEDS OF TRANSPORT. DALLAS ANIMAL SERVICES IS COMMITTED TO THE SUCCESS OF THE HEART TEAM AND ENSURE THAT WE FILLED THESE TWO POSITIONS WITH FULLY CERTIFIED OFFICERS TO SAFEGUARD THE HEART TEAM AND PROVIDE OPPORTUNITIES TO ENGAGE WHILE IN THE FIELD. THE DEDICATED BUDGET FOR DAS WAS OVER 276,000. TO DATE, WE HAVE INCURRED 120,000. AND WITH THAT, I WILL TURN THE PRESENTATION OVER TO THE OFFICE OF INTEGRATED PUBLIC SAFETY AND SOLUTIONS. THANK YOU. UM, AS THEY APPROACH A SCENE, THEY'LL OBSERVE AND ASSESS THE CRISIS TO DETERMINE THE MENTAL HEALTH AND OR SOCIAL SERVICES NEEDED. THEY'LL CONDUCT ASSESSMENTS TO DETERMINE IF AN A A IS NEEDED. THEY'LL COORDINATE MENTAL HEALTH SERVICES WITH LOCAL PROVIDERS. UM, OUR PERFORMANCE MEASURES WILL BE OUR, I MEAN, NUMBER OF SERVICE REQUESTS RESPONDED TO NUMBER OF MENTAL HEALTH PROVIDER APPOINTMENTS SCHEDULED AND THE PERCENTAGE OF CLIENTS SERVED WITHOUT NEEDING AN APAC. UH, WHEN CITIZENS FEEL LIKE THEY HAVEN'T BEEN HEARD VIA THE SRS OR WHEN SOMETHING HAS HAPPENED, UM, OVER THE WEEKEND, A LOT OF TIMES THEY'LL GO THROUGH THE COUNCIL OFFICE. UM, A REDUCTION OF PEOPLE IN CRISIS, INCREASED ENROLLMENTS IN THE COORDINATED ACCESS SYSTEM AND HOMELESSNESS MANAGEMENT INFORMATION SYSTEM. THAT MEANS WE'RE GETTING MORE PEOPLE ON THE PATH TO HOUSING THROUGH HOUSE HOUSING READINESS APPROACH. UM, UTILIZING OUR O OFFICE OF HOMELESS SOLUTIONS OFFICERS TO REALLY JUST FOCUS ON GETTING PEOPLE INTO THOSE PATHWAYS, WHICH THEN LEADS OF COURSE, INCREASED OPPORTUNITIES FOR HOUSING. A DECREASE IN ILLEGAL SOLICITATION, HOSTED SIGNAGE AND MORE ENFORCEMENT. AND ENFORCEMENT DOES NOT MEAN, UM, CRIMINALIZATION OF HOMELESSNESS, UM, OR OF THOSE WHO ARE LEGALIST OF THOSE WHO ARE, ARE OUT ON THE STREET. BUT JUST WHEN WE HAVE CLOSED A SITE, UM, WE OFTEN, OR WHEN WE CLOSE SITES, WE POST A SIGN SAYING THE SITE IS CLOSED. UH, BECAUSE WE HAVE, THROUGH THE DALLAS REALTIME RAPID REHOUSING INITIATIVE, WE HAVE HOUSED THOSE PEOPLE. SO THERE'S NO REASON FOR THEM TO BE THERE. THEY'RE NOT GOING ANYWHERE ELSE. THEY'RE GOING INTO HOUSING. AND SO THAT ALLOWS US TO PERMANENTLY CLOSE DOWN A SITE SO THAT IF THERE'S ANYONE NEW, THEY COME ALONG AND THEY SAY, OKAY, WELL THIS SITE'S BEEN CLOSED. AND SO IT'S AN OPPORTUNITY FOR US TO ENGAGE AND SAY, WELL, ACTUALLY, THIS SITE'S PERMANENTLY CLOSED CUZ WE HOUSE EVERYBODY. CAN WE HELP YOU? UH, WE HEARD THEIR OBJECTIVES AND THEIR SUCCESS STORIES OF SOME OF THE THINGS THAT THEY'VE BEEN ABLE TO OVERCOME OR SOME VICTORIES THAT THEY'VE HAD, AS WELL AS WE WANTED TO FIND OUT HOW WE COULD BE A PART OF THE PROCESS IN GOING OUT WITH THEM, UM, TO SERVE WHEN THEY'RE PROVIDING FOOD OUTREACH, SO WE COULD GET A BETTER UNDERSTANDING OF WHAT IT IS, WHAT IT IS THEY'RE ACTUALLY DOING, AND HOW WE CAN IMPROVE THAT, UH, PROCESS. WE DID LEARN TODAY THAT IT WAS A PRETTY MUCH SIX WEEKS PROCESS OF HOW THEY DO THE REMOVAL OF THE ENCAMPMENT. IT'S NOT A OVERNIGHT PROCESS. LIKE SOME OF US SOMETIMES BELIEVE THAT THEY JUST KIND OF GO IN THERE AND GET RID OF THEIR BELONGINGS, BUT, UM, AND I KNOW WE'VE BEEN TOLD THAT BEFORE, BUT WE GOT A CLEARER UNDERSTANDING TODAY. SO WITH THAT BEING SAID, WE JUST WERE LEARNING THAT COMMUNICATION WAS KEY, AND THAT WE'RE GONNA CONTINUE TO LEARN MORE ABOUT WHAT THEY'RE DOING AND HOW WE CAN ASSIST. UH, SO WHAT I'LL SAY ABOUT THIS PARTICULAR ITEM SPECIFICALLY IS, UM, WE STILL WANT THE BULK OF WHAT THE COMMISSION GENERATES TO THE, TO THE MAIN AGENDA [01:15:01] TO GO THROUGH COMMITTEE.
