WHEN WE CAME HERE, MY CHILDREN HAD A CERTAIN ACADEMIA AND WE WERE ABLE TO COME TOGETHER, TRANSPORT THEM FROM WHERE WE WERE TO THE SCHOOLS THAT WERE APPROPRIATE FOR THEIR LEVEL OF EDUCATION HERE IN THE CITY WITHOUT ANY ISSUES, AND THE POLICE DEPARTMENT WAS VERY ADAMANT ABOUT COVERING OUR FAMILY AND MAKING SURE THAT WE WERE SECURE IN TIMES WHERE WE NEEDED IT THE MOST, AND I KNOW THAT THE CITY YOU ALL MAKE DECISIONS SPECIFIC TO ALLOCATIONS OF FUNDING AND LEEWAY WHEN IT COMES TO THESE DIFFERENT DEPARTMENTS, AND SO I JUST WANTED TO MAKE SURE THAT I GAVE YOU A HEARTFELT THANK YOU SO MUCH FOR THE WAYS THAT YOU'VE CHOSEN TO OPERATE WITHIN THE CITY OF DALLAS, BECAUSE THERE ARE PEOPLE THAT ARE JUST LIKE ME WHO ARE RUNNING FOR OUR LIVES AND WE NEED A PLACE WHERE WE CAN BE SECURE, WHERE WE CAN BE SAFE, AND THAT WE CAN BE TAKEN AND COVERED, TAKEN CARE OF AND COVERED.

IN ADDITION TO THAT, YOU'VE GOT SOME CHANGES IN ENTERPRISE FUNDS AND CAPITAL WHERE FOR BOTH DALLAS WATER UTILITIES WE'RE APPROPRIATING ABOUT 73 MILLION AND THEN 10 MILLION IN STORMWATER, AND SO WE'RE APPROPRIATING FUND BALANCE, SENDING THAT OVER TO CAPITAL FOR CAPITAL EXPENSES. YOU HAVE $27 MILLION DOLLARS OF ITEMS THAT HAVE ALREADY BEEN APPROVED BY THIS BODY.
SO THE ORDINANCE JUST COMPLETES THE PROCESS OF, YOU KNOW, THE TRANSACTION.
YOU HAVE 47 MILLION THAT YOU'RE ADVANCING FROM FISCAL YEAR 24 TO 23 FOR VEHICLES, PRIMARILY FLEET FOR FIRE, GENERAL PURPOSE FLEET, AS WELL AS STORMWATER AND SANITATION.
SO WHILE THE NUMBERS APPEAR TO BE BIG, THEY'RE TRANSACTIONS THAT WE'RE APPROPRIATING IN ONE FUND, TRANSFERRING IT OVER TO THE OTHER , AND ARPA YOU HAVE ABOUT $13 MILLION DOLLARS OF REALLOCATIONS PRIMARILY ASSOCIATED WITH WE ASSUMED BACK IN 2021 WE WERE SORT OF THE UNKNOWNS OF COVID AND SO WE ASSUMED $10 MILLION DOLLARS FOR TESTING AND VACCINATION.
WE SPENT ABOUT 22.2 MILLION, AND SO WE'RE REALLOCATING THE BALANCE OF THAT TO PROJECTS THAT NEED TO MOVE FORWARD, AND WHAT ABOUT THE ECONOMIC DEVELOPMENT CORPORATION? THERE'S A TRANSFER OF FUNDS THERE? THAT IS CORRECT. SO WITHIN THE ECONOMIC DEVELOPMENT CORPORATION, WE LEARNED RECENTLY THAT ARPA IS PROBABLY NOT AN APPROPRIATE USE OF FUNDS, AND SO WE ARE REALLOCATING THE FUNDING THAT WE HAD SET ASIDE FOR THE CORPORATION.
WE'RE REALLOCATING THAT TO FIRE FOR FIRE OVERTIME AND THEN WE'RE TAKING $7 MILLION DOLLARS OF EXCESS REVENUE AND GIVING IT TO THE CORPORATION. SO IT'S A COMPLICATED TRANSACTION, BUT THE NET EFFECT IS ZERO.

ONE OF THE THINGS THAT WE'VE NOTICED IS CONTINUALLY, AS RENTS HAVE RISEN, YOU KNOW, 10 TO 15% YEAR OVER YEAR IN THESE PAST FEW YEARS IS THAT WE ARE ALSO SEEING A LOT OF INVESTORS THAT ARE COMING IN AND BUYING UP SOME OF THESE SMALL PROPERTIES WHERE PEOPLE MIGHT HAVE HAD KIND OF GRANDFATHERED RENTS FROM MANY, MANY YEARS AGO THAT ARE MARKET RATE THEN, BUT WAY OUTSIDE OF THAT NOW AND THAT'S WHERE WE WERE SEEING PEOPLE THAT WERE PRICED OUT.
A LOT OF TIMES THEY WOULD COME FOR RENTAL ASSISTANCE, BUT IT WOULD BE REALLY HARD BECAUSE WE WOULD KNOW THAT IN THE LONG TERM WITHOUT SOME SORT OF A CHANGE IN THEIR ACTUAL SITUATION WITH WHERE THEY'RE LIVING, WHERE THEY'RE RESIDING AND THE AFFORDABILITY OF THE PLACE THAT THEY'RE LIVING IN, THAT IT WOULD BECOME A CHALLENGE FOR THEM TO MAINTAIN THAT AND SO WHEREAS RENTAL ASSISTANCE SERVES SOMEBODY WHO'S HAD THAT DRASTIC ECONOMIC IMPACT, THEY'VE LOST THEIR JOB, THEY'VE HAD THOSE OTHER ISSUES KIND OF COME UP TO CAUSE THEM TO SUDDENLY BE IMPACTED, AND MOST OF OUR RENTAL ASSISTANCE HAS ALSO BEEN TIED TO COVID IMPACT AS WELL.
SO THEY'RE CONTRIBUTING INTO THIS.
THEY'RE ALSO PAYING A PORTION OR A LARGER PORTION OF THEIR RENT THAN WE ARE.
WE'RE TRYING TO HELP THEM FILL THE GAP.
SO THIS SHALLOW SUBSIDY MODEL, IT'S A FAIRLY COMMON MODEL IN SOME WAYS, LIKE HOPWA KIND OF USES THAT TYPE OF APPROACH AS WELL, AND THE IDEA IS TO KEEP IT AFFORDABLE FOR FOLKS, AND THEN WE ALSO WOULD HAVE THEM WORKING WITH OUR FINANCIAL EMPOWERMENT COACHES OVER THE PERIOD OF THE TERM THAT THEY'RE RECEIVING ASSISTANCE SO THAT THEY CAN PLAN FOR THE SUSTAINABILITY IN THE LONG TERM.
SO AS FAR AS HOW IT FITS INTO THE OTHER PROGRAMS, I KNOW THIS IS A LONG RESPONSE AND I APOLOGIZE, BUT AS FAR AS HOW IT FITS, IT'S REALLY INTENDED TO BE COMPLIMENTARY AND JUST REALLY KIND OF SERVE THIS GAP KIND OF AT THE THE TOP OF THE MIDDLE, THE LOWER END OF THE MIDDLE OR THE TOP OF THE BOTTOM IN TERMS OF THE PEOPLE WHO ARE REALLY IN NEED.

A LOT OF TIMES WHEN THOSE PEOPLE ARE GOING THROUGH THAT PROCESS, IT CAN TAKE MANY, MANY MONTHS AND IT CAN BE DETRIMENTAL TO THEM TO ENTER A NEW LEASE WHEN THEY'RE APPROVED FOR THAT PROGRAM AND COULD POTENTIALLY COST THEIR APPROVAL OR THEIR ULTIMATELY THEIR MORTGAGE AND SO WHEN WE DECIDED THAT IF SOMEBODY CAME THROUGH OUR PROGRAM AND THEY WERE SPECIFICALLY APPROVED FOR THE HOMEBUYERS ASSISTANCE PROGRAM AND MET THE OTHER CRITERIA THAT WE COULD ALLOW THEM TO PARTICIPATE ON A MONTH BY MONTH BASIS UP TO THE 12 MONTHS, BUT WITHOUT HAVING TO ENTER A LEASE SO THAT THEY COULD MAINTAIN HOUSING WHILE THEY COMPLETED THE PROCESS TO GET APPROVED THROUGH THAT.
SO IT'S NOT A REQUIREMENT THAT THEY BE APPROVED.

IN A MUCH LOWER PERCENT THAN I THINK HAS NO OTHER ALTERNATIVES, AND I WOULD MUCH RATHER SEE US TRY TO FUND THAT 30 TO 60% AMI WHERE THERE IS NO OTHER OPTION OTHER THAN A HOUSING VOUCHER THAT THEY MAY OR MAY NOT QUALIFY FOR.I THINK THAT I'M USED TO DEALING WITH VERY, VERY LOW INCOME AND NOT NECESSARILY DEFINED BY HUD AS 30% IS EXTREMELY LOW INCOME, BUT CONCEPTUALLY PEOPLE WITH ALMOST NOTHING TO THEIR NAME.
SO WHEN I'M TALKING ABOUT MIDDLE INCOME, I'M REALLY NOT TALKING ABOUT MIDDLE INCOME IN THAT SAME CONTEXT, AND I SHOULD NOT HAVE USED THAT LANGUAGE, BUT THIS PROGRAM IS ACTUALLY EXPLICITLY FOR THE 50% AMI AND BELOW WE WOULD TARGET THE 30, BUT IT'S REALLY FOR THOSE 50% PEOPLE.
THE 30 MAY HAVE A HARDER TIME WITH THE AFFORDABILITY ON THE LONG TERM, BUT THEY WOULD STILL BE SERVED AND TARGETED, AND AGAIN, AS YOU MENTIONED, I THINK BEYOND THE FINANCIAL EMPOWERMENT COACHING, ONE OF THE GOALS WOULD BE THAT WE WOULD HOPE WE CAN GET THEM ON THOSE VOUCHER WAITLISTS AS WELL DURING THAT YEAR THAT THEY'RE BEING SERVED AND AS FAR AS LONGER TERM SOLUTIONS, YOU KNOW, THIS IS DESIGNED AS A PILOT RIGHT NOW AND, YOU KNOW, WE CAN CERTAINLY TAKE AND LEARN FROM THAT, BUT OUR HOPE IS THAT WE CAN FIND WAYS THROUGH FEC TO BUILD STABILITY, THROUGH THE VOUCHERS OPPORTUNITIES AND THROUGH OTHER OPPORTUNITIES, RELOCATION, OR JUST HELPING THEM TO IDENTIFY OTHER ALTERNATIVES TO AFFORDABILITY THROUGHOUT THE COURSE OF THE PROGRAM, BOTH WHEN WE HELP THEM TO RELOCATE AND ALSO DURING THOSE 12 MONTHS THAT THEY'RE BEING SERVED.
TO ME, THEY'RE MIDDLE OF THE ROAD FOLKS TO THE FOLKS I'M USED TO SERVING, BUT RELATIVE TO THE CITY AND TO THE BROADER CLIENT POPULATION THEY'RE DEFINITELY THE LOW AND THE VERY LOW INCOME FOLKS, AND FOR THE PEOPLE WHO ARE IN THE LOWEST INCOME BANDS, ARE YOU PROPOSING ONE OF THE OPTIONS OF SHARED HOUSING? WE WOULD ALWAYS BE PROPOSING SHARED HOUSING.
YOU KNOW, THERE'S A FEW DIFFERENT TYPES OF MATCHING SYSTEMS THAT ARE STARTING TO KIND OF BUBBLE UP.
WE'RE NEVER GOING TO PUT OR FORCE SOMEBODY INTO THAT, BUT WE WILL ALWAYS RECOMMEND IT.
YOU KNOW, YOU TALK ABOUT THE PEOPLE WHO HAVE COME TO THIS COUNCIL TO TALK ABOUT THEIR AFFORDABILITY.

I'M PLEASED TO BE HERE TO THANK YOU FOR ADDRESSING AND ADOPTING THE IHRA RESOLUTION TODAY.IHRA STANDS FOR INTERNATIONAL HOLOCAUST REMEMBRANCE ALLIANCE.
ITS FORMATION INITIALLY WAS IN 1998, IN STOCKHOLM, SWEDEN, WHILE IN 2016 THE DEFINITION WAS PERFECTED AND CREATED AS A TOOL TO FIGHT ANTI-SEMITISM IN A WAY THAT WOULD STANDARDIZE A DEFINITION TO PROVIDE CONSISTENCY TO COMBAT HATRED.
IHRA HAS BEEN ADOPTED GLOBALLY BY GOVERNMENTS AND ORGANIZATIONS AROUND THE WORLD.
THE GOAL IS TO GET MORE GOVERNMENTS, CITIES AND STATES TO ADOPT IT.
MORE THAN HALF THE UNITED STATES OF THE STATES IN THE US, INCLUDING TEXAS, HAVE ADOPTED THE STATEMENT TO SHOW ITS CONSTITUENTS THE SUPPORT THEY NEED TO COMBAT ANTI-SEMITISM.
IN ORDER TO ADDRESS THE PROBLEM OF ANTI-SEMITISM.
THERE MUST BE CLARITY ABOUT WHAT ANTI-SEMITISM IS.
THE DEFINITION BEGINS WITH ANTI-SEMITISM IS A PERCEPTION OF JEWS, WHICH MAY BE EXPRESSED AS HATRED TOWARD JEWS.
IS THE PREMISE FOR FIGHTING ANTI-SEMITISM GLOBALLY? IN OUR WORLD TODAY, OUR GREATEST CHALLENGE IS TO FIGHT HATRED IN EVERY FORM.
STATISTICS HAVE SHOWN THAT WHEN HATRED IS DIRECTED DIRECTED AT ANY ONE GROUP, IT IS THEN ALSO DIRECTED AT EVERY OTHER MINORITY GROUP AS WELL.
THIS IS OUR CHALLENGE EVERY SINGLE DAY.

THERE WAS A RECENT INTERVIEW CONDUCTED IN THE DALLAS MORNING NEWS WHERE CANDIDATES FROM DISTRICT SEVEN DISCUSSED THE ISSUES THAT WERE THAT THEY BELIEVED WERE MOST IMPORTANT TO THE DISTRICT, AND I THINK THAT EVERYBODY WOULD AGREE THAT CRIME, HOUSING AFFORDABILITY, THE ABSENCES OF LOCAL BUSINESSES IN THE AREA ARE ALL PROBLEMATIC.
THESE ARE ISSUES THAT WE CAN ALL AGREE ON.
HOWEVER, WE DISAGREE ABOUT HOW IT SHOULD BE FIXED.
PEOPLE DISCUSS ALL KINDS OF SOLUTIONS RACIAL EQUALITY, INCOME EQUALITY, BUT NOBODY ADDRESSES THE ELEPHANT IN THE ROOM, WHICH IS YHAT THERE IS A VAGRANCY CRISIS IN THE CITY OF DALLAS.

IT WAS IN LATE JANUARY, I BELIEVE, WHERE THE CITY OF DALLAS WAS CONDUCTING A CLEARING OF A CAMP ON UNDERNEATH I-45 ON LOUISE AVENUE, FERRIS AVENUE, DAWSON STREET, AND I SPOKE TO SOME PEOPLE THERE, I BELIEVE, FROM OHS, AND THEY TOLD ME THAT SOME OF THE VAGRANTS THAT WERE THERE, SOME OF THE HOMELESS PEOPLE, WOULD BE TAKEN TO HOTELS WHERE THEY WOULD BE, WHERE THEIR STAY WOULD BE COVERED.
