THE FOCUS OF THIS PARTICULAR UPDATE IS THE FIRST HALF OF YEAR TWO.

SO ESSENTIALLY JULY OF 2022 THROUGH JANUARY OF 2023 OF THIS YEAR.

AND WE HAVE TO AGAIN RECALL TWO PRIMARY TREATMENT TYPES ON THE HIGH VISIBILITY OR EXCUSE ME, ON THE ON THE HOTSPOTS POLICING SIDE.

WE HAVE A HIGH VISIBILITY TREATMENT OFFICERS AND LIGHTED PATROL CARS, AS YOU WELL KNOW, AND THEN AN OFFENDER FOCUSED STRATEGY WHERE WE'VE GOT SPECIAL RESPONSE CRIME RESPONSE TEAMS AT EACH OF THE DIVISIONS THAT ARE FOCUSED ON REPEAT VIOLENT OFFENDERS AND HIGH RISK OFFENDERS.

A LITTLE BIT OF A VARIATION ON THE HIGH VISIBILITY TREATMENT THAT WE'VE WE'VE BEEN EXPERIMENTING WITH THE LAST COUPLE OF TREATMENT PERIODS THAT I'LL SPEAK TO IN A MINUTE WHEN WE GET THERE. NEXT SLIDE, PLEASE.

THIS IS YOUR OVERALL CRIME TREND IN THE DURING THE TREATMENT PERIOD.

THAT'S THE SIX MONTH TREATMENT PERIOD THAT WE'RE FOCUSED ON JULY OF 22 TO JANUARY 23RD.

THAT'S TO THE RIGHT OF THAT RED BAR.

THE RED BAR IS THAT INTERVENTION PERIOD.

AND WE COMPARE THAT THOSE CRIME TRENDS TO THE RIGHT TO BASICALLY THE CRIME TRENDS TO THE LEFT THE PREVIOUS YEAR, AND THAT IS A 9% REDUCTION. ACROSS THE THE THE PERIOD, THE TREATMENT PERIOD COMPARED TO THE PREVIOUS 12 MONTHS.

AND THOSE ARE MONTHLY VIOLENT CRIME COUNTS THAT YOU SEE, BY THE WAY.

NEXT SLIDE. THIS SLIDE COMPARES YOUR TREATMENT TYPES BY TO SAME PERIOD LAST YEAR.

SO TREATMENT PERIOD HERE, JANUARY, JULY OF 22 TO JANUARY OF 23 COMPARED TO THE SAME PERIOD A YEAR PRIOR.

SO READING RIGHT TO LEFT, YOU'VE GOT A 77% REDUCTION IN CITYWIDE CRIME.

YOU'VE GOT A 33.5% REDUCTION IN OUR TREATED AREAS, IN OUR HOTSPOTS.

AND THEN MOVING OVER SORT OF THOSE MIDDLE SET OF BARS.

THESE ARE THE DIFFERENT TREATMENT TYPES THAT WE'VE EMPLOYED.

THE OFFENDER FOCUSED, I MENTIONED DOWN 36%, HIGH VISIBILITY ALONE, DOWN 27%.

I MENTIONED THAT WE'VE BEEN EXPERIMENTING WITH SOME VARIATION IN THE HIGH VISIBILITY TREATMENT.

WE CALL THAT HIGH VISIBILITY.

PLUS, NOTHING SPECIAL ABOUT THAT JUST MEANS THAT IN ADDITION TO THE LIGHTED PATROL CARS BEING PRESENT IN IN IN OUR OUR HIGHEST CRIME AREAS IN DALLAS FOR 15 MINUTES OFFICERS ARE ARE BEING ASKED TO GET OUT OF THEIR VEHICLES AND TO BASICALLY PATROL ON FOOT IN THE IN THE IMMEDIATE AREA. CONTACT PEOPLE, CHECK BUSINESSES, CHECK CARS JUST DO THE THINGS THAT POLICE OFFICERS DO BUT OUT OF THEIR PATROL CARS.

AND SO WE'VE ACTUALLY SEE THERE THAT HAS BEEN THE MOST EFFICACIOUS STRATEGY IN THIS OVER THIS SIX MONTHS IN TERMS OF THE DIFFERENT STRATEGIES.

AND ALTHOUGH I DON'T HAVE A SLIDE ON IT TODAY, WE JUST FINISHED ANALYZING THE PERIOD EIGHT RESULTS.

AND AGAIN, THAT STRATEGY IS OUR MOST EFFICACIOUS BY A LOT ACTUALLY.

SO WE'VE ACTUALLY RECOMMENDED THAT DPD MOVE TO TO THAT FOR THE HIGH VISIBILITY TREATED GRIDS ANYWAY THAT THEY MOVE TO THAT PLUS FOR ALL OF THEM BECAUSE OF THE RESULTS THAT WE'VE SEEN NOW IN TWO CONSECUTIVE PERIODS.

SO THAT'S FROM OUR PERSPECTIVE, EXCITING AND GOOD NEWS THAT SORT OF THE EXPERIMENT THAT WE PUT INTO EFFECT IS WORKING.

THE RIGHT HAND SIDE OF BARS ARE THE INDIVIDUAL CRIME TYPES.

SO FOR THIS PARTICULAR PERIOD, THAT SIX MONTH PERIOD WE'RE LOOKING AT, MURDERS WERE FLAT.

WE KNOW THAT MURDERS ARE UP A BIT SINCE SINCE THE START OF THE YEAR, BUT FOR THIS PERIOD THEY WERE FLAT.

ALL OF THE OTHER CRIME TYPES ARE DOWN AND DOWN PRETTY SUBSTANTIALLY OVER THAT SIX MONTHS COMPARED TO THE SAME PERIOD A YEAR BEFORE.

THIS BREAKS, THOSE BREAK CRIME DOWN BY TREATMENT AND CATCHMENT AREAS WITHIN THE DIFFERENT DIVISIONS.

AND SO WHAT YOU SEE THERE IS THAT VIOLENT CRIME ARRESTS ARE UP SIGNIFICANTLY IN YOUR TREATMENT AREAS AND, IN PARTICULAR, IN YOUR OFFENDER FOCUSED TREATMENT AREAS.

IN FACT, THAT ACCOUNTS FOR ALMOST ALL OF THE INCREASE THAT YOU SEE IN VIOLENT CRIME ARRESTS.

AND THAT, AGAIN, IS I WOULD POINT OUT TO YOU, IS BY DESIGN.

THOSE THOSE ARE GRIDS THAT ARE BEING TREATED WITH SPECIALIZED TEAMS WHO ARE FOCUSED ON REPEAT VIOLENT OFFENDERS.

SO WE TYPICALLY EXPECT TO SEE ARRESTS GO UP.

AND THAT'S EXACTLY WHAT WE'VE SEEN.

THERE'S A BUNCH OF OTHER INFORMATION THERE THAT YOU CAN CAN LOOK AT AT YOUR LEISURE.

WE CONTINUE TO GET GOOD REPORTS OF OF ACTIVITY THAT'S BEING DONE BOTH BY THE POLICE DEPARTMENT AND BY OTHER ENTITIES OF CITY GOVERNMENT IN THOSE AREAS.

OVERTON, AS YOU KNOW, HAS BEEN A CHALLENGE.

THERE'S SOME LITIGATION THERE RIGHT NOW.

SO THAT'S WHERE PNI STANDS, THOUGH.

THE EFFORTS BASICALLY CONTINUE IN THOSE AREAS.

I THINK WE'RE EXCITED ABOUT GETTING STARTED WITH THE LONG TERM STRATEGY FOCUSED.

DETERRENCE IS OUR LONG TERM STRATEGY, AND THERE'S BEEN MUCH PLANNING THAT'S BEEN GOING ON OVER THE LAST 6 OR 8 MONTHS TO GET FOCUSED DETERRENCE UP AND RUNNING. CHIEF ANDERSON TO MY RIGHT, HAS LED THE EFFORT IN THAT.

WE'VE BEEN IN A NUMBER OF MEETINGS WITH HIM AS WELL, MEETING WITH STAKEHOLDERS, SERVICE PROVIDERS, LAW ENFORCEMENT PARTNERS, PROBATION AND PAROLE, US ATTORNEY'S OFFICE.

THERE'S A LOT OF MOVING PARTS WITH FOCUSED DETERRENCE, BUT THAT'S, I THINK, COMING TOGETHER QUITE WELL.

AND OUR FIRST FOCUS, DETERRENCE CALL IN SESSION WHERE LONG SORT OF REPEAT HIGH RISK VIOLENT OFFENDERS HAVE BEEN IDENTIFIED NOW BY DPD, A SAMPLE OF THOSE SORT OF THE HIGHEST OF THE HIGHEST RISK WHO ARE ON PROBATION AND PAROLE WILL BE CALLED INTO A MEETING.

AND AT THAT MEETING WILL BE A VARIETY OF CRIMINAL JUSTICE OFFICIALS.

THESE TWO GENTLEMEN TO MY RIGHT WILL OBVIOUSLY BE THERE.

THE DISTRICT ATTORNEY WILL BE THERE, US ATTORNEY WILL BE THERE, FEDERAL LAW ENFORCEMENT PARTNERS.

THEY WILL ALL BE IN THE ROOM.

A HOST OF SERVICE PROVIDERS.

SO ONE OF THE BIG EFFORT THAT CHIEF ANDERSON HAS BEEN MAKING IN THE LAST SIX MONTHS OR SO IS TO LINE UP THE DIFFERENT SERVICE PROVIDERS IN DALLAS. AND SO THEY WILL BE IN THE ROOM.

OUR MORAL VOICES, THOSE WHO HAVE BEEN AFFECTED BY GUN VIOLENCE, OTHER COMMUNITY LEADERS, THEY WILL BE THERE.

AND THOSE CALL IN SESSIONS AS WELL.

AND THE OFFENDERS IN THAT WHO WILL BE CALLED IN THAT NIGHT AND THERE'LL BE ABOUT 30 OF THEM ARE HAVE LONG VIOLENT LONG RECORDS OF VIOLENCE MULTIPLE CONVICTIONS TYPICALLY AND THEY WILL GET A VERY STRONG DETERRENCE MESSAGE THAT THE VIOLENCE THAT THEY'VE BEEN ENGAGED IN, IN SOME IN SOME CASES FOR MUCH OF THEIR LIVES IS NOT IS NO LONGER ACCEPTABLE. THEY'RE ON THE LIST, IF YOU WILL.

IF THEY CONTINUE TO COMMIT VIOLENCE, THEY'LL BE SUBJECTED TO ENHANCED PROSECUTION AND SORT OF SPECIALIZED FOCUS BY THE BY THE GROUP.

AND THEN THE ALTERNATIVE AND THIS IS OBVIOUSLY WHAT WE HOPE TO DO WITH FOCUS DETERRENCE.

AND THIS IS THE THEORY BEHIND IT.

THE ALTERNATIVE IS WE HAVE AN ARRAY OF SERVICES THAT WE CAN PROVIDE YOU IF YOU WANT TO GET OUT OF A VIOLENT LIFESTYLE.

IF YOU NEED A GED, IF YOU NEED JOB TRAINING, IF YOU NEED A JOB, IF YOU NEED SUBSTANCE ABUSE COUNSELING, ALL OF THAT IS POTENTIALLY AVAILABLE TO YOU.

SO THESE YOUNG MEN, AND MOST OF THEM ARE YOUNG MEN, ARE GIVEN AN OPPORTUNITY TO CHANGE THEIR LIVES.

AND SO THAT'S REALLY WHAT THE CALL IN SESSIONS ARE DESIGNED TO DO.

AND THAT FIRST CALL IN SESSION IS SCHEDULED TO OCCUR IN EARLY JUNE.

AND THEY WILL HAPPEN ABOUT EVERY 90 DAYS, ABOUT QUARTERLY.

ROBBERY IS DOWN ALMOST 12%.

WHEN YOU LOOK AT OUR VIOLENT INCIDENTS THAT WE'RE HAVING, IT'S BEEN THE LEAST AMOUNT OF VIOLENT INCIDENTS THAT WE'VE HAD IN THE LAST FIVE YEARS.

YOU LOOK AT OUR GUN CRIME, OUR GUN CRIME IS REDUCING AGAIN.

AND SO, AS I'VE SAID VERY OFTEN, THE CITY'S FOCUS ON VIOLENT CRIME IS ON AGGRAVATED ASSAULT, GUN RELATED, GUN RELATED, AGGRAVATED ASSAULT SPECIFICALLY. AND THE MEN AND WOMEN OF THIS POLICE DEPARTMENT ARE DOING EXTRAORDINARY WORK.

OBVIOUSLY, YOU'VE HEARD ME SAY, NO, NO, NO, NO, NO TOUCHDOWN DANCES.

AND THERE'S ONLY ANOTHER TUNNEL THAT WILL GO THROUGH AND WE'LL CONTINUE TO WORK HARD.

AND NOT ONLY CAN WE CONFIRM THAT, BUT I WOULD POINT OUT THAT THAT'S 10% ABOVE THE 10% REDUCTION WE SAW IN YEAR ONE.

SO YEAR TO DATE, WE'RE ACTUALLY PROBABLY DOWN CLOSER TO ABOUT 20% IN CRIME, VIOLENT CRIME THAN WHEN WE BEGAN THE CRIME PLAN TWO YEARS AGO.

BUT THE NEXT REPORT WILL HAVE THAT LONGER RETROSPECTIVE THAT YOU'RE ASKING ABOUT.

THERE ARE SOME GAPS IN THE SYSTEMS. WE HAVE OFTENTIMES AND THE FEDERAL GOVERNMENT COMES IN TO ASSIST US WITH THAT.

THE USA HAS BEEN INCREDIBLE FOR US TO THIS POINT TO HELP US IN THOSE TYPE OF PROSECUTIONS AND THOSE FILINGS FEDERALLY ALREADY.

I KNOW IN SPEAKING WITH USA SIMONTON, WHO'S THE NEW USA, THE NORTHERN DISTRICT, YOU KNOW, WE WANT TO DO SOMETHING AND REALLY MARKET THE PARTNERSHIP AND SO THAT INDIVIDUALS KNOW THAT WE'RE NOT JUST LOOKING FOR LOCAL CHARGES, BUT WE WILL BE USING THE FEDERAL GOVERNMENT AS WELL.

THE DALLAS POLICE DEPARTMENT HAS DONE LOTS AND LOTS IN THESE AREAS AND CONTINUES TO DO LOTS IN THESE AREAS.

AND I DON'T MEAN IT TO BE AT ALL CRITICAL OF THE OTHER CITY ENTITIES THAT HAVE BEEN INVOLVED BECAUSE THEY'VE DONE A LOT, TOO.

BUT TRYING TO KEEP THE INITIATIVE GOING TO, YOU KNOW, KEEP THE, YOU KNOW, WE'VE BEEN IN 3550 EAST OVERTON FOR A YEAR NOW LIKE TRYING TO KEEP THE FOCUS ON THAT IS HARD. OVER TIME, YOU KNOW, EVERYONE GETS, THEY'VE GOT THEIR OWN SET OF, YOU KNOW, CODE ENFORCEMENT AND, YOU KNOW, THEY ALL HAVE THEIR OWN SET OF PRIORITIES THAT ARE NOT ALWAYS SIMPLY FOCUSED ON OUR NEW LOCATIONS.

AND I THINK WE'VE SEEN SOME WANING AND WE'RE TRYING TO SORT OF BRING THE EXCITEMENT BACK TO THOSE TWO LOCATIONS AS WELL AS THINK ABOUT WHAT THE NEXT PLACE IS GOING TO BE, BECAUSE WE CERTAINLY HAVE SEEN IMPROVEMENTS IN THE AREAS THAT HAVE BEEN TREATED.

SO IT'S IT'S A MEASURE OF POLICE ACTIVITY.

THE IMPACT MEASURES ARE CRIME AND CALLS FOR SERVICE, IN FACT.

SO WHEN WE AGAIN, WHEN WE LOOK AT ARRESTS, THAT TELLS US HOW MUCH ACTIVITY THE POLICE DEPARTMENT IS ENGAGED IN IN A PLACE DOING WHAT.

AND SO WHEN WE SEE, FOR EXAMPLE, THAT THE OFFENDER FOCUSED GRIDS ARE UP 120% IN ARRESTS, THAT TELLS US THAT YOU'VE GOT VERY ACTIVE OFFENDER FOCUSED TEAMS WORKING THAT AREA, MAKING THE KINDS OF ARRESTS THAT WE WANT THEM TO MAKE, VIOLENCE RELATED ARRESTS.

THESE EFFORTS ARE OBVIOUSLY AIMED TO INCREASE OFFICER AVAILABILITY AND TO DECREASE OUR RESPONSE TIMES OVERALL.

WE'LL GO AHEAD AND SKIP THE OVERVIEW.

LET'S GO TO THE FIRST SLIDE THERE.

NOW LET'S BEGIN BY EXAMINING OUR HIGH PRIORITY CALLS FOR SERVICE IN 2023.

THE PRIORITY ONE CALLS FOR SERVICE HAVE INCREASED 7.2% EXCUSE ME, 7.6%.

WHILE PRIORITY TWO CALLS HAVE INCREASED A LITTLE OVER 3% FOR THE SAME TIME IN 2022.

NOW, THESE CALLS REQUIRE MULTIPLE OFFICERS TO GO TO THE SCENE, AND THIS ALSO CAN INCREASE THE WORKLOADS OF TEAMS ACROSS OUR DEPARTMENT AS WELL. NEXT SLIDE.

NOW, THE CONTINUED GROWTH IN CALLS FOR SERVICE AND CORRESPONDING WORKLOADS HAVE CONTRIBUTED TO THE INCREASE IN RESPONSE TIME.

PRIORITY ONE RESPONSE TIMES HAVE INCREASED 6.21% SINCE THE END OF 20 2022.

PRIORITY TWO RESPONSE TIMES HAVE INCREASED A LITTLE OVER 42%.

PRIORITY THREE RESPONSE TIMES HAVE INCREASED 53% AND THEN PRIORITY FOURS HAVE INCREASED OVER 30%.

NOW THE SWORN STAFFING LEVELS, IN COMBINATION WITH THE INCREASING PRIORITY CALL VOLUMES, ARE ALSO CONTRIBUTING TO THE RISE IN RESPONSE TIMES.

NOW, TO HELP DEPICT THIS, WE TOOK A LOOK AT OUR STAFFING LEVELS COMPARED TO PRIORITY ONE CALLS SINCE 2011.

AND SO WHAT WE SAW WAS THAT SINCE 2011, OUR PRIORITY ONE, TOTAL PRIORITY ONE CALLS HAVE INCREASED OVER 70%, WHILE OUR SWORN STAFFING LEVEL HAS DECREASED BY 10%.

NOW, KEEP IN MIND THAT THE END OF 2023 IS JUST A PROJECTION BASED ON ABOUT A 6% INCREASE, ESTIMATED INCREASE FOR PRIORITY ONE CALLS

AND OBVIOUSLY THE SWORN STAFF IN, EVEN THOUGH I BELIEVE WE'RE APPROVED FOR 3215 SWORN OFFICERS, THAT IS JUST AN ESTIMATE.

BUT I KNOW THAT THE RECRUITING TEAMS ARE DOING A GREAT JOB AND REALLY FOCUSING IN ON OUR RECRUITING EFFORTS OVERALL.

NOW LET'S REVIEW OUR USE OF THE DALLAS ONLINE REPORTING SYSTEM AND THE PHONE REPORTING PROCESS.

SO FROM 2019 THROUGH 2022, AN AVERAGE OF 19% OF ALL CALLS FOR SERVICE THAT WERE DISPATCHED WHERE AN OFFICER WENT TO THESE SCENES WERE PHONE OR DOORS ELIGIBLE, THOUGH WE'VE SEEN A MODEST DECREASE OF OFFICERS BEING DISPATCHED FOR TO THESE ELIGIBLE CALLS SINCE DOORS WAS IMPLEMENTED IN JUNE OF 2019.

WE STILL ARE SPENDING AN AVERAGE OF 135 HOURS ON CALLS THAT ARE DOORS OR PHONE ELIGIBLE AT THIS POINT.

WE'LL TALK ABOUT THAT STATISTIC LATER.

SO TO HELP US BETTER ANALYZE HOW WE CAN MORE EFFECTIVELY LEVERAGE THESE TWO SYSTEMS IN 2020, WE EMPLOYED KPMG TO PROVIDE US WITH SOME RECOMMENDATIONS.

NEXT SLIDE. SO THEIR REPORT, IN ESSENCE, RECOMMENDED THE DIVERSION OF CERTAIN TYPES OF NON-EMERGENCY CALLS TO DOORS AND TO OUR PHONE REPORTING PROCESS.

MOST OF THESE THAT ARE ON THE SCREEN RIGHT NOW HAVE BEEN IMPLEMENTED.

HOWEVER, RECOMMENDATIONS IN IN SUCH AS UNAUTHORIZED USE OF MOTOR VEHICLE COMPLAINANT AND ROBBERIES ARE STILL UNDER REVIEW. AND WE'LL TALK A LITTLE BIT MORE ABOUT THAT IN A LATER SLIDE.

SO KPMG ALSO RECOMMENDED THAT WE DIVERT CERTAIN TYPES OF CALLS TO OTHER AGENCIES AND THROUGH SEVERAL PARTNERSHIPS, WE'VE DONE A LOT OF WORK ON THAT.

SO WHAT HAVE WE DONE SO FAR? PARKING VIOLATIONS AND STREET BLOCKAGES WERE TRANSFERRED FROM DPD TO OUR TRANSPORTATION DEPARTMENT IN AUGUST OF 22 AND JANUARY OF 23, RESPECTIVELY. NOW, WHAT WE'RE ANTICIPATING IS THAT WE'RE GOING TO SAVE ABOUT 13,500 PATROL HOURS THROUGH THIS DIVERSION PROCESS, WHICH IN ESSENCE, THROUGH THIS COOPERATIVE EFFORT, WE SHOULD SAVE THE PATROL TIME, ABOUT 6.5 OFFICERS OR $878,000 PER YEAR IN IN 2022 CALLS THAT WERE DIVERTED TO THE DORS PLATFORM AND TO THE PHONE REPORTS LED TO AN ESTIMATED SAVINGS OF 51,000 PATROL HOURS OR 24.6 PATROL OFFICER TIME.

AND AGAIN, IT TRANSLATES TO ABOUT $3.3 MILLION AS WELL.

IN ADDITION, RIGHT, CARE TEAMS WERE CREATED TO HELP TO ASSIST US WITH SOME OF THE MENTAL HEALTH CALLS.

AND HERE IN MAY, WE IMPLEMENTED A NEW TOW PROGRAM THAT SHOULD MORE EFFICIENTLY GET OFFICERS BACK INTO INTO SERVICE TO BE ABLE TO RESPOND QUICKER TO OTHER CALLS.

SO WE'RE EXCITED ABOUT THAT NEW SYSTEM AS WELL.

IT'S GOING TO BE MORE EFFICIENT FOR THEM TO COMPLETE THE ONLINE REPORT OR COMPLETE THE OVER THE PHONE REPORT SO THAT THEY CAN START THE PROCESS OF THEIR RECOVERY FOR WHATEVER LOSS OCCURRED DURING THE INCIDENT.

NOW, IT'S JUST BECAUSE WE REPORT IT THROUGH THESE METHODS.

EVERYONE SHOULD UNDERSTAND THAT IT DOES NOT CHANGE THE THE INVESTIGATIVE PROCESS.

THE SAME OF FOLLOW UP UNITS ARE NOTIFIED AND THEY THEY COMPLETE THEIR INVESTIGATION AS IS STANDARD THROUGH ANY POLICE REPORT THAT'S FILED.

ANOTHER POSSIBLE BENEFIT IS THAT WITH ADDITIONAL OFFICER AVAILABILITY TIME, WE MAY BE ABLE TO EXPAND VIOLENT CRIME GRID EXPANSIONS. NEXT SLIDE, PLEASE.

SO WE'VE LOOKED AT OTHER CITIES THAT ARE COMPLETING SIMILAR PROCESSES.

AND SO LOS ANGELES, PHENIX, SAN DIEGO, EL PASO, AUSTIN, HOUSTON, FORT WORTH ARE ALL CITIES THAT ARE UTILIZING THESE TYPES OF PROCESSES AS THEIR PRIMARY METHOD TO REPORT THESE NON-EMERGENCY CALLS.

AND SO, YOU KNOW, WITHOUT DELVING IN SPECIFICALLY AS TO WHICH ONES OF THOSE ARE ACTUALLY SPECIFIC VIOLENT CRIMES, THE ACTUAL CALL OUT FOR THE OFFICERS IS A IS A PRIORITY ONE, A HIGH PRIORITY CALL? I MEAN, DO YOU THINK THAT WE'RE JUST HAVING MORE PEOPLE CALLING FOR THE SAME INCIDENT? LIKE INSTEAD OF ONE PERSON CALLING FOR ONE CRIME, YOU'VE GOT TEN PEOPLE ALL CALLING FOR THE SAME THING?

AND NUMBER TWO, THIS IS WHAT WE'RE TRYING TO ACCOMPLISH.

WE'RE TRYING TO ACCOMPLISH TO GIVE OUR OFFICERS AND OUR MEN AND WOMEN MORE TIME TO DO MORE THINGS THAT ARE MORE CRITICAL AND MORE HIGHER PRIORITY TO OUR RESIDENTS.

ABSOLUTELY. AND THAT'S EXACTLY WHAT I WHAT I WANT TO HEAR.

THE MAIN POINT OF THIS IS CLARITY IS UNDERSTANDING FROM THE CONSTITUENT, FROM OUR CITIZENS, OUR NEIGHBORS OR RESIDENTS WHAT'S GOING TO HAPPEN WHEN THEY CALL.

AND SOME UNDERSTANDING RIGHT NOW IT'S JUST NOT HAPPENING.

THERE'S THE MISS EXPECTATION IS WHAT CAUSES THE PROBLEMS IN OUR COMMUNITY WHEN WE WE THINK WE'RE REPORTING SOMETHING AND DPD WE KNOW NO ONE'S GOING TO SHOW UP OR THEY'RE NOT GOING TO SHOW UP FOR 5 OR 6 HOURS.

AND THAT'S NOT COMMUNICATED EFFECTIVELY.

THE CLARITY IS WHAT I BELIEVE WE NEED TO BE WORKING ON FROM THIS MISSION AND THIS PILOT.

AND AS WE'RE WORKING THROUGH DOORS AND OPERATING LIKE IT'S I MEAN, WHEN YOU CALL AND WAIT FOR WHATEVER INSERT COMPANY HERE, THEY SAY EXPECT TO WAIT 15 MINUTES OR WHATEVER.

I'VE BEEN HAVING THIS CONVERSATION FOR A LONG, LONG TIME AND WE HAVE WE CAN'T GET THERE, I GUESS, FROM FROM OUR TECHNOLOGY AND OUR AVAILABLE RESOURCES AT THE CITY.

IT'S GOING TO BE THIS AND IT'S GOING TO TAKE THIS LONG AND THAT'S IT.

AND AND AS LONG AS WE HAVE CLARITY, I THINK WE CAN WORK THROUGH ALL OF THESE THINGS.

THE PROBLEM IS WHEN I SET AN EXPECTATION THAT SOMEONE'S GOING TO RESPOND OR I HAVE MY OWN INTERNAL EXPECTATION AND IT'S NEVER DEALT WITH AS TO WHY OR WHATEVER, I'M JUST GOING TO GET MADDER AND MADDER AND CALL MY COUNCIL MEMBER AND CUSS HIM OR HER OUT ANYWAY.

AND THEN EVENTUALLY THAT GETS TO ME.

SO YES, I DO RECOGNIZE THAT, YOU KNOW, COUNCIL MEMBER I'LL SAY OUR CHAIR.

I'LL SAY, YOU KNOW, OFTENTIMES THERE'S A LEADERSHIP MANTRA THAT SAYS THAT OFTENTIMES IT ISN'T THE ORDER ITSELF THAT CALLS IT THE HEARTBURN.

IT'S THE MANNER IN WHICH IT'S CONVEYED THAT DOES THIS IS NO DIFFERENT.

I THINK THIS IS PART OF THE REASON WHY WE'RE GOING TO START OUR MARKETING PERSPECTIVE, BECAUSE YOU'RE CORRECT.

WE'RE ALSO LOOKING AT, QUITE FRANKLY, MAYBE POSSIBLY TECHNOLOGY TO BE ABLE TO UPDATE RESIDENTS AS TO WHAT THE CALL WEIGHT WOULD BE.

YOU KNOW, AS YOU KNOW, AT ALL YOUR COMMUNITY MEETINGS.

AND WE GET TREMENDOUS SUPPORT FROM THE COMMUNITY AND THEM UNDERSTANDING THE BANDWIDTH OF THE DEPARTMENT.

AND SO I DON'T THINK IT'S NECESSARILY THAT I THINK IT'S THE IS SETTING THE EXPECTATION AND COMMUNICATING CLEARLY MORE CLEARLY WITH THEM.

AND SO THAT'S CERTAINLY SOMETHING THAT WE WILL CONTINUE TO DO, NOT JUST ON DOORS, BUT REALLY LOOKING FOR TECHNOLOGY BECAUSE NOT EVERYTHING IS GOING TO DOORS.

RIGHT? THEY'RE STILL GOING TO BE TIMES WHERE CALLS FOR SERVICE ARE GOING TO BE EXTENDED.

AND TO THE EXTENT THAT OUR RESIDENTS KNOW AND I CAN'T BELIEVE THERE ISN'T TECHNOLOGY OUT THERE THAT THAT ENABLES RESIDENTS TO KNOW, CALL TIMES AND THINGS OF THAT NATURE.

THOSE ARE THE THINGS THAT WE'LL BE LOOKING INTO AS WELL.

YEAH, AND JUST BECAUSE I REPORT IT ONLINE DOESN'T MEAN I'M NOT GOING TO GET A RESPONSE, RIGHT? LIKE THE RESPONSE IS GOING TO HAPPEN.

I THINK THAT'S THAT'S THE PERCEPTION YOU GET TO IS, HEY, I'M JUST GOING THROUGH THAT.

AND THEN IT GOES INTO AN ETHER AND MAYBE I GET SOMETHING, MAYBE I DON'T.

BUT LIKE, LET THERE BE CLEAR WHAT THE RESPONSE IS AND HERE'S WHAT WE'RE DOING ABOUT IT.

AND I MEAN, THE IDEA IS WE'RE ABLE TO RESPOND BETTER AND MORE STRATEGICALLY ONCE WE GO THROUGH THIS.

YOU WILL LEARN MORE ABOUT THOSE DURING THE PRESENTATION AND YOUR PRESENTERS TODAY WILL BE EXECUTIVE CHIEF RANDALL STIDHAM, AS WELL AS ADMINISTRATION CAPTAIN ROBERT BOSCH.

THAT'S IT. WE CURRENTLY HAVE 59 FIRE STATIONS WHICH HOUSES 58 FIRE ENGINES, 23 LADDER TRUCKS.

WE HAVE 46 FRONTLINE AMBULANCES AND FIVE PEAK AMBULANCES, AS WELL AS NUMEROUS PIECES OF SPECIALTY EQUIPMENT.

NEXT SLIDE. DURING FISCAL YEAR 2022, WE MADE ALMOST 290,000 RESPONSES.

85% OF THOSE RESPONSES WERE MS RELATED.

WE'RE WITHIN 5% OF OUR 90% GOAL ON BOTH OF OUR FIRST TO ARRIVE ENGINE AT A STRUCTURE FIRE, AS WELL AS OUR ALS AMBULANCE ARRIVAL ON MEDICAL CALLS.

OUR AVERAGE UTILIZATION RATE FOR OUR AMBULANCE IS AROUND 38%.

NEXT SLIDE. SINCE 2017, WE HAVE ADDED SIX AMBULANCES TO FRONTLINE FIRE ENGINES AND ONE LADDER TRUCK, AND OUR CALL VOLUME HAS INCREASED ABOUT 15 15.4% DURING THAT TIME FRAME.

DURING 2022.

WE ALSO LAUNCHED OUR SINGLE FUNCTION PARAMEDIC PROGRAM IN ORDER TO INCREASE STAFFING ON OUR PEAK RESCUES AND ALSO TO INCREASE THE NUMBER OF UNITS FOR AVAILABILITY.

NEXT SLIDE. IN 2020, WE STARTED LOOKING AT THE FUTURE, TRYING TO LOOK TOWARDS THE 2024 BOND ELECTION. WE DIDN'T HAVE A WAY OF DETERMINING STATION LOCATIONS AT THAT TIME.

HISTORICALLY, BACK MANY YEARS AGO, THEY WOULD THEY WOULD PLACE STATIONS ABOUT A MILE AND A HALF FROM EACH OTHER.

AND THEY LOOKED AND THEY LOOKED IF THEY WERE GOING TO ADD A LADDER TRUCK, THEY WERE LOOKING AT ABOUT TWO AND A HALF MILES BETWEEN.

LIKE I SAID, WE DIDN'T HAVE ANY WAY OF DETERMINING IT, BUT WE KNEW WE HAD A LOT OF DATA AVAILABLE.

SO BUT WE DIDN'T KNOW IF WE REBUILT THE STATION, IF IT'D BE IN THE PROPER LOCATION, OR COULD WE MOVE IT ONE WAY, ONE DIRECTION OR THE OTHER, AND WHAT KIND OF IMPACT THAT WOULD HAVE.

SO WE PARTNERED WITH HARVARD UNIVERSITY ON A CAPSTONE PROJECT FOR SOME OF THEIR MASTER'S IN DATA ANALYTICS STUDENTS.

I WORKED WITH OUR DATA TEAM AND THE STUDENTS THROUGHOUT THE FALL OF 2019 ON THIS PROJECT TO DETERMINE THE CRITERIA FOR THE STUDY AND FOR THEM TO COMPLETE THE STUDY.

AS WE WENT THROUGH THE PROJECT, ONE OF THE LOCATIONS THAT THEY IDENTIFIED WAS DIRECTLY ON TOP OF WHERE FIRE STATION 59 WAS EVENTUALLY BUILT.

SO WE KNEW WE WERE ON THE RIGHT TRACK WITH OUR DATA.

IN 2020, THE PANDEMIC HIT AND IT KIND OF REDIRECTED EVERYTHING WE DID FOR A PERIOD OF TIME.

NEXT SLIDE. SO IN 2022, I REACHED OUT TO DR.

ANDREW OK AND HER TEAM TO SEE IF THEY COULD HELP US UPDATE THAT DATA AND TO MAKE SURE IT WAS CURRENT AND ALSO TO MAKE SURE THAT OUR PROGRAM COULD BE UPDATED AS NEEDED.

BECAUSE WHEN WE GOT THE INFORMATION BACK FROM HARVARD, IT WAS JUST A PDF DOCUMENT, SO WE DIDN'T HAVE ANY OF THE THE BACK END DATA OR THE PROGRAMING NEEDED TO KEEP IT UPDATED.

SO AS WE'RE WORKING THROUGH IT, WE USE CRITERIA FROM THE HARVARD STUDY, AND WE ALSO ADDED A CHANGE OVER TIME RESPONSE METRIC BETWEEN 2019 AND 2021.

AND WE ALSO ADDED AN EQUITY ATLAS SCORE METRIC.

SO WE KNEW THAT IT WAS GOING TO KIND OF LEAN THAT DIRECTION, IF YOU WILL.

SO THAT'S THE GOOD THING ABOUT WHAT WE DID.

SO WE CAN ALWAYS UPDATE THIS DATA QUICKLY BEFORE THAT, BEFORE DR.

ABOUT NINE, 9 MILLION? YES, MA'AM. AND THAT'S ALL IN WITH EQUIPMENT AND EVERYTHING? YES, MA'AM. NOT WELL NOW, NOT WITH THE ENGINE OR AMBULANCE, BUT JUST THE STATION ITSELF.

AND THAT'S THAT'S IF WE DON'T HAVE TO ACQUIRE THE LAND.

OKAY. SO MAYBE I GOT THAT FROM A DIFFERENT PLACE.

SO 8 OR 9 MILLION.

I MEAN, WE COULD AFFORD TO DO THAT OUT OF OUR GENERAL FUND IF WE DIDN'T PUT ALL OF THOSE IN THE BOND.

I THINK IT'S IMPORTANT TO LOOK AT FIRST PURCHASING THE LAND AND THEN, LIKE YOU SAID, AS WE SEE US ACQUIRING ONE PIECE OF LAND, PUTTING A STATION THERE, SEEING WHAT HAPPENS AROUND IT, AND THEN CONTINUE TO EXPAND AS WE GO.

AND IF I COULD ADD TO THAT, SO THE NUMBER ONE SITE WAS IN SOUTH DALLAS, RIGHT? AND YEAH, OUR OLD SEEING LUKE 12, THE SECOND ONE WAS IN FAR NORTHEAST DALLAS.

AND SO AND THEN THE THIRD SITE, WHICH IS AT ILLINOIS AND HAMPTON IS A LITTLE FURTHER WEST AND AND SOUTH.

SO THERE THESE ARE THEY LOOK CLOSE TOGETHER ON THIS MAP, BUT THEY'RE ACTUALLY QUITE, QUITE FAR APART.

OKAY, WELL, LOOK, WE GOT TO MAKE SURE YOU CAN GET TO EVERYBODY IN A TIMELY BASIS, AND I'M 100% FOR THAT.

WE ARE SEEING A LOT OF LAND THAT IS BEING DEVELOPED IN VERY DENSE MANNERS AND WITH THAT WE HAVE MULTIPLE AMBULANCES AND FIRE TRUCKS THAT ARE REQUIRED TO GO TO ONE CALL BECAUSE OF IT MIGHT BE AN APARTMENT COMPLEX OR MIGHT BE IN A HIGH RISE.

AND SO REALLY WANT TO MAKE SURE THAT AS WE'RE PROJECTING WHERE WE NEED THESE NEW FIRE STATIONS, THAT WE'RE KEEPING THAT IN MIND.

ALSO WANT TO BE VERY OPEN MINDED ABOUT EXPLORING POSSIBILITIES BETWEEN PUBLIC AND PRIVATE PARTNERSHIPS ON NEW DEVELOPMENT THAT COMES INTO THE DOWNTOWN AREA, BUT ALSO LOOKING AT OUR EXISTING STATIONS WITHIN THE CBD AND EITHER REDEVELOPING THOSE OR DOING SOME SORT OF PARTNERSHIP.

AGAIN, WHERE WE HAVE AFFORDABLE HOUSING ABOVE THESE FIRE STATIONS THAT CAN ACTUALLY BE RENTED OUT TO OUR FIRST RESPONDERS.

AS YOU ARE AWARE, IN THE EARLY MORNING HOURS OF WEDNESDAY, MAY 3RD, THE CITY'S SECURITY MONITORING TOOLS NOTIFIED OUR SECURITY OPERATIONS CENTER OF THE PRESENCE OF RANSOMWARE IN THE CITY'S IT ENVIRONMENT.

OUR SECURITY TOOLS TOOK PROACTIVE MEASURES TO ATTEMPT TO QUARANTINE THE RANSOMWARE AND TO PREVENT ITS ADDITIONAL SPREAD IN THE ENVIRONMENT.

IN THE IMMEDIATE RESPONSE, THE CITY'S IT TEAM TOOK ADDITIONAL MEASURES TO BRING SYSTEMS, SERVICES AND DEVICES OFFLINE AND OFF THE NETWORK IN ORDER TO

PREVENT THE FURTHER SPREAD OF THIS MALICIOUS SOFTWARE.

AS I BEGIN THESE REMARKS THIS AFTERNOON, I KNOW EVERYONE IS LOOKING FOR ANSWERS TO A VARIETY OF QUESTIONS, BUT I DO NEED TO MAKE CLEAR THAT FIRST AND FOREMOST, THE CITY IS EXPLORING ALL OPTIONS TO REMEDIATE THIS INCIDENT.

HOWEVER, THIS IS AN ONGOING CRIMINAL INVESTIGATION AND THE CITY CANNOT COMMENT ON SPECIFIC DETAILS RELATED TO THE METHOD OR MEANS OF THE ATTACK.

THE MODE OF REMEDIATION OR POTENTIAL COMMUNICATIONS WITH THE PARTY LAUNCHING THE ATTACK.

DOING SO RISKS IMPEDING THE INVESTIGATION OR EXPOSING CRITICAL INFORMATION THAT CAN POTENTIALLY BE EXPLOITED BY THE ATTACKER.

AS SUCH, THE AMOUNT IN DEPTH OF INFORMATION THAT I CAN PROVIDE DURING THIS PUBLIC SESSION IS LIMITED, AND AT THE CONCLUSION OF THIS PUBLIC SESSION, A CLOSED EXECUTIVE SESSION WILL BE HELD WITH THE COMMITTEE MEMBERS WHERE FURTHER INFORMATION WILL BE PROVIDED.

RANSOMWARE IS A TYPE OF MALICIOUS SOFTWARE OR MALWARE THAT THREATENS TO LOCK AN ORGANIZATION'S DATA IN EITHER PUBLICLY RELEASE IT OR PERMANENTLY BLOCK ITS ACCESS UNTIL A PAYMENT IS RENDERED.

THE MOST COMMON RANSOMWARE ATTACKS ARE INITIATED BY EITHER EXPLOITING VULNERABILITIES IN SOFTWARE USING WEAK OR DEFAULT CREDENTIALS, OR THROUGH A SOCIALLY ENGINEERED CAMPAIGN, OFTEN A PHISHING OR SPEAR PHISHING CAMPAIGN THAT IS DESIGNED TO TRICK USERS INTO DOWNLOADING MALWARE OR SHARING THEIR CREDENTIALS.

MAKE NO MISTAKE, A RANSOMWARE ATTACK IS A CRIMINAL ACT THAT'S PERPETRATED AGAINST THE CITY AND A GROWING THREAT TO ORGANIZATIONS BOTH PUBLIC AND PRIVATE.

UPON NOTIFICATION FROM OUR SECURITY MONITORING TOOLS, CITY IT STAFF IMMEDIATELY INITIATED THE CITY'S INCIDENT RESPONSE PLAN, ASSEMBLED THE INCIDENT RESPONSE TEAM, AND INITIATED OUR RESPONSE TO THIS ATTACK.

AS PART OF OUR INCIDENT RESPONSE PLAN, THE CITY HAS MET ALL OF ITS OBLIGATIONS FOR NOTIFICATION.

THESE INCLUDE NOTIFICATIONS TO THE MAYOR AND CITY COUNCIL AND ALONG WITH NOTIFICATIONS TO STATE AND FEDERAL AUTHORITIES AND TO OUR CYBER INSURANCE PROVIDER.

SINCE THE BEGINNING OF THE INCIDENT, WE HAVE ESTABLISHED AND MAINTAINED ONGOING COMMUNICATIONS WITH FEDERAL AND STATE AUTHORITIES AS WE INVESTIGATE THIS INCIDENT AND WORK TO RECOVER FROM IT.

THOSE AUTHORITIES HAVE BEEN EXTREMELY HELPFUL IN OUR EFFORTS AND AGAIN, CONTINUE TO MAKE CONTACT WITH US AND WORK WITH US DURING THE INCIDENT.

IN A RANSOMWARE ATTACK, THE FIRST STEP IS RESPONDING TO THE ATTACK ITSELF AND STOPPING THE PROPAGATION AND THE IMPLANTATION OF THE MALICIOUS SOFTWARE IN YOUR ENVIRONMENT.

THAT'S WHY WE TOOK THE PROACTIVE STEPS TO TAKE SYSTEMS, SERVICES AND DEVICES OFFLINE.

BY DOING SO, BY ISOLATING THOSE SYSTEMS AND THOSE SERVICES, IT PREVENTS THE IMPLANTATION OF THE MALWARE IN THOSE SYSTEMS. SO IN OUR RESPONSE, WE IMMEDIATELY TOOK DOWN THOSE SYSTEMS TO BE ABLE TO PREVENT FURTHER SPREAD.

WHILE THIS IS DISRUPTIVE TO BUSINESS OPERATIONS, THIS IS A BEST PRACTICE AND IT'S A NECESSARY STOP TO LIMIT THE OVERALL IMPACT OF THE ATTACK.

THE SECOND STEP IN RESPONDING TO A RANSOMWARE ATTACK IS TO FIND THE SOURCE OF THE ATTACK.

UNDERSTAND HOW IT WAS INTRODUCED INTO YOUR ENVIRONMENT AND TO USE THAT INFORMATION TO PUT IN PLACE ADDITIONAL DEFENSIVE MEASURES.

THE INFORMATION ABOUT THE ATTACK AND HOW IT WAS PERPETRATED IS VERY IMPORTANT TO DEFEND YOURSELF AGAINST FURTHER ATTACK.

AND THEN THE THIRD STEP IS TO SCOUR THE ENVIRONMENT TO FIND EVERY INFECTED DEVICE SYSTEM OR SERVICE.

ONCE AN ENVIRONMENT HAS BEEN INFECTED, THERE REALLY IS NO WAY TO GUARANTEE THE RANSOMWARE IS GONE UNLESS DEVICES AND APPLICATIONS HAVE BEEN COMPLETELY WIPED OR WHOLLY REPLACED. COMPLETELY REIMAGING OR REPLACING THE ORIGINAL SERVERS AND APPLICATIONS IS ABSOLUTELY NECESSARY BEFORE REATTACHING THEM TO THE NETWORK AND RESTORING THOSE SERVICES.

THIS HAS TO BE DONE IN A VERY DELIBERATE AND THOROUGH MANNER OR RISK FURTHER INFECTION WITHIN YOUR NETWORK.

THIS IS THE OVERALL PROCESS THAT WE'RE ENGAGED IN NOW AS WE ARE ABLE TO BRING SERVICES BACK ONLINE AND SERVICES ARE RESTORED.

WE PLAN TO DO THAT AS THEY COME BACK ONLINE.

SO WE'RE NOT WAITING UNTIL WE'VE REVIEWED EVERYTHING.

IN ADDITION, THE OTHER DEPARTMENTS ACROSS THE CITY WHO HAVE IT PROFESSIONALS WITHIN THEIR DEPARTMENT HAVE ALSO LENT THEIR SUPPORT AND PROVIDED STAFF RESOURCES TO ASSIST IN OUR RECOVERY EFFORTS.

THE RESPONSE FROM OUR CITY'S VENDORS HAS BEEN TREMENDOUS.

THEY HAVE MOVED TO QUICKLY DEPLOY THE RESOURCES NEEDED TO ASSESS THEIR APPLICATIONS AND PROVIDE THE CITY THE SUPPORT THAT IT NEEDS TO GO THROUGH THIS PROCESS.

THESE TEAMS ARE WORKING AROUND THE CLOCK AND HAVE BEEN SINCE THE MORNING OF MAY 3RD IN ORDER TO RESTORE THE SERVICES AS QUICKLY BUT AS SAFELY AS POSSIBLE.

AT THE SAME TIME THAT WE ARE WORKING ON RESTORING SERVICES, WE ALSO CONTINUE TO SUPPORT THE INVESTIGATION THAT WILL DETERMINE AND VALIDATE THE SOURCE OF THE ATTACK, HOW IT WAS INITIATED AND OTHER IMPORTANT INFORMATION.

WE KNOW, TOO, THAT MANY PEOPLE, BOTH FROM THE PUBLIC AND EMPLOYEES OF THE CITY, HAVE QUESTIONS ABOUT WHETHER WHETHER ANY OF THEIR PERSONAL OR FINANCIAL INFORMATION HAS BEEN EXPOSED. WE ALSO MONITOR THE DARK WEB FOR ANY PRESENCE OF CITY OF DALLAS DATA.

I THINK WITHOUT IT WE WOULDN'T HAVE UNDERSTOOD REALLY ALL OF THE DIFFERENT THINGS YOU'VE BEEN WORKING ON TO HELP SECURE THE NETWORK AND HOW FORTUNATE WE ARE THAT SOME OF THOSE WERE IMPLEMENTED. AND THIRD, I WANT TO SAY THANK YOU FOR ALL THE UPDATES DURING THIS PROCESS.
