I'M HERE TO TALK ABOUT OUR DEVELOPMENT OFF OFER, UH, WHICH ALSO KIND OF COINCIDES WITH THE PARKS MASTER PLAN OF TAYLOR FIELDS.

UH, WITHIN THE HANDOUT, YOU CAN SEE SEVERAL THINGS AND AREA WHERE OUR SITE IS, UH, THE MASTER PLAN OF TAYLOR FIELDS, UM, AS WELL AS SOME RENDERINGS, WHAT WE, WE PLAN ON PUTTING THERE.

SO, UH, WE'VE BEEN IN COMMUNICATION WITH, UH, NOT ONLY THE BOARD, BUT ALSO OUR STAFF IN DISCUSSING THE, UH, SEVERAL THINGS.

ONE, THERE'S A STREET RUNNING THROUGH OR SITE BY PARISH STREET, WHICH WE'RE TRYING TO ABANDON.

UM, AND WE'RE NEGOTIATING THAT ABANDONMENT ALONGSIDE, UH, THE PARKS DEPARTMENT.

UM, SO WE HAVE, UH, OFFERED THE PARKS, UM, A, A, UH, FINANCIAL GESTURE IN ORDER TO, UH, HAVE THEM REMOVE THE ABANDONMENT OF, OF OUR, OF PARISH.

SO WHAT WE'RE, WHAT WE'RE OFFERING, UH, IS, UH, 1.2 MILLION FOR THE ABANDONMENT.

UH, WE'RE OFFERING, UH, AN ADDITIONAL, UH, $800,000 TO DESIGN, HELP THE PARKS DESIGN THE ACTUAL TAILORED FOOT PARK, WHICH THAT DESIGN THAT HAS BEEN APPROVED BY PARK STAFF IS ALSO, UH, IN THE PRESENTATION AS WELL.

UH, AS WELL AS, UH, CONSTRUCT THE PARKING ASSOCIATED WITH THAT PARK.

SO, ALL IN, WE ARE ASKING TO CONTRIBUTE ROUGHLY 3 MILLION ON TOP OF, UH, WHENEVER WE START CONSTRUCTION, HAVING OUR, OUR GENERAL CONTRACTOR PLEASE PACK THAT LAND FROM THE PARKS AND TO BE, UH, ALLOCATED TO THE, THE FUTURE TABLE FIELDS.

SO, UM, REALLY THAT'S THE ASK.

I'M HERE ON BEHALF PHILLIP KINGSTON BEHALF OF THE WOODFIELD DEVELOPMENT PROPOSAL MADE POINT.

ITS IMPORTANT THAT THIS PROPOSAL, WHICH IS BOARD'S REMOVE OBJECTION TO THE ABANDONMENT OF PARIS STREET AND TO ALLOW WOODFIELD TO DO ITS DEVELOPMENT AND TO ALSO SIMULTANEOUSLY DEVELOP TAYLOR FUEL JUST FOR THE NORTH OF WOODFIELD DEVELOPMENTS.

WE NEED TO HAVE THIS MATTER PLACED AS AN AGENDA ITEM ON UPCOMING UPCOMING BOARD.

SO BE APPROVED AND PUT BEFORE THE, UH, BOND ELECTION 2024 BOND ISSUE ELECTION.

DOING THAT, WE'LL GET THE DEVELOPMENT OF THE TAYLOR FIELD AS EFFECTIVELY AND AS QUICKLY AS POSSIBLE.

UH, THE WOODFIELD DEVELOPMENT IS

GOING TO PROVIDE APPROXIMATELY 300, UH, APARTMENT UNITS, HOUSE, WHICH IS MUCH NEEDED, UH, HOUSING.

AND THEY FIELD, UH, THE PARK THAT IS PROPOSED AS AN ASPIRATIONAL PARK THAT'S ALREADY IN THE DALLAS ASTRO PARK PLAN.

THE DOWNTOWN HUNTER PARK PLAN AND MEETS THE INITIATIVE OF THE MAYOR TO DEVELOP PARKS IN THE AREA.

UH, THE AMOUNT OF MONEY THAT IS BEING PROPOSED BY WHAT ACTUALLY IS UPWARDS OF 4.3 MILLION, CAUSE YOU, YOU WILL HAVE THE ABILITY TO HAVE THE ABANDONMENT OF THUMBS AS WELL AS THE LEASE BACK OF THE LAND BY THE, BY THE CONTRACTOR ALL BEING DIRECTED TOWARDS THE WELL BY PARK.

UM, THIS WOULD BE THE MOST EFFICIENT WAY TO GET THE PARK DEVELOPED, WOODFIELD ARM DONE, AND PLAN FOR THE PARK.

AND THE BOARD HAS ALL BEEN SIGNED UP ON THAT PLAN.

I UNDERSTAND.

SO I THINK YOU NEED A LOT OF GOALS, BOTH FOR THE CITY AND FOR THE PARTS IN PARK.

SO WE'RE, THAT WILL REMOVE THE OBJECTION TO PARISH STREET, ALLOWED US TO GO FORWARD AS AN AGENDA ITEM ON UPCOMING BOARD MEETING SO THAT IT CAN GET ON THE 2024 ELECTION, IF YOU DO THAT CAUSE WOODFIELD ABILITY AND, AND READINESS DEVELOP PARK, WE'LL HAVE PLAYERS ON THE FIELDS AT PAY FIELDS IN 2025.

UH, MY NAME IS, SO I'M THE EXECUTIVE DIRECTOR OF THE LOOP.

UH, BUT I'M ACTUALLY HERE TODAY TO SUPPORT, UH, THE NORMA MASTER AGREEMENT THAT YOU'RE GOING CONSIDERING HERE, UH, SHORTLY.

UM, AND Y'ALL KNOW ME PROFESSIONALLY, I'M WORKING WITH ORVA, UH, FOR THE DEVELOPMENT OF A NEW PARK.

BUT I WANTED TO TELL A PERSONAL STORY ABOUT BBA AND WHY I THINK THIS IS AN AMAZING PARTNERSHIP BETWEEN A NONPROFIT THAT'S BEEN ACTIVE HERE IN DALLAS FOR OVER 30 YEARS, AND THE CITY, UH, BECAUSE WHEN I GRADUATED COLLEGE IN 2008, UH, THAT WAS THE TIME WHEN I BOUGHT MY FIRST BICYCLE.

UH, AND I DIDN'T REALIZE THAT YOU COULD RIDE BIKE AS AN ADULT, THAT YOU COULD RIDE THEM ON TRIPS.

AND SO I HAD JUST MOVED BACK, UH, FROM COLLEGE TO DALLAS AND STARTED RIDING THESE TRAILS, THESE BORDER TRAILS, AND THOUGHT, OH MY GOODNESS, THIS IS AMAZING.

UM, YOU KNOW, I CAN BE OUT IN NATURE.

I CAN DO THIS HEALTH AND WELLNESS, UH, AND I CAN MEET PEOPLE.

YOU KNOW, I STARTED MEETING A NEW FRIENDS GROUP, UM, BECAUSE OF THE FACT THAT, UH, YOU KNOW, I WAS INTO NEW THINGS AFTER BEING IN COLLEGE.

I WAS WANTING TO FOCUS MORE ON HEALTH AND WELLNESS AND RIDING.

AND THAT CHANGED MY LIFE.

UH, YOU KNOW, RIDING MOUNTAIN BIKES GOT ME TO WHERE I AM TODAY BECAUSE I LOVED IT SO MUCH.

I DECIDED I WANTED TO DO IT MORE AND MORE.

AND, YOU KNOW, AS I'VE DEVELOPED PROFESSIONALLY GOING INTO THE GOVERNMENT RELATIONS FIELD, I KEPT DOING THIS ON THE SIDE.

AND I THINK THAT THIS IS A GREAT OPPORTUNITY, UM, IN THE FUTURE AND GOING FORWARD WITH MORE AND MORE PEOPLE WANTING TO GET INTO MOUNTAIN BIKES, WANTING TO EXPERIENCE NATURE, EVEN IF THEY'RE NOT BIKERS, THEY CAN WALK, THEY CAN HIKE, THEY CAN BE ON THESE GREEN SPACES.

UM, AND SO THIS IS A REALLY PHENOMENAL PARTNERSHIP BETWEEN, UM, AN ORGANIZATION AND THE PARK DEPARTMENTS, UM, TO PROGRAM AREAS THAT OTHERWISE ARE REALLY DIFFICULT TO MAINTAIN.

YOU KNOW, THESE ARE HUGE TRACKS OF LAND Y'ALL ARE GONNA BE CONSIDERING LATER THIS YEAR.

THE ACQUISITION OF 290 ACRES FOR BIG CEDAR WILDERNESS.

AND BORBA IS, I THINK ONE OF THE, THE, YOU KNOW, MOST, UH, YOU KNOW, ATTRACTIVE PARTNERS FOR DEVELOPMENT OF THAT PARCEL.

UH, THE FINAL THING THAT I SAY IS THAT IT REALLY BRINGS TOGETHER A GREAT DIVERSE GROUP OF PEOPLE.

UM, SO MY HOME TRAIL IS BOULDER PARK, UM, OFF OF RED BIRD LANE.

I RIDE MY BIKE FROM MY HOUSE TO THAT TRAIL TO GO RIDE THE SINGLE TRACK THERE.

I THINK IT IS ONE OF THE, THE GYMS OF NORTH TEXAS.

UM, BUT USUALLY IN THE PARKING LOT WHEN YOU'RE, UH, THERE GETTING READY TO GO IN OR OUT, THERE ARE PEOPLE FROM ALL OVER THE CITY, ALL OVER THE METROPLEX, AND THEY'RE TALKING ALL DIFFERENT LANGUAGES.

I MEAN, THIS IS, I THINK, A REALLY GREAT, UM, ACTIVITY THAT BRINGS PEOPLE TOGETHER.

SAY, HEAR SPANISH, YOU'RE FRENCH A LOT OF TIME.

UH, I GUESS THERE'S A LOT OF FRENCH PEOPLE IN NORTH TEXAS WHO ARE RIDING MOUNTAIN BIKES, UH, AND THEN JUST OTHER LANGUAGES.

AND SO YOU'RE SEEING THIS HUGE DIVERSITY OF PEOPLE COMING TOGETHER TO EN ENJOY AND APPRECIATE, UH, SOMETHING THAT THE PARK SYSTEM HAS ALLOWED TO HAPPEN, BECAUSE THIS IS A REALLY UNIQUE, UH, PARTNERSHIP AND THAT STATES TO THIS WORK.

AND THESE 11 POSITIONS ARE DEDICATED SPECIFICALLY TO, UH, PATROLLING PARKS PERCENT OF THE TIME.

RECENTLY ONBOARDED A, UH, NEW CANDIDATE WHO STARTED LAST WEEK.

CANDIDATE AT THIS TIME WORKING DILIGENT WITH THE FIELD.

ON MARSHALL'S FRONT, YOU'LL SEE THAT THERE ARE 12 DEPUTY POSITIONS, TWO, TWO SERGEANTS, AND, UH, 10 DEPUTIES.

AND THEY ARE CURRENTLY FOUR, UH, VACANCIES AT THIS TIME.

AND, UH, AS REPORTED MARSHALLS ALSO WORKING VERY DILIGENTLY AND TO TRY TO FILL THOSE POSITIONS.

AND THEY MAY HAVE A MORE BASE FOR YOU COME UP.

JUST WANNA REMIND YOU ABOUT THE HOT PROTOCOL.

UM, ANY OF YOU ARE PROBABLY FAMILIAR WITH THIS.

AND THAT WAS RELATED, UH, SPECIFICALLY TO LOTS OF CITY HOLIDAYS AND TO RESCHEDULE OUR PARK RANGER HOLIDAYS, UH, VACATIONS AS WELL.

UH, SOMETIMES THEY LEAVE AS A FACTOR, UH, IN TERMS OF, UH, OUR RANGERS BEING OUT AND DIRECTLY IMPACTS OUR, UH, SITE VISIT NUMBERS IN ADDITION TO EARLY MOVING ON TO OUR INFRACTIONS.

UM, HOW WE'VE TYPICALLY PRESENTED THIS IN TODAY IS AN EXCEPTION.

WE PRESENTING TOP 10 PARTS, UH, BY INFRACTION COUNT.

AND YOU'LL NOTICE THAT THERE'S A GENERAL TREND FOR THE TOP THREE ROCK AND WILL YOU WEAR, UH, TYPICALLY THE TOP THREE.

AND THEN FROM THERE, KINDA A LITTLE BIT OF SEVERITY.

THERE WAS JUST A, YOU KNOW, NO COMMON THEME IN TERMS OF FOUR THROUGH, KINDA GIVE YOU A SNAPSHOT OF, UH, WHAT WE'RE SEEING IN THE PARK SYSTEM.

SO DRILLING DOWN THOSE INFRACTIONS TO THE

TOP FIVE INFRACTIONS THAT WE HAVE, UH, CITED OVER THE REPORTING PERIODS OFF LEASH CONTINUES TO BE THE NUMBER ONE INFRACTION THAT OUR PARK RANGERS ARE OBSERVING IN, UH, IN THE PARK SYSTEM.

WE'LL TALK A LITTLE BIT MORE ABOUT HOW WE'RE RESPONDING TO THAT LATER IN THIS PRESENTATION.

NOW AT THE BOTTOM WE WILL SEE, UM, WHERE WE'VE KIND OF AGGREGATED, UH, ALL OF THE INFRACTIONS BY COUNT ALL THE REPORTING PERIODS, SNAPSHOT, WHERE, SEE THE PARKING START THE TOP THREE.

SO DRILLING DOWN THOSE.

OKAY, GOING BACK TO THIS CHART AND TOP THREE DOGS OFF LEASH PARKING AND HOMELESS.

WE'VE DRILLED THOSE THREE INFRACTIONS DOWN TO KIND OF SHOW YOU WHERE THOSE ARE HAPPENING IN THE BARK SYSTEM.

SO THAT TOP GRAPH SHOWS YOU LOG OFF LE WHERE THOSE ARE OCCURRING, LEFT PARKING VIOLATION AND SPECIFICALLY SPECIFIC LOCATION, THE REPORTING PERIOD.

THE NEXT CHART SPEAKS ABOUT THE, UH, PARK RANGER COMPLIANCE RATES.

AND KEEP IN MIND THAT THESE ARE DIRECT INTERACTIONS THAT OUR PARK RANGERS ARE HAVING WITH PATIENTS IN THE PARK.

OF COURSE, THERE ARE OTHER THINGS THAT WE OBSERVE IN THE PARK SYSTEM THAT THIS CHARGE IS REPORTING THOSE DIRECT INTERACTIONS.

AND WE'RE HOVERING RIGHT AROUND THAT 90 PERCENTILE RATE, WHICH IS PRETTY CUSTOMARY FROM QUARTER TO QUARTER.

UM, I WANTED TO MOVE AS WELL AS FAR AS THE CITATIONS THAT ARE LISTED THERE.

THOSE ARE PRIMARILY NOT ALL FOR PARKING, THIS IS SPECIFICALLY FOR CAR RANGERS.

WE REPORTED WHEN WE CAME BEFORE YOU IN, UM, FEBRUARY, THAT WE HAD RECENTLY ROLLED OUT THE FLIGHT PATROL PROGRAM AND WE COMMITTED TO VENTURES AS WELL.

SO THAT'S WHAT THIS CHARGE REPRESENTED.

UM, IT WAS SECOND FEBRUARY WE ROLLED OUT PROGRAM.

SO BETWEEN THE SECOND WEEK OF FEBRUARY AND, UM, THE END OF MARCH, WE ABOUT 50 50 OR SO MILES OF, UH, TRAIL PATROL IN MIND THAT, UH, WE ARE RIGHT NOW COMMITTING TO PATROLLING TRAILS, UH, TWICE PER WEEK.

AND, UH, WE'RE PATROLLING REPAIRS FOR, FOR OUR SAFETY REASONS.

AND BY THE WAY, ON THAT, UH, THOSE LOCATIONS THERE, WE, WE DECIDED TO BEGIN THIS PROGRAM WITH, UH, FOCUSING ONAL, UH, HOT LOCATIONS.

BUT WE DO PLAN TO KIND OF MOVE THAT OUT TO OUR SYSTEM THIS TIME GOES.

WE HAD A SUSPECT WALK UP AND APPEARED TO TRY TO BREAK INTO THE VEHICLE.

THE PERSON DRIVING THE VEHICLE MOVED THE VEHICLE AND THAT'S WHEN THE SUSPECT OPENED FIRE AND STRUCK THE DRIVER KILLING HIM.

AND THE OTHER COMPLAINANT RAN AS A RESULT OF THAT INVESTIGATION.

WE HAVE IDENTIFIED A SUSPECT ON THAT SHOOTING IF THERE HAS BEEN ARREST WARRANT ISSUED FOR HIS ARREST.

BUT HE HASN'T BEEN ARRESTED AS OF THE SECOND ONE.

THE SECOND ONE OCCURRED MARCH THE 21ST.

AND THIS WAS IN THE 5,500 BLOCK OF WINDSLOW AVENUE THERE AT PARKVIEW PARK.

AND I BELIEVE YOU RECALL THIS WAS A ROAD RAGE INCIDENT WHERE THE COMPLAINANT WAS COMING OFF OF 30 TRAVELING WESTBOUND AND EXITED ONTO THE SERVICE ROAD.

AND WE, IT'S UNKNOWN SUSPECT SHOT, KILLED HER.

WE STILL DON'T HAVE ANY SUSPECT INFORMATION ON THIS PARTICULAR HOMICIDE.

THE DETECTIVES ARE STILL WORKING OF IT, BUT THAT'S WHAT WE'RE AT ON THAT.

WE HAD A RECENT HOMICIDE AND I REALIZED THAT THIS WASN'T IN THE SECOND QUARTER.

THIS OCCURRED APRIL THE 22ND AT LEASE PARK.

WHAT WE HAVE HERE IS WE HAVE AN INDIVIDUAL THAT WAS IN A VEHICLE.

FEW SUSPECTS APPROACHED HIM, THEY FIRED MULTIPLE ROUNDS AND THEY HIT THE COMPLAINANT.

THE COMPLAINANT HAD A PISTOL OF HIS OWN.

HE RETURNED FIRE STRIKING BOTH OF THE SUSPECTS.

ONE OF THE SUSPECTS IS DECEASED AND WE'RE CALLING THIS A JUSTIFIABLE HOMICIDE CAUSE THE INDIVIDUAL WAS PROTECTING HIMSELF.

AND WHAT WE'RE DISCOVERING IS THAT WE'RE TOTALLY, WE, WE HAVE TRULY UNDERFUNDED, WE HAVE PLACES LIKE MINNEAPOLIS, UH, MINNESOTA, WHERE THEY HAVE 158 PARKS.

THEY HAVE A FORCE OF, THEY HAVE 35 PARK POLICE AND THEY HAVE ANOTHER 20 AGENTS, WHICH IS THE SAME THING AS PARK RANGERS.

WE WENT DOWN TO SAN ANTONIO.

THEY HAVE A PARK POLICE OF 90 PERSON THERE FOR 258 PARK.

UH, SAME FOR HOUSTON AND AUSTIN.

WE'RE DISCOVERING OUR PARK SYSTEM'S MUCH LARGER.

WE HAVE 400 PLUS PARTS, 300, I MEAN 200 MILES OF THREE OF US.

WE ARE TOTALLY INADEQUATE, FUNDED FOR SECURITY.

AND SO WE'RE GONNA KEEP MAKING A PUSH.
