STANDING.UH, MAY 4TH, THURSDAY, MAY 4TH.
[Dallas Park and Recreation Board on May 4, 2023. ]
UH, WE CONVENE OUR DALLAS PARKS INTEGRATIONS, UH, MEETING TO ORDER, AND THANKS, UH, FOR EVERYONE TO BE HERE.THANKS, UH, DAWN FOR HOSTING US TO THIS HUNDRED AND SIX ACRE OLDEST, UH, AND THE BIGGEST, UH, ZOO IN TEXAS.
I THINK DOMINGOS, WERE HAVING THEIR BOARD MEETING
LOOKING FORWARD TO A VERY PRODUCTIVE DAY WITH THAT, OUR FIRST POINT OF BUSINESS, PUBLIC BUSINESS, ACTUALLY ONCE A WEEK.
UM, UH, MR. PRESIDENT, WE HAVE FOUR PUBLIC SPEAKERS WHO ARE REGISTERED.
UH, I WILL CALL THEIR NAMES AND THEY WILL COME UP TO THE PODIUM UP THERE TO SPEAK EACH, UH, AND LET ME READ THE SPEAKER GUIDELINES.
EACH SPEAKER WILL BE GIVEN THREE MINUTES TO SPEAK.
PLEASE DIRECT YOUR COMMENTS TO THE CHAIR, ONLY ANY SPEAKER WHO MAKES PERTINENT.
SIR, PLEASE KEEP THAT DOOR OPEN.
UH, ANY SPEAKER WHO MAKES PER PERSONAL IMPERTINENT, PROFANE OR SLANDEROUS REMARKS, OR BECOMES BOISTEROUS WHILE ADDRESSING THE PARK BOARD OR THROWS OBJECTS DURING THE MEETING WILL BE REMOVED IMMEDIATELY AND BARRED FROM THE MEETING.
THE FIRST SPEAKER IS ADAM SOTO.
GO UP TO THE PODIUM, PLEASE, AND MR. SOTO, YOUR THREE MINUTES BEGIN AND I'LL LET YOU KNOW WHEN THE TIME IS STOPPED.
WELL, GOOD MORNING, UH, CHAIR BOARD CHAIRMAN, UH, THANK YOU FOR YOUR TIME TODAY.
I'M WITH, UH, WOODFIELD DEVELOPMENT.
WE, UH, I SENT OUT A, A HANDOUT OR A VISUAL AID TO THE ENTIRE GROUP YESTERDAY.
UM, SO IT'S HAVE THAT, UH, PULLED UP ON YOUR COMPUTER.
I'M HERE TO TALK ABOUT OUR DEVELOPMENT OFF OFER, UH, WHICH ALSO KIND OF COINCIDES WITH THE PARKS MASTER PLAN OF TAYLOR FIELDS.
UH, WITHIN THE HANDOUT, YOU CAN SEE SEVERAL THINGS AND AREA WHERE OUR SITE IS, UH, THE MASTER PLAN OF TAYLOR FIELDS, UM, AS WELL AS SOME RENDERINGS, WHAT WE, WE PLAN ON PUTTING THERE.
SO, UH, WE'VE BEEN IN COMMUNICATION WITH, UH, NOT ONLY THE BOARD, BUT ALSO OUR STAFF IN DISCUSSING THE, UH, SEVERAL THINGS.
ONE, THERE'S A STREET RUNNING THROUGH OR SITE BY PARISH STREET, WHICH WE'RE TRYING TO ABANDON.
UM, AND WE'RE NEGOTIATING THAT ABANDONMENT ALONGSIDE, UH, THE PARKS DEPARTMENT.
UM, SO WE HAVE, UH, OFFERED THE PARKS, UM, A, A, UH, FINANCIAL GESTURE IN ORDER TO, UH, HAVE THEM REMOVE THE ABANDONMENT OF, OF OUR, OF PARISH.
SO WHAT WE'RE, WHAT WE'RE OFFERING, UH, IS, UH, 1.2 MILLION FOR THE ABANDONMENT.
UH, WE'RE OFFERING, UH, AN ADDITIONAL, UH, $800,000 TO DESIGN, HELP THE PARKS DESIGN THE ACTUAL TAILORED FOOT PARK, WHICH THAT DESIGN THAT HAS BEEN APPROVED BY PARK STAFF IS ALSO, UH, IN THE PRESENTATION AS WELL.
UH, AS WELL AS, UH, CONSTRUCT THE PARKING ASSOCIATED WITH THAT PARK.
SO, ALL IN, WE ARE ASKING TO CONTRIBUTE ROUGHLY 3 MILLION ON TOP OF, UH, WHENEVER WE START CONSTRUCTION, HAVING OUR, OUR GENERAL CONTRACTOR PLEASE PACK THAT LAND FROM THE PARKS AND TO BE, UH, ALLOCATED TO THE, THE FUTURE TABLE FIELDS.
SO, UM, REALLY THAT'S THE ASK.
ALL THE DETAIL IS, IS IN THE PRESENTATION.
AND, UM, JUST WANTED TO GET YOU IN BEFORE YOU TODAY TO COMMUNICATE WHAT WE'VE BEEN COMMUNICATING TO, TO STAFF, UH, AND, AND START THE CONVERSATION WITH, WITH THE BOARD HERE.
SO, THANK YOU SO MUCH FOR YOUR TIME.
UH, PARK WARD MEMBERS, THE THE ATTACHMENT HE WAS REFERRING TO WAS EMAILED TO YOUR INBOXES YESTERDAY.
UM, IF YOU HAVE TROUBLE PULLING IT UP, ONE OF MY STAFF WILL UPLOAD IT LATER FOR YOU.
THE NEXT, UH, PERSON IS MARK WIND BUST.
GOOD MORNING, PRESIDENT
I'M HERE ON BEHALF PHILLIP KINGSTON BEHALF OF THE WOODFIELD DEVELOPMENT PROPOSAL MADE POINT.
ITS IMPORTANT THAT THIS PROPOSAL, WHICH IS BOARD'S REMOVE OBJECTION TO THE ABANDONMENT OF PARIS STREET AND TO ALLOW WOODFIELD TO DO ITS DEVELOPMENT AND TO ALSO SIMULTANEOUSLY DEVELOP TAYLOR FUEL JUST FOR THE NORTH OF WOODFIELD DEVELOPMENTS.
WE NEED TO HAVE THIS MATTER PLACED AS AN AGENDA ITEM ON UPCOMING UPCOMING BOARD.
SO BE APPROVED AND PUT BEFORE THE, UH, BOND ELECTION 2024 BOND ISSUE ELECTION.
DOING THAT, WE'LL GET THE DEVELOPMENT OF THE TAYLOR FIELD AS EFFECTIVELY AND AS QUICKLY AS POSSIBLE.
UH, THE WOODFIELD DEVELOPMENT IS
[00:05:01]
GOING TO PROVIDE APPROXIMATELY 300, UH, APARTMENT UNITS, HOUSE, WHICH IS MUCH NEEDED, UH, HOUSING.AND THEY FIELD, UH, THE PARK THAT IS PROPOSED AS AN ASPIRATIONAL PARK THAT'S ALREADY IN THE DALLAS ASTRO PARK PLAN.
THE DOWNTOWN HUNTER PARK PLAN AND MEETS THE INITIATIVE OF THE MAYOR TO DEVELOP PARKS IN THE AREA.
UH, THE AMOUNT OF MONEY THAT IS BEING PROPOSED BY WHAT ACTUALLY IS UPWARDS OF 4.3 MILLION, CAUSE YOU, YOU WILL HAVE THE ABILITY TO HAVE THE ABANDONMENT OF THUMBS AS WELL AS THE LEASE BACK OF THE LAND BY THE, BY THE CONTRACTOR ALL BEING DIRECTED TOWARDS THE WELL BY PARK.
UM, THIS WOULD BE THE MOST EFFICIENT WAY TO GET THE PARK DEVELOPED, WOODFIELD ARM DONE, AND PLAN FOR THE PARK.
AND THE BOARD HAS ALL BEEN SIGNED UP ON THAT PLAN.
SO I THINK YOU NEED A LOT OF GOALS, BOTH FOR THE CITY AND FOR THE PARTS IN PARK.
SO WE'RE, THAT WILL REMOVE THE OBJECTION TO PARISH STREET, ALLOWED US TO GO FORWARD AS AN AGENDA ITEM ON UPCOMING BOARD MEETING SO THAT IT CAN GET ON THE 2024 ELECTION, IF YOU DO THAT CAUSE WOODFIELD ABILITY AND, AND READINESS DEVELOP PARK, WE'LL HAVE PLAYERS ON THE FIELDS AT PAY FIELDS IN 2025.
AND ALSO, IF ANYBODY'S INTERESTED, I HAVE A PRINT OF THE COPY OF WHAT WAS UPLOADED ELECTRONICALLY, IF ANYBODY THAT I HAVE AVAILABLE, IF YOU WANT TO GIVE THAT TO CHRISTINA SANCHEZ OR YESENIA.
OUR NEXT SPEAKER IS DANIEL CRUZ.
MR. CRUZ UP TO THE PODIUM, PLEASE, SIR, YOUR THREE MINUTES BEGIN NOW.
I'M HERE REPRESENTING THE LIGHT OF THE WORLD CHURCH RIGHT ACROSS SUNSET HIGH SCHOOL.
UH, A FEW WEEKENDS AGO, WE PARTICIPATED IN, IT'S MY BIRTHDAY.
WE HAD OVER 30 YOUTH PARTICIPATE.
AND FROM THE GETGO, THE INITIATION WITH MS. CROCKETT REACHING OUT SAYING, HEY, YOU'RE WELCOME.
SO FROM OUR, FROM THE CHURCH, THE LIGHT OF THE WORLD, WE JUST WANNA SAY THANK YOU, THANK YOU FOR PROVIDING SUCH A GREAT EXPERIENCE.
KEEP UP THE GOOD WORK OPPORTUNITIES LIKE THESE, BRING THIS TOGETHER.
SO THAT'S ALL I WANTED TO SAY.
THANK YOU FROM THE LIGHT OF THE WORLD CHURCH.
OUR FINAL SPEAKER IS PHILLIP HYATT HAGUE CHAIR.
SIR, YOUR THREE MINUTES BEGIN.
UH, MY NAME IS, SO I'M THE EXECUTIVE DIRECTOR OF THE LOOP.
UH, BUT I'M ACTUALLY HERE TODAY TO SUPPORT, UH, THE NORMA MASTER AGREEMENT THAT YOU'RE GOING CONSIDERING HERE, UH, SHORTLY.
UM, AND Y'ALL KNOW ME PROFESSIONALLY, I'M WORKING WITH ORVA, UH, FOR THE DEVELOPMENT OF A NEW PARK.
BUT I WANTED TO TELL A PERSONAL STORY ABOUT BBA AND WHY I THINK THIS IS AN AMAZING PARTNERSHIP BETWEEN A NONPROFIT THAT'S BEEN ACTIVE HERE IN DALLAS FOR OVER 30 YEARS, AND THE CITY, UH, BECAUSE WHEN I GRADUATED COLLEGE IN 2008, UH, THAT WAS THE TIME WHEN I BOUGHT MY FIRST BICYCLE.
UH, AND I DIDN'T REALIZE THAT YOU COULD RIDE BIKE AS AN ADULT, THAT YOU COULD RIDE THEM ON TRIPS.
AND SO I HAD JUST MOVED BACK, UH, FROM COLLEGE TO DALLAS AND STARTED RIDING THESE TRAILS, THESE BORDER TRAILS, AND THOUGHT, OH MY GOODNESS, THIS IS AMAZING.
UM, YOU KNOW, I CAN BE OUT IN NATURE.
I CAN DO THIS HEALTH AND WELLNESS, UH, AND I CAN MEET PEOPLE.
YOU KNOW, I STARTED MEETING A NEW FRIENDS GROUP, UM, BECAUSE OF THE FACT THAT, UH, YOU KNOW, I WAS INTO NEW THINGS AFTER BEING IN COLLEGE.
I WAS WANTING TO FOCUS MORE ON HEALTH AND WELLNESS AND RIDING.
UH, YOU KNOW, RIDING MOUNTAIN BIKES GOT ME TO WHERE I AM TODAY BECAUSE I LOVED IT SO MUCH.
I DECIDED I WANTED TO DO IT MORE AND MORE.
AND, YOU KNOW, AS I'VE DEVELOPED PROFESSIONALLY GOING INTO THE GOVERNMENT RELATIONS FIELD, I KEPT DOING THIS ON THE SIDE.
AND I THINK THAT THIS IS A GREAT OPPORTUNITY, UM, IN THE FUTURE AND GOING FORWARD WITH MORE AND MORE PEOPLE WANTING TO GET INTO MOUNTAIN BIKES, WANTING TO EXPERIENCE NATURE, EVEN IF THEY'RE NOT BIKERS, THEY CAN WALK, THEY CAN HIKE, THEY CAN BE ON THESE GREEN SPACES.
UM, AND SO THIS IS A REALLY PHENOMENAL PARTNERSHIP BETWEEN, UM, AN ORGANIZATION AND THE PARK DEPARTMENTS, UM, TO PROGRAM AREAS THAT OTHERWISE ARE REALLY DIFFICULT TO MAINTAIN.
YOU KNOW, THESE ARE HUGE TRACKS OF LAND Y'ALL ARE GONNA BE CONSIDERING LATER THIS YEAR.
THE ACQUISITION OF 290 ACRES FOR BIG CEDAR WILDERNESS.
AND BORBA IS, I THINK ONE OF THE, THE, YOU KNOW, MOST, UH, YOU KNOW, ATTRACTIVE PARTNERS FOR DEVELOPMENT OF THAT PARCEL.
[00:10:01]
UH, THE FINAL THING THAT I SAY IS THAT IT REALLY BRINGS TOGETHER A GREAT DIVERSE GROUP OF PEOPLE.UM, SO MY HOME TRAIL IS BOULDER PARK, UM, OFF OF RED BIRD LANE.
I RIDE MY BIKE FROM MY HOUSE TO THAT TRAIL TO GO RIDE THE SINGLE TRACK THERE.
I THINK IT IS ONE OF THE, THE GYMS OF NORTH TEXAS.
UM, BUT USUALLY IN THE PARKING LOT WHEN YOU'RE, UH, THERE GETTING READY TO GO IN OR OUT, THERE ARE PEOPLE FROM ALL OVER THE CITY, ALL OVER THE METROPLEX, AND THEY'RE TALKING ALL DIFFERENT LANGUAGES.
I MEAN, THIS IS, I THINK, A REALLY GREAT, UM, ACTIVITY THAT BRINGS PEOPLE TOGETHER.
SAY, HEAR SPANISH, YOU'RE FRENCH A LOT OF TIME.
UH, I GUESS THERE'S A LOT OF FRENCH PEOPLE IN NORTH TEXAS WHO ARE RIDING MOUNTAIN BIKES, UH, AND THEN JUST OTHER LANGUAGES.
AND SO YOU'RE SEEING THIS HUGE DIVERSITY OF PEOPLE COMING TOGETHER TO EN ENJOY AND APPRECIATE, UH, SOMETHING THAT THE PARK SYSTEM HAS ALLOWED TO HAPPEN, BECAUSE THIS IS A REALLY UNIQUE, UH, PARTNERSHIP AND THAT STATES TO THIS WORK.
THOSE ARE THE PUBLIC SPEAKERS.
AND WITH THAT, WE MOVE TO OUR NEXT BUSINESS APPROVAL OF MINUTES FOR APRIL 20.
UH, I SEE MOTION BY MR. SLAUGHTER, SECOND BY MR. WARD.
WE MOVING ALONG WITH OUR MR. RENEE JOHNSON.
GOOD MORNING, MR. CHAIR AND ALL OF THE MEMBERS OF THE PARK BOARD.
UH, TODAY WE'RE HERE TO DO OUR QUARTERLY UPDATE IN REGARDS TO SECURITY AND SAFETY.
UH, I'M GONNA BRING, UH, TONY IRVING UP, UH, AND HE'S GONNA BE, UH, PRESENTING TODAY ALONG WITH OUR PARTNERS FROM THE MARSHALS AND POLICE.
THANK YOU VERY MUCH, PRESIDENT BOARD MEMBERS, TONY SUPERINTENDENT, DEPART MAINTENANCE AND OPERATIONS DIVISION.
I WILL BE GIVING THE, UH, QUARTER MARK, UH, BRIEFING TO YOU JANUARY AND FEBRUARY AND MARCH OF THIS YEAR.
I'M GOING TO JUMP IMMEDIATELY TO OUR CURRENT STAFFING LEVELS, SPECIFICALLY THE PARK RANGERS THAT YOU CAN SEE ON THE CHART.
WE HAVE, UH, 11 AUTHORIZE POSITIONS, PARK RANGER POSITIONS.
AND THESE 11 POSITIONS ARE DEDICATED SPECIFICALLY TO, UH, PATROLLING PARKS PERCENT OF THE TIME.
RECENTLY ONBOARDED A, UH, NEW CANDIDATE WHO STARTED LAST WEEK.
CANDIDATE AT THIS TIME WORKING DILIGENT WITH THE FIELD.
ON MARSHALL'S FRONT, YOU'LL SEE THAT THERE ARE 12 DEPUTY POSITIONS, TWO, TWO SERGEANTS, AND, UH, 10 DEPUTIES.
AND THEY ARE CURRENTLY FOUR, UH, VACANCIES AT THIS TIME.
AND, UH, AS REPORTED MARSHALLS ALSO WORKING VERY DILIGENTLY AND TO TRY TO FILL THOSE POSITIONS.
AND THEY MAY HAVE A MORE BASE FOR YOU COME UP.
JUST WANNA REMIND YOU ABOUT THE HOT PROTOCOL.
UM, ANY OF YOU ARE PROBABLY FAMILIAR WITH THIS.
WHETHER, UH, YOU ARE SEEING INCREASED LEVELS OF INSTANCES, PARTS OR CUSTOMERS REPORT TO YOU OR STAKEHOLDERS, JUST, UH, REACH OUT TO US DIRECTLY.
AND, UH, WE WILL WORK TO INCREASE, UH, THIS BILLING PRESENCE IN PARKS TO HOPEFULLY MITIGATE THAT ACTIVITY THAT'S HAPPENING.
NOW, THE SPECIFIC METRICS YOU SEE HERE THAT, UH, FOR THE REPORTING PERIOD, WE HAVE, UH, CONDUCTED OVER 5,000 SITE VISITS RECEIVED FOR THE FIRST COUPLE MONTHS REPORTING PERIOD THAT WE WERE DOWN COMPARED TO, UH, MARCH.
AND THAT WAS RELATED, UH, SPECIFICALLY TO LOTS OF CITY HOLIDAYS AND TO RESCHEDULE OUR PARK RANGER HOLIDAYS, UH, VACATIONS AS WELL.
UH, SOMETIMES THEY LEAVE AS A FACTOR, UH, IN TERMS OF, UH, OUR RANGERS BEING OUT AND DIRECTLY IMPACTS OUR, UH, SITE VISIT NUMBERS IN ADDITION TO EARLY MOVING ON TO OUR INFRACTIONS.
UM, HOW WE'VE TYPICALLY PRESENTED THIS IN TODAY IS AN EXCEPTION.
WE PRESENTING TOP 10 PARTS, UH, BY INFRACTION COUNT.
AND YOU'LL NOTICE THAT THERE'S A GENERAL TREND FOR THE TOP THREE ROCK AND WILL YOU WEAR, UH, TYPICALLY THE TOP THREE.
AND THEN FROM THERE, KINDA A LITTLE BIT OF SEVERITY.
THERE WAS JUST A, YOU KNOW, NO COMMON THEME IN TERMS OF FOUR THROUGH, KINDA GIVE YOU A SNAPSHOT OF, UH, WHAT WE'RE SEEING IN THE PARK SYSTEM.
AGAIN, THIS IS FOR THE PARK RANGER.
SO DRILLING DOWN THOSE INFRACTIONS TO THE
[00:15:01]
TOP FIVE INFRACTIONS THAT WE HAVE, UH, CITED OVER THE REPORTING PERIODS OFF LEASH CONTINUES TO BE THE NUMBER ONE INFRACTION THAT OUR PARK RANGERS ARE OBSERVING IN, UH, IN THE PARK SYSTEM.WE'LL TALK A LITTLE BIT MORE ABOUT HOW WE'RE RESPONDING TO THAT LATER IN THIS PRESENTATION.
NOW AT THE BOTTOM WE WILL SEE, UM, WHERE WE'VE KIND OF AGGREGATED, UH, ALL OF THE INFRACTIONS BY COUNT ALL THE REPORTING PERIODS, SNAPSHOT, WHERE, SEE THE PARKING START THE TOP THREE.
OKAY, GOING BACK TO THIS CHART AND TOP THREE DOGS OFF LEASH PARKING AND HOMELESS.
WE'VE DRILLED THOSE THREE INFRACTIONS DOWN TO KIND OF SHOW YOU WHERE THOSE ARE HAPPENING IN THE BARK SYSTEM.
SO THAT TOP GRAPH SHOWS YOU LOG OFF LE WHERE THOSE ARE OCCURRING, LEFT PARKING VIOLATION AND SPECIFICALLY SPECIFIC LOCATION, THE REPORTING PERIOD.
THE NEXT CHART SPEAKS ABOUT THE, UH, PARK RANGER COMPLIANCE RATES.
AND KEEP IN MIND THAT THESE ARE DIRECT INTERACTIONS THAT OUR PARK RANGERS ARE HAVING WITH PATIENTS IN THE PARK.
OF COURSE, THERE ARE OTHER THINGS THAT WE OBSERVE IN THE PARK SYSTEM THAT THIS CHARGE IS REPORTING THOSE DIRECT INTERACTIONS.
AND WE'RE HOVERING RIGHT AROUND THAT 90 PERCENTILE RATE, WHICH IS PRETTY CUSTOMARY FROM QUARTER TO QUARTER.
UM, I WANTED TO MOVE AS WELL AS FAR AS THE CITATIONS THAT ARE LISTED THERE.
THOSE ARE PRIMARILY NOT ALL FOR PARKING, THIS IS SPECIFICALLY FOR CAR RANGERS.
WE REPORTED WHEN WE CAME BEFORE YOU IN, UM, FEBRUARY, THAT WE HAD RECENTLY ROLLED OUT THE FLIGHT PATROL PROGRAM AND WE COMMITTED TO VENTURES AS WELL.
SO THAT'S WHAT THIS CHARGE REPRESENTED.
UM, IT WAS SECOND FEBRUARY WE ROLLED OUT PROGRAM.
SO BETWEEN THE SECOND WEEK OF FEBRUARY AND, UM, THE END OF MARCH, WE ABOUT 50 50 OR SO MILES OF, UH, TRAIL PATROL IN MIND THAT, UH, WE ARE RIGHT NOW COMMITTING TO PATROLLING TRAILS, UH, TWICE PER WEEK.
AND, UH, WE'RE PATROLLING REPAIRS FOR, FOR OUR SAFETY REASONS.
AND BY THE WAY, ON THAT, UH, THOSE LOCATIONS THERE, WE, WE DECIDED TO BEGIN THIS PROGRAM WITH, UH, FOCUSING ONAL, UH, HOT LOCATIONS.
BUT WE DO PLAN TO KIND OF MOVE THAT OUT TO OUR SYSTEM THIS TIME GOES.
JUST WANTED TO BRIEFLY MENTION THAT WE'RE TEAM WITH THE INTRA INTERN PANEL, UH, COLLABORATION WITH THE DEPARTMENT, UH, PARTNERS AS WELL AS OUR EXTERNAL PARTNERS SUCH AS MARSHALLS AND, UH, SUCH AS THE MARSHALS AND THE DALLAS POLICE DEPARTMENT.
UM, ALL OF THESE EFFORTS ARE OBVIOUSLY INTENDED TO PRESERVE AND ENHANCE THAT SAFETY IN OUR PARK SYSTEM.
AND THIS IS JUST, UM, AN AND KIND AN SOME THOSE TYPICAL STANDARD MEETINGS AND SOME SPECIAL MEETINGS THAT, UH, WE CONDUCT FROM MONTH TO MONTH.
MOVING ON TO THE MARSHALLS METRICS, YOU'LL SEE THAT MARSHALLS HAVE CONDUCTED AROUND THOUSAND 1100 OR SO.
UH, SITE BUSINESS FOR REPORTING PERIOD.
WE CONSISTED CONSISTENT WITH THE EARLIER SLIDE YOU SAW FOR, UH, THE PARK RANGERS.
HERES THE OLD COMPOUND INFRACTION BY ONE FOR THE MARSHALL SPECIFICALLY HAND THE CUMULATIVE COUNT.
SO YOU CAN SEE WHERE BEAR INFRACTIONS ARE.
PARKING IS NUMBER ONE, ALCOHOL.
FOLLOW US, WE'RE CIRCLING BACK TO THAT TOP FRACTION OF OUR PARK RANGERS FOUND ALPHA LEASH.
JUST WANTED TO SHOW YOU THAT WE ARE TRYING TO RESPOND TO THAT MANY OF THESE LOCATIONS.
YOU SEE WHERE THE MARSHES HAVE CONDUCTED DOG SUITES, YOU'LL SEE ON THAT CHART.
UM, IN ADDITION TO SOME EXTRA EXTRA LOCATIONS WHERE THE MARSHALL SAID, ABLE TO IDENTIFY, UH, LOCATIONS WHERE THEIR PROBLEMS WITH DOGS OFF.
YOU KNOW, NUMBERS ARE SOMEWHAT LOW CONSIDERING AS A SWEEP, BUT, UM, WE'RE NOT JUST GOING OUT THERE TO SITE PEOPLE.
WE ARE REALLY TRYING TO EDUCATE.
WE'RE TRYING TO EDUCATE OUR PATRONS EMAILS POSTED DURING THIS WEEK.
SO THIS CHART REPRESENTS THE CITATIONS AND ARRESTS THAT MAY PROVIDE MARSHALS.
AND THEN THESE NEXT COUPLE CHARTS, MM-HMM
THE CITATIONS ARE TAKING PLACE.
WHAT WE'RE SEEING IS GENERALLY IS FOR ALCOHOL, DRUG USE, DRUG POSSESSION DRUG.
UM, WE'RE ALSO SEEING PARKING,
[00:20:01]
UM, IN ADDITION TO, UH, WARRANTS THAT MARSHALL, SO WE HEARD THE REPORTING TO THE LAST THREE QUARTERS.UM, MARSHALL AND DALLAS POLICE OFFICER ACTIVITY, UM, ALLOWS TWO OPERATING HOURS OF EACH DAY.
SO WE PROMISE THAT THEY BRING THIS BACK TO YOU IN AN AGGREGATED FORMAT.
AND THAT'S WHAT THIS CHART REPRESENTS.
WE'LL SEE THE, THE TOTALS FOR THE CALENDAR YEAR 2022, CITATIONS AND ARREST WE GENERALLY SEE JUST BASED ON THE GRAPHING THERE.
UM, YOU, MY VIEW, WE WOULD EXPECT THE COOLER THAT, UH, TO WOULD CALM DOWN.
AND THEN AS THE TEMPERATURE GET WARM AND THERE'S MORE ACTIVITY IN THE HEART SYSTEM, THAT ACTIVITY GOES OUT.
AND WITH THIS CHARGE CONSISTENT WITH, UH, THE ORDER TO MARSHALL, UH, ACTIVITY FOR ARRESTS AND SUCH, IT'S PRETTY MUCH THE SAME, UH, OVER THE CALENDAR GEAR.
IT IS ALCOHOL, DRUGS, UM, DRUG PARAPHERNALIA, UH, PARKING, AS WELL AS WARRANTS.
SO MY LAST SLIDE, I JUST WANTED TO SHOWCASE, UH, MEMBERS AND OUR PARK RANGERS PARTICIPATED IN THIS QUARTER.
UM, WE ARE VERY PROUD OF THEIR ACTIVE ENGAGEMENT IN COMMUNITY.
SOME EXAMPLES OF THAT INCLUDING KEEPS BEAUTIFUL, UM, PROUD, UM, AFTERSCHOOL PROGRAMS. AND SO THEY'VE FANTASTIC JOB REPRESENTING DEPARTMENT.
SO THIS TIME I PD, GOOD MORNING IS MARSHALL, DAVID MARSHALL.
JUST WANNA GIVE YOU A QUICK UPDATE FROM THE LAST TIME WE TALKED.
I'LL TALK, UH, FIRST ABOUT THE, THE OPENINGS THAT, THAT TONY MENTIONED WITH THE, THE FOUR VACANCIES.
WE HAVE TWO INDIVIDUALS, UM, THAT WERE IN THE PROCESS OF HIRING RIGHT NOW.
SO THAT, UH, THAT WE BEGIN TOMORROW, WE'LL GET THAT SET UP.
SO THOSE FOLKS WILL BE JOINING US.
UH, THEY'LL DO A QUICK TRAINING PERIOD AND THEN THERE'LL BE, SO GOTTA PUT US TWO, TWO VACANCIES DOWN.
AND THEN WE HAVE EIGHT INTERVIEWS WE'RE DOING ON FRIDAY.
SO I ANTICIPATE THAT WE'LL BE ABLE TO GET TWO MORE OUT OF THOSE EIGHT.
AND, UH, WE'LL BE FULLY STAFFED FOR FIRST TIME SINCE I'VE BEEN HERE.
SO THAT'LL BE A REALLY GOOD THING.
AND THEN WE HOPE TO STAY AHEAD OF THE CURVE AND CONTINUE OUR RECRUITMENT EFFORTS SO THAT WE COME OCTOBER WHEN WE ADD FOUR ADDITIONAL MARSHALS TO THE PARK UNIT, UH, WE'LL BE READY TO GO AND UP AND RUNNING WITH THE NECESSARY PERSONNEL TO JUST SLIDE OVER IN OCTOBER ONCE THE FUNDING COMES HERE.
SO WE SHOULD BE, UH, AHEAD OF THE CURVE FROM THIS POINT FORWARD AND BE ABLE TO STAY FULLY STAFFED, UM, FOR THE, FOR THE VERY NEAR FUTURE.
UH, SECONDARILY, TONY TALKED ABOUT THE STATS FROM THE MARSHAL'S OFFICE.
IT, IT BREAKS DOWN ARRESTS AND CITATIONS AND ALL OF THOSE ENFORCEMENT ACTIVITIES THAT THE MARSHALS ARE DUE TO VARIOUS PARK.
WE HAVE FOCUS AREAS WHERE DATA DRIVEN.
WE HAVE, UM, SPECIFIC STRATEGIES BASED ON TIMES AND DATES AND OCCURRENCES, OFFENSES, AND THEN IN RESPONSE TO CERTAIN OFFENSES THAT OCCURRED, UH, WITHIN A BAR.
WE GET INFORMATION THAT WE DID YESTERDAY THAT AN OFFENSE OCCURRED AT ANOTHER LOCATION, BUT IT ORIGINATED FROM A DISTURBANCE THAT TOOK PLACE AT THE PARK.
SO WHEN WE FOLLOW UP AND WE PROVIDED EXTRA PATROL, EXTRA NUMBER AND SOME PREVENTATIVE MEASURES TO TRY TO PREVENT OTHER THINGS IN THE FUTURE, CUZ ULTIMATELY OUR GOALS NOT TO COME IN HERE AND RECORD A TON OF CITATIONS AND ARREST BEING DONE BY THE MARSHALS.
OUR, OUR GOAL IS TO PROVIDE INCREASED VISIBILITY, PREVENTION AND EDUCATION.
SO THE MORE THAT WE CAN DO ON THE FRONT END, THE LESS WE HAVE TO DO ON THE BACK END AS RELATES TO ENFORCEMENT.
WE KNOW THAT THAT'S FINANCIAL PART OF WHAT WE DO.
WE'VE BEEN INVOLVED IN THE SEIZURE OF FIVE, AT LEAST FIVE, UH, FIREARMS FROM, UH, PARK LOCATIONS THIS YEAR, WHICH IS VITALLY IMPORTANT THAT WE CONTINUE TO DO THOSE KIND OF EFFORTS AND INVESTIGATIONS TO MAKE SURE THAT PEOPLE AREN'T BRINGING FIREARMS TO, TO A PARK THAT ULTIMATELY COULD LEAD TO AN OFFENSE IF WE DON'T ADDRESS THAT.
BUT JUST WANTED TO, TO LET YOU KNOW THAT OUR FOCUS AND STRATEGY IS ABOUT PREVENTING CRIMES AS OPPOSED TO TAKING A COURSE OF ACTION.
THE MORE PEOPLE THAT WE CAN DEVOTE TO THE PARKS AND PUT 'EM THERE AT THE RIGHT TIMES AND THE RIGHT PLACES STRATEGICALLY WILL, WILL GO A LONG WAY TOWARDS THAT PREVENTION.
[00:25:02]
SO THAT'S KIND OF, UH, WHAT WE'RE DOING HERE AT MARSHALLS LATEST UPDATE.I HOPE THAT, UH, WELL, I'M GONNA GO AHEAD AND GO OUT ON THERE AND SAY THE NEXT TIME I REPORT OUT TO YOU, I'LL TELL YOU THAT I HOPE I DIDN'T JUST STEP IN
I THINK YOU AVOIDED LOTS OF QUESTIONS.
YOU'LL BE HAPPY TO TAKE ALL QUESTIONS.
WANT THAT ANSWER? GOOD MORNING, MR. PRESIDENT RICK WATSON WITH THE POLICE DEPARTMENT.
I JUST WANT TO GIVE YOU A QUICK UPDATE.
AND I'M SURE YOU REMEMBER THE TWO HOMICIDES THAT OCCURRED IN THE SECOND QUARTER OF THIS YEAR.
THE FIRST ONE BEING JANUARY THE 25TH.
THAT'S WHERE WE HAD TWO INDIVIDUALS IN THE CAR PARKED.
WE HAD A SUSPECT WALK UP AND APPEARED TO TRY TO BREAK INTO THE VEHICLE.
THE PERSON DRIVING THE VEHICLE MOVED THE VEHICLE AND THAT'S WHEN THE SUSPECT OPENED FIRE AND STRUCK THE DRIVER KILLING HIM.
AND THE OTHER COMPLAINANT RAN AS A RESULT OF THAT INVESTIGATION.
WE HAVE IDENTIFIED A SUSPECT ON THAT SHOOTING IF THERE HAS BEEN ARREST WARRANT ISSUED FOR HIS ARREST.
BUT HE HASN'T BEEN ARRESTED AS OF THE SECOND ONE.
THE SECOND ONE OCCURRED MARCH THE 21ST.
AND THIS WAS IN THE 5,500 BLOCK OF WINDSLOW AVENUE THERE AT PARKVIEW PARK.
AND I BELIEVE YOU RECALL THIS WAS A ROAD RAGE INCIDENT WHERE THE COMPLAINANT WAS COMING OFF OF 30 TRAVELING WESTBOUND AND EXITED ONTO THE SERVICE ROAD.
AND WE, IT'S UNKNOWN SUSPECT SHOT, KILLED HER.
WE STILL DON'T HAVE ANY SUSPECT INFORMATION ON THIS PARTICULAR HOMICIDE.
THE DETECTIVES ARE STILL WORKING OF IT, BUT THAT'S WHAT WE'RE AT ON THAT.
WE HAD A RECENT HOMICIDE AND I REALIZED THAT THIS WASN'T IN THE SECOND QUARTER.
THIS OCCURRED APRIL THE 22ND AT LEASE PARK.
WHAT WE HAVE HERE IS WE HAVE AN INDIVIDUAL THAT WAS IN A VEHICLE.
FEW SUSPECTS APPROACHED HIM, THEY FIRED MULTIPLE ROUNDS AND THEY HIT THE COMPLAINANT.
THE COMPLAINANT HAD A PISTOL OF HIS OWN.
HE RETURNED FIRE STRIKING BOTH OF THE SUSPECTS.
ONE OF THE SUSPECTS IS DECEASED AND WE'RE CALLING THIS A JUSTIFIABLE HOMICIDE CAUSE THE INDIVIDUAL WAS PROTECTING HIMSELF.
ANY QUESTIONS? UM, MS. MUN? I FORGOT I WAS LOOKING AT MY MONITOR.
THANK, UM, QUESTION ON YOUR, ABOUT YOUR THOUGHTS OF THE BUYBACK PROGRAM AND OUR PARKS AND CENTER.
UM, THERE'S SOME INITIATIVES THAT ARE BEING DISCUSSED AROUND THE, UH, SEA HALL PROGRAM, WHAT YOUR THOUGHTS ARE.
IF THIS HAPPENS IN OUR PARKS, IN OUR REC CENTER, YES.
DEPARTMENT CAN LOOK AT AND CONSIDER.
WE AS A DEPARTMENT HAVE DONE THAT IN THE PAST BEFORE, SOMETIMES IT, IT DOES RETURN GOOD RESULTS.
HOWEVER, WHAT WE HAVE FOUND IS A LOT OF FAMILIES, INDIVIDUALS THAT BRING THEIR WEAPONS TO THIS SP BACK ARE OLD WEAPONS THAT THEY HAVE FOUND IN THEIR HOUSE AND THINGS OF THAT NATURE.
BUT ANYTHING HELPS WITH RESPECT TO TAKING FIREARMS OFF THE STREET.
UM, I JUST WANTED TO ADD, WE HAD A CONVERSATION EARLIER ABOUT MILDEW DUNN PARK.
UM, I DROVE BY, UM, AND THERE'S A CAR WASH RIGHT ACROSS THE STREET.
I KNOW THAT IT'S NOT PARK PROPERTY, BUT IT'S CREATING A NUISANCE FOR THE PARK.
UM, AND IT'S CREATING A SAFETY HAZARD FOR THE CHILDREN THAT ARE AT THE PARK AND THE SCHOOL THAT'S ON THE OTHER SIDE OF THE, UM, UM, MILDER DUNN PARK.
SO IT'S THE SCHOOL MILDER DONE AND THEN A CAR WASH.
AND I DROVE THROUGH REED STREET, WHICH THE CAR WASH IS ON ONE SIDE, THE PARK WAS ON THE OTHER.
AND WHEN I DROVE THROUGH WINDOWS CLOSED DOWN MY TRUCK, THE ONLY THING I COULD SMELL IS WEED.
AND I'M NOT TRYING TO BE A PRUDE ABOUT IT, BUT IT'S NOT THE PLACE TO DO IT ACROSS FROM A PARK.
[00:30:01]
THAT POTENT OR PUNGENT WHEN I'M DRIVING BY, UM, WITH MY WINDOWS CLOSED, IMAGINE IF YOU WERE PLAYING BASKETBALL, YOU KNOW, FROM ME TO YOU AWAY FROM WHERE THAT'S HAPPENING.SO I I JUST ASK THAT WE HAVE SOME STEP UP, UM, PATROLS, UM, FROM D P D ON THAT, UM, PARK OR THAT, UM, CARWASH TO HELP.
UM, YESTERDAY THEY HAD, UM, A BIG MUSIC, UM, SPEAKER IN THE PARK.
THAT'S OBVIOUSLY A NOISE VIOLATION.
UM, WE SHOULDN'T HAVE ANY KIND OF SPEAKERS OUT IN THE PARK.
I MEAN, IF THEY HAVE THEIR CAR PLAN OR WHATEVER, BUT I MEAN, THEY LITERALLY BROUGHT, BROUGHT THEIR SOUND SYSTEM OUT TO THE PARK AND THAT'S A VERY SMALL PART TO HAVE SOMETHING LIKE THAT IN.
AND I'LL PASS THAT INFORMATION ON THROUGH OUR CONVERSATION, YOU THE INFORMATION AND I'LL GIVE WILL DO.
MR. I HAVE A QUESTION FOR MR, BUT I CAN WAIT.
MR. DICKEY, YOU WANT TO THEN? OKAY.
I JUST HAVE A QUESTION ABOUT, UH, THE PORTABLE CAMERA SYSTEM, UH, THAT WAS DEPLOYED AT NASH DAVIS AFTER SOME INCIDENTS THERE AT THE BASKETBALL COURT, BUT IT WAS DEPLOYED ON THE PARKING LOT OF THE REC CENTER OF FEW HUNDRED YARDS AWAY FROM THE BASKETBALL COURT.
AND WE RECENTLY HAD A MURDER AT THE, UH, GAS STATION AT BAYSIDE IN HAMPTON.
IS THAT, THAT'S AN ARGUMENT THAT STARTED ON OUR NEW BASKETBALL COURT.
SO THE QUESTION I HAVE HAS TO DO WITH THE, UH, DISTRIBUTION OF AND OWNERSHIP OF THE PORTABLE CAMERA SYSTEM.
I'VE HEARD THAT IT IS THE DPDS, I'VE HEARD THAT THE MARSHALS HAVE ONE.
I UNDERSTAND WE DON'T HAVE ONE IN THE PARK DEPARTMENT.
SO THE QUESTION IS, WHO CONTROLS, UH, OUR ACCESS TO THE PORTABLE CAMERA SYSTEM FOR USE? AND THEN I UNDERSTAND WE'RE DOING SOMETHING ABOUT GETTING OUR OWN, BUT I'D LIKE TO KNOW FROM STAFF IF POSSIBLE, WHERE THAT STANDS.
CAUSE I CAN SEE, GIVEN THE RECENT, UH, INCIDENTS AT NASH DAVIS, WE'VE GOT A NEED FOR QUICKLY, UM, UH, DISTRIBUTABLE, WHAT DO YOU CALL DEPLOYABLE? THANK YOU CAMERA SYSTEM FOR THESE EMERGENCIES.
I, AS FAR AS PORTABLE, UM, CAMERA, TRAILER, WE'LL HAVE TO FIND OUT.
SO WE'LL HAVE TO SEE IF IT'S ONE OF DVDS OR, UM, I, I DON'T KNOW IF THE, GENERALLY THEY DON'T HAVE ONE EITHER.
SO IT, IT IS PROBABLY A DVD CAMERA THAT WAS MOVED OVER THERE.
THERE'S A, THERE'S A ACTUALLY SEPARATE UNIT THAT CONTROLS ALL OF THE, ALL OF THOSE ELECTRONICS THAT THE CAMERAS AND SPEED WAGONS AND UM, ALL OF THAT STUFF IS CONTROLLED OUT OF ONE UNIT.
SO WE'LL REACH OUT TO THAT UNIT AND TALK ABOUT WHEN THAT WAS DEPLOYED.
WHEN THAT WAS DEPLOYED, AND, AND THE POSSIBILITY OF MOVING HIM TO A BETTER LOCATION.
CUZ I HEARD THAT SAME THING YESTERDAY THAT, THAT THERE WAS A CAMERA OUT THERE BUT IT WAS NOT PROBABLY GOING TO GET THE INFORMATION FROM THE HALL.
AND THEN JUST THE FINAL THING FOR ME IS, UH, WE RECENTLY PUT A CAMERA POLE UP AT BACHMAN IN A TROUBLED PARKING LOT NEXT TO THE PAVILION.
IT'S UH, IT'S GREAT TO HAVE IT THERE.
SO I'M WONDERING IF WE CAN GET CAMERAS AT DAVIS ON THE CORNER WHERE THERE'S CONSTANTLY ISSUES NEXT TO THE PARK.
AND THEN AT OUR NEW BASKETBALL COURT, THE RESIDENTS ALONG BAYSIDE HAVE COMPLAINED MINDFULLY ABOUT THE ACTIVITY THERE.
IT'S IN THERE, THERE'S NOT MUCH WE CAN DO, BUT, UH, COUNCIL OFFICE AND I, THE RESIDENTS, WE GONNA WORK PARK SECURITY HERE CAUSE WE KIND CREATED A SITUATION UNINTENTIONALLY, UH, WITH OUR GRAVE NEW BASKETBALL COURT.
SO IF I COULD JUST OFFLINE MAYBE HOPEFULLY WORK ON GETTING THOSE RESOURCES, I AND I DISCUSSED, I HAVE COMMITTED TO MAKING SURE WE PROVIDE.
UH, THERE IS A CAMERA ORDER NOW.
IT IS A CURRENT, I I, I DON'T KNOW EXACTLY WHAT THE AMOUNT IS.
UH, WE HAVE ABOUT NINE CAMERAS THAT ARE, THAT WE MOVE AROUND.
UH, WE WILL BE WORKING WITH THE MARSHALLS AND POLICE DEPARTMENT CAUSE WE DID HEAR ABOUT THIS CONCERN OVER AT THE BASKETBALL COURT.
YOU KNOW, WE RECENTLY PUT THIS COURT IN OVER AT NASH DAVIS.
UM, I TALKED TO THE POLICE THIS MORNING IN REGARD TO THAT AND NOT, I DON'T THINK THAT IT'S KNOWN AS OF YET.
THE POLICE ARE DEFINITELY STILL UNDER INVESTIGATION AS TO WHAT HAPPENED.
DID IT REALLY SPILL OVER FROM THE COURT? BUT WE WILL WORK ON UM, UH, GETTING SOME MARSHALS THERE ON A DAILY BASIS KIND OF DOING A, UM, TRYING TO MAKE SURE THAT WE INITIATE THAT RESPONSE, UH, QUICKLY AND
[00:35:01]
EVERY DAY.SO WE'LL BE WORKING WITH THE MARSHALS, UH, TO MAKE SURE THAT WE HAVE A PRESENCE.
CAUSE WE DEFINITELY WANT TO SHUT THAT DOWN.
AND I WILL WORK ON, UH, GETTING THAT CAMERA MOVED OVER, SEE WHAT WE CAN DO, UH, WITH FACILITY SERVICES TO GET A CAMERA ON THE COURT.
MSK YOU WANT TO GO? YOUR NEXT QUESTION.
UM, THIS POSSIBLY IS FOR CRYSTAL.
UM, IT SOUNDS LIKE WE HAVE A LOT OF UH, OFF-LEASH INFRACTIONS AND IF WE CAN DO A MARKETING VIDEO, UM, THAT WOULD HELP MARKET THE INFORMATION THAT OFF-LEASH DO.
DOG OFF-LEASH DOG IS UH, OFF LIMITS.
UM, MAKE LIKE A 62ND WHERE THEY, HERES, YOU KNOW, GO TO THIS LINK, HERE'S THE WEBSITE, WE THE WEBSITE ON SOCIAL MEDIA.
UM, BUT IT SOUNDS LIKE WE NEED A LOT OF MARKETING OUT THERE CAUSE IT IS UM, IT'S LIKE THE MIC NINE IN THREE MONTHS.
WE'RE WORKING ON A LOT OF PARK SAFETY VIDEOS NOW AND SO I'LL MAKE SURE THAT THE OFF CAMPAIGN, I SUGGEST SHOOTING WHERE THE SIGNS ARE TOO SO PEOPLE KNOW WELL THERE'S NOT A SIGN, HERE'S SIGN.
SO IT'S NOT JUST SOMEBODY SAYING HERE'S YOUR, OKAY, WE'LL MAKE SURE WE TAKE A LOOK AT THOSE SIGNS AS WELL, CAN ACTUALLY SEE THEM.
UM, AND THEN MY NEXT QUESTION WOULD BE HOW DO YOU DETERMINE WHEN YOU GO OUT TO THE, YOU SAID YOU'RE OUT TWO TIMES A WEEK AND JUST WONDERING, DETERMINE WHEN YOU'RE OUT THERE FOR SAFETY.
YEAH, I CAN SPEAK TO BUT I NEED YOU AS WELL AND SPEAK.
SO AS FAR AS THE DAYS, IT COULD BE EITHER TUESDAY, WEDNESDAY, WEDNESDAY, THURSDAY OR TUESDAY, THURSDAY.
CAUSE THOSE ARE THE DAYS THAT WE HAVE MOST OF OUR MARSHALS, I'M SORRY, INTEREST ALL OF THEM ON STAFF.
IT ALLOWS US TO STRESS THE RESOURCES, KEEPING IN MIND THAT WE'RE TAKING TWO RANGERS OFF OF DAY-TO-DAY PARK PATROLS AND PUTTING THEM ON THE TRAILS THAT, THAT OBVIOUSLY REDUCES THE SITE VISITS RIGHT.
UM, SO THAT'S HOW WE'RE MANAGING IT.
UM, SOMETIMES WE OBVIOUSLY HAVE TO CANCEL UH, THE BY CARD.
SO IT REALLY JUST DEPENDS ON THE NUMBER OF FACTORS I MENTIONED AS WELL FOR TALKING LOCATIONS THAT WE'RE DOING THE HOTSPOT TRAIL LOCATIONS AS OF NOW.
IF JEREMY CAN TALK MORE, IF YOU'RE INTERESTED ABOUT HOW THOSE PARTICULAR TRAIL LOCATIONS HOTSPOT LIST.
SO THE TRAIL HOTSPOT ARE BASICALLY, WE DETERMINE THEM OFF OF, THEY'RE ALREADY IDENTIFIED THROUGH ARE TRAIL HEADS ANYWAY.
SO WHENEVER WE'RE LOOKING AT THE TRAIL HEADS, WE'LL DETERMINE WHAT TRAILS WE'RE GONNA GO WITH.
AND A LOT OF TIMES COMES FROM MARSHALL AND WHAT THEY MAY HAVE FOUND GOING OFF THE TRAILHEAD REPORTS FROM CITIZENS THROUGH REPORTS.
SO WE'LL KINDA ACCUMULATE ALL THAT TOGETHER THEN WE'LL OPERATOR, WE'LL CHANGE UP OUR TRAILS WHEN NEEDED.
SO I'M ASSUMING THAT ON THE TRAIL POTENTIAL HOMELESS ENCAMP, SO, UM, ARE YOU GUYS ALSO ABLE TO WORK IN THE, ON THE TRAIL THAT WHOLE PROCESS? YES.
YEAH, THAT'S EXACTLY WHAT WE'RE FINDING MORE ON THE TRAILS IS WE GET FURTHER INTO THE TRAILS AS WELL.
MAIN PRIMARILY HOMELESS ISSUES.
AND THEN WE DO, THEY GO THROUGH THE REPORTING SYSTEMS FOR REPORTING HOMES TO OFFICE, HOME SOLUTIONS AND THE WAY WE HAVE IT LINED OUT, WE ALSO REPORT IT TO OUR DESIGNATED EMPLOYEE DEPARTMENT WHO WORKS HOME SOLUTIONS TO GET THE CLEANUP SET UP WORKING WITH THE DISTRICT FOR THE CONTRACTOR.
SO THAT'S HOW WE'LL LAY IT OUT.
THEY DO, THEY'RE CONSTANTLY REPORTING HOME IN SOME MATERIALS.
CAN WE SLIDE PLEASE? IS ABOUT THIS BECOME A TWO PART THING.
NUMBER ONE, CAN YOU WALK ME THROUGH THE LOGISTICS AROUND GETTING OUR RANGERS TO DO THE BICYCLE PATROL? I'M ASSUMING THEY MIGHT DO LIKE A BUDDY SYSTEM, THEY'LL SHOW UP AT A TRAIL HEAD WITH TRUCK OR, YEAH, SO EVERY MORNING WE, RIGHT NOW WAY WE HAVE OUR TRAILS SET UP.
WE START WITH THE TRAIL PATROL AT 10 30.
CAUSE WE CAN, WE BRING THE RANGER IN EARLY.
WE HAVE AN EARLY RANGER COME IN, NOT SHIFT, WE'LL SHIFT IT TO 10 30 THAT WAY TOO FAR, WORKING TOO FAR INTO THE EVENING.
THE WAY THAT WE'RE SET UP NOW WITH OUR LOCATION MEETING AT WINSLOW, WE HAVE OUR WIFE'S OFFICE THERE.
SO THE RANGERS WILL MEET AT WHITE ROCK LAKE WHERE THEY'RE CURRENTLY MEETING AND THEN
[00:40:01]
THEY'LL DRIVE TOGETHER OVER TO WINSLOW WHERE WE ARE LOAD THE BIKES AT WINSLOW AND THEN THEY START THEIR DAY FROM THERE.SO THERE IS TIME OF IT THAT THERE IS A DELAY DEPENDING ON WHERE THEY'RE RIDING THAT DAY ONCE THEY GET IN.
BUT THEY THEY DO HIT THE TRAILS SOON AS THEY CAN.
MY SECOND PART TO THAT IS, UM, I'M INTERESTED IN GETTING THESE NUMBERS UP WAY UP.
LOOK AT SOME OF THE MILES HERE MEAN THAT'S JUST LIKE ONE JOB ON THE TRAILER AND THEN THAT'S SIX MILES.
SO ARE THERE THINGS THAT BOARD MEMBERS CAN DO? I KNOW MR. KIP, DICK AND I, WE'VE BEEN KNOWN TO ARRIVE FROM ONE SIDE OF THE CITY TO THE OTHER.
ARE THERE OPPORTUNITIES FOR US TO SUPPORT THIS, GET THOSE NUMBERS? I THINK THIS IS AN EXCELLENT IDEA, BUT I DO WANNA SEE THOSE NUMBERS INCREASE.
AND WE TOO, UM, WE WILL BE AT THE JUNE MEETING, UH, FOR THE TRAIL GROUP.
UH, WE'LL BE TALKING, UH, TO THE TRAILS.
I I CAN'T RULE FOR THE ACTUAL NAME.
UH, WE'LL BE THERE TO SEE HOW WE CAN GET ALL THESE TRAIL PARTNERS INVOLVED.
UH, WE'RE LOOKING AT THE VIP PROGRAM AS WELL, UM, TO MAKE SURE THAT WE CAN GET OUR PARTNERS TRAINED.
UH, AND SO WE HAVE SOME CONVERSATIONS MEETING WITH DAVID DEAN SOON.
UH, WE'VE BEEN TALKING TO HIM AS WELL.
HE REALLY WANTS TO COME IN AND, AND HELP WITH THAT.
UH, CUSTOMERS AVENUE IS OF COURSE WE'VE BEEN DOING, DOING A PILOT PROGRAM.
AND SO WE PLAN TO MOVE THAT PROGRAM, UH, TO OUR PARTNERS.
AND SO THAT'S WHY WE'RE GONNA BE TALKING TO, UH, THE, THE TRAIL CLUB COALITION ON THAT DAY AND TRYING TO MAKE A PLAN IN ORDER TO GET THAT TO, TO BE EXECUTED.
IF WE CAN MARK SOMETHING CALLED RIV RANGER.
WE INCENTIVIZING THEM T-SHIRTS.
I MEAN, YEAH, THANK MR. YOU HAVE QUESTIONS? HOMELESS COMMON TRAILS, PARKS.
UM, ARE WE, UH, SO ARE WE SEEING THE SAME? I'M JUST LIKE FOR, FOR A PARK IN MY, MY MY HISTORY.
SAME ALMOST THERE OVER AND OVER AND OVER AGAIN.
ARE WE PULL WARRANTS? WELL WE HAVE DONE, WITH RESPECT TO
WE ALSO SENT EXTRA OFFICERS INTO THE PARKING.
WE'VE GOT A POLE CAMERA THAT WILL MONITOR TO GET 24 7 OUR NPO OFFICE THERE IN OUR CENTRAL.
AND IT'S MY UNDERSTANDING, THE PARK DEPARTMENT CLOSED THE PARK.
SO THAT GIVES US THE, THE AUTHORITY TO GO IN AND MOVE ANYONE THAT'S THERE.
ALSO, I'VE BEEN TOLD THAT OFFICE AT HOME SOLUTIONS IS SCHEDULED TO GO IN AND DO A COMPLETE SOMETIME THIS WEEK OR NEXT WEEK.
UM, BUT ARE WE, SO I KNOW THIS IS AN UNPOPULAR OPINION, BUT IF, IF THESE PEOPLE CRIMES ARE PULLING WARRANTS ON, ON ANYBODY IS CHRONICALLY BREAKING THE RULES IN REGARDS, I FEEL CERTAIN, AND I, I BELIEVE I CAN SPEAK FOR THE CHIEF HUGHES AND HIS MARSHALS AS WELL AS OUR OFFICERS.
ANYTIME WE GO INTO THE PART FOUR A REASON AND WE SEE ANY TYPE OF VIOLATIONS, OUR OFFICERS WILL DO A CHECK ON THAT INDIVIDUAL TO SEE IF THERE'S ANY OUTSTANDING WARRANTS THAT THIS INDIVIDUAL MIGHT HAVE.
UH, AND I, I, I KNOW WE'VE BEEN BRIEFED ON THIS BEFORE, BUT I THINK IT'LL BE HELPFUL.
CAN Y'ALL EXPLAIN THE DIFFERENCE BETWEEN WHAT THE PARK RANGERS CAN CITE AS INFRACTIONS OF WHAT THE MARSHALS ARE ALLOWED TO DO? BECAUSE I HAVE NOTICED THAT WE'VE GOTTEN AN INCREASE IN REPORTING, AT LEAST TO ME FROM RESIDENTS ABOUT HOMELESS ENCAMPMENTS IN PARK ON TRAILS, UH, DOGS OFF LEASH.
AND SO WHEN RESIDENTS SEE THOSE THINGS, THEY'RE REPORTING THEM TO ME OR THE COUNCIL OFFICE.
BUT WHAT SHOULD THEY BE DOING? AND THEN I THINK THAT DISTINCTION BETWEEN WHAT THE MARKS AND THE RANGERS CAN DO WILL BE HELPFUL TOO.
SO THE RANGERS CAN ONLY SITE FOR PARKING ON ROOF SURFACE PARKING ACROSS STALLS.
SO DOUBLE PARK ACROSS STALLS IN THE PARKING LOT.
AND THEN IF THEY ARE FORTUNATE ENOUGH FOR THE DOG OWNER TO PROVIDE THEIR ID, THEY CAN WRITE A CITATION FOR THAT.
OTHER THAN THAT, THAT IS PRETTY MUCH IT.
THEY CAN RUN A CITATION FOR ANYTHING THAT'S OUT THERE.
CAN'T THEY DO SMOKING TOO? SO IF I'M, IF I'M OUT ON A TRAIL OR A PARK AND I SEE SOMETHING THAT WOULD RISE TO LEVEL OF INFRACTION, WHAT, WHAT SHOULD I DO? WHAT SHOULD I BE TELLING RESIDENTS TO DO WHEN THEY SEE SOMETHING LIKE THAT? WELL, FOR ONE, DEFINITELY CALL OUR RANGER HOTLINE CAUSE OUR SERVICE LINE.
CAUSE WE, WE WANT TO BE ABLE TO BE PART OF IT AND MAKE SURE THAT WORDS ARE HURTING IT AS WELL.
AND IF IT'S SOMETHING THAT'S, THAT
[00:45:01]
NEEDS TO BE, YOU KNOW, JUMPED UP TO WORDS, EDUCATION'S NOT GONNA WORK, THEN WE'LL DEFINITELY START WHILE OUR MARSHAL BARBECUE.SO THAT RANGER SERVICE LINE IS 2 1 4 6 7 0 7,000.
SO I THINK TO MR. FREE'S POINT, LET'S GET THAT NUMBER OUT THERE SO PEOPLE ARE AWARE THAT THAT'S A SERVICE THAT WE HAVE SO THAT THEY DON'T HAVE TO GO DIRECTLY TO THE COUNCIL OFFICE.
THEY CAN CALL THE NUMBER AND REPORT SOMETHING TO SCENE.
SO THERE'S AN IMMEDIACY TO THE RESPONSE TIME, RIGHT? NO, ABSOLUTELY.
AND ACTUALLY WE DO HAVE SOMEONE ANSWERING THAT PHONE WHILE THE RANGERS ARE ON THROUGHOUT THE DAY.
SO SHOULD BE, IF THEY DON'T ANSWER IT MESSAGE THEY'VE ALREADY INSTRUC DO THAT TOO.
I WOULD ALSO ENCOURAGE THEM THAT FOLKS THAT THAT CALL AND SAY, I SAW THIS TYPE OF ACTIVITY AND WE ALSO NEED THEM TO CALL THEM BECAUSE NOT ONLY FROM THE MARSHALL'S PERSPECTIVE WILL BE GIVING THAT INFORMATION, BUT ALSO FROM D IT MAY BE.
SO IT'S VERY HARD TO TALK TO A CONSTITUENT AND DIFFERENTIATE BETWEEN WHEN IT'S APPROPRIATE TO CALL MARSHALL OR WHEN IT'S A 9 1 1 SITUATION TO WHERE WE NEED TO ACTUALLY DISPATCH SOMEBODY OUT THERE.
AND SO IT IS, IT'S DUPLICATION OF THAT WHICH WOULD NOT BE A PROBLEM.
LET THE, LET THE MARSHALL OR THE, UH, RANGERS NUMBER, BUT ALSO COPY 9 1 1.
CAUSE A LOT OF OUR STRATEGY, BOTH T AND ALS IS ALSO PULLING THAT ACTIVITY FROM THE COMPUTER DISPATCH CENTER SO WE CAN SEE WHERE, WHERE THERE'S AN INFLUX OF CALLS, WHAT TIME THEY'RE HAPPENING, WHAT SORT OF THINGS.
AND IT COULD BE SOMETHING AS JUST SIMPLE AS A SUSPICIOUS PERSON, UH, THAT, YOU KNOW, WATCHING KIDS TO ME, THAT THAT RISES TO THE LEVEL OF THE NINE ONE MARK CALL.
LET'S GET SOMEBODY OUT THERE AND LET'S INVESTIGATE THAT FURTHER BEFORE SOMETHING HAPPENS.
SO I I WILL, I WILL MAKE THEM AWARE OF BOTH AND SAY, LET'S HEAR ALL THIS OUTTA CAUTION.
GO AHEAD AND CALL 9 1 1 REPORT TO THE RANGERS AND LET'S GET SOME HERE.
SO YOUR, YOUR RECOMMENDATION WOULD BE THAT IF YOU SEE SOMETHING HAPPENING IN A PARK TRAIL, CALL THE PARK RANGERS AND CALL 9 1 1 EVEN IF IT'S A MINOR INFRACTION? YES, CORRECT.
A HOMELESS ENCAMPMENT OR YES, A DOG OFF LEASH CALL 9 1 1 FOR THAT TOO.
AND THEN 9 1 1, THEY HAVE THE ABILITY ON THESE INCOMING CALLS TO THEN, YOU KNOW, THEY MAY VERDICT TO 3 1 1, THEY MIGHT DIVERT IT TO THE MARSHAL'S OFFICE TO HANDLE SERVICES.
BUT YOU KNOW, THAT'S PART OF WHAT THE COMMUNICATION CENTER'S FOR IS TO TRIAGE THOSE CALLS COMING IN AND FIGURE OUT THAT I WOULD MUCH RATHER ERR ON THE SITE PRECAUTION AND MAKE SURE THAT WE GET IT PLUGGED INTO 9 1 1 SO THAT WE CAN GET SOMEBODY TO, TO JUST ENSURE PEOPLE ARE RELUCTANT.
IN ALL THESE MEETINGS I GO TO, PEOPLE ARE RELUCTANT TO CALL 9 1 1 IF IT'S NOT A FELONY EMERGENCY HAPPENING IN REQUEST.
BUT THEY DON'T REALIZE HOW OFTEN A SIMPLE NINE ONE ONE CALL TURNS INTO SOMETHING MORE THAT HAD THAT CALLED UP IN MAY, SOMETHING ELSE COULD'VE HAPPENED.
SO I ALWAYS ENCOURAGE D YOU ALWAYS ENCOURAGE US TO SEE SOMETHING, SAY SOMETHING, REPORT IT TO 9 1 1, UTILIZE IWATCH.
UM, THOSE THINGS ARE ARE IMPORTANT, BUT WE, WE DON'T WANT TO, WE DON'T WANNA LEAD THEM WITH THE FEELING THAT WHAT YOU SAW OR EXPERIENCE MIGHT NOT BE, UH, RISE TO THE LEVEL THAT, THAT WE NEED TO CALL 9 1 1.
SO I I SAY DUPLICATE YOUR EFFORTS, LET THE RANGERS KNOW BECAUSE THEY NEED TO KNOW ALSO.
AND GO AHEAD AND CALL 9 1 1 AT THE SAME TIME.
THAT'S NOT THE ANSWER THAT I EXPECTED WITH REGARD TO CALLING 9 1 1 AND THE PARK RANGER.
SO I THINK THAT'S IMPORTANT THAT WE NEED TO GET THAT INFORMATION OUT THERE.
UH, I DIDN'T KNOW THAT SOUNDS LIKE MR. LAUGHTER DIDN'T KNOW THAT EITHER.
AND SO I THINK GETTING THAT INFORMATION OUT TO THE PUBLIC IS HELPFUL.
UH, WHAT ONE REAL, ONE OTHER, VERY QUICK POINT ON THE DUKE DALLAS TRAIL COALITION.
YES, LET'S USE THAT GROUP AND YOU'VE GOT ALL THE FRINGE GROUPS FOR THE TRAILS INVESTED, INTERESTED IN PUBLIC SAFETY, HOW WE CAN INCREASE, UH, BICYCLE PATROLS ON ALL THE TRAILS.
SO LOOK FORWARD TO THAT MEETING.
I'D JUST LIKE TO THANK THE MARSHALS AND RENEE AND THE CHICK AND OUR RANGERS KIN, ALL OF OUR RESIDENTS ENJOYING OUR LIKE IT SHOULD BE.
AND I WANNA MAKE SURE, RENEE, YOU TELL OUR RANGERS RUDY AND DICK ARE TRYING FOR THE OLYMPIC.
SO I, I DON'T WANNA KILL, I DON'T WANT DON'T WANNA WORK WITH US ANYMORE.
I'D LIKE TO SEE THEM OUT, YOU KNOW, TELL THAT.
AND I JUST APPRECIATE YOU GUYS WHAT YOU GUYS ARE DOING.
OUR RESIDENT AND DISTRICT AND MY SENIORS ARE ENJOYING
[00:50:01]
THE PART SO MUCH MORE NOW AND LETTING COUNCIL TO GOD BLESS YOU.WE APPRECIATE THANK YOU MR. SLAUGHTER.
AND I JUST WANTED TO FOLLOW UP.
RENEE HATED ACTUALLY THE VOLUNTEERS AND PATROL, YOU KNOW, GETTING A BIKE GROUP OF VOLUNTEERS IN PATROL.
UM, MY NEIGHBORHOOD SPECIFICALLY HAS HAD VOLUNTEERS IN PATROL FOR YEARS AND THE CRIME IN OUR NEIGHBORHOOD'S VERY LOW BECAUSE OF IT.
SO I THINK THAT'S A GREAT THING.
UM, ONE THING THAT I HAD SOMEBODY TELL ME THAT THEY GOT CONFRONTED BY ANOTHER BIKE RIDER BECAUSE THEY WERE ON AN E-BIKE AND THEY WERE SAYING, HEY, YOU CAN'T HAVE THAT MOTORIZED BIKE ON THE TRAILS, BUT THE E-BIKES ARE ACTUALLY PROTECTED, UM, TO BE ABLE TO BE ON THE TRAILS.
SO WE MAY HAVE TO UPDATE OUR, UM, RULES AND REGULATIONS, UM, WHERE WE HAVE A SIGN THAT SAYS NO ELECTRIC OR NO MOTORIZED BIKES OR WHATEVER ON THE TRAILS.
SO WE DON'T WANNA LOOK AT THAT.
UM, I THINK THE SAFETY OF OUR NEIGHBORHOODS, BUT CALLING 9 1 1 IS THE BEST DATA DRIVEN BECAUSE OUR POLICE CHIEF IS DATA DRIVEN AND EVERYTHING THAT GOES THROUGH THERE, UM, IF YOU CALL 9 1 1, IT'S ALWAYS DOCUMENTED AND IT'S ALWAYS ON RECORD.
UM, SO GETTING THOSE NUMBERS THROUGH THE 9 1 1 SYSTEM IS THE BEST WAY BECAUSE 3 1 1 DOESN'T DOCUMENT THE SAME AS 9 1 1.
THEY HAVE TO DOCUMENT, GIVE YOU A SERVICE REQUEST NUMBER.
IF YOUR STEP DOESN'T GET RESOLVED AND YOU HAVE A SERVICE REQUEST NUMBER, GIVE IT TO YOUR COUNCIL PERSON, THEY'LL EMAIL IT IN AND IT DEFINITELY GETS HANDLED PRETTY QUICKLY.
OH, MS. RICE, THANK, UM, MY QUESTION IS PRETTY MUCH BEEN ANSWERED, BUT I WANTED TO MAKE A COMMENT, UM, ON THE EXCELLENT CAUSE, UH, JEREMY, RENEE, CHIEF NETS, Y'ALL HAVE ADDRESSED, UM, THE CONCERNS OF CONSTITUENTS AND HAVE ACTUALLY GONE ONSITE.
THANK YOU MR. DICKEY TO HEAR, UM, TO, TO A WALK THE CONCERNS THAT WERE HAPPENING INLAND PARK.
UM, THERE'S A LOT OF IMPROVEMENTS CAUSE THE PEOPLE HAVE BEEN SPEAKING UP, BUT I WAS JUST THERE YESTERDAY AND UM, I KNOW Y'ALL BEEN WORKING WITH THE OFFICE OF HOMELESS, HOMELAND HOMELESS PHYSICIANS, I'M SORRY.
AND, UM, LIKE FOR EXAMPLE, THE KIDS ARE PLAYING IN THE PLAYGROUND AND THEN THERE'S PEOPLE SPEAKING LIKE RIGHT NEXT TO THEM OR, AND I MEAN, I WANT A COMPASSIONATE WAY TO BE ABLE TO, TO HELP, RIGHT? BUT I DON'T KNOW WHAT TO DO.
CAUSE THAT CONTINUES TO BE AN ISSUE WITH DISTRICT FIVE PARK SPECIFICALLY AT THAT PARK AT HOLAND PARK.
SO THAT, I'M JUST WANTED TO MAKE A COMMENT THAT, YOU KNOW, THAT THE WORD CONTINUES.
UM, IF, IF, UH, IF THERE'S HAVE ANY SUGGESTIONS OR ANYTHING ON WHAT WE CAN DO.
CAUSE I KEEP, I STILL KEEP GETTING THE COMMENTS FROM CONSTITUENTS ABOUT, YOU KNOW, THE HOMELESSNESS ISSUE AND WHAT WE CAN DO TO WORK TOGETHER, WORK WITH OUR HOMELESS POPULATION IN A VERY COMPASSIONATE WAY.
UM, BUT ALSO I WANTED, UH, YOU KNOW, ABOUT THE 9 1 1 ABOUT THE RANGER THAT WAS VERY HELPFUL INFORMATION.
I'M GONNA PASS IT ON TO AS WELL.
SO ANYWAY, MY WAS MORE OF A COMMENT THAN, THAN A QUESTION, BUT IF YOU HAVE ANY SUGGESTIONS FOR ME, I'M HAPPY TO RECEIVE IT.
UM, WHAT I WILL SAY IS THAT WE'RE GONNA CONTINUE TO WORK WITH YOUR NEIGHBORHOOD AS WELL AS ALL OF THE OTHER NEIGHBORHOODS.
THE PROBLEM AND THE CHALLENGE THAT WE HAVE IS THAT WE JUST DON'T HAVE ENOUGH RESOURCES.
UM, WE ARE ASKING AND REQUESTING A HUGE ENHANCEMENT FROM THE COUNCIL.
I THINK OUR PARTNERS, OUR TEAM, WE DO GOOD WORK, BUT IT'S JUST NOT ENOUGH IN ORDER TO MANAGE THE LEVEL OF PARKS, THE LEVEL OF ENGAGEMENT THAT WE HAVE.
UM, I'M VERY THANKFUL TO YOU AND ALL OF THE PARK BOARD MEMBERS WHO REALLY WORK WITH OUR COMMUNITIES AND WE HAVE A LOT OF COMMUNITY ENGAGEMENT AND PARK ACTIVATION, BUT WE NEED MORE OF THAT.
THIS IS NOT A POL WE ARE NOT GONNA POLICE OUR WAY OUT OF IT.
WE HAVE TO MAKE SURE THAT WE HAVE PRESENCE FOR SURE.
THE MARSHALS ARE DOING A GREAT JOB.
WE NEED MORE OF THEM OUT IN OUR PARKS.
SO IT'S EVERYONE'S CHALLENGE AND WE NEED THAT SUPPORT FROM THE COUNCIL AND FROM THE PARK WORK.
I DON'T, I DON'T, YOU'RE TOO LAZY.
BUT I DO HAVE, BUT I DO HAVE, WHERE'S JARED? BECAUSE IF JARED CAN ALLUDE TO, UH, WHAT, WHAT, UM, DANIEL BROUGHT UP IN TO ELECTRIC LIGHTS OR WHAT IS ELECTRIC, WHAT'S APPROPRIATE ON THE TRAILS? THERE WAS EVEN A MEDIA PRESS RELEASE THAT WE HAD A COUPLE MONTHS AGO THAT TALKED ABOUT NEW RULES.
BUT THERE WAS SOMETHING, RULES IS APPROPRIATE
[00:55:01]
ON THE TRAIL THAT IS NOT THANK YOU, MR. YEAH, I'M GONNA JUST SAY, AND RENEE HAD, UH, TOUCHED ON IT, BUT, UH, THAT TEAM YOU SEE UP THERE, CHIEF WATSON, CHIEF PEW, JEREMY, UH, UH, URBAN RENEE AND CHIEF KNIGHT OVER HERE, YOU KNOW, THEY, THEY'RE REALLY DOING A GREAT JOB WITH THE LIMITED RESOURCES THEY HAVE.BUT I, I DO WANT TO SAY, I WANT TO THANK THIS BULL AND TO THANK THAT TEAM AS WELL BECAUSE YOUR ADVOCACY IS REALLY STARTING TO PAY OFF BECAUSE YOU HAVE BEEN SPEAKING WITH YOUR COUNCIL MEMBERS.
AND LET ME TELL YOU, I HAVE NO DOUBT FROM OCTOBER ONE, WE'RE GONNA SEE THE LARGEST INCREASE EVER FOR CAR SECURITY.
BECAUSE OF YOUR, AND, UH, AND RENEE MENTIONED ON THE LIMITED RESOURCES, WE, WE'VE BEEN HAVE AN OPPORTUNITY TO VISIT A COUPLE PARK SYSTEMS RECENTLY TO, UH, LOOK AT HOW THEY MANAGE AND IN PARTICULAR THEIR SECURITY.
AND WHAT WE'RE DISCOVERING IS THAT WE'RE TOTALLY, WE, WE HAVE TRULY UNDERFUNDED, WE HAVE PLACES LIKE MINNEAPOLIS, UH, MINNESOTA, WHERE THEY HAVE 158 PARKS.
THEY HAVE A FORCE OF, THEY HAVE 35 PARK POLICE AND THEY HAVE ANOTHER 20 AGENTS, WHICH IS THE SAME THING AS PARK RANGERS.
THEY HAVE A PARK POLICE OF 90 PERSON THERE FOR 258 PARK.
UH, SAME FOR HOUSTON AND AUSTIN.
WE'RE DISCOVERING OUR PARK SYSTEM'S MUCH LARGER.
WE HAVE 400 PLUS PARTS, 300, I MEAN 200 MILES OF THREE OF US.
WE ARE TOTALLY INADEQUATE, FUNDED FOR SECURITY.
AND SO WE'RE GONNA KEEP MAKING A PUSH.
AND I WANT TO THANK THE ROOM FOR THE OPPORTUNITY WHERE HE SET UP THE MEETING WITH THE EDITORIAL BOARD ABOUT GETTING A MESSAGE ON HOW, WHY IT'S SO IMPORTANT THAT WE FOCUS ON PARK SECURITY AND INCREASING MAINTENANCE FOR OUR PARKS.
SO JUST WANNA SAY THANKS TO EVERYONE, THANKS TO ALL, ALL THE COMMUNITIES YOU ALL REPRESENT, AND THANK YOU FOR REACHING OUT TO THE COUNSEL AND TO ADD TO WHAT MR. JENKINS SAID, THE WAY HE PROP AND PRESENTED THE CASE TO DALLAS.
I'M SURE YOU SAW THE WRITE UP, UH, COUPLE OF DAYS BACK BE SAYING, WE ARE PUSHING OUR CASE.
SO SEEMS LIKE, YOU KNOW, WITH THE COUNCIL AND EVERYONE WIN CZAR THAT WE WILL ENHANCE THE SECURITY AND I THINK IT'S GOING TO HAPPEN.
SO THANK YOU AGAIN EVERYONE AND APPRECIATE IT FOR MR. HAD A YES.
UH, EVERYBODY IN THE ROOM, WE'RE AWARE OF THE COLD TEMPERATURE IN HERE.
UM, WE'RE TRYING TO MAKE IT A LITTLE BIT MORE COMFORTABLE IN HERE.
ALSO, UM, REGARD, YOU SAID IT'S COLD ALSO REGARDING THE FRONT DOOR.
WE KNOW THERE SEEMS TO BE SOME CONFUSION.
WE'RE VERY SORRY ABOUT THE NOISE COMING IN THERE, BUT BECAUSE THIS IS A PUBLIC MEETING, WE DO HAVE TO KEEP THE DOOR OPEN A LITTLE BIT.
UH, THAT IS A STATE LAW, SO THAT'S WHY THE DOOR REMAINS OPEN JUST A LITTLE BIT.
SO IF YOU DO GO IN AND OUT, PLEASE JUST LEAVE IT A CRACK OPEN.
UH, NOW THAT WE MOVE TO OUR, UH, CONSULTATION, UH, UH, VOTING ITEM NUMBER 1 23 ON CONSULT.
DO I HAVE A MOTION, UH, MR. BOARD I SEE.
ANY DISCUSSION WITH THAT? ALL IN FAVOR SAY AYE.
NOW WE MOVE TO OUR INDIVIDUAL CONSIDERATION.
VOTING AGENDA NUMBER FOUR, OLD CITY PARK.
DO I HAVE A MOTION? MS. MUNDEL? DO I HAVE A SECOND? UH, MR. GOLDSTEIN, ANY DISCUSSION? UH, MS. MUNDEL ON ITEM NUMBER FOUR? UM, IN REGARDS TO OLD CITY PARK, I'VE BEEN WORKING WITH THEM FOR OVER TWO YEARS, UM, AND MAKING SURE THAT, UM, THAT HAVING THE DOORS OPEN AND KEEP OPEN AND THEY'VE DONE A GOOD JOB IN, IN MAKING IT A FREE PLACE.
UM, AND THIS TRANSITION OVER THE NEXT YEAR IS IMPERATIVE FOR OUR COMMUNITY.
SO TO HAVE THIS GO TO TO BE APPROVED IS IMPERATIVE FOR THE DALLAS CITIZENS UNITED.
ANY OTHER COMMENTS? AND I, UH, MR. SLAUGHTER? YES.
I GUESS WE JUST, PEOPLE IN THIS
[01:00:01]
COMMUNITY JUST REALLY DON'T UNDERSTAND.I PEOPLE REALLY DON'T CARE HOW MUCH, YOU KNOW, THEY REALLY WANT TO KNOW HOW MUCH YOU CARE.
AND BEFORE I BECAME ON THE PARK BOARD, I, I VISITED A LOT OF PARKS, ESPECIALLY JUST, AND THEY TREATED ME JUST LIKE I WAS ON THE PARK BOARD AND THEY DIDN'T KNOW THAT.
AND YOU GOT THIS KIND OF ORGANIZATION, THIS KIND OF PEOPLE THERE.
THIS IS WHY WE NEED TO SUPPORT AN INSTITUTION LIKE THIS, SOMEBODY THAT'S REALLY HERE THAT'S BENEFITING THIS TOWN, JUST NOT SOME ORGANIZATION.
SO I AGREE WITH THIS, UH, DALE, AND I THINK THIS SHOULD BE UNANIMOUSLY.
I THINK THIS IS ONE OF THE BEST ASSETS WE HAVE, WHICH REQUIRES A LOT OF WORK.
UH, MR. MICHAEL MEADOWS TOOK LEADERSHIP JUST A LITTLE MORE THAN A YEAR AND, YOU KNOW, HE'S HIS, UH, TRYING TO, YOU KNOW, SEE HOW TO MAKE THE BEST HAPPEN UNDER THESE CHALLENGES.
THIS PARK HAS BEAUTIFUL PROPERTY, SO I AGREE.
I THINK WITH THAT, ALL IN FAVOR SAY AYE.
OH, SO THERE'S ONE, UH, MS HAS NOTED.
UH, WE, THEN WE MOVED TO CADILLAC HEIGHTS.
UH, UH, DO I HAVE A MOTION? UH, MR. BLAIR, UH, MR. KITNER SECONDED ANY DISCUSSION? I JUST WANT SAY FROM MR HAS GIVEN LOTS OF RESOURCES TO STUDENTS CARES ABOUT EDUCATION, SCHOLARSHIP, BUSINESS, HONOR, CONTRIBUTIONS, STANDARD PROJECT, A PLACE THAT USED TO BE, UH, A HAZARD.
ANY OTHER COMMENTS? WELL, THANK YOU FOR YOUR WORK, MR. BLAIR ON THIS.
I REMEMBER IN ONE OF THE EVENTS AT SINGING HIM, MR. SLAUGHTER, STROKING MR. PARISH
YOU MIGHT NOT EVEN KNOW, BUT SOME OF THE WORK.
AND I, AT THAT TIME, HE INTRODUCED ME TO HIM AND I HONESTLY, SO THIS IS, AND THIS REALLY TELLS US HOW IMPORTANT OUR NAMING POLICIES AND YOU KNOW, HOW THE CONTRIBUTION IS GOING.
SO WITH THAT, ALL IN FAVOR? AYE.
ANY OPPOS? AYE HAVE, UH, NUMBER SIX BY TRUMP VOTE CLERK.
DO I HAVE A MOTION? UH, MS. HESTON, I KNEW THAT HAPPENED.
DID ANY DISCUSSION? UH, MS. HE, WELL, JUST, UH, WE'VE, WE'VE BEEN TALKING ABOUT THIS FOR AS LONG AS I'VE BEEN ON BOARD AND I, A SPECIAL SHOUT OUT TO THE STAFF.
VERY, A VERY DILIGENCE RESEARCH.
ANY OTHER COMMENTS OR DISCUSSION WITH THAT? ALL IN FAVOR SAY AYE.
DO I HAVE A MOTION? THIS HAS BEEN AGREED.
ANY DISCUSSION, MR. CHAIR? UM, UH, YES.
UH, MR. SECRETARY HAD, SO I, FOR THE RECORD, I NEED TO CORRECT SOMETHING ON THE AGENDA.
UM, ON ITEM NUMBER SEVEN, RIGHT AFTER THE 109,000, IT MENTIONS FACILITIES B FUND AND, UH, THAT SHOULD NOT BE ON THERE.
SO, UM, THAT IS A, THAT IS A MISTAKE, BUT THE AGENDA SHEET IN YOUR PACKET IS CORRECT.
SO IT JUST HA IT WAS JUST AN AGENDA ISSUE.
SO WE HAVE JUST, UH, COUPLE OF, UH, WORDS REMOVED.
ANY DISCUSSION? ANY COMMENTS WITH THAT? ALL IN FAVOR SAY AYE.
NUMBER EIGHT, DEVELOPMENT AGREEMENT FOR, UH, DALLAS OFFROAD BICYCLE ASSOCIATION.
DO I HAVE A MOTION? UH, MR. BLAIR, UH, SECOND BY MS. COLLINS.
ANY DISCUSSION, UH, MR. COLLINS? YEAH, WHEN THIS CAME BEFORE THE, UH, PLANNING AND TIME COMMITTEE, WE HAD SOME QUESTIONS, UM, FOR THE YOUNG LADY THAT WAS THERE.
[01:05:02]
JUST WANTED TO SEE BY THE MEETING.THOSE WERE, OH, IF YES, MR. THEY WERE, THEY WERE ADDRESSED.
YEAH, MR. I JUST WANTED TO SAY THANK YOU BECAUSE I KNOW THAT DOBA IS A GREAT PARTNER AND THE KEY FOR OUR PARKS TO BE, I MEAN, WE HAVE A GREAT PARK SYSTEM TO BE EVEN GREATER.
OUR PARTNERS ARE GONNA HELP MAKE US GET TO THAT NEXT LEVEL.
SO I APPRECIATE THE PARTNERSHIP THAT DOBA IS BRINGING, UM, TO US ON THIS.
ANY OTHER COMMENTS WITH THAT? ALL IN FAVOR SAY AYE.
SO WE HAVE MOVED THROUGH OUR VOTING AGENDA WITH THAT WE COME TO THE BRIEFING OF DALLAS ZOO.
SO IT'S NOTED THERE ARE TWO BRIEFINGS, BUT THEY'RE COMBINED INTO ONE.
SO WITH THAT, I WELCOME, UH, THANK YOU AGAIN.
WELCOME TO SHOW, SHOW OFF THE ZOO, AND WE HAVE A BUSY DAY TODAY.
I AM DAWN MOORE, THE CURRENT CHAIR OF THE DALLAS ZOO BOARD.
AS YOU ARE WELL AWARE THIS YEAR HAS PRESENTED THE DALLAS ZOO SOME CHALLENGES, WHICH WE ADDRESSED WITH YOU A COUPLE OF MONTHS AGO.
AND THEN DEEP SADNESS WITH THE PASSING OF OUR CEO GREG HUDSON.
I HOPE YOU ALL RECEIVED THE INVITATION TO HIS CELEBRATION OF A LIFE WELL LIVED, WHICH WILL BE TOMORROW NIGHT.
WE LOOK FORWARD TO HONOR AND GREG, BUT I'M HERE TO ASSURE YOU THAT GREG LEFT THE ZOO IN GREAT HANDS DURING HIS TENURE.
HE RECRUITED AND DEVELOPED A MANAGEMENT TEAM THAT IS SEVEN TO NONE IN THE DALLAS ZOO IN THE ZOOM WORLD.
IN PLANNING FOR HIS LENGTHY BUT HOPEFUL RECOVERY, HE SET UP A LEADERSHIP STRUCTURE IN PLACE THAT IS CAPABLE OF LEADING THE ZOO TO THE NEXT PHASE.
AND THE TEAM HAS THE FULL SUPPORT OF THE BOARD, A BOARD I'M VERY PROUD TO LEAD, BUT MOST GRATEFUL FOR THE TALENTS AND THE GIFTS THAT THEY SHARE WITH THE ZOO.
WE WILL BEGIN A SEARCH IN THE NEXT BOEING WEEKS FOR OUR NEXT LEADER, AND WE ANTICIPATE GREAT INTEREST AS GREG HAD PULLED IN OUR ZOO TO BE ONE OF THE TOP 10 IN THE NATION.
I WOULDN'T BE SURPRISED IF LEADERSHIP COMES FROM END.
SO I WANT YOU TO KNOW WE ARE CONFIDENT IN THE CONTINUED SUCCESS OF THE DALLAS ZOO AND ARE EXCITED TO SHARE WITH YOU TODAY OUR ACCOMPLISHMENTS AND THE VISION OF THE FUTURE.
I'M CHIEF OPERATING OFFICER AT THE ZOO.
THANK YOU FOR BEING HERE TODAY.
THANK YOU FOR BRAVING THE WONDERFUL SCHOOL CHILDREN THAT ARE HERE IN THE PARKING SITUATION.
UM, BUT WE LIKE THAT, WE WANT YOU TO SEE THAT CAUSE THAT'S WHAT THE ZOO IS ABOUT.
A HUNDRED THOUSAND SCHOOL KIDS THAT, UH, THAT COME OUT.
THIS IS USUALLY A PROSPEROUS TIME, OUR BUSIEST TIME OF THE YEAR.
SCHOOL KIDS, ATTENDANCE EVENTS.
OBVIOUSLY THAT'S TEMPER, UH, WITH GREG'S, UH, PASSING FAR TOO SOON.
BUT I ASSURE YOU THE VISION THAT HE HAD THAT HE IMPLEMENTED TOGETHER WITH YOU ALL ON THE TEAM, UH, BACK WHEN WE INFORMED HIS PARTNERSHIP, AND THIS IS A GREAT PARTNERSHIP, UH, IN 2009, IS GONNA BE BOOKENDED BY WHAT YOU'LL SEE COMING UP HERE.
SOME EXCITING TRANSFORMATIONAL IDEAS THAT, UH, YES WE WORKED ON, BUT GREG WAS VERY MUCH A PART OF AND WAS HOPEFUL THAT HE WOULD BE CONTINUING THIS FOR MANY YEARS TO COME.
UM, OUR GOAL HERE IS TO MAKE SURE THAT WE TAKE THAT VISION FORWARD HERE, UH, AS WE MOVE TO THE NEXT CHAPTER FOR THE DALLAS ZOO, FOR THOSE OF YOU WHO, UH, AND MOST OF YOU KNOW THE ZOO VERY WELL, BUT JUST TO RECAP, IT'S AN ANCHOR INSTITUTION.
THE ZOO'S BEEN HERE ON THE SITE SINCE 1912, ROUGHLY.
UM, WE HAVEN'T BEEN ESTABLISHED SINCE 18 88, 1 OF THE LONGEST RUNNING ZOOS, UH, IN TEXAS AND THE BIGGEST ZOO.
AND THAT SURPRISES PEOPLE BECAUSE WE'RE 106 ACRES THREE MILES SOUTH OF DOWNTOWN.
YOU HAVE 106 ACRE PARK WITH A NUMBER OF ACRES THAT AREN'T ACTIVATED RIGHT NOW.
AND WE'RE GONNA TALK ABOUT THAT IN OUR PRESENTATION DAY TO BRING THOSE BACK ONLINE.
UM, WE'RE 40 ACRES BIGGER THAN OUR ZOO DOWN THE STREET, THE OTHER ZOO, FOUR WAR ZOO.
UH, WE'RE DOUBLE THE SIZE OF THE HOUSTON ZOO.
THIS IS A BIG CAMPUS, BUT AS YOU LOOK OUT HERE, THE GREAT TRINITY FOREST RUNS THROUGH HERE.
YOU HAVE THIS NATURAL OUTDOOR EXPERIENCE AND IT IS WHAT IT'S APPEALING TO, UM, THE COMMUNITY.
UH, AND AS WE TALK ABOUT THE THINGS THE ZOO'S DONE, YES,
[01:10:01]
WE CAN TALK ABOUT THE PARTNERSHIP.THIS IS ONE OF THE MOST SUCCESSFUL PARTS PARTNERSHIPS I'VE EVER SEEN.
I'VE BEEN DOING THIS FOR 32 YEARS JUST IN ZOOS.
I WORKED AT THE ZOO UP IN COLUMBUS WITH JACK HANNAH AND I'VE WORKED AT THE ZOO DOWN THE STREET IN FORT WORTH.
AND I'VE NEVER SEEN GROWTH LIKE THIS ZOO HAS HAD.
UH, IN TERMS OF ECONOMIC IMPACT, IT'S BEEN, UM, HEAVILY FOCUSED IN THE CONSERVATION, THE MISSION, THE COMMUNITY WE'RE INVOLVED IN OUR 12 BY 12 CONSERVATION PROGRAMS AND 32, UH, COUNTRIES AROUND THE WORLD.
WE HAVE 15 OF THOSE PROGRAMS RIGHT HERE IN TEXAS.
SPECIAL ANIMALS WHOOPING CRANES WHERE WE HAVE A CONSERVATION CENTER OVER AT SAMUEL FARM AS WELL AS EACH YEAR WE'RE RELEASING THE STATE REPTILE OF TEXAS.
THE TEXAS BORN LIZARD ADDED TO ITS NATIONAL HABITAT.
WERE ACCREDITED BY THE ASSOCIATION OF ZOOS AQUARIUMS. THAT'S AN IMPORTANT DISTINCTION OF ALL THE U S D A LICENSED ANIMAL FACILITIES IN THE COUNTRY.
ONLY 10% GET THE DESIGNATION OF THE ACA ACCREDITATION.
WE JUST RECENTLY RECEIVED THAT, UH, A MONTH AGO.
DON MENTIONED THAT WE ARE ONE OF THE TOP 10 ZOOS AND HAVE BEEN RECOGNIZED, UH, WITH THAT HONOR.
AND THE TRANSFORMATIONAL CHANGE WAS THE PARTNERSHIP IN 2009.
IT'S NOT TO TAKE AWAY FROM ANYTHING WE'VE DONE FOR DECADES OUT HERE, TAKING CARE OF ANIMALS, WELCOMING PEOPLE, PUSHING FORTH OUR MISSION.
BUT IF YOU LOOK AT THE ATTENDANCE GROWTH, THE 15 YEAR AVERAGE IN 2005, ABOUT 530,000.
AND WHAT HAPPENED WITH THAT TRANSFORMATIONAL, UM, MOMENT IN 2009, THE PRIVATIZATION, PUBLIC PARTNERSHIP, CITY OF DALLAS PARK BOARD, THE EL SIOUX MANAGEMENT AND ADDING THAT TOGETHER WITH THE 2006 BOND PROGRAM, 25 MILLION FROM THAT BOND WITH OTHER PHILANTHROPIC DOLLARS THAT WERE RAISED BY THE ZOO CREATED THE TRANSFORMATIONAL GIANTS OF THE SAVANNAH HABITAT AWARD-WINNING.
AND YOU CAN SEE WHAT THAT ATTENDANCE HAS DONE SINCE THE OPENING OF 2010.
GREG TOLD ME WHEN I CAME HERE IN 2007, I BELIEVE WE'RE GONNA BE AT A MILLION VISITORS.
AND THAT WAS AT A TIME WHEN WE HAD 600,000 PEOPLE COMING THROUGH THE GATES.
AND SURE ENOUGH, IN 2015 WE REACHED THAT 1 MILLION THRESHOLD.
AND THAT IS A WATERSHED MOMENT FOR ZOOS ACROSS THE COUNTRY.
THERE ARE NOT MANY ZOOS, MAYBE 30 OR SO ZOOS THAT I KNOW OF THAT ARE OVER A MILLION IN ATTENDANCE.
THAT PUTS US IN A SPECIAL CATEGORY.
YOU SEE THE ATTENDANCE MOVING FORWARD TO OUR PEAK 1.2 MILLION.
THAT'S WHERE WE WANT TO GET BACK TO.
BUT ONE OF THE THINGS THAT'S HAPPENED POST COVID, AND ALSO WHEN YOU'RE NOT BUILDING HABITATS EVERY SIX, SEVEN YEARS OR SO, YOU SEE THAT START TO DROP PLATEAU.
THAT'S WHERE WE'RE AT RIGHT NOW.
THAT'S PART OF THE REASON WE WANT TO TALK TO YOU ABOUT THIS EXCITING VISION GOING FORWARD, WHAT WE CAN DO TOGETHER TO MAKE THIS ZOO ONE OF THE TOP ZOOS IN THE COUNTRY.
WITH THAT, I'M GONNA TURN OVER TO OUR CHIEF MISSION OFFICER HARRISON ELA, TALK ABOUT THE COMMUNITY IMPACT AND THE ACCESSIBILITY PIECE.
MENTION WE SEE ABOUT MILLION ANNUALLY THEN I'LL SOON.
BUT IF WE'RE REALLY GONNA SUCCEED IN MOVING THE MISSION FORWARD, UH, ACCESSIBILITY IS OF THE UNWELL IMPORTANCE TO US.
UM, AS YOU GUYS CAN SEE, WE, UH, WE, UH, OVER SO MANY DAYS ANNUALLY WITH DISCOUNT PRICING, THE ZOO ULTIMATELY FOR US, UH, THE MOST IMPORTANT THING FOR US TO BE ABLE TO DO IS, IS TO SERVE EVERY TAX REGARDLESS OF INCOME.
WE WANT THIS PLACE TO BE, UH, ALL SPACES OPEN TO ANYONE.
UH, PARTICULAR HIGHLIGHTS UP HERE ARE P BOUGHT 85,000 PLUS GASES IN THE LAST YEAR.
BOUGHT IN 14,000 PLUS GASES, NEARLY 15.
TIGER BROUGHT AN 18,000 PLUS GUESTS AND OVER 3000 TEAMS IN NORTH TEXAS.
WE USE OUR TEAM ALL ACCESS PATHS.
UH, AGAIN, IT'S REALLY IMPORTANT TO US THAT WE'RE OPEN TO EVERY NORTH TEXAS.
IT'S NOT JUST, UH, UH, SOMEONE WHO CAN AFFORD A SPECIFIC TICKET PRICE, BUT WE WANNA MAKE SURE EVERYONE CAN TO ANY TIME TOPIC TOPIC.
OUR DIVERSITY, EQUITY, INCLUSION, AND ACCESSIBILITY PROGRAMS LED, UH, BY OUR SENIOR DIRECTOR OF COMMUNITY IMPACT, UH, HAVE, UH, SEEN SOME REAL HIGHLIGHTS IN LAST YEAR, WE'RE MADE BIG PROGRESS IN FINALIZING A FIVE YEAR DIVERSITY, EQUITY, INCLUSION, AND ACCESSIBILITY PLAN FOR THE ZOO.
UH, WE'VE CREATED THE DALLAS ZOO BORDERS FIRST COMMUNITY IMPACT COMMITTEE FOCUSED ON FINDING THE RIGHT PARTNERS TO MAKE SURE THAT WE'RE SERVING COMMUNITY AROUND US AT THE SAME TIME THAT WE'RE CARING FOR WILDLIFE AND SCHOOL KIDS THAT ION, UM, WE ENGAGE WITH SOME DYNAMITE D I A CONSULTANTS, UM, WHO FOCUSED ON A COUPLE DIFFERENT ASPECTS IN SUPPORT OF THIS FIVE YEAR PLAN.
SOME OF THAT IS FOCUSED ON COLLECTING BASELINE METRICS TO UNDERSTAND CHANGES OVER TIME, UH, ONCE WE PUT SOME OF THESE ACTIONS IN PLACE.
UM, AND SOME OF THOSE ARE FOCUSED ON, ON DEVELOPING OUR CULTURE INTERNALLY SO THAT WE'RE READY OUR BEST SERVED TO, TO SERVE THE COMMUNITY.
UH, WE FINISHED A DALLAS INCLUSION STATEMENT THAT WE FINALIZED THIS YEAR AS WELL.
THIS HAS BEEN HEART WORTH STAR AS WE'VE WORKED ON SPECIFIC ISSUES RELATED TO THIS PLAN.
[01:15:01]
AND I'M GONNA SHARE WITH YOU GUYS A VIDEO, OUR MARKETING COMMUNICATION STATEMENT TOGETHER.I THINK THEY CAN DO A BETTER JOB WITH WITH VISUALS THAN I CAN TURN, SEE THE PICTURES WORTH A THOUSAND MARK VIDEO WORTH A MILLION.
UH, I WANNA THANK YOU GUYS SPECIFICALLY FROM THE MISSION DEVELOPMENT.
SORRY, MISSION DIVISION AT THE ZOO.
A LOT OF THOSE WERE POSSIBLE WITHOUT SUPPORT FROM OUR COMMUNITY.
AND ON THAT NOTE, I'M GONNA TURN OVER TO BRANDON CARTER, WHO IS OUR VICE PRESIDENT OF ADVANCE HERE AT THE ZOO.
A LITTLE BIT ABOUT THE NEXT STEPS WE'RE GOING FROM HERE.
GOOD MORNING AND THANK YOU FOR YOUR TIME THIS MORNING.
WE REALLY APPRECIATE BEING HERE WITH YOU.
UH, I WANTED TO START WITH JUST KIND OF AN OVERVIEW OF OUR TRANSFORMATIONAL PARTNERSHIP OVER THE LAST COUPLE OF DECADES.
UM, AS A CATALYST FOR ECONOMIC GROWTH IN THE SOUTHERN SECTOR, WE ARE REALLY PROUD OF WELCOMING APPROXIMATELY BILLION VISITORS ANNUALLY.
UM, AND WE CONTINUE TO BE ONE OF THE CITY'S HIGHEST ATTRACTIONS AND TO MAINTAIN, AGAIN, THAT ACCESSIBLE PRICE POINT FOR EVERYONE, UM, IN OUR COMMUNITY TO COME AND VISIT US.
WANTED TO TALK SPECIFICALLY FOR A MOMENT ABOUT THE 2006 BOND PROGRAM, AGAIN, WHICH BROUGHT 25 MILLION IN BOND FUNDS A LOT, WHICH ALONG WITH PRIVATELY RAISED DOLLARS, HELPED US BRING THE WORLD RENOWNED GIANTS AND THE SAVANNAH TO LIFE.
I'M SURE YOU'VE ALL BEEN THERE.
UM, IT HELPED REDEFINE THE ZOO AND, UH, POSITION US AS A LEADER IN THE FIELD.
UM, AS YOU HEARD FROM SEAN, SINCE 2009, WE'VE INVESTED MORE THAN 40 MILLION IN CAPITAL IMPROVEMENTS FUNDED THROUGH PRIVATE SUPPORT.
AND THOSE DOLLARS HAVE BEEN INVESTED WISELY.
WE'RE PROUD TO SAY THAT WE HAVE BEEN GOOD STEWARDS OF EVERY DOLLAR INVESTED, BOTH, UM, BY THE CITY AND BY OUR PHILANTHROPIC COMMUNITY.
AND WE KNOW AS WE LOOK TO 2024, UM, THAT IT IS TIME FOR US TO DO SOMETHING REALLY WONDERFUL AND BIG.
AND SO WE'RE GONNA TALK TO YOU TODAY ABOUT OUR VISION FOR THE NEXT BIG PROJECT HERE AT, I WANNA START BY FRAMING OUR
[01:20:01]
PRESENTATION BY REVISITING OUR 2019 MASTER PLAN.AND I WANNA REMIND YOU ALL THAT THIS PLAN WAS APPROVED BY BOTH THE DALLAS SUE'S BOARD AS WELL AS BY OUR PARK BOARD.
SO AS WE'RE SHARING A LIST OF TRANSFORMATIONAL PROJECTS WITH YOU TODAY, I WANT YOU TO KNOW THAT THIS IS STILL THE PLAN THAT IS GUIDING OUR VISION, UM, AND THAT THAT HAS MAINTAINED CONSISTENT EVEN THROUGH A COUPLE OF REALLY TUMULTUOUS YEARS.
SO THIS MASTER PLAN REPRESENTS, YOU KNOW, 250 MILLION OR MORE IN, UH, PROJECTS FOR THE DALLAS ZOO AND IS REALLY INTENDED TO GUIDE THE NEXT SEVERAL DECADES OF OUR LIFE TAMPA.
UM, WHAT WE WANT TO TALK TO YOU ABOUT TODAY IS PHASE ONE OF THAT MASTER PLAN, WHICH WILL BE THE SUBJECT OF OUR NEXT CAPITAL CAMPAIGN.
SO WE EXPECT THAT THIS CAMPAIGN WILL BE ALL TOLD APPROXIMATELY A HUNDRED TO 125 MILLION, AND IT REALLY BREAKS DOWN INTO THREE PILLARS.
SO WE HAVE, UM, A COMMUNITY PILLAR FOR THIS CAMPAIGN, AN EDUCATION PILLAR, AND THEN AN ANIMAL FOCUSED PILLAR.
THE COMMUNITY PILLAR WE'LL TALK ABOUT, UM, WILL BRING ONLINE A SOUTH PARKING GARAGE, AS WE MENTIONED.
AND AS I'M SURE YOU EXPERIENCED THIS MORNING, PARKING IS ONE OF OUR BIGGEST RESTRAINTS.
UH, SEVERAL PEDESTRIAN CONNECTIVITY AND ACCESS POINTS, UM, UP TO OUR NEW NEIGHBORS WITH GATEWAY PARK TO THAT NEW PARKING GARAGE.
AND IN A COUPLE OF OTHER PLACES, UH, CONTINUING TO MAKE SIGNIFICANT ADJUSTMENTS IN SAFETY AND SECURITY HERE ON SITE.
OUR EDUCATION PILLAR WILL BRING US A PERMANENT HOME FOR SOME OF OUR FLAGSHIP EDUCATION PROGRAMS. THAT INCLUDES THE ONLY FULL-TIME NA, NATURE-BASED PRESCHOOL IN NORTH TEXAS.
AND IT INCLUDES AN ORIENTATION SPACE FOR THE HUNDRED THOUSAND FIELD TRIP KIDDOS WE GET EVERY YEAR.
AND YOU'RE HEARING A FEW OF THEM EATING LUNCH JUST NOW,
WE WANNA BRING ON SOME INDOOR SPACE FOR OUR ELEPHANT HERD, WHICH I THINK YOU ALL IS KNOW, IS GROWING AND CHANGING.
SO HARRISON'S GONNA TALK TO YOU ABOUT THAT.
AND THEN THE BIGGEST PIECE OF THIS PROJECT IS SOMETHING, UH, THAT WE'RE CALLING RIGHT NOW AS A WORKING TITLE SAFARI TRAIL.
SO THAT'S GONNA HELP US REACTIVATE WHAT IS RIGHT NOW 10 TO 15 ACRES OF UNDER OR UNUTILIZED OR INACCESSIBLE PARK SPACE.
UM, SO WE'RE GONNA LEVERAGE EXISTING INFRASTRUCTURE IN THOSE SPACES AND INVESTMENTS THAT WE'VE ALREADY MADE WITH YOU ALL TO BRING THAT PARK SPACE BACK ONLINE FOR OUR COMMUNITY, UM, AND REINTRODUCE OR INTRODUCE FOR THE FIRST TIME AS MANY AS TWO DOZEN NEW SPECIES, INCLUDING RHINOS AND CHEETAH.
SO WE'RE VERY EXCITED ABOUT WHAT THAT CAN MEAN FOR OUR COMMUNITY.
AND I'M GONNA PITCH IT BACK OVER TO AND HARRISON FOR A FEW MINUTES TO JUST SHARE A LITTLE BIT MORE ABOUT SPECIFICS ON THIS SET OF PROJECTS.
SO WE MENTIONED EARLIER THERE'S NOTHING WORSE THAN PLANNING YOUR DAY TO COME TO THE ZOO AND THEN BEING IN LINE UP AND DOWNTOWN AS YOU'RE TRYING TO ACCESS THE ZOO, WHICH HAPPENS.
WE ARE OUTTA PARKING BETWEEN 50 AND 70 DAYS OF THE YEAR.
TODAY WHEN YOU LEAVE, YOU MIGHT SEE THAT WE'RE OUTTA PARKING ON THURSDAY OR ON FRIDAY AND THE WEEKS TO COME, ESPECIALLY AS THE STUDENTS HAVE FINISHED UP THEIR TESTING, THIS IS A GREAT PLACE FOR THEM TO COME OUT AND SMELL D DOOR LEARNING.
BUT SOMETIMES IT'S TAKEN AN HOUR TO GET IN HERE.
WE, THIS WEEKEND WE'RE ON THE STREET.
AND SO WHAT WE HAVE RIGHT NOW IS ABOUT 1300 PARKING SPACES.
UH, WITH THIS NEW INVESTMENT THAT'S UNDERWAY, I'D LIKE TO THANK TR WILLIAMS AND VINCENT BUOY FROM THE PARKS REC DEPARTMENT FOR HELPING US WITH THIS.
THIS GARAGE RIGHT NOW IS IN PERMIT PROCESS.
IT HAS THREE AND A HALF MILLION DOLLARS, WHICH IS WHAT WE RECEIVED IN THE 2007 BOND ELECTION.
WE ALSO HAVE, UH, NORTH CENTRAL TEXAS COUNCIL OF GOVERNMENT MONEY THAT'S GONNA GO TO THAT AS WELL AS MONEY FROM THE EUGENE, UH, MCDERMOTT FOUNDATION THAT SOME OTHER DOLLARS THAT THE ZOO HAS RAISED WILL ALLOW US TO START THE CONSTRUCTION OF THIS.
UH, HOPEFULLY IN THE SUMMER THERE'LL BE AN RFP PROCESS THAT WILL BE LED BY THE CITY.
UH, AND WE'VE MARKED HAND IN HAND IN THE DESIGN OF THIS FOUR STORY 580 SPACE GARAGE.
WHEN IT'S DONE, WE'VE GOT A 30% PARKING.
I MENTIONED THE PLATEAU INTENT AND ATTENDANCE AND OUR RECORD OF 1.2 WITH THE INVESTMENTS WE DO WITH THIS BOND PROGRAM AND OUR CAPITAL CAMPAIGN.
THIS IS GONNA START PUTTING US UP THE STRATOSPHERE, BUT IT'S THE ACCESS BEFORE ADVENTURE FEES.
WE HAVE TO BE ABLE TO GET THEM IN HERE, PARK THEM.
AND THIS IS THE FIRST PHASE OF THAT.
UH, AND HOPEFULLY IT'LL BE THROUGH THE PERMITING PROCESS SHORTLY.
IT CREATES NEW PEDESTRIAN GATEWAYS INTO THE COMMUNITY.
THIS IS A VIEW FROM THE GARAGE OVER TO THE DART, SO YOU HAVE A CONNECTION TO LIGHT RAIL OVER, UH, PAST THAT AS CLARAN AVENUE.
WE'LL HAVE A NEW GATEWAY THAT ACCESSES INTO THE ZOO AND SIMULTANEOUSLY THAT THE CITY RIGHT NOW IS DOING A EVEN WIDENING PROGRAM TO CREATE BETTER WALKABLE SPACE.
[01:25:01]
WIDE, THE PARKING LANE'S WIDEN, IT TAKES ACCESS STRAIGHT UP TO THE SOUTHERN GATEWAY PARK OR THROUGH THE ZOO, UH, AND BACK UP AT THE SOUTHERN GATEWAY PARK.DEPENDING ON THE OPTIONS THAT ARE GONNA BE HERE, WE KNOW GROWTH IS COMING, WE'RE TRYING TO BE PREPARED FOR IT.
AND MOST IMPORTANTLY, AS WE GROW, WE'RE A COMMUNITY MEMBER.
WE HAVE A SURROUNDING COMMUNITY THAT BORDERS RIGHT TO THE ZOO.
CONGESTION, TRAFFIC, PEDESTRIAN SAFETY, ALL THOSE THINGS ARE TAKEN INTO CONSIDERATION BECAUSE WE WANT TO BE A GOOD NEIGHBOR AS WE TALK ABOUT BEING A GOOD NEIGHBOR.
I CAME TO THE PARK BOARD MEETING IN FEBRUARY RIGHT AFTER TALKING TO THE QUALITY OF LIFE COMMITTEE IN BOTH CASES YOU MENTIONED ABOUT SECURITY AND WHAT DO WE NEED TO LAYER INTO THE BOND PROGRAM COMING UP? WELL, I WANT YOU TO KNOW WE DIDN'T STOP AND IT WAS A, A IMPORTANT PART OF, OF, UH, GREG AND OUR CONVERSATIONS ABOUT MAKING SURE WE DON'T STOP.
AND SO THE LAST 90 DAYS WE'VE DONE SOME SIGNIFICANT INVESTMENTS HERE.
WE'VE PUT A MILLION DOLLARS IN THE SECURITY, WE'VE ENHANCED TWO MILES OF FENCE, ADDED NEW GATES WHERE WE NEEDED TO RAISE THEM UP.
STILL TRYING TO KEEP THAT AESTHETIC, UH, APPEAL CUZ WE ARE A COMMUNITY FAMILY FRIENDLY ORGANIZATION THAT AT 50 NEW
IT HAS MOTION DETECTION AS WELL THAT AS SOON AS THAT TRIPS, IT GOES RIGHT TO THE OFFICER MONITORING IT AND THEN OUT INTO THE PARK TO INVESTIGATE IT IF NEEDED.
I'M HAPPY TO SAY WE HAVEN'T HAD ANY CHALLENGES HERE SINCE FEBRUARY.
UM, BUT THAT DOESN'T MEAN WE'RE NOT FULLY PREPARED IF WE DON'T HAVE, JUST AS IT WAS MENTIONED EARLIER, IF WE DON'T HAVE A SAFE, SECURE ZOO OR SAFE AND SECURE PARKS, PEOPLE WILL NOT COME.
SO THAT'S A HUGE PART OF WHY WE'RE INVESTING IN IT.
WE ADDED A NEW 24 HOUR A DAY, UH, SEVEN DAY A WEEK SECURITY COMPANY.
AND WE ALSO JUST FINISHED UP OUR SECURITY ASSESSMENT.
WE EXPECT THAT THINGS LIKE LIGHTING, ADDITIONAL CAMERAS, UH, SOME HIGH TECH TECHNOLOGY THAT WE'VE NEVER USED HERE BEFORE.
WE EXPECT THAT TO BE PART OF PHASE TWO AND PART OF THAT BOND, UH, PIECE, UH, THAT YOU'RE GONNA, YOU'RE GONNA HEAR MORE ABOUT HERE IN JUST A SECOND.
AND WITH THAT, I DO WANT TO TURN OVER TO HARRISON TO WALK YOU THROUGH SOME EXCITING CONCEPTS.
HARRISON, AS OF THE 2020 CENSUS, 80% OF AMERICANS LIVED IN URBAN AREAS, 24 AND A HALF BILLION TEXANS LIVE IN CITIES.
AS WE THINK ABOUT THAT PARKS, I, I MAY BE BREACHING TO THE FIRE ON THIS ONE, BUT PARKS ARE MORE IMPORTANT NOW THAN EVER IF WE WANT OUR FELLOW TEXANS TO EXPERIENCE ASIA AND ZOOS IN PARTICULAR ARE CRUCIAL AS WE INSPIRE THE NEXT GENERATION TO APPRECIATE THE NATURAL WORLD.
I'M ACTUALLY GONNA HAND A LITTLE BIT WITH SLAUGHTER WHO JUST SHARED IN OUR PREVIOUS AGENDA ITEM.
IT MAY NOT BE WHAT YOU KNOW, BUT IT'S MORE ABOUT WHETHER YOU CARE.
A LOT OF OUR PROGRAMS IN EDUCATION ARE FLAGSHIP PROGRAMS ARE FOCUSED ON OUR LITTLEST LEARNERS AND ON BUILDING EMPATHY AND LITTLE KIDS WHO THEN GROW UP TO CARE MORE ABOUT NATURAL IN THE ENVIRONMENT.
UM, WE'RE SO EXCITED ABOUT WILDER'S DISCOVERY CENTER.
UH, THIS PROGRAM OF THIS PROJECT HAS BEEN IN THE WORKS FOR A LONG TIME.
UM, AND AS WE MENTIONED PREVIOUSLY, UH, BUT AS MANY PEOPLE MAY NOT ALREADY KNOW, UM, WE HAVE OUR, THE SITE OF, UH, NORTHERN TEXAS, ONLY FULL-TIME, MAJOR BASED PRESCHOOL HERE AT THE DALLAS CITY.
UH, WE OPENED THAT PROGRAM IN 2018.
THE WILD EARTH PRESCHOOL HAS ITS DOUBLED IN SIZE AND WE HAVE A WAIT LIST, COUPLE HUNDRED KIDS LONG WE'RE WAITING TO TO GET INTO THIS PROGRAM.
UH, THE LARGEST SPACE IS THE WILD EARTH DISCOVERY CENTER WILL BE DEDICATED TO THIS PRESCHOOL.
UH, THE PERMANENT INDOOR CLASSROOMS WE'LL CALL JULE OUR CLASSROOM SPACE, PROVIDING AN ASPIRING CAMPUS FOR PRESCHOOL SCHOOL CHILDREN AND THE FAMILIES OF ALL AGENTS.
UM, WE DON'T HAVE A SKETCH OF THEM DESIGNED YET.
THE OUTDOOR CLASSROOM SPACES WOULD BE DEDICATED FOR USE WHILE WILD EARTH PRESCHOOLERS ON WEEKDAYS WOULD THEN OPEN TO THE PUBLIC ON WEEK.
UM, DALLAS, UH, SERVES OVER A HUNDRED THOUSAND STUDENTS ANNUALLY AND YOU'VE MET SOME OF THEM HERE TODAY.
UH, RESERVE COUNTIES ALL OVER NORTH TEXAS.
PEOPLE WHO ARE COMING FROM COUNTIES AND COUNTIES AWAY CAUSE THIS IS THE TOWN.
UH, AND OUR NATURE-BASED EDUCATION PROGRAMS, UH, ARE DESIGNED TO CATER NOT ONLY FAMILY GROUPS, BUT ALSO TO INDIVIDUAL FAMILY, UH, INDIVIDUAL SCHOOL GROUPS AS WELL.
THE AUDITORIUM ON THE LEFT IN THIS PHOTO, UH, SITUATED ADJACENT TO US PARKING LOTS.
THIS WOULD SERVE AS AN ORIENTATION SIDE FOR THOSE HUNDRED THOUSAND SCHOOL KIDS.
AND WHILE THE SAFETY OF GUESTS AND STUDENTS HAS ALWAYS BEEN IMPORTANT, THIS AUDITORIUM WILL OFFER ADDITIONAL SAFE SPACE DURING OUR INFLUENCE SPRING STORMS HERE IN TEXAS.
UH, SECONDARILY THE AUDITORIUM WOULD ALSO DOUBLE HIS RENTABLE EVENT SPACE AND OR AS A VENUE FOR EVENTS LIKE THIS FOR EVENINGS.
UH, FOR THE ZOOS LECTURE SERIES, OUR TEAMS IN EDUCATIONAL FACILITATING IMPRESSIVE NUMBERS OF FIELD TRIPS.
WE REGULARLY HOST THREE OR 4,000 STUDENTS ON A SINGLE DAY.
LOGISTICS CAN BE A SERIOUS CHALLENGE, UH, ESPECIALLY AS MADE OUR FIELD TRIPS, ZOO MEMBERS, PAYING GUESTS ALL AFTER THROUGH, THROUGH THE SAME BUT MAIN TRIPS.
SO, SO THE THOUGHT PROCESS BEHIND THIS DESIGN IS THAT AFTER ORIENTATION IN THAT AUDITORIUM
[01:30:01]
THAT YOU SAW IN THE PREVIOUS SLIDE, FIELD TRIPS WOULD BE ABLE TO ENTER THE ZOO THROUGH NEW GATES.EASING OPERATIONS WITH THE ZOO'S MAIN ENTRANCE AND AND MINIMIZING COMPETITION FOR SPACE.
THE OPPORTUNITY TO BENEFIT OUR LITTLEST LEARNERS THROUGH WILD EARTH, PRESCHOOL AND EARLY CHILDHOOD EDUCATION PROGRAMS, AS WELL AS THOSE 100,000 FIELD TRIP PARTICIPANTS THAT SPENT TIME ON THE CAMPUS ANNUALLY ALL IN STATE.
THE ART FACILITIES IS EXHILARATING AND WE'RE ALSO EXCITED ABOUT THE GREAT ROOM.
UH, WHEN WE DESIGNED THE BARNS TO SUPPORT THE GIANTS OF THE SAVANNAH THAT OPENED BACK IN 2010, UH, IT WAS IMPORTANT THAT WE DID SO WITH THE NEEDS OF OUR INDIVIDUAL ELEPHANTS IN MIND.
UH, WITH AN AGING HERD OF SENIOR CITIZENS.
WE DESIGNED SPACE FOR GERIATRIC CAMPUS.
UH, DALLAS ZOO AT THE TIME BECAME A RETIREMENT HOME FOR ELEPHANTS, SOME OF WHOM HAD BEEN MOVIE STARS BEFORE RETIRING TO DALLAS.
UM, OUR HERD IN 2023 IS A VERY DIFFERENT HERD.
IT HAS A MULTI-GENERATIONAL FAMILY GROUP.
UH, THEY RANGE AND AGE FROM 46 YEARS.
IT'S JENNY, OUR MATRIARCH, WHO BE WITH MET, UH, TO JUST OVER TWO MONTHS.
THE LITTLE CALF IN THIS PHOTO, UM, IS HELD ON HABITAT TODAY.
WHY RECOGNIZED AS LEADERS IN CARE WITH THE TRACK RECORD OF SUCCESSFUL INCORPORATION OF VALUABLE LESSONS LEARNED HERE IN DALLAS INTO THE CARE OF ORPHAN ELEPHANTS IN AFRICA, WE ARE READY TO UPGRADE THIS INDOOR SPACE TO ACCOMMODATE THIS GROWING FAMILY GROUP.
THE ELEPHANT GREAT ROOM, UH, WILL CREATE CON, UH, CLIMATE CONTROLLED INDOOR SPACE FOR OUR FAMILY HERD.
THE IDEA BEING THAT ON CHILLY ON NIGHTS, UH, ELEPHANTS WILL BE ABLE TO COME AND GO AS THEY PLEASE EXPLORING THE SAVANNAH EARLIER IN THE EVENING AND THEN SETTLING IN INTO LATER AT NIGHT, UH, INTO A LARGE WARM SAND TO SLEEP.
THIS WILL BE SITUATED BETWEEN THE GIANTS OF THE SAVANNAH AND THE ZOO HOSPITAL.
UH, IT'S AN OFF EXHIBIT SPACE WITH THE BABY OPPORTUNITY.
RESCUE THE SPACE UP FOR TWO GROUPS SO THE KIDS CAN SEE WHAT CARE GOES INTO.
UM, PROVIDING CARE FOR THESE, THESE MEGAS AND ANIMALS AND THE FLAGSHIP PROJECT THAT WE'VE SHARED WITH YOU GUYS TODAY.
THIS IS THE OVERALL MAP FOR SAFARI TRAIL.
THIS TRAIL HAS THE POTENTIAL TO BE A TRANSFORMATIONAL EXPERIENCE FOR LSU ON PAR WITH THE GIANTS OF THE CIVILIAN.
THIS LEVERAGES EXISTING INFRASTRUCTURE.
IT'S A HALF MILE WALKING TRAIL THAT REPLACES AND REUSES PATHS THAT WERE ONCE UTILIZED.
MONORAIL OPENING VIEWS INTO REIMAGINED HABITATS PREVIOUSLY VISIBLE ONLY FROM THE TRAINS.
THIS REPRESENTS 10 TO 15 ACRES OF CURRENTLY UNUTILIZED PARKLAND.
UM, THESE SPACES HAVE BEEN LARGELY VACANT AND INACCESSIBLE TO THE PUBLIC SINCE THERA DIED IN MARCH OF 2020.
IN REFRESHING OF REOPENING THESE HABITATS, WE'LL SHARE UP TO 24 NEW OR REINTRODUCED ANIMAL ANIMAL SPECIES WITH OUR GUESTS FOR 30 YEARS.
THE DALLAS COMMUNITY LOVED THEIL VERY SO MUCH NOSTALGIC ATTACHMENT TO THAT TRAILER.
WE LOVED IT BECAUSE OF INCREDIBLE VIEWS, THE ANIMAL HABITATS AND THE FEELING OF ADVENTURE AROUND EVERY BEND.
THE NEW EXPERIENCE WILL TAKE INSPIRATION FROM TREETOP TRAILS AND WINDING BOARDWALKS THAT YOU SEE OFF ON THE LEFT POPULAR AND SO NATIONAL AND STATE PARK.
AND WE HOPE TO CAPITALIZE ON SOME OF THOSE KILLER VIEWS THAT MAKE THE HONOR SO POPULAR.
AT THE SAME TIME, WE'LL BRING GUESTS CLOSE TO SOME OF AFRICA AS MOST CAPTIVATED WILDLIFE, USING ELEVATION CHANGES TO BRING PATHWAYS GRADUALLY DOWN TO GRADE FOR UP CLOSE IN THE COUNTERS.
FIRST THOUGHT ON THE WILL OFFER GLIMPSES OF THE CONGO'S MOST ELUSIVE AND CLOUD ANIMALS.
THESE OUR OWN COPY AND CENTERBACK DIAPER ON THE LEFT AND RED RIVER.
THIS TRAIL NOT ONLY OFFERS UNIQUE ADVENTURES, BUT ALSO OFFERS NEW OPPORTUNITIES ACROSS TO HIGHLIGHT DALLAS'S CONSERVATION EFFORTS.
UH, OUR PROGRAM PROTECTED 12 IDENTIFIES 12 KEY CONSERVATION PRIORITIES AS SPECIES THAT WE WILL SAVE TO WHICH WE ARE DEDICATED.
FIVE OF THOSE 12 ARE SHOWCASED ON THIS TRAIL.
THE EXISTING ACOP HABITAT IS ABOUT 5,000 SQUARE FEET.
THIS NEW HABITAT WILL ADD 9,000 ADDITIONAL FEET FOR THESE ANIMALS.
I ALWAYS LOVE TO SHARE THE CONTEXT WITH US.
DALLAS'S FIRST OF COPY OF BIRTH OCCURRED IN NOVEMBER, 1963.
SO OVER 60 YEARS WE HAD A TOTAL OF 37 BIRTHS WITH THIS SPECIES.
WE ARE LITERALLY EXPERTS IN ALL THINGS WE'RE TALKING.
UH, CAN'T WAIT TO SHARE THESE GUYS IN SOME REALLY NEW CREATIVE WAYS AS PART OF THIS PROJECT.
NEXT UP ON THE TRAIL IS AN ABSOLUTE SHOWSTOPPER.
THIS IS 50,000 SQUARE FEET OF ROLLING GRASSLANDS TALK ARE MY BOUNCE AND HOCKEY CROPPINGS MOYO, WHO WAS ALICE'S LAST BROWN LEFT THE ZOO IN 2012.
AND WE'VE BEEN WITHOUT RHINO HOUSE FOR THE LAST DECADE WITH THIS HABITAT BECAUSE WE NEVER DO ANYTHING ON A SMALL SCALE.
WE'RE LOOKING ATS BACK IN A BIG WAY.
WE'RE PREPARED TO HOUSE A CRASH OF LIGHT RHINOS, WHICH ARE A SPECIES THAT WE'VE NEVER HOUSED IN DALLAS.
AND THE HOPE IS THAT THEY WILL SHARE SPACE WITH GENES.
THESE PHOTOS ARE NOT OPTICAL ILLUSIONS.
THERE'S NOT A HIDDEN BOAT IN BETWEEN THOSE ANIMALS.
THIS IS SOMETHING THAT A FEW ZOOS HAVE DONE IN EUROPE, BUT NOBODY'S DOING IN THE US TELL WHO WILL BE UNIQUE IN THE STATES.
[01:35:01]
ONE OF THE ONLY ZOOS OF THE WORLD TOOK MEETS THESE TWO CARISM BACK SPECIES, WHICH REPRESENT TWO MORE OF OUR KEY CONSERVATION PRIORITIES.EARTH WAS ONCE HOME TO 500,000 RHINOS AND THEY EXPECT, UH, EXPERIENCED THE 95% DECLINE IN GLOBAL POPULATIONS.
THERE IS NO BETTER WAY TO APPRECIATE THESE ANIMALS THAN TO MEET THEM UP CLOSE AND PERSONALLY.
DOES ANYONE EVER TOUCH THEIR ANSWERS? THAT'S GOOD.
THERE IS NO BETTER WAY TO APPRECIATE THEM THAN TO MEET THEM UP CLOSE.
THEIR SKIN IS WARM TO THE TOUCH, BUT TOUGH.
AND YOU'LL NEVER FORGET THE FEELING AS THIS GIANT ANIMAL EATS AN APPLE FROM THE PALM OF YOUR HAND.
WERE YOU ESPECIALLY DESIGNED A 3000 SQUARE FOOT RHINO ENCOUNTER AT THE CENTER OF THE HABITAT HERE, WHICH WOULD ALLOW GUESTS TO SAFELY MEET RHINOS IN PERSON PERFORMING LONG LASTING AND EMOTIONALLY IMPACTFUL RELATIONSHIPS WITH THESE GENTLE GIANTS.
THAT SAME ENCOUNTER SPACE WILL BE THE PADDOCK THAT WE HOPE TO SOMEDAY USE TO SAFE IF WE INTRODUCE RHINO BOMBS WITH YOUNG CABS.
BACK TO THE REST OF THAT CRASH.
AND WITH FEW EXHIBIT THOUSANDS LEFT IN THE WILD.
IT IS NO THAT THIS IS ANOTHER ONE OF OUR TOP 12 CONSERVATION PRIORITIES.
WHEN WE THINK ABOUT GINA'S, WE THINK ABOUT SPEED.
IT'S IMPORTANT TO ALL OF US HERE AT DALLAS THAT WE GIVE OUR ANIMALS OPPORTUNITIES TO THRIVE, OPPORTUNITIES TO DO WHAT THEY DO BEST.
AND THAT'S EXACTLY THE WAY WE DESIGNED THIS 11,000 SQUARE FOOT HABITAT BOY THAT WE DID.
IT'S A LONG LINEAR SPACE THAT GIVES THE WORLD'S FASTEST LAND THE TRACK THEY NEED TO REMOVE.
FOR NEARLY A DECADE, WINDS SP PRESIDENT GM CHASED ALL LURE AT OUR CHEATER RUNNER.
UH, HE SINCE RETIRED FROM RACING, HE'S KNOWN CAT NOW.
BUT HE INSPIRED OUR GOALS TO TRAIN A NEW GENERATION TO LURE CHASE IN THIS NEW HABITAT ON THE TRAIL.
WE MENTIONED EARLIER THAT SUPPLY TRAIL WOULD BRING UP TO 24 NEW OR IN SOME CASES OF RETURNING SPECIES TO DALLAS ZOO.
SMALLER WILD ARE HELD BY ONLY SIX NORTH AMERICAN ZOOS.
SENATOR HORNOR GRACEVILLE AFTER GAZELLE SLATE TO SHARE THE FIRST GRASS ON HABITAT RIGHT WITH WITH THE RHINOS.
OBVIOUSLY THEY WILL ALTERNATE DAYS ON HABITAT WITH JETS.
SECOND GRASSLAND HABITAT WILL BE HOME TO SOME OF AFRICA'S MOST MAGNIFICENT BIRDS.
AND AT THE TOPIC OF MAGNIFICENT BIRDS, I WANNA TALK BRIEFLY ABOUT VULS.
DALLAS ZOO HAS BEEN AT THE FOREFRONT OF CONSERVATION FOR DECADES AND THESE BIRDS NEED MORE FANS.
VICTIMS OF WILDLIFE TRADE VS ARE OFTEN THE FIRST PREDATOR FIND OR RECENTLY APPROACHED RHINO ON THE SAVANNAH RANGERS FOLLOW VULTURES COLLECTING EVIDENCE AND ATTRACTING POACHERS.
SO IN ORDER TO EVADE LAW ENFORCEMENT POACHERS, TARGET VULTURES WHO WOULD NORMALLY LIVE 50 TO 60 YEARS, THESE ARE OFTEN PERCEIVED AS BEING ONE OF THE TOUGHEST BIRDS ON EARTH.
THE CULTURES ARE ALSO INCREDIBLY SENSITIVE PARENTS.
THIS 9,000 SQUARE FOOT AARY WILL ALLOW GUESTS TO MEET ONE OF OUR COLONIES OF NESTING VULTURES WATCHING ADULTS RAISE AND FUTURE GENERATIONS.
AND FLEDGLINGS, SOME OF WHOM ARE AFRICAN LIKE BACK VULTURES, ARE STATED TO BE RELEASED TO THE WILD SOUTH AFRICAN SKIES ONCE THEY PLEDGE.
BECAUSE WE CAN'T GET ENOUGH OF THE PREDATORS, THE MOST ENDANGERED PREDATORS IN AFRICA, AFRICA, AFRICAN, PAINTED ARE FOUND IN ISOLATED POCKETS OF THE SAVANNAH ACROSS SOUTH AFRICA.
CONSERVATION EFFORTS, UH, THAT WE SUPPORT HERE AT DALLAS THAT ARE, UH, ORIGINALLY INTENDED TO BENEFIT CHEATS ARE ALSO BENEFITING PAINTED DOGS.
CITIES HAVE FOUND MANAGEMENT OF THESE DOGS TO BE REALLY CHALLENGING, THOUGH, UH, THEIR LITTERS ARE OFTEN HUGE.
WITH NINE OR 10 PUPS BORN AT A TIME, MEANING VERY FEW SUITS ARE ABLE TO HOUSE THESE ANIMALS IN A NATURAL SOCIAL GROUP.
WE'VE INCORPORATED TWO HABITATS ONTO THE TRAIL AT 13,000 AND 15,000 SQUARE FEET, WHICH WILL ACCOMMODATE UP TO TWO PACKS OF AFRICAN PAINT DOGS.
AND WE WILL BE ONE OF THE ONLY ZOOS IN THE US ABLE TO ACCOMMODATE A NATURAL FAMILY GROUP.
RELOCATION OF OUR ZOO, OF OUR CURRENT PACK OF PAINTED DOGS FROM GIANTS OF THE SAVANNAH TO THE TRAIL WILL ALLOW US TO BRING SPOT EYE INS BACK LINE OF GIANTS OF THE SAVANNAH.
THIS IS A SPECIES LAST HOUSE, THAT 1981 THAT WAS TO REMAIN ECONOMIC GROWTH IN SOUTHERN DALLAS AVERAGING MILLION VISITOR ANNUAL.
THE ZOOM CONTINUES TO BE ONE OF THE CITY'S HIGHEST ATTENDED ATTRACTIONS.
AND IN THE SAME WAY THE GIANTS SUPPORTED IN LARGE PART BY 2006 BOND PROGRAM CHANGED THE FACE OF DALLAS DOUBLING ATTENDANCE, ECONOMIC TRANSFORMATION.
THE PROJECT LEVERAGES EXISTING INFRASTRUCTURE, UH, UH, REOPENING 10 TO 15 ACRES OF UNUTILIZED PARKLAND, LARGE VACANT SINCE THOUSAND 20.
AND IN REFRESHING AND REIMAGINING THOSE HABITATS, WE FORWARD TO SHARING 24 PIECES WITH NORTH TEXAS.
AND ON THAT BACK OVER TO, TO SHARING NEXT STEPS.
UM, SO AGAIN, WE WANNA THANK YOU, UH, FOR YOUR LONG AND SUCCESSFUL PARTNERSHIP.
[01:40:01]
WE ARE REALLY PROUD OF THE GREAT WORK THAT WE HAVE DONE TOGETHER.UM, AND WE ARE HERE TODAY TO ASK FOR ANOTHER SIGNIFICANT INVESTMENT IN OUR FUTURE.
SO AS I MENTIONED, WE ENVISION THIS CAMPAIGN TO BE BETWEEN A HUNDRED AND 125 MILLION AND WE ARE SEEKING A $30 MILLION INVESTMENT IN NEXT YEAR'S BOND PROGRAM.
THE SLATER PROJECTS WE'RE SHARING WITH YOU TODAY ARE JUST PHASE ONE OF THE VISION WE HAVE FOR THE DALLAS ZOO AND FOR OUR COMMUNITY.
SO THIS 30 MILLION BOND REQUEST WOULD FUND APPROXIMATELY 50% OF THE SAFARI TRAIL PROJECT THAT HARRISON JUST SHARED WITH YOU, AS WELL AS SECURITY ENHANCEMENTS THROUGHOUT THE ZOO.
AGAIN, BRINGING THAT 10 TO 15 ACRES OF INACCESSIBLE PARKLAND BACK ONLINE FOR OUR GUESTS THAT IS IN LINE WITH OR EVEN LARGER THAN WHAT WE DID WITH THE GIANTS OF THE SAVANNAH.
UM, AND THE OPPORTUNITY TO FEATURE RHINO AND CHEETAH TOGETHER IN THIS REALLY INCREDIBLE AND INNOVATIVE WAY WOULD ALSO TAKE WHAT WE HAVE LEARNED AS EXPERTS IN THE ART OF MIXING SPECIES ON THE GIANTS OF THE SAVANNAH AND HELP US BRING THAT FORWARD TO OUR GUESTS IN A NEW WAY.
WE ARE PREPARED TO MEET OR EXCEED THE TWO TO ONE FUNDING MATCH REQUIREMENTS FOR THIS BOND.
UM, AND I WHAT I'M POINTING OUT THAT WE HAVE ALREADY ABOUT 20 MILLION COMMITTED TO THIS PROJECT.
SO WE ARE WELL ON OUR WAY TO SUCCESS, UM, IN COMPLETING WHAT'S GONNA BE THE LARGEST CAPITAL CAMPAIGN WE'VE UNDERTAKEN AND OUR 135 YEARS.
UH, SO AGAIN, I JUST WANT TO CLOSE WITH A REMINDER THAT WE ARE GRATEFUL AND PROUD AND WE LOOK FORWARD TO CONTINUING TO BE GOOD STEWARDS AND INVESTMENTS YOU MAKE ON OUR BEHALF.
UM, AND WITH THAT, I THINK THE GROUP OF US ARE WILLING TO ENTERTAIN ANY QUESTIONS YOU MIGHT HAVE.
THANK YOU SO MUCH FOR THIS PRESENTATION.
UM, WHEN I FIRST MOVED TO DALLAS IN 1998, UM, THE DALLAS ZOO HAD A, A AVERAGE REPUTATION THAT IT WASN'T A GOOD ZOO.
AND SINCE THEN I HAVEN'T HEARD THAT.
I THINK, YOU KNOW, WE'VE MADE MAJOR STRIDES AND MAJOR IMPROVEMENTS, SO THANK YOU FOR THAT.
UM, I THINK, UM, JUST A COUPLE QUESTIONS LIKE THE PARKING AND HAVE WE WORKED ON A PARTNERSHIP WITH DART TO MAYBE ON THEIR TICKETS THAT RIDING DART IS INCLUDED.
UM, MAYBE WE COULD WORK WITH DART ON THAT AND DO A SURCHARGE AUTOMATICALLY FOR ALL TICKETS AND THEN THAT WOULD GO TO DART TO TRY TO BRING PEOPLE IN ON THAT.
UM, SO THAT'S ONE OF MY QUESTIONS.
UM, CROSS MARKETING, UM, YOU GUYS, THAT LITTLE VIDEO THAT YOU GUYS SHOWED EVERY TIME THERE'S BABIES, UM,
AND THOSE ARE THE ONES THAT GO VIRAL.
YOU ARE AN ASSET OF THE PARK DEPARTMENT.
I DIDN'T SEE ANY KIND OF LOGO ACROSS MARKETING FROM DALLAS PARKS.
I SAW A CITY OF DALLAS, BUT IT'S UNDER THE PARK SYSTEM.
SO I'D LIKE TO SEE YOU INCORPORATE MORE OF DALLAS PARKS AND SAY THAT YOU'RE PART OF DALLAS PARKS.
I DIDN'T SEE THAT IN ANY OTHER PRESENTATION TODAY.
UM, AND I SAY THIS TO ALL OF OUR PARTNERS, IT WASN'T A NORMAL, UM, THING FOR PEOPLE TO DO, BUT I THINK THAT'S IMPORTANT AS WE GROW OUR PARK SYSTEM THAT PEOPLE KNOW THAT YOU'RE PART OF DALLAS PARKS.
UM, BECAUSE IF WE'RE GOING TO OVERSEE IT, WE SHOULD, YOU KNOW, KNOW THAT UM, THAT GIRAFFE, THAT WAS WHEN THEY REDID THE DECK PARK RIGHT THERE, YOUR GIRAFFE KIND OF DIED IN THE VISION.
I USED TO DRIVE UP HERE AND I WAS ALWAYS EXCITED TO SEE THE BIG GIRAFFE AND HE'S KIND OF LIKE SUNKEN DOWN IN THERE NOW.
IS THERE PLANS TO REDO HIM SO THAT HE'S ANOTHER MAJOR FOCUS, LIKE WHEN PEOPLE ARE COMING THROUGH.
I THINK IT WAS A REALLY COOL THING TO SEE.
UM, AND THE LAST THING, THE LIGHT SHOW, WAS IT, OR THE CHRISTMAS LIGHTS, WAS IT MORE POPULAR AS A DRIVE-THROUGH OR A WALKING EVENT? SO THOSE ARE MY FEW QUESTIONS.
THE DART RELATIONSHIP IS STRONG.
THEY'RE VERY MUCH INTERTWINED WITH US IN THE SAME PEDESTRIAN CROSS CROSSING THROUGH THERE.
THE PROMOTION PIECE IS A GREAT IDEA.
UM, I'LL GO TO THE GIRAFFE REAL QUICK.
THE GAFFE IS PART OF MOVING THAT UP TO THE CORNER WHERE THE SOUTHERN GATEWAY IS, WHERE THE MCDONALD'S IS WHEN THAT
[01:45:01]
WAS BUILT IN FRONT OF US.YES, YOU COULD SEE IT EVERYWHERE NOW IT'S 15 FEET WHERE A DECK RAISED.
YOU SEE IT IF YOU'RE AT MCDONALD'S OR YOU SEE IT IF YOU'RE COMING INTO THE ZOO.
WE WANTED TO MAKE THAT MORE PROMINENT.
THE TALLEST BY A TONGUE, UH, STATUE IN TEXAS, IT'S 67 AND A HALF FEET.
UH, SO THAT IS AN IMPORTANT PIECE OF WHAT WE WANT TO DO.
DALLAS PARKS LOGO, SIMPLE THING.
YOU KNOW, I THINK WE MISSED THAT, BUT ABSOLUTELY WE ARE REALLY PROUD TO BE PART OF THE PARKS DEPARTMENT.
UM, ALL THAT YOU DO FOR US HAVE DONE FOR US.
UH, AND WE WANNA MAKE SURE THAT WE RECOGNIZE THAT FULLY.
WAS THERE A FOURTH QUESTION YOU MISSED? CROSS MARKETING.
LIKE JUST GETTING OUR MARKETING GROUPS AND BABY VIDEOS.
LIKE IF YOU GUYS HAVE LIKE LINKS TO, YOU KNOW, HOW THEY DO THOSE LITTLE, WATCH THE BABY GROW UP KIND OF LINKS AND YOU KNOW, JUST KIND OF INCORPORATE IT WITH US.
STRIPER IS OUR VP OF MARKETING AND COMMUNICATIONS EXTRAORDINAIRE WHOSE TEAM PUT THAT VIDEO TOGETHER AS HAIR SUBMISSION.
AND UH, SHE'S WRITING NOTES RIGHT NOW.
AND UH, MR. SECRETARY IS, UM, WATCHING THE TIME GIVEN.
UH, BUT UH, MR. WOOD WAS SAYING I USED TO, WHEN MY KIDS WERE SMALLER, HARRIS, I GET HIM ON A TRAIN AND WE SPEND THE NIGHT FORT WORK.
NOBODY TALKS ABOUT CORPORATE DUTY.
YEAH, I THINK ENTHUSIASM FROM EACH THIS BOARD MEMBERS SHOULD BE BEHIND US.
UH, AND MY BOARD MEMBERS KNOW I AM NOT TOO HAPPY ABOUT PARTNERSHIPS, BUT YOU ARE NOT ONE OF THEM.
WE GOT PEOPLE LIKE YOU A OF COURSE I'M A PART OF THE STATE FIRST STATE, YOU
I FEEL THE SAME WAY ABOUT THIS PLACE.
UH, WHAT YOU'VE DONE, YOU'VE SUPERSEDED ALL OF OUR EXPECTATIONS.
UM, YOU'VE ENHANCED THIS COMMUNITY HERE AND WHAT WE NEED TO REALIZE IN THIS TOWN ACROSS THIS WHOLE REGION THAT THIS IS FOR EVERYONE.
YOU'VE MADE THAT PERFECT PERIOD, ESPECIALLY FOR OUR KIDS, OUR SCHOOL KIDS.
SO I WANNA THANK YOU AND BLESS YOU.
I ONE THE BIGGEST THANK YOU MR. SLAUGHTER.
THE PARTNERSHIP, IT STARTS WITH KIND OF A SEQUENTIAL PARKING SCENARIO.
WE, UH, WE HAVE PARKING THAT'S ADJACENT TO THE DECK PARK RIGHT NOW THAT'S GONNA BE ACCESSIBLE THROUGH SOME OF THOSE CONNECTION POINTS AS THE HUMAN LIGHTNING, UH, ACCESSIBILITY PIECE FOR WALKABLE, UH, SPACE UP, UH, FROM UH, THE GARAGE OR THE DART DOOR LIKE RAIL.
AND WE ARE WORKING WITH APRIL AND HER TEAM QUITE A BIT.
IN FACT, I JUST SAW APRIL LAST WEEK.
UH, SHE'LL BE THERE TOMORROW NIGHT AT, AT A GREAT CELEBRATION.
I KNOW PARKING AND, AND AS WE GROW, JUST AS YOU MENTIONED, THE MILLION PEOPLE COMING THROUGH RIGHT NOW IS GONNA BE MORE AND ALL THAT WE'RE DOING HERE IS GONNA GROW THE SOUTHERN PART OF DALLAS.
AND SO WE WANNA MAKE SURE THAT WE HAVE SOME, UH, ABILITY TO WORK WITH THEM ON, UH, UH, OPPORTUNITIES FOR WHAT THEY MIGHT BE PUTTING IN THE FIRST PHASE.
UH, IT'S IMPORTANT FOR US TO SUPPORT THEM BECAUSE THEY ARE AT OUR FRONT ENTRY AND THEY ARE THE FIRST THING YOU'RE GONNA SEE THERE.
SO THE SYNERGY IS GONNA BE FANTASTIC.
WE JUST NEED TO MAKE SURE THAT IF THERE'S PARKING NEEDS OR OTHER THINGS LIKE THAT, THAT WE CAN MAKE SURE WE HAVE THOSE SAFE PEDESTRIAN CONNECTIONS TO HELP THEM OUT.
WE'RE, YOU KNOW, AND PART OF THIS, I'LL BE HONEST WITH YOU, GREG WAS WORKING, UH, UH, IN TWO OF THEM QUITE A BIT.
SO, UM, WE PICKED UP SOME CONVERSATIONS IN TERMS OF SOME OF THE PROGRAMMING.
YOU KNOW, THE THE, I DON'T WANNA GET TOO MUCH INTO ABOUT HAVING TO SHOW YOU THE ESPLANADE DRAWING SHOWS A LARGER CONCEPT AND PHASE TWO THREE, WHICH IS GREEN SPACE BACK INTO THAT PARKING LOT THAT CONNECTS YOU DOWN TO THE ZOO.
AND IT HAS POTENTIAL FOR RETAIL SHOPS THAT CAN BRING IN LOCAL BUSINESSES THAT WE COULD HAVE.
AND THIS SYNERGY BETWEEN THE ZOO OF TAKING, TAKING A CONCRETE, UH, YOU KNOW, HEAT MAGNET AND TURNING IT BACK TO SOME PARK SPACE AS WELL.
BUT IT'S ALL SEQUENTIAL WITH HOW WE GET PARKING.
WE CAN'T TAKE THOSE 480 SPACES OUT OF THAT FRONT PARKING LOT UNTIL WE ADD THE PARKING GARAGE.
[01:50:01]
A MATTER OF MAKING SURE THAT WE CAN MANAGE THE GROWTH OF THE ZOO AS WE MOVE FORWARD AND BE A GOOD PARTNER WITH THE SURROUNDING ORGANIZATIONS.THIS ONE, OKAY, MR. MAKE THE PARKING GARAGE HIGHER.
I MEAN IF YOU'RE, YOU'RE ALREADY WITHOUT PARKING NOW AND YOU'RE EXPECTING TO SPEND 250 MILLION FEELS LIKE A BANDAID VERSUS PREPARING WHY, WHY NOT MAKE, WHY NOT THE PARKING GARAGE FREE LEVEL? WHY NOT LEVELS? UH, I THINK WE HAVE SLIGHT RESTRICTIONS OF HIGH.
THAT WAS THE FOUR LEVEL THERE.
WE COULD EXPAND IT WIDER, BUT WE CAN'T GO ANY HIGHER AND IT'S GONNA BE NEXT TO I THINK MARAIS BRIDGE AS WELL.
SO THERE WAS SOME PIPE RESTRICTIONS ON THAT.
IT'S ALSO GONNA PLACE ONLY 110 ACRES RIGHT NOW PARKING, BUT THAT'S NOT THE ONLY PHASE OF PARKING.
WE HAVE ADDITIONAL SURFACE PARKING CAN THAT CAN COME UP INTO THE 350 SPACES ONCE WE MOVE THAT EDUCATION CENTER OFF THE PARKING LOT.
SO THERE'S A LOT OF DOMINOES HERE, LITTLE SEQUENTIAL PIECES THAT HAVE TO HAPPEN FOR US TO FREE THAT UP.
UH, AND PARKING IS ONE OF THE THINGS THAT, AS WE MENTIONED BEFORE, WE'RE CHALLENGED BEYOND ANY ZOO THAT I'VE EVER SEEN WITH THE REMOTE LOTS THAT WE USE EVEN TO THE STREET.
SO THE FIRST PHASE OF THAT IS BUILT AS MUCH AS WE COULD AT 600 SPACES, UH, FOUR STORIES, UH, AND THEN BE ABLE TO START MOVING SOME OF THE PIECES.
THE EDUCATION CENTER IS ONE PIECE MOVING OUT FOR ENOUGH 300 SPACES.
UM, SO THAT'S KIND OF HOW WE'RE LOOKING AT PARKING TO MAKE SURE THAT WE DON'T DEPLETE IT BEYOND WHAT IT IS RIGHT NOW.
CAUSE WE CAN'T GO BELOW THAT 1300 SPACES.
IT'S HAMSTRING, UM, FOR THE, UH, THE WALK WAY, THE TRAIL.
UM, IS THAT GONNA BE ALL ELEVATED LIKE THAT OR IS THAT GONNA BE CONCERN? MR. D GOT THE END OF THE ISSUE.
I BELIEVE MR. MCGEE HAS NOT SPOKEN TODAY, UM, ABOUT THIS.
I CAN'T BELIEVE, TIM, YOU DIDN'T CATCH, BUT CAN YOU GO THE ACTUAL PICTURE? YOU GUYS, THE OF THE, THE OF THE, UH, YOU HAD A PICTURE OF OF LIKE WHAT IT WOULD LOOK LIKE.
SO THERE'S 80 REQUIREMENTS AND THERE'S 80 REQUIREMENTS, RIGHT.
AND SO LIKE, AND WE HAVE, WE TALKED ABOUT MEETING, YOU KNOW, GO TO PLAYGROUND.
THE LITTLE WOOD CHIP ARE A, THEY'RE NOT.
SO I WOULD CHALLENGE YOU GUYS TO BUILD THIS IN A WAY THAT WOULD BE ACCESSIBLE FOR EVERYBODY.
SO MULTIPLE WHEELCHAIRS WOULD BE LIKE FIT.
THAT'S THE FIRST THING TO POPPED MY HEAD WHEN I SAW THAT WAS SCOOTER.
YOU COULDN'T FIT MORE THAN TWO WHEELCHAIRS SIDE BY SIDE ON ONE OF THOSE BRIDGES.
UM, THERE ARE SECTIONS OF THE MONORAIL TRACK THAT ARE, THAT YOU CAN NAVIGATE BY TRAIN, WHICH IF WE LEFT THEM AS IS WITH CURRENT ANGLES WOULD NOT BE HALF TO HOLD BY WHEELCHAIR.
THAT'S WHY PARTS OF THIS TRAIL ARE NOT ELEVATED.
SO THERE ARE SECTIONS, THESE, THE DARKER ROUTE SECTIONS ON THIS TRAIL ARE ELEVATED WALKWAYS 10 FEET WIDE.
WE LITERALLY TAKE GOLF CARTS UP ON THIS IF WE NEEDED TO.
WE'VE HAD ENGINEERS WHO LOOKED AT THE SUPPORT STRUCTURE THAT SUPPORTS THE TRACKS FOR THE LONG ROUND.
AND ENGINEERS HAVE TOLD US THIS IS SOUND, THIS IS TOTALLY FINE TO MANAGE ELEVATING SECTIONS.
BUT SOME OF THE SECTIONS THAT THE TRAINS CAN NAVIGATE THAT WOULD BE PROBLEMATIC FROM AN APA STANDPOINT ARE THE REASON THAT THESE TRAILS COME DOWN TO GRADE.
SO THE LIGHTER, LIGHTER ROUND SECTIONS THAT YOU SEE ON ON SKETCHES ARE AT GRAY ON THE GROUND.
SO IN TERMS OF THE ENTIRE HALF MILE LOOP, UM, PARTS OF IT ARE ELEVATED USING THE EXISTING, UH, TRAILS USING UH, THE EXISTING RAILWAY.
UH, BUT MOST OF IT IS DOWN AT GRAY IN ORDER TO MAKE IT ACCESSIBLE TO EVERYBODY.
UM, LAST POINT IS, UH, I WILL WORK MY DISTRICT WORK WITH TOO, SO THANK YOU SHAYLA.
GREAT, THANK YOU SEAN RAYLAND HARRISON, GREAT JOB.
OUR FANTASTIC ZOOM BOARD WHO IS UM, HAS WELL A LOT IN A VERY SHORT AMOUNT OF TIME AND TO THE STAFF, YOU KNOW, OUR SUPPORT AND THANKS TO SO MUCH OF YOUR STAFF THAT'S BEEN THROUGH A LOT.
I WAS, AND WE, SEVERAL YEARS AGO WHEN WE UH, WERE BRIEFED ON THE MASTER PLAN, IT WASN'T AS DETAILED
[01:55:01]
AS IT IS TODAY.AND I LOVE THE SAMARI TRAIL BECAUSE JUST LIKE GIANTS, THE SAVANNAH WAS 15 YEARS AGO TRANSFORMATIONAL FOR THE ZOO AS REALLY A DESTINATION PARK.
IT'S A SIGNATURE PARK, IT DOESN'T FIT IN ANY OTHER BOX WITHIN OUR PARK SYSTEM AND IT DRAWS PEOPLE ACROSS THE REGION.
AND WHAT I THINK THE SAFARI TRAIL IS GONNA DO IS COMPETE WITH OUR, THE DRIVE-THROUGH EXHIBITS THAT YOU SEE AT FOSSIL RANDOM AND OTHER PLACES, GLENS AND ELSEWHERE, THAT NOW OUR FOLKS WILL STAY IN DALLAS OR COME TO DALLAS, UM, MORE LIKELY CAUSE THEY'RE GONNA HAVE THIS MORE IMMERSIVE EXPERIENCE.
AND I LOVE THE ADAPTIVE REUSE OF THE MONORAIL TRACK.
UM, IT WAS AN EYESORE ONCE IT BROKE DOWN.
AND SO THIS IS A GREAT WAY I LOVE THE ELEVATED TRAIL OR CURRENTLY LIKE IT'S NOT AS ELEVATED, BUT WHERE THE CHIMPANZEES ARE.
AND UM, THE ALLIGATOR, WHICH I YET TO SEE, BUT THE CROCODILE CROCODILE, I WAS LIKE EAST TEXAS BUT CROCODILE I'VE NEVER BEEN ABLE TO SEE.
BUT I LOVE WALKING THROUGH THAT EXPERIENCE WITH THE BAMBOO ON BOTH SIDES.
JUST MAKES YOU FEEL LIKE YOU'RE NOT IN A ZOO AND YOU'RE REALLY IN THE, IN THE WILDLIFE.
UM, HAVING THAT TRUE EXPERIENCE.
AND SO, YOU KNOW, I SUPPORT THE THE YOUR LOG REQUEST.
CAUSE THIS IS A BIG ASK, BUT IT'S ALSO A TRANSFORMATIONAL ASK FOR OUR SIGNATURE DESTINATION.
YOU HAVEN'T COME BACK TO US AND ASKED IN MANY YEARS.
UM, WE KNOW THERE ARE GONNA BE A LOT OF OTHER ASKS OUT THERE THAT CAN STILL, WHERE WE CAN STILL TAKE CARE OF OUR SIGNATURE PARKS AND PROJECTS AS WELL AS OUR NEIGHBORHOOD PARKS AND PROJECTS SO WE CAN LIVE IN HARMONY AND BALANCE IN THAT.
AND SO, UM, THIS IS NOT LIKE ANY OTHER, UM, OPPORTUNITY THAT WE HAVE.
AND SO 20 YEARS FROM NOW, WE'LL COME BACK AND REINVEST AGAIN.
BUT THIS IS ABOUT SPENDING MONEY TO EARN MONEY.
AND I TRIED TO GET MY KIDS INTO THE DEVELOPMENT CENTER, BUT I WAS LIKE NUMBER 412 ON THE WAIT LIST.
BUT THE CAMPS THAT YOU ALL DO TO HAVE TO BE ABLE TO THINK ABOUT MANY OF US ARE YOUNG PARENTS OR PARENTS OF YOUNG KIDS,
BUT THE FACT THAT TO HAVE THAT KIND OF IMMERSIVE EXPERIENCE AS AND, AND SO MANY OF THE KIDS COME HOME, THE NEIGHBORHOOD, WE NEED AFFORDABLE CHILDCARE IN THE CITY.
AND TO BE ABLE TO HAVE THAT IN A PUBLICLY FUNDED SUPPORTED INSTITUTION, UM, IS REALLY SECOND TO NONE.
AND SO I APPLAUD YOU FOR REALLY INVESTING IN ENHANCING THAT.
UM, LAST, MY LAST AND THAT'S YOUR, THAT'S IT.
LAST REQUEST IS IN THE, THE ELEPHANT ROOM IF IT'S POSSIBLE TO HAVE A VIEWING, AN ELEPHANT BATHING BECAUSE SYS DO JUST THAT REALLY WELL, IT'S REALLY MEANINGFUL.
SO IF THAT'S POSSIBLE AND JUST PUT THE PLUG IN.
IT'S JUST REALLY, AND PEOPLE GO TO THAILAND JUST TO ELEPHANTS, SO KEEP THEM HERE IN DALLAS TAX.
UM, MUCH LIKE WHEN I SEEN COLLEAGUES AROUND HERE, I THINK IT'S SAFE TO SAY WE'RE ALL SUPER IMPRESSED.
UH, THE CELEBRATED PARTNER CAN COME IN AND, AND MAKE SUCH A COMPLETE COMPREHENSIVE PLAN PROPOSAL AND EQUITABLE PLAN AND DEMONSTRATE YEAR ON YOUR GROWTH COMING OUT OF THE PANDEMIC.
DEMONSTRATED 20% FUNDING ALREADY COMMITTED IED FOR THAT.
A TRANS VERY TRANSPARENT PHASE PLAN THAT ACTUALLY MAKES SENSE.
I SALUTE FOR THAT AND CLEAR FINANCIAL TASKS.
YOU CHECKED A LOT OF IMPORTANT BOXES HERE.
I WANNA SAY THAT, UH, I WISH ALL OF THE BRING UPDATES COULD BE THIS EASY, BUT THEY'RE CERTAINLY NOT PARTICULARLY WHEN THE ASK ARE HUNDRED, 200, 300 MILLION FROM BOARD IN SOME CASES, I WOULD SUPPORT THIS PAUSE DOWN SALUTE YOU FOR YOUR COMMENTS.
I I ECHO WHAT EVERYBODY ELSE SAID, ESPECIALLY WHAT SAID IT'S IMPRESSIVE.
UM, AND UM, THE ONE THING I WOULD ASK YOU TO PUT INTO YOUR PITCH ARE YOUR EDUCATION SCHOOL EDUCATIONAL AS A MOM.
UH, MR. WOLF, JUST LAST THING.
UM, I, I THINK THAT THE WAY THAT YOU GIVE BACK TO THE CITY, UM, IN THE, THE DISTRICT DAYS AND ALL OF THAT, I DIDN'T SAY THANK YOU FOR THAT.
UM, OUR PARTNERS THAT WE HAVE, UM, THE ARBORETUM DOES IT.
[02:00:01]
MONEY TO THESE ORGANIZATIONS.SOME GIVE BACK, SOME DON'T GIVE BACK.
BUT I THINK THAT THAT IS CERTAINLY IMPRESSIVE.
UM, BECAUSE I KNOW ANY KIND OF ASSET WE'VE HAD, YOU KNOW, LAST YEAR I THINK EACH DISTRICT GOT 500 TICKETS TO GIVE AWAY.
I WAS ABLE TO SHARE THAT WITH LIKE SIX SCHOOLS.
UM, AND THEY BROUGHT THEIR FIELD TRIP KIDS IN AND I LOOKED LIKE A HERO, BUT IT WAS ALL Y'ALL ALLALL DOING IT.
SO THANK YOU FOR MAKING ALL OF OUR JOBS LOOK LIKE WE'RE HEROES FOR OUR COMMUNITY BECAUSE WHEN WE, I I EVEN GAVE WHAT IS OUR PASS? GIVE US ONE FREE PASS FOR A FAMILY PASS.
I GAVE THAT TO A FAMILY AND THEY WERE LIKE, WHAT? YOU KNOW, SO IT, THANK YOU FOR GIVING BACK.
UM, SO I DIDN'T WANT TO BE, I WAS NOT TRYING TO BE CRITICAL ON ALL OF IT.
I JUST, I THINK THAT YOU GUYS ARE ABSOLUTELY WONDERFUL.
YOU'VE BROUGHT OUR ZOO TO A, A GREAT LEVEL AND I LOOK FORWARD TO THE NEXT LEVEL.
UM, GREG WAS WONDERFUL AND I THINK HE LEFT, YOU KNOW, HE SURROUNDED US WITH GOOD PEOPLE, UM, TO TAKE CARE OF AND CARRY ON THAT LEGACY.
IF I CAN THROW OUT A PITCH REAL QUICK IN RESPONSE TO THAT.
WE RECEIVED A GRANT EARLIER THIS YEAR.
WE PAST THE SPRING FIELD TRIP SEASON.
WE'RE ALREADY GEARING UP FOR FALL FIELD TRIP SEASON WHEN A LOT OF LOCAL SCHOOLS ARE PREPARING FOR FALL SCHEDULES NOW THAT GRANT COVERS TRANSPORT FOR SCHOOLS THAT COULDN'T OTHERWISE AFFORD TO, TO BRING KIDS TO THE ZOO.
AND IT COVERS A MISSION FOR KIDS AND WE GOT BETWEEN 80, $90,000 AVAILABLE TO LOCAL SCHOOLS.
SO IF YOU HAVE CONTACTS IN SCHOOLS WHO ARE THINKING ABOUT FIELD TRIPS, JUST REACH OUT IF WE COULD BE OF ANY ASSISTANCE AS WE'RE TRYING TO GET BEING THOSE DOLLARS SPENT AS POSSIBLE.
I RESONATE WITH THE BOARD AND UH, YOU KNOW, WITH THE LOSS OF GREAT LEADER OF GREG, SEAN, YOU TOOK OVER WITHOUT MISSING THE LEAD.
YOU SEE WHAT'S HAPPENING OUT THERE.
THANK YOU TO YOU, YOUR STAFF, AND WE APPRECIATE THIS BRIEFING WHERE MS. COLEY SAID YES, OUR SEEMS HIGH, BUT GIVEN WHAT YOU'RE BRINGING, I THINK WILL GIVE A VERY HARD LOOK AND SEE HOW.
I DON'T THINK WE HAVE ANY BUDGET UPDATE.
I WAS TOLD, UH, THE STAFF ANNOUNCEMENTS, UH, MR ANY STAFF ANNOUNCEMENTS, UH, YESENIA, YOU HAVE, YESENIA HAS A COUPLE OF STAFF ANNOUNCEMENTS.
