UH, JUST WANNA MAKE YOU AWARE THAT LAST MONTH THE EPA ANNOUNCED THAT IT IS PROPOSING TO DISAPPROVE OF THE STATE IMPLEMENTATION PLAN SUBMITTAL FOR THE DALLAS FORT WORTH AND HOUSTON GALVESTON BRAZORIA 2008 OZONE NON-ATTAINMENT AREAS.
THE EPAS ANALYSIS FOUND THAT THE CONTINGENCY MEASURES OF THAT PROPOSED SIP ARE INADEQUATE.
SO, CONTINGENCY MEASURES, UM, ARE ADDITIONAL CONTROLS OR MEASURES TO BE IMPLEMENTED IN THE, IN THE EVENT THAT THE AREA FAILS TO MAKE THE REQUIRED PROGRESS TOWARD ATTAINMENT OF THE NATIONAL AMBIENT AIR QUALITY STANDARDS BY THE ATTAINMENT DATE.
UH, THEY ESSENTIALLY ENSURE THAT THE NECESSARY EMISSIONS REDUCTIONS AND REDUCED HUMAN HEALTH RISKS IN THOSE AREAS, UM, ARE ARE TAKING PLACE.
SO THE PROPOSED DISAPPROVAL HAS A 30 DAY COMMENT PERIOD, WHICH BEGAN IN THE APRIL.

STORMWATER REACHES THE ENVIRONMENT WITHOUT ANY KIND OF TREATMENT.
ALL THE POLLUTANTS ON THE GROUND IN THE URBAN ENVIRONMENT ARE WASHED DIRECTLY INTO OUR STORM DRAINS, CHANNELS, CREEKS AND STREAMS, ENDING UP IN THE TRINITY RIVER, AND THEN ONTO GALVESTON BAY.
SO THOSE OIL SPOTS IN THE PARKING LOT, THE SMALL DIESELS SPILL UP THE PUMP, THE DUMPSTER JUICE FROM A TRASH DUMPSTER, LEFT OPEN FERTILIZER OVER APPLIED GRASS CLIPPINGS IN THE GUTTER BEAR EARTH, EXPOSED AT THE SOON-TO-BE RETAIL MALL.
THE OVERFLOWING GREASE TRAP AT OUR FAVORITE RESTAURANT, TRASH AND LITTER FROM A PARADE, FIDOS MORNING CONSTITUTIONAL.
WHEN IT RAINS, ALL THAT STUFF GOES STRAIGHT TO THE RIVER.
AND THEN ONCE IT'S IN OUR CREEKS, RIVERS, AND STREAMS, POLLUTED STORM WATER HAS SERIOUS EFFECTS DOWNSTREAM.
A AND STORM WATER POLLUTION IS COSTLY AND OFTEN DISCOVERED TOO LATE POLLUTED STORM WATER.
AMONG OTHER THINGS, CLOS DRAINAGE SYSTEMS INCREASING FLOODING CHANGES, AQUATIC SYSTEMS SUPPORTING SOME LIFE THAT WE DO NOT WANT, LIKE ALGAE AND BACTERIA, FOR EXAMPLE, AND KILLING THE LIFE THAT WE DO WANT LEAVING ONLY POLLUTANT TOLERANCE SPECIES.
IT REDUCES THE QUALITY OF LIFE FOR IMPACTED RESIDENCES AND NEIGHBORHOODS, REDUCES THE USE OF RECREATIONAL WATER BODIES IMPACTING LOCAL ECONOMIES, INCREASES THE LEVELS OF TOXIC CHEMICALS IN A NATURAL ENVIRONMENT, AND INCREASES THE COST OF PRODUCING OUR DRINKING WATER AND MAINTAINING THE DRAINAGE INFRASTRUCTURE.
SO, FROM A QUICK SUMMARY OF WHY PREVENTING STORM WATER POLLUTION IS IMPORTANT, WE'RE NOW GONNA MOVE INTO THE ADMINISTRATIVE BACKGROUND OF O E Q S STORMWATER MANAGEMENT DIVISION.
SPECIFICALLY, HERE ARE FOUR IMPORTANT DOCUMENTS THAT FRAME IN THE SCOPE OF STORMWATERS OPERATIONS.

AND MOST OF O E Q S STORM WATER MANAGES PROGRAMS ARE PERMIT REQUIRED ACTIVITIES.
DALLAS CITY CODE 19 DASH ONE 18 IS THE CITY CODE THAT WE ENFORCE.
SO THIS IS THE SECTION OF THE CITY CODE THAT GIVES US THE ABILITY TO WRITE TICKETS, FOR LACK OF A BETTER WAY TO DESCRIBE IT.
UH, THIRD ONE, DALLAS CITY CODE TWO DASH 1 67.
AND THE TWO, UH, SECTIONS THAT COME AFTER IT IS THE CODE THAT CREATED THE STORM WATER UTILITY AND THE STORM DRAINAGE FUND, I E THE MONTHLY STORM WATER FEE ON EVERYBODY'S WATER BILL.
AND THIS SDM FUND IS HOW O E Q S STORM WATER MANAGEMENT PAYS OUR BILLS.
THEN FINALLY, THE CITY ORDINANCE 2 55 17.
AND THAT'S SIMPLY THE ORDINANCE THAT CREATED THE OFFICE OF ENVIRONMENTAL QUALITY, WHICH EVOLVED INTO THE OFFICE OF ENVIRONMENTAL QUALITY AND SUSTAINABILITY.
SO NOW WE'RE GONNA FINALLY GET INTO O E Q S, STORMWATER MANAGEMENT AND A TEAM THAT DOES GREAT WORK EVERY DAY FOR YOU AND THE REST OF THE CITY.
STORMWATER MANAGEMENT HAS 38 EMPLOYEES.
WE BASICALLY HAVE FIVE TEAMS. WE HAVE COMPLIANCE EAST, WEST, WEST, WE HAVE COMPLIANCE EDUCATION, WE HAVE INCIDENT RESPONSE AND FIRE STATION SUPPORT.
WE HAVE THE CITY SPILLS RESPONSE TEAM, AND WE HAVE THE PERMIT COMPLIANCE TEAM.
SO THESE FIVE TEAMS ARE REALLY BUSY AND REALLY, REALLY PRODUCTIVE.
SO FOR EXAMPLE, ON COMPLIANCE EAST WEST, THAT, UH, GROUP OF FOLKS DELIVERS ABOUT 8,000 INSPECTIONS PER FISCAL YEAR, INSPECTING BOTH, UH, ACTIVE CONSTRUCTION SITES AND REGULATED MANUFACTURING, UH, AND INDUSTRIAL SITE INSPECTIONS.
WE DO ABOUT 7,000 CONSTRUCTION INSPECTIONS EVERY YEAR, 900 TO A THOUSAND, UH, INDUSTRIAL INSPECTIONS.
WE ALSO EDUCATE REGULATED BUSINESSES.
SO WE PROVIDE AT LEAST EIGHT WORKSHOPS PER FISCAL YEAR, ABOUT 150 ONSITE CONSULT EDUCATIONAL CONSULTATIONS, WORKING ONE-ON-ONE WITH DEVELOPERS AND OTHER BUSINESSES TO MAKE SURE THEY KNOW WHAT THEY NEED TO DO, UH, FOR POLLUTION PREVENTION.

RESPOND TO A, UH, UH, A BUNCH OF SERVICE REQUESTS AND INCIDENT RESPONSES EVERY YEAR, UH, WE LOOK AT, UH, CHEMICAL SPILLS, ABANDONED SUBSTANCES, SEWAGE LEAKS ON PUBLIC PROPERTY, PROHIBITED DISCHARGES TO THE GUTTER OR STORM INLET EROSION AND SEDIMENT ISSUES FROM ALL KINDS OF DEVELOPMENT, YARD WASTE, SWIMMING POOL, ILLICIT DISCHARGES, UH, SPILLS AND RELEASES AND THOSE SORTS OF THINGS.AND SO, LIKE I SAID, OVER THE COURSE OF A FISCAL YEAR, WE'VE BEEN DO ABOUT 600 INVESTIGATIONS RELATED TO SERVICE REQUESTS.
UH, WE ALSO RUN THE REGULATED WASTE YARD OUT AT HENSLEY FIELD.
UH, SO WE DEAL WITH THIS REGULATED WASTE FOR US IN THIS CASE IS EVERYTHING THAT'S NOT HAZARDOUS, BUT DOES INCLUDE WHAT OUTSIDE OF THE CITY WOULD BE CONSIDERED TO BE CLASS ONE, UH, INDUSTRIAL WASTE.
SO EVERYTHING JUST UNDER HAZARDOUS MIGHT BE A WAY TO THINK ABOUT IT.
AND THEN WE ALSO, UH, SPEND A LOT OF TIME MAKING SURE THAT THE FIRE STATIONS AND THE FIREFIGHTERS HAVE WHAT THEY NEED WHEN THEY'RE, WHEN THEY ENCOUNTER A SPILL OR OTHER INCIDENT OUT IN THE ENVIRONMENT.

IT COULD AFFECT EVERYTHING FROM FAIR HIRING PRACTICES TO HIGH, HOW YOU HIRE POLICE TO PUPPY MILLS AT PET SHOPS, TO OUR CONCRETE BATCH PLANT ORDINANCE, THE LAW AND ORDINANCE, YOU NAME IT, A TAXPAYER COULD SUE OVER IT.
