[Ad Hoc City Council Canvassing Committee on May 17, 2023.]

[00:00:03]

OKAY, IT IS, WHAT TIME IS IT? 8 37.

AND WE WILL NOW CALL THE AD HOC CANVASING COMMITTEE TO GET MEETING TOGETHER.

TODAY IS WEDNESDAY, MAY 17TH, 2023.

AND, UM, WE MEET TODAY TO REVIEW AND EXAMINE THE ELECTION RESULTS, THE MAY 6TH, 2023 GENERAL ELECTION.

FOR OUR BRIEF OVERVIEW OF ELECTION RESULTS, WE WILL TURN IT OVER TO OUR CITY SECRETARY.

THANK YOU.

AND I WALK TOWARDS THAT, MY EYES.

UM, WHAT YOU HAVE BEFORE YOU, AS FAR AS HARD COMMITTED, YOU HAVE A RESOLUTION AND A RESOLUTION ORDER APPROVING THE REPORT.

THIS WHICH YOU ALSO HAVE HARD COPIES.

THE RESOLUTION ORDER IS OF THE COUNSELING COMMITTEE AND IT LIST, UM, THE ELECTION RESULTS AS COMBINED, UH, WITH THE THREE COUNTIES SOUTH, COLIN AND DENTON, COLIN AND DENTON FOR THE MAYOR.

PLACE PLACE, 15 IN PLACE, 12 FOR KAREN ANDERSON.

UH, THE OTHER RESULTS ARE FROM DALLAS COUNTY.

UM, BUT LIST THE CANDIDATES IN THE ACTUAL RESULTS.

AND AGAIN, THAT REPORT IS ON THE COMMITTEE.

SO WE'RE GONNA ASK AFTER THE CANVASING IF YOU APPROVE THE RESULTS TO SIGN THE DOCUMENT.

THE OTHER REPORT RESOLUTION IS THE DOCUMENT THAT IF YOU, THE CANVASING COMMITTEE AFTER REVIEWED THE RESULTS, UM, WE'LL MOVE FORWARD.

THE ITEM, THIS IS A RESOLUTION THAT WILL BE DISTRIBUTED TO COUNSEL SAYING YOU GOT SUBMIT AND THE APPROVED, SO THE REPORT IN THE, THE ELECTION RESULTS THE REPORT OF THE ELECTION.

NOW WE BRIEFLY GO INTO THE RESULTS, UH, CAUSE I DID NOT PRINT OUT THE, UH, UNOFFICIAL ELECTION RESULTS FROM THE COUNTS BECAUSE THEY WERE LARGE.

WE CAN'T PROVIDE THIS ON OUR WEBSITE, BUT WE ALSO CAN PROVIDE THOSE TO, UM, IF YOU CHOOSE.

WE DID PROVIDE A LINK TO OUR, TO THIS WEBPAGE.

YOU SHOULD RECEIVE THAT LINK, CORRECT? YES.

SO AGAIN, IT'S ON A WEB PAGE.

IT'S BROKEN OUT BY COUNTY.

THE FIRST ONE IS THE FINAL CANVAS REPORT OF FINAL CUMULATING.

WHAT THE OVER UNDER VOTES HERE IS OPENING THAT, NOT BRIEFLY JUST DESCRIBE WHAT THOSE REPORTS ARE.

SO THE FINAL CUMULATIVE REPORT IS, AND I STATE RIGHT HERE, UH, IT SHOWS THE TOTAL NUMBER REGISTERED AT THAT, AT THAT PARTICULAR DAY.

CAUSE THIS NUMBER CHANGED, REGISTERED IN THIS IS THE DALLAS COUNTY.

THE TOTAL NUMBER VALID CAST, UH, WAS WAS 50 1092.

AND IT'S BROKEN OUT BY SHIRLEY IN PERSON MAIL, UM, PROVISIONAL IN ELECTION DAY.

AND OF THAT YOU CAN SEE THE VOTER TURN OUT THAT THIS ELECTION WAS SEVEN NINE 9%.

UM, TO THE NEXT PAGE BE AGAIN, IT, UM, IT SHOULD START WITH I BELIEVE, BUT IT'S BROKEN OUT BY, AGAIN, BY BY THE DISTRICT.

AND IT SHOWS THAT THIS IS FOR EACH DISTRICT, UM, THAT THE CANDIDATE IN THIS CASE, HE HAD A WRITE IN.

UM, BUT THIS NUMBER RIGHT HERE, I WROTE ALL THE, IT IS ALL THE, THAT WERE RECEIVED.

WE ONLY HAVE ONE WRITING CANDIDATE.

AND IF YOU LOOK AT YOUR, UM, THE RESOLUTION AND THE RESOLUTION ORDER, I BELIEVE THE WRITING CANDIDATE ONLY RECEIVED ABOUT 500, PULLED UNDER 600.

BUT THESE ARE ALL OF THE RIGHT THAT WILL RECEIVED.

AND THEN ALSO ON THIS DOCUMENT, IT IDENTIFIES ANY OVER VOTES OR ANY UNDER VOTES.

OVER VOTES AGAIN, IS A SELECTED VOTE.

YOU KNOW, UH, THE RIGHT, RIGHT, RIGHT HAND AND THE METER.

SO IT DOESN'T COUNT THAT.

UM, BUT IT, I MEAN, IT DOESN'T COUNT TOWARDS THE TOTAL INDIVIDUAL RECEIVING VOTE, BUT IT'S CAPTURED.

THERE WAS A OVER VOTE UNDER THOSE BE MAY VOTE FOR ANY INDIVIDUAL AT ALL.

OKAY.

BUT AGAIN, IT DOESN'T COUNT OVERALL OCTOBER.

IT ALSO IS BROKEN OUT BETWEEN VOTING AND PERSON BAIL, ELECTION DIVISION PROVISIONAL, WHETHER IT'S VOTING OR ELECTION.

AND, AND AGAIN, IT'S BY DECK FOR EACH DISTRICT.

THE NEXT REPORT IS A PRECINCT BY PRECINCT, UH, REPORT.

THIS IS THE OVERALL SIGNED, ALL THE PRECINCTS ARE, ARE APPLIES TO US.

AND THEN I WON'T COUNSEL ASK FOR SPECIFICALLY, BUT THEN IT OVERALL AND THEN IT'S BROKEN DOWN BY RE RESPECT COUNCIL DISTRICTS.

[00:05:01]

AGAIN, IT'S JUST THE PRECINCT AND THE VOTE TURN OUT AND IT HAS THE, THE LAST REPORT THAT WE RECEIVED FROM DALLAS COUNTY IS THE SUMMARY.

UM, AND IT'S KIND A RESTATE.

THAT WAS THE NEXT PAGE.

I'M SORRY.

IT'S KINDA THE SAME THING, BUT THE DIFFERENCE WITH THAT, I BELIEVE IT'S EXHIBIT IT WAS FIRST PAGE.

I DON'T KNOW WHY IT, IT LOOKS, MAYBE IT'S THE LAYOUT, BUT, UM, COULD YOU GET THE SAME THING ON THAT VERY FIRST REPORT THAT'S ALWAYS PRECINCT BY THREE.

SO SUMMARY, ANOTHER REPORT MAYBE FORMATED DIFFERENTLY, BUT IT'S GOOD CANDIDATES FOR THAT PLACE.

UH, WE GO TO COLLEGE COUNTY AND I AGREE TO THOSE.

CAUSE AGAIN, THAT ONLY APPLIES TO THE MAYOR AND PLACE 12, THE FIRST CERTIFICATE OF ELECTION GONNA HAVE.

AND THEN THE COMBINED CUMULATIVE, SIMILAR TO OUR FINAL CUMULATIVE, IT'S GOING HAVE, AGAIN, THIS IS COL COUNTY OF VOTERS, UM, AND IS THEIR NUMBER BALLOT CAST IF THEIR VOTER TURN OUT.

BUT YOU GO TWO TO THE NEXT PAGE, MARY FOR US, THE CITY OF DALLAS.

OKAY.

DO YOU HAVE OUR TWO PLACES HERE, MAYOR AND DISTRICT 12? THE CANDIDATES, UM, WRITE IN AND THEY ALL SIT THEIRS DOWN.

THEY, THEY ACTUALLY DID COMBINE THEIRS, BUT WE ONLY HAD ONE OF CANDIDATES.

TOTAL NUMBER OF THOSE CAST THE VOTE VOTE, UM, AT ELECTION DAY, EARLY VOTING PROVISIONAL CONDITION.

VERY SIMILAR ON SO CUMULATIVE SETTING.

UM, OKAY.

UM, THEY HAVE DISTRICT 12 WEEKS, BUT UM, AGAIN, IT SHOWS YOU THE NUMBER OF VOTES.

EARLY VOTE, ELECTION DAY TOTAL.

UM, AND FOR THE MAYOR AND WRITING THERE WERE ANY VOTES.

THE TOTAL EARLY DAY ELECTION DAY.

UM, OKAY, I THINK WE, I THINK WE GOT, SO LAST THING.

THE VOTE OF THE ELECTION.

THANK YOU.

I WANNA NOTE FOR THIS COMMITTEE IS THAT THIS CANVASING COMMITTEE, THAT THE CANVASSING IS MINISTERIAL NATURE.

OKAY.

UM, FAILURE TO CANVAS OR MOVE TO REPORT COURT WILL STOP THE PROCESS OF, TO TAKE OFFICE.

I KNOW YOU KNOW THIS, THE STATE PREVENTS OATH OF OFFICE FROM BEING GIVEN AND PREVENTS A CONTEST FROM BEING FILED FOR THE COURT.

SO I JUST WANTED TO MAKE THAT, THAT'S MY REPORT.

THANK YOU.

THANK YOU FOR THAT.

FOR THE THOROUGH REPORT.

AND, UM, IN THE PAST, WE HAVE HAD SOME ISSUES THIS YEAR.

DO WE, ARE THERE ANY ISSUES OUTSTANDING THAT WE'RE AWARE OF? NOT THAT I'M AWARE OF.

WE HAD A, UH, NOT AS FAR THE LIKE, AND AS IT WAS OUR, UH, FOR THIS PARTICULAR ELECTION WAS THE ALTERNATE PRESIDING JUDGE OVER CENTRAL COUNTY.

SO HE WAS THERE EVERY DAY DURING EARLY VOTING AND ELECTION DAY WATCHING THE COUNCIL.

THERE WAS A LOT OF DRAMA THERE.

A LOT OF DRAMA THERE WITH THE PAR PARTIES WERE BEING INVOLVED.

BUT OVERALL, I BELIEVE, IF YOU WANNA, BUT OVERALL I BELIEVE THAT WAS, THERE WERE NO ISSUES.

WE DID HAVE A FEW POLLING PLACE ISSUES.

OKAY.

UM, MUCH LESS THAN LAST, THE LAST ELECTION, I BELIEVE ABOUT THREE POLLING LOCATIONS STARTED LADIES, UM, SAME ISSUES WITH EQUIPMENT AND JUST THE SAME ISSUES.

BUT AGAIN, I, I ONLY GOT A RECORDED THREE.

OKAY.

OKAY.

UM, BUT OVERALL I THINK THE ELECTION WAS SMOOTH.

OKAY.

WELL HEARING THAT, UM, YEAH, ANY COMMENTS FROM COMMITTEE? YEAH.

UH, THANK CHAIR.

THE, UH, THE REPORT, ESPECIALLY THE ONE FROM DALLAS COUNTY, HOW CAN WE ACCESS THAT? YOU CAN ACCESS IT ON OUR LINE, ON OUR WEBSITE.

I'M SORRY.

OR WE

[00:10:01]

CAN, UH, GIVE YOU THE LINK RECORD TO DALLAS COUNTY'S PAGE.

OKAY.

OH, IT'S ONLY SEVEN SEVEN.

IT'S NOT HUGE ON HARD COPY.

OKAY.

OKAY.

WELL WE, WE'LL PROBABLY VOTE.

I TOOK A HARD COPY THEN ALSO, UM, THE, THE LINK ACCESS.

OKAY.

YES.

BRIEF KNOW WHAT IMPACT THE EQUIPMENT ISSUES, IF I'M NOT MISTAKEN.

UH MM-HMM.

MIDDLE SCHOOLS ISSUES, WHATEVER ABOUT, SO IF COMP IS JUST WEIRD AND IT, IT GOES BACK TO THE TRAINING.

I DON'T KNOW WHAT THE COMMUNICATION IS WITH THE ELECTION BECAUSE THEY COULD HAVE CONTINUED VOTING.

THEY STOPPED, I DON'T THINK THEY STARTED VOTING THREE HOURS, MAYBE FOUR HOURS AFTER.

AND THAT'S CAUSE THEY THOUGHT THE MACHINES WEREN'T WORKING.

SO THEY, UM, FROM WHAT I'M TOLD, THEY ROUTED SEVERAL FOLKS TO ANOTHER LOCATION.

SO THAT COULD HAVE BEEN AN IMPACT.

A LOT OF PEOPLE DON'T GO TO OTHER LOCATIONS, SO I DON'T KNOW IF THEY VOTED OR NOT.

OKAY.

AND THERE WERE SEVERAL PEOPLE OVER THOSE THREE TO FOUR HOURS THAT WERE, UM, TOLD TO GO TO ANOTHER LOCATION.

UM, AND THEN THE EQUIPMENT WASN'T EVEN DOWN.

THEY JUST DIDN'T, THE JUDGE JUST DIDN'T UNDERSTAND HOW TO WORK THE EQUIPMENT.

AND THAT WAS, THAT WAS, THAT WAS THE LARGEST ISSUE OUT OF, OUT OF ALL OF THEM.

UM, THEY DID NOT KEEP A ACCOUNT OF HOW MANY PEOPLE THEY WERE, THEY RELOCATED.

SO I DON'T KNOW.

AND THEY DIDN'T GET LIST OF, I DON'T GO TO, BUT THAT CLEARLY IMPACT MOVING FORWARD.

SOMETHING PLACE TO ENSURE, I BELIEVE THAT AT LEAST THE SECOND ELECTION.

CORRECT.

SO THEY TRIED TO REMEDY THIS ELECTION WITH, REDUCES SOME THE LOCATIONS I SENT COMMUNICATION, NOT SAYING, HEY, THEY'RE, THEY'RE CUTTING BACK ON LOCATIONS.

AND THAT WAS BECAUSE IN 2021 ELECTION, I WAS TOLD THAT THE ISSUE WAS THEY DID NOT HAVE ENOUGH ELECTION JUDGES AT THOSE LOCATIONS.

UM, SO BY CUTTING BACK THE LOCATIONS WOULD'VE HELPED.

AND THEN THEY DID MORE TRAINING.

HOWEVER, THEY STILL HAD, AGAIN, FOUR LOCATIONS THE SAME ISSUE.

I, I SPOKE WITH UH, MICHAEL THERE AND THEY ARE NOW LOOKING AT USING STAFF, UM, OR TRYING TO GET STAFF OR TO, TO WORK SOME OF THE LOCATION SO THAT, YOU KNOW, I CAN'T, I COULD, I KNOW WE'VE TALKED ABOUT IT.

UM, AND THE LAST THING HE SAID WAS MAYBE USING STAFF, BUT I DON'T THINK THEY HAVE ENOUGH STAFF MEMBERS OR GETTING A BANK OF TEMP, TEMP STAFF THAT'S TRAINED CONTINUOUSLY.

BUT YEAH, WE STILL HAVE THE SAME ISSUES, NOT JUST AS MANY AS THE LAST ELECTION OF THE SAME ISSUES.

I AGREE.

OKAY.

UM, ANY OTHER QUESTIONS OR ANY OTHER DISCUSSION WE HAVE FROM THE COMMITTEE? UM, HEARING OR NOT, WE'LL ENTERTAIN A MOTION TO MOVE THIS, UH, RESOLUTION AND ORDER FORWARD TO COUNSEL FOR CONSIDERATION.

THAT WILL BE LATER THIS MORNING.

UM, AT OUR MEETING, IS THERE A MOTION? SO SORRY.

MOTION MOVE.

AND SECOND.

ALL THOSE IN FAVOR SAY AYE.

AYE.

ANY OPPOSE? UH, MOTION CARRIES UNANIMOUSLY.

UM, AND WITH THAT, IS THERE ANY OTHER BUSINESS WE HAVE BEFORE OUR COMMITTEE? NO FURTHER BUSINESS, MR. CHAIR.

OKAY.

WITH NO OTHER BUSINESS.

IT IS NOW 8 51 AND WE WILL ADJOURN THE AD HOC CANVASING COMMITTEE.

THANK I'LL.
