UM, LAST MONTH YOU DISCUSSED THE CHANGE ORDER THAT IS HERE BEFORE YOU AGAIN.
UM, AND I WANT TO ASSURE YOU, THE PARK BOARD AND PARK STAFF THAT WE ARE COMMITTED TO FILLING IN THE GAP, UM, THAT WAS CAUSED BY THAT DELAY.
UM, AND YOU KNOW, THE ITEM BEFORE YOU TODAY IS TO DETERMINE, YOU KNOW, WHAT THE, THE VALUE OF THAT IS.
UM, WE AS AN ORGANIZATION KNOW WHAT THOSE ITEMS ARE.
UM, AS WAS DISCUSSED, IT INCLUDES SOME LIGHTING AND ALSO, UH, UTILITY BURIALS AND THINGS LIKE THAT.
AND WE'RE WORKING RIGHT NOW TO FIND ADDITIONAL FUNDING SOURCES TO COVER THOSE COSTS.
UM, WE DON'T HAVE THOSE SECURED YET, BUT THAT'S SOMETHING THAT WE ARE WORKING ON AND HOPE TO HAVE A RESOLUTION ON SOON.
UM, BUT REALLY WE NEED, UM, CERTAINTY TO, UH, HAVE THIS PROJECT CONTINUE TO MOVE FORWARD, UM, SO THAT IT CAN CONTINUE TO BE, UH, YOU KNOW, UNDER CONSTRUCTION.

UM, ABOUT 150 FOLKS HELPING PEOPLE THAT ARE JUSTICE INVOLVED, FIND JOBS.
UH, WALMART, ARCHER WESTERN HAS A 2.1 BILLION CONTRACT WITH DART.
DART WAS THERE AS AN EMPLOYER AND A PRODUCER.
AND THEN AS WELL, WE HAD OUR FIRST BASKETBALL TEAM IN FIVE YEARS.
SO, UH, THE LARRY JOHNSON WAS REPRESENTED IN LEAGUE THIS YEAR FOR THE FIRST TIME IN FIVE YEARS.

SO THIS SLIDE WE'RE LOOKING AT HERE, UM, IS JUST, AGAIN, WE, WE ALWAYS KIND OF LIKE TO ROOT OUR CONVERSATION IN THE HISTORY.
UM, YOU KNOW, ON THE LEFT HAND SIDE AND YOU SEE THE ORIGINAL KIND OF TOWN OF OAK CLIFF BEFORE IT WAS ANNEXED BY THE CITY OF DALLAS, YOU KNOW, WHEN THE, UH, FREEWAY WAS BUILT, INTERSTATE 35, BACK IN THE SIXTIES, YOU KNOW, DECISIONS WERE MADE ABOUT WHERE FREEWAY WAVES WOULD GO.
AND OF COURSE, UM, UH, UNFORTUNATELY A LOT OF TIMES THEY WENT THROUGH SORT OF THE PATH OF THESE POLITICAL RESISTANCE.
SO IT REALLY DID DIVIDE OUT CLIP, DO WE HAVE AN OPPORTUNITY WITH THIS PROJECT TO RECONNECT THE COMMUNITY AND LIKE I SAID, DRIVE THE TYPE OF ECONOMIC OPPORTUNITY, BUT, UM, WE KNOW, UM, WOULD BE BENEFICIAL IN THIS AREA.
SO ON THE NEXT SLIDE, UM, YOU KNOW, WHEN COMPLETES THE PROJECT, UM, THE PROJECT WILL BE, UM, A LITTLE OVER FIVE ACRES.
SO THAT'S THE SAME FOOTPRINT OF CLIVE WARREN TO GIVE YOU A REFERENCE POINT, BUT WE ARE WORKING ON THE FIRST PHASE CURRENTLY.
UM, YOU OF COURSE KNOW THAT THE BRIDGE WAS COMPLETED BY TEXT.AS THEY COMPLETED THE FREEWAY PROJECT FOR PHASE ONE.
SO OF COURSE, IF YOU DRIVE SOUTH OF, UM, DOWNTOWN ON I 35, THEY'RE DRIVING UNDER THE BRIDGE FOR THE FIRST PHASE PARK ADJACENT TO THE DALLAS ZOO.
OUR PLAN IS TO START CONSTRUCTION ON ALL OF THE AMENITIES TO START, UM, GOING UP ON THAT BRIDGE THIS SUMMER.
AND SO WE'RE IN THE PROCESS RIGHT NOW, UM, WITH THE CITY ON PERMITS, CONSTRUCTION DOCUMENTS AND ALL THAT FUN STUFF.
UM, AND THEN OUR, UM, OUR GOAL IS OF COURSE, TO BE COMPLETE BY THE END OF NEXT YEAR ON THAT FIRST PHASE, UM, PROJECT.
UM, NEXT SLIDE SHOWS YOU KIND OF A BREAKDOWN OF THE FUNDING STREAMS. SO PHASE ONE HAD A TOTAL BUDGET OF 47 MILLION ON THE PUBLIC SIDE.
THAT'S WHAT FUNDED THE INFRASTRUCTURE IN THE BRIDGE.
THAT WAS A COMBINATION OF 40 MILLION CONTRIBUTED BY THE NORTH CENTRAL TEXAS COUNCIL OF GOVERNMENTS.
MY COMMERCE, UM, SAYS IT WAS A LITTLE BIT HIGHER THAN THAT.
UM, AND THEN THE LAST BOND CAMPAIGN, UM, CONTRIBUTED, UM, YOU KNOW, THERE WAS A MATCH, A 20% MATCH THAT CAME FROM THE 2017 BOND.
SO THAT'S THE $7 MILLION YOU SEE THERE.
OUR BUDGET FOR AMENITIES IS 35 MILLION ON THE FIRST PHASE, AND WE'VE RAISED ABOUT TWO THIRDS OF THAT BUDGET, UM, TO DATE, 23 MILLION.
HAVE A LOT OF IRONS IN THE FIRE TO KIND OF CLOSE THAT GAP.
AND WE DO FEEL THAT IF WE START CONSTRUCTION AND PEOPLE KIND OF SEE PROGRESS THAT THAT'LL HELP US, UM, WITH THAT AS WELL.
SO OUR GOAL IS TO GO AHEAD AND START CONSTRUCTION WITH WHAT WE'VE GOT AND THEN CONTINUE RAISING SO THAT WE MEET OUR, OUR, UM, GOALS OF BEING COMPLETE ON THAT FIRST PHASE BY THE END OF NEXT YEAR.
THE BUDGET FOR PHASE TWO HAS A 67 MILLION, UM, EXPENSE ON THE INFRASTRUCTURE SIDE.
THAT'S, UM, 7 MILLION FOR DESIGN AND ENGINEERING, 40 MILLION FOR A FIRE AND LIFE SAFETY SYSTEM, AND 20 MILLION FOR THE REMAINING, UM, BRIDGE COMPONENTS.
AND THEN WE ESTIMATE ABOUT 30 MILLION FOR THE AMENITIES ON THE SECOND PHASE OF THE PARK.
SO THAT'S A TOTAL OF 97 MILLION.
THE NEXT SLIDE, I MENTIONED THIS, UM, ALREADY, BUT WE DO PLAN TO START CONSTRUCTION ON THE AMENITIES OF THE FIRST PHASE THIS SUMMER WITH A, UM, A GOAL OF OPENING BY THE END OF NEXT YEAR.
ON THE NEXT SLIDE, UM, I MENTIONED EARLIER OUR FOCUS ON ENSURING THAT THE PARK REALLY DOES BENEFIT THE COMMUNITY THAT SURROUNDS IT.
AND SO WE SPENT ABOUT A YEAR DOING A LOT OF COMMUNITY ENGAGEMENT AROUND, UM, HOW WE DO THAT.
AND WE BUILT THIS EQUITABLE DEVELOPMENT PLAN THAT IS, UM, FRAMED WITHIN THESE SIX AREAS, HISTORY AND CULTURE, HEALTH AND WELLNESS, EDUCATIONAL OPPORTUNITIES, ECONOMIC DEVELOPMENT, DIVERSE HOUSING OPTIONS, AND SAFE AND STABLE NEIGHBORHOODS.
AND UNDERNEATH YOU SEE SOME OF THE INITIATIVES THAT WE'RE WORKING ON RIGHT NOW AS IT RELATES TO EACH OF THOSE PILLARS.
I CAN GO INTO MORE DETAIL IF THERE'S QUESTIONS THERE.
UM, WE DID CONDUCT A PHASE ONE ECONOMIC IMPACT ANALYSIS WITH THE U N T DIALYSIS SCHOOL OF BUSINESS AND THEY ESTIMATED A BILLION DOLLAR ECONOMIC IMPACT IN THE FIRST FIVE YEARS JUST FROM THE PHASE ONE PARK.
SO CERTAINLY A SIGNIFICANT OPPORTUNITY FOR US TO DRIVE, UM, ECONOMIC IMPACT AND MOBILITY, UM, IN THAT COMMUNITY.
NEXT SLIDE IS JUST THE RENDERING OF THE FIRST PHASE PARK.
SO YOU'RE SEEING IN THE FOREGROUND, UM, THE STAGE PAVILION, THE LARGE, YOU KNOW, GREAT LAWN ON THE LEFT SIDE IS THE CHILDREN'S AREA ADJACENT TO THE ZOO.
THE ZOO'S ON THE LEFT SIDE THERE.
UM, IN THE MIDDLE OF THE PARK WE HAVE A KIND OF MULTIPURPOSE RESTAURANT AND RETAIL BUILDING.
ALSO, MAYBE SOME MEETING SPACE THAT'S ACTUALLY TUCKED IN UNDER THE SECOND PHASE LAWN.
SO THERE'S A LITTLE BIT OF A GREEN, UM, APPROACH TO BUILDING THERE.
UM, WE DO HAVE A, A COURT KIND OF PARK COURT THAT COMES IN OFF THE ACCESS ROAD ON THE RIGHT SIDE THERE, WHERE WE COULD HOST POTENTIALLY FOOD TRUCKS, IF NOT FOOD TRUCKS, UNIT TRAILERS, MAYBE SMALL, UM, KIOSK.
BUT WE REALLY WANT TO USE THAT AS A SPACE WHERE WE CAN BRING, UM, SMALL, A LOCAL BUSINESS OWNER, SMALL BUSINESS OWNER

OF COURSE, YOU MAY OR MAY NOT GET THAT, BUT CERTAINLY KEEPING OUR FINGERS CROSSED.
AND THEN OF COURSE WE HAVE THE, UM, ADDITIONAL 30 MILLION THAT WE WOULD FUND PRIVATELY.
UM, YOU KNOW, IN THIS CASE, OF COURSE, IT'S A PUBLIC PRIVATE PARTNERSHIP.
THE BENEFIT OF BEING ABLE TO LEVERAGE PUBLIC FUNDS WITH PRIVATE, UH, WITH OTHER DOLLARS.
SO THAT 25 MILLION, UM, REQUEST FOR FROM THE BOND CAMPAIGN COULD BE LEVERAGED TO OBTAIN ANOTHER 70 PLUS MILLION IN FEDERAL AND PROFIT FUNDINGS.
I THINK THAT'S A, CERTAINLY A GOOD RETURN ON INVESTMENT.
UM, YOU KNOW, IN PHASE ONE, THE, THE SOLE CONTRIBUTION FROM THE CITY SO FAR IS THE 7 MILLION, WHICH IS BEING LEVERAGED BY 75 MILLION IN FEDERAL AND PRIVATE FUNDING.
AND I THINK, LEMME SEE IF THERE'S ANOTHER SLIDE.

SO WE'RE VERY EXCITED ABOUT THOSE.
THOSE STEM FROM ROBOTICS, CODING, ALL ABOUT ANIMALS, UM, KIND OF TAKING IT ONE STEP BEYOND WHAT OUR REC CENTER STAFF, UM, PROVIDES.
AND THEN ALSO SOME OF OUR FIELD TRIPS ARE LIKE STEM LOCATIONS, SO THEY'RE GETTING THAT ENRICHMENT OPPORTUNITY WHEN WE'RE TRAVELING OUTTA THE BACK CENTERS.
UM, SOME OF THE THINGS THAT WE HAVE ARE FOR FUN SPORTS, UM, PASSIVE RECREATIONS.

WE ALSO DID THE LOTTERY REGISTRATION THIS YEAR FOR ALL THE RECREATION CENTERS.
AND SO LOTTERY REGISTRATION OPENED MARCH 20TH.
IT WAS OPEN FOR A WEEK WHERE FAMILIES COULD GO AHEAD AND SUBMIT THEIR, OR THEY COULD SIGN UP FOR THE LOTTERY.
AND THEN WE SPUN THE LOTTERY ON MARCH 27TH.
THEY HAD THAT WEEK TO GO IN AND REGISTER FOR THEIR CAMPERS.
UM, AFTER THAT, ALL THE REST OF THE SPOTS OPENED UP, UM, TO THE PUBLIC, FIRST COME, FIRST SERVE.
AND THEN OUR DIFFERENT ACTIVITIES THAT WE HAVE IN OUR RECREATION CENTER.
SO YOU HAVE YOUR CAMP GAMES, YOU HAVE YOUR FIELD TRIPS, CULTURAL AND ENRICHMENT CLASSES, UM, A FOCUS ON HEALTHY EATING AND FITNESS, AND THEN QUIET TIME AS WELL.
AND OUR REC CENTERS ALL AVERAGE ABOUT 50 SPOTS.
WE HAVE OUR C D B G CAMPS BACK AGAIN THIS YEAR.
WE HAVE SIX LOCATIONS, UM, IN OUR RECREATION CENTERS.
THESE WERE DETERMINED BASED ON MOST RECENT CENSUS DATA, DETERMINING AREAS WITH LIMITED RESOURCES OR LOW TO MODERATE INCOME.
UM, AND THESE AS WELL RUN MONDAY THROUGH FRIDAY, 10 HOURS A DAY.
AND THESE ARE FUNDED THROUGH THE CDBG GRANT.
THE NEXT CAMP WE HAVE FOR PRESENT KIDS AT CAMP, THESE, UM, WE HAVE 10 DIFFERENT LOCATIONS, POSSIBLY AN 11TH LOCATION, WESTMORELAND PARK, WE'RE WORKING ON FINALIZING THAT SO YOU CAN VIEW THE DIFFERENT LOCATIONS FOR THESE.
BUT SOME OF THESE ARE IN PARKS AND SOME OF THESE ARE OUTDOORS.
THESE WILL BE MONDAY THROUGH FRIDAY.
WE DO AN ONSITE REGISTRATION ON JUNE THE FIFTH AND MONDAY.
AND THEN THE VERY NEXT DAY THE CAMP STARTS AGAIN.
SO WE HAVE INCREASED THE SIZE OF OUR TEEN CAMPS THIS YEAR TO TAKE UP TO 40 KIDS.

AND THEY'RE ALSO, THEY'LL HAVE ALL THE THINGS THAT OUR REC CENTER CAMPS HAVE, BUT THEY ALSO WILL HAVE A FOCUS ON LIFE SKILLS SUCH AS COPING, CONFLICT RESOLUTION, CREATIVE ARTS, MENTAL HEALTH.

BUT WE ALSO EACH WEEK WILL BE TAKING THE KIDS ON A VIRTUAL ROAD TRIP TO DIFFERENT NATIONAL PARKS.
AND SO THEY'LL GET A LITTLE BUTTON, UM, THAT SAYS THAT THEY HAVE VIRTUALLY VISITED THAT NATIONAL PARK THAT THEY CAN COLLECT EACH WEEK.
AND THEN AT THE END OF CAMP CAMPS CULMINATES IN AN OVERNIGHT CAMPING TRIP TO DINOSAUR VALLEY STATE PARK.
THIS IS AN EIGHT WEEK CAMP, IT'S A SPECIALTY CAMP, SO YOU'LL SEE A HIGHER RATE FOR IT.
A HUNDRED DOLLARS A WEEK FOR DALLAS RESIDENTS, 1 25 A WEEK FOR NON-RESIDENTS.
