[Dallas Park and Recreation Board on May 18, 2023.]

[00:00:03]

REALLY COOL PERSON.

MORNING.

MORNING.

CALLING US.

WOW.

GOOD MORNING EVERYONE.

THE TIME IS NOT ONE MAY 18TH.

PARDON.

REPARATION BOARD ORDER.

FIRST, UM, THING THAT WE HAVE IS PUBLIC SPEAKERS MUCH.

I'LL READ THE SPEAKER GUIDELINES.

EACH SPEAKER WILL BE MINUTES TO SPEAK.

PLEASE.

YOUR DIRECTOR COMMENTS TO THE CHAIR ONLY SPEAKER WHO MAKES PERSONAL AND HEARD ORLANDER REMARKS OR BECOMES VOICE CARDBOARD OBJECT.

WHO REMOVE FROM THE FIRST SPEAKER IS GOING TO BE MR. PHILLIP HYATT.

MR. WOULDN'T MIND TURNING ON YOUR CAMERA FOR US.

MORNING.

I DIDN'T REALIZE I WAS GONNA BE FIRST .

THREE MINUTES.

YES.

PERFECT.

WELL, UM, THANK YOU VERY MUCH.

UH, I'M PHILLIP HYATT HAGUE.

I'M THE EXECUTIVE DIRECTOR OF THE LOOP DALLAS.

UH, FIRST, UH, I'D LIKE TO THANK YOU, UH, THE PARK BOARD, UM, FOR SUPPORTING THE LOOP DALLAS AND OUR EFFORTS TO CREATE A CONNECTED TRAIL SYSTEM.

UM, I'D ALSO LIKE TO THANK JOHN JENKINS AND THE PARK STAFF FOR MOVING, UH, THE HIGHLINE CONNECTOR FORWARD AFTER 11 MONTHS OF DELAY CAUSED BY, UH, UNNECESSARY LITIGATION.

UM, LAST MONTH YOU DISCUSSED THE CHANGE ORDER THAT IS HERE BEFORE YOU AGAIN.

UM, AND I WANT TO ASSURE YOU, THE PARK BOARD AND PARK STAFF THAT WE ARE COMMITTED TO FILLING IN THE GAP, UM, THAT WAS CAUSED BY THAT DELAY.

UM, AND YOU KNOW, THE ITEM BEFORE YOU TODAY IS TO DETERMINE, YOU KNOW, WHAT THE, THE VALUE OF THAT IS.

UM, WE AS AN ORGANIZATION KNOW WHAT THOSE ITEMS ARE.

UM, AS WAS DISCUSSED, IT INCLUDES SOME LIGHTING AND ALSO, UH, UTILITY BURIALS AND THINGS LIKE THAT.

AND WE'RE WORKING RIGHT NOW TO FIND ADDITIONAL FUNDING SOURCES TO COVER THOSE COSTS.

UM, WE DON'T HAVE THOSE SECURED YET, BUT THAT'S SOMETHING THAT WE ARE WORKING ON AND HOPE TO HAVE A RESOLUTION ON SOON.

UM, BUT REALLY WE NEED, UM, CERTAINTY TO, UH, HAVE THIS PROJECT CONTINUE TO MOVE FORWARD, UM, SO THAT IT CAN CONTINUE TO BE, UH, YOU KNOW, UNDER CONSTRUCTION.

SO, UM, I LOOK FORWARD TO THE DISCUSSION AND I DO APPRECIATE, UH, THIS TYPE OF CONVERSATION BECAUSE I DO THINK THAT IT MAKES OUR PROJECTS BETTER AND, UM, YOU KNOW, KNOW THAT BOTH PARK STAFF AND THE PARK BOARD WANT TO SEE THIS HAPPEN.

SO, THANK YOU MR. WOOD.

CAN I ASK A QUESTION REAL QUICK ABOUT THIS? YES.

SORRY.

IS, CAN MR. HAYK BE AVAILABLE FOR US DURING WHAT WE DISCUSSED THAT HIGHLINE NUMBER SIX? WE WANNA BRING HIM.

ARE YOU, I MEAN, I DON'T WANT, CAN YOU ASK, I, I DUNNO IF IT'S APPROPRIATE FOR ME TO ASK PHILLIP, ARE YOU ABLE TO STAY ONLINE WITH US? YEAH, I DIDN'T PLAN ON BEING, I'M NOT IN DALLAS.

UH, I, I WAS GONNA BE ON VACATION, BUT I'M HERE TO .

UH, THIS IS IMPORTANT FOR US.

SO I'M, I'M HERE TO BE AVAILABLE, UM, THROUGHOUT THE MORNING.

NO.

OKAY.

THANK YOU.

YEAH, YEAH.

THANKS.

THANK YOU SO MUCH.

YOUR NEXT SPEAKER IS DR.

PAMELA GRAYSON.

DR.

GRAYSON, CAN I GET YOU TO CAMERA MONKEY? HELLO? UH, OH, MY CAMERA.

OKAY.

IT'S, IT'S HOW WE ARE.

OKAY.

.

SO AGAIN, MY NAME IS DR.

PAMELA GRAYSON.

I AM OVER HERE WITH THE LARRY JOHNSON REC CENTER IN DIXON CIRCLE.

HEY, WANNA BRAG ABOUT A FEW EVENTS? THANK YOU FOR THE PARTNERSHIP.

WE HAD OUR SECOND ANNUAL DIXON DAY CAR SHOW, 200 ATTENDEES, BOUNCY HOUSES.

THANK YOU HOTDOGS.

THE COMMUNITY CAME TOGETHER AND LAST YEAR WE HAD LIKE FOUR BASKETS TO GIVE AWAY.

THIS YEAR WE HAD 27.

SO THE COMMUNITY IS COMING IN, WE DO GREAT THINGS OVER HERE.

SECONDLY, WE JUST HAD OUR JUSTICE INVOLVED CAREER EXPO LAST WEEK.

THANK YOU.

PARKS AND RECS.

WE HAD, WE SERVICE, I'M STILL ANSWERING EMAILS ABOUT IT.

UM, ABOUT 150 FOLKS HELPING PEOPLE THAT ARE JUSTICE INVOLVED, FIND JOBS.

THE DALLAS MAVS WERE HERE.

UH, WALMART, ARCHER WESTERN HAS A 2.1 BILLION CONTRACT WITH DART.

DART WAS THERE AS AN EMPLOYER AND A PRODUCER.

AND THEN AS WELL, WE HAD OUR FIRST BASKETBALL TEAM IN FIVE YEARS.

SO, UH, THE LARRY JOHNSON WAS REPRESENTED IN LEAGUE THIS YEAR FOR THE FIRST TIME IN FIVE YEARS.

MY SON WAS ON THAT TEAM.

UM, WHICH SEGUES INTO MY NEXT ONE, WHICH ARE SOME CONCERNS.

UM, OUR TEAM COULDN'T

[00:05:01]

EVEN PRACTICE WHAT, ONCE A WEEK BECAUSE THERE WASN'T ENOUGH TIME.

UM, ASKING FOR A LITTLE BIT MORE FOR THAT.

I WOULD LIKE TO USE THE URBAN COLLOQUIALISM.

I I, TO ME IT LOOKS LIKE LARRY JOHNSON GETS TREATED AS A BALD HEADED STEPCHILD WHEN IT COMES TO, UH, OPTIONS AND SERVICES IN THIS, BECAUSE I'M LOOKING AT BACHMAN PARK, EVERYBODY ELSE GET A POOL.

WHY DON'T WE HAVE ONE? WE DID.

WE VOTED ON A PLAYGROUND YET.

WE'VE HEARD NOTHING ELSE ABOUT IT.

UM, THERE ARE OTHER THINGS WE NEED OVER HERE AT LARRY JOHNSON.

I HAVE A LIST, BUT MY PHONE WENT DEAD AND THE LIST IS ON THERE.

BUT AGAIN, I WANT TO THANK Y'ALL FOR THE PARTNERSHIP.

I AM GOING TO REACH OUT ABOUT MY CONCERNS, UM, TO THE INDIVIDUALS THAT I WORK WITH, CUZ I DON'T WANT THIS BEING REDUCED.

IT'S POLITICAL FATHER.

UM, SO I WANNA SAY THANK Y'ALL.

WE'RE DOING GREAT THINGS OVER HERE IN DIXON THROUGH THE PARTNERSHIP, AND I JUST WANTED TO LET YOU ALL KNOW, AND AGAIN, I'LL ASK, WHAT I ALWAYS ASK IS THAT Y'ALL GIVE THE PEOPLE AT LARRY JOHNSON A RAISE.

THANK YOU, .

THANK YOU DR.

GRAYSON.

UM, I DO KNOW THAT THE PLAYGROUND IS ON ITS WAY.

IT'S BEEN ORDERED, SO THAT'S IN PROGRESS.

SORRY FOR THE, UH, DELAY IN IT.

UM, I WAS JUST AS DISAPPOINTED, UM, ON A PERSONAL NOTE THAT THAT HAS NOT BEEN DONE YET, BUT IT IS IN PROGRESS AND ORDERED.

AND JASON OVER IN YOUR, UM, REC CENTER IS ABSOLUTELY WONDERFUL PARTNER FOR YOUR COMMUNITY.

SO, UM, WE APPRECIATE YOUR INPUT.

THANK YOU.

YOUR NEXT SPEAKERS, MR. JEFF, WE CAN SEE AND HEAR.

YOUR THREE MINUTES BEGINS NOW, SIR.

ALL RIGHT.

THANKS VERY MUCH.

UH, I WAS SPEAKING ON ITEM NUMBER TWO, THE RIVERON PARK, UH, AMENDMENT, OR A PROPOSAL TO, UH, USE SOME OF THE LAND FOR SCOTTISH WRIGHT FOR A CONSTRUCTION PROJECT.

AND I KNOW THAT THERE'S A, IF THIS THIS IS APPROVED, THERE'S AN AUGUST THE NINTH PUBLIC MEETING, AND I WOULD JUST ASK THAT A COUPLE OF THINGS BE INCLUDED IN THAT MEETING.

UH, ONE, I'D LIKE TO THANK SCOTT FRANK FOR BEING A GREAT NEIGHBOR FOR REVINE.

I'M OVER THERE ALMOST EVERY DAY AND, AND THEY REALLY ARE GOOD NEIGHBORS.

SO THIS IS NOTHING ABOUT SCOTTY FRANK.

UM, I WAS HOPING THAT THEY COULD LOOK AT AN ALTERNATIVE, UH, ENTRY TO THE PARK FOR THEIR CONSTRUCTION PROJECT.

UH, IF THEY, IF YOU GO TO THE, UH, CORNER OF THE PARK AT THE FAR END OF THE PARKING LOT JUST OFF OF MAPLE, UH, I THINK THERE'S ANOTHER POTENTIAL PATHWAY FOR THEM TO GET UP TO THE HILL TO GET THE CRANE UP THERE AND, AND FOR THEIR CONSTRUCTION PROJECT.

SO I'D LIKE FOR THAT TO BE INCLUDED AS AN OPTION, AT LEAST FOR DISCUSSION IN THE AUGUST THE NINTH MEETING.

AND THEN ALSO TO HAVE SOME DISCUSSION AT THAT MEETING ON HOW TO KEEP THE VOLLEYBALL PLAYERS SAFE DURING THE CONSTRUCTION PROCESS.

SOME OF THE FENCING IS GONNA BE VERY CLOSE TO WHERE THE VOLLEYBALL PORT IS THERE ON THE TOP OF THE HILL.

THAT'S ALL I'VE GOT.

THANK YOU VERY MUCH.

THANK YOU, SIR.

CONCLUDE YOUR .

THANK YOU.

ALL RIGHT, THE NEXT THING THAT WE'RE GONNA DO IS THE APPROVAL OF THE MAY 4TH, 2023 MINUTES.

DO I HAVE A MOTION, MS. ASPEN SECONDING BY MR. SLR, UM, IN YOUR DISCUSSION.

ALL RIGHT.

ALL A AYE.

HELLO, SAMSUNG.

ALL RIGHT, THE NEXT THING WE HAVE IS THE CONSENT AGENDA.

UM, THE, WE HAVE A MOTION FOR APPROVING OF THE CONSENT AGENDA.

MARIA, UM, ANTHONY AND SECONDED BY MR. KITNER.

ANY DISCUSSION? ALL IN FAVOR? AYE.

AYE.

OPPOS.

, RIGHT? CARRIES.

ALL RIGHT.

WE HAVE ITEMS FOR INDIVIDUAL CONSIDERATION.

WE HAVE, UM, THE FIRST ONE IS THE WHITEROCK BOATHOUSE, UM, AUTHORIZED A THREE YEAR, UM, USE OF AGREEMENT OF THE TWO 10 YEAR RENEWAL PERIODS OF WHITEROCK BOATHOUSE INCORPORATED, UM, FOR THE PURPOSE OF OPERATING AND MAINTAINING THE EXISTING PREVIOUSLY DONE WHITEROCK TO STORE LAUNCH AND SAFETY BOATS OF THE WHITEROCK WOMAN PROGRAM, UM, LOCATED AT 32 40 WEST LUTHER DRIVE FOR A PERIOD OF JULY 16TH, 20 JULY 16TH, 2046, LESS ADDED REVENUE, $31,050 AND THE COMMITTEE CONSIDERED THIS ON MAY 18TH, 2023.

UH, MS. HAS, DO I HAVE A LONG TERM I'D LIKE TO MOVE TO APPROVE THIS ITEM.

THE FOLLOWING LANGUAGE ADDED TO ITEM NUMBER TWO OF THE OBLIGATIONS OF WHITE ROCK BOATHOUSE INCORPORATED.

UH, IT SHOULD READ,

[00:10:01]

UH, ADDITIONALLY, THE PARK AND RECREATION DEPARTMENT MAY UTILIZE FUNDS IF AVAILABLE FROM THE WHITE ROCK LAKE IN FILTER BUILDING SLASH BOATHOUSE, MAJOR MAINTENANCE AND IMPROVEMENT FUND FOR CAPITAL IMPROVEMENTS REQUESTED BY WHITE ROCK BOATHOUSE.

HAVE A SECOND, MR. OLSEN.

UM, ANY DISCUSSION? ALL IN FAVOR? OPPOSED? SAME SIGN.

MOTION CARRIES.

ALL RIGHT, THE NEXT UM, ITEM ON THE AGENDA IS THE HIGHLINE CONNECTOR TRAIL, UM, IN DISTRICTS TWO AND SIX, AUTHORIZED AND DECREASE TO THE CONSTRUCTION SERVICES CONTRACT WITH THE VAN GROUP INCORPORATED FOR ADDITIONAL WORK ON THE HIGHLINE TRAIL ALONG VICTORY AVENUE AND HIGHLINE DRIVE BETWEEN THE KATY TRAIL AND THE TRINITY SPRING TRAIL, NOT TO EXCEED 96,900 OR $486 AND 40 CENTS FROM 11 MILLION 5 31 4 24 0.84 TO 11,434,938 FINANCE CIRCUIT TRAIL CONSERVANCY FUND.

UM, WE DEFERRED THIS ON APRIL 20TH, 2023.

MR. VICKY, THE MOTION? YES, I'D LIKE TO MAKE A MOTION TO DEFER THIS ITEM TO THE JUNE 15TH MEETING.

IS THAT A SECOND? MS. MANDELL? ANY DISCUSSION? DO, DO YOU WANT MS. COLLINS, DO YOU WANT TO CLARIFY WHY YOU WANNA ? UM, YES, THANK YOU.

UM, THE REASON IS THAT STAFF IS STILL SPEAKING WITH THE FAME GROUP TO COME TO A, UH, AN ARRANGEMENT AGREEMENT TO COME BACK TO US AS WE ASK THEM TO DO, UH, WITH AN UPDATE ON WHAT WE'RE WILLING AND ABLE TO DO ON THEIR SIDE OR OURS.

SO THEY JUST NEED A LITTLE MORE TIME IN THAT SLIDE.

ANY OTHER QUESTIONS? ALL RIGHT, SO THIS IS THE NO DISCUSSION.

ALL IN FAVOR? AYE.

AM AYE.

ANY OPPOS? THAT'S ALL.

MOTION CARRIES.

THIS IS DEFERRED COME JUNE 15TH.

UM, ALRIGHT, SO AT THIS POINT WE'RE GONNA TAKE A SHORT RECESS, UM, FOR A PRESS CONFERENCE.

UM, WHAT THE GREETINGS ARE, UM, AND WE WILL RE IN ABOUT 20 MINUTES.

WE'LL, THE TIME OF RECESS IS 10:14 AM AND WE'LL RECONVENE AT ABOUT 2025, CHANCES CZAR, THE GREEN CZAR YES.

UM, IS DOING A PRESS CONFERENCE IN THE FLAG ROOM AND WE'VE BEEN ASKED TO ATTEND, WHO IS THE CHAIR? SO FOUNDATION, YOU CAN PROVIDE US AN UPDATE AND, UM, AND TELL US ABOUT PHASE TWO'S YOUR TABLE.

APRIL.

THANK YOU.

THANK YOU SO MUCH, RYAN.

AND, AND GOOD MORNING EVERYONE.

THANKS SO MUCH FOR HAVING US HERE TO SEE SOME FRIENDLY FACES AND A FILM.

WE'VE GOT FACES, I THINK.

SO I'LL JUST GIVE A QUICK, UM, BRIEF OVERVIEW, UM, KIND OF UPDATE AND THEN JUMP INTO THE REQUEST FOR, UM, THE UPCOMING BOND PROGRAM TO START.

UM, OF COURSE, YOU KNOW, WE CALL OUR PROJECT A PARK WITH PURPOSE BECAUSE WHILE WE WANNA BUILD A BEAUTIFUL GREEN SPACE THAT WE, UM, ENTIRE COMMUNITY CAN ENJOY, WE REALLY HOPE THIS PARK WILL CATALYZE ECONOMIC OPPORTUNITY IN, UH, THE SURROUNDING AREA.

WE KNOW WE HAVE THE EXAMPLE OF CLYDE WARREN AND WHAT'S HAPPENED THERE.

CERTAINLY A DIFFERENT CONTEXT AROUND OUR PARK, BUT WE DEFINITELY BELIEVE THAT WE HAVE THE OPPORTUNITY FOR THAT TYPE OF IMPACT AS WELL.

UM, AND, YOU KNOW, WE

[00:15:01]

WANNA BE REALLY INTENTIONAL ABOUT HOW WE CAN USE THE PARK TO IMPROVE THE LIVES OF THE PEOPLE THAT LIVE AROUND IT.

AND WE'VE WORKED HARD TO DEVELOP A PLAN FOR THAT.

SO THIS SLIDE WE'RE LOOKING AT HERE, UM, IS JUST, AGAIN, WE, WE ALWAYS KIND OF LIKE TO ROOT OUR CONVERSATION IN THE HISTORY.

UM, YOU KNOW, ON THE LEFT HAND SIDE AND YOU SEE THE ORIGINAL KIND OF TOWN OF OAK CLIFF BEFORE IT WAS ANNEXED BY THE CITY OF DALLAS, YOU KNOW, WHEN THE, UH, FREEWAY WAS BUILT, INTERSTATE 35, BACK IN THE SIXTIES, YOU KNOW, DECISIONS WERE MADE ABOUT WHERE FREEWAY WAVES WOULD GO.

AND OF COURSE, UM, UH, UNFORTUNATELY A LOT OF TIMES THEY WENT THROUGH SORT OF THE PATH OF THESE POLITICAL RESISTANCE.

SO IT REALLY DID DIVIDE OUT CLIP, DO WE HAVE AN OPPORTUNITY WITH THIS PROJECT TO RECONNECT THE COMMUNITY AND LIKE I SAID, DRIVE THE TYPE OF ECONOMIC OPPORTUNITY, BUT, UM, WE KNOW, UM, WOULD BE BENEFICIAL IN THIS AREA.

SO ON THE NEXT SLIDE, UM, YOU KNOW, WHEN COMPLETES THE PROJECT, UM, THE PROJECT WILL BE, UM, A LITTLE OVER FIVE ACRES.

SO THAT'S THE SAME FOOTPRINT OF CLIVE WARREN TO GIVE YOU A REFERENCE POINT, BUT WE ARE WORKING ON THE FIRST PHASE CURRENTLY.

UM, YOU OF COURSE KNOW THAT THE BRIDGE WAS COMPLETED BY TEXT.AS THEY COMPLETED THE FREEWAY PROJECT FOR PHASE ONE.

SO OF COURSE, IF YOU DRIVE SOUTH OF, UM, DOWNTOWN ON I 35, THEY'RE DRIVING UNDER THE BRIDGE FOR THE FIRST PHASE PARK ADJACENT TO THE DALLAS ZOO.

OUR PLAN IS TO START CONSTRUCTION ON ALL OF THE AMENITIES TO START, UM, GOING UP ON THAT BRIDGE THIS SUMMER.

AND SO WE'RE IN THE PROCESS RIGHT NOW, UM, WITH THE CITY ON PERMITS, CONSTRUCTION DOCUMENTS AND ALL THAT FUN STUFF.

UM, AND THEN OUR, UM, OUR GOAL IS OF COURSE, TO BE COMPLETE BY THE END OF NEXT YEAR ON THAT FIRST PHASE, UM, PROJECT.

UM, NEXT SLIDE SHOWS YOU KIND OF A BREAKDOWN OF THE FUNDING STREAMS. SO PHASE ONE HAD A TOTAL BUDGET OF 47 MILLION ON THE PUBLIC SIDE.

THAT'S WHAT FUNDED THE INFRASTRUCTURE IN THE BRIDGE.

THAT WAS A COMBINATION OF 40 MILLION CONTRIBUTED BY THE NORTH CENTRAL TEXAS COUNCIL OF GOVERNMENTS.

ACTUALLY A LITTLE BIT HIGHER.

MY COMMERCE, UM, SAYS IT WAS A LITTLE BIT HIGHER THAN THAT.

UM, AND THEN THE LAST BOND CAMPAIGN, UM, CONTRIBUTED, UM, YOU KNOW, THERE WAS A MATCH, A 20% MATCH THAT CAME FROM THE 2017 BOND.

SO THAT'S THE $7 MILLION YOU SEE THERE.

OUR BUDGET FOR AMENITIES IS 35 MILLION ON THE FIRST PHASE, AND WE'VE RAISED ABOUT TWO THIRDS OF THAT BUDGET, UM, TO DATE, 23 MILLION.

HAVE A LOT OF IRONS IN THE FIRE TO KIND OF CLOSE THAT GAP.

AND WE DO FEEL THAT IF WE START CONSTRUCTION AND PEOPLE KIND OF SEE PROGRESS THAT THAT'LL HELP US, UM, WITH THAT AS WELL.

SO OUR GOAL IS TO GO AHEAD AND START CONSTRUCTION WITH WHAT WE'VE GOT AND THEN CONTINUE RAISING SO THAT WE MEET OUR, OUR, UM, GOALS OF BEING COMPLETE ON THAT FIRST PHASE BY THE END OF NEXT YEAR.

THE BUDGET FOR PHASE TWO HAS A 67 MILLION, UM, EXPENSE ON THE INFRASTRUCTURE SIDE.

THAT'S, UM, 7 MILLION FOR DESIGN AND ENGINEERING, 40 MILLION FOR A FIRE AND LIFE SAFETY SYSTEM, AND 20 MILLION FOR THE REMAINING, UM, BRIDGE COMPONENTS.

AND THEN WE ESTIMATE ABOUT 30 MILLION FOR THE AMENITIES ON THE SECOND PHASE OF THE PARK.

SO THAT'S A TOTAL OF 97 MILLION.

THE NEXT SLIDE, I MENTIONED THIS, UM, ALREADY, BUT WE DO PLAN TO START CONSTRUCTION ON THE AMENITIES OF THE FIRST PHASE THIS SUMMER WITH A, UM, A GOAL OF OPENING BY THE END OF NEXT YEAR.

ON THE NEXT SLIDE, UM, I MENTIONED EARLIER OUR FOCUS ON ENSURING THAT THE PARK REALLY DOES BENEFIT THE COMMUNITY THAT SURROUNDS IT.

AND SO WE SPENT ABOUT A YEAR DOING A LOT OF COMMUNITY ENGAGEMENT AROUND, UM, HOW WE DO THAT.

AND WE BUILT THIS EQUITABLE DEVELOPMENT PLAN THAT IS, UM, FRAMED WITHIN THESE SIX AREAS, HISTORY AND CULTURE, HEALTH AND WELLNESS, EDUCATIONAL OPPORTUNITIES, ECONOMIC DEVELOPMENT, DIVERSE HOUSING OPTIONS, AND SAFE AND STABLE NEIGHBORHOODS.

AND UNDERNEATH YOU SEE SOME OF THE INITIATIVES THAT WE'RE WORKING ON RIGHT NOW AS IT RELATES TO EACH OF THOSE PILLARS.

I CAN GO INTO MORE DETAIL IF THERE'S QUESTIONS THERE.

NEXT SLIDE.

UM, WE DID CONDUCT A PHASE ONE ECONOMIC IMPACT ANALYSIS WITH THE U N T DIALYSIS SCHOOL OF BUSINESS AND THEY ESTIMATED A BILLION DOLLAR ECONOMIC IMPACT IN THE FIRST FIVE YEARS JUST FROM THE PHASE ONE PARK.

SO CERTAINLY A SIGNIFICANT OPPORTUNITY FOR US TO DRIVE, UM, ECONOMIC IMPACT AND MOBILITY, UM, IN THAT COMMUNITY.

NEXT SLIDE IS JUST THE RENDERING OF THE FIRST PHASE PARK.

SO YOU'RE SEEING IN THE FOREGROUND, UM, THE STAGE PAVILION, THE LARGE, YOU KNOW, GREAT LAWN ON THE LEFT SIDE IS THE CHILDREN'S AREA ADJACENT TO THE ZOO.

THE ZOO'S ON THE LEFT SIDE THERE.

UM, IN THE MIDDLE OF THE PARK WE HAVE A KIND OF MULTIPURPOSE RESTAURANT AND RETAIL BUILDING.

ALSO, MAYBE SOME MEETING SPACE THAT'S ACTUALLY TUCKED IN UNDER THE SECOND PHASE LAWN.

SO THERE'S A LITTLE BIT OF A GREEN, UM, APPROACH TO BUILDING THERE.

UM, WE DO HAVE A, A COURT KIND OF PARK COURT THAT COMES IN OFF THE ACCESS ROAD ON THE RIGHT SIDE THERE, WHERE WE COULD HOST POTENTIALLY FOOD TRUCKS, IF NOT FOOD TRUCKS, UNIT TRAILERS, MAYBE SMALL, UM, KIOSK.

BUT WE REALLY WANT TO USE THAT AS A SPACE WHERE WE CAN BRING, UM, SMALL, A LOCAL BUSINESS OWNER, SMALL BUSINESS OWNER

[00:20:01]

INTO THE SPACE, UM, AS WELL AS HAVE AN OPPORTUNITY FOR DROP OFF, UM, FOR SENIOR STUDENTS, THAT TYPE OF THING.

NEXT SLIDE.

SO OUR BOND REQUEST, YOU CAN GO ON TO THE NEXT SLIDE.

SO OUR REQUEST FOR, UM, THE UPCOMING BOND CAMPAIGN IS 25 MILLION.

THAT WOULD GO TOWARDS THE PHASE TWO PARK.

I MENTIONED EARLIER THE, THE BUDGET FOR THE PARK IS 67 MILLION FOR THE BRIDGE INFRASTRUCTURE AND ABOUT 30 MILLION FOR THE AMENITIES.

SO A TOTAL OF $97 MILLION.

WE HAVE ALREADY SECURED 7 MILLION FROM THE, UM, NORTH CENTRAL TEXAS COUNCIL OF GOVERNMENTS TOWARDS DESIGN AND ENGINEERING.

MICHAEL MORRIS HAS COMMITTED TO THAT.

UM, AND THEY ALSO, UH, SUBMITTED A RAISE GRANT REQUEST ON OUR BEHALF AT THE BEGINNING OF THIS YEAR, UM, TO FUND THE, UH, A PORTION OF THE INFRASTRUCTURE.

SO, YOU KNOW, WE SHOULD FIND OUT ABOUT THAT HOPEFULLY SOMETIME HERE IN THE, UM, NEXT COUPLE OF MONTHS.

UM, THE REQUEST WAS 40 MILLION.

OF COURSE, YOU MAY OR MAY NOT GET THAT, BUT CERTAINLY KEEPING OUR FINGERS CROSSED.

AND THEN OF COURSE WE HAVE THE, UM, ADDITIONAL 30 MILLION THAT WE WOULD FUND PRIVATELY.

UM, YOU KNOW, IN THIS CASE, OF COURSE, IT'S A PUBLIC PRIVATE PARTNERSHIP.

THE BENEFIT OF BEING ABLE TO LEVERAGE PUBLIC FUNDS WITH PRIVATE, UH, WITH OTHER DOLLARS.

SO THAT 25 MILLION, UM, REQUEST FOR FROM THE BOND CAMPAIGN COULD BE LEVERAGED TO OBTAIN ANOTHER 70 PLUS MILLION IN FEDERAL AND PROFIT FUNDINGS.

I THINK THAT'S A, CERTAINLY A GOOD RETURN ON INVESTMENT.

UM, YOU KNOW, IN PHASE ONE, THE, THE SOLE CONTRIBUTION FROM THE CITY SO FAR IS THE 7 MILLION, WHICH IS BEING LEVERAGED BY 75 MILLION IN FEDERAL AND PRIVATE FUNDING.

AND I THINK, LEMME SEE IF THERE'S ANOTHER SLIDE.

I THINK THAT'S IT.

THE NEXT SLIDE IS JUST, UH, A RENDERING OF THE ENTIRE PART TO GIVE YOU AN IDEA OF WHAT THE PHASE ONE AND PHASE TWO, UM, YOU KNOW, ENTIRE PROJECT WOULD LOOK LIKE WHEN IT'S COMPLETE.

I'VE BEEN SHARING, YOU KNOW, ONE OF MY, I'VE SET A PERSONAL ASPIRATIONAL GOAL OF HAVING THE ENTIRE PROJECT COMPLETE BY THE TIME COLD CUP 2026 IS HERE.

I THINK IT WOULD BE AN AMAZING VENUE FOR OUR CITY, UM, TO HOST, UH, YOU KNOW, AND BE, UH, A PART OF THOSE FESTIVITIES AND WORKING HARD TO SEE HOW WE CAN SORT OF MAYBE ON THAT CONVERSATION.

BUT THAT'S MY PERSONAL AND AMBITIOUS GOAL.

UM, I'M NOT SURE EVERYONE ELSE SHARES IT, BUT, BUT I'M EXCITED ABOUT IT.

, I ABSOLUTELY ANYTHING YOU SAY.

SO ANYWAY, THAT'S THE, THAT'S THE GOAL.

UM, AND I'LL WITHOUT ROLL, THANK YOU.

BEFORE WE GET QUESTIONS, I WOULD JUST LIKE TO RECOGNIZE MR. JESS MARINO, UM, DISTRICT TWO, JOIN THIS MEETING.

ALL RIGHT, THAT WE HAVE OLIVER.

WELL, THANK YOU APRIL.

THANK YOU MIKE FOR BEING HERE FOR YOUR CONTINUED PARTNERSHIP, YOUR CREATIVE FUNDRAISING.

I MEAN, APRIL IS NOT, YOU DON'T KNOW HER, UM, THAT WELL.

SHE IS, THERE IS NO DOOR SHE IS NOT WILLING TO KNOCK ON.

AND I MEAN, EVEN TODAY SHE'S, WE TALK ALMOST WEEKLY AND SHE UPDATES ME ON FUNDRAISING AND WAYS WE COULD BE HELPFUL AND SUCH.

AND SHE SAID, WELL, WE, NOW WE GOT A NEW LEAD ON A FEDERAL GRANT.

I MEAN, THERE IS SO MUCH MONEY OUT THERE, BUT IT IS NOT ALWAYS EASY TO ACCESS.

AND SO I REALLY CREDIT YOU AND YOUR TEAM FOR BEING, UM, OPENING DOORS AND MAKING RELATIONSHIPS THAT HADN'T EVEN PREVIOUSLY BEEN MADE IN FOR MANY OF OUR PARK PROJECTS.

SO THIS IS, UM, EXCITING AND YOU ALL HAVE DONE AN EXCEPTIONAL JOB, MIKE.

YOU AND I KNOW HOW THIS HAS BEEN A, A LONG SLOG FOR MANY YEARS AND I CREDIT YOUR COMMITMENT TO THE PROJECT AND, UM, ALL THE DOORS YOU'VE BEEN ABLE TO OPEN AS WELL.

UM, SO I'M EXCITED ABOUT THIS REQUEST.

SO I DID WANNA ASK, OF THE 25 MILLION, WHAT, WHERE DO YOU KIND OF SEE IT BEING ITEMIZED TO GO? YOU KNOW, IT'LL KIND OF DEPEND ON HOW THINGS SHAKE OUT, WHAT SOME OF THESE REQUESTS WE HAVE.

SO, UM, YOU KNOW, THE FEDERAL FUNDING REQUESTS WE HAVE FOR THE INFRASTRUCTURE DOES REQUIRE A LOCAL MATCH.

SO MY THOUGHT WAS THAT PRIMARILY IF WE WERE SUCCESSFUL IN GETTING THAT GRANT, IT WOULD, IT COULD BE THE LOCAL MATCH FOR THE FEDERAL FUNDING, UM, THROUGH RAISE.

UM, IF NOT, THEN IT, IT WILL BE SORT OF A PART OF THAT STACK FOR THE INFRASTRUCTURE.

OKAY? MM-HMM.

.

AND I WAS VERY, UM, GLAD TO HEAR YOU'RE GONNA START CONSTRUCTION ALREADY, KIND OF KEEPING TO THE ORIGINAL TIMELINE.

UM, NOT NECESSARILY NEEDING EVERY DOLLAR IN THE BANK, BUT I BELIEVE THAT KIND OF MOMENTUM BUILDS ON MOMENTUM.

AND SO DONORS ARE GONNA SEE IT'S REALLY COMING TO FRUITION.

THIS IS REALLY HAPPENING.

YEAH.

AND SO I THINK THAT'S A, THAT'S A REALLY GOOD STRATEGY AND IT'S GONNA BRING MORE FOLKS TO THE TABLE.

I, WHAT WERE YOU GONNA SAY? OH, I WAS JUST GONNA SAY IT, IT SURPRISES ME HOW OFTEN I, UM,

[00:25:01]

VISIT WITH FOLKS WHO REALLY HAVE NO IDEA THAT THAT THE PROJECT IS, I, YOU KNOW, ACTUALLY HAPPENING.

IT'S NOT JUST SORT OF AN IDEA OR A PLANE, BUT UNDER CONSTRUCTION.

SO I DO THINK THAT, UM, SEEING THAT MOMENTUM, AS YOU SAID, WILL HELP US, UM, KIND OF CLOSE THIS, THIS FOR ME.

YEAH.

EXCELLENT.

THANK YOU.

UM, NEXT WE'LL GO TO MR. HARRISON BLAIR.

UH, THANK YOU, MR. CHAIR.

UH, APPRECIATE THE OPPORTUNITY JUST TO ADDRESS, UM, APRIL AND MIKE AND JUST THE TREMENDOUS AMOUNT OF WORK THAT Y'ALL HAVE DONE ON THIS PROJECT.

UH, FROM START TO TO NOW, UM, I AND I, I ECHO WHAT CALVIN HAS SAID ABOUT CREATIVE FUNDRAISING.

I KNOW THAT THIS HAS BEEN A TOUGH PROJECT, PARTICULARLY BECAUSE IT'S IN THE SOUTHERN SECTOR.

UM, AND WE HAVE TO ALWAYS GET PEOPLE TO UNDERSTAND THE VALUE OF HOW THIS IS GONNA HELP THE ENTIRE CITY.

UM, AND THIS IS TRULY GOING TO PUT DALLAS, UM, IN A DIFFERENT CATEGORY WITH OTHER MAJOR CITIES BASED OFF WHAT WE'RE DOING.

UM, AND I THINK THIS IS UNDERSTATED IN A LOT OF THE WORK THAT IT'S DOING, BUT BECAUSE FREEWAYS HAVE CUT SO MANY COMMUNITIES, UM, LIKE THE ONE I COME FROM IN HALF, UM, AND HAVE KILLED THE ECONOMIC VITALITY OF THEM, UM, PUTTING THESE BRIDGES IN THESE PARKS OVER THESE COMMUNITIES AND, UH, WORKING TO RECONNECT THEM IS A NARRATIVE THAT I DON'T THINK WE TELL ENOUGH.

AND THE WORK THAT IS HAPPENING HERE, THE AMOUNT OF FUNDING THAT'S GOING INTO IT AND THE WAY IT'S GOING TO AUGMENT, UM, THE CITY AND THE SOUTHERN GATEWAY, UM, AS WE WELCOME PEOPLE INTO THE CITY IS GOING TO BE TREMENDOUS.

SO I JUST WANT TO SAY THANK YOU TO APRIL.

UH, AND MIKE, I KNOW HOW HARD Y'ALL HAVE WORKED ON THIS AND HOW HARD YOU'RE WORKING NOW.

UM, AND CALVERT STOLE KIND OF MY, MY TOP QUESTION ABOUT ITEMIZING THE 25 MILLION.

UH, I KNOW THAT THE, YOU KNOW, CLYDE WARREN IS ONE OF THE PRIDE AND JOYS OF DALLAS, AND NOW WE'LL HAVE THE, UH, SOUTHERN GATEWAY TO BE ANOTHER ONE OF THOSE GYMS THAT REALLY REPRESENTS US AND I'M JUST HONORED THAT IT'S IN MY DISTRICT.

SO THANK YOU ALL VERY MUCH FOR THE WORK YOU'RE DOING.

THANK YOU.

EXCELLENT.

THANK YOU.

THIS HAS BEEN MORNING.

THANK YOU SO MUCH FOR THIS PRESENTATION.

IT'S ALWAYS EXCITING TO SEE IT KIND OF COMING ALONG, DONE AMAZING THINGS IN A VERY SHORT TIME.

YES.

UM, I DO HAVE JUST ONE QUICK QUESTION THERE.

I KNOW THERE'S QUITE A BIG DIFFERENCE IN THE COST OF THE INFRASTRUCTURE FOR PHASE TWO VERSUS PHASE ONE.

MM-HMM.

AND JUST KIND LOOK AT, IT LOOKS LIKE PHASE ONE IS MUCH MORE COMPLICATED ON TOP .

SO THERE MUST BE SOMETHING GOING ON IN THE INFRASTRUCTURE PART THAT'S DRIVING THOSE COSTS.

IT IS.

CAN YOU TELL US ABOUT THAT? IT IS.

SO TWO-THIRDS OF THAT INFRASTRUCTURE COST ON THE, UM, PHASE TWO, IF YOU WANNA JUMP TO PAGE SLIDE NUMBER FOUR, HOLD FINE.

UM, UH, TWO-THIRDS OF THAT COST WHAT IS A, THE FIRE AND LIKE SIX SUPPRESSION.

UM, SO IT'S ACTUALLY NOT THE BRIDGE.

THEY ACTUALLY BUILT IN A LOT OF THE INFRASTRUCTURE FOR THE PHASE TWO BRIDGE WHEN WE DID PHASE ONE.

SO THERE'S ALREADY SOME ON THE SIDE.

ALL THEY HAVE TO DO IS COME IN AND PUT THE CENTER BENT AND THE, THE CAP, THE CAP OVER THE TOP.

BUT THE TWO-THIRDS OF THAT EXPENSE IS BECAUSE WE GO FROM BEING A BRIDGE TO A TUNNEL OVER THE FREEWAY.

AND THAT HAS MUCH MORE SIGNIFICANT.

SO, UM, AND, AND BECAUSE WE'RE OVER A FEDERAL HIGHWAY, WHICH IS DIFFERENT THAN WOODALL ROGERS, UM, MUCH MORE SIGNIFICANT REQUIREMENTS.

YEAH.

SO THAT'S WHY WE NEED PUBLIC SUPPORT.

I MEAN, THAT'S, YOU KNOW, THAT WOULD BE A DIFFICULT THING TO RAISE PUBLIC.

AND YOU DIDN'T KNOW THAT GOING IN.

WE DID NOT KNOW THAT.

AN IMPORTANT CAVEAT.

YES.

YOU STARTED THIS.

YES.

GOOD POINT.

THANK YOU, ALBERT.

THANK YOU.

ALL RIGHT, MS. MUNDELL, ACTUALLY THAT WAS MY QUESTION.

THANK YOU.

THANK YOU SO MUCH, UH, AS WELL FOR THE PRESENTATION AND THE BREATHING AND, UM, I REALLY LOOK FORWARD TO SEEING THIS SITUATION.

UH, BUT THAT WAS MY QUESTION.

WHY PHASE TWO INFRASTRUCTURE DOUBLE FROM ONE? SO THANK YOU MR. SLAUGHTER.

THE NEW YEAR I HERE , FIRST OF ALL, THANK YOU.

AND A LOT OF PEOPLE DON'T REALIZE THIS, WHAT HAPPENED IN CLA PARK IS YOU REALLY HAVEN'T HEARD OF, EVEN THOUGH THE BISHOP ARTS AREA IS IN OAK OAKLAND, IT'S ALWAYS BEEN SEPARATED FROM THE SUBJECT.

AND I THINK THIS IS REALLY WHAT'S GONNA CONNECT AND TO MEETING THE PARK PEOPLE.

UH, COUNCILWOMAN ARNOLD ON, UH, IS REALLY ON BOARD WITH SCOTT.

CAUSE YOU KNOW, WE'VE GOT A LOT OF PEOPLE ON THE CITY COUNCIL WHO'S NOT A SUPPORTER.

AND I'VE GOTTA SAY THIS ABOUT ONE OF OUR EX FAMILY MEMBERS OR COUNCILMAN MORENO, YOU KNOW, REALLY TOUCHED MY HEART CAUSE HE WAS NOT TALKING OUTSIDE OF HIS MOUTH WHEN HE DID THAT THING FOR THE SANTOS FAMILY.

AND SO YOU LOOK AT THE LEADERSHIP AND WHAT'S HAPPENING IN OUR CITY, AND THIS IS JUST GONNA BE A WIN-WIN SITUATION, UH, UH, FOR OUR AREA SIDE.

I LIVE IN , SO EVERYBODY GOING OFF IF DALLAS WILL COME OVER LIKE, SO I THANK YOU FOR YOUR PRESENTATION.

WE'RE REALLY EXCITED ABOUT THIS.

THANK YOU.

WE CAN'T THANK COUNCIL COUNCILPERSON ARNOLD, AND, UH, SHE, SHE HAS BEEN, THIS IS RIVER SINCE, YOU KNOW, WE'VE REALLY GOTTEN INTO THE SCENE WHEN SHE CAME BACK IN THE OFFICE.

BEEN INCREDIBLE.

[00:30:01]

THANK YOU, SIR.

ANY OTHER SPEAKERS? MR. SPEAKER? THANK YOU, MS. COUNT TWO.

I JUST THINK IT'S SO IMPORTANT.

I KNOW 25 MILLION IS A BIG NUMBER, BUT I THINK WHAT IS THE ABILITY FOR IT TO LEVERAGE THOSE FEDERAL DOLLARS? AND YOU HAVEN'T GOTTEN, YOU KNOW, MOST PEOPLE DON'T KNOW THAT CLYDE WARREN REALLY PHASE ONE OF C CLIVE WARREN IS IN EXISTENCE BECAUSE OF 17 MILLION IN AMERICAN RESCUE FUNDS.

AFTER THE, FOR THE STIMULUS PACKAGE, IT WAS THE STATE OF TEXAS'S SINGLE, SINGLE INFRASTRUCTURE PROJECT THAT WAS SHOVEL READY.

AND SO THANKS TO THE BRILLIANCE OF OUR FORMER PARK DIRECTOR, PAUL DYER, AND, UM, HE WAS REALLY ABLE TO PULL THAT MONEY AWAY FROM HOUSTON AND AUSTIN AND OTHER CITIES.

BUT THAT WAS SUCH A, THAT WAS CRITICAL.

I MEAN, JODI, HE'LL TELL YOU THAT AND, UM, HOW IMPORTANT THAT WAS.

AND THOSE DOLLARS WERE, WERE PARAMOUNT FOR THAT PROJECT.

AND SO I THINK THIS REALLY COULD BE THE SAME BECAUSE ALL OF A SUDDEN BETWEEN INFRASTRUCTURE FUNDS, ALL RAISE GRANTS AND OTHERS, THIS COULD REALLY UNLEASH A LOT MORE.

SO THIS IS OUR COMMITMENT TO THE PROJECT FROM THE CITY AND BELIEVE THAT IT IS HIGHLY VALUABLE FOR THIS NEIGHBORHOOD, BUT ALSO AS, AS A DESTINATION PARK.

SO MAYBE WE CAN GO CHEER ON THE US SOCCER TEAM AND FOR FIFA 2026 AND WE'LL HELP WIN COMES.

I LIKE THAT IDEA.

APRIL, THAT'S MY GOAL A LITTLE BIT.

LET'S START LAYING THE GROUNDWORK NOW.

YES, ABSOLUTELY.

ABSOLUTELY.

THAT'S A REALLY GOOD POINT.

THANK YOU.

UM, BECAUSE I, I, I, YOU KNOW, I WAS JUST IN DC SPENT A COUPLE DAYS, UM, THEY'RE KIND OF SHARING PROGRESS OF THE PROJECT AND, AND YOU KNOW, THEY REALLY ARE LOOKING FOR SHOVEL READY PROJECTS AND PROJECTS THAT ARE IN NEIGHBORHOODS LIKE OURS, YOU KNOW, HISTORICALLY UNDER-RESOURCED UNDERINVESTED.

UM, SO I THINK, I THINK WE HAVE A GREAT, A REAL OPPORTUNITY TO LEVERAGE, UM, ALL OF THESE PROGRAMS THAT ARE OUT THERE THAT I'VE BEEN DIGGING, UM, AND LEARNING ABOUT, UM, WITH THIS FUNDING.

BUT, BUT THEY DO WANNA SEE THAT THERE'S A LOCAL COMMITMENT.

AND SO, YOU KNOW, THIS IS IMPORTANT.

EXCELLENT.

THANK YOU FOR A GREAT PRESENTATION AND THE UPDATE ON THIS.

WONDERFUL.

THANK YOU SO MUCH.

THANK YOU.

THANK YOU.

THANK YOU.

ALL RIGHT, OUR NEXT BRIEFING.

THE NEXT BRIEFING IS GOING TO BE WITH CRYSTAL ROSS, DEPUTY DIRECTOR OF OUR SUMMER PROGRAM PREVIEWS.

THERE WE GO.

GOOD MORNING EVERYONE.

SO BEFORE WE BEGIN THE SUMMER, THE SUMMER PROGRAM PREVIEW, I WANTED TO START IN CASE YOU ALL MISSED THE MEMO, UM, BY ANNOUNCING THAT THE PARK DEPARTMENT JOINED WITH MAYOR JOHNSON IN PROCLAIMING THIS YEAR TO BE ANOTHER YEAR OF SAME.

SO HERE'S OUR OFFICIAL PROCLAMATION AND WHAT DOES THAT MEAN? WHAT THAT ESSENTIALLY MEANS IS EVERYTHING THAT WE DO THIS SUMMER IN OUR PARKS, OUR TRAILS THROUGHOUT OUR PROGRAMS, IT IS TO REDUCE CRIME.

IT IS TO KEEP OUR, OUR TEENS AND OUR YOUTH OCCUPIED WITH GOOD CONSTRUCTIVE PROGRAMMING, JUST KEEPING THEM BUSY.

SO I AM EXCITED TO ANNOUNCE THAT LISA IS GOING TO PRESENT TODAY'S, UH, BRIEFING ON OUR 2023 SUMMER CAMP, UH, SUMMER PROGRAM PREVIEW.

SO AT THE END, IF YOU HAVE QUESTIONS, AND WE CAN THANK THEM AT THE TIME, BUT LISA MCCLENDON, MANAGER OF OUTDOOR ADVENTURES AND EVERYBODY, OR ALMOST AFTERNOON, I GUESS IT'S VERY NICE TO SEE YOU ALL AGAIN THIS MORNING.

I'M EXCITED TO BE HERE.

I KNOW I'M THE MANAGER OF OUTDOOR ADVENTURES AT SAMUEL FARM, BUT I ALSO HAD THE OPPORTUNITY TO SIT ON THE SUMMER CAMP COMMITTEE THIS YEAR.

SO I'VE BEEN INVOLVED IN THE PLANNING WITH SUMMER CAMP ACROSS ALL OF OUR CITY AND IT'S REALLY EXCITING BECAUSE THIS IS THREE YEARS POST COVID, BUT I FEEL LIKE WE'RE LIKE FULL FORCE THIS YEAR, SO I'M REALLY EXCITED ABOUT THAT.

SO WE HAVE A LARGE NEXT SLIDE PLEASE.

WE HAVE A LARGE VARIETY OF PROGRAMS IN TODAY'S BRIEFING.

I'LL BE GOING OVER ALL THE DIFFERENT PROGRAMS WE'RE OFFERING, WHAT MAKES THEM GREAT, THE DIFFERENT COMPONENTS THAT THEY CONSIST OF, UM, WHAT WE'RE STRIVING TO ACHIEVE THROUGH THESE PROGRAMS, AS WELL AS HOW WE'RE STRIVING TO MAKE OUR PROGRAMS EQUITABLE AND ACCESSIBLE TO EVERYBODY.

UM, AND THEN I'LL BREAK DOWN THE DIFFERENT CAMP OPPORTUNITIES AVAILABLE TO OUR CITIZENS.

AND AT THE END OF THE PRESENTATION, THERE IS A MAP SHOWING ALL THE DIFFERENT LOCATIONS AND A LISTING OF ALL THE DIFFERENT LOCATIONS.

WE HAVE 53 DIFFERENT SUMMER CAMP OFFERINGS ACROSS THE CITY THIS YEAR, WHICH IS AMAZING.

UM, AND THOSE ARE BROKEN DOWN INTO FIVE DIFFERENT CATEGORIES.

SO WE HAVE OUR TRADITIONAL REC CENTER CAMPS, CAMPS THAT ARE BACK AGAIN, SYNDICATE TO CAMP LOCATIONS, THREE DIFFERENT TEAM CAMPS, AND OF

[00:35:01]

COURSE OUR SPECIALTY CAMP, OUR SPECIALTY ADVENTURE CAMP AT SAMUEL FARM.

WE ARE ALSO WORKING WITH SEVERAL OF, UM, OUR PARTNERS THAT REALLY ENHANCE OUR CAMP.

SO AT THE BOTTOM YOU CAN KIND OF SEE THE DIFFERENT LOGOS WITH THE DALLAS PARK, I MEAN THE DALLAS POLICE DEPARTMENT, THE DALLAS MUSEUM OF ART, JUNIOR PLAYERS, THE LIBRARY.

AND THIS IS JUST A FEW OF THEM.

WE HAVE MANY MORE THAT ARE COMING INTO OUR REC CENTERS TO ENHANCE THE PROGRAM.

THESE ARE FREE PROGRAMS. UM, AND THEN WE ALSO WILL BE TAKING OUR KIDDOS OUT OF THE REC CENTERS TO GO TO THEIR NORMAL DALLAS FIELD TRIP LOCATIONS.

AND THEN WE ALSO ARE BRINGING BACK TWO OF OUR POPULAR OPTIONS, CELEBRATION STATION AND A PRO MUSEUM, WHICH THEY HAVE NOT TRAVELED TO SINCE 2019.

SO OUR REC CENTER STAFF IS REALLY EXCITED ABOUT BRINGING THOSE BACK THIS YEAR THROUGH OUR SUMMER CAMP PROGRAMS. WE WANT IT TO BE MUCH MORE THAN A PLACE WHERE WE WATCH OUR KIDS.

WE WANT TO PROVIDE A VARIETY OF PROGRAMS. SO WE'RE EXPOSING THEM TO NEW THINGS, NEW OPPORTUNITIES.

UM, WE'RE BUILDING CHARACTER CONFIDENCE, TEACHING THEM TO GET ALONG WITH EACH OTHER, UM, DIFFERENT LIFE SKILLS AND THAT WE'RE PROVIDING ALL OF THOSE IN A HEALTHY ENVIRONMENT WHERE THEY CAN GROW AND LEARN WITH US.

SO THROUGH THOSE GOALS, OF COURSE, WE WANNA PROVIDE A SAFE AND INCLUSIVE ENVIRONMENT FOR ALL.

SO THIS IS NOT JUST OUR CAMPERS, IT'S IMPORTANT THAT THAT'S FOR OUR STAFF, FOR OUR VENDORS THAT ARE COMING IN AND OUR PARTNERS.

UM, WE ARE WORKING WITH OUR ECO WARRIORS TO MAKE SURE WE HAVE, UM, AN ECO, AN ECO-FRIENDLY COMPONENT AND OUR REC CENTER CAMP.

SO SOME OF OUR REC CENTERS WILL BE DOING COMMUNITY SERVICE PROJECTS THAT CAN, UM, BE ANYTHING FROM REMOVAL OF INVASIVE PLANT SPECIES TO LITTER CLEANUP IN THE PARKS.

AND THEN OF COURSE, JUST SIMPLY EDUCATION ON TAKING CARE OF OUR ENVIRONMENTS.

UM, WE ALSO ARE LOOKING AT REC CENTERS THAT HAVE HAD PREVIOUSLY LOWER ATTENDANCE, AND WE DEFINITELY WANNA INCREASE ATTENDANCE IN THOSE RECREATION CENTERS.

OBTAIN A 95% REGISTRATION OCCUPANCY AT ALL ACROSS THE BOARD.

AND THEN AT THE END, WHEN WE SURVEY ALL OF OUR PARENTS, WE WOULD LIKE TO RECEIVE A 90% OR HIGHER CUSTOMER SATISFACTION RATE.

SO WHEN WE'VE BEEN PLANNING OUR SUMMER CAMP'S, TWO MAIN COMPONENTS THAT WE REALLY FOCUS ON, NUMBER ONE IS ENRICHMENT.

UM, AND NUMBER TWO IS RECREATION.

WE WANT THEM TO PLAY OBVIOUSLY.

SO OUR REC CENTERS HAVE BEEN GIVEN 12 DIFFERENT VENDORS THAT CAN COME IN AND PROVIDE STEM PROGRAMS TO CHOOSE FROM.

SO WE'RE VERY EXCITED ABOUT THOSE.

THOSE STEM FROM ROBOTICS, CODING, ALL ABOUT ANIMALS, UM, KIND OF TAKING IT ONE STEP BEYOND WHAT OUR REC CENTER STAFF, UM, PROVIDES.

AND THEN ALSO SOME OF OUR FIELD TRIPS ARE LIKE STEM LOCATIONS, SO THEY'RE GETTING THAT ENRICHMENT OPPORTUNITY WHEN WE'RE TRAVELING OUTTA THE BACK CENTERS.

UM, SOME OF THE THINGS THAT WE HAVE ARE FOR FUN SPORTS, UM, PASSIVE RECREATIONS.

SOMETIMES THERE'S A LITTLE BIT OF QUIET TIME JUST BUILT IN THERE, UH, ARE SPECIAL GUESTS THAT WILL COME IN.

AND THEN WE HAVE DIFFERENT GROUP ACTIVITIES.

SO I'M NOT SURE IF Y'ALL ARE FAMILIAR WITH LIKE THE EAST RECYCLED FASHION SHOW THAT IS BACK WHERE KIDS CAN, UM, TAKE RECYCLED THINGS AND MAKE OUTFITS.

AND THEN ALL THE REC CENTERS ARE WELCOME TO COME TO THAT FOR FASHION SHOW NIGHT.

UM, WE ALSO DO DIFFERENT GROUP ACTIVITIES, LIKE PEOPLE ARE TAKING FIELD TRIPS OUT TO SAMUEL FARM TO DO ARCHERY AND GROUP ACTIVITIES OUT THERE.

NEXT SLIDE.

WE DEFINITELY STRIVE, UM, TO REDUCE FINANCIAL BARRIERS AND MAKE OUR PROGRAMS ACCESSIBLE TO AS MANY AS POSSIBLE.

AND SO WE DO THIS TWO WAYS.

WE OFFER NO FREE PREP, NO FEE PROGRAMS AND SCHOLARSHIPS.

SO ON YOUR SLIDE OR ON THE SCREEN, YOU CAN SEE THE DIFFERENCE IN 2022 IS THE BLUE DATA.

2023 IS WHAT WE'RE LOOKING AT FOR THIS YEAR, UM, FOR SCHOLARSHIPS.

AND SO THIS YEAR WE HAD MORE PEOPLE THAT APPLIED UNDER APPLICATIONS ACCEPTED.

THOSE ARE HOW MANY PEOPLE ACTUALLY QUALIFIED THAT APPLIED.

UM, AND THEN YOU CAN SEE THIS YEAR WE AWARDED 125 SCHOLARSHIPS, WHICH IMPACTED 87 FAMILIES FOR TOTAL VALUE OF AROUND 73 SCHOLARS.

UM, WE DIDN'T, WE DID OUR NORMAL ADVERTISING, I GUESS YOU COULD SAY, OF THE SCHOLARSHIPS.

AND IN ADDITION TO THAT, WE ALSO HAVE OUR CD G, OUR SYN, THE KIDS AT CAMP, OUR TEEN CAMPS.

AND THEN WHEN YOU ADD THAT ON WITH OUR SCHOLARSHIPS, THAT MEANS WE'RE AT APPROXIMATELY 1100 CHILDREN, UM, ACROSS DALLAS.

WE'LL ATTEND CAMP THIS SUMMER.

OKAY, NOW I'M GONNA BREAK DOWN THE DIFFERENT SEPARATE CAMPS WE HAVE.

FIRST, WE HAVE OUR TRADITIONAL SUMMER CAMP, WHICH TAKES PLACE IN OUR REC CENTERS.

WE HAVE 33 LOCATIONS ACROSS THE CITY, UH, MONDAY THROUGH FRIDAY, SEVEN 30 TO FIVE 30.

THAT'S 10 HOURS

[00:40:01]

A DAY.

WE DID INCREASE OUR PRICE THIS YEAR.

LAST YEAR IS $50 A WEEK FOR DALLAS RESIDENTS.

THIS YEAR IT IS $65 A WEEK FOR DALLAS RESIDENTS AND THEN 75 FOR NON DALLAS RESIDENTS.

AND WE'RE OPERATING IN TWO DIFFERENT SESSIONS.

AND THAT IS BASED OFF OF THE DALLAS I S D CALENDAR.

SO, UM, WE HAVE THE INTER SESSION SCHEDULE, WHICH IS SESSION TWO.

SO OUT OF THAT WE HAVE 23 SITES, WHICH ARE DOING SESSION ONE AND THEN NINE SITES, WHICH ARE DOING SESSION TWO.

SO IT'S A NINE WEEK CAMP AND THEN A SIX WEEK CAMP.

WE ALSO DID THE LOTTERY REGISTRATION THIS YEAR FOR ALL THE RECREATION CENTERS.

AND SO LOTTERY REGISTRATION OPENED MARCH 20TH.

IT WAS OPEN FOR A WEEK WHERE FAMILIES COULD GO AHEAD AND SUBMIT THEIR, OR THEY COULD SIGN UP FOR THE LOTTERY.

AND THEN WE SPUN THE LOTTERY ON MARCH 27TH.

THEY HAD THAT WEEK TO GO IN AND REGISTER FOR THEIR CAMPERS.

UM, AFTER THAT, ALL THE REST OF THE SPOTS OPENED UP, UM, TO THE PUBLIC, FIRST COME, FIRST SERVE.

AND THEN OUR DIFFERENT ACTIVITIES THAT WE HAVE IN OUR RECREATION CENTER.

SO YOU HAVE YOUR CAMP GAMES, YOU HAVE YOUR FIELD TRIPS, CULTURAL AND ENRICHMENT CLASSES, UM, A FOCUS ON HEALTHY EATING AND FITNESS, AND THEN QUIET TIME AS WELL.

AND OUR REC CENTERS ALL AVERAGE ABOUT 50 SPOTS.

WE HAVE OUR C D B G CAMPS BACK AGAIN THIS YEAR.

WE HAVE SIX LOCATIONS, UM, IN OUR RECREATION CENTERS.

THESE WERE DETERMINED BASED ON MOST RECENT CENSUS DATA, DETERMINING AREAS WITH LIMITED RESOURCES OR LOW TO MODERATE INCOME.

UM, AND THESE AS WELL RUN MONDAY THROUGH FRIDAY, 10 HOURS A DAY.

HOWEVER, THESE ARE NO COST.

AND THESE ARE FUNDED THROUGH THE CDBG GRANT.

THE NEXT CAMP WE HAVE FOR PRESENT KIDS AT CAMP, THESE, UM, WE HAVE 10 DIFFERENT LOCATIONS, POSSIBLY AN 11TH LOCATION, WESTMORELAND PARK, WE'RE WORKING ON FINALIZING THAT SO YOU CAN VIEW THE DIFFERENT LOCATIONS FOR THESE.

BUT SOME OF THESE ARE IN PARKS AND SOME OF THESE ARE OUTDOORS.

THESE WILL BE MONDAY THROUGH FRIDAY.

WE DO AN ONSITE REGISTRATION ON JUNE THE FIFTH AND MONDAY.

AND THEN THE VERY NEXT DAY THE CAMP STARTS AGAIN.

THESE ARE NO COST.

AND THEN WE HAVE TEEN CAMPS.

SO WE HAVE INCREASED THE SIZE OF OUR TEEN CAMPS THIS YEAR TO TAKE UP TO 40 KIDS.

THESE ARE MONDAY THROUGH FRIDAY AGES 13 TO 15, NO COST, THREE LOCATIONS ACROSS THE CITY.

SOME OF THEIR FIELD TRIPS ARE A LITTLE BIT DIFFERENT TO, UM, YOU KNOW, APPEAL MORE TO TEENS.

AND THEY'RE ALSO, THEY'LL HAVE ALL THE THINGS THAT OUR REC CENTER CAMPS HAVE, BUT THEY ALSO WILL HAVE A FOCUS ON LIFE SKILLS SUCH AS COPING, CONFLICT RESOLUTION, CREATIVE ARTS, MENTAL HEALTH.

ALL RIGHT.

THE NEXT ONE IS MY BABY, AS YOU GUYS KNOW IT.

THIS IS OUR SAMUEL FARM ADVENTURE CAMP.

.

THANK YOU.

WE ARE SO EXCITED ABOUT THIS.

UM, THIS IS OUR FIRST YEAR THAT WE ARE THEMING OUT THE CAMP.

AND THE THEME THIS YEAR IS THE GRAND ROAD TRIP WITHOUT OUTDOOR ADVENTURES.

SO NOT ONLY WILL WE BE TAKING FIELD TRIPS TO ADVENTURE LOCATIONS SUCH AS ATHENS FACTORIES, CEDAR HILL STATE PARK, GO EIGHTH, UH, ZIP LINE.

BUT WE ALSO EACH WEEK WILL BE TAKING THE KIDS ON A VIRTUAL ROAD TRIP TO DIFFERENT NATIONAL PARKS.

AND SO THEY'LL GET A LITTLE BUTTON, UM, THAT SAYS THAT THEY HAVE VIRTUALLY VISITED THAT NATIONAL PARK THAT THEY CAN COLLECT EACH WEEK.

AND THEN AT THE END OF CAMP CAMPS CULMINATES IN AN OVERNIGHT CAMPING TRIP TO DINOSAUR VALLEY STATE PARK.

THIS IS AN EIGHT WEEK CAMP, IT'S A SPECIALTY CAMP, SO YOU'LL SEE A HIGHER RATE FOR IT.

A HUNDRED DOLLARS A WEEK FOR DALLAS RESIDENTS, 1 25 A WEEK FOR NON-RESIDENTS.

AND THEN WE OFFER A SHUTTLE FROM DALLAS, UM, $25 A WEEK, WHICH IS VERY POPULAR THIS YEAR.

WITHIN OPENING IT UP THREE HOURS LATER, WE SAW A HUGE DEMAND.

AND THAT SHUTTLE WILL BE PICKING UP FROM KIDS SPRINGS AND MARY STONE.

THANK YOU.

I HAD A BRAIN LAPSE AND UM, WE ARE HAVING A GOOD RESPONSE FOR THOSE COMING FROM MARY STONE THIS YEAR.

SO WE'RE VERY EXCITED ABOUT THAT.

HERE YOU HAVE A MAP SHOWING, UM, A CODED, UH, A CODED MAP OF ALL THE DIFFERENT LOCATIONS.

SO YOU CAN SEE HOW FAR WE REACH FROM DOWN TOWARDS DUNCANVILLE, ALL THE WAY UP NORTH DALLAS BY CARROLLTON.

AND THEN OF COURSE ALL THE WAY OUT TO MISS KETE.

AND THEY ARE COLOR CODED SO YOU CAN SEE WHERE EVERYTHING IS.

UM, ALL OF OUR REC CENTER, I DID MENTION ALL OF OUR REC CENTERS, OF COURSE, ARE STILL OPEN TO THE GENERAL PUBLIC.

SO OUR REC CENTER MANAGERS ARE TASKED WITH MAKING SURE NOT ONLY DO WE RUN A QUALITY CAMP, BUT WE'RE NOT RUNNING PEOPLE OUT OF OUR REC CENTERS AND THAT WE'RE STILL ENCOURAGING THEM TO COME TO THE HR PROGRAM.

AND THEN ON THIS SLIDE, THIS IS JUST A BREAKDOWN OF THOSE SAME LOCATIONS ON THE MAP.

YOU HAVE WHAT COUNCIL DISTRICT THEY ARE IN AND BROKEN DOWN BY GROUPS.

AND THAT

[00:45:01]

CONCLUDES MY SUMMER.

EXCELLENT.

THANK YOU VERY MUCH FOR THAT GREAT PRESENTATION.

THE QUEUE IS FILLING UP QUICKLY, MS. HAS WITH THE QUICK LINE.

SO EXCITING TO SEE THIS, UH, SAMUEL, HOW MANY KIDS DO YOU TAKE? 40.

40 IS THERE THE OPPORTUNITY SOUNDS LIKE .

SO WE ARE LIMITED TO 40 RIGHT NOW BECAUSE THAT'S WHAT THE WELCOME CENTER CAN HOLD.

AND SO IF THERE'S INCLEMENT WEATHER, THAT'S WHERE WE GO.

GOTCHA.

THE SECOND QUESTION IS, LOOKING ACROSS ALL OF OUR DIFFERENT NAMES, THE THE ONLY ONES THAT ARE PAID PROGRAMS ARE THE SAMUEL FARMS AND THEN THE RECREATION CENTER SUMMER CAMPS, RIGHT? THAT'S CORRECT.

AND BASED ON $65 A WEEK FOR 50 HOURS, THAT'S A LITTLE OVER DOLLAR AN HOUR.

I KNOW WHAT A BABYSITTER COSTS.

MM-HMM.

PRETTY SMOKING SINCE EVERY, IT APPEARS THAT WE HAVE LOTS OF OPTIONS FOR SCHOLARSHIPS AND, AND FREE.

HAVE WE EVER THOUGHT ABOUT JUSTING THOSE PRICES A LITTLE BIT.

SO THIS WAS THE FIRST YEAR THAT WE HAVE ADJUSTED THE PRICES SINCE 2019 AND 20 FROM 2019 UNTIL LAST YEAR IT WAS $50 A WEEK.

UM, SO OF COURSE I'M LOOKING AT THE VALUE FOR THE CAMP, UM, THAT WEIGHED INTO THE DECISION TO INCREASE THE PRICE THIS YEAR THAT WE DID INCREASE IN JUST EVERYTHING.

THE COST OF EVERYTHING IS GOING FOR US AND THE PEOPLE WE HIRE.

I'M JUST HOPING THAT WE'RE, THAT'S A REALLY GREAT, OKAY.

THANK YOU.

GREAT JOB.

YOU'RE WELCOME.

THANK YOU.

ALL RIGHT.

SLEEPING, UH, MS. UH, YEAH, SO THANK YOU VERY MUCH FOR THE PRESENTATION.

I SAW ON THE, UH, ON ONE OF THE SLIDES YOU HAD SOME OF YOUR, UM, PARTNERS SUCH AS LIKE, UM, UH, OUR FRIENDS, FRIENDS JUNIOR PLAYERS, WHICH I LOVE.

UM, HOW ARE THOSE INTEGRATED WITH THE DIFFERENT, I DIDN'T SEE THEM ACTUALLY CALLED OUT IN THE DIFFERENT AREAS.

WHERE, WHERE ARE THEY ON THE 55 OFFERINGS? THEY'RE OFFERED ALL ACROSS THE BOARD.

UM, SO I CAN SAY LIKE FOR ADVENTURE CAMP, THESE ONES AREN'T COMING OUT.

WE'RE HAVING THE PARK RANGERS COME OUT.

BUT FOR ALL OF THE PROGRAM MANAGERS AND EVERY, AND THE PROGRAM COORDINATORS, THEY'VE BEEN PROVIDED A LIST OF ALL THE DIFFERENT VENDORS THAT WILL COME OUT TO THEM.

SO, AND THEN ALL THEY HAVE TO SAY IS, WE WANT THIS ONE, THIS ONE, THIS ONE.

SO LIKE JUNIOR PLAYERS, IF SOMEBODY AT CAMPBELL GREEN OR BECKLEY SAN OR OR WHEREVER SAYS WE WANT SOMEBODY TO COME OUT, THEY'LL COME OUT.

I BELIEVE THAT'S CORRECT.

I THINK THAT THEY WERE ALL GIVEN A LIST AND THAT'S CORRECT.

AND SO WHAT I CAN DO IS LOOK MORE CLOSELY SITE SPECIFIC AND SEE WHO PARTNERED WITH WHOM THIS SUMMER.

THAT'D BE AWESOME.

UH, BUT JUNIOR PLAYERS, THEY PARTNERED WITH US MY ENTIRE CAREER HERE.

YEAH.

SO THEY ARE IN QUITE A FEW OF OUR RECREATION SUMMER PROGRAMS. YEAH, I'M REALLY INTERESTED TO HEAR LIKE, AND NOT JUST JUNIOR, I MEAN, I HAVE AFFINITY FOR JUNIOR PLAYERS, I LOVE ROSA.

UM, BUT THE OTHER, THE OTHER, UM, GROUPS, YOU KNOW, WHERE THEY'RE DISPERSED AROUND THE CITY IN TERMS OF, YOU KNOW, WHERE WE'RE GETTING ADOPTION FROM OUR REC MANAGERS ASKING FOR THIS, THIS KIND OF HELP.

CAUSE THAT'D BE, THAT WOULD SPEAK TO ME IN TERMS OF DON'T REINVENT THE WHEEL, BRING EXPERTS IN, GIVE GREATER PROGRAMMING.

SO, AND THEN TO THAT, UM, AND MAYBE THIS IS MORE OF A QUESTION FOR YOU CRYSTAL, BUT WHERE, YOU KNOW, YOU HEAR A LOT OF, I HAVE A JUST TURNED FIVE YEAR OLD AND SO WE'RE FIRST, WE'RE JUST NOW HEARING ABOUT THE, THE THING CALLED THE SUMMER SLIDE.

UM, AND SO WHAT, WHAT IS, WHAT ARE THE REC CENTERS DOING IN TERMS OF EDUCATION TO HELP THE KIDDOS WITH THE SUMMER SLIDE? SURE.

SO THAT'S SIMILAR TO WHAT WE JUST TALKED ABOUT WITH THOSE PARTICULAR VENDORS.

AS LISA, AS LISA MENTIONED, WE FOCUS ON ENRICHMENT AS WELL AS RECREATION.

SO MANY OF THEM HAVE A PARTNERSHIP OR AN OPPORTUNITY FOR EDUCATION READING THAT WAS PUBLIC LIBRARY.

JUST KIND OF KEEP THE KIDS' MIND WORKING THROUGHOUT THE SUMMER.

UM, I CAN LIST THAT OUT AS WELL, JUST SO YOU CAN SEE HOW WE HAVE THE ENRICHMENT EDUCATION, UM, PARTNERS DURING THE SUMMER VERSUS JUST STRAIGHT RECREATIONAL LEISURE AND FUND.

SO WE CAN DO THAT, BUT WE KNOW THAT THAT IS A CRITICAL NEED.

UM, YEAH, WE KNOW THAT THAT'S A CRITICAL NEED.

SO MANY CASES WHERE WE ARE PARTNERING WITH THE, OR NEIGHBORING A SCHOOL THAT HAS LOW PERFORMANCE, WE TAP INTO THOSE RESOURCES WITH THE SCHOOL AS WELL.

OKAY.

SO WE ACTUALLY PARTNER WITH THE SCHOOL IN SOME CASES.

YES.

AND THEN LAST QUESTION FOR YOU, UM, CAUSE I KNOW I'M ABOUT TO BE DONE WITH MY TIME, BUT, UM, THE, YOU KNOW, YOU AND I WERE TALKING EARLIER ABOUT, UM, ABOUT UH, COMPUTER LABS.

YES.

UM, AND HAVE WE, DO WE PARTNER WITH ANYBODY THAT ACTUALLY COMES

[00:50:01]

IN AND DOES ANY KIND OF CODING, UM, CLASSES OR, YOU KNOW, SO IF SOMEBODY, YOU KNOW, A KIDDO WANTS TO LEARN HOW TO CODE AND MIGHT NOT HAVE THAT, THAT ACCESS AT THE SCHOOL, YOU KNOW, BRINGING THERE, THERE ARE GREAT, THERE ARE GREAT PROGRAMS, UM, IN DALLAS THAT ARE NONPROFITS THAT TEACH KIDS HOW TO CODE.

UM, AND SO JUST, YOU KNOW, YEAH.

SO OFF THE TOP OF MY HEAD, I KNOW THAT WE OFFER THOSE IN OUR THREE TECHNOLOGY CENTERS, WILL JOHNSON, UH, JUANITA CRAFT AS WELL AS SIM HILLS.

UM, SO THERE IS A GREAT PARTNERSHIP FOR CODING AND STEM, REALLY STRONG, STRONG STEM PROGRAMS THERE.

I'D HAVE TO LOOK TO SEE WHICH REC CENTERS WITH COMPUTER LABS ARE OFFERING CODE, UM, OR WHICH RECREATION CENTERS HAVE SOMEONE COMING IN WITH THE EQUIPMENT.

CUZ SOMETIMES THAT HAPPENS AS WELL, UM, TO OFFER THEIR PROGRAM.

THERE'S A GROUP IN DALLAS THAT I SAT ON THE BOARD OF WHEN IT FIRST STARTED, AND THIS IS YEARS AGO, BUT THEY'VE REALLY GROWN AND, UM, AND I CAN'T REMEMBER THE ROBIN, UM, I CAN'T REMEMBER HER LAST NAME, BUT SHE'S AN EXECUTIVE.

IT'S CALLED BOLD IDEA AND WORKED WITH THEM.

OKAY, GOOD.

I WORKED WITH HER, UH, BACK IN 17, 18.

IT'S BEEN A LITTLE WHILE.

1617 IS COMMON, BUT, BUT YOU KNOW, THEY, THEY PROVIDE ALL THE EQUIPMENT.

SO ANYWAY, JUST ON IDEA.

SO THANK YOU.

THANK YOU.

THANK YOU MR. OCONNOR.

UH, NEXT WE HAVE MR. WARD.

UH, THANK YOU CHAIR.

UH, UH, HOW YOU DOING? A COUPLE QUESTIONS AND, AND, UM, KIDS SPRINGS, YOU SAID THEY'RE NOT GETTING A LOT OF RESPONSE ABOUT DRIVING, TAKING THE BUS OVER TO SAMUEL.

OH, WE'RE GETTING A GREAT RESPONSE OVER THERE.

OKAY.

I JUST WONDERED ABOUT THAT.

UH, WE HAD A GREAT RESPONSE LAST YEAR FROM KIDS SPRINGS AS WELL.

AND SO THIS YEAR, UM, WE HAVE HARRY STONE TO IT.

SO, SO BOTH, HOW, HOW ABOUT HOW BIG IS THE BUS? SAYS ONLY CAN TAKE 40 KIDS TOTAL.

IT HOLDS 12 HOLDS 12.

IT'S ONE OF OUR REC CENTER VANS.

IS IT? OKAY.

AND THEN, UM, THE YARO CAMPS, THE, THE SUMMER NEIGHBORHOOD LIKE WESTMORELAND PARK AND I THINK WHAT GLACIER LAKE, LAKE CLIFF IS LISTED ON THERE.

WHAT ARE WE DOING ABOUT THE PORTA-POTTY SITUATION WITH THOSE OUTDOOR CAMPS? SO YEAH, I'LL, I'LL TAKE THAT ONE.

OKAY.

THAT IS ONE OF OUR GREATEST CHALLENGES, RIGHT? SO WE KNOW THAT THAT'S BEEN AN ISSUE.

AND SO WE ARE WORKING TO MAKE IT A LITTLE SMOOTHER THIS YEAR.

UM, THE BENEFIT IS WE'RE TRYING TO DO A LOT FIELD TRIPS.

YEAH.

SO THERE'S THAT.

BUT WE ARE WORKING TO HAVE A, A DIFFERENT, UH, RESPONSE I GUESS AND A DIFFERENT PROCESS IN SECURING THOSE PORTLETS THAT ARE AT THOSE DESIGNATED SITES.

SO THAT'S STILL KIND OF IN THE PROCESS, BUT OUR GOAL IS TO PROVIDE THEM WITH SOME ADDITIONAL FIELD TRIPS BECAUSE IT IS WARM AND WE DON'T HAVE A FACILITY TO HAVE THEM COME IN AND RECEIVE SOME COOLING.

UH, SO WE'RE HOPING TO KEEP THEM KIND OF OUT AND ABOUT A LITTLE BIT MORE SQUARE, NOT 100% DEPENDING ON THOSE PORTABLE SITUATIONS.

AND, AND I GUESS ONE OF MY IDEAS WOULD BE HAVE A PORTA POT DESTINY JUST FOR THAT CAMP AND LOCK IT UP OVER THE WEEKEND.

THAT IS OUR PLAN.

BECAUSE CUZ IT FELT LIKE COMING IN FROM SATURDAY, SUNDAY, THE MONDAY MORNING SITUATION WAS NOT GOOD FOR THE OUTDOOR CAMPS.

SO IT'S FAIR.

YEAH, IT WAS, I JUST, THERE WAS A LOT OF NEIGHBORS CALLING ABOUT THAT, SO I JUST TRYING TO PREVENT, UH, THAT AND UM, AND MY LAST QUESTION IS, UH, I KNOW IT HAS TO BE TO MENTION THE PRICE OF THE CAMPS AND, AND YOU KNOW, IT'S GREAT YOU GUYS GOING UP A LITTLE BIT MORE AND, AND I KNOW WE'RE TRYING TO MAKE IT EQUITABLE, BUT WE ALSO GAVE OUT, YOU SAID $73,000 IN SCHOLARSHIP FREE CAMPS TO KIDS, WHICH IS AWESOME.

IT'S AN AWESOME NUMBER.

I I, YOU KNOW, WE HAVEN'T GONE UP IN A LONG TIME.

IT'S OKAY TO GO UP A LITTLE BIT MORE NEXT YEAR AND THE PEOPLE THAT CAN PAY FOR IT PAY FOR IT.

AND IF WE STILL GIVE OUT THE SCHOLARSHIP, EVEN THE DOLLARS MORE, I THINK THAT WE SHOULD THINK ABOUT THAT IN THE FUTURE.

JUST CUZ I THINK WE CAN DO YOU GIVE OUT A LOT.

YOU DO.

YOU GUYS DO A GREAT JOB.

THE CAMPS ARE PHENOMENAL.

EVERYTHING YOU GUYS DO AND, AND, AND, AND THE CAMPS ARE GREAT, BUT YOU KNOW, AGAIN, MY KIDS ATTENDED AND MY KIDS WERE, WERE COUNSELORS FOR IT.

SO I KNOW FIRSTHAND WHAT THEY DO, WHAT THEY CAN DO FOR THE KIDS, BUT JUST I THINK THE VALUES, I'VE SEEN CAMPS GOING FOR $300 A WEEK AND, AND THEY'RE SOLD OUT EVERYWHERE, YOU KNOW, SO, AND THAT'S IN DALLAS, NOT JUST IN THE SUBURBS, IT'S IN DALLAS PROPER.

SO EVEN IN OAK CLIFF, THERE'S A CAMP THAT THEY'RE CHARGING $200 A KID ALL SUMMER AND THEY SOLD OUT LIKE WITHIN THE FIRST WEEK.

YOU KNOW, SO IT'S JUST SOMETHING TO THINK ABOUT, YOU KNOW, GOING UP A LITTLE BIT.

BUT WE ALSO WANT, AGAIN, WE ALSO WANT TO HAVE SCHOLARSHIPS WHERE WE STILL GIVE OUT TO THE FAMILIES THAT NEED IT AND, AND OR THAT QUALIFIED FOR RESPOND TO THAT.

UM, BECAUSE I WANNA MAKE SURE THAT YOU ALL KNOW WE ARE TAKING THAT INTO CONSIDERATION.

YOU SHARED THAT WITH US LAST YEAR ABOUT OUR PRICING STRUCTURE.

WE'RE CAREFUL AND WE'RE VERY CAUTIOUS ON HOW WE MAKE THOSE INCREMENTAL CHANGES.

UM, WHAT WE DID IN THE PAST, PROBABLY FIVE, SIX YEARS AGO IS WE HAD TIER PRICE TIERED PRICING.

SO IT WAS KIND OF BASED ON THE COMMUNITY IN WHICH WE SERVE, UH, WHERE THE CAMP RESIDED.

AND SO THERE WERE DIFFERENT PRICES FOR DIFFERENT CAMPS BASED ON WHAT THE COMMUNITY COULD POSSIBLY AFFORD.

SO WE ARE VERY SENSITIVE TO THAT.

WE DON'T WANNA PRICE OUT OUR PROGRAM AT ALL.

WE DON'T

[00:55:01]

WANT A PARENT WHO HAS, YOU KNOW, FOUR KIDS PLUS BILLS TO SAY THEY CAN'T SEND THEIR KIDS TO OUR PROGRAM.

SO WE ARE LOOKING AT IT AND WE ARE MAKING SAFE INCREMENTAL CHANGES.

SO THIS IS OUR FIRST YEAR, UH, FIRST ATTEMPT.

WE HAVE RECEIVED A LITTLE FEEDBACK IN SOME COMMUNITIES AND SO WE'RE HEARING THAT AS WELL.

SO WE ARE DEFINITELY GONNA CONTINUE THIS, MASSAGING IT AND TRYING TO FIGURE OUT HOW WE MAKE INCREASES WHERE IT MAKES SENSE NOW.

AND I KNOW, I KNOW.

AND THANK YOU FOR THAT.

UH, I IS SOLD OUT AND, AND THESE OF MARTINEZ IS SOLD OUT.

CAUSE HISTORICALLY THEY SELL OUT ON THE FIRST DAY.

RIGHT.

UM, BUT HOW ABOUT THE OTHER ONES? LIKE THE ONES YOU KNOW IN SOUTHERN DALLAS OR IN SOUTHERN OAK CLIFF, ARE THEY SOLD OUT OR ARE WE CLOSE TO BEING SOLD OUT? THE ONES THAT DO HAVE A CAMP, DO YOU HAVE THEIR, JUST IN GENERAL I CAN ANSWER THAT.

SO WE HAVE SEVERAL THAT STILL HAVE SPACE AVAILABLE.

UM, X LINE FIRESIDE JC RIGHT NOW, OUR CAPACITY PHIL, BUT THOUGHT WE WERE, WE ARE 70% BELIEVE CAPACITY.

AND SO WHAT IS TAKING PLACE IS WHEN SOMEONE GOES TO KIDS SPRINGS RECREATION CENTER, WE'RE REALLY TEACHING OUR STAFF TO SAY LIKE, HEY, IF WE'RE FULL HERE, WE STILL OFFER A GREAT QUALITY CAMP HERE.

LET US CALL THE MANAGER OVER THERE.

YOU GO OVER THERE, WE'LL GET YOU TAKEN CARE OF AND GET YOU SET UP FOR CAMP.

CORRECT.

I I KNOW KIDS BRINGS US A LOT OF ACCESS ON THE LU OR, UH, MARTINEZ OR WHATEVER, REPRESENTATIVE MARTIN, WE, YOU KNOW, THEY'RE, THEY'RE ALL BENEFITS OF KIT SPRINGS, UH, LINE THAT WE GET AT THAT, AT THAT PART.

BUT, UH, SO, SO IN OTHER WORDS, ALL THE REC CENTERS ARE SUCCESSFUL, WE'RE AT 77%.

THAT'S A PRETTY GOOD WIN.

UH, WAIT, MY OVERTIME, I'M SORRY.

UM, THAT'S A PRETTY GOOD WIN.

SO THAT MEANS THAT WE'RE DOING SOMETHING RIGHT OR MAYBE WE'RE PROBABLY A LITTLE TOO LOW.

YES, WE'RE GOING WITH IT WAS RIGHT.

OKAY.

, IT'S A BALANCE.

BOTH.

GREAT JOB MR. LER.

THANK YOU SIR.

THANK YOU.

YES.

RIGHT.

SO MR. CHAIR WOOD, UM, JOHN.

OKAY.

SO, UH, THANK YOU FOR THIS CELEBRITY PRESENTATION AND I REALLY APPRECIATE THE, UM, ADDRESSING THE, TALKING ABOUT THE PROGRAM EQUITY AND ALSO LIKE WHAT MR. WETA SAID ABOUT THE $73,000 BEING AWARDED SCHOLARSHIP.

AND I'M CURIOUS, UM, ABOUT THE OUTREACH.

WHAT WAS THE OUT, HOW DID THE OUTREACH LOOK LIKE? I DID SEE A LOT OF SOCIAL MEDIA AND ON THE WEBSITE OR UH, THE WORD GOT OUT LIKE THROUGH DIFFERENT COMMUNITY PARTNERS, LIKE SCHOOLS.

LIKE WHAT WAS THE OUTREACH LIKE IN THE SECOND PART OF MY QUESTION? IS THERE LIKE MAYBE A BREAKDOWN OF WHERE THE SCHOLARSHIPS WENT TO? LIKE WHAT RECREATION CENTERS OR JUST, I DON'T KNOW, I'M JUST CURIOUS.

LIKE MAYBE THERE WAS A PARTICULAR RECREATION CENTER THAT DID AN AMAZING JOB GETTING THE WORD OUT AND THEY GOT A LOT, YOU KNOW, SO I'M JUST CURIOUS ABOUT THAT.

SURE.

SO PRIMARILY THE PROGRAM WAS MARKETED THROUGH SOCIAL MEDIA, THROUGH OUR RECREATION CENTERS AND THROUGH THEIR NETWORKS THAT THEY HAVE.

SO WE DEFINITELY ASK EVERYBODY TO PUSH IT OUT THROUGH ALL THEIR AVAILABLE NETWORKS AND MAKE IT KNOWN.

UM, WE DO HAVE A LIST.

I DON'T HAVE IT WITH ME, OF WHERE ALL THE SCHOLARSHIP LOCATIONS, UM, WERE, BUT WHAT WE DID IS WE HAD THE FAMILIES SELECT THEIR FIRST CHOICE AND THEIR SECOND CHOICE.

AND IDEALLY WE WERE DOING 10% AT EACH REC CENTER, SO FOUR TO FIVE KIDS.

UM, SOMETIMES FAMILIES CHANGE THAT A LITTLE BIT, SO YOU MIGHT HAVE A REC CENTER THAT MIGHT HAVE A LITTLE BIT MORE THAN THAT.

YOU MIGHT HAVE A REC CENTER THAT MIGHT HAVE A LITTLE BIT LESS THAN THAT, BUT ROUGHLY 10%, UM, AT OUR RECREATION CENTER RECEIVING SCHOLARSHIPS ACROSS THE BOARD.

OKAY.

SO IT WAS E LIKE EQUAL, EQUALLY LIKE DISTRIBUTED.

MM-HMM.

.

OKAY.

UM, AS WELL AS SAMUEL FARM ADVENTURE CAMP, THE SAME THING.

10 PERSONAL AGE.

EXCELLENT.

UM, I DON'T KNOW IF, UH, I HAVE TIME FOR ANOTHER QUESTION.

OKAY.

THANK YOU.

UM, MY SECOND QUESTION WAS, UM, I NOTICED IN THE SLIDE THERE WAS A POINT THAT SAID INCREASE IN LOWER ATTENDANCE.

WAS THAT SOMETHING THAT, UM, THIS YEAR, UM, THERE WAS EFFORTS BEING MADE TO INCREASE ATTENDANCE IN CERTAIN, UH, CAMPS THAT MIGHT HAVE HAD LOWER ATTENDANCE LAST YEAR? SURE.

SO WE RECENTLY HAD A TEAM PKR WITH OUR MANAGERS.

AND THAT IS ONE THING THAT, UM, OUR DISTRICT MANAGERS ARE WORKING ON WITH THEIR MANAGERS TO MAKE SURE THAT WE ARE, UM, LOOKING AT ATTENDANCE, NOT JUST AT SUMMER CAMP, BUT ACROSS THE BOARD, LIKE HOW OUR PROGRAMS ARE ATTENDED AND, UM, ACTUALLY LIKE DEVELOPING PLANS TO MAKE SURE THAT WE'RE INCREASING ATTENDANCE AND TALKING, YOU KNOW, MANAGER, DISTRICT MANAGER ABOUT WHAT EFFORTS WE'RE DOING TO INCREASE ATTENDANCE.

SO BEING VERY INTENTIONAL ABOUT IT.

OKAY.

THANK YOU.

EXCELLENT.

THANK YOU.

MS. RICE, WE HAVE MS. MANDEL.

THANK YOU VERY MUCH.

THANK YOU, LISA.

UH, YOU DON'T KNOW ME AND, BUT I'M A HUGE FAN OF ALL OF YOUR , SO, UH, THANK YOU FOR ALL THAT YOU DO.

UM, I, I WAS KIND OF WE'RE MS. RICE WAS GOING, UM, ON PAGE FOUR, WHAT ARE YOU ALL DOING TO INCREASE THE REGISTRATION? SO WHAT DID THAT LOOK LIKE? JUST, UM, IS ONE MY FIRST QUESTION TO INCREASE REGISTRATION ACROSS THE BOARD.

[01:00:02]

IT HAS BEEN PRETTY MUCH MARKETING PROGRAMS, UM, TRYING TO KEEP PEOPLE FROM OUR AFTER SCHOOL PROGRAM INTO OUR, UM, MOVE THEM INTO OUR SUMMER CAMP.

I KNOW WE HAVE, UM, BEEN TALKING QUITE A BIT ABOUT LEAVING OUR REC CENTER WALLS AND GETTING OUT TO MARKET OUR PROGRAMS. UM, NOT TO GO DOOR TO DOOR, BUT TO CANVAS, YOU KNOW, SO IF YOU HAVE AN APARTMENT COMPLEX, YOU KNOW, YOU CAN GO OVER THERE AND YOU CAN PUT UP A FLYER FOR ALL OF OUR PROGRAMS. UM, SO WE HAVE HAD SOME TALKS DEFINITELY ABOUT GETTING OUT OF THE REC CENTER.

MAY I CHIME IN ON THAT AS WELL? I'M SORRY.

I WANNA MAKE SURE YOU ALL ARE AWARE WHEN THERE ARE OPPORTUNITIES IN THE COMMUNITY FOR, I DON'T KNOW, IT COULD HAVE BEEN A SKATE PARK MEETING, ANYTHING.

WE ALWAYS HAVE A TABLE THERE TO REALLY PUSH PROGRAMS, UH, WHEREVER FAMILIES ARE GATHERED.

WE'RE GONNA GO THERE, WE'RE GONNA POST THE FLYERS, HAVE THEM AVAILABLE, TALK TO THEM ABOUT THE SUMMER OPPORTUNITIES OR THE GENERAL PROGRAM OPPORTUNITIES.

SO THERE'S A LOT OF KIND OF GRASSROOT EFFORTS THAT'S HAPPENING SITE TO SITE.

THANK YOU.

UM, AND THEN ON PAGE 13, UM, OF YOUR PRESENTATION, JUST SO YOU KNOW, THERE IS THE REDISTRICTING IS IN PLACE.

SO HARRY STONE IS BEYOND DISTRICT TWO, NOT MINE.

I'M NOT QUITE SURE.

I DIDN'T REALLY DELVE INTO THAT MORE, BUT JUST FYI.

THANK YOU.

THANK YOU.

EXCELLENT.

THANK YOU MS. MUNDEL.

NEXT NOTE WE HAVE MR. GOLDSTEIN.

THANK YOU.

UM, THIS IS GREAT.

UM, I JUST AGREE WITH EVERYBODY.

WE WANT TO FIGURE OUT HOW TO GROW IT, MAKE IT BIGGER AND BETTER.

UM, JEFF KENNER AND I WANT TO SIGN UP FOR CAMP.

MISS .

UM, NO, BUT I GUESS ON THE ADVERTISING FRONT, ARE WE ENGAGED WITH THE SCHOOL DISTRICTS? BECAUSE SCOTT KNOWS THE SCHOOL SEND US SO MUCH COMMUNICATION EVERY DAY OF THE WEEK, ALL YEAR LONG.

SO I DON'T THINK IT WOULD BE HARD TO, TO GET IN THAT FLOW OF COMMUNICATION WITH RSD AND PSD AND THE OTHER DISTRICTS THAT TOUCH SURE.

THE CITY.

YES.

AND SO WE HAVE, UH, AFTERSCHOOL PROGRAMS WITHIN DALLAS ISD, UM, AND SO WE REACH OUT TO THEM AS WELL.

SHARP, SAME AS RSD.

AND SO WE DO USE THEM AS AN OPPORTUNITY TO PUT SOME OF OUR INFORMATION OUT, UM, WE PARTNER WITH OUTSIDE OF SCHOOL.

SO WE'RE TRYING TO GET IT OUT AND ALL OF THOSE COMMUNITY GROUPS THAT ARE TOUCHING, YOU KNOW, STUDENTS IN PUBLIC, PRIVATE, AND CHARTER SCHOOLS.

OKAY.

I JUST HOPE THAT THE, ALL THE DISTRICTS ARE BEING GOOD PARTNERS AND PUSHING OUT NOT, NOT JUST TO THE AFTERSCHOOL.

YEAH.

THE CHALLENGE IS WHEN THEY HAVE THEIR OWN SUMMER PROGRAMS IN THEIR BUILDINGS.

AND SO THAT'S WHAT WE RAN INTO THIS YEAR QUITE A BIT.

UM, SO IT, IT PRESENTED A DIFFERENT CHALLENGE FOR US THAN IN THE YEARS PAST.

BUT WE WERE STILL ABLE TO UTILIZE, UM, THE STUDENTS THAT ARE ENROLLED IN THE PARK DEPARTMENT PROGRAM LOCATED AT THE SCHOOLS WHO WERE, I MEAN, THERE SHOULD BE ENOUGH TO GO AROUND.

I WOULDN'T, SO, OKAY.

SO WE CAN, ANY OF US CAN HELP WITH THAT.

I THINK CERTAINLY WE WOULD.

UH, SO, UM, I GUESS WHAT, DO WE HAVE ADDITIONAL CAPACITY ABOVE THAT 73,000 SCHOLARSHIP NUMBER? LIKE, ARE THERE, IS THERE SCHOLARSHIP DOLLARS BEING LEFT ON THE TABLE? DO WE THINK? I THINK THAT COMES FROM YOUR COUNCIL, DISTRICT, DISTRICT.

WE USED ALL OF OUR SCHOLARSHIP FUNDS.

OKAY.

SO I WANNA BE CLEAR, THERE'S NOT A SCHOLARSHIP POT, RIGHT? THIS IS A REDUCTION IN REVENUE.

RIGHT.

OKAY.

SO THAT'S, YEAH.

WELL, AND I JUST SECOND, THIRD OR FOURTH THAT, UM, I'M OKAY WITH PRICE INCREASES BASED ON WHAT I'VE SEEN.

OTHER, I MEAN, THIS IS A STEEL, WELL, SO FOR THOSE THAT CAN AFFORD IT, AS MUCH AS WE CAN SUPPORT THE SCHOLARSHIPS WHO ARE NEEDED, BUT BOOSTING THE PRICE FOR THOSE THAT CAN AFFORD IT IS, IT'S OKAY.

IS THAT YOUR FIRST COMMENT OF THE PARK BOARD MEMBER? , THANK YOU FOR, APPRECIATE IT.

ALL RIGHT.

NEXT UP WE HAVE MR. DK.

THANK YOU MR. VICE CHAIR.

UM, SO I'M GONNA BE THAT GUY AND GO THE OTHER WAY.

EVERY GROUP NEEDS A SOCIALIST LEANING PERSON.

.

YEAH, THAT'S, I THINK THIS IS THE BEST THING WE DO FOR OUR CITIZENS.

I GREW UP, UH, JUST LIKE MR. SLAUGHTER AND OUR MAYOR SAID, I WAS A PARK AND REC KID SUMMER PROGRAM WHEN I GREW UP.

WE HAD A, UH, PARK AND REC AND D I S D HAD A THING WITH THE SCHOOLS WHERE ON THE SCHOOL CAMPUS THEY'D OPEN UP THE GYM AND THEY, UH, BRING IN A PORTABLE THING, FULL GAMES AND THINGS, AND YOU COULD GO THERE ALL DAY, COME AND GO.

AND IT WAS A GREAT THING, LATCHKEY KID.

SO, UH, THEN I ALSO HAD CANCEL WANTED, WHICH IS THE PARK DEPARTMENT SPONSORED THING AT B LAKE $10 A WEEK, WHICH I JUST DID THE NUMBERS THAT IN 90 19, 90 $3 IS A HUNDRED A WEEK, WHICH IS EXACTLY WHAT WE'RE CHARGING.

MY PARENTS COULD AFFORD IT.

WE WERE SEMI POOR, LOWER MIDDLE CLASS.

AND SO I WOULD

[01:05:01]

JUST SAY NO.

I WOULD SAY LET'S, LET'S MAKE IT AS CHEAP AS WE CAN.

I DON'T KNOW HOW YOU TELL WHO CAN AFFORD IT AND WHO CAN'T, BUT I CAN TELL YOU THEIR ENTIRE NEIGHBORHOODS, LIKE IN MY AREA IN BACHMAN AND PLACES IN WEST DALLAS, YOU CAN PRETTY MUCH GUARANTEE THAT EVERYONE'S GONNA BE STRUGGLING.

AND IF YOU'VE GOT MORE THAN, THAN ONE KID, YOU WANNA SEND TWO.

HOW DO YOU SEND ONE TO SOPHIE'S CHOICE? I SEND THAT.

I CAN'T.

WELL, SO, YOU KNOW, WE SPEND MONEY ON CONSULTANTS AND WE SPEND MONEY ON STUDIES AND MASTER CLANS AND IT'S A LOT OF MONEY WHEN YOU ADD IT UP.

SO IF WE CAN SHIFT SOME FOCUS TO MAKING THESE THINGS AND KEEPING THEM CHEAP FOR PEOPLE LIKE ME, LIKE WHEN I WAS GROWING UP, THAT'S MY VOTE IS WE'VE JUST DONE A PRICE INCREASE.

AND I WOULD SAY THAT GREAT, LET'S NOT DO ANOTHER PRICE INCREASE FOR FIVE YEARS.

SO THAT'S JUST ME, BUT I HAD TO SAY IT.

THANK YOU.

THANK YOU MR. VICKY.

I'M GONNA FOLLOW THAT UP WITH MR. TW.

APPRECIATE IT.

THANK YOU FOR THE PRESENTATION.

I BRIEF THINK THIS IS A NICE OPPORTUNITY.

FEW POINTS THAT I WOULD MAKE.

I THINK THAT, UH, I'M NOT IN FAVOR OF RUSHING EITHER IN INCREASING THE PRICES.

SO I AGREE MR. ROBINSON SAYING WE SHOULD BE PATIENT.

TAKE OUR TIME AND SEE HOW THAT WORKS AS A WHOLE.

UM, CUZ YOU NEVER KNOW WHAT SHARE HOLD AS WELL.

SO I THINK TAKING OUR TIME WITH THAT WOULD BE THE BEST OPTION.

AND I THINK ALSO, UM, WHEN WE LOOK AT HOW MUCH WE OFFER FOR FREE, I DON'T KNOW IF THIS WAS INCLUDED, BUT, UM, THE C D BG CAMPS AS WELL.

LIKE IF WE LOOK AT THE TOTAL AMOUNT OF KIDS WHO PARTICIPATE IN THOSE CAMPS FOR FREE, IF WE PUT A DOLLAR AMOUNT ON THAT, I THINK THAT, UH, THAT COULD BE GOOD LEVERAGE FOR US GOING OUT TO FIND DOLLARS TO SAY, WE, WE ALREADY OFFER X AMOUNT OF FREE SEATS, UM, TO STUDENTS.

WE LOOKING FOR YOU TO, YOU KNOW, WE, WE WERE JUST IN A ROOM WITH PEOPLE TALKING ABOUT PHILANTHROPIC COMMUNITIES.

YOU KNOW, WHAT COULD $200,000 TO THIS PROGRAM DO? I'VE SEEN SUMMER CAMPS GET THAT MUCH MONEY NOT SERVING NEARLY AS, UM, YOUNG PEOPLE.

SO I, I THINK THAT'S A GOOD OPPORTUNITY.

UM, THE OTHER POINT I WANT TO ASK IF, IS IT FINE IF I SHARE AN IDEA WITH YOU? UH, THANKS.

NEXT SUMMER.

IN SUMMER 2024, UM, IS THE SUMMER OLYMPICS.

AND I WOULD LOVE, ONE OF MY DREAMS I HOPE COULD HAPPEN, MY ASPIRATION IS TO ACTUALLY BRING SUMMER GAMES TO DALLAS AT SOME POINT, MAKE DALLAS AN OLYMPIC CITY.

BUT IN THE MEANTIME, WHAT IF WE RAN LIKE THAT SUMMER CAMP THEME OF THE OLYMPICS FOR LIKE THE REC CENTERS, UM, AND THE CAMPS THAT EXIST.

UM, I'M ALSO A SUMMER CAMP KID.

THURGOOD MARSHALL WAS MY SUMMER CAMP EVERY SUMMER.

AND ONE OF THE PRIDE AND JOYS OF THAT SUMMER CAMP WAS GOING TO OTHER REC CENTERS AND COMPETING AGAINST THEM.

SPORTS.

LIKE THAT WAS, WE, WE GOT REALLY EXCITED ABOUT THAT.

AND I KNOW WE HAVE THE SENIOR GAMES NOW, BUT YOU KNOW, LIKE NEXT SUMMER IF WE REALLY THEMED OUR SUMMER CAMPS AND SAID, ALL RIGHT, DAY ONE, WHO'S GONNA BE ON OUR TABLE TENNIS TEAM? WHO'S GONNA BE OUR BASKETBALL TEAM? LIKE REALLY BEING ABLE TO SET UP THE GAMES AND HAVE SOME TYPE OF EVENT WHERE, YOU KNOW, THE SUMMER CAMPERS CAN, I DON'T KNOW WHERE THEY WERE HOSTED, BUT I KNOW SOME WORK TO GO INTO THAT.

I KNOW WE HAVE OLYMPIC GOLD MEDALISTS HERE IN DALLAS THAT COULD COME OUT AND BE THERE WITH 'EM, BRING THEIR GOLD MEDALS FOR THE KIDS TO SEE, UM, AND THE OLYMPICS WOULD ACTUALLY BE GOING ON.

SO IT'S LIKE THEY COULD BE ENGAGED WITH IT AND INVOLVED WITH IT THROUGHOUT THE ENTIRE SUMMER AND THAT WOULD BE A VERY MEMORABLE, UM, SUMMER FOR THEM.

BUT TO PARTICIPATE AND HELP IN WHATEVER WAY I CAN WE'LL, WE'LL TAKE YOU UP ON THAT.

NO, I, I LOVE THE IDEA.

I DO.

I THINK THAT'S A FANTASTIC IDEA.

THAT MAKES SENSE.

AND I DON'T THINK IT'S THAT DIFFICULT TO PULL OFF.

WE'VE DONE SOMETHING BEFORE.

WE CAN ENHANCE IT AND ROLL THAT OUT.

AGAIN.

I I APPRECIATE A GOOD IDEA.

THANK YOU.

YOU OKAY.

THAT AND IF WE NEED TO, UH, WORK WITH OUR PARTNERS AT OUR, UM, FAIR PARK, THE JEWEL OF THE CITY AND THE CENTER OF THE CITY, I THINK THAT COULD BE AN AMAZING, UM, VENUE TO DO THE SUMMER OLYMPICS, DALLAS SUMMER, UM, PARK AMERICA OLYMPICS.

I THINK I LOVE THE ID AS WELL.

SO.

AWESOME.

ANYTHING ELSE? ALL RIGHT.

LISA COLLINS.

BRETT, GREAT.

THANK YOU LISA FOR ALL YOU DO FOR OUTDOOR ADVENTURES AND FOR SHEPHERDING THIS.

IT'S JUST FANTASTIC.

I HAVE YET TO BE ABLE TO GET ANY OF MY KIDS IN ANY OF OUR CAMPS THROUGH THE LOTTERY SYSTEM, BUT THAT'S OKAY.

IT'S OKAY.

I'M NOT HOLDING A GRUDGE, HOLDING A GRUDGE KIDS.

UM,

[01:10:01]

I MEAN I'M NOT AT THEY LEVEL, BUT, YOU KNOW, .

BUT WHAT I, I SO VALUE, I TRY TO PROMOTE IT AS MUCH AS I CAN, UM, BECAUSE IT IS A GEM AND IT'S, I AGREE WITH JIM, IT'S ONE OF THE BEST THINGS THAT WE DO ON THE RECREATION SIDE OF OUR DEPARTMENT.

AND SO I'M GONNA KIND OF SPLIT THE DIFFERENCE ON, I DON'T HAVE A, A REAL STRONG OPINION ON RAISING PRICES.

I THINK THERE'S CERTAINLY TO, TO MR. GOLDSTEIN'S POINT, THERE ARE A LOT OF PEOPLE WHO WOULD BE WILLING TO PAY A LITTLE BIT MORE, BUT WE ALSO WANNA ENSURE THAT SO MANY OF OUR PUBLIC PARK AND RECREATION KID USERS HAVE A SAFE PLACE TO GO THIS SUMMER.

AND TO BE ENTER TO, TO, YOU KNOW, FOR THEIR HEALTH AND WELLNESS, FOR THEIR MENTAL HEALTH OR FRIENDSHIP, ALL THAT SOCIALIZATION.

I THINK IT'S REALLY IMPORTANT THAT WE DON'T WANT TO TURN, WE DON'T WANNA HAVE TO TURN FOLKS AWAY.

SO I THINK THAT ONCE WE GET OUR SPONSORSHIP, UM, VENDOR UP AND RUNNING, THIS WOULD BE A PRIME PROGRAM TO WANT TO SOLICIT SPONSORS FOR.

SO BECAUSE IT'S SHORT TERM, IT'S HAS HIGH IMPACT, YOU KNOW, A LOT.

WE HAVE GOOD METRICS ON IT AND THINK ABOUT HOW MANY MORE KIDS WE COULD PAY.

CAUSE WE HAVE MORE OPPORTUNITIES, MORE SITES.

SO, UM, SO I THINK THAT, SO RYAN, I KNOW I'VE KEPT ASKING LIKE, CAN YOU DO THIS? CAN WE SPONSOR THIS? HE'S LIKE, THEY'RE NOT EVEN UP YET.

OKAY.

LIKE DIAL.

UM, BUT I KNOW THE SIBLINGS ISSUE IS ALWAYS A PROBLEM CUZ IN THE LOTTERY PROGRAM YOU CAN'T ALWAYS GET SIBLINGS IN.

AND SO THAT'S A LITTLE BIT OF A CHALLENGE.

I WISH THERE WAS SOME PREFERENCE GIVEN TO YOU CAN, THERE WAS AN ERROR AT ONE POINT.

OH, THAT'S WHY I COULDN'T GET IT.

NO, WE CLARIFIED THAT IF THE FAMILY GETS IN, YOU DON'T HAVE TO PICK AND CHOOSE BETWEEN YOUR KIDS.

OH, SO GOOD.

I MEAN, I'LL, I WILL PICK AND CHOOSE THAT.

ANYWAY, LAST THING I, I WANNA GIVE CRYSTAL THE, UM, TEE IT UP TO YOU TO TALK ABOUT TEAM LATE NIGHT.

EVEN THOUGH IT'S NOT TECHNICALLY IN HERE, BUT IT IS AN AWESOME THING THAT WE NEED TO PROMOTE AT OUR SURE, SURE.

AND SO TEEN LATE NIGHT, FOR THOSE OF YOU ALL THAT DON'T KNOW, IT CURRENTLY HAPPENS NOW AT ABOUT NINE SEMINARS.

UM, ON FRIDAY NIGHTS.

IT'S THE FIRST FRIDAY OF THE MONTH.

TEENS ARE THERE FROM SEVEN TO 10.

UM, THE IDEA IS TO GIVE THEM SOMETHING TO DO DURING THOSE LATER EVENING HOURS WHERE THEY'RE PLAYING BALL, THEY'RE DOING CRAFTS.

THEY HAVE OUR, THE OFFICE OF ARTS AND CULTURE BRINGING OUT DANCE AND DRUMMING.

AND THIS IS JUST A GREAT OPPORTUNITY FOR US TO TOUCH OUR TEAMS, TO ENGAGE OUR TEAMS AND HOPEFULLY BUILD FUTURE LEADERS AND OUR EMPLOYEES.

SO DURING THE SUMMER MONTHS, WE ARE OFFERING IT, IS IT EVERY FRIDAY NIGHT? EVERY FRIDAY.

OKAY.

EVERY FRIDAY NIGHT.

AND WE HAVE ADDITIONAL SITES THAT'LL COME ONLINE DURING THE SUMMER.

SO WE'LL SEND THAT OUT TO YOU ALL.

BUT WE'RE REALLY EXCITED ABOUT IT.

I THINK WE ARE IN YEAR THREE.

I THINK THIS IS YEAR THREE OF TEEN LATE NIGHT.

AND SO WE'RE JUST REALLY TRYING TO FIGURE OUT WHAT THE SECRET SAUCE IS AT EACH SITE.

WE TRIED THE COOKIE CUTTER APPROACH THAT DID NOT WORK.

AND SO NOW WE RECOGNIZE THAT CERTAIN COMMUNITIES WANT CERTAIN, UM, ACTIVITIES AND ENGAGEMENT.

SOMEBODY WANTS TO DO DJ SCHOOLS, SOMEBODY REALLY WANTS TO DO DANCE.

AND SO WE'RE TRYING TO MAKE SURE THAT THEY HAVE AN OPPORTUNITY TO PROVIDE PROGRAMS AND ACTIVITIES THAT REALLY SPEAK TO THE TEAMS THAT ARE THERE.

CUZ WE WANT TO KEEP THEM THERE.

WE WANT TO KEEP THEM ENGAGED.

SO WE WILL SEND OUT THE NEW ROLLOUT 14 LATE NIGHT.

WE HAVE A DYNAMIC TEAM WHO'S OVERSEEING OUR TOPS PROGRAM LED BY STEVE BAKER, UM, DAVID PRAA.

AND THEN WE HAVE A NEW EMPLOYEE, BRANDON, WHO'S ON BOARD.

SO WE'LL SEE LOTS MORE THINGS HAPPENING WITH TEAMS THIS SUMMER.

EXCELLENT.

THANK YOU FOR GREAT INFORMATION.

AND UP NEXT, MR. K.

THANK YOU MR. PRESIDENT.

UH, I GUESS ONE OF THE BENEFITS OF GOING LAST IS THAT MOST OF MY QUESTIONS HAVE BEEN ASKED.

SO AWESOME JOB.

UH, A COUPLE OF QUICK THINGS.

DO WE HAVE A BREAKDOWN ON GEOGRAPHY ZIP CODES FROM WHERE THE KIDS ARE SIGNING UP, BUT ALSO BY SCHOOLS? D I S D R I S D PRIVATE SCHOOLS, YOU KNOW, OUT OF THE CITY? ARE WE KEEPING TRACK OF THAT SO WE KNOW HOW BEST TO PROMOTE THESE SO WE CAN PULL THE INFORMATION BY ZIP CODE FOR SURE.

UM, WE CAN DO SOMETHING ADDITIONAL TO PULL OUT THE SCHOOL INFORMATION, BUT WE HAVE IT BY ZIP CODE.

THAT'S JUST A PART OF THE REGISTRATION REQUIREMENTS.

THAT'S AN EASY REPORT TO PULL OUT OF OUR REGISTRATION SYSTEM.

WHEN THE KIDS ARE SIGNING UP, ARE WE ASKING THEM WHAT SCHOOL THEY ATTEND OR DO WE NOT? I DON'T THINK WE, I DON'T REGISTRATION WORK, BUT IT'S NOT IN OUR COMPUTER SOFTWARE.

OKAY.

SO IT'S ON OUR PACKET.

MM-HMM.

.

AND ARE WE GIVING PRIORITY TO KIDS THAT LIVE IN DALLAS OR IS IT OPEN TO ANYBODY FIRST COME, FIRST SERVE? WE GIVE PRIORITY TO DALLAS.

OKAY.

AND SO THE PROGRAMS THAT LISA SPOKE OF THAT ARE FREE, THEY ARE SOLELY FOR DALLAS RESIDENTS AS WELL.

SO WE WANNA MAKE SURE YOU KNOW THAT AND THEN WE WOULD ONLY OPEN IT UP TO NON-RESIDENTS OF DALLAS,

[01:15:01]

THEIR SPACE LATER ON.

CORRECT? CORRECT.

AND THAT WAS KIND OF THE PART OF THE, UM, LOTTERY AND THE REGISTRATION.

THERE WAS A DALLAS RESIDENT SIGNUP AND THEN IT OPENED UP TO .

AND THEN, UM, IN TERMS OF THE CAMPS THAT HAVE OPENINGS CURRENTLY, CAN WE GET A LIST OF THE OPEN SPOTS SO THAT WE CAN PROMOTE THOSE AND HELP YOU FILL ALL THESE CAMPS? YES.

AND WE ALSO HAVE THAT UPDATED ON OUR WEBSITE SO THAT WHEN PARENTS ARE LOOKING, THEY CAN CLICK ON IT AND IT TELLS YOU WHAT SITES, UM, HAVE OPENED.

BUT WE CAN SEND THAT OUT.

WE'LL SEND YOU THE LINK.

THAT'LL BE AN EASIER WAY.

YEAH.

CAUSE IT SHOULD STAY LIVE.

I THINK JENNY UPDATES IT MAYBE WEEKLY.

OKAY.

BUT WE CAN SEND THAT LINK TO YOU.

YEAH, THAT'LL BE HELPFUL.

AND WE CAN PROMOTE WHICH CAMPS ARE, ARE OPEN.

AND THEN I LOVE THE IDEA ABOUT GETTING LIKE A CORPORATE SPONSOR FOR CITY'S CAMPS.

THAT'D BE ANOTHER GREAT WAY TO BRING SOME REVENUE.

AND I THINK WE'RE ALWAYS SHOOTING SO BIG FOR THE MONEY THAT WE'RE TRYING TO DIG IN, WHICH IS GREAT, BUT MAYBE THERE'S SOME BUSINESSES OR COMPANIES OUT THERE THAT WANT TO DO A FEW THOUSAND DOLLARS INSTEAD OF A SEVEN FIGURE DONATION AND THIS MIGHT BE A GOOD OPPORTUNITY FOR THEM.

OKAY.

THANK Y'ALL.

GREAT.

THANK YOU MR. PITNER.

AND NOW WE HAVE AFTER NEW YEAR, MR. SLOT, .

THANK YOU.

AND I'LL, I'LL I'LL TURN YOUR SEAT ABOUT MY WORD.

UH, FIRST OF ALL, ENTHUSIASMS GREAT.

UH, IT'S NOT GONNA BE LONG, JUST LIKE THE BRI BEAL, WE NEED TO, YOU KNOW, JUST TELL MY MAN DICK, MR. DICKEY WAS REALLY TASING PEOPLE AND COUNTERPART PEOPLE ABOUT THIS BOAT.

WE CAN'T GIVE UP SOUNDING FORM.

AND THIS IS HOW THIS THING REALLY CAME INTO FRUITION.

AND WE'RE TALKING ABOUT THE 40 KIDS.

WE, WE NEED TO BE TRYING TO SEE IS THERE A MENT CAN'T WE GET A BIGGER BUILDING OUT THERE? I THINK THAT'S WHERE WE NEED BE FOCUSING ON GETTING THE BIGGER SHELTER OUT THERE.

YOU KNOW, JUST 40 KIDS AND, YOU KNOW, IF IT RAINS, I, I THINK WE SHOULD BE GETTING A BETTER, BIGGER SHELTER OUT THERE FOR MORE KIDS.

AND THAT WAY, YOU KNOW, THE RAILROADS WILL GO UP AND WE CAN INVITE MORE KIDS.

YOU KNOW, THAT, THAT'S WHAT I'M LOOKING.

LET'S GET, LET'S GET A BIGGER BUILDING OUT THERE.

YOU, I'M, ALL OF US CAN WRITE A CHECK, SO LET'S MAKE IT UP.

SO THANK YOU FOR WHAT YOU DO IN THIS DEPARTMENT.

THAT'S WHY I'M SO IN SUCH A, I'M, I'M JUST SO BEHIND THE STAFF.

CAUSE WE JUST VISITED A COUPLE OTHER CITIES AND WE GOT THE GREAT STAFF AND I MEAN, FROM DEVELOPMENT TO THE RECREATION SIDE, OUR DEPUTY, OUR PRESIDENT, I, I'M, THIS IS MY FAMILY.

THIS IS MY TRIBE AND I'M EXCITED ABOUT IT.

SO THANK YOU.

AND I'M, I, YOU DEFINITELY GOT MY SUPPORT.

BLESS YOU.

THANK YOU MR. SLAUGHTER.

AND I WANTED TO SAY TOO, NOT ONLY OUR REC CENTERS COMING OUT TO VISIT US WITH, UH, OUR ADVENTURE CAMPERS, BUT WE'RE REALLY EXCITED, LIKE CITY OF GAR, WE'RE OFFERING FIELD TRIPS NOW.

SO CITY OF GARLAND IS TAKING A FIELD TRIP THIS SUMMER TO SAMUEL FARM.

AND SO WE'RE JUST SEEING, YOU KNOW, SOME MORE OPPORTUNITIES AS WE GOTTA GOTTA SEE CITY.

THE KIDS ARE COMING OUT FROM RECREATION CENTERS AND ALL OF A SUDDEN THERE'S A STORM COME UP.

WHAT ARE YOU GONNA DO? YEAH.

GOT 40 PEOPLE YOU GOING? YEAH, WE ROTATE 'EM IN, YOU KNOW, LET DRY THEM OFF AND THEY LET SOMEBODY ELSE COME TO BIGGER FACILITY OUT THERE.

LAUGHTER LEARN THAT LISA AND I ACTUALLY HAVE BEEN HAVING, UM, WE NEED TO GET THAT BARN DONE.

UM, SO WE, UH, I'M GONNA VISIT WITH JOHN AND CRYSTAL AND TRY TO FIGURE OUT HOW WE CAN GET THAT ON THE AGENDA FOR US TO VOTE TO GET THAT DONE, UM, SOONER THAN LATER SO THAT WE CAN GET, WE'VE GOT, I MEAN, YOU KNOW, THE STRIKE WHILE THE IRON'S HOT.

UM, WE'VE GOT A GREAT MANAGER OUT THERE THAT'S DOING SOME EXCELLENT PROGRAMMING AND LET'S, LET'S STRIKE WHILE THE IRON'S HOT AND GET THAT BARN DONE SO THAT THEY CAN EXPAND THE PROJECT.

UM, AND IT'LL BE DEFINITELY NEWSWORTHY WHEN THAT PROJECT IS UNDERWAY.

SO EXCITED ABOUT THAT.

NEXT UP WE HAVE MS. MANDEL.

RON, THANK YOU SO MUCH.

SO ARE WE GETTING, WE'RE GETTING FINANCIAL COMPENSATION GARLAND GOES UP THERE, CORRECT? ABSOLUTELY.

OKAY, PERFECT.

UM, BUT THAT'S NOT WHY I, I SIGNED UP.

I, THIS IS FOR RYAN.

SO SINCE WE HAVE THESE GREAT IDEAS GOING AROUND THE TABLE IN REGARDS TO OLYMPICS AND STUFF FOR NEXT YEAR, WHEN YOU DO YOUR SPONSORSHIP PACKAGE, MAYBE THE, THE, THESE SCHOLARSHIPS SHOULD BE CALLED THE SUNSHINE SCHOLARSHIPS.

SO THERE YOU PUT SUMMER.

OH, I LIKE IT.

THANK YOU.

EXCELLENT.

THANK YOU MS. FONDEL.

UM, NEXT WE HAVE MS. HASK.

THANK YOU.

UM, COUPLE OF FOLLOW UP QUESTIONS AS I'VE BEEN HERE AT , UH, DO WE TYPICALLY SELL OUT ACROSS ALL OF OUR SUB? NO, WE HAVE A, WE HAVE A HANDFUL THAT MAY NOT REACH THEIR FULL CAPACITY, BUT I WOULD SAY WE'RE PROBABLY RIGHT AROUND 85, 90% CAPACITY AT THE END OF THE SUMMER.

OKAY.

AND DO YOU GET MULTI KID DISCOUNTS? OH YES.

THERE'S A SIBLING DISCOUNT.

SO IT'S ONE, IT'S X AND THEN IT KEEPS GOING DOWN.

THE MORE YOU HAVE PERSON DISCOUNT FOR EACH ADDITION, SHORT KID.

OKAY.

SO IT DOES GET THE MORE KIDS YOU HAVE, YOU'RE NOT GETTING CHARGED THE FULL TICKET FOR EACH

[01:20:01]

ONE.

THAT'S GOOD.

UM, AND THEN DO YOU KNOW, UM, OUT OF ALL OF THESE CAMPS THAT YOU HAVE, WHAT PERCENTAGE OF OUR CAMPERS JUST DON'T PAY ANYTHING BETWEEN THE TEA CAMPS, THE SYNDICATE TO CAMPS, AND WE HAVE ABOUT 42% OF, WELL, 40% OF OUR PROGRAMS ARE FREE.

IS THAT CALCULATING THE SCHOLARSHIP AS WELL? ABOUT 42%.

SO ALMOST HALF OF OUR ARE COMING FROM NO COST.

COST, ABSOLUTELY.

IT'S IMPORTANT TO CONSIDER.

SO, UM, JUST TO CONTINUE THE DEBATE ABOUT RAISING THE PRICE, AS YOU SAID, AN IMPORTANT THING IS WE DON'T HAVE A BUCKET OF MONEY THAT WE'RE GIVING AWAY FOR SCHOLARSHIP.

ALL WE'RE DOING IS MAKING LESS MONEY BY, BY OFFERING THEM A, A DECREASED RATE TO GET IN.

SO BY CHARGING A LITTLE MORE FOR THE PEOPLE WHO CAN AFFORD TO PAY FOR IT, HOPEFULLY THAT OFFSETS BEING ABLE TO GIVE.

WHEN YOU LOOK BACK AT HOW MANY PEOPLE APPLIED, WE HAD 264 APPLICATIONS THAT WERE ACCEPTED AS LEGITIMATE AND VALID AND WE ONLY ACCEPTED 85.

SO WOULDN'T IT BE LOVELY TO BE ABLE TO RAISE THAT NUMBER AND WE ONLY REJECTED THREE THAT TOP BRAD? YEAH, JUST THE NO, NO SIBLING DISCOUNT FOR ME.

THANK YOU.

ALL RIGHT, MR. DICKEY.

THANK YOU MR. CHAIR.

UH, JUST TWO QUICK THINGS.

UH, I JUST WANNA SAY LIEUTENANT AND STEVE BAKER, YOUR AND YOUR TEAM ARE JUST THE BEST, JUST THE GREATEST.

THE PROGRAMMING YOU'RE DOING AND THE EXPERIENCES THE KIDS ARE HAVING OUT THERE WITH THE ARCHERY AND THE BOATS AND THE BINS AND THE, THE BIRDS AND THE PEOPLE YOU BRING IN THE RANGERS AND TRINITY ROON CENTER.

IT'S JUST, IT'S JUST THE GREATEST.

IT'S THE GREATEST.

AND THANK YOU.

I WOULD JUST LIKE TO SAY THAT WHEN ON THE BUSES, UH, NORTHWEST DALLAS, EITHER GRAWE OR BACHMAN RICK, UH, OUR KIDS OUT THERE, A LOT OF THEIR PARENTS DON'T, DON'T HAVE CARS.

UH, WE HAVE A HUGE PERCENTAGE OF RESIDENTS IN NORTHWEST DALLAS WHO ACTUALLY DON'T HAVE CARS.

UM, SO IF YOU CAN EXPAND THAT IN THE COMING MONTHS TO, UH, CONSIDER NORTHWEST DALLAS, WE'RE ALSO VERY FAR FROM SAMUEL FARM.

UH, SO JUST A THOUGHT, THROW THAT IN THERE.

IF, IF I'M TOTALLY HONEST, I THINK WE NEED TO LOOK AT TWO SHUTTLES NEXT YEAR, UM, BECAUSE OF HOW QUICKLY OUR FIRST SHUTTLE SOLD OUT.

I MEAN, AND IT'S IN DEMAND.

OUR DALLAS RESIDENTS WANT TO GET OUT THERE.

SO I THINK, UM, WE ARE LOOKING AT HAVING ONE OF OUR STAFF MEMBERS TRAINED, UH, WITH HER CDL, WHICH WILL HELP HER DRIVE A BIGGER BUS.

BUT YEAH, WE WE'RE DEFINITELY TAKING A CLOSE TO THAT CAUSE THERE'S THE NEED FOR IT.

THANK YOU.

EXCELLENT.

THANK YOU MR. VICKI.

MM-HMM.

.

UM, I ALSO WANNA JUST SAY THANK YOU.

UM, I THINK THAT THE SUMMER PROGRAM IS GREAT.

UM, I'M IN FAVOR OF RAISING THE PRICES.

UM, BUT WITH THAT BEING SAID, UM, I DON'T THINK ANY CHILD WOULD EVER BE TURNED AWAY FOR NOT HAVING THE FUNDING TO PAY.

UM, I WOULD CHALLENGE EACH ONE OF MY COLLEAGUES TO WORK WITH THEIR COUNCIL PERSON LIKE I HAVE, UM, IN THE SWIMMING PROGRAM AT EXCELLENT REC CENTER.

UM, IF ANY CHILD AND NOT PAY FOR THE, UM, SWIMMING LESSONS AND THEY DON'T QUALIFY FOR THE GRANT OR WHATEVER, COUNCIL EMBEZZLED WILL PAY FOR THEIR SWIMMING LESSONS.

SO WE PAY FOR, YOU KNOW, A NUMBER OF STUDENT LESSONS FOR THE KIDS.

SO I CHALLENGE US TO DO THE SAME THING FOR THE REC CENTER.

IF THERE'S ANY CAMPUS THAT CAN'T AFFORD IT, UM, I THINK THAT THAT'S, YOU KNOW, WE CAN'T GET ANY BETTER, UM, COMMUNITY SUPPORT.

UM, OTHER THAN, YOU KNOW, HAVING OUR COUNCIL, UM, AND OUR DISTRICTS.

I, I CAN'T IMAGINE A DISTRICT PERSON NOT, YOU KNOW, PUTTING A FEW HUNDRED DOLLARS TOWARDS IT, UM, TO HELP ANY CHILD.

SO RAISE IT FOR THE ONES THAT CAN'T AFFORD IT, BUT NEVER EVER TURN SOMEBODY AWAY FOR NOT BEING ABLE TO REPORT IT.

SO MAYBE WE ADD A LINE TO THE APPLICATION, WHERE DO YOU NEED TO SEEK ASSISTANCE FOR, YOU KNOW, FUNDING FOR THE, YOU KNOW, PROGRAM? AND IF THAT BOX IS CHECKED, IT'S AN AUTOMATIC, YOU KNOW, WE HAVE THEM OUT.

UM, YOU KNOW, SELF-DISCLOSURE IF THEY NEED IT OR THEY DON'T NEED IT, WE'RE NOT THERE TO JUDGE THEM.

WE'RE THERE GONNA HELP THEM AND WE'RE THERE TO KEEP THEIR KIDS, UH, ENTERTAINED AND .

EXCELLENT.

ANY OTHER QUESTIONS? THANK YOU FOR THIS EXCELLENT BRIEFING.

THANK YOU ALL VERY MUCH FOR YOUR TIME.

RIGHT.

THE NEXT THING THAT'S ON THE AGENDA, THE NEXT ITEM IS THE BUDGET.

THAT'S A HARD ACT TO FOLLOW.

YOU GOT A LOT OF MONEY, ALWAYS A HARD ACT ,

[01:25:01]

UM, DON'T HAVE NECESSARILY MONEY.

MAYBE JUST A LITTLE BIT OF THE GOOD NEWS AND SOME KIND OF ENGAGEMENT INFORMATION.

SO, UM, LET'S SEE.

JUST SAY NEXT SLIDE, .

OKAY.

SO REALLY ALL I WANNA DO TODAY IS THERE WAS A BUDGET UPDATE, UM, THAT WAS DONE YESTERDAY BY THE, UM, BUDGET MANAGEMENT SERVICES ON THE BINARY BUDGET.

SO I JUST KIND OF WANTED TO BRING A LITTLE BIT TO YOU.

UM, OF COURSE YOU DID THEIR NORMAL, YOU KNOW, PROPERTY TAX DISCUSSIONS TO STRATEGIC PRIORITIES.

UM, WHAT I REALLY WANTED TO TALK ABOUT WAS THEIR, THEIR LIST OF EXPENSE DRIVERS.

NEXT SLIDE PLEASE.

SO IN THIS BUDGET, UM, THAT THEY PRESENTED, THEY DID TALK ABOUT THEIR 23, 24, THEIR PLANNED BUDGET FOCUS.

AND WE ACTUALLY MADE THE LIST ON THIS ONE.

SO IN, UM, IN ADDITION TO SUPPORTING PUBLIC SAFETY, SUPPORTING TRANSPORTATION, THERE IS, WE ARE NUMBER THREE AND WE'RE GOING TO SUPPORT THE PARK MAINTENANCE AND SECURITY OF COURSE IN OUR BUDGET, YOU KNOW, PLANNED, WE DO HAVE SOME FUNDS ALREADY SET ASIDE FOR, UM, MAINTENANCE, BUT IT'S THE NORMAL O AND M.

SO WHAT WE'RE REALLY HOPING FOR IS THAT ADDITIONAL, WE HAVE THOSE ADDITIONAL ASK OUT THERE.

WE'VE HAD SOME COUNCIL MEMBERS THAT HAVE BROUGHT THAT FORWARD, THE NEED FOR ADDITIONAL SECURITY.

SO WE'RE GLAD TO SEE THIS AND I WANTED Y'ALL TO KNOW THAT THAT MADE THE LIST, WHICH IS A GREAT THING FOR US.

UM, OF COURSE WE'RE GONNA TALK ABOUT WHAT THAT MIGHT BE.

WE HAVE A MEETING SET UP WITH THE CITY MANAGER ON, UM, MAY 25TH.

SO THEN WE'LL HAVE A BETTER IDEA WHAT THAT MIGHT ACTUALLY LOOK LIKE.

NEXT SLIDE, PLEASE.

AND SO THAT'S KIND OF WHAT WE WERE HOPING FOR.

SO WE JUST, I WANNA REMIND Y'ALL THAT WE STILL HAVE SOME COMMUNITY COMMUNITY ENGAGEMENT GOING ON OUT THERE.

SO THERE'S STILL TWO PUBLIC HEARINGS THAT ARE GONNA BE, SO THOSE ARE OPEN THERE, UM, TO DO THEIR BUDGET PRIORITY SURVEY LIKE THEY DID LAST YEAR.

AND THAT'LL BE AT THE REC CENTERS AND LIBRARIES HANDED OUT IN JUNE.

UM, AND OF COURSE WE DO HAVE THE TOWN HALL MEETINGS THAT ARE SCHEDULED AUGUST 10TH THROUGH 24TH.

SO SOME MORE OPPORTUNITIES FOR COMMUNITY ENGAGEMENT.

AND THEN THEY'RE GOING TO BE PROVIDING A, UM, ANOTHER BRIEFING JUNE 21ST.

AND WHAT THEY ARE SAYING IS IN THAT BRIEFING, THEY DO PLAN TO HAVE SOME SURVEY INFORMATION ALREADY, UM, READY IN ADDITION TO THE SURVEY THAT THEY WILL BE DOING.

SO WE MIGHT WANNA SEE WHAT, YOU KNOW, THE COMMUNITY OF SAYING, CAUSE THAT'S A COMMUNITY SURVEY.

UH, AND THEN OF COURSE OUR RECOMMENDED BUDGET FOR 2024 AND OUR PLAN BUDGET FOR AUGUST 8TH, UM, WILL BE TO COUNSEL FOR PRESENTATION.

SO IF YOU WANNA TAKE A LOOK AT THAT, THAT'S BASICALLY ALL I HAVE.

IT'S JUST A REMINDER CALENDAR OF NEXT SLIDE OF WHERE WE ARE.

UM, THEY DID THEIR BUDGET WORKSHOP.

THERE'S ANOTHER PUBLIC LEADER, WHICH IS THAT OPPORTUNITY FOR PUBLIC INPUT, AND THEN THEY'LL HAVE THEIR NEXT BUDGET WORKSHOP ON JUNE 21ST.

AND OF COURSE AT THAT POINT, AFTER THEY'VE DONE THAT WORKSHOP, WE WILL KNOW AT THAT POINT ALSO WHETHER OR NOT WHAT THEY'RE CONSIDERING FOR THE PARK DEPARTMENT.

SO I'LL COME BACK WITH YOU WITH UPDATE AND THAT'S MAY HAVE.

ALL RIGHT.

THANK YOU MR. PERRY.

IS THERE ANY QUESTIONS MR. WARD? YEAH, THANK YOU SIR.

SO YOU'RE SAYING THAT THEY'RE GONNA INCREASE OUR BUDGET FOR NEXT YEAR, OR THEY'RE GONNA GIVE US ADDITIONAL DOLLARS? WELL SAY, WELL, SO THEY'RE CONSIDERING US FOR ADDITIONAL DOLLARS, KEEPING IN MIND THAT WE WE'RE THINKING FOR 24, 25 RIGHT NOW.

NOT NEXT YEAR, NEXT YEAR'S ALREADY PLANNED OUT.

OKAY.

UM, SO FOR US TO MAKE THAT LIST AND SAY, OH, THEY'RE CONSIDERING THAT.

SO WE DO, THEY'RE ALREADY PLANNING AN INCREASE IN THE BUDGET FOR NEXT YEAR.

SO WE'RE, SO WHAT DID WE ASK FOR ORIGINALLY? OH, WHAT DID WE GET? WE ALREADY GOT APPROVED FOR HOW MUCH? UM, OUR BUDGET RIGHT NOW, UM, FOR NEXT YEAR, I BELIEVE IS CLOSE TO HUNDRED HUNDRED 10.

RIGHT? YEAH.

UM, SO THAT, AND LIKE I SAID, WE DO, IT'S THE NORMAL, WE DO ASK FOR O AND M EVERY YEAR.

WE RECEIVE O AND M EVERY YEAR.

WE ALREADY HAVE SOME SMALLER SECURITY DOLLARS IN THERE, LIKE FOR THE MARSHALS, FOR EQUIPMENT, THINGS LIKE THAT ALREADY BUILT IN.

BUT THE ASK OF COURSE IS FOR ADDITIONAL SECURITY MONEY, UM, ADDITION FOR SAFETY ISSUES AND ADDITIONAL MAINTENANCE MONEY, UM, FOR BASICALLY WHAT WE'RE EXPERIENCING RIGHT NOW.

WE FEEDING INFRASTRUCTURE.

SO THAT'S WHAT WE AREN'T ASKING FOR AND THAT'S WHAT WE'RE HOPING THE CONSIDERATION WOULD BE, IS THE BIG WILL GIVE ADDITIONAL DOLLARS.

AND THAT'S, THAT'S BIG CUZ YOU KNOW, BEING PART OF SECURITY AND WE, WE TRYING TO GET ALL THESE CAMERAS UP AND OTHER STUFF THAT WE'RE TRYING TO DO WITH THE MARSHALS, IT'S REALLY IMPORTANT WE GET THAT, YOU KNOW, OF COURSE

[01:30:01]

OUR BUILDINGS, FACILITIES, AND OF COURSE THE GREATEST PART ABOUT THE CITY OF ATHLETIC FIELDS, SOME KNOW.

SO THAT'D BE A GREAT WIN FOR US.

THANK YOU RACHEL.

YEAH.

EXCELLENT.

THANK YOU MR. WARTA.

MS. MONDO? YES.

HI.

THANK YOU.

RACHEL.

IS THE, UH, WHAT WE JUST HEARD IN THE PRESS CONFERENCE, UH, THE MONEY THAT IS COMING FROM THE MAYOR'S DISCRETIONARY FUNDS, IS THAT ANYWHERE IN AN UP BUDGET FOR 2324 OR IS THAT JUST AS A SIDE OR HOW DOES THAT NOT WORK OUT? NO, HIS DISCRETIONARY FUNDING THAT HE WAS PROVIDING, I BELIEVE WOULD BE FOR MORE OF A CAPITAL TYPE PROJECT.

OKAY.

THAT WOULD FALL UNDER, SO THIS IS LM ONLY.

SO THIS IS BASICALLY WE'RE TALKING O AND M OKAY.

TYPE COSTS.

GOT IT.

THANK YOU.

ALL RIGHT.

ANY OTHER QUESTIONS? UM, MR. VICKI, THANK YOU.

I JUST WANTED TO PUT THIS 10 IS TANGENT ON THIS NEW MONEY COMING THAT WE MAY GET FOR SAFETY AND SECURITY THAT'S IN O M.

UM, THIS IS AMAZING.

I JUST WANNA BRAG ON STAFF.

WE HAD A SITUATION AT ONE OF THE PARKS IN DISTRICT SIX AT NASH DAVIS WHERE THERE WERE SERIOUS SECURITY CONCERNS.

UH, THERE WAS ACTUALLY A MURDER ACROSS THE STREET FROM THE PARK A FEW WEEKS AGO.

AND, UH, RESIDENTS COMPLAINED AND SPOKE TO COUNCIL AND ME AND, AND, AND, AND OUR STAFF HAD A CAMERA UP THERE ON THIS NEW BASKETBALL COURT IN TIME THAT I CAN'T EVEN IMAGINE HOW YOU DID IT.

UH, BUT IT'S UNBELIEVABLE.

AND THEN WHEN WORKING WITH THE POLICE DEPARTMENT, GOT ON ONE OF THOSE PORTABLE CAMERAS RIGHT ACROSS THE STREET FROM WHERE THAT MURDER HAPPENED ON THE CORNER OF OUR PARK.

AND SO THE ABILITY TO MOVE LIKE THAT, UM, IT JUST SPEAKS WONDERS.

AND I WILL TELL YOU IN THE COMMUNITY, ONE OF OUR RESIDENTS WITH WENT FACEBOOK LIVE YESTERDAY, JUST ASTONISHED IT HOW GREAT IT WAS THAT THEY WERE GETTING THEIR CONCERNS ADDRESSED LITERALLY WITHIN MAYBE TWO WEEKS OF WHEN THEY FIRST STARTED MENTIONING IT.

SO I JUST WANT TO COM COMPLIMENT EVERYONE IN OPERATIONS AND MAINTENANCE AND, AND CRYSTAL'S, FOLKS IN RECREATION.

UM, THIS, THIS, WE CAN DO THAT AND THIS EXTRA MONEY WILL MAKE IT.

SO WE CAN DO THAT IN MORE PLACES TOO.

BUT I JUST, I JUST HAD TO SAY, I'M, I'M, I'M REALLY JUST AMAZED AND PROUD THAT THIS, THAT THIS RESPOND, THIS DEPARTMENT RESPONDED TO THAT COMMUNITY SO QUICKLY, SO PERFECTLY.

SO THANKS TO ALL OF YOU.

THANK YOU.

UH, THANK YOU, UH, THE FRIENDS OF EXXEL PARK AND I'D LIKE TO SEND HI PRAISE FOR, UH, RYAN O'CONNOR, CHRIS TURNER, AND MS. JOHNSON.

UH, IN PARTICULAR ALEXANDER LAURIE, MEGAN O'NEAL AND DAVID SMITH.

UH, THIS GROUP OF FRIENDS AND FRIENDS OF EXEL PARK, THEY RECENTLY CELEBRATED THE COMPLETION OF A FEW OF THEIR MATCH FUNDING PROJECTS.

AND THAT'S WORTH A CELEBRATION BECAUSE I BELIEVE FROM SOUP TO NUTS, THEY ARE THE FIRST ACROSS OUR CITY, PARTICULARLY IN OUR COUNCIL DISTRICT, TO GET THOSE PROJECTS IMPLEMENTED IN PLACE.

UH, VERY EXCITED, UH, TO TESTAMENT TO THEIR HARD WORK AND THIS DEPARTMENT'S WORK.

SO PARK DREAMS REALLY DO COME TRUE.

THANK YOU.

EXCELLENT.

THANK YOU MR. KARIMI.

NOW WE'LL MOVE TO MS. RICE.

THANK YOU MR. CHAIR.

UH, I JUST WANTED TO, UH, SAY THAT THE CONCERT TRUCK SPONSORED BY THE DALLAS SYMPHONY ORCHESTRA RETURNS TO DISTRICT FIVE.

THEY'RE GOING TO BE HAVING A PERFORMANCE AT PLEASANT OAKS RECREATION CENTER IN THE PARKING LOT.

AND WHAT'S GREAT IS PLEASANT OAKS, UM, IS HAVING A, UH, SAFETY FAIR THAT SAME DAY IN THE MORNING FROM NINE TO 12.

SO THEY'LL ALREADY HAVE A, AN AUDIENCE.

SO LOOKING FORWARD TO THAT EVENT.

AWESOME.

EXCELLENT.

THANK YOU.

WE DON'T HAVE ANYBODY ELSE, BUT THERE IS ONE, UM, THAT I'M AT THE ARBORETUM.

THEY HAVE THE DALLAS, UM, PRIDE AND BLOOMS COMING UP IN JUNE 10TH, 11TH, AND THEY SENT OUT A, UM, REQUEST FOR A SPONSOR OR TO BE ON THAT HOST COMMITTEE.

UM, IF YOU DIDN'T RESPOND, UM, YOUR RESPONSE WOULD BE GREATLY APPRECIATED.

WE'D LOVE HAVE SOME SUPPORT THERE, UM, FOR OUR PARTNERS AT THE ARBORETUM TO BACK 10TH AND 11.

SO IT'S A WAYS OUT.

BUT, BUT TO BACK YOU UP ON THAT, SHE SENT THE EMAIL OUT.

SEAN, IT'S COMING FROM, NOT SEAN JACKSON, BUT IT'S COMING FROM SOMEBODY ELSE.

YEAH.

BUT THEY SENT IT OUT FOR TWO THINGS TOGETHER.

OKAY.

SO THAT'S WHERE PEOPLE MIGHT NOT HAVE SEEN THAT.

THEY ASKED, THEY ASKED US TOPO, OR TO BE PART OF ALL OF THEIR PACK OR ALL OF THEIR EVENTS.

THEY WANT US TO KNOW IF WE, YOU KNOW, SUPPORT FOR ALL OF THEIR EVENTS.

SO IF YOU HAVEN'T AND YOU WANT, I MEAN, CAUSE I, I THINK WE ALL SUPPORT THE ARBORETUM FOR THE MOST PART.

UM, THEY'VE DONE SOME GREAT THINGS.

UM, I KNOW MR. UH, HOS ASKED THEM TO DO A CERTAIN THING.

WHAT WAS IT, THE ADMISSIONS FOR OR NO AD BOARD MEMBERS, UM, THAT, YOU KNOW, WAS ON MY MORE DIVERSE BOARD AND THEY DID.

UM, SO YOU, I THINK THAT, YOU KNOW, OUR SUPPORT, IT MEANS A LOT TO THEM.

UM, AND IT MEANS A LOT TO YOUR CONSTITUENTS TO BE PART OF THAT.

SO TAKE A FRIEND AND JOIN THEM FOR THAT.

IF YOU HAVEN'T REPLIED BACK, UM, THAT WOULD BE GREATLY APPRECIATED.

ANYBODY ELSE HAVE A DA LIAISON? EXCELLENT.

SOUND GOOD? THE NEXT BOARD MEETING IS AT 10:00 AM ON AS LONG.

NO, HE'S JUST GETTING HOT PRESIDENT OR AGARWAL.
