THE FIRST THING I WANNA REMIND THE COMMISSION IS THE OBJECTIVE OF THE ADVISORY COMMISSION IS TO MAKE SURE THAT D A S IS COMPLYING WITH RULES AND REGULATIONS, NOT TO JUST RUBBER STAMP WHATEVER THEY WANNA DO AS HAS BEEN DONE IN THE PAST.

TWO, IT IS A CONFLICT, IN MY OPINION, FOR COMMISSIONER TO BE PAID TO BOARD DOGS BECAUSE IT'S HARD FOR A COMMISSIONER TO BE OBJECTIVE AND UNBIASED WHEN STATING SOMETHING THAT MIGHT BE AGAINST WHAT THE DS OR SOMEONE WANTS COULD IMPACT THEIR FINANCES.

AND, UM, I UNDERSTAND THAT THAT'S NOT HAPPENING ANYMORE, BUT I JUST WANT TO THROW THAT OUT THERE.

THREE, ONE OF OUR COMMISSIONERS HAS A BREEDING LICENSE.

WHY? I THOUGHT WE WERE TRYING TO PUT BREEDERS OUT OF BUSINESS, NOT, AND THAT IS A CONFLICT TO ME BECAUSE IF THEY'RE HAVING A PROBLEM, THEN I DON'T FEEL THAT THE COMMISSION OR THE CITY WILL ACT, YOU KNOW? CAUSE THERE'S A CONFLICT, UH, TOO, ONE OF OUR COMMISSIONERS IS OPERATING A BUSINESS THAT, IN MY OPINION, COULD BE A DANGER TO THE PUBLIC AND ANIMAL CRUELTY.

WHAT IS THAT BUSINESS YOU ASK? IT'S TRAINING BITE DOGS.

BITE DOGS ARE TRAINING DOGS TO BE AGGRESSIVE AND TO BITE.

I DON'T KNOW WHAT KIND OF LICENSE THEY ARE, BUT WE ALL KNOW WHAT HAPPENS WHEN BITE.

THIS SHOULD NOT BE SANCTIONED BY D A S OR THE CITY AND IT IMPACTS QUALITY OF LIFE TO THE DOGS.

UM, I SAID I'M, I AM THE CEO FOR OPERATION KINDNESS AND FORMER DIRECTOR FOR DALLAS ANIMAL SERVICES FROM FISCAL YEAR 2018 THROUGH 21.

THINGS HAVE COME TO LIGHT OVER THE LAST FEW MONTHS ABOUT SUPPORT D A S USED TO RECEIVE, BUT NO LONGER IS.

UNFORTUNATELY, THERE'S A LONG HISTORY OF ORGANIZATIONS NOT FALLING THROUGH ON PROMISES MADE TO D A S.

I'M HERE TO TELL YOU THAT AT LEAST AS FAR AS OPERATION KINDNESS IS CONCERNED, THAT WILL NOT HAPPEN ANYMORE.

AND WE ARE HERE TO SUPPORT YOU AS TRUE PARTNERS.

I WAS VERY INVOLVED IN THE 2018 MEMORANDUM OF UNDERSTANDING REGARDING ANIMAL CRUELTY BETWEEN THE DALLAS POLICE DEPARTMENT AND THE SOCIETY FOR PREVENTION OF CRUELTY, THE ANIMALS OF TEXAS.

FROM MY ROLE AS DS DIRECTOR, THE HOUSING AND THE CARE OF THE ANIMALS INVOLVED WITH CRUELTY WAS MY NUMBER ONE CONCERN.

D A S WAS NOT EQUIPPED TO HANDLE THAT POPULATION OF ANIMALS THEN, AND THEY'RE CERTAINLY NOT, UH, EQUIPPED TO HANDLE IT NOW.

OPERATION KINDNESS DOES NOT HAVE THE FACILITIES OR THE EXPERTISE TO HOUSE THAT SEGMENT OF ANIMALS.

HOWEVER, WE ARE SPECIALLY EQUIPPED TO HANDLE THE VETERINARY FORENSIC COMPONENT AND HAVE HAD VETERINARY TEAMS WORKING INSIDE OF DS FOR THE LAST THREE MONTHS TO ENSURE THAT ALL ANIMAL CRUELTY CASES CAN MOVE FORWARD AND THAT JUSTICE CAN BE SERVED.

OUR VET TEAM PROVIDE OTHER LIFESAVING SERVICE WHILE RAT DAS WHEN THERE'S NOT FORENSIC WORK TO BE DONE AND MAKE NO, NO MISTAKE ABOUT IT.

THE 2018 AGREEMENT ENDING IS ABSOLUTELY DEVASTATING AND WILL CONTINUE TO WORK AGAINST D S'S LIVE RELEASE RATE.

BUT MY HOPE IS THAT THE NONPROFIT AGENCY IN DALLAS, THAT OUR EXPERTS IN ANIMAL CRUELTY WILL BECOME A PARTNER OF D A S AGAIN IN THE FUTURE.

NOW A LITTLE BIT, WE'RE GONNA HEAR FROM DIRECTOR WEBER.

SHE'S GONNA TALK ABOUT RESCUE SUPPORT.

IN HER PRESENTATION, YOU'RE GONNA SEE THAT OPERATION KINDNESS HAS BEEN THE TOP RESCUE PARTNER OVER THE LAST TWO YEARS.

THIS FISCAL YEAR OPERATION KINDNESS IS ACCOUNTING FOR NEARLY A QUARTER OF ALL DOGS AND CAT RESCUE POLES.

AND WE ARE VERY HAPPY THAT OUR 24 HOUR KIT NURSERY HAS MADE IT POSSIBLE FOR US TO PULL NEARLY HALF OF THE D A S KITTEN RESCUE POLES THIS YEAR, HELPING THAT SEGMENT OF THE ANIMALS REACH AN ALL TIME HIGH LIVE RELEASE RATE FOR D A S OF 83%.

THAT IS ABSOLUTELY AMAZING AND WAS SOMETHING WE NEVER DREAMED OF IN 2018 WHEN WE STARTED THAT NURSERY.

SO, AMAZING WORK DAS ON THAT, UH, SEGMENT OF ANIMALS.

LASTLY, I AM VERY PROUD TO ANNOUNCE THAT JUST A COUPLE OF WEEKS AGO, OPERATION KINDNESS HAS ACQUIRED A FACILITY JUST A QUARTER MILE UP THE ROAD FROM D A S THE FACILITY.

OUR LIFE-SAVING PARTNERSHIP HUB IS DESIGNED TO BE A DIRECT ASSISTANT TO D A S.

THE FACILITY WILL SUPPORT OUR NEWLY CREATED OUT-OF-STATE TRANSPORT PROGRAM, AS WELL AS SUPPORTING RESCUE PARTNERS OF DS BY PROVIDING VETERINARY CARE TO ANIMALS.

PULLED FROM DAS.

SINCE FEBRUARY OPERATION KINDNESS HAS REROUTED OVER A MILLION DOLLARS WORTH OF PROGRAMMING DIRECTLY TO SUPPORT DAS.

AND WITHIN THE NEXT 18 MONTHS, OPERATION KINDNESS WILL HAVE INVESTED MULTIPLE MILLIONS OF DOLLARS DIRECTLY INTO THE PEOPLE IN PETS OF DALLAS.

AND WE LOOK FORWARD TO DOING OUR PART ON DALLAS'S PATH TO ONCE AGAIN BECOMING DALLAS 90.
