UM, WE HAVE, THERE'S, THERE IS MUCH GOING ON, UH, WITH THE PARK AND THE DEVELOPMENT OF THE PARK, AND SOMETIMES IT FEELS LIKE THERE'S NOTHING GOING ON WHEN THERE IS A PART THAT A PROJECT LIKE THIS THAT IS SO TRANSFORMATIVE AND SO IMPACTFUL AND REQUIRES, UM, A LEVEL OF ENGAGEMENT WITH THE CITY, WITH THE CORPS OF ENGINEERS, WITH THE, THE DEVELOPMENT WITH OUR PARTNER, THE TRINITY RIVER, UH, THE TRINITY CONSERVANCY TPC.
AND SO THERE'S A LOT OF THINGS THAT HAPPEN WHILE WE DON'T MEET AND WHEN WE DO NOT NEED.
AND IT'S MOVING THE PROJECT FORWARD.
BUT I THINK IT'S IMPORTANT FOR US AS A BOARD TO, IN THIS SETTING, TO LET THE PUBLIC KNOW THAT THERE ARE THINGS LIKE THAT THERE IS PROGRESS.
UM, THAT, AND, AND WE FULFILL OUR RESPONSIBILITY AS A, AS A BOARD OF, AS A BOARD TO OVERSEE AND TO, TO MAKE SURE THAT THIS PART HAPPENS.
WE, WE ARE ALLOWED TO HAVE, THE MASTER DEVELOPMENT AGREEMENT DOES ALLOW US TO, TO FORM COMMITTEES OR WORK GROUPS AS WE CALL THEM.
AND WE HAVE, WE'VE GOT, WE HAVE FIVE THAT, UM, WE INSTITUTE, WELL WE INSTITUTED FOUR IN OUR MEETING LAST TIME, BUT SINCE THEN WE'VE ADDED ONE MORE.
AND THEY'RE CALLED, THERE'S FIVE OF 'EM ARE CONTRACT REVISION GROUP, WHICH IS LED BY ANDREW QUICK SAW AND WITH DIANE BUTLER.
UM, PARK EXCELLENCE IS DIANE BUTLER AND GARY KOTAK.
OUR COMMUNITY ENGAGEMENT IS OUR NEWS BOARD MEMBER, DR.
STEPHANIE KNIGHT AND DESIGN AND CONSTRUCTION, GARY KOTAK AND EDDIE A BETO.
AND THEN THE ONE THAT WAS ADDED SINCE OUR LAST MEETING WAS THE COMMUNICATION AND MARKETING.

WE, UM, AND I REALLY WANTED TO SPEND A FEW MINUTES THIS DAY TODAY TALKING ABOUT EACH ONE OF THOSE, UH, MAKING CLEAR FROM OUR STANDPOINT THAT WHAT THESE COMMITTEES ARE CHARGED TO DO AND HOW WE'LL OPERATE TOGETHER IN, IN SEEING THESE WORK GROUPS OPERATE, HOW THEY REPORT TO THE, TO THIS BOARD, UH, ON A AS NEEDED BASIS, REGULAR BASIS.AND, AND REALLY SO THE PUBLIC WILL KNOW THAT WE ARE WORKING, THAT PROGRESS IS HAPPENING.
AND, UH, AND WE INTEND TO SEE THE DEVELOPMENT OF THE HAROLD SEMINARS PARK.
AND I, I'M OFTEN, I OFTEN THINK ABOUT WHEN I'M IN MEETINGS DISCUSSING THIS PARK AND SOME OF THE CHALLENGES THAT COME WITH IT, I'M REMINDED THAT SOMEBODY'S BEEN TALKING ABOUT DOING SOMETHING IN THIS, IN THIS, BETWEEN THESE LEVIES FOR OVER A HUNDRED YEARS.
SO, UM, THIS IS, THIS MAY BE THE FURTHEST ALONG SOMETHING LIKE THIS THAT THIS MAGNITUDE HAS GONE.
AND SO IT'S, IT'S COMPLICATED AND IT TAKES A, IT TAKES A LOT.
AND SO I APPRECIATE THE BOARD MEMBERS TAKING THE TIME TO DO SOMETHING THAT IS GOING TO TAKE SOME YEARS TO ACCOMPLISH AND TO EVENTUALLY SEE THE, THE, THE, UM, THE FIRST WORK WORK GROUP I WANNA TALK ABOUT IS THE, IS THE CONTRACT REVISION, AND THAT'S DIANE BUTLER AND ANDREW QUICK SAW, AND YOU CAN READ IT THERE.
WHAT THIS, THIS PARTICULAR WORK GROUP HAS HAS, UH, BEEN WORKING IN THE PAST.
YOU SEE THE ADDITIONAL TEAM MEMBERS THERE THAT RIGHT NOW WE DON'T HAVE A A, A MEETING SCHEDULE, BUT WE DO HAVE, I GUESS AN INTERNAL PROCESS SCHEDULE.
THESE, THE CONTRACT REVISIONS ARE NECESSARY BECAUSE THINGS HAVE CHANGED SINCE THE ORIGINAL MASTER DEVELOPMENT AGREEMENT, UH, CAME ON BOARD BACK IN 2016 AND 2017.
AND THEN THE CONTRACT WAS FINALIZED BETWEEN THE TRINITY PARK CONSERVANCY AND OUR ENTITY, THE LGC.
UM, THOSE, THOSE REVISIONS WILL ALLOW US TO, UH, TO SMOOTH OUT THE OPERATION.
FOR INSTANCE, THAT ONE OF THE BIGGEST CHANGES SINCE THE, UH, THE CONTRACT WAS INSTITUTED, UM, WAS PUT IN PLACE WAS THE IMPROVEMENTS THAT ARE BEING MADE ON THE LENDING SYSTEM WIDEN WIDENING OF THE FLATTENING OF THE LEV.
THAT $350 MILLION PROJECT THAT THE CORE ENGINEER STARTED ON EARLIER LAST YEAR, WE ACTUALLY TURNED SOME DIRT ON.
AND THAT JUST CHANGED THE ENTIRE TIMELINE FOR THE DEVELOPMENT OF THE PARK BETWEEN THE ELEVENS.
AND, AND SO THESE CONTRACT MODIFICATIONS THAT AS YOU, HOPEFULLY THAT YOU UNDERSTAND, IF THERE ARE TWO CONTRACTS THAT WE ARE LOOKING TO, UM, TO REVISE, UM, ONE IS THE MASTER DEVELOPMENT AGREEMENT.
I DON'T EVEN CALL THAT A CONTRACT.
I'VE, IT'S THE MASTER DEVELOPMENT AGREEMENT WITH THE CITY COUNCIL HAS GIVEN AUTHORITY TO US TO DEVELOP THIS PARK, THESE 200 ACRES, UM, PARK BETWEEN THE TWO BRIDGES AND, UM, AND A QUARTER, QUARTER MILE OUTSIDE THE METHOD.
I'VE LEARNED THAT OVER THE YEARS.
SO, UM, THAT, AND THEN THERE'S, AS A RESULT OF THAT, THAT PARTICULAR, THE MASTER DEVELOPMENT AGREEMENT GUIDES THE CONTRACT BETWEEN, UH, THE LGC AND MATERNITY DEPARTMENT SERVICE.
UM, THAT CONTRACT IS, THE MASTER DEVELOPMENT AGREEMENT REQUIRES CITY COUNCIL APPROVAL.
AND SO WHAT WE, WHAT THIS, UH, COMMITTEE WILL BE DOING IS TO PREPARE HOPE, PREPARE A TERM SHEET TO PRESENT TO CITY STAFF, AND IT GOES THROUGH THE PROCESS AND YOU SEE SOME OF THE TIMELINES.
THEN, UM, HOPEFULLY THIS CONTRACT, I'VE LEARNED IT.
WE DON'T SET SOME KIND OF DEADLINE WHO I HAVE, IF WE IN THINGS GET PUSHING DOWN THE, THE CAN GET, KEEPS GETTING KICKED DOWN THE ROAD IN A SITUATION WHERE, IN A PARK THAT AT LEAST BETWEEN THE LEVEES, IT LOOKS LIKE IT'S GOING BE SEVEN YEARS BEFORE WE GET TO THE, THE, THE WORK BETWEEN THE LEVEES.
SO IT'S EASY TO KICK THE CAN DOWN THE ROAD.
SO THE GOAL IS, IS THAT WE WOULD'VE CONTRACT REVISIONS FINALIZED, HOPEFULLY BY AUGUST OF 2024.
WE RECOGNIZE THERE'S A LONG PROCESS AS 18 MONTHS, UH, ON NOW, BUT THERE IS A PROCESS THAT WE GOT TO GO THROUGH.
AND, AND SO WE WANT TO DO THAT.
I I WANT EVERYBODY ON THE BOARD TO BE INFORMED OF EVERYTHING THAT'S GOING ON AT YOUR HEART TO STILL

ONE EXAMPLE AS WE LOOK AT THESE CONTRACT, THE OTHER PIECE, WHICH LEADS TO OUR SECOND WORK WE CALL PART EXCELLENCE, A HUGE PIECE OF THE RESPONS, A HUGE PART OF THE RESPONSIBILITY, UM, THAT WE HAVE BEEN CHARGED WITH AND WHICH WE'VE ENGAGED WITH THE, THE TRINITY PARK SURVEY IS THE OPERATIONS LEVEL.
AND THERE IS, UM, WE ARE REQUIRED THAT THEY'RE REQUIRED TO PRESENT A PLAN TO HANDLE THE OPERATIONS AND MAINTENANCE.
WE WANNA SEE A BEAUTIFUL PARK SUSTAINED OVER THE YEARS.
AND OPERATIONS AND MAINTENANCE IS A TREMENDOUS, A BIG, A HUGE PART OF THAT FUNDING THAT IS, IS A HUGE ISSUE THAT NEEDS TO BE ADDRESSED.
CONTRACT CHAIN REVISIONS NEED TO BE MADE TO REFLECT THE NEW REALITY DO.
BASED ON WHAT WE'VE SEEN, WE ANTICIPATE THAT THERE NEEDS TO BE OTHER SOURCES OF FUNDING IN ADDITION TO THE PHILANTHROPIC COMMITTEE.
THE PICTURE THAT THIS PART HAS, HAS ALWAYS PRESENTED THAT THIS PART WAS FULLY PRESENTED BY THE PHILANTHROPIC COMMUNITY.
AND THERE ARE OTHER SOURCES OF, OF FUNDING THAT I MANAGE WE HELP WITH COME ALONGSIDE AND ASSIST WITH THAT.
IT'S CRITICALLY IMPORTANT FOR THE HEALTH PART.
THE LONG TERM VIABILITY IN THE COMMUNITY.
IT'S CRITICAL FOR THE PHILANTHROPIC COMMUNITY ARE HERE.
SOME COMMITMENTS FROM PHILANTHROPIC COMMUNITY, UH, SAYS WE GIVE, BUT WE WOULD NEED TO SEE AN OPERATIONS AND MAINTENANCE PLAN TO GO ALONG WITH IT, WHICH MAKES SENSE.
YOU GONNA GIVE A SIGNIFICANT AMOUNT OF MONEY, THEN WE GONNA SEE THIS IS JUST NOT SOME FIVE YEAR PART.
UH, SO THAT THOSE ARE ISSUES THAT NEED, THERE'S A RESPONSIBILITY THAT WE HAVE TO PRESENT AROUND, BUT ALSO CONTRACT DIVISIONS NEED TO BE MADE TO REFLECT THE NEW REALITY IN FOR THE DEVELOPMENT PART.
SO DIANE BARTLET HAS, WHO HAD BEEN WORKING ON THAT, UM, ANN ANDREWS QUICK SAW.
MATTER OF FACT, THESE CONTRACT AND THE PARK EXCELLENCE TEAM WORK GROUPS, THEY'LL HAVE TO WORK REALLY CLOSELY.
THERE'S A LOT OF THE THINGS THAT NEED TO HAPPEN IN TERMS OF REVISIONS, UH, COME FROM THIS OPERATIONS AND MAINTENANCE AND OTHER THINGS THAT ARE NECESSARY TO EXPLORE.
SO THAT'S WHY IT SAYS DOWN TO EXPLORE FUNDING OPPORTUNITIES AND OTHER MECHANISMS TO SUSTAIN THE LONG-TERM VIABILITY.
UM, THERE ARE NO MEETING SCHEDULED.

ON THIS SURROUNDING MAYBE ANYTIME YOU GOING TO PUT A WELL, $350 MILLION INVESTMENT IN THE LEVEES THEMSELVES TO CONTINUE TO MAKE SURE THE LEVEES ARE SAFE AND WATER FLOW AT THE APPROPRIATE TIME.BUT THEN YOU TALKING ABOUT A 200, $300 MILLION PROJECT IN THE LEVEES BETWEEN THOSE 200 ACRES AND SURROUNDING, UM, THAT FOOTPRINT, THAT'S GOING TO HAVE A TREMENDOUS, UM, IMPACT ON THE NEIGHBORHOODS.
WE ARE, I VIEW US AS BEING ADVOCATES.
UM, WE DON'T HAVE DIRECT RESPONSIBILITY FOR THOSE, UH, ITEMS BASED ON OUR AGREEMENTS WITH THE CITY, BUT WE SURELY CAN'T SPEAK TO, UH, ADVOCATE FOR, UH, DEFINITELY BE AWARE OF AND CHAMPION, UM, THE NEIGHBORHOOD SURROUNDING THE PARK AND TO MAKE SURE THAT WE CAN, THAT IT, IT, IT IS A PART THAT IS FOR EVERYONE.
EVEN THOSE WHO LIVE NEXT TO YOU.
A LOT OF TIMES WHEN DEVELOPMENT HAPPENS, THOSE WHO LIVE IN CLOSE PROXIMITY, UH, EITHER CAN EITHER BE DISPLACED OR DON'T BENEFIT FROM IT, OR THEY FEEL THAT WAY.
AND I THINK THE TPC HAS DONE A, A PRETTY GOOD JOB OF, OF ENGAGING THE COMMUNITY AND HAVE STAFF ON BOARD WHO, WHO ARE, THAT IS THEIR JOB IS TO ENGAGE WELL.
BUT IT IS, I DON'T WANT TPC TO BE FEEL LIKE THEY'RE ALONE IN THAT PROCESS AND SUCH TO THE EXTENT THAT WE CAN, AS A BOARD ADDRESS, SPEAK TO ADVOCATE FOR IN, IN WAYS THAT WE CAN, AT LEAST WE NEED TO BE AWARE OF AND COGNIZANT OF THAT BECAUSE THOSE QUESTIONS ARE ASKED AND WE, I CAN'T SAY I, I'M NOT WILLING TO SAY, OH, THAT'S NOT OUR RESPONSIBILITY.
WE RESPONSIBLE FOR DEVELOPING, WE HAVE ALSO A PERMISSIVE RESPONSIBILITY THAT WE CAN LOOK AT AND CONSIDER YOUR MAKING.

AND THEY HAVE, UH, THEY HAVE QUARTERLY MEETINGS, AND THE SCHEDULE IS ON THE OUTLINE THERE, YOU CAN SEE THE, THE, UH, THERE'S A FULL-TIME STAFF MEMBER WITH,

UH, WITH THE, UH, WITH TPC BRIAN LAPIS AND WAS, TONY MOORE WILL BE ON THAT.AND THIS, THIS PARTICULAR PIECE IS, IS HUGE AND IT INTERFACES DIRECTLY WITH OUR COMMUNITY ENGAGEMENT PIECE, TIMING ISSUES AS IT RELATES TO, UM, WHAT SHOULD AND COULD BE SHARED AND WHEN AND HOW, UH, TO THE COMMUNITY.
OBVIOUSLY WE HAVE ALL KINDS OF AUDIENCES FROM THE NEIGHBORHOOD SURROUNDING THE COMMUNITY TO THE PHILANTHROPIC COMMUNITY TO, TO THE DEVELOPMENT COMMUNITY.
THERE'S TONS OF AUDIENCES THAT NEED TO BE, UH, AND OF COURSE ALSO HOW AND WHEN WE COMMUNICATE OUR AND OUR RESPONSIBILITIES TO THE, TO THE CITY MAYOR, TO THE CITY MANAGER, AND TO THE STAFF.
WE HAVE A TRANSPORTATION TO MOVE AND WE ARE CHARGED TO GIVE A REPORT TO.
AND SO ALL THAT IS IN, UH, INVOLVED AS IN TERMS OF OUR ROLE AS IT RELATES TO, TO THE DEVELOPMENTAL PART.
AND, AND SO SARAH, WE LOOK FORWARD TO YOU ENGAGING WITH THEM, UH, AND BRIAN AND THAT TEAM.

I THINK BY APRIL OR MAY WE CAN REPORT BACK, UH, FROM THIS WORKING GROUP WITH SOMETHING THAT'S AT LEAST A FINAL DRAFT, IF NOT FINAL.
UH, AND THAT'S GONNA REQUIRE A LOT OF WORK ON EVERYONE'S PART TO, TO, TO GET THAT.

AND SO I THINK WHEN WE AS A BOARD HAVE MEETINGS LIKE THIS AND WE CAN REPORT BACK WHAT WE CAN REPORT BACK IN A, IN A PUBLIC WAY, IT JUST, IT ALLOWS THE COMMUNITY TO KNOW, OR THE PUBLIC TO KNOW, AND THE CITY, THE CITY, THE CITY COUNCIL AND OTHERS WHO HAVE VESTED INTEREST IN THIS AND WHO ARE RESPONSIBLE FOR THIS, TO LET THEM KNOW THAT WE ARE MOVING FORWARD AND THERE IS PROGRESS BEING MADE, EVEN THOUGH IT SEEMS AWFUL SLOW.
UM, SO THOSE ARE, I WANTED TO MAKE SURE THAT WE WERE CLEAR ON THAT.
LET ME BE CLEAR AGAIN ON THAT, THAT, UM, THE COMMUNICATION BETWEEN THE TPC AND LGC IS CRITICALLY IMPORTANT IN ALL OF THIS.
WE'VE BEEN HAD A GREAT PARTNERSHIP.
OUR, UH, SMILEY CAROL, OUR, THE CITY LIAISON AND THE CITY'S ATTORNEY, THE CITY ATTORNEY'S OFFICE, HAS JUST BEEN TREMENDOUS IN GIVING US WHAT WE NEED.
AND THE COMMUNICATION BETWEEN, UH, THE QUOTE UNQUOTE THREE ENTITIES, THE LIAISONS IS, IS, IS, HAS BEEN GREAT.
