AND, UM, THERE'S A CON THERE'S A MASTER AGREEMENT BETWEEN THE CITY COUNCIL, THE CITY OF DALLAS, AND THE LGC.
AND THEN THERE IS A DEVELOPMENT CONTRACT BETWEEN THE LGC AND THE TRINITY PARK CONSERVANCY.
EACH ONE OF THOSE, UM, THOSE TWO DOCUMENTS CONTRACTS NEED TO BE REVIEWED AND REVISED.
THAT IS GOING TO REQUIRE, UM, A LOT OF WORK HAS ALREADY BEEN DONE ON REVIEWING THE AGREEMENT BETWEEN THE L G C, THIS BOARD AND THE TRINITY PARK CONSERVANCY, THE TPC.
BUT THERE'S A LOT MORE WORK THAT NEEDS TO BE, UM, CONSIDERED AS IT RELATES TO THE, THE, THE MASTER DEVELOPMENT AGREEMENT.
THIS, THE MASTER DEVELOPMENT AGREEMENT IS NOW FIVE YEARS OLD, AND IT NEEDS REVISION, I THINK AFTER, AT LEAST IN MY TIME SERVING ON THE BOARD, THE THREE OF THESE FIVE YEARS.
THIS, UH, THE, THE AGREEMENT, UM, SOME LIMITATIONS, I THINK EXPERIENCE NOW HAS, HAS SEEN THAT WE NEED, UH, SOME, A LITTLE BIT MORE FLEXIBILITY.
THE THINGS, UM, TIMING HAS CHANGED.
A LOT OF THINGS HAVE CHANGED SINCE THIS INITIAL, UH, AGREEMENT WAS MADE UNDER THE PREVIOUS MAYOR RAWLINGS.
AND SO JUST FOR SOME PRACTICAL, UM, UM, SMOOTH OF, YOU KNOW, MAKING THE OPERATION SMOOTH FOR COMMUNICATION PURPOSES, UM, WE, WE NEED TO REVIEW THAT MASTER DEVELOPMENT AGREEMENT NOW.
IT REQUIRES CITY COUNCIL APPROVAL.
AND, AND SO WE DECIDED WE REALLY DON'T WANT TO, I WOULD LIKE, I WOULD NOT LIKE US TO, WE'VE SEEN SOMETHING THAT NEEDS TO CHANGE AND GO TO THE COUNCIL.
I WOULD LIKE TO MAKE ALL NECESSARY CHANGES THAT WE SEE THAT NEED TO BE MADE AND MAKE THAT AS A PACKAGE PRESENTATION TO THE CITY COUNCIL.
IN OTHER WORDS, I DON'T WANNA GO TO THE CITY COUNCIL TWO, THREE TIMES.
WE, WE JUST NEED TO GO ONE TIME WITH ALL THE RECOMMENDED CHANGES THAT WE HAVE, UM, TO THEM.
AND SO IT'S GOING TO TAKE, IT, IT'S GONNA TAKE A LOT OF COLLABORATION BETWEEN CITY STAFF, THE, THE CITY ATTORNEY'S OFFICE, TPC, AND US TO EVALUATE THOSE, THAT CONTRACT MODIFICATIONS IN THAT MASTER DEVELOPMENT AGREEMENT.
AND THIS, THIS WORK GROUP IS CHARGED TO MAKE RECOMMENDATIONS TO THIS BOARD BECAUSE THIS BOARD IS THE ONE THAT NEEDS TO AGREE TO THEM AND FORMALLY PRESENT ANY CONTRACT CHANGES TO THE CITY COUNCIL.
QUICKS SAW HAS SERVED WITH THAT IN THE PAST.
UM, I AM ASKING THAT EACH, UH, ONE OF US WOULD, AT LEAST ONE PERSON WOULD BE ON A WORK GROUP.
I'D LIKE TO HAVE TWO PERSONS ON EACH WORK GROUP, UM, THAT, THAT IS HELPFUL.
WE DON'T NEED MORE BECAUSE WE'VE GOT QUORUM ISSUES THAT WE WANT TO, WE DON'T HAVE A WALKING QUORUM, SO TO SPEAK, THAT I HAVE BEEN, UM, ADVISED TO, TO BE CAREFUL OF.
QUAL IF HE WOULD CONTINUE WITH THAT, AND HE SAID, YES, IF THERE IS SOMEONE ELSE THAT WOULD LIKE TO SERVE ON THAT CONTRACT REVISION TEAM, UH, WORK GROUP.

THE, IT'S PRIMARILY FOCUSED ON OPERATIONS AND MAINTENANCE, AND THE, THE PARK EXCELLENCE WORK GROUP IS GOING TO HAVE TO WORK CLOSELY

WITH THE CONTRACT REVISION TEAM, BECAUSE THAT'S A, A BIG PART OF ONE OF THE MAIN REQUIREMENTS THAT, UM, THAT TPC, UM, HAS, IS TO OFFER AN OPERATIONS AND MAINTENANCE PLAN.AND, AND SO THE TIMING OF WHEN THESE CONTRACT REVISIONS, AT LEAST WHEN WE ARE ABLE TO PRESENT, MAKE A FULL PRESENTATION TO THE CITY COUNCIL, THE ON AND M THE PARK EXCELLENCE GROUP IS REALLY, PLAYS A MAJOR ROLE IN THAT.
UM, AND, AND SO YOU SEE, THERE'S, TO CO COLLABORATE WITH CITY STAFF, ANY CONSULTANTS THAT WE MAY HAVE TO FIRST OFF TO DEVELOP A BUDGET, UM, FOR THAT.
NOW, THE CHALLENGE WITH THAT, WE NOT FULL, WE DON'T HAVE FULL DESIGNS KIND OF THING.
AND SO EACH ONE OF THESE IN MANY CASES WORK TOGETHER.
BUT THIS, THIS IS A HUGE, THIS IS ONE OF THE GOALS THAT, THAT I REALLY WOULD LIKE TO GET MOVING FORWARD NEXT YEAR, UM, AND, AND SET SOME TIMELINES.
I WOULD HOPE BY THE NEXT, THE END, OUR NEXT ANNUAL MEETING, OR AT LEAST BY THE BOARD RETREAT, WE ARE ABLE TO HAVE A FULLER PICTURE OF BOTH THE COST AND POTENTIAL FUNDING MECHANISMS FOR, UH, TO HAND TO MAKE SURE THAT THIS, THAT THIS PARK IS NOT ONLY SUSTAINABLE, BUT VIABLE AND A BEAUTIFUL PARK FOR THE NEXT 20, 30, 50, 60 YEARS.
AND, AND SO THAT'S GOING TO BE CRITICALLY IMPORTANT TO, TO FIGURE OUT HOW THAT'S GONNA BE FUNDED.
AND IT'S MANY DISCUSSIONS GOING ON.
I, I'D LIKE THIS PARTICULAR WORK GROUP TO, TO BE HEAVILY INVOLVED IN THAT PROCESS AND KEEP THE FULL BOARD INFORMED OF, OF WHAT'S GOING ON.
BUT ALSO TO OFFER US OPPORTUNITY IN ANY WAYS TO HEAR YOUR ADVICE, COUNSEL, BUT ALSO MAYBE WE COULD OFFER SUGGESTIONS, TALK TO, YOU KNOW, GET ADVICE, UM, FROM THOSE WHO MIGHT NOT BE A PART OF THIS BOARD THAT MIGHT HELP IN THAT AREA.
DIANE, YOU MENTIONED THAT OUR LAST MEETING WHEN I FIRST BROUGHT THIS UP, LAST MEETING, THAT YOU WERE INTERESTED IN THAT I WANNA KNOW IF YOU'RE STILL INTERESTED AND IF ANYBODY ELSE IS, PLEASE SPEAK UP.
YEAH, I WOULD, UH, YEAH, I WOULD, I WOULD BE INTERESTED IN, UM, BEING A PART OF THIS WORK GROUP.
NOW THOSE EXISTING BOARD MEMBERS KNOW THIS IS A PASSION OF MINE, AND I SERVED ON THAT PARTICULAR, UM, WORK GROUP IN THE PAST.
THE TPC IN THE PAST HAS HAD A COMMUNITY ENGAGEMENT AND INCLUSIVE NEIGHBORHOOD COMMITTEE.
I MET REGULARLY WITH THEM WHENEVER THEY MET AS A, AS A LIAISON, AS A REPRESENTATIVE OF THE LGC, THE FULL LGC BOARD.
UM, THIS, THIS, UM, WORK GROUP IS TREMENDOUSLY IMPORTANT IN A PERSONAL STANDPOINT AND HOW THIS PART IMPACTS THE SURROUNDING NEIGHBORHOOD.

SO SURELY AS THE PARK IS FULLY DEVELOPED, THERE ARE MORE PRETTY PICTURES COMING OUT ABOUT, UM, AREAS, OVERLOOKS, ET CETERA.
THEN I'D LIKE TO, AS MUCH AS WE COULD TO GET AHEAD OF THAT, UH, AS A BOARD.

AND SO THERE'S A LOT OF MOVING PARTS.
AND OF COURSE WE HAVE THE PHILANTHROPIC COMMUNITY THAT'S HIGHLY INVOLVED IN THIS.
AND SO, BUT IS A TRANSFORMATIVE INITIATIVE THAT, THAT FOLK HAVE BEEN TALKING ABOUT, PUTTING SOMETHING IN THE TRINITY RIVER LEVY BETWEEN THE LEVEES FOR A HUNDRED YEARS NOW.
AND SO I'M, THAT'S ONE OF THE REASONS I'M EXCITED ABOUT BEING A PART OF IT, EVEN THOUGH IT IS A LONG TERM PROJECT.
KEEP IN MIND TOO, THERE'S A LOT OF OTHER THINGS HAPPENING.
FOR INSTANCE, THERE IS A STUDY GOING ON ABOUT MOVING THE, THE, THE JAIL, UM, ON RIVERFRONT THERE.
