THE WORK GROUPS COMMITTEES THAT WE ESTABLISHED IN NOVEMBER, 2022.

UH, REVIEW THE MASTER DEVELOPMENT AGREEMENT BETWEEN THE CITY OF DALLAS AND THE TRINITY RIVER FOR US LGC AND TO PRESENT OF TERM SHEET FOR STAFF REVIEW.

UH, NUMBER THREE, OBJECTIVE NUMBER THREE, UH, IS TO REVIEW AND MODIFY THE CONTRACT BETWEEN US, THE L G C AND THE TPC, THE TRINITY PARK CONSERVATIVE CONSERVANCY, BASED ON WHATEVER CHANGES THAT ARE MADE, UH, IN THE CONTRACT BETWEEN THE CITY OF DALLAS AND THE LGC.

OBJECTIVE FOUR, TO PRESENT A WORKING DRAFT FOR OPERATIONS AND MAINTENANCE TO THE HAR, UH, FOR THE HEALTH CENTERS PART.

AND ALONG WITH THE POTENTIAL BUDGET AND FUNDING OPPORTUNITY.

FIVE, DEVELOPED RECOMMENDATIONS FOR ADVO ADD FOR ADVOCACY OF HOUSING STABILIZATION AND ECONOMIC EMPOWERMENT OPPORTUNITIES AND SURROUNDING NEIGHBORHOODS.

AND NUMBER SEVEN OR NUMBER SIX, SUPPORT AND APPROVE THE DEVELOPMENT OF A MARKETING STRATEGY.

AND NUMBER SIX, UH, SEVEN, FORMALLY UPDATE THE MAYOR, CITY MANAGER, TRANSPORTATION AND INFRASTRUCTURE AND QUALITY OF LIFE COMMITTEES.

SO THOSE OF OUR OBJECTIVES FOR THE UNIT YEARS ABOUT HALF GONE.

UM, BUT WE, THOSE ARE, IT'S GOOD TO HAVE OBJECTIVES AND WE'LL SEE HOW FAR WE CAN GET IN MEETING GOES.

UM, WE'RE EXCITED ABOUT THE WORK THAT THE ARMY CORPS OF ENGINEER IS DOING WITHIN THE FLOODWAYS FROM A FLOOD MITIGATION POINT OF VIEW WITH THE WIDENING AND THE FLATTENING OF THE LEVIES.

AND SO WITH THAT WORK BEING DONE, WE'RE ANXIOUSLY WAITING FOR THE OPPORTUNITY TO COLLABORATE ON THAT GREAT WORK AS IT PERTAINS TO THE WORK WE'LL BE DOING WITHIN BETWEEN THE LEVIES AND THE FLOODWAY.

AND WITH THAT SAID, UM, WE'VE BEEN ON OUR OVERLOOKS AND THE OVERLOOKS ARE OUR GATEWAYS, THE FLOODWAY THAT WILL ALLOW US TO PUT BRICK AND MORTAR, UM, BUILDINGS AND, UM, ATTRACTIONS THAT WILL, UH, ULTIMATELY COMPLIMENT THE, THE FLOODWAY WHEN, WHEN IT'S FINISHED.

AND SO WE'VE BEEN SPENDING A LOT OF TIME ON THE BOUNDARIES OF, OF THOSE OVERLOOKS AS WELL AS WITH THE CONTENT SELECTION OF THOSE OVERLOOKS.

UM, IN TERMS OF WHAT WILL BE THE GUEST EXPERIENCE FOR OUR COMMUNITY.

AND FOR, FOR THE CITY OF DALLAS, WE'VE BEEN LOOKING AT, UH, SPORT COURTS, UH, SKATE PARKS, BIKE PARKS, UM, A LOT OF THIS, UH, DRIVEN BY INPUT FROM THE, FROM THE COMMUNITY WITH OUR COMMUNITY FIRST AND CIVIC FOCUS.

AND SO WE HAVE LISTENED, WE'VE TAKEN A LOT OF THAT, AND WE'RE ADVANCING THOSE TO ENSURE WE HAVE THE RIGHT CONTENT MIX TO ENSURE THAT HAROLD SIMMONS SPARK FROM A GUEST EXPERIENCE IS, IS, UM, A COMPREHENSIVE ONE.

AND WITH THAT SAID, I'LL, I'LL MOVE TOWARDS THE COMMUNITY.

UM, OUR COMMUNITY ENGAGEMENT AND THE INFORMATION WE GET FROM THE COMMUNITY IS INFORMATION WE'RE USING

IN, IN ALIGNMENT WITH OUR ARCHITECTS AND OUR DESIGNS TO, TO ADVANCE, UM, OUR CONTENT SELECTION AND THE DESIGN OF THE PARK.

AND SO PRIOR TO THIS, PRIOR TO 2022, WE'VE SPENT QUITE A BIT OF TIME, I BELIEVE, UM, OVER 3000 DIFFERENT SURVEYS WITH COMMUNITY MEMBERS IN UNDERSTANDING FROM THEM AND SHARING WITH THEM WHAT THE PARK WILL MEAN TO THEM.

BUT IN 2022 SPECIFICALLY, WE, UH, MET AND ENGAGED OVER 600 DIFFERENT COMMUNITY MEMBERS FROM NEARBY ON AFAR.

UH, WE MET IN HOMES, WE MET IN SCHOOLS, AND WE MET IN CIVIC CENTERS AS WELL AS, UM, AT THE CONSERVANCY BASE.

AND THE INTENT WAS TO CONTINUE THE DIALOGUE OF UNDERSTANDING WHAT THE PARK MEETS TO THE COMMUNITY MEMBERS AND WHAT, AND HOW THE COMMUNITY MEMBERS WILL INTERACT WITH THE PARK, UM, CONTINUE.

IN 2022, WE GOT A LOT OF FEEDBACK SPECIFIC TO WE NEED SHADE, WE NEED GREEN SPACES, WE NEED AN AREA FOR PROGRAMMING AND FESTIVALS.

WE NEED THIS TO BE ACCESSIBLE.

UM, WE'RE ALSO HEARING THAT, UM, WE ALSO NEED THE PARK TO BE, UH, A SECURED ENVIRONMENT.

UM, COMMUNITY MEMBERS ALSO SHARED CONCERN ABOUT HOW WE COMMUNICATE TO THE NEARBY COMMUNITIES TO AVOID THE CONGESTIONS, UM, WITH THE PARK CROWDS AND PARKING AND THE NOTIFICATION PROCESS THEREOF.

AND IN THE MIDST OF ALL THE CONVERSATION ABOUT PARK AND PARK EXPERIENCE AND HOW THE COMMUNITY INTERACTS WITH THE PARK AND HOW THE PARK MEETS THE NEED OF THE COMMUNITY, THERE IS A CONSTANT NEED, UM, SPECIFIC TO THE WEST DALLAS COMMUNITY OF THE GENTRIFICATION THAT'S HAPPENING IN THE AREA AND THE DISPLACEMENT.

AND WE ARE PART OF THAT DIALOGUE.

AND SO WE ARE CONTINUING TO SEEK TO UNDERSTAND AND TO FIND OUR ROLE, BUT THIS IS A REAL ISSUE THAT SURFACES EVERY TIME WE SPEAK ABOUT THE PARK AND THE INTERACTION OF THE PARK.

UM, WE ALSO LAUNCHED IN 2022, THE, THE WEST DALLAS VISION PLAN AND THE WEST DALLAS VISION PLAN IN ASSOCIATION WITH, UM, UM, BUILDINGS OF HOPE IS A PLAN IN WHICH THE 14 COMMUNITIES OF, UM, THE WEST DALLAS, LA, BAJA, LOS ALTUS, AND ALL THE WAY TO LED BETA, HOW THEY IN AN ORGANIZED EFFORT CAN BE ADVOCATES OF THEIR OWN IN ASSOCIATION WITH THE CITY, WORKING WITH THE CITY, AND ADDRESSING HOUSING AND, UM, RELATED ISSUES.

AND SO WE'RE PLEASED TO SAY THAT THAT OFFICIALLY LAUNCHED IN 2022.

AND BUILDERS OF HOPE IS CERTAINLY AT THE TIP OF THE SPARE AS THEY CONTINUE WITH THEIR COMMUNITY OUTREACH TO, TO BUILD ON THAT ADVOCATE BASE AS IT RELATES TO, UM, HOW THE COMMUNITY CAN, UM, CAN SPEAK ON THEIR BEHALF.

IN ADDITION TO THAT, UM, WE HAVE ALSO STARTED WHAT WE'RE CALLING DISCOVERY SESSIONS SPECIFIC TO THE HARIM PARK BRAND.

AND SO THE HAR SIMMONS PARK BRAND IS A BRAND THAT'S UNDER THEIR, THE PARENTAL UMBRELLA OF THE TRINI PARK CONSERVANCY.

BUT THE HARIM PARK BRAND IS WHAT WE'RE CALLING A CONSUMER BRAND IN HOW THE PUBLIC WILL RELATE TO THE HARIM PARK BRAND.

AND SO, SO WITH THE HELP FROM OUR MARKETING TEAM, UM, WE'RE GOING AND HAVING THESE DISCUSSIONS AND IN ESTABLISHING THAT WE WILL NEED A WEBSITE SPECIFICALLY TO SHARE THE EXCITEMENT OF THE PARK, BUT THE CIVIC AND COMMUNITY CONNECTION OF THE PARK AS IT RELATES TO ALL OUR DIFFERENT OBJECTIVES FROM CONSERVATION, HEALTH AND WELLNESS, UM, COMMUNITY, AND HOW THAT CONNECTS IN AN AUTHENTIC MANNER.

AND SO WE'RE GOING THROUGH THE PROCESS, OR I SHOULD SAY WE WENT THROUGH THE PROCESS IN 2022 IN DECIDING WHAT THAT BRAND WOULD LOOK LIKE, FEEL LIKE, AND NOW WE'RE HARD AT WORK AND CREATING A WEBSITE THAT WILL APPROPRIATELY REPRESENT THAT BRAND FUNDRAISING, UH, THE FUNDRAISING EFFORTS FOR, FOR HAROLD SMITH'S PARK HAS CONTINUED, UM, AND WE INTERNALLY CALL IT THE QUIET PHASE, BUT OUR TEAM REPRESENTED BEHIND ME HAVE BEEN WORKING HARD WITH DONOR CULTIVATIONS WITH A LOT OF IN-PERSON DONOR MEETINGS AS WE SHARE THE PARK AND, AND WHAT THE IMPACT OF THE PARK WILL HAVE ON THE COMMUNITIES OF DALLAS.

AND FOR 2022, WE, UH, WE WERE ABLE TO ACHIEVE, UH, 11.8 MILLION TOWARDS OUR FUNDRAISING GOAL.

AND, UM, YEAR TO DATE, THAT BRINGS US YEAR TO DATE, WE'RE ABOUT, UM, 130 TOWARDS THAT GOAL.

UM, A VERY IMPORTANT STEP AS EXPRESSED BY THE CONFIDENCE OF THE DONOR AND PHILANTHROPIC COMMUNITY.

BUT EQUALLY IMPORTANT IS NOT JUST BUILDING THE PARK, IT'S HOW WE OPERATE THE PARK IN PERPETUITY IN A VERY SUSTAINABLE MANNER.

AND SO, LIKEWISE, UM, WE HAVE BEEN HAVING CONVERSATIONS WITH THE CITY OF DALLAS, WITH COUNCIL MEMBERS OF, UM, COUNCIL MEMBERS OF, OF, OF THE CITY AND CITY MANAGERS IN, IN, IN CREATING OUR CASE OF HOW WE COULD PERHAPS FUND IN PERPETUITY, UM, AND MAKING THE PARK SUSTAINABLE

THROUGH A VALUE CAPTURE MECHANISM.

THIS IS CONTINUED DIALOGUE AND CONTINUED CONVERSATION, BUT CRITICAL, CRITICAL FOR THE LONG TERM SUSTAINABILITY OF THE PARK.

AND SO WE'RE VERY HOPEFUL, UM, AND, AND EXCITED ABOUT THE COLLABORATION AND THE SUPPORT WE WILL GET FROM THE CITY IN THIS REGARD.

AND THIS IS A CONTINUED CONVERSATION AND ONE IN WHICH WE'LL, UM, OBVIOUSLY BE ESCALATED FOR THE FISCAL YEAR 2023.

AND SO WE CONTINUE TO FOCUS ON THAT AND, AND VERY OPTIMISTIC FOR THE SUPPORT OF THE CITY IN THAT REGARD, UM, FROM A PLANNING AND DESIGN POINT OF VIEW.

UM, CAN I, YES, SIR.

LET ME INTERRUPT YOU FOR, I GOT A QUESTION.

YES, SIR.

IN UNDER THE FUNDRAISING PIECE, YOU SAID THERE WAS 11.8 MILLION AND YOU'RE HAVING THESE SMALL AND IN-PERSON GROUPS.

WHAT, WHAT HAS, WHAT'S THE GENERAL ATTITUDE TOWARD IN THE PHILANTHROPIC COMMUNITY, THOSE PEOPLE THAT YOU HAVE ENGAGED, WHAT ARE THEIR CONCERNS? WHAT HAS BEEN, WHAT HAVE BEEN THE QUESTIONS THAT THEY HAVE ASKED, UM, REGARDING WHEN YOU TALK TO THEM ABOUT POTENTIALLY FUNDING THIS, THIS PARK? SO THERE IS THE ACKNOWLEDGEMENT THAT THIS PARK HAS HAD SOME FATIGUE IN THE TIMELINE OF COMING TO FRUITION.

AND, AND TO THAT RESPONSE, I OFTEN SAY THAT THE PARK THAT WE WOULD'VE HAD FIVE OR SIX YEARS AGO IS A COMPLETELY DIFFERENT PARK IN WHERE WE'RE HEADED TODAY.

AND SO TIME HAS ALLOWED US TO REALLY MATURE A MUCH BETTER PRODUCT, AND OUR DONORS UNDERSTAND THAT.

AND I THINK THEY'RE VERY APPRECIATIVE OF THAT.

UM, THERE IS TRULY A SENSE OF EXCITEMENT ABOUT THE PARK AS THEY UNDERSTAND THE IMPACT.

UM, THE HARRELSON'S PARK, BY, BY SCALE IS A MUCH LARGER PARK THAN THE CURRENT PARKS THAT WE HAVE.

AND WE THINK WE WILL COMPLEMENT THIS RISING TIDE OF PARKS IN DALLAS.

BUT CERTAINLY OUR POINT OF DIFFERENCE BEING, UM, OVER 200 ACRES AT THE CENTER OF DALLAS, WHERE THE RIVERS AT THE CENTER.

AND SO NATURE AND CONSERVATION TENDS TO BE ONE OF OUR FOCUS, AS WE HEARD AFTER COVID THE VALUE OF GREEN SPACE.

SO OUR, THE FEEDBACK WE'RE GETTING, PASTOR PARKER IS A POSITIVE ONE, IS ONE OF SUPPORT, IS ONE OF, UM, BELIEF, TRULY BELIEVE IN WHAT THE IMPACT OF THE PARK WILL BE, BUT ALSO ONE AS WELL TO SAY THAT WE HAVE A SENSE OF URGENCY AND THAT WE NEED TO MOVE TO BRING THIS TO FRUITION ARE, ARE THEY SENSING US? UH, YOU MENTIONED THE WORD FATIGUE, I GUESS I WANTED TO, IS THAT A FATIGUE AMONG DONORS? FATIGUE AMONG WHO NO, ABSOLUTELY.

FATIGUE IS IN REFERENCE TO THE TIMELINE THAT WE'VE HAD SINCE, UM, 2019.

OKAY.

IN, IN THE, FOR, FOR ALL THE OBVIOUS REASONS, THE OPPORTUNITY TO, TO REALLY COLLABORATE WITH THE CORE AS IT ALIGNS WITH A BALANCED VISION PLAN, WHICH IS GONNA BE A GREATER AREA IN THE FLOODWAY, BUT IT'S FATIGUED FOR THE TIMELINES, SIR.

ABSOLUTELY NOT A FATIGUE IN TERMS OF THEIR SUPPORT FOR THE PROGRAM OR FOR THE PART.

OKAY.

WELL THAT'S GOOD TO KNOW BECAUSE IF WE'RE TALKING ABOUT A TWO, $300 MILLION PART THAT'S PRIMARILY FUNDED BY DONORS, THEN WE NEED TO MAKE SURE THAT WE ARE ADDRESSING ON THIS END WHATEVER WE CAN DO TO ADDRESS THEIR CONCERNS, UH, MOVING FORWARD.

CORRECT.

AND IF I MAY ADD, UM, YOU MENTIONED CONCERNS.

THE ACHILLES HEEL FOR ALL PUBLIC PARKS IS THAT THEY WILL OPEN TO GREAT F FEAR AND THEY'LL LOOK AWESOME.

THE OPENING DAY AND THE, WHAT WE CALL THE THREE YEAR ITCH, THREE YEARS AFTER ROBUST OPERATION VIEW, ENTER THAT PARK.
