JUST A REAL QUICK OVERVIEW OF WHAT WE DO AS AN OFFICE.

OUR BASIC GOAL IS CREATION OF JOBS AND INCREASING THE TAX BASE BY STIMULATING INVESTMENT IN TRADE, THAT THE MARKET IS NOT, UH, INVESTING ON A OWN.

UM, IF WE'RE SUCCESSFUL, WE'RE GONNA HELP PROVE A MARKET IN A SUB SUBMARKET OF THE CITY, AND WE'RE GONNA HELP CHANGE PERCEPTIONS ABOUT THAT MARKET.

WE'RE ALL PROFESSIONALS.

UM, I'M A RECOVERING URBAN PLANNER.

UH, ROBIN, OUR DIRECTOR, IS THE RECOVERING ATTORNEY.

UM, MOST OF US ARE CERTIFIED PROFESSIONALS IN ECONOMIC DEVELOPMENT, FINANCE, HOUSING DEVELOPMENT, FINANCE, AND OTHER, UH, PROFESSIONAL CERTIFICATIONS.

CATALYTIC DEVELOPMENT IS, UH, PRIMARILY DOING COMMERCIAL AND MIXED USE, REAL ESTATE DEVELOPMENT FACILITATION, CITYWIDE BUSINESS AND COMMUNITY DEVELOPMENT IS ATTRACTING NEW BUSINESS TO, TO THE CITY.

ALSO TO SOME DEGREE DOING RETENTION, TRYING TO HELP EXISTING BUSINESSES GROW IN THE CITY.

THE COMMUNITY DEVELOPMENT PART OF THAT FUNCTION IS NEW FOR US.

IT'S, AND WE'LL, WE'LL GET INTO THE, OUR NEW POLICY AND OUR NEW, UH, UH, STRATEGIC PLANNING EFFORTS, BUT WE HAVEN'T DONE COMMUNITY DEVELOPMENT BEFORE.

THIS IS NEW FOR US, AND WE HAVE A NEW PROGRAM.

THE THIRD PART OF OUR OFFICE IS, IS THE BACK OFFICE, THE ADMIN, THE FINANCE, THE COMPLIANCE THAT BEREA HANDLES.

UM, THEY'RE DOING ALL OF OUR BUDGETING, ALL OF OUR ACCOUNTING, ALL OF OUR COMPLIANCE ON ALL OF OUR GIANT PORTFOLIO OF DEVELOPMENT AGREEMENTS.

UH, THEY ALSO MANAGE PUBLIC IMPROVEMENT DISTRICTS.

WE HAVE 14 OF THEM THROUGHOUT THE CITY.

SO THAT'S KIND OF HOW WE'RE SET UP.

WE HAVE 25 POSITIONS THAT ARE FUNDED, AND THAT EQUALS ABOUT 39 FTE, BUT WE ONLY HAVE 32 OF THOSE POSITIONS FILLED.

AND THAT'S A CONVERSATION FROM THE OTHER TIMES.

YES.

UM, OUR, OUR MAIN TOOLS IN THE TOOLBOX ARE TAX FINANCE OR TIPS OR CHARGES, AS SOME PEOPLE CALL THEM.

UM, AND NEGOTIATED TAX ABATEMENTS, GRANTS AND LOANS.

WE ALSO HAVE SEVERAL SORT OF UNIQUE PROGRAMS, UM, THAT WE'LL PROBABLY HAVE TIME TO GET INTO AT THE NEXT MEETING.

BUT STUFF LIKE NEW MARKETS, TAX CREDITS, PROPERTY ASSESS, CLEAN ENERGY.

UM, WE ALSO HAVE A NEW, UH, COMMUNITY DEVELOPMENT PROGRAM, CHAPTER 3 73 OF THE LOCAL GOVERNMENT CODE AND SOME OTHER NEW TOOLS IN THE TOOLBOX THAT I'LL GET INTO.

SO IN MAY OF 21, AFTER ABOUT THREE YEARS OF WORK, UH, THE CITY COUNCIL APPROVED A NEW ECONOMIC DEVELOPMENT POLICY.

IT'S REALLY A STRATEGIC PLAN FOR THE NEXT 10 YEARS.

SO IT HAS

2022 TO 2032.

AS ITS TIME HORIZON, IT SETS OUT CLEAR POLICY GOALS THAT RELATE TO OUR EFFORTS TO SUPPORT JOB GROWTH, CREATE TAX REVENUE, AND ATTRACT AND RETAIN BUSINESSES.

BUT IT DOES EXPLICITLY PRIORITIZE EQUITABLE ECONOMIC DEVELOPMENT THAT'S FOCUSED ON ECONOMIC GROWTH AND SOCIAL PROGRESS AND SHARED PROSPERITY FOR ALL RESIDENTS, INCLUDING HIGH QUALITY JOBS.

SO WE'LL TALK ABOUT, UM, WHAT QUALITY JOBS MEAN IN TERMS OF WAGES INVESTMENT IN SOUTHERN DALLAS AND OTHER DISTRESSED AREAS OF THE CITY THAT HAVE HISTORICALLY, UH, SUFFERED FROM A LACK OF INVESTMENT AND RACIALLY EQUITABLE PARTICIPATION IN THE ECONOMY, INCLUDING WEALTH BUILDING OP OPPORTUNITIES THROUGH HOME OWNERSHIP.

SO WE ARE ECONOMIC DEVELOPMENT, BUT WE DO DABBLE IN HOUSING AND WE'LL, WE CAN TALK ABOUT THAT AS WELL.

NEXT SLIDE.

SO THREE MONTHS AGO, THE CITY COUNCIL APPROVED OUR NEW ECONOMIC DEVELOPMENT INCENTIVE POLICY.

SO WE, FOR 25 YEARS, WE OPERATED UNDER, UH, A POLICY NOTE OF PUBLIC PRIVATE PARTNERSHIP PROGRAM.

AND FOR ABOUT 20 OF THOSE YEARS, IT HAD DIFFERENT CRITERIA SET UP FOR NORTHERN DALLAS, SOUTHERN DALLAS, AND THE DOWNTOWN CB.

AND IN 2017, THE CITY COUNCIL, UH, VOTED TO CHANGE THE CRITERIA THAT GOVERNED THAT PROGRAM, UM, AND SORT OF MOVED TOWARDS, UH, CRITERIA THAT WERE GOVERNED BASED ON TARGETED AREAS AND NON-TARGETED AREAS, LEVELS OF POVERTY, CONSENSUS CLOCK GROUPS, UH, AND THEN OTHER SORT OF, UH, CATALYTIC THINGS THAT WERE GROWING OUT OF.

THE MAYOR AT THE TIME HAD THE NEIGHBOR UP THE NEIGHBORHOOD PLUS INITIATIVES, SOMETHING YOU MAY WERE A PART OF FOR A WHILE THERE.

UM, BUT IN 2023, WE HAVE A NEW POLICY AND SOME OF THE TOOLS IN THE TOOLBOX GOVERNING, GOVERNED BY THAT POLICY ARE THE SAME.

THEY'VE BEEN REFINED, THEY'VE BEEN PLEAD, BUT WE ALSO HAVE SEVERAL NEW PROGRAMS BASED ON THIS POLICY.

AND SO ON THE, ON THE SLIDE, YOU CAN SEE THE TARGETED AREAS MAP.

UM, SO WE'RE DIRECTING CERTAIN PROGRAMS AND TOOLS TO THESE TARGETED AREAS.

AND THOSE TARGETED AREAS ALSO ALIGN WITH STATES KNOWN AS ENTERPRISE ZONES.

UM, AND THOSE ARE BASED ON THE 2020 CENSUS.

AND THOSE ARE BLOCK GROUPS THAT HAVE A POVERTY RATE ABOVE 20%.

SO, LIKE I SAID, THE POLICY DOES, UH, HAS RESULTED IN THE REFINEMENT OF EXISTING TOOLS LIKE TAX ABATEMENTS, LIKE ECONOMIC DEVELOPMENT LOANS AND GRANTS.

BUT WE'VE ADDED SEVERAL NEW TOOLS TO THE TOOLBOX, INCLUDING A COMMUNITY DEVELOPMENT PROGRAM AS OF RIGHT TAX ABATEMENTS IN TARGETED AREAS, A PRE-DEVELOPMENT ASSISTANCE PROGRAM FOR CERTIFIED MINORITY AND WOMEN OWNED, UH, DEVELOPERS AND FOR, UH, COMMUNITY DEVELOPERS.

AND THEN AN INFRASTRUCTURE INVESTMENT FUND.

SO LET'S DIVE INTO SORT OF THE PAST.

HOW, HOW WERE THE PAST BOND PROGRAMS USED FOR ECONOMIC DEVELOPMENT PURPOSES? YOU CAN SEE ON THIS CHART? UM, WELL, I MEAN, WE'VE HAD BOND PROGRAMS DATING BACK IN THE NINETIES, BUT, UH, THE CHART ONLY HAS THE LAST THREE.

SO YOU'LL SEE IN 2006, 2012 AND 2017, EVERY PROPOSITION FOR ECONOMIC DEVELOPMENT HAS BEEN SHARED WITH THE HOUSING DEPARTMENT.

WE'VE NEVER HAD OUR OWN PROPOSITION.

IN 2006, THE PURPOSE OR THE, THE LANGUAGE OF THE PROPOSITION WAS FOCUSED ON ANYTHING IN THE SOUTHERN PART OF THE CITY AND ANYTHING THAT WAS CONSIDERED A TD AREA.

IT WAS A TOTAL OF 41.495 MILLION FOR THAT PROPOSITION.

EIGHT IN 2006, AND THEN IT WAS SPLIT.

AND THAT SPLIT WAS NEVER SOMETHING THAT THE VOTERS SAW.

IT'S NOT IN THE PROPOSITION, IT'S AN INTERNAL ADMINISTRATIVE SPLIT.

SO WE, WE, THE HOU, UH, WE, THE ECONOMIC DEVELOPMENT OFFICE GOT 29 MILLION 4 95, AND THE HOUSING DEPARTMENT GOT 20, MOST OF THAT 29, 4 95 IN 2006 WAS AN INTERNAL EARMARK FOR THE INTERNATIONAL END REPORT.

SO, AND I'LL GET INTO SOME OTHER, UH, EXAMPLES OF EARMARKS, BUT 2012 PROPOSITION THREE ABOUT THE EXACT SAME LANGUAGE AND THE

PROPOSITION, UH, WE COULD USE FUNDS IN THE SOUTHERN PART OF THE CITY AND TD AREAS WAS A TOTAL 55 MILLION, THAT PROPOSITION, AND IT WAS SPLIT 35 MILLION TO ECONOMIC DEVELOPMENT IN 20 HOUSING.

BUT THAT 35 MILLION IN 2012 HAD 15 MILLION INTERNAL EARMARKS, 5 MILLION FOR THE UNIVERSITY DALLAS AREA, AND 10 MILLION FOR THE AREA KNOWN AS THE CANYON, WHICH IS NEAR PINNACLE PARK AND WEST MORLAND COLORADO, WEST MORLIN AREA.

UM, SO IN 26, 2006, 2012, ECONOMIC DEVELOPMENT PRETTY MUCH HAD 20 MILLION AND SO THOUSAND IN 2017, THINGS WERE DONE A LITTLE BIT DIFFERENTLY.

SO UNDER CITY MANAGER, TC BROADNAX, UM, THERE WAS A TOTAL OF 55.4 MILLION IN THE PROPOSITION ALSO SHARED BETWEEN ECONOMIC DEVELOPMENT HOUSING.

BUT THE PURPOSE OF THOSE FUNDS WAS DIFFERENT.

THEY WERE DISCRETIONARY ALLOCATIONS ACROSS ONLY 11 CITY COUNCIL DISTRICTS.

AND THEN THE MAYOR ALSO HAD AN ALLOCATION.

SO WE HAVE 14 COUNCIL DISTRICTS AND THE MAYOR, BUT WE ONLY HAD 11 ALLOCATIONS.

AND YOU PROBABLY ASKED WHY.

THAT'S BECAUSE CERTAIN COUNCIL DISTRICTS AT THE TIME DID NOT SEE THE NEED TO REQUEST AN ALLOCATION.

THEY DIDN'T THINK THEIR DISTRICT NEEDED IT.

SO, UM, PART OF THE DISCRETIONARY ALLOCATION PROCESS FOR US, AGAIN, IS, AND THERE WAS NO INTERNAL ALLOCATION, NO SPLIT, LIKE THERE HAD BEEN IN THE TWO PREVIOUS BOND PROGRAMS. SO WE FOUND OURSELVES IN 2017 IN SORT OF A COMPETITION WITH THE HOUSING DEPARTMENT AND THEY DIABETES LAUGHTER.

SO, AND WE'LL GET INTO THIS, THIS IS PART OF WHAT OUR RECOMMENDATIONS MOVING FORWARD IS.

IT'S BEEN, IT'S BEEN A CHALLENGE, FRANKLY.

UM, SO NOW I'LL GO BACK TO THE INLAND FOUR AND WHY, WHY THESE PROGRAMS HAD EARMARKS OR WHY THE PROPOSITIONS HAD INTERNAL EARMARKS TO BEGIN WITH.

SO YOU GO ALL THE WAY BACK TO LIKE THE EARLY MID NINETIES WHEN THE, THE ILAND COURT STARTED TO BE A THING THAT WAS BEING TALKED ABOUT PUBLICLY, WAS BEING PLANNED FOR, UM, WAS BEING POLITICALLY ORGANIZED FOR.

AND THEN LET'S FAST FORWARD TO TODAY.

IT'S 76,000 ACRES TOTAL.

IT'S CROSSED, IT CROSSED OVER FIVE CITIES.

OUR PORTION OF THE CITY OF DALLAS PORTION IS TINY.

IT'S 2,500 ACRES OUT OF 76,000.

AND THE PLANNING OF THAT STARTED TO LAY THE GROUNDWORK IN THE EARLY TWO THOUSANDS FOR THE NEED FOR THE SPINE INFRASTRUCTURE.

IT HAD ALL BEEN FARMLAND AND THERE'S, THERE WAS NOTHING OUT THERE 25 YEARS AGO.

SO IT STARTING A 2003 BOND PROGRAM.

AND THEN AGAIN, A 2006 BOND PROGRAM, WE STARTED TO PUT EARMARKS IN THOSE PROGRAMS JUST FOR SPINE INFRASTRUCTURE.

SO THAT'S GET BASIC ROADS TO ACCESS THE AREA, GET BASIC WATER AND SEWER THAT CAN PROVIDE THE CAPACITY NECESSARY TO SUPPORT FUTURE DEVELOPMENT FOR THE AREA.

SO WE PUT IN 40 MILLION OF, OF BOND FUNDED INFRASTRUCTURE THROUGH THE ECONOMIC DEVELOPMENT OFFICE AND ALSO THROUGH BELLS WATER UTILITIES, FRANKLY HAVE THEIR OWN INTERNAL EARMARK AND THEIR PROPOSITION.

UH, BUT THROUGH 40 MILLION OF INVESTMENT IN INFRASTRUCTURE IN THE INTERNATIONAL END OF THE PORT, WE NOW HAVE A TOTAL FOR 40 MILLION SQUARE FEET OF DEVELOPMENT THAT'S EITHER BUILT OR UNDER CONSTRUCTION, MORE THAN 110 EMPLOYERS THAT WEREN'T THERE 20 YEARS AGO.

14 MILLION OF THAT 40 MILLION IN THE CITY OF DALLAS, THAT'S LIGHT INDUSTRIAL, THAT'S LOGISTICS, THAT'S E-COMMERCE AND WAREHOUSING.

THAT'S OVER 6,500 JOBS.

AND THE RETURN ON THE CITY'S INVESTMENT FROM A TAX BASE IS PRETTY PHENOMENAL.

25 YEARS AGO, THE LAND OUT THERE WAS LESS THAN 20 MILLION IN TAXABLE VALUE.

IT WAS GENERATING NOTHING FOR THE CITY.

TODAY IT IS OVER 400 MILLION.

AND THIS IS AN EXAMPLE THAT WE CAN REP, WE CAN WE'LL SHOW YOU IN FUTURE MEETINGS THAT WE, WE HAVE THE HISTORY OF DOING THIS PINNACLE PARK, MOUNTAIN CREEK BUSINESS

PARK.

THERE'S SEVERAL BUSINESS PARKS IN SOUTHERN DALLAS THAT WEREN'T THERE 20 YEARS AGO.

AND THOSE WERE ALL INTENTIONAL, PLANNED FOR, AND HAD INVESTMENTS EARMARKED IN BOND PROGRAMS TO SUPPORT THEM.

UM, NEXT SLIDE.

SO IN 2017, PROPOSITION I WAS THE ECONOMIC DEVELOPMENT HOUSING PROPOSITION.

THIS IS THE ACTUAL LANGUAGE ON THE SLIDE.

AND IT DID TWO THINGS.

IT ALLOWED FOR DIRECT INVESTMENT IN PUBLIC INFRASTRUCTURE AND FACILITIES THAT PROMOTE ECONOMIC DEVELOPMENT THROUGH THE PLANNING, DESIGNING, INSTRUCTING, IMPROVING, EXTENDING, AND EXPANDING ON THE STREETS, UTILITIES AND OTHER INFRASTRUCTURE FACILITIES, INCLUDING THE ACQUISITION OF LAND.

SO IN SOME INSTANCES, WE, THE ECONOMIC HOME OFFICE AND THE HOUSING DEPARTMENT, WE CAN, WE CAN STEER THESE FUNDS DIRECTLY INTO PROJECTS THAT RESULT IN ROADS AND WATER AND SEWER AND STORM WATER BEING DESIGNED, CONSTRUCTED AND INSTALLED.

THE SECOND PART OF THIS PROPOSITION IS LANGUAGE THAT GIVES US THE ABILITY TO DO LEVERAGE INVESTMENT.

AND THAT'S THROUGH OUR OWN ECONOMIC DEVELOPMENT PROGRAMS. SO THIS IS THE WAY THAT WE DO GRANTS WITH BOND FUNDS, AND WE DO A LOT OF THEM AND GRANTS HAVE CONDITION ARE CONDITIONAL.

THEY'RE NEVER FUNDED ON AT THE FRONT END OF A PROJECT.

UM, THEY HAVE LOTS AND LOTS OF REQUIREMENTS THAT, UM, FORCE THE PRIVATE OWNER OR DEVELOPER TO PERFORM LOTS AND LOTS OF OBLIGATIONS BEFORE THEY EVER SEE A DIME.

BUT A BIG PART OF WHAT WE DO IS ENCOURAGE NEW ECONOMIC DEVELOPMENT IN REAL ESTATE AND BUSINESS DEVELOPMENT WITH BOND FUNDS THAT WE DEPLOY THROUGH GRANT AGREEMENTS.

UM, SO FOR THIS NEXT BOND PROGRAM, WE'RE ANTICIPATING WE'D LIKE TO START FROM THIS POSITION.

THIS LANGUAGE IS WORK FOR US.

IT'S FLEXIBLE, BUT WE, WE THINK, I THINK FROM THE CITY MANAGER'S, VERY INITIAL RECOMMENDATION IS TO HAVE SEPARATE PROPOSITIONS FOR ECONOMIC DEVELOPMENT HOUSING THIS YEAR AND NOT TO HAVE TO COMPETE WITH ONE ANOTHER INTERNALLY FOR BOND FUNDS.

I THINK THE INITIAL THINKING COMING OUTTA THE CITY MANAGER'S OFFICE, IT MAY NOT BE IN ANY OF THESE SLIDES, AND I THOUGHT IT WAS GONNA BE IN THE FIRST SESSION, IS FOR US A HUNDRED MILLION PROPOSITION, 5 MILLION OF DISCRETIONARY ALLOCATION ACROSS ALL 15, BOTH MILLION.

I WAS LIGHTS OUT.

UM, SO THAT'LL BE 5 MILLION FOR COUNCIL DISTRICTS AND FIVE FOR THE MAYOR WITH, THAT'S TOTAL 75.

AND THEN THE OTHER 25 WOULD BE WHAT WE WOULD USE AS THE OFFICE OF ECONOMIC DEVELOPMENT TO DEPLOY IN ANY PARTICULAR AREA WHERE WE THINK A SIGNIFICANT INVESTMENT IS NEEDED.

SO THAT'S WHERE WE'RE STARTING FROM.

THAT'S THE, THAT'S THE INTERNAL THINKING THUS FAR.

SO YOU HEARD IN THE FIRST SESSION A LOT ABOUT WHAT THE INFRASTRUCTURE DEPARTMENTS ARE DOING, THAT THERE'S SOMETHING CALLED THE NEEDS INVENTORY, WHICH IS A JOB LIST OF STUFF THAT COSTS MONEY AND NEEDS TO GET DONE AND THEY EXPORT IT BASED ON ENGINEERING CRITERIA AND TECHNICAL THINGS.

WELL, WE DON'T HAVE THAT AND NEITHER DOES THE HOUSING DEPARTMENT REALLY AND NEITHER DOES ALMOST SOLUTIONS REALLY.

SO WHAT WE DO, WE DON'T KNOW WHAT OUR PROJECTS ARE ADVANCED WITH THE BOND PROFIT AND WE DON'T SCORE THINGS AGAINST EACH OTHER.

ALL WE DO IS, UM, CREATE FLEXIBILITY TO BE ABLE TO REACT.

SO WE NEED BOND FUNDS TO BE ABLE TO CAPITALIZE ON MOMENTS OF OPPORTUNITY AS THEY ARISE.

AND WE'RE CONSTANTLY MARKETING THE CITY.

WE'RE CONSTANTLY NEGOTIATING WITH PROPERTY OWNERS AND POTENTIAL BUSINESSES AND DEVELOPERS, AND WE JUST NEED THE BOND FUNDS TO BE ABLE TO, TO CLOSE THE DEAL AND GET IT APPROVED BY CITY COUNCIL ON AN INDIVIDUAL PROJECT BY PROJECT BASIS.

AND WE DON'T KNOW WHAT THOSE ARE, YOU KNOW, FOUR YEARS IN

ADVANCE, BUT WE'LL, IN THE NEXT MEETING WE'LL SHOW YOU LOTS OF PAST PROJECTS AND HOW, HOW WELL THEY'VE WORKED.

SOME HAVEN'T WORKED SO WELL, BUT THIS IS SORT OF THE CRITERIA THAT WE USE.

AND WE EVALUATE THE PROJECTS WHERE WE, WE WILL BE USING BOND FUNDS.

UM, SO WE START WITH OUR ECONOMIC BILL POLICY AND WHETHER THE PROJECT ALIGNS WITH THAT.

AND THEN WE HAVE TO LOOK AT THE PROPOSITION LANGUAGE.

A LOT OF TIMES IT'S NOT CLEAR WHETHER WHAT, UH, AN OUTSIDE PARTY WHO'S PROPOSING TO DO IS ACTUALLY LEGAL UNDER THE PROPOSITION CUZ WHAT THE VOTERS APPROVE, WHAT THE VOTERS APPROVE.

THEN WE LOOK AT THE STATE LAWS THAT ENABLE OUR PROGRAMS. CHAPTER 80 OF THE TEXAS LOCAL GOVERNMENT CODE IS THE ECONOMIC DEVELOPMENT, UH, LOANS AND GRANTS, UH, ENABLING STATUTE.

AND SO WE HAVE A PROGRAM, UH, AND WE HAVE TO MAKE SURE THAT ANYTHING WE'RE DOING PURSUANT TO THAT PROGRAM IS LEGAL AND FOLLOWS THE PROGRAM THAT FOLLOWS STATE LAW.

SAME WITH OUR NEW COMMUNITY DEVELOPMENT PROGRAM UNDER CHAPTERS 3 73, WE'VE JUST CREATED THIS AND OUR, WE HAVE A PROGRAM.

SO ANY PROJECTS THAT WE ENTERTAIN THROUGH AN APPLICATION PROCESS HAS TO ALIGN WITH THE PROGRAM.

AND WE'RE LOOKING CONSTANTLY FOR WAYS TO, AGAIN, LEVERAGE INVESTMENT, BOTH DIRECT AND INDIRECT PRIVATE INVESTMENT AND ANYTHING THAT'S NOT CITY MONEY.

SO SOMETIMES WE USE FUNDS TO LEVERAGE ANOTHER GOVERNMENTAL LIMIT.

IS THE STATE GONNA PUT IN FUNDS? IS THE CO PUT IN FUNDS IS WHOEVER, YOU KNOW, PRIVATE PHILANTHROPY.

WE'LL DO A DEAL WITH ANYBODY AS LONG AS OUR MONEY IS FURTHER LEVERAGING OUTSIDE MONEY.

AND THAT'S WHAT YOU HEARD IN THE OPENING SESSION AS WELL.

AND SO WE'RE LOOKING FOR EVALUATING PROJECTS TO SEE IF THEY MAXIMIZE PUBLIC BENEFIT, BOTH FINANCIAL, PUBLIC BENEFITS AND LOTS OF SOCIAL THINGS THAT ARE BUILT INTO OUR PROGRAMS. AND WE'LL GET INTO THOSE DETAILS IN THE, IN THE NEXT MEETING.
