WELL, THANKS FOR BEING HERE.

WE CALL THIS, UH, OUR FIRST, UH, BOND COMMITTEE.

I WOULD CALL MEETING TO AURA.

THANKS FOR ALL BEING HERE.

AS YOU KNOW, I THINK THIS IS GOING TO BE THE MOST IMPORTANT JOB WE CAN DO TO SERVE THE CITY, AND I APPRECIATE ALL OF YOU WILLING TO SERVE.

THIS IS WHAT WE CAN HELP SHAPE THE CITY FOR YEARS TO COME AND YOU WILLING TO PUT YOUR SERVICE IN IS SO, SO APPRECIATED.

I REALLY AM LOOKING FORWARD TO WORK WITH ALL THE SUBCOMMITTEES AND CHAIRS WHO REALLY ARE BRINGING SO MUCH EXPERTISE TO WHAT WE ARE DOING.

YOU KNOW, MAYOR HAS CLEARLY DEFINED AS THREE PRIORITIES, THREE P'S.

HE CALLS IT PUBLIC SAFETY PARKS AND, UH, POTHOLES.

AND I HAD A DISCUSSION WITH MR. BROADNAX, AND YOU KNOW, HE SAYS, YOU KNOW, I'M GOING TO GO WITH WHAT THE BUDGET, AND, YOU KNOW, STREETS ARE IMPORTANT.

SO KIND OF, YOU KNOW, HE HAS LAID OUT HIS BUDGETS AND ALL, WHICH, YOU KNOW, WE WILL ALL BE SHARING AND THEN WE WILL BE DEBATING WHAT BEST TO BRING IT TO HIM AND THEN TO PRESENT IT TO THE COUNCIL.

AGAIN, I THINK AS THIS GROUP REPRESENTS, UH, YOU KNOW, 15 MEMBERS, ONE FROM EVERY DISTRICT, AND, YOU KNOW, THE PARAMETERS WE WILL BE DISCUSSING WILL NOT ONLY BE, UH, IMPORTANT FOR THE COUNCILS, BUT FOR THE CITY.

SO I WOULD, YOU KNOW, THE WAY I WOULD DO IT IS, YEAH, OF COURSE COUNCIL DISTRICTS ARE IMPORTANT, BUT WE LOOK AT ONE CITY AS A WHOLE AND THEN OF COURSE, YOU KNOW, DEFINE WHAT THE IMPORTANT THINGS FOR THE CITIES ARE.

SOME OF THE KEY THINGS, YOU KNOW, AS I SAID, WHAT'S RIGHT FOR THE CITY.

AND WHEN YOU HAVE A NEED INVENTORY, WHICH, UH, SPANS TO, YOU KNOW, 15 TO $7 BILLION AND WE HAVE A BILLION DOLLARS TO SPEND, WE'LL HAVE TO BE VERY JUDICIOUS ON HOW WE RECOMMEND MAKE THOSE RECOMMENDATIONS.

THEY'LL BE, YOU KNOW, MY, SOME OF THE, WHICH I SPOKE TO ALL THE SUBCOMMITTEE CHAIRS.

ALSO, THE KEY THINGS WOULD BE, YOU KNOW, HOW, HOW, YOU KNOW, AND WITH MR. NIK SUGGESTED ME THAT HOW DO WE KEEP THE EQUITY AND TRANSPARENCY IN THE PROCESS, WHICH IS GOING TO BE KEY, BECAUSE THAT, THAT'S HOW REALLY WE CAN MAKE THE BIG DECISION, YOU KNOW, HOW HOW DO WE, YOU KNOW, ALLOCATE THAT MONEY AND HOW, YOU KNOW, REALLY ONE THING, WHICH I REALLY WOULD, UH, LOVE TO HAVE THAT WITH EVERY SUBCOMMITTEE.

HOW DO WE HAVE ONE PROJECT, WHICH IS LIKE A FLAGSHIP PROJECT, WHICH IS A KEY SIGNATURE PROJECT, WHICH CAN DEFINE THE CITY AS A CUTTING EDGE CITY FOR THE YEARS TO COME.

AND OF COURSE, YOU KNOW, THAT PROJECT IT IS, AND ALSO, I KNOW NOT EVERY COMMITTEE SUBCOMMITTEE CAN DO IT.

HOW DO WE LEVERAGE OUR DOLLARS? IF CITY IS PUTTING $1 BILLION? IS THERE ANOTHER BILLION DOLLARS WE CAN BRING THROUGH SOME WAY? HOW DO WE LEVERAGE THOSE DOLLARS? IF WE CAN ACHIEVE THAT, I THINK WE'LL HAVE A VERY, VERY SUCCESSFUL PROGRAM.

IT'S, IT'S, UH, GOING TO BE, WE'LL HAVE LOTS OF DISCUSSIONS, YOU KNOW, WITH THE PUBLIC AND ALL, AND I'M LOOKING FORWARD TO WORKING WITH YOU ALL WITH THAT.

UH, I INVITE MR. BROADNAX, UH, OUR FEARLESS LEADER HERE TO SAY THE WELCOME REMARKS.

AND SO IN ORDER TO LEVEL SET, I JUST WANTED TO SHARE THAT ACCORDANCE WITH 12 ONE C, BECAUSE ARUN HAS BEEN APPOINTED CHAIR OF THE TASK FORCE, THE PARKS AND RECREATION PROPOSITION WILL NOT BE ALLOWED THIS YEAR, .

AND SO I, I'M JOKING, I JUST WANTED TO GET, I RESIGNED DIRECTOR JENKINS REACTION TO THAT.

UH, BUT I, I ASSURED, UH, ARUN THAT I WOULD MAKE SURE THAT PEOPLE UNDERSTOOD, UH, NOT ONLY, UH, IS HE THE BOARD CHAIR FOR PARKS, BUT HE'S THE BOARD CHAIR OR COMMITTEE CHAIR.

AND HE IS GOING TO, AS HE SAID, ENSURE THAT HE IS LOOKING AT THIS AT A LENS THAT INCLUDES ALL OF THE CITY AND ALL THE THINGS AND THE NEEDS THAT WE HAVE.

AND I THINK THE WORK THAT I THINK EVERYONE HERE HAS SIGNED UP TO DO, INCLUSIVE OF STAFF WHO WILL BE YOUR RIGHT HAND, UH, AS IT RELATES TO PROVIDING INFORMATION AND INSIGHT AND HOPEFULLY ALLOWING YOU TO GET OUT IN OUR COMMUNITY TO SEE SOME OF THE THINGS THAT YOU'LL BE TALKING ABOUT TO REALLY EXPERIENCE THE VARIOUS COMMUNITIES AND THE CHALLENGES AND ALL THE THINGS THAT HOPEFULLY WE CAN GET TO SEE FROM A PRIORITY PERSPECTIVE ON THE NEEDS ASSESSMENT THAT WILL ALLOW EACH SUBCOMMITTEE, UH, TO MAKE RECOMMENDATIONS THAT REALLY REFLECT A CROSS SECTION OF PEOPLE'S PERSPECTIVES AND NEEDS THAT REALLY BALANCE, I THINK THE EQUITY, UH, THINGS THAT WE'VE BEEN TALKING QUITE A BIT ABOUT, BUT ALSO JUST TRYING TO GET AT IMPROVING OUR CITY.

AND SO AS WE'VE TALKED A LITTLE BIT, AND I'M GOING TO BE AS BRIEF AS I CAN CUZ I WANT TO MAKE SURE THAT YOU HAVE THE TIME YOU NEED TONIGHT TO BEGIN TO DIG IN AND DO THIS WORK.

WE'VE LAID OUT, UH, AT THIS POINT A BILLION DOLLARS WORTH OF FINANCIAL CAPACITY THAT WE BELIEVE THE BOND PROGRAM WILL CONTAIN.

AND OBVIOUSLY

THAT IS GOING TO HAVE TO ADDRESS A PORTION OF THE NEEDS THAT WE HAVE.

OBVIOUSLY THE NEEDS INVENTORY IS VAST, BUT FROM STREETS AND PARKS AND FLOOD CONTROL, DRAINAGE, ALL KINDS OF CRITICAL FACILITIES, I THINK THERE'S BEEN SOME DISCUSSIONS.

SO I'M HOPING THAT YOU EVEN HAVE THOSE DISCUSSIONS AND CAN INFORM THIS GROUP UP HERE ABOUT JUST HOW WE SITUATE PROPOSITIONS.

I'VE HEARD CONVERSATIONS AROUND SPECI, UH, SPECIAL PROPOSITIONS FOR CULTURAL FACILITIES OR THINGS OF THAT NATURE TO REALLY CALL OUT WHAT WE ARE DOING AND WHAT WE WANT TO HIGHLIGHT.

SO THOSE WILL BE INTERESTING CONVERSATIONS, BUT I JUST WANNA SAY THE IMPORTANCE OF WHAT YOU'RE GOING TO DO OVER THESE NEXT MONTHS FOR THE CITY.

I, OUR 2017 BOND TASK FORCE AND SUBCOMMITTEES DID A GREAT JOB.

AND IF YOU HAD THE PRIVILEGE OF PARTICIPATING IN THAT PARTICULAR PROCESS, I WOULD HOPE WE COULD MIRROR AND IMPROVE UPON WHAT WE DID SEVERAL YEARS AGO.

BECAUSE I THINK THIS WAS REALLY ABOUT BRINGING PEOPLE INTO THE CONVERSATION, NOT SPECIAL INTERESTS, BUT LISTENING TO HOW PEOPLE REALLY FEEL AND GETTING THE TYPE OF ENGAGEMENT THAT I THINK WE CALL OUT IN OUR VALUES.

AND SO I'M EXCITED ABOUT THIS YEAR.

I'M LOOKING FORWARD TO REALLY SPENDING SOME TIME MY TEAM SPENDING TIME WITH YOU AND COMING BACK WITH RECOMMENDATIONS THAT, AGAIN, BENEFIT THIS CITY.

I WOULD JUST SAY AS AN EYE TO THE FUTURE, SO YOU DON'T BEAT YOURSELF UP TOO MUCH.

IT'S MY IMPRESSION THAT EVERY FIVE YEARS, UH, IF WE CAN CONTINUE, UH, IN WHAT WE'VE BEEN DOING, THAT WILL COME WITH ANOTHER BOND ISSUE TO GET AT IT.

SO DON'T FEEL LIKE IF THERE ARE THINGS LEFT ON THE CUTTING ROOM FLOOR THAT WE MIGHT NOT GET A CHANCE TO DO IT.

IT'S ALWAYS TRYING TO FIGURE OUT HOW WE REPRIORITIZE AND EMPHASIZE WHAT'S IMPORTANT.

SO AGAIN, YOUR WORK IS GOING TO BE IMPORTANT.

I'M GOING TO VALUE YOUR INPUT, UH, YOUR WISDOM, YOUR THOUGHTS, PARTICULARLY AS IT RELATES TO YOU REFLECTING AND REPRESENTING YOUR NEIGHBORHOODS.

BUT PLEASE KEEP IN MIND THIS IS A CITYWIDE BOND PROGRAM.

AND SO SOMETIMES YOU'RE GOING TO HAVE TO FIGURE OUT HOW YOU GIVE A LITTLE BIT MORE, AND THEN SOME FOLK GET A LITTLE BIT LESS AND OR BALANCE THE NEEDS BASED ON WHAT WE DO.

SO WELCOME, I LOOK FORWARD TO YOUR WORK.

PLEASE, UH, CONTINUALLY LIFT MY STAFF UP WHO ARE GONNA DO THEIR BEST TO PROVIDE YOU WITH THE INFORMATION AND INSIGHT AND SHOOT STRAIGHT WITH YOU ON WHAT OUR NEEDS ARE.

BUT AGAIN, IT'S GOING TO BE UP TO YOU TO WORK WITH US TO FIGURE OUT HOW WE GET A PROGRAM, UH, THAT COMPRISES THE MANY, MANY DIFFERENT NEEDS AND CHALLENGES IN OUR COMMUNITY.

AND WE LIKE TO DEFINE THE SLOPE AS THE HISTORIC POLICIES, PROCEDURES, AND DISIN INVESTS THAT HAVE HAPPENED IN COMMUNITIES.

YOU'LL ALSO NOTICE ON THIS SLIDE THAT EQUALITY GIVEN EVERYONE THE SAME EXACT THING, RUNS THE RISKS OF PERPETUATING CURRENT INEQUITIES THAT WE HAVE.

AND SO HERE AT THE CITY WHEN WE TALK ABOUT EQUITY, WE ARE DESCRIBING THE IMPORTANCE OF TAKING INTO ACCOUNT THE UNIQUE NEEDS, CIRCUMSTANCES, CHARACTERISTICS, AND EXPERIENCES OF COMMUNITIES.

AND SO, JUST AS A HIGH OVERVIEW, UM, THE OFFICE OF EQUITY AND INCLUSION IS MADE UP OF FOUR DIFFERENT DIVISIONS, FAIR HOUSING, EQUITY, HUMAN RIGHTS, WELCOMING COMMUNITIES, AND IN IMMIGRANT AFFAIRS.

AND THAT'S IMPORTANT TO NOTE BECAUSE WHEN WE'RE TALKING ABOUT EQUITY, WHILE WE LEAD WITH RACE AND ETHNICITY, WE CERTAINLY TAKE AN INTERSECTIONAL APPROACH.

AND ON THIS SLIDE HERE, IT DESCRIBES SOME OF THE HISTORIC HISTORY OF THE INTERSECTIONALITY OF EQUITY INITIATIVES.

SO OVER THE COURSE OF FIVE YEARS, UH, IN 2018, WE STARTED OFF WITH THE 2018 RESILIENT DALLAS STRATEGY 9 20 19, WE RELEASED THE DALLAS EQUITY INDICATORS REPORT, WHICH OUTLINES THE DISPARITIES THAT WE SEE HERE IN THE CITY OF DALLAS.

ACROSS FIVE SEPARATE THEMES, THE CITY HAS ESTABLISHED TOOLS SUCH AS THE EQUITY ASSESSMENT TOOL.

AND IN 2021, THE CITY DEVELOPED IN PARTNERSHIP WITH DALLAS, I S D, THE BROADBAND AND DIGITAL EQUITY STRATEGIC PLAN.

AND THEN FINALLY, IN 2022, UH, THE CITY COUNCIL ADOPTED THE FIRST COMPREHENSIVE RACIAL EQUITY PLAN.

AND SOME OF YOU MAY BE WONDERING, OKAY, GREAT, WHAT DOES ALL THIS MEAN? AGAIN, THIS SHOWS THE INTENTIONAL EFFORTS TO ADDRESS DISPARITIES ACROSS AN INTERSECTIONAL APPROACH.

EVERYTHING FROM THE DIGITAL DIVIDE, UM, TO WELCOMING COMMUNITIES AND IMMIGRANT AFFAIRS.

AND SO THE WORK THAT WE DO SURROUNDING EQUITY IS NOT DONE IN ISOLATION, BUT IT IS A PART OF A BROADER CITYWIDE FRAMEWORK TO PROMOTE EQUITY, DIVERSITY, AND INCLUSION ACROSS ALL SECTORS.

AND SO, WITH THAT BEING SAID, UM, IN OUR SHORT PERIOD OF TIME, WE WILL ZONE IN ON THE RACIAL EQUITY PLAN.

THE RACIAL EQUITY PLAN IS A STRATEGIC FRAMEWORK THAT SUPPORTS THE CITY IN NOT ONLY UNDERSTANDING THE DISPARITIES THAT WE SEE ACROSS, UH, THE CITY HERE IN DALLAS, BUT MOST IMPORTANTLY TO ADDRESS THOSE DISPARITIES.

IT WAS CO-DEVELOPED IN COLLABORATION WITH COMMUNITIES AND REALLY GUIDES EVERY SINGLE ONE OF OUR CITY DEPARTMENTS, UH, AS A ENHANCEMENT TO THEIR CURRENT POLICIES AND PLANS INITIATIVES SET BY MEASURABLE GOALS THAT ADDRESS RACIAL, ETHNIC AND SOCIOECONOMIC EQUITY.

SO WE WOULD SAY THE OVERALL PURPOSE OF THE PLAN IS TO PROVIDE CITY LEADERS WITH ACTIONABLE LEVERS, RIGHT? SHORT TERM AND MIDTERM GOALS TO ADDRESS THE DISPARITIES THAT WE SEE IN THE CITY.

THE PLAN WAS DEVELOPED IN, IN, UH, COLLABORATION WITH THE COMMUNITY, AND THIS SLIDE REALLY HIGHLIGHTS, UH, THE INCLUSIVE, INTENTIONAL, AND IMPACTFUL APPROACH, UH, THAT WE TOOK AS WE WERE DEVELOPING THE PLAN.

AND FROM THE COMMUNITY OUTREACH, WE HEARD THREE PARTICULAR THEMES.

ONE WAS AROUND, UH, COMMUNITY MEMBERS WHO EXPERIENCED THE GREATEST NEED, SHARING THEIR

DESIRE TO BE ABLE TO PARTICIPATE, UH, AND CONTRIBUTE TOWARDS THE CITY'S SHARED PROSPERITY.

THE SECOND WAS AROUND ACCOUNTABILITY AND LEADERSHIP, NOT ONLY FOR THE PLAN, BUT MOST IMPORTANTLY THE DECISIONS THAT THE CITY MAKES.

AND THEN FINALLY, UH, FINALLY, EXCUSE ME, THE THIRD KEY THEME WAS AROUND CONNECTED COMMUNITIES AND AFFORDABLE AND QUALITY HOUSING.

AND SO ONE OF THE THINGS THAT, THAT WE CONSISTENTLY HIGHLIGHT IS EQUITY IS BOTH A PROCESS AND AN OUTCOME.

ON THIS SLIDE, YOU WILL SEE THAT AT THE BOTTOM OF THE MOUNTAIN, THE ADOPTION OF THE RACIAL EQUITY PLAN WAS THE STARTING POINT TO ADDRESSING THE DISPARITIES THAT WE SEE HERE IN THE CITY OF DALLAS.

AND AT THE TOP OF THAT, UM, MOUNTAIN IS REALLY DALLAS BEING THE MOST EQUITABLE CITY IN THE COUNTRY.

AND SO THIS REQUIRES US TO BE INTENTIONAL ON TWO FRONTS.

ONE IS THE DEPARTMENT PROGRESS MEASURES, AND THAT IS ACROSS, AGAIN, ALL 42 DEPARTMENTS WHERE THEY'VE IDENTIFIED SPECIFIC SHORT AND MIDTERM GOALS THAT THEY ARE WORKING TOWARDS TO ADDRESS THE DISPARITIES THAT WE SEE IN THE CITY.

FROM THERE, YOU SEE THE ACTION TARGETS, AND THAT'S MOVING UP THOSE THAT MOUNTAIN TO MID TO LONGER TERM ACTIONS.

AND THEN FINALLY, IN ALIGNMENT WITH COMMUNITY INPUT ARE OUR FIVE BIG AUDACIOUS GOALS, HOUSING, INFRASTRUCTURE, ECONOMIC WORKFORCE, AND COMMUNITY DEVELOPMENT, ENVIRONMENTAL JUSTICE, AND PUBLIC SAFETY AND WELLNESS.

IDENTIFYING POTENTIAL PROJECTS FOR THE 2024 BOND PROGRAM, REALLY PROVIDING A SECOND SET OF EYES AS THE CITY MANAGER AND THE CITY COUNCIL DEVELOPED THE BOND PROGRAM AND RECOMMENDING WITH THE CITY MANAGER A PROPOSED BOND PROGRAM TO THE CITY COUNCIL IN DECEMBER, 2023.

FURTHER, THE AD HOC COMMUNITY BOND TASK FORCE AND ITS SUBCOMMITTEE MEMBERS ARE NOT CONSIDERED CITY OFFICIALS AND ARE NOT, THEREFORE, SUBJECT TO THE CODE OF ETHICS AND THE DALLAS CITY CODE CHAPTER 12 A OR THE CONFLICT OF INTEREST RULES IN THE TEXAS LOCAL GOVERNMENT CODE CHAPTER 1 71.

BUT THE CODE OF ETHICS IS AN EXCELLENT GUIDE FOR THE MEMBERS.

SO BOND FUNDS, THEY PROVIDE THE CITY WITH ADDITIONAL REVENUE STREAM TO TAKE LARGER PROJECTS THAT WOULD IMPACT OUR, OUR MAINTENANCE, OUR REGULAR MAINTENANCE AND OPERATIONS OF THE CITY.

IT ALLOWS US TO FULFILL MASTER PLANS AND UNPREDICTABLE AND TI UH, CONSISTENT TIMEFRAME AND ALLOWS FOR MAJOR MAINTENANCE OF ITEMS WITHOUT IMPACTING OUR GENERAL OBLIGATION BUDGETS.

THE BOND PROGRAM IS FUNDED THROUGH VOTER ISSUED DEBT.

GENERAL OBLIGATION BONDS ARE SOLD AND, AND PAID BACK, UH, WITH CITY TAXES OVER 20 YEAR PERIOD PROJECTS SELECTED.

AND WHAT YOU'LL BE LOOKING AT ARE PROJECTS THAT ARE, UH, LARGE ENOUGH TO WARRANT THESE GENERAL OBLIGATION BONDS AND HAVE A SERVICE LIFE OF AROUND 20 OR AT LEAST 20 YEARS.

CAPACITY OF THE BOND IS LIMITED TO WHAT THE CITY CAN BORROW WITHOUT INCREASING THE TAXES TO OUR RESIDENTS.

SO THIS IS OUR NE THIS IS, THIS IS OUR NEEDS INVENTORY.

AND IT'S IMPORTANT TO REMEMBER THAT THE NEEDS INVENTORY IS A SNAPSHOT IN TIME.

CITYWIDE PROJECTS ARE PROJECTS THAT ARE, UM, TYPICALLY LARGER THAN, UM, THEY'RE LARGER PROJECTS THAT THE RESIDENTS FROM ACROSS THE CITY CAN UTILIZE, SUCH AS OUR CENTRAL LIBRARY, OUR LARGE SCALE STORM DRAINAGE SYSTEMS, ARTERIAL ROADWAYS, COUNCIL SPECIFIC PROJECTS, OR SMALLER ONES LIKE YOUR LOCAL LIBRARY OR LIKE LOCAL FIRE, UH, POLICE STATION.

I THINK THE ADVENT AND INDUCEMENT, QUITE HONESTLY, OF USING A SUBCOMMITTEE AND A COMMITTEE FRAMEWORK LIKE THIS IS BECAUSE IF IN FACT WE ARE, I GUESS PAYING ATTENTION TO WHAT THE WORK THAT HAS BEEN PRODUCED BY THESE GROUPS HAS BEEN, AND THE RECOMMENDATIONS, THEN I THINK WE'VE GOT BUILT IN 150 PLUS OR MINUS AMBASSADORS TO GO OUT AND GO BACK TO THE COMMUNITY AND RELAY TO THEM THAT THIS WAS A COMMUNITY-BASED DISCUSSION.

AND OR EVEN WHEN THERE ARE CHANGES, YOU'VE HEARD THE DISCUSSIONS AROUND AND WITHIN THE DISTRICTS AROUND ISSUES AND PRIORITIES THAT YOU CAN ALSO SUPPORT OTHER AREAS IN THE BOND PROGRAM, EVEN IF YOURS IS NOT ONE THAT BENEFITS.

SO I THINK THAT IS THE BEAUTY AND THE NATURE OF BRINGING PEOPLE TOGETHER FROM ACROSS THE CITY TO REALLY DEAL WITH AND STRUGGLE THE CHALLENGES.
