THIS IS WHERE WE LIST THE PROJECTS THAT NEEDS, OR LOCATIONS THAT NEEDS TO BE IMPROVED.
HOWEVER THEY'RE UNFUNDED, THERE IS NO MONEY TO DO THOSE PROJECTS.
AND WHEN WE HAVE A BOND PROGRAM, THIS IS WHERE WE GO TO FIND CANDIDATES FOR THE NEXT BOND PROGRAM.
TECHNICAL CRITERIA IS THAT THE CRITERIA THAT WE USE TO RANK OUR PROJECTS, AND AGAIN, WE'LL BE TALKING MORE ABOUT THIS IN THE UPCOMING MEETINGS WITH THE SUBCOMMITTEES PAYMENT.

RESURFACING, RESURFACING IS USED AS A REHABILITATION FOR, UH, TREATMENT FOR OUR STREETS.
AND USUALLY, UH, THIS TREATMENT INCLUDES, UH, PAYMENT MILL AND ALSO ADDING ASPHALT AS PART OF THE TREATMENT.
AND THIS DOES NOT INCLUDE ANY ENGINEERING PLANS.
THE NEXT ONE IS RECONSTRUCTION.
ON THE RECONSTRUCTION PROJECTS, WE DO REQUIRE ENGINEERING PLANS, AND THIS IS A LITTLE BIT MORE INVOLVED SINCE, UH, INCLUDES, UH, REINFORCED CONCRETE, ALSO UPGRADING THE UNDERGROUND UTILITIES, IMPROVED STREETS, THESE ARE STREETS THAT ARE CONTAINED CONCRETE AND, UH, FOLLOW CITY STANDARDS.
USUALLY THESE TYPE OF PROJECTS DO HAVE, UH, SIDEWALKS, DRAINAGE SYSTEM AND SO ON.
AND IMPROVED STREETS, IT'S ACTUALLY THE OPPOSITE, WHICH IS EX IT'S, UH, EXISTING STREETS THAT DO NOT HAVE CONCRETE CURB, GUTTER SIDEWALKS, IMPROVED ALLEYS.
THESE ARE ALLEYS THAT ARE, ARE MADE OF CONCRETE OR ASPHALT AND IMPROVED ALLEYS.
IT'S ALLEYS THAT DO NOT HAVE CONCRETE, JUST DIRT OR GRAVEL LOCAL STREETS.
THERE ARE STREETS THAT PRIMARY USE TO GET ACCESS TO PROPERTIES OR RESIDENTIAL STREETS.
THIRD FAIRS ARE STREETS THAT ACCUMULATE TRAFFIC FROM COLLECTORS AND RESIDENTIAL STREETS FOR DISTRIBUTION.
AND COMPLETE STREETS ARE THE STREETS THAT PROVIDE DIFFERENT ELEMENTS TO HELP OR TO ACCOMMODATE MOTORISTS, PEDESTRIANS, BICYCLISTS, TRANSIT RIDERS, AND OF ALL AGES AND LABOR AND ABILITIES.
SO PUBLIC WORKS IS ONE OF THE BIGGEST DEPARTMENTS WITHIN THE CITY OF DALLAS.

UM, WE HAVE ABOUT 12,000 MAIN LANE MILES OF STREETS THAT WE MAINTAIN, UH, THAT WE CONSIDER AS OUR NETWORK OF STREETS.

WE DO REPAIR AND MODIFICATIONS TO.
SO FOR, FOR PUBLIC WORKS, WE LOOK AT THE LIFECYCLE OF ASSETS.
SO THESE, WHEN WE LOOK AT, UM, UH, THE LIFECYCLE, WE TYPICALLY THINK OF THE LIFECYCLE TO FOLLOW A MODEL.

HOWEVER, THERE IS A, UH, UH, UH, CONTRACTING CAPACITY, UH, SO THAT, UH, IN AROUND THE AREA, AS A MATTER OF FACT, NOT ENOUGH.
UM, EVERYBODY'S BUSY AND WE HAVE BEEN AVERAGING AT MOST, UH, ABOUT, UH, 40 SIGNALS, 42, 45 SIGNALS PER YEAR, AND NOTHING MORE.
UM, UNFORTUNATELY, THIS IS WHERE WE ARE TODAY.
UH, WE ARE CONSTRAINED BY, UM, UH, CONTRACTING CAPACITY, AND WE ARE, UH, AND WE HAVE SEEN THE PRICES GO, GO UP BY ALMOST 35 TO 40%.
UH, SO A TRAFFIC SIG SIGNAL RIGHT NOW, IN AVERAGE, UH, IS AVERAGING ABOUT $500,000 PER TRAFFIC SIGNALS.
IT WENT UP FROM 350 JUST A COUPLE OF YEARS AGO TO NOW SITTING AT 500.
AND THE 500 DOES NOT INCLUDE ANY DESIGN, UH, FEE THAT WE HAVE TO PAY.
SO, UH, THIS IS JUST THE CONSTRUCTION.
SO THIS IS AN EXAMPLE OF A SIGNAL THAT HAS BEEN BUILT BEFORE, UH,

THE NEW, UH, SIGNALS, AS YOU WILL SEE, IT HAS MINIMUM OF TWO SIGNAL HEADS, UM, ON THE SIGNAL.
AND WHAT WE HAVE DONE FOR, UH, TO IMPROVE SAFETY.
WE'RE CHANGING THE COLORS TO THE BLACK WITH THE, UH, YELLOW REFLECTIVE PLATE BACKPLATE, SO THAT AT NIGHT PEOPLE CAN SEE IT AND BE ALERT.
AND THIS HELPED US, ESPECIALLY IN AREAS WHERE WE'VE HAD, AND WE'VE SEEN, UM, UH, HIGHER RATE OF, UH, UH, INCIDENTS, UM, ALONG THOSE ROADWAYS.
AND, UM, ALSO PART OF THE RECONSTRUCTION, UH, OF THESE SIGNALS, WE'RE ENSURING THAT ALL THE RAMPS FOR OUR, I MEAN ALL THESE RAMPS AROUND THE, UH, UH, SIGNAL ARE ADA COMPLIANT, UH, BECAUSE A LOT OF 'EM ARE NOT, UH, UH, ESPECIALLY ON THE OLDER ONES, AND THEY ARE OUT OF SPECIFICATIONS.

WERE ALSO ADDING THE LIGHTING AS PART OF THE, UH, TRAFFIC SIGNAL TO ELIMINATE THE INTERSECTION.
UM, THE NEW SIGNAL, THIS IS A PICTURE THAT SHOWS THE NEW SIGNAL VERSUS THE OLD ONE.
THE, UH, THE NEW SIGNAL AS YOU CAN SEE IS, UM, HAS THE LONG, UH, MASKED ARM AND ALL THE LEFT TURN LANE MOVEMENT, UH, SIGNAL, AS WELL AS THE, UH, SIGNAL HEADS ARE ALL ON THE MASKED ARM AND NOTHING IN THE MEDIAN, AND THUS REDUCING THE POTENTIAL FOR, UH, IMPACTS AND ACCIDENTS, UH, IN THE MEDIAN.

UM, THE OTHER THING, LIKE I MENTIONED, IS WE HANDLE THE THOROUGHFARE PLAN, THE BIKE PLAN, UH, VISION ZERO, UH, THE STRATEGIC MOBILITY PLAN, THE COMPLETE STREET DESIGN, UH, UH, AND THE CORRIDOR, UH, PLAN STUDY.
NOW, SOME OF THESE PROJECTS THAT WE HANDLE, UH, ON THE, UH, UPFRONT IF YOU WILL, UH, ARE PROJECTS THAT MAY END UP, UH, BEING IN PUBLIC WORKS LATER ON, UH, INCORPORATED AS PART OF A LARGER, UH, PROJECT.
BUT WE GENERALLY START THE, UH, UH, THE, UH, WE INITIATE THE PROJECT, UM, THROUGH THE PLANNING PROCESS THAT WE HAVE, UM, ON THE INTER-AGENCY PROJECTS.
UH, THERE ARE, WE HAVE A LOT OF PROJECTS THAT ARE FUNDED BY, LIKE I SAID, PARTNERING AGENCIES, UH, SUCH AS THE NORTH CENTRAL COUNCIL OF GOVERNMENTS.
UH, AND WHEN YOU GET FEDERAL FUNDING ON ANY GIVEN PROJECT, GENERALLY THE REQUIREMENT IS, UH, 20%, UH, UH, FROM THE LOCAL MATCH.
SO WHAT WE HAVE INTRODUCED IN, UH, FOR CONSIDERATION IN THIS BOND IS TO HAVE A CATEGORY FOR THAT SO THAT WE CAN HAVE THOSE FUNDS AVAILABLE SO WE CAN LEVERAGE THESE DOLLARS AS MR. UH, ARUN MENTIONED EARLIER IN HIS OPENING STATEMENTS IS HOPEFULLY WE CAN TAKE, UM, YOU KNOW, A DOLLAR AND TURN IT INTO A $3, UM, UH, RETURN ON INVESTMENTS.
UH, IF WE ARE DEALING WITH A PROJECT THAT IS FUNDED BY THE, UH, UH, COUNTY, DALLAS COUNTY HERE THROUGH THE, UH, WHAT WE CALL THE MAJOR CAPITAL IMPROVEMENT PROGRAM, THEN WE, UM, UH, THEIR EXPECTATION IS ABOUT 50% MATCH.

ONE IS THE QUIET ZONES, WHICH IS IN SOME COMMUNITIES WHERE, UH, THERE ARE TRAINS THAT GO BY, UH, WE CAN, UH, ACTUALLY MAKE SOME IMPROVEMENTS AND HAVE THE OPPORTUNITY TO WORK WITH FEDERAL RAILROAD ADMINISTRATION TO APPLY FOR WHAT WE CALL THE QUIETED ZONE.
QUIETED ZONE DOES NOT NECESSARILY COMPLETELY ELIMINATE THE, UH, SOUND, UH, THE, THE HORNS, UH, OF THE TRAINS, BUT IT MITIGATES THEM AND, UH, MAKES THE, UH, UH, CROSSWALKS, UH, EASIER TO KIND OF BE, UH, CLOSER TO IT.
