[Dallas Area Partnership Meeting]
THE DALLAS AREA PARTNERSHIP TO END AND PREVENT HOMELESSNESS LOCAL GOVERNMENT CORPORATION ON THIS THURSDAY MORNING, MARCH 2ND, 2023.SO WE'RE HEADING INTO AFTERNOON.
JUST WANNA MAKE SURE THAT WHO WE THINK IS HERE IS HERE.
UM, AND, UH, COUNCIL MEMBER THOMAS IS HERE.
AND THAT'S PI GEESE, LIKE PIG AND GEESE PUT TOGETHER.
DID YOU NOT HEAR ME? DON'T WORRY ABOUT IT.
AND, UH, THIS IS THE, UH, THE HOMELESS PARTNERSHIP MEETING AND NOT THE SCHOOL BOARD MEETING.
UM, THERE IS A QUORUM HERE TODAY AND ALL LEGAL NOTICES HAVE BEEN POSTED AND THE MEETING HAS BEEN DULY CALLED.
UM, IS THERE, HAS ANYONE SIGNED UP FOR PUBLIC COMMENT? AND IT SAYS HERE THAT YOU HAVE TWO MINUTES.
MR. CHICK RILEY IS SIGNED UP FOR PUBLIC COMMENT.
WHERE IS YOU? MICROPHONE? UH, WELL, YOU CAN GO IN, YOU CAN STAY WHERE YOU ARE AND BE PERFECTLY HONEST.
SOUNDS LIKE THEY CAN, READY? YES.
ROBERT C CHIARELLI? UM, I ONLY GOT TWO MINUTES.
UH, DALLAS CITY HOMELESS COMMISSION.
UH, I WAS MUTED ONCE AND CUT OFF ANOTHER TIME WHEN I SPOKE ABOUT THE POSSIBLE CORRUPTION AND VIOLATION BETWEEN THE CHAIRMAN AND ONE OF THE CITY COUNCIL MEMBERS.
UM, I'VE SPOKEN TO THE CITY COUNCIL ABOUT IT AND I'VE HAD NO RESPONSE FROM EITHER.
AND, UH, I REALLY FEEL LIKE ALL THESE MEETINGS ARE, ARE NOT, FOR NOT GETTING ANYTHING DONE.
AND JUST VERY QUICKLY, IT, I, I CAN'T GET INTO IT, BUT, UH, IT'S BOTHERING ME.
IT WAS YELLED AT BY DAVID KING AND THE CITY COUNCIL MEMBER ABOUT, UH, HOMELESS IN SOUTH DALLAS.
AND SAME INFORMATION WITH, COMPARED TO, UH, CAROLYN DAVIS AND DWAYNE CARAWAY.
I REALLY BELIEVE THERE WAS CORRUPTION GOING ON AND, UH, I WISH PEOPLE WOULD COME UP AND SAY SOMETHING ABOUT IT.
SAME IN FRONT OF THE CITY COUNCIL MEMBERS AND, AND, UH, HOMELESS COMMISSION.
SO YOU, I HOPE YOU BELIEVE ME.
I'LL GET TO KNOW I'M GETTING INTO SOMETHING ELSE.
UH, THE TASK FORCE BY ERIC JOHNSON.
WE HAD 31 PEOPLE BEFORE SEVERAL YEARS AGO, AND 30 OUT OF 31 TOLD ME IT WAS A WASTE OF TIME.
IT WAS WHEN MAYOR RONALD SAID, UH, UM, THE TASK FORCE OF 31 PEOPLE.
AND WHEN I WAS THERE, EVERYONE DID NOT GET ALONG AT ALL.
TOO MANY PEOPLE, TOO MANY CHIEFS.
AND THE PEOPLE THAT SPOKE OUT WERE THE ACTUAL MEMBERS OF THE TASK FORCE AND TOLD ME IT WAS A WASTE OF TIME.
THAT'S ALL I CAN SAY ABOUT THAT.
WE GOT ERIC JOHNSON PUTTING HIS 2 CENTS IN AND, UM, THAT'S SOMETHING I REALLY DON'T UNDERSTAND.
FIRST 2017, 1% OF THE 2% OF THE BOND MONEY WENT TO THE HOMELESS.
TWO YEARS AGO, THE BOND MONEY, 1% WENT TO THE HOMELESS.
SO HOW'S EVERY MONEY? GET YOUR THING DONE.
YOU KNOW, THAT TELLS ME MONEY TALKS.
POLITICIANS DO NOT LIKE HOMELESSNESS AT ALL.
I'VE DONE THIS FOR YEARS AND YEARS AND YEARS.
I'VE BEEN IN NEWSPAPERS AND TV ABOUT THIS.
AND NOW I'M JUST TROUBLED BY THE HOMELESS COMMISSION.
[00:05:01]
POSSIBLE CORRUPTION.I HOPE I DID HOPE I STARVED IT OFF, BUT THEY WERE YELLING AT ME.
THANK YOU, MR. JET, ARE THERE ANY OTHER SPEAKERS AT THIS TIME? YES, SIR.
HI, MY NAME IS SERRANO KEITH VALIO.
I JUST WANTED TO COME AND INTRODUCE MYSELF TO YOU GUYS.
I DID NOT KNOW THIS BOARD EXISTS TILL YESTERDAY.
UM, I'M A CANDIDATE FOR DALLAS, UH, DISTRICT 10.
SO WE DO HAVE HOMELESSNESS AS A CRISIS UP THERE, AND IT'S DIRECTLY NOW RELATING TO, UH, AFFORDABLE HOUSING THAT THEY SEEM TO WANT TO DUMP IN DISTRICT 10 TO SOLVE THIS PROBLEM.
I DIDN'T KNOW THERE WAS 150 BOARDING HOMES.
THIS IS NEW TO ME WITH ONLY THREE CASE WORKERS.
IF THAT'S TRUE, THAT'S A PROBLEM.
UM, SO I JUST WANTED TO MAKE SURE THAT YOU GUYS KNOW, I'M, I'M HERE, I'M LISTENING, AND IF ELECTED, I WANNA MAKE SURE I GET INVOLVED IN THIS, UM, BECAUSE IT IS A CRISIS AND I DON'T WANT IT AFFECTING DISTRICT 10 OR ANY PART OF DALLAS AS A WHOLE.
CAN YOU STATE YOUR NAME AGAIN? SERRANO.
S I W R A N O, KEITH, K E I T H, VALIO, B AS IN BOY, A L D E O DISTRICT.
I ASSUME EVERYONE HAS HAD A CHANCE TO, UH, REVIEW THE MINUTES FROM THE FEBRUARY 16TH MEETING.
WE JUST GOT 'EM THIS MORNING,
UM, CAN YOU SPEAK UP? YES, PLEASE.
OH, YOU'RE HAVING A HARD TIME HEARING ME.
UM, IF WE CAN DEFER THAT TO THE END OF THE MEETING SO THE PEOPLE HAVE A CHANCE TO READ DURING THE MEETING.
WE'RE WE'RE HAVING A LITTLE BIT OF AN AV ISSUE.
CAN YOU SPEAK UP? YOU MIGHT LOSE QUORUM CUZ CELESTE HAS TO LEAVE AT 1230.
WHAT DID SHE SAY? SHE, CAN YOU GUYS HEAR ME? HEAR YOU? SOMEONE WHO'S IN THE MEETING HAS THEIR MIC UNMUTED.
THERE'S SOMETHING, YOU WERE THE ONE WHO WAS TALKING, RIGHT? I WAS SAYING SOMETHING.
I THINK YOU GUYS HAVE ALL THE MIC AND IF WE'RE, WE'RE STILL LOOKING AT THE MINUTES.
THEY'RE, THEY'RE RATHER BRIEF.
UM, AND, UH, QUICK REVIEW IS I, UH, WOULD MOVE TO APPROVE THESE MINUTES IF THAT'S ON THE TABLE.
[00:10:01]
IS THERE A SECOND? I'LL SECOND.CAN THEY HEAR ME? I SHOULD HEAR THEY CAN HEAR YOU, BUT WE CAN'T HEAR THEM OR CAN WE? I'M SO SORRY.
IS THERE A SECOND TO APPROVE THE, THE MINUTES FROM THE FEBRUARY 16TH.
AND THERE WERE, THERE WAS, THERE WERE NONE IN OPPOSITION.
SO THEY WILL STAND AS PRESENTED.
UH, ITEM NUMBER FOUR IS THE DALLAS REAL TIME.
A RAPID REHOUSING DASHBOARD WAS PULLED FOR THE NEXT MEETING.
UM, SO WE LOOK FORWARD TO HEARING, UM, THE WONDROUS THINGS THAT THEY ARE DOING NEXT MONTH.
NUMBER FIVE, UM, DISCUSSION WITH POSSIBLE ACTION REVISION OF THE ARTICLES OF INCORPORATION.
THERE ARE A NUMBER OF THINGS THAT WE TALKED ABOUT LAST MONTH THAT WOULD SEEM TO BE, UM, RELEVANT TODAY.
UM, ONE OF 'EM IS TO ADD THE DEFINITION OF HOMELESSNESS SO THAT WE ALL CAN AGREE ON WHAT WE'RE TALKING ABOUT.
WHAT I THINK I WOULD LIKE TO DO, AND IS OBVIOUSLY WITH, WITH, UM, WITH YOUR AFFIRMATION OF LET'S SAY IF, IF, UM, A COUPLE OF PEOPLE COULD TAKE ON THE DEFINITION OF HOMELESSNESS.
UM, THERE IS ANOTHER ITEM FOR REVIEW OF ARTICLES OF INCORPORATION BECAUSE I THINK THAT OUTSIDE COUNCIL, IS THAT SOMETHING THAT WOULD BE INCLUDED IN THE ARTICLES OF INCORPORATION? WOULD IT BE A CHANGE THERE? WE DON'T HAVE OUR FRIENDLY ATTORNEYS HERE.
WELL, BUT THIS IS EXACTLY THE CASE.
HUH? COMMISSIONER DANIEL? YES.
CAN YOU HEAR ME? UH, CAN THE BOARD HEAR ME? THIS IS TINA PATEL, DALLAS COUNTY CIVIL DIVISION.
AND YOU ASKED WHETHER THE ARTICLES OF INCORPORATION NEED TO BE AMENDED TO ADDRESS WHETHER OR NOT OUTSIDE COUNSEL CAN BE RETAINED.
I MEAN, IT SEEMS LIKE THAT'S THAT'S THE, THE, THE APPROPRIATE PLACE FOR THAT TO BE LOCATED, RIGHT? YES.
WE CAN ADDRESS THAT, UM, TO THE EXTENT IT'S REQUIRED, MY UNDERSTANDING, AND I DON'T HAVE THE ARTICLES RIGHT IN FRONT OF ME, BUT I BELIEVE THEY ALREADY ALLOW THE BOARD TO RETAIN OUTSIDE COUNCIL.
SO IT'S, IT'S JUST US DECIDING.
AND I THINK THAT THERE WAS, UM, I THINK, UH, COUNCIL MEMBER, UM, UH, THOMAS WAS GOING TO, UH, LOOK INTO THAT, IF I REMEMBER CORRECTLY.
AND I NEGLECTED TO, UM, UH, MENTION THAT, UH, ASHLEY MARSHALL FROM DALLAS I S D IN THE HOMELESS EDUCATION PROGRAM IS ON THE LINE WITH ME AND AT, AT THE LA AT THE LAST, UH, WITH ALL OF US, ACTUALLY AT THE LAST MEETING.
UM, I BELIEVE I, I HAD RAISED THAT QUESTION AND YOU, UH, ASKED ME TO COME BACK TO YOU, UH, WITH, UH, A PROPOSED DEFINITION OF HOMELESSNESS.
OR AT LEAST SOME INPUT ON THAT.
AND, UM, WE'LL PROVIDE THAT AT THE, AT THE NEXT MEETING.
UM, I, I THINK, UM, WE, WE ALL WANT TO, AS YOU SAID, GET ON THE SAME PAGE AS TO, UH, EXACTLY WHAT HOMELESSNESS MEANS, WHETHER IT MEANS UN UNSHELTERED OR WHETHER IT MEANS, UH, SOMETHING ALONG THE LINES OF NOT HAVING A REGULAR PLACE TO LIVE.
UM, SO, UM, WE CAN, UH, GET BACK TO YOU ON THAT AND CERTAINLY WOULD BE WILLING TO WORK WITH ANYONE WHO, UH, WANTS TO PARTICIPATE OR WHO, UM, YOU WANT US TO WORK WITH.
THAT IF I COULD SUGGEST WORKING CLOSELY WITH, UM, HOUSING FORWARD, FORMERLY M D HHA, UM, TO MAKE SURE WE HAVE, UH, DEFINITION OF HOUSING, UM, HOMELESSNESS THAT IS IN LINE WITH LIKE FEDERAL GRANTS AS WELL, STATE GRANTS, THAT TYPE OF THING.
I THINK THAT THAT WOULD PROBABLY SERVE US WELL AS WE MOVE FORWARD.
SO THAT WE'RE ALL ON THE SAME PAGE.
UM, AND TO THE EXTENT YOU, YOU HAVE THE, UH, CONTACT
[00:15:01]
INFORMATION OF THE APPROPRIATE PERSON, UM, IF, IF YOU COULD JUST DROP THAT IN THE CHAT, THAT WOULD BE GREAT.I THINK, ACTUALLY ASHLEY, DO YOU HAVE JOLIE'S CONTACT EASILY? I'M SURE I HAVEN'T, BUT I'M GONNA HAVE TO SEARCH
WE'RE WE'RE STILL ON THE LINE.
SO I THINK THE QUESTION WAS, DO WE HAVE JO I STILL HAVE HIS VIDEO PERMISSION.
THEY JUST, WE CAN'T SEE THEM ON.
SO I'M GONNA LOOK THIS WAY NOW.
YEAH, WE DO HAVE JOLIE'S, UH, CONTACT INFORMATION.
WE DO HAVE, UM, THE DALLAS COUNTY HAS THE, UH, HOMELESS ALLIANCE AND THAT WOULD BE, UM, UM, I DON'T, IN FACT, I DON'T THINK I KNOW THE CHAIR OF THAT RIGHT NOW.
WELL, WE DO HAVE, WE, WE'LL GET THAT.
AND THEN THE CITY OF DALLAS HAS THE HOUSING DEPARTMENT HAS THE HOMELESS SOLUTIONS AND THEN THE NEW TASK FORCE.
I THINK THOSE ARE ALL FAIRLY EASY.
SO, UH, THANK YOU DAN AND CAROL FOR, FOR, UH, OF HEADING THAT UP.
AND IF WE CAN DO, WE CAN HIRE THE OUTSIDE COUNCIL, UM, ACCORDING TO OUR BYLAWS.
AND THEN I THEN IS IT JUST SELECTING THAT THROUGH THAT OUTSIDE COUNCIL WOULD BE, UH, UH, COUNCIL MEMBER THOMAS? YES.
UH, REGARDING, UM, AT, AT THE LAST MEETING YOU MOVED AND, UH, DAN MIK SECONDED, UH, HAVING OUTSIDE COUNSEL.
I GUESS THE NEXT STEP IS JUST IDENTIFYING WHO THAT, WHO THAT, UH, COUNCIL WOULD BE.
UH, I BELIEVE SOMEONE SAID THEY WERE GONNA SEND ME A POTENTIAL FIRM, AND THEN SECONDLY, I DIDN'T REALIZE TILL THE OTHER DAY.
AND SO, UM, I, YOU KNOW, I, I WAS GONNA WAIT TILL WE GOT TO ITEM SIX AND POTENTIALLY SEVEN.
BUT, UM, YOU KNOW, I, I THINK WE SHOULD PLAN FOR THE APRIL MEETING AND BE ABLE TO BRING SOME INFORMATION BACK BECAUSE LIKE I SAID, YOU KNOW, IT SEEMED LIKE WE JUST MET THE OTHER DAY,
AND, AND COUNCILMAN THAT WAS ME.
AND, UM, I'VE BEEN INVOLVED DOWN AT THE CAPITOL, SO I APOLOGIZE FOR NOT GETTING THAT OVER TO YOU, BUT I WILL DO.
SO THAT'LL BE ON THE NEXT, NEXT, UH, MONTH'S AGENDA THEN.
UM, THE NEXT ITEM WAS, UH, DISCUSSION POSSIBLE IN THE REVISION OF ARTICLES OF INCORPORATION.
UH, WE'VE ALREADY TALKED ABOUT THE DEFINITION.
WE'VE TALKED ABOUT, UM, UH, REPORTS.
UM, THIS KIND OF FOLDS INTO TWO IN THE, UH, REVISION OF THE ARTICLES OF INCORPORATION.
IS THAT SOMETHING THAT THE, THE COMMITTEE STRUCTURE,
[00:20:02]
BECAUSE I THINK IT'S BEEN OBSERVED THAT THE SYSTEM PERFORMANCE COMMITTEE IS REDUNDANT NOW WITH THE REPORTING OUT OF THE DALLAS REAL TIME RAPID REHOUSING.AND I DID NOT CHECK PERSONALLY TO SEE WHETHER OR NOT THAT'S, WHETHER OUR, OUR COMMITTEES IN THE, IN THE, IN THE BYLAWS, THE NO MA'AM.
THESE ARE, THESE ARE SUBCOMMITTEES AS ESTABLISHED BY CHAIR THOMAS IN 2018.
UM, AND I, PART OF THE PACKET IS WHAT THE DESCRIPTION OF THOSE COMMITTEES WERE AT THE TIME.
UM, SO THEY, THEY'RE UP TO YOU AND THE COMMITTEE TO REVISE IT WILL, WELL THEN, UH, WELL, NOTHING LIKE HAVING, NOT HAVING THE CHAIR OF THE COMMITTEE HERE AND HAVE HIS COMMITTEE OBLITERATED BE BE OBLITERATED
UM, EXCEPT THAT THE SYSTEM PERFORMANCE COMMITTEES MOST CERTAINLY DOES SEEM IN, IN, IN DUPLICATION.
SO I WOULD, UM, AND I CAN'T MOVE, BUT I WOULD SUGGEST THAT WE, UH, OR IT'S INACTIVE.
WELL, EXCEPT THAT THE CHANCES ARE DECENT THAT THE DALLAS REALTIME RAPID REHOUSING, UH, IS GOING TO BE WITH US FOR SOME TIME.
SO IT'S NOT AS IF IT'S A TEMPORARY, UH, DEVELOPMENT.
CAN YOU HEAR ME? THOUGHTS, OBSERVATIONS? DOES IT MAKE A DIFFERENCE? I WILL THINK THEY CAN HEAR IT.
COUNCIL MEMBER THOMAS IS, HAS A QUESTION.
UM, NOW THAT WE'RE ON ITEM SIX, I JUST RECEIVED THE OTHER DAY.
I DON'T KNOW HOW MANY BOARD MEMBERS, BUT I JUST RECEIVED MAYBE A DAY OR TWO AGO THE RESPONSIBILITIES.
AND I, YOU KNOW, I JUST DON'T THINK IT'S REALLY FAIR TO, ESPECIALLY THE NEW MEMBERS OF THE COM OF THE, UH, OF THE DEPTH FOR US TO, TO HAVE THIS DEPTH OF A CONVERSATION.
AND, YOU KNOW, I JUST RECEIVED IT THE OTHER DAY.
I DON'T KNOW HOW MANY PEOPLE MAY HAVE RECEIVED IT BEFORE THAT.
AND, UH, I JUST HAD A CHANCE TO TAKE A GLANCE AT IT BECAUSE I HAD PLANNED TO SUGGEST THAT WE BE PREPARED TO HAVE THIS DISCUSSION AT THE APRIL MEETING.
I THINK WE'LL HAVE A MUCH MORE, A MUCH FULLER DISCUSSION WHEN, WHEN, WHEN WE'VE ALL HAD TIME TO REALLY DIGEST WHAT THE COMMITTEES ARE AND THEIR RESPONSIBILITIES AS THEY'RE CURRENTLY, UH, LAID OUT.
I AGREE, ESPECIALLY WITH THE, WITH THE NEW MEMBERS AND NEW MEMBERS COMING ON, AND THAT IT SEEMS LIKE A VERY GOOD TIME TO REVIEW ALL THE COMMITTEES AND MAKE THOSE ASSIGNMENTS.
ANY OTHER DISCUSSION? THANK YOU VERY MUCH.
UM, MOVING TO, UH, EXISTING COMMITTEES AND COMMITTEE REPORTS, UH, INVESTMENT STRATEGY AND STRATEGIC PARTNERSHIPS, UM, I KNOW THAT BOTH THE CITY OF DALLAS AND DALLAS COUNTY HAVE BEEN VERY, VERY ACTIVE IN THE AREA OF, UH, FINDING PROPERTIES OF PUTTING TOGETHER THE PARTNERSHIPS NEEDED FOR AFFORDABLE AND WORKFORCE HOUSING PROJECTS AS WELL AS PERMANENT SUPPORTIVE HOUSING PROJECTS.
UM, AND MANY ARE, ARE APPROVED AND MOVING ALONG, UM, AS WELL AS IN THE, THE VARIOUS OTHER STAGES OF SOME WAITING FOR APPROVAL AND OTHERS STILL BE AN UNDERSTAFFED REVIEW, BUT MOST DEFINITELY, UH,
