UM, SO WE HAD OUR HOSTED OUR STATE OF HOMELESSNESS ADDRESS ON APRIL 13TH.

AND THE STATE OF HOMELESSNESS IS WHERE WE GIVE OUR ANNUAL REPORT OUT FOR HOMELESSNESS AT DALLAS AND COLLIN COUNTY.

KIND OF OUR RECAP OF THE YEAR, IT'S ALSO WHERE WE MAKE PUBLIC OUR, THE RESULTS OF OUR MOST RECENT POINT IN TIME COUNT, UH, THIS YEAR THAT WAS CONDUCTED ON JANUARY 26TH.

AND THE POINT IN TIME COUNT IS REALLY OUR MOST, THE, THE MEASURE THAT GIVES US THE TOTALITY OF HOMELESSNESS ON ANY GIVEN NIGHT IN DALLAS AND COLLIN COUNTY.

IT IS OUR ONLY COUNT OF UNSHELTERED INDIVIDUALS, UH, WHO ARE IN OUR SYSTEM.

SO IT'S AN IMPORTANT TOOL TO HELP US UNDERSTAND TRENDS IN OUR COMMUNITY AND HOW THE INVESTMENTS THAT WE'RE MAKING, HOW THOSE INVESTMENTS ARE PRODUCING RESULTS.

SO IT'S MEANT TO BE USED FOR TRENDS, BUT THERE ARE LOTS OF THINGS THAT WE DO THROUGHOUT THE YEAR TO ALSO TRACK THE MEASURE OF OUR SUCCESS.

AND IN OUR STATE OF HOMELESSNESS ADDRESS, WE REALLY TRY TO GIVE A FULLER PICTURE IN THE TOTALITY OF THE THINGS THAT WE TRACK THROUGHOUT THE YEAR THAT HELP US GIVE INDICATIONS OF HOW OUR SYSTEM IS PERFORMING.

SO JUST TO KIND OF TAKE US BACK TO A CENTER OF OUR COMMUNITY GOALS, UH, THE THREE THINGS THAT WE ARE ALWAYS FOCUSED ON ARE EFFECTIVELY ENDING VETERAN HOMELESSNESS, SIGNIFICANTLY REDUCING CHRONIC UNSHELTERED HOMELESSNESS AND SIGNIF SIGNIFICANTLY REDUCING FAMILY AND YOUTH HOMELESSNESS.

SO THOSE ARE SORT OF OUR NORTH STAR GOALS FOR OUR COMMUNITY.

AND ALL THE WORK THAT WE DO ALIGNS TO THOSE GOALS.

AND IF I'M JUST GONNA TAKE US BACK FOR A MOMENT TO WHERE WE WERE A YEAR AGO.

SO A YEAR AGO WHEN WE DID THIS REPORT OUT, WE SAW, UM, A SLIGHT DECREASE IN, IN OVERALL HOMELESSNESS, BUT WE SAW A SIGNIFICANT DE INCREASE IN CHRONIC HOMELESSNESS AND A 40% INCREASE LAST YEAR.

SO THAT GAVE US INDICATIONS THAT WE REALLY NEEDED TO TARGET RESOURCES TO THIS POPULATION.

AND ONE OF THE GENTLEMEN THAT WE ACTUALLY, HE SHARED A LITTLE BIT OF HIS STORY DURING THE STATE OF HOMELESSNESS, UH,

AND HE SHARED THAT HE LOST HIS HOUSING AND HIS IDENTIFICATION RIGHT BEFORE COVID HIT.

AND THEN WHEN COVID HIT, THERE WAS NO WAY FOR HIM TO GAIN NEW IDENTIFICATION OR REGAIN HOUSING OR GET SERVICES BECAUSE OF THE ORDERS TO STAY AT HOME.

SO, JUST BECAUSE HIS WAS ONE EXAMPLE OF MANY OF, UH, THAT WAS, UH, THE KIND OF A RESULT OF THE PANDEMIC BEING THAT CON OUR NEIGHBORS WHO EX BEGAN TO EXPERIENCE HOMELESSNESS CONTINUED TO LINGER FOR A LONGER PERIOD OF TIME.

SO WE KNEW WE NEEDED TO TARGET RESOURCES.

AND THANKS TO THE DALLAS REALTIME RAPID REHOUSING INVESTMENT, WE HAVE THOSE RESOURCES TO REHOUSE THOSE INDIVIDUALS.

SO WE BEGAN TO WORK, UH, CLOSELY WITH OBVIOUSLY THE CITY OF DALLAS AND THOSE FOLKS TO, UH, INCREASE IN CAM DECOMMISSIONING EFFORTS AND REALLY TARGET THOSE RESOURCES TOWARD HOUSING THOSE NEIGHBORS WHO WERE CHRONIC AND UNSHELTERED.

AND, UH, IF YOU WANT TO GO TO THE NEXT SLIDE, UM, SO WHILE THIS YEAR WE DID, WE WERE ABLE TO APPRECIATE THAT WE HAD A SLIGHT REDUCTION IN OVERALL HOMELESSNESS, WHERE YOU REALLY SEE THE RESULT RESULTS OF THOSE INVESTMENTS.

ARE WE AT A 32% DECREASE IN CHRONIC HOMELESSNESS? SO THESE ARE OUR NEIGHBORS WHO'VE BEEN UNHOUSED FOR LONG PERIODS OF TIME, EITHER, UH, A YEAR OR MORE, OR, UH, OVER THE LAST THREE YEARS.

SEVERAL, UH, KIND OF CUMULATIVELY A YEAR OVER THE LAST THREE YEARS.

SO THESE ARE OUR NEIGHBORS WHO AT TIMES CAN BE, UH, DEEMED HARDER TO REHOUSE WHEN THEY, UH, HAVE BEEN UNHOUSED FOR LONG PERIODS OF TIME.

BUT, UH, OUR EFFORTS HAVE REALLY PAID OFF WITH THAT 32% DECREASE IN CHRONIC HOMELESSNESS.

WE ALSO SAW A DECREASE IN UNSHELTERED HOMELESSNESS, A 14% DECREASE, AND YOU GO TO THE NEXT SLIDE IF YOU'D LIKE.

UM, AND THAT WAS WHERE, AGAIN, THOSE TARGETED INVESTMENTS IN ENCAMPMENT DECOMMISSIONING HAVE PRODUCED RESULTS BY DECREASING THE NEIGHBORS THAT WE ARE SEEING EXPERIENCED UNSHELTERED HOMELESSNESS, AND SOME OF THE, UH, SO THOSE WERE A LOT OF THE SUCCESSES THAT WE SAW THROUGH OUR POINT IN TIME COUNT.

WE DID SEE SOME AREAS OF JUST OPPORTUNITY, AND THAT IS WITH SOME OF OUR SUBPOPULATION GROUPS, SO OUR YOUTH, OUR FAMILIES, OUR VETERANS.

WE DID SEE THOSE OVERALL NUMBERS INCREASE.

BUT WHEN YOU ACTUALLY, IF YOU GO TO THE NEXT SLIDE WHERE YOU SEE THE INCREASES ARE KIND OF IN THAT YELLOW AREA, MANY OF OUR, UH, ORGANIZATIONS WHO PROVIDE TRANSITIONAL SERVICES, UH, THEY, MANY OF THEM REDUCE THEIR SERVICES IN THEIR CAPACITY DURING COVID.

AND WE HAVE MANY OF THOSE PROVIDERS FULLY COME BACK ONLINE IN THIS LAST YEAR.

SO WHERE WE SAW THOSE INCREASES, WERE REALLY IN THAT TRANSITIONAL HOUSING SPACE.

AND SO FOR US AS A TOTAL SYSTEM, WE REALLY WANT TO ENCOURAGE OUR PROVIDERS THAT, UH, EVEN WHEN THEY'RE PROVIDING THOSE SUPPORT SERVICES, WE CAN DO THAT WITH SOMEONE IN A PERMANENT HOME SETTINGS.

WE WANT TO MAKE SURE THAT AS A SYSTEM, WE HAVE THE PERMANENT HOUSING RESOURCES TO GET NEIGHBORS INTO HOUSING AND END THEIR EXPERIENCE WITH HOMELESSNESS AS QUICKLY AS POSSIBLE SO THAT THEY DO NOT LINGER IN OUR SYSTEM.

WE CONTINUE THE NEXT SLIDE.

UH, WE CONTINUE TO REPORT ON RACE AND ETHNICITY.

UH, WE CONTINUE TO SEE BLACK HOUSEHOLDS OVERREPRESENTED IN OUR COMMUNITY.

UH, WE, UH, JUST TO GIVE YOU A BASELINE, IN DALLAS AND COLLIN COUNTY, BETWEEN THE TWO COUNTIES, THE GENERAL POPULATION IS 20% OF BLACK HOUSEHOLDS REPRESENT 20% OF THE GENERAL POPULATION IN DALLAS AND COLLIN COUNTY.

WHEREAS IN OUR UNHOUSED POPULATION, THAT NUMBER ROSE FROM 54% TO 59%.

AND, UH, AS WE ALL KNOW WHO WORK IN THIS INDUSTRY, UH, THAT IS NOT A RESULT OF THOSE INDIVIDUALS, UH, ACTIONS, BUT IT IS A RESULT OF A LOT OF SYSTEMS OF INJUSTICE THAT SORT OF FILTER INTO THE HOMELESS RESPONSE SYSTEM.

SO WE CONTINUE TO INTERROGATE HOW DO WE PROVIDE SERVICES, UH, EQUITABLY ACROSS OUR SYSTEM AND IN AREAS WHERE WE DO SEE ANY RACIAL DISPARITIES, HOW CAN WE CORRECT THOSE AS A SYSTEM AS QUICKLY AS POSSIBLE? AND THEN, UM, ONE OF THE AREAS, AGAIN, WE TRIED TO GIVE MORE, UH, KIND OF A WINDOW INTO WHAT WE TRACKED THROUGHOUT THE YEAR.

WE, WE GAVE A STATE OF OUR SYSTEM, AND THAT WAS REALLY WHERE WE TALKED ABOUT WHAT HAPPENS THROUGHOUT THE YEAR.

THAT GIVES US INDICATIONS AS TO HOW OUR SYSTEM'S PERFORMING.

AND, UH, BECAUSE OF ALL OF THE GOOD WORK THAT THE DALLAS REALTIME RAPID REHOUSING INITIATIVE HAS PRODUCED, OUR COMMUNITY IS NOW RECEIVING MORE AND INCREASED FUNDING.

SO NEW FUNDING SOURCES INCREASE TO EXISTING FUNDING SOURCES.

AND THAT WAS SORT OF A PREDICTION OF THIS INITIATIVE, WAS THAT IF THIS INITIATIVE DOES WHAT IT IS SUPPOSED TO DO, IT WILL SHOW THAT OUR COMMUNITY IS WORKING MORE EFFECTIVELY, MORE COLLABORATIVELY, AND THAT WE ARE GOOD STEWARDS OF THE RESOURCES THAT WE HAVE, AND WE WILL BEGIN TO INCREASE THOSE RESOURCES.

SO HOW MUCH WAS THAT? 1.25? 1.25, YES.

AND THEN WE ALSO HAD AN OPPORTUNITY FOR OUR COMMUNITY TO GO OUT FOR A NEW FUNDING SOURCE.

HUD IN THE FALL PUT OUT AN ADDITIONAL FUNDING OPPORTUNITY WITH A HUD UNSHELTERED NOTICE OF FUNDING OPPORTUNITY.

THAT FUNDING OPPORTUNITY WAS UNIQUE BECAUSE IT WAS AN ALL OR NOTHING FUNDING OPPORTUNITY.

OUR COMMUNITY COULD EITHER GET ALL 22.8 MILLION OR WE WOULD GET NONE OF IT.

AND WE HAD TO SHOW WITH THAT APPLICATION, WE REALLY HAD TO SHOW PARTNERSHIPS LOCALLY WITH OUR COUNTY, WITH OUR CITY, WITH OUR HOUSING AUTHORITIES, WITH OUR MENTAL HEALTH SPACES.

WE HAD TO SHOW THE COLLABORATION THAT'S ACTIVELY HAPPENING.

AND WE HAD TO SORT OF BRING THOSE RESOURCES TOGETHER WITHIN THAT APPLICATION TO HAVE A SUCCESSFUL, UH, SHOT AT THAT MONEY.

WE WERE ONE OF ONLY, UM, AND THE EXACT NUMBER, UH, I APOLOGIZE, I JUST LOOKED AT THIS YESTERDAY.

IT'S LIKE 20, IT WAS 20 SOMETHING COMMUNITIES OUT OF OVER 400 ACTUALLY GOT THAT UNCHECK OF THE AWARD.

AND WE WERE ONE OF THOSE, WE RECEIVED THE THIRD HIGHEST AWARD.

THE ONLY COMMUNITIES THAT, UH, GOT MORE MONEY THAN US WERE CHICAGO AND LA.

AND THEN, UH, WE WERE THIRD.

SO THAT MONEY IS TO BE USED OVER THE NEXT THREE YEARS.

WE ALSO GOT USED THIS WEEK WHEN A CALL ABOUT THOSE FUNDS THAT WE CAN ANTICIPATE THAT THOSE FUNDS TO OUR ANNUAL FUNDING AFTER THAT THREE YEARS.

SO WE CAN ANTICIPATE THAT THAT SEVEN OR SO MILLION OR SO EACH YEAR WILL BE ABLE TO REAPPLY FOR THAT EACH YEAR AFTER THIS KIND OF INITIAL UNSHELTERED FUNDING NOTICE ENDS.

SO THAT'S A GREAT INDICATION.

SO THAT IS ALL NEW PROGRAMMING IN PERMANENT SUPPORTIVE HOUSING AND DIVERSION THAT WILL BE DEPLOYED ACROSS ALLISON COLLIN COUNTY.

ANOTHER INDICATION RELATED TO FUNDING WAS WE GOT A 20% INCREASE IN OUR ANNUAL FUNDING.

AND IF YOU, UH, KNOW ANYTHING ABOUT HUD AND THEIR ANNUAL FUNDING, YOU MIGHT GET A, A SMALL BUMPY CHEER, BUT 20% IS REALLY UNPRECEDENTED.

SO THAT'S A GREAT INDICATION THAT, UH, THE FUNDS THAT WE ARE, THAT WE CURRENTLY HAVE, WE ARE BEING GOOD STEWARDS OF THOSE.

THEY ARE PRODUCING RESULTS AND HUD LIKES TO INVEST IN, UH, THINGS THAT ARE WORKING.

SO THAT'S GREAT INDICATIONS FOR US.

A COUPLE OTHER SYSTEM MEASURES ON THE NEXT SLIDE ARE, UH, WE LIKE TO SAY WE WANNA MAKE HOMELESSNESS RARE, BRIEF, AND NON-RECURRING.

WE'RE ALWAYS LOOKING TO REDUCE THE NUMBER OF PEOPLE EXPERIENCING HOMELESSNESS.

LAST YEAR WE INCREASED OUR HOUSING PLACEMENTS BY 18%, AND THAT IS MASSIVELY, AND THANKS TO THE DALLAS REALTIME INITIATIVE THAT GAVE US THE ADDITIONAL CAPACITY TO HOUSE MORE PEOPLE, WE WANNA MAKE HOMELESSNESS BRIEF.

SO WE WANT, UH, FOLKS TO EXPERIENCE HOMELESSNESS FOR THE SHORTEST PERIOD OF POSSIBLE.

RIGHT NOW, UH, LAST YEAR, WE'RE AVERAGING ABOUT 95 DAYS.

WE ARE HOPING WITH BRINGING ON DIVERSION AND OTHER RESOURCES, ADDITIONAL RAPID REHOUSING AND THOSE THINGS WITH THE NEW FUNDING THAT WE'LL BE ABLE TO CONTINUE TO REDUCE THAT AS WE CAN.

UM, ALSO WITH OUR LANDLORD ENGAGEMENT TEAM AND THOSE FOLKS THAT ARE ACTIVELY LOOKING TO FIND NEW UNITS TO HOUSE OUR NEIGHBORS, WE HOPE TO CONTINUE TO DRIVE THAT NUMBER DOWN NON-RECURRING.

WE WANNA MAKE SURE THAT WHEN WE DO REHOUSE FOLKS, THEY HAVE THE WRAPAROUND SERVICES THEY NEED TO MAINTAIN HOUSING.

AND 92% OF OUR NEIGHBORS DID NOT RETURN TO HOMELESSNESS.

NOW, WHAT'S SIGNIFICANT ABOUT THAT IS NATIONWIDE, THAT THAT PERCENTAGE IS ABOUT AN 87%.

SO WE ARE DOING BETTER IN OUR COMMUNITY THAN NATIONWIDE AT MAINTAINING THE HOUSING OF OUR NEIGHBORS.

SO THAT'S A GOOD INDICATION, AGAIN, OF THE SUCCESS OF THE PROGRAM TO GIVE NEIGHBORS THAT WRAPAROUND SERVICES A COUPLE OF AREAS.

WE WANTED TO JUST DIG INTO THAT.

UM, I HOPE YOU UNDERSTAND HOW WE MADE MORE PROGRESS IN THE AREAS THAT WE DID FROM THE POINT IN TIME COUNT.

AND THAT, AGAIN, SPEAKS TO OUR INCREASED PERCENTAGE OF NEIGHBORS MAINTAINING THEIR HOUSING.

SO IT'S 72 MILLION INITIATIVE AND WAREHOUSING COURT COMES IN, IS CONTINUUM OF CARES ARE HOW FEDERAL, UH, THE FEDERAL HU UH, DESIGNATES LOCAL ENTITIES.

SO THEY'RE FOCUSED ON WHAT ARE THE ISSUES THAT OUR FAMILIES ARE FACING IN HOMELESSNESS, HOW CAN WE HELP, UH, DECREASE FAMILY HOMELESSNESS? SO IT'S, UH, IT, IT JUST REQUIRES AN ADDITIONAL TEAM.

EVEN IF YOU HAVE A HOUSING VOUCHER, YOU STILL HAVE TO PAY CERTAIN FEES TO BE ABLE TO GET INTO AND SECURE AN APARTMENT.

SO OUR FLEX OF FUND HELPS TO PAY THOSE FEES SO THAT NEIGHBORS CAN IMMEDIATELY GET INTO HOUSING.

IT ALSO PROVIDES BASIC HOUSEHOLD FURNITURE, BASIC THINGS LIKE, YOU KNOW, SO A NEIGHBOR CAN COOK A MEAL ON A, ON THEIR STOVE, THEY CAN SIT DOWN ON A TABLE AND THEY HAVE A CHAIR THERE TO EAT A MEAL, SOMETHING LIKE THAT.

THEY HAVE A BED TO SLEEP ON.

SO THE INCREASED FLEX FUNDS HAS REALLY BEEN CRITICAL.

AND AGAIN, MAKING SURE THAT OUR NEIGHBORS, ONCE THEY'RE HOUSED, THEY CAN STAY SUCCESSFULLY HOUSED.

NOW, ON THIS PARTICULAR POINT TOO, BECAUSE THE FLEX FUNDS ARE ALSO AVAILABLE BECAUSE THERE WAS MONEY COMING FROM BOTH DALLAS COUNTY AND DALLAS CITY, SO THAT, UH, UH, IF A FAMILY IS ON THE VERGE OF BEING EVICTED, THEY'VE BEEN, UM, SERVED WITH THE EVICTION PAPERS.

WE NOW HAVE CASE MANAGERS AT ALL OF THE JPS WORKING WITH FAMILIES AS THEY GO THROUGH THIS EVICTION PROCESS WITH THE ADDITIONAL TOOLS THAT THIS FUNDING HAS ALLOWED, WHICH IS THE FLEX FUNDING, WHICH IS REPRESENTATION IF, DEPENDING ON WHERE THEY ARE IN THE PROCESS OF, OF HAVING AN ATTORNEY REPRESENT THEM, AND A VARIETY OF OTHER PIECES DEPENDING ON THE INDIVIDUAL NEEDS OF, AND A LOT OF THAT IS GOING THROUGH THE OFFICE OF COMMUNITY CARE FOR THE CITY OF DALLAS, WHICH IS WORKING WITH THE UN UNSAFELY HOUSE AND EVICTION PREVENTION.

SO, UH, WE'RE WORKING WITH PARTNERS THAT ARE ALREADY IN THOSE SPACES TO SAY, HERE IS HOW YOU NOT JUST PUT A BANDAID AND PROVIDE A BLANKET, BUT HERE'S HOW YOU CAN GET THAT NEIGHBOR ON A PATHWAY TO HOUSING.

AND THEN WE MAKE SURE THAT THEY ARE AWARE OF THE SUPPORTS AVAILABLE TO GET THAT NEIGHBOR TO END THEIR EXPERIENCE WITH HOMELESSES.

AND THAT'S HOW MANY THE OTHER CITIES THEN BECOME ACTIVELY INVOLVED, WHO IN ADDRESSING THE ISSUES IN THEIR OWN CITIES, YOU KNOW, WHAT HAPPENS IF YOU LIVE IN

BUT BECAUSE OF THE SUCCESSES THAT WE'RE SEEING WITH THIS, UH, INITIATIVE, SO YOU COULD ACTUALLY GO TO THE NEXT SLIDE NOW, IF YOU'D LIKE, JUST TO RECAP AGAIN, WE'RE SEEING A REDUCTION IN OVERALL HOMELESSNESS.

EVEN WITH THE CHALLENGING YEAR OUR COMMUNITIES HAD WITH RISING RENTS ACROSS DALLAS AND COLLIN COUNTY, AND ALL OF THESE THINGS, EVICTION PRODUCTIONS ENDED, WE STILL SAW A SLIGHT DE DECREASE, WHICH IS HOPEFUL.

UH, WE AGAIN SAW THE REDUCTION IN THAT SHELTERED AND THE REDUCTION IN CHRONIC HOMELESSNESS.

AND THEN WITH, UH, THE INCREASE, YOU CAN GO TO THE NEXT SLIDE WITH THE INCREASE INVESTMENTS WE DISCUSSED EARLIER, WHAT WE'RE DOING IS TAKING THESE INVESTMENTS, WRAPPING THEM INTO THE REAL TIME MODEL THAT WE KNOW HAS WORKED AND IS PRODUCING RESULTS.

SO WE ARE TAKING IT AND WRAPPING THESE INVESTMENTS INTO THAT SAME INITIATIVE.

AND WE ARE ACTUALLY EXPANDING THE GOAL.

AND JUST ONE THING TO LEAVE YOU WITH THAT WAS NOT NECESSARILY INCLUDED IN THE STATE OF HOMELESSNESS, BUT IT'S APPLICABLE FOR THIS GROUP TO JUST UNDERSTAND WHERE, WHERE ARE WE HEADED, WHAT'S NEXT? AND THEN WE HAVE ASKED, AND WE'RE WORKING IN PARTNERSHIP TO TRY AND ADD AN ADDITIONAL 16 TO THAT OUTREACH STAFF SO THAT WE CAN WORK MULTIPLE ENCAMPMENTS ACROSS THE CITY AT ONE TIME.

AND START TALKING ABOUT THAT AT THE TIME OF, OF THE, OF THE RECEIPT RECEIVER FUNDS SO THAT YOU'VE GOT THE THOUGHT IN YOUR HEAD, I'VE GOTTA FIND A JOB, I HAVE TO FIND A JOB WITH, PAY MORE.

AND SO CAN WE BOLSTER THOSE RELATIONSHIPS SO THAT THEY CAN HAVE MORE SPACE WITHOUT HAVING TO REINVENT THEM.

AND PART OF THAT IS, YOU KNOW, I, YOU KNOW, KUDOS TO THIS, THE CITY OF DALLAS FOR MAKING THOSE DECISIONS.

WE HAVE A NUMBER OF ORGANIZATIONS ALSO WHO ARE SOME OF THE PARTNERS WHO ARE VERY INVOLVED IN EXACTLY THOSE ITEMS TOO.

UM, SO THAT WE CAN ALL OF US BE PARTNERING, UM, GRANT TO INCREASE THE EFFICIENCY OF THE WHOLE SYSTEM WITH THAT KIND OF, SO PART OF IT IS MAKING THAT KIND OF ASSESSMENT OF WHEN IS THE STATUS, WHERE ARE WE AND WHERE ARE THE REST OF THE COMMUNITIES AND WHERE ARE THE REST OF THE ORGANIZATIONS.

I'M MUCH MORE FAMILIAR, FOR EXAMPLE, THE FAMILY HOUSING AND WHAT'S BEEN DONE ON FAMILY HOUSING IN ORDER TO FILL IN PARTS OF THE GAPS BETWEEN REALITY AND WHAT WE THINK WE HAVE.
