AS IN TERMS OF LIKE A GRANT, UM, WE DO HAVE TO KIND OF ESTABLISH LIKE SOME CRITERIA FOR USING TIF FUNDS AS A GRANT.
SO THIS IS JUST KIND OF SOME BROAD CRITERIA FOR THE TYPES OF PROJECTS, UM, AND CONDITIONS THAT WE WOULD CONSIDER, UM, USING TIF FUNDS IN A FORM OF A GRANT.
IT'S NOT A DIFFERENT SOURCE OF FUNDS, IT'S STILL, YOU KNOW, FUNDING THAT'S, UM, ONLY PAYABLE AFTER PROJECTS COMPLETE AND ONLY, YOU KNOW, WHEN AND IF WE HAVE THE TIF FUNDING.
SO IT'S REALLY JUST MORE OF A, A STRUCTURE FOR, UM, BEING ABLE TO PROVIDE SOME FUNDING.
UM, IT'S MORE LIKE A GAP FINANCING, IF THAT MAKES SENSE.

THIS IS VERY COMMON FOR, YOU KNOW, WE HAVEN'T HAD A DEVELOPMENT PROJECT YET FOR THIS TIF DISTRICT, SO WE REALLY HAVEN'T HAD A REASON TO KIND OF PUT SOME OPERATIONAL GUIDELINES AS TO HOW WE ALLOCATE THE REVENUE THAT COMES IN.
SO, YOU KNOW, AT THIS TIME, YOU KNOW, THIS IS A FAIRLY SIMPLE STRUCTURE.
WE'RE ACKNOWLEDGING THAT, YOU KNOW, WHEN WE GET TIF FUNDING, THERE'S ADMINISTRATIVE COSTS.
THE BOARD HAS SOME DISCRETION IF THEY WANNA SET ASIDE FUNDING FOR GENERAL DISTRICT IMPROVEMENTS.
AND AFTER THAT, YOU KNOW, IF THERE'S ONLY ONE PROJECT IN THE DISTRICT, THEN, YOU KNOW, TYPICALLY ANY AVAILABLE FUNDS WOULD GO TOWARDS PAYING THAT PROJECT.
IF WE SHOULD HAPPEN TO HAVE MORE THAN ONE PROJECT ELIGIBLE TO BE PAID AT ONE TIME, THEN WE KIND OF GO INTO SORT OF THIS, UM, PRO RATA APPROACH WHERE WE WOULD LOOK AT WHAT REVENUE EACH PROJECT IS GENERATING AND THEN KIND OF ALLOCATE THE FUNDING BASED ON THAT.
AND THEN IF THERE'S ANY OTHER REMAINING SORT OF GENERAL REVENUE

IN THE TIF, WE WOULD PROPORTION OUT AN ALLOCATION OF THAT REVENUE TOWARDS THE PROJECTS THAT THERE WAS MORE THAN ONE PROJECT, UM, THAT WAS ELIGIBLE FOR PAYMENT AT THAT TIME, IF THAT MAKES SENSE.SO THAT'S KIND OF THE, THE SIMPLEST BREAKDOWN FOR, UM, YOU KNOW, THIS KIND OF STRUCTURE.
ANY QUESTIONS? OH, UH, HOW, UM, HOW, HOW COMMON IS THIS? UH, AMONGST THE OTHER TIP DISTRICTS? WE PRETTY MUCH HAVE IT IN EVERY DISTRICT THAT WE HAVE A, UM, A, AN ELIGIBLE PROJECT, JUST SO IT'S CLEAR HOW WE'RE ALLOCATING FUNDS, ESPECIALLY IN THE EVENT THAT IF WE WERE TO HAVE ANOTHER PROJECT AND WE HAD TO KIND OF DIVIDE UP THE REVENUE, THAT IT'S CLEAR HOW WE'RE APPROACHING IT.
WE HAVE SOME DISTRICTS WHERE WE MIGHT HAVE A REALLY BIG CATALYST PROJECT THAT'S TAKING A LOT OF RISK AND HAVING A LOT OF UPFRONT COSTS.
AND SOMETIMES THOSE ALLOCATION POLICIES WILL GIVE SOME PRE PREFERENTIAL TREATMENT TO THE CATALYST PROJECT IN TERMS OF SETTING ASIDE A GREATER PROPORTION OF GENERAL REVENUE.
UM, IN THIS CASE, WE'RE JUST SORT OF TAKING A SIMPLE APPROACH OF JUST DOING A VERY EGALITARIAN, SIMPLE ALLOCATION POLICY, GIVEN THAT IT'S PROBABLY NOT LIKELY WE'RE GONNA HAVE A HUGE SECOND PROJECT IN THE NEXT TWO OR THREE YEARS.
SO WE JUST KIND OF KEPT THIS ONE PRETTY SIMPLE, BUT IT IS PRETTY TYPICAL THAT WE WANT TO HAVE SOME KIND OF, YOU KNOW, SET OF GUIDELINES SO IT'S CLEAR HOW WE'RE ADMINISTERING THE TI FUNDS.
IS THERE ANY PARTICULAR PROJECT THAT, UH, IS BEING CONSIDERED OR PROJECTS BEING CONSIDERED, UH, FOR THIS? SO YES, THAT'S ACTUALLY THE NEXT ITEM IN OUR AGENDA IS, UM, THE FIRST DEVELOPMENT PROJECT THAT, UM, WE'RE CONSIDERING FOR TIF FUNDS.

SO, UM, AS MOST OF YOU KNOW, THE GRAND HEART SOUTH TIFF DISTRICT WAS ESTABLISHED IN 2005 AND, UM, THE DISTRICT TERMINATES IN THE YEAR 2035.
WE HAVE, UM, WE EXPANDED THE TIP DISTRICT IN 2021.
UM, SO THAT MAP THERE REFLECTS, UM, THE ORIGINAL ANDEX EXPANSION.
SO, UM, AS OF 2022, UM, THE TIP DISTRICT'S VALUE IS A LITTLE OVER 170 OR 147 MILLION.
UM, THAT WAS AN 86% INCREASE OVER THE AMENDED BASE YEAR.
UM, AND SO PRIOR TO, UM, THIS YEAR, WE'VE HAD NO, UM, PRIVATE DEVELOPMENTS THAT HAVE APPLIED FOR TIP DISTRICT FUNDING.
WE'VE HAD SOME LIMITED DEVELOPMENT IN THE DISTRICT, UM, INCLUDING 92 RESIDENTIAL UNITS AND ABOUT 30,000 SQUARE FEET OF COMMERCIAL SPACE.
SO THE PROPOSED PROJECT WE HAVE HERE IS, UM, THE DEVELOPMENT ENTITY IS, UM, VECTOR STUDIES.
UH, MICHELLE MORGAN IS HERE, UM, WITH US TODAY.
UM, THE PROPOSALS, BASICALLY THE REHABILITATION OF ABOUT 15,000 SQUARE FOOT BUILDING, UM, YOU KNOW, COMPLETE RENOVATION OF THE BUILDING AS WELL AS SITE IMPROVEMENTS.
MORGAN IS A LOCAL DENTIST WHO'S BEEN IN PRACTICE OVER 27 YEARS AND HAS OPERATED SEVERAL, UM, DENTAL PRACTICES.
UM, SHE HAS A VISION FOR, UM, YOU KNOW, CRANNY, ONCE AGAIN A TOP QUALITY, UM, MEDICAL AND SERVICE FACILITY IN THE AREA.
THE, UH, TOTAL PROJECT COST IS ABOUT 4.7 MILLION.

SO IT IS IN WHAT'S CONSIDERED A MEDICALLY UNDERSERVED AREA.

SO THIS WAS ONE OF SIX, UM, AFRICAN AMERICAN OWNED HOSPITALS OF DALLAS, UM, ESTABLISHED IN 1964.
AND, UM, THE FACILITY, UM, CLOSED IN 1984.
UM, THE MURAL THAT YOU SEE THERE WAS, UM, PAINTED IN 1978, UM, THROUGH A TRAINING PROGRAM WITH, UM, LOCAL TEENAGERS, UM, SHOWING SOME OF THE ORIGINAL, UM, CO-FOUNDERS, UM, THE BUILDING SHELL, YOU KNOW, WILL UNDERGO A MAJOR RENOVATION AS WELL AS, UM, INTERIOR IMPROVEMENTS AND SITE IMPROVEMENTS.

UM, THEY WERE ALSO, AGAIN OPEN TO, UM, THE TREATMENT OF THE MURAL, WHETHER IT'S, UM, RESTORED OR SOMEHOW, UM, RECONFIGURE OR REINTERPRET IT IN SOME FASHION.
SO HERE'S THE PROPOSED BUDGET OF THE PROJECT.
UM, LIKE I SAID, A LITTLE OVER 4.7 MILLION.

AND A PORTION, UM, IS A GRANT AS A WAY TO, UM, TO DEAL WITH A FINANCIAL GAP FOR THE PROJECT.
AND SO OUR RECOMMENDED TIF SUBSIDY, AND THIS WAS IN CONSULTATION WITH AN OUTSIDE UNDERWRITER, IS ABOUT 2.3 MILLION.
SO WE HAVE A NUMBER OF CONDITIONS, UM, ASSOCIATED WITH OUR RECOMMENDATION FOR THE TIP FUNDING A MINIMUM OF 3 MILLION IN EXPENDITURES, UM, INVESTMENT IN THE PROJECT, UM, REHABILITATION OF A MINIMUM OF 15,000 SQUARE FEET OF COMMERCIAL SPACE.
SOME KIND OF, UM, TREATMENT RESTORATION OR RECREATION, UM, OR REINTERPRETATION OF THE MURAL.
UM, WE'D LIKE TO SEE A BUILDING PERMIT FOR THE PROJECT BY DECEMBER OF 2024.
WE WOULD EXPECT THAT THE PROJECT WOULD COMPLETE, UM, ALL PORTIONS OF THE, THE BUILDING AS WELL AS THE SITE IMPROVEMENTS BY DECEMBER, UM, 2026.
UM, IF IT'S WE NEED ANY KIND OF PUBLIC ACCESS EASEMENTS OR OTHER INSTRUMENTS TO ENSURE, UM, PUBLIC ACCESS FOR ANY INFRASTRUCTURE IMPROVEMENTS, WE WOULD ASK THAT, THAT BE SET UP.
UM, WE'D HAVE APPROVAL OF THE MANAGEMENT GROUP FOR THE PROJECT.
UM, WE WOULD HAVE A, UM, 20 YEAR OPERATIONS AND MAINTENANCE AGREEMENT FOR ANY NON-STANDARD PUBLIC IMPROVEMENTS IN THE RIGHT OF WAY.
WE WOULD, UM, EXPECT THAT, UM, THE PROJECT WOULD, UM, GO WITH THE CITY'S GOAL IN TERMS OF MINORITY BUSINESS PARTICIPATION OF AT LEAST 32% IN THE HEART CONSTRUCTION EXPENDITURES.
WE WOULD HAVE QUARTERLY STATUS REPORTS.
UM, WE WOULD MAKE SURE THAT THE PROJECT, UM, WHEN COMPLETED WAS IN CONFORMANCE WITH THE, UM, THE APPROVED SITE PLAN AND CONCEPTUAL, UH, RENDERINGS THAT WERE, UM, REVIEWED BY THE URBAN DESIGN REVIEW PANEL.
UM, WE WOULD, UM, LOOK AT HAVING A WRITTEN PLAN FOR HOW THE PROJECT WOULD, UM, RECRUIT AND HIRE, UM, CITY RESIDENTS.
UM, WE WOULD LOOK AT, UM, HAVING THE PROJECT BE 60%, UM, OF THE NET RENTABLE AREA, UM, LEASED AND OCCUPIED BEFORE WE, UM, PAY ANY OF THE TIF SUBSIDY.
UM, WE'LL ALLOW FOR THE TIP BOARD AND DIRECTOR TO, UM, APPROVE MINOR MODIFICATIONS TO THE PROJECT, INCLUDING AN EXTENSION OF DEADLINES UP TO 12 MONTHS.
IF THE BOARD, UM, RECOMMENDS THE PROJECT, WE WOULD BRIEF THE, UM, COUNCIL'S ECONOMIC DEVELOPMENT COMMITTEE JUNE 6TH, AND THEN GO TO CITY COUNCIL JUNE 14TH.
SO HERE'S A, AN OVERVIEW OF A DEVELOPMENT TEAM, UM, DR.

SO WE WOULD JUST REVISIT, UM, THE BUDGET AT THAT TIME.
AND I THINK THAT'S PRETTY MUCH THE OVERVIEW OF THE PROJECT AND LIKE I SAID, DR.
