UM, IT'S MY PLEASURE TO PRESENT TO YOU A RECAP OF THE ACTIVITIES, UM, AND, AND LOOK AT OUR BUDGET FOR THIS PAST FISCAL YEAR OF 20 21, 20 22.

HOPEFULLY EVERYONE HAS HAD A CHANCE TO, UM, THUMB THROUGH IT.

AND I'M GOING TO JUST BRIEFLY GO OVER SOME HIGHLIGHTS WITH YOU, AND THEN I'M HAPPY TO ANSWER ANY QUESTIONS YOU MIGHT HAVE ABOUT THE REPORT AT THE, AT THE END OF MY, MY REVIEW.

UM, WE'LL START OFF WITH THE, THE, THE CREATION OF THE, OF THE TIF DISTRICT.

THIS WAS BACK IN 2007 THAT IT WAS APPROVED BY COUNSEL AND IT TOOK EFFECT IN 2008 AND SCHEDULED TO TERMINATE IN 2039.

SO WE'RE EXACTLY HALFWAY THROUGH THE TERM OF THIS DISTRICT.

THE ACCOMPLISHMENTS, I CAN GO INTO A LITTLE BIT MORE DETAIL WITH YOU IN HERE A FEW MINUTES, BUT I WANTED TO TO POINT YOUR ATTENTION SPECIFICALLY TO THE CANYON.

THIS IS THE, THE BIGGEST PROJECT THAT WE HAVE IN THE DISTRICT.

UM, AS FAR AS TIFF INVESTMENT IS CONCERNED, UM, IT IS A, I THINK YOU PROBABLY ALL KNOW THE GEOGRAPHY OF THE DISTRICT, BUT JUST QUICKLY TO LOOK AT THE MAP, THIS SECTION RIGHT HERE IN PURPLE, THIS IS THE CANYON, IS 200 ACRES THAT WAS PREVIOUSLY ALL UNDEVELOPED LAND UNTIL IT WAS PURCHASED BY A GROUP CALLED S L F BACK IN 2011.

UM, SO SUBDISTRICT A IS COMPOSED COMPLETELY OF THE CANYON AND ALL OF THE RESTING YOU SEE HERE IN GURU IS SUBDISTRICT B.

SO A LOT OF INVESTMENT WENT INTO HERE, INTO THIS, THIS PROJECT, AND A LOT OF EXPECTATION IS A PART OF THAT AS WELL.

UM, LEMME GET BACK

OVER HERE.

SO THIS IS WHAT THE DISTRICT WAS ORIGINALLY INTENDED OF.

THE PROJECT WAS ORIGINALLY INTENDED TO LOOK LIKE THE PRIMARILY, UM, DENSE RESIDENTIAL, UM, WITH A VARIETY OF HOUSING TYPES FROM SINGLE FAMILY TO MULTIFAMILY TOWN HOMES, ALL DIFFERENT KINDS OF CHOICES.

AND THEN THEY WANTED TO MAKE SURE THERE WAS A GOOD SELECTION OF RETAIL AS WELL AS FLEX RETAIL.

AND THAT CAN BE, UM, UH, TURNED INTO OFFICE MEDICAL, UM, LOGISTICAL.

SO IT, IT WAS REALLY A VERY MULTI-USE KIND OF DISTRICT PLAN.

UM, WE SEE THAT THE, UH, ONE OF THE FIRST THINGS THAT CAME FROM THE PROJECT WAS THE NEW FRONTAGE ROAD FOR I 30, WHICH WAS A, A VERY BIG DEAL AND MADE THE PROJECT REALLY VIABLE.

AND THEN TWO MULTIFAMILY PROJECTS CAME AS A RESULT OF THAT TAYLOR FARM AND HILLSIDE WEST, BOTH AFFORDABLE, UM, PROJECTS AND THEN SCROLL UP.

THAT WAS A LITTLE TOO MUCH.

UM, THE, THE DEAL WITH S L F, THE ORIGINAL OWNER OF THE LAND WAS FOR PUBLIC IMPROVEMENTS AND, UM, THEY, THEY DID PUT IN ROADS AND AS A RESULT OF THE ROADS, WE WERE ABLE TO ATTRACT RETAIL OF BROUGHT ALONG I 30 FRONTAGE.

IF YOU'VE BEEN OUT THERE, YOU'VE SEEN THAT WE HAVE A RESIDENCE IN BY MARRIOTT, A WILD ROOM, WILD BUFFALO, WILD WINGS, GOSH, RESTAURANT AND OLIVE GARDEN.

UM, AND WE HAVE ANOTHER PAD SIDE THAT HAS A, A NATIONAL OPERATOR COMING ON, UM, PRETTY SOON AND WE'LL BE ABLE TO DISCLOSE THAT ONCE THAT IS, IS FINALIZED.

AND THEN, UM, EARLIER OR MID-YEAR LAST YEAR, A A NEW DEVELOPER PURCHASED THE LAND FROM S L F.

ORIGINALLY IT WAS PART OF THE LENA CORPORATION, YOU PROBABLY RECOGNIZE THAT NAME AS, AS A BIG RESIDENTIAL DEVELOPER.

UM, THEY'VE RECENTLY REBRANDED THE QU MULTIFAMILY AND THEY WERE ASSIGNED THE CONTRACT AND THEY'RE CONTINUING WITH THE PUBLIC IMPROVEMENTS.

SO WE ARE, UM, EXPECTING THEM TO, TO CONTINUE ALONG THE LINES WITH THE ROAD BUILD OUT AND THE PUBLIC INFRASTRUCTURE IN ORDER TO MAKE THE PROJECT SHOVEL READY FOR THE RESIDENTIAL AND OTHER DEVELOPMENT THIS PLANNED AS PART OF THE TIP INVESTMENT.

UM, THIS IS THE SUMMARY OF THE MAJOR PROJECTS THAT ARE PART OF DAVIS GARDEN, TIFF, UM, THE HORIZONTAL DEVELOPMENT PROJECT, WE'LL GET INTO THAT HERE IN A MINUTE.

UM, THE CANYON, ALL OF THIS WE JUST WENT OVER, WITH THE EXCEPTION OF THE KESSLER THEATER PROJECT.

UH, ALL OF YOU BEING RESIDENTS OF THE AREA, YOU KNOW ABOUT THE KESSLER THEATER RENOVATION AND, AND WHAT A, WHAT A TERRIFIC INVESTMENT THAT WAS, HOW IT'S PAID OFF.

THESE ARE THE PROJECTS THAT HAVE COME ABOUT SINCE WE, UM, BEGAN THE TIFF.

WE DID NOT INVEST.

YOU SEE IN THIS COLUMN, THERE'S THE NO TIFF INVESTMENT.

WE CONSIDER WHAT WE'VE DONE.

UM, IT'S KIND OF, IF, IF WE BUILD IT, THEY WILL COME A SCENARIO IN THAT OUR, THE PROJECTS THAT WE HAVE FUNDED HAVE BEEN CATALYTIC AND HAVE RESULTED IN THIS KIND OF ACTIVITY THROUGHOUT THE DISTRICT.

UM, WE CAN'T TAKE CREDIT FOR ALL OF IT, BUT, BUT WE BELIEVE THAT THAT'S THE RESULT OF THE, THE CREATION OF THE TIF DISTRICT HAS RESULTED IN THIS KIND OF INVESTMENT.

AND IT COMES TO, UM, CAN'T SEE THAT NUMBER.

SHOOT, I PRINT IT OUT.

I BELIEVE IT'S BIGGER, SORRY, FOLKS, TO MAKE THE SCREEN LATER.

UM, MAYBE HAVING FILE, IT'S 182, I BELIEVE, OF MILLION DOLLARS OF INVESTMENT THAT COMES FROM PROJECTS THAT HAVE ZERO TIF DOLLARS INVOLVED IN THEM.

SO ALL IN ALL, OUR NUMBERS LOOK GOOD AS FAR AS, UM, TAX INCREMENT VALUE, I'M SORRY, OVERALL TAXABLE VALUE WITHIN THE DISTRICT.

THESE ARE DISTRICT INITIATIVES THAT, UM, CAME FROM AN INVESTMENT FROM S L F A MILLION DOLLAR INVESTMENT, THE ROSEMONT PLAZA, ROSEMONT, SAY FROST SCHOOL.

THERE WAS A PROJECT DONE BEFORE WE WORKED ON IT, UM, THIS PAST YEAR, UH, THE NORTH OAK CLIFF STREET CAR EXPANSION, AND THEN OUR PROJECT THAT WE'RE CURRENTLY WORKING ON WITH THE DESIGN AND FUNDING OF FURTHER IMPROVEMENTS FOR THE ROSEMONT SAFE ROUTE SCHOOL PROJECT.

UM, FROM A VALUE AND INCREMENT REVENUE SUMMARY.

UM, WHEN WE STARTED BACK IN 2007, THE TOTAL TAXABLE VALUE OF THE DISTRICT WAS AT 138 MILLION.

IT'S NOW 505 MILLION.

AND THEN YEAR OVER YEAR FROM THE PREVIOUS FISCAL YEAR TO THIS YEAR, IT INCREASED 106 MILLION AND WE ANTICIPATE, UM, ABOUT 3 MILLION IN COLLECTIONS IN THIS COMING FISCAL YEAR.

UM, ALRIGHT, SO NOW LOOKING BRIEFLY AT WHAT OUR OBJECTIVES ARE, THE, THE, WHEN THE DISTRICT WAS ESTABLISHED, UM,

WE HAVE SEVERAL VERY SPECIFIC, UM, OBJECTIVES AND THINGS WERE SUPPOSED TO BE ACCOMPLISHING AS A RESULT OF THIS TIF DISTRICT.

UM, ONE WAS THE DEMOLITION, DEMOLITION OF OBSOLETE, UH, STRUCTURES, AND WE WERE ABLE TO DO SO AT 1500.

UH, 1,503 UNITS HAVE BEEN COMPLETED, UH, SINCE THE BEGINNING OF THE DISTRICT.

UM, PRE-DEVELOPMENT OF A LARGE AREA OF THE CANYON.

WE JUST WENT OVER WHAT ALL HAS HAPPENED AS A RESULT OF THAT, UM, PRIVATE DEVELOPMENT, UH, REPLACING 2100 RESIDENTIAL UNITS AND ADDING 6,000 RESIDENTIAL UNITS.

AND WE ARE AT ABOUT, AND ADDITIONALLY ADDING 663,000 SQUARE FEET OF RETAIL SPACE AND 1 MILLION, ABOUT 1.2 MILLION SQUARE FEET OF, UH, OTHER COMMERCIAL SPACE.

WE ARE AT ABOUT 30% OF THE GOAL OF THE DEMOLITION OF THE OBSOLETE APARTMENTS.

AND WE ARE AT ABOUT, UM, 12% OF THE GOAL OF THE NEW RESIDENTIAL DEVELOPMENT.

SIX 15% OF THE GOAL OF THE, UH, RENOVATED SPACE.

AND WITHIN THE CANYON, WE'VE ADDED ABOUT 11,000 SQUARE FEET OF RESTAURANT SPACE.

UM, THE REDEVELOPMENT OF PROPERTIES ALONG WEST DAVIS.

UM, THE, THE MAJOR CORRIDORS WITHIN OUR, OUR, UM, TIF DISTRICT, THAT'S WHERE THE, THE REDEVELOPMENT OF OBSOLETE STRUCTURES COMES IN.

THE SIX APARTMENTS COMPLEXES HERE, WERE DEMOED AND WE HAVE BEAUTIFUL NEW RESIDENTIAL PROJECTS IN THEIR PLACE.

UM, THEY, I'M SURE YOU ALL ARE FAMILIAR WITH THE, THE WO CAP, THE WEST OAK CLIFFE AREA PLAN THAT, UM, WAS APPROVED BY COUNCIL LAST YEAR.

THERE IS APPROXIMATELY ONE MILE STRIP ALONG DAVIS THAT IS IN WO CAP AND IN THE TIF DISTRICT.

AND THE, THE VO CAP IS, IS PLANNING OR IS SUGGESTING MORE PUBLIC INFRASTRUCTURE IMPROVEMENTS FOR IT TO MAKE THE, THE ENTER THAT STRIP MORE WALKABLE, MORE PEDESTRIAN FRIENDLY.

AND WE BELIEVE THAT'S GOING TO ENCOURAGE MORE COMMERCIAL DEVELOPMENT.

SO WE'LL SEE HOW WE END UP POTENTIALLY PARTICIPATING IN THAT, THAT PLAN WITH, UH, VO WOKE CAP DEVELOPMENT, UM, SUSTAINING THE STABILITY OF LOCAL SCHOOLS WHILE REDEVELOPMENT ACTIVITIES OCCUR.

WE'VE ALL BEEN INTIMATELY INVOLVED IN THAT.

WITH OUR ROSEMONT SAFE ROSS SCHOOL PROGRAM.

WE ARE MAKING SURE THAT WE'RE KEEPING THE, THE SCHOOL OFFICIALS, B I S D, UM, THE, THE, THE, UH, ATTENDEES, PARENTS, UM, TRYING TO MAKE SURE THAT EVERYONE IS ON THE SAME PAGE AND KEPT AT THE TABLE AS WE ARE WORKING OUR WAYS THROUGH THESE, PICKING THESE IMPROVEMENTS.

UM, RESTORING HISTORIC COMMERCIAL BUILDINGS AND, UH, REDEVELOPMENT OPTIONS.

KESSLER THEATER IS A GREAT EXAMPLE OF THAT.

AND THE OTHER DEVELOPMENT THAT HAPPENED AROUND KESSLER AS A RESULT.

RECREATIONAL OPPORTUNITIES AND CONNECTIONS, SEVERAL OF THOSE.

THE, THE, UM, URBAN PRAIRIE TRAILHEAD HOMES CREEK TRAIL, STEPHENS PARK GOLF COURSE, THE PAVILION, AND THE NEW AQUATIC CENTER AT KID SPRINGS PARK.

AND THEN THE SHARED BICYCLE LANES IN THE CANYON.

UM, IMPROVING TRANSPORTATION AT THE ONE 30.

UM, FRANK ROAD WAS A, A BIG PIECE OF THAT.

THE NORTH NORTH OAK CLIFF STREET CAR EXTENSION.

AND THEN AGAIN FROM S SL F'S $1 MILLION DEPOSIT.

UM, THE PROJECTS, UH, THIS IS PART OF, UM, A, A INITIATIVE THAT CAME FROM BACK IN 2012 WHERE THE BOARD DECIDED HOW TO USE THIS $1 MILLION FUND.

AND IT FUNDED THOSE PROJECTS WE TALKED ABOUT EARLIER THAT WERE DISTRICTWIDE IMPROVEMENTS.

UM, OVERALL THAT THIS HAS RESULTED IN, UM, ABOUT 267% INCREASE IN THE TAXABLE VALUE OF THE DISTRICT SINCE ITS INCEPTION.

THEN MOVING DOWN, UM, INTO THE CITY COUNCIL ACTION IN THIS PAST FISCAL YEAR, THE ANNUAL REPORT WAS APPROVED, AND THEN THE WORK THAT, THAT THIS BOARD DID, UM, LAST YEAR ON THE ROSEMONT SAFE ROUTE SCHOOL PROJECT.

UM, THE BUDGET, THE, THIS IS THE, OUR OVERALL DISTRICT BUDGET CAME TO 216 MILLION.

ONCE WE HAVE THE, THE DISTRICT BUDGET, WHAT'S BEEN ALLOCATED, AND THEN THE REMAINING BALANCE, AND LET'S SEE, THE WORK PROGRAM, UM, FOR THIS COMING YEAR, WE'RE LOOKING AT CONTINUING TO WORK ON THE PROJECT AND REINVESTMENT ZONE FINANCING PLAN, UM, CONTINUING WITH THE PROJECTS TO COMPLETE THE TIF DISTRICT PROJECTS THAT WE HAVE THAT ARE ONGOING.

AND THEN IMPLEMENTING THE SAFE ROUTES TO SCHOOL DESIGN AND ENGINEERING STUDY AND CONSTRUCTION.

UM, I BELIEVE THAT'S IT.

THEN IT JUST GOES INTO THE, THE FINANCIALS.
