[DDF Board Meeting on February 24, 2023.]
MARKET TAX CREDIT ALLOCATION AWARDS RESPONSES FROM DBFS CALL FOR PROJECTS AND PRIORITIZATION OF PROJECTS RECEIVED.SO I THINK IS THAT USER? UH, THAT'S ME AND RYAN.
HOW DO I PROMOTE? WE WRITE MY ON ON HER NAME.
CAN YOU HAVE JOSETTE MIS? YEP.
SO NOW WE'RE GONNA GO BACK TO SHARING THE SCREEN, WHICH WAS SOMETHING I DID MASTER EARLIER TODAY.
AND THEN WE CAN MINIMIZE THIS.
CAN EVERYBODY SEE THE SCREEN? YES.
AND THANK YOU ALL FOR ALL OF YOUR PATIENCE.
AND THAT WAS ONE HECK AT THE BEGINNING FOR THE MAINTENANCE.
SO WE'RE, UH, WE'RE MOVING FORWARD NOW.
UM, JUST THE REASON WE'RE HERE TODAY, UH, JUST AS A REMINDER IS IN OCTOBER, DDF RECEIVED A 55 MILLION APPLICATION FROM THE CD OF ILAND, UM, STAFFS ABOUT THAT.
UM, THERE WAS 5 MILLION TOTAL AWARDED A WENT TO 107 AWARDEES.
WE HAD THE BIGGEST AWARD IN TEXAS.
UM, AND IT WAS ALSO LARGER THAN THE MEDIAN AND AVERAGE AWARD SIZE.
WE DID A PRETTY GOOD JOB WITH OUR 55 MILLION IN ALLOCATION.
UM, WE EXECUTED OUR ALLOCATION AGREEMENT WITH THE C D F I FUND IN JANUARY, AND SO WE'RE NOW READY TO MOVE FORWARD WITH TRANSACTIONS.
UM, AND THEN WE OPENED OUR CALL FOR PROJECTS IN DECEMBER.
WE ADVERTISED THE CALL THROUGH PROJECTS THROUGH A COUNCIL MEMBER, COUNCIL MEMO, DIRECT EMAIL, SOCIAL MEDIA FROM O E D.
WE HAD, UH, INFORMATION AND APPLICATION ONLINE ON THE WEBSITE.
UM, AND WE ALSO HELD AN INFORMATION SESSION WITH CHASE BAY.
UM, AND WE HAD 12 RESPONSES, WHICH IS OUR NEW CLIENT
SO THAT WAS A GOOD OUTCOME FOR US.
UM, AND JUST TO KEEP IN MIND AS WE'RE GOING THROUGH PROJECTS TODAY, THAT FOR US TO BE ABLE TO ELIGIBLE FOR US TO BE ELIGIBLE TO APPLY FOR FUNDING IN THE NEXT ROUND, WE MUST DEPLOY AT LEAST 22 MILLION BY THE SPRING OF 2024.
UM, AND WE WOULD LIKE TO HAVE CLOSED THREE, TARGET THREE TO FOUR TARGET DEALS ON OCTOBER, 2023.
SO WE'RE TRYING TO LOOK AT PROJECTS THAT WE CAN GET OUT PRETTY QUICKLY AND CLOSE THRESHOLDS FOR FUNDING.
UM, AND THEN JUST A QUICK SUMMARY AGAIN OF WHAT WE COMMITTED TO THE CD F I FUND AS OUR, UM, STRATEGY FOR DEPLOYING THIS ALLOCATION.
UH, WE HAVE TWO TYPES OF PROJECTS AND WITH AN OVERARCHING FOCUS ON SOUTHERN DALLAS, WE HAVE JOB CREATION PROJECTS WITH THE AIM TO CREATE AND RETAIN QUALITY ACCESSIBLE JOBS AND COMMUNITY FACILITY PROJECTS THAT PROVIDE, UH, CO-LOCATION OF NEEDED SOCIAL SERVICES WITH AN EMPHASIS ON TARGETING MULTIPLE GENERATIONS.
UH, OUR ALLOCATION TARGET IS TWO TO THREE PROJECTS UNDER JOB CREATION AND FOUR TO FIVE PROJECTS UNDER COMMUNITY FACILITIES.
I WILL JUST SAY, LISTEN TO THE C D F I FUND.
OVER THE LAST HANDFUL OF YEARS HAVE BEEN A LOT MORE FOCUSED ON REALLY TYING WHAT YOU SAID IN YOUR CONGREGATION TO THE, YOU ACTUALLY DO 10 YEARS AGO DEVELOPMENT REALLY, AND TYING EVERYTHING BACK.
UH, SO WE MADE A MAP OF WHERE ALL THE PROJECTS CAME IN FROM, FROM THE CALLER PROJECTS.
AND YOU CAN SEE THAT WE HIT SOUTHERN DALLAS REALLY WELL, WHICH I THINK BETTER THAN WE EVER MET BEFORE, WHERE WE'RE GETTING ELIGIBLE PROJECTS FROM.
UM, YOU KNOW, WE, WE'VE TENTATIVELY GROUPED THEM INTO TIER ONE A, TIER ONE B, AND TIER TWO.
AND WE'LL GO A LITTLE BIT MORE INTO DEPTH, UM, THAT, UM, AS WE GO THROUGH THE MEETING TODAY.
HAVE I RECEIVED A CALL ACTUALLY THIS WEEK REGARDING JUST INTERESTED IN DETERMINING NEW MARKETS POTENTIALLY BE A FIT FOR THE SOUTHERN GATEWAY PARK? I DON'T KNOW, BUT THAT'S, I DID RECEIVE THAT CALL THIS WEEK.
UM, SO IN THE, IN THE THREE TIERS FOR SUBMISSION, WE GROUP TIER ONE A, UM, FOR PROJECTS THAT WE FELT STRONGLY IN THAT DDF STRATEGY AND HAVE A READINESS TO CLOSE TO HELP US MEET THE Q EI DEADLINE.
UH, THE TIER ONE B PROJECTS WHO ARE EITHER NOT QUITE AS CLOSE ON DDF STRATEGY OR AREN'T AS CLOSE TO CLOSING TO MEET THE DEADLINE.
AND THEN THE TIER TWO PROJECTS DON'T REALLY ALIGN WITH THE PROJECT TYPE STRATEGY.
UM, AND THESE NEXT THREE SLIDES WERE INFORMATION YOU RECEIVED IN YOUR MATRIX.
SO WE DO NOT NEED TO GO THROUGH ALL OF THE INFORMATION IN IT CUZ HOPEFULLY PEOPLE REVIEWED IT.
BUT, UM, THE TIER ONE A WOULD BE BEHIND EVERY DOOR FORS, CRISP BOGO,
[00:05:01]
CLOSING DATES, ACTUAL DATES, THOSE ARE FEASIBLE DATES THAT THEY WOULD FINISH.CORRECT? THOSE ARE FEASIBLE DATES.
UM, AND WE ONLY CARE, YEAH, WE ONLY CARE ABOUT THE FINANCING FINANCE.
THE PROJECT DEADLINE IS UP TO THAT THEN, I MEAN AS LONG AS IT FITS WITHIN THE PROGRAM GUIDELINES, BUT SOMEBODY RELEVANT WHO DOES A CONVERSATION.
AND LIKE FOR OUTCOME, THIS WILL BE A SECOND PROJECT.
UH, THE TIER ONE B IS THE TRINITY WEST EMPOWERMENT CENTER, ST.
PHILLIPS PERFORMING ARTS CENTURY AND PANTRY AND THE MEN OF AMIAH AND CLEVELAND STREET.
AND THEN THE TIER TWO PROJECTS THAT WE HAVE IS THE ALAVI, THE LATIN MARKET, THE GOLDEN BEAR RETAIL PROJECT, 900 EAST CLAIN, UH, HIGHLAND WOODS DRIVE, DUPLEX SUBDIVISION, AND C B Y BEAUTY.
UM, AND SO WITH THAT, I THINK WE WOULD JUST PAUSE HERE AND OPEN IT FOR DISCRETION ON HOW WE HAD, YOU KNOW, GROUPED 'EM, UM, AND SEE IF THERE'S COMMENTS ON THAT, UM, AND WHAT YOUR THOUGHTS ARE FOR THAT.
SO AGAIN, KINDA GIVE THE BROAD DEFINITION ON TIER ONE.
YEAH, SO THE TIER ONE A ONES ARE THE PROJECTS THAT, YOU KNOW, CLEARLY HIT ONE OF OUR TYPES OF PROJECTS THAT WE'RE LOOKING AT EITHER COMMUNITY SERVICE OR JOB CREATION.
OF THESE THREE OF THEM ARE COMMUNITY FACILITIES AT PER AS A JOB CREATION PROJECT.
AND ALL OF THEM HAVE INDICATED OUR, WE BELIEVE AFTER DOING A LITTLE BIT OF DUE DILIGENCE, BUT FULL DUE DILIGENCE AND ALL OF 'EM THAT THEY HAVE A HIGH FEASIBILITY OF CLOSING TO HELP US MEET THAT QI DEADLINE.
UM, AND THEN TIER ONE B ARE JUST A LITTLE BIT FURTHER OUT OR A LITTLE BIT OFF THE CORE MISSION OR THERE'S A LITTLE BIT MORE CONCERN ABOUT GETTING THROUGH CLOSING QUICKLY AND, UM, TIER RIGHT NOW WE HAVE NO IDEA THE CAPITAL NEED OR WE HAVE A GENERAL IDEA FOR WHAT A HOMELESS ALLOCATION EACH ONE WOULD BE.
WE DO HAVE SOME IDEAS OF WHAT, UM, THE ALLOCATION WOULD BE FOR BEHIND EVERY DOOR.
WE'RE LOOKING AT 10 MILLION FOR VO SIX PARK SOUTH WOULD BE ABOUT 10, DEPENDING ON IF THERE COULD BE ANOTHER CD MIGHT WE COULD GET IT.
UM, AND BOGO WOULD BE EIGHT TO 10, PROBABLY AROUND 10 ALLOCATION PROJECT COST ALLOCATION.
UM, THE PROJECT COST IS THAT LINE IN THERE.
AND THEN THEN TIER TWO WERE NOT AT THIS POINT EARLIER STRATEGY.
AND BASED UPON ON MOST TIER ONES.
AND HOW MUCH OF HOW MUCH THE WOULD THAT TAKE OF THAT WOULD BE AT ABOUT 36.
SO I THINK OUR GOAL TODAY IS GENERAL FEEDBACK ON ALL THESE PROJECTS THAN WE WERE HOPING TO GO IN MORE DEPTH ON, ESPECIALLY BEHIND EVERY GLOBAL ALCOVE, WHICH WE'D WANT TO BRING BACK TO THE BOARD FOR KIND FINAL APPROVAL SOON.
CONVERSATION GOES WELL TODAY, SOME POINT IN THE NEXT COUPLE OF MONTHS SOUTH WHERE WE'LL GO WHEN WE'RE IN DEPTH, UH, LATER ON AND THE YEAR.
ONE, HOW DID THESE PARTICULAR PROJECTS GET? TWO MONTHS? THESE ALL CAME IN THROUGH THE CALL PROVIDENCE.
UM, AND THEN BEHIND EVERY DOOR WE HAD BEEN TALKING TO PRIOR ALSO, UM, AND VO ALCO WE HAD BEEN TALKING TO BEFORE, PRIOR AND BEHIND EVERY DOOR WE'VE TALKED TO FOR THE LENGTH, THE LAST THREE.
SO FOR BEHIND EVERY DOOR WE ACTUALLY INCLUDED THAT IN THE DFS APPLICATION AS A REPRESENTATIVE DEAL.
AND THEN PARKS UP Y C WE'VE BEEN TALKING TO YOU FOR.
SO MY QUESTION ON THE TIER TWO WAS, WHAT I NOTICED IS THEY WERE ALL LIKE RETAIL OR MIXED USE.
UM, THE ONE THAT KIND OF LOOKED A LITTLE DIFFERENT WAS THE, THE OF PROGRAM HEALTHCARE.
SO THAT'S, UH, THE, THE GOLDEN BEAR RETAIL PROJECT.
I HAD A LITTLE BIT MORE MY FINANCIAL AND HEALTHCARE TENANTS, BUT IT WAS ALL STILL MIXED USE.
IT WASN'T LIKE PROGRAMMING LIKE WHERE GLOBAL OUTFLOW SPECIFIC POPULATION IS THAT DISTINCTION REALLY.
AND THAT'S WHAT PUT THEM IN THE TIER TWO.
I MEAN, IT'S REALLY HARD FOR US TO DO SPEC RETAIL AS A NEW MARKETS PROJECT BECAUSE IT'S REALLY HARD FOR US TO QUANTIFY THE DELIVERABLES.
UM, AND SO THE HEALTHCARE, I MEAN IF IT WERE JUST THE RESTAURANT AND THE RETAIL, IT WOULD BE LIKE NOT EVEN FEASIBLE.
I MEAN, WHAT, WHAT WOULD BE, AND THIS IS A VERY SMALL PROJECT TOO.
UM, BUT WHAT COULD BE SOMETHING THAT WE CAN WORK WITH IS THE HEALTHCARE SIDE OF IT, BUT THEY WOULD NEED TO IDENTIFY A TENANT.
AND THEN WE ALSO, YOU KNOW, BECAUSE THIS ISN'T TRULY A COMMUNITY FACILITIES PROJECT, WE NEED TO MAKE SURE THE JOB QUALITY IS THERE BECAUSE THAT'S WHAT WE PRESENTED TO THE CDFI FUND.
LIKE WE HAVE GOOD QUALITY ACCESSIBLE JOBS.
SO EVEN ALL, EVEN THOUGH ALL OF THESE ARE LIKE SPACES THAT WE'RE HAVE HIRING OF EMPLOY, BRING EMPLOYMENT, IT'S NOT THE,
[00:10:01]
IT DOESN'T MEET THE STANDARD BASICALLY.I MEAN WE, YOU KNOW, I THINK OUR AVERAGE WAGE THROUGHOUT NEW MARKETS IS $26 FOR THE PROJECTS WE'VE SUPPORTED AND THEY HAVE BENEFITS.
AND SO THAT'S KIND OF, YOU KNOW, WE, THAT'S KIND OF OUR BENCHMARK BASICALLY.
WE WANT, WE WANNA BE AT ONE AND A HALF TIMES SPLIT WAGE.
UM, IS BASICALLY WHAT WE'VE BEEN ABLE TO DO.
AND SO THAT'S KIND OF WHAT WE'VE BEEN LOOKING AT AND, AND THESE GREAT BID FOR OTHER INTERNALS IN OUR DEPARTMENT ISN'T ALSO JUST THE PURCHASER.
WE ALREADY FUNDED, WE'VE ALREADY FUNDED
SO THAT WAS VERY HARD FOR US TO LIKE THINK THAT WAS, AND C B Y BEAUTY IS JUST TOO SMALL.
BUT I'VE HAD CONVERSATIONS WITH THEM AND THEY'RE EXCITED ABOUT THE AS OF RIGHT ABATEMENT.
SO LIKE, WE'RE NOT SAYING WE WOULDN'T SUPPORT THESE PROJECTS, IT'S JUST NOT NECESSARILY A GREAT FIT FOR YOUR MARKETS.
MARKETS I GOT AND THEN JUST THE FEAS TO ACTUALLY COME TOGETHER LIKE ALL BUT DEVELOPMENT.
SO BASED UPON THESE, UM, STRATIFICATION, I GUESS NEXT STEP, SO WE LOOK AT, WE START WITH THE TIER ONE A PROJECTS MOVING FORWARD WITH THOSE AND DO WE STILL COMMUNICATE WITH THE OTHER PROJECTS? WHAT, WHAT'S THE, WHAT'S THE THOUGHT PROCESS BEHIND THAT? THAT'S WHAT WE WOULD LIKE TO DO, IS THAT IF EVERYBODY'S COMFORTABLE, I MEAN IF THERE'S ANYTHING OUT THE TIER ONE B YOU THINK WE SHOULD PULL UP, WE'RE HAPPY TO PUSH THOSE TWO.
UM, BUT IT, YOU KNOW, WE'RE JUST TRYING TO GET A LITTLE BIT OF DIRECTION.
UM, BUT AS RYAN SAID, BEHIND EVERY DOOR AND GOOGLE AL COBAR CLOSER TO READY.
SO WE WOULD LIKE TO GET MORE INTO DEPTH, YOU KNOW, TODAY AND THEN MOVE FORWARD WITH THOSE AS PROJECTS THAT WE SHOULD CLOSE ON.
UM, AND THEN WE'LL WORK THE OTHER ONES AS, AS WE GET, YOU KNOW, AS THEY GET READY, WE'RE READY TO, DO THEY HAVE, UM, ANY POTENTIAL INVESTOR IDENTIFY, I KNOW IT'S EARLY ON, BUT DO THEY HAVE ANY POTENTIAL INVESTOR IDENTIFY YET BEHIND EVERY DOOR DOES, UM, AND TRINITY WAS, IS ALSO TALKING TO BANKS FOR WHAT IT'S WORTH.
SO THAT'S JAMES THAT'S BE TALKING TO ZACH AND IF YOU WANNA TALK ON THE WEBEX, CAN YOU RAISE YOUR HAND OR UNMUTE YOURSELF? CUZ I'VE HAD, I, THERE'S OH, SHERIDAN.
YEAH, NO, I WAS, I WAS WONDERING IF WE KNOW AND UNDERSTAND THE LANDSCAPE OF WHERE THESE PROPERTIES ARE GOING TO BE.
IF THERE'S ANY, ANY OTHER ORGANIZATIONS THAT ARE DOING THINGS SIMILAR, UH, TO THEM IN THAT SPACE.
UM, YOU KNOW, HERE'S THE, THE MAP.
UM, SO BEHIND EVERY DOOR IS IN CEDAR CREST.
THEY ARE, I MEAN THEY ARE PROBABLY ONE OF THE FEW ORGANIZATIONS DOING THIS TYPE OF SERVICE RIGHT NOW.
UM, CERTAINLY THAT'S DOING NEW DEVELOPMENT FOR NEW DEVELOPMENT OF A PROJECT THERE RIGHT NOW.
UM,
UM, THE WHY, I MEAN THEY'RE REPLACING THEIR EXISTING WISE SO THEY, YOU KNOW, THAT'S, IT'S A REPLACEMENT AND EXPANSION OF SERVICE AND ADD FORS, JOB CREATION.
UM, SO I DON'T THINK THERE'S ANY DIRECT OVERLAP OF SERVICES OF ANY OF THESE PROJECTS.
SO YOU SAID THE PARK SOUTH ACTUALLY GONNA MOVE, THEY'RE GONNA PROBABLY DINNER.
NO, THEY MOVED THE, THEY CLOSED THE, UM, THEY CLOSED THE ONE THAT FORT OAK CLIFF MOVED INTO.
BUT THIS PART SOUTH ONE IS THE ACTUAL ONE SOUTH DALLAS PARK.
THEY'RE GONNA TEAR IT DOWN REBUILD BECAUSE THEY DECIDED IT WAS TOO HARD TO KEEP IT.
YEAH, IT'S GOT SOME OPTIONS BUILT AND REALLY CHOP.
IF THERE'S OTHER GENERAL QUESTIONS, WE TAKE THOSE OR WE CAN GO IN A LITTLE BIT MORE DEPTH ON EVERY DOOR IS MOBILE.
UM, THEIR NONPROFIT THAT DOES, UH, FULL HOSTED PROGRAMMING FOR A BIG DESIGN SCHOOL PROGRAMMING, BUT ALSO, UM, ADULT PROGRAMMING AS WELL.
JOB TRAINING PROGRAM FOR SENIORS.
THEY ARE A SMALLER NONPROFIT THAT HAS OPERATED A COUPLE DIFFERENT DHA HOUSING SITES AND THEY ACQUIRED AN OLD SALVATION ARMY BUILDING ON COMMUNITY CENTER A COUPLE YEARS AGO.
AND THEY'RE REPURPOSING THAT SEE REQUEST, THAT'S WHAT THIS PROJECT IS.
SO WE'RE LOOKING AT 10 MILLION OF DD ALLOCATION
[00:15:01]
AND THEY'RE ALREADY UNDER CONSTRUCTION.UM, SO THE TOP LEFT BUILDING IS THE OLD CELEBRATION ARMY BUILDING THAT'S GETTING REPURPOSED.
WE'LL HAVE LOT LAWSUIT, UH, INTERNAL GYM SPACE.
THEY'RE GONNA ACTUALLY HAVE A, UM, ONSITE HEALTH CLINIC.
ERIC BANK IS GONNA HAVE A SMALL BRANCH THERE, UM, AN ATM.
AND THEN THE ASSEMBLY BUILDING NEEDS TO BE THE, UM, CHURCH SPACE ONSITE FOR THE SALVATION ARMY.
THEY'RE CONVERTING THAT TO MORE OF AN ASSEMBLY EVENT SPACE.
AND THEN THE BIG COMPONENT IS THIS OBSOLETE SPORTS FIELD THAT THEY'RE GONNA BE CONVERTING INTO A LOT OF DIFFERENT POSTING SPORTS LEAGUES THAT WILL DO ONSITE TOO.
UM, MOST FOLKS KNOW, UM, CEDAR CREST.
UM, SO ONE OF THE, THE MOST DISTRESSED AREAS OF THE CITY AND WITHIN SOUTHERN DALLAS TOO.
SO MARKETS PERSPECTIVE, REALLY GOOD FROM THAT ANGLE TALKING ABOUT, THINK ABOUT ROSE HOSPITAL.
SO VILLE YOU SAY CONSTRUCTION ALREADY STARTED, IT STARTED SLOWLY, IT TOOK MUCH MORE WATER ISSUES THAT IT TOOK A WHILE TO GET THROUGH AND PERMITTED AND PERMIT.
WOULD WE BE ABLE TO, UH, TAKE THOSE COSTS THEY'VE ALREADY DONE AND RUN? YEP.
UM, SO ABOUT 3000 PEOPLE THEY'RE EXPECTING TO SERVE ANNUALLY AT THIS SITE.
LOTS OF YOUTH PROGRAMS AND A NUMBER OF PARTNERS AS WELL.
AND WE THINK THIS IS JUST A STRONG FIT BECAUSE OF THAT MULTI-GENERATIONAL APPROACH, NOT JUST LOOKING AT THE KIDS, AT KIDS PARENTS.
THIS JUST SUMMARIZES SOME OF THE OTHER STUFF THAT YOU HEARD THE OTHER SLIDES AS WELL.
WHY, WHY IS THE EMPLOYEE NUMBER SO LOW? THE 5.4 FTES VOLUNTEERS? SO THAT'S ACTUAL DOOR EMPLOYEES.
BLOOD PROGRAMMING IS AN AFTER SCHOOL.
SO IT'S SOMETHING BASIS BASIS ON SITE.
SO THEY'RE ONLY THERE 15, 20 HOURS A WEEK.
WOULD THEY, WOULD THEY HAVE EXISTING I'M SORRY, GO AHEAD.
NO, I WAS JUST GONNA SAY, WOULD THEY HAVE EXISTING EMPLOYEES THAT WOULD MOVE INTO THE SPACE? THAT'S I THINK BOTH THE, SOME EXISTING EMPLOYEES WHO HAVE BEEN WITH, UM, BEHIND EVERY DOOR FOR A NUMBER OF YEARS.
THEY STARTED TO HIRE SOME TO, THEY'RE DOING MORE KIND OF INFORMAL PROGRAMMING IN THE COMMUNITY RIGHT NOW TO BE ABLE TO KIND OF, UH, SLOWLY KIND OF GET UP TO SPEED WITH THE COMMUNITY, UNDERSTAND THE NEEDS AND THEN THEY'LL BE HIRING SOME NEW EMPLOYEES.
CAUSE ONLY CONCERNING BECAUSE I SEE 3000 PEOPLE TO BE SERVED, I JUST, WHO'S GONNA SERVES PARTNERSHIP LIKE YOU'RE SAYING IN SCHOOLS AND THEIR, THEIR, THERE'S OTHER RESOURCES, BUT THEY DID SAY THAT THEY BRING IN SOME OF THE PROGRAMMATIC PARTNERS.
IT'S NOT DIRECT, BUT WE CAN DOUBLE CHECK PROVIDE, THEY PROVIDE THE SPACE BUT THE ENTITY PROVIDES ANOTHER PROGRAMMING.
AND THE GOOD THING ABOUT THAT, ONCE ALL THAT DATA GETS TOGETHER, IT'LL, IT'LL COME BACK BEFORE US.
WE SCRUB IT AND AT IT AND MAKE SURE WE'RE COMFORTABLE ON THE JOB CREATION PIECE, HOW THEY GONNA MANAGE IT, ETC.
AND WE LIKE QUESTIONS THAT'S POINT OF THIS.
LIKE WE CAN, THAT'S WHY WE DO IT AS A TWO STEP PROCESS.
ARE THERE ANY OTHER QUESTIONS FROM THE WEBEX SIDE? QUESTION? CAN YOU MAY, AFTER WE'RE DONE WITH THE TIER ONE, WHAT HAPPENS WITH TIER TWO? I MEAN, DO YOU STILL HAVE TIME FOR PEOPLE TO SUBMIT PROJECTS? YES.
I MEAN WE, WE STILL HAVE TIME FOR PEOPLE TO SUBMIT PROJECTS AND I MEAN I HAD A CALL AT A MEETING WITH FOLKS LAST WEEK THAT, YOU KNOW, SO WE'RE ALWAYS LOOKING TO TAKE PROJECTS AND UM, WE ALSO, YOU KNOW, THE GOAL OF GETTING OUR FUNDING OUT QUICKLY IS SO THAT WE CAN GET ADDITIONAL ALLOCATION IN THE NEXT FUNDING CYCLE SO THAT WE, WE WANNA GET AS MANY PIPELINE PROJECTS AND AS MANY PROJECTS IN AS WE CAN.
SO YES, THIS TIER ONE WOULDN'T FULLY DEPLETE OUR UM, ALLOCATION AND THEN WE WANNA KEEP WORKING THROUGH ADDITIONAL PROJECTS SO THAT WE CAN CONTINUE TO GET MONEY OUT THE DOOR QUICKLY.
THE APPLICATION, JUST SAY THAT IN OTHERWISE ON KINDA A ROLLING BASIS SO PEOPLE CAN APPLY ANYTIME.
THERE WAS NOTHING, UH, MAGICAL ABOUT THIS KINDA INITIAL.
IT JUST HELPS US INFORMATION TO THE BOARD AT ONCE INSTEAD OF IT OUT OVER THE SERIES OF TIMES.
WERE THERE, WERE THERE ANY SUBMITTED THAT DIDN'T MAKE THE LIST OR IS THIS ALL OF THEM? WE PUT EVERYTHING ON THE LIST THAT WAS SUBMITTED SO THAT YOU COULD BE AWARE OF EVERYTHING THAT HAD COME IN.
[00:20:01]
BUT YOU KNOW, THE TIER TWO PROJECTS ARE HARDER FOR US TO DO.YOU GOT QUESTIONS GOING BEHIND EVERY DOOR.
ONCE AGAIN, WE'LL BE GETTING ADDITIONAL INFORMATION AS THEY CONTINUE TO WORK WITH THEIR TEAM OVER THERE TO KINDA COMPILE THE WHOLE OVERALL PROJECT.
ALRIGHT, LET'S TALK ABOUT I GUESS BUBBLE ALCOHOL CONNECTION, WHAT WE'RE TALKING ABOUT.
SO AS LONG TERM BOARD MEMBERS WILL RECALL, WE, UH, D D FUNDED THE DEAL WITH BOCO FOR THEIR EXISTING HEADQUARTERS RIGHT OVER IN THE CEDARS, UM, EIGHT YEARS AGO.
UM, THEY'VE BEEN, THEY WERE A GREAT, UH, NEW MARCUS STEEL KNOW SERVES.
UM, PROVIDES CHILDCARE TO PRIMARILY HOMELESS AND CHILDREN AND THEN PROVIDES A LOT OF SUPPORT FOR THEIR FAMILIES AS WELL.
THEY'VE, OVER THE YEARS, BEEN CONTINUING TO GROW AND NOT JUST DO CHILD PARENTS DIS FOR HOMELESS KIDS, BUT ALSO OTHER LOW INCOME POPULATIONS AS WELL.
UM, SO THIS PROJECT WOULD BE A NEW CHILDCARE CENTER AT THE REDFORD MALL, WHICH, UM, HOPEFULLY RECALL D ALSO DID A NEW MARKET DEAL A NUMBER OF YEARS AGO, UM, TO SUPPORT, UH, SOME OF THE MORE JOBS FOCUSED SPACES AT, UH, REDBIRD TO BE A NEW 15,000 SQUARE FOOT CHILDCARE FACILITY SERVING ABOUT HUNDRED 84 LOW INCOME CHILDREN AND THEIR FAMILIES.
UM, I THINK WE'RE, THEY'RE ALREADY IN THE WORKS ON CONSTRUCTION DRAWINGS, UH, LONG-TERM LEASE, UH, FOR THE SPACE.
UM, SO WE ANTICIPATE THIS CLOSE IN, UH, Q3 THIS YEAR.
YEAH, I THINK WE ALL THE UH, DEVELOP APARTMENT, IT'S DEFINITELY PROBABLY A HUGE NEED FOR CHILDCARE UP THERE.
IS IT THE SAME MALL, SAME SPACE IN TWO SOUTHWESTERN OPENED UP THEIR MEDICAL FACILITY TOO IN THE MALL? YEAH, SO IT'S IN THE MALL INSIDE, INSIDE.
SO THIS IS ACTUALLY KINDA FORMAL LIKE IN LINE RETAIL SPACE.
THE MALL ON THE SECOND FLOOR THAT THE DEVELOPER, UH, RED BIRD IS GIVING THEM FOR $0 A YEAR LONG TERM GROUND LEASE AND THEY JUST HAVE TO FILL OUT THE SPACE THEMSELVES TO COME UP WITH, TO DO THAT, WHICH IS UM, WHICH IS GREAT.
SO THIS IS THE, UH, INITIAL FLOOR PLAN, UM, WITHIN THE FORMER COUPLE LIKE RETAIL DOOR FRONTS IN THE MALL.
SO FOR PRESCHOOL, FOR UH, TODDLER ROOMS AND FOR INFANT ROOMS. SO KIND FULL THEATER ROOM TO FOUR, FIVE YEAR OLDS WILL BE HOUSED HERE.
AND THEN SOME SPACE FOR, UM, FAMILY ATTRIBUTES AS WELL.
UM, KINDA RED BIRD AREAS, A QUALIFIED AREA FOR NEW MARKETS DEEP IN SOUTHERN DALLAS.
SO AGAIN, UM, WHAT'S GREAT ABOUT VOGEL IS NOT JUST CHILDCARE, IT'S REALLY TRAUMA INFORMED CHILDCARE, BUT THE POPULATIONS THEY'RE SERVING, SO THEY'RE VERY WELL ACCREDITED, UM, WELL RESPECTED, HAVE REALLY GREAT OUTCOMES.
UM, AND THEN ALSO REALLY PROVIDING A LOT OF SUPPORT FOR THE FAMILIES, THE PARENTS AS WELL, CONNECTING THEM TO OTHER RESOURCES.
UM, IN THE, THE HOME SERVICES SECTOR IN, UH, THE CITY OF DALLAS.
THIS FACILITY WON'T JUST BE FOR HOMELESS KIDS.
UM, WHICH THE OTHER FACILITY WAS, UM, ONE OF THE GOALS WITH MOVING TO RED BIRD IS TO PROVIDE CHILDCARE FOR THE JOBS ON SITE THROUGH PT SOUTHWESTERN, THE RESIDENTS NEXT DOOR WITH THE, UM, AFFORDABLE HOUSING DEVELOPMENT.
UM, AND THEY'VE BEEN ALREADY DOING SOME KINDA OUTREACH SURVEYING TO UNDERSTAND TRAVEL CARE NEEDS, WHETHER THEY NEED TO HAVE EXTENDED HOURS TO MEET THE, UH, DEMANDS OF THE POTENTIAL, UM, FOLKS WHO WOULD BE GETTING CHILD SERVICES HERE.
WOULD THERE BE ANY ELIGIBILITY, UM, FOR PEOPLE TO UTILIZE IT? LIKE CRITERIA LIKE ARE, WHEN YOU SAY THAT IT'S FOR ANYONE NOW DO, DO YOU HAVE TO HAVE A CERTAIN INCOME OR IS IT JUST ANYONE CAN USE THEIR DIGITAL RESIDE WITHIN THE AREA? I'M JUST CURIOUS.
I THINK THERE'S, UM, INCOME BENCHMARKS THAT I'M NOT SURE EXACTLY THEIR, FOR SOME QUESTION FROM CCMS AND SOME THINGS GET SOME SWAPS, QUOTES OF FORMAL SLOTS OF MARK COMING.
YEAH, JUST THINK OF SOME OF THE BUSINESSES THAT HAVE MOVED IN THAT MIGHT HAVE HIGHER INCOMES AND COULD TAKE ADVANTAGE OF THAT RATHER THAN PRESERVING IT FOR THE COMMUNITY.
BUT THIS ONE WOULD COUNT ON THE COMMUNITY FACILITY SIDE BECAUSE THEY'RE PROVIDING THE CHILDCARE.
UM, AND AS YOU PROBABLY KNOW, THE CHILDCARE INDUSTRY IS REALLY, REALLY HARD TO MAKE THE, THE SALARIES WORK AND IT'S ONGOING CONUNDRUM.
UM, SO THE IDEA BEHIND, YOU KNOW, WE WOULD QUALIFY THIS AS A COMMUNITY FACILITY RATHER THAN A A JOBS PROJECT.
[00:25:03]
JOBS GOOD.THEY'RE NOT LIKE THE THE THEY'RE PRETTY GOOD CHILDCARE JOBS.
YEAH, NO, THEY'RE WAY HIGHER THAN.
ARE THERE QUESTIONS FROM THE WEBEX SIDE? QUESTION.
NOW DIDN'T WE, DIDN'T WE MAKE ALL TO THIS GROUPS OF YEARS AGO? WE DID.
SO HAVE WE, HAVE WE EVER CHECKED WHAT THEY'RE DOING, HOW THEY DID WITH THE LOCATION? YEAH, SO WE UM, EACH YEAR DURING THERE'S A SEVEN YEAR COMPLIANCE PERIOD TO THE NEW MARKETS PROGRAM.
SO WE COLLECTED, UH, OUTCOME DATA EACH OF THE SEVEN YEARS BOTH ON KIND OF NUMBER OF, UH, STUDENTS SERVED AND THEN LOTS OF UH, DATA ON KIND OF PERFORMANCE, VARIOUS METRICS THAT THEY VIEW FOR KIND OF SUCCESS OF THEIR, UH, STUDENTS AND FAMILIES THEY SERVE.
SO WHEN THEY SUBMITTED THE CALL FROM PROJECTS, WE WERE VERY EXCITED BECAUSE WE DO HAVE HIGH PERFORMING END HISTORICALLY THEN AND WE FEEL CONFIDENT THAT THEY WILL UH, CONTINUE TO BE HIGH PERFORMING AND GIVE US THE DATA THAT IS SO NEEDED TO MEASURE THE OUTCOMES OF PROJECT.
OTHER QUESTIONS? I THINK BRENDA HAS A QUESTION.
ALRIGHT, SO THESE WILL BE, THESE ARE THE TWO THAT WE, THAT WE BELIEVE ARE THE CLOSEST TO BE READY AND WHERE OUR FOCUS WILL BE ON PRIMARY FOCUS WILL BE ON THESE TWO.
ADDITIONALLY, WE'RE STILL LOOKING AT THE OTHER Q1 PROJECTS AND ONCE AGAIN WE'LL BE EVALUATING THE OTHERS THAT COME ABOUT, BUT KIND OF RIGHT NOW THESE TWO THAT WE'RE GONNA KIND FOCUS ON RIGHT NOW.
AND THEN THE OTHER TIER ONE A, WE DON'T HAVE AS MUCH DETAILS, BUT THIS IS THE PARK WHICH WE THINK IS A REALLY STRONG DEAL FROM AN IMPACT PERSPECTIVE.
BUT THEIR TIME WAS MORE EARLY FALL, MID FALL.
UM, IT'S BEEN AROUND FIVE YEARS AGO, SO WHO KNOWS.
UM, AND THEN THE APP FOR A PROJECT MIGHT END UP SPEEDING UP.
UM, BUT THIS IS MORE THE JOBS FOCUS PROJECT, UM, THAT WE HAD A GOOD CALL WITH A COUPLE WEEKS AGO.
THIS MIGHT MOVE UP A LITTLE FASTER, BUT THEY SEEM PRETTY MUCH THE TIME.
SO ON THE TIER ONE A ONCE AGAIN, THEY'RE, WE'RE MORE COMFORTABLE THAT THEY HAVE THEIR CAPITAL STACK EMPLOYEES COMPARED TO THE OTHER.
AND I WILL SAY FOR ACOR, THIS IS ONE THAT STARTED THROUGH OUR, YOU KNOW, TRADITIONAL OUR ECONOMIC DEVELOPMENT SIDE AND IN OUR INCENTIVE LETTER WE PUT IN, WE THINK IT WOULD BE A GOOD NEW MARKETS PROJECT.
WE DIDN'T HAVE ANY ALLOCATION AT THE TIME.
UM, AND THEN THEY DECIDED THAT THEY WERE GONNA EXPAND THEIR LINE, UM, TO DO A, A MUCH LARGER MANUFACTURING FACILITY.
AND SO THIS IS WHAT THEY'RE COMING BACK FOR FOR SOME NEW MARKETS ASSISTANCE FOR UM, SO WE ANTICIPATE MORE JOBS THAN WHAT THEY'VE INDICATED, BUT IT'S A HUGE AMOUNT OF INVESTMENT IN UM, D THREE.
ARE THERE OTHER CITY FUNDS INVOLVED AT ALL AT SO LOCAL ALCOHOL AND NOT AT VOGEL AND NOT AT BEHIND EVERY DOOR.
UM, THE BEHIND EVERY DOOR ACTUALLY.
AND IF PART OF THE REASON THAT THEY ALSO CAME BACK FOR NEW MARKETS IS THEY HAD TO, THEY HAD AN ISSUE WITH THEIR STORM STORMWATER AND HAD TO RUN LIKE WITH THEIR EASEMENT AND ENDED UP WITH A ABOUT $300,000 ADDITIONAL STORMWATER COST.
UM, AFTER GOING THROUGH THE PERMITTING PROCESS AND HAVING SOME ISSUES WITH THAT.
BUT RIGHT NOW THE ONLY CITY SUBSIDY FOR THAT PROJECT IS THE NEW MARKETS BEING CONSIDERED LET THE PATHWAY DROPS AS MUCH AS THEM, WE CAN LEVERAGE AS MUCH OF THE CITY RESOURCES WE CAN IF IT FITS.
UM, YEAH, SO YOU KNOW, THIS ONE THEY WERE OFFERED A VERY, VERY SMALL JOBS GRANT, UM, WHICH THEY MAY OR MAY NOT TAKE BECAUSE IT, THE NEW MARKETS MIGHT BE A BETTER SUBSIDY FOR THEM, BUT IT WAS PART OF THEIR INCENTIVE OFFER, UM, AND PARKS.
SO YOU KNOW, WE MIGHT BE ABLE TO ASSIST THEM IF THEY HAVE A GAP THAT THEY DEMONSTRATED ONCE WE'VE GONE THROUGH THE NEW MARKETS PROCESS.
UM, AND THAT STUFF YOU'VE ALREADY SEEN.
UM, SO THAT'S REALLY IT ON THE PIPELINE PORTION OF THE AGENDA.
ANY OTHER, ANY OTHER QUESTIONS ABOUT THE PIPELINE I GUESS INITIALLY BEFORE WE MOVE TO THE UPDATE ON THE HEALTHY FOODS DALLAS PROJECTS? ONE QUICK QUESTION FOR, I'M SORRY.
THE SPACE, IS IT, UM, DO THEY ALREADY EXIST? YES.
SO THEY BOUGHT A BUILDING AND THEN THEY'RE PLANNING TO EXPAND AND BUILD ANOTHER PRODUCT TO PUT IN THIS PVC PIPELINE, WHICH IS LIKE A, LIKE A 50 MILLION.
I DON'T REALLY GET IT, BUT LIKE THEY'RE REALLY EXCITED ABOUT IT AND THEY MAKE PBC PIPES ON IT, YOU KNOW, LIKE RIGHT NOW CONSTRUCTION, THESE ARE VERY NEEDED.
WE, WE NEED TO DO STUFF LIKE THAT CAUSE THEY'RE SWITCH.
AND THE EXTENT THERE'S OTHER QUESTIONS AS FOLKS ARE LOOKING MATERIALS OPPOSED TO THIS MEETING, HAPPY TO ANSWER THOSE
[00:30:01]
QUESTIONS AND I'M INTO THE, AND KEEP IN MIND BOARD, I MEAN WE'RE, WE'RE STILL OPEN FOR PROJECTS SO YOU, YOU HEAR SO THAT NEEDS TO REFER TO THE, TO THE TEAM.YEAH, WE'RE NOT, I MEAN WE'RE NOT SAYING THAT THESE ARE THE PROJECT, THESE ALL OVER LOOKING AT IT.
SOMETHING COULD RISE TO THE, SOMETHING COULD RISE TO THE TOP OF THE PROJECTS.
SO KEEP OPEN MY, I ASSURE YOU SOMETHING ELSE TO FALL APART.
LIKE WITHOUT FAIL SOMETHING WILL FALL APART.
UM, AND I WILL SEND THE DECK OUT AFTER THIS MEETING.
HOW MOVE, I KNOW WE'RE RUNNING UH, LONG SO I'LL BE TWO SENTENCE UH, JUST BRIEFLY LET YOU KNOW THAT WE DID DO THE 2023 NOFA IT HASS AND WE HAVE APPLICATIONS IN.
SO WE'LL REVIEW THEM AND BRING RECOMMENDATIONS BACK TO THE COMMITTEE AND UPDATE ON THE CURRENT STATUS.
UM, IT LOOKS LIKE, WELL WE HAVE CORNERSTONE ON THE CONTRACT BUT WE DO KNOW THAT THERE'S GONNA BE ONE FROM THE SECOND GROUND THAT WILL NOT FUND.
UM, AND WE HAVE ONE GROUP WHERE THEY WILL PROBABLY PAY BACK THEIR SECOND UM, HALF OF THE LOAN BECAUSE THEY WEREN'T ABLE TO FULFILL THEIR PROGRAM GOING FORWARD.
DO THEY HAVE THE ABILITY TO DO THAT? THEY HAVE THE ABILITY TO DO THAT.
SO THEY TOLD US IN ADVANCE THEY BEEN A VERY GOOD PARTNER ABOUT THAT AND WE APPRECIATE THAT AND WHO WILL NOT FUND WHICH ONE IS NOT GONNA FUND, UM, OH FORUM CLIFF.
THEY GOT LOST TRACK KIND OF, OF SOME OF IT AND WAS THEY WEREN'T READY TO GO WITH THE FOOD COMPONENT WHEN, AND YOU KNOW, WE HAD, WE WERE TRYING TO GET THE MONEY DISPENSED, RIGHT? MM-HMM.
SO IT'S JUST MAKE, THEY'RE NOT DOING ANYTHING WITH THIS THAT THEY INDICATED INITIALLY.
SO I PASS, APPLY AGAIN WHEN THEY'RE READY WITH SOMETHING THEN TRY TO MAKE THAT SQUARE PIPE FIT AND ANOTHER SEVEN THE APPLICATIONS.
UM, AND WE ARE WORKING, SOME OF THE ISSUES THAT WE HAVE FOUND RELAT DUE TO COVID, IT CHANGED THE STRUCTURE, FOUND SOME PEOPLE AT THE PROGRAM BUT HEATHER'S BEEN HELPING US UH, WORK THROUGH THAT WITH THEM TO, TO FIND ALTERNATIVES.
SO IT LOOKS LIKE THE ONLY ONE THAT WE REALLY CAN WORK IT OUT WITH IS FOR A PLUS AND EVERYONE ELSE SHOULD PRETTY MUCH BE ON TRACK.
AND BECAUSE OF THAT, I MEAN AS YOU CAN SEE MORE, UM, PROJECTS HAVE STARTED ROLLING INTO THEIR COMPLIANCE YEARS WHERE WE'RE STARTING TO SEE THEIR PERFORMANCE.
UM, SO WE HAVE A LOT OF PEOPLE NOW RECORDING WHERE IN THEIR FIRST YEAR OR SECOND YEAR REPORTING AND THAT GIVES YOU THEIR NUMBERS AT THE BOTTOM OF THE POUNDS OF FOOD, THE MEALS DELIVERED, UH, VOLUNTEERS ARE ALL ON THE UPTAKE NOW.
YOU'LL BE ABLE TO SEE MORE OF THOSE PERFORMANCE BUDGETS SINCE WE HAVE MORE PROJECTS MOVING INTO THEIR COMPLIANCE PERIOD.
SO MAUREEN, SO 6 46 OF THE SEVEN 15 WE HAVE, WE AUTHORIZE AND BEEN COMMITTED.
AND OF THAT, ABOUT HALF OF THAT HAS BEEN FUNDED.
AND I KNOW WE'VE HAD SOME FORGIVE SO WHAT'S THAT? WHAT'S THAT NUMBER? WE YOU HAVE ONE COMPLETELY FORGIVEN AND THEN YOU HAVE THE OTHER THREE THAT HAVE PARTIALLY DONE AT LEAST ONE YEAR FOR DOING THIS.
SO DOLLAR AND I DO HAVE THAT, THAT'S ABOUT 35, 18 AND 35.
SO LIKE 80, LIKE 88, 5,000 THAT'S BEEN PARTLY FORGIVEN.
SO WHEN THAT, WHEN THAT MONEY, SO THOSE ARE FORGIVEN ONCE AGAIN.
SO THAT MONEY'S GONE, IT MET ITS PURPOSE, ET CETERA.
THE MONEY LIKE BEFORE CLIP, IT'LL COME BACK INTO THE WHOLE CORRECT.
SO THAT WOULD BE MONEY WE COULD AWARD AFTER THIS NEXT ROUND? YEAH.
THEN ABOUT 34,000 THAT WILL COME BACK FOR THE WE PAYMENTS FOR THE OTHER ONE WHO CAN'T DO THE SENATE HERE.
SO WE ONLY HAVE A HUNDRED AND WHAT IS IT? 1 4 1 1, YEAH.
HUNDRED 4,000 RIGHT? $104,000 PLUS THE GROUP OF MONEY AND THE SEVEN AND THE 30,000 THAT WILL COME BACK FROM THE, FOR THE REPAYMENT.
THAT DOESN'T HAVE A LOT OF LACK, A LOT OF MONEY FOR SEVEN.
I KNOW WE GOT SEVEN APPLICATIONS.
WHAT ARE, WHAT ARE WE ANTICIPATING TRY TO ORDER? I THINK WE NEED TO REVIEW THE APPLICATION AND SEE WHAT THE, YOU KNOW, CUZ WE HAVE THAT SCORING THRESHOLD OF AD AND SEE WHAT IS ABOVE THAT LINE AND WHAT'S BELOW.
AND THEN, YOU KNOW, DDS IS FLUSH WITH FUNDING.
SO WE CAN, IF IT ENDS UP BEING MORE THAN THE ROUGHLY 200,000 THAT WE HAVE AVAILABLE, WE COULD POTENTIALLY AUTHORIZE YOU AUTHORIZE ADDITIONAL FUNDING? YEAH.
WITH THE MAXIMUM FUNDING BEING 70,000.
SO IT WILL, YOU CAN DO SEVERAL YOU WITHIN THEIR CURRENT AMOUNT.
AND THEN INSIDE THIS NEXT BOARD MEETING THAT THEN, SO HOW DO, HOW DO THESE, UM, IMPACTS COMPARE TO WHAT WE ANTICIPATE? ARE WE PLEASED WITH THE PERFORMANCE OF THE IMPACT WE RECEIVED? YES, THEY, UM, SOME THEM, THEM PHENOMENALLY ABOVE WHAT THEIR STRUGGLES WERE, ESPECIALLY FOR THE ONE THAT HAS, UM, COMPLETED ALL
[00:35:01]
THE WAY THROUGH THAT SOME OF THEM WERE TWO TO THREE TIMES WHAT THE EXPECTATIONS WERE.THE ONLY PLACES WHERE IT'S A LITTLE BIT LOWER IS WHERE THEY WERE REALLY IMPACTED BY COVID.
MM-HMM
BUT AS FAR AS THE TOWNS PRODUCED, GIVEN AWAY, WE HAVEN'T SEEN A SIGNIFICANT DROP IN THOSE NUMBERS.
SO WHO ARE THOSE SUCCESSFUL ORGANIZATIONS THAT THAT'S, THAT ARE CATHOLIC CHARITIES IS FULLY FUNDED AND FULLY FORGIVEN? UM, RO NORTH TEXAS IS PARTIALLY AGAIN FOR THEIR FIRST PROJECT.
UH, I ESPECIALLY FORGIVEN FOR THEIR FIRST PROJECT, FOR THEIR AND UM, RELEASE.
THEY'RE RELEASED AND THEN, UM, STUCO IS NOT, THEY'RE IN THEIR COMPLIANCE PERIOD BECAUSE THEY'VE GOTTEN ALL THEIR MONEY AGAINST YES, THEY'RE IN THEIR FIRST YEAR.
UM, AND THEN THE REST OF THE FIRST YEAR, EXCEPT FOR ST.
PHILLIPS' ULTIMATE COMPLIANCE, YOU GUYS KNOW, LET ME KNOW WHENEVER, IF I NEED TO EVER LEAVE THE ROOM THAT YOU DON'T NEED TO
SO I MEAN OVERALL, YOU KNOW, IT'S A SMALL PROGRAM BUT IT HAS BEEN REALLY IMPACTFUL AND I THINK, YOU KNOW, ONE OF THE THINGS THAT THAT STUCK WITH ME THAT VALERIE SAID IS NOBODY GETS MONEY FOR WASHING STATIONS.
LIKE THE ABILITY TO BE THIS FLEXIBLE WITH THE FUNDING YEAH.
IS REALLY IMPORTANT FOR THE NONPROFITS.
THEY COULDN'T GET THAT FUNDING OTHERWISE.
AND YOU MENTIONED, I KNOW YOU ST.
PHILLIPS, I THINK THEY JUST CHANGED THEIR PRIORITIES.
I MEAN THEY HAD INDICATED THEY WERE GONNA DO A BIG COMMUNITY GARDEN AND THEY THINK THEY HAD SOME ISSUES WITH WHETHER OR NOT THEY NEEDED TO BUILD IT AND THEN THEY WERE GONNA DO A HOOP HOUSE.
THEY ONLY TOOK THE $1,200 OF THE 70.
UM, AND SO, I MEAN I KNOW IT'S DIFFERENT, BUT I MEAN WHEN I SEE SOMEBODY WHO ALLOCATED MONEY THAT DOESN'T SEEM TO BE UTILIZED AND THEN I'LL SEE IT ON OUR NEW MARCUS LIST.
I DON'T WANNA HEAR THE SAME SITUATION.
TIER
HEY, PHILLIPS IS MY, MY NEXT CONTACT TOO.
SEE IF WE CAN'T GET IT IN THE GOOD.
SO ONCE AGAIN, RIGHT NOW WE'VE GOT, LIKE I SAID, ABOUT 104 STILL UN UNCOMMITTED FROM THE SEVEN 50 PLUS MONEY'S GONNA BE COMING BACK IN FROM ORAL CLIFF.
SO ONCE AGAIN WE'LL LOOK AT THESE, AT THESE ALLOCATIONS AND IF WE SEE THAT THEY ARE WARRANTED MORE THAN THE REMAINING ALLOCATION THAT WE HAVE, WE'LL COME BACK TO THE LORD TO POTENTIALLY ASK FOR AUTHORIZATION ADDITIONAL FUNDS.
ANY OTHER QUESTIONS ABOUT OUR HEALTHY FOODS? ALL RIGHT, WELL THAT'S ALL I SEE ON THE AGENDA HERE TODAY.
WE START STARTING A LITTLE SLOW THIS MORNING IN OUR MEETING, BUT WE FINALLY GOT IT.
SO THANK YOU FOR BEARING WITH US.
I'M GOING ENCOURAGE THAT THE NEXT MEETING BE IN PERSON, ALL OF US TO BE IN PERSON.
WE CAN, IT'LL BE A WHOLE LOT EASIER IF AT ALL POSSIBLE.
SO, UH, ONCE WE DETERMINE THE TIMING OF THAT, WE'LL TRY TO GIVE EVERYBODY ENOUGH NOTICE.
BUT IT WOULD BE GREAT TO SEE EVERYBODY SITTING AROUND THE TABLE.
I JUST THINK IT MAKES LIFE A WHOLE LOT EASIER.
SO, AND WE WILL JUST FOR SCHEDULING PURPOSES, TRY TO DO THAT PROBABLY IN MARCH.
AND I KNOW SPRING BREAK IS IN MARCH, SO WE TRY TO BE AFTER SPRING BREAK AND WE'LL, I'LL GET AN UPDATED REQUEST AS SOON AS THEY CAN.
I I GOT A QUESTION BEFORE, BEFORE WE JOINED, SINCE SOME OF US HAVE BEEN ON THIS BOARDS SINCE INCEPTION, ISN'T THERE LIKE CERTIFICATE OF APPRECIATION FOR SERVICE THAT THE BOARD CAN INITIATE AND GIVE TO THOSE? I MEAN, JUST A, CAUSE SOME OF US HAVE BEEN THERE FOR 10 YEARS OR MORE AND WE'VE DONE THIS GREAT WORK.
IS THERE SOME KIND UH, I MEAN, WORK WITH THE CITY.
SHE DOES LIKE THAT JUST, JUST, HE GAVE ME A HIGH FIVE LAST TIME I SAW SO WE'RE GOOD.
I SAID HEATHER GAVE ME A HIGH FIVE LAST TIME I SAW HER.
SO WE'RE, WE'RE GOOD
I, THERE IS NOW A BOARDS AND COMMISSIONER'S COORDINATOR AND I CAN CHECK WITH THEM, BUT I AM NOT AWARE OF ANY FORMAL RECOGNITION THE CITY OFFERS.
BUT I WILL CHECK WITH THE, BECAUSE THEY, THEY'VE CHANGED THE ROLE OF BOARDS AND COMMISSIONS WITHIN THE CITY.
SO LET ME, LET ME CHECK WITH THE STAFF OR WHO DOES HANDLES THAT.
YEAH, JUST, IT DOESN'T, DOESN'T CHANGE ANYTHING BUT UH, SOME OF US HAVE BEEN THERE FOR A WHAT, 12 YEARS? 13 YEARS.
THIS THING HAS BEEN ON 14 YEARS.
YEAH, I THINK I HAD AN AFRO WHEN I FIRST STARTED
