SO IN THE TIF WORLD, WE'RE KIND OF STARTING TO GET TO THAT SUNSET PERIOD.
WE'LL, WE'LL, UM, AS WE TALK ABOUT THIS, KIND OF LOOK AT KIND OF WHAT THAT LOOK LIKE, UM, AS THE CONCLUDING YEARS, UM, THE CITY IS THE ONLY PARTICIPANT AT THIS TIME INTO THE INCREMENT FUND, AND THAT'S BECAUSE THE COUNTY'S, UM, TIF DOLLARS WERE CAPPED IN 2021.
SO NOW JUST THE CITY PARTICIPATING, AND THAT'S AT A 90%, UM, PARTICIPATION RATE.
THE NEXT SEVERAL PAGES ARE JUST SOME HISTORICAL ACCOMPLISHMENTS, UM, OF THE DISTRICT.

AND THEN A SUMMARY AT THE END SHOWING, UM, HOW MUCH VALUE HAS BEEN ADDED.
UM, ONE THING TO NOTE THAT REALLY HELPED WITH THE INCREMENT THIS YEAR, THE VALUE OF THE DISTRICT IS THE 300 PEARL EAST QUARTER PROJECT.
UM, THAT, THAT'S A REALLY INTERESTING BLOCK.
IT WAS BUILT PARTIALLY WITHIN THE TIF DISTRICT ZONE AND PARTIALLY NOT.
SO WE ASKED, WE DECA TOOK BASICALLY HALF OF THE VALUE AND CONTRIBUTED IT TO THE TIF DISTRICT.
SO THAT REALLY HELPED WITH OUR INCREMENT, AND I'LL SHOW YOU THAT IN A BIT.
MAKES MIXED INCOME HOUSING IS ALWAYS IMPORTANT, UM, FOR THE PLAN AND HOW IT LAYS OUT THAT ALL, UH, RESIDENTIAL PROJECTS SHOULD HAVE 20% SET ASIDE.
UM, WITHIN THE DISTRICT, THERE'S 60 COMPLETED AFFORDABLE UNITS, AND THAT'S, UM, FROM HARVEST LOFTS AND FROM TAYLOR LOFTS.
AND THE 30 PLANNED IS THE, THE PEARL LOFTS PROJECT, A MAP OF SOME OF THE MAJOR DEVELOPMENTS WITHIN THE FARMER'S MARKET.
TIP DISTRICT RY THIS PAGE IS MORE OF THE DISTRICT PROJECTS, NOT NECESSARILY DEVELOPER REDEVELOP DEVELOPMENT AND REDEVELOPMENT PROJECTS, BUT THOSE INITIATIVES THAT ARE MORE DISTRICT WIDE.
SO ON HERE IS THE NEW PEARL IMPROVEMENT PROJECT THAT WAS APPROVED DURING THE FISCAL YEAR, $285,000.
GOING TO THAT, THE STATUS IS THAT THEY'RE GOING THROUGH ALL THE APPROVALS RIGHT NOW.
THE DEVELOPER HOPES TO GET STARTED DURING KIND OF THE QUIET SEASON OF THE FARMER'S MARKET, KIND OF JANUARY TO, YOU KNOW, EARLY SPRING.
AND SO THEY'RE WORKING REALLY HARD TO GET THOSE APPROVAL SO THAT THEY CAN GET STARTED, GET UNDERWAY WITH THAT IMPROVEMENT.
UH, ALONG THE, FOR ALL EXPRESSWAY BETWEEN THE MALLARDS, UM, THIS IS REALLY KIND OF THE HIGHLIGHT OF THE ANNUAL REPORT IS THE HEALTH OF THE DISTRICT.
AS FAR AS ITS VALUE, THE VALUE IS APPROXIMATELY 570 MILLION.
THAT'S AN INCREASE OF 25.7% OVER THE 2021 YEAR.
AND AGAIN, IT'S SUCH A SMALL DISTRICT THAT IT'S KIND OF HARD, UH, YOU KNOW, TO GET THOSE BIG PUNCHES IN VALUE.
BUT HAVING THAT EAST QUARTER DEVELOPMENT COMPLETED REALLY HELPED OUT.
UM, THE 2022 VALUE IS, UM, THE INCREMENT IS COLLECTED IN 23, AND WE'RE EXPECTING JUST OVER 3.586 MILLION TO BE COLLECTED FROM THAT.
THE NEXT SEVERAL PAGES ARE DEVELOPMENT GOALS AND OBJECTIVES.
THESE ARE THINGS THAT ARE LAID OUT, IMPROVED IN THE TIP DISTRICT PLAN, AND EVERY YEAR THE, THE ITALICIZED PORTION KIND OF TELLS HOW FAR WE'VE COME IN MEETING THOSE GOALS.

SO THAT'S SOMETHING WE DO THAT I DO IN-HOUSE IS KIND OF LOOK AT, UM, YOU KNOW, IF THE, IF WE HAVE MORE CONSERVATIVE GROWTH EACH YEAR, IF IT'S ONLY 3%, WHAT WILL WE HIT THAT? SO ANYWAY, UM, LOOKS LIKE IT'S A GOOD MATCH HERE.
IN SUMMARY AND A LOT OF NEW FACES ON THE BOARD, UM, THERE WERE THREE, FOUR ITEMS THAT WENT TO COUNCIL, THE ANNUAL REPORT AND THOSE RELATED TO THE PEARL OFFS AND PEARL IMPROVEMENT PROJECT.
HERE'S THAT BUDGET IN N P V, THE 19.2 MILLION, AND THAT EQUATES TO ABOUT 57.9.
IN TODAY'S DOLLARS, WE'VE ALLOCATED 41 MILLION, WHICH LEAVES US JUST OVER 16.8 FOR FUTURE SPENDING.
AND JUST TO NOTE, THAT IS NOT CASH ON HAND, THAT IS THE INCREMENT THAT'LL COME O COME THROUGH BETWEEN 2023 AND 2028.
I'LL NOTE THAT THIS BUDGET IS A LITTLE UNUSUAL IN THAT IT IS SITE SPECIFIC RATHER THAN BY USE.
SO IF THERE ARE ANY MORE PROJECTS TO BE HAD, OF COURSE WE'RE KIND OF RUNNING OUT OF LAND, BUT, UM, WE MIGHT NEED TO KIND OF ADJUST THIS BUDGET AS WE MOVE FORWARD.

AND SPEAKING OF, WE'VE GOT THIS TIF DISTRICT SET ASIDE BUDGET AND THERE'S ALMOST 1.5 MILLION IN THAT.
AND SO THAT WOULD BE SOMETHING LIKE THAT PRO IMPROVEMENT PROJECT WHERE WE DO, UM, KIND OF PROACTIVELY DO SOMETHING THAT HAS A DISTRICT BENEFIT, NOT JUST FOR ONE SITE.
WE WOULD NEED TO SEE HOW THAT FITS INTO THE BUDGET WHEN WE HAVE A PROJECT.
SO THAT'S SOMETHING WE'LL BE TALKING ABOUT OVER THE NEXT COUPLE YEARS IS IS THERE ANYTHING WE WANT TO DO AS WE WRAP UP THE TIF DISTRICT PROACTIVELY WITHIN THE DISTRICT? ALL RIGHT.
ALL OF OUR PROJECTS HAVE A MINORITY AND WOMEN OWNED BUSINESS PARTICIPATION.
IT WAS 25% WHEN MOST OF THESE PROJECTS WERE UNDERWAY.
SO THE MOST RECENT, THE HARVEST LAWS AND TAYLOR STRAIGHT LAWS ARE AT THE BOTTOM THERE.
AND THEN THE FINANCIALS ARE WHAT ARE REALLY, WHAT'S REQUIRED BY STATE LAW.
UM, THIS TIP DISTRICT, AGAIN, I'LL NOTE, DOES NOT HAVE CASH ON HAND.
WE ARE PAYING OUT DEVELOPERS AS THEY'RE QUEUED UP, UM, ONCE THEY'VE BEEN, UH, COMPLETED AND ARE IN COMPLIANCE.
SO, WELL, I'LL NOTE HERE, THIS SHOULD MATCH.
THIS IS OUR INCREMENT, THE BODY OF THE DOCUMENT WHERE I MENTIONED THAT THE COUNTY'S CAPPED OUT.

SO, UM, THIS TIF DISTRICT BORROWED FROM THE CITY, UH, YEARS AGO TO CATALYZE THE DEVELOPMENT, SOME OF THOSE INITIAL CAMDEN PROJECTS.
AND SO WE, THE TIF DISTRICT HAS BASICALLY AGREEMENTS WITH PUBLIC WORKS AND DALLAS WATER UTILITIES, UM, TO MAKE PAYMENTS TO PAY THEM BACK.
SO AS WE MOVE FORWARD IN 20 23, 20 24.
AND SO WE REALLY NEED TO START THINKING ABOUT IS THERE ANOTHER PROJECT OR WOULD DO WE NEED TO GO AHEAD AND, AND MAKE THOSE OBLIGATIONS BACK TO THE CITY? IT, THIS IS UNUSUAL, BUT IT WAS A GREAT WAY AT THE TIME BECAUSE THE TIFF HADN'T STARTED GENERATING INCREMENTS WHEN WE WANTED TO START DEVELOPING FARMER'S MARKETS.
SO IT WAS A GREAT WAY TO GET CASH UP FRONT BY BEING ABLE TO USE THOSE BOND FUNDS WITH THE AGREEMENT THAT AT THE BACK
