I WANT TO TAKE A MOMENT TO RECOGNIZE THE LOSS OF SERGEANT DARYL W.

GARY BADGE NUMBER 6750.

WE'LL HAVE SERVICES AT COMMUNITY MISSIONARY BAPTIST CHURCH.

THE FUNERAL SERVICE WILL BEGIN AT 11:00 ON WEDNESDAY, JUNE 7TH.

I WANT TO TAKE A MOMENT, JUST AS A DEPARTMENT, AS A CITY, AND TO ACKNOWLEDGE THAT LOSS WITH HIS FAMILY.

AND LATER WE HAVE A PRESENTATION ABOUT JUST SOME OF THE ACTIVITIES OVER THE LAST COUPLE OF YEARS, AND I'M GLAD WE'RE GOING TO DO THAT.

YOU'VE DONE IT WITH YOU'VE SHOWN AND EXEMPLIFIED EXACTLY WHAT A CITY COUNCIL PERSON SHOULD BE.

YOU'VE LED BY CONVICTION.

YOU'VE STUCK WITH YOUR VALUES AND MOST IMPORTANTLY, YOU'VE LED WITH YOUR FAITH.

I WANTED TO BRING ITEM G ON OUR AGENDA UP FIRST AND WHICH I BELIEVED AND HOPEFULLY WILL BE ONE OF THE MOST EASY ISSUES WE HAVE AS A COUNCIL.

I WANTED TO GIVE A LITTLE BIT OF BACKGROUND.

THIS IS ITEM G, WHICH IS RECOMMEND THE CITY MANAGER CONDUCT A MID-YEAR MARKET ASSESSMENT OF THE POLICE AND FIRE CHIEF POSITIONS TO DETERMINE IF THEIR SALARIES ARE COMPARABLE WITH SIMILAR POSITIONS IN OTHER TEXAS CITIES AND RECOMMEND THAT THE CITY MANAGER MAKE APPROPRIATE SALARY ADJUSTMENTS.

TO GIVE A LITTLE BIT OF BACKGROUND.

THIS IS AT THE REQUEST OF A NUMBER OF COUNCIL MEMBERS AND A WHOLE SLEW OF CONSTITUENTS AND LEADERS IN OUR COMMUNITY.

THIS, TO BE REALLY 100% CLEAR, HAS NOTHING TO DO WITH ANY REQUEST OF OUR CHIEFS OR CHIEF.

AND THIS WAS PURELY AN ITEM THAT I BELIEVE IS APPROPRIATE AS OUR COMMITTEE TO TAKE UP AS WE LOOK AT OPPORTUNITIES FOR KEEPING GOOD LEADERSHIP IN PLACE.

AND SO I WOULD ALSO WANT TO ACKNOWLEDGE THAT MR. JOHN FORTUNE, WHO AS WE TALK ABOUT THE SERVICE WE'VE HAD TOGETHER SINCE YOU'VE BEEN HERE, HAS BEEN AN ABSOLUTE ASSET AND HAS BEEN A GREAT PARTNER IN ALL THAT WE'VE WORKED FOR AND I UNDERSTAND HAS ALREADY TAKEN SOME STEPS IN THIS REGARD IN THE PAST.

AND THE POINT OF THIS ITEM IS TO GIVE CLARITY AND SUPPORT FROM THE PUBLIC SAFETY COMMITTEE AND HOPEFULLY EVENTUALLY COUNCIL, THAT WE DO EVERYTHING IN OUR POWER TO KEEP GOOD LEADERSHIP IN PLACE.

AND I'LL BE REAL SPECIFIC IN THAT AS IT RELATES TO OUR DUTY AS A PUBLIC SAFETY COMMITTEE.

WE DON'T GET INTO PERSONNEL ISSUES.

ALL WE CAN DO IS WORK THROUGH OUR DIRECT APPOINTEES, WHICH ARE CITY MANAGER IN THIS CASE, AND TO ENSURE THAT THEY TAKE EVERY STEP WE CAN TO KEEP SPECIFICALLY CHIEF GARCIA AND OUR LEADERSHIP IN PLACE.

AND SO, AS WE KNOW AND ARE AWARE, THERE IS A GREAT DEAL OF DEMAND FOR POLICE CHIEFS ACROSS THE COUNTRY, AND WE ARE EXTREMELY SUPPORTIVE OF CHIEF GARCIA.

HE IS COMMITTED TO THIS DEPARTMENT AND THIS CITY.

HE'S MADE IMPROVEMENTS IN EVERYTHING HE SAID HE WOULD AS IT RELATES TO MORALE, AS IT RELATES TO REDUCING VIOLENT CRIME, AS IT RELATES TO COMMUNICATION WITH OUR COMMUNITY AND GAINING TRUST OF OUR COMMUNITY.

AND THOSE ARE THE THINGS THAT, AS I LOOK BACK ON MY TERM IN SERVICE AND THE THINGS THAT WE CAN DO TO MOST IMPACT PUBLIC SAFETY, IT'S TO ENSURE THAT WE HAVE GOOD LEADERS IN PLACE THAT ARE DOING EXACTLY THOSE THINGS.

AND SO THE POINT OF THIS IS TO ENSURE WE HAVE AN OPPORTUNITY FOR THE COMMITTEE TO VOICE THEIR THOUGHTS AND OR ASK QUESTIONS AS IT RELATES TO HOW WE CAN ENSURE THE COMMITMENT TO OUR CHIEFS AND TO THE LEADERSHIP IN PUBLIC SAFETY GENERALLY, THAT WE HONOR OUR CHARTER APPROPRIATELY AND THAT WE EMPOWER OUR CITY MANAGER TO TAKE WHATEVER STEPS ARE NECESSARY TO ENSURE THAT WE KEEP, SPECIFICALLY CHIEF GARCIA AND OUR LEADERSHIP AT THE CITY AND RELATING TO PUBLIC SAFETY IN PLACE MOVING FORWARD.

SO THAT'S THE REASON FOR BRINGING THIS FORWARD.

ARE WE SAYING THAT IN THIS PARTICULAR BUDGET YEAR THAT WILL BE UP TO THE CITY MANAGER? OKAY. SO I GUESS I GUESS MISS MENDELSOHN, CHAIRMAN MENDELSOHN, IF YOU CAN ANSWER THIS QUESTION, I GUESS ON OUR CHARTER, SINCE THIS IS A BUDGET AMENDMENT, COULD BE UP TO THE, I MEAN, IT'S A BUDGET DEAL.

IF THERE'S SOMETHING NOT CHARTER THAT WE CAN SAY THAT WHEN WE DO OUR BUDGET, THAT THERE'S SOMETHING WE CAN PUT IN THERE TO ASK OR SUGGEST A RAISE.

BUT OUR RECRUITING IS LAGGING AND WE HAVE TO REMAIN COMPETITIVE.

OUR COMMUNITY HAS TOLD US THIS IS NUMBER ONE FOR THEM, IT'S NUMBER ONE FOR US.

AND IF THAT MEANS WE NEED TO MAKE AN ADJUSTMENT OF OUR MEET AND CONFER AGREEMENT, THEN LET'S DO IT.

AND SO I WOULD LIKE US TO AT LEAST GO AND CHECK OUT THE DATA AND MAKE SURE WE KNOW THAT.

WE ARE OFFERING THE BEST ENVIRONMENT WE CAN.

SITTING TO MY LEFT IS LIEUTENANT JORDAN KLINGER, WHO IS ACTUALLY OVER THE PEONY AND PSN TASK FORCE IS CURRENTLY ASSIGNED TO THE VIOLENT CRIME PLAN UNIT.

IN THIS PRESENTATION, WE WILL PROVIDE AN OVERVIEW OF THE VIOLENT CRIME PLANNING UNIT'S ACTIVITY IN THE MONTH OF MAY.

WE'LL DIVE INTO A HIGH LEVEL SYNOPSIS OF THE OPERATIONS WHICH TOOK PLACE WITHIN THE NINE PSN AREAS.

WE'LL PROVIDE A RECAP OF TWO IMPACTFUL ARRESTS MADE BY NORTHWEST OFFICERS AND CRT UNITS.

REVIEW SEVERAL COMMUNITY EVENTS WHICH TOOK PLACE WITHIN THE GRIDS.

GNAGE AND PSN OFFICERS CONDUCTED 87 INVESTIGATIVE MARK OUTS, MADE 20 FELONY ARRESTS, EXECUTED 23 FELONY WARRANTS RELATED TO THE ARRESTS, EXECUTED THREE SEARCH WARRANTS IN WHICH SOME INVOLVED MULTIPLE RESIDENCES SEIZED 13 HANDGUNS, SEVERAL IN RELATION TO AN ONGOING CRIME, SEIZED TWO RIFLES, SEIZED OVER 44,000 CASH WHICH WERE IN RELATION TO ILLEGAL NARCOTIC DRUG ACTIVITY AND SEIZE MANY DIFFERENT TYPES OF ILLEGAL NARCOTICS, INCLUDING MARIJUANA, COCAINE, METHAMPHETAMINE, HEROIN, ALPRAZOLAM AND AMPHETAMINES.

REGARDING PARTICULAR OPERATION WHICH WAS CONDUCTED BY PSN, HOMICIDE AND CRT ON MAY 11TH OF 2023, A SHOOTING OCCURRED AT 9750 FOREST LANE. THIS IS A PSN AND AN AREA WHICH IS ADJACENT TO ONE OF OUR GRIDS IN PERIOD NINE.

TWO SUSPECTS FIRED A ROUND IN WHICH TWO COMPLAINANTS WERE INJURED AS THEY WERE STANDING ON A THIRD FLOOR BALCONY.

WHEN PATROL OFFICERS RESPONDED, THEY WERE ABLE TO OBTAIN AND PROVIDE GOOD, ACTIONABLE INTELLIGENCE REGARDING ONE OF THE SUSPECTS VEHICLES.

SHORTLY THEREAFTER, PSN LOCATED ONE OF THE VEHICLES AND FOLLOWED IT TO AN ADDRESS IN DALLAS.

SOON AFTER, PSN ALSO LOCATED A SECOND SUSPECT VEHICLE AFTER OBTAINING UPDATED INTELLIGENCE AT THE SAME LOCATION AT THAT SAME DALLAS RESIDENCE, NORTHEAST AND DEPLOYMENT UNITS RESPONDED AND CONDUCTED AN EXTENSIVE AND EXHAUSTIVE INVESTIGATION WHICH TOOK MANY, MANY HOURS.

WHEN ATTEMPTING TO LEAVE THEIR VEHICLES, SIX SUSPECTS WERE SUBSEQUENTLY DETAINED ON TRAFFIC STOPS, AND A LAWFUL SEARCH OF BOTH VEHICLES RESULTED IN THE RECOVERY OF A HANDGUN,

WHICH YOU SEE ON THE SLIDE RIGHT THERE, AND OF THE ASSAULT RIFLE USED IN THE OFFENSE IN WHICH THE TWO COMPLAINANTS WERE INJURED.

PSN OFFICERS OBTAINED BOTH VERBAL AND WRITTEN CONSENT TO SEARCH THE RESIDENCE IN WHICH THIS THESE THIS RIFLE WAS OBTAINED ALONG WITH ANOTHER RIFLE AND A TOTAL OF FOUR HANDGUNS.

SUSPECTS WERE INTERVIEWED AND SUBSEQUENTLY CHARGED WITH SEVERAL COUNTS OF AGGRAVATED ASSAULT.

ALSO IN MAY, NINE, TASK FORCE OFFICERS RECEIVED A DRUG COMPLAINT AT TWO SPECIFIC RESIDENCES WITHIN THE 3535 WEBB CHAPEL PMI LOCATION.

PMI INTELLIGENCE REVEALED THAT ONE OF THE RESIDENCES WAS BEING OPERATED BY A KNOWN INDIVIDUAL WITH A LENGTHY HISTORY OF DRUG DISTRIBUTION IN THE NORTHWEST PMI AREA.

PMI OFFICERS CONDUCTED A RELENTLESS INVESTIGATION USING SEVERAL AND VARIOUS FOLLOW UP TECHNIQUES AND OBTAINED A SEARCH WARRANT FOR BOTH RESIDENCES BASED UPON A PROVEN PATTERN OF ILLEGAL BEHAVIOR AND ACTIVITY.

ON MAY 11TH OF 23, DALLAS SWAT OFFICERS SIMULTANEOUSLY EXECUTED TWO SEARCH WARRANTS ASSISTING THE PMI OFFICERS WERE THE PMI, BIKE SQUAD, PSN UNIT, NORTHWEST AND CI AND TFO AGENTS OF CI.

AS A RESULT, FIVE SUSPECTS WERE PLACED UNDER ARREST FOR VARIOUS FELONY OFFENSES, INCLUDING THE KNOWN DRUG DEALER IN WHICH WE ORIGINALLY OBTAINED INTELLIGENCE ON THE SEIZED PROPERTY INCLUDED OVER $44,000 IN CURRENCY, TWO HANDGUNS IN WHICH ONE WAS DETERMINED TO BE STOLEN, AND OTHER EVIDENTIARY ITEMS, WHICH AGAIN, YOU SEE ON THE SLIDE HERE IN THIS PHOTO, THE NARCOTICS INCLUDED COCAINE, METH, HEROIN AND ALPRAZOLAM.

ON MAY 15TH OF 23, A SHOOTING OCCURRED AT 9501 FOREST LANE, WHICH AGAIN IS A PSN LOCATION AND ALSO ADJACENT TO A GRID.

IN THIS INCIDENT, A COMPLAINANT WAS PRONOUNCED DECEASED DUE TO THE GUNFIRE.

THROUGH VARIOUS RELENTLESS TECHNIQUES WHICH I CAN'T GO INTO DETAIL OVER.

HOWEVER, RELENTLESS FOLLOW UP BY PSN OFFICERS, THEY LOCATED A SUSPECT VEHICLE.

WORKING WITH HOMICIDE, PSN AND NORTHEAST CRT OFFICERS LOCATED AND PERFORMED ATTEMPTED TO PERFORM A TRAFFIC STOP OF THE SUSPECT VEHICLE.

HOWEVER, THE SUSPECT FLED ON FOOT WITH A BACKPACK AND THREW DOWN A HANDGUN DURING THE PURSUIT.

HE WAS QUICKLY APPREHENDED AS WELL AS A HANDGUN WAS RECOVERED, WHICH WAS DETERMINED TO BE THE WEAPON USED IN THE HOMICIDE.

AS YOU CAN SEE IN THE PHOTO, THE SUSPECT'S MASK WAS ALSO OBTAINED AT THE SCENE AND HE WAS CHARGED WITH EVADING AS WELL AS CAPITAL MURDER.

IN APRIL, PENAI DETECTIVES RECEIVED INTELLIGENCE FROM AN OFFICER ASSIGNED TO THE REDBIRD OUTREACH CENTER REGARDING THE SALE OF NARCOTICS AT 7676 SOUTH WESTMORELAND ROAD, WHICH IS A GRID LOCATION.

NINE OFFICERS CONDUCTED VARIOUS FOLLOW UP TECHNIQUES IN WHICH IN WHICH A SEARCH WARRANT WAS OBTAINED FOR THE RESIDENCE.

ON MAY 16TH OF THIS PAST MONTH, DALLAS SWAT OFFICERS EXECUTED A SEARCH WARRANT AT THE RESIDENCE, AGAIN ASSISTING THEM WITH THE ANY TASK FORCE BIKE SQUAD, SOUTHWEST 30 AND PATROL OFFICERS, AS WELL AS THE REDBIRD OUTREACH CENTER.

UPON EXECUTION OF THE SEARCH WARRANT, TWO SUSPECTS WERE ARRESTED FOR UNLAWFUL POSSESSION OF A FIREARM BY A FELON AND MANUFACTURE AND DELIVERY OF A CONTROLLED SUBSTANCE.

IN THE PHOTOS, YOU CAN SEE THE FIREARMS THAT WERE SEIZED, THE CASH AND SEVERAL NARCOTICS AS THEY WERE FOUND.

AGAIN, ONE OF THE HANDGUNS WITH A TAURUS HANDGUN WITH FOUR MAGAZINES.

AND IT WAS A IT WAS A 40 CAL HANDGUN.

IN THIS NEXT INCIDENT, WE HAVE A PSN HOMICIDE ARREST IN WHICH PSN OFFICERS ON MARCH 27TH WERE CONDUCTING SURVEILLANCE AT 10,004 FOREST LANE, WHICH IS A PSN LOCATION.

OFFICERS OBSERVED A SUSPECT FIRE A RIFLE INTO HER VEHICLE, STRIKING A COMPLAINANT IN THE SHOULDER AND THEN HE IMMEDIATELY FLED THE SCENE IN THE VEHICLE.

PSN OFFICERS FOLLOWED THE SHOOTER TO RESIDENTS IN DALLAS AND PSN NORTHEAST UNITS SURROUNDED THE RESIDENCE.

THE SHOOTER AND ANOTHER SUSPECT, WHO WAS A FUGITIVE FROM MISSISSIPPI, WERE SUBSEQUENTLY DETAINED AND THEY SURRENDERED WITHOUT INCIDENT.

AFTER AN OBTAINMENT OF A SEARCH WARRANT.

THE RIFLE USED IN THE OFFENSE WAS RECOVERED FROM THE SUSPECT'S VEHICLE.

THE SHOOTER WAS SUBSEQUENTLY ARRESTED IN CONNECTION TO A PREVIOUS AGGRAVATED ROBBERY INVESTIGATION AND FURTHER CHARGED WITH AGGRAVATED ASSAULT AND DEADLY CONDUCT IN RELATION TO THE SHOOTING. AFTER FURTHER INVESTIGATION, MANY HOURS BY A HOMICIDE DETECTIVE AND AND OTHER PSN AND OFFICERS THAT I BELIEVE NORTHEAST ON MAY 31ST, DETECTIVES WERE ABLE TO CHARGE THE SHOOTER FOR CAPITAL MURDER IN RELATION TO A DOUBLE HOMICIDE WHICH HAD OCCURRED AT A BAR IN DEEP ELLUM ON MARCH 15TH OF 2023 THROUGH A NORTH TEXAS CRIME STOPPERS TIP.

AND AGAIN, MANY HOURS OF INVESTIGATIVE TECHNIQUES AND VARIOUS VARIOUS HOURS SPENT INVESTIGATING THE SUSPECT.

DETECTIVES WERE ABLE TO DETERMINE PROBABLE CAUSE DID EXIST, AND THEY SUBSTANTIATED THAT THE SHOOTER WAS INVOLVED IN THE DEEP ELLUM HOMICIDES.

NEXT SLIDE. ON MARCH 20TH OF THIS OF THIS YEAR, DETECTIVES WERE CALLED OUT TO A SHOOTING CALL AT 3535 WEBB CHAPEL EXTENSION, WHICH AGAIN IS A KNOWN LOCATION.

DURING THE INVESTIGATION, IT WAS DISCOVERED A SUSPECT FIRED SEVERAL ROUNDS USING AN AR STYLE HANDGUN BASED UPON THE THE CASINGS FOUND AT THE SCENE INTO AN APARTMENT COMPLEX, WHICH IN WHICH A MALE WAS STRUCK SEVERAL TIMES.

AFTER CONDUCTING AN INVESTIGATION, ASSAULT DETECTIVES IDENTIFIED THE SUSPECT AND TWO AGGRAVATED ASSAULT WARRANTS WERE ISSUED FOR HIM.

LATER, PEONY DETECTIVES AND THE DALLAS FUGITIVE UNIT DETERMINED THE SUSPECT HAD TRAVELED TO A LOCATION IN MISSISSIPPI AND INFORMED THE LOCAL SHERIFF'S DEPARTMENT.

ON MAY 31ST OF THIS MONTH OR THIS PAST MONTH, THE SUSPECT WAS ARRESTED IN MISSISSIPPI AND RELATED TO THE SHOOTING.

THE SUSPECT HAD 15 PREVIOUS OFFENSES, CONSISTING MAINLY OF MANUFACTURING AND DELIVERY OFFENSES.

IN 2022 AND 23, AGAIN, THIS INCIDENT, WE'RE GOING TO GO OVER A MAJOR ARREST MADE BY THE NORTHWEST PATROL DIVISION IN 2022 AND 2023.

UNKNOWN SUSPECTS COMMITTED AT LEAST 19 ROBBERY AND OR THEFT OFFENSES ACROSS THE CITY IN WHICH THEY THREATENED AND ASSAULTED MAJOR DEPARTMENT STORES, EMPLOYEES TO OBTAIN A HIGH VALUED SECURITY MERCHANDISE.

ON MAY 20TH, THREE, THREE SUSPECTS OPERATING A VEHICLE USED IN A PREVIOUS OFFENSE ENTERED TWO DEPARTMENT STORES IN DALLAS AND TOOK APPROXIMATELY $2,000 WORTH OF ELECTRONICS BY THREAT OF FORCE.

AFTER AFTER A DESCRIPTION WAS OBTAINED AT THE SUSPECT BY OFFICERS, IT WAS RELAYED TO THE NORTHWEST OFFICERS.

THEY LOCATED THE SUSPECT VEHICLE IN DALLAS AND OBSERVED THE SUSPECT WEARING THE SAME CLOTHING AS PREVIOUSLY DESCRIBED.

THE OFFICERS OBSERVED TWO SUSPECTS OFF LOADING THE ELECTRONICS AND ALSO SUBSEQUENTLY PUTTING ON MASKS, GLOVES AND PLACING A HANDGUN EACH OF THEM INTO A VEHICLE. WHEN NORTHWEST OFFICERS ATTEMPTED A TRAFFIC STOP, THE SUSPECTS EVADED IN THEIR VEHICLE, ALONG WITH TWO CHILDREN, BOTH A THREE AND A FOUR YEAR OLD WHO WERE ALSO INSIDE THE VEHICLE. HOWEVER, THEY WERE QUICKLY APPREHENDED AND THE CHILDREN WERE RECOVERED SAFELY.

THE TWO SUSPECTS RECEIVED VARIOUS CHARGES, INCLUDING FELONY THEFT, EVADING IN A VEHICLE, ENDANGERING A CHILD AND UNLAWFUL POSSESSION OF FIREARM BY A FELON.

THE STOLEN PROPERTY WAS RECOVERED ALONG WITH FOUR FIREARMS WHO WERE SEIZED FROM THE SUSPECTS.

IN MAY, A SERIES OF EIGHT INDIVIDUAL AND BUSINESS ROBBERIES OCCURRED IN IN SECTOR 540 OF NORTHWEST.

THE OFFENSES SPANNED SHOPLIFTING OFFENSES, INCLUDING THE INVOLVEMENT OF FORCE, TWO CARJACKINGS AND ROBBERIES AT AT GUNPOINT.

BASED ON GATHERED INTELLIGENCE, THE SUSPECTS APPEARED TO BE THE SAME IN THESE OFFENSES.

THE ROBBERY UNIT, ASSISTED BY NORTHWEST PATROL OFFICERS, SPENT A VERY EXTENSIVE AMOUNT OF TIME IN THE FOLLOW UP INVESTIGATION TO IDENTIFY SEVERAL OF THE SUSPECTS.

AFTER OBTAINING PROBABLE CAUSE, DETECTIVES ISSUED SEVERAL WARRANTS FOR MULTIPLE SUSPECTS.

ON MAY 31ST, THE FUGITIVE UNIT EXECUTED THE WARRANTS, WHICH HAD BEEN OBTAINED BY THE ROBBERY UNIT SIMULTANEOUSLY AT MULTIPLE LOCATIONS ACROSS THE CITY.

ONE ADULT AND FOUR JUVENILES WERE RELATED WERE ARRESTED IN RELATION TO THE AGGRAVATED ROBBERY OFFENSES.

AS YOU CAN SEE IN THE PICTURES ON THE SCREEN, AN ASSAULT RIFLE WAS SEIZED AS WELL AS TWO HANDGUNS AND SEVERAL LARGE CAPACITY MAGAZINES.

THE ONE IN THE PHOTOGRAPH AT THE BOTTOM RIGHT IS ACTUALLY A 100 ROUND CAPACITY MAGAZINE WHICH WAS SEIZED FROM THE SUSPECTS DURING THE EXECUTION OF THE WARRANTS.

IN APRIL, THE OCA UNIT HELD AN EVENT AT THE KOREAN COMMUNITY SAFETY SEMINAR IN WHICH THEY DISCUSSED VIOLENT CRIME AND HOMICIDES.

THEY CONDUCTED AN ACTIVE SHOOTER EVENT AT THE BUCKNER FAMILY HOPE CENTER.

THEY CONDUCTED A SEMINAR FOR MOMS IN ACTION, IN WHICH IT DISCUSSED MENTAL HEALTH, INTERNET CRIMES AND SINGLE MOTHER ISSUES.

AND ALSO IN MAY, THEY DID A DIA DEL NINO COMMUNITY EVENT IN WHICH, WITH THE WELCOMING COMMUNITIES AND IMMIGRANT AFFAIRS ORGANIZATION IN MAY, THEY ALSO HELD AN EVENT WITH DIA DEL NINO COMMUNITY EVENT WITH THE ADVANCED ORGANIZATION WHOSE MISSION IT IS TO CREATE PATHWAYS FOR CHILDREN AND FAMILIES SO THAT THEY CAN HAVE AN EQUITABLE, EQUITABLE ACCESS TO RESOURCES.

THEY ALSO ATTENDED A CINCO DE MAYO EVENT WITHIN A GRID AND THE CHILDREN'S SEEING, WHICH FOCUSES ON SCIENCE, TECHNOLOGY, ENGINEERING, ART AND MATHEMATICS FOR CHILDREN.

FIRST WAS QUALITY OF LIFE, SECOND WAS OWNERSHIP COMPLIANCE.

THIRD WAS TO CREATE MORE EFFICIENCIES WITHIN OUR OWN STAFF AND THEN FINALLY CREATE SAFETY.

THE FOUR METRICS THAT WE USE TO MEASURE THOSE OUTCOMES ARE SEEN AT THE TOP OF SLIDE 14.

ALL OF THE METRICS ARE TRENDING IN A DIRECTION OF POSITIVITY THAT I DON'T EVEN THINK I REALIZE WE COULD HAVE ACHIEVED SO QUICKLY.

AND THIS GOES STRAIGHT TO THE CREDIT OF OUR TEAM AND THE CRIME PREVENTION UNIT AS WELL AS THE APARTMENT COMMUNITIES TEAM WITHIN THE DALLAS POLICE DEPARTMENT.

FOR OUR RISK TERRAIN MODEL AREAS AND RISK TERRAIN MODEL AREAS ARE REALLY THE INTERSECTION OF WHERE RISK BEHAVIORS AND PROPERTY TYPES THAT ENABLE THOSE BEHAVIORS COINCIDE.

FOR THE YEAR THROUGH MAY 1ST OF 2023.

OUR VIOLENT CRIME RATE IN THE RESTRAINED AREAS WAS DOWN 6.4%, WHICH YOU TYPICALLY WOULD NOT SEE.

HOWEVER, THE MURDER RATE IS UP 20.6% AND THE 3% OF THE LAND AREA THEREABOUTS THAT THE RISK TERRAIN AREAS ENCOMPASS IN OUR CITY ACCOUNTS FOR ABOUT 3,436% OF ALL MURDERS THAT HAVE OCCURRED IN THE CITY THIS YEAR.

SO THERE'S THREE THINGS THAT WE THINK TEND TO LEAD TO THIS.

NUMBER ONE, OUR ENVIRONMENTAL CONDITIONS.

AND WE'LL TALK A LITTLE BIT MORE IN THE NEXT SLIDES ABOUT HOW WE'RE ADDRESSING THOSE AS AS IPS AND OUR PARTNERS.

AND THEN THE SECOND AND THIRD ARE REALLY ECONOMIC OPPORTUNITY AND ECONOMIC DEVELOPMENT.

THESE LOTS, AS WE KNOW, ARE COMMONLY ATTRACTORS OF HIGH RISK BEHAVIORS IN THE 3% OF THE CITY THAT'S ENCOMPASSED IN THE RISK TERRAIN AREA, WE'VE IDENTIFIED ABOUT 1800 SUSPECTED VACANT LOTS.

THERE ARE TWO PRIORITY ZIP CODES THAT WE'RE LOOKING AT FIRST, AND THAT'S 75215 AND 75216, WHERE THERE'S ABOUT 450 OF THESE VACANT LOTS SUSPECTED TO BE IN.

WE'RE RIGHT NOW TRIAGING ALL OF THOSE VACANT LOTS IN THAT AREA.

ALSO, WE'LL BE TAKING A LOOK AT CURRENT AND EMERGING TECHNOLOGIES THAT INCLUDE CAMERAS, LICENSE PLATE READERS, DRONES AND SHOT DETECTION SYSTEMS. NEXT SLIDE, PLEASE.

IF WE LOOKED AT PERSON FOCUSED APPROACH, IT'S IDENTIFYING THOSE INDIVIDUALS WANTED FOR GUN CRIMES.

THIS INCLUDES GETTING IDENTIFICATION AND LOCATION AWARENESS AND THE MONITORING OF SOCIAL MEDIA AND OTHER UNDERGROUND SITES TO MONITOR SOCIAL GATHERINGS AND SUBJECTS ON PAROLE AND PROBATION FOR GUN OFFENSES.

IT'S BEEN SUCCESSFUL AT THAT DIVISION.

THEY PRIMARILY JUST INVESTIGATE GUN OFFENSES, AND THEY'RE TASKED WITH FILING OFFENSES OF UNLAWFUL POSSESSION OF A FIREARM, UNLAWFUL CARE OF A WEAPON AND DISCHARGING FIREARM IN CERTAIN MUNICIPALITIES.

THESE CAN BE STANDALONE CHARGES WHERE THEY INVESTIGATE THE OFFENSE THEMSELVES OR ADD IT TO THE ADDITIONAL OFFENSE THAT WAS INITIALLY PROVIDED.

IT REALLY PROVIDES THE DIVISION COMMANDERS AN AVENUE TO ADDRESS GUN RELATED CRIMES IN THEIR DIVISIONS WHERE THE PRIMARY OFFENSE MAY HAVE BEEN SUSPENDED.

WE ARE WORKING WITH THE ATF NOW TO HAVE ALL OF OUR GUN DETECTIVES BECOME TASK FORCE OFFICERS.

THIS WILL GIVE THEM THE ABILITY TO HAVE ADDITIONAL RESOURCES THROUGH THE ATF AND TO FILE OFFENSES FEDERALLY FEDERAL AS WELL.

OUR FEDERAL PARTNERSHIP WEEKLY WE CONDUCT GUN COMSTAT BRIEFINGS TO DISCUSS GUN RELATED INCIDENTS AND OFFENSES.

IT'S CONDUCTED WITH OUR DPD LEADERSHIP AND MEMBERS OF THE ATF HERE.

AGAIN, THIS IS DATA DRIVEN MEETINGS SPECIFIC TO LOCATIONS, SUSPECT VEHICLES, WEAPONS, NIBIN INFORMATION, KNOWN SUSPECTS, AND THEY ALSO ASSISTED DEPARTMENT IN FEDERAL PROSECUTION OF GUN RELATED CRIMES.

ALSO, WHAT WE'VE DONE IN THE PAST IS DISTRIBUTE FLIERS AND DOOR HANGERS IN AREAS IDENTIFIED AS HAVING HIGHER INCIDENCE INCIDENCE OF RANDOM GUNFIRE.

THIS IS TWOFOLD.

OBVIOUSLY, WE WANT TO EDUCATE THOSE IN THE AREA WHERE THIS IS CONDUCTING THAT THIS IS A CRIMINAL OFFENSE, BUT ALSO JUST TO WARN OF THE DANGERS OF SHOOTING JUST RANDOMLY INTO THE AIR. WHEN APPROPRIATE, WE COLLABORATE WITH THE OFFICE OF INTEGRITY, INTEGRITY, PUBLIC SAFETY SOLUTIONS TO ASSIST IN MITIGATING FACTORS THAT CONTRIBUTE TO RANDOM GUNFIRE AND CRIME IN NEIGHBORHOODS.

AND AS DISCUSSED IN THE PRIOR BRIEFING, OBVIOUSLY FOCUSED DETERRENCE AS PART OF THE VIOLENT CRIME PLAN ADDRESSES GUN CRIMES.

AND WE'RE PLACING A FOCUS ON SELECT GROUP OF INDIVIDUALS THAT HAVE BEEN INVOLVED IN GUN RELATED CRIMES.

WE WANT TO SEND A STRONG MESSAGE FROM THE DEPARTMENT THAT GUN CRIMES WILL NOT BE TOLERATED AND ALSO GIVE ADDITIONAL SUPPORT AND OUTREACH TO THESE HIGH RISK OFFENDERS. NEXT SLIDE, PLEASE.

FOR CURRENT EMERGING TECHNOLOGIES.

WE CURRENTLY USE CAMERAS WHICH ARE MOVABLE AND STATIC.

IN THESE AREAS OF RANDOM GUNFIRE, LICENSE PLATE RECOGNITION, AND WE STRATEGICALLY DEPLOY THESE IN AREAS ASSOCIATED WITH RANDOM GUNFIRE AND VIOLENCE.

AND IT GIVES THE OFFICERS ADDITIONAL ABILITIES TO LOCATE VEHICLES INVOLVED IN RANDOM GUNFIRE AND THE IDENTIFICATION OF POSSIBLE SUSPECTS. OUR DRONE PROGRAM IS STILL FAIRLY NEW WITH THE DEPARTMENT.

HOWEVER, THEY DO PROVIDE ADDITIONAL COVERAGE IN AREAS IDENTIFIED AS REPEAT GUNFIRE LOCATIONS.

WE RECENTLY ASSISTED IN AN OPERATION CONDUCTED IN THE NORTHEAST PATROL DIVISION, WHICH LED TO SEVERAL ARRESTS OF SUBJECTS PARTICIPATING IN RANDOM GUNFIRE.

SHOT DETECTION SYSTEMS. THESE ARE ACOUSTIC SENSING SYSTEMS DESIGNED TO DETECT THE SOUND OF GUNSHOT AND TRIANGULATE THE LOCATION OF THIS SHOT.

THEIR ALGORITHM BASED IN SOME CASES HUMAN BASED AS WELL, TO DETERMINE IF THERE'S A GUNSHOT.

RIGHT. BECAUSE IF SOMEONE STICKS A GUN OUT OF THEIR BACK DOOR, SHOOTS A GUN IN THE AIR, HOW DO YOU ADDRESS THAT? BUT I FELT LIKE IF WE DIDN'T IF WE DON'T HAVE THIS DISCUSSION, IF WE DON'T HAVE SOMETHING IN PLACE TO TO FIND A WAY TO MOVE FORWARD TO SLOWLY BUT SURELY AT LEAST ADDRESS THIS ISSUE.

SO IS IT MAINLY BASED ON CALLS FROM LIKE 911 CALLS FROM PEOPLE? CORRECT. AS WELL AS COMPLAINTS FROM THE COMMUNITY? RIGHT. OKAY. IS THERE A MAP THAT Y'ALL CAN SEND ME OR SOMETHING LIKE THAT THAT IDENTIFIES THESE LOCATIONS? WE CAN WE HAVE OBVIOUSLY A FEW CHALLENGES RIGHT NOW, AS MENTIONED BEFORE, BUT AS SOON AS WE GET BACK ONLINE, WE'LL BE ABLE TO DO THAT FOR YOU.

BUT WE HAVE TO BUILD A CASE JUST LIKE ANY OTHER CASE BASED ON THE MERITS AND THE PROBABLE CAUSE TO BE ABLE TO GET A WARRANT AND OR MAKE AN ARREST. SO IT'S A PROCESS THAT, YOU KNOW, IF SOMEBODY DOES IDENTIFY SOMEBODY, WE HAVE TO START THOSE CONVERSATIONS AND TRY TO REACH OUT TO THOSE PERSONS THAT MAY BE RESPONSIBLE FOR IT.

AND I REALIZE, AGAIN, HOW DIFFICULT IT IS TO MAKE AN ARREST IN SOMETHING LIKE THIS.

BUT IF WE'RE MAKING A, IF THE DPD IS MAKING ITS PRESENCE KNOWN AND SAYING, HEY, YOU KNOW, SOMEONE'S REPORTING THIS HOUSE, CUT THE CRAP OR SOMETHING, YOU KNOW, SO THAT THE PEOPLE THAT ARE REPORTING THESE THINGS FEEL LIKE SOMETHING IS HAPPENING BECAUSE A LOT OF THEM DON'T FEEL LIKE ANYTHING IS HAPPENING.

YEAH. SO WE ARE DOING THAT AND MAYBE I DIDN'T ADDRESS THAT CLEARLY ENOUGH.

IF AN OFFICER GETS A CALL OUT THERE AND THEY'RE SAYING THAT SHOTS ARE COMING FROM A SPECIFIC LOCATION, THEY'RE GOING TO KNOCK ON THAT DOOR, OR IF IT COMES IN THROUGH A COMPLAINT AND ARE EITHER OFFICERS OR SOMEBODY FROM THE DIVISION GOES OUT THERE, THEY WILL KNOCK ON THAT DOOR.

NOW, WHETHER WE GET A RESPONSE, THAT MAY BE A DIFFERENT STORY, BUT WE WILL FOLLOW UP ON THAT CALL, WHETHER IT'S THROUGH ADDITIONAL CONTACT, THROUGH THE RESIDENTS OR POTENTIAL OTHER SOURCES BEING USED TO IDENTIFY ANY PERPETRATOR THAT MAY BE DOING THAT FROM THAT LOCATION.

BY THE TIME THE PATROL RESOURCES GOT OUT THERE, THE SUBJECTS WERE GONE.

IN THIS INSTANCE, THEY DEVISED A PLAN WHERE WE WOULD HAVE THE DRUMS UP IN THOSE LOCATIONS BASED ON THE TRENDS IN THE HOURS THAT THESE SUBJECTS WERE FIRING THE WEAPONS, THEY IDENTIFIED THE SUBJECTS, AND THEY WERE ABLE TO SEND RESOURCES IN THERE TO MAKE THE ARREST.

NICE. NICE. OKAY. I LIKE THAT.

I DON'T KNOW IF IT'S POSSIBLE TO DO SOMETHING LIKE THAT OR SOME SORT OF PILOT PROJECT, YOU KNOW, MORE ROBUST AND A WIDER AREA LIKE IN DISTRICT FIVE.

SO WE GOT TO MAKE SURE THEY KNOW IS ON FRIDAY NIGHT BETWEEN 12 AND 2, SAY 12 AND TWO.

ANOTHER THING IS THAT WE GOT TO MAKE SURE OUR MPO OFFICERS THE PROBLEM WITH THE MPO OFFICERS WE HAVE IN MY DISTRICT WITH RANDOM GUNFIRE, THEY GET OFF WORK AT 430. THE GUNFIRE IS HAPPENING BETWEEN 8:00 OR 10:00 TO 2:00 IN THE MORNING.

THERE IS NO PATROL THERE.

SO IN CERTAIN AREAS, ESPECIALLY ON INDIAN RIDGE AND POLK, RIGHT BEHIND OK CLAIR BOWER, THERE HAVE BEEN NUMEROUS, NUMEROUS, NUMEROUS GUNFIRE AND WE STILL HAVE NOT CAUGHT THE PEOPLE DOING IT.

IT'S A BIG FIELD.

THERE ARE RESIDENTS THAT REPORT IT.

THERE IS AN ALLEY RIGHT BEHIND OAK CLIFF BIBLE OF WHAT THIS PART AND WHAT ALL THE GUNFIRE IS THAT THIS ONE ALLEY.

NO ONE CAME BACK.

NO ONE CALLED FOR TWO DAYS.

THEY DID NOT OCCUR.

AND BASICALLY WHAT I BRING THIS UP IS BECAUSE THIS HAS BEEN OCCURRING RIGHT BEHIND OAK CLIFF BIBLE CHURCH, A NEIGHBOR IS JUST NOW BUILDING A $2 MILLION HOUSE OVER THERE, A BRAND NEW NEIGHBOR, AND THEY LOVE THE NEIGHBORHOOD.

AND ALL THE COMMUNITIES SAID, HEY, WE'VE BEEN DOING THIS FOR THE LAST 2 OR 3 YEARS.

WE NEED HELP.

I'M JUST SAYING WE NEED TO PAY ATTENTION WHEN THE RESIDENTS SAID ON CALLING, PLEASE RETURN MY PHONE CALL OR GET BACK TO ME AND LET ME KNOW WHAT HAPPENED.

AND THERE'S NOT A MEETING THAT I'VE BEEN AT THAT I DON'T GET THAT UNDERSTANDING BACK FROM OUR COMMUNITY.

AND SO, YES, I THINK TO THE EXTENT THAT WE CAN COMMUNICATE WITH OUR COMMUNITY WHEN IT'S TAKING US LONGER THAN IT SHOULD BE, IT'S SOMETHING THAT WE'RE DEFINITELY GOING BE LOOKING INTO. AND SOME OF THOSE AREAS ARE PREDOMINANTLY DOWN IN THE SOUTHERN DISTRICTS, BUT IT DOES OCCUR ACROSS THE CITY.

I HAVE RESIDENTS THAT HEARD GUNFIRE LAST NIGHT.

I HAD GANG ACTIVITY THIS WEEKEND.

THE PROJECTED COST OF THE NEW ACADEMY IS APPROXIMATELY $150 MILLION.

20 MILLION WILL BE COMING FROM THE STATE OF TEXAS.

25 TO 50 MILLION WILL NEED TO COME FROM THE BOND FUNDING.

55 TO 80 MILLION WILL COME FROM PRIVATE FUNDS OR CHARITABLE GRANTS.

THE POLICE DEPARTMENT HAS BEEN USING THE CURRENT ACADEMY FOR 30 YEARS AND IS BROKEN UP INTO TWO LOCATIONS.

THE NEW ACADEMY WILL HAVE A STATE OF THE ART CLASSROOMS, PHYSICAL TRAINING AND SIMULATIONS.

IT WILL HAVE MODERN EQUIPMENT IN A WELL-DESIGNED, INTERACTIVE BUILDING.

THE DEPARTMENT WANTS A STATE OF THE ART FACILITY THAT CONTINUE TO MAINTAIN A HIGH CALIBER OF TRAINING.

WE WILL WE WILL ALSO BE ABLE TO PROVIDE CURRENT OFFICERS WITH A LOCATION FOR CONTINUING EDUCATION OPPORTUNITIES.

THE DEPARTMENT WILL ALSO BE ABLE TO HOST TRAINING SESSIONS WITH OUR LOCAL, STATE AND FEDERAL PARTNERS.

THE NEW FACILITY WILL BE A GREAT RECRUITING TOOL.

WE WILL BE ABLE TO RECRUIT THE BEST, KNOWING THEY WILL BE TRAINING IN A STATE OF THE ART FACILITY.

THE PROJECTED COST IS APPROXIMATELY $32 MILLION.

THE TRACK WILL INCLUDE AN EMERGENCY VEHICLE OPERATIONS COURSE, ACCIDENT AVOIDANCE COURSE, DEFENSIVE DRIVING COURSE AND A SKID SITUATION COURSE.

BECAUSE OF THE TYPE OF TRAINING DONE ON A DRIVING COURSE, IT IS NOT PREFERRED TO BE ON UNT DALLAS CAMPUS.

HOWEVER, THE NEEDS NEED TO BE CLOSE TO THE ACADEMY.

PROSPECTIVE AREA WOULD BE I-20 AND I-45, SO DRIVING DISTANCE WITHIN UNT DALLAS CAMPUS.

THERE WILL BE A NEED TO PURCHASE APPROXIMATELY 20 ACRES FOR THE TRACK.

THE LOCATION WILL ALSO NEED TO BE LARGE ENOUGH FOR A FUTURE TRAINING VILLAGE.

IN COMPARISON, THE FORT WORTH POLICE DEPARTMENT'S TRACK IS 21 ACRES WITH A BUILDING.

THE OLDEST POLICE FACILITY IS CENTRAL, BUILT IN 1979 AND IS 44 YEARS OLD.

ADJACENT TO THE CENTRAL SERVICE IS SERVICE DEPARTMENT AND OTHER FACILITIES AND IS PART OF DEEP ELLUM.

CURRENT STRUCTURE IS 28,000FT², TWO STORY STRUCTURE AND IT IS DETERIORATING.

BOTH THE MEN AND WOMEN'S LOCKER ROOMS IS IN POOR CONDITION AND THEY ARE SHARED BY TACTICAL AND TRAFFIC UNITS AND THERE IS LACK OF ABILITY TO EXPAND.

ALSO THE SEPARATE MOTOR GARAGE.

MOTORCYCLE GARAGE IS NOT ADEQUATE.

TACTICAL COMMAND POST AND SPECIAL VEHICLES EXPOSED WITH LIMITED SECURITY UNDER A CARPORT.

AND THERE'S INADEQUATE PARKING FOR BOTH STAFF AND FLEET.

ALSO, CENTRAL PATROL FOUNDATION IS SINKING.

THERE'S CRACKS, LACK OF SPACE AND EXPANSION.

WE WILL CONTINUE USING SOUTHWEST INSTITUTE FOR FORENSIC SCIENCE SCIENCES FOR THOSE TESTING 100,000 FOOT SQUARE BASE, HIGH BAY AND HIGH DENSITY STORAGE FOR INVENTORY ASSISTANCE WITH THE FINGERPRINT LAB.

VEHICLE CRIME PROCESSING GARAGE IS AWESOME IS ESTIMATED AT 85 MILLION.

ONE STORY FACILITY BUILT IN THE 1940S NEAR CENTRAL PATROL.

THE BUILDING HAS STRUCTURAL FAULTS AND I-30 COULD BE WIDENING AND MAY NEED THAT SITE SECURITY.

AND FOR WEAPONS AND DRUG STORAGE, IT COULD BE AN ISSUE.

THERE ARE APPROXIMATELY 3 MILLION ITEMS OF PROPERTY IN THE PROPERTY ROOM.

ALSO, THE NIVEN TEAM IS CURRENTLY LOCATED AT THE PROPERTY ROOM.

THE NEW PROPERTY ROOMS IN OTHER CITIES HAVE A DOUBLE HEIGHT STRUCTURE THAT ALLOWS HIGH DENSITY STORAGE UNITS WITH LIFTS TO RETRIEVE THE ITEMS. THE MOBILE HIGH DENSITY UNITS MOVE SIDEWAYS AND ALLOW ACCESS TO AISLES AS NEEDED RATHER THAN WASTING SPACE FOR A STATIONARY AISLE BETWEEN EACH ROW AND SHELVING.

WITHOUT HIGH DENSITY STORAGE EQUIPMENT, THE WAREHOUSE PROBABLY WOULD NEED TO BE APPROXIMATELY 200,000FT².

AND THOSE ARE OUR PRIORITIES.

NEXT SLIDE. DALLAS FIRE RESCUE PRIORITIES ARE TO REPLACE OR RENOVATE AND EXPAND OF SEVEN EXISTING STATIONS. WE'RE ALSO LOOKING AT REPURPOSING OF ONE OF OUR STATIONS, STATION 36 TO A QUARTERMASTER TO HELP WITH OUR FIRE GEAR CLEANING, AS WELL AS BEING MORE EFFICIENT WITH WHAT WE'RE CURRENTLY PROVIDING.

OUR PROPERTY ACQUISITION FOR FIVE FUTURE FIRE STATIONS AS WELL AS MAJOR MAINTENANCE ON 32 EXISTING FIRE STATIONS.

AND THIS WILL INCLUDE ELECTRICAL PANEL UPGRADES BECAUSE OF THE NEW EQUIPMENT THAT ARE NOW REQUESTING MORE POWER AS WELL AS REPLACEMENT OF EMERGENCY GENERATORS.

DALLAS FIRE RESCUE FACILITY IMPROVEMENTS.

THEREFORE, THE ASSESSMENT OF OUR EXISTING FACILITIES, WE HAVE AN EMPHASIS ON SAFETY, EFFECTIVENESS AND FISCAL RESPONSIBILITY.

THE CRITERIA USED WAS THE AGE OF THE STRUCTURES.

EFR CURRENTLY HAS OVER 21 STRUCTURES THAT ARE HAVE ARE OVER 50 YEARS OLD.

THE NEED FOR MAJOR REPAIRS.

WE HAVE MANY STATIONS THAT ARE CURRENTLY HAVE STRUCTURAL DEFICIENCIES AND WE'RE WORKING THROUGH THOSE WITH BUILDING SERVICES AT THIS TIME.

WE HAVE 39 STATIONS THAT OPERATE UP UNDER OUR USUAL 12,000FT².

THEY WERE BUILT BACK IN THE DAYS WHEN WE WERE BUILDING TWO BASE STATIONS AND NOW WE BUILD THREE AND A HALF BASE SIMPLY BECAUSE OF THE EXPANSION OF NEEDING MORE EQUIPMENT, THE LARGER SIZE OF THE EQUIPMENT, AS WELL AS TO BE ABLE TO MOVE EQUIPMENT AROUND.

ALSO, THESE NEW FACILITY PLACES HAVE TO BE ENERGY EFFICIENT AND BE PHYSICAL, RESPONSIBLE FOR OUR EQUIPMENT.

AND SO IN SUMMARY, WHAT WE ENDED UP WITH WAS A SYSTEMATIC APPROACH TO DETERMINE OUR NEEDS.

AND THOSE WERE BASED ON A NUMBER OF FACTORS WHICH INCLUDED, AS YOU SEE ON YOUR SCREEN, THE EMERGENCY CALL VOLUME SYSTEM WIDE RESPONSE TIMES, INCLUDING HOT POCKETS THAT WE IDENTIFIED, AREAS OF NEED, THE CURRENT FACILITY LOCATIONS AND ALL OF THIS WITH AN ANTICIPATED BENEFIT OF IMPROVED RESPONSE TIMES.

WE TOOK A LOOK IN PARTICULAR AT NOT ONLY THE CURRENT STATION LOCATIONS, BUT ALSO CENSUS DATA AND REAL ESTATE DATA FOR THE CITY OF DALLAS.

SO HOW DO YOU REALLY BREAK THAT DOWN AND SAY, THIS IS WHAT I NEED, EVEN THOUGH IT'S A CRYSTAL LIST, BUT WHAT DO I REALLY NEED TO MAKE SURE THE VOTERS THAT WE AS A COUNCIL MEMBER CAN LOOK AT AND SAY, DO YOU REALLY NEED THIS OR DO YOU NEED THIS? SO I'LL GO WITH POLICE FIRST.

FIRST. SO I THINK THIS QUESTION IS PROBABLY BROADLY FOR ALL CATEGORIES IN THE BOND PROGRAM IS WHAT IS GOING TO BE THE ALLOCATION FOR THE DIFFERENT CATEGORIES.

AND THAT'S GOING TO BE OUR NEXT STEP AS WE'RE WORKING WITH THE THE SUBCOMMITTEES AND THE COMMUNITY BOND TASK FORCE.

AS YOU KNOW, I HAVE REACHED OUT TO COUNCIL TO SEE WHAT COUNCIL'S PRIORITIES ARE GOING TO BE.

WE'RE STARTING OUR COMMUNITY TOWN HALLS THIS MONTH AND WE'VE PUT TOGETHER A SURVEY SO WE CAN START SOME OUTREACH WITH THE COMMUNITY AS WELL TO FIND OUT WHAT THEIR PRIORITIES ARE AND THEN WORKING WITH THE DEPARTMENTS TO FIND OUT WHAT THEIR LIST IS, WHAT THEIR MINIMUM NEEDS, MINIMUM WANTS FOR THE NEXT BOND PROGRAM.

ALL THAT'S GOING TO COME TOGETHER FOR US TO IDENTIFY WHAT PROJECTS ARE GOING TO BE PUT ON THE NEXT BOND PROGRAM.

I DON'T HAVE A NUMBER TODAY, THOUGH, BUT THAT'S THAT'S THE PROCESS WE'RE GOING TO GO THROUGH.

AND SO WHILE THIS REPRESENTS THE TOP PRIORITIES FOR POLICE AND FIRE TODAY, I DO EXPECT THAT JUST GIVEN THE NEED TO BALANCE SOME OF THIS, SOME OF THESE WILL HAVE TO BE PUSHED OUT INTO LONGER TIME FRAMES, MAYBE TO THE SUBSEQUENT BOND PROGRAM, BUT WE DON'T KNOW THAT YET.

SO THE PART OF THIS PROCESS IS TO PROVIDE THAT INPUT UP FRONT FROM PD AND FIRE.

WE'LL GET THE INPUT FROM THE COUNCIL AND FROM SOME OF YOUR TOWN HALL MEETINGS THAT YOU REFERENCED TOMORROW, AND THAT WILL BE INFORMATION THAT'S PROVIDED TO THE CITIZEN BOND COMMITTEES AS THEY COME TO A FINAL RECOMMENDATION.

ULTIMATELY, THE COUNCIL WILL HAVE THE FINAL SAY.

THE OLDEST STATION IS WAS BUILT IN 1909 AND IT GOES ALL THE WAY DOWN TO THE LAST STATION, I THINK WAS 1978.

YOUNGER THAN 50 YEARS.

TEAM ACTED QUICKLY TO BRING SYSTEMS OFFLINE, TO CONTAIN THE INFECTION AND PREVENT ITS FURTHER SPREAD.

IN THE IMMEDIATE RESPONSE TO THE ATTACK AND IN RESPONSE TO LOSING ACCESS TO THE SYSTEMS THAT THEY NORMALLY USE.

SYSTEM CITY DEPARTMENTS IMPLEMENTED THEIR BACKUP PLANS AND WORKED DILIGENTLY TO CONTINUE TO DELIVER VITAL SERVICES TO OUR CITY'S RESIDENTS DESPITE THE CHALLENGES THAT THEY FACED.

THE PAINSTAKING WORK HAS INVOLVED A COMPREHENSIVE REVIEW OF EACH SYSTEM AND EACH DEVICE TO ENSURE THAT THEY ARE FREE OF MALWARE.

THE INSTALLATION AND IMPLEMENTATION OF ADDITIONAL SECURITY COMPONENTS AND PROTOCOLS AND THE REBUILD, REIMAGING AND RESTORATION FROM BACKUPS OF SERVERS AND DEVICES WHERE NECESSARY.

WHILE WE HAVE MADE SIGNIFICANT PROGRESS IN THE RESTORATION OF SERVICES, THERE IS STILL MUCH WORK TO BE DONE.

MULTIPLE DEPARTMENTS REVERTED TO MANUAL PROCESSES TO CONTINUE DELIVERING THESE SERVICES TO RESIDENTS IN THIS PERIOD WHERE THEY DID NOT HAVE THEIR CRITICAL SYSTEMS. SO WHILE WE HAVE FOCUSED ON THE RESTORATION OF OUR PUBLIC SAFETY AND PUBLIC FACING MISSIONS TO MINIMIZE THE DISRUPTION TO THE GREATEST EXTENT POSSIBLE, WE CONTINUE TO WORK BEHIND THE SCENES TO BRING ONLINE ALL REMAINING FUNCTIONALITY AND TO ENSURE THE OPTIMAL PERFORMANCE AND STABILITY OF THE OVERALL IT ENVIRONMENT.

THIS PAST WEEK, A NEWLY UPGRADED COURTS CASE PROCESSING SYSTEM WAS BROUGHT ONLINE AND OUR COURTS REOPENED AND WE ARE ACTIVELY WORKING WITH THE CITY'S VENDOR TO COMPLETE WORK ON AN UPGRADED SYSTEM FOR THE LIBRARY AND ANTICIPATE COMPLETING THAT WORK OVER THE COURSE OF THIS WEEK.

SO AS SYSTEMS AND SERVICES ARE RESTORED, UPDATES ARE BEING PROVIDED TO THE PUBLIC AT DALLAS CITY NEWS.NET.

AT THE SAME TIME, WE ARE WORKING AROUND THE CLOCK TO COMPLETE THE FULL RESTORATION.

WE'RE ALSO WORKING WITH CYBERSECURITY EXPERTS AND HAVE TAKEN ADDITIONAL STEPS TO FURTHER ENHANCE OUR SECURITY POSTURE.

AS YOU'RE ALSO AWARE, ON FRIDAY, MAY 19TH, THE RANSOM GANG THAT IS ASSOCIATED TO THIS ATTACK POSTED A BLOG TO THE DARK WEB STATING THEY HAD STOLEN DATA AS PART OF THE ATTACK.

WE FULLY UNDERSTAND THE CONCERN THAT THIS CAUSES BOTH TO OUR CITY'S RESIDENTS AND AS WELL AS TO OUR EMPLOYEES.

AND WE CONTINUE TO INVESTIGATE AND ARE WORKING WITH THIRD PARTY EXPERTS AND LAW ENFORCEMENT TO REVIEW AND ANALYZE THE SITUATION AS EXPEDITIOUSLY AS POSSIBLE.

THE PROCESS WILL TAKE TIME TO COMPLETE, BUT WE ARE COMMITTED TO A THOROUGH ANALYSIS AND COMMITTED TO COMMUNICATING THROUGHOUT THE PROCESS.
