YOU KNOW WHAT? OKAY, GREAT.

AND SO, GUYS, AGAIN, GOOD AFTERNOON TO EVERYONE.

UM, TURN THIS MIC OVER.

CAN FOLKS HEAR ME NOW? YES.

AWESOME.

UH, GOOD AFTERNOON TO EVERYONE AGAIN.

I HAVE BROUGHT WITH ME MY CHIEF DEVELOPMENT OFFICER, AMY JANE, WITH ME THIS AFTERNOON.

Y'ALL MAY NOT BE ABLE TO SEE HER, BUT MY HOPE IS THAT I'LL EXTEND AGAIN, MY INVITATION TO FOLKS WHO HAVE NOT BEEN TO THE CAMPUS.

AGAIN, THE BRIDGE, HOMELESS RECOVERY CENTER, 1818 COURSE OF CAN STREET.

IF YOU'VE NOT BEEN, UM, WE ARE ALWAYS WELCOME TO HOST YOU AND ENSURE THAT, UM, THAT YOU AT LEAST GET A OPPORTUNITY TO MEET MEMBERS OF MY LEADERSHIP TEAM AND CERTAINLY TO SEE OUR WORK WITH OUR GUESTS.

I'M HERE, UM, THIS AFTERNOON JUST BRIEFLY TO OFFER AN INVITATION.

UM, BUT I DID BRING WITH ME, YOU ALL JUST NEED TO KNOW, UM, HOW SIGNIFICANT YOUR WORK ON THIS COMMITTEE IS.

THE FACT THAT THE BRIDGE EXISTS OBVIOUSLY, IS A REFLECTION OF YOUR

[00:10:01]

LEADERSHIP.

UH, THE LEADERSHIP OF THE FOLKS, THE COUNCIL, FOLKS THAT YOU REPRESENT, AND CERTAINLY, UH, THE SUPPORT THAT WE ARE GARNERING IN THE COMMUNITY.

YESTERDAY WE SAW, UM, OVER 550 CITIZENS ON OUR CAMPUS FOR DAY SHELTER SERVICES THAT REFLECTED OVER 2,500 UNIQUE INDIVIDUAL SERVICES THAT WE WERE ABLE TO DELIVER TO OUR GUESTS WHO ON OUR CAMPUS ARE ABOUT A RECOVERY EXPERIENCE FROM HOMELESSNESS.

AND YOU ALL NEED TO KNOW THAT.

I HAVE BEEN TALKING A LOT ABOUT THE NEED FOR NIGHT SHELTER IN OUR COMMUNITY.

AGAIN, OUR REFLECTION OF THAT NEED IS SEEN EVERY EVENING WITH FOLKS IN YOUR VARIOUS DISTRICTS WHO YOU SEE ON THE STREET, SLEEPING IN A WOODED AREA, SLEEPING ON THE CONCRETE.

AND LAST NIGHT, UM, ON OUR CAMPUS, WE HAVE SPACES, DEDICATED SPACES FOR NEARLY 340 FOLKS.

BUT WE OFFERED IN OUR OVERFLOW EXPERIENCE, UH, SHELTER FOR NEARLY 50 ADDITIONAL PEOPLE.

WOW.

WHICH REFLECTS I THINK THE INCREASING NEED FOR SUPPORT.

BUT AGAIN, I'M HERE THIS AFTERNOON TO MAKE YOU ALL AWARE OF THE BRIDGE HAVING BEEN IN EXISTENCE NOW FOR 15 YEARS.

WOW.

WE CELEBRATE, CELEBRATED OUR 15 YEAR ANNIVERSARY, UM, ABOUT 10 DAYS AGO.

AND WE, UH, HAVE MADE PLANS FOR A 15 YEAR CELEBRATION.

OKAY.

AND I'VE BROUGHT, UH, COMMISSIONER KING, UH, INVITATIONS FOR EACH OF YOU, UM, TO ATTEND ARE NEEDED FOR YOU TO GET IT ON YOUR CALENDAR EARLY.

OUR, OUR CELEBRATION WILL BE ON FRIDAY, SEPTEMBER 8TH AT 10 IN THE MORNING.

OKAY.

AND SO, UM, I'M A PERSON WHO'S BEING ON PREPARATION, AND SO I KNOW THAT EACH OF YOU WILL, THERE THERE'LL BE NO EXCUSE FOR YOU NOT BEING ON OUR CAMPUS, UM, TO SEE, UM, OUR WORK.

UM, WE'RE IN WE LOW ZOOM CAMPUS.

THEY'LL HAVE NEW DIGS ON OUR CAMPUS.

AND WE'RE ALSO DOING SOME MAJOR WORK, UM, FOR OUR GUESTS IN RESPECT TO RESTROOMS FOR OUR PAVILION, FOR FOLKS IN EMERGENCY SHELTER AT NIGHT.

SO WE'RE REALLY EXCITED ABOUT FOLKS COMING TO THE CAMPUS, CELEBRATING WITH US 15 YEARS.

IT'S INCREDIBLE.

I THINK, UH, SERVICES IN RECOVERING FROM HOMELESSNESS TO OUR GUESTS.

YEAH.

I'M SORRY.

AND THEN, UH, TO SHAKE SOME HANDS AND TO SAY THANK YOU FOR ALL OF THE SUPPORT THAT YOU ALL HAVE OFFERED.

AND SO, AGAIN, UH, YOU WILL BE RECEIVING YOUR INVITATION, BUT AGAIN, WE'RE THANKFUL THAT YOU ALL ARE DOING SUCH GREAT WORK IN TERMS OF LEADERSHIP, IN RESPECT TO MAKING HOMELESSNESS RARE, BRIEF, AND NON-RECURRING HERE IN DALLAS.

SO, THANK YOU.

OKAY.

THANK YOU.

I WANNA MAKE SURE CAN, CAN EVERYONE HEAR AN EMAIL? YOU CAN'T HEAR ME? NO.

CANNOT HEAR YOU.

YOU'RE GETTING PICKED UP ON ANGEL, UH, ANGIE'S MIC.

MR. JUANITA.

YEAH.

FOR WHATEVER REASON, THE OTHER ONE IS NOT CONNECTED.

HMM.

EVERYBODY'S GETTING PICKED UP ON ANGIE'S MIC RIGHT NOW.

EVERYONE AT CITY HALL, THEY'RE GONNA BE TOMORROW BE OKAY.

ARE WE READY TO MOVE FORWARD OR ARE YOU STILL TRYING TO, ARE WE JUST HAVING TO MOVE WITH WHAT WE GOT? SO, YES.

AND I GUESS WE'RE JUST GONNA HAVE TO WORK THIS WAY.

AND THE, THE SPEAKERS ARE COMING UP TO THE MACHINE.

SOME, DO WE HAVE ANOTHER SPEAKER? YES.

I BELIEVE

[00:15:01]

THEY CAN, EVERYBODY CAN HEAR YOU.

THEY CAN HEAR ME THROUGH THIS.

OKAY.

CAN'T HEAR ANYTHING.

UH OH.

EVERYBODY'S LISTENING IN ON MY COMPUTER.

I DUNNO WHAT HAPPENED.

ALL RIGHT.

LET ME GO AHEAD AND SET UP THE, WELL, IF YOU WALK UP TO MY COMPUTER, OTHERWISE EVERYBODY'S FAR AWAY.

CAN'T BE.

ARE YOU GONNA SEND WHO? I'LL TALK TO YOU.

I'LL TALK TO, I'M DOING A PRESENTATION RIGHT NOW ON MARTIN, LET ME SHARE.

OKAY.

THAT'S NOT GONNA HELP.

SHE JUST WANTED, SHE'S GONNA SEND SOMEBODY WAIT, WAIT, WAIT.

LET ME, THIS IS IT.

I NEED TO SHARE IT.

WHERE'S MY WEBINAR? HERE? HELLO? YEAH.

NO, THERE WE GO.

I NEED TO SHARE.

THERE IT IS.

OKAY.

SEE IF I CAN OPEN IT UP.

YEAH.

CAUSE I'M SPEAKERS.

OKAY.

I GOTCHA.

CAN WE, CAN EVERYBODY SEE THE PRESENTATION? YES.

NO, NO.

YES.

I THINK THEY'RE SAYING YES.

YES, I CAN.

PLEASE.

I CAN.

UH, HELLO.

MY NAME IS ALEXANDER GARRETT.

THANK YOU FOR ALLOWING ME TO, UH, BE PRESENTING TODAY.

UM, I AM THE NEW HOMELESS ENGAGEMENT COORDINATOR WITH THE CITY OF DALLAS PUBLIC LIBRARY.

UM, WHO AM I? I AM, UM, SIX YEAR DISABLED ARMY VETERAN WHO DEALS WITH CO-OCCURRING DISABILITIES AND HAVE BEEN SOBER FOR SIX YEARS.

I HAVE EXPERIENCED SIX YEARS OF HOMELESSNESS, UH, AND I HAVE OVER 10 YEARS OF PEER SUPPORT EXPERIENCE AS A CERTIFIED MENTAL HEALTH PEER SUPPORT AND RECOVERY PEER SUPPORT SPECIALISTS.

UM, THE REASON WHY THIS IS IMPORTANT TO ME, BECAUSE I HAVE LIVED THIS LIFE THAT A LOT OF THE HOMELESS INDIVIDUALS ARE GOING THROUGH DAY, DAY TO DAY.

AND I HAVE SEEN THE STRUGGLES THAT, UM, IT TAKES IN ORDER TO GET AROUND THAT CURVE.

UH, WHAT IS THE HOMELESS ENGAGEMENT INITIATIVE? EXCUSE ME.

THE HOMELESS ENGAGE INITIATIVE.

OUR MISSION IS TO SMARTLY ENGAGE WITH THE HOMELESS POPULATION WHILE COLLECT, CONNECTING THEM WITH SERVICES AND PROGRAMS THAT CAN IMPROVE THEIR LIVES.

OUR OBJECTIVE IS TO MAXIMIZE THE CAPACITY OF THE LIBRARY AND THE ORGANIZATION'S ORGANIZATIONAL SUPPORTS AND PARTNERS BY INCREASING KNOWLEDGE ABOUT COLLABORATION, HOMELESSNESS IN OUR COMMUNITIES, AND SUCCESSFUL INTERVENTIONS AND SERVICE PROGRAMS. UH, OUR PURPOSE IS TO ENGAGE THE, EXCUSE ME, ENGAGE THE DALLAS PUBLIC LIBRARY HOMELESS OR UNHOUSED AND UNRISKED AT-RISK PATRONS.

PROVIDE THEM WITH EMPATHETIC, YET EMPOWERING PUBLIC AND CUSTOMER SERVICE.

CREATE CITYWIDE ORGANIZATIONAL RELATIONSHIPS, PROVIDE HOLISTIC RESOURCES FOR DALLAS PUBLIC LIBRARY, HOMELESS AND OR UNHOUSED PATRONS.

HOST PRESENTATIONAL FORMS FOR NEIGHBORING SERVICE PROVIDERS.

PROVIDE PROGRAM ACTIVITIES FOR PATRONS TO RE, TO REINFORCE POSITIVE AND CREATIVE TIME MANAGEMENT.

UH, WE, EXCUSE ME.

WE HAVE, UH, A LIST OF PROGRAMS THAT WE HOST AT THE DALLAS PUBLIC LIBRARY UNDER THE HOMELESS ENGAGEMENT INITIATIVE.

UM, ONE OF THE BIGGEST, EXCUSE ME, ONE OF THE BIGGEST, UM, ONE OF THE CORE FUNCTION OF OUR PROGRAMS IS THE HELP DESK.

UH, WE HAVE THE COFFEE IN CONVERSATIONS, ARTFUL FRIDAYS, POOLING AND WARMING STATIONS, THE CARDBOARD PROJECT ON THE BLOCK PODCAST, WHICH WAS KNOWN AS STREET VO STREET VIEW PODCAST, AND IMPLEMENTED A VOLUNTEER PROGRAM AS WELL AS A MOVIE PROGRAM WITH THE HELP DESK.

THE HELP DESK IS ONE OF OUR CORE FUNCTIONS OF THE HOMELESS ENGAGEMENT INITIATIVE.

IT ALLOWS AN ACCESS POINT FOR RESOURCES, TROUBLESHOOTING,

[00:20:01]

UH, POINTS OF RESEARCH, RE REFERRAL RESOURCE, APPLICATION CHECKPOINTS, JOB ASSISTANCE, PROVIDE PHONE AND INTERNET ACCESS, EMERGENCY SHELTERING AND SUPPLY, HYGIENIC SUPPLY BAGS, ALONG WITH, UM, THE RESEARCH COMMUNITY ORGANIZATIONS SUCH AS SNAP, TANF, WIC, UH, AND, AND THOSE, UH, ORGANIZATIONS FAR AS SOCIAL SECURITY, UH, BENEFITS WITH OUR COFFEE AND CONVERSATIONS.

UH, THIS IS WHERE WE HOST OUR WEEKLY FORUMS WITH COMMUNITY PARTNERS TO PREVENT NEW RESOURCE INFORMATION, HOST OPEN FORUMS FOR UNHOUSED AND AT-RISK PATIENTS TO GATHER SUGGESTIONS.

THIS IS HELD EVERY THURSDAY AT TWO O'CLOCK.

THIS IS WHERE THE NEIGHBORING, UH, COMMUNITY ORGANIZATIONS COME IN TO PROVIDE THESE SERVICES, UH, FOR INDIVIDUALS THAT DO NOT OR HAVE NOT BEEN ABLE TO ACCESS THEM.

UM, HOST ENGAGEMENT INITIATIVE HOSTS COFFEE AND SNACKS WHILE ENGAGING WITH PA UH, PATRONS ABOUT THEIR EXPERIENCE AND AVAILABLE SUPPORTS.

THIS IS EMPOWERMENT THROUGH MEANINGFUL INTERACTIONS AND CONVERSATIONS.

OUR ARTFUL FRIDAYS IS EVERY FRIDAY AT 2:00 PM BY THE USE OF ARTISTIC EXPRESSION WITH CREATIVE MATERIALS, PAINTINGS, COLORS, DRAWINGS, AND 3D ARTS.

UM, THIS PROGRAM ALLOWED PATRONS A DIFFERENT, DIFFERENT OPTIONS TO EXPRESS THEMSELVES AND THEIR ABILITIES.

WE HAVE WARMING STATIONS, UH, WHICH ALL 30 OF THE DALLAS PUBLIC LIBRARIES, UM, OPEN THEIR DOORS, UH, YEAR ROUND FOR CONTROLLED TEMPERATURE ENVIRONMENTS FOR PATRONS ARE HOMELESS PATRONS, UH, AND WORKING WITH THE OFFICES OF HOME SOLUTIONS, DOING EMERGENCY, UM, EXCUSE ME, UH, INCLEMENT WEATHER SITUATIONS WHEN NOTIFIED.

WE ALSO HAVE PARTNERED WITH THE CARDBOARD PROJECT IN DDI.

I, UH, THIS IS ONE THING I REALLY, REALLY LOVE, UH, BEING THAT WE ARE GOING INTO A MORE DIGITAL AGE.

UH, THE CARDBOARD PROJECT ALLOWS DIGITAL IDENTIFICATION, ACCESS TO EMAILS, UH, VOICEMAIL SETUPS, UM, AND TO CONNECT WITH EMPLOYERS, UH, THIS DIGITAL ACCESS.

THE D P L PROVIDES LAPTOPS AND HOTSPOT BUNDLES.

THIS IS ALSO DISCOUNTED THROUGH AN INTERNET, THROUGH AT AND T, UH, WHICH A LOT OF INDIVIDUALS THAT ARE HOMELESS DOES NOT HAVE ACCESS TO.

SO THIS GIVES THEM ACCESS TO SOME TYPE OF COMMUNICATION ON A DIGITAL SCALE.

ALSO, THEY HELP WITH SHORT-TERM AND LONG-TERM SOLUTIONS.

SOLUTIONS, UH, WITH DART FOR AS RIDE SHARING AND, UH, FREE AUTO REPAIRS THAT WORK WITH HOUSING CONNECTIONS, BOTH IMMEDIATE SHELTER SERVICE AND WORKING TOWARD REGULAR HOUSING.

UH, THEY HAVE A WORK READINESS PROGRAM, RESUME REVIEWS, JOB SEARCH ASSISTANCE, AND EMPLOYER CONNECTIONS.

ALSO, WITH THE FINANCIAL LITERACY, WE PARTNERSHIPS WITH BANKS, UH, ACCOMMODATING TO PEOPLE WITH TRANSITIONAL, UH, PARTS OF THEIR LIFE AND CONNECTIONS TO WORKSHOPS WITH LESSON PLANS.

ALSO WITH THE ESSENTIALS ACCESS TO FOOD, CLOTHING, AND CHILDREN'S SERVICES.

THE PODCAST ON THE BLOCK PODCAST IS A 10 EPISODE SEASON, UH, WHICH WE'RE INTERVIEWING THE DPL L HOMELESS PATRONS.

UH, THIS IS WHERE WE HOST ENGAGING CONVERSATION SEGMENTS, HIGHLIGHTING THE NAVIGATION OF COMMUNITY ORGANIZATIONS, SOCIAL SERVICE OPPORTUNITIES, RESOURCES, AND EXPLORATION OF FIRSTHAND EXPERIENCES.

UM, THIS IS DEALING WITH YOUR PERSONAL EXPERIENCE ON THE STREET, UH, SERVICE YOU HAVE RECEIVED FROM THE HELP DESK STK OR ANY OTHER SERVICES THAT YOU, UH, THAT WE, AND I SAY WE, BECAUSE I'M A PERSON THAT HAS BEEN AFFECTED BY THIS, UH, THAT WE CAN ACCESS OR OUR EXPERIENCES ACCESSING THESE INDIVIDUALS OR THESE ORGANIZATIONS IN OUR COMMUNITIES IMPLEMENTED AS WELL AS A VOLUNTEER PROGRAM.

UH, YOU CAN WORK UP TO FOUR HOURS A WEEK WITH THIS VOLUNTEER PROGRAM.

UH, AFTER CONSTANT, UH, VOLUNTEERING.

WE DO SUPPLY A, UH, LETTER OF RECOMMENDATION FOR JOB APPLICANTS THAT ARE NEEDING SOME TYPE OF VERIFICATION LETTER, UH, FOR AS CHARACTER STATEMENTS.

UH, WITH THIS ALSO, WE, UM, HAVE THE OPPORTUNITY TO BE FEATURED, UH, ON THE PODCAST, UH, ON THE BLOCK PODCAST TO EXPRESS YOUR OPINIONS AND, UH, YOUR EXPERIENCES OF THOSE.

ALSO, WE HAVE GAMES AND ACTIVITIES.

THE IDEA IS ENGAGEMENT, RIGHT? SO, UH, WITH GAMES AND ACTIVITIES, THIS ALLOWS ENGAGEMENT WITH STAFF AND OTHER PATRONS, WITH ACTIVITIES THAT THE DPL SUPPLIES, SUCH AS CARDS, DOMINOES, PUZZLES, BOARD GAMES, THREE DS, AND COMMUNITY GAMES.

[00:25:01]

UH, THIS IS JUST TO NORMALIZE THEM AND MAKE THEM FEEL THAT THEY ARE A PART OF.

ALSO, WITH THAT NORMALIZATION, WE HAVE SATURDAY MOVIES EVERY SATURDAY AT ONE TO 3:00 PM.

UH, THE DPL HOMELESS ENGAGEMENT HOSTS DIFFERENT ARRAY ARRAY OF MOVIES FOR ENTERTAINMENT AND PROVIDE SENSE OF NORMALIZATION WITH OUR UNHOUSED PR PATRONS.

UH, THIS ALLOWS A NONINVASIVE ENGAGEMENT THROUGH VISUAL ENTERTAINMENT.

AND LASTLY, I JUST WANTED TO THANK YOU FOR ALLOWING ME TO PRESENT THIS INFORMATION.

UH, WE WORK AS A 2, 2 2 PERSON TEAM.

MYSELF, ALEXANDER GARRETT, AND, UH, AVERY BARNWELL AS, UH, HOMELESS ENGAGEMENT PUBLIC SERVICE SPECIALISTS.

UH, WE DO BELIEVE THAT WORKING TOGETHER WITH COMMUNITY ORGANIZATIONS, WE CAN MAKE A DIFFERENCE IN THE LIVES THAT LOT OF THOSE WHO NEED IT THE MOST.

THANK YOU FOR ALLOWING ME TO SHARE.

AND IF YOU HAVE ANY QUESTIONS, I'M AVAILABLE.

SO I WANNA, I DON'T KNOW WHERE, WHERE, WHERE SHOULD I FOCUS MY ? OKAY.

I'M GONNA TRY TO GET THE, THE, UM, SPEAKERS, CAUSE THE LADY TOLD ME TO TRY THIS.

GO AHEAD.

YOU CAN.

THANK YOU.

OKAY.

OKAY.

UH, SO FIRSTLY, UH, LET ME THANK YOU MR. GARRETT FOR, FOR THAT PRESENTATION.

I THINK THAT, YOU KNOW, JUST A LOT OF EXCELLENT PROGRAMMING AND THINKING AROUND, UH, THE ISSUE.

YEAH.

YEAH.

YOU CAN STAY RIGHT UP HERE WITH US.

YEAH.

YOU AIN'T GOTTA GO BACK OVER.

UM, AND I, YEAH.

CAUSE I, WE'RE GONNA OPEN UP THE FLOOR, IF ANY, IF ANY COMMISSIONERS HAVE QUESTIONS, UH, UH, I WANT THEM TO BE TO, TO PUT 'EM TO YOU.

OKAY.

UM, SO, WELL, UH, WHAT I'M GONNA DO, I'M GONNA OPEN IT UP TO COMMISSIONERS.

UH, I HAVE A, I HAVE A LOT OF QUESTIONS, SO I'M GONNA RESERVE MINE, , UH, UH, AND LET OTHER COMMISSIONERS ASK THEIRS.

I SEE VICE CHAIR OWENS WITH THEIR HAND UP.

I SEE COMMISSIONER GARNER WITH THEIR HAND UP.

SO WE'LL GO TO VICE CHAIR OWENS AND THEN TO COMMISSIONER GARDNER, VICE CHAIR OWENS, YOU HAVE THE FLOOR.

THANK YOU.

HELLO, ALEXANDER.

GARRETT.

HOW ARE YOU? I'M WELL, THANK YOU.

YOU WANNA MOVE CLOSER? YOU TOO.

I JUST WANNA SAY, FIRST OF ALL, I APPRECIATE SO MUCH WHAT YOU GUYS ARE DOING AT THE PUBLIC LIBRARY, AND I, I JUST WANNA CONFIRM, YOU SAID THURSDAY AT 2:00 PM IS THE COFFEE EVENT? YES, MA'AM.

EVERY THURSDAY AT 2:00 PM TWO TO 3:00 PM AND THEN FRI IT'S HELD IN OUR COMMUNITY.

AND THEN FRIDAY, THE ART EVENT, WHAT TIME IS THAT? THAT STARTS AT TWO, UH, 2:00 PM OKAY.

SO YOU DO A LOT OF PARTNERING.

I HEARD YOU SAY THAT WITH A LOT OF ORGANIZATIONS THROUGHOUT THE COMMUNITY.

IS THAT CORRECT? YES, MA'AM.

AND HOW LONG WE TRIED SINCE, I'M SORRY.

I, I'M, I JUST AM VERY BRIEF AND TO THE POINT.

I DON'T NECESSARILY, I'M JUST TRYING TO KEEP IT MOVING SO THE OTHER PEOPLE CAN ASK QUESTIONS.

BUT HOW LONG HAVE YOU BEEN AT THE LIBRARY? UH, I HAVE BEEN WITH THE LIBRARY SINCE APRIL.

SINCE APRIL, OKAY.

WELL, I, THAT'S, YES, MA'AM.

MA'AM, I LOOK FORWARD TO MEETING YOU IN PERSON.

I'LL SEE YOU SOON.

THANK YOU.

THANK YOU, MA'AM.

THANK YOU.

VICE CHAIR.

UH, COMMISSIONER GARNER.

YOU HAVE THE FLOOR.

UH, YOU'RE MUTED.

COMMISSIONER GARNER.

GOT IT.

THANKS.

UM, THANK YOU CHAIR KING, UH, FOR THE FLOOR, AND THANK YOU MR. GARRETT FOR THE PRESENTATION.

UM, I JUST KIND OF WANNA ZOOM OUT SO I HAVE SOME BROAD QUESTIONS.

UM, IT'S MY UNDERSTANDING THAT THE BRIDGE WAS BUILT AS A MEANS TO, UM, SORT OF GIVE THE DALLAS, THE DOWNTOWN LIBRARY A BREAK A LITTLE BIT FROM, UM, DAY SHELTER SERVICES.

AND, UM, IT SOUNDS LIKE WHAT YOU'RE PRESENTING ARE, OR DAY SHELTER SERVICES, UM, AND YOU STARTED IN APRIL.

DID, WAS THIS, WAS, THIS FELT TO BE A NEED, UM, TO ADD THIS POSITION AND, UH, BECAUSE, UM, THOSE, UH, THE UNHOUSED WEREN'T GOING TO THE BRIDGE.

UM, AND, UH, ALSO, DO YOU FEEL LIKE THIS COMPETES WITH THE DAY SHELTER SERVICES THAT ARE OFFERED BY THE BRIDGE IN ANY WAY? I DO NOT FEEL THAT.

IT'S, IT'S, IT'S, IT'S A COMPETITION.

IT IS, FROM MY STANDPOINT, IT'S ALL ABOUT SUPPLYING SERVICES FOR THOSE THAT NEED IT.

UM, YEAH, THAT GOES BACK TO MY, MY QUESTION.

UM, SO THIS IS A NEW POSITION.

UM, AND, YOU KNOW, THE VOTERS VOTED, VOTED ON THE BRIDGE DAY SHELTER.

UH, THEY BUILT AS A MEANS TO, UM, SORT OF GIVE THOSE SEEKING HOUSING DAY SHELTER SERVICES ALONG WITH CASEWORK, ALONG WITH THE PLACE TO SLEEP.

AND, UM, IT SEEMS LIKE, UM, SOME OF WHAT IS BEING PRESENTED,

[00:30:01]

IT APPEARS TO BE DAY SHELTER, YOU KNOW, PROJECTS AND WHATNOT.

UM, SO WHAT THIS WAS, THIS FELT TO BE A NEED SO FAR AS MY UNDERSTANDING, THIS POSITION HAS BEEN AVAILABLE, UH, FOR SOME TIME NOW.

UM, I'M JUST, I'M NEW TO THIS POSITION.

OKAY.

SO, UH, I, I DOESN'T, I DO NOT HAVE ALL THE LOGISTICS OF THE DEMAND, UH, FOR THIS POSITION.

I DO KNOW THAT, UH, WE DO WORK WITH THE BRIDGE.

UH, WE DO PARTNER WITH THE BRIDGE IN ASSISTING HOMELESS, UH, PATRONS DUE TO THE FACT THAT MAJORITY OF THE HOMELESS POPULATION, UM, THEY, THAT THIS IS A, A, A GO-TO POINT FOR A LOT OF THE HOMELESS POPULATION ALL THROUGHOUT THE CITY, NOT JUST AT THE CITY, UH, DOWNTOWN CITY LIBRARY, BUT ALL 30 BRANCHES DEAL WITH HOMELESSNESS, UHHUH .

AND SO THERE HAD TO BEEN, UH, SOME TYPE OF INITIATIVE THAT WE COULD SUPPLY TO SERVICE NOT JUST THIS LOCALIZED AREA, BUT, UH, THE SURROUNDING, UH, COMMUNITY, UH, AS WELL.

OKAY.

SO IS THIS, IS THIS POSITION IN THESE, THIS PROGRAMMING AT EVERY, UH, PUBLIC LIBRARY IN DALLAS, THEN THE HELP DESK PROGRAM IS ONLY, IS AT THE CENTRAL LOCATION? UH, I AM THE HOMELESS ENGAGEMENT COORDINATOR FOR ALL OF THE PUBLIC BRANCHES.

SO THEREFORE, I WOULD, I WOULD BE GOING TO THOSE LOCATIONS TO SUPPLY SERVICES AND, UH, REFERRAL INFORMATION FOR THAT STAFF AT THOSE BRANCHES FOR THE UNHOUSED PATRONS OR HOMELESS PATRONS THAT NEED THAT INFORMATION.

SO YOU WOULD JUST BE GOING TO THE OTHER BRANCHES TO INFORM THEM THAT THERE'S PROGRAMMING AT THE DOWNTOWN LIBRARY, EVEN THOUGH, UM, THERE ARE HOMELESS SEEKING PROGRAM AT OTHER LIBRARIES ACROSS THE CITY.

I'M, I'M, I'M KIND OF CONFUSED.

THE PROGRAMMING IS JUST AT DOWNTOWN LIBRARY, BUT YOU GO TO THE BRANCHES TO INFORM THEM OF IT.

IS, IS THAT, IS THAT WHAT I'M HEARING? NO, WE, WE WORK, WE WORK ON, UH, THE SHAREPOINT, FOR INSTANCE.

UH, ALL THE RESOURCES I GATHER, I SUPPLY THE OTHER LIBRARIES WITH THESE RESOURCES.

ALSO, I TRAIN THE OTHER RES ALL THE STAFF AT THE OTHER BRANCHES IN MOTIVATIONAL INTERVIEWING, CO-OCCURRING DISABILITIES, UM, UH, EXCUSE ME, UH, CORE CARING DISABILITIES AND HOW TO ENGAGE WITH HOMELESS POPULATION DUE TO MY PERSONAL EXPERIENCE FROM THAT.

OKAY.

OKAY.

I, I GUESS I'M JUST KIND OF CONFUSED.

UM, I MEAN, I, I THINK THIS IS GREAT, BUT, YOU KNOW, I MEAN, IT'D BE GREAT IF THESE WERE ALL OFFERED AT ALL THE LIBRARIES, UM, YOU KNOW, ON A CONTINUOUS BASIS IF, IF WE'RE SEEING HOME, UM, YOU KNOW, UNHOUSED INDIVIDUALS, UM, GOING TO THE LIBRARY, WHICH I COMPLETELY UNDERSTAND.

SO, UM, THAT I, I DO AGREE.

YEAH, I DO AGREE.

BUT I THINK IT'S MORE OF A BUDGET ISSUE, UH, WHEN THE HOMELESS ENGAGEMENT INITIATIVE WAS STARTED, UH, AND THEY WERE ONLY GIVEN A CERTAIN AMOUNT OF BUDGET, SO THEY CAN ONLY DO A CERTAIN AMOUNT OF PROGRAMMING AT THE MOST, UH, NEEDED LOCATION.

AND BEING THAT, UH, MAJORITY OF THE HOMELESS INDIVIDUALS, UH, LOCATE IN THE CENTRAL DALLAS LIBRARY LOCATION, UH, I, I GUESS FROM MY UNDERSTANDING, UH, THAT'S WHERE THE STARTING POINT WAS FROM THAT INITIATIVE.

OKAY.

AND NOW WE'RE JUST, WE'RE, WE'RE STARTING TO, TO KIND OF SPREAD OUR WINGS A LITTLE BIT.

UH, WE'RE SEEING MORE INDIVIDUALS, UH, AND THE, THE ENCAMPMENTS ARE BEING CLOSED.

WE HAVE A LOT MORE TRAFFIC OF UNEMPLOYED, UM, EXCUSE UNEMPLOYED, UH, UN UNHOUSED PATRONS THAT COME TO THE DALLAS LIBRARY.

SO, UH, WE JUST DON'T WANT TO JUST LEAVE THEM IN TURMOIL.

WE WANNA BE ABLE TO SUPPLY THEM WITH RESOURCES THAT, UH, COULD GET THEM AHEAD OF THE CURVE SO THAT THEY CAN FEEL LIKE THEY'RE LIVING A NORMAL LIFE AND NOT JUST SECTIONED OFF FROM THE REST OF SOCIETY.

YES.

I, I TOTALLY GET THAT.

BUT I MEAN, WE ARE, YOU KNOW, THESE COMMISSIONERS REPRESENT EVERY DISTRICT, AND WE CAN ALL ATTEST TO THE FACT THAT HOMELESSNESS IS EVERYWHERE.

IT IS EVERYWHERE ACROSS DALLAS.

UM, AND, YOU KNOW, ONE OF THE THINGS THAT I ADVO ADVOCATE FOR IS THAT WE DISTRIBUTE THE RESOURCES ALL ACROSS DALLAS RATHER THAN CONCENTRATING IT IN ONE AREA THAT, UM, SEEMS TO JUST SOLELY FOCUS ON ONE AREA WHEN IT IS EVERYWHERE.

AND THERE, THERE IS A NEED FOR, YOU KNOW, PERHAPS EXPANDING THIS PROGRAMMING, THIS PROGRAMMING TO OTHER, UM, AREAS.

BECAUSE WHEN AN ENCAMPMENT CLOSES, IT'S NOT ALWAYS DOWNTOWN.

IT IS WALNUT HILL.

RIGHT.

OR, YOU KNOW, 35 AND, OR, YOU KNOW, UM, DISTRICT EIGHT, DISTRICT THREE.

UM, SO IT WOULD BE, I THINK IT WOULD BE, YOU KNOW, SOMETHING TO, AND I, I KNOW I DO HEAR THAT YOU SAID THAT IT, THERE'S LACK OF FUNDING.

UM, FOR SURE.

WE ALL, WE WERE ALL PRETTY FAMILIAR WITH THAT.

BUT, BUT ANYWAY, THAT WAS, THAT WAS JUST KIND OF THE BASIC OF BASIS OF MY QUESTIONING IS JUST, UM, ONE, IS IT DAY SHELTER SERVICES THAT WE'RE SORT OF PULLING AWAY FROM THE BRIDGE? UM, AND TWO, UM,

[00:35:01]

IS THIS, WILL THIS BE ESTABLISHED EVERYWHERE? UM, AND I, I BELIEVE YOU'VE ANS ANSWERED THOSE QUESTIONS, SO I APPRECIATE YOUR TIME, MR. GARRETT.

THANK YOU.

THANK YOU FOR YOUR QUESTIONS, COMMISSIONER.

OKAY.

THANK YOU.

COMMISSIONER GARNER.

UM, COMMISSIONER BROWN.

I SEE YOUR HAND UP.

YOU HAVE THE FLOOR.

CAN EVERYONE HEAR ME? CAN YOU HEAR? CAN Y'ALL HEAR ME OKAY? OKAY.

CAN YOU HEAR? WE HAVE TO PATROL BACK OVER IN THE ROOM.

THANK YOU SO MUCH.

EXCELLENT.

OKAY.

CAN YOU GUYS HEAR ME NOW? CAN YOU HEAR ME ON THE MIC? WE COULD ALWAYS HEAR .

OKAY.

BUT YEAH, I THINK I'M STILL NEXT CLOSE ENOUGH TO THE LAPTOP FOR YOU TO PICK UP THAT WAY ALSO.

BUT I, I HEAR YOU ON, UH, ANGIE'S STILL ON AN ANGIE'S, UH, LAPTOP IS LIGHTING UP, SO I'M PRETTY SURE THAT'S WHERE THE, HE'S STILL GOING THROUGH THAT.

OKAY.

AND I DO NOT HEAR RANITA.

WE READY FOR BROWN? WE DON'T HEAR YOU ALL ANYMORE.

CHECK.

I'M READY, BUT I DON'T HEAR ANY OF THEM.

CAN YOU HEAR ME NOW? NOW WE CAN.

YES, NOW WE DON'T.

IF YOU'RE TALKING, I CAN'T SEE WHETHER YOU'RE TALKING.

OKAY.

HOW ABOUT NOW? YES.

OKAY.

ALRIGHT.

OKAY.

SO WE'LL STAY LIKE THIS AND JUST TRY TO SNEAK THROUGH THIS.

UH, COMMISSIONER BROWN.

UH, YOU HAVE THE FLOOR.

WE CAN DO THIS.

IT'S JUST LIKE THE TEMPTATIONS, GUYS.

ONE MICROPHONE.

OKAY.

UM, ONE REAL QUICK.

VERY GOOD.

OH, SORRY.

REAL QUICK.

UM, THE FIRST QUESTION IS, THE LONG-TERM PLAN FOR THIS PROJECT IS TO EXPAND SERVICES INTO THE DIFFERENT BRANCHES AROUND THE VARIOUS DISTRICTS, CORRECT? UH, FAR AS I KNOW, YES.

THE, THE PLAN IS TO MAKE SURE THAT ALL BRANCHES HAVE, UH, A MIRROR IMAGE OF THE SERVICES THAT WE PROVIDE AT CENTRAL.

OKAY.

THE ONLY THING THEY DO NOT HAVE IS JUST THE HELP DESK ITSELF.

AND IS THE GOAL TO GET A HELP DESK THERE? UH, I CAN FIND THAT INFORMATION OUT FOR YOU, MS. BROWN.

OKAY.

I'D LIKE TO KNOW IF, IF A, UH, ACTUAL HELP DESK IS GONNA BE AVAILABLE AT THOSE, AT THE VARIOUS LOCATIONS AROUND THE DISTRICTS.

AND THEN ALSO YOU SAID YOU DO ALSO WORK WITH THE BRIDGE, CORRECT? UH, WE, WE DO WORK WITH D D I N AT THE BRIDGE, YES, MA'AM.

OKAY.

AND THEN CAN YOU TELL ME A COUPLE OF THE ORGANIZATIONS THAT YOU WORK WITH THAT YOU PARTNER WITH FOR OUTREACH? SO, UH, OUTREACH, WE JUST, UH, CREATED PARTNERSHIP WITH THE HUMAN IMPACT, UH, WHICH IS PRETTY MUCH A CASE MANAGEMENT PEER SUPPORT, UH, PARTNERSHIP, UH, TO HELP, UH, THOSE INDIVIDUALS WITH MORE LONG-TERM, UH, SUPPORT.

UH, WE PARTNER WITH THE AUSTIN STREET HOUSING FORWARD, UH, AS WELL AS THE BRIDGE.

UH, THERE ARE A FEW MORE PARTNERSHIPS, THE CARDBOARD PROJECT, UH, AND PLEASE EXCUSE ME, BECAUSE I'M STILL TRYING TO MAKE MYSELF FAMILIAR WITH, UH, A LOT OF THE ORGANIZATIONS THAT, UH, WE DO HAVE PARTNERSHIPS WITH.

UH, SO THOSE ARE SOME AT HAND THAT I KNOW THAT WE ARE WORKING WITH, UH, WEEKLY.

UH, DDI IS ONE OF THOSE AS WELL.

OKAY.

ALL RIGHTY.

THANK YOU.

ARE YOU, THANK YOU, MA'AM.

WE'RE GONNA HAVE A LINK TO YOUR EMAIL ADDRESS.

YES, MA'AM.

I CAN, I CAN SUPPLY THAT.

OKAY, PERFECT.

THANK YOU.

THANK YOU.

COMMISSIONER BROWN.

UH, ANY OTHER COMMISSIONERS WISHING TO SPEAK ON THE ITEM? IF YOU VIRTUAL, IF YOU COULD PUT YOUR VIRTUAL HAND UP, UH, IF COMMISSIONER YOU HAVE ANY COMMENT? OKAY.

ANY OTHER COMMISSIONS WHO ARE VIRTUAL WISHING TO SPEAK ON THE ITEM.

OKAY.

UM, SO LET ME SAY, FIRSTLY, I COMMEND YOU ON THE, ON THE PROGRAM HERE AND ON THE FOCUS.

AND I THINK THAT YOU ARE PROBABLY VERY UNIQUELY POSITIONED TO BRING VALUE TO THIS IN A WAY THAT YOU MAY NOT SEE ELSEWHERE.

THAT'S VERY IMPORTANT.

UM, SO I, I THINK THAT I'LL COMMEND YOU ON THAT.

AND I THINK THAT, YOU KNOW,

[00:40:15]

I BELIEVE THEY'RE GONE AGAIN.

I WAS GONNA SAY, JUST HAPPEN TO MY PHONE.

I CAN'T HEAR ANYTHING EITHER.

IT'S JUST, IT'S JUST GOING TO MUTE GUYS ON THE AUTOMATIC.

SO WE'RE HAVING TO KEEP, CONTINUE TO UNMUTE.

OKAY.

UH, BUT, UH, WHAT I'LL SAY IS THAT WHAT, WHAT I'VE SEEN VERY CLEARLY, WHEN WE LOOK AT WHAT MAKES SUSTAINABLE RECOVERY, YOU CANNOT SEPARATE OUT THE CREATION OF COMMUNITY FOR THE INDIVIDUAL.

YOU KNOW, THAT HAS TO BE REPLACED IN THEIR LIFE AND HAVE SOME, YOU KNOW, SOME ELEMENT OF, YOU KNOW, COMMUNITY THAT THEY CAN RELY ON FOR SUPPORT.

UH, AND SO I THINK THAT THAT'S A LOT OF WHAT IS BEING BROUGHT TO THE TABLE HERE.

I DON'T THINK WE CAN HAVE ENOUGH OF THAT.

UH, WHAT I WILL SAY, I THINK WHAT YOU HEAR FROM COMMISSIONERS, AND WHAT I'LL ALSO ADD TO IS THAT THIS TO ME SEEMS LIKE SOMETHING, I MEAN, I THINK LIBRARIES ARE VERY WELL POSITIONED TO BE A VEHICLE FOR THIS, AND PARTIALLY BECAUSE OF THEIR DISTRIBUTION THROUGHOUT THE CITY, IN COMMUNITIES THAT MAY NOT BE TOUCHED BY OTHER INSTITUTIONS THAT ARE FOCUSED ON THIS.

AND, AND SO THERE'S A CAPACITY IF YOU HAVE THIS PROGRAMMING THROUGHOUT TO MEET PEOPLE WHERE THEY ARE WITH THIS KIND OF ASSISTANCE AND THE CAPACITY THAT THIS HAS.

YOU KNOW, A LOT OF PEOPLE TURN TO THE LIBRARIES ANYWAY, THEY'RE GOING TO THE LIBRARY CAUSE THAT'S A PLACE THAT THEY CAN GO AND THAT'S SOMEWHERE THEY CAN GO AND BE, HAVE SOME PEACE AND QUIET, UH, UH, AT SOME TIME TO THEMSELVES.

SO I THINK THAT, YOU KNOW, IT IS A PROPER FACILITATION, ESPECIALLY AS IT'S GROWN THROUGHOUT THE BRANCHES AND AS IT'S LINKED MORE HEAVILY IN ENGAGEMENT WITH THE OTHER ENTITIES INVOLVED IN RESPONSE.

AND I THINK THAT'S A CRITICAL, SO FOR EXAMPLE, UM, TO THE EXTENT THAT THESE KIND OF EFFORTS ENGAGE, UH, HOMELESS NEIGHBORS WHO, UM, UH, MIGHT OTHERWISE, YOU KNOW, BE IN SITUATIONS TOO STRESSFUL TO COMMUNICATE WITH THEM ABOUT A RANGE OF THINGS, THIS BECOMES A PLACE FOR, YOU KNOW, H M I S ENTRY CONNECTION.

UH, SO THAT YOU, YOU TALKING TO PEOPLE WHO ARE UNSHELTERED, ARE THEY IN THE SYSTEM? ARE THEY IN A PATHWAY TOWARDS HOUSING? CAN WE MAKE THAT LINKAGE, THAT LINKAGE IS THERE TO BE MADE.

LET'S MAKE SURE WE'RE MAKING IT.

UH, AND ALL OF THE RANGING THINGS.

I THINK ONE THING THAT YOU SPOKE TO THAT'S CRITICALLY IMPORTANT IS SOME FOCUS ON INCREASING INCOME BECAUSE WE'VE IDENTIFIED OVER YEARS THAT THAT'S A CRITICAL PROBLEM THAT HAS PERSISTED, THAT REALLY IS PREVENTATIVE OF MOVING PEOPLE OUT OF A E L I OR V L I SITUATION.

AND SO CONTINUES TO PROTECT A STRAIN ON HOUSING AND A NEED FOR, FOR SUBSID SUBSID AS OPPOSED TO PUTTING THEM IN A POSITION WHERE THEY CAN BECOME BETTER EARNERS AND WORK THEMSELVES OUT OF THE SITUATION.

SO THAT'S THE KIND OF CONNECTIVITY I SEE.

THE, THE PROGRAMMING, I THINK IS, IS VERY INSIGHTFUL IN TERMS OF THE FOCUS ON THE ISSUES, UH, UH, AT HAND.

AND I THINK CONNECTING EACH ONE OF THOSE PROGRAMS TO THE LONGER TERM FOCUSES ON THESE THINGS THAT WE FIND WITHIN THE RESPONSE SYSTEM IS CRITICAL.

AND AGAIN, THE IMPORTANT PARTNERSHIP, LIKE I SAY, EXCELLENT PARTNERSHIP, HAVING THE BRIDGE TO WORK WITH IN THE DOWNTOWN SITUATION, UH, YOU CAN'T HAVE A BETTER PARTNER.

UH, BUT JUST EXPANDING THAT OUT, YOU KNOW.

AND SO ONE THING I THINK I'LL, I'LL JUST LEAVE ON THE TABLE AND, AND, UH, SUGGEST IS COMMISSIONERS, THIS IS SOMETHING ESPECIALLY WITHIN THE RELATIVE COMMITTEES WHEN IT COMES TO SERVICES, UH, AND WHEN IT COMES TO UNSHELTERED HOMELESSNESS AND STREET OUTREACH THAT WE CAN LOOK AT HOW CAN THESE THINGS BE EXPANDED UPON? AND, YOU KNOW, IF IT'S AN ISSUE OF BUDGET, THEN WE CAN LOOK AT THAT AND, AND, AND, YOU KNOW, PROMOTE THAT, THAT EXPANSION THROUGH EXPANSION OF BUDGET OR WHATEVER THE CASE MAY BE.

I THINK ALSO, YOU KNOW, WE CAN LOOK TO CONTINUE TO COMMUNICATE TO SEE, OKAY, SAY WHAT, WELL, YOU KNOW, WHAT OTHER BRANCHES MIGHT THIS KIND OF PROGRAMING BE MOST HELPFUL AT BASE UPON YOU, DOWN YOU IN DOWNTOWN? BECAUSE THAT'S WHERE SO MANY PEOPLE ARE.

SO MANY PEOPLE ALSO IN, IN DISTRICT SEVEN, FOR EXAMPLE, WE CERTAIN SESSIONS OF DISTRICT EIGHT WHERE THEY'RE PREVALENT.

SO LOOKING AT THOSE AREAS WHERE IT WOULD BE MOST APPLIC APPLICABLE TO EXTEND SERVICES TO THOSE BRANCHES BECAUSE OF THE POPULATIONS RIGHT AROUND THERE.

I THINK IT'S SOMETHING THAT, YOU KNOW, I WOULD LOVE TO GET DIRECTLY INTO LOOKING AT.

UH, SO I'LL, I'LL, I'LL LEAVE IT THERE TO SAY, I JUST HEAR A LOT OF, YOU KNOW, BENEFICIAL POSSIBILITIES AND, YOU KNOW, REALLY GREAT, YOU KNOW, FOUNDATION TO BUILD UPON.

UH, HERE, I WOULD LOVE TO JUST CONTINUE TO WORK WITH YOU AND SEE HOW CAN WE BUILD CONNECTIVITY AND LEVERAGE MORE OUT OF THAT.

UH, HOW CAN WE GROW

[00:45:01]

THIS KIND OF PROGRAM AND FOCUS WHILE WE'RE MAKING SURE THAT IT'S INTEGRATED INTO THE OVERALL RESPONSE SYSTEM SO THAT IT'S BENEFITING, UH, SHELTER PROVIDERS AND THE LIKE, UH, BECAUSE THEIR COMMUNICATION IS GOING ON.

UH, SO THAT'S, THAT'S WHAT I WOULD, I WOULD SAY, AND AGAIN, I, I COMMEND YOU ON, YOU KNOW, THAT'S A LOT FOR, UH, JUST A SHORT AMOUNT OF TIME YOU TALKING ABOUT FROM APRIL.

SO I WOULD LOOK FORWARD TO, UH, MAYBE WE CAN EVEN LOOK TO THE CALENDAR TO SEE HOW WE CAN REENGAGE.

UH, PERHAPS THERE'LL BE, UH, RE-ENGAGEMENT THROUGH, UH, COMMITTEES.

LIKE I SAY, I CHAIR THE RACIAL EQUITY COMMITTEE.

THERE'S PROBABLY A COUPLE OF SUBJECTS I'D LIKE TO SPEAK WITH YOU ABOUT A COMMITTEE THERE.

SO WE WOULD REACH OUT TO YOU IN THAT REGARD.

AND I WOULD, I WOULD ADVISE, UM, UH, UH, COMMITTEE CHAIRS AS IT MEETS YOUR PURVIEW TO CONSIDER HOW YOU MAY ENGAGE THAT WITHIN YOUR OWN COMMITTEE AGENDAS.

UH, SO THAT'S ALL I GOT ON THAT.

UH, AGAIN, THANKS SO MUCH FOR, FOR COMING AND PROVIDING US THIS INFORMATION.

THANKS FOR DEALING WITH THE TECHNICAL ISSUES OF THE TODAY.

IT'S OKAY.

UH, SO WE WORKING THROUGH 'EM AND KEEP KEEPING IT MOVING FORWARD.

ANY COMMISSIONERS WHO HAVE NOT SPOKEN ON THE ITEM, WISHING TO SPEAK ON THE ITEM.

COMMISSIONER COFF, YOU HAVE THE FLOOR AND YOU MAY NEED TO COME OVER HERE.

COMMISSIONER, DON'T GET WE, WE, WE SHOULDER TO SHOULDER TODAY.

UH, MR. GARRETT, THANK YOU SO MUCH.

AND I JUST WONDERED, HOW'S THE RESPONSE, UM, FROM THE PATRONS? ARE YOU GETTING A LOT OF PEOPLE COMING IN AND HOW ARE YOU TRYING TO SPREAD THE WORD? DO Y'ALL HAVE A PLAN FOR, IS IT KIND OF WORD OF MOUTH? SO AT THE PRESENT TIME, I AM UPDATING THE PUBLIC LIBRARIES, UH, SHAREPOINT PAGE.

UH, SO THAT ALL, ALL THE INFORMATION THAT IS BEING IMPLEMENTED IS BEING UPDATED.

UM, AS I WORK GOING FORWARD, UH, HOW WE, HOW THEY'RE RESPONDING TO IT, UH, AND OUR COUGHING CONVERSATIONS FROM MY FIRST COUGHING CONVERSATION, WE HAD LIKE 25, IT WENT TO 50 A COUPLE WEEKS AGO, IT WAS 75.

SO THE NUMBERS ARE STILL, STILL GROWING.

YEAH.

UH, THE MORE SERVICE PROVIDERS WE BRING IN AND ALLOW UN THE HOMELESS, UH, POPULATION TO SAY, HEY, I DIDN'T KNOW THAT WAS AVAILABLE.

I DIDN'T KNOW THAT WAS AVAILABLE.

UM, IN THE HOMELESS COMMUNITY RESOURCES TALK, RIGHT? THEY TALK TO EACH OTHER.

AND SO, UM, OF COURSE THEY, THEY WANT THE FREE COFFEE, THEY WANT THE SNACKS.

MM-HMM.

SURE.

BUT THEY GET THE BENEFIT OF HAVING, UH, PROACTIVE SERVICES THAT THEY CAN KIND OF JUST DIVE INTO AND SAY, HEY, I WANT TO BETTER MY LIFE.

THIS IS POSSIBLE.

THIS IS POSSIBLE.

AND IT'S ALL ABOUT THE POSSIBILITIES.

SO IT SOUNDS LIKE, YOU KNOW, WITH MORE AND MORE EVERY TIME WE'RE SPREADING AND ONE, ONE DAY AT A TIME, ONE STEP.

THANK YOU.

APPRECIATE IT.

VERY GOOD QUESTION.

THANK YOU, COMMISSIONER.

UM, AND SO YEAH, THE, THE LAST THING I THINK I, YOU KNOW, MAYBE POINT OUT IS THAT SINCE THERE ARE REGULAR ACTIVITIES, IT MIGHT BE GOOD FOR COMMISSIONERS WHO HAVE TIME DURING THOSE SCHEDULES.

I THINK YOU'RE PROBABLY GONNA ALREADY GET SOME CONTACT FROM WHAT I'M HEARING.

BUT, UH, IT MAY BE ADVISABLE FOR COMMISSIONERS TO GO AND WITNESS SOME OF THE, UH, PROGRAMMING IF THAT'S POSSIBLE.

WE DON'T WANT TO STEP ON, YOU KNOW, MAKE ANYBODY FEEL UNCOMFORTABLE.

BUT, UH, IF WE COULD GO TO ONE OF THE COFFEE EVENTS OR SOMETHING LIKE THAT, SO THEN, YOU KNOW, I, I ALWAYS SAY IT'S BETTER TO SEE FIRSTHAND WHAT'S GOING ON.

UH, BUT WITH THAT KIND OF A GROWTH AND ATTENDANCE, I THINK THAT WILL CONTINUE.

CUZ LIKE I SAID, THE, JUST THE BENEFIT THAT IT'S PROVIDING PEOPLE WHO, YOU GOTTA REMEMBER WE TALKING ABOUT PEOPLE WHO ARE LIVING IN AN EMERGENCY SITUATION ALL THE TIME, YOU KNOW WHAT I MEAN? AND SO THE, JUST THE RELIEF OF STRESS, OF BEING ABLE TO TAKE A LITTLE TIME TO TAKE THEIR FOCUS OFF OF IT AND PUT IT ON THEIR PERSONAL GROWTH, TO JUST PUT IT ON, LETTING ALL THAT STUFF GO FOR A MINUTE, THAT'S PSYCHOLOGICALLY BENEFICIAL IMMENSELY.

SO, UH, SO I, I'LL JUST SAY THAT, THAT, UM, YOU KNOW, THAT MAY BE A GOOD THING FOR COMMISSIONERS TO, TO LOOK AT.

UH, I THINK I SEE COMMISSIONER SI HAN'S HAND.

ARE YOU WISHING TO SPEAK ON THE ITEM? COMMISSIONER SHAN? YES.

JUST BRIEFLY.

UM, FIRST OF ALL, YEAH, PLEASE GO AHEAD.

OH, SORRY.

FIRST OF ALL, I THINK THE PRESENTATION WAS REALLY WELL DONE.

THANK YOU.

AND IT'S REALLY NICE TO MEET YOU AND KNOW WHO YOU ARE.

UM, THANK, THANK YOU.

THINK WE NEED TO REMEMBER THAT THE, THE LIBRARY HAS ALREADY A HUGE PARTNER WITH THE CITY OF DALLAS.

THEY, UH, WORK AS A SHELTER IN THE WINTER.

UM, WE HAD IT FULL, UH, RECENTLY, UH, THE LAST BIG, UH, FREEZE WE HAD.

AND THEY'RE ONE OF THE PLACES THAT EVEN THOUGH IT'S NOT A DESIGNATED SHELTER FOR THAT PURPOSE, IT'S ALWAYS OPEN WITH AIR CONDITIONING IN THE SUMMER.

AND THAT'S A HUGE THING FOR PEOPLE ON THE STREET.

IT'S JUST VERY HARD.

I, I CAN'T EVEN IMAGINE BEING OUTSIDE ALL THE TIME IN TEXAS.

IT JUST WOULD BE VERY DIFFICULT.

SO, UM, IF THERE'S ANY, UM, RELUCTANCE TO, TO, YOU KNOW, BRING THEM INTO THE FOLD AS AS A DAY SHELTER, I THINK THAT,

[00:50:01]

UM, I, I DON'T THINK IT'S WARRANTED.

SO I SORT OF UNDERSTAND WHERE THEY'RE COMING FROM AND AM, AM REALLY HAPPY WITH THE IDEA THAT, UH, THEY CAN JOIN THE CLUB AND, AND HELP US WITH THIS WHOLE OVERALL PROJECT, CUZ WE'RE ALL ON THE SAME TEAM.

THANK YOU VERY MUCH.

AGREED.

THANK YOU.

THANK YOU.

COMMISSIONER SOHAN.

UH, ANY OTHER COMMISSIONERS WHO HAVE NOT SPOKEN? WISHING TO SPEAK ON THE ITEM? UH, COMMISSIONER SMITH, YOU HAVE THE FLOOR.

HEY THERE.

THANK YOU.

UM, I AGREE WITH MY COLLEAGUES.

REALLY APPRECIATED THE PRESENTATION.

UH, THE QUESTION I HAVE, WHEN I HEARD YOU MENTION FUNDING, UM, ARE YOU SEEKING OR HAVE YOU BEEN ABLE TO CONNECT WITH EITHER INTERESTED PHILANTHROPISTS OR CORPORATIONS THAT MAY WANT TO HELP EXPAND THE PROGRAM TO OTHER PARTS OF THE CITY? IS THAT SOMETHING THAT'S, UH, BEEN EXPLORED OR NO, THAT, THAT'S, THAT IS SOMETHING THAT I, I HAVE NOT EXPLORED YET.

UM, BEING, BEING A VETERAN, I TRY TO TAKE ONE STEP AT A TIME, MAN, I, I DON'T, I DON'T TRY TO FIGHT TOO MANY BATTLES AT ONE TIME.

AND I UNDERSTAND WHAT'S ON MY PLATE FOR THIS INITIATIVE.

AND, UH, BEING WITH 30 BRANCHES, THERE'S A LOT TO DO.

AND, UH, I'M JUST TRYING TO MAKE SURE THAT, UM, THE RESOURCES I GET ARE QUALITY RESOURCES AND NOT JUST A LARGE AMOUNT OF RESOURCES.

SO, UM, I'M, I'M KIND OF PACING MYSELF WITH THIS PORTION.

I WANNA MAKE SURE I LEARN EVERYTHING I CAN POSSIBLY LEARN SO THAT I CAN PUT MY BEST FOOT FORWARD AND THEN I'LL EXPLORE THOSE OPTIONS.

UM, WHEN I, I, I GUESS I, I, THE, I HAVE PERMISSIONS TO , RIGHT? YOU SAY, UH, SO, UH, WHEN, WHEN THAT COMES ACROSS THE TABLE, OF COURSE IT IS A CONCERN AND I HAVE BROUGHT IT TO, UH, MY UPPER MANAGEMENT THAT, UM, FROM MY PERSONAL EXPERIENCE, I, I DO THINK THAT WE NEED A BIGGER BUDGET TO, UM, TO FULFILL THIS PLAN THAT IS, UH, UNFOLDING NOW.

BUT, UH, WE CAN KIND OF WORK WITH WHAT WE HAVE, BUT WE ALWAYS UP FOR DONATIONS.

FAIR ENOUGH.

UH, I'M A VET MYSELF AND I APPRECIATE YOUR SERVICE AND APPRECIATE YOUR, UH, YOUR, YOUR, YOUR PRESENTATION.

THANK YOU.

THANK YOU, SIR.

THANK YOU, COMMISSIONER SMITH.

AND I WOULD JUST SAY COMMISSIONER SMITH, TO YOUR POINT THAT I, I THINK HE ANSWERED CORRECTLY REGARDING, UH, THE, THE ISSUES THAT HE'S CONTINUED WITH.

UH, BUT I THINK FOR US, THAT'S SOMETHING THAT WE LOOK AT.

UM, AND THAT'S SOMETHING THAT, YOU KNOW, IF WE IDENTIFY, WE NEED TO GET BEHIND AND WE NEED TO RECOMMEND THAT WE NEED TO DO THAT.

SO CERTAINLY I WOULD SAY THAT THAT'S, THAT'S THE KIND OF THING THAT, THAT WE NEED TO BE LOOKING AT IN COMMITTEE AS WE DRIVE AGENDA ITEMS FORWARD.

AND WE, AND WE PREPARE THINGS FOR RECOMMENDATIONS TO THE COUNCIL AND STAFF.

UH, THAT'S SOMETHING, UH, ALSO THAT WE CAN, UH, UH, LOOK AT IN THE GENERAL COMMISSION, UH, MEETING IF WE, YOU KNOW, FORM IT INTO AN ITEM THAT ALLOWS US TO PROPERLY ADDRESS IT.

SO I WOULD SAY I, I'M RIGHT WITH WHAT YOU, YOU KNOW, WHERE YOU AT.

UH, AND I THINK THAT THAT'S SOMETHING THAT, THAT WE GOTTA, YOU KNOW, VISIT ALONG WITH, YOU KNOW, ANYTHING ANYWHERE WHERE WE SEE IN, YOU KNOW, PROGRAMMING THAT IS HAVING OUTSIZED IMPACT OR ADDRESSING ASPECTS THAT WHERE THERE HAVE BEEN GAPS IN, IN, IN, IN ADDRESSING THE, THE PROBLEMS AND ISSUES.

I THINK WE GOTTA PAY SPECIAL ATTENTION TO HOW DO WE SHORE THAT KIND OF STUFF UP.

WE NEED MORE OF THE STUFF WE NEED MORE OF, WE NEED TO MAKE SURE WE GET MORE OF, AND THAT GOES DIRECTLY TO FUNDING AND EXPANDING THAT OUT TO PHILANTHROPY THAT A LOT OF TIMES JUST WANTS DIRECTION IN TERMS OF WHAT ARE YOU ASKING US TO CONTRIBUTE TO, WHAT'S THE BENEFIT OF IT? THAT KIND OF THING.

AND SO I THINK THAT THAT'S SOMETHING THAT'S DEFINITELY WITHIN OUR PURVIEW TO LOOK AT AND FORMULATE AND RECOMMEND.

UH, SO THANK YOU FOR THAT COMMENT.

COMMISSIONER SMITH AND ANY OTHER, ANY OTHER COMMISSIONERS THAT HAVE NOT SPOKEN, WISHING TO SPEAK ON THE ITEM.

OKAY.

UH, WE NEED TO MOVE FORWARD CAUSE WE DID START LATE WITH COM.

UH, GARRETT, MR. GARRETT, THANK YOU AGAIN, UH, FOR YOUR ATTENDANCE.

I THINK THAT WE'LL BE FOLLOWING UP WITH YOU.

APPRECIATE IT FAIRLY CONSISTENTLY, A COUPLE DIFFERENT WAYS.

SO WE'LL BE PREPARING FOR THAT.

BUT, UH, I THINK WE DO HAVE YOUR CONTACT INFORMATION.

WE WILL, WE WILL DEFINITELY LOOK OUT, LOOK TO REACH OUT TO YOU AND SEE HOW WE CAN INCORPORATE.

I THINK THAT'S GONNA BE ONE OF THE THINGS I'M PROBABLY GONNA REACH OUT AND SEE IF YOU'LL JOIN A COMMITTEE MEETING WITH US.

APPRECIATE ON CERTAIN DIFFERENT SPECIFIC FOCUSES.

BUT THANK YOU.

THANK, THANKS SO MUCH AGAIN.

THANK YOU EVERYONE FOR HAVING ME.

CHAIR KING.

OKAY, SO ORDER? YES.

UH, YES.

COMMISSIONER GARNER HERE.

UM, I BELIEVE WE WEREN'T, WE'RE NOT FOLLOWING THE AGENDA AND WE HAVE NOT DONE A, IF YOU'RE ABOUT TO MENTION THE MEETING MINUTES, THEN YOU, YOU'RE PULLING WORDS OUT OF MY MOUTH, LITERALLY.

OKAY.

ALL RIGHT.

THANKS SIR.

.

OKAY.

GOTCHA.

SO THAT WAS THAT, WAS THAT THE ISSUE? THE MEETING MINUTES? YES, SIR.

YEAH, YEAH, YEAH.

I THINK WE GOT, WE GOT KINDA SIDETRACKED DEALING WITH THE TECHNICAL STUFF AND, AND KIND OF SKIPPED AROUND THERE.

SO THAT'S EXACTLY WHERE WE'RE GOING.

THANK YOU FOR THAT.

COMMISSIONER GARNER.

[00:55:01]

UH, SO WE'LL, WE'LL DEAL WITH APPROVAL OF MINUTES AT THIS TIME.

UM, LET ME ASK, DO I HAVE A MOTION FOR THE APPROVAL OF THE MINUTES FROM THE MAY 11TH, 2023 MEETING? SO MOVED.

COMMISSIONER SHALENE.

NO MOTION.

I HEAR SOMEBODY WHO IS IT? SO MOVED.

UH, THIS COMMISSIONER SHALENE.

COMMISSIONER SHALENE, THANK YOU FOR THE MOTION.

YES, SIR.

UH, DO I HAVE A SECOND? I SECOND THE MOTION.

UH, COMMISSIONER SIJA PROVIDES THE SECOND THANK YOU, COMMISSIONER SIJA.

SO IT'S BEEN PROPERLY MOVED AND SECONDED, UH, THAT WE VOTE ON THE APPROVAL OF THE MINUTES.

ANY DISCUSSION? YES, SIR.

I HAVE SOME, UM, SUGGESTIONS ON THE MEETING MINUTES.

OKAY.

COMMISSIONER GARDER.

UM, I'VE ALREADY, UM, SPOKEN WITH RANITA ABOUT THIS, BUT I BELIEVE THAT, UM, COMMISSIONER BINOWSKI IS LISTED TWICE AS PRESENT AND AS ABSENT.

UM, OTHER THAN THAT, EVERYTHING LOOKED GREAT.

AND I DO WANT TO TAKE THIS OPPORTUNITY TO THANK, UH, RANITA GRIGGS FOR DOING OUTSTANDING WORK ON THE MEETING MINUTES AS USUAL.

SO THANK YOU RANITA.

UM, AND THAT IS ALL.

THANK YOU.

SO THANK YOU FOR THAT.

COMMISSIONER GARNER.

I'M GONNA SECOND THAT, THAT COMMENT ON, ON, UH, MS. GRIGGS, UH, EXCELLENT WORK ON MINUTES AND O MANY OTHER THINGS, A MULTITUDE OF OTHER THINGS.

BUT, UH, SO JUST TO UPDATE THAT, THAT THE, THE CHANGE THAT YOU ARE REFERRING TO HAS BEEN MADE.

IT WAS SENT OUT.

WE'RE ALL LOOKING AT A EARLIER VERSION.

IT WAS SENT OUT THIS AFTERNOON.

YEAH, YEAH.

JUST WHEN WE JUST BEGAN THE MEETING.

SO TO I, I WILL SAY THAT YOUR, YOUR CHANGE IS HAS, IS MADE.

UM, YOU KNOW, IT'S UP TO YOU IF YOU WANNA, I MEAN, TECHNICALLY IF YOU WANNA PULL THE MOTIONAL, I THINK WE VOTE ON, WE WOULD JUST VOTE TO CHANGE IT.

AND, BUT THAT, THAT'S ALREADY BEING DONE.

SO IF, IF IT'S ALREADY DONE, I'LL PULL THE MOTION.

ANYTHING.

OKAY.

OKAY.

EXCELLENT.

SO, UH, SO THEN WE'RE BACK TO, IT'S BEEN MOVED IN SECOND INTO APPROVE THE MINUTES.

AND AGAIN, I'LL, I'LL JUST REITERATE THAT THE CHANGE THAT COMMISSIONER GARNER PROPERLY BRAIDS UP HAS BEEN ADJUSTED IN THE MOST RECENT, UH, MINUTES THAT WERE SENT OUT RIGHT WHEN WE BEGAN THE MEETING.

UH, SO WITH THAT, IS THERE ANY FURTHER DISCUSSION? OKAY, SEEING THAT, I'LL CALL FOR A VOTE.

ALL IN FAVOR OF APPROVAL OF THE MINUTES FOR MAY 11TH, 2023.

SAY, AYE, RAISE YOUR HAND.

AYE, AYE.

AYE.

YOU'RE OPPOSED.

OKAY.

HEARING NONE, THE MOTION CARRIES THE MINUTES FOR MAY 11TH, 2023 ARE APPROVED AS MOST RECENTLY SENT.

UM, OKAY.

LET'S MOVE ON TO ITEM FIVE.

THIS IS THE CITIZEN HOMELESSNESS COMMISSION COMMITTEE REPORTS.

AND, UH, WE'LL JUST GO THROUGH IN THE ORDER THAT IT'S IN THE AGENDA.

SO FIRST WE HAVE HOUSING WITH COMMITTEE CHAIR, UH, SHALENE, UH, COMMITTEE CHAIR, SHALENE, YOU DO HAVE THE FLOOR.

THANK YOU.

CHAIR KANE.

UM, SO WE MET THIS LAST MONDAY, FOUR TO 5:00 PM WE HAD, UH, MYSELF AND COMMISSIONER JACOB, UH, IN THE MEETING.

HE WAS VIRTUAL.

AND, UM, WE REVIEWED THE, UH, SUB OBJECTIVES OF OUR COMMITTEE.

COMMISSIONER JACOB HAD NOT SEEN OR RECEIVED, UM, THE DATA INFORMATION THAT WE HAD RECEIVED FROM THE CITY THAT HAD BEEN REQUESTED BACK IN MAY.

UM, SO, UH, WE'RE SENDING THAT WE'VE REQUESTED IT, UH, TO HAVE OUR DATA BROKEN DOWN BY ZIP CODE AS COMMISSIONER GARNER HAD RECOMMENDED, UH, AT OUR LAST MEETING, UH, SO THAT WE COULD, UM, DO A BETTER JOB OF, I GUESS, UH, DISAGGREGATING, UH, THAT DATA.

AND, UM, SURPRISINGLY, WE HAD TWO MEMBERS OF THE PUBLIC, UH, SHOW UP AT OUR, UH, PUBLIC HOUSING COMMITTEE MEETING, WHICH WAS A, A SURPRISE AND, UH, A LOT OF FUN.

TWO STUDENTS FROM THE UNIVERSITY OF TEXAS, DALLAS THAT WERE INTERESTED IN AFFORDABLE HOUSING, UH, WE'RE SITTING IN A CHICK-FIL-A FOUND OUR, UH, AGENDA POSTED ONLINE AND DECIDED TO MOSEY ON OVER AND SIT IN ON OUR COMMITTEE.

UH, SO IT WAS FUN GETTING TO TALK TO THEM ABOUT AFFORDABLE HOUSING AND, UH, YOU KNOW, SOLUTIONS FOR, FOR OUR HOMELESS NEIGHBORS.

UM, SO THAT'S, THAT'S MY REPORT.

IF ANYBODY HAS ANY QUESTIONS, I'M HAPPY TO ENTERTAIN THOSE.

THANK YOU FOR THAT COMMITTEE, CHALENE, THAT THAT IS, UH, REALLY NICE.

UH, SOUNDS LIKE A GREAT ENGAGEMENT.

UH, SO YEAH, I'LL OPEN UP TO FLORIDA.

ANY COMMISSIONERS WHO HAVE QUESTIONS, COMMENTS FOR, FOR COMMITTEE.

CHELENE

[01:00:06]

A GREAT JOB.

THANK YOU.

YEAH, AND I'LL, I'LL, I'LL SECOND THAT.

UM, I THINK, UH, YOU KNOW, JUST AS WE PREVIOUSLY DISCUSSED, YOU KNOW, IF THERE'S ANY ISSUE WITH DATA, UM, YOU KNOW, LET ME KNOW IF THERE'S ANY WAY I CAN HELP WITH THAT.

UH, OF COURSE I WILL.

THANK YOU, CHAIR.

OKAY.

UM, NEXT UP IS RACIAL EQUITY COMMITTEE.

UM, SO AS COMMITTEE CHAIR, I WILL SAY THAT, THAT, UH, WE DID HOLD OUR MEETING ON THE, UH, FOURTH WEDNESDAY, UH, LAST MONTH.

UM, WE HAD, UH, COMMISSIONER KEYS, COMMISSIONER BROWN, AND MYSELF IN ATTENDANCE.

UM, COMMISSIONER SANTOS, UH, I DO WANNA SAY WE HAVE, I THINK I SAID THIS BEFORE, BUT I JUST WANT TO SEND CONDOLENCES TO YOU AS WELL.

CAUSE I KNOW YOU WERE DEALING WITH A DIFFICULT TIME.

SO WE JUST WANT TO SAY WE, WE ACKNOWLEDGE THAT YOU'RE IN OUR PRAYERS, AND OF COURSE, WHEN YOU'RE READY, WE'LL CATCH YOU UP ON THE COMMITTEE WORK.

UH, SO NO WORRIES THERE AT ALL.

UM, SO I WILL SAY WE, WE HAD A VERY PRODUCTIVE MEETING, A EXCELLENT CONVERSATION, AND THE FOCUS THAT WE LOOKED AT INITIALLY, WE LOOKED AT, UH, SOME DATA, HOUSING DATA, UH, AT A STATEWIDE LEVEL, UH, FROM, UH, A SOURCE THAT I THINK IS A, IS A GOOD SOURCE WITH A STRONG METHODOLOGY.

AND SO I'LL JUST PREFACE THAT THE FIRST THING WE LOOKED AT IN TERMS OF DATA, UH, WAS BASED UPON WHAT THE, THE DATA STREAM WERE LOOKING AT THAT THERE'S A, THERE'S A INCREDIBLE SHORTAGE OF AFFORDABLE HOUSING FOR E L I AND V L I INCOME LEVELS.

AND OF COURSE, I MEAN THAT TO SAY EXTREMELY LOW INCOME AND VERY LOW INCOME.

AND WHEN WE LOOKED AT THIS AT THE, AT IT, AT THE STATE LEVEL, BASED ON THE DATA WE WERE REVIEWING, YOU'RE TALKING ABOUT A SHORTAGE OF THE NUMBER OF NECESSARY UNITS FOR E L I V L I HOUSING IN THE STATE BEING WELL OVER 600,000 UNITS.

NOW, WE'RE GOING TO F DO FURTHER WORK TO NARROW THAT DOWN TO THE DALLAS AREA, BUT I FULLY EXPECT THAT THE NUMBERS WILL BE HIGHER IN PERCENTAGE, UH, WHEN WE GET TO DALLAS, JUST LIKE THEY WOULD BE IN HOUSTON, ET CETERA.

UH, SO WE SEE THAT EVEN WHEN WE LOOK AT THE STATE LEVEL, WHAT WE IDENTIFIED IN MEETING WAS THAT WE HAVE THIS INCREDIBLE GAP.

SO EVEN IF YOU'RE TALKING ABOUT PEOPLE WHO ARE EMPLOYED, WHO CURRENTLY HAVE HOUSING, JUST THE NEED FOR AVAILABLE HOUSING FOR THAT, THAT THOSE INCOME BRACKETS WE'RE, WE'RE SEVERELY BEHIND THE CURVE, THAT IS ONLY GOING TO CREATE PRESSURE ON HOUSING SPECIFIC TO HOMELESS NEIGHBORS.

AND SO THAT'S, THAT'S THE ENVIRONMENT WITHIN WHICH WE'RE, YOU KNOW, UH, LOOKING AT THE, THE OTHER RELATIVE PROBLEMS. AND WE WENT ON TO LOOK AT THE CITY'S RACIAL EQUITY PLAN IN MORE SPECIFIC DETAIL.

WE LOOKED AT THE SPECIFIC COMPONENTS THAT RELATE EITHER DIRECTLY TO, TO HOMELESSNESS OR INDIRECTLY, AND WHAT SPECIFIC, UM, UH, INDICATORS I WILL SAY.

AND THESE INDICATORS, AGAIN, IF YOU READ THE RACIAL EQUITY PLAN, I THINK THIS DATA GOES THROUGH 2019.

SO THERE'S SOME UPDATE NEEDED THERE.

UH, BUT THERE, THERE ARE MULTIPLE INDICATORS THAT WERE RESEARCHED TO IDENTIFY DISPARITIES AMONGST ALL OF THESE INDICATORS BETWEEN DIFFERENT RACIAL GROUPS.

SO IT BECOMES AN EXCELLENT TOOL TO SEE WHERE SPECIFICALLY, UH, SAY FOR EXAMPLE, HOME LOAN APPROVALS.

THERE'S A DRAMATIC DISPARITY THERE WHEN YOU, WHEN YOU LOOK AT IT RELATIVE TO RACE.

THERE'S, THERE'S MULTIPLE OTHER FACTORS THAT GO DIRECTLY TO THE ABILITY TO MAINTAIN HOUSING, UH, WHERE WE CAN SEE THOSE DISPARITIES.

SO FROM THE RACIAL EQUITY COMMITTEE PERSPECTIVE, WE'LL BE LOOKING AT THAT TO CREATE A MAP AND FOCUS ON THOSE GAPS.

AND, UH, YOU KNOW, WHERE WE NEED TO FOCUS EVEN OUTSIDE OF WHAT MIGHT BE DIRECTLY IDENTIFIED FOR OFFICE OF HOMELESS SOLUTION INDICATORS, FOR EXAMPLE.

UH, WE'LL HAVE MORE DETAIL ON THAT AS WE PREPARE REPORT AROUND IT.

UH, I WILL SAY FURTHER, UH, COMMISSIONER BROWN SUGGESTED AT OUR LAST MEETING, UH, THAT WE LOOK AS, AS AN ITEM THAT WE LOOK AT THE LACK OF FUNDING FOR AFRICAN AMERICAN MEN WHEN IT COMES TO HOMELESSNESS.

UH, SO

[01:05:01]

WE DID, WE DID BRING THAT FORWARD AS AN ITEM IN COMMITTEE AND HAD A, AT A DISCUSSION, UH, SURROUNDING THAT.

AND I THINK THAT, UM, UH, YOU KNOW, WE, WE CLEARLY I DID, OH, THERE WE GO.

I CAN SEE MYSELF, OH, THAT'S GOOD OR BAD.

UH, SO, BUT WHAT I'LL SAY IS THAT, UH, WE CLEARLY IDENTIFIED, UH, A COUPLE OF DIFFERENT FOCUSES, UH, IN TERMS OF, YOU KNOW, ZEROING IN ON THE NEED FOR FUNDING ON THE LACK THEREOF, UM, AND ON SOLUTIONS FOR THAT.

IN ADDITION, I WOULD SAY THAT, THAT WE HAD ROBUST DISCUSSION AROUND WHAT WE IDENTIFIED AS SOLUTIONS THAT MAY BE WHAT WE'LL SAY AS LOW HANGING FRUIT.

MEANING WHAT PARTICULAR SOLUTIONS CAN WE BRING TO THE TABLE THAT DON'T HAVE A LOT OF OBSTACLE TO BRINGING IT FORWARD THAT CAN BE BENEFICIAL TO, TO THE, THE THINGS THAT WE'RE FOCUSED ON.

UH, SO FOR EXAMPLE, WE IDENTIFY CLEARLY THAT, UH, CREDIT IS AN ISSUE THAT YOU SEE A CREDIT APPROVAL WHEN YOU'RE TALKING ABOUT DISPARITY BETWEEN RACES.

THAT'S SOMETHING WHERE YOU SEE A BIG DISPARITY.

SO WHAT PARTS OF THAT CAN WE ADDRESS, UH, BY SIMPLE EDUCATION, UH, BY SIMPLE CON CONNECTION TO CERTAIN ORGANIZATIONS, UH, BY THAT TYPE OF WORK, UH, TO HELP PEOPLE IN THOSE SITUATIONS BETTER THEIR CREDIT, FOR EXAMPLE, OR IMPROVE THEIR POTENTIAL CHANCES FOR, FOR GETTING APPROVED FOR A RENTAL APPLICATION OR THE LIKE.

UH, AND SO I THINK THAT, UH, AND THAT'S WHY I SAID, I THINK THAT BRINGS TO MIND THE, THE PRESENTATION WE JUST HAD AND INTEGRATING WITH FINDING WE, WE'LL BE LOOKING AT WHERE THOSE THINGS EXIST, HOW THEY COULD BE BETTER INTEGRATED, HOW WE CAN BRING IT FORWARD IN A GREATER WAY.

AND I THINK THAT'S ONE OF THE THINGS YOU'LL BE SEEING COMING FORWARD FROM THE RACIAL EQUITY COMMITTEE IN TERMS OF RECOMMENDATION TO THE COMMISSION, UH, THAT WE RECOMMEND MOVING FORWARD, PROGRAMMING LIKE THAT.

AND WE'LL COME, WE'LL, WE'LL COME FORWARD WITH SPECIFIC WAYS THAT WE'RE SUGGESTING, UM, AND, AND, AND COMMISSIONERS, UH, UH, WHO ARE IN THAT COMMITTEE WITH ME, COMMISSIONER BROWN, COMMISSIONER KEYS, PLEASE FEEL FREE, UH, IF I'M MISSING ANYTHING, YOU KNOW, MAKE SURE THAT YOU BREAK IT UP.

UM, SO I THINK THAT, YOU KNOW, AS WE MOVE FORWARD IN THAT COMMITTEE, WE'LL BE DEFINITELY LOOKING AT HOW WE CAN IDENTIFY SPECIFIC PROGRAMS THAT EXIST, UH, THAT WE CAN EXPAND UPON SPECIFIC PROGRAMS THAT MAY NEED TO EXIST THAT THAT CAN BE BROUGHT ABOUT AND WHAT THE PARTNERSHIPS MAY BE FOR THAT, UH, SO THAT WE CAN BRING IT FORWARD IN THE, AS I SAID, IN THE FORM OF RECOMMENDATION.

UM, I THINK THAT, YOU KNOW, WE, WE, WE ALSO LOOKED AT WHAT IT'S, I'LL JUST CALL THE HIGHER HANGING FRUIT, MEANING THE, THE, UM, SOLUTION MIXES THAT THEY NEED TO BE BROUGHT FORWARD, BUT MAY BE MORE DIFFICULT TO ADDRESS.

UH, THAT MAY BE RELATIVE TO, AS I WAS SAYING, YOU KNOW, THE INDICATORS, FOR EXAMPLE, ONE INDICATOR WHEN WE LOOK AT AFRICAN-AMERICAN HOMELESSNESS AND SPECIFICALLY HOMELESSNESS FOR AFRICAN-AMERICAN MEN, A AN INDIRECT INDICATOR OR FACTOR IS THE AMOUNT OF POLICING IN AFRICAN-AMERICAN PO UH, COMMUNITIES AND HOW THAT RELATES TO, UH, HIGHER RATES OF INCARCERATION AND RESULTING HIGHER RATES OF EX-OFFENDER EXITING PRISON IN THE HOMELESSNESS.

AND SO HOW DO WE LOOK AT ADDRESSING THAT, WHAT WE'RE LOOKING AT, HOW DO WE BRING MORE RACIAL EQUITY TO THE CIRCUMSTANCE? SO THAT'S THE KIND OF THING THAT WE WILL BE LOOKING AT.

WE KIND OF IDENTIFIED A PATHWAY THERE.

I THINK, YOU KNOW, UH, ANOTHER MEETING OR TWO, WE'LL HAVE STUFF TO BRING FORWARD TO THE, UH, COMMITTEE IN TERMS OF ACTUAL RECOMMENDATION.

UH, SO I'LL JUST SAY COMMISSIONER KEYS.

UH, COMMISSIONER BROWN, IF YOU GOT ANY OTHER COMMENT.

UH, AND I SEE COMMISSION, KEYSER HAND IS UP, SO WHY DON'T YOU GO AHEAD AND, AND MAKE SURE I DIDN'T MISS ANYTHING AND ADD WHATEVER YOU NEED TO, TO THAT COMMISSIONER BROWN AS WELL.

AND THEN OPEN TO THE FLOOR IF ANYBODY HAS QUESTIONS.

YEAH, I WOULD JUST SAY, UM, CAN EVERYONE HEAR ME? UH, YES, I CAN HEAR ME, YES.

UM, ONE JUST THING I'LL ADD, WE TALKED ABOUT, UM, MEETING WITH PRO, UH, SOME, UM, SOME PEOPLE IN THE SPACE, SOME NON-PROFIT, UM, OR GOVERNMENT AGENCIES THAT ARE IN THE SPACE AND HEAR FROM SOME OF OUR AFRICAN AMERICAN, UM, UH, WORKERS IN THE SPACE TO FIND OUT KIND OF THE, SOME NARRATIVES AND PAINT SOME NARRATIVES AROUND WHAT'S GOING ON, WHAT THEY'VE SEEN.

AND, UM, I HAVE, UH, GOT US A MEETING TOGETHER WITH ONE OF THOSE GROUPS AND, UH, I'M NOT SURE HOW I PRESENT THAT OR HOW I INVITE

[01:10:01]

EVERYONE TO THAT.

BUT, UH, WE DO, I, I HAVE A MEETING ON THE BOOKS WITH ONE OF THOSE AGENCIES FOR US TO GO AND HEAR FROM, UM, SOME OF THEIR, THEIR STAFF REGARDING THIS, UM, THIS TREND THAT WE'RE SEEING, THIS PROBLEM THAT WE NOTICED.

EXCELLENT.

EXCELLENT.

I APPRECIATE THAT.

COMMISSIONER KEYS, UH, I WILL SAY THAT, THAT, UH, WE CAN FOLLOW UP VIA EMAIL, UH, AND I'LL, I'LL CHECK THROUGH THAT, UH, UH, LATER TODAY, BUT WE'LL, WE'LL, WE CAN COMMUNICATE THAT WAY AND JUST GET THE INVITATION OUT, UH, TO THE RELATIVE COMMISSIONERS OR THE WHOLE BODY, WHATEVER YOU'RE THINKING THERE.

AND, UH, WE'LL TRY TO GO AHEAD AND GET THAT ON THE BOOK.

SO, UH, LET'S COMMUNICATE VIA EMAIL ABOUT THAT AND GO AHEAD AND TRY TO COORDINATE THAT, UH, NEXT TO, YOU KNOW, DAY OR TWO.

SOUNDS GOOD.

EXCELLENT.

UH, COMMISSIONER BROWN, DID YOU HAVE ANYTHING TO ADD? UM, NOT MUCH.

YOU ACTUALLY SAID WHAT I WAS GONNA SAY ABOUT THE, UM, SINGLE BLACK MALE BEING A TARGET THAT WE NEED TO REALLY START FOCUS ON IN OUR RACIAL EQUITY.

SO I'VE BEEN DOING MY HOMEWORK.

UM, I ALSO HAVE A COUPLE OF MEETINGS THAT I'LL FOLLOW UP VIA EMAIL, AND LIKE YOU SAID IN THE NEXT COUPLE OF MEETINGS, WE SHOULD HAVE SOME GOOD DATA FOR YOU GUYS.

SO I'M EXCITED ABOUT IT.

I FELT LIKE THAT MEETING WAS VERY PRODUCTIVE AND I FEEL LIKE WE'RE GONNA ACTUALLY BE ABLE TO START HITTING SOME MILESTONES, BUT THEN THESE SUBCOMMITTEES THAT WE HAVE AND GETTING SOME WINS, THAT'S WHAT WE TALKED ABOUT A LOT.

SO JUST WANTED TO ECHO WHAT YOU SAID AND I'M EXCITED TO START GETTING SOME WORK DONE.

DEFINITELY.

THANK YOU FOR THAT.

I FULLY AGREE.

UH, SO I, THAT'S WHY I SAY IT WAS, TO ME, IT WAS A, IT WAS AN EXCELLENT, UH, UH, UH, MEETING AND I THINK A LOT MORE TO COME.

UH, SO I LOOK FORWARD TO THAT.

AND THANKS FOR YOU, FOR YOU GUYS COMMENTS AND YOUR EFFORTS THERE.

AND WE'LL FOLLOW UP TO COORDINATE THESE SPECIFIC DETAILS AS WE MOVE FORWARD TO MAKE SURE THAT WE KEEP EVERYTHING AHEAD OF US.

UH, COMMISSIONER SHAN, I SEE YOUR HAND UP.

UM, I LOVE WHAT Y'ALL ARE DOING.

I'M PROBABLY GONNA, I'M GONNA TRY AND GO TO A MEETING.

WHEN IS THE MEETING AGAIN? SO WE'RE MEETING THE FOURTH WEDNESDAY OF EACH MONTH, UH, FROM FOUR TO FIVE.

OKAY.

UM, THERE ARE SOME RESOURCES THAT I KNOW OF THAT I CAN EMAIL YOU.

ONE OF 'EM, I WAS AT A KIND OF A HEALTH FAIR FOR THE Y CUZ I WORK AT THE Y AND UM, THEY'RE FROM THE CITY OF DALLAS HEALTH AND HUMAN SERVICES HAS A WHOLE DEPARTMENT ON HELPING PEOPLE, UH, UH, GET BETTER CREDIT IF THEY HAVE BAD CREDIT, GET LOANS IF THEY DON'T KNOW HOW TO GET 'EM, THINGS LIKE THAT.

SO THERE'S, THERE'S SOME THINGS OUT THERE THAT I THINK SOME RESOURCES A LOT OF PEOPLE DON'T KNOW ABOUT.

UM, I AGREE.

HAVE DEAL HERE CALLED FIXING YOUR CREDIT AND ONE CALLED DEBT COLLECTION FAQS.

SO, AND THE LAST ONE, AND, UM, I KNOW WE'RE ON A TIMELINE.

THE LAST ONE IS TEXAS A AND M HAS A HUGE DEPARTMENT THAT GIVES US, LIKE, HUMONGOUS AMOUNTS OF DATA ON ANYTHING HAVING TO DO WITH REAL ESTATE.

I MEAN, IF YOU JUST GO TO TMU DOT UH, EDU AND YOU'LL FIND IT.

AND THEN IF YOU FIND SOME, THE DIRECTOR OF THAT, I'M SURE THAT HE COULD GIVE YOU MORE INFORMATION THEN YOU COULD DIGEST.

I APPRECIATE THAT COMMISSIONER SOHA, TO YOUR POINT.

I'M GLAD YOU BROUGHT THAT UP, THAT THAT'S A REMINDER BECAUSE I'VE USED THAT RESOURCE A LOT FOR A LOT OF DIFFERENT THINGS.

SO THANK YOU FOR THAT.

AND WE'LL MAKE SURE TO ADD THAT TO, TO THE LIST.

COOL.

UM, AND AND TO YOUR OTHER POINT, YEAH, WE APPRECIATE THOSE SUGGESTIONS, UM, SO THAT WE CAN, THAT, THAT'S WHY I SAY WE WANT TO, IF WE DON'T WANNA RECREATE THE WILL, SO WE WANNA SEE, OKAY, IF THERE'S PROGRAMMING THAT WE'RE FOCUSED ON, WHAT, WHAT'S OUT THERE, WE WANT TO EXPAND THAT, UM, YOU KNOW, IF IT'S NOT THERE, THEN, THEN WE WANNA SEE IF WE CAN BRING IT FORWARD.

SO WE DEFINITELY WANNA KNOW ABOUT THAT.

APPRECIATE THOSE COMMENTS.

UM, ANY OTHER COMMISSIONERS ON, ON THE RACIAL EQUITY COMMITTEE? OKAY, LET'S MOVE FORWARD TO, UH, STREET OUTREACH.

UH, VICE CHAIR OWENS, WE HAVE THE FLOOR.

THANK YOU.

SO WE DID NOT MEET THIS MONTH, HOWEVER, I WANTED COMMISSIONER COTTON TO SHARE ABOUT OUR LAST MEETING.

IF YOU COULD DO THAT.

BISHOP MADOFF, YOU CAN PULL UP THE CHAIR.

HELLO EVERYBODY.

COMMISSIONERS.

SO, UM, AS COMMISSIONER OWEN SAID WE WERE NOT ABLE TO MEET TODAY, WHICH WE NORMALLY WOULD MEET.

OUR REGULAR MEETING IS RIGHT BEFORE THIS MEETING.

BUT I WILL QUICKLY REVISIT WHAT WE HAD DECIDED TO FOCUS ON IN OUR MAY MEETING, UM, WHERE WE WANT TO UNDERSTAND A LITTLE MORE WHY PEOPLE ARE

[01:15:01]

REFUSING SERVICES, UM, AND ARE THERE DIFFERENT REASONS AND DIFFERENT POPULATIONS FOR RECEIVING SERVICES OR, OR NOT WANTING TO RECEIVE SERVICES.

REFUSING, LOOKING AT THE GIVING RESPONSIBLY CAMPAIGN, AND IF THAT IS HELPING AT ALL GETTING SERVICES, UH, YOU KNOW, FROM STREET CHARITY.

IS THAT, IS THAT TURNING THE TIDE FROM STREET CHARITY AND IS THAT HELPING TO ALLEVIATE SOME OF THE REFUSAL OF SERVICES? IS THAT HAVING ANY, ON ANY IMPACT ON THAT? UH, IS THERE AN OUTREACH PROCESS ON PAPER YET? WE WANT TO UNDERSTAND IF THAT'S ON PAPER, IF THAT PROCESS IS ON PAPER.

UH, WE SPOKE WITH BARRY DYSON, UM, AND OUR FIRST MEETING, AND WE'RE HOPING TO GET WITH HIM AGAIN TO UNDERSTAND THE ACTUAL OUTREACH PROCESS.

UH, WE DO WANT TO VISIT THE BRIDGE, AUSTIN STREET AND WE WANT TO VISIT A DECOMMISSIONING.

UH, WE TALKED ABOUT THAT IN OUR LAST MEETING.

SO, UH, WE WANT TO SET THAT UP.

UM, AND WE WANT TO ENGAGE THE PEOPLE WITH LIVED EXPERIENCE TO UNDERSTAND HOW'S YOUR EXPERIENCE COMING FROM THE STREET TO SHELTER, TO PERMANENT SUPPORTIVE HOUSING.

AND I THINK THE LIBRARY WOULD BE A REALLY GREAT PLACE TO UNDERSTAND, YOU KNOW, HOW COME YOU'RE COMING HERE TO THE LIBRARY, BUT YOU DON'T WANNA GO WHEREVER, YOU KNOW, WHAT IS IT ABOUT THAT SERVICE THAT YOU'RE NOT TAKING ADVANTAGE OF AND WHY? I THINK THAT'D BE SUCH A GREAT PLACE TO UNDERSTAND THAT.

AND WE ALSO WANT TO, UH, FOCUS ON THE U S I C H ALL INITIATIVE.

THEY WANT TO STEM THE FLOW AND WE, UH, IDENTIFIED THREE DIFFERENT AT-RISK GROUPS, PAROLEES, FOSTER CARE, YOUTH, AND, UH, THOSE COMING OUT OF TREATMENT CENTERS.

WHAT'S, WHAT ARE THE PROGRAMS FOR THAT? HOW CAN WE JUST, THAT'S SOME OF THE DATA THAT WE'RE GOING TO BE LOOKING FOR.

UH, SO NEXT MEETING, UH, WHEN WE'RE ABLE TO MEET, WE'LL BE ABLE TO KIND OF GET OUR HANDS A LITTLE MORE AROUND THE DATA THAT WE'RE NEEDING TO GET FROM THESE, UH, DIFFERENT RISK GROUPS.

SO WE'LL MEET AGAIN IN JULY.

EXCELLENT.

WELL, I THINK THAT'S, YOU KNOW, YOU YOU HAVE SOME VERY IMPORTANT FOCUSES.

I THINK THAT, UM, YEAH, I MEAN I, YOU KNOW, I CAN SEE DEFINITELY SOME ENGAGEMENT WITH THE, UH, THE LIBRARY PROGRAMMING AND THE PRESENTATION THAT WE JUST HAD.

MAKES A LOT OF SENSE, UH, AS WELL.

I'M SURE WE CAN, YOU KNOW, YOU GUYS ARE PROBABLY ALREADY TALKING TO DR.

WOODY.

I'M SURE THAT'S GONNA BE ANOTHER SOURCE FOR THAT, UM, THAT TYPE OF INFORMATION AND ENGAGEMENT.

I DO THINK THAT ONE THING I JUST WANNA PUT OUT THERE IS THAT I THINK THAT THERE MAY BE INTEREST ACROSS A COUPLE OF COMMITTEES, AT LEAST IN DIRECT COMMUNICATION.

AND SO WE MAY WANNA LINK UP OUR EFFORTS THERE.

YEP.

SO THAT WE CREATE SOME KIND OF COMMUNICATION EVENT.

WE CAN ALL PARTICIPATE IN OUR RESPECTED FOCUSES ACROSS EACH COMMITTEE.

WE CAN EACH DEAL WITH THAT, BUT WE CAN DO IT ALL AT ONE KIND OF TIME.

SO I THINK, YOU KNOW, THAT'S SOMETHING THAT, YOU KNOW, AS YOU GUYS LOOK AT THAT, LET'S LINK UP ON THAT BEFORE WE TIE IT DOWN, ANY SPECIFIC DATES OR PROCESSES, SEE IF WE CAN COORDINATE.

CAUSE I THINK THAT WILL BE GOOD.

UM, I'D LIKE TO, UH, COMMEND, UH, CHAIR OWENS TOO FOR HER EVENT.

SAY THAT.

YEP.

OKAY.

UH, FOR HER EVENT OVER THE WEEKEND, I MET LOTS OF DIFFERENT VENDORS.

THERE'S PARTICULARLY ONE FROM D I S D WHO OUT HAS OUTREACH WITH FOSTER YOUTH.

SO THOSE TYPE OF EVENTS ARE JUST WAYS TO HOOK UP WITH RESOURCES THAT, YOU KNOW, WE DIDN'T KNOW WERE THERE.

AND THEY WORK WITH 40 DIFFERENT ELEMENTARY SCHOOL OR 40 DIFFERENT SCHOOLS IN D I S D TO IDENTIFY FOSTER YOUTH COMING OUT OF THAT FOSTER CARE SYSTEM.

SO, AND I ALSO, WE'LL TRY TO GIVE A LITTLE MORE TIME, UH, VICE CHAIR IF YOU WANNA TALK A LITTLE FURTHER ABOUT THAT DURING ANNOUNCEMENTS, JUST DEPENDING ON HOW WE WORK THROUGH THE REST OF THIS.

CAUSE I WANNA HEAR ABOUT THAT.

UM, OKAY.

SO, EXCELLENT, UH, ON THAT.

AND THAT'S WHY I SAID WE'LL WANNA STATE NOW TO THE POINT.

I THINK COMMISSIONER SIJA MADE THIS POINT EARLIER OR BROUGHT THIS UP EARLIER.

AGAIN, IN TERMS OF COMMITTEE MEETINGS AND ENGAGEMENT.

IF WE WANT TO DO, IF IF MEMBERS FROM ANOTHER COMMITTEE WANNA ATTEND A DIFFERENT COMMITTEE MEETING, I WOULD REACH OUT TO THE COMMITTEE CHAIR JUST TO ADVISE 'EM.

BUT BECAUSE THEY'RE PUBLIC, THEN WE DON'T HAVE A QUORUM ISSUE.

SO WE SHOULD BE ABLE TO INTEGRATE THAT, UH, AND WORK THAT OUT.

UH, BUT LET'S, LET'S CONTINUE TO LOOK AT, LIKE, WHEN WE FIND WE'RE OVERLAPPING AND WE CAN COMBINE EFFORTS ON SOMETHING, MAKE SURE WE, WE DO THAT, HELP EACH OTHER OUT.

UM, EXCELLENT.

SO, UH, COMMISSIONER GARNER, YOU WANT, YOU GOTTA COMMENT ON, ON STREET OUTREACH.

CAN I SEE ANOTHER HAND? BUT I CAN'T SEE A FACE? YES, SIR.

THANK YOU, CHAIR.

UM, I WAS JUST GONNA SAY ON THE, UM, BARRY DYSON, OF COURSE, IS AN EXCELLENT RESOURCE,

[01:20:01]

UM, FOR STREET OUTREACH AND, UM, AND ALL OF THE OUTREACH, UH, WITH OHS ARE OUTSTANDING.

UM, PART OF, YOU KNOW, UH, I WOULD SUGGEST, UM, JUST AS A, AS A MEANS OF GATHERING DATA, UM, IF YOU, IF YOU PUT IN SOME THREE 11 REQUESTS FOR HOMELESS ENCAMPMENTS OF ALL TYPES THAT ARE MADE PERHAPS IN YOUR DISTRICT, UM, AND WHEN YOU ENTER IT, YOU CAN REQUEST THAT, UH, WHOMEVER ADDRESSES THE ENCAMPMENT, CALL YOU BEFORE OR AFTER, OR NOT AT ALL.

UM, OR YOU CAN INCLUDE IN YOUR NOTES THAT, YOU KNOW, UM, MAYBE YOU COULD GET A PHONE CALL, BE BEFORE AND AFTER.

UM, BUT THAT MAY BE A GOOD RESOURCE FOR GATHERING DATA FOR STREET OUTREACH BECAUSE YOU'LL HAVE A SPECIFIC ENCAMPMENT WITH A SPECIFIC PERSON ADDRESSING IT, AND THEN THEY CAN TELL YOU WHAT THE CHALLENGES OR, UM, WINS ARE, UM, WHENEVER THEY ADDRESS IT AT THE TIME THEY ADDRESS IT.

SO I LEARN A LOT FROM EACH OUTREACH PERSON WHO CALLS ME WHEN I PUT IN A THREE 11.

UM, I LEARN A LITTLE BIT MORE ABOUT THE PROCESS BECAUSE EACH ENCAMPMENT IS DIFFERENT.

UH, AND YOU'RE GONNA GET, IT'S, THERE'S NO WAY TO JUST CATEGORIZE IT IN ONE BLANKET STATEMENT ABOUT WHAT YOU'RE GONNA ENCOUNTER WITH EACH ENCAMPMENT.

BUT ANYWAY, I WAS THINKING THAT MIGHT BE A GOOD IDEA, UH, IS TO JUST PERSONALLY PUT IN SOME THREE 11 S FOR E INDIVIDUAL ENCAMPMENTS AND, UM, GO OVER IT WITH THE PERSON WHO ADDRESSES IT AND FIGURE OUT WHAT THEIR CHALLENGES ARE SPECIFICALLY WITH EACH ONE.

OKAY.

THANKS FOR THAT.

COMMISSIONER GARNER, UH, IS THAT COMMISSIONER BROWN? I CAN'T SEE YOUR FACE, BUT I SEE A HAND UP THERE.

YOU, COMMISSIONER BROWN? YOU HAVE THE, UH, LEMME KNOW, ARE YOU TRYING TO SPEAK? YEAH, I CAN'T HEAR BUT HER, SHE MAY HAVE JUST NOT PUT HER HAND DOWN.

OKAY.

COMMISSIONER BROWN, IF YOU, IF YOU TRYING TO SPEAK, GO AHEAD AND UNMUTE YOURSELF AND SPEAK OUT.

OKAY.

I THINK I HAD THIS.

NO, I'M GOOD.

I'M JUST HAVING TECHNICAL DIFFICULTIES OVER HERE.

OKAY.

OKAY.

I GOT, WELL, IT'S, IT'S THE DAY FOR TECHNICAL DIFFICULTIES, SIR.

YOU, YOU IN GOOD COMPANY.

UH, OKAY.

SO LET'S MOVE ON TO, UH, SUPPORT SERVICES.

UH, COMMISSIONER GARDNER, YOU HAVE THE FLOOR COMMITTEE CHAIR.

GARDNER.

THANK YOU.

CHAIR KING.

UM, THERE IS NO UPDATE FOR THIS WEEK.

UM, OUR MEETING WAS, UM, AGENDA WAS POSTED, MEETING WAS HELD, UM, UNFORTUNATELY DUE THROUGH, DUE TO SOME FAMILY, UM, EMERGENT FAMILY ISSUES FOR, UH, COMMISSIONER JIM HAWK.

UM, HE WAS UNABLE TO ATTEND.

AND, UM, UH, COMMISSIONER JACOB, I BELIEVE HAD SOME, SOME WORK CONFLICTS.

SO WE WEREN'T ABLE TO GET A MEETING IN THE BOOKS THIS WEEK.

UM, THERE WAS A, UH, A DILIGENT EFFORT TO DO SO.

AND, UM, I DO WANNA EXTEND MY SUPPORT FOR, UH, COMMISSIONER HAWK.

UM, AND, AND WHAT HE, HE'S DOING FINE, BUT HE, YOU KNOW, HE'S, UM, JUST WANNA EXTEND MY SUPPORT FOR HIM AND WHAT HE'S DOING, SO, UM, BUT THAT'S IT.

SO NO UPDATE.

THANK YOU.

THANK YOU.

COMMISSIONER GARNER, WE WE'LL EXTEND THE SAME SUPPORT TO COMMISSIONER HAR HAWKIN, HOPE ALL AS WELL, UH, LOOK FORWARD TO HIM RETURNING.

OKAY.

UM, SO I THINK I'LL JUST SAY, UM, OVERALL, UH, COMMITTEE CHAIRS AS YOU GET TO A POINT, SAY FOR EXAMPLE, IF YOU'RE TRYING TO PURSUE A RIDE ALONG OR, UM, YOU KNOW, UH, A WALKTHROUGH OF A FACILITY OR SOMETHING OF THAT NATURE WHERE WE NEED TO COORDINATE THAT WITH THE RESPECTIVE STAFF, UH, I WOULD SAY THAT, UH, UH, YOU KNOW, GO AHEAD AND, AND WHEN YOU DETERMINE YOU WANNA MOVE THOSE PROCESSES FORWARD, JUST REMEMBER, JUST SHOOT OUT AN EMAIL, UH, TO DIRECT COPY, COPY MYSELF, AND WE'LL START TO LOOK AT WHAT IS, WHAT ARE THE SPECIFIC LOGISTICS AROUND GETTING THAT DONE SO WE CAN GET IT, GET IT GOING.

ALSO, I'LL JUST, I'LL JUST ADD THAT IN TERMS OF THE ENCAMPMENT RESOLUTION OR DECOMMISSION PROCESS.

UH, JUST REMEMBER, I KNOW COMMISSIONER GAR YOU REQUESTED LAST MONTH, I BELIEVE IT WAS, OR IT WAS IT APRIL, THAT WE HAVE A MORE DETAILED REVIEW OF THAT, OF ALL THE, ALL THE PROCESSES FOR THAT.

SO WE WILL HAVE THAT IN JULY.

IS IT JULY DIRECTOR? I THINK COMMISSION WILL HAVE THE D R

[01:25:01]

T R R.

OKAY.

SO IF WE, IF WE DON'T CANCEL JULY, UH, WE'LL HAVE IT IN JULY.

IF WE DO, THEN IT'LL BE AUGUST.

SO WE'LL BE, WE'LL HAVE THE ABILITY TO LOOK AT THAT IN THE AGENDA, UH, IN TERMS OF THE DECOMMISSIONING.

SO JUST A NOTE TO, TO COMMITTEE CHAIRS, IF THAT'S SOMETHING THAT IS PART OF YOUR FOCUS THERE.

NO, WE'LL HAVE THAT, UH, LARGER FOCUS ON IT IN COMMITTEE IN OUR NEXT MEETING.

UM, OKAY.

LET'S MOVE ON OUTTA TIME.

UM, SO WE'RE MOVING ON TO ITEM SIX.

UH, HERE WE HAVE A BRIEFING MEMO, UH, WITH THE PRESS RELEASE ON THE HOOD ANNOUNCEMENT OF THE 22.8 MILLION TOWARDS HOMELESSNESS.

AND WE HAVE DIRECTOR CROLEY DIRECT DIRECTOR.

I THINK YOU'RE GONNA HAVE TO COME VISIT US OVER HERE.

ARE YOU GONNA WANT THE, UH, PRESENTATION YOU GOT? OKAY.

OKAY.

OKAY.

HI EVERYBODY.

I REALLY THOUGHT IT, IF ANYBODY'S VOICE COULD REACH EVERYONE REGARDLESS OF TECHNICAL DIFFICULTIES, IT WOULD BE THE CHAIR.

BUT , I GUESS WE'RE, UH, WE'RE STILL BEHOLDEN THE MICROPHONES AND THIS, I'M TRYING PROJECT TOO MUCH, RIGHT? , EXCUSE ME.

NO, IT'S NEEDED, IT'S NEEDED RIGHT NOW.

UM, WELL, I AM JUST HERE TO TELL YOU GUYS ABOUT THE WHITE HOUSE RELEASE, WHICH I AM TRYING TO LOCATE IN MY PACKET.

UM, THIS IS A CONTINUATION OF, UM, A COUPLE MONTHS AGO IN FEBRUARY, WE TOLD, UH, SHARED NEWS THAT WE HAD BEEN ASKED BY THE, UH, UNITED STATES INTERAGENCY COUNCIL ON, UM, HOMELESSNESS USAGE TO GIVE FEEDBACK ON THEIR ALL-IN PLAN, WHICH IS A PLAN TO REDUCE HOMELESSNESS BY 25%, BY 2025.

YEP.

UM, WE GAVE THAT AS A COMMUNITY.

UH, WE WERE VERY GRATEFUL THAT D I HOSTED, UM, US HOUSING FORD, A LOT OF DIFFERENT, UM, ORGANIZATIONS FROM ALL ACROSS DALLAS, UM, AND COLLIN COUNTIES.

IT WAS NOT JUST DALLAS CENTRIC.

THIS WAS FOR THE ENTIRE C O C, UM, TO REALLY GIVE THEM BOOTS ON THE GROUND EXPERIENCE.

THERE WERE MANY, MANY PANELS OVER TWO DAYS, UM, THAT TALKED TO EVERYONE FROM THESE STREET OUTREACH WORKERS TO, UH, DIFFERENT CEOS AND EXECUTIVES, TO BOARD MEMBERS IN DIFFERENT AREAS AND FACETS OF THE ORGANIZ, UH, OF THE, UH, SYSTEM TO MAKE SURE THAT THEY REALLY GOT A GOOD SENSE OF WHO WE ARE AND WHAT WE DO.

UM, AND THEY LIKED US SO MUCH THAT WE ARE ONE OF SIX, UH, ORGANIZATIONS, I WOULD SAY CITIES, BUT ONE IS THE ACTUAL STATE OF CALIFORNIA, UM, WHO ARE GOING TO BE PARTICIPATING IN A TWO-YEAR PILOT TO WORK WITH THE FEDERAL GOVERNMENT.

UM, NOW THIS IS NOT SOMETHING THAT COMES WITH ANY ADDITIONAL FUNDING.

THERE'S NO FUNDING ATTACHED.

WHAT IS ATTACHED IS, UH, ONE FULL-TIME EMPLOYEE FROM, UH, THE WHITE HOUSE WHO'S GOING TO BE RESIDING HERE AT THE CITY BUILDING.

SO THEY'LL BE CO-LOCATED HERE AND AT HOUSING FORD.

SO THEY HAVE ACCESS TO US BOTH.

UM, AND THEY'LL BE WORKING WITH US OVER THE NEXT TWO YEARS ALONG WITH OUR PROGRAMS, OUR C O C, UM, AND THE CITY TO MAKE SURE THAT EVERYTHING THAT WE'RE ALREADY DOING GETS EVEN MORE OF A, A JUMPSTART.

WHAT THEY WERE LOOKING FOR IS THEY WERE LOOKING FOR PEOPLE WHO WERE ALREADY DOING REALLY GREAT WORK SO THAT THEY COULD COME IN AND SAY, OKAY, IF WE HELP PUSH THIS EVEN FURTHER, IF WE HELP CONNECT YOU TO MORE RESOURCES, IF WE HELP IDENTIFY SOME OF THE GAPS AND THE PAIN GROWING PAINS YOU'RE FEELING AND HELP NAVIGATE THOSE, YOU CAN DO EVEN MORE AMAZING THINGS.

AND SO, BECAUSE OF THE WORK THAT WE'VE BEEN DOING AND THE 22.8 MILLION THAT WE GOT FROM HUD AND THE OVER 2000 PEOPLE WE'VE NOW HOUSED, UM, AND THE FACT THAT WITH THIS MONEY WE'RE NOW GOING TO HOUSE OVER 6,000 BY 20 26, 20 25, UM, YOU KNOW, THEY, THEY FELT THAT THEY COULD REALLY COME IN AND HELP US GO TO THAT NEXT LEVEL.

SO IT'S NOT THAT YOU'RE GOING TO SEE, YOU'RE NOT GONNA SEE A, A BRAND NEW PROGRAM OR A TON OF MONEY COMING IN.

I THINK WHAT YOU'LL SEE IS THE CONTINUED AND AMPED UP SUCCESS OF WHAT WE'RE ALREADY DOING THAT WILL HAVE THAT WHITE HOUSE STAMP ON IT.

UM, NOW THEY ARE ALSO GOING TO BE HELPING US NAVIGATE OTHER, UM, FUNDING SOURCES IN THE FEDERAL GOVERNMENT THAT, UM, HAVE OTHER BUCKETS OF MONEY WE MIGHT NOT HAVE ACCESSED.

SO THERE'S THE POTENTIAL FOR MORE FUNDING.

IT'S JUST THAT THIS RIGHT NOW GIVES US THAT, UM, FULL-TIME EMPLOYEE.

UM, AND THEN IT ALSO GIVES US, UH, TWO PART-TIME FOLKS, UH, IN THE REGIONAL, IN THE REGIONAL DIRECTOR'S OFFICE, WHO WILL ALSO STEP IN AND HELP CONSULT WITH US.

UM, AND I'M ALSO REALLY EXCITED TO SAY THAT THIS MAKES US PART OF A VERY SELECT COHORT.

AND SO WHAT WE'RE GOING TO LEARN FROM THE OTHER CITIES AND FROM THE STATE, UM, AND THE, THE ACCESS TO IDEAS, UM, AND DISCUSSIONS THAT WE'RE ABOUT TO GET IS ABSOLUTELY AMAZING.

AND SO I THINK THAT THERE'LL BE A LOT TO BE GLEANED JUST FROM CONVERSATIONS.

UM, AND SO THAT'S, THAT'S IT.

UM, WE DID HAVE TO SIT ON THIS INFORMATION FOR QUITE A WHILE, UM, REALLY WANTED TO TELL YOU

[01:30:01]

GUYS, BUT WE HAD TO, UH, KEEP MOM ON IT UNTIL THE WHITE HOUSE GAVE US LEAVE TO DO THAT.

AND WE'RE VERY EXCITED THAT THAT WENT REALLY WELL.

UM, VERY EXCITED THAT MAYOR PROTO ARNOLD COULD STEP IN FOR US IN THE MAYOR'S ABSENCE.

HE COULDN'T MAKE IT.

HE REALLY WANTED TO, BUT SHE DID A WONDERFUL, WONDERFUL JOB ALONG WITH BOARD CHAIR PETER BRODSKY.

UM, SO I KNOW FOLKS HAVE QUESTIONS.

I DON'T HAVE THAT MANY DETAILS YET BECAUSE RIGHT NOW WE'RE, UH, I THINK TOMORROW I HAVE A LOGISTICS CALL ABOUT OFFICE SPACE AND WE'VE ORDERED COMPUTERS.

UM, BUT THIS IS ALL STILL VERY NEW.

THANK YOU, DIRECTOR.

UM, I THINK, I DON'T KNOW IF EVERYONE WAS ABLE TO WATCH THE, UH, THE LIVE STREAM OF THE ROLLOUT OF THE HOLLAND INITIATIVE, BUT I THINK THAT, UH, YEAH, IT'S IN, IT'S IN THE WHITE HOUSE YOUTUBE ARCHIVES, IT'S DIRECTOR CROSS IS BRINGING UP.

IF YOU WANT TO GO SEE IT, I, I ADVISE YOU TO GO CHECK IT OUT.

UM, BUT I THINK THAT, YOU KNOW, TO THE POINT, IT, IT, IT IDENTIFIES THAT, YOU KNOW, WE'RE SEEING THINGS MOVE IN THE RIGHT DIRECTION HERE OVERALL.

UM, IT ALSO BRINGS AN OPPORTUNITY, I THINK, TO JUST GET THAT LINKAGE AND ENGAGEMENT DIRECTLY TO THE FEDERAL LEVEL THROUGH SPECIFIC INDIVIDUALS THAT JUST TO DIRECT ACROSS THESE POINTS WILL BE PLACED HERE.

I THINK THAT, YOU KNOW, ONE, ONE THING THEY STRESS WAS AN IMPORTANCE OF, UH, CONNECTING TO THE COMMUNITY, THE COMMUNITY ORGANIZATION TO GIVING, JUST AS, AS DIRECTOR CROSLEY SAYS, GIVING BETTER IDEA AND LINKAGE TO OTHER FUNDING.

I THINK, UH, SO, YOU KNOW, I, WE'LL, WE'LL SEE AS THIS DEVELOPS AND HOPEFULLY, YOU KNOW, WE'LL, I'M SURE WE GET MORE DETAIL AS IT COMES AVAILABLE.

I THINK AS WE MOVE FORWARD, YOU KNOW, THINKING CREATIVELY ABOUT HOW THIS TYPE OF ENGAGEMENT CAN ENHANCE OUR OVERALL EFFORT, UH, AND HOW THAT INTEGRATES INTO THE SPECIFIC FOCUSES THAT WE HAVE ACROSS THE BOARD IS IMPORTANT SO THAT WE, YOU KNOW, WE KIND OF SEE WHERE, YOU KNOW, WE'RE TURNING TIDES HERE AND HOW DO WE KEEP THAT GOING AND ADVANCE IT WHERE WE NOT TURNING TIDES, WE NEED TO GET TO THAT KIND OF THING.

SO THANKS, THANKS FOR THE PRESENTATION.

IF, UH, IF ANY COMMISSIONERS HAVE ANY QUESTION OR COMMENT, UH, NOW'S THE TIME.

LET ME KNOW IF, UM, WELL, I CAN'T SEE ANYBODY IN, IN THE CHAT RIGHT NOW.

YEAH, RIGHT HERE.

BUT IF YOU, ARE THERE ANY COMMISSIONERS? OKAY, I SEE LYNN, UH, COMMISSIONER GARNER, YOU HAVE RAISED HAND.

YES.

THANK YOU.

COMMISSION.

PLEASE RAISE YOUR HAND.

COMMISSIONER GARNER.

YOU GOT THE FLOOR? OKAY.

THANK YOU, SIR.

UM, AND I, DIRECTOR CROSSLEY, I KNOW YOU SAID YOU DON'T HAVE TOO MUCH INFORMATION, UM, BUT IS THIS, UM, WHITE HOUSE INITIATIVE GOING TO JUST BOOST THE D R T R R OR ARE WE GONNA ADD MORE TO IT, UM, IN ANY CAPACITY? OR IS THAT SOMETHING YOU STILL DON'T HAVE THE ANSWER TO, WHICH IS UNDERSTANDABLE? UH, NO.

SO THE, THIS IS FOR OUR ENTIRE SYSTEM.

SO THE D R T R R IS ONE PROGRAM WITHIN THE SYSTEM, BUT WE HAVE A LOT OF STUFF GOING.

AND SO THIS IS, THIS IS FOR JUST OUR OVERALL, EVERYTHING THAT WE ARE DOING AS A SYSTEM.

UM, IT'S GONNA HELP.

AND THEN ONE OF THE THINGS THAT YOU'LL SEE IN THE NEXT MEETING WHEN WE DO THE DEEP DIVE FOR THE D RT R R IS THAT NOW WE'RE CALLING IT THE REALTIME RAPID REHA RE REALTIME REHOUSING INITIATIVE.

UM, AND ACTUALLY THE NEXT PHASE OF THAT IS THE EVOLUTION TO THE RTR IS THAT WE'RE GOING TO BE HOUSING, UM, IN ADDITION TO THE 2,700, WHICH WE THINK WILL MEET BY SEPTEMBER, WE ARE GOING TO HOUSE 6,000 INDIVIDUALS.

SO THAT'S NOT, IN ADDITION TO, WE'RE NOT HOUSING OVER 10,000, WE'RE HOUSING 6,000 TOTAL BY THE END OF 2025.

UM, AND THAT IS BECAUSE WE HAVE THESE NEW, UH, 400 PLUS HOUSING VOUCHERS FROM THE 22.8 MILLION.

SO, UM, WE, WE ALSO HAVE A BIT OF AN UNDERSPEND IN THE D R T R R THAT WE'RE GOING TO BE LOOKING AT REALLOCATING.

SO WE CAN ACTUALLY DO EVEN MORE THAN THAT, AND THAT'LL BE ICING ON THE CAKE, AND WE'LL BE ABLE TO TALK ABOUT THAT LATER.

RIGHT NOW WE'RE ACTUALLY WORKING WITH ATTORNEYS TO SEE WHAT THE REALLOCATION PROCESS WILL LOOK LIKE AND HOW MUCH IT'S GONNA BE.

BUT THE SHORT ANSWER IS THAT YES, WE'RE GONNA DO WAY MORE, UM, IN THAT ONE PROJECT, AND WE WILL HAVE EVEN MORE THAN THAT COMING UP.

WE'RE JUST DOING THE FINANCIAL NUMBER CRUNCHING RIGHT NOW.

AND THE WHITE HOUSE INITIATIVE IS, IS KIND OF GOING TO BE ALL ENCOMPASSING WITH THE WHOLE SYSTEM.

SO THIS IS A PART OF WHAT IT WILL AFFECT.

OKAY.

THANK YOU.

I APPRECIATE THAT.

THANK YOU.

COMMISSIONER GARDNER.

UH, ANY OTHER COMMISSIONERS WISHING TO SPEAK ON THE ITEM? OKAY.

HEARING NONE.

OKAY.

UH, AGAIN, THANKS.

WE KNOW WE'LL BE GETTING MORE INFORMATION.

I THINK IT'S EXCITING.

I THINK IT'S, IT'S,

[01:35:01]

UM, JUST TO THE POINT, A SELECT GROUP.

UM, AND SO, YOU KNOW, THAT INCLUDES A STATE, A WHOLE STATE.

YEAH, THAT'S WHAT I SAID IN, IN ADDITION TO THE CITY, IN THE STATE.

I THOUGHT THAT WAS INTERESTING.

YEAH, I KNOW, ME TOO.

, I'M CURIOUS TO SEE HOW THAT'S GONNA WORK OUT.

SO CALIFORNIA'S TRYING TO SUCK IT ALL UP, BUT, UH, THEY, THEY OBVIOUSLY HAVE A HUGE PROBLEM.

SO, UM, I WILL JUST SAY THAT WE'LL LOOK FORWARD TO SEEING MORE OF THIS AND SEE HOW WE INTEGRATE THIS INTO OTHER STUFF WE'RE LOOKING AT.

UH, BUT THANKS AGAIN FOR THE, UH, THE PRESENTATION ON THAT.

UM, I THINK I'M NEXT.

AGAIN, I THINK YOU'RE, YOU.

YEAH.

YOU CAN JUST STAY PUT.

NO, WE'RE, WE'RE MOVING ON TO ITEM SEVEN, UH, THE OFFICE OF HOMELESS SOLUTIONS AGENDA CONTRACT FORECAST.

THIS IS SOMETHING THAT LEFT US FOR A MINUTE, BUT WE'RE GONNA KEEP IT ON THE AGENDA SO THAT WE, UH, CAN BE FORWARD LOOKING AND MAKE, MAKING SURE THAT IF THERE'S ANYTHING THAT'S GOING BEFORE COUNCIL THAT WE NEED TO PUT ON OUR AGENDA TO, TO PROVIDE A RECOMMENDATION OR REVIEW, UH, SO DIRECT ACROSS TO THE OTHER FLOOR.

YEP.

UM, SO THIS ONE, UM, WE'VE GOT A COUPLE ON HERE THAT I CAN'T REALLY TALK ABOUT YET.

SO WE'RE GONNA STICK TO THE FRONT PAGE.

UM, BUT THAT IS, AS YOU CAN SEE, JUNE IS A VERY BUSY MONTH.

UM, AND IT ALWAYS IS BECAUSE WE'RE BACKING UP TO THE, TO THE COUNCIL SESSION.

UM, WE'RE ALSO ABOUT TO GET A NEW COUNCIL, UH, FOR THE INAUGURATION, WHICH IS EXCITING.

SO THE FIRST ONE THAT YOU'RE GONNA SEE IS, UM, TWO E S G, UH, RATIFICATIONS.

AND SO THE REASON FOR THAT IS BECAUSE THE, UH, THE CONTRACTS MOVING FORWARD FOR E S G WERE APPROVED BY CITY COUNCIL LAST WEEK, I BELIEVE.

UM, BUT WE DID HAVE SOME, WE DID HAVE SOME INVOICES THAT WE KNEW WOULD BE COMING IN.

UM, WELL, WE, WE KNEW THAT THEY WOULD BE SPENDING IN THE MEANTIME BECAUSE IT WAS TAKING US LONGER TO GET THE CONTRACT TOGETHER.

AND SO WE CAME BACK AND SAID, YOU KNOW, WE'D REALLY LIKE TO COVER THAT SPENDING IF WE CAN.

UM, AND SO WE ASKED COUNSEL TO BE ABLE TO RATIFY.

WE, WE SAID, WE'D LIKE TO BE ABLE TO COVER THIS.

COULD YOU SEND US WHAT THAT WOULD COST? WE DIDN'T HAVE INVOICES PILING UP.

WE JUST KNEW THAT WE'D LIKE TO HONOR THIS AMOUNT.

UM, AND SO COUNCIL APPROVED THAT.

AND SO THAT'S FOR FAMILY ENDEAVORS.

UM, AND FAMILY GATEWAY.

I DON'T KNOW WHY IT SAYS ENDEAVORS TWICE, BUT THAT'S THAT ONE.

OH, I THINK IT MIGHT JUST BE, I THINK THIS IS PRINTED TWICE.

WELL, ANY CASE.

SO THERE'S THAT ONE.

UM, AND THEN AUTHORIZATION OF, UH, THE REJECTION OF THE, UH, LGBTQIA PLUS FOCUSED SHELTERING SERVICES.

SO THIS IS SOMETHING THAT IS NEW.

UM, PROCUREMENT IS BRINGING FORWARD ITEMS THAT WERE REJECTED, THEY DIDN'T USE TO DO THIS, SO YOU WOULDN'T HAVE SEEN IT.

WE JUST WOULD'VE TOLD YOU THAT NOBODY CAME FORWARD.

UM, AND SO ALL OF THAT TO SAY THAT THIS IS ACTUALLY AN OLDER ITEM, THIS ONE CLOSED A COUPLE OF MONTHS AGO.

AND WE DID SAY AT THAT POINT THAT WE HADN'T HAD, UM, ANY GOOD APPLICATIONS.

WE HAD ONE, AND IT WAS NOT A FULL APPLICATION.

AND SO AT THAT TIME, UM, WE TALKED TO THIS GROUP, AND I BELIEVE I TALKED TO AJ HS AS WELL, AND SAID THAT WE WERE GONNA BE WORKING WITH HOUSING FORD AND THE LARGER C O C TO DO A FULL NEEDS AND GAPS ANALYSIS FOR THAT POPULATION TO SEE, UM, WHAT WAS LACKING.

BECAUSE WE HAD DONE A, A LOT OF ADVERTISING BEFOREHAND.

A LOT OF TALKING A LOT TO VARIOUS GROUPS, ASKING THEM TO APPLY.

WE DID AN RFQ TO ASK PEOPLE FOR WHAT THEY WOULD WANT TO SEE IN ONE OF THESE.

UM, EVEN WITH ALL OF THAT, IT JUST SEEMS LIKE THE, THE APPETITE FOR WHAT WAS PUT OUT WAS JUST NOT FRAMED AS WELL AS IT COULD HAVE BEEN FOR SOME REASON.

AND SO NOW THAT WE HAVE THAT NEEDS AND GAPS ANALYSIS, WE'RE GETTING THAT BACK.

THAT WAS DONE IN APRIL.

SO WE WE'RE GETTING IT BACK, UH, THE FORMAL VERSION OF IT BACK HERE PRETTY SOON.

AND THEN WE'LL KNOW WHAT WE'RE GOING TO BE LOOKING AT PUTTING OUT, UM, AS A GROUP TO SUPPORT YOUTH AND SPECIFICALLY THAT POPULATION SOON.

UM, SO THIS IS AN OLD ITEM.

IT'S JUST COMING FORWARD IN A NEW WAY.

UM, AND THEN MASTER LEASING, I'M VERY EXCITED ABOUT THIS.

THIS WAS ONE OF THE AMENDMENTS DONE ON THE FLOOR BY A COUNCIL MEMBER, UM, IN, UM, HOLD ON.

LET ME JUST, WHAT IS IT? THANK YOU.

OKAY.

SORRY.

I HAD A TECHNICAL QUESTION AND RANITA IS AWESOME.

SO NOW I KNOW WHAT I'M TALKING ABOUT.

.

OKAY.

SO MASTER RELEASING, THIS IS A THREE, 3 MILLION, UM, AMENDMENT THAT WAS DONE ON THE FLOOR BY COUNCIL MEMBERS SAYING THAT THEY REALLY WANTED US TO HAVE A WAY TO DIRECTLY, UM, GO AROUND SOME OF

[01:40:01]

THE ISSUES WE HAVE WITH LEASING, UM, FOR OUR, OUR FORMERLY UNSHELTERED FOLKS TO BE ABLE TO DO MASTER SECURING OF UNITS.

AND SO WE'RE VERY HAPPY THAT THAT ONE'S GOING TO BE COMING FORWARD TO COUNCIL HERE IN JUNE.

SO WE CAN GO AHEAD AND GET THAT DONE.

UM, AND THEN THE LAST ONE, WHICH IS ALSO ONE OF THE AMENDMENTS FROM COUNCIL AND THE LAST BUDGET, THAT'S VERY, VERY IMPORTANT.

ANOTHER, BOTH OF THESE ARE CITY MANAGER INITIATIVES FOR THIS YEAR, UM, IS THE CAPACITY BUILDING.

AND SO THIS ONE IS, UM, ONE THAT I HAVE TALKED ABOUT BEFORE.

UM, AND I KNOW SOME OF YOU HAVE HAD QUESTIONS, UM, THAT WE'VE SPECIFICALLY TALKED ABOUT ONE-ON-ONE.

SO THIS WAS THE R F P, TO LOOK FOR THE ORGANIZATION THAT'S GOING TO PROVIDE THE TRAINING, THAT'S GOING TO IDENTIFY THE COHORTS OF ORGANIZATIONS WHO NEED THIS KIND OF HELP, GETTING TO THE NEXT LEVEL, WHATEVER THAT MAY LOOK LIKE FOR THEM.

WE HAVE A COUPLE OF TIERS THAT'LL BE DISCUSSED, UM, TO HELP BUILD THEIR CAPACITY.

AND THE, THE GOAL OF ALL OF THAT BEING THAT WE WANT MORE PEOPLE TO BE ABLE TO PLAY IN THE CITY, STATE, AND FEDERAL SANDBOX.

AND DOING THAT TAKES A LOT, UM, SPEC SPECIFICALLY, IT TAKES A LOT OF DOCUMENTATION.

IT TAKES A SINGLE FINANCIAL AUDIT, WHICH IS EXTREMELY COST PROHIBITIVE.

UM, AND IT TAKES BEING ABLE TO HAVE SOMEONE TALK TO YOU ABOUT ALL OF THIS STUFF AND DO MORE THAN JUST A QUICK TRAINING ON THINGS LIKE BONFIRE.

UM, AND SO THIS IS THE IDENTIFICATION OF THAT THIRD PARTY WHO WILL DO ALL OF THOSE TRAININGS AND WHO WILL THEN BRING THOSE FOLKS UP.

SO THEN THIS IS NOT, THIS WAS NOT TO IDENTIFY THE COHORT ITSELF.

UM, THIS WILL HAVE THE CITY COUNCIL SAY YES OR NO ON, ON THE PROPOSED AWARDEE.

AND THEN THAT AWARDEE WILL GO FORTH AND TALK ABOUT AND, AND DO ALL OF THE SUB RFP.

UM, AND THAT'S IT.

AND THE LAST ONE, UM, SHOULDN'T BE ON THERE.

SO I CAN'T ACTUALLY TALK ABOUT THAT YET.

OKAY.

WE'LL JUST ACT LIKE IT'S NOT THERE, ACT LIKE IT'S NOT THERE.

.

OKAY.

UM, OKAY.

THANK YOU VERY MUCH, UH, FOR THAT.

UM, I DO WANNA SAY IT'S NOT ON HERE, BUT JUST SO YOU GUYS KNOW, OR JUST TO CALL IT BACK TO, UH, SOMETHING I TALKED ABOUT EARLIER, THE, UM, HOMELESSNESS TASK FORCE.

THE MAYOR'S TASK FORCE WILL END AND TURN ITS REPORT INTO THE MAYOR ON THE 15TH, WHICH IS NEXT WEEK.

WE DON'T, AT THIS TIME HAVE KNOWLEDGE OF ANY SPECIFIC EVENT.

I THINK THEY'RE GONNA ABSORB IT FOR A WHILE AND THEN SEE WHAT WE NEED TO DO.

SO JUST KNOW THAT THAT IS COMING, BUT IT'S NOT ANY BIG FANFARE THAT YOU HAVE MISSED.

WE'RE JUST, IT'LL BE A MINUTE.

OKAY.

WILL THAT BE ROLLED OUT TO THE COMMISSION ALSO? ONCE IT BECOME IT RELEASED? YES.

YEAH.

OKAY.

SO WE'LL MAKE SURE THE COMMISSIONERS GET AHOLD OF THAT AND WE CAN TAKE A LOOK.

UH, I DON'T, I DON'T KNOW WHEN IT WILL BE AVAILABLE FOR PUBLIC CONSUMPTION, BUT WHEN IT'S, YES, WHEN, WHENEVER WE GET THERE.

UH, OKAY.

SO THANK YOU FOR THAT DIRECTIVE.

UH, FIRST LET ME ASK ANY COMMISSIONERS HAVE, UH, QUESTION OR COMMENT ON THE ITEM? UH, COMMISSIONER GARNER, I SEE YOUR HAND UP.

PLEASE GO AHEAD.

OKAY.

THANK YOU, SIR.

UM, ON THE MASTER RELEASE PROGRAM, UM, I KNOW THAT IT'LL BE VOTED ON, UM, SHORTLY.

DO WE ALREADY HAVE SOME, UM, BRICKS AND MORTAR BUILDINGS IN PLACE? UM, THAT IT, THAT AN IDEA MAYBE THAT WHERE IT COULD BE USED? OR IS THIS JUST LIKE A BRAND NEW THING THAT WE'RE EXPLORING? UM, WE'VE HAD SOME IDEAS.

UM, I DON'T KNOW THAT THEY HAVE, WE'VE HAD SOME IDEAS, BUT YOU KNOW, WHETHER THEY WILL BE USED OR NOT.

MY IDEAS ARE NOT THE CONTRACTOR'S IDEAS AND I HAVEN'T KNOWN WHO THE CONTRACTOR WAS GONNA BE.

SO WE'LL WORK ON IT.

BUT I ALSO DON'T KNOW WITHIN MASTER LEASING, YOU KNOW, IS IT, AND THIS IS, THIS IS AN EQUITABILITY QUESTION, IS IT REALLY BETTER FOR PEOPLE TO ACQUIRE A WHOLE BUILDING OR IS IT BETTER AND EASIER FOR THE NAVIGATION TEAMS TO ACQUIRE MAYBE A HALLWAY OR A FLOOR PER APARTMENT BUILDING? AND WE DO A COUPLE OF THOSE.

I DON'T KNOW, BECAUSE I'M THE HOUSING NAVIGATION STAFF, SO I'M GONNA HAVE TO SEE WHAT THEY SAY IS, IS DOABLE AND IS PRACTICAL.

BUT I DO THINK, YOU KNOW, WE ARE FOREVER LOOKING AT, UM, PRIVATE PROPERTIES WHO WANT TO DO GREAT WORK AND WHAT IT WOULD TAKE TO BRING THOSE UP TO THE STANDARD OF LIVING THAT ACCEPTS A HOUSING VOUCHER.

SO I THINK THIS IS THE BEGINNING.

IT'S, IT'S NOT GOING TO BE A, A ONE AND DONE FOR SURE.

OKAY.

GREAT.

THANK YOU.

UM, I KNOW THAT THIS IS, THAT MASTER RELEASE PROGRAM HAS BEEN AN ONGOING DISCUSSION, AT LEAST WITH THE, THE FOUR TRACK HOMELESS STRATEGY THAT, UM, COUNCIL VOTED ON IN 2018.

TRACK THREE WAS, UH, LANDLORD SUBSIDIES, AND THE DISCUSSION ABOUT A MASTER RELEASE WAS, UM, HEAVILY DEBATED.

UM, SO I HAVE AN IDEA OF WHICH COUNCIL MEMBER PROBABLY PUT FORTH THIS IDEA, UM, OR PROPOSAL RATHER.

AND, UM, I'M EXCITED TO SEE THAT WE, WE WILL HAVE SOMETHING LIKE THIS COME TO FRUITION.

SO THANK YOU.

I CAN'T REMEMBER WHO IT WAS.

RENITA, DO YOU REMEMBER WHICH, WAS IT WILLIS? NO, WILLIS WAS CAPACITY BUILDING.

ACTUALLY, I THINK THE MAYOR MIGHT HAVE PUT THIS ONE.

OKAY.

OR I CAN'T, IF WE WATCHED THE MINUTES OF LAST YEAR'S BUDGET, WHICH IS MULTIPLE HOURS IN SESSIONS, SOMEONE

[01:45:01]

DID IT.

AND I THINK IT WAS THE MAYOR, BUT I CAN'T REMEMBER.

YEAH, I, I BELIEVE WE DID HAVE THAT LANDLORD SUBSIDY PROGRAM WITH THE, WITH A MASTER LEASE COMPONENT.

AND THAT WAS OFFERED CITY SQUARE.

CITY SQUARE.

YEAH.

AND I CANNOT REMEMBER THE NAME, UM, OF THE PROGRAM, BUT I'M, I'M ASSUMING IT'S JUST LANDLORD, LANDLORD SUBSIDIZED LEASING.

AND WE STILL DO, THAT'S A PART OF OUR STANDARD FUNDING.

I BELIEVE LAST TIME I GAVE A QUOTE ON THAT FOR THE BUDGET, IT'S AROUND 50 PEOPLE.

DID THAT SUPPORT SCATTERED SITE? UH, YEAH.

IT, I THINK IT WAS A 50 PERSON, UM, UH, UH, 50 PERSON PROGRAM.

UM, AND YES, I THOUGHT IT WAS LIKE A TWO YEAR CONTRACT WITH CITY SQUARE, WHICH I'M SURE WE'RE PAST THAT, BUT COVID.

UM, BUT IT'D BE GREAT TO HAVE A, UM, BRING THAT INTO THE DISCUSSION AS IT, AS WE EXPLORE IT.

AND, UM, IF A PRESENTATION IS COMES TO THIS COMMISSION, I'D LIKE TO SEE HOW BOTH, UM, WHAT WE HAD IN THE PAST AND WHAT WE ARE PROJECTING IN THE FUTURE, UM, WITH THIS MASTER RELEASE PROGRAM COULD, UM, COULD PLAY OUT.

I THINK, UM, UH, WHAT I'VE NOTICED WITH DALLAS, SOMETIMES, YOU KNOW, TO OUR DETRIMENT WE REPEAT MISTAKES BECAUSE IT SEEMS LIKE SOMETIMES WE FORGET THE PROGRAMS AND POLICIES THAT WE'VE VOTED ON AND PUT IT INTO PLACE AND WE JUST KIND OF TALK IN CIRCLES AND, UH, IT MIGHT BE A GOOD IDEA TO BRING THAT BACK, UM, INTO THE DISCUSSION AS WE EXPLORE THE MASTER RELEASE PROGRAM THAT'LL BE VOTED ON ON JUNE 23RD.

SO JUST A IDEA.

SO THANK YOU.

THANKS COMMISSIONER GARNER.

UH, ANY OTHER COMMISSIONERS WISHING TO SPEAK ON THE ITEM? OKAY.

OKAY.

THANK YOU.

SO LET ME JUST, UH, A COUPLE OF QUESTIONS AND WE'LL MOVE FORWARD.

SO JUST TO, JUST TO BE CLEAR, WE HAVE FAMILY ENDEAVORS AND TWO SECTIONS HERE.

IS THAT SUPPOSED TO BE FAMILY ENDEAVORS OR IS THAT ANOTHER ENTITY THAT SHOULD BE IN THE SECOND? NO, I THINK ONE OF THESE IS .

LET ME LOOK.

ONE OF THESE IS FOR, OH, ONE OF THESE IS FOR THE LIBRARY AND ANOTHER IS FOR A HOMELESS, UH, ENCAMPMENT SHELTER THAT WAS CLOSED.

OKAY.

UM, AND WE, BECAUSE WE HAD TO CLOSE THE ENCAMPMENT, UH, THAT WAS THE, UH, HICKORY LOUIS AND DAWSON, WE HAD TO MOVE PEOPLE INTO A HOTEL WHERE WE THEN MOVED THEM INTO HOUSING.

YEAH.

AND THAT WAS STAFFED BY ENDEAVORS AND THEN ENDEAVORS ALSO DID OUR INCLEMENT WEATHER SHELTER.

GOTCHA.

OKAY.

OKAY.

VERY GOOD.

YEAH.

OKAY.

IT'S JUST CONFUSING CUZ THAT'S YEAH.

QUITE, WE SHOULD PROBABLY DO, BUT, BUT THAT, THAT, THAT LAYS IT UP.

SO ONE, ONE THING I DO WANNA SAY IS THE, WITH THE MASTER LEASING, OF COURSE, I'VE BEEN A PROPONENT OF MASTER LEASING FOR YEARS FOR THIS, SO I'M HAPPY TO SEE IT MOVING FORWARD.

IT'S A CLARITY SAKE.

THIS IS AN AWARD TO HOUSING FORWARD WHO WILL DEPLOY IT, CORRECT? YES.

THEY HAVE NAVIGATION TEAMS THAT ARE ALREADY WORKED WITH THE DR.

R T R R MM-HMM.

.

SO EVEN THOUGH THIS ISN'T TIED TO IT, UM, MY UNDERSTANDING, AGAIN, I HAVEN'T, UH, I HAVEN'T TALKED TO THEM PERSONALLY ABOUT THIS.

CAUSE I, I CAN'T, UM, IS THAT IT IS AN EXISTING MECHANISM MM-HMM.

, RIGHT.

THAT WORKS WITH THE ENTIRE SYSTEM.

AND SO IT MAKES SENSE IN TERMS OF BEING ABLE TO GRAB ALL THE DIFFERENT VARIANTS AND PULL THEM INTO ONE ACTIVITY.

YEAH.

SO, AND THIS IS JUST BETTER THEIR ABILITY TO FUND ALL THE GAPS OF THINGS THAT NEED TO BE COVERED, LIKE DEPOSITS USE EXISTING RESOURCES.

YEAH.

EXCELLENT.

NOW, SO WITH, WITH THIS FUNDING, I'M JUST CURIOUS, WILL IT WORK WHERE HOUSING AFFORD WILL ACT AS THE ACTUAL MASTER TENANT? OR WOULD THIS BE UTILIZED FOR FUNDING TO SUPPLEMENT LEASING? YOU KNOW, FOR THE INDIVIDUAL TENANTS? I WOULD HAVE TO ASK THEM.

UM, I CAN TELL YOU THAT BEST PRACTICE AND, AND WHAT WE AS AN R THE D R T R RT R ALREADY DO IS, UM, UNITS ARE IN THE TENANT'S NAME BECAUSE IT ALLOWS THEM TO BUILD RENTAL CREDIT AND IT ALLOWS THAT LEASE TO LIVE ON BEYOND THE LIFESPAN OF A PROGRAM.

UM, SO LIKE, IF THEY HAPPEN TO BE MOVING, UM, HOWEVER, A LOT OF THE WORK WE DO IS ALSO WITH VOUCHERS.

AND SO THEN, AND THE VOUCHER IS ALSO ASSIGNED TO THE PERSON, NOT THE BUILDING.

RIGHT.

SO PRACTICE GENERAL BEST PRACTICE IS THAT THE LEASE IS NOT, IT'S NOT IN THE INDIVIDUAL.

IT'S NOT IN THE INDIVIDUAL'S NAME.

YEAH.

OKAY.

UM, OKAY.

SO THE ONLY THING THAT, UH, AND I'M HAPPY ABOUT THE CAPACITY BUILDING.

I THINK UNITED WAY IS A GOOD CHOICE FOR THAT.

UM, SO I JUST WANNA SAY THAT I'M, I'M, I, I, I WILL BE HAPPY TO SEE THAT MOVE FORWARD BECAUSE I THINK IT WILL BE A VERY, A LOT OF VALUE.

IT'S A LOT OF STRONG ORGANIZATIONS DOING EXCELLENT WORK THAT NEED THAT SUPPORT, AND THEY NEED TO, THEY NEED A PATHWAY FOR GROWTH, AND THEY GET THAT THEY'RE GONNA LEVERAGE MORE SERVICES INTO OUR, OUR COMMUNITIES.

THAT'S GONNA BE BETTER FOR EVERYBODY.

SO THAT'S GOOD TO SEE.

UM,

[01:50:01]

THE ONLY THING I WOULD SAY WHEN I'M LOOKING AT STUFF THAT, OKAY, LET ME UNDERSTAND.

SO THIS IS GOING BEFORE HOUSING AND HOMELESSNESS COMMISSION ON THE 23RD.

IS THAT CORRECT? AND ACTUALLY, IT'S ON THE 13TH.

UM, ON THE 13TH, THIS JUNETEENTH ON THE 19TH THROWS THE SCHEDULE OFF.

OKAY.

UM, AND THESE ARE JUST GOING TO BE LISTED AS UPCOMING ITEMS. THE ONLY BRIEFING THAT WE'RE DOING TO THEM IS THE DEEP DIVE INTO THE D R T R R.

SO IT'LL GO BEFORE THEM AS THE SAME, THAT, THE SAME FORECAST THAT YOU'RE LOOKING AT.

OKAY.

BUT WILL THERE BE A VOTE TAKEN ON THESE TWO, THE MASTER LEASING AND THE CAPACITY BUILDING? UM, NO, BECAUSE THE VOTE HAS TO BE TAKEN BY COUNSEL TO APPROVE OR DISPROVE THE PROJECTS THEMSELVES WERE ALREADY VOTED ON BECAUSE THEY WERE APPROVED IN THE LAST BUDGET.

OKAY.

SO THE ONLY ISSUE I WOULD RAISE IS WHAT WE, WHAT I WANNA DO, WHAT WE WANNA DO WITH THE FORECAST IS MAKE SURE WE'RE GETTING ENOUGH OF THE FORECAST.

SO WHERE IF WE NEED TO SCHEDULE A RECOMMENDATION, VOTE MM-HMM.

, THAT'S SOMETHING THAT WE MAY JUST, YOU KNOW, DEPENDING ON THE CIRCUMSTANCE, IT MIGHT NOT BE NECESSARY.

BUT IF IT'S SOMETHING THAT'S GOING BEFORE COUNCIL TO VOTE, I WANT US TO BE IN THE HABIT AS A COMMISSION TO BE ABLE TO SAY, HEY, THE COMMISSION RECOMMENDS, THE COMMISSION DOESN'T RECOMMEND MM-HMM.

.

AND SO WE WANT THIS TO COME TO US IN A WAY WHERE WE CAN SCHEDULE SO WE KNOW BEFORE WE GET TO THIS MEETING, HEY, THIS IS A VOTING ITEM, THIS IS NOT MM-HMM.

, YOU KNOW WHAT I MEAN? YEAH.

AND THAT'S HOW WE'VE DONE SOME OF THE BIGGER TICKET ONES.

SO WE DO WANNA DO THAT IS, UM, NON ANACHRONISTICALLY AS WE CAN.

YEAH.

YEAH.

SO THAT, THAT'S, THAT'S THE ONLY THING I WOULD SAY IS THAT ANYTHING THAT'S GOING BEFORE COUNCIL FOR A VOTE, WHEN IT'S COMING TO THE FORECAST, WE WANT TO RECEIVE IT SO THAT WE CAN PREPARE ON THE AGENDA THAT WE'RE GONNA VOTE ON A RECOMMENDATION, YAY AND A MM-HMM.

, UH, WHERE IT'S APPLICABLE.

I WOULD SAY, NOT IN ALL CASES, BUT WHERE IT'S APPLICABLE.

UH, BUT OTHER THAN THAT, YEAH.

I, I, YOU KNOW, I THINK WE WE'RE SEEING SOME, UH, GOOD STUFF.

I DON'T, I DON'T HAVE ANYTHING FURTHER ON THESE ITEMS. UH, ONE MORE TIME.

ANY, ANY COMMISSIONERS WISHING TO SPEAK ON THE ITEM BEFORE WE MOVE FORWARD? OKAY.

UH, THANK YOU AGAIN, DIRECTOR FOR THAT.

AND, UH, AGAIN, GLAD TO SEE THE, THE FORECAST RETURNED AND, UH, WE'LL, WE'LL GET THAT IN IN TIME.

SO WE'RE TAKING THE ACTION NECESSARY TO PROVIDE THE COUNCIL TO COUNCIL THAT WE'LL REQUIRE TO DO.

WE'LL SEE YOU LATER, DIRECTOR.

THANK YOU SO MUCH FOR YOUR TIME, SIR.

UH, OKAY.

SO NOW WE ARE AT ITEM EIGHT.

UH, PROPOSED ITEMS FOR NEXT TO FUTURE MEETING.

WE'RE AT 5 0 3 GUYS.

UH, IF WE HAVE ANY ITEMS, UH, THAT A COMMISSIONER WOULD LIKE TO PROPOSE FOR FUTURE AGENDA, NOW'S THE TIME, UH, NOW AS WELL.

IF YOU'RE STILL FORMULATING IT, IF YOU HAVE AN IDEA BUT YOU DON'T WANNA PRESENT IT NOW, YOU CAN ALSO SEND THAT THROUGH EMAIL.

WE'LL, WE'LL TRY A LOT OF THAT COMMUNICATION.

ALSO, IF YOU DO HAVE SOMETHING YOU WANNA PRESENT, UH, I'LL OPEN THE FLOOR TO ANY COMMISSIONER WISHING TO PRESENT AN ITEM SUGGESTION, UH, AT THIS TIME.

SO IF YOU VIRTUAL, RAISE YOUR HAND OR WAVE IN FRONT OF THE CAMERA, LET ME KNOW YOU SOMETHING IF YOU HAVE SOMETHING TO BREAK FORWARD.

OKAY.

UH, NOT, I'M NOT SEEING ANY SUGGESTIONS FOR THIS MONTH, SO I'M GONNA CHALLENGE YOU.

I'M CHALLENGING ALL COMMISSIONERS COME, WE'LL COME WITH SOME CREATIVITY FOR THIS ITEM, , SO WE CAN, UH, WE CAN HAVE SOME, YEAH, I'LL BRING THAT BACK UP, BUT NO, SO WE'LL, WE'LL MOVE ON TO THE NEXT ITEM.

I THINK THAT WE ARE ALSO SEEING THAT WE HAVE SOME STUFF GENERATING IN COMMITTEE THAT'S GONNA BRING, UM, RELATIVE ITEMS FORWARD TO OUR AGENDA.

SO, UH, WE'LL LOOK FORWARD TO THAT AS WELL.

BUT JUST REMEMBER, COMMISSIONERS WILL HAVE THIS ITEM EACH TIME TO ALLOW YOU THE OPPORTUNITY TO PRESENT ANY ISSUE THAT YOU'D LIKE TO ADDRESS AS A COMMISSIONER.

OKAY.

SO MOVING FORWARD, UH, FINAL, UH, NUMBER NINE, WE'RE AT ANNOUNCEMENTS OF UPCOMING EVENTS AND MEETINGS.

UH, SO HERE I WILL REITERATE, UH, DR.

WOODY'S, UH, INVITATION.

HE ACTUALLY BROUGHT US PHYSICAL INVITATIONS, AND SO GONNA MAKE SURE TO, UH, LEAVE, GONNA MAKE SURE TO, UH, UH, LEAVE THIS WITH SOMEBODY.

YOU CAN COME AND GET IT FROM IF YOU'RE VIRTUAL OR WE'LL, WE'LL GET, MAKE SURE TO GET THE PHYSICAL INVITATION TO YOU, UH, SOME KIND OF WAY.

UH, WE HAVE IT TILL SEPTEMBER.

UH, BUT AGAIN, THIS IS THE CELEBRATION OF THE 15TH ANNIVERSARY.

UH, THE BRIDGE HAS MADE SOME MAJOR MILESTONES, SO I THINK THAT THIS WILL BE A GOOD OPPORTUNITY FOR US TO COME TOGETHER AND CELEBRATE THAT.

UH, THE EVENT AGAIN IS ON THE SEPTEMBER THE EIGHTH OF 2023 FROM 10:00 AM TO 12:00 PM AND WE'LL FOLLOW UP TO CONTINUE TO ANNOUNCE THAT AS WE GET CLOSER TO THE DATE, UH,

[01:55:01]

HOPE THAT ALL COMMISSIONERS CAN ATTEND THAT.

UM, SO ALSO I WILL, LET ME CALL ON VICE CHAIR OWENS SINCE WE'RE UNDER THE ANNOUNCEMENT SECTION.

VICE CHAIR, IF YOU HAVE ANYTHING YOU WANNA, UH, UH, SAY ABOUT THE EVENTS YOU JUST HELD OR ANYTHING YOU GOT UPCOMING, UH, TO LET US KNOW HOW THE, HOW THE EVENT WENT.

YES.

I'LL BE BRIEF.

IT WENT WELL.

I WANNA THANK COMMISSIONER CLATON HALL FOR BEING THERE TO ASSIST ME WITH THE PROCESS.

SHE WAS A GREAT HELP.

UH, WE HAD OVER 150 THAT WE SERVED OF THE HOMELESS THAT WE PICKED UP OURSELVES.

WE HAD THREE BUSES FROM OAKLAND BIBLE FELLOWSHIP TO PICK UP FROM THE STREET.

AND WE WERE ABLE TO COLLECT 150 INDIVIDUALS.

WE HAVE 45 ORGANIZATIONS, INCLUDING AUSTIN STREET, OFFICE OF HOMELESS SOLUTIONS, AS WELL AS OUR CALLING.

UH, WE GAVE AWAY FREE CHILDCARE FOR THE SUMMER, AS WELL AS THERE WERE, UH, THERE WAS AN ORGANIZATION THAT PROVIDED TWO CDL DRIVING CERTIFICATES FOR ANYBODY THAT, UH, COULD, UH, BE ABLE TO GET THAT, WHERE THEY WOULD BE ABLE TO DO TRUCK DRIVING.

I BELIEVE THAT'S WHAT THE JOB WAS THAT THEY WOULD BE ABLE TO GET.

SO THEY BROUGHT THAT AND THEY WERE VERY EXCITED ABOUT HAVING THAT.

AND THERE WERE MEDICAL DENTAL SCREENINGS, UH, BLOOD PRESSURE CHECKS.

THERE WAS HIV TESTING.

UM, PARK WAS THERE WITH ALL KINDS OF FACILITIES.

I MEAN, UM, UH, OPPORTUNITIES AND RESOURCES FOR THEM TO RECEIVE.

BUT IT WAS A BEAUTIFUL EVENT.

IT WAS AT OAK CLIFF BIBLE FELLOWSHIP.

AND, UH, THAT WAS OUR FIRST ONE WITH THEM.

AND OF COURSE IT WAS SO GOOD.

THEY WANNA HAVE ANOTHER ONE.

EXCELLENT.

SO MAKE SURE YOU, WE, WE GET THAT ON THE CALENDAR, UH, WHENEVER YOU, YOUR, UH, UH, NEXT EVENT COMES UP, WHETHER IT'S THERE OR ELSEWHERE.

UH, BUT JUST, YOU KNOW, SOUNDS LIKE AN EXCELLENT CONTINUATION OF THE WORK, UH, TO ME.

SO GREAT JOB ON THAT.

CONGRATULATIONS.

UM, YEAH, AND WE LOOK FORWARD TO MORE OF THAT.

UH, ANY, ANY OTHER, I THINK THAT'S ALL THE ITEMS THAT WE HAVE FOR ANNOUNCEMENT.

UNLESS ANY COMMISSIONER HAS AN ITEM THEY WANT TO ANNOUNCE, THAT WOULD BE THE TIME.

OKAY.

HEARING NONE, UM, THAT IS OUR LAST ITEM FOR THE DAY.

WE DIDN'T DO TOO BAD HERE, UH, CONSIDERED THE LATE START.

UM, BUT I WANT TO THANK EVERYBODY FOR YOUR ATTENDANCE, FOR YOUR PARTICIPATION, UH, FOR YOUR FOCUS AND YOUR EFFORT, UH, IN REGARDS TO ALL OF THE THINGS THAT WE'RE LOOKING AT DOING HERE.

AND WE WANT TO, YOU KNOW, GOING FORWARD, WE WANT LOOK AT HOW WE CAN BETTER INTEGRATE ALL OF THOSE FOCUSES AND EFFORTS, UH, AND TO BETTER LEVERAGE, IMPACT AND EFFECT ON THE RESOLUTION OF HOMELESSNESS, UH, IN OUR CITY AS A RESULT.

UH, SO I LOOK FORWARD TO THAT.

CONTINUED WORK WITH EVERYBODY.

UH, I THINK THAT WE'LL, WE'LL SEE GREAT PROGRESS THROUGH THE COMMITTEES, UH, AND THROUGH OUR CONNECTIONS, UH, AT COMMUNICATIONS.

SO AGAIN, TO COMMITTEE CHAIRS AND TO ALL COMMISSIONERS REALLY, WHEN YOU HAVE ITEMS THAT, YOU KNOW, WE NEED TO FOLLOW UP IN BETWEEN MEETINGS AND WE WANT TO, YOU KNOW, FOLLOW UP ON SPECIFIC DETAILS OR COORDINATION OR SCHEDULING OR THE LIGHT, YOU KNOW, HOW TO JUST SHOOT OUT THE EMAILS AND, AND, UH, LET'S MAKE SURE THAT WE'RE GETTING THAT COMMUNICATION OUT AND WE'RE GETTING RESPONSE TO THAT, UH, SO THAT WE CAN MOVE ALL OF THESE BALLS FORWARD.

UM, IN TERMS OF THE, THAT WE DO HAVE A COUPLE MORE SUGGESTED ITEMS AS FAR AS I, UH, YOU KNOW, IDA SUGGESTED BY COM COMMISSIONERS THAT WILL BE COMING UP.

SO WE DO HAVE THAT AND WE'LL SEE THAT ON THE AGENDA.

WE WANNA CONTINUE TO FILTER TO THE AGENDA, ALL THE CREATIVITY AND THINKING COMING FROM EACH COMMISSIONER, UH, SO THAT WE CAN LEVERAGE ALL OF THIS VALUABLE INTELLIGENCE.

UH, SO WITH THAT, I WILL SAY THANKS AGAIN FOR YOUR PARTICIPATION, FOR YOUR TIME.

HAVE A GREAT WEEKEND EVERYBODY, AND WE LOOK FORWARD TO SEEING EVERYBODY THERE.

OH, ONE FURTHER ANNOUNCEMENT.

I ALMOST FORGOT.

WE'RE HAVING THE RIBBON CUTTING TOMORROW, UH, FOR THE FACILITY ON INDEPENDENCE DRIVE.

ALL COMMISSIONERS SHOULD HAVE RECEIVED AN INVITATION TO THAT AND JUST UNDER KNOW THAT THEY WILL BE BLOCKING OFF THE STREET.

SO YOU SHOULD HAVE RECEIVED, UH, IF YOU ACCEPTED THE INVITATION, YOU SHOULD HAVE RECEIVED A, AN EMAIL WITH A PARKING VOUCHER THAT YOU CAN PRINT OUT THAT WILL ALLOW YOU ACCESS TO THE FACILITY.

UH, BUT ALL COMMISSIONERS ARE WELCOME TO ATTEND THE RIBBON CUTTING.

IT'LL BE TOMORROW AT 10:00 AM AT 41 50 INDEPENDENCE DRIVE.

WE'RE EXCITED ABOUT THIS FIRST PHASE AND THE CONTINUATION OF THAT WORK TO GET THIS FACILITY FULLY UP AND RUNNING AND SHOW US IMPACT.

SO I HOPE TO SEE YOU GUYS THERE.

UH, EVERYBODY IS WELCOME AGAIN.

UH, WITH THAT, I WILL SAY AGAIN, HA, EVERYBODY HAVE A GREAT WEEKEND.

WE LOOK FORWARD TO THE NEXT TIME WE SEE EACH OTHER.

AT THIS TIME, IT IS FIVE 10 AND THIS

[02:00:01]

MEETING IS NOW ADJOURNED.

HAVE A GREAT TIME EVERYBODY.

HI EVERYONE.

THANK YOU.

BYE-BYE.
