[00:00:01]
YOU SO MUCH FOR[Arts & Cultural Advisory Commission on April 20, 2023.]
COMING TO TODAY'S MEETING.THE FIRST ITEM ON OUR AGENDA TODAY, PUBLIC SPEAKERS.
DO WE HAVE ANY PUBLIC SPEAKERS TODAY? NO PUBLIC SPEAKERS.
THE NEXT ITEM, WE MOVE TO OUR VOTING AGENDA.
ITEMS. NUMBER ONE, APPROVAL OF THE MINUTES OF THE MARCH 9TH, 2022, ARTS AND CULTURE ADVISORY COMMISSION MEETING COMMISSION.
WHAT IS YOUR PLEASURE? I MAKE A MOTION TO APPROVE THE MINUTES THERE A SECOND.
AND SECOND THAT THE MINUTES OF THE MARCH 9TH, 2022, ARTS AND CULTURE ADVISORY COMMISSION MEETING BE APPROVED.
ALL THOSE IN FAVOR, LET BE KNOWN BY RAISING YOUR HANDS, THOSE WHO OPPOSED AS HAVING.
MOVING ON TO VOTING ITEM NUMBER TWO, VOTING ITEMS TWO AND FOUR, WHICH ARE THE GUIDELINES WHICH ARE BEING BROUGHT TO US BY THE ALLOCATIONS COMMITTEE.
WE WILL DEFER THOSE TWO ITEMS UNTIL AFTER BRIEFING C.
LET'S MOVE TO BULLET ITEM NUMBER THREE.
THE AGENDA STARTS WITH CULTURAL SPOTLIGHT.
IS THERE A DIFFERENT AGENDA I'M NOT AWARE OF.
WE'RE GONNA LOOK AT ITEMS, AGENDA ITEM NUMBER FIVE ON THE VOTING AGENDA ITEMS, RECOMMENDATION AND SUPPORT OF ADDITIONS TO THE CULTURAL SUPPORT PROGRAM REVIEW.
IN THE ABSENCE OF THE CHAIR OF THE ALLOCATIONS COMMITTEE, OUR VICE CHAIR, JESSE HARBUCK, WILL READ ITEM FIVE OF THE PANEL ROSTER.
WE'RE, UH, BRINGING RECOMMENDATIONS FOR THE PANEL, CORRECT? YES.
AND IS STAFF READING THIS YOUR CHOICE? YOU CAN READ IT.
ON BEHALF OF THE ALLOCATIONS COMMITTEE AND THE STAFF, THANK YOU SO MUCH FOR CONSIDERING PANEL RECOMMENDATIONS.
UM, WE HAVE A WIDE VARIETY OF FOLKS THAT HAVE BEEN REVIEWED BY THE ALLOCATIONS COMMITTEE IN A VARIETY OF DIFFERENT DISCIPLINES, FIELDS, AND DIFFERENT ORGANIZATIONS, AS WELL AS VARIETY OF PAGES.
IF ANYBODY HAS ANY QUESTIONS ABOUT PANEL REQUIREMENTS, UM, I BELIEVE, DO WE HAVE THE LIST OF THOSE PANELISTS THAT ARE YES, MA'AM.
IT'S A GREEN AND WHITE EXCEL SHIFT.
YOU HEARD THE REPORT FROM THE ALLEGATIONS COMMITTEE.
WHAT IS YOUR PLEASURE? MOVE, MADAM CHAIR.
I MOVE THAT WE MAKE THE RECOMMENDATIONS AS READ.
IT HAS BEEN MOVED AND SECONDED THAT WE ACCEPT THE RECOMMENDATIONS AS READ.
ARE YOU READY FOR THE DISCUSSION? ALL THOSE IN FAVOR? LET BE KNOWN BY, OH, MADAM CHAIR, YES.
SO AT THE ALLOCATIONS COMMITTEE MEETING, I DID MENTION, JUST TO START THE CONVERSATION ABOUT AGE I, UM, I REALLY THINK THAT WE SHOULD PROBABLY LOOK AT THE AGE, THE MINIMUM AGE REQUIREMENT.
UM, BECAUSE I THINK THAT IF YOU WERE THE HEAD OF A NONPROFIT ARTS ORGANIZATION, YOU PROBABLY WOULDN'T WANT A HIGH SCHOOLER OR AN 18, 19, 20 YEAR OLD TO BE EVALUATING YOUR PANELS, YOUR, YOUR GRANTS APPLICATION.
SO I MENTIONED IT AT THE ALLOCATIONS, UH, COMMITTEE MEETING.
AND I REALLY THINK THAT WE NEED TO TAKE A LOOK AT IT.
SO IF THAT'S FOR FURTHER DISCUSSION OR COMMITTEE OR OAC, UM, BUT I JUST, I FEEL
[00:05:01]
STRONGLY THAT WE NEED TO LOOK AT THAT.AND, YOU KNOW, I, I UNDERSTAND THAT BOOKER T'S A GREAT SCHOOL, BUT NOT EVERYBODY HAS THAT OPPORTUNITY.
AND SO IN THE INTEREST OF EQUITY AND, AND REALLY MAKING SURE THAT THE PEOPLE WHO ARE REVIEWING OUR, UH, ARTISTS AND ARTS ORGANIZATIONS, THAT THEY HAVE THE EXPERIENCE TO DO SO.
THANK YOU FOR THE OBSERVATION AND THAT INFORMATION WILL BE MOVED FORWARD TO THE COMMITTEE FOR FURTHER STUDY.
IS THERE ADDITIONAL DISCUSSION? ALL THOSE IN FAVOR, LET IT BE KNOWN BY RAISING YOUR HANDS.
YEAH, I HAVE IT IN THE MOTION IS CARRIED.
OKAY, WE FINISH ITEMS NUMBER FIVE.
SO NOW WE ARE GOING BACK TO THE BRIEFINGS, WHICH IS NEXT.
IS THAT CORRECT? IS THAT THE ORDER? WE'RE GOING WITH THE BRIEFINGS NEXT.
I'M CALLED TO THE FLOOR CALLED SPOTLIGHT, THE SECOND DOG THEATER, PARKER GRAY AND JOSHUA CHERRY, ARE YOU HERE WITH THE SECOND THOUGHT THEATER? HELLO THERE.
UM, I GUESS BRIEF INTRODUCTIONS ARE NEEDED.
I'M THE NEW EXECUTIVE DIRECTOR, UH, AT SECOND THOUGHT THEATER.
UH, I'M THE KTA HUMPHREYS CAMPUS.
THIS IS OUR BOARD PRESIDENT, JOSH GUTTER.
UM, YOU ALL RECEIVED A SMALLER HANDOUT HOPEFULLY THAN CAN BE.
UH, I'M NOT GONNA GO OVER THE MAJORITY OF THE STUFF ON HERE.
I'D LIKE FOR YOU TO BE ABLE TO READ THAT.
THAT'S KIND OF WHY WE PRINTED IT OFF AND, UH, LOOK AT THAT AT YOUR OWN TIME.
UM, BUT JUST TO GIVE YOU A BRIEF, UH, RUNDOWN OF WHO SECOND THOUGHT THEATER IS AND WHO WE ARE NOW AS OPPOSED TO MAYBE WE STARTED AS, UM, IT IS A KIND OF HOTLY DEBATED TOPIC.
IF THE 20TH SEASON IS NEXT, WE, UH, BECAUSE THE WAY THAT PEOPLE, UM, PRESENTED SEASONS BACK WHEN WE FIRST STARTED WAS KIND OF, UH, QUICK AND DIRTY.
SO, UM, WE'RE CONSIDERING, UH, THIS UPCOMING SEASON, NEXT SEASON THAT BE THE 20TH SEASON.
SO IT'S AROUND FOR ABOUT 20 YEARS.
UM, WE, UH, STARTED OUT DOING AROUND FOUR SHOWS A YEAR, UM, MUCH MORE WHEN WE FIRST STARTED OUT.
UM, AGAIN, QUICK AND DEBATE, UH, HOWEVER MANY SHOWS YOU COULD DO.
UH, BUT WE ARE NOW ON A THREE SHOW SEASON, UH, WHICH RUNS FROM JANUARY TO DECEMBER.
UM, THIS YEAR SPECIFICALLY, WE HAVE THREE SHOWS.
AND, UH, AN EXCITING METRIC THAT I WOULD LOVE TO BE ABLE TO SHARE WITH YOU THAT ISN'T ON THIS PAGE IS WE, UM, OUT OF THE 34, UM, PEOPLE THAT WE HAVE HIRED, UH, WHETHER THAT BE DESIGNERS, DIRECTORS, ACTORS, 19 OF THOSE ARE FIRST TIME, SECOND THOUGHTS, UM, ACTORS, CREATIVES.
UH, I REALLY LOVE THE IDEA OF BEING ABLE TO, UM, INVEST IN THOSE WHO TRUST THOSE WHO HAVE BEEN AROUND FOR A REAL LONG TIME THAT WE CAN, UM, REALLY, UH, LEAN ON, UH, IN TERMS OF LIKE GETTING SECOND BUTTON USE A LOT OF TIME.
BUT I'M ALSO REALLY EXCITED TO BE ABLE TO INVEST IN NEW, NEW BLOOD THAT, UH, OUR AUDIENCE HAVEN'T SEEN BEFORE, BUT WHO, UM, DFW AUDIENCES MAYBE SEEN BEFORE.
THEY JUST HAVEN'T BEEN ABLE TO SEE IT ON OUR STAGE.
SO SPECIFICALLY THAT OUR ACTORS, WE HAVE 14 ACTORS THIS SEASON, AND 11 OF THOSE ARE FIRST TIME, SECOND THOUGHT, UH, AFTER, WHICH I THINK IS A REALLY EXCITING THING.
UM, AND THAT'S SOMETHING THAT I'M EXCITED TO BE ABLE TO USHER IN, UH, MY FIRST YEAR HERE AS THE EXECUTIVE DIRECTOR.
UM, IF YOU FLIP ONTO THE BACK OF THIS SHEET, THERE'S A LITTLE, UM, OVERVIEW OF WHAT OUR CURRENT SEASON IS.
WE JUST CLOSED THE FIRST SHOW OF OUR SEASON, WHICH IS, UH, IS EDWARD STONE, SINGLE BY KATE CORTEZ, DIRECTED BY CAROLINE HAMILTON.
UH, IT WAS A REALLY FUN, UM, THEY CALL IT A ONE WOMAN SHOW FOR TWO WOMEN, AND IT'S KIND OF HOW THE PLAYWRIGHT HAD, UH, PITCHED IT TO US.
UM, JUST, UH, ABOUT THE, UM, THE MORALS OF INTEGRITY AND, UH, KEEPING YOUR FRIENDS ACCOUNTABLE.
AND, UH, I THINK WE HAD REALLY GREAT SUCCESS WITH THAT.
UM, OUR FINAL WEEKEND WE HAD A REALLY, UH, SIZABLE AUDIENCES FOR ALL FOUR SHOWS, SO WE'RE REALLY HAPPY WITH THAT.
UM, OUR SECOND SHOW OF THE SEASON, WHICH STARTS REHEARSALS ON MAY 15TH, BUT WILL RUN JUNE 21ST THROUGH JULY 8TH, IS OUR DEAR DEAD DRUG LORD BY ALEXIS SHEAR.
UH, IT RECENTLY PREMIERED OFF BROADWAY BACK IN 2020, RIGHT BEFORE THE PANDEMIC HIT.
UM, AND IS A WILD, WILD SHOW WITH MAGIC AND A BUNCH OF, UH, TEENAGE GIRLS WHO GET INTO A FREE HOUSE TO SUMMON THE SPIRIT OF PABLO ESCOBAR.
[00:10:01]
CAN, THAT GOES WHETHER OR NOT THEY'RE MESSING WITH EACH OTHER OR NOT, THAT'S KIND OF THE, UH, THE APPEAL.BUT, UM, IT REALLY DEALS A LOT WITH, UH, YOUNG FRIENDSHIPS AND, UH, THE STRESSES PUT ON BY GRIEF AND, UM, JUST BEING A MIDDLE SCHOOL TO HIGH SCHOOL TEENAGER, ESPECIALLY AS A FEMALE.
UM, AND THERE, OUR FINAL SHOW OF THE SEASON, UH, WHICH WILL RUN SEPTEMBER 27TH THROUGH OCTOBER 14TH, IS A WORLD PREMIER ADAPTATION OF ANTI, UH, BYLES, BUT IT IS, UH, A, UH, ADAPTED BY JOHN AL KASNER, WHO IS A, UM, LOCAL PLAYWRIGHT WHO SECOND THOUGHT HAS WORKED WITH BEFORE.
UM, A REALLY EXCITING THING ABOUT THIS PIECE IS THAT IT WILL BE A DEVISED PIECE BY THE CREATIVES DIRECTOR AND ACTORS INVOLVED.
SO THE ACTORS THAT WE HAVE CAST, WE WERE ACTUALLY GATHERING FOR A REHEARSAL, UM, THE FIRST WEEK OF MAY TO DO A DEVISING DEVELOPMENT WEEK WHERE THE DIRECTOR, UM, DRAMATURG AND ACTOR WILL SORT OF, UH, READ THE SCENES THAT ARE ALREADY PRE-WRITTEN, BUT ALSO START TO, UM, TELL STORIES ABOUT THEIR OWN LIVES IN WHICH, UM, THEY'VE COME UP WITH, UH, COME UP AGAINST TIMES WHEN, UH, THEY'VE HAD TO BREAK RULES, WHETHER THAT BE FOR, UM, FOR RIGHTEOUS CAUSE OR IN ORDER TO, UM, BE KIND OR ET CETERA.
SO, UM, WE, THE PLAY WILL SPECIFICALLY FEATURE, UM, STORIES FROM THE CAST AS SORT OF INTERSTITIALS OR THINGS WOVEN INTO THE TEXT.
UM, SO IT'LL BE A TRULY DEVICE PIECE.
IT'LL BE SOMETHING FAIRLY NEW TO SECOND THOUGHTS.
WE'RE REALLY EXCITED TO BE ABLE TO BRING A NEW SORT OF PROGRAMMING TO OUR STAGE.
UH, BUT THAT'S KIND OF AN OVERVIEW OF WHAT YOU'RE GONNA SEE ON THE STAGES HERE AT SECOND THOUGHT IN THIS 2023 YEAR.
UM, I GUESS I CAN OPEN UP IF ANYONE HAS ANY QUESTIONS OR THESE POINTS OF INTEREST COMMISSIONERS, THEY WILL THEN ATTAIN YOUR QUESTIONS.
UM, SO I BELIEVE YOU'RE CELEBRATING YOUR 20TH ANNIVERSARY, UH, NEXT YEAR, NEXT SEASON OR NEXT 2024 SEASON WILL AS WE'RE GONNA CALL IT OUR 20TH SEASON.
SO I WILL MAKE IT A POINT TO GO AND SEE SOMETHING BECAUSE IN THE 20 YEARS I'VE NEVER SEEN A SECOND THOUGHT PERFORMANCE.
HOWEVER, I WOULD LOVE TO KNOW, UM, BALLPARK FIGURE IN THE TIME THAT YOU'VE BEEN IN YOUR FACILITIES MM-HMM.
UM, WHAT WOULD YOU SAY, HOW MUCH DID YOU INVEST IN REPAIRS? UPDATES? I THINK THE NUMBER THAT WE GAVE DTC LAST YEAR WAS AROUND 16 TO $18,000 THAT WE INVESTED BACK IN 2008.
EIGHT, I BELIEVE, WHICH WAS OUR OWN CAPITAL.
UM, FOR THOSE WHO AREN'T FAMILIAR, SECOND THOUGHT THEATER PERFORMS IN BRIAN HALL AND THE HELD BUILDING.
SO WE HAVE BEEN INVOLVED, UH, AT A CERTAIN DISTANCE IT REMOVED AND DTCS, UH, PLANNING, UM, FOR THE KTA CAMPUS.
BRIAN HALL WAS ORIGINALLY A REHEARSAL SPACE.
UM, THE FLOOR WAS NOT A USABLE FLOOR.
A LOT OF IT WAS OFFICE, A LOT OF IT WAS, WELL, THE, YEAH.
AND SO, UM, WE HAD BEEN IN ADDISON, WE WANTED TO COME BACK TO DALLAS WHERE WE HAD STARTED.
AND, UH, WE TALKED TO DTC AND OFFERED TO PAY TO RENOVATE THAT SPACE OURSELVES.
TURNED INTO THE BLACK BOX THAT IT IS TODAY THAT DTC IS RENTING OUT TO THIRD PARTIES.
UM, PRETTY MUCH I THINK ALL THE IMPROVEMENTS THAT HAVE GONE THROUGH THAT SPACE HAVE BEEN FROM SECOND FATHER, CUZ UH, WE HAVE BEEN A PRIMARY TENANT.
AND, UM, ARE YOU AN EQUITY THEATER? WE ARE.
WE ARE AN S SPT ONE EQUITY HOUSE.
SO THAT'S A SIGNIFICANT PART OF OUR INVESTMENT WITH THE COMMUNITY.
UM, FOR THOSE WHO AREN'T AWARE ABOUT THE DALLAS KIND OF, UH, ARTISTS COMMUNITY, ONE OF THE BIG CONCERNS IS HEALTH INSURANCE.
SO YOUR EQUITY STATUS CAN ALLOW YOU TO OFFER HEALTH INSURANCE.
ABOUT FIVE, SIX YEARS AGO, WE MADE THE COMMITMENT TO INCREASE OUR EQUITY STATUS TO A SMALL PROFESSIONAL THEATER, AT LEAST AT THE TIME, WE WERE THE SMALLEST THEATER IN NORTH TEXAS TO DO SO.
UM, IT, IT IS A SIGNIFICANT BUMP UP IN COMPENSATION, BUT MORE IMPORTANTLY FOR THOSE EQUITY ARTISTS.
UH, SO ACTORS AND STAGE MANAGERS, WHEN THEY WORK ON A SECOND THOUGHT CONTRACT, THEY NOW, UH, ACCRUE HEALTH INSURANCE WEEKS.
AND, UH, EQUITY REQUIRES A CERTAIN NUMBER OF WEEKS EVERY YEAR TO STAY ACTIVE ON THEIR HEALTH INSURANCE PLAN.
AND THIS WILL BE OUR FIRST, THIS CURRENT SEASON THAT'S HAPPENING IS OUR FIRST SEASON.
WE HAVE BEEN MAKING THE TRANSITION FOR THE PAST THREE YEARS, BUT, UM, WE'RE NOW ABLE TO BE FULL EQUITY STATS AS PART OF THAT TRANSITION.
WE HAVE THE, THE NUMBER THAT WE HAVE ACCRUED IS ALMOST 400 WEEKS OF HEALTH INSURANCE THAT WE'VE OFFERED TO LOCAL DALLAS.
THAT IS SORT OF WHAT I WAS GONNA ASK.
HOW MANY WEEKS DO YOU PROVIDE OF WORK FOR AN EQUITY ACTOR? RIGHT.
SO PER SHOW, WE ROUGHLY ARE ABLE TO DO DEPENDING ON, UM,
[00:15:01]
THE STRUCTURE OF THE SHOW.SO ANTAGONISTS A LITTLE BIT DIFFERENT SINCE WE HAVE A DEVELOPMENT ADVISING WEEK THAT'S EARLIER IN THE YEAR BEFORE OUR REGULAR BLOCK RESULTS.
UM, SO, BUT ON AVERAGE, CURRENTLY WE'RE OFFERED SEVEN WEEKS PER SHOW.
UM, I BELIEVE AS AN EQUITY ACTOR MYSELF, UM, I THINK YOU NEED, UH, 11 TO BE, OH, IT'S 11 NOW.
UM, IT USED, IT'S AN INCREDIBLY HARD SYSTEM TO FOLLOW.
BUT AS OF NOW, UM, THE BASE TIER STARTS AT 11 WEEKS.
IS THAT FOR SIX MONTHS INSURANCE? NO, IT IS NOW A FULL YEAR, BUT IT'S JUST ABOUT THE, IS THAT BETTER THAN IT WAS? YES, IT IS BETTER THAN IT WAS, BUT IT'S, IT'S KIND OF WEIRD IN THAT THERE ARE THREE TIERS OF HEALTH INSURANCE THAT YOU CAN GET AND THE MORE LOOPS THAT YOU PUT INTO IT, THE HIGHER TIER THAT YOU'RE ABLE TO GET AND THOSE SORTS OF THINGS.
BUT I BELIEVE 11 IS THE, IS THE
UM, BUT, UH, SO SEVEN WEEKS WILL BE FOR OUR FIRST TWO SHOWS, BUT THEN, UH, OUR STATE MANAGER FOR ANTI WILL GET EIGHT WEEKS.
OTHER COMMENTS? WHAT AMOUNT CHARGE DO I HAVE? QUESTION.
SO WITH THE EQUITY WEEKS THAT YOU, SO THEN, UH, HELP ME CUZ I'M NEW BUT SEVEN WEEKS AND THEN THEY CAN GET THE OTHER BOARD SOMEWHERE ELSE OR, RIGHT.
SO AS AN EQUITY ACTOR, YOU KIND OF, YOU'RE AN INDEPENDENT CONTRACTOR, SO YOU HAVE TO AUDITION AND ACT WHERE YOU CAN.
UM, AND SO, UM, IF WE HIRED, UH, AN EQUITY ACTOR MULTIPLE TIMES THROUGHOUT OUR SEASON, THEY CAN ACCRUE WEEKS, HOWEVER MANY WEEKS WITH US.
BUT, UM, FOR EXAMPLE, IF I'M DOING A SHOW AT ONE PLACE, I'LL GET SEVEN TO EIGHT WEEKS AND THEN IT'S UP TO ME TO AUDITION AND BOOK ANOTHER SHOW SO THAT I CAN GET UP TO MY MINIMUM HEALTH INSURANCE.
UM, BUT TO BE ABLE TO OFFER SEVEN HEALTH WEEKS TO 14 ACTORS WAS PRETTY GREAT.
AND WHENEVER WE WERE MAKING THE DECISION TO STEP UP OUR STATUS, UM, WE FELT THAT IT WAS VERY IMPORTANT FOR SMALL THEATERS LIKE SANON TO OFFER THE HEALTH INSURANCE WEEKS CUZ THERE'S ONLY ONE DTC IN TOWN.
AND SO IF THE SMALLER THEATERS IN THE COMMUNITY ARE ALSO OFFERING THAT HEALTH INSURANCE ELIGIBILITY WOULD MAKE IT MUCH EASIER FOR SOMEONE LIKE PARKER TO PIECE TOGETHER TWO OR THREE SHOWS.
I JUST WANNA OFFER SOME ENCOURAGEMENT AND CONGRATULATIONS TO YOU ALL.
I'M REALLY HAPPY TO KEEP SEEING YOU AROUND.
I HAVE SEEN A SECOND THOUGHT SHOW.
I LOOK FORWARD TO THE NEXT MORNING.
I'M GLAD TO TO KNOW EXACTLY WHEN THAT'S GONNA BE, SO YEAH.
WE DID PUT ON THE BACK PARKER'S EMAIL AS WELL.
SO AT THE VERY BOTTOM OF THE BACK PAGE, YOU HAVE HIS EMAIL ADDRESS IF YOU'D LIKE TO COME SEE A SHOW.
MAY I PUT THEM ON THE SPOT? WELL,
WERE YOU SATISFIED WITH THE, UM, EQUITY PLAN AND THE DISCUSSIONS THAT HAPPENED WITH DTC? UM, SO I WAS PERSONALLY INVOLVED IN ALL THOSE DISCUSSIONS.
I WOULD SAY AT THE END THAT WE WERE SATISFIED WITH THE NUMBER THAT IT CAME DOWN TO.
UM, I THINK THAT THE CHANGE IN MANAGEMENT AT DTC MADE A SIGNIFICANT DIFFERENCE IN THEIR POSITIONING.
UM, OUR ORIGINAL RENTAL RATE WHEN THEY PROPOSED THE, THE FIRST ROUND OF THE EAP TO US WENT UP 700% AND THEY CAME DOWN TO 500% I THINK IT WAS, AND WE GOT THEM DOWN TO BASICALLY DOUBLING OUR RENT.
BUT WE FELT LIKE THAT WAS A PRETTY EQUITABLE RATE FOR OURSELVES.
UM, IT'S, IT'S A RATE THAT KEEPS BRIAN HALL OUR HOME FOR THE FORESEEABLE FUTURE.
WE HAVE AN AGREEMENT WITH DTC OVER THE NEXT, THE REMAINDER OF THEIR LEASE, UM, TO HAVE VERY SMALL INCREASES YEAR TO YEAR.
UM, MY HOPE IS IS THAT IT'S ACCESSIBLE TO OTHER SMALL THEATERS.
THAT WAS SOMETHING WE TRIED TO EMPHASIZE TO DTC OVER AND OVER AGAIN.
I, I DON'T KNOW, WE HAVEN'T HAD THOSE CONVERSATIONS.
IT'S NOT REALLY OUR PLACE TO GO COMPARE RATES WITH OTHER COMPANIES.
UM, I HOPE THAT DTCS HAD THOSE CONVERSATIONS SO THEY KNOW MOVING FORWARD.
I WOULD LIKE TO POINT OUT THE, THE LAST BULLET POINT ON THE FRONT PAGE TO TALK ABOUT SOMETHING THAT JOSHUA DREW AND EVERYTHING SAID BEFORE I JOINED.
UM, THEY WERE REALLY, UM, UH, THE WORD INTENTIONAL ABOUT MAKING SURE THAT THE RENT INCREASE FOR US WOULD BE ONLY ENOUGH TO WHERE OTHER COMPANIES WOULD RENT AT THE SAME RATE.
THEY WERE WANTING TO OFFER US A, A KIND OF DEAL, BUT OTHER COMPANIES THAT THEY WANTED TO RENT UP BRIAN HALL WOULD GO FOR A DIFFERENT HIGHER RATE.
SO WE ARGUED FOR EVERYBODY WHO WANTED TO STAY AT BRIAN HALL TO HAVE OUR RATE.
AND I THINK THAT THAT'S SOMETHING TO THANK YOU.
WELL, WE'RE VERY FIRM LEAVE FACT THAT, UM, THE ARTIST COMMUNITY IN DALLAS IS AN ECOSYSTEM THAT WE ALL SHARE.
SO IF OTHER THEATER COMPANIES CAN PERFORM IN BRIAN HALL OR ELSEWHERE AND GIVE ARTISTS LIKE PARKER WORK, THEY STAY IN DALLAS, THEY DON'T NEED TO GO TO CHICAGO OR LA AND TRY
ANY OTHER QUESTIONS? COMMENTS?
[00:20:01]
SECOND THOUGHT.THE NEXT BRIEFING, TEEN SUMMER CAMP RESIDENCY FOR INDIVIDUAL AUDIENCE.
RHONDA IVORY, OFFICE OF ARTS CITY CULTURE HAS THE FLOOR.
NO, GOOD TO SEE EVERYONE IN PERSON.
UM, AND SO TOGETHER WE ARE GOING TO TALK ABOUT THIS.
SO THE TEEN SUMMER CAMP RESIDENCY FOR INDIVIDUAL ARTISTS IS A PILOT PROGRAM THAT, UM, WE'RE WORKING ON IN COLLABORATION WITH THE PARKS DEPARTMENT.
OF COURSE, IT WILL CONSIST OF A, UM, RESIDENCY FOR INDIVIDUAL ARTISTS AT THREE LOCATIONS IN THE PARK DEPARTMENT.
IT IS SLIGHTLY MIMICKING WHAT WE DO ALREADY WITH THE NONPROFIT ORGANIZATIONS, BUT BECAUSE IT'S A PILOT PROGRAM, WE'RE TRYING TO SEE HOW IT WORKS AND THEN WE CAN TWEAK IT.
SO IT CONSISTS OF HAVING THE ARTISTS DO AN EIGHT WEEK RESIDENCY AT THE THREE LOCATIONS THAT WERE SELECTED BY THE PROGRAM THAT MAINLY DEAL WITH TEEN PROGRAMS. NOW THOSE THREE LOCATIONS ARE THE THURGOOD MARSHALL, UH, REC CENTER IN DISTRICT THREE, THE TIMBERLAND REC CENTER IN DISTRICT 12, AND THE EX ALL REC CENTER IN DISTRICT 14.
SO HOW IT WILL WORK IS WE'VE ACTUALLY ALREADY RELEASED THE R F P.
WE'RE GOING TO HAVE THAT OPEN UNTIL MAY 3RD, AND WE'LL HAVE THE TOP THREE ARTISTS SELECTED FOR THIS PROGRAM THAT WILL PROVIDE EIGHT WEEKS, UM, AT THESE LOCATIONS.
AND WHETHER IT IS ON A ROTATION BASIS OR NOT, THAT WILL BE DETERMINED BY THE MANAGERS OF THE CENTERS.
UM, EACH ARTIST WILL RECEIVE FUNDING OF $6,000 FOR THOSE EIGHT WEEKS.
AND, UM, THAT FUNDING IS COMING FROM THE ARTS DEPARTMENT.
SO THEY HAVE GRACIOUSLY, UM, UH, ALLOWED US TO, TO KIND OF INFILTRATE AND THEY WILL BE ACTUALLY, UH, PICKING UP THE TAB.
SO, UH, THE MANAGERS OF EACH CENTER WILL BE SCHEDULING WITH THE ARTISTS AND THEY WILL TAKE CARE OF ALL THE LOGISTICS AS FAR AS PHYSICAL, UM, PROGRAMMING.
BUT THE OFFICE OF ARTS AND CULTURE WILL BE IN CHARGE OF MANAGING THE PROGRAM WHEN IT COMES TO, UM, THE, UM, NOT MARKETING, BUT THE CONTRACTING AND THE INVOICING AND ALL OF THAT.
AND THEN AT THE END OF THE EIGHT WEEKS, WE WILL ACTUALLY RECEIVE A FINAL REPORT FROM EACH OF THE ARTISTS.
AND OF COURSE WE'LL HAVE THAT REPORT OUT FOR YOU.
WE WILL MAKE, BE PART THE DECISION AS TO WHETHER WE WILL PROCEED WE'LL, YOU KNOW, JUST MEASURE WHETHER IT WAS SUCCESSFUL OR NOT.
AND WE'LL DECIDE AT THAT TIME HOW IT LOOK FOR FREE.
NOW, AS I SAID, THE APPLICATION'S OPEN YESTERDAY.
THEY CLOSED ON MAY 3RD, AND THEN THE FIRST DATE OF SERVICE POSSIBLE IS GONNA BE JUNE 5TH WHEN THEIR SUMMER CAMP ACTUALLY BEGINS.
AND THEN ONCE THEIR SUMMER CAMP ENDS IN AUGUST, THAT'S WHEN THE PROGRAM WILL END.
SO WE'RE REALLY TESTING IT OUT WITH WHAT THEY HAVE ALREADY IN PLACE FOR THEIR SUMMER CAMP PROGRAMING.
UM, I THINK THAT'S PRETTY MUCH IT.
SO DO YOU HAVE ANY QUESTIONS ON THAT? I TRIED TO GO FAST.
UM, I HAVE A COUPLE OF QUESTIONS, A COUPLE OF OBSERVATIONS.
AS YOU KNOW, I ALWAYS GOT OBSERVATIONS,
UM, I GUESS MY FIRST QUESTION IS WHY JUST TEAMS? UM, AND THE SECOND HAS TO DO WITH I I I GET WHERE THE, UM, CENTERS ARE LOCATED.
YOU'VE GOT IN EAST DALLAS, UH, SOUTH, UH, OF SOUTH OAK CLIFF AND A, UM, PLEASANT GROVE.
IS THAT, UM, DOWNTOWN? SO ONE OF FAR NORTH, RIGHT? SEPTEMBER CLIFF, FAR NORTH, FAR NORTH.
UM, BUT I, I, I CALLED TO TRY TO FIND SUMMER PROGRAMS FOR YOUNGER CHILDREN AND I WAS REALLY DISTRESS THAT WE HAVE ALMOST NOTHING FOR CHILDREN WHO ARE UNDER THE AGE OF SEVEN.
UM, AND I KNOW THAT THAT'S AN AGE THAT IS VERY MUCH NEEDED, MY PARENTS.
UM, SO IS THERE A REASON WHY NOBODY IS THINKING ABOUT THAT? WHY TEEN? I KNOW TEENS USUALLY WANNA HAVE A JOB IN THE SUMMER, SO THAT WAS ALWAYS OUR HARDEST GROUP TO GET AT THE SOUTH DALLAS CULTURAL CENTER.
I'M CRYSTAL ROSS, DEPUTY DIRECTOR WITH THE DALLAS PARK DEPARTMENT.
[00:25:01]
THANK YOU FOR THAT.UM, I WANNA POINT OUT OUR SUMMER PROGRAMS ARE TYPICALLY PLANNED IN JANUARY.
AND SO WHEN THIS O WHEN THIS OPPORTUNITY WAS PRESENTED TO US, IT WAS A COUPLE OF WEEKS AGO.
SO WE HAD TO FIGURE OUT, FIRST OF ALL, WHERE'S THE FUNDING STREAM GONNA COME FROM? OUR TEAM PROGRAM HAS A SEPARATE ALLOCATION, BUDGET ALLOCATION, AND SO WE'RE ABLE TO AFFORD, UM, BUDGETARY DOLLARS FOR THE PROGRAM.
UM, THE EXPENDITURES FOR THE TYPICAL SUMMER CAMP, WHICH IS AGE FIVE TO 12, THOSE HAVE ALREADY BEEN IDENTIFIED FOR THE SUMMER.
BUT WHAT WE'RE DOING IS WE'RE TREATING THIS AS A PILOT BECAUSE I WANNA SEE WHAT TYPE OF ARTISTS ARE COMING OUT, HOW ARE STUDENTS BEING ENGAGED? IS THIS SOMETHING WE CAN REPLICATE? AND WE DON'T HAVE TO WAIT UNTIL THE SUMMER.
WE CAN DO MANY, UM, I'M ASSUMING
SO THIS IS JUST THE FASTEST AND THE EASIEST WAY FOR US TO TEST THE WATERS AND SEE HOW WELL IT GOES FOR US AND HOW IT FITS INTO OUR DAILY PROGRAM.
AND AS FAR AS THE SITES ARE CONCERNED, WE ONLY OFFER THREE TEEN CAMPS.
AND SO THOSE WERE IDENTIFIED FROM HISTORICAL ATTENDANCE.
AND SO THOSE ARE THE COMMUNITIES WHERE WE HAVE STRONG NUMBERS AND OUR LATE NIGHT RECREATION.
AND SO WE JUST KIND OF CARRIED THAT OVER FOR THE LAST COUPLE OF YEARS WITH OUR TEAM PROGRAM IMPLEMENTATION DURING THE SUMMER.
SO THAT'S WHY THOSE THREE WERE THE ONLY SITES THAT WERE IDENTIFIED.
AND THEN I'LL TALK TO YOU LATER ABOUT MY EXPERIENCE CALLING A REC CENTER TO GET IT.
THANK YOU COMMISSIONER HORNBUCKLE.
WHAT I WANTED TO DO IS JUST TO GIVE A LITTLE THE COMMISSIONER A LITTLE BIT BACKGROUND ON, UH, HOW THIS HAPPENED.
UM, I WOULD, WHEN I FIRST GOT ON THE COMMISSION, I LEARNED THAT HALF OF OUR BUDGET IS GOING TO BUILDINGS WE'RE SUPPORTING AND KEEPING BUILDINGS UP AND REPAIRED AND THAT SORT OF THING.
UM, AND THE IDEA OF A CULTURAL CENTER, IT IS JUST, IT IS JUST NOT THE BEST IDEA.
AND SO I'VE ALWAYS WONDERED HOW COULD WE GET OUR PROGRAM, BECAUSE THE CULTURAL PLAN IS SAYING WE NEED ART ALL OVER THE CITY.
AND SO THE PARTS, THE PARTS HAVE FACILITIES ALL OVER THE BUILD, ALL OVER THE CITY AND EVERY PART OF THE CITY.
SO I THOUGHT ABOUT THAT AND OF COURSE EVERYBODY REMEMBERS COMMISSIONER RICE, NOW SHE'S ON THE PARK BOARD.
SO I HAD A CONVERSATION WITH HER AND WE QUICKLY MOVED, LIKE SHE SAID, TWO WEEKS WE WERE, IT WAS A CONVERSATION AND I WOULD LIKE TO THANK RHONDA AND APOLOGIZE TO RHONDA.
THEY, THEY MOVE SO FAST TO TEST THIS PROGRAM, UH, IN FINDING FUNDING.
THE, THE GOAL IS FOR THE 10 DISTRICTS, AND THAT'S MOST OF US SITTING AT THIS TABLE THAT DOESN'T HAVE A CULTURAL CENTER TO HAVE RESIDENCIES IN THEIR DISTRICT AND THE PARKS THAT'S GOING TO PAY FOR IT.
THEY GET ART, WE GET ART AND, UM, EVERYBODY'S HAPPY.
SO IT JUST SEEMS LIKE A PERFECT PLAN.
SO I I, I HOPE WHAT I WOULD LIKE TO SEE IF, UH, ONCE WE GET THE RESULTS AND EVERYTHING, IT'S GETTING SUPPORT FROM ALL THE COMMISSIONS TO THE PARK BOARD TO LET THEM KNOW THAT THIS NEEDS TO EXPAND.
I KNOW RHONDA, THERE'S MORE WORK, BUT SHE JUST NEEDS MORE STAFF.
SO
SO THANK YOU SO MUCH CRYSTAL ROSS, SO MUCH FOR RESPONDING SO QUICKLY.
RHONDA, I KNOW I'M CALLING YOU ASKING FOR STUFF, BUT THANK YOU SO MUCH FOR DOING THIS BECAUSE I THINK WE'RE ALL BE THANK YOU.
SO DO THE, UH, ATTENDEES THAT HAVE A RESIDENCY REQUIREMENT, YOU MENTIONED THE THREE PARKS.
DO THEY HAVE TO LIVE IN THAT DISTRICT? NO, MA'AM.
UH, WE, WE JUST WANNA SEE THEIR PROPOSALS.
UM, WE HAVE CERTAIN CATEGORIES THAT WE'RE LOOKING FOR.
SO FOR EXAMPLE, WE'RE LOOKING FOR PHOTOGRAPHY, MURALISTS, SCULPTORS, THINGS THAT WE THINK TEENAGERS WOULD BENEFIT FROM MM-HMM.
YOU KNOW, WE WANT THEM TO LEARN SOMETHING THAT THEY CAN ACTUALLY USE LATER ON.
SO, UM, SO NO, THERE'S NO, THEY DO HAVE TO RESIDE IN THE CITY OF DALLAS.
BUT THEY DON'T HAVE TO RESIDE IN THOSE DISTRICTS.
AND THAT IS POSTED ON THE WEBSITE? IT IS ON, IT IS ON THE WEBSITE.
IT'S, IT SHOULD BE ON FACEBOOK.
I, I PUT IT ON THE COMMUNITY ARTS PAGE AND IT, IT'S, IT'S ALL SHOULD BE EVERYWHERE RIGHT NOW.
UM, ACTUALLY IT MIGHT BE COMING TO YOU SOON.
UM, I SENT IT OUT FOR IT TO BE DISTRIBUTED TO THE COMMISSIONERS, SO YOU SHOULD HAVE THAT INFORMATION SOON.
UM, BUT YOU WANNA SAY ANYTHING BEFORE? YES, I'D LIKE TO SAY A COUPLE THINGS.
FIRST OF ALL, I'M EXCITED THAT WE ARE ABLE TO PARTNER
[00:30:01]
WITH, UH, OFFICE OF ARTS, ARTS AND CULTURE.AGAIN, WE WORK WITH YOU ALL SO CLOSELY ON SO MANY THINGS.
I'VE HAD THE PRIVILEGE OF WORKING WITH RHONDA FOR, I DON'T EVEN KNOW HOW LONG.
SO THAT'S WHY IT WAS EASY TO TRY TO FIGURE OUT SOMETHING IN A SHORT AMOUNT OF TIME BECAUSE WE'VE WORKED TOGETHER.
UM, SHE SUPPORTED A LOT OF THE PROGRAMS, INITIATIVES THAT WE'VE ROLLED OUT.
SO IT'S BEEN REALLY EASY TO DO THAT.
I WANT TO MAKE SURE WE'RE CLEAR ON THE PARK DEPARTMENT FUNDING, 10 SITES
LOOK AT IT AND SEE HOW IS IT WORKING AND THEN WHAT WE WILL DO IS TRY TO FIGURE OUT HOW WE CAN IDENTIFY SOME FUNDS MOVING FORWARD IN THE NEXT FISCAL YEAR TO STILL, IF IT'S WORKING, IF IT'S SUCCESSFUL, WHICH I ASSUME IT WILL BE, BUT IDENTIFY FUNDS SO THAT WE CAN REPLICATE A MODEL SIMILAR TO WHAT WE'RE DOING THIS SUMMER AT MULTIPLE CENTERS.
SO ALTHOUGH I APPRECIATE COMMISSIONER FORM BUCKLES ENTHUSIASM ON PART DEPARTMENT FUNDING IT, WE WILL BE CAUTIOUS ON HOW WE IDENTIFY THOSE FUNDS AND WHEN, BUT I AM COMMITTED TO MAKING SURE THAT ARTS AND PARKS REALLY CONNECTS ON SO MANY DIFFERENT LEVELS.
SO I APPRECIATE YOU ALL BEING OPEN TO THIS PARTNERSHIP AS WELL.
UM, SO THIS IS REALLY EXCITING.
FIRST, DID YOU GUYS RECEIVE A SPECIAL GRANT? UM, JUST FOR THIS.
AND THEN, UM, HOW MANY STUDENTS ARE WE TALKING ABOUT? THAT'S A GREAT QUESTION AND I WANNA MAKE SURE I UNDERSTAND THE PROTOCOL.
CAN I JUST ANSWER THEM OR DO YOU NEED TO DIRECT ANSWER? OKAY, THANK YOU.
UM, SO WE DO NOT HAVE A GRANT.
WE'RE USING OUR ALLOCATED BUDGET.
SO WE'RE JUST IDENTIFYING FUNDS FOR THE SUMMER PROGRAM AND WE'RE PULLING OUT, WE'RE CARVING OUT 18,000 FOR THIS.
UM, STUDENTS, WE HAVE 40 AT THESE SITES.
SO WE HAVE A POTENTIAL OF 120.
HOWEVER, I THINK IT'S THURGOOD MARSHALL, THEY HAVE THE CAPACITY TO GO A LITTLE BIT MORE.
SO IS THIS CAPACITY, IS THIS WHAT IT WAS BEFORE THE PANDEMIC? UM, YES.
OUR TEAM PROGRAMS HAVE BEEN 40.
JUST, JUST REITERATE THAT STATEMENT, BUT I'D LIKE TO LEARN A LITTLE BIT MORE ABOUT THE, THE R F P.
JUST, UM, YOU KNOW, IN THE CONCEPT OF HOW QUICKLY IT'S COMING TOGETHER AND HOW MUCH WE ALL WANT A WIN SO THAT IT CAN HOPEFULLY BE EXPANDED IN FUTURE YEARS AND IT BEING A PILOT.
I WAS JUST CURIOUS IF THERE'S ANY INTERSECTION WITH THE TAP ARTIST LIST, IF YOU, YOU KNOW, SIMILAR IN PUBLIC ART, HOW WE HAVE THE, YOU KNOW, THE APPROVED ARTISTS SHORT LIST, IF, IF YOU GUYS ARE, ARE UTILIZING THAT AT ALL, ANY INTERSECTION THERE? UM, SO NO IN THAT, WELL, YES AND NO.
ANYONE CAN APPLY FOR THIS PROGRAM.
THEY DON'T HAVE TO BE A CAP ARTIST.
WE DON'T MARKET SPECIFICALLY TO CAP ARTISTS.
THEY ARE INTRODUCED TO THE PROGRAM AND ANYONE CAN APPLY FOR THIS PROGRAM, BUT IT'S NOT INTENTIONALLY TARGETING CAP ARTISTS.
ANYONE THAT'S NOT ON THE CAP ROSTER IS ABLE TO APPLY FOR THIS PROGRAM.
AND THEN THE TOP THREE WILL BE SELECTED WITHOUT PREJUDICE.
DOES THAT ANSWER YOUR QUESTION? YEAH, SURE.
IT JUST SEEMS LIKE THE CAP ARTISTS ARE SORT OF PRE-VETTED ALREADY AND HAVE EXPERIENCE UTILIZING THIS KIND OF FUNDING TO CREATE SOME TYPE PROGRAMMING.
SO IT WOULD SEEM TO ME THAT THEY WOULD BE POTENTIALLY MORE SUITED AND ESPECIALLY IN A SHORT TURNAROUND PERIOD TO ACTUALLY DELIVER IT SUCCESSFULLY.
HOWEVER, WE DO HAVE, IN MY EXPERIENCE, WE, WE HAVE HAD ARTISTS THAT ARE BRAND NEW THAT HAVE COME IN, THAT WE HAVE NOT TAPPED INTO THEIR RESOURCES OR THEIR TALENTS.
AND SO WE WANNA MAKE SURE THAT EVERYBODY HAS THE OPPORTUNITY AND NOT JUST KEEP REUSING THE SAME ARTISTS, EVEN THOUGH THEY ARE YES, YOU, YOU'RE RIGHT.
THEY ARE READY AND YOU KNOW, THEY KNOW WHAT TO DO ALREADY.
UM, WE ARE ABLE TO MOLD NEW ARTISTS WITH THESE NEW PROGRAMS SO THAT THEN POSSIBLY NEXT TIME THEY CAN APPLY TO BE ON CAP.
SO, UH, WE'RE JUST TRYING TO EXPAND THE POOL A LITTLE BIT MORE.
COMMISSIONER ME, I JUST HAVE A QUICK QUESTION.
WE WERE HEARING THE CLOUD RELEASE SCULPTURE AND MURALS, IS IT STRICTLY VISUAL ARTS THAT YOU'RE LOOKING AT OR ARE YOU LOOKING AT PERFORMING AND VISUAL AND LITERARY AND MEDIA ARTS? RIGHT NOW WE'RE ONLY LOOKING AT VISUAL ARTS, UM, BECAUSE WE'RE TESTING IT OUT AND WE, WE WERE TRYING TO FIND THE DISCIPLINES THAT WE THOUGHT WOULD BE MORE BENEFICIAL FOR THE TEENS RIGHT NOW.
UM, ALSO BASED ON THE EXPERIENCE WE'VE HAD WITH CAP, THE REQUEST THAT WE HAVE RECEIVED FOR TEENS HAS BEEN MORE OF VISUAL ARTS AND THINGS LIKE THAT.
SO WE'RE TRYING TO SEE IF THAT WORKS AND THEN WE CAN ALWAYS EXPAND IT.
YOU HAVE A COMMISSION IN THE GALLERY THAT WANTS TO SPEAK? UH, COMMISSIONER CURIO.
UM, ONE, UM, I THINK ALSO ONE OF THE RE ONE OF THE THINGS THAT YOU MIGHT GET BY OPENING IT UP TO OUTSIDE OF CAP ARTISTS IS THAT YOU GET INSTRUCTORS WHO MIGHT BE OFF, BUT
[00:35:01]
WOULD ALSO LIKE TO TEACH IN THE SUMMER, UM, BUT CAN'T BE A CAP ARTIST BECAUSE THEY'RE NOT REALLY AVAILABLE DURING THE YEAR.PEOPLE WHO TEACH, YOU KNOW, DAILY, UM, $6,000.
UH, I, I'M JUST THINKING BECAUSE IT IS VISUAL ARTS, I'M CONCERNED ABOUT THE AMOUNT OF STUDENTS YOU MENTIONED AND THE, THE COST OF MATERIAL.
UM, UH, IF YOU, IF YOU'RE TEACHING LIKE TEENAGERS VISUAL ART, YOU NEED QUALITY MATERIALS.
AND SO I'M JUST A LITTLE CONCERNED ABOUT THAT.
UM, I DON'T KNOW IF THERE'S LIKE A STIPEND FOR LIKE CANVASES OR IF YOU'RE, YOU KNOW, QUALITY PAPER OR, I DON'T KNOW.
THAT'S JUST SOMETHING I, I WANTED TO BRING UP.
AND THEN, UM, HOW WILL SUCCESS BE MEASURED SINCE YOU ALREADY HAVE NUMBERS? UM, SOMETIMES, YOU KNOW, IT CAN FEEL NEBULOUS AND THEN SO THINGS DON'T, THE WAY SUCCESS IS MEASURED ISN'T NECESSARILY, THE WAY I THINK ABOUT SUCCESS IS SOMETIMES JUST GROWTH REFLECTION.
NO ONE HAS TO SAY AT THE END THEY'RE GONNA BE A VISUAL ARTIST FOR THE REST OF THEIR LIVES, BUT PROBABLY I'LL BE DECIDING IF IT'S SUCCESSFUL, I GUESS.
AS FAR AS THE SUCCESS MEASUREMENT, WE, WE DON'T WANNA JUST BASE IT ON ATTENDANCE BECAUSE WE ALREADY HAVE A SET ATTENDANCE, BUT IF AT THE END OF THE PROGRAM WE CAN GET SOME TYPE OF FEEDBACK FROM THE PARTICIPANTS, FROM THE TEENAGERS, FROM THE KIDS THEMSELVES, SO THAT THEY CAN TELL US THIS IS SOMETHING THAT THEY WOULD LIKE TO CONTINUE OR NOT, WE WILL DEFINITELY GET THE FEEDBACK FROM THE ARTIST, OF COURSE WITH THE FINAL REPORT.
BUT IF WE CAN GET, UM, FEEDBACK FROM THE PARTICIPANTS AS WELL AS THE STAFF OF THE CENTER, THEN WE'LL TAKE ALL THAT, ROLL IT UP, AND THEN WE'LL MAKE THAT DECISION GOING FORWARD.
WHETHER, UM, YOU KNOW, IT'S SOMETHING THEY WANT TO CONTINUE OR NOT.
WILL THERE BE A CELEBRATORY, UM, VALERIE SHOW AT THE END THAT IS UP TO THE ARTIST AND UP TO THE CENTERS? UH, WE, WE WON'T GET THAT, DICTATE THAT FOR THEM.
AND I WAS JUST GONNA ADD TO IT.
SO A SURVEY IS ACTUALLY THE REQUIREMENT FOR OUR TEAM PROGRAM.
SO WE HAVE A VENDOR COME IN, OUR PARTICIPANTS AT THE END ARE REQUIRED TO COMPLETE A SURVEY AS WELL AS OUR STAFF AND THEIR OBSERVATION OF THAT PARTICULAR VENDOR.
SO WE WILL HAVE THAT INFORMATION TO SHARE WITH YOU ALL.
CLARIFICATION ON HER QUESTION.
THE FIRST PART OF YOUR QUESTION TALKED ABOUT BUDGET FOR SUPPLIES.
WAS THAT RESPONDED TO? NO MA'AM.
SO WE HAVE $6,000 ALLOCATED FOR THIS.
THE WAY OUR FUNDING PROGRAMS WORK IS WHEN THE ARTISTS DO THEIR PROPOSALS, THEY HAVE TO GIVE US A BUDGET, A PRELIMINARY BUDGET OF HOW THEY INTEND TO SPEND THAT $6,000.
IF WE SEE THAT THEY'RE OVER BUDGET BECAUSE OF SUPPLIES OR ANYTHING LIKE THAT, THEN WE CAN ADJUST IT ACCORDINGLY.
BUT WE WOULD LIKE TO SEE UPFRONT, FIRST AND FOREMOST WHAT THEY WILL DO OR HOW THEY CAN IVOR IT, IF YOU WILL, UM, TO SEE HOW IT WILL WORK WITH ONLY $6,000.
IF IT'S NOT, THEN YOU KNOW, WE CAN WORK ACCORDINGLY.
BUT, UM, THAT'S WHAT THEY GET UPFRONT.
THAT'S, THAT'S KIND OF HOW WE DO ALL OF THE FUNDING PROGRAMS FROM COMMUNITY ARTS.
UM, EVEN WITH THE MURALS ON THE MOVE, WE GIVE THEM $5,000.
CAN YOU WORK WITH THAT? YOU KNOW, AND THEY USUALLY DO.
SO, UM, THAT'S HOW WE'RE PLANNING ON DEALING WITH THAT.
UM, DID I ANSWER ALL YOUR QUESTIONS? COMMISSIONER CURIO? DO WANT? YES.
COMMISSIONER GLOVER IS YOUR HAND UP? IT WAS, UH, BUT SHE JUST ANSWERED MY QUESTION.
IT WAS ABOUT THE, THE FUNDING AND HOW THAT WOULD, UH, BE TRACKED OR, UM, WHAT IS THERE A BUDGET OR, UM, YOU KNOW, THAT THE, UH, SPECIFICS OF THE ALLOCATION AND THAT SHE JUST ANSWERED IT.
CAN I CLARIFY SOMETHING? SURE.
SO THE, YOU DON'T HAVE THE RFP IN FRONT OF YOU SO YOU DON'T HAVE THIS INFORMATION AND I APOLOGIZE, BUT WHEN WE SAY EIGHT WEEKS, THEY WILL NOT BE REQUIRED TO BE THERE FIVE DAYS A WEEK.
UM, FOR FIVE, YOU KNOW, FIVE DAYS, TWO DAYS A WEEK FOR EIGHT WEEKS.
SO IT'S NOT LIKE THEY'RE GONNA HAVE TO HAVE SUPPLIES MONDAY THROUGH FRIDAY, UH, FOR EIGHT WEEKS.
SO I APOLOGIZE THAT, CLARIFY THAT.
PARDON? HOURS WISE, THE HOURS DEPEND ON WHAT THE SCHEDULE IS.
THE SUMMER CAMP, UM, THEY HAVE OTHER ACTIVITIES TOO.
SO IT MAY BE AN HOUR FOR DAY HOURS.
UH, NO IT WON'T BE EIGHT HOURS.
SO, UM, REMEMBER WE'RE FITTING THIS, THEY ALREADY HAVE THEIR SUMMER CAMP SCHEDULE SET AND WHAT WE'RE TRYING TO DO IS JUST PUT THE ART COMPONENT INTO THEIR SUMMER CAMP.
SO WE'RE NOT REALLY REINVENTING THE WHEEL, WE'RE JUST A ADDING A COUPLE MORE POS ENHANCING, RIGHT, ENHANCING THAT.
YOU ANSWERED MOST OF MY QUESTIONS.
I HAD QUESTION ABOUT THE HOURS CUZ $6,000 FOR EIGHT WEEKS AND HAVING TO PAY THE ARTIST FOR THEIR TIME, PLUS THE SUPPLIES ON TOP OF THAT.
[00:40:01]
A TEACHER AND I KNOW HOW MUCH OUR VISUAL ARTS PEOPLE SPEND ON SUPPLIES.UM, SO I JUST WANNA MAKE SURE THAT WE'RE ALSO FAIRLY COMPENSATING THE ARTISTS THEMSELVES FOR THEIR TIME.
UM, AND IF WE'RE TALKING A COUPLE DAYS A WEEK FOR AN HOUR OR TWO, THAT'S DIFFERENT THAN A COUPLE DAYS A WEEK FOR SIX TO EIGHT HOURS.
SO, YOU KNOW, HOPEFULLY, HOPEFULLY WE GET A GOOD RESPONSE.
UM, MY SECOND SUGGESTION WOULD BE, HAVE YOU SENT THIS OUT TO THE FINE ARTS DIRECTORS OF OUR SCHOOL DISTRICTS IN THE AREA? BECAUSE THIS, THIS PROGRAM IS REALLY PERFECT FOR VISUAL ARTS TEACHERS CUZ IT'S RIGHT WHEN THEY'RE OFFICE SCHOOL AND IT WOULD, YOU PROBABLY GET SOME REALLY QUALIFIED PEOPLE WHO DO THAT ALL YEAR ROUND AND MIGHT BE INTERESTED IN DOING A TARGETED, YOU KNOW, THING AT A, AT A, AT A UM, REC CENTER.
SO I WOULD HIGHLY SUGGEST SENDING IT OUT TO THE FINE ARTS DIRECTORS OF KIND OF OUR DALLAS I S D OBVIOUSLY, BUT OUR KIND OF SURROUNDING DISTRICTS AS WELL, UM, IN THE AREAS.
CUZ I KNOW IF IT'S FAR NORTH DALLAS THAT COULD ENCOMPASS PLANO AND UM, MAYBE IRVING AND RICHARDSON.
COMMISSIONER REZI YOUR HAND UP.
IT IS, AND I APOLOGIZE, I APOLOGIZE FOR, UH, BEING TARDY.
I'M PULLING IN FROM LOVELY WASHINGTON STATE.
ONE, UM, MUCH GRATITUDE TO, UH, COMMISSIONER HORNBUCKLE, UH, FOR, FOR THIS.
UM, ALSO I HAD THE OPPORTUNITY TO CHAT WITH MY COUNCILWOMAN AND, UM, WE BOTH CONCUR THAT THIS IS INCREDIBLY MUCH NEEDED.
UM, I DO THINK THAT THERE ARE SO MANY MORE OPPORTUNITIES, UM, THAT CAN ARISE FROM THIS BY WORKING WITH THE PARKS DEPARTMENT.
UM, I KNOW THERE'S BEEN A LOT OF CHATTER ABOUT VISUAL ARTS, UM, BUT PERFORMING ARTS, UM, YOU KNOW, IF WE, IF WE, IF WE DID HALF VISUAL AND HALF PERFORMING, PERFORMING ARTS DON'T NECESSARILY HAVE THE ADDED EXPENDITURES.
UM, AND SO, YOU KNOW, $6,000 MAY WORK WELL FOR PERFORMING ARTS.
UM, I'M NOT SURE ON THAT THOUGH.
UH, BUT MAINLY THIS, THIS COMMENT WAS A CONGRATULATORY AND A THANK YOU AND MUCH, MUCH GRATITUDE.
UH, THANK YOU COMMISSIONER ILLA.
UH, AND I WANT TO THANK YOUR, UH, UH, CONSTANT, UH, REMINDERS THAT YOU WANT ART IN YOUR DISTRICT
SO, UM, I THINK THAT'S REALLY IMPORTANT.
UH, ONE OF THE THINGS MS. ROSS, THAT I WOULD LIKE TO DO IS, THAT'S WHY I WANT OUR COMMISSIONERS TO SUPPORT THIS AND GO TO THEIR COUNCIL PEOPLE AND SAY, HEY, THE PARKS NEEDS FUNDING TO DO THESE PROGRAMS. SO THAT'S KIND OF, WE'RE WORKING ALL TOGETHER TO GET THERE.
SO I I REALLY, I'M REALLY EXCITED ABOUT IT AND ANYTHING I THINK WE COULD DO TO BE SUPPORTIVE, PLEASE LET US KNOW.
COMMISSIONER ALONE, ARE THE, UM, APPLICATIONS GOING TO BE REVIEWED BY PANELISTS OR WHO DETERMINES? OKAY.
OH, SO YES, WE'LL HAVE A PANEL MAINLY OF STAFF FROM THE PARKS DEPARTMENT AND SOME COMMUNITY MEMBERS.
WE WANT THE INPUT OF THE, THE, THE MANAGERS, THE CENTER MANAGERS SO THAT THEY CAN SELECT WHO, UH, YOU KNOW, THEY THINK.
BUT WE WILL ALSO HAVE COMMUNITY MANAGERS FROM THAT LIST THAT YOU ALL HAVE APPROVED.
SO, FOLLOW UP QUESTION, ARE WE SETTING THE ARTIST OR ANYBODY WHO BUYS, ARE WE SETTING THEM UP FOR SUCCESS IN REALLY IDENTIFYING THOSE WHO HAVE THE PEDAGOGY? RIGHT? WHO CAN STRUCTURE AN EIGHT WEEK PROGRAM COMING IN ONCE OR ONE OR TWO HOURS A WEEK BY, WHICH MEANS I, I MEAN, DOES THE APPLICATION ASK SPECIFIC QUESTIONS ABOUT HAVE THEY DONE THIS BEFORE? OH, DEFINITELY.
AND WE CAN PROVIDE YOU A COPY OF THE APPLICATION IF YOU LIKE, OR A LINK TO IT.
UM, BUT I MIMICKED THE APPLICATION TO WHAT WE DO FOR THE NONPROFIT ORGANIZATIONS, JUST TAKING OUT ALL THE EXTRA REQUIREMENTS.
UM, LIKE THE BOARD REQUIREMENTS AND ALL THAT.
BUT THE APPLICATION IS PRETTY MUCH IN LINE WITH WHAT WE ASK THE NONPROFIT ORGANIZATION FOR THEIR RESIDENTS.
I HAVE A QUICK FOLLOW UP AS QUESTION.
UM, IS THERE, I KNOW WE'RE LIKE PUTTING YOU GUYS ON THE SPOT.
IS THERE, UM, IS THERE GONNA BE PEOPLE ON THE PANEL AS WELL THAT ARE VISUAL ARTS SPECIALISTS? CUZ IT SEEMS TO ME THAT YOU WOULD NEED AT LEAST A FEW OF THOSE PEOPLE TO LOOK AT THE PROPOSALS AND BE ABLE TO TELL IF REALLY THE BUDGET IS, IS DOABLE AND WHAT'S BEING SAID IS GONNA BE DONE, COULD BE DONE WITHIN THAT BUDGET.
AND IF WHAT'S BEING SAID COULD BE
[00:45:01]
DONE IS, IS, YOU KNOW YEAH.WELL, I DON'T KNOW WHO'S GOING TO BE ON THE PANEL BECAUSE A LOT OF TIMES WE'LL REQUEST PANELISTS AND WE CAN AVAILABLE.
YEAH, WE WILL DEFINITELY REACH OUT TO SOME OF OUR VISUAL ARTISTS AND IF THEY ARE AVAILABLE, THEY'RE WELCOME TO BE ON THE PANEL IF THEY'RE NOT APPLYING THEMSELVES.
BUT I CANNOT GUARANTEE WHO WILL BE ON THE PANEL UNTIL I ACTUALLY AM THE, BUT THE PANEL.
BUT THE COMMITTEE MEMBERS WILL BE PULLED FROM OUR ARTS, THE LIST, OUR, OUR ARTS LIST AS OPPOSED TO WHAT, I DON'T KNOW IF THE PARKS DEPARTMENT HAS SOMETHING SIMILAR, SIMILAR OR NOT.
I WANTED TO SHARE TWO THINGS, UM, THAT I'M REALLY THRILLED ABOUT, UM, SEEING.
ONE IS THIS REALLY GREAT COLLABORATION BETWEEN OUR DEPARTMENT AND PARKS.
YEARS AGO, UH, THE CITY OF ATLANTA TRIED TO LAUNCH WHAT WE CALLED CENTERS OF HOPE, WHERE, UH, SELECTED REC CENTERS WERE ESSENTIALLY LIKE REVITALIZED LIVENED UP WITH ARTS PROGRAMMING.
THEY HAD NO PARK REC PROGRAMMING AT ALL.
SO THEY WANTED TO REVISIT THOSE CENTERS AND TRY TO BRING THEM UP TO SPEED, UP TO PAR WITH ARTS PROGRAMMING.
AT THAT TIME, THERE WASN'T REALLY A CLEAR, UH, COLLABORATION BETWEEN THE TWO DEPARTMENTS AND THE PROJECTS KIND OF FELL APART.
AND SO I'M ALREADY THRILLED TO SEE THAT WE HAVE WONDERFUL RELATIONSHIP HERE AND THAT RHONDA AS ALWAYS MAKES THINGS HAPPEN.
SO I KNOW THAT THE TIME WAS TRICKY ON THIS AND YOU MADE IT HAPPEN, AND I'M ALWAYS, ALWAYS SO VERY IMPRESSED BY YOU.
THE OTHER THING I WANNA SHARE IS ABOUT CRYSTAL.
I'M SO THRILLED TO GET TO WORK WITH YOU.
UM, I HAVE THROUGHOUT THE TRAJECTORY OF MY CAREER, SOME OF Y'ALL KNOW I TRAINED IN DANCE IN NEW YORK AND, UH, THE DANCE SCHOOL'S LIKE SIX, ALMOST 60 YEARS OLD.
SO WHEN I WAS IN KINDERGARTEN, THERE WAS A MAN GRADUATING FROM HIGH SCHOOL AND AS I BECAME A COLLEGE STUDENT, HE WAS THERE AT MY COLLEGE.
LIKE I KNOW YOU, WE TRAINED AT DANCE TOGETHER.
HE GOES ON AND MOVES UP IN HIS CAREER IN HIGHER ED AND I END UP IN TENNESSEE DOWN THE ROAD IN MY CAREER, I WAS WORKING FOR THE DEPARTMENT OF DEFENSE.
HE WAS THERE, HE WAS AT T S E.
AND SO I SHARED WITH HIM THAT I'M GONNA BE MOVING TO DALLAS, TEXAS.
HE WAS LIKE, WHAT? MY GIRL CRYSTAL IS THERE.
I'M LIKE SO MANY GREAT THINGS ABOUT YOU AND FOR ME PERSONALLY, I ALWAYS LIKE TO KNOW THERE'S SOMETHING, YOU KNOW, YOU ALWAYS GET THESE LITTLE CONFIRMATIONS ALONG THE ROAD YOU'RE DOING, YOU'RE IN THE RIGHT PLACE.
YOU WHERE YOU'RE SUPPOSED TO BE, YOU'RE DOING, YOU'RE SUPPOSED TO DO SOMEBODY'S, YOU GOTTA SAFE PLACE TO LAND.
SO GLAD
MADAM CHAIR, DO WE HAVE A OTHER COMMENTS? ONE MORE COMMENT.
THIS STARTED LONG AGO WITH THE DALLAS SYMPHONY AND THE PARKS DEPARTMENT AND PART OF THEIR AGREEMENT WAS TO GO OUT AND DO THESE CONCERTS.
JOE AND I TALKED ABOUT ALL OVER.
SO WE'RE VERY, VERY HAPPY WITH OUR PARKS DEPARTMENT.
WE NO, YOU DIDN'T INTEND TO SPEND THE AFTERNOON.
I'M, I'M, I'M ACTUALLY BE IN THIS ROOM RIGHT AT THIS HOUR.
I APPRECIATE YOU ALL HAVING ME.
SO THANK YOU SO MUCH FOR GIFTING US WITH THE PARTNERSHIP.
RHONDA, ARE YOU SPEAKING AND YOU'RE MOVING TO BRIEFING NUMBER C THE PROPOSED FUNDING PROGRAM GUIDELINES FOR OUR THREE PROGRAMS? SURE.
CAN I SIT HERE NOW? WE'RE DOING COMMISSIONERS.
WE'RE DOING THE BRIEFINGS NOW, AND WE WILL VOTE ON ITEMS TWO THROUGH FOUR AT THE END OF THEIR BRIEFING.
WELL THANK YOU AGAIN FOR, FOR YOUR TIME TODAY.
THE FIRST THING WE'RE GOING TO DO IS JUST A ALLOCATIONS COMMITTEE.
KINDLY ASKED IF WE TAKE JUST A MOMENT AT THE START TO GO OVER THE DIFFERENCES BETWEEN SOME OF OUR MAJOR FUNDING PROGRAMS, JUST TO REMIND YOU OF WHICH ONE IS WHICH BECAUSE WE HAVE MANY ACRONYMS AND THEY SOUND VERY SIMILAR.
SO WE WILL BE DISCUSSING THREE OF THESE TODAY.
THE FOURTH IS JUST FOR REFERENCE.
WE'LL GET TO THAT IN FUTURE MONTHS THIS SUMMER.
UM, SO THE OFFICE OF ARTS AND CULTURE HAS FOUR MAJOR FUNDING PROGRAMS. THREE OF THOSE FOUR ARE FOUR YEAR DISCUSSION TODAY, AND THEY WERE PASSED UNANIMOUSLY BY THE ALLOCATIONS COMMITTEE LAST.
THE FIRST IS THE COMMUNITY ARTS PROGRAM, WHICH RHONDA WILL DISCUSS.
[00:50:01]
AN ANNUALLY UPDATED ROSTER OF ARTISTS.THE COMMUNITY ORGANIZATION HOSTS REQUEST FROM THE CITY.
THIS IS PRIMARILY FOR ALANA ARTISTS AND THIS YEAR WE'RE HIGHLIGHTING ALANA AR, UH, ARTISTS AND ARTISTS WITH DISABILITIES.
UM, AND THE ROSTER AND AWARDED AMOUNTS WILL BE RECOMMENDED BY ALLEGATIONS COMMITTEE.
THIS IS A PROJECT BASED FUNDING PROGRAM THAT SERVES ORGANIZATIONS AND ARTISTS ACROSS DALLAS.
AND WE GIVE THE HIGHEST NUMBER OF AWARDS THROUGH THIS PROGRAM, UM, ABOUT A HUNDRED EVERY YEAR.
ALL DALLAS BASED INDIVIDUAL ARTISTS AND ARTS AND CULTURAL, CULTURAL ORGANIZATIONS ARE ELIGIBLE WITH A FEW EXCEPTIONS IF YOU'RE GETTING A WHOLE LOT FROM C O P.
UM, APPLICATIONS ARE IN THREE ROUNDS THROUGH JULY, SEPTEMBER AND JANUARY.
UM, AND THOSE GUIDELINES AND SCENARIOS ARE PRESENTED BY STAFF AND REVIEWED BY THE ALLOCATIONS COMMITTEE.
THIRD, WE HAVE CULTURE OF VALUE.
THIS IS ONE THAT'S COMING BACK AFTER A YEAR IN HIBERNATION.
UM, THANKS TO A WONDERFUL GRANT FROM THE NEA.
UM, THAT IS A VERY EXPEDITED, IT'S ALSO PROJECT-BASED FUNDING PROGRAM THAT IS, ESPECIALLY FOR ALANA ARTISTS AND ALANA FOCUS PROGRAMMING.
UM, THIS YEAR THE BUDGET WILL BE ABOUT $200,000 AND IT WILL AWARD ABOUT 75 ARTISTS THROUGH THOSE MICRO GRANTS.
ALANA ARTISTS OR ALANA ORGANIZATIONS ARE ELIGIBLE FOR THIS ONE AND HOPEFULLY APPLICATIONS.
UM, AS SOON AS WE GET THE WORD FROM THE CITY'S, UM, LEGAL DEPARTMENT THAT EVERYTHING IS FREE AND CLEAR TO GO, THEY WILL OPEN THIS SUMMER.
FINALLY, THE CULTURAL ORGANIZATIONS PROGRAM.
THIS IS AN ENTIRE YEAR OF CONTRACTED SERVICES AND PROGRAMS FROM, FOR VERY LARGE ARTS AND CULTURE ORGANIZATIONS.
SO YOU HAVE TO HAVE, UM, REVENUE OF OVER A HUNDRED THOUSAND DOLLARS A YEAR TO QUALIFY BY THIS ONE.
UM, THESE ARE THE HIGHEST BUDGET AWARDS.
SO ARTS ACTIVATE HAS THE HIGHEST NUMBER, THESE ARE THE HIGHEST DOLLAR AMOUNTS.
UM, AND WE HAVE AN APPROXIMATE BUDGET LAST YEAR OF ABOUT 6 MILLION FOR ABOUT 48 ORGANIZATIONS.
UM, WE STARTED ACCEPTING, UM, AND FINISHED ACCEPTING APPLICATIONS FOR THOSE, UH, ON APRIL 12TH.
AND WE LOOK FORWARD TO BRIEFING YOU ABOUT THOSE LATER THIS SUMMER.
SO THAT'S JUST A, AN OVERVIEW OF THE PROGRAMS. THE THREE THAT WE'LL BE DISCUSSING TODAY ARE THE COMMUNITY ARTS PROGRAM, CAP ARTS ACTIVATE, AND CULTURE VALUE.
AND WE'LL LOOK FORWARD TO TALKING ABOUT C O P D A WHOLE LOT MORE THIS SUMMER AND THIS FALL.
UM, SO STARTING WITH CAP, THE COMMUNITY ARTISTS PROGRAM GUIDELINES, I HOPE THAT YOU'VE HAD A CHANCE TO READ THROUGH THEM.
UM, I WILL JUST ADDRESS THE CHANGES THAT WE HAVE FOR THE GUIDELINES FOR 22, 20 23, 24.
UM, ONE OF THE MAJOR CHANGES WAS THE CAP FOR THE FUNDING FOR INDIVIDUAL ARTISTS.
LAST YEAR WE HAD THEM CAPPED AT $15,000 AND SO THIS YEAR WE'RE CHANGING OR EXTENDING THE CAP ALL THE WAY TO 30,000, UM, FOR ALL, UM, INDIVIDUAL ARTISTS AND ORGANIZATIONS.
UM, WE FOUND THAT BY CAPPING IT AT 15,000, WE RAN INTO SOME TROUBLE BECAUSE SOME OF THE INDIVIDUAL ARTISTS SUCH AS ROB HOLBERT AND THOSE JAZZ BANDS, THEY APPLY AS INDIVIDUAL ARTISTS.
AND THEN, UM, WE GET SO MANY REQUESTS THAT THEY PRETTY MUCH EXCEED THAT CAP.
SO EXTENDING IT WOULD GIVE THEM A LITTLE BIT MORE LEEWAY FOR FUNDING.
THE SECOND MAJOR, UH, CHANGE WOULD BE THE REVISED SCORING MATRIX TO ADD ARTISTS WITH DISABILITIES.
LAST YEAR WE UPDATED THE GUIDELINES TO ADD GOAL NUMBER FIVE, WHICH WAS CREATING OPPORTUNITIES FOR ARTISTS WITH DISABILITIES AND FOR, UM, DIS DISABILITY PROGRAMMING FOR RESIDENTS.
AND SO, BUT WE DIDN'T DO ANYTHING ELSE OTHER THAN JUST ADDING THAT GOAL.
SO THIS YEAR I THOUGHT WE COULD MAYBE JUST TAKE IT A STEP FURTHER AND ADD SCORING FOR THAT.
WE HAD LAST YEAR AN INDIVIDUAL THAT APPLIED, THAT IDENTIFIED AS BEING DISABLED, HOWEVER, DID NOT HAVE ENOUGH POINTS TO MAKE IT ON THE ROSTER.
SO IF YOU, I THINK IT'S ON THE, ON THE SCREEN, IF YOU WOULD LOOK AT THE SCREEN, THE CHANGE THAT WE MADE WAS THE, UM, TWEAK OR ENHANCE THE ADMINISTRATIVE SCORE TO ADD 10 MORE POINTS TO COVER 10 POINTS FOR ARTISTS WITH DISABILITIES.
SO WE ALREADY HAVE 10 POINTS FOR A LOT OF PROGRAMMING.
WE WILL HAVE 10 POINTS FOR ARTISTS WITH DISABILITIES, ARTISTS WHO IDENTIFY AS DISABLED, AND THEN WE WILL KEEP THE UP TO FIVE POINTS FOR THE CULTURAL PLAN PRIORITIES OF EQUITY AND DIVERSITY.
UM, I THINK I'M GONNA PAUSE THERE FOR QUESTIONS.
IS THERE ANY CONCERN ABOUT MORE OF THAT
[00:55:01]
MONEY WINDING UP IN FEWER OF THOSE ARTISTS' HANDS? BECAUSE CERTAIN ONES ARE PERCEIVED TO BE BETTER AND THEN ARE BEING REQUESTED MORE AND MORE.AND SO THAT EXTRA $15,000 IS GOING TO THEM IS ACTUALLY BEING TAKEN AWAY FROM SOMEONE ELSE WHO MAY HAVE BEEN CHOSEN BECAUSE THE OTHER PERSON CAPPED OUT? WELL, WHEN WE DO THE ALLOCATIONS, WE PROBABLY WON'T, WON'T ALLOCATE MORE THAN THE 15,000, BUT IT GIVES US THE ABILITY TO ADD MORE FUNDS LATER ON.
UM, SO LIKE THE PREVIOUS YEAR WE HAD ROB HOLBERT, I'LL TAKE AS AN EXAMPLE.
WE HAD THE $15,000 CAP, BUT WE ENDED UP HAVING TO ADD MORE FUNDS BECAUSE THEY RAN OUT OF FUNDS FOR THAT 15,000.
NOW WILL IT TAKE MONEY FROM SOMEONE ELSE? THAT DEPENDS.
WE, I, I CAN'T REALLY SAY BECAUSE WHEN WE ALLOCATE THE FUNDS, WE HAVE TO SEE WHO HAS APPLIED, WHO HAS MADE THE ROSTER, HOW THEIR PREVIOUS YEAR WAS.
IF WE HAVE SOMEONE THAT APPLIED AND DID NOT DO VERY WELL IN THE PREVIOUS YEAR, THEY DID A REDUCTION ANYWAY.
AND SO WE TAKE THOSE FUNDS AND THEN REALLOCATE THEM TO WHOEVER NEEDS IT.
SO IT, IT'S KIND OF A BALANCING ACT.
UH, BUT WE DON'T FEEL THAT WE'RE TAKING ANY MONEY AWAY FROM ANYONE.
WE JUST WANNA MAKE SURE THAT EVERYONE WILL STILL HAVE AN OPPORTUNITY.
AND THEN IF THEY NEED MORE FUNDING, WE'RE NOT LIMITED TO, OH NO, YOU CAN'T HAVE ANY MORE FUNDS.
WE CAN ACTUALLY ADD ADDITIONAL FUNDS IF THOSE FUNDS ARE AVAILABLE.
IT SOUNDS LIKE YOU DISCRETIONARILY ALREADY HAVE THE ABILITY TO DO THAT, SO I'M JUST CURIOUS WHY THE CAP ITSELF NEEDS TO BE RAISED.
WELL, THE CAP ALLOW, THE CAP DOES NOT ALLOW US TO GIVE THEM MORE FUNDING MM-HMM.
AND SO ONCE THEY RUN OUT OF THAT 15,000, THAT'S IT.
THIS JUST GIVES THEM THE LEEWAY.
SO WE'VE, WE HAD THIS DISCUSSION ABOUT, YOU KNOW, HOW MUCH OF IT DO WE PUT BACK ON THE ARTIST TO SELF-PROMOTE? RIGHT.
UM, AND THEN FOR ME, I, I'LL BE HONEST, I'M LOOKING AT THE CAP ARTIST AND I DON'T KNOW WHAT SOME OF THEM WOULD OFFER AT AN EVENT.
A FEE, A FREE OPEN TO THE PUBLIC EVENT.
SO I ALWAYS HAVE MY GO-TOS BAND, CHORAL, ROB HOLBERT, OPHELIA.
SO IT'S ALSO KIND OF EDUCATING EVERYBODY, RIGHT? THE PUBLIC, UM, NEIGHBORHOOD ASSOCIATIONS, ANYBODY WHO QUALIFIES ABOUT THE ARTISTS AND WHAT COULD BE POSSIBLE.
SO WE WERE THINKING MAYBE A VIDEO, A SHORT VIDEO CLIP THAT COULD ACCOMPANY THE, THE PROFILE ON THE WEBSITE.
BUT THERE, I THINK THERE NEEDS TO BE A LOT MORE PROMOTION.
SO TO GET AN UNDERSTANDING, JUST WANTED TO, DO YOU HAVE A RESPONSE BEFORE WE ASK FOR THE NEXT COMMENT? WELL, AS FAR AS PROMOTION, YES, WE DID TALK ABOUT THAT AND MAYBE HAVING A VIDEO.
EACH ARTIST HAS LINKS TO THEIR OWN PROJECT WEBSITE, SO YOU CAN CLICK ON IT AND SEE WHAT THEY DO SEPARATELY.
WE DO HAVE A DESCRIPTION OF WHAT THEY HAVE TO OFFER, WHAT THEY'VE APPLIED FOR, WHAT THEIR PROPOSAL WAS.
WE HAVE THAT DESCRIPTION ON THE WEBSITE AND THEN THEY CAN CLICK INDEPENDENTLY AND GO TO THEIR WEBSITE AND SEE THEM IN ACTION OR GO TO YOUTUBE OR SOMETHING LIKE THAT.
SO WE WILL TAKE THAT INTO CONSIDERATION TO SEE HOW WE CAN ADD THAT VIDEO ON THERE.
UM, I WILL SAY I, I DON'T WANNA LET THE CAT OUT OF THE BAG, BUT I WILL SAY THAT THIS YEAR WE HAVE VARIOUS ARTISTS THAT ARE ALREADY OUT OF FUNDING, WHICH IS A GREAT THING.
UM, THEY'RE ALREADY OUT OF FUNDING AND SO I DON'T, I I'LL STOP THERE, BUT, UM, BUT YES, ANYWHERE THAT WE CAN ENHANCE AND PROMOTE, UM, DEFINITELY WE WILL, WE WILL ASSIST OR TRY TO GET ASSISTANCE WITH THAT.
YOU KNOW, I THINK IT'S DEFINITELY BETTER TO LEAVE THAT UP TO THE THIRD PARTY BECAUSE I'M STILL WAITING FOR THE, UH, PORTRAIT.
I GOT TAKEN BY, YOU KNOW, THE DALLAS PHOTOGRAPHY SERVICES TO BE ADDED TO THE
THE COMMISSIONER START LIKE TWO AND A HALF YEARS AGO NOW.
YOU KNOW, JUST TALKING ABOUT GUIDELINES AND SEEING THAT, UM, WE'RE REFERRING TO ALANA ARTIST, I'VE ASKED THIS QUESTION BEFORE, NEVER REALLY KNEW, NEVER GOT AN ANSWER.
I'M WONDERING IF YOU COULD HELP ME UNDERSTAND, FOR, UH, ALANA ARTISTS THAT IDENTIFY AS NATIVE AMERICAN, IS THAT SELF-IDENTIFYING OR DO THEY HAVE TO PROVIDE, UH, DOCUMENTATION? EVERYTHING IS SELF-IDENTIFYING.
EVERYTHING IS SELF-IDENTIFYING.
EVEN WITH THE DISABILITIES, WE'RE NOT ALLOWED TO COLLECT ANY KIND OF DOCUMENTATION, UM, BECAUSE WE WOULD BE IN INFRINGEMENT OF HIPAA LAWS OR HIPAA GUIDELINES.
SO EVERYTHING IS SELF-IDENTIFYING.
YEAH, I HAD THAT QUESTION BECAUSE OF, UM, I WAS WONDERING ABOUT, YOU KNOW, FUNDS ATTACHED TO PRODUCING ART AND HOW, UM, YOU KNOW, HOW THAT WOULD WORK WITH LIKE SOMETHING LIKE THE, UH, AMERICAN INDIAN ARTS AND CRAFTS ACT, UM, AND ENSURING THAT IT'S NOT, UM, LOOKED AT IN A WRONG WAY.
[01:00:01]
UNDER, UNDER THIS, THIS PROGRAM AND FUNDS FROM THE CITY AND THINGS LIKE THAT, THAT'S DEFINITELY SOMETHING WE CAN, UM, TALK ABOUT.AND MAYBE YOU CAN HELP ENLIGHTEN US, UM, A LITTLE BIT MORE ON THAT.
I WOULD APPRECIATE THAT ACTUALLY.
UH, I'D, I'D LOVE TO, I'D LOVE TO HELP WITH SOME OF THAT.
UM, I WANTED TO ASK A FEW QUESTIONS FIRST.
UM, UH, THE ARTISTS WITH DISABILITIES GET 10 POINTS, UM, AND THE ARTISTS WHO ARE SERVING FOLKS WITH DISABILITIES WHO HAVE SPECIAL SPECIALIZATIONS IN THOSE AREAS, THEY GET FIVE POINTS UNDER THE CULTURAL PLAN PRIORITY.
IS THAT WHAT YOU WERE SAYING? UM, NO.
WOULD YOU REPEAT THAT? I DON'T KNOW THAT I UNDERSTAND THE QUESTION.
SO, ARTISTS WITH DISABILITIES GET 10 POINTS, BUT UNDER THE EQUITY AND DIVERSITY, IF A PERSON SAYS THAT THEY HAVE A SPECIALIZATION OR THEIR PROGRAM, OR THEY HAVE THE ABILITY TO CATER TO FOLKS WITH DISABILITIES, ESPECIALLY CHILDREN, TEENAGERS, UH, WITH DISABILITIES, DO THEY GET THE FIVE POINTS UNDER EQUITY AND DIVERSITY FOR THAT? I'M JUST WONDERING.
SO NO, THE EQUITY AND DIVERSITY POINTS ARE SPECIFICALLY, SPECIFICALLY LINKED TO THE CULTURAL PLAN PRIORITIES IN THE APPLICATION.
THERE'S A QUESTION THAT THEY HAVE TO ANSWER, UM, AND THEY HAVE TO EXPLAIN HOW THEIR PROGRAMMING ALIGNS WITH THE CULTURAL PLAN.
SO THAT'S WHERE THE EQUITY AND DIVERSITY, THE EQUITY AND DIVERSITY ARE COMING.
UH, THOSE ARE THE CULTURAL PLAN PRIORITIES THAT WE USE FOR THIS PROGRAM.
SO THEY HAVE TO TELL US HOW THEIR PROGRAM ALIGNS WITH THOSE TWO PRIORITIES.
UM, THEY CAN SELECT ONE OR THE OTHER.
BUT THAT'S HOW THEY GET THOSE FIVE POINTS IS ONE OF THE PRIORITIES.
CUZ I DON'T TOTALLY HAVE THEM MEMORIZED.
ONE OF THOSE PRIORITIES HAVE TO DO WITH SERVING FOLKS WITH DISABILITIES OR IS IT ONLY CULTURAL? YES.
AND IS IT THE INDIVIDUAL WITH DISABILITIES OR IS IT WHO THEY'RE SERVING? SO, YES, SO, OKAY.
SO WE'RE NOT GIVING POINTS FOR DISABILITY PROGRAMMING YET.
SO THE, ALL THE PROGRAMMING IS JUST THEIR GENERAL REGULAR PROGRAMMING, WHETHER IT SERVES INDIVIDUALS WITH DISABILITIES OR NOT, JUST GENERAL PROGRAM, THAT'S THEIR REGULAR SCORE.
THE EQUITY AND DIVERSITY SCORES ARE SPECIFICALLY LINKED TO THE CULTURAL PLAN.
AND HOW DOES THEIR PROGRAM IDENTIFY WITH THE CULTURAL PLAN? THIS WAS, UM, WE CREATED THIS BECAUSE WE WANT THEM TO BE AWARE OF THE CULTURAL PLAN AND WE WANT THEM TO BE ON THE SAME PAGE WITH US.
AND SO THAT'S WHY WE INCLUDED THOSE POINTS IN THERE.
OH, I, I'M GREAT WITH THOSE POINTS.
I JUST DIDN'T KNOW IF IT FELL UNDER THAT, UH, UH, IF IT FELL, IF, IF SERVING FOLKS WITH DISABILITIES FELL UNDER EQUITY.
NOT, NOT AT THIS TIME, NO, NOT YET.
SORRY, THIS WAS, I'M NOT, OH, I WASN'T DONE.
UM, THE, UM, BUT OF COURSE NOW I'VE FORGOTTEN.
I'LL JUST KEEP MY HAND RAISED.
UM, SO THIS WAS RAISED AT ALLOCATIONS TOO, BUT MY CONCERN ABOUT GIVING SOMEBODY 10 POINTS JUST BY IDENTIFYING THAT THEY HAVE A DISABILITY, CUZ THAT DOESN'T REALLY GO ALONG.
THEY GET A, THEY DID GET 10 POINTS FOR ALANA PROGRAMMING.
SO THAT COULD BE A COMBINATION OF THE ARTIST BEING AN ALANA ARTIST, BUT ALSO PROVIDING PROGRAMMING THAT IS SPECIFIC TO THOSE COMMUNITIES OR THOSE CULTURES.
SO TO ME, THAT WORKS BETTER THAN JUST SAYING YOU GET 10 POINTS FOR SELF-IDENTIFYING AS HAVING A DISABILITY.
I, I, I THINK THAT'S A LITTLE TRICKY.
I THINK THE QUESTION WAS RAISED AT ALLOCATIONS, IS THAT EVEN LEGAL, UM, TO ALLOW THOSE POINTS.
AND, AND I THINK YOU SAID YOU WOULD GET, YOU KNOW, WE, WE'D GET WITH THE CITY ATTORNEY ON THAT.
TO ME IT WOULD WORK BETTER TO HAVE IT SAY PRO DISABILITY PROGRAMMING, WHICH IF SOMEBODY DOES HAVE A DISABILITY, IT'S PRETTY LIKELY THEY'RE GONNA PROVIDE PROGRAMMING THAT WOULD BE TARGETED TO THAT, TO THAT POPULATION.
UM, SO I GUESS THAT KIND OF GOES ALONG WITH COMMISSIONER RIO'S.
UM, QUESTION TOO IS, IS I WOULD THINK ALSO FOR US, THE BIGGER, TO ME THE BIGGER THING IS THE PROGRAMMING WE'RE OFFERING RATHER THAN THE SPECIFIC ARTIST THAT'S OFFERING THE PROGRAMMING.
I THINK THAT'S IMPORTANT, BUT I THINK THE, YOU'RE GONNA SERVE A LOT MORE PEOPLE THROUGH THE PROGRAMMING ITSELF RATHER THAN JUST THAT IN, DOES THAT MAKE SENSE?
[01:05:01]
YES.SO, SO TO ME, IT, TO ME, IT WOULD MAKE MORE SENSE TO HAVE THE POINTS BE FOR THE PROGRAMMING BEING TARGETED TO THAT AUDIENCE.
AND THEN YOU ALL WOULD HAVE TO DECIDE THAT, CUZ I MEAN, ANYBODY COULD SAY, OH, WE CAN PROVIDE A CONCERT TO PEOPLE WITH DISABILITIES, BUT TO ME IT WOULD BE MORE TARGETED PROGRAMMING TO THOSE POPULATIONS.
WOULD, WOULD GET THOSE POINTS.
SO, SO IF I MAY YES, I, I UNDERSTAND YOUR CONCERN.
UM, WITH GIVING, IF WE WERE TO OPEN IT UP TO SAY DISABILITY PROGRAMMING AND LIKE WE HAVE A LOT OF PROGRAMMING.
UM, RIGHT NOW WE DON'T HAVE ANY DISABILITY POINTS, BUT WE DO HAVE ARTISTS WHO PROVIDE DISABILITY PROGRAMMING, RIGHT? SO IF WE WERE TO OPEN THAT UP TO DISABILITY PROGRAMMING, THEN ARTISTS WITH DISABILITIES WOULD OF COURSE GET THOSE POINTS.
BUT THEN EVERYBODY ELSE THAT DOES DISABILITY PROGRAMMING WILL ALSO GET THOSE POINTS.
SO THERE WOULD BE NO ADVANTAGE OR NO, YOU KNOW, BOOST FOR ARTISTS WITH DISABILITIES, IT WOULD STILL BE THE SAME LIKE AS WE HAD BEFORE, BUT THEY DO HAVE TO BE QUALIFIED, RIGHT? I MEAN, YES.
SO, AND, AND SO IF I MAY, THE OTHER POINTS NOW, WE'RE NOT ONLY FOCUSING ON THE 25 POINTS, WE DO HAVE THE COMMUNITY IMPACT, QUALITY OF SERVICE AND ARTISTIC QUALIFICATION POINTS.
SO THE PANEL WILL TAKE THAT INTO CONSIDERATION AS WELL.
SO WHEN THEY SUBMIT THEIR PROPOSAL, THEY'RE NOT JUST LOOKING AT THE FACT THAT THEY'RE DISABLED, THEY'RE LOOKING AT THE ENTIRE PROPOSAL, AND THAT PROPOSAL HAS TO BE ON POINT REGARDLESS OF WHETHER THEY'RE DISABLED OR NOT.
SO WE'RE DEPENDING ON THE PANEL TO READ THROUGH THE PROPOSAL, UM, WHETHER IT HAS DISABILITY PROGRAMMING OR NOT, GIVE THOSE POINTS.
AND THEN IF THE ARTIST IS DISABLED, THEY GET THOSE EXTRA POINTS.
WHEN, WHEN DO YOU ANTICIPATE HAVING AN ANSWER FROM THE LAWYERS ABOUT, CUZ I KNOW IF WE, FOR A FACT, IF WE PUT ON THERE THAT IF YOU ARE AN INDIVIDUAL OF ALANA, THAT THEY WOULD NOT ALLOW THAT, RIGHT? BECAUSE YOU CAN'T WELL, YES, WE, THEY WOULD ALLOW THAT.
WE ASK IF THEY'RE ALANA OR NOT, AND WE HAVE ALREADY VETTED THE GUIDELINES THROUGH THE CITY ATTORNEY'S OFFICE WITH THE DISABILITY LANGUAGE.
SO, UM, SO THAT'S ALREADY BEEN VETTED.
SO THAT'S, THAT'S, THAT'S OKAY.
YEAH, I JUST WANNA GO BACK A FEW, UM, LIKE A YEAR AGO, I GUESS WHEN WE HAD THIS DEBATE ABOUT ALANA, IF I RECALL PEOPLE SELF-IDENTIFYING AS ALANA AND THAT BEING A VERY SLIPPERY SLOPE.
DID WE EVER GET THAT CLARIFIED IN TERMS OF HOW WE WERE GOING TO MAKE SURE THAT IT WAS ACTUALLY, UM, THE ANA DESIGNATION WAS ACTUALLY NOT BEING EXPLOITED? WELL, AS FAR AS I KNOW, WE ARE STILL DOING THE SAME SELF-IDENTIFICATION PROCESS.
UM, I DON'T KNOW THAT WE HAVE DONE ANYTHING DIFFERENT.
THANKFULLY EVERYONE THAT HAS SELF-IDENTIFIED AS ALANA IS OR HAS PROVIDED ALANA PROGRAMMING.
SO, UM, IT HAS NOT BACKFIRED FOR NOW, BUT WE, AS FAR AS I KNOW, WE HAVE NOT, UM, CHANGED ANYTHING WITH THE PROCESS AS FAR AS REQUIRING DOCUMENTATION OR ANYTHING LIKE THAT.
BECAUSE I THINK THAT'S WHAT'S WHAT JODY IS KIND OF GETTING AT AS WELL IN TERMS OF NATIVE AMERICANS.
UM, I MEAN, THEY HAVE EXPLICIT WAYS OF BETTING WHETHER OR NOT A PERSON ACTUALLY IS, AND THEN, AND IF THAT'S BEING CIRCUMVENTED BY OUR PROCESS, CUZ WE CAN'T MM-HMM.
AND I'LL BE HAPPY, I'M REALLY INTERESTED IN SPEAKING WITH COMMISSIONER, UM, YELLOW FISH ABOUT THAT TO GET IN, YOU KNOW, TO FIND OUT EXACTLY WHAT IT IS THAT WE NEED TO DO TO MAKE THAT HAPPEN.
SO, UM, DO YOU HAVE ANYTHING YOU WANNA ADD ON? I DO NOT.
UM, I JUST HAD ONE OTHER, IT WAS KIND OF AN IDEA THAT, UM, AND THIS COMES FROM, UM, A PROJECT THAT I'M WORKING ON AT SPRUCE, BUT DALLAS FREE PRESS AND BT FOUNDRY, AND I'M, I'M ON THE BOARD OF PEGASUS MEDIA PROJECTS.
SO, BUT I'M JUST THINKING ABOUT THE WAY, UM, CAP ARTISTS WHO MAYBE AREN'T AT THAT GREAT AT, UM, PROMOTING THEMSELVES, IF IT MIGHT BE INTERESTING TO HAVE CAP ARTISTS WHO ACTUALLY HELP OTHER CAP ARTISTS.
LIKE, UM, BT FOUNDRY I KNOW, I THINK CAN HELP WITH LIKE GRAPHIC DESIGN AND MAYBE A HELP A PERSON WRITE A PRESS, UH, REALLY, OR THE DALLAS FREE PRESS COULD HELP THEM WRITE THE PRESS RELEASE.
MAYBE BT FOUNDRY COULD HELP THEM, YOU KNOW, WITH A LOGO, MAYBE PEGA MEDIA PROJECTS BEING ASKED TO COME TO ONE OF THEIR EVENTS TO MAKE A VIDEO.
THE VIDEO THAT MAYBE, UH, YOU KNOW, TINO WASN'T MENTIONING, OR COMMISSIONER OMA WASN'T MENTIONING EARLIER.
SO THAT, THAT, OR, AND I KNOW THERE'S A PHOTOGRAPHER ON THE LIST RIGHT NOW.
I JUST THOUGHT IT MIGHT BE INTERESTING IF THEY WERE ABLE TO CREATE THEIR OWN KIND OF WAY TO, IF, IF ONE OF THE
[01:10:01]
OTHER CAP ARTISTS COULD, COULD REQUEST THE SERVICE OF ANOTHER CAP ARTIST TO HELP THEM IF THEY'RE NOT DOING A GREAT JOB BY GETTING REQUESTED.SO THIS CA THE, THIS SAME TOPIC CAME UP DURING ALLOCATIONS AND I HAVE REQUESTED THAT A CITY ATTORNEY COME IN AND BRIEF ALLOCATIONS ON, ON, YOU KNOW, WHAT WE CAN SAY WHAT WE CAN'T SAY AND WHAT, WHAT THE TERMINOLOGY IS.
SO HOPEFULLY MORE TO COME ON THAT.
I JUST WANTED TO LET THE OTHER C KNOW THAT THIS IS, THIS IS SOMETHING WE HAVE, WE HAVE DISCUSSED IN GREAT DETAIL.
OH, RODNEY, YOU DID SAY THAT THEY HAVE BEEN BRIEFED ON THIS, IS THAT CORRECT? THE LEGAL DEPARTMENT? YES.
SO THE GUIDELINES WERE SENT TO THE CITY ATTORNEY'S OFFICE FOR REVIEW AND THEY HAVE REVIEWED IT AND THEY RETURNED IT TO US WITH THEIR COMMENTS AND SUGGESTIONS.
I WAS JUST CURIOUS, UM, HOW MANY OF THE CAP ARTISTS IDENTIFY AS NATIVE AMERICAN? UM, I COULDN'T TELL YOU A NUMBER, BUT I CAN TELL YOU THAT WHEN THEY DO IDENTIFY AS NATIVE AMERICAN, THEY DON'T JUST IDENTIFY AS NATIVE AMERICAN.
THEY HAVE THE OPTION OF IDENTIFYING AS MULTIPLE.
SO WE HAVE A FEW THAT HAVE CHECKED THE NATIVE AMERICAN BLOCKS, BUT THEN THEY MAY ALSO CHECK AFRICAN AMERICAN, BUT THEY MAY ALSO CHECK SOMETHING ELSE.
SO, UM, BUT I CAN GET THAT INFORMATION FOR YOU IF YOU'D LIKE.
THANK YOU COMMISSIONER JIM? SO I HAVE A QUESTION.
HAS THE ORGANIZATIONS MUST HAVE A, AT LEAST A THREE YEAR OPERATING HISTORY, IS THAT NEW? OR HAS THAT BEEN NO, THAT'S, THAT'S BEEN, YEAH, WE, UH, MAYBE, UM, HANDICAPPING THE NEW ORGANIZATIONS.
WELL IT, WE NEED THEM TO ACTUALLY HAVE A HISTORY OF WHAT THEY'RE GONNA TEACH AND WE NEED THEM TO HAVE SOME EXPERIENCE AS WELL, BECAUSE WE'RE ACTUALLY SENDING THEM OUT THERE TO REPRESENT US TO TEACH THESE CLASSES IN THE CITY OR TO PERFORM OR WHATEVER.
SO WE DO NEED THEM TO HAVE A CERTAIN AMOUNT OF EXPERIENCE.
UM, IF THEY'RE A NEW ORGANIZATION, YOU KNOW, WE CAN HELP THEM.
WE CAN, YOU KNOW, WALK THEM THROUGH THE PROCESS.
UH, JUST LIKE C O P WHEN WE'RE TRYING TO GET THEM IN C O P, THERE'S A PROCESS THAT THEY HAVE TO GO THROUGH AND SO WE KIND OF TRY TO GUIDE THEM IN THAT DIRECTION.
BUT, UM, AT THIS TIME, WE NEED THEM TO HAVE A CERTAIN AMOUNT OF EXPERIENCE SO THAT THEY CAN TEACH IN CLASSES OR PERFORMANCE.
COMMISSIONERS
YES, IT WOULD BE MY LAST, BUT I JUST WANTED TO REITERATE WHAT, UH, RHONDA SAID ABOUT EXPERIENCE AND YEARS WITH THE ORGANIZATIONS AND HOW THAT COULD TRANSFER OVER TO OUR PANELISTS THAT WE ASKED TO SCORE THESE GRANT OPPORTUNITIES.
OKAY, SO WE WANNA MOVE TO ARTS ACTIVATE.
CAN I JUST SAY ONE MORE THING? CAUSE I LEFT MY HAND UP.
I, I MEANT TO SAY THAT I AGREE WITH RHONDA AS FAR AS ARTISTS WITH DISABILITIES, UM, JUST LIKE REP REPRESENTATION, I, I STILL, I AGREE WITH THEM GETTING 10 POINTS.
I JUST WAS HOPING THAT PEOPLE WHO COULD SERVE PEOPLE WITH DISABILITIES COULD ALSO GET POINTS.
UM, I WILL TAKE THE NEXT ONE AND WE'LL TALK ABOUT ARTS ACTIVATE 2024 GUIDELINES.
SO THESE WILL LARGELY BE THE SAME AS 2023.
AND YOU HAVE A COPY OF THE ARTS ACTIVATED GUIDELINES IN YOUR PACKETS.
UM, WE MADE A FEW CLARIFICATIONS JUST FOR UNDERSTANDING READABILITY AND DATE UPDATES.
UM, BUT JUST IN CASE YOUR CONSTITUENTS NEED TO KNOW FROM YOU, THERE ARE THREE ROUNDS.
ONE OPENS THIS SUMMER AND WE'LL PROJECTS CAN START IN OCTOBER.
ONE WILL OPEN IN SEPTEMBER FOR PROJECTS THAT CAN START AS EARLY AS JANUARY.
AND THE THIRD OPENS IN JANUARY FOR PROJECTS TO START RIGHT ABOUT NOW IN APRIL FOR ARTS MONTH.
AND THOSE WILL ALL BE ABLE TO RUN THROUGH THE END OF SEPTEMBER, 2024.
THAT'S THE UPDATE FOR ARTS ACTIVATE THIS, THIS BLAST AND ALLOCATIONS COMMITTEE ON CHAIR, COMMISSIONER, ER.
I NEED TO GO BACK TO, UH, PREVIOUS TOPICS.
UM, WE HAD AN ISSUE WITH C O P ORGANIZATIONS, SELF-IDENTIFYING AS ALANA, SO I JUST WANTED TO CLARIFY THAT.
SO, UM, WE KIND OF SMOOTH THAT OVER.
WE, I THINK THE LIAISON REACHED OUT TO THE INDIVIDUAL GROUPS AND KIND OF TALKED TO THEM AND, BUT I JUST WANTED TO KIND OF GO BACK ON A COMMENT THAT WAS SAID EARLIER.
[01:15:01]
THANK YOU.THOUGHT TO ACTIVATE COMMENTS OR QUESTIONS.
I WILL ADD FOR COMMISSIONER NEWGEN WORRIED ABOUT YOUR ORGANIZATIONS.
THIS IS A GREAT ONE FOR NEW ORGANIZATIONS.
WE DON'T HAVE THAT SAME REQUIREMENT OF THREE YEARS.
UM, SO WITH ARTS ACTIVATE MORE THAN ANY OTHER PROGRAM, I WANNA MAKE SURE THAT WE ARE DOING EVERYTHING WE CAN TO PROMOTE THIS AND TO LET AS MANY ARTISTS KNOW, UM, AS POSSIBLE.
UM, AND I DON'T KNOW, I DON'T KNOW WHAT HAS BEEN DONE IN THE PAST, BUT, UM, WOULD REALLY LIKE TO HAVE A CLEAR UNDERSTANDING ON, ON HOW WE COMMUNICATE THAT THIS IS, THIS IS AVAILABLE.
THANK YOU SO MUCH FOR THAT QUESTION.
SO WE WILL HAVE A FULL MARKETING PLAN FOR THIS SPECIFICALLY THAT WE REALLY HOPE THAT YOU WILL BE INVOLVED IN.
SO THERE WILL BE A NUMBER OF PARTNERS THAT HAVE ACTUALLY ALREADY REACHED OUT TO, TO MEGAN CARA, MY COLLEAGUE, AND TO ME TO DO INFORMATION SESSIONS WITH THEM AT THEIR SITES.
THERE ARE A FEW OTHER NEIGHBORHOOD ORGANIZATIONS AND MULTIPLE ARTISTS, MOSAIC AND BISHOP ARTS THAT WOULD REALLY LOVE TO HAVE US COME OUT AND DO AN INFORMATION SESSION.
SO IF WE ARE DOING ONE IN YOUR DISTRICT, I WILL BE TAPPING YOU ON THE SHOULDER TO SEE IF YOU'D LIKE TO COME WITH ME.
AND IF YOU WOULD LIKE ME TO DO AN IN-PERSON INFORMATION SESSION IN YOUR DISTRICT, UM, AND YOU'D LIKE TO PARTNER WITH ME ON HOW TO MAKE THAT HAPPEN.
MEGAN AND I ARE VERY UP FOR TAKING A SHOW ON THE ROAD THIS SUMMER, WITHIN REASON.
PLEASE REMEMBER, THERE'S ONLY TWO OF US, SO WE WILL DO THE BEST WE CAN.
WE WILL ALSO HAVE INFORMATION SESSIONS AVAILABLE, UM, VIRTUALLY, AND WE'LL RECORD THOSE AND HAVE THEM ON OUR WEBSITE.
DO PEOPLE WANNA SEE THAT PANEL THAT COMMISSIONER DANIEL HOSTED ON THE ROSTER? RIGHT.
COMMISSIONER DANIELS ACTUALLY CONTRIBUTED TO ONE OF OUR MOST, UM, HIGHEST NUMBER OF APPLICANTS EVER WITH ARTS ACTIVATE ROUND THREE.
IT MADE IT, THE, THE WONDERFUL THING IS WE GOT BOTH NEW PANELISTS AND NEW APPLICANTS OUT OF THAT.
THE CHALLENGE IS THAT MANY ARE COMING BACK.
SO WE WILL HAVE, THIS WILL BE A MORE COMPETITIVE YEAR, UM, FOR ARTS ACTIVATE AS WELL.
SO WE ARE ENCOURAGING PEOPLE TO APPLY EARLY BECAUSE WE WILL TURN AROUND EVERY SINGLE ONE OF THEIR COMMENTS BACK TO THEM AND FOLKS HAVE AN OPPORTUNITY IF THEY DON'T GET IT IN ROUND ONE TO TRY AGAIN IN ROUND TWO AND THREE.
UM, BUT ONLY IF YOU APPLY IN EARLIER ROUNDS.
WE HAD SOME SAD PHONE CALLS WITH ROUND THREE FOLKS THAT COULD ONLY APPLY THE ONES BECAUSE IT WAS OVER FOR THE YEAR.
UM, SO SHORT OF THAT IS WE WILL DO OUR VERY BEST TO GET THIS OUT IN THE COMMUNITY.
BUT ONE OF THE THINGS THAT, THAT WE REALLY COULD USE THIS PARTNERSHIP WITH YOU IN THINKING THROUGH WHERE OUR PARTNERS ARE THAT WE SHOULD SPEAK TO.
SO THANK YOU FOR THAT QUESTION, COMMISSIONER HALAL.
SO I'LL ALSO, UM, THROW SOME KUDOS YOUR WAY BECAUSE THE ORGANIZATIONS OR THE INDIVIDUALS WHO REACHED OUT TO ME WHO DIDN'T GET FUNDING, UM, I'VE ALWAYS TOLD THEM TO GO BACK AND ASK QUESTIONS, RIGHT? LET, UM, SHOW THE SCORING, UH, TALK THROUGH THE APPLICATION WITH THEM AND YOU'VE BEEN SO ACCOMMODATING.
AS WE INCREASE, WE GET MORE OF THOSE, I KNOW THAT IT'S GONNA BE NO QUESTION OF TIME MANAGEMENT ON YOUR PART, BUT, UM, THANK YOU FOR, FOR BEING RESPONSIVE TO EVERYONE.
UM, TO, TO ADD ONTO THAT, WHAT WE DID AND WHAT WE WILL CONTINUE TO DO THIS NEXT YEAR IS WE MADE A, BASICALLY A PROFILE SHEET FOR EVERYONE THAT APPLIED, WHETHER THEY GOT FUNDED OR NOT.
AND WE SENT BACK WITHIN TWO WEEKS OF THE, THE ANNOUNCEMENT OF WHO WAS FUNDED AND WHO WASN'T.
EVERYONE WHO APPLIED GOT A SHEET WITH ALL OF THEIR PANEL SCORES, THE AVERAGE FOR EVERYBODY ELSE IN THEIR SCORING GROUP COMPARED WITH THEIRS AND ALL OF THE PANEL COMMENTS.
THEN ANYBODY WHO DIDN'T GET FUNDED COULD BOOK A 30 MINUTE CONVERSATION WITH ME TO TALK THROUGH HOW TO DO THAT BETTER NEXT TIME.
ONE, IT HELPED PEOPLE THAT EITHER DIDN'T MAKE IT TO PANEL BECAUSE OF A MISUNDERSTANDING ABOUT THE APPLICATION OR THAT WEREN'T FUNDED, UM, TO HELP THEM UNDERSTAND MORE ABOUT THE PROCESS.
BUT IT ALSO HELPED ME LEARN WHERE CHALLENGES ARE IN OUR APPLICATION THAT WE WILL DO OUR BEST TO STREAMLINE NEXT YEAR, SUCH AS HAVING MORE OF A CONVERSATION ABOUT HOW TO PUT TOGETHER A BUDGET.
I THINK THAT'S THE NUMBER ONE THING THAT OUR APPLICANTS SAID THAT THEY NEEDED MORE OF.
SO WE'LL BE VERY SURE TO BE CLEAR ON THAT THIS YEAR.
SAY THAT IS AN INCREDIBLY USEFUL SERVICE, EVEN OUTSIDE OF THE CONCEPT OF, OF JUST THIS GRANT FUNDING OPPORTUNITY.
BECAUSE HAVING FILLED OUT A LOT OF GRANTS, JUST HAVING THAT KIND OF GUIDANCE DOESN'T JUST HELP MAKE THIS BETTER APPLICATION NEXT TIME.
IT'S EVERY APPLICATION THEY'RE EVER GONNA FILL OUT BECOMES BETTER.
AND THAT FEEDBACK IS ALMOST NEVER AVAILABLE TO ANYBODY ON FUNDS.
SO I REALLY COMMEND YOU FOR DOING THAT.
UM, WELL, SHE'S NOT HERE RIGHT NOW, BUT I, I DO HAVE TO GIVE SERIOUS, UH, THANKS AND, AND KUDOS TO MY COLLEAGUE MEGAN CARA, WHO'S NOT IN THE ROOM, BUT SHE DID A LION'S SHARE THE WORK ON
[01:20:01]
PUTTING ALL THAT TOGETHER TOO.SO WHEN YOU SEE HER
UM, I BELIEVE I HAVE THE NEXT ONE TOO.
UM, THIS IS ALSO SHORT, THIS IS CULTURE OF VALUE.
THIS IS THE MICRO GRANT PROGRAM THAT WE ARE REVISITING AGAIN AFTER A GAP YEAR.
UM, VERY MINOR CHANGES, NAMELY OUR FUNDING HAS CHANGED TO THE NEA.
SO ANY ARTIST WHO RECEIVES THIS GETS TO PUT NEA ON THEIR RESUME.
UM, APPLICATIONS WILL OPEN THIS SUMMER AND ALL PROJECTS MUST FINISH BY FEBRUARY.
I KNOW, BUT THOSE ARE NEA REQUIREMENTS.
THIS ALSO IS PASSED THROUGH ALLOCATIONS.
IS THIS ONE, UM, UM, THE LENGTH OF THE TIME THAT YOU'VE BEEN IN BUSINESS, IS IT, IS THERE A STIPULATION ON THAT? UH, NO MA'AM.
THIS ALSO IS A GREAT ONE TO, TO FIND NEW ALANA ARTISTS THAT ARE INTERESTED IN ARTS ACTIVATE OR CAP OR SOME OF OUR LARGER GRANTS.
BUT THIS MAY, THIS IS A GREAT ENTRY POINT BECAUSE IT IS VERY QUICK IN A MICRO GRANT.
IT'S MEANT TO BE FOR ONE PERFORMANCE OR ONE SHOW, OR ONE GALLERY ONE TIME.
SO THEY, IF THEY RECEIVE FUNDS THROUGH THIS CULTURAL OF VALUE, DO THEY GET TO SAY THEY GOT AN NEA GRANT? UH, THEY CAN SAY THAT THEIR ART HAS BEEN FUNDED BY THE NEA.
SO COMMISSIONERS, I WILL LET YOU KNOW THAT THESE RECOMMENDATIONS HAVE BEEN VETTED BY OUR ALL ALLOCATIONS COMMITTEE AND IT HAS BEEN BROUGHT TO MY ATTENTION BY THE CHAIR, VICE CHAIR THAT THE COMMITTEE, MR. HORNBUCKLE WHO'S HERE, THAT THEY RECEIVE THE UNANIMOUS VOTE ON ALL OF THESE RECOMMENDATIONS.
SO WE BRING THEM TO YOU TODAY FOR YOUR APPROVAL.
SO WE'LL MOVE BACK TO THE VOTING SECTION OF YOUR AGENDA TO ITEM NUMBER TWO, WHICH IS RECOMMENDATION AND SUPPORT OF PHYSICAL YEAR 2023 THROUGH 24 COMMUNITY ARTISTS PROGRAM GUIDELINES.
SINCE MY COLLEAGUES ARE GONNA VOTE UNANIMOUSLY ON EACH OF THESE, CAN WE JUST PRESENT 'EM AS A SLATE? SURE.
IT'S THE DECISION OF THIS, UH, BODY.
YOU WANNA VOTE ALL OF 'EM AT ONE TIME RATHER THAN TAKE IT INDIVIDUALLY BECAUSE WE HAVE BEEN GIVEN AMPLE OPPORTUNITY TO DISCUSS.
SO COMMISSIONERS, WHAT IS YOUR PLEASURE? DO YOU AGREE? I AGREE THIS TOGETHER.
THANK YOU FOR THAT SUGGESTION.
I MAKE A MOTION THAT WE APPROVE ITEMS TWO, THREE, AND FOUR AS A FULL, IT HAS BEEN MOVED AND SECONDED THAT WE, UH, RECOMMEND ITEMS TWO, THREE, AND FOUR.
IS THERE MORE DISCUSSION? HEARING NONE.
ALL OF THOSE IN FAVOR, LET IT BE KNOWN BY RAISING YOUR HANDS.
UM, MATERIAL RAISED YOUR HAND DURING THE DAY, AND I WANTED TO CLARIFY.
TO CLARIFY THE TIMING QUESTION BEFORE WE MOVE ON, BUT YEAH.
I JUST WANTED TO ASK A QUESTION ABOUT, UM, LIKE LAST, I'VE HAD O I'VE HAD OFFICE HOURS AT THE LIBRARY WHEN THE ARTS ACTIVATE GRANTS ARE OPEN TO JUST KIND OF GUIDE PEOPLE THROUGH THE GRANT PROCESS.
UM, I ALSO, UH, STRUGGLE A LITTLE BIT WITH THE, UH, BUDGET SECTION, BUT I DIDN'T KNOW IF WE WERE ALLOWED TO LOOK AT SOME OF THE COMMENTS THAT WERE GIVEN TO FOLKS WHO DIDN'T GET GRANTS.
WE CAN HELP THEM IN CASE THEY DON'T, SOME OF, SOMETIMES, WELL, SOMETIMES THEY DON'T ASK, BUT THEN THEY, THEY APPLY AGAIN.
[01:25:01]
I WAS JUST, JUST, I DIDN'T KNOW IF WE HAD ACCESS TO ANY OF THE NOTES OR ANYTHING.YEAH, IT'S PUBLIC INFORMATION.
UH, AND MARIE, YOU WANNA RESPOND TO THAT.
I, AGAIN, UM, THANK YOU FOR THAT QUESTION TOO.
UM, LET'S WORK TOGETHER ON MAKING THE BUDGET CLEAR FOR NEXT TIME.
THAT'S SOMETHING THAT'S FOREFRONT OF MY MIND.
UM, BUT RATHER THAN, UM, MY SENDING OUT ALL OF THE NOTES TO ALL OF THE COMMISSIONERS, BECAUSE THAT WOULD, I ASSURE YOU IT WOULD BE AN OVERWHELMING AMOUNT OF INFORMATION.
UM, IF YOU WOULD JUST SEND FOLKS WITH QUESTIONS DIRECTLY TO ME, UM, SO THAT WE DON'T ALSO HAVE A COMMISSION CONFLICT OF INTEREST, ESPECIALLY FOR FOLKS ON THE ALLOCATION COMMITTEE.
UM, AND THEN I WILL LOOP YOU IN IF AND AS THEY HAVE ADDITIONAL QUESTIONS.
SO FEEL MORE THAN FREE TO CONNECT THEM AT OAC FUNDING PROGRAMS THAT TELL US.GOV AND I WILL CONNECT THEM WITH MYSELF OR MEGAN.
UM, AND THEN IF YOU HAVE QUESTIONS ABOUT THE APPLICATION ITSELF THAT YOU'RE HEARING OFTEN, UM, LET'S DEFINITELY YOU AND I CONNECT AND TALK ABOUT IT AND MAKE SURE THAT IT MAKES SENSE MOVING FORWARD.
YEAH, MOSTLY IT'S JUST THE BUDGET ONE, BUT I'VE, I'VE STRUGGLED WITH THAT EVEN WHEN I APPLIED.
I MEAN, I, EVEN BEFORE I WAS ON THE OAC, I, I THINK I WAS FUNDED SIX TIMES MAYBE, AND I STILL, GLENN HAD TO WORK WITH ME EVERY TIME.
SO I DON'T KNOW WHAT IT IS ABOUT MY BRAIN AND NUMBERS.
NO, I, I COMPLETELY UNDERSTAND.
AND I ASSURE YOU, YOU'RE NOT THE ONLY ONE.
WHAT, WHAT IS MY CURRENT PLAN IS TO BUILD THREE EXAMPLES AND THEN HOW THEY FILL IN THE BLANK, LIKE EXCEL SHEET THAT YOU CAN DOWNLOAD THAT WILL TURN RED IF YOURS WON'T BE APPROVED.
SO I'M, I'M TRYING TO BUILD SOMETHING LIKE THAT THAT IS REALLY ARTIST FRIENDLY.
I UNDERSTAND THAT SOMETIMES THE INTERSECTION OF BUILDING A BUDGET AND BRINGING YOUR ART TO LIFE AREN'T THE SAME PARTS OF YOUR BRAIN.
UM, AND I WILL, I WILL USE YOUR, YOUR HELP IN MAKING SURE THAT THAT MAKES SENSE TO US.
MAY WE MOVE TO ITEM BRIEFING? ITEM D ANN MARIE GAN.
UH, I KNOW A LOT OF YOU ARE, UM, A LOT OF, YOU'RE GOING TO A LOT OF ARTS AND ENJOYING ARTS MONTH.
THIS IS A SEMI-REGULAR BRIEFING THAT WE DO, UM, WHICH IS ALL ABOUT HOW YOU GET YOUR TICKETS.
UM, IF YOU DON'T WANNA GO THROUGH ME OR LUIS, WE DO WANT TO EMPOWER YOU JUST IN CASE I GO ON VACATION, WHICH I DO OCCASIONALLY.
UM, C O P CONTRACTS RIGHT NOW INCLUDE FOUR TICKETS FOR O AAC, UM, PER EVENT FOR STAFF OR COMMISSIONERS TO EVALUATE THE OPERATIONS MANAGEMENT OF THE OUR CULTURAL SERVICES.
WE ASK IF YOU CAN TRY TO KEEP IT DOWN TO TWO TICKETS PER, UM, FOR YOURSELF AND FOR OUR GUESTS ONLY.
UM, BECAUSE WE WANNA MAKE SURE THAT OTHER STAFF OR OTHER COMMISSIONERS ARE ABLE TO ATTEND IN CASE THESE ORGANIZATIONS HAVE LIMITED TICKET AVAILABILITY.
UM, AND AGAIN, THIS IS FOR YOUR OWN USE.
IT'S NOT TO BE GIVEN AWAY FOR AN AUCTION OR A, YOU KNOW, UH, THEY REALLY ARE FOR PERSONAL USE ONLY.
UM, THEY SHOULD BE RECORDED, UH, RECORDED ON THE QUARTERLY GIFT DISCLOSURE FORM, UM, THAT YOU ALL ARE REQUIRED TO DO IF THEY MEET THE GIFT, UH, POLICY DEFINITIONS.
UH, IF YOU WANT A FULL BRIEFING, WE CAN BRING THE ATTORNEYS BACK IN.
UM, OR WE CAN ALSO SEND OUT THE, UH, GIFT VIDEO THAT YOU ALL TOOK AS PART OF TRAINING.
UH, IN GENERAL, IT'S MORE THAN $300 PER TICKET OR MORE THAN $300 IN AGGREGATE FROM A SINGLE SOURCE OVER THE COURSE OF A YEAR.
AND I BELIEVE THAT'S A 12 MONTH RULING.
BUT DON'T QUOTE ME, NOT AN ATTORNEY.
UM, SO TO REQUEST THESE TICKETS, PLEASE JUST REACH OUT TO THIS ORGANIZATION DIRECTLY.
IF YOU WANNA COPY OAC FUNDING PROGRAMS EMAIL, WE CAN HELP IF QUESTIONS ARISE.
YOU KNOW, THERE'S A LOT OF COMMISSIONERS, WE'VE HAD SOME CHANGEOVER.
UM, AND IT JUST HELPS IN CASE YOU KNOW, THAT PERSON LEFT THAT ORGANIZATION.
OUR TEAM CAN THEN HELP MAKE SURE THAT YOUR REQUEST GETS ANSWERED, UM, OR IF THE ORGANIZATIONS HAVE QUESTIONS.
UM, AND WE'LL EMAIL THAT LIST TO YOU ALL PERIODICALLY.
I THINK LUIS SENT IT OUT EARLIER TODAY.
IT'S ALSO PRINTED SEPARATELY IN YOUR PACKETS.
UH, WE JUST DON'T WANNA POST ALL OF THESE EMAILS OUT FOR EVERYBODY IN THE WORLD TO SEE SINCE THESE ARE FOR OUR COMMISSION AND STAFF.
UNFORTUNATELY, THE ONE THAT WE GET ASKED THE MOST, AND I NEED TO UPDATE THE NAME IS DALLAS SUMMER MUSICAL.
OUR CONTRACT DOES NOT INCLUDE, UH, TICKETS, WHICH IS VERY SAD.
UM, BUT WE DO HAVE THEM AT MANY OF OUR VENUES, INCLUDING HOUSE SEATS AT THE MAJESTIC AND MOODY.
UM, WITH AT LEAST TWO WEEKS ADVANCE NOTICE.
WE ASK OFTEN ACCOMMODATED LESS, BUT PLEASE TRY TO GIVE AT LEAST TWO WEEKS ADVANCE NOTICE.
UM, AND THEN WE ALSO SOMETIMES HAVE PROMOTER RESTRICTIONS.
SO JUST EMAIL THE MANAGERS AND CC RUSSELL DYER WHO CAN HELP.
UM, IN CASE ANYBODY'S OUT OF TOWN.
UM, CULTURAL CENTERS OFTEN ALSO HAVE HOUSE SEATS SUBJECT TO AVAILABILITY.
[01:30:01]
EMAIL THE CENTER MANAGER.WE'VE INCLUDED THAT ALL INTO PACKETS.
EVERYBODY'S EMAIL ADDRESSES HANDY TAKE HOME, PLEASE SAVE THAT.
UM, AND THEN DALLAS SYMPHONY TICKETS AND AT PACK TICKETS ONLY FOR ELEVATOR PROJECTS.
SO NOT FOR THEIR BROADWAY SERIES ARE NOT FOR, UM, KIND OF RENTALS WITHIN THEIR HALL THROUGH APP PACK ARE AVAILABLE VERY SIMILAR TO C O P.
UM, AND THOSE ARE ALSO INCLUDED IN YOUR PACKETS.
AND THEN I DID NOT PUT THIS ON THE SLIDES, BUT I KNOW A QUESTION OVER AS RECENTLY AS TO ARTS ACTIVATE PROGRAMS AND, UM, WHETHER THEY ARE, THOSE GRANTEES ARE ALL ALLOWED TO OFFER TICKETS TO COMMISSIONERS.
THEY ARE PROVIDED THAT IT'S NOT AN EXCHANGE FOR A FAVORABLE VOTE, UM, OR ANYTHING THAT ELSE WOULD VIOLATE THE ETHICS POLICY, BUT THEY ARE ALLOWED TO OFFER THEM TO YOU.
SO WE OFTEN HAVE, UM, GROUPS WHO EMAIL US SAYING, PLEASE COME OUT AND SEE OUR SHOW.
UM, IT'S NOT PART OF THE CONTRACT IT, BUT IT IS PART OF THE GUIDELINES AND THEY ARE OFTEN HAPPY TO HAVE YOU ALL ATTEND.
UM, AND THAT ONE IS A LITTLE BIT OF A CASE BY CASE BASIS BECAUSE WE HAVE SO MANY OVER A HUNDRED ARTS AGGREGATE CONTRACTS, A LITTLE BIT HARDER TO MAINTAIN THAT LIST THAN THE 48 OR SO C O P ORGANIZATIONS WE HAVE.
SO A QUESTION, UH, WHEN IT SAYS PER EVENT, DOES THAT MEAN PER SHOWING OR PER, LIKE IF IT'S A, YOU KNOW, THREE NIGHTS SERIES, IS THAT THERE'S FOUR TICKETS FOR EACH OF THOSE NIGHTS OR LIKE THIS, THE FOUR TICKETS PER NIGHT PER, PER PER SHOWING.
SO IF IT'S A MATINEE AND AN EVENING SHOW, WE'D HAVE FOR EACH.
BUT AGAIN, WE WANNA BE SENSITIVE TO THESE ORGANIZATIONS AND THEIR REVENUES.
SO IN OTHER WORDS, I JUST WANTED TO NOTE, I'M SORRY, IS THAT COMMISSIONER ILLA CAR? CARRIO CARRIO, OKAY.
IF WE'RE OFFERED TICKETS, ARE WE SUPPOSED TO KEEP TRACK OF THAT AS WELL? CAN YOU TAKE THE TICKETS? YES.
IF YOU, IF YOU USE THE TICKETS AND ATTEND.
BUT IF THEY'RE JUST OFFERED TO YOU LIKE A COUPON THEN AND YOU DON'T END UP USING IT, YOU DON'T HAVE TO REPORT THAT AS A GIFT BECAUSE THAT WAS JUST, YOU KNOW, NO, JUST A BIT.
ALSO, SPEAKING OF THE REPORTING, IT USED TO BE ANNUAL, RIGHT? YES.
AND IF IT DID, I REMEMBER YOU PROMPTING US EVERY YEAR LIKE, HEY, NOTHING FILL THIS FORM.
SO WHEN ARE THESE QUARTERS, WHEN DID THEY START? HOW FAR BEHIND ARE WE? OKAY, GOOD.
THIS IS WHY SOMETIMES I'M THE, I'M THE BAD GUY.
UM, TRY AND KEEP YOU ALL IN COMPLIANCE.
UM, THAT CHANGED IN THE PAST, I WANNA SAY YEAR, YEAR AND A HALF.
AND THERE WAS A LOT OF CONFUSION EVEN WITHIN, UM, THE CITY AS TO WHO IT APPLIED TO, WHAT THE SPECIFICS WERE.
UH, I KNOW WE ARE WORKING ON HIRING A NEW ETHICS OFFICER WHO WILL HELP WITH THAT, BUT I WILL REQUEST A BRIEFING, UM, FOR YOU ALL FROM THE CITY ATTORNEY SO YOU HAVE AMPLE OPPORTUNITY AND WE'LL TRY TO GET YOU, UM, MATERIAL SOONER VIA EMAIL WITH LUIS.
THANK YOU FOR CLARIFYING THAT CUZ I HAD NO IDEA THAT ANY TICKETS THAT YOU RECEIVED, I THOUGHT THERE WAS THE $300 MINIMUM.
SO THANK YOU FOR CLARIFYING THAT.
DID SU HAVE TO, YOU DON'T HAVE TO REPORT IT IF IT'S LESS THAN $300, I WOULD HIGHLY RECOMMEND YOU KEEP TRACK OF IT THAT WAY IN CASE THERE IS OVER A, IN AGGREGATE OVER 300.
A HUNDRED DOLLARS WORTH OF TICKETS IN JANUARY AND THEN ANOTHER $200 IN FEBRUARY.
THEN THAT WOULD NEED ALL THE REPORT YOU GET FROM A SINGLE SOURCE.
RIGHT? FROM A SINGLE SOURCE SINGLE.
SO TO COMMISSIONER C'S QUESTION EARLIER, VERRE OFFERED ME TICKETS TO GO SEE THEIR SHOW.
I COULDN'T BUT HAD, HAD I GONE, I'D HAVE TO REPORT THOSE TOO.
IT DEPENDS ON THE TICKET VALUE.
AND HOW MANY TICKETS TOTAL VALUE YOU WERE OFFERED BY VERTI OR YOU TOOK UP AND ATTENDED FROM VERREE IN A YEAR.
WELL, AND AND ALSO ON THAT SUBJECT AND JUST AS A WORD OF ADVICE TO MY FELLOW COMMISSIONERS, WHEN YOU RECEIVE TICKETS, THEY ARE COMP TICKETS AND OFTEN IT WILL TELL YOU A VALUE OF ZERO CUZ THEY COMP TICKETS.
SO WHEN IT COMES TIME TO REPORT A YEAR LATER AND YOU'RE TRYING TO FIGURE OUT HOW MUCH ALL THESE TICKETS ARE WORTH, IT'S VERY DIFFICULT SOMETIMES BECAUSE THEY ALL SEE ZERO ON THEM.
SO WHEN, IF YOU DO ACCEPT TICKETS OR YOU REQUEST 'EM, I ALWAYS ASK LIKE, WHAT ARE THE, WHAT IS THE VALUE OF THIS TICKET FOR THESE TICKETS FOR MY RECORDS NOW? SO I CAN KEEP TRACK OF THAT.
I DON'T HAVE TO TOGETHER IN THE FUTURE.
I'LL REQUEST THAT BRIEFING FOR NEXT MONTH AND WE'LL SEND YOU OUT MY PERSONAL TICKET SPREADSHEET.
NOT MY RECORDS, BUT JUST MY PHONE.
[01:35:01]
DOC THAT IS, I MEAN I KNOW WE HAD SOME, THIS MIGHT WORK WITH CIO, UM, SINCE WE'RE NOT SUPPOSED TO BE IN TOUCH IN A WAY THAT MAKES US HAVE A FORUM ELECTRONICALLY, BUT THERE'S LIKE A LIVE WORKING DOC WHERE FOLKS HAVE ACCESS TO, THEY CAN JUST DROP INFORMATION.SO IT'S NOT LIKE A CHASE, IT'S LIKE A LIVE DOC.
IF KRISTA READY TO GO TO A SHOW, THEY KNOW THEY CAN JUST CLICK THE LINK, ADD THEIR LITTLE INFO AND IT'S, IT'S ALL IN ONE PLACE.
SO YOU HAVE LIKE A COMMISSIONER, LIKE A DOC FOR COMMISSIONERS TO DROP THAT IN.
SO IT'S JUST, YOU KNOW, BE EASY.
I'M JUST SAYING, I DON'T KNOW IF THAT, YOU KNOW, AGAIN, WITH WHAT WILLOW SHARED WITH US, I DON'T KNOW HOW TO KEEP FOLKS, YOU KNOW, THAT JUST FIGURE OUT.
BUT I JUST FEEL LIKE THERE'S, YOU KNOW, THERE HAS TO BE A WAY WHERE THERE'S LESS CHASING QUARTERLY, ANNUALLY, WHATEVER.
JUST AT LEAST WE KNOW THERE'S A LINK WITH YOUR, YOUR DISTRICT, THE SHOW, THE DATE NUMBER OF TICKETS VALUABLE COMM.
SO THESE COMP TICKETS, I, IS IT THAT THE COMMISSIONER THAT IS THE LIAISON WITH THAT C O P ORGANIZATION GETS PRIORITY? OR IS ANYBODY OPEN FOR THAT? CAUSE I'VE NEVER ASKED FOR COMP TICKETS FROM ANY OF MY ORGANIZATIONS.
I I DON'T THINK THAT EXISTS A PRIORITY.
THE ORGANIZATIONS WHICH I'M A LIAISON OFFERED, OBVIOUSLY THEY JUST OFFER THEM TO ME LIKE, HEY, WE WANT YOU TO COME TO THE SHOW, TAKE A NIGHT.
WELL CAUSE I WAS JUST THINKING ABOUT, YOU KNOW, A SPREADSHEET'S A GREAT IDEA AND IF WE COULD JUST GO IN THERE AND SAY, HEY, I'D LIKE, YOU KNOW, FOR THIS SHOW OR SOMETHING.
I JUST WAS CURIOUS IF THE COP O P LIAISON TRUMP THE OTHERS' TALKING ABOUT DOCUMENTING RIGHT TICKETS.
YOU ALL ARE EMPOWER TO GO ASK SELVES FIND THIS EMAIL.
BUT I DO GO ON VACATION ONCE A YEAR.
SO YOU ALL WILL GATHER US SOME WHERE WE ARE TO DO THAT.
IF YOU'RE GONNA GIVE US A SPREADSHEET, ALL OF THAT TO DO.
I SEE YOU ALL ARE WRITING NOTES BACK THERE.
WE'LL HEAR FROM YOU WHAT YOU WANT.
WHAT ELSE YOU WANNA TELL US ABOUT TICKET REQUESTS? SO AM I HEARING WE DON'T CALL YOU? WE GO TO THE
YOU'RE WELCOME TO CALL ME OR TEXT ME OCCASIONALLY.
I WAS, I WAS, I WAS WITHOUT CELL SERVICE IN THE MIDDLE OF, OF HILL COUNTRY WHEN YOU TEXTED ME LAST TIME.
SO I'M JUST SAYING, I DON'T WANT Y'ALL WAITING ON ME.
I DON'T WANNA BE THE BALL NEXT, PLEASE.
ANYTHING ELSE WE WANNA ASK? YES.
OH, SO
WE, I'D LIKE TO RECOGNIZE THOSE COMMISSIONERS WHO SENT IN THEIR, UH, LIAISON REPORTS I SENT IN ONE OF THE DEALS.
WHO IS IT? UH, IT WAS FOR, UM,
DID YOU GET THAT ONE? THEY SEND IT TO ME.
THAT'S WHY I SENT TO, WE'LL HAVE TO CHECK.
I'M SO SORRY IF IT'LL CHECK ELSE MISSING ON THE LIST.
DALLAS SYMPHONY, THE PAROLE MUSEUM, SALMON CENTER, AND USA FILM FESTIVAL.
THANK YOU SO MUCH FOR YOUR REPORTS.
AND YOU'RE MAKING A NOTE FOR THE ONE THAT WE, VICKY DOES NEED TO BE HERE.
BUT I KNOW WE GET READY TO TALK ABOUT HER.
UM, BECAUSE YOU'VE ASKED IN RESPONSE TO HAVING SUBCOMMITTEES TO DO ADDITIONAL WORK, WE HAVE TWO NEW AD HOC COMMITTEES WHICH HAVE BEEN FORMED IN ADDITION TO THE ALLOCATIONS AND THE PUBLIC COMMITTEE.
NOW ALLOCATIONS AND PUBLIC ART COMMITTEE, YOU ARE ELIGIBLE TO APPLY TO BE ON THESE NEW COMMITTEES IN HERE.
SO CHOOSE THE TWO NEW SUBCOMMITTEES ON THE ANNUAL REPORT COMMITTEE AND THE CULTURAL PLAN AND EQUITY COMMITTEE.
AND WE'RE GONNA REFER TO THAT AS THE C P E COMMITTEE.
YOU HAVE A FEW OF THE PRELIMINARY GUIDELINES.
THOSE COMMITTEES WILL MEET ALTERNATE MONTHS TO WORK ON THESE TWO ASSIGNMENTS, WE NEED A MINIMUM OF THREE AND A MAXIMUM OF SEVEN MEMBERS ON EACH COMMITTEE.
ALL COMMITTEE BUSINESS MUST COMPLY WITH TEXAS OPEN MEETINGS ACT.
[01:40:02]
IF YOU HAVE AN INTEREST IN SERVING ON EITHER OR BOTH OF THESE COMMITTEES, I NEED TO BE CONTACTED BY MAY 1ST WITH YOUR INTENT.AND I NEED YOU TO EMAIL ME ON THAT.
SO WE'LL MAKE SURE THE RECORDS REFLECT YOUR INTEREST IN SERVING.
GOT ENOUGH ON THAT? WHAT THE DUTIES OF THE COMMITTEE ARE BRIEFLY STATED ON PAGE 16 OF YOUR PRINTED MATERIALS.
IF YOU VOLUNTEER, WE ARE GONNA ASK THAT YOU ARE CONSISTENT WITH ATTENDING THE MEETINGS BECAUSE WE HAVE TO HAVE A QUORUM.
IF NOT, THE MEETINGS WILL BE CANCELED.
SO THE QUORUM WILL BE DETERMINED WHEN WE FIND OUT HOW MANY PEOPLE ON EACH SUBCOMMITTEE AND WE NEED A MINIMUM OF THREE AND A MAXIMUM OF SEVEN.
THIS WILL BE GOOD FOR 12 MONTH PERIOD OF TIME.
ANY QUESTIONS OR COMMENTS? YES.
UH, AS IT RELATES TO THE LIAISON, UH, REPORTS.
UH, I JUST FOUND OUT THE, UH, THE ORGANIZATIONS SAID OF WHICH I AM A LIAISON.
I JUST FOUND OUT AND YOU BROUGHT YOUR REPORT TODAY.
SO I WAS WONDERING IS IF THE DEADLINE IS PASSED, DO YOU STILL EXPECT A REPORT OR, SO? I CAN CERTAINLY DO AS SOON AS YOU CAN.
UH, THEN I'LL, UH, PROBABLY GET WITH, UH, LUIS AND MARIE.
OR, OR LUIS OR MARIE, OR IT'S LUIS.
I'LL GIVE LUIS AND FIND OUT EXACTLY, UH, YOU KNOW, WHAT INFORMATION I NEED TO RECEIVE FROM IT, BECAUSE I'M PRETTY SURE A LETTER HAS BEEN SENT TO THE PERSON AT YOUR ARTS ORGANIZATION INTRODUCING YOU.
SO YOUR FIRST STRUGGLE IS GOING TO BE TO DEVELOP THE TIME TO GO AND MEET THEM.
IT MUST HAVE JUST GONE OUT BECAUSE I JUST GOT THE APPOINTMENT.
UH, BUT, UH, AND ON THE SECOND NOTE, AS IT RELATES TO A COMMITTEE, UHHUH,
BUT THANK
ANYTHING ELSE WE WANT TO HEAR? MAY 1ST YOU'LL GET YOUR ASSIGNMENTS TO THE COMMITTEES AND WE'LL WORK TOWARDS SCHEDULING YOUR FIRST MEETING.
NOW THE TIME IS GIVEN TO OUR DIRECTOR BEFORE SHE SPEAKS.
I PICKED THIS UP TODAY AND I THOUGHT THIS WAS AN AWESOME PRESENTATION.
SHES A COVER GIRL AND SHE ALSO HAS AN AWESOME, UH, DESCRIPTION OF WHO SHE IS AND WHAT SHE'S ABOUT.
SHE TALKS ABOUT HER 90 DAY REPORT CARD FROM THE CITY OF DALLAS.
SO THIS IS THE DALLAS WEEKLY MAGAZINE AND FREE CIRCULATION.
WANTS TO KNOW THAT IT NEEDS TO COME BACK TO THE CHAIR BEFORE I LEAVE
THEY HAD SOME AT THE SEVERAL OUT THERE IN THE LEAVES.
SEE, WE'LL LET MICKEY, VICKY GET AWAY.
SO WE MIGHT NOT HAVE TO CHASE THE PAPER BOXES.
SO THEY WOULD BE IN THE PAPER BOXES.
UHHUH, I GOT THOSE AT, UH, THAT ONE AT, UH, THE LAST ONE.
IN FACT, AT TWO PARTNERS RESTAURANT TODAY.
ALL RIGHT, LET ME START BY FIRST EXPRESSING GRATITUDE TO EACH OF YOU WHO I'VE HAD TO DATE WITH OVER THE LAST MONTH.
I ENJOY CONNECTING ALL YOUR RESPECTIVE AREAS, STILL HAVE ONE-ON-ONES TO CONDUCT.
SO I'M LOOKING FORWARD TO TOUCH BASE WITH WHOEVER I'VE NOT TOUCHED BASE WITH YET.
UM, WELL, BUT I REALLY DO THANK YOU FOR, FOR Y'ALL'S YOUR WISDOM, YOUR GUIDANCE, YOUR COMMITMENT TO THE CONSTITUENTS YOU SERVE, WHAT YOU KNOW ABOUT, WHERE YOU LIVE, WHAT YOU KNOW ABOUT, WHAT THE FOLKS WHO ARE CREATING AND YOUR SPACES IN PLACES AS NEED.
THAT'S REALLY HELPING ME WITH MY MARCHING ORDERS.
I HAVE A FEW UPDATES FOR Y'ALL, UH, HERE POSTED.
UM, JUST SO YOU KNOW, WHAT WE'VE BEEN WORKING ON IN THE PAST SEVERAL WEEKS, UM, RELATED TO DALLAS MUSEUM OF ART.
UM, THE PROPOSED AGREEMENT RENEWAL, UH, ESSENTIALLY UNDERWAY.
IT'S A TWO YEAR LEASE EXTENSION WITH NO CHANGES TO THE CURRENT AGREEMENT THAT'S IN PLACE.
UM, THE, THIS PROPOSED EXTENSION WILL ALLOW THE D M A LEADERSHIP TO CONSIDER OPTIONS ON HOW THEY WOULD LIKE TO MOVE FORWARD AFTER 2026.
OF COURSE, UM, THIS AGREEMENT CAN BE RENEGOTIATED RIGHT BEFORE, UH, LISA IN 2026, BUT RIGHT NOW, UM, THE CURRENT ONE EXPIRES MAY 23, BUT WE'RE GONNA FILE SET TO RENEW AS AGREED, UM, OLD
[01:45:01]
CITY PARK.UH, WITH REGARD TO THAT AGREEMENT RENEWAL.
UM, THEY HAVE AGREED TO A ONE YEAR LEASE EXTENSION UNTIL NEXT MAY.
UM, THE CURRENT ONE, OF COURSE EXPIRES THIS MAY, UH, CITY MANAGER'S OFFICE AND OUR PARTNERS AT PARK AND REC REQUESTED A ONE-TIME ALLOCATION OF A HUNDRED THOUSAND DOLLARS FOR CITY PARK TO CONTINUE THEIR OPERATIONS AS PARKS DEVELOPS A MASTER PLAN, UH, FOR O C P, UH, FOR THE NEXT FISCAL YEAR.
THIS, UH, ONE-TIME ALLOCATION OF DELIVERABLES, UH, FROM OLD CITY PARK ARE AS FOLLOWS.
FOR YOUR INFORMATION, WE'VE GOT UPDATE ALL SIGNAGE TO REFLECT ACCURATE HISTORICAL NARRATIVE OF THE BUILDINGS THERE ON THAT SITE AND THE PARK GROUNDS.
UM, WE'RE GONNA IMPROVE THE WEBSITE WHERE OLD CITY PARK ENCOURAGES CULTURAL TOURISM, UM, ACTIVELY REMOTE CURRICULUM BASED TOURS, UH, FOR STUDENTS WHO ARE AT D I S D TO OLD CITY PARK TO ENSURE THAT ALL STUDENTS ARE ABLE TO VISIT A LANDMARK DESIGNATED HISTORICAL SITE IN DALLAS AND LEARN ABOUT TEXAS HISTORY ON THAT SITE.
UH, WITH REGARD TO OUR RACIAL EQUITY PLAN, UH, WE WANNA INFUSE EQUITY INTO THESE HISTORICAL TOURISM AND UPDATE THE NARRATIVE ACROSS O C P, REGARDING, UM, AND TO INCLUDE, UH, BLACK HISTORY, A A P I STORIES.
HISTORY IS COMMUNITY AND ON AND ON.
UM, THE PARK, UH, OLD CITY PARK WILL STILL BE ELIGIBLE TO BE FUNDED, UH, THROUGH C O P, UH, AND FISCAL YEAR 2324 CONTINGENT ON SCORING.
UM, AND CITY COUNCIL APPROVAL AND ALL THESE DELIVERABLES WILL BE ADDED AS AN AMENDMENT TO THE AGREEMENT.
PARK AND REC IS TAKING THIS, UH, I THESE ITEMS, UM, AS A WHOLE, THEY'RE GONNA TAKE THOSE FORWARD TO COUNSEL ON THE 20TH OF MAY, UH, TO PRESENT ABOUT WHERE WE'VE LANDED.
UM, UH, AND THAT'S THAT COUNCIL.
SO WHAT ROLE DO, DOES ZOE HERE OR THE COMMISSION PLAY AT ALL, IF ANY, IN THE DEVELOPMENT OF THE MASTER PLAN FOR THE PARK, FOR PARK, FOR THE PKR, FOR THE OLD CITY, FOR THE PARK BOARD, FOR US, FOR OLD CITY PARK, WHICH THERE'S A MASS PLANNING CREATED.
DO DO, IS THERE ANY INVOLVEMENT THAT WAY TO SPEAK TO THAT? UM, BENJAMIN BEING ASSISTANT DIRECTOR OFF ARTS AND CULTURE.
SO OLD CITY PARK, UM, WHEN WE BECAME OCA, WHEN THE DEPARTMENT WAS CREATED BY, UH, COUNCIL RESOLUTION 1989, THE PARK AND REC DEPARTMENT OWNS THE LAND AND THEN WE TOOK OVER THE BUILDINGS, UM, AS TO THE MASTER PLAN THAT, UH, PARK AND RECREATION DEPARTMENT ALONG WITH PARK BOARD, UM, IS DEVELOPING FOR OLD CITY PARK.
YES, THERE WILL BE THE POSSIBILITY OF OAC HAVING PROBABLY A MEMBER OF WHATEVER, WHOEVER THE CHAIR WOULD LIKE TO APPOINT TO THAT AND THE APPROPRIATE STAFF PERSON.
SO THERE WILL BE A COMMISSIONER LIKELY INVOLVED IN THIS.
SO WHY ARE THEY IN NEED OF AN ADDITIONAL A HUNDRED THOUSAND DOLLARS FOR THE 2324? I ASK BECAUSE I BELIEVE THERE WAS AN ISSUE PRE PANDEMIC WHEN WHAT USED TO BE CALLED DALLAS HERITAGE VILLAGE WITH BEFORE THE COMMISSION TO DEFEND AN ADDITIONAL 34,000.
I FORGET THE NUMBER THAT WAS REQUESTED AT THE TIME.
AND THERE WAS A LOT OF BLOW BACK.
AND I BELIEVE THAT THE CITY O O A C WENT AHEAD AND SAID, OKAY, WE WILL NOT GIVE THIS ADDITIONAL MONEY AT THAT TIME.
SO I JUST KIND OF WANNA GET AN UNDERSTANDING.
ARE THEY DOING OKAY? ARE THEY NOT? I MEAN, THEY HAVE, THEY HAVE GONE THROUGH LEADERSHIP TRANSITION TWICE.
UM, I BELIEVE YOU'RE REFERRING TO, I FORGET THE SECOND PAST EXECUTIVE DIRECTOR AND NOW 2017, 18.
AND THEN 1819, AND THEN WE HAD ANOTHER EXECUTIVE DIRECTOR.
NOW THEY HAVE NEW STRONG LEADERSHIP THAT PARK AND REC REALLY FEELS THAT WE'RE MAKING AN INVESTMENT IN THIS HERITAGE ASSET.
IT'S THE CITY'S FIRST PARK AND IT'S VERY IMPORTANT TO THE CITY MANAGER'S OFFICE AND TO THE PARK CONFIGURATION DEPARTMENT.
WELL, JUST TO BE FAIR, FROM THAT PERSPECTIVE, I BELIEVE IT WAS $130,000 AT THE TIME.
BUT IT WAS ALSO THE SOURCE OF WHERE THAT FUNDING WAS COMING FROM WAS THE BIGGER ISSUE.
AND AGAIN, THAT, THAT, THAT'S MY MEMORY OF IT.
BUT IT WASN'T THAT THEY WERE GETTING MONEY AT ALL.
IT WAS WHERE THAT MONEY WAS COMING FROM AND HOW IT WAS BEING ALLOCATED.
BUT YEAH, THERE'S THERE'S A LOT TO KNOW ABOUT OLD CITY PARK FOR SURE.
[01:50:01]
YEAH.SO I WAS ON THE COMMISSION DURING THAT TIME AND WHAT ACTUALLY HAPPENED WAS THEY DID NOT PASS THEIR, UM, PANEL REVIEW AND, UH, THEY WERE NOT, UM, ADVISED TO, TO RECEIVE FUNDING.
AND SO THE COMMISSION HONORED THAT, BUT CITY COUNCIL VETOED IT.
AND SO THAT'S WHAT HAPPENED THEN.
DIDN'T THE EXECUTIVE DIRECTOR AT THE TIME, MELISSA PFIZER, DIDN'T SHE GO TO HER BOARD AND THEY DECIDED NOT TO TAKE THE FUNDS? CORRECT.
ARE THE ADDITIONAL HANDS UP THE GALLERY? I SAW ANOTHER HAND.
COMMISSIONERS OTHER COMMENTS, QUESTIONS? OH, COMMISSIONER CORRE, YOU'RE MUTED.
UM, WHEN, UH, IT MIGHT BE TOO SOON TO ASK, BUT WHEN YOU CHOOSE THE PERSON FROM THE, TO SERVE ON THAT MASTER PLAN, OH, WE FIRST, SORRY, LET YOU FINISH.
SO I WAS JUST GONNA ASK, WILL THAT PERSON POSSIBLY BE CHOSEN FROM THE GROUP THAT'S GOING TO BE THE CULTURAL PLAN AND EQUITY COMMITTEE? I'M JUST WONDERING IF IF, IF THAT, IF THAT WOULD BE LIKE IT COULD BE THE ONE AND THE SAME, BUT RIGHT NOW THEY DON'T HAVE TO BE APPROVED OF THAT COMMITTEE.
COUNCIL ITEM NEEDS TO PASS FIRST BEFORE WE EVEN START GET TO THAT.
NICK, I WAS GONNA SAY, UM, MADAM CHAIR, I JUST THOUGHT PERHAPS IT WOULD BE A GOOD SUGGESTION, UM, TO HAVE OLD CITY PARK BE ONE OF OUR SPOTLIGHT BRIEFINGS IN THE RELATIVE NEAR FUTURE IF POSSIBLE.
JUST BECAUSE I'M SURE, I DON'T KNOW HOW FAR OUT THAT SCHEDULE IS SET, BUT I I THINK WE WOULD ALL DO ALL GO ON AGENDA YEAH.
TO HAVE THEM COME AND TALK TO US ABOUT WHAT'S GOING ON AT THE PARK, ESPECIALLY AS WE MOVE INTO THESE SIGNIFICANT CONSIDERATIONS ABOUT THEM.
SO I WAS GONNA ASK IF, UM, THE CITY MANAGER WAS GONNA GIVE AN ADDITIONAL A HUNDRED THOUSAND DOLLARS TO OACS BUDGET IN ORDER TO ACCOMMODATE THIS, WE WILL, UH, ASK THE DIRECTOR TO PUT THAT IN HER DISCUSSION WITH THE CITY MANAGER.
CAUSE I MEAN, IF IT'S NOT, IF THERE'S NO ADDITIONAL A HUNDRED THOUSAND DOLLARS GOING TO THE OAC BUDGET, THEN OBVIOUSLY IT'S GOTTA COME, COME FROM SOMEWHERE.
AND I'D HATE FOR THAT TO BE IN GRANT MONEY.
WAS WAS THE QUESTION ANSWERED WHERE, WHAT THAT MONEY'S GOING TO EXACTLY.
UH, UPDATED SIGNAGE, FOR INSTANCE.
ALL THE SIGNAGE THERE DOES NOT REFLECT THE REALITY OF THE 21ST CENTURY, FOR INSTANCE, SIGN.
SO THAT'S ALL GOING TO THE DELIVERABLES THAT YOU LISTED.
AND ALSO FOR MAJOR MAINTENANCE, THAT'S MUCH NEED.
I WAS GONNA USE THE MILLER HOUSE AS AN EXAMPLE.
IT SAYS MR. MILLER AND HIS SLAVES BUILT THIS HOUSE.
WERE IN THE 21ST CENTURY ENSLAVED PEOPLE BUILT THE HOME FOR THIS WHITE MAN.
SO WE SHOULD HAVE ACCURATE LANGUAGE REFLECTING EVERY SINGLE BUILDING ENDS.
AND I ENCOURAGE EVERYONE, I HAD NOT BEEN OUT TO OLD CITY PARK IN A WHILE.
IT'S ACTUALLY A BEAUTIFUL JOB.
AND ALSO ON THAT NOTE, THEY'VE RECENTLY MADE IT FREE.
THEY USED TO CHARGE ADMISSION.
SO IT'S ALSO ESPECIALLY IMPORTANT, I WOULD IMAGINE UPDATE THE SIGNAGE IF YOU'RE GETTING INCREASED TRAFFIC.
IT'S ALSO MY UNDERSTANDING FROM THE NEW MANAGEMENT THAT THEY ARE LOOKING TO REALLY ACTIVATE THE SPACES THAT THEY'VE GOT.
SO THAT COULD BE A GOOD PARTNERSHIP FOR AN EXCHANGE FOR A HUNDRED THOUSAND DOLLARS COMING FROM OAC BUDGET FREE SPACE.
UHHUH, WHAT DO I HAVE FOR YOU? NEXT SLIDE.
I'M SORRY I DON'T, THE SLIDE SHOW IN FRONT OF ME.
UH, WE ARE, THIS ORG CHART DOESN'T REFLECT, UH, OPENINGS THAT WE, SO WE ARE VACANT PIO TO THE RIGHT GREEN.
[01:55:01]
INTERVIEWING CANDIDATES TOMORROW.AND SO WE LOOK FORWARD TO THAT.
I BELIEVE WE'RE INTERVIEWING SIX, FIVE OR SIX, UH, CANDIDATES, UH, OVER THE NEXT TWO BUSINESS DAYS, UM, IN ORDER TO FILL THAT PARTICULAR POSITION.
UM, AND WE'VE GOT A HANDFUL OF OTHERS, UM, AS WELL.
I KNOW THE LCC IS OPENING UP POSITION SOUTH DALLAS.
WE'VE MENTIONED, AGAIN, SO ADDITIONAL SUPPORT FOR RHONDA.
UM, BUT JUST KNOW AGAIN, YOU KNOW, I'VE GOT MY SITE SET ON FILLING GAPS ACROSS OUR DEPARTMENT, UH, TO ENSURE, NUMBER ONE, THAT FOLKS CAN, UH, SHIFT BACK TO THE WORK THEY SHOULD BE FOCUSING ON IF THEY'RE SERVING IT INTERIM AND THAT WE CAN WORK EFFICIENTLY AS AN OFFICE OBVIOUSLY.
UM, BUT UH, AND THAT'S A SHORT UPDATE, UH, HOLD FOR ANY QUESTIONS AROUND THAT.
AND THEN WE'VE GOT OF COURSE, RETREAT PLANNING.
WE ARE WORKING TO, UH, RETREAT WITH YOU HOPEFULLY IN THE MONTH OF JUNE.
UH, FOLLOWING TIMELY ADVICE, UH, FROM FIRST TIME FOR MICKEY ABOUT JUST HOW BUSY MAY IS.
MAY IS A BUSY TIME AND IT, WE, WE LOST THE BATTLE
SO WE ARE LOOKING AT THURSDAYS, FRIDAYS, UM, AND WE WILL SEND, UH, BEST DATES FORWARD TO ENSURE THAT WE CAN HAVE 100% ATTENDANCE IN PERSON.
OF COURSE, IF WE NEED TO MAKE A WEB ACCESS, WE'LL DO, WE'LL MAKE IT WORK.
UM, BUT I REALLY, UM, UH, WANNA BE FIRM ABOUT A HUNDRED PERCENT OF YOU BEING THERE.
US, IF, IF, IF YOU PUT OUT LIKE A DOODLE POLL OR WHATEVER WHERE YOU'RE GONNA DO THAT.
I KNOW THAT SOME PEOPLE GO ON VACATION, BUT WE ALSO DON'T HAVE ANY COMMITTEE OR COMMISSION MEETINGS THAT MUCH.
SO IT COULD BE A GOOD, IF WE DON'T HAVE ANY OF THAT, WE COULD YOU HAVE
ONE, WE HAVE TWO NEW COMMITMENTS COMING.
AND IT'S STILL, WELL I KNOW, UM, CHAIRWOMAN IS GONNA SHARE WITH OF COURSE IT'S ARTS MONTH.
SO WE DO HAVE UP UPCOMING, UH, DATES FOR YOUR CONSIDERATION.
UH, BENJAMIN YOU HAVE ANYTHING ELSE YOU WANT TO BRIEF US ON? NO, THAT'S IT.
HE'S, UH, HAD A NEW TEAM MEMBER.
LUIS LOYA HAS JOINED US, HAS ALREADY GONE THROUGH TWO COMMITTEE MEETINGS AND A COUPLE IS IS HIS FIRST FULL COMMISSION MEETING.
HE IS YOUR COMMISSION COORDINATOR.
UM, HE'S BEING MUCH MORE RESPONSIVE THAN I AM.
I APOLOGIZE WHEN I MISS EMAILS.
UM, AND HE WILL BE YOUR GO-TO FOR EVERYTHING AND HELP KEEP ALL OF THE TRAINS RUNNING SMOOTHLY.
SO WE'RE SO EXCITED TO HAVE HIM, UM, HERE.
AND PLEASE TAKE TIME TO GET TO KNOW HIM.
UH, IF I COULD SAY A FEW WORDS, I'M EXCITED TO WORK IN THIS POSITION, EXCITED TO BE HERE WITH YOU ALL.
EXCITED, EXCITED TO START THIS NEW JOURNEY WITH EVERYONE HERE.
SO I'M EXCITED AND, UM, THANK YOU FOR, UH, I HOPE.
DO WE HAVE ANY OTHER COMMENTS? UH, THANK YOU STAFF.
WHAT DO YOU WANNA TALK ABOUT? ANYBODY WANNA TELL US SOMETHING? UH OH.
HE GOES
I AM NOT BLONDE NOR BLUE LIGHT, NOR HAVE SAVED THE OAC IN 2008.
BUT ON BEHALF OF JOICE AND ANGELO, THERE ARE ONLY
YOU ARE HER INVITED GUESTS AND I'M HERE TO REMIND YOU THAT OF A, I BELIEVE THE MAJORITY OF YOU ARE THERE.
SO HOPEFULLY THAT'S NOT A WALKING FORUM.
WE CAN ASK THIS THE ATTORNEY'S OFFICE.
AND IF YOU HAVE NOT R C P, PLEASE DO SO.
IT REALLY IS A GREAT EVENT AND IT IS ALSO WHERE MARTINE, OUR DIRECTOR, PUT HER ON THE SPOT, BE OUR KEYNOTE SPEAKER.
IT'S ON THE STAGE OF CENTER MEMBER CHAIR.
SO WHAT'S THAT DATE AGAIN? TUESDAY, APRIL 25TH, 12:00 PM IF YOU HAVE, IF YOU HAVE RCP.
YOU SAID A MAJORITY HAD BUT WE WOULD LOVE TO HAVE HAS BEEN WE YES.
[02:00:01]
IF WE COULD GET YOUR HELP, UM, WE ALWAYS TAKE A MOMENT TO, UM, ACKNOWLEDGE THOSE ARTISTS OR IN THE ART INDUSTRY HERE IN DALLAS THAT HAVE, UM, GONE ON.SO AFTER APRIL OF LAST YEAR THROUGH USED, IF YOU KNOW OF ANYBODY THAT WE NEED TO INCLUDE IN THAT LISTING, PLEASE SEND IT TO ME.
UH, AND WE'LL BE SURE TO INCLUDE THAT.
SO IT COULD BE A LIGHTING DESIGNER OR A STAGE DIRECTOR, OR IT COULD BE A PHOTOGRAPHER, SOMEBODY WHO'S, YOU KNOW, HAS THOSE TIES TO, TO DALLAS.
WHAT INFORMATION DO YOU WANT IN REGARD, UM, THEIR NAME AND THEN WHAT WAS THEIR ART DISCIPLINE AND WHAT THEY'RE DOING NOW.
YEAH, SO YOU MUST SHARE YOUR CHARGER BON ON BUNCH OF THEM WHO ARE FAMOUS.
NOW AT THE BOTTOM OF YOUR INTENT, YOUR CONSIDERATION, MAKE SURE YOU PUT THAT ON YOUR CALENDAR.
I JUST WANTED TO SAY A BIG THANK YOU TO RHONDA WHO PULLED SOME MIRACLES, UM, TO GET A PERFORMER TECH TO PERFORM AT TIMBERLAND FOR TEEN NIGHT.
UM, I HAVE HEARD NOTHING BUT RAVE REVIEWS, INCLUDING FROM MY, UH, CITY COUNCILWOMAN.
UM, IT WAS REALLY GOOD TO HAVE HER THERE AND TO SEE.
AND SO RHONDA, THANK YOU AND YOUR TEAM.
UM, I KNOW, UH, WE CAME IN SHORT OF THE DEADLINE, BUT YOU PULLED IT OFF, SO THANK YOU.
I'M ALSO GONNA SAY THANK YOU TO RHONDA FOR, UM, SUPPORTING AN EVENT THAT HAPPENED YESTERDAY AND THAT WE'RE HOPING TO CONTINUE FOR SPECIAL NEEDS PARENTS.
IT'S HEALING ARTS, UM, HEALING ARTS, CREATIVE ARTS PRACTICES FOR SPECIAL NEEDS PARENTS TO FIND SPACE TO BREATHE, CONNECT, AND, UM, HEAL.
AND I JUST WANNA SAY THANK YOU TO HER CAUSE IT WASN'T EASY TO GET IT ALL TOGETHER.
AND SHE'S VERY PATIENT WITH ME.
OTHER COMMENTS? ANYONE ELSE? COMMISSIONERS, I THANK YOU ALL FOR YOUR TIME, YOUR TALENT.
WE APPRECIATE EVERYTHING YOU DO, STAFF, YOU KNOW, WE COULDN'T DO IT WITHOUT YOU.
WITH THAT BEING SAID, I NOW DECLARE THIS MEETING CLOSED FOR THE CONDUCT OF BUSINESS.
THANK YOU SO MUCH FOR COMING HERE.
