UM, RABBI PALEY ALSO SERVES AS A CHAPLAIN WITH THE DALLAS POLICE DEPARTMENT, AND I'M NOW GOING TO TURN IT OVER TO HIM TO PROVIDE OUR INVOCATION, FOLLOWED BY OUR PLEDGES OF ALLEGIANCE TO THE UNITED STATES FLAG, THE TEXAS FLAG.

THANK YOU, MR. MAYOR, COUNCIL MEMBERS, BRAND NEW COUNCIL MEMBERS, FRIENDS, THANK YOU AGAIN FOR THIS OPPORTUNITY TO BE WITH YOU AND TO BRING WORDS OF BLESSING TO BEGIN ANOTHER DAY OF SERVICE TO OUR GREAT CITY.

IT'S A, IT'S A GREAT HONOR FOR ME.

I'M HUMBLED TO BE HERE, UH, BEFORE YOU TODAY.

HOLY ONE, A BLESSING GOD OF MANY NAMES, GOD OF ALL PEOPLES, OF ALL NATIONS.

ON THIS DAY OF FREEDOM, WE CELEBRATE TRIUMPHANTLY WITH ALL PEOPLE OF GOODWILL THAT MIGHT WALK ARM AND ARM TOWARDS JUSTICE FOR ALL.

BREATHE INTO US YOUR ETERNAL BREATH THAT WE MAY NEVER TIRE OF ENSURING A FLOURISHING LIFE FOR OUR PEOPLE, BUT MOST ESPECIALLY THOSE BROTHERS AND SISTERS WHOSE GROWTH HAS BEEN STIFLED BY THE TRAUMA OF BEING ENSLAVED, WHO GOD WE KNOW AND HAVE SEEN.

YOUR GOODNESS.

AND BECAUSE OF IT, WE CLINGING TO THE HOPE THAT UNITY AND LIBERATION FOR ALL ARE WITHIN OUR GRASP.

CONTINUE TO SHOW US YOUR GOODNESS THAT WE MAY HAVE THE STRENGTH TO ADVANCE YOUR KINGDOM WITH HUMILITY AND WITH GRACE.

ON THIS SPECIAL DAY, WE ASK YOU, OH GOD, TO BE WITH OUR MAYOR AND HIS STAFF AND OUR CITY COUNCIL AND THEIR STAFFS AND ALL THOSE ALONG WITH THEM WHO HAVE BEEN CALLED TO LEADERSHIP IN OUR CITY.

SO THAT THEY MIGHT HAVE THE COURAGE AND THE CONVICTION TO LISTEN, TO CONSIDER, TO THINK CAREFULLY AND TO ACT WITH COMPASSION AND CONVICTION.

REMIND THEM THAT NO MATTER WHERE IN OUR CITY WE MAY LIVE, EVERYONE IS OUR NEIGHBOR, EVERYONE, OUR SIBLING, AND THAT THEY HAVE BEEN CALLED TO RESPECT AND PROTECT OUR CHILDREN, THE ELDERLY, THE POOR, THOSE WHO ARE HUNGRY, THOSE WHO HAVE NO HOMES, THOSE WHO ARE ILL OF BODY AND MIND OR SPIRIT.

THE STRANGERS AND IMMIGRANTS IN OUR MIDST.

THOSE WHO LIVE ON THE MARGINS, THOSE WHO ARE ALONE, THOSE WHO ARE FORGOTTEN, MAY THEY PUT ASIDE ENMITY AND ENVY, BECOMING EXAMPLES OF WHAT IT REALLY MEANS TO COOPERATE AND COLLABORATE FOR THE COMMON GOOD FOR OUR CITY AND INDEED OUR ENTIRE NATION.

MAY THEY ALWAYS BE GUIDED BY THE SPIRIT OF COMMUNITY, BY THE SPIRIT OF JUSTICE, AND BY THE SPIRIT OF LOVE.

MAY THEY BE REMINDED OF THE, OF THE ULTIMATE TEACHING THAT YOU CAN PRETEND TO CARE, BUT YOU CANNOT PRETEND TO SHOW UP.

MAY THEY SHOW UP TODAY WITH THE RIGHTEOUSNESS IN THEIR HEARTS AND THE WILL TO MAKE THINGS BETTER FOR EVERYONE.

AND IT MARKS THE DAY IN 1865 WHEN FEDERAL TROOPS LANDED IN GALVESTON, TEXAS TO ENSURE THAT ALL ENSLAVED PEOPLE KNEW THAT THEY HAD BEEN FREED.

JUNETEENTH IS AN IMPORTANT OPPORTUNITY FOR US TO CELEBRATE FREEDOM WHILE ACKNOWLEDGING THAT THERE IS STILL MORE WORK TO BE DONE TO BUILD A MORE EQUITABLE AND FAIR SOCIETY UNDER THE LAW.

YOUR ELECTION OF OFFICERS TO THE CITY COUNCIL FOR MAYOR PROTI AND DEPUTY MAYOR TIM, BEFORE WE GET TO THE ELECTION, LET ME GIVE SOME BACKGROUND INFORMATION OR HOW WE GOT TO THIS, TO THE BALLOTING PROCESS.

ON WEDNESDAY, JUNE 14TH, 2023, THE DALLAS CITY COUNCIL, YOU GUYS ADOPTED A RESOLUTION THAT NOMINATIONS AND ELECTIONS FOR MAYOR PROTI AND DEPUTY MAYOR PROTI WILL BE CONDUCTED BY BALLOT.

THAT WAS THEREFORE NO SINGLE NOMINATIONS FOR MAYOR PROTI AND DEPUTY MAYOR PROTI REQUIRING A MOTION AND SECOND CAN BE MADE ON THE FLOOR.

THE CITY SECRETARY'S OFFICE IS PRESENTING THE FOLLOWING VALID PROCESS, AND I SENT THIS OUT ON FRIDAY, BUT ALL 14 MEMBERS OF COUNCIL.

AND THIS APPLIES TO BOTH THE, THE NOMINATION BALLOT AND ELECTION BALLOT FOR BOTH THE MAYOR PROTI AND DEPUTY MAYOR PROTI OFFICES.

BUT ALL 14 MEMBERS OF THE CITY COUNCIL CAN BE NOMINATED AT THE SAME TIME, A COUNCIL MEMBER CAN OPT OUT ON BEING LISTED ON THE NOMINATION LIST.

A COUNCIL MEMBER CAN ONLY NOMINATE ONE NOMINEE AND THAT CAN BE, UM, YOURSELF, HIMSELF, OR HERSELF.

THE TOP TWO NOMINEES RECEIVING THE HIGHEST NOMINATIONS WILL MOVE FORWARD TO THE FINAL ELECTION BALLOT.

OR IF THERE ARE MULTIPLE NOMINEES, IF THERE IS A TIE ON THE TOP TWO HIGHEST NOMINATIONS, THEN THAT THOSE INDIVIDUALS WILL MOVE FORWARD.

THE NOMINEE ON THE FINAL ELECTION BALLOT MUST RECEIVE EIGHT VOTES TO BE DULY ELECTED TO THAT POSITION.

I HAVE PASSED ETHICS REFORM.

I HAVE WORKED CLOSELY WITH EACH OF YOU WHO'VE COME INTO MY OFFICE ASKING FOR HELP.

AND, UH, IN, IN ADDITION, I HELPED TWO MAYORS GET READY.

SO FOR FOUR YEARS I HAVE BEEN SITTING AROUND THIS HORSESHOE WORKING, UH, TO GET THINGS DONE FOR OUR CITY.

IT'S IMPORTANT THAT WE HAVE A TEAM HERE AND IT'S IMPORTANT THAT WE WORK TOGETHER.

AND, UM, I DON'T WANNA HAVE ANY WHAT IFS ON MY CONSCIENCE.

I DIDN'T DO IT THE LAST TWO TIMES.

AND SO I FELT LIKE I NEEDED TO DO THIS NOW.

AND I KNOW DISCUSSIONS HAPPENED A LOT OVER THE WEEKEND AND I APPRECIATE EVERYBODY CALLING ME BACK AND GIVING ME THEIR THOUGHTS.

BUT I DO BELIEVE THAT, UM, I AM FIT FOR THIS ROLE AND I WOULD APPRECIATE EACH OF YOUR SUPPORT.

BUT I REMEMBER ONCE WHEN I WAS NOMINATED AS TEACHER OF THE YEAR, WHATEVER, YOU KNOW, AND I'M LIKE, I DON'T REALLY NEED TO GO THROUGH ALL THIS, UH, WRITING, YOU KNOW, TRYING TO JUSTIFY WHY I SHOULD GET THIS.

BUT ONE, ONE OF THE SENIOR TEACHERS THERE SAID, YOU KNOW WHAT? A DOG THAT WON'T WAG HIS OWN TAIL IS A PRETTY SA SORRY DOG.

AND I STARTED THINKING ABOUT THAT.

AND SO JUST TO LET YOU KNOW, REGARDLESS OF HOW THIS VOTE TURNS OUT, I AM STILL REPRESENTATIVE OF THIS CITY, STILL CAROLYN, KING ARNOLD, DISTRICT FOUR.

AND OF COURSE I WOULD LIKE TO HAVE ALL YOUR VOTES, BUT MANY OF YOU RIGHT NOW TRYING TO GO INTO THAT WHOLE NOTION OF, NOW WE SAID EVERYBODY SHOULD HAVE ONE YEAR, AND THAT'S WHAT THEY NEED TO HAVE.
