AND SO I JUST WANTED TO COME ON AND INTRODUCE MYSELF AND, YOU KNOW, LET ME LET YOU GUYS AND EVERYONE KNOW THAT WE'RE AVAILABLE TO THE COMMUNITY AND WE'RE TRYING TO UPLIFT ARTISTS.

I'M THE EXECUTIVE ARTISTIC DIRECTOR OF ACADEMY THEATER, AS MANY OF YOU KNOW, AND I WANT TO THANK MADAM CHAIR GOODSON ARTS AND CULTURE ADVISORY COMMITTEE AND DR.

AND DIRECTOR PHILIPPE.

I'M HERE TO ASK THE COMMISSION TO HELP THE TWO RESIDENT THEATERS OF THE LATINO CULTURAL CENTER ACADEMY THEATER AND THA DALLAS.

DALLAS CITY COUNCIL APPROVED A RESOLUTION IN DECEMBER OF 2019 TO GRANT RESIDENCY STATUS TO OUR TWO COMPANIES, BUT THE YEAR IS 2023, AND WE STILL DO NOT HAVE AN ANNUAL USE AGREEMENT THAT OUTLINES CLEAR POLICIES FOR OUR ACCESS TO THE BUILDING.

OACS CURRENT PROPOSALS FOR ACCESS ARE NOT WORKABLE.

OUR RESIDENCIES WERE MEANT TO CREATE EQUITY BETWEEN LATINO THEATER GROUPS AND HISTORICALLY WHITE LED ARTS ORGANIZATIONS WHO ARE RESIDENTS OF CITY ARTS BUILDINGS.

HOWEVER, THE ACCESS OFFERED TO US IS NOT EQUITABLE, NOR DO OACS PROPOSALS FOR ACCESS REPRESENT PROFESSIONAL STANDARDS LOCALLY OR NATIONALLY.

THIS PUTS THE CITY'S CURRENT STANCE AT DIRECT ODDS WITH THE PLAIN LANGUAGE OF THE RESIDENCY AGREEMENT.

THE CITY COUNCIL RESOLUTION REQUIRED THE TWO COMPANIES HELP RAISE $500,000 FOR THE NEW BLACK BOX ACADEMY, RAISED 175,000 ON ITS OWN WHILE ASSISTING WITH ARREST.

WE FINISHED THE CAMPAIGN IN DECEMBER, 2020, BUT DONORS TO THE BLACK BOX STILL HAD NOT BEEN RECOGNIZED WITH THEIR NAMES ON THE BUILDING.

ONE DONOR DI KA ASKED WHAT WAS TAKING SO LONG, AND WHEN I DESCRIBED THE ACCESS ISSUES, HE SAID, WELL, IT SOUNDS LIKE YOU DON'T HAVE A RESIDENCY IF YOU DON'T HAVE ACCESS.

THAT'S THE WHOLE POINT OF THE RESIDENCY.

WHAT WE NEED IS SIMPLE.

WE NEED DAILY ACCESS TO THE THEATER FROM 8:00 AM UNTIL MIDNIGHT.

AND KEY ACCESS FOR AFTER HOURS, KEYS FOR AFTER HOURS.

WE ALSO NEED ACCESS ON HOLIDAYS LIKE ANY OTHER PROFESSIONAL RESIDENT THEATER.

IT'S THAT SIMPLE.

THE REST IS FOR THE ATTORNEYS TO WORK OUT IN THE CONTRACT.

I WAS TOLD THAT THE L CCC COULDN'T OPEN BEFORE 9:00 AM BECAUSE ONE OF THE THREE TECHNICIANS HAS TO DROP OFF HIS CHILDREN AT SCHOOL.

THERE ARE TWO OTHER TECHNICIANS AND OTHER STAFF MEMBERS WITHOUT CHILDREN AT HOME WHO CAN OPEN THE DOORS.

OAC ALSO PROPOSES THAT THE BUILDING CLOSES AT 10:00 PM FOR REHEARSALS AND 11:00 PM ON PERFORMANCE DAYS.

ANYONE WHO HAS WORKED IN THEATER KNOWS THAT THESE HOURS ARE NOT WORKABLE FROM KAMIA.

WE SIMPLY CAN'T EXECUTE OUR STRATEGIC PLAN WITH THESE LIMITATIONS.

I SHOWED THE COMMISSION WHAT A SUCCESSFUL PRODUCTION LOOKS LIKE FOR KIR DURING THE FEBRUARY COMMISSION MEETING, AND IT WAS WITH ACCESS FROM 8:00 AM UNTIL MIDNIGHT.

AND THE CURRENT KEY POLICY OFFERED BY THE CITY FOR US TO ENTER THE BUILDING AFTER HOURS IS ALSO JUST NOT WORKABLE.

IF THE REASON WE DON'T HAVE THE SAME ACCESS, BECAUSE WE DIDN'T RAISE AS MUCH MONEY AS THE AT AND T PERFORMING ARTS CENTER OR THE DALLAS THEATER CENTER, THEN THAT'S NOT AN ACCESS POLICY BUILT ON EQUITY.

THAT'S A POLICY BUILT ON PRIVILEGE.

I HOPE THAT YOU CAN HELP US AS THE COMMISSION MOVE FORWARD TO EQUITABLE AND ACCESSIBLE RESIDENCIES FOR OUR LATINX THEATERS AT THE LCC.

I AM THE FORMER ARTISTIC EXECUTIVE DIRECTOR OF DRO DALLAS ANDM.

INVOLVED IN, UM, THIS PROCESS THAT DAVID ADDRESSED.

I'M CURRENTLY NOW THE DEVELOPMENT DIRECTOR.

WE'VE HIRED A NEW ARTISTIC DIRECTOR AS OF FEBRUARY.

UM, IN 2019, THE CITY COUNCIL RECOGNIZED OUR TWO THEATERS AS THE PROFESSIONAL LEGACY LATINX THEATERS WITH OVER 75 YEARS OF COMBINED CULTURAL SERVICE TO DALLAS AND PASSED THE RESOLUTION TO PROVIDE OUR COMPANIES WITH THE RESIDENCIES AT THE LATINO CULTURAL CENTER.

ADDITIONALLY, IT WAS IMPRESSED UPON US, OUR COMPANIES, THAT WE RAISED THE $500,000 IN A CONSOLIDATED CAPITAL CAMPAIGN TO PURCHASE THE LIGHTS, SOUND AND SEATING FOR THE BLACK BOX THEATER, WHICH I WOULD NOTE, UM, IS A BENEFIT TO ALL OF THE ARTS GROUPS IN DALLAS AT THE L C C.

IN SUPPORT OF OUR RESIDENCIES, OUR RESIDENCIES WERE LEVERAGED AS A WAY OF RAISING FUNDS BY FOUNDATIONS AND INDIVIDUAL DONORS FOR A CITY FACILITY AS THEY BELIEVE THEIR CONTRIBUTIONS WOULD ENABLE US TO WORK PROFESSIONALLY WITH ACCESS IN THE L C C FOR YEARS TO COME.

THESE FUNDS WERE RAISED DURING COVID NO LESS AND TOTALED MORE THAN HALF A MILLION DOLLARS.

DURING THIS CAMPAIGN PROCESS, OAC STAFF ASSURANCES WERE MADE THAT THE RESIDENCY USE AGREEMENT WOULD BE CREATED AND IN PLACE FOR OUR THEATERS BY FALL OF 2021.

THREE YEARS LATER, THIS HAS NOT HAPPENED.

EFFECTUALLY PUTTING, EFFECTUALLY PUTTING THE CITY IN A POSITION OF A VIOLATION

OF THE BREACH OF CONTRACT OR IN THE VERNACULAR PARLANCE, ABATE AND SWITCH.

THE ASSURANCES MADE BY THE O A C STAFF ARE RECORDED IN A LENGTHY ONLINE MEETING AND IN NUMEROUS EMAILS.

FURTHERMORE, OUR THEATER RESIDENCIES HAVE BEEN TOUTED PUBLICLY AS BOLD, UNPRECEDENTED, AND THE ONLY KINDS IN THE UNITED STATES WITH ARTS ADMINISTRATORS FROM AS FAR AS HOUSTON VISITING DALLAS TO ACCOMP TO SEE WHAT WAS ACCOMPLISHED IN TERMS OF PROGRESSIVE ARTS EQUITY.

UNFORTUNATELY, NOW THAT THE PUBLIC RELATION PURPOSES FOR THESE ANNOUNCEMENTS HAVE BEEN EXTINGUISHED, IT APPEARS IT'S A CITY'S ATTITUDE HAS SHIFTED.

IN FACT, YOU HAVE BEFORE YOU THESE TWO THEATER COMPANIES THAT WERE URGED TO SEEK MORE THAN HALF A MILLION IN FUNDING TO BENEFIT A CITY FACILITY.

AND WE'VE PROVIDED AN AVERAGE OF 16 WEEKS OF PROFESSIONAL PROGRAMS, AND WE HAVE FULFILLED ALL THESE.

IT IS NOW 2023, AND THE CITY AND STAFF OF O A C HAVE NOT DELIVERED OUR USE AGREEMENT THAT CLEARLY DEFINES OUR RIGHTS AS RESIDENT COMPANIES TO WORK PROFESSIONALLY IN THE L C C SPACES.

OUR DONORS HAVE YET TO BE RECOGNIZED ON THE BUILDING AS PROMISED, AND WE HAVE HAD TO GO THROUGH THE PROCESS OF HIRING AND RETAINING ATTORNEYS TO PROVIDE LEGAL COUNSEL FOR THIS MATTER.

THIS IS EXPENSIVE FOR OUR SMALL THEATERS, AND THE OPPOSITE OF REDUCING BARRIERS TO ACCESS AND EQUITY THAT WAS FORMALLY TOUTED SO VOCIFEROUSLY BY OAC STAFF.

OUR AGREEMENTS, UH, RESIDENCY AGREEMENTS SIGNED AND ADOPTED BY ALL PARTIES IN 2020 CLEARLY DEFINES OUR RESIDENCY AS ALLOWING ACCESS AND THE ABILITY TO WORK AS PROFESSIONAL CON COMPANIES DEFINED BY THE STANDARDS IN THE THEATER INDUSTRY.

BUT, YOU KNOW, THE ASIAN FILM FESTIVAL OF DALLAS, PRIMARILY OUR GOAL IS TO, UH, YOU KNOW, SHOW OFF THE DIVERSITY NAME, YOU KNOW, AS IS OUR NAME, YOU KNOW, THE ASIAN AMERICAN AND ASIAN CULTURES.

UM, A LOT OF PEOPLE, YOU KNOW, ESPECIALLY THOSE THAT MIGHT JUST CATCH THEIR ASIAN FILMS THROUGH NETFLIX OR ONE OF THE OTHER STREAMING SERVICES, THEY'RE NOT GONNA SEE A LOT OF THE FILMS THAT, YOU KNOW, THAT COME ACROSS OUR PLATFORM.

YOU KNOW, IN FACT, WE ARE, YOU KNOW, IN MANY INSTANCES THE ONLY OPPORTUNITY FOR A LOT OF THESE FILMMAKERS TO GET THEIR FILMS ON SCREEN.

MM-HMM.

UM, SO, YOU KNOW, THEN, AND THIS COULD BE FIG, YOU KNOW, DOCUMENTARIANS OR, YOU KNOW, YOU KNOW, FILMMAKERS OF, YOU KNOW, ALL BACKGROUNDS, WOMEN, MEN, WOMEN, UM, YOU KNOW, ET CETERA.

SO I THINK, UM, IT'S IMPORTANT TO NOTE THAT WITHOUT THE FESTIVAL ITSELF, YOU KNOW, WE LOVE GETTING THE BIG FILMS. WE LOVE, YOU KNOW, LANDING, ONE OF THE FILM MADE ONE OF THOSE FILMS YOU MIGHT HAVE HEARD ABOUT.

BUT REALLY THE THING THAT REALLY, UM, BRINGS PEOPLE IN IS THE STUFF THAT THEY HAVEN'T HEARD ABOUT WHEN THEY LEAVE THE FESTIVAL AND THEY TALK ABOUT THAT FILM THAT THEY NEVER HEARD OF, UM, AND THEY OTHERWISE NEVER WOULD'VE SEEN.

UM, AND THAT, THAT'S THEIR OPPORTUNITY.

AND WHAT'S MORE, IT'S THE OPPORTUNITY FOR THOSE FILMERS TO COME AND TALK ABOUT, UM, AND SHARE THOSE FILMS WITH US.

AND THAT'S A FUN OPPORTUNITY FOR THEM, UH, TO SEE THEIR STUFF ON THE BIG SCREEN MORE THAN JUST AN IPAD, FOR EXAMPLE.

AND, YOU KNOW, AND ALSO TALK ABOUT IT.

WE, WE GIVE AWARDS, UH, FOR THAT, UM, AS WELL.

SO, AND LAST YEAR, ONE OF OUR, PROBABLY OUR, OUR MOST ATTENDED DAY, UM, IT ACTUALLY WAS OUR MOST ATTENDED DAY, IT WAS OUR WOMEN'S SHOWCASE.

WE DEVOTED THE FINAL DAY OF OUR FESTIVAL TO THAT, UM, EVENT, WHICH HAD A RED CARPET EVENT.

UM, AND IT WAS JUST A BLAST.

AND WE HAD A FANTASTIC TURNOUT, UM, THAT DAY.

THOSE ARE SOME OF OUR, THAT AND THE WOMEN'S SHOWCASE ARE SOME OF OUR, UM, THINGS THAT WE LOVE TO DO ON A REGULAR BASIS.

WE, WE DO A PRETTY GOOD JOB OF MAKING SURE TO PUT THE MONEY DIRECTLY, UH, FORWARD FACING TOWARDS OUR AUDIENCE AND THE COMMUNITY.

SPEAKING OF COMMUNITIES, WE, UH, A LOT OF FOLKS THINK OF JUST A COUPLE OF THE ASIAN COMMUNITIES THAT ARE OUT THERE.

WE TRY AND WE MAKE IT A POINT OF PRIDE TO SERVE AS MANY AS WE CAN EVERY SINGLE YEAR.

AND WE'RE VERY ALWAYS VERY PROUD TO, UM, TO BRING FILMS FROM PLACES THAT, UH, A LOT OF STANDARD FILM VIEWERS MIGHT NOT HAVE EVER SEEN, WHICH IS PRETTY EXCITING.

I THINK IT'S LIKE A BIG DEAL HAVING AN ASIAN FILMFEST IN A CITY LIKE DALLAS.

I THINK IT REALLY KIND OF SHOWCASES THAT WE HAVE THESE EVENTS, WE HAVE THESE FESTIVALS THAT EVEN OTHER BIG CITIES DON'T EVEN HAVE.

I MEAN, WE'RE THE LARGEST FEST, UH, ASIAN FILM FESTIVAL IN THE SOUTHWEST.

I THINK IT'S A, A TESTAMENT TO OUR COMMUNITIES AND TO THE, THE INTEREST IN ASIAN FILM AND ASIAN CULTURE.

UM, AND THE OTHER THING THAT I WANTED TO ADD WAS, I THINK IT'S SUCH A GREAT PLACE FOR PEOPLE TO SEE THEMSELVES AS BEING ABLE TO CREATE FILMS. LIKE I THINK YOU'RE BRINGING IN PEOPLE AND SHOWCASING NOT JUST STUDENT WORK, BUT YOU'RE GETTING A CHANCE TO SEE THESE FILMMAKERS WHO MIGHT BE AT THE BEGINNING OF THEIR CAREERS OR DIFFERENT STAGES OF THEIR CAREERS AND THEY CAN, YOU CAN SEE LIKE, HEY, I CAN DO THIS TOO.

MAYBE THAT THIS IS SOMETHING THAT I MIGHT WANT TO DO.

IT INSPIRES PEOPLE.

I THINK THAT'S WHAT FESTIVALS DO A LOT OF TIMES.

SO, JUST A BRIEF OVERVIEW.

THE OFFICE OF BOND CONSTRUCTION AND MANAGEMENT, UM, OVERSEES THE BOND PROGRAM.

THE BOND PROGRAM IS SLATED HOPEFULLY FOR MAY, 2024.

EACH DEPARTMENT, UM, UH, SELECTS ITS SCORING CRITERIA WITH WHICH, WHICH MUST EQUAL EIGHT A HUNDRED POINTS.

AND UNLIKE PAST YEARS THAT WE ONLY USE TECHNICAL CRITERIA LIKE, UH, THE CONDITION OF BUILDINGS, UH, OPERATION MAINTENANCE, SUSTAINABILITY, WE'VE ACTUALLY ADDED EQUITY INTO THE 2024 BOND PROGRAM.

SO 20 POINTS WILL ACTUALLY BE FOR EQUITY AND 80 POINTS WILL BE FOR TECHNICAL CRITERIA.

ALSO, THERE'S A THIRD, UM, COMPONENT TO IT, WHICH IS CALLED AN OVERLAPPING DEPARTMENT.

PROJECTS ARE COUNTED FOR USING THE CALCULATED PERCENTAGE FACTOR INTERACTIVE MAP THAT DOES NOT APPLY TO US.

SO LET ME EXPLAIN.

UM, LET ME TRY TO EXPLAIN THAT A LITTLE BIT BETTER.

SO TWO DEPARTMENTS, SO FOR INSTANCE, TRANSPORTATION AND PUBLIC WORKS ARE WORKING ON A STREET PROJECT TOGETHER AT OVERLAY MAP WOULD BE REMAIN TO THAT.

SO AC DOES NOT HAVE THAT.

RIGHT NOW, THE ESTIMATED ALLOCATION FOR THE 2024 BOND IS APPROXIMATELY A LITTLE BIT OVER A MILLION DOLLARS.

I'LL BRIEFLY TALK ABOUT OUR TECHNICAL AND EQUITY CRITERIA.

SO AS I SAID, EVERY DEPARTMENT DEVELOPS TECHNICAL CRITERIA BASED ON DEPARTMENTAL NEEDS, CONCERNS, EXPERTISE.

UM, THE CRITERIA, UM, IS DEVELOPED IN TANDEM WITH THE BOND WITH THE OFFICE OF BOND AND CONSTRUCTION MANAGEMENT.

AND AS I SAID, UM, 80 POINTS ARE COME FROM A TECHNICAL SCORE.

AND THE DEPARTMENT SCORE ARE THE FAC.

OUR FACILITIES, WE HAVE 19 FACILITIES, SEVEN ARE RUN BY THE OAC AND 12, OUR PARTNER MANAGE FACILITIES.

SO WE, THE DEPARTMENT, I'M SORRY, THE DEPARTMENT IN TDO WITH ON CONSTRUCTION MANAGEMENT WILL DETERMINE THE PROJECT, THE SCORE FOR THE NEEDS INVENTORY, WHAT IS, AGAIN, MOVING INTO ACCOUNT, THE IMPORTANCE OF CITY DEPARTMENT'S, INTERCONNECTIVITY AND WORKING TOGETHER.

WE'RE ACTUALLY WORKING WITH THE OFFICE OF ENVIRONMENTAL QUALITY.

AS WE MOVE INTO THE 21ST CENTURY, WE REALLY HAVE TO THINK ABOUT OUR CARBON FOOTPRINT ON OUR EARTH.

WE HAVE TO START THINKING ABOUT SUSTAINABILITY, HOW, HOW TO BE MORE COST EFFICIENT, AND THEN A SENSE ALSO HOW TO, HOW DOES SAFETY FIT INTO WITHIN OUR CCAP GOALS, WHICH ARE PART OF OUR GOALS FOR OFFICE OF ENVIRONMENTAL QUALITY AND SUSTAINABILITY.

NOW, THIS IS WHERE I THINK IT'S VERY IMPORTANT FOR US, AND THIS IS THE FIRST TIME IN DALLAS TAKING A LEAD ON THIS IS WITH EQUITY CRITERIA.

10 POINTS OF EQUITY WILL BE BASED ON AN EQUITY IMPACT ASSESSMENT SCORE.

AND I'LL COVER THAT IN THE NEXT SLIDE.

SO THIS MAP SHOWING NEIGHBORHOODS THAT HAVE NOT HAD ACCESS OR HISTORICALLY HAVE BEEN HISTORICALLY UNDERPRIVILEGED COMMUNITIES OR LOW INCOME NEIGHBORHOODS, OR WHO HAVE LA WHO HAVE, WHO HAVE NOT HAD ACCESS TO.

BELIEVE IT OR NOT, THERE'S STILL NEIGHBORHOODS THAT DO NOT HAVE RUNNING WATER.

IN DALLAS, THE OFFICE OF EQUITY INCLUSION WORK WITH PUBLIC WORKS, WORK WITH TRANSPORTATION AND THE OFFICE OF PRODUCT CONSTRUCTION MANAGEMENT TO MAKE THIS MAP AS REALISTIC AS POSSIBLE AND TO TARGET STRATEGICALLY WITH THE BOND EQUITY.

UM, THIS SCORING.

SO THIS, UH, THE ENTIRE CITY IS GIVING A, A RANKING BETWEEN ONE AND FIVE, AND THEN THAT SCORE IS MULTIPLIED BY TWO OR 10 EQUITY GROUPS.

GOING ON TO THE NEXT SLIDE, UM, SLIDE SEVEN AND EIGHT I FIND VERY FASCINATING AND I ENCOURAGE YOU TO LOOK AT BOTH SLIDES AS I TALK ABOUT THEM.

SO AS WE TALK ABOUT THE DALLAS CULTURAL PLAN, UH, STRATEGY NUMBER 20 UNDER SUSTAINABLE ARTS ECOSYSTEM, UM, STATED THE FOLLOWING,

THE CITY WILL SUSTAINABLY FUND DEFERRED MAINTENANCE AND PROACTIVE FUND, SORRY, SUSTAINABLY FUND DEFERRED AND PROACTIVE MAINTENANCE FOR CITY-OWNED CULTURAL FACILITIES.

TAKING THAT INTO CONSIDERATION, OUR ANNUAL CULTURAL FACILITY MAINTENANCE ALLOCATION IS APPROXIMATELY A MILLION DOLLARS.

THE APPRAISAL VALUE OF OUR 19 CULTURAL FACILITIES IS $535 MILLION.

I'LL JUST LET THAT SIT IN FOR A SECOND.

FROM 1998 TO 2017, THE OFFICE OF ARTS AND CULTURE THROUGH, UH, THE FIVE, THE LAST FIVE BOND PROGRAMS RECEIVED APPROXIMATELY 114 MILLION.

WHAT I DID IS I CALCULATED THAT 114 MILLION IN 1995 IS APPROXIMATELY ALMOST 200 MILLION BY 2020 $2.

SO YOU CAN STILL SEE IF YOU LOOK AT THE APPRAISAL VALUE OF OUR FACILITIES VERSUS WHAT WE HAVE RECEIVED IN THE BOND PROGRAM, THAT IT IS MINUSCULE.

AND SO THE AVERAGE THAT WE HAVE RECEIVED IN THESE LAST FIVE BOND PROGRAMS HAVE BEEN, HAVE BEEN BETWEEN ONE AND A HALF PERCENT, 5%.

AND IF YOU LOOK AT THE RED LINE, IT SAYS ZERO.

MOVING ON TO SLIDE NUMBER EIGHT, I THINK IT'S IMPORTANT TO POINT OUT THAT BY AND LARGE BOND PROGRAMS ARE USED TO FUND DEFERRED PAYMENTS, BUT WE ALSO DO CONSTRUCT NEW FACILITIES.

SO IN 2003 AND SIX, UM, APPROXIMATELY, UH, COMBINED TOTAL OF 65 MILLION WAS SET ASIDE FOR NEW CONSTRUCTION, WHICH INCLUDED THE MOODY PER BACK THEN CITY PERFORMANCE HALL.

NOW THE MOODY PERFORMANCE HALL AND THE CITY'S CONTRIBUTION TO THE AT T PERFORMING ARTS CENTER.

UM, AND WE'LL TURN TO SLIDE NUMBER NINE.

I THINK IT'S VERY EXCITING.

UM, AS PART OF THE BOND PROCESS, WE ARE A PUBLIC ENTITY AND ENGAGEMENT WITH OUR RESIDENTS IS VERY IMPORTANT.

SO, UH, THE MAYOR AND COUNCIL HAVE APPOINTED, UH, COMMUNITY BOND TASK FORCE.

THE MEMBERS ARE HERE.

UM, THE CHAIR OF THE MAIN, UH, THE COMMUNITY BOND TASK FORCE IS ARVAL, WHO'S ALSO THE PRESIDENT OF THE PARK AND RECREATION BOARD.

AND WE O O A C ALONG WITH LIBRARIES, UH, POLICE AND FIRE AND CITY FACILITIES, UM, FALL UNDER WHAT'S CALLED UH, THE CRITICAL FACILITY SUBCOMMITTEE.

THE FIRST COLUMN IS, WHAT IS THE OVERALL NEEDS INVENTORY? THAT IS WHAT EVERY CITY DEPARTMENT, INCLUDING THE OFFICE OF ARTS AND CULTURE HAS SUBMITTED AS TO WHAT WE NEED AND WHAT OUR FACILITIES NEED IN DEFERRED MAINTENANCE.

THE SECOND COLUMN WAS BACK IN NOVEMBER, CITY COUNCIL WAS INITIALLY BRIEFED ON THE 2024 BOND PROGRAM.

AND THAT WAS A FIGURE THAT THEY HAD FOR CULTURAL FACILITIES AT 15 MILLION.

I REALLY WOULD LIKE TO THANK YOU AND OUR EXTERNAL PARTNERS AND ALSO INTERNALLY WORKING WITH THE BOND OFFICE AND BUILDING SERVICES TO IDENTIFY THE IMPORTANCE OF CULTURAL FACILITIES.

AND NOW STAFF'S RECOMMENDATION TO OUR CITY COUNCIL YESTERDAY WAS THAT WE, THAT OUR ALLOCATION INCREASED TO A TOTAL OF $40 MILLION.

UH, SO IN THE INITIAL, WHEN THAT INITIAL PROJECTION CAME BACK IN 2006, 2008, IT WAS AROUND 84 MILLION GE HAD TO HAPPEN.

VALUE ENGINEERING CUT IN HALF.

BASICALLY IT WAS DECIDED TO GO WITH THE MAIN HALL.

SO SINCE THAT TIME THERE'S BEEN NO FURTHER DESIGN OF THOSE.

SO YOU'RE REALLY TALKING ABOUT A SORT OF INITIAL DESIGN SCAPE.

UM, AND THEN OF COURSE PHASE, WE CALL IT PHASE TWO, WHICH WE STILL ARE ALWAYS TALKING ABOUT.

BUT AGAIN, UM, SORT OF REFERENCING WHAT BENJAMIN WAS ALLUDING TO BEFORE, FROM WHAT WE UNDERSTAND WHAT THE BOND PACKAGE IS COMING UP, UH, NEW BUILDINGS ARE NOT THE PRIORITY.

AND THE CONDITION OF THE OAK CLIFF CULTURAL CENTER, THE CONDITION OF THE OAK CLIFF CULTURAL CENTER IS CONSIDERED A RELATIVELY NEW BUILD, WHICH WOULD BE FIVE TO 10 YEARS.
