I'M HERE TO TALK ABOUT THE CHANGES WE HAVE TO OUR ONLINE REPORTING SYSTEM.

UH, THE DALLAS POLICE DEPARTMENT ONLINE REPORTING SYSTEM HAS BEEN OPERATING FOR THREE YEARS TO THIS POINT, IT'S BEEN AN OPTION TO REPORT CERTAIN NON NON-EMERGENCY OFFENSES QUICKLY AND EASILY.

STARTING MONDAY, JULY 3RD, 2023, THE DALLAS POLICE DEPARTMENT WILL BEGIN TO REQUIRE MANDATORY ONLINE REPORTING OF CERTAIN NON-EMERGENCY OFFENSES THROUGH THE DALLAS ONLINE REPORTING SYSTEM.

OUR PRIMARY GOAL IS TO MAKE DALLAS THE SAFEST CITY POSSIBLE FOR EVERYONE WHO LIVES, WORKS, OR VISITS OUR GREAT CITY.

WE KNOW FIRSTHAND IN AN EMERGENCY EVERY SECOND COUNTS.

WE WANT OUR OFFICERS TO BE AVAILABLE TO RESPOND QUICKLY AND EFFICIENTLY TO ANY HIGH PRIORITY CALL TO MAKE SURE WE KEEP A HIGH LEVEL OF SAFETY AND STAFFING.

WE ARE MAKING THIS CHANGE AND REQUIRING THE ONLINE AND OVER THE PHONE REPORTING.

THE NUMBER OF HIGH PRIORITY CALLS CONTINUES TO INCREASE IN THE CITY.

THOSE ARE PRIORITY ONE AND TWO CALLS, THREATS TO LIFE FOR PROPERTY OR CALLS THAT NEED A PROMPT EMERGENCY RESPONSE IN THE FIRST QUARTER OF THE YEAR, PRIORITY ONE, WE'RE UP OVER 7.5%.

PRIORITY TWOS WERE OVER 3%.

THESE CALLS REQUIRE MULTIPLE OFFICERS STAYING AT A SCENE FOR EXTENDED PERIODS OF TIME.

THE INCREASE IN THOSE CALLS IS A LARGE FACTOR IN OUR INCREASING RESPONSE TIMES.

OUR GOAL WITH THIS MANDATORY REPORTING IS TO CUT DOWN OUR RESPONSE TIMES, FREE UP MORE OFFICERS, AND RESPOND QUICKER TO THOSE WHO NEED OUR HELP IN AN EMERGENCY.

AND WE KNOW IT WILL HELP.

LAST YEAR ALONE, CALLS REPORTED TO THE ONLINE REPORTING SYSTEM AND PHONE REPORTS LED TO AN ESTIMATED SAVINGS THAT EQUALS 51,000 PATROL HOURS OR THE WORK OF MORE THAN 24 OFFICERS.

IMAGINE IF WE USE THIS SYSTEM TO ITS FULL POTENTIAL WITHOUT SACRIFICING THE QUALITY OF SERVICE OR INVESTIGATIVE PROCESS OUR RESIDENTS EXPECT FROM THE MEN AND WOMEN OF THIS POLICE DEPARTMENT.

THE ONLINE REPORTING SYSTEM IS QUICK AND EASY TO USE.

SIMPLY GO ONLINE TO DALLAS POLICE.NET, OR YOU CAN USE ONE OF THE KIOSKS AVAILABLE AT OUR DALLAS POLICE SUBSTATIONS.

ONCE ONLINE, A RESIDENT CAN COMPLETE A POLICE REPORT QUICKLY WITHOUT HAVING TO WAIT FOR AN OFFICER TO ARRIVE FOR YOUR, FROM YOUR PHONE, TABLET, COMPUTER, OR ONE OF OUR KIOSKS.

CHOOSE THE TYPE OF INCIDENT YOU NEED TO REPORT.

POPUPS WILL WALK YOU THROUGH THE PROCESS.

THERE ARE SEVERAL CALL TYPES THAT MUST BE REPORTED ONLINE, MINOR ACCIDENTS WITH NO INJURIES, AND VEHICLES THAT CAN BE DRIVEN AWAY FROM THE SCENE.

PROPERTY DAMAGE, PROPERTY STOLEN THEFT OF SERVICES, AND SHOPLIFTING, ALL UNDER $2,500 WHERE THERE IS NO SUSPECT, BURGLARY OF A MOTOR VEHICLE WHERE THE SUSPECT IS NOT AT THE SCENE.

A CREDIT OR DEBIT CARD BEING USED WITHOUT PERMISSION WITHIN THE CITY OF DALLAS, HARASSING PHONE CALLS OR TEXTS NOT RELATED TO FAMILY VIOLENCE, IDENTITY THEFT, CHILD CUSTODY, WHERE CHILDREN WERE NOT EXCHANGED AT A COURT ORDERED TIME, LOST PROPERTY, RECKLESS DAMAGE, GRAFFITI, BURGLARY OF A VENDING OR MOVIE RENTAL MACHINE.

BUT WE WANNA REMIND EVERYONE THAT IN A MEDICAL EMERGENCY, ALWAYS CALL 9 1 1.

IF YOU'RE WITNESSING A CRIME IN PROGRESS OR THE INCIDENT HAS A SUSPECT, CALL 9 1 1.

BUT FOR THE NON-EMERGENCIES, I JUST LISTED CRIMES THAT HAVE ALREADY OCCURRED.

AND TO FILE A REPORT WITH US, FILE ONLINE, WE'VE STARTED OUTREACH AND EDUCATION ON THE MANDATORY REPORTING.

THIS INCLUDES SOCIAL MEDIA RELEASES, UPDATED INSTRUCTIONAL VIDEOS, AND INFORMATIONAL MEETINGS IN ENGLISH AND SPANISH.

WE'VE HELD MEETINGS HERE AT HEADQUARTERS AND THIS WEEK OUR NEIGHBORHOOD POLICE OFFICERS AND COMMUNICATION MANAGERS.

WE'LL ALSO BE PRESENTING TO THE PUBLIC AT OUR SUBSTATIONS.

UH, EVEN UNDER TODAY'S PROCESS, IT TAKES OVER FOUR HOURS FOR INDIVIDUALS TO, UH, REPORT IT OR WAIT FOR A PHONE CALL BACK.

UH, SO IF YOU DO IT ONLINE, IT, YOU CAN ACCESS IT IMMEDIATELY.

FINISH A REPORT WITHIN 10, 20 TO 20 MINUTES, DEPENDING ON, ON THE TYPE OF REPORT YOU'RE MAKING.

SO WE BELIEVE IT'S A LOT MORE EFFECTIVE FOR THE CITIZENS TO USE THE ONLINE REPORT, UH, PROCESS.

ON THE, ON THE SECOND PART OF IT, UH, SHE ASKED IF, UH, WHAT, WHAT ARE WE GONNA DO FOR INDIVIDUALS WHO CALL AND MAYBE THEIR ELDERLY DON'T HAVE ACCESS TO THE INTERNET? AGAIN, SAME PRINCIPLE.

UH, ONE OTHER THING THAT WE HAVEN'T MENTIONED IS THAT AT, AT ALL, UH, PUBLIC LIBRARIES, YOU CAN USE THE CITY COMPUTERS TO ACCESS THE, UM, ONLINE REPORTING SYSTEM AS WELL.

SO THERE'S LOTS OF OPTIONS THAT ARE, SHOULD BE VERY CONVENIENT TO OUR CITIZENS.

ABSENT, AVAILABLE FOR ALL TYPES OF CRIMES, NOT FOR ALL TYPES OF CRIMES.

SO, UH, THERE ARE A COUPLE OF DIFFERENT TYPES OF CRIMES THAT ARE, UH, REQUIRED TO UPLOAD YOUR INFORMATION.

SO, FOR EXAMPLE, ON, UH, A CHILD, UH, BEING, UH, DROPPED OFF LATE ISSUE, YOU HAVE TO UPLOAD YOUR DIVORCE DECREE.

SO YOU'LL HAVE TO UTILIZE THE ONLINE PROCESS TO DO THAT NECESSARILY.

UM, AND NOT MANY THINGS AMAZE ME, BUT I'VE BEEN DOING THIS JOB FOR A VERY LONG TIME.

UH, THE WORK THAT THE MEN AND WOMEN OF THIS POLICE DEPARTMENT CONTINUE TO DO WITH THIS CITY, WITH THE, WITH THE WAY THAT WE'RE STAFFED.

UH, I'VE SAID THIS BEFORE AND I KNOW WE'VE HAD THESE CONVERSATIONS.

WE'RE IN A NATIONAL STAFFING CRISIS, NOT JUST HERE IN DALLAS, BUT IS AROUND THE COUNTRY.

UH, AND ONE OF THE THINGS THAT I WAS GONNA SAY, AND I APPRECIATE YOU BRINGING THE POINT UP, IS THAT WE'RE NOT REALLY BREAKING NEW GROUND HERE.

UH, THERE'S A LOT OF MAJOR DEPARTMENTS.

I KNOW A LOT OF MY COLLEAGUES FROM AROUND THE COUNTRY ARE USING ONLINE REPORTING.

UH, WHEN YOU LOOK AROUND THE STATE, UH, AS AN EXAMPLE, I THINK SAN ANTONIO, HOUSTON, UM, UH, FORT WORTH, UH, ARE USING SIMILAR, AND I THINK THERE'S OTHERS AS WELL.

UH, SO OBVIOUSLY THIS WILL HELP US MAXIMIZE THE STAFFING WE HAVE TO CONTINUE, UH, OUR DOWNWARD TRAJECTORY OF VIOLENT CRIME HERE IN THE CITY.

UH, IT'S GONNA BE INCREDIBLE.

UH, LISTEN, AT THE END OF THE DAY, WE WANNA MAKE SURE THAT OUR COMMUNITY UN UNDERSTANDS AND REALIZES THAT EVERY CRIME THAT THEY REPORT U USING THIS METHOD WILL HAVE THE SAME INVESTIGATORY PROCESS AS IF AN OFFICER WAS AT THEIR HOME OR AT THE SCENE.

LISTEN, WE, WE HAVE TO MAKE, UH, THE WORKING CONDITIONS OF OUR MEN AND WOMEN BETTER, UH, AND AT THE SAME TIME NOT SACRIFICING THE SERVICE TO OUR COMMUNITY.

AND I THINK THIS ACHIEVES THAT ONLINE.

BUT WHAT EQUALLY THIS WILL, UH, THIS, THIS IMPACTS, UH, THE INVESTIGATORS AS WELL.

NOW, LIKE I SAID, THE INVESTIGATORS WILL STILL BE HANDLING THESE CASES, RIGHT? SO WE HAVE A PATROL OFFICER THAT TAKES A REPORT.

THAT REPORT ULTIMATELY GOES THROUGH THE PROCESS AND THEN ENDS UP ON A DETECTIVE'S DESK.

THIS TYPE OF REPORT WILL STILL END UP ON A DETECTIVE'S DESK.

SO THOSE DETECTIVES ARE STILL GONNA BE WORKING.

THERE'S NO ELIMINATION OF THOSE POSITIONS AT ALL, BECAUSE THEY'RE STILL GONNA BE HANDLING THAT CASE AS IF AN OFFICER TOOK THAT REPORT.

WHAT OTHER ROLE PRIOR TO YOUR POSITION ARE YOU SPEAKING? UH, WE'RE SEEKING REDUCED RESPONSE TIMES, AND WE'RE SEEKING OFFICERS TO BE AVAILABLE FOR HIGHER PRIORITY CALLS.

UH, AND WE'RE SEEKING TO REDUCE THE DEMAND ON THE WORKLOAD OF OUR PATROL OFFICERS WHO ARE THE BACKBONE OF THIS ORGANIZATION.
