SO IT IS VERY DIFFICULT WHEN YOU FORM A RELATIONSHIP AS A SMALL BUSINESS WITH A PERSONAL BANKER, AND THAT PERSONAL BANKER MOVES TO DIFFERENT BANKS.

WE'RE NOW DOING 520,000, UM, FOR A TERM LOAN, AND A HUNDRED AND 200,000 FOR THE, UM, FOR A GRANT.

AND THE TERMS OF THE REPAYMENT, IT'S FIVE, I THINK I'M GETTING AHEAD OF MYSELF.

520,000, UM, 15 YEAR TERM WITH A 2% MONTHLY P AND I PAYMENTS OF $3,345 AND 25 CENTS.

OF COURSE, THIS HAS GREAT ECONOMIC IMPACT IN THE COMMUNITY AND TO THE CITY, AND IT'S GONNA CREATE APPROXIMATELY 23 JOBS IN REAL ESTATE, APPRAISERS, INSPECTORS, REAL ESTATE AGENTS, CONSTRUCTION PROJECT MANAGERS, ADMIN STAFF, AS WELL AS, UH, COFFEE SHOP, SHOP EMPLOYEES.

AND IT'S ALSO GONNA PROVIDE SPACE FOR, UH, CREATIVE COLLABOR COLLABORATION BETWEEN THE SMALL BUSINESSES AND INNOVATIVE GROWTH PRACTICES WITHIN THE COMMUNITY.

AND LAST YEAR WE CAME TO THIS BOARD AND PRESENTED THE OPPORTUNITY FOR US TO SUPPORT SMALL BUSINESS, UH, REDEVELOPMENT IN SOUTHERN DALLAS AND SOUTH DALLAS.

NOT SOUTHERN DALLAS, BUT SOUTH DALLAS, IN WHICH WE WERE RELOCATING SHAKINA HEADQUARTERS FROM DEEP ELLUM TO SOUTH DALLAS.

AND IN DOING THAT AND DOING SO, WHAT WE LOOKED AT WERE THREE DIFFERENT PARTS OF THAT SERVICE, WHICH WAS TO BE ABLE TO INCREASE THE NUMBER OF MINORITIES THAT WERE GOING TO BE OPERATING AND BEING TRAINED IN REAL ESTATE AS FAR AS ADJUST OR ADJUSTS WERE GOING TO BE SERVED, AS WELL AS BEING ABLE TO HAVE A COMMUNITY COFFEE SHOP IN THAT LOCATION.

AND THEN ON TOP OF THAT, TO BE ABLE TO EXPAND THE BUSINESS OF DEVELOPMENT THAT MR. SMITH CURRENTLY RUNS AS HIS ORGANIZATION, ALL TO BE HAPPENING AS PART OF THE INITIATIVE THAT IS DRIVING THE CITY, WHICH IS THE REDEVELOPMENT OF SOUTH DALLAS.

AND SO WE HAD AN OPPORTUNITY TO WORK WITH, UM, MR. SMITH AND HIS PARTNERS TO LOOK AT BEING ABLE TO DO THAT.

ONE OF THE THINGS THAT WE CAME ACROSS, AND ALSO WITH THE GUIDANCE OF YOU, MR. CHAIR, ALONG WITH SOME OF THE BOARD MEMBERS HERE, THERE WERE A LOT OF QUESTIONS ABOUT WHY WE WERE SUPPORTING THIS INITIATIVE, WHERE WE WERE MOVING FORWARD.

WERE WE SUPPORTING A TRAINING SCHOOL? SIMPLY NOT TRUE, BUT ALSO LOOKING AT THE FACT THAT IN SOUTH DALLAS, MOST OF THE SMALL BUSINESSES THERE IN SOUTH DALLAS DO NOT OWN THE PROPERTY.

THEY ARE NOT OWNERS.

THEY'RE LEASING.

THEY'VE BEEN LEASING FOR 30 YEARS, 25 YEARS, AND 40 YEARS WITHOUT OWNERSHIP.

YOU HAVE ASKED US A FAIR QUESTION, WHY IS THE CITY POURING INTO LEASED PROPERTY? SO WE HAD A DISCUSSION, AND ALONG WITH MRS. SMITH AND THE INITIATIVES THAT HE WAS WORKING ON, HE DECIDED TO PULL BACK AND LOOK AT THE OPPORTUNITY OF PURCHASING THE PROPERTY.

OKAY? THERE WAS AN OPPORTUNITY, A GREAT OPPORTUNITY.

SO THE CITY STOPPED IN MY AUDIO, MY AUDIO IS ON.

SO WE LOOKED AT, HE LOOKED AT THE OPPORTUNITY TO BE ABLE TO PURCHASE THE PROPERTY.

AND THIS, THAT BRINGS US TO

HERE WHERE WE ARE TODAY, TO BE ABLE TO NOT ONLY SUPPORT WHAT YOU SUGGESTED, UH, BUT ALSO SUPPORT WHAT THE COMMUNITY AND THE CITY IS DRIVING, IS THE OPPORTUNITY TO HELP SMALL DEVELOPERS, TO HELP SMALL BUSINESSES SEE THAT THE CITY DOES WANT TO HAVE, UH, AN OPPORTUNITY TO HAVE DEVELOPMENT THERE THAT CAN GROW THEIR BUSINESS, TO BE ABLE TO GIVE THEM CAPITAL TO NOT ONLY DO THAT, BUT ALSO TO DO, TO HAVE GENERATIONAL WEALTH THAT WILL CIRCULATE WITHIN THAT COMMUNITY TO CONTINUE TO SUPPORT IT.

SO THAT'S WHY WE'RE LOOKING AT THIS OPPORTUNITY AND COMING BACK TO YOU WITH THE OPPORTUNITY TO HAVE AN ACQUISITION AND RENOVATION INCLUDED IN THIS PRO IN, IN THIS, IN THIS DEAL, THIS HAS GONE THROUGH THE UNDERWRITERS, AND WE HAVE SENT YOU A COPY OF THE UNDERWRITERS REPORT THAT IS PART, UH, SHOULD HAVE BEEN PART OF YOUR APPLICANT, UH, UH, APPLICATION OR PACKET THAT YOU ALSO HAVE.

AND THE UNDERWRITERS REPORT, UH, AS MS. REGINA HAS READ OFF, SUGGESTED THAT NOT ONLY IS MR. SMITH, UH, CAPABLE OF BEING ABLE TO PROVIDE THE LOAN, BUT IT WOULD BE A FAIR INVESTMENT FOR THE CITY TO BE ABLE TO DO THIS.

I SPENT MOST OF MY TIME, MOST OF MY ADULT YEARS HERE IN DALLAS.

AND I'M GROWN IN AFFINITY TO SOUTH DALLAS SPECIFICALLY BECAUSE IT REMINDS ME OF HOME.

I'M FROM SOUTH PARK.

I LIVED OFF OF MLK AND DOULA, IF ANYBODY REALIZES OR, OR KNOWS THE AREA.

UM, SO SOUTH DALLAS REMINDS ME OF HOME, BUT IT ALSO REMINDS ME THAT, UM, SOMETIMES THE GREATEST PARTS OF THE CITY GET OVERLOOKED.

AND SO WHEN I STARTED MY REAL ESTATE DEVELOPMENT CAREER, I ACCIDENTALLY ENDED UP IN SOUTH DALLAS.

AND SO I SAY ACCIDENTALLY, BUT I THINK IT WAS MORE SERENDIPITOUS AND SPIRITUAL, UM, BECAUSE I ENDED UP ON MLK AND I LOOKED AT, UH, WHERE I BUILT MY HOUSE ON PEABODY.

I LOOKED AT THE, UH, I LOOKED AT THE LEGAL DESCRIPTION AND IT SAID SOUTH PARK.

SO IT'S SERENDIPITOUS.

SO ANYWAY, THAT'S JUST KIND OF A LITTLE BIT OF BACKGROUND ABOUT WHY I ENDED UP IN SOUTH DALLAS.

UM, OVER THE PAST SEVEN YEARS, I'VE BEEN DEVELOPING AFFORDABLE, UH, AND, UH, MIXED USE AND MIXED INCOME HOUSING.

UM, BETWEEN MY PARTNER AND I, WE'VE BUILT ABOUT 60 HOMES WITH ANOTHER A HUNDRED OR SO IN THE PIPELINE OF DEVELOPMENT.

AND MY BACKGROUND IS IN ACCOUNTING AND REAL ESTATE BROKERAGE.

AND SO, UH, AT, AT ONE POINT MY REAL ESTATE BROKERAGE FIRM WAS AT 30 PLUS AGENTS.

UH, WE'VE KIND OF PULLED BACK QUITE A BIT BECAUSE, UM, WE'VE BEEN SO FOCUSED ON THE DEVELOPMENT SIDE OF IT.

UM, WHAT WE PLAN TO DO WITH THIS PARTICULAR BUILDING IS CREATE WHAT I LIKE TO CALL A REAL ESTATE COMMUNITY CENTER.

AND I CALL IT THAT BECAUSE ONE OF THE, ONE OF THE ARTICLES THAT I READ NOT LONG AGO WAS ABOUT APPRAISERS AND APPRAISING APPRAISALS THAT CAME IN MUCH LOWER IN BLACK COMMUNITIES BECAUSE WHITE APPRAISERS WERE COMING IN THERE AND THEY WERE GIVING PEOPLE 30, 40, 50% REDUCTION IN VALUE BECAUSE BLACK PICTURES WERE ON THE WALL.
