UM, SO SOLAR SWITCH DALLAS INTERSECTS WITH THE CCAP PLAN.

IN GOAL NUMBER TWO, DALLAS GENERATES AND USES RENEWABLE, RELIABLE AND AFFORDABLE ENERGY.

SO WE'VE ACTIVATED TWO OF OUR ACTIONS AND IMPLEMENTED TWO MILESTONES FROM THE C A P WORK PLAN WITH THIS PROGRAM.

UH, ONE MILESTONE WAS, UM, TO KEEP POPULATING OUR WHOLE HOME RESOURCE HUB, AND THE OTHER ONE WAS TO EXPLORE THE FEASIBILITY OF IMPLEMENTING, UM, AN INCENTIVE PROGRAM FOR SOLAR.

SO, BENEFITS OF SOLAR ENERGY.

YOU KNOW, DALLAS HAS OVER 200 DAYS OF SUNSHINE PER YEAR ON AVERAGE, WHICH MEANS THERE'S A HUGE POTENTIAL TO TAKE MORE ADVANTAGE OF THE SOLAR TECHNOLOGY AND GENERATING CLEANER ENERGY.

UM, AN INCREASE IN SOLAR ENERGY CAN ADVANCE THE CITY'S EMISSION REDUCTION EFFORTS, HELP IMPROVE AIR QUALITY, UM, OFFSET SOME OF THE RISING COST OF ELECTRICITY, UM, AND CAN LEAD TO LESS RELIANCE ON OUR POWER GRID.

UM, ALSO, RENEWABLE ENERGY MARKET IS GROWING.

THE TECHNOLOGY'S CHANGING.

IT'S BECOMING MORE AFFORDABLE.

UM, AND WITH MANY INSTALLER OPTIONS ON THE MARKET, THE SOLAR SWITCH PROGRAM IS REALLY GONNA HELP RESIDENTS AND BUSINESSES NAVIGATE THIS PROCESS.

UM, SO THE CITY OF DALLAS WHOLE HOME PROGRAM PARTNER WITH SOLAR UNITED NEIGHBORS TO OFFER THE SOLAR SWITCH DALLAS PROGRAM.

AND THIS PROGRAM REALLY IS A HASSLE FREE OPTION.

UM, HELP WITH INSTALLING ROOFTOP SOLAR PANELS, BATTERY STORAGE AT A REDUCED PRICE.

SO THE GOAL OF THE WHOLE HOME PROGRAM WAS TO EDUCATE AND CONNECT DALLAS RESIDENTS WITH EXISTING PROGRAMS THAT CAN HELP IMPLEMENT UPGRADES AND WEATHERIZATION, ENERGY EFFICIENCY AND RENEWABLE ENERGY AREAS.

UM, SO RECENTLY WE'VE JUST ADDED THE SOLAR SWITCH DALLAS PROGRAM TO OUR RENEWABLE ENERGY LIST.

THIS NEWLY ADDED SERVICE GONNA HELP HOMEOWNERS SMALL BUSINESSES NAVIGATE THIS PROCESS, UH, AND, YOU KNOW, GET SOLAR ACTUALLY INSTALLED AT A DISCOUNTED RATE.

THIS RESOURCE HELPS FAMILY STABLE UTILITY BILL AND BUILD RESILIENCY INTO OUR COMMUNITY.

UH, ALSO IN MY AREA, WE'VE HAD PROBLEMS WITH ENCORE, UH, WHEN THEY WENT TO DO SOME OF THEIR POWER LINE TRIPPING, UM, DOING DAMAGE TO, UH, OLDER TREES TO THE EXTENT THAT THEY HAD TO BE REMOVED BECAUSE OF MALFEASANCE BY ENCORE AND

THE HOMEOWNERS ASSOCIATION INVOLVEMENT.

SO I AM, I'M CONCERNED ABOUT HOW WE ASSURE THAT.

ON THE OTHER HAND, IF I'M GOING TO HAVE SOLAR IN MY HOUSE, I HAVE TO TRIM THE TREES BACK SO THAT THE PANELS CAN BE PLACED.

AND, AND WHAT I'VE LEARNED, YOU KNOW, FROM TALKING TO VARIOUS CONTRACTORS IS IT'S A BALANCE.

AND I'M CONCERNED IF AT IN A PROGRAM THAT IF WE ARE MAKING RECOMMENDATIONS TO PEOPLE, THAT THE PEOPLE WHO ARE MAKING THOSE RECOMMENDATIONS CONSIDER NOT ONLY THE SOLAR, BUT ALSO THE TREES.

SO DO WE HAVE ANY, ANY WAY OF LOOKING AT THAT AND MAKING SURE? I, I WOULD SUGGEST THAT I THINK MOST INSTALLERS, UM, THERE'S, THERE ARE ONLINE TOOLS, UH, WHERE THEY CAN CHECK RELATIVE SHADE AT DIFFERENT TIMES OF DAY ON ROOFTOPS.

UM, I KNOW I HAVE VERY LARGE TREES IN MY BACKYARD.

UM, I HAD TRIMMED THEM BACK AWAY FROM THE HOUSE JUST BECAUSE OF ROOF DAMAGE.

UM, BUT WE DID NOT TAKE OUT ANY TREES.

YEAH.

AND, UM, THAT IS A CONSIDERATION.

AND THERE ARE SOME HOMES, UM, THAT HAVE THE BLESSING OF TREES AND, AND TREES GIVE YOU A GOOD 20 TO 30 DEGREES IN THE SUMMER.

SO I, YOU MAY NOT HAVE THE ENERGY SAVINGS, BUT, UM, WE ARE LOOKING AT OTHER PROGRAMS LIKE COMMUNITY SOLAR, SO THAT YOU CAN GET SOLAR WITHOUT TAKING YOUR TREES OUT, IF THAT'S THE CASE.

UH, THE UPDATE HERE IS THAT WE SHOULD HAVE ALL 60 INDICATORS FINALIZED BY JULY 1ST.

UH, PHASE TWO WOULD GO INTO A NARRATIVE UPDATE IN THE WRITING PHASE.

AND SO THE DELIVERABLE THERE WOULD BE PRELIMINARY DRAFT COMPLETE FILE, LOOKS LIKE END OF JULY.

AND THEN PHASE THREE WOULD BE THE REVIEW MODIFICATION AND FINALIZATION OF THAT REPORT WITH A DELIVERABLE, UH, LOOKS LIKE LATE AUGUST.

UH, THE NAVY HAD A DEADLINE TO COMPLETE REMEDIATION, UH, IN 2017 IN THAT PAST, AND THE REMEDIATION IS STILL NOT COMPLETE.

IF YOU'LL JUST MUTE THAT, PLEASE.

AND, ALRIGHT.

THE NAVY HAS INFORMED THE CITY THAT WE HAVE PER AND POLYFLOR ALCOHOL SUBSTANCES, P F A S ON THE PROPERTY.

UM, THE P F A S IS IN THE SOIL AND IN THE GROUNDWATER.

SO THE CITY IS CURRENTLY EXPLORING A PATH FORWARD TO SAFELY REDEVELOP THAT SITE AND HAS CREATED A MASTER REDEVELOPMENT PLAN THAT WAS APPROVED IN DECEMBER OF THIS PAST YEAR.

AND SO THE CITY IS CURRENTLY NEGOTIATING AN AMENDMENT TO THE SETTLEMENT AGREEMENT WITH THE NAVY, UH, TO REACH A LONG-TERM RESOLUTION THAT'S GONNA GOVERN THAT REMAINING REMEDIATION IN THE FUTURE.

REDEVELOPMENT.

ANYBODY HAVE ANY QUESTIONS ON THIS ITEM? NO.

AND, UM, ONE OF THE THINGS THAT I HAD REQUESTED IS THE, UM, LOCATIONS OF ALL THE BATCH PLANTS THAT WE KNOW ABOUT WITH ADDRESSES, BECAUSE THEN WE CAN LOOK AT THE VULNERABILITY JUST IN TERMS OF SOME OF THE THINGS THAT, UH, UH, UH, MS. ROBERSON TALKED ABOUT AS TO IS THIS REALLY HAVING A PRACTICAL EFFECT ON THE HOSPITALIZATIONS THAT ARE, IS THE VULNERABILITY HIGHER? AND I, I'M WILLING TO BET IT WILL BE HIGHER BECAUSE OF THE PM 2.5 AND ITS EFFECT ON, ON CHILDHOOD ASTHMA.

HOWEVER, UH, THAT PARTICULAR ITEM IS COVERED IN SOME OF THE AREAS OF THE STATE CODE THAT ARE IN SENATE BILL 2127, AND WE ARE WAITING TO SEE, UM, FROM THE ATTORNEYS WHAT WE ARE ABLE TO DO AT THIS POINT IN TIME.

LOOKED AT THE COMPLAINTS MS. JACK, ESPECIALLY MS. JACKSON HAD FOR THAT PROPERTY.

UH, WAS IT 9 5 0 95 0 5? IT IS ALMIRA.

AND UH, A LOT OF THE THINGS THAT SHE'S GOING THROUGH ARE A YEAR OLD HAD BEEN FOUND IN VIOLATION.

AND SO WHAT WE'RE DEALING WITH NOW IS TRYING TO SEE, YOU KNOW, AGAIN, LIKE DECKER WAS SAYING, YOU KNOW, WHO'S IN CHARGE OF MAKING SURE THAT THESE PEOPLE, THEY'RE STILL, EVEN THOUGH YOU FIND A VIOLATION, ARE THEY FREE TO CONTINUE OPERATING TILL YOU MAKE A DECISION? I'M NOT SURE HOW THAT WORKS.

AND THAT'S WHAT WE'RE WORKING ON.

AND THAT IS HER REAL CONCERN IS THAT VIOLATIONS ARE FOUND, UH, AND ONCE YOU FIND THE VIOLATIONS AND ADDRESS IT, UH, GIVE THE OWNERS THE CITATIONS.

BUT DO THEY STOP WORKING OR DO THEY CONTINUE TO WORK? YOU KNOW, SO MAYBE WE NEED TO STREAMLINE SOME THINGS SO THAT FOR THE COMMUNITY, UM, THEY FEEL PROTECTED.

AND FOR THE OWNERS, THEY KNOW THAT WE HAVE, UM, RULES AND NOT, I DON'T WANNA USE THE WORD RESTRICTIONS, BUT WE HAVE RULES AND THEIR CONSEQUENCES TO WHAT YOU DO.

BUT RIGHT NOW THEY'RE NOT FEELING THAT.

NEITHER SIDE IS FEELING THAT.

SO THAT, THAT'S WHAT WE'RE WORKING ON RIGHT NOW.

AND JUST TO, YOU KNOW, REITERATE, THE NEIGHBORS IN FLORAL FARMS, UH, REPORTED A CODE VIOLATION LAST SUMMER.

AND, UH, THAT VIOLATION WAS CONFIRMED, BUT THE ACTIVITY AT THAT FACILITY NEVER STOPPED.

AND SO THERE ARE NUISANCE CONDITIONS THAT ARE CREATED WHEN INDUSTRIAL OPERATORS ARE DIRECTLY ADJACENT TO RESIDENTIAL NEIGHBORS.

AND THAT'S WHAT'S HAPPENING IN THIS INSTANCE.

AND, YOU KNOW, OVER A YEAR LATER, THEY, UH, REPORTED THE SAME ACTIVITY.

UH, A CODE VIOLATION WAS AGAIN CONFIRMED AND ISSUED.

UH, WE ARE CONTINUING TO WORK WITH CODE COMPLIANCE.

UM, THERE WAS POTENTIALLY DISCUSSION OF REMOVING THE RESTRICTIONS ON THE CERTIFICATE OF OCCUPANCY THAT ARE CREATING THE VIOLATION, WHICH I WOULD BE STRONGLY OPPOSED TO WITHOUT FURTHER CONSIDERATION OF HOW THOSE ARE GOING TO ADDRESS THE CONCERNS THAT THE NEIGHBORS ARE HAVING AND THE NUISANCE CONDITIONS THAT THEY'RE EXPERIENCING.

UM, BUT COMMISSIONER ROBERSON AND COUNCILMAN ADKINS ARE VERY INVOLVED.

THEY'RE GOING TO CONTINUE TO STAY ON THIS ISSUE.

UM, I DO WANNA ACKNOWLEDGE THAT THIS IS NOT THE ONLY INSTANCE OF, OF, UH, SORT OF A CONCERN THAT THESE NEIGHBORS HAVE.

THERE'S ANOTHER ISSUE, UH, WHERE A PROPERTY, THE LAND WAS CLEARED AND LEVELED AND GRADED WITHOUT ANY PERMITS AND WITHOUT ANY AUTHORIZATION.

SO TREES WERE REMOVED, UH, AND A BUSINESS WAS SET UP, UM, WITHOUT ANY, AGAIN, WITHOUT ANY PERMITS AND A VIOLATION WAS CONFIRMED.

AND THIS IS ONE NEIGHBORHOOD WHERE IF THE NEIGHBORS ARE NOT ESSENTIALLY VERY, UH, JUST HYPERVIGILANT, UH, A BATCH PLANT WILL SET UP NEXT TO THEM OVERNIGHT.

AND, YOU KNOW, IT'S, IT'S VERY DIFFICULT FOR NEIGHBORS TO SEE THIS HAPPENING AGAIN AND AGAIN WITHOUT AN ADEQUATE RESPONSE TO ENFORCE AND THEN FOLLOW UP ON THE ENFORCEMENT AND TAKE SOME ACTION THAT, UH, STOPS THE NUISANCE CONDITION OR THE VIOLATION OF OUR CITY'S CODES.

AND SO THANK YOU COMMISSIONER ROBERSON FOR CONTINUING TO ENGAGE AND FOR BEING SO PROMPT TO RESPOND TO THOSE CONCERNS EVERY TIME AND FOR WORKING WITH, UH, THE COUNCILMAN THERE TO TRY TO GET SOME OF THESE THINGS RESOLVED.

AND, AND I HOPE THAT THE NEXT TIME THAT WE MEET, WE CAN REPORT THAT ALL OF THESE ISSUES AT THE VARIOUS PROPERTIES, WHETHER THEY'RE LIKE FOUR OR FIVE, THERE'S ABOUT FIVE.

ONE THING BEEN RESOLVED I DID WAS I PULLED, I ASKED THAT, UM, ALL CODE VIOLATIONS IN DISTRICT EIGHT I, WE PULL ANYTHING THAT'S A YEAR.

ANYTHING THAT'S SIX MONTHS TO A YEAR, I ASK THAT THAT'D BE PULLED SO I CAN LOOK AT IT BECAUSE I'M SURE THAT'S NOT THE ONLY ONE THAT'S, YOU KNOW, A YEAR OLD.

BUT, UH, THOSE OF YOU, IF YOU DO NOT HAVE A BATCH PLANT IN YOUR NEIGHBORHOOD, YOU KNOW, WATCH WHAT GOES ON AND MAKE SURE YOU'RE VERY VIGILANT ANYTIME YOU SEE LANDING BEING CLEARED OFF.

'CAUSE LIKE SHE SAID, THESE PEOPLE WILL WAKE UP IN THE MORNING, LAND'S CLEARED OFF, THE FENCE IS THERE AND NO ONE IS, NO NOTHING IS SAID TO THE RESIDENTS THE DAY THAT THEY CALL ME.

THERE WERE 12 TRUCKS THERE CUTTING DOWN TREES AND, UH, LEVELING OFF THE LAND AND ONE OF THE PASTORS OF THE CHURCH'S CALL, BUT YOU KNOW, AS THEY CALL, IT'S TOO LATE AS THEY CALL, YOU KNOW, SO IT'S DIFFICULT TO REVERSE THAT AND GET THAT CORRECTED.

SO WE JUST ALL NEED TO BE VIGILANT, BUT I'M GONNA CONTINUE WORKING WITH THEM.

MADAM CHAIR, MR. MARQUESS, UH, MR DO WE KNOW IF THE CITY YARBOROUGH HAS BEEN INVOLVED IN THESE DISCUSSIONS, REMOVAL OF TREES? BECAUSE WE CAN, WE CAN RED TAG CONSTRUCTION SITE AND FIND THEM.

I CALLED HIM THAT DAY AND HE SAID HE WOULD SEND SOMEBODY BECAUSE WHAT HE WAS TRYING TO DO WAS CATCH THAT IN THE ACT AND USUALLY WHEN HE GETS CALLED, IT'S AFTER THE FACT.

AND I THINK HE DIDN'T GO, UH, COUNCILMAN ATKIN SAID HE DIDN'T THINK HE WENT THAT DAY.

HE MAY HAVE GONE THE NEXT DAY, BUT I DID CONTACT HIM AND HE TALKED, UH, AND HE SAID HE WOULD SEND SOMEBODY OUT THERE.

BUT THE, THE NEIGHBORHOOD WHEN THEY CALLED ME, THEY WERE SAYING IT WAS LIKE 12 TRUCKS, TRACTOR TRAILERS OUT THERE CLEARING OFF LAND, YOU KNOW, YOU JUST WAKE UP IN THE MORNING AND THIS IS GOING ON.

I, YOU KNOW, THEY DESERVE MORE THAN THAT.

YOU KNOW, THERE'S NO OTHER AREA WHERE THAT'S DONE WHERE YOU JUST WAKE UP IN THE MORNING AND SOMETHING IS LEVEL AND YOU DON'T KNOW WHAT IT IS.

, COULD WE, THROUGH SATELLITE IMAGERY, LOOK AT THE CONDITION OF THE PROPERTY AND TREES PRIOR TO THAT REMOVAL? PROBABLY, UM, YOU KNOW, GOOGLE HAS A, A HISTORY FUNCTION WHERE YOU CAN GO BACK OVER TIME AND THAT COULD BE A HELPFUL WAY OF ASSESSING THAT.

YEAH, I'D LOVE TO GET THAT ASSESSMENT OF HOW MANY TREES HAVE BEEN REMOVED IN THAT AREA.

THE BEST PLANT, YOU KNOW, A TREE CODE, IF THEY'RE REMOVING VALUABLE OLD HERITAGE TREES, WE WE COULD IMPOSE SIGNIFICANT FIRES ON THEM.

IF WE HAVE INFORMATION THAT DEMONSTRATES HOW MANY TREES THEY'VE REMOVED, THEN WE NOT BE ABLE TO USE THAT.

SO I'M GONNA ENCOURAGE THIS TO LOOK AT THAT ALSO.

THERE SHOULD BE A WAY TO DO THAT AND DOCUMENT THEY REMOVED AND CHARGE THEM.

YEAH.

UH, COMMISSIONER DANKER, UM, BLACKMAN, UM, YES, I, I AM CONCERNED ABOUT THE APPARENT, UM, CHRONICITY OF THE VIOLATIONS AGAINST THIS COMMUNITY IN TERMS OF THE, UH, YOU KNOW, IN IN, IN CO UH, IN TERMS OF CODE VIOLATIONS.

AND, UM, ONE OF THE THINGS I'M CONCERNED ABOUT IS HOW LONG OFFICIALLY WE HAVE A RECORD OF THOSE VIOLATIONS, BECAUSE IT'S VERY HARD TO PROVE CHRONICITY UNLESS YOU'VE GOT RECORDS THAT GO BACK FAR ENOUGH.

I KNOW IN THE HOUSING AREA THAT CODE ENFORCEMENT ONLY KEEPS THE RECORDS FOR A TOTALLY INADEQUATE PERIOD OF THREE YEARS.

AND IF THAT'S TRUE IN THIS AREA AS WELL, WE'RE PUTTING OURSELVES IN A HOLE THAT OF DEMONSTRATING A PUBLIC NUISANCE.

IN MY VIEW, WHAT, WHAT I'M HEARING IS VIOLATIONS OF PUBLIC NUISANCE STATUTE, UH, ON THE PART OF, AND, BUT WE NEED THE EVIDENCE TO FIND OUT IF THAT'S TRUE OR NOT.

WELL, THAT'S WHY I PULLED EVERYTHING FROM THAT'S BEEN OPEN OR, OR VIOLATIONS SIX MONTHS TO, UM, THAT'S AT LEAST SIX MONTHS AND ANYTHING A YEAR OLD.

AND STARTING FROM THERE, BECAUSE MY GUESS IS THAT IT'S SO MASSIVE IT WOULDN'T HAVE A LOT OF, UH, NOT THAT WE WON'T HAVE CREDIBILITY, BUT GOING THREE YEARS BACK, YOU KNOW, THAT'S SPENT, I WANT TO DO WHAT'S GOING ON RIGHT NOW.

SO IF I DID SIX MONTHS TO A YEAR AT LEAST, THAT WOULD HANDLE WHILE WE'VE BEEN COMMISSIONERS .

IF I'M NOT, I BELIEVE IT'S ARTICLE 54 IN DEVELOPMENT CODE, THAT'S PUBLIC NUISANCE LAW.

THE CITY RARELY USES, BUT IT IS AVAILABLE TO US AND I'D LIKE TO SEE IF WE CAN APPLY IT ON ENVIRONMENTAL ISSUES.

SO IF WE DETERMINE THAT, THAT A BAD ACTORS CONTINUE TO BE A PUBLIC NUISANCE, AND IF YOU'RE MOVING LARGE NUMBERS OF PRES CREATING PUBLIC HEALTH HAZARDS, THAT VIDEO QUALIFIES A NUISANCE AND PUBLIC HEALTH NUISANCE.

AND WE HAVE THAT ON THE BOOKS.

WE NEED TO APPLY IT.

WE NEED TO USE IT.

UM, AND, UH, WE MIGHT EVEN, YEAH, AND I, YOU KNOW, I'M GLAD TO TO LOOK AT WHAT, YOU KNOW, WHAT QUALIFIES AS A PUBLIC NUISANCE, BUT WE'VE GOT VIOLATIONS THAT ARE CONFIRMED HERE THAT ARE NOT BEING ENFORCED AS IT IS.

SO IF WE COULD JUST ENFORCE THE VIOLATIONS THAT HAVE ALREADY BEEN ESTABLISHED AND ISSUED, WHETHER THROUGH THE COMMUNITY PROSECUTOR'S OFFICE, WE DON'T NEED TO ESTABLISH ANY, YOU KNOW, ADDITIONAL VIOLATIONS.

BUT, YOU KNOW, I, I WOULD BE VERY GLAD TO SEE US JUST FOLLOW THROUGH ON ENFORCING OUR CURRENT CODE FOR THESE RESIDENTS.

UM, LOTS OF CONFERENCES GOING ON AT THIS TIME OF THE YEAR.

I HAD THE FORTUNE TO PRESENT OUR WORK, UH, AT BOTH THE INTERNATIONAL LIVING FUTURE INSTITUTE AND THE AMERICAN INSTITUTE OF ARCHITECTS ANNUAL CONFERENCES, UH, WITH THOUSANDS OF PEOPLE AND ATTENDANCE IN BOTH, UH, TO TALK ABOUT THE WORK THAT THE STRATEGIC PARTNERSHIP AND INNOVATION COMMITTEE DID TO HELP SUPPORT THE BOND PROGRAM AND THE PERFORMANCE SPECIFICATIONS.

UH, AND ALSO TO TALK ABOUT THE LARGER, UM, PROGRESS THAT WE'RE MAKING HERE IN DALLAS WITH C C A, UH, AND THE FOCUS ON ENVIRONMENTAL JUSTICE AND HOW THE ISSUES OF COMPREHENSIVE CLIMATE ACTION AND ENVIRONMENTAL JUSTICE ARE COMING TOGETHER IN THIS CITY, AND HOW WE'RE REALIZING MEANINGFUL CHANGE.

AND SO EVERYONE AT BOTH CONFERENCES WAS REALLY, UM, SURPRISED, UH, AND, AND ENTHUSIASTIC AND REALLY SUPPORTIVE, UH, TO LEARN WHAT ONE CITY IN THIS STATE IS DOING.

AND I THINK THAT, UH, MY MESSAGE THAT I WAS DELIVERING TO BOTH OF THOSE COMMUNITIES WAS THAT WHEREVER YOU ARE, YOU HAVE A VOICE.

SO FIND THE PLACE WHERE YOU CAN MAKE YOUR VOICE HEARD, RAISE YOUR HAND, VOLUNTEER YOUR TIME AND ENERGY, BUILD COALITIONS, WHETHER IT'S THROUGH FORMAL BODIES LIKE THIS, OR A LOT OF THE VOLUNTEER ORGANIZATIONS THAT WE WORK WITH, AND MAKE SOME MEANINGFUL CHANGE.

AND IT STARTS ONE DAY AT A TIME IN ANY COMMUNITY, SMALL OR LARGE.

YOU KNOW, WE DON'T HAVE TO GO STRAIGHT TO THE FEDERAL GOVERNMENT.

IT WAS REALLY NEAT TO SEE THEIR, THEIR PLAN.

I ATTENDED THE DALLAS WATER CONSERVATION ART CONTEST.

THAT WAS SUPER FUN.

I WAS ABLE TO BRING A MEMBER OF THE PUBLIC WHO HAD A DIFFICULT TIME IN THE PAST, CONNECTING WITH THE CITY OF DALLAS RESOURCES.

I WAS ABLE TO INTRODUCE HER TO DALLAS WATER UTILITY STAFF.

THIS IS THE WORK THAT THE ENVIRONMENTAL COMMISSION IS TO BE DOING, UH, AS CHAIRWOMAN MOVED ON, SAID THE WORD CONDUIT.

WE ARE A CONDUIT.

WE ARE CONNECTOR.

I FEEL LIKE SOMETIMES I'M AN AMBASSADOR FOR THE CITY OF DALLAS AND DEPARTMENTS AND MEMBERS OF THE PUBLIC WHO HAVE HAD DIFFICULTY OR HAVE QUESTIONS.

AND IT WAS VERY AFFIRMING THAT I COULD INTRODUCE HER TO THE PERSON THAT HAS ALL HER HER ANSWERS.

AND THEN WE HAVE, THE DATA WAS GIVEN TO US IN THE PRESENTATION FROM THE, UH, MILL CREEK BATCH PLANT, UH, UH, PROJECT.

THEY WAS HAVING A HIGH READING OVER THERE DUE TO, UH, TRUCKS OUTING OVER CLOSE TO THE, UH, AIR QUALITY MONITOR.

SO THEY WORKED WITH, UH, KEVIN OVERTON WORK, AND SUSAN WORKED WITH, UH, THE, UH, PROJECT MANAGERS OVER THERE.

SO THEY MOVED THE TRUCKS WHERE THEY WOULDN'T BE ALLEN'S.

'CAUSE THE DATA WAS SHOWING THAT THE N O TWO WAS VERY HIGH.

I MEAN, IT WAS SPIKING HIGH, HIGH, HIGH, HIGH.

SO THEY, UH, TRIED TO FI THEY FIGURED OUT THE ISSUE.

AND THE ISSUE WAS TRUCKS PARKED RIGHT DIRECTLY, UM, UNDER THE MONITOR ALLEN.

SO YEAH.

RIGHT.

BUT THEY FIGURED IT OUT.

GO SUE, RIGHT? .

I AIN'T KIDDING.

I THINK THIS IS A REALLY GOOD EXAMPLE OF USING DATA, UM, TO HELP FOLKS DO THE RIGHT THING.

UM, BUT THE, THE DATA WAS REALLY CLEAR AND IT WAS, IT WAS USEFUL TO BE ABLE TO ADDRESS A SITE RELATED ISSUE BECAUSE WE HAD THE DATA.

AND THEY GOT SOME NEW BIG OLD MACHINES.

BUT AS LONG AS THE DRIVER IS IN THE CAB WITH THE MOTOR RUNNING AND IDLING, AND IT'S PART OF HIS MANDATORY D O T, UH, REST BREAK, THEN THEY CANNOT WRITE HIM,

UH, A CITATION.

AND THAT GETS TO BE VERY, VERY HARD TO ENFORCE.

AND THERE'S SOME OTHER LOOPHOLES AS WELL, FOR EXAMPLE, LIKE BUSES, UH, AREN'T SUBJECT TO THE IDLING ORDINANCE IN THE SAME WAY THAT COMMERCIAL TRUCKS ARE.

IT, IT'S, IT'S VERY CONFUSING AND VERY DIFFICULT TO ENFORCE.

AND THE MARSHALS TYPICALLY DON'T, UH, ENFORCE IT A LOT BECAUSE MOST OF THE TIME WHEN THEY WRITE A A CITATION FOR IT, IT GETS DISMISSED OVER SOME TECHNICALITY.

SO, UM, IT'S, IT'S, IT'S A HARD THING TO, TO KIND OF, IT'S, IT'S, IT'S DIFFICULT TO DO.

UH, REBECCA, THE URBAN AG, UH, COORDINATOR FOR THE CITY OF DALLAS PRESENTED THE COMPREHENSIVE URBAN AG PLAN, UH, TO US ON THIS COMMISSION FOR THE FIRST TIME.

UH, THROUGH AND I BRIEFLY SPOKE ABOUT THE IMPORTANCE OF EDUCATION WITHIN URBAN AG.

UH, THROUGH THAT ME MEETING, I GOT CONNECTED WITH MEGAN JAMES FROM THE CITY, UH, CITY LAB HIGH SCHOOL.

SHE'S THE URBAN AG TEACHER OVER THERE.

UH, SHE CAME, UH, EMAILED ME AND MENTIONED SHE WANTED TO, SHE NEEDED TO PLACE A COUPLE STUDENTS.

UM, AND WE WANTED TO FORM AN INTERNSHIP, INTERNSHIP TOGETHER OVER AT BIG TECH'S URBAN FARMS. UH, WE WANTED TO START IN JANUARY THIS YEAR, BUT WE HAD A LATE START.

WE STARTED IN FEBRUARY.

I HAD FIVE STUDENTS, UH, FOR TWO DAYS OUTTA THE WEEK, ABOUT FOUR HOURS.

UM, THEY PRETTY MUCH CAME EVERY SINGLE WEEK UNLESS THEY NEEDED TO, UNLESS THEY HAD SOME KIND OF STATE TEST OR SOMETHING.

UH, IN MAY WE COMPLETED THE, THE INTERNSHIP PILOT.

UM, AND I ACTUALLY GOT TO SEE THEM WALK THE STAGE AS WELL.

THEY WERE ALL GRADUATING SENIORS.

UH, SINCE THEN, WE HAVE ALSO CONNECTED WITH NEW TECH HIGH SCHOOL, WHICH IS A SCHOOL HERE IN DALLAS, I S D, AND THEN ACTUALLY SKYLINE TEACHERS CAME TODAY.

UM, AND SO MY, MY GOAL IS TO CONTINUE THIS EDUCATION, UM, AND START, YOU KNOW, CREATING THE NEXT GROWERS, GROWING THE NEXT GROWERS, UM, AND, AND, AND MAKING IT A BETTER PROGRAM.

SO YEAH, THAT'S, THAT'S JUST WHAT I WANTED TO SAY.

WE'VE BEEN RAISING EYEBROWS IN DALLAS, UM, AND AROUND THE COUNTRY FOR 20 YEARS NOW, AND THAT'S REALLY EXCITING.

UM, WE BEGAN TO GO DOWN THIS GREEN PATH FORWARD IN DALLAS TWO DECADES AGO.

PEOPLE AROUND THE COUNTRY WERE ONLY RAISING EYEBROWS.

THEY WERE ASTONISHED.

THE DALLAS, TEXAS IS DOING ANYTHING GREAT.

AND WE CONTINUE TO NOW 20 YEARS LATER, AND I WANT US TO CONTINUE TO DO THAT.

UH, WHEN TOM LEOPARD WAS ELECTED MAYOR IN 2007, UM, HE TOOK OUR VARIOUS INFORMAL GROUPS AND TURNED THIS INTO THE GREEN BUILDING TASK FORCE, THE MAYOR'S GREEN BUILDING TASK FORCE MAJORS OFFICIAL.

AND THAT IN MANY WAYS A PROGENITOR OF THIS VERY MEETING TONIGHT.

BUT IT'S BEEN VERY EXCITING TO WATCH AS, UM, WE HAVE HAD THIS NATIONAL PRESENCE.

TOM WOULD CALL ME SOMETIMES WHEN HE WAS MAYOR AND SAY HE'D GONE TO A CONFERENCE OR WE'RE GOING TO A CONFERENCE TO SPEAK AND ASK FOR THE LATEST AND WHAT WE'RE DOING FROM A GREEN POINT OF VIEW.

AND I'D PROVIDING TALKING POINTS.

AND YOU'D GO THESE MAYOR'S CONFERENCES NATIONALLY, AND THE OTHER MAYORS WOULD SAY, THAT'S AMAZING.

HOW ARE YOU DOING THAT IN DALLAS? AND SO, BECAUSE WE WERE TAKING A LEAD, OTHER CITIES WERE THEN DOING MORE GREEN THINGS.

I RAN INTO TIME AN EVENT LAST YEAR AND TOLD HIM ABOUT THIS PROGRESS.

HE WAS REALLY GLAD TO HEAR THAT, THAT WHAT WE BEGAN YEARS AGO WAS STILL HAPPENING.

SO JULIE, THANK YOU FOR THAT NOTE.

BECAUSE DALLAS IS STILL RAISING PEOPLE'S EYEBROWS ALL OVER THE NATION.

WE CAN DO IT IN DALLAS, TEXAS.

WE CAN DO IT ANYWHERE INTERNATIONALLY TOO.

SO ONE OF THE THINGS I WANT TO POINT OUT TONIGHT THOUGH, BASED ON THE HISTORY IS ONE OF THE MOST IMPORTANT THINGS WE CAN DO AS A GROUP AND AS INDIVIDUALS IS TO COMMIT OURSELVES TO THE WILL AND DISCIPLINE TO SEE THINGS THROUGH THIS DALLAS CITY OF OURS THAT WE LOVE.

YOU CAN WALLPAPER THIS BUILDING WITH PLANS THAT HAVE NEVER BEEN IMPLEMENTED.

SO ONE OF THE THINGS WE CAN DO IS TO MAKE SURE THE CITY ATTORNEY'S OFFICE CODE, WHOEVER IT IS, FOLLOWS THROUGH, WHETHER IT'S ING TRUCKS OR GETTING TREES PLANTED, OR IF SOMEONE IS VIOLATING THE LAW TO HOLD THEIR FEET TO THE FIRE.

WE HAVE TO DO THAT.

AND IF THAT'S PART OF OUR ROLE, THEN

AND I LAY NO BLAME ON ANYONE READY TO PARTNER WITHIN THIS BUILDING FOR DOING THAT.

IT'S NOT TO LAY BLAME, BUT SIMPLY TO SAY, WE ALL HAVE A LOT TO DO EVERY DAY.

OKAY? KIDS LOOK AFTER MEALS TO BE FED, LIVES THAT LIVE, BUT THAT STILL MEANS ON A DAILY BASIS FOR US TO CONTINUE TO BE A VOICE WITHIN THE CITY THAT INSISTS THAT OUR LAWS, ESPECIALLY OUR ENVIRONMENTAL LAWS, BE FOLLOWED AND CARRIED OUT ON A REGULAR BASIS.

SO I WANNA MENTION THAT TONIGHT AND MAKE SURE WE DO NOT LOSE SIGHT OF THAT.

WE'RE WILLING ON DISCIPLINE TO SEE THIS TOO.

ALSO WANT TO, UH, MENTION THAT, UM, ON A WATER BASIS, TERRY LOWRY, WHO'S DONE AN EXCELLENT JOB AS DIRECTOR OF DW IS LEAVING AND SHE HAS SENDING A RESIGNATION.

THERE WAS A CEREMONY FOR TODAY AT COUNCIL.

THERE WAS A RECEPTION FOR HER NEXT WEEK, AND WE'RE LOSING SOMEBODY REALLY SPECIAL.

SHE'S BEEN A TREMENDOUS DIRECTOR OF DW.

AND SO, UM, WE, UH, WISH HER WELL.

SHE DELAYED HER RETIREMENT FOR THREE YEARS.

WE KEPT ASKING HER TO STAY AND SHE FINALLY DECIDED THREE YEARS WAS ENOUGH TIME TO GO.

SO WE WANNA THANK TERRY LOWERY FOR THE WORK SHE'S DONE.

ALSO WANT TO MENTION THAT, UH, COUNCIL OF GOVERNMENTS IN ARLINGTON, MORE SIMPLE PROTECTIONS COUNCIL OF GOVERNMENTS IS DOING A GOOD DEAL OF WORK ON WATERSHED PROTECTION, UM, FOR THE AREA.

SO WE CONTINUE TO WORK ON WATERSHED PROTECTION FOR THIS AREA CONTINUES TO BE A, A MAJOR ISSUE AND WE'LL CONTINUE TO WORK ON THAT ON A WATER BASIS.

BUT LET'S ALL OF US KEEP IN MIND OUR NEED TO MAKE SURE THAT THIS CITY IS ENFORCING ENVIRONMENTAL LAWS AND BEING TRUE TO THE LAW.

BECAUSE IF WE DO NOT BE TRUE TO THE LAW, THEN WHAT POINT OF, AND REMIND OURSELVES THAT NO ONE IN THIS COUNTRY IS ABOVE THE LAW.

NO ONE EVER.

THAT'S ONE OF THE THINGS THAT MAKES AMERICA SPECIAL.

IT'S A NATION OF LAWS NOT OF PEOPLE.

SO, UH, I WANT TO KEEP IN MIND THAT OUR CITY HAS TO DO THAT.

AND I WILL TELL EVERYBODY IN HERE THIS, I CAN'T GUARANTEE RESULTS, BUT I CAN'T GUARANTEE TOMORROW I'LL BE MAKING PHONE CALLS ABOUT SOME OF THESE ISSUES TO PEOPLE I KNOW.

THEY'VE ASKED ME TO HELP THEM AT THE END OF THIS MONTH AND SOME OTHERS, UM, GET ANOTHER RESOURCE ON TO LAUNCH THE, UH, BUILDING CITY OF DALLAS BUILDING STUDY FOR SUITABLE SOLAR SITES AND WHATNOT.

THAT'LL TAKE US INTO, WELL IN OCTOBER.

SO THAT THE GOOD NEWS IS THIS IS ABOUT TO START, WHICH WILL PROBABLY BRING SOME, UM, UH, INITIATIVES OUR WAY NEXT YEAR FOR, UH, INCREASED DEPLOYMENT OF, OF SOLAR AROUND THE CITY, UH, ON THE BUILDINGS AS WE'VE ALREADY BEGUN IN THE PAST YEAR.

AND POTENTIALLY IF THE COMPLEXITIES OF IT CAN GET SORTED OUT, IT MIGHT ALSO LEAD TO SOME COMMUNITY SOLAR TYPE OF IMPLEMENTATIONS TO SERVE UNDERSERVED COMMUNITIES IN DALLAS WITH, UH, CLEAN ENERGY.

SO, UH, JUST A QUICK UPDATE ON THAT, UH, PROCESS THAT'S MOVING AHEAD.
