[00:00:01]
TODAY IS TUESDAY, AUGUST 1ST[Civil Service on August 1, 2023.]
TWO, 2023, AND THIS IS THE REGULAR MEETING OF THE DALLAS CIVIL SERVICE BOARD.WE'RE STARTING AT, UH, 9:34 AM I HOPE EVERYBODY HAD A GOOD JULY OFF AND, UH, AS ENJOYED THE COOL TEMPERATURES.
SO, UM,
AS YOU KNOW, JULY IS THE MONTH, DALLAS CITY HALL, AT LEAST THE COUNCIL AND BOARDS OF COMMISSIONS TAKE OFF.
SO WE, UH, SHOULD HAVE A RELATIVELY LIKE MEETING TODAY.
SO THANK YOU ALL FOR BEING HERE.
AND, UH, LET ME ASK FIRST, ANNA, DO WE HAVE ANY PUBLIC SPEAKERS? NO, WE DON'T HAVE ANYBODY.
UH, WE HAVE TWO SETS OF, UH, MINUTES TO, TO, UH, CONSIDER TODAY.
THE FIRST IS APPROVE THE MINUTES FROM THE JUNE 6TH, 2023 REGULAR CIVIL SERVICE BOARD MEETING.
THOSE HAVE BEEN FORWARDED TO YOU.
ANYBODY HAVE ANY CORRECTIONS OR MODIFICATIONS TO THEM? NO.
IS THERE A MOTION TO APPROVE THE JUNE 6TH, 2023 BOARD MINUTE MEETINGS, BOARD MEETING MINUTES? I MOVE THAT WE APPROVE THE JUNE 6TH BOARD MEETING.
AND THE SECOND WAS THAT YOU, CHANDRA? BOARD MEMBER SPOTS OR MR. CHAIR? OH, JOAN.
SO WE HAVE A MOTION AND A SECOND IS ANY DISCUSSION ON THE MOTION? HEARING NONE.
ALL IN FAVOR OF APPROVING THE, THE MINUTES FROM THE JUNE 6TH, 2023 MEETING.
RAISE YOUR HAND OR OTHERWISE SIGNIFY AYE.
UH, THE SECOND ITEM, UH, UNDER APPROVAL OF MINUTES IS APPROVE THE MINUTES FROM THE JUNE 27TH, 2023 SPECIAL CALL CIVIL SERVICE BOARD MEETING.
THOSE ALSO WERE INCLUDED IN THE PACKET OF MATERIALS.
DID ANYBODY HAVE ANY, UH, CORRECTIONS MODIFICATIONS TO THOSE MINUTES? UM, WASN'T THE SECOND.
I, UH, MS. TAK AND, AND NOT MS. S MOZER? MM-HMM.
I THINK IT WAS JIM, OR WAS IT YOU? OKAY.
I JUST, I DIDN'T REMEMBER IT QUITE RIGHT, SO THAT'S FINE.
I'LL ENTERTAIN A MOTION TO APPROVE THE MINUTES OF THE JUNE 27TH SPECIAL CALLED MEETING, MOVE TO APPROVE.
ANY DISCUSSION ON THE MOTION? HEARING NONE.
ALL IN FAVOR? RAISE YOUR HAND IF YOU'RE, IF YOU'RE IN FAVOR OR SIGNIFY.
SEEING NO OPPOSITE, THAT PASSES UNANIMOUSLY.
WE HAVE NO HEARING ITEMS TODAY.
UH, THAT, THAT TAKES US TO ITEM FIVE ON OUR, UH, AGENDA BRIEFING AND DISCUSSION ITEMS. THE FIRST ONE IS THE SWORN PROMOTIONAL ACTIVITY OVERVIEW, AND I'LL TURN IT OVER TO THE CIVIL SERVICE BOARD SECRETARY JARED DAVIS.
UM, I ECHO, UM, CHAIRMAN WELCH'S REMARKS, BUT I HOPE YOU'VE BEEN ENJOYING YOUR JULY AND MANAGING THE STATE.
UM, IN, IN OUR LAST DISCUSSION, IN OUR LAST FULL BOARD MEETING, A REGULAR BOARD MEETING, SHOULD I SAY, UM, OF COURSE WE WERE TALKING ABOUT THE REVISION TO THE RULES.
UM, AND ONE OF THE CONVERSATIONS THAT EMANATED OUT OF THAT, OUT OF THAT CONVERSATION, AND THE QUESTION, UM, FROM BOARD MEMBER COAL WAS, YOU KNOW, JUST WHAT'S THE, WHAT'S THE AGE OF OUR PROMOTIONAL REGISTERS ACROSS THE SWORN, UH, ACROSS OUR SWORN, UM, RANKS.
SO LOOKING AT FIRE, LOOKING AT POLICE TO UNDERSTAND WHEN WAS THE LAST TIME WE DID PROMOTIONS? I ALSO WANTED TO PROVIDE SOME VERY HIGH LEVEL OVERVIEW, UM, OF ACTUALLY THE STEPS KIND OF FROM BEGINNING TO END AT A, AT A VERY, VERY HIGH LEVEL OF, FROM THE TIME THAT AN INDIVIDUAL REQUESTS, UM, US OR A CHIEF REQUESTS US TO CONDUCT A PROMOTION ALL THE WAY THROUGH THAT PROCESS.
AND SO, ANA, IF YOU WOULD BRING UP, UM, THE PRESENTATION, UM, SO I CAN BE ABLE TO SHARE THIS WITH YOU AND DEFINITELY SEND THIS OUT FOLLOWING THE MEETING WHERE YOU CAN HAVE ACCESS TO THE SPREADSHEET OF, OF DATA THAT'S WITHIN THE, THE, THE PRESENTATION.
SO YEAH, AND IF WE COULD PUT THIS IN PRESENTATION MODE AND MAKE IT JUST A LITTLE BIT BIGGER, I THINK IT'LL BE A LITTLE BIT VIS, VISUALLY EASIER TO SEE.
[00:05:01]
AND I SEE BOARD MEMBER MARSHALL HENSON SHAKING THEIR HEAD, UH, UNDER, I DON'T KNOW, IT MAY BE UNDER VIEW OR YEAH.HOWEVER YOU WANNA, OH, NO, MY, YEAH.
SO IF WE GO TO, BACK TO THE HIGH LEVEL OVERVIEW.
UM, SO REALLY I, I BUCKET IT INTO FOUR STEPS JUST SO WE CAN BE ABLE TO TALK THROUGH, AND I CAN WALK YOU THROUGH REALLY HOW WE GET
SO THE CHIEF OF FIRE OR THE CHIEF OF POLICE, THEY WILL DECLARE A VACANCY WITHIN A RANK, UH, AND THEY WILL THEN REQUEST FROM US A PROMOTIONAL EXAM AND OR AN ASSESSMENT CENTER.
NOT EVERY PROMOTIONAL RANK OR EXAM CONTAINS AN ASSESSMENT CENTER.
SO, UM, THERE'S REALLY TWO PARTS.
IF THERE'S A TWO-PART, UM, EXAM AND AN ASSESSMENT CENTER, YOU'LL HAVE A WRITTEN EXAM COMPONENT.
AND THEN AT A LATER DATE, YOU'LL HAVE AN ASSESSMENT CENTER COMPONENT WHERE AN INDIVIDUAL MEMBER OF POLICE OR FIRE WOULD GO THROUGH A SERIES OF ACTIVITIES THAT DEMONSTRATE THEIR ABILITY TO BE ABLE TO PERFORM ON THE JOB.
AND SO, UM, SO IT'LL BE A ONE OR A TWO PART, BUT IN EITHER CASE, UM, A CHIEF WILL DECLARE A VACANCY REQUEST, A PROMOTIONAL EXAM, OR A ASSESSMENT CENTER, UH, FOR A SPECIFIC REQUESTED.
RIGHT AFTER THAT, OUR DEPARTMENT WILL WORK ALONGSIDE OUR TESTING AND ASSESSMENT VENDOR, AND WE WOULD PARTNER WITH THE SWORN DEPARTMENT TO DETERMINE TEST SOURCE DATA AND THE ESSENTIAL KNOWLEDGE, SKILLS AND ABILITIES TO BE ASSESSED EITHER IN THE WRITTEN EXAM SCENARIO OR IN THE ASSESSMENT CENTER.
AND THEN THE THIRD MAJOR STEP IS THAT AFTER WE'VE DONE THAT, UNDERSTANDING THE SOURCE DATA AND ESTABLISHING WHAT ARE THOSE KSAS AND THE, AND THE, AND THE ESSENTIAL THINGS THAT WILL BE ASSESSED, WE WILL ADMINISTER THAT WRITTEN EXAM OR THAT ASSESSMENT CENTER, UM, AND EVERY MEMBER WOULD WOULD PARTICIPATE.
AND THEN WE PUBLISH THAT FINAL REGISTER OF ELIGIBLE CANDIDATES FOR DEPARTMENTS FOR DEPARTMENTAL PROMOTIONS TO OCCUR.
AND THEN AFTER THAT, THE DEPARTMENT HAS 18 MONTHS FROM THE DATE WE MAKE THE REGISTER, WE PUBLISH THE REGISTER TO MAKE PROMOTIONS.
AND THEN IN CER IN CERTAIN CASES, DEPARTMENT CHEATS MAY REQUEST AN ELIGIBILITY LIST EXTENSION, UM, IF, IF IT HAS GONE PAST THE 18 PAST THE 18TH MONTH.
AND SO I JUST WANNA STOP THERE.
AND I WANTED TO JUST OUTLINE WHAT DOES THE KIND OF ADMINISTRATIVE HIGH LEVEL PROCESS LOOK LIKE FOR PROMOTIONAL, FOR SWORN PROMOTIONS? AND SO I'LL STOP THERE IF THERE ARE ANY QUESTIONS OR POINTS THAT NEED TO BE CLARIFIED.
WHO DOES THE ACTUAL ADMINISTRATION? IS THAT THE CIVIL SERVICE BOARD? IS IT THE, THE OUTSIDE VENDOR? UH, NO MA'AM.
SO CIVIL SERVICE ACTUALLY DOES THE ACTUAL ADMINISTRATION OF THE EXAM.
UM, WE WORK WITH THE OUTSIDE VENDOR, UM, AS A CONSULTANT TO HELP US A, GATHER THE KSAS AND ACTUALLY DEVELOP THE ASSESSMENT CENTERS AND THE, AND THE, AND AND THE ACTUAL WRITTEN EXAMS. NOW I SHOULD BACK UP AND SAY THE NUANCE TO THAT IS NOW THE, THE, THE VALUE AND THE ABILITY OF US WORKING WITH OUR VENDORS IS WHEN WE GET TO THE ASSESSMENT CENTER COMPONENT OF CERTAIN, UM, PROMOTIONAL EXAMS, THEY HELP US RECRUIT ASSESSORS FROM OTHER JURISDICTIONS THAT ARE SIMILARLY SIZED AS THE CITY OF DALLAS TO HELP, YOU KNOW, RATE CANDIDATES AS THEY RULE, MOVE THROUGH THOSE, THROUGH THOSE INTERVIEWS.
AND SO, I, I DON'T WANNA BE MISLEADING, UH, BOARD MEMBER SPONSOR WHEN I SAY YES, WE ADMINISTER THE EXAM, WE COORDINATE ALL THE EXAMS IN THE ASSESSMENT CENTER, BUT ASSESSORS ARE BROUGHT TO US, UM, EXTERNALLY THROUGH OUR VENDOR, UM, AS THEY RECRUIT, AS A PART OF THEIR SERVICE BACK TO US UNDER THAT, UNDER THAT CONTRACT OF SERV OF DELIVERED SERVICES.
SO, SO TO THE QUESTION YOU'LL SEE HERE IN BLUE AND IN, AND I KNOW THIS IS A BUSY CHART AND I'LL MAKE SURE I SEND IT OUT, UH, FOR, FOR YOU ALL.
SO IF YOU RECALL, SOME OF YOU WERE BOARD MEMBERS WHEN WE ONBOARDED OUR, OUR, OUR CURRENT VENDOR, WHICH IS MORRIS MCDANIEL, I THINK THEY CAME TO A BOARD MEETING AND WE KIND OF WALKED YOU THROUGH AND INTRODUCED YOU ALL TO THAT VENDOR THAT WE SELECTED THROUGH OUR PROCUREMENT PROCESS.
AND SO WE, WE BEGAN AND DEPLOYED OUR FIRST, UM, UM, WRITTEN EXAM OR PROMOTIONAL SWORN EXAM, I SHOULD SAY, WITH THIS NEW VENDOR IN OCTOBER OF 2021.
UM, AND SO I'M JUST KIND OF BACKING YOU UP TO SAY, SO WE STARTED OUT WITH FIRE PREVENTION AND AS YOU SEE, UM, THAT'S THAT FIRE PREVENTION, FIRE
[00:10:01]
PREVENTION CAPTAIN AND, AND FIRE PREVENTION LIEUTENANT AND THEN SENIOR FIRE PREVENTION OFFICER WERE, IS REALLY WHERE WE, WHERE WE STARTED.AND IF YOU NOTICE, IT'S, I THINK IT'S REFLECTIVE OF THE NUMBER OF INDIVIDUALS WHO ARE WITHIN THAT SPACE IN, UM, THESE PARTICULAR RANKS, WE HAVE LOWER NUMBERS OF CANDIDATES TESTING.
SO WE WERE FORTUNATE IN A LOT OF WAYS START WITH FIRE PREVENTION WITH OUR NEW VENDOR.
UM, SO WE COULD SCALE UP BEFORE WE GET TO THE LARGER FIRE OPERATIONS, WHICH YOU SEE IN THE SUBSEQUENT WHEN WE MOVE THEN TO BATTALION CHIEF CAPTAIN, LIEUTENANT DRIVER ENGINEER.
AND YOU CAN SEE THE ELIGIBILITY, THE SIZE OF THE, THE CANDIDATES TESTED.
UM, AND THEN THE, THE DATES OF THE LIST.
AND THEN YOU'LL SEE HERE WE'RE GETTING READY TO START WITH POLICE, UM, WITH SENIOR CORPORAL.
AND THEN WE WOULD WORK OUR WAY FROM SENIOR CORPORAL, SERGEANT, LIEUTENANT AND BACK UP THE LIST IN, IN, IN THAT DIRECTION.
AND SO YOU SHOULD SEE DATES MOVE ON, ON, ON THESE LISTS.
AND SO ONE OF THE THINGS IN THE DEPARTMENT SCORECARD THAT WE SEND OUT EVERY QUARTER IS, OF COURSE, ONE OF THE FUNCTIONS IS TO MAINTAIN LIST, UM, FOR OUR SWORN, FOR OUR SWORN PARTNERS.
AND SO THAT'S WHY I SHOW YOU IN THE LOWER RIGHT HAND CORNER.
AND WE'LL SEE IT WHEN WE GET TO OUR SCORECARD IN THE AGENDA HERE IN A MINUTE, KIND OF THE SIZE OF THE LIST AND WHERE THE LISTS ARE.
'CAUSE IT'S REALLY THIS INFORMATION AT A QUARTER SNAPSHOT.
SO YOU ALL AS BOARD MEMBERS CAN SEE HOW WE ARE, HOW WE ARE ADVANCING AND MOVING IN TERMS OF OUR SWORN UM, PROMOTIONS.
AND SO THIS IS THE DATA AS REQUESTED AND I'LL MAKE SURE THAT I CIRCULATE IT, BUT I'LL STOP HERE AND FOR ANY QUESTIONS OR, OR, OR COMMENTS OR CLARIFICATION.
UM, AND SO MY UNDERSTANDING IS, IS THAT THE CIVIL SERVICE BOARD OR DEPARTMENT HAVE NO ABILITY TO SUGGEST THAT AN EXPIRED LIST TO BE RETESTED, WE HAVE TO WAIT ON, UH, POLICE ARE FIRE TO ASK US TO SET UP A NEW ASSESSMENT OR A NEW TESTING.
IS THAT AN ACCURATE ASSESSMENT? YES, I WOULD SAY THAT'S AN ACCURATE ASES UH, ASSESSMENT WITH JUST ONE SMALL NUANCE.
UM, I THINK THAT NOW I, YOU KNOW, I THINK THAT WHEN IT IS THE ACTION OF THIS BODY OF YOU ALL, IF, IF, IF THE DEPARTMENT ASKS FOR AN EXTENSION OF A LIST, UH, OF A REGISTER, YOU ALL CAN TAKE THOSE, I THINK FACTORS UNDER CONSIDERATION WHEN YOU ARE DETERMINING WHETHER OR NOT TO GRANT AN EXTENSION.
I THINK, I THINK WHAT WE ARE FINDING AND WHAT I SEE IN LEADERSHIP IN BOTH FIRE AND POLICE IS A COMMITMENT TO KEEPING VERY ACTIVE REGISTERS AND NOT AGE REGISTERS.
I THINK AT A POINT LONG AGO, UM, WE HAD A LOT OF MORE AGE REGISTERS, UH, BUT, BUT I, I'M NOT REALLY SEEING THAT.
AND I THINK THAT COMMITMENT IS BASED ON LEADERSHIP'S DESIRE TO HAVE THE VERY BEST, UH, CANDIDATES FILLING THOSE VACANCIES AND KEEPING THOSE EXIST AS COMPETITIVE AS POSSIBLE.
BECAUSE OF COURSE, IF YOU PROMOTE IN THE UPPER, YOU KNOW, IN THE UPPER PORTIONS OF WHATEVER REGISTER, YOUR, YOUR, YOUR TALENT WILL BE A BIT MORE COMPETITIVE AT THAT LEVEL.
SO I SEE THAT COMMITMENT, UM, AND I THINK THAT COMES TO BEAR WITH EVEN SOME OF THE REQUESTS, RULE CHANGES AND THINGS THAT WE, THAT WE'VE SEEN MOST RECENTLY IN ORDER TO, UM, IMPACT THAT COMPETITIVENESS AND THAT FITNESS FOR, FOR DUTY IN THOSE PARTICULAR RANKS.
AND SO I DON'T NECESSARILY WORRY ABOUT THAT AS MUCH AS, AS I DID BEFORE, BUT SPECIFICALLY TO YOUR, TO YOUR ANSWER, YES, YOU, YOU, YOU ARE CORRECT, BUT I DO THINK THAT THIS BOARD HAS AN OPPORTUNITY WHEN, WHEN THAT ELEMENT IS MISSING, UM, TO INFLUENCE IT IN, IN ITS CONSIDERATIONS OF ELIGIBILITY EXTENSIONS AND THE TWO EXPIRED LISTS ON THE SLIDE, NOBODY'S REQUESTED THAT THOSE BE EXTENDED.
WE'VE NOT GOT A REQUEST FOR THE SENIOR FIRE PREVENTION OFFICER LIST TO BE, UM, EXTENDED.
I WOULD ASSUME BASED ON THE NUMBERS, UM, THAT THAT MAY BE THE, THE REASON WE ARE ARE THERE IN TERMS OF THAT ONE, THE SECOND LIST THAT'S EXPIRED AS OF TODAY IS THE POLICE SENIOR CORPORAL LIST.
AND THAT'S WHAT, YOU KNOW, THE, WE'VE BEEN WAITING, YOU KNOW, WE'RE NOW IN THE PLANNING STAGES AND GETTING READY TO EXECUTE AND MOVE FORWARD WITH THAT WRITTEN EXAM AND START MOVING OUR WAY UP THE POLICE RANK.
AND SO LONG AND SHORT OF IT IS WHAT WE WANT TO BE ABLE TO DO IS MOVE THROUGH THE POLICE RANKS AT THIS CURRENT TIME AND THEN START PLANNING FOR AND UNDERSTANDING WHAT ARE THE NEEDS, UM, FROM, FROM FIRE.
AND I HAVE A LITTLE INFORMATION WHEN I TALK ABOUT MY RULE UPDATES THAT I THINK THAT WILL INFLUENCE THE COMPLEXION AND THE COLOR OF WHAT THAT'LL LOOK LIKE IN THE FUTURE.
UM, JUST BASED ON SOME, WHAT I'M UNDERSTANDING, SOME REQUESTS AND SOME THINGS WE'RE GONNA LOOK AT FROM A RURAL PERSPECTIVE, EVEN WITH DALLAS FIRE, BUT I'LL, I'LL TALK ABOUT THAT IN THE NEXT PIECE.
WE'VE GOT THREE EXPIRE LISTS THAT WILL EXPIRE NEXT MONTH.
UM, AND SO IF THEY ASKED US TO START ANOTHER WRITTEN ANOTHER EXAM TO UPDATE THAT LIST, WOULD WE BE ABLE TO DO IT
[00:15:01]
EVEN THOUGH OUR PLAN IS TO WORK OUR WAY BACK UP TO THE POLICE? I THINK.SO I THINK THAT WE WOULD BE ABLE TO, TO DO THAT, OR THAT WOULD BE, THAT THAT WOULD BE JUST SOMETHING THAT I HAVE TO GO AND MAKE SURE WE GET DONE RIGHT.
SO, UM,
UM, AND SO WE'RE GONNA HAVE SOME PROCUREMENT WORK THAT'S GONNA BE COMING AT US AS A DEPARTMENT HERE PRETTY SOON TO GO BACK OUT TO MARKET AND, AND, AND STATE OUR NEEDS AND TAKE A LOOK AT VENDORS AFRESH.
AND SO MY MY HOPE IS THAT WE CAN GET THROUGH POLICE AND AT THE SAME TIME START OUR, USE OUR ENERGIES TO RESTART OUR PROCUREMENT PROCESS SO WE CAN HAVE A, A VENDOR IN PLACE.
AND SO THEN WE'RE ABLE TO DO THE ORIENTATION AND TAKE A FULL LOOK AT WHAT ARE FIRE'S NEEDS IN LIGHT OF ANY RULE CHANGES THEY MAY BE REQUESTING AND ALL OF THAT.
AND THEN BRING THAT TOGETHER SEAMLESSLY AND, AND BACK TO YOU ALL AS A PLAN, MOVING, MOVING FORWARD.
THAT'S MY HOPE, PRAYER AND PLAN.
BUT, UM, WE'LL BE RESPONSIVE TO WHATEVER COMES OUR WAY WITHIN THE, WITHIN THE RESOURCES AND OUR ABILITIES TO, TO REACT.
JARED, I DO AGREE THAT THESE LISTS LOOK A LOT NEWER AND PRESSURE THAN THEY DID WHEN I STARTED ON THE CIVIL SERVICE BOARD IN 20.
SO, UM, THIS, THIS DATA IS VERY REFRESHING AND THANK YOU FOR BRINGING IT TO US.
IS IT, THIS IS JOAN, IS THERE SOMETHING COMING UP IN YOUR PRESENTATION TO SAY HOW MANY PEOPLE WERE PROMOTED FROM THESE GROUPS? UM, I DIDN'T GO INTO THAT LEVEL, UM, OF DETAIL, BUT I DON'T MIND, UM, UH, UH, MAKING AN, YOU KNOW, PUTTING THAT IN THE MATERIAL BEFORE I SEND IT, UM, OUT TO YOU ALL.
I KNOW THE ANNUAL REPORT DOES A PRETTY GOOD SUMMARY ON A FISCAL YEAR BASIS OF THE NUMBER OF PROMOTIONS.
SO IT'LL GIVE YOU SOME COMPLEXION, I DON'T KNOW, YOU KNOW, HOW READILY AVAILABLE, UM, THE, THE, BUT, BUT WE, WE KNOW THAT WE HAVE THAT DATA IN THE ANNUAL REPORT, SO WE'LL, WE'LL GET WHAT WE CAN, UM, OUT TO YOU, UH, ABOUT THAT BECAUSE WE, WE KEEP A PRETTY STRAIGHT EYE ON, YOU KNOW, HOW MANY PEOPLE ARE PROMOTED IN EACH RATE.
YEAH, IT WOULD, IT, IT'S KIND OF LIKE THE, THE, THE NEXT STEP OF THIS CHART, I GUESS, IF IT COULD BE DONE.
AND THAT WOULD'VE BEEN GOOD TO INCLUDE.
I JUST WANTED TO DEAL WITH LIST EXPIRATION AND THE FRESHNESS OF IT.
YOUR QUESTION IS A NATURAL NEXT QUESTION, SO I'LL MAKE SURE YOU GET THAT.
JARED, WAS THAT ALL YOU HAD ON THAT TOPIC? THAT'S ALL I HAVE ON THIS TOPIC.
I DIDN'T KNOW IF THERE WAS ANOTHER, ANOTHER SLIDE COMING, COMING UP OR NOT.
YEAH, I'M SORRY, I I WAS STANDING FOR QUESTIONS, SO YES, THAT'S ALL I HAVE ON THIS TOPIC.
THE NEXT ITEM IS THE CIVIL SERVICE RULES REVISIONS UPDATE.
YEAH, I JUST WANTED TO, I KNOW, UM, I WANTED TO, I KNOW THAT WE SENT OUT TO THE BOARD, UM, YOUR, YOUR APPROVED RULES THAT WERE APPROVED BY COUNCIL ON THE 28TH OF, OF JUNE, UM, RIGHT BEFORE BREAK.
AND SO WE, WE ARE VERY EXCITED TO GET THOSE, UM, PASSED.
THANK YOU AGAIN FOR YOUR FEEDBACK AND YOUR SUPPORT AS WE MOVE THROUGH IT.
AHMA, IF YOU GO TO THE NEXT CHART, UM, I REALLY APPRECIATE, UM, ALL ALL OF THAT.
I WANTED TO JUST KIND OF SHARE WITH YOU KIND OF AT A VERY HIGH LEVEL WHAT WE, WHAT WE DID TO GET TO JU TO JUNE 28TH AND KIND OF SHARE WITH YOU WHAT I ANTICIPATE KIND OF THE NEXT STEPS BEING BASED ON SOME COMMUNICATED ASK FROM, FROM FIRE.
ANNA, IF YOU COULD GO TO THE NEXT CHART, PLEASE.
SO WHAT I WANTED TO JUST SHARE WITH YOU ON, ON THE LAST CHART THAT JUST WENT AWAY.
SO IN JANUARY OF 2023, WE BROUGHT TO YOU ALL FOR THE VERY FIRST TIME, YOUR FIRST READING OF THE DRAFT RULES.
UM, AND THEN IN, IN FEBRUARY WE CAME BACK WITH A SECOND READING.
AND IN BETWEEN FEBRUARY AND MARCH WE WENT THROUGH AND KIND OF WORKED OUT ANY COMMENTS AND THOSE KINDS OF THINGS.
AND THEN WE OPENED THE EMPLOYEE COMMENT PERIOD IN APRIL.
WE ALSO BRIEFED THE DRAFT AMENDMENTS TO THE, UM, GOVERNMENT PERFORMANCE AND FINANCIAL COMMITTEE
[00:20:01]
OF CITY COUNCIL.AND THEN WE CONDUCTED OUR PUBLIC HEARING FOR THE PROPOSED RULE AMENDMENTS IN JUNE.
AND THEN AT THE VERY END OF JUNE, UM, COUNCIL APPROVED OUR, UH, UPDATED, UH, CODE OF RULES AND REGULATIONS WERE ADOPTED BY COUNCIL IN THE PROCESS OF THE APPROVAL IN JUNE.
UM, WHAT A, A QUESTION CAME FORWARD IS WANTING TO MAKE SURE THAT DALLAS FIRE RESCUE HAD AN OPPORTUNITY TO TAKE A FRESH LOOK AT ITS PROMOTIONAL REQUIREMENTS, MUCH SIMILAR TO WHAT POLICE, UH, DID IN, IN THEIR REQUEST AND OUR VALIDATION, AND THEN YOU ALL'S ULTIMATE APPROVAL.
UM, AND SO WHAT DALLAS FIRE RESCUE LEADERSHIP AND MYSELF AND, AND OTHERS IN THE DEPARTMENT WILL BE DOING OVER THE NEXT COUPLE MONTHS IS KIND OF WORKING THROUGH UNDERSTANDING WHAT MAY BE THE NATURE OF THOSE REQUESTS AND ASKS AND KIND OF LAYING OUT A ROADMAP, UM, OF VALIDATING, TAKING A LOOK AT BENCHMARKING TO SEE WHAT OTHER CITIES ARE DOING, UM, IN THIS SPACE.
BECAUSE AS YOU RECALL, DALLAS POLICE ASKED FOR CHANGES TO MAKE MORE COMPETITIVE, THEIR PROMOTIONAL, UM, RANKS.
DALLAS FIRE RESCUE MADE REQUESTS TO MAKE MORE COMPETITIVE AND ROBUST THEIR ENTRY LEVEL RECRUITMENT.
THAT'S WHY YOU ALL MADE CHANGES TO, YOU KNOW, COLLEGE HOURS AND THEN THE SINGLE FUNCTION PARAMEDIC AND SOME OTHER THINGS TO HELP WITH RECRUITMENT.
AND SO NOW WE WILL UNDERTAKE A VERY SIMILAR PROCESS TO THE, TO THE EXTENT AND THE REQUEST OF D F R TO LOOK AT THE PROMOTIONAL RANKS, BENCHMARK THEM, AND THEN BRING THEM BACK TO YOU ALL.
UM, AND, AND, AND AS WELL AS, YOU KNOW, ANY OTHER, ANY OTHER STAKEHOLDER, BUT PRIMARILY BACK TO YOU ALL AS WE DID WITH THE POLICE.
SO YOU ALL CAN ASK ANY QUESTIONS, UM, WORK THROUGH WHATEVER THE PROPOSED CHANGES ARE, AND THEN WE WOULD THEN MOVE FORWARD WITH ANY AMENDMENT OR RULE CHANGE FROM THERE.
AND SO I WANTED TO JUST KIND OF GIVE YOU A PREVIEW BECAUSE THAT'S WHAT'S BEEN ASKED OF US AND THAT'S WHAT WE'RE WORKING ON.
AND I JUST DIDN'T WANT TO COME TO YOU ALL LATER WITH KIND OF A FRAMEWORK.
AND YOU HAD NEVER HEARD THAT THAT HAD BEEN THE ASK.
AND THIS IS KIND OF DIRECTIONALLY WHERE, WHERE WE'RE HEADED WITH TRYING TO UNDERSTAND IF THERE ARE ANY NEEDS AND UPDATES FROM THEIR PROMOTIONAL PERSPECTIVE.
AND SO I'LL PAUSE THERE FOR ANY REACTION OR QUESTIONS, UM, TO, TO KIND OF WHERE WE'RE, I HAVE ONE QUICK, I HAVE ONE QUICK QUESTION IF I COULD, JARED UHHUH,
THEN FROM THERE MOVING ANY AMENDMENTS THAT YOU ALL WOULD APPROVE TO GOVERNMENT PERFORMANCE AND THEN ON TO ONTO COUNCIL LIKE WE DID WITH THE OVERALL RULE CHANGE, UM, OVERALL.
AND SO THAT'S KIND OF WHY I WANTED TO LAY THESE OLD BUCKETS OUT BECAUSE IT WOULD KIND OF FOLLOW THE SIMILAR PATH, UM, IF WE WERE TO MAKE A CHANGE BASED ON THEIR RECRUITMENT OR THEIR PROMOTIONAL NEEDS.
NO, I, I ASSUME THAT WE WOULD LOOK AT IT FIRST AND, AND GIVE THE A OR NA 'CAUSE IT, IT WOULDN'T GO TO G P F M AT ALL IF WE SAID NO, WE DON'T WANT TO GO FORWARD WITH IT.
JARED, IS THERE, DO YOU HAVE A ROUGH IDEA OF HOW MANY PEOPLE, UM, UH, APPEARED FOR THE PUBLIC HEARING TO SPEAK AT THE PUBLIC HEARING? I DON'T HAVE IT RIGHT IN FRONT OF ME, RIGHT, RIGHT AT THIS MOMENT? NO, YOU'RE TALKING ABOUT THE PUBLIC HEARING IN JUNE? YEAH.
I DON'T HAVE IT RIGHT, RIGHT IN FRONT OF, UM, THE, THE NUMBER RIGHT IN FRONT OF ME.
I MEAN, WAS IT QUITE A FEW OR WAS IT JUST A FEW OR JUST ROUGHLY.
I MEAN, UM, IF YOU DON'T, IF YOU DON'T KNOW, THAT'S FINE.
I THINK THAT WE HAD, I THINK THAT WE HAD A HANDFUL OF INDIVIDUALS, UM, COME TO THE PUBLIC HEARING, UM, TO KIND OF SHARE THEIR, THEIR CONCERNS.
I THINK THO THOSE WERE THE INDIVIDUALS I THINK IN OUR JUNE, IN OUR JUNE REGULAR MEETING THAT YOU ALL HEARD FROM.
UM, AND THAT WE WANTED TO MAKE SURE, YOU KNOW, AND THE OTHER PIECE WAS, YOU KNOW, FOR ALL THE PUBLIC COMMENTS THAT WE DID RECEIVE,
[00:25:01]
YOU KNOW, WE WANTED TO COMPILE THOSE SO YOU ALL COULD, YOU KNOW, HAVE THOSE, THOSE TWO.BUT I'D HAVE TO GO BACK AND TRY TO GIVE A NUMBER TO, I DON'T, I DON'T RIGHT.
HAVE IT RIGHT OFF MY, RIGHT OFF THE TOP OF MY HEAD AND OFF.
OH, THIS CHANDRA IT OKAY TO SPEAK, UH, BOARD MEMBER MARSHALL HENSON.
I JUST WANTED TO SAY, UH, I LISTENED TO THE JUNE 28TH BOARD MEETING, UH, COUNCIL MEETING AND FOR YOU ALL TO REALIZE THAT ALL THE STEPS THAT WE WENT THROUGH, THE HARD PART WAS WHEN OUR BOARD ME BOARD MEMBER, I MEAN CHAIR WELCH AND HIS COMMITTEE PUT ALL THE WORK IN AND THE CITY SECRETARY, I MEAN THE CITY ATTORNEY'S OFFICE TO PUT ALL THESE RULES IN AND FOR IT TO GO AS SMOOTHLY AS IT DID AND ALL THE DIFFERENT AREAS, GOING TO THE COUNCIL COMMITTEES, DOING THE PUBLIC HEARING, DOING CITY COUNCIL, AND JUST HAVE THAT ONE ISSUE OF LOOKING AT JUST MAKING SURE THAT FIRE AND POLICE ARE SAME LEVEL.
I MEAN, THEY'VE LOOKED AT THE SAME THING.
AND I THINK I BROUGHT THAT UP AND I THINK BOARD MEMBER COLE, WE WERE LIKE, IS FIRE.
OKAY? AND SO NOW I THINK THE, THE COUNCIL MEMBERS ARE SAYING, LET'S MAKE SURE FIRE IS OKAY WITH THE SAME THING THAT THE POLICE DID.
BUT I JUST WANNA SAY HATS OFF TO THE BOARD MEMBER WELCH HIT THE COMMITTEE.
THEY'RE NO LONGER HERE, BUT SOMETHING THAT WERE ON THE COMMITTEE,
Y'ALL MAY NOT UNDERSTAND ALL THE STEPS AND WHAT IT TAKES AND THE TALKING AND THE MAKING SURE YOU GET WITH EVERY COUNCIL MEMBER, EVERY, EVERY DEPARTMENT, EVERY ASSOCIATION, AND FOR IT TO GO TO COUNCIL, NOT HAVE ANY QUESTIONS, NOT A LOT OF BACK AND FORTH FOR THEM TO SAY APPROVE IT.
AND SO I SAY HEADS OFF TO YOU ALL, UH, I THINK THE ISSUE WITH FIRE, 'CAUSE I WAS THINKING THE SAME THING SHOULD NOT BE AN ISSUE.
IT MAYBE TAKE A COUPLE OF MONTHS TO GET BACK WITH EVERYBODY TO MAKE SURE, BUT IF WE'RE ALL ON THE SAME, THE SAME STAND AND, AND, AND, AND EVERYTHING'S THE SAME FOR POLICE AND FIRE.
WE HAVE DONE A GREAT JOB, I BELIEVE AS A BOARD.
SO THANK YOU CHAIRMAN WELCH, UH, JERRY DAVIS STAFF, THE CITY ATTORNEY'S OFFICE, WHO THEY THERE.
THAT'S, YOU ALL DID A WONDERFUL JOB.
I CAN TELL YOU, I THINK THE FIRST TIME THE RULES PROVISION SUBCOMMITTEE MET WAS IN LATE SUMMER.
I BELIEVE IT WAS LATE SUMMER OF 2019.
OF COURSE, COVID KIND OF DELAYED THINGS FOR QUITE A WHILE AND WE MET VIA ZOOM, I DON'T KNOW HOW MANY OCCASIONS MM-HMM.
BUT, UM, THE FOLKS IN THE CITY ATTORNEY'S OFFICE AND JARED WERE BY FAR YES, UH, GUIDED US THROUGH THIS WHOLE PROCESS.
AND, AND MY GENERAL PERCEPTION IS THAT IF THE FIRE DEPARTMENT WANTS TO MAKE A MINOR TWEAK TO IT, THAT'S GREAT.
UM, I'M HAPPY, WE'RE HAPPY TO DO IT AND WE, WE WANT TO BE SUPPORTIVE OF WHATEVER THEY WISH TO DO.
BUT THE, UH, I I THINK THE LINE'S WORK IS ALL COMPLETED AT THIS POINT, AND THIS WILL BE A MINOR TWEAK AND, YOU KNOW, OVER THE, OVER, OVER THE YEARS, I'M SURE THERE'LL BE ADDITIONAL TWEAKS, JUST THINGS CHANGE.
BUT, UM, I THINK WE AS A BOARD HAVE DONE A SIGNIFICANT SERVICE TO EMPLOYEES AND TO THE CITY TO GET THIS, UH, DONE AFTER HAVING SOME PARTS OF THOSE PROVISIONS BEING PROBABLY 40 YEARS OLD.
ARE, ARE THERE ANY FURTHER QUESTIONS FOR JARED ON THIS MATTER? OKAY, THAT WILL TAKE US TO THE NEXT ITEM, OUR Q THREE QUARTER, THIRD QUARTER DEPARTMENTAL SCORECARD.
UM, I MEANT TO GET IT OUT TO Y'ALL ON FRIDAY, BUT I FORGOT TO PUT IT IN WITH THE MATERIAL.
SO, UM, WE DID GET THAT OUT YESTERDAY AND WANTED TO, ANA IF YOU COULD BRING THAT UP REALLY QUICKLY.
I JUST WANT TO STAND FOR ANY QUESTIONS THAT YOU ALL HAVE ON THE SCORECARD.
I ALSO JUST WANTED TO POINT OUT, AND THE REASON I REALLY WANTED UP, I WAS JUST GONNA ASK YOU ALL IF WE NEEDED TO ADDRESS ANYTHING IN IT, BUT BOARD MEMBER SPONSOR, I WANTED TO JUST POINT OUT TO YOU, UM, ON THE SCORECARD, THE, THE BOX TO THE LOWER RIGHT WHEN IT COMES UP, THAT REALLY KEEPS TRACK OF HOW MANY WE'RE PROMOTING.
UM, TO, TO, TO YOUR QUESTION, I JUST WANTED TO POINT THAT DATA ELEMENT OUT BECAUSE IN, IN THE EARLY ON ESTABLISHMENT OF IT, I, I KNEW THAT THAT WOULD BE SOMETHING THAT YOU ALL A, HAVE A RESPONSIBILITY FOR, BUT B, HAVE AN INTEREST IN TAKING A LOOK AT KIND
[00:30:01]
OF YOUR YEAR AND, AND TO BOARD MEMBER COLE'S QUESTION.IT KIND OF TELLS US WHERE WE ARE WITH A LIST AT ANY PARTICULAR TIME.
SO AS YOU CAN SEE, OUR CONNECTIVITY IS A BIT DELAYED, SO IT'LL IT'LL BE UP ONE DAY.
CAN YOU ALL SEE IT? YES, I CAN.
I KNOW WHAT IT SAYS, BUT, SO IF THERE ARE QUESTION DO KNOW, I CAN'T SEE ON MY END, UNFORTUNATELY.
THERE WAS ONE THING, UH, I THINK OTHER THAN IN THE, IN THE LOWER LEFT HAND CORNER, THE JOB FAIRS ATTENDED.
I STILL THINK, UH, I BELIEVE THAT'S JUST, THAT IS STILL A GREAT WAY TO, TO, UH, UH, 10 HIRING EVENTS.
AND, AND I, I THINK THAT'S A GREAT WAY TO GET THE MESSAGE OUT THERE ABOUT BEING EMPLOYED BY THE CITY OF DALLAS.
SO I I APPRECIATE THAT VERY MUCH.
I THINK, I THINK THAT HAS SIGNIFICANTLY HELPED THE CITY IN, IN HIRING PEOPLE.
NO, AND AS YOU SAW IN OUR DEPARTMENT UPDATES THAT, THAT WAS IN THE FRIDAY, UH, PACKET OUT SENT OUT TO YOU ALL, YOU KNOW, WE'RE, WE'RE, WE'RE ENGAGED, UH, I THINK WEEK AFTER WEEK IN DIFFERENT HIRING EVENTS.
UM, WE ARE ALSO, AND I'M, UH, I'M LOOKING FORWARD TO SHARING WITH YOU ALL HERE SOON.
WE'RE GONNA BE PILOTING A HIRING EVENT MANAGEMENT PLAN OR A PROGRAM WITH DEPARTMENTS TO SEE IF WE CAN'T GET SOME MORE, UM, YOU KNOW, UTILITY AND HIRES OUT OF OUR EVENTS, ANALYZE, YOU KNOW, IS IT THE BEST TIME BEING SPENT IN THOSE DIFFERENT SPACES TO ANALYZE THEIR EFFECTIVENESS? I KNOW THAT YOU ALL HAVE HEARD ME MENTION THAT.
AND SO WE'VE PUT THE FRAMEWORK TOGETHER AND SO NOW WE'RE JUST IN THE INITIAL STAGES OF BEING ABLE TO IDENTIFY A LUNCH, A, A PILOT IN THAT SPACE.
AND SO I, I HOPE TO BE ABLE TO BRING SOME MORE INFORMATION BACK TO YOU ALL.
'CAUSE WE, WE WANT TO BE ABLE TO REPLICATE THAT LEVEL OF EFFECTIVENESS AND PLANNING OR PLANNING FIRST, HOPEFULLY LEADING TO EFFECTIVENESS IN HIRING EVENTS SO WE CAN GET THAT SAME RESULT FOR OTHER, UM, FOR UP FOR OTHER DEPARTMENTS AS WELL.
SO WITH THAT, I WILL, UM, THAT, THAT'S OUR Q THREE, UH, SCORECARD AND OUR DEPARTMENT UPDATES.
I'LL STAND FOR ANY QUESTIONS, BUT I KNOW THAT THAT WAS SENT OUT TO YOU AND, AND, AND MR. CHAIR, THAT'S WHAT I HAVE THIS MONTH.
ARE THERE ANY ADDITIONAL QUESTIONS FOR JARED? NO, HEARING NONE.
I, I KNOW Y'ALL HATE TO HAVE A SHORT MEETING,
WE HAVE NO ACTION ITEMS AND ON THE AGENDA TODAY, I, AGAIN, WE'RE COMING OFF THE, THE JULY RECESS SO TO SPEAK.
SO, UM, IF THERE'S NOTHING MORE, I WILL ADJOURN THE MEETING AT, UH, 10:07 AM IS THERE A MOTION TO ADJOURN? SO MOVED.
UH, I ASSUME THERE'S NO FURTHER DISCUSSION ON THE MOTION.
IT'S GOOD TO SEEING EVERYBODY AGAIN SEEING, AND UH, WE'LL SEE YOU IN EARLY SEPTEMBER.
MAYBE IT'LL BE A LITTLE COOLER, EVERYONE.
