[00:00:01]
WILL BE ON SEPTEMBER 13TH, 5:30 PM ALL RIGHT.[ Environmental Commission on August 9, 2023.]
LET'S BEGIN OUR AGENDA WITH ANNOUNCEMENTS.THIS EVENING, THE CITY MANAGER'S PROPOSED F Y 2324 BUDGET HAS BEEN RELEASED, AND BUDGET TOWN HALL SESSIONS WITH COUNCIL MEMBERS IN THEIR DISTRICTS WILL BE BEGIN TOMORROW, AUGUST 10TH.
YOU CAN VISIT THE CITY'S WEBSITE AND SEARCH FINANCIAL TRANSPARENCY TO GET A LIST OF THE MEETING LOCATIONS AND DATES.
NEXT, OUR COLLEAGUES WITH PLANNING AND URBAN DESIGN HAVE COLLECTED FEEDBACK FROM THE, FOR DALLAS LISTENING SESSIONS AND THE SOCIAL PINPOINT MAP, AND HAVE A DRAFT FORWARD DALLAS PLAN.
THEY WILL BE HOSTING OPEN HOUSES BEGINNING AUGUST 17TH AT THE OAK CLIFF CULTURAL CENTER.
AND THERE WILL BE NINE OPPORTUNITIES IN TOTAL TO HEAR ABOUT THE DRAFT PLAN AND TO GIVE FEEDBACK.
AND YOU CAN FIND THOSE LOCATIONS AND DATES BY VISITING THE FORD DALLAS WEBSITE.
UH, NEXT YOU MAY HAVE NOTICED THAT THE CITY HAS RECONFIGURED THE 3 1 1 AIR POLLUTION SERVICE REQUEST PROMPTS.
THOSE CHANGES WENT LIVE A FEW WEEKS AGO.
UH, AND THESE NEW PROMPTS ARE BASED ON FEEDBACK FROM THIS COMMISSION, UH, AND SHOULD IMPROVE THE 3 1 1 COMPLAINT PROCESS, BOTH FOR RESIDENTS AND FOR INVESTIGATORS.
SO THOSE CHANGES INCLUDE THAT YOU CAN SELECT MULTIPLE BOXES TO DESCRIBE THE NATURE OF THE COMPLAINT.
YOU CAN DESCRIBE THE DURATION, EFFECT, AND FREQUENCY, UM, OF THE INCIDENT NOW, AND THERE'S SOME NEW VERBIAGE THAT WAS ADDED FOR THE COMPLAINANT TO DESCRIBE THE EXPERIENCE OR, OR, UH, IMPACT TO A PERSON OR PROPERTY FROM THE ALLEGED AND THE ALLEGED SOURCE.
ALL RIGHT, WE ARE GOING TO GO INTO, UM, OUR ROLL CALL.
UH, DISTRICT ONE WILL NOT BE PRESENT THIS EVENING.
DISTRICT TWO, I BELIEVE, IS RUNNING A LITTLE BEHIND AS WELL.
DISTRICT FOUR, CHAIRWOMAN, ARE YOU MUTED? AND THIS THOMPSON DISTRICT FOUR.
DISTRICT FIVE, TRACY WALLACE, DISTRICT SIX.
BARRY LACKMAN, DISTRICT 14, HOLIDAY DISTRICT 15.
MS. BEVIN, MAYBE A LITTLE BEHIND THIS EVENING.
BORO, I SEE HER ON, BUT I DON'T SEE HER.
MR. MARTIN WILL BE ABSENT THIS EVENING.
ATE, MS. BAYOU WILL BE OUT THIS EVENING.
UH, MR. VE DON'T SEE HIM ON YET.
OH, THERE, SHE'S, AND WILL YOU REMIND ME HOW TO PRONOUNCE YOUR LAST NAME, PLEASE? SAMINA.
MS. REAGAN? MS. THOMAS? MM-HMM.
MS. POSTIN? ALL RIGHT, MS. EKE? WONDERFUL.
WE DON'T HAVE ANY, UH, REGISTERED SPEAKERS THIS EVENING.
SO WE ARE GOING TO JUMP RIGHT INTO OUR, UH, APPROVAL OF OUR MINUTES FROM OUR JUNE 14TH COMMISSION MEETING.
UH, HOPEFULLY GET A CHANCE TO TAKE A LOOK AT THOSE.
AND IF THERE ARE NO CHANGES, I WILL TAKE A MOTION TO APPROVE.
[00:05:01]
AYE.ANY OPPOSED? THOSE MINUTES ARE APPROVED.
LET'S GET RIGHT INTO OUR BRIEFING ITEMS. WE ARE GOING TO RECEIVE A BRIEFING FROM THE OFFICE OF ENVIRONMENTAL QUALITY AND SUSTAINABILITY ON THE DALLAS COMMUNITY AIR MANAGEMENT PROGRAM, OR DECAMP.
AND WITH US THIS EVENING IS MR. KEVIN OVERTON.
WELL, I'M LIKE TO INTRODUCE MY COLLEAGUE, MARIZA FIGI.
UH, MARISSA IS GONNA TALK ABOUT THE FIRST PART OF THIS, UH, PRESENTATION, WHICH IS THE URBAN HEAT ISLAND MAPPING STUDY THAT WE DID ON SATURDAY.
SO, MARISSA, IF YOU WOULD PLEASE JUMP IN.
GOOD AFTERNOON, COMMISSIONERS AND THOSE LISTENING IN ONLINE.
OUR, UM, URBAN HEAT ISLAND PROJECT WAS HELD THIS PAST SATURDAY, AUGUST 5TH, AND I'LL WAIT FOR THE SLIDESHOW NEXT.
IT WAS HELD ON AUGUST 5TH NEXT, AND WE COLLABORATED WITH A FEW DIFFERENT ORGANIZATIONS FEDERALLY AND, UM, IN OTHER STATES.
SO WE WERE, UH, THE GRANT WAS THROUGH NOAA, THE NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION THROUGH
THIS IS THE SEVENTH YEAR THAT THE URBAN HEAT ISLAND STUDY MAPPING PROJECT, UH, IS CONDUCTED.
SO THERE HAVE BEEN OVER 70 CITIES THAT HAVE PARTICIPATED, AND THIS IS THE FIRST TIME DALLAS PARTICIPATED.
SO WE, UM, COLLECTED DATA THIS PAST SATURDAY, AS I MENTIONED, AND WE EXPECT A REPORT FROM KAPPA STRATEGIES WITH, UM, DATA ANALYSIS IN ABOUT 10 WEEKS.
NEXT, THE SENSORS THAT WE USE COLLECTED, UM, THE PARTICIPANT'S TIME THE HUMIDITY OUTSIDE THE TEMPERATURE AND LOCATION EVERY SECOND.
AND THE REASON WHY WE PARTICIPATED IN THIS STUDY WAS TO IDENTIFY THE HOTSPOTS IN OUR CITY, AND ALSO LOOK FOR EQUITABLE WAYS TO IMPLEMENT COOLING SOLUTIONS.
AND WE WANNA PROVIDE THIS DATA TO OUR DECISION MAKERS, INCLUDING ALL OF YOU, TO REDUCE THE HEALTH IMPACTS OF EXTREME HEAT.
SO, SOME OF THE SOLUTIONS WE, UM, ARE PROPOSING OR HOPING TO GET TO EVENTUALLY WHEN WE HAVE OUR DATA INCLUDES TREE PLANTING STRATEGIES, POOLING RELIEF SHELTERS THROUGHOUT THE CITY, A HEAT ACTION PLAN, EDUCATING OUR RESIDENTS AND POLICY MAKERS, AND NEW RESEARCH.
SO IN THIS YEAR'S COHORT, UM, ALL OF THESE CITIES WERE INCLUDED.
SO DALLAS, CHICAGO, THE PORTLAND AREA, UM, BROCKTON, MASSACHUSETTS.
AND EVERY YEAR THEY DO AN INTERNATIONAL CITY.
SO THIS YEAR IT WAS SANIA, CHILE, AND NEXT WE HAD NINE ROUTES.
SO, HERE ON THE RIGHT, YOU CAN SEE ALL OF THE ROUTES THAT WE COMPLETED.
WE USED ABOUT 70 VOLUNTEERS FOR THE STUDY.
UM, SO THESE NINE ROUTES WERE DRIVEN THREE TIMES IN THE DAY.
THE FIRST ONE WAS SIX TO 7:00 AM THEN WAS THREE TO 4:00 PM AND LAST ONE WAS SEVEN TO 8:00 PM.
AND SO WE COLLECTED DATA AT THOSE THREE TIMES DURING THE DAY ON THE SAME ROUTES.
AND, UM, EACH ROUTE WAS ABOUT 20 MILES AND LASTED FOR ABOUT ONE HOUR.
AND, UM, FOR EVERY ROUTE, THERE WERE DRIVERS AND NAVIGATORS.
SO THE DRIVER WOULD JUST BE IN CHARGE OF A VEHICLE SAFETY DRIVING THROUGH THE ROUTE.
AND THE NAVIGATOR, UM, ENSURED THAT THE SENSOR WAS WORKING PROPERLY, COLLECTING DATA, AND ALSO NAVIGATING THE DRIVER.
NEXT, WE WANNA THANK ALL OF OUR VOLUNTEERS, INCLUDING THREE COMMISSION MEMBERS THAT PARTICIPATED, TAMIKA, RENE ROBERSON, AND COLLEEN MURRAY.
SO THANK YOU THREE SO MUCH FOR PARTICIPATING.
BUT WE HAD A, A WIDE VARIETY OF VOLUNTEERS.
WE HAD RECENT HIGH SCHOOL GRADUATES, SOME COLLEGE STUDENTS, OLDER COUPLES, SOMEONE FROM THE NORTH TEXAS MA MASTER NATURALISTS.
SO A BIG VARIETY OF PEOPLE PARTICIPATED.
AND WE HAD QUITE A BIT OF MEDIA COVERAGE AS WELL.
WE HAD INTERVIEWS WITH K R A N B C, UM, A LOCAL AND NATIONAL ONE FOR C V SS.
WE HAVE ONE COMING UP FOR B V C.
SO THERE WAS, UH, QUITE A BIT OF MEDIA COVERAGE, AND THE EVENT WAS SUCCESSFUL.
WE DON'T HAVE THE DATA YET, BUT EVERYTHING WENT SMOOTHLY.
WE COLLECTED ALL THE DATA NECESSARY THAT WE, UM, WERE LOOKING FOR, AND IT WENT REALLY WELL.
SO, THANK YOU AGAIN TO OUR COMMISSIONERS THAT PARTICIPATED.
ALRIGHT, I'LL JUMP IN AND START TALKING ABOUT THE AIR SENSORS.
SO, UH, BUT FIRST, UH, SORRY, WE'RE UNABLE TO SEE ONLINE, AARON.
IT DOESN'T LOOK LIKE THE SLIDES ARE ADVANCING.
NO, I, SO THESE SLIDES, ARE THEY IN THE AGENDA PACKET? WELL, WHILE, UH, ERIN'S WORKING THAT BUG OUT, UH, JUST WANNA SAY THAT, UH,
[00:10:01]
HATS OFF TO MARISSA.SHE WORKED REALLY HARD ON THIS.
THIS WAS, THIS, THIS EVENT TOOK A LOT OF PREPARATION AND A LOT OF COORDINATION.
I'VE DONE A LOT OF PROJECTS HERE, AND THIS REALLY WAS ONE OF THE MORE COMPLICATED AND REALLY DIFFICULT.
THERE WERE SO MANY MOVING PARTS AND SO MANY DIFFERENT PEOPLE INVOLVED.
AND, UH, JUST GETTING EVERYONE ON THE SAME PATH AND MOVING IT ALONG.
YOU KNOW, THE OLD THING ABOUT HERDING CATS, IT WAS SORT OF SIMILAR THING.
SO RIGHT NOW WE HAVE 24 SMALL SENSORS.
UM, OF THOSE, WE DEPLOYED FIVE, BEGINNING BACK IN, UH, LATE FEBRUARY.
AND, UH, WE FINISHED THE, THE FIFTH ONE, I BELIEVE IN, UH, UH, MARCH.
SO, UH, THEY'VE BEEN OUT THERE COLLECTING DATA.
WE HAVE ONE AT THE WEST DALLAS MULTIPURPOSE CENTER, ONE AT FISH, TRAPP LAKE.
THOSE ARE FOCUSED ON THE G A F, UH, FACILITY.
WE HAVE ONE AT THE LARRY JOHNSON RECREATION CENTER.
AND WE HAVE ONE ON SITE AT THE MILL CREEK BATCH PLANT THAT THOSE TWO ARE, UH, SORT OF UPWIND AND DOWNWIND OF THE, UH, BATCH PLANT.
UH, HOWEVER, THE LAST I HEARD, THE BATCH PLANT STILL IS NOT UP AND RUNNING, ALTHOUGH IT WAS SUPPOSED TO HAVE BEEN UP AND RUNNING BACK IN, I THINK, JULY OR SOMETHING.
BUT THEY'RE, AS THOSE THINGS TYPICALLY HAPPEN, THEY'RE STILL RUNNING A LITTLE BEHIND.
WE HAVE THREE SENSORS THAT ARE READY TO BE DEPLOYED, BUT WE'RE WAITING ON PERMISSION FROM THE CITY ATTORNEY'S OFFICE TO, UH, FINALIZE.
UH, THOSE ARE GOING ON TO PRIVATE PROPERTY, AND THERE'S, WE'RE HAVE TO GET THOSE ISSUES WORKED OUT.
UH, WE HAVE EIGHT NEW SENSORS THAT RIGHT NOW ARE AT HINTON.
UH, THE HINTON MONITORING STATION.
THEY'RE UNDERGOING THE CO-LOCATION PROCESS.
AND OF THOSE EIGHT NEW SENSORS, FOUR OF THEM WILL DO WELL.
THEY WILL ALL DO, UH, OZONE, N O TWO NITROGEN DIOXIDE AND PARTICULATES.
BUT IN ADDITION TO THOSE FOUR POLLUTANTS, FOUR OF THEM WILL, INCLU WILL BE ABLE TO DO, UH, SULFUR DIOXIDE, AND FOUR OF THEM WILL BE ABLE TO DO, UH, CARBON MONOXIDE AND TOTAL V O C.
SO THAT'S GONNA GIVE US A LITTLE BIT MORE VERSATILITY WHEN WE GET THOSE SENSORS, UH, READY TO GO.
UH, THEY ARE GETTING CLOSE TO BEING ABLE TO, UH, DEVELOP THE CORRECTION FACTORS.
UH, HOPE TO BE ABLE TO START THAT PROCESS EITHER, UH, FRIDAY OR MAYBE LATER, MAYBE NEXT WEEK.
UH, I GOTTA COLLECT THE DATA FROM THE, UH, THE REFERENCE MONITORS AND GET THAT SENT OFF TO, UH, THE AQ MESH PEOPLE.
UH, THEY WILL DO THOSE CALCULATIONS FOR US.
UM, THERE ARE ALSO EIGHT MORE SENSORS, UH, FOUR AND FOUR, JUST LIKE THE ONES AT HINTON THAT ARE SITTING IN BOXES UP IN, UH, MY CUBE AND MARITZA'S CUBE.
IF YOU EVER COME UP THERE, YOU CAN SEE THAT IT GETS QUITE CROWDED RIGHT NOW.
UH, WE HAVE A LOT OF BOXES AND, UH, EXCUSE ME, UM, THOSE, AS SOON AS WE GET THE SENSORS FROM HINTON OUT IN THE FIELD, WE WILL BE ABLE TO PUT THESE OTHER EIGHT UP AND GET THEM MOVING ALONG TOO.
BUT RIGHT NOW, WE JUST DON'T HAVE ROOM TO DO 16 AT ONCE FOR THE CO-LOCATION PROCESS.
BASICALLY WHAT I JUST, UH, I JUST SAID.
UM, AND, AND ONE, LIKE I SAY, AS SOON AS THE CORRECTION FACTORS, AND IT MAY TAKE THEM A WEEK OR MAYBE TWO TO DEVELOP THOSE CORRECTION FACTORS.
YOU KNOW, THEY, THEY, UH, I LIKE TO LET THEM DO IT.
WE COULD DO IT IN-HOUSE, BUT THEY HAVE DONE IT SO MANY TIMES AND THEY ARE SO FAMILIAR WITH THEIR PRODUCT THAT IT'S, SEEMS, IT SEEMS IF THEY'RE WILLING TO DO IT, THEN I'M, I, I THINK IT'S BEST TO LET THEM DO IT.
THE GOOD NEWS IS WE HAVE, UH, A SENSOR, UH, DASHBOARD, UH, FROM DATA ANALYTICS, AND WE HAVE A COUPLE PEOPLE FROM DATA ANALYTICS HERE, DAVID, AND, AND, UH,
[00:15:01]
SO, UM, THE DASHBOARD IS SET UP FOR THE FIVE UNITS IN THE FIELD.NOW, UM, WE'RE WORKING WITH DATA ANALYTICS TO MAKE A COUPLE OF SMALL TWEAKS TO IT BEFORE WE RELEASE IT PERMANENTLY.
THERE'S THE, UH, WEBSITE YOU CAN GET TO IT, BUT I DON'T RECOMMEND SHARING IT WITH THE PUBLIC QUITE YET.
BUT I WOULD REALLY BE INTERESTED IN GETTING YOUR FEEDBACK.
UH, THE, ESPECIALLY YOU COMMISSIONERS AND, AND Y'ALL ARE GONNA HAVE A GOOD FEEL FOR WHAT YOUR PEOPLE IN YOUR DISTRICTS ARE EXPECTING TO SEE.
AND IF THIS, IF, IF THIS, THIS IS REPRESENTATIVE OF WHAT YOU'RE EXPECTING TO SEE, PLEASE GO ONLINE AND, AND WORK WITH THIS, PLAY WITH IT.
I HATE TO USE THE WORD PLAY, BUT YOU KNOW WHAT I MEAN.
AND, AND TELL US YOUR FEEDBACK.
HERE'S A SCREENSHOT OF, UH, THIS OF THE, OF THE, OF THE, UH, MAIN PAGE.
UH, YOU CAN SEE IT HAS A MAP THAT HAS THE LOCATIONS OF THE SENSORS.
IT HAS A LITTLE, UM, DASHBOARD TYPE OF THING WITH THE SPEEDOMETERS OVER TO THE RIGHT SIDE.
YOU'LL NOTICE ONE OF THEM SAYS, NO DATA.
OCCASIONALLY YOU GET SOME GLITCHES IN THE DATA TRANSMISSION AND IT SHOWS UP.
I WENT AHEAD AND LEFT THAT IN THERE JUST BECAUSE I WANTED TO KIND OF SHOW THAT IT'S NOT ALWAYS PERFECT.
THERE'S GONNA BE GAPS AND THINGS THAT COME UP AS WE, WE GO ALONG.
UH, I WANTED TO KIND OF GO OVER THE, THE BLUE SCALE, UM, ARE TRYING TO STAY AWAY FROM, UM, COLORS THAT HAVE EMOTIONAL TRIGGERS.
UH, UH, A A LOT OF TIMES YOU WILL SEE, UH, WHEN YOU SEE SOMETHING LIKE THIS, THEY WILL USE GREEN FOR THE GOOD DATA, YELLOW FOR THE DATA.
THAT'S MARGINAL AND RED IS THE DANGER.
WELL, THAT GETS INTO MAKING A CALL THAT I'M NOT REALLY COMFORTABLE MAKING.
WHEN IS SOMETHING REALLY DANGEROUS? YOU KNOW, UH, THE, THE LEVELS CAN GO QUITE HIGH AND OVER A LONG PERIOD OF TIME, THE E P A SAYS THAT'S A DANGER, BUT IT DOESN'T NECESSARILY MEAN IT'S A DANGER TO YOU RIGHT NOW.
UH, I WANTED TO GO WITH SOMETHING TO SHOW THAT THE LEVELS ARE LOW, MEDIUM, AND HIGH.
SO I, THIS BLUE SCALE WAS ORIGINALLY DEVELOPED BY THE E P A FOR A PROJECT THAT THEY HAD A MONITORING PROJECT CALLED VILLAGE GREEN.
AND I SORT OF ADAPTED IT FROM THEM, TOOK IT, AND MADE SOME TWEAKS OF MY OWN TO IT.
AND THAT'S WHAT I PROPOSED THAT WE USE FOR THE, THE SCALE.
AND IT, IT, LIKE I SAY, IT STAYS AWAY FROM THAT RED, YELLOW, GREEN THAT, YOU KNOW, JUST KIND OF, AS SOON AS SOMEONE SEES SOMETHING IN THE RED, YOU'RE IMMEDIATELY GONNA THINK THAT IT'S A REALLY BIG ISSUE.
BUT IT, MAYBE IT IS, MAYBE IT'S NOT.
WHO KNOWS? NEXT SLIDE, PLEASE.
SO LET'S TALK ABOUT THE PATH FORWARD.
UM, THERE, THERE IS A REPORT ONLINE OF THE FIVE SENSORS, UH, THE DATA FOR THEM.
AND I DID SOME, AN ANALYSIS ON THAT DATA.
AND THAT REPORT IS ONLINE AT THAT LOCATION.
UM, THAT REPORT WAS, LIKE I SAID, WAS, UH, MARCH THROUGH, UH, MAY, UH, WE WILL BE WORKING ON A REPORT, UH, TO TRY TO GET OUT FOR JUNE THROUGH AUGUST, BUT IT'S OBVIOUSLY, WE'RE STILL IN EARLY AUGUST, SO I COULDN'T FINISH IT AT THIS TIME.
AND I DIDN'T DO, AND, AND THIS WAS KIND OF A, UH, PUT TOGETHER VERY QUICKLY.
SO I DIDN'T HAVE A LOT OF TIME TO GO IN AND DO A LOT OF REALLY DETAILED DATA ANALYSIS FOR THIS PRESENTATION.
SO I JUST KIND OF WANTED, YOU KNOW, APOLOGIZE FOR THAT.
BUT, UH, IN ADDITION TO UPDATING THE FIRST REPORT, WHAT I'D LIKE TO DO IN THIS NEXT REPORT IS ACTUALLY BE ABLE TO MAKE SOME COMPARISONS AND SHOW HOW THE DATA IN THE NEIGHBORHOODS IS COMPARED TO THE REFERENCE MONITORS, ESPECIALLY FOR OZONE.
WE'VE HAD SOME REALLY HIGH OZONE DAYS THIS YEAR, AND WHAT I'M SEEING IN THE NEIGHBORHOODS IS THE LEVELS ARE NOT GOING AS HIGH AS THE REFERENCE MONITORS TO THE NORTH.
UH, THE, USUALLY THE HIGH MONITORS, THE HIGH OZONE VALUES ARE IN, UH, UH, DENTON OR PILOT POINT ARE SOMEWHERE WAY TO THE NORTH.
SO, UH, I THINK IT'S IMPORTANT THAT WE SHARE THAT DATA THAT MAYBE WHAT WE'RE SEEING HERE IN DALLAS FOR OZONE IS A LITTLE LOWER THAN THAT REGIONAL NUMBER.
UH, I WANTED TO TALK ABOUT THE, UH, STATE ENVIRONMENTAL JUSTICE GRANT OVER IN WEST DALLAS.
UM, WE'VE HAD SOME HURDLES TO GET THIS MOVING.
UH, UH, I THINK THEY'VE ALL BEEN NEARLY CLEARED.
UH, THERE IS AN AA THAT STILL ADMINISTRATIVE ACTION, UH, THAT STILL NEEDS, UH, SIGNATURE.
[00:20:01]
UH, I HAVE BEEN IN TOUCH EVEN TODAY WITH, UH, THE TEXAS A AND M, TEXAS TRANSPORTATION INSTITUTE, WHO'S OUR MAIN PARTNER ON THAT.THEY'RE GOING TO GO AHEAD AND START PURCHASING THE SENSORS FOR THAT PROJECT.
UH, THEY'RE GOING TO USE, UH, FIVE, UH, QUAL A Q Y R SENSORS, UH, WHICH IS FINE.
UH, THOSE ARE THE SAME OR SIMILAR TO THE SENSORS WE USED IN BREATHE EASY DALLAS.
AND, UH, THEY HAVE A LOT OF FAMILIARITY WITH THOSE SENSORS.
AND, UH, I THINK IT'LL BE, UH, I THINK SINCE THEY WILL BE THE ONES MAINTAINING THEM AND WORKING WITH THEM, I THINK THAT'S A, A GOOD WAY TO DO IT.
UM, WE WILL BE REPLACING THE TWO AQ MESH SENSORS THAT WE HAVE AT THE MULTIPURPOSE CENTER AND AT FISH TRAP LAKE WITH SENSORS THAT HAVE S O TWO CAPABILITY AS SOON AS WE CAN GET THOSE READY TO GO IN THE FIELD.
UH, G A F IS A LARGE SOURCE OF SS O TWO, AND, UH, SO I THINK IT MAKES SENSE TO HAVE AN S O TWO SENSOR IN THAT LOCATION.
UH, SAME THING, UH, FOR, UH, PY UH, WE, ONE OF THE PLACES WHERE WE WANNA PUT A SENSOR IS, UH, UH, PY MAMA FARMS ALONG CARBONDALE, AND WE WILL PROBABLY PUT AN S O TWO SENSOR AT THAT LOCATION AS WELL.
UH, JUST A REMINDER, UH, THIS IS, UM, A, A MAP THAT WE, WE DID OH, LONG TIME AGO NOW.
BUT, UH, THE BLUE DOTS ARE, UM, MAJOR SOURCES HERE IN DALLAS.
THE, UH, BLACK LITTLE FACTORY SYMBOLS ARE BATCH PLANTS, AND I JUST SORT OF WANTED TO PUT THIS UP TO KIND OF REMIND EVERYONE OF WHERE WE HAVE SOURCES.
UH, GO TO THE NEXT SLIDE, PLEASE.
WE WERE FORTUNATE TO HAVE A REALLY GOOD, UH, GRADUATE STUDENT NAMED NHA WORKING WITH US, UH, AS AN INTERN THIS SUMMER.
AND, UH, WE HAD NHA GO THROUGH AND USE THE EPAS EJ SCREEN TOOL.
SHE COULDN'T GET TO OUR INTERNAL EJ, OUR EJ SCREENING TOOL.
SO SHE USED THE E P A TOOL FOR THIS.
AND, UH, WE HAD HER KIND OF DO AN ANALYSIS OF THE, UM, EJ SCORES FOR THE SENSORS THAT WE HAD, UM, ALREADY IN PLACE.
AND AS YOU CAN SEE FROM THIS, THAT WE, WE HAVE, WE, WE'VE GOT OUR SENSORS, I THINK IN THE RIGHT PLACES.
THIS IS PLACES WHERE THEY'LL DO THE MOST GOOD.
I ALSO GAVE HER A LIST OF, UH, 20 ADDITIONAL LOCATIONS AND ASK HER TO DO, UM, UH, THE SAME ANALYSIS FOR THESE 20 LOCATIONS.
AND THEN WE RANK THEM FROM THE HIGHEST SCORE TO THE LOWEST SCORE.
UH, MY SUGGESTION IS THAT WE USE THIS, UH, RANKED LIST TO PRIORITIZE WHERE TO PUT THE NEXT 16 SENSORS.
UM, UM, I THINK THIS IS, UH, I THINK MOST OF THESE LOCATIONS ARE, ARE PRIME LOCATIONS.
UH, I DID INCLUDE, UH, THREE LOCATIONS DOWN THERE THAT I KNEW WOULD BE, UH, LOW SCORING.
UM, I THINK WE PROBABLY WANNA PUT AT LEAST ONE SENSOR, MAYBE TWO AT A LOW SCORING LOCATION AS A REFERENCE, BECAUSE, YOU KNOW, ONE OF THE THINGS WE WANNA DO IS TO SEE HOW THE NEIGHBORHOODS IN THE EJ COMMUNITIES COMPARE WITH OTHER NEIGHBORHOODS.
SO WE WILL NEED DATA TO DO THAT COMPARISON.
SO THIS IS JUST A MAP THAT NANDITA DID, AND I THINK NANDITA IS ONLINE.
SO AMANDA, THANK YOU VERY MUCH FOR YOUR HELP.
UM, THIS MAP JUST SHOWS THE LOCATION OF WHERE THOSE SENSORS ARE AND, AND, UM, UH, I THINK IT'S A PRETTY GOOD DISTRIBUTION.
THERE MAY BE SOME TWEAKS THAT WE NEED TO DO, BUT, UH, WE CAN EASILY REPRODUCE THAT ANALYSIS IF WE NEED TO DO ANYTHING ANYWHERE ELSE.
BUT, UM, YOU KNOW, THAT'S, I THINK THIS IS A GOOD STARTING POINT.
THE LAST THING I WANNA TALK ABOUT IS THE DALLAS AIR SENSOR SUMMIT.
UH, THIS IS SOMETHING THAT WE'RE PUTTING TOGETHER.
UH, IT WILL BE ON SEPTEMBER 8TH, AND IT'LL LAST FROM EIGHT 30 IN THE MORNING TO ABOUT 1230 IN THE AFTERNOON.
AND THE INTENT IS TO BRING ALL THE PARTIES IN HERE IN NORTH TEXAS THAT ARE WORKING WITH THESE SENSORS TOGETHER FOR EDUCATION TO FIND OUT WHERE EVERYONE IS AND, AND, AND, AND LEARN WHAT THE OTHER PARTIES ARE DOING, HOW THEY'RE DOING THEIR WORK.
AND THEN THE LAST PART IS MAYBE SOME KIND OF DISCUSSION ON, UH, SOME KIND OF UNIFORMITY TO, TO HOW GETTING EVERYONE KIND OF WORKING ALONG THE SAME LINES RIGHT NOW, WE HAVE PEOPLE
[00:25:01]
THAT ARE GOING OUT AND BUYING, UM, UM, $200 PURPLE AIR SENSORS AND HANGING THEM UP AND COLLECTING DATA.AND THEY HAVE NO, UH, I MEAN, THOSE THINGS, ACCORDING TO WHAT I'VE HEARD FROM THE E P A SOURCES, THEY COULD BE UP TO 50% OFF.
UH, SO THE DATA COULD BE REALLY HIGH.
UH, WE NEED TO MAKE SURE THAT THEY'RE AWARE OF THAT.
UM, WE WILL, YOU KNOW, SOME OF THE PEOPLE THAT I WANNA BRING IN, UH, UH, UH, E P A, PEOPLE FROM REGION SIX, UH, MARK BERRY FROM REGION SIX, UH, T C E Q, UM, UM, THE OTHER CITIES THAT ARE DOING WORK IN THIS AREA RIGHT NOW, UH, WHICH IS PRIMARILY PLANO AND LEWISVILLE AND DENTON.
DENTON HAS JUST PURCHASED, I BELIEVE, 12, UH, SENSORS, AQ MESH.
JUST LIKE WHAT WE HAVE, I THINK IT'S ESPECIALLY IMPORTANT FOR US TO COORDINATE WITH DENTON SINCE WE HAVE THE SAME EQUIPMENT AND THE SAME BASIC OBJECTIVES.
UM, YOU KNOW, EVERYONE ELSE THERE.
AND THEN THE OTHER ONE THAT I WANTED TO TALK ABOUT IS I'VE INVITED A LADY NAMED ANDREA CLEMENTS, WHO'S FROM THE E P A OFFICE OF RESEARCH AND DEVELOPMENT AT RESEARCH TRIANGLE PARK.
SHE IS ONE OF THE TOP EXPERTS ON THESE SENSORS, AND I'VE INVITED HER TO EITHER, UH, COME IN PERSON OR IF NOT, IF YOU CAN'T MAKE IT HAPPEN WHERE SHE COMES IN PERSON, WE BRING HER IN VIRTUAL.
AND, UM, LAST THING, UH, THIS IS SUPPO.
THIS, WE INTEND TO DO THIS AT, UH, THE CITY HALL AUDITORIUM DOWN L ONE.
I BELIEVE IT HOLDS 120, I THINK ABOUT 120 PEOPLE.
AND WITH ALL THESE DIFFERENT GROUPS, WE'RE PROBABLY GOING TO PROBABLY SET, YOU KNOW, MAYBE THREE TO FOUR PEOPLE FROM EACH GROUP.
AND, UH, WE'LL, WE'LL SEE HOW THAT GOES.
BUT, UM, I WANNA KEEP IT FAIRLY SMALL, ESPECIALLY THE LAST SESSION ON, UH, SORT OF THAT OPEN DISCUSSION PART, UH, THAT COULD GET PRETTY RAMBUNCTIOUS, UH, UH, YOU KNOW, WITH SOME OF THE PRIVATE GROUPS AND EVERYTHING.
AND, UH, WE, UH, ACTUALLY ARE DISCUSSING BRINGING IN AN INDEPENDENT MODERATOR FOR THAT, UH, FOR THAT DISCUSSION, JUST TO MAKE SURE THAT IT DOESN'T GET OUTTA CONTROL.
UH, YOU KNOW, UH, I WANTED TO PUT UP HERE.
I KNOW MOST, SOME OF YOU PROBABLY KNOW THAT I'M GONNA BE RETIRING, AND, UH, I JUST KIND OF WANTED TO PUT UP THERE.
THE PEOPLE WHO HAVE, UH, GOTTEN US TO WHERE WE ARE.
CHRISTOPHER MORRIS AND BRITTANY WELLS BRITTANY IS, HAS MOVED ON TO THE PRIVATE SECTOR, UH, A WHILE BACK.
AND CHRISTOPHER BACK IN, UM, MY MOVED OVER TO PARKS AND RECREATION DEPARTMENT.
HE'S STILL HERE, BUT, YOU KNOW, WE DON'T GET TO GET HIM TO COME OUT AND HELP US PLAY WITH THE STUFF OUT IN THE HEAT ANYMORE.
UM, PUT UP THE LAST SLIDE THAT'S MINE AND MARISSA'S, UH, CONTACT INFORMATION.
UM, I'LL BE OPEN, I'LL BE HAPPY TO TAKE ANY QUESTIONS.
THANK YOU SO MUCH FOR THAT PRESENTATION.
ERIN, WILL YOU NOTE THAT COMMISSIONERS WOOTEN AND SIEGEL ARE PRESENT? GREAT.
UH, BEFORE I KICK IT OVER TO QUESTION MARISSA, THANK YOU SO MUCH FOR YOUR WORK, PUTTING THE HEAT ISLAND STUDY TOGETHER.
I HEARD MANY WONDERFUL THINGS ABOUT THAT, AND WE'RE LOOKING FORWARD TO SEEING THE RESULTS.
UM, AND I ALSO WANNA THANK NANDINA AND CHRIS AND BRITTANY, UH, THIS PROJECT HAS TAKEN, I THINK YOU GUYS HAVE BEEN WORKING ON THIS FOR MORE THAN A YEAR.
WELL, IF WE GO BACK TO BREATHE EASY, DALLAS, UM, DR.
JACK, AND WHEN DID WE START THAT? YES, YES.
IT'S BEEN A, IT'S BEEN A LONG, IT'S BEEN A LONG GROWTH CURVE.
WE'VE, WE'VE, WE'VE LEARNED A LOT ABOUT WHAT TO DO AND, AND ALSO WHAT NOT TO DO,
SO, YOU KNOW, WHEN YOU DR WHEN YOU START SOMETHING NEW LIKE THIS, IT'S ALWAYS GONNA BE LITTLE SIDE TRIPS AND PITFALLS ALONG THE WAY.
WELL, WE'RE GLAD TO HEAR THAT, THAT, UM, WE'RE WELL ON OUR WAY TO GETTING MORE MONITORS INSTALLED.
WE'RE GONNA COME AROUND THIS WAY.
COMMISSIONER HARIMOTO, DID YOU HAVE A QUESTION? GO AHEAD.
UH, KEVIN, FIRST OFF, THANKS FOR THE EXCELLENT PRESENTATION AND FOR YOUR MANY YEARS OF SERVICE.
CONGRATULATIONS ON THE RETIREMENT.
REALLY APPRECIATE WHAT YOU AND YOUR TEAM HAVE DONE IN CREATING THIS FRAMEWORK FOR ACTUALLY COLLECTING THE DATA SO THAT WE CAN MAKE INFORMED DECISIONS BASED ON THE ACTUAL METRICS AND THE SCIENCE BEHIND IT, AND LAYERING ON TOP THE ESTABLISHED TOOLS AND FRAMEWORKS LIKE THE E P A ENVIRONMENTAL JUSTICE SCREENING.
I THINK IT'S JUST REALLY POWERFUL WORK AND WHAT, WHAT A LEADERSHIP OPPORTUNITY FOR DALLAS.
[00:30:01]
YOU MENTIONED THAT THIS SUMMIT IS GONNA HAPPEN IN THE BASEMENT AUDITORIUM YES, MA'AM.AND I'M CURIOUS WHAT THE INDOOR AIR QUALITY IS LIKE IN THAT ROOM.
IF YOU'RE GONNA BE HOSTING
WELL, WE, WE, I MEAN, I'VE BEEN TO MEETINGS IN THAT ROOM BEFORE.
I MEAN, IT'S PROBABLY PRETTY MUCH THE SAME AS THE ROOM WE'RE IN NOW, BUT, UH, WE WILL, WE WILL TAKE A LOOK AT THAT.
I, I THINK IT'LL BE FINE, BUT WE'LL CHECK IT.
YEAH, I HAVE, UM, UH, UH, TWO THINGS.
ONE IS QUESTION ABOUT WHETHER IN ADDITION TO LOOKING AT THE STATUS, I KNOW YOU'RE IN THE, WHAT DID YOU SAY, THE SEVENTH YEAR OF THE HEAT STUDY? WELL, YEAH, THE, THE HEAT, THE HEAT ISLAND STUDY THAT, UH, NOAH IS DOING, UH, THAT'S BEEN GOING ON FOR SEVEN YEARS.
THIS IS THE FIRST YEAR WE'VE TAKEN PART IN IT.
SO THE, THE PREVIOUS SEVEN YEARS HAVE BEEN WITH OTHER CITIES, YEAH.
BECAUSE ONE OF MY QUESTIONS WAS WHETHER WE'RE GOING TO, IN ANY OF THE WORK WE'RE DOING, GOING TO BE A LOOK ABLE TO LOOK AT TRENDS OVER TIME.
NO, THIS WILL BE A, UH, THIS WILL BE A SNAPSHOT.
UH, UH, IT MAY BE THAT WE, OH, CARLOS, DO YOU WANNA COMMENT? NO, FINISH.
WELL, I MEAN, WE MAY BE DOING IT AGAIN IN THE FUTURE.
UH, THE, THE, THE, THE STUDY, UH, THE, TO EXPAND, THEY GAVE US AN OPTION TO EXPAND IT, AND IT WAS QUITE EXPENSIVE TO EXPAND IT.
SO, UH, THE, ANY, ANY FUTURE STUDIES WILL TAKE PLANNING AND, AND BUDGETARY ACTION TO BE ABLE TO DO IT AGAIN.
SO I THINK IT'S IMPORTANT TO SEE WHERE WE ARE RIGHT NOW.
WE'LL BE ABLE TO COMPARE US TO OTHER CITIES.
I'M VERY INTERESTED IN SEEING HOW WE COMPARE TO CITIES IN ARIZONA.
UH, JUST THEY HAVE HIGHER HEAT, BUT LOWER HUMIDITY.
IT'D BE INTERESTING TO SEE HOW WE, WE MATCH UP WITH THEM.
WE HAVE MORE VEGETATION THAN THEY DO.
SO IT'LL BE, IT'LL BE A GOOD COMPARISON.
AND THAT'LL HELP US, UH, TO, TO SEE WHERE WE ARE.
THE THE OTHER POINT THAT I WANTED TO MAKE, UH, WHICH I THINK IS IMPORTANT, IS THAT, UM, EJ DATA IN THE ABSENCE OF OUTCOMES IS JUST DATA.
AND, UM, UH, THE, WE HAVE A AMAZING SOURCE HERE IN DALLAS IN WHAT THE PARKLAND CENTER FOR CLINICAL OR INNOVATION HAS DONE, PARTICULARLY AROUND ASTHMA, WHICH OF COURSE HAS ALL SORTS OF OTHER THINGS.
UM, SOME OF THE OTHER PROJECTS I'M DOING, FOR INSTANCE, WE'RE WORKING IN THE MENTAL HEALTH AREA WITH A CHURCH IN WEST DALLAS, AND WE'VE BEEN ABLE TO SHOW THAT THIS CHURCH IS IN AN AREA THAT'S A FIVE OF FIVE ON THEIR NEED, ON THEIR MENTAL HEALTH NEEDS, WHICH GIVES YOU A REAL IMPETUS FOR INTERVENTION.
I WOULD THINK THAT AT LEAST INVITING THEM TO BE AT THE SUMMIT TO PRESENT SOME OF THEIR DATA WOULD BE REALLY VALUABLE, IS ONE EXAMPLE THAT DIRECTLY RELATES TO THIS COMMISSION.
WE'RE ALL CONCERNED ABOUT THE BATCH PLANS.
WHAT, UH, COMMISSIONER ROBERSON AND I HAVE BEEN WORKING WITH P C C I ON IS TO MATCH UP THE OUTCOMES DATA THAT THEY HAVE WITH THE LOCATION OF THE BATCH PLANS TO SHOW WHAT THE NEGATIVE EFFECTS IS ON THE IMMEDIATE POPULATION IN TERMS OF BATCH PLANS.
THAT'S JUST AN EXAMPLE OF THE VALUE.
SO I THINK INVITING P C C I IS ONE OF THE, YOU KNOW, PARTNERS TO TALK ABOUT.
I MEAN, I THINK THAT'S, I THINK THAT THEY WILL BE ON OUR LIST, LIST, WHAT YOU'RE DOING.
AND I REALLY COMMEND THIS IS SO MUCH PROGRESS.
THERE'LL, THERE'LL, THERE'LL BE, UH, P UH, P C C I IS IS ACTUALLY, I THINK, ONE OF THE PARTIES WE'VE TALKED ABOUT HAVING ON THE LIST.
SO IF YOU HAVE ANYBODY ELSE THAT YOU THINK WOULD BE GOOD, IF YOU WANNA BRING IN, IF YOU WANNA SUGGEST THAT CHURCH YOU'RE TALKING ABOUT, IF YOU'LL FORWARD US THAT INFORMATION, WE'LL, WE'LL SEE WHAT WE CAN DO.
UH, I'LL JUST MAKE A FEW POINTS, UH, WHEN IT COMES TO THE HEAT ISLAND DATA, I JUST WANNA MAKE SURE, UH, THAT WE UNDERSTAND SOME OF THE CONTEXT.
OF COURSE, UH, THE TEXAS TREES FOUNDATION CONDUCTED THEIR STUDY, I BELIEVE IT WAS BACK IN 2017, UH, USING, UH, UH, UH, MODELING DATA.
UM, THIS IS THE FIRST TIME, I THINK, IN THE CITY OF DALLAS WHERE WE'RE USING ON THE GROUND DATA TO UNDER, TO BETTER UNDERSTAND THE, THE AREAS MOST IMPACTED BY THE HEAT ISLAND EFFECT.
UH, BUT I JUST WANNA MAKE SURE THAT THIS IS, THIS, THIS IS A SUPPLEMENTAL PROJECT, UM, AFTER TEXAS TREES AND THEIR MODELING EFFORT.
UH, WE ALSO DID SOME MODELING, UH, WHEN DEVELOPING THE C C A USING FEDERALLY, UH, PUBLICLY AVAILABLE FEDERAL DA FEDERAL DATA, UH, 28, 20 18 DATA.
SO, UM, THIS IS NOT THE FIRST DATA, UH, TO TRY TO IDENTIFY HEAT ISLAND AREAS IN THE CITY.
UH, UM, AND SO WE'LL USE ALL THAT DATA TO BETTER UNDERSTAND WHERE TO PUT TREES, VEGETATION, ET CETERA.
SO, UH, WHEN IT COMES TO THE AIR SUMMIT, UM, THIS IS THE, JUST THE FIRST SUMMIT THAT WE WANT TO CONDUCT, UH,
[00:35:01]
IN A NUMBER OF CONVERSATIONS WE WANT TO HAVE WITH VARIOUS PROGRAMS, UH, AND ORGANIZATIONS ACROSS THE CITY AND EVEN OUTSIDE THE CITY.I THINK WE WANNA MAKE SURE THE PURPOSE OF THIS, UH, SUMMIT IS TO MAKE SURE THAT WE UNDERSTAND WHAT KIND OF DATA PROGRAMS ARE COLLECTING, WHAT KIND OF INFORMATION PROGRAMS ARE COLLECTING, UH, UH, ORGANIZATIONS ARE COLLECTING THROUGHOUT THE CITY.
UM, SO WE UNDERSTAND BETTER UNDERSTAND WHAT INFORMATION IT IS, WHAT IT CAN BE USED FOR, UM, AND SO THAT WE CAN ALL MOVE FORWARD IN THE, UH, UH, UH, UH, COLLABORATIVE AND CONSISTENT DIRECTION SO THAT OUR POLICY MAKERS AND OUR RESIDENTS KNOW WHAT THE, WHAT THE INFORMATION IS, WHAT IT CAN BE USED FOR, UH, AND, AND HOW TO MAKE POLICY DECISIONS AND RECOMMENDATION OR RECOMMENDATIONS FOR POLICY DECISIONS MOVING FORWARD.
UM, YOU KNOW, WHAT IS A PURPLE AIR MONITOR? WHAT, WHAT INFORMATION DOES THAT PROVIDE? WHAT IS, WHAT IS AQ MESH? WHAT IS AN AIR QUA AIR QUO CENTER? WHAT, WHAT KIND OF INFORMATION DOES THAT PROVIDE? WHAT IS E P A USING? HOW CAN WE USE THAT INFORMATION? AND SO WE CAN KIND OF MOVE FORWARD IN A, IN, IN A, IN A, UH, HELPFUL DIRECTION, UH, AND NOT BE WORKING AGAINST EACH OTHER, BUT, BUT WITH EACH OTHER.
COMMISSIONER ROBERTSON, UH, EXCUSE ME.
FIRST OF ALL, UH, THANK YOU FOR ALLOWING US TO PARTICIPATE IN THAT.
THAT WAS THE MOST FUN ON THE SA SATURDAY AFTERNOON THAT I HAD WITHOUT DANCING.
SO THAT WAS A REALLY GOOD TIME.
AND THEN, UH, KEVIN, I, YOU KNOW, I DON'T KNOW HOW I'M GETTING EMOTIONAL.
UH, GOOD LUCK WITH WHAT YOU'RE GOING TO DO, BUT IT WAS SUCH A PLEASURE TO WORK WITH SOMEBODY.
YOU GUYS MAY NOT KNOW THE PASSION THIS MAN HAS FOR WHAT HE DOES, EVERYBODY IN THE DEPARTMENT.
IT WAS ALWAYS A JOY TO WORK WITH YOU.
UM, THE OTHER THING I'M TRYING TO GO IN ORDER, UH, WHEN YOU, THERE WAS A LIST, THERE'S A SLIDE THAT HAD A LIST OF SOME OF THE AREAS THAT YOU HAD MONITORS.
I DON'T, I DIDN'T NOTICE, UH, CATHERINE BROUGHT IT TO MY ATTENTION.
I DON'T SEE THE MCCOMBS LANDFILL ON THERE.
THE, THE MONITOR IN, UH, JPE IN, UH, SOUTH CENTRAL PARK IS DOWNWIND OF MCCOMBS.
UH, IT, IT SHOULD BE PICKING UP, UH, UH, IT'S, IT'S A, IT'S A LITTLE BIT OF A, IT'S NOT THAT FAR FROM IT.
I'D HAVE TO LOOK AND SEE ON THE MAP.
BUT THAT WAS ONE OF THE REASONS FOR PUTTING THAT THERE IS, IT IS DIRECTLY DOWNWIND FROM MCCOMBS.
AND THE OTHER THING, I HOPE WE'RE NOT GONNA BE LEFT OUT DISTRICT EIGHT 'CAUSE THE THINGS NO, MA'AM.
UH, WE WILL GET YOU, WE, WE WILL HAVE SOME INTEREST.
THE, THE, THE, THE, THE ONE IN DISTRICT EIGHT IS, UH, THERE IS A, UM, A PAPER PROCESSING PLAN THERE IN, UH, ON CLAREDON, AND WE'RE, OH, YEAH.
WE'RE LOOKING AT PUT ONE AS CLOSER TO IT AS WE CAN GET IT.
AND RIGHT NOW, THAT CLOSEST PLACE THAT I'M LOOKING AT IS THE PARKING LOT OF THE DALLAS ZOO.
THERE'S A PARKING LOT THAT'S NOT FAR FROM THERE.
IT'S NOT AN IDEAL PLACE, BUT IT'S, YOU KNOW, WE, THERE ARE SOME LIMITATIONS.
YOU KNOW, EVERYTHING AROUND THERE IS PRIVATE LAND AND, AND IT, AND, AND NEIGHBORHOODS, AND IT JUST REALLY DOESN'T, THERE'S REALLY NOT A WAY TO GET ONE IN A PERFECT SPOT THERE.
SO WE JUST HAVE TO DO WHAT WE CAN.
AND THE, THE MAP THAT YOU GAVE EACH ONE OF US ON THE WRAP, UH, DID YOU MAKE THAT UP? THAT WAS A NO, THAT WAS MADE UP BY, UH, THE KAPPA STRATEGIES.
OH, IT WAS EXCELLENT, BECAUSE THANK YOU.
YOU DON'T KNOW THE NEIGHBORHOOD.
YOU CAN EASILY JUST, I MEAN, IT WAS TURNED LEFT HERE, THEN A HUNDRED FEET TURNED THERE.
IF YOU DON'T KNOW A NEIGHBORHOOD, UH, JUST HANG ON TO THE ROUTE SHEET THAT YOU HAD.
AND IT WAS WONDERFUL TO BE ABLE TO GO THROUGH AND SEE THAT.
WE, WE, WE, I I TEST DROVE EVERY ONE OF THOSE ROUTES WITH, UH, YOURSELF, WITH, WITH, UH, MARITZA.
AND, UH, ALSO MY WIFE VOLUNTEERED TO HELP LAST SUN THE SUNDAY BEFORE.
AND, UH, WE STARTED OUT WHERE I WAS THE NAVIGATOR AND SHE WAS THE DRIVER.
AND THEN I QUICKLY FIGURED OUT THAT THE NAVIGATOR WITH THE HARDER JOB SWAP SWITCHED OFF WITH HER
BUT, BUT IT, IT, IT, THE NAVIGATION WAS TRICKY AND IT, AND, UH, THE, UH, THEY PROVIDED US THE, UH, OPTION OF A, A, THE ROUTE IN A, UH, UH, APP CALLED BIKE G P X, WHICH IS ACTUALLY MADE FOR BICYCLISTS, BUT IT WORKED WITH THE VEHICLE.
AND, UH, THAT WAS A BIG HELP TOO, WHEN YOU WERE DOING THE ROUTE.
SO, UH, BUT SURPRISINGLY, EVERYONE MADE IT THROUGH MOST OF IT.
UH, WHEN WE TEST DROVE THE ROOTS, WE FOUND THINGS LIKE, UM, UH, ONE ON AND ON ONE ROUTE.
THEY HAD IT GOING THROUGH A LANDFILL ROAD.
THEY ACTUALLY HAD HAD PEOPLE TRYING TO DRIVE THROUGH, UH, MCCOMBS BLUFF TURN IN WHERE THE, UH, TRUCKS
[00:40:01]
GO IN YEAH.UH, THEY HAD PEOPLE TRYING TO DRIVE THROUGH GATED COMMUNITIES WITH THE GATE SHUT.
UH, THERE WERE SOME ROAD CLOSURES THAT THEY DIDN'T HAVE ON THE MAP.
SO, UH, WE HAD TO GET THAT DONE AS QUICKLY AS WE COULD.
WE GOT IT DONE BY A TUESDAY BEFORE THE SATURDAY EVENT, AND WE WERE ABLE TO GET THAT INFORMATION BACK TO KAPPA, AND THEY MADE THE CORRECTIONS SO THAT WHEN YOU GOT THE ROOTS, THEY WERE, THEY SHOULD HAVE BEEN PRETTY CLOSE TO, TO EASY TO FOLLOW, OR AT LEAST EASIER TO FOLLOW.
KEVIN, UH, WEST DALLAS OWES YOU A DEBT OF GRATITUDE FOR YOUR BLOOD, SWEAT, AND TEARS SPENT AT OUR COMMUNITY MEETINGS AND INSTALLING OUR AIR MONITORS AND UP ON LADDERS AT THE REC CENTER.
WE REALLY COULD NOT HAVE GOTTEN THAT WITHOUT YOUR WORK AND THE AIR MONITORS.
I FEEL LIKE COMMISSIONER DERE AND I HAVE BEEN ASKING FOR THAT FOR TWO YEARS, AND IT IS COME TO FRUITION.
THANK YOU EVERYBODY FOR YOUR WORK ON THAT.
UM, WE'D LOVE TO ENCOURAGE YOU TO DO THE HEAT ISLAND STUDY AGAIN NEXT YEAR.
I THINK IT WAS A REALLY GREAT MARKETING OPPORTUNITY.
IF THAT'S A BUDGET THING, LET US KNOW IF WE CAN HELP ADVOCATE FOR THAT TO BE SOMETHING THAT WE DO EVERY YEAR, IF, IF I MAY SUGGEST, UH, WHEN WE GET THE REPORT BACK, UH, AND WE'VE HAD A CHANCE, AND, AND WELL, WE, AND, AND CARLOS AND MARITZA HAVE HAD A CHANCE TO, TO GO THROUGH THAT REPORT.
UH, I THINK IT WOULD BE, UH, UH, PROBABLY A GOOD IDEA FOR THEM TO COME BACK AND PRESENT THE RESULTS TO THE COMMISSION.
AND I WANTED TO ADD THAT WE COVERED A HUNDRED SQUARE MILES, AND THE CITY'S ABOUT 350, SO THERE IS ROOM TO DO IT AGAIN AND EXPAND IN THOSE OTHER AREAS WE DIDN'T COVER.
UH, QUICK QUESTION, WHERE ARE THE HINTON CO-LOCATING AIR MONITORS GOING? BECAUSE I WOULD PERSONALLY LOVE TO KNOW PARTICULATE MATTER DATA NEXT TO G F I KNOW YOU MENTIONED THE SOX ONES ARE COMING TO G A F.
YEAH, THE, THE, UH, WEST DALLAS STUDY, THE, THE, THE, THE MONITORS THAT, UH, THE TEXAS A AND M FOLKS, UH, THOSE ARE ALL GOING TO, UH, WEST DALLAS, THE, THE, THE, THE ZIP AND, AND, UH, THE, UH, TECHNICIAN, THE TECHNICAL GUY WHOSE NAME IS JEREMY JOHNSON, UH, AND I ARE TALKING ABOUT HIM COMING UP, UH, UH, EITHER NEXT WEEK OR THE WEEK AFTER.
AND WE'RE GONNA GO LOOK AT SOME POTENTIAL SITES, UM, WHERE THEY CAN PUT THOSE, WHAT THE, THE, IF YOU, THAT MAP THAT I PUT UP, YOU NOTICED THAT IT WAS PRETTY HEAVY ON SITES IN WEST DALLAS.
SO WE HAVE SEVERAL THAT WE'RE, WE'RE LOOKING AT.
UM, ONE OF THE THINGS THAT I'VE FOUND IS THAT IS, IS IS THAT GOOD LOCATIONS ARE LOCATIONS THAT IF THEY'RE IN THE RIGHT AREA THAT ARE MAKE GOOD POTENTIAL LOCATIONS ARE EITHER RECREATION CENTERS OR PARKS.
AND BECAUSE IT PARKS HAS BEEN A VERY, UH, ACTIVE PARTICIPANT WITH US ON THIS, ON A COUPLE OF LOCATIONS.
UH, THEY LIKE HAVING THE MONITORS THERE.
AND, UH, THEY ALSO HAVE BEEN, UH, VERY FORTHCOMING WITH RESOURCES TO HELP US GET 'EM UP.
SO THEY, THEY BRING OUT A BUCKET TRUCK AND LET US PUT 'EM UP FROM THE BUCKET TRUCK SO WE DON'T HAVE TO CLIMB UP ON THE LADDERS.
AND THAT'S, THAT'S A GOOD THING.
SO, UH, IF YOU WANT TO GET WITH, UH, YOU KNOW, IF YOU WANNA, UH, I CAN PROVIDE YOU THAT MAP OR THAT LIST, AND YOU CAN SEE THAT WE'RE WHERE I'M, WHERE I'M LOOKING AT IN WEST DALLAS.
AND, AND I WOULD BE HAPPY TO GET WITH YOU BEFORE I LEAVE AND, AND, AND AFTER JEREMY AND I HAVE MET AND, AND DO THAT, THE SENSORS THAT ARE THERE NOW, UH, AND JUST TO CLARIFY, THEY, THEY DO PARTICULATE, I'M SORRY, I MISSPOKE.
I MEANT THE VOLATILE ORGANIC COMPOUND.
SENSORS THAT CAN REGULATE AND MEASURE THAT.
UH, THAT'S, THAT'S A, YOU KNOW, THAT MAY BE WHAT WE CAN, THAT'S SOMETHING I'VE THOUGHT OF.
AND, AND IT MAY BE THAT WE NEED TO PUT TWO SENSORS THERE, TWO PODS IN, IN, UH, AROUND G A F ONE TO GET VOCS AND ONE TO GET S O TWO.
UH, IT WAS IMPOSSIBLE PHYSICALLY TO CREATE A POD THAT WOULD DO, UH, OZONE AND N O TWO PLUS S, O TWO, AND O AND, AND V O C.
SO, UM, I GUESS THE QUESTION IS BECAUSE, SO IF YOU WANT S O TWO, THEN YOU NEED ONE UPWIND AND DOWNWIND.
IF YOU WANT V O C, THEN YOU WANT NEED ONE UPWIND AND DOWNWIND.
[00:45:01]
OKAY.BUT THAT'S FOUR PODS FOR ONE AREA.
I MEAN, THERE'S PODS THROUGHOUT THE CITY.
THERE MIGHT BE SOME OPTIONS TO THAT.
UH, I, I'M, I'M, I REALLY WANT TO GET, UH, ONE WITH B O C, UH, A LITTLE BIT FURTHER WEST ALONG SINGLETON THAT'S CLOSE TO THE TWO, UH, FUEL TERMINALS THERE.
I THINK IT'S REALLY IMPORTANT TO GET, UH, SOMETHING WITH THE MAJOR V O C CLOSE TO THEM.
AND THEN JUST A FINAL COMMENT TO PERHAPS COMBAT THE MISINFORMATION BEING SPREAD BY PURPLE AIR MONITORS WOULD BE TO REALLY MARKET THE HECK OUT OF THE EXISTING MONITORS.
CAN WE, DO WE HAVE MONEY TO PUT A PERMANENT PLAQUE WITH A QR CODE THAT WOULD SEND THEM TO THE DASHBOARD? CAN WE GET WITH THE, UH, THE PARKS AND THE REC CENTERS AND THEIR STAFF AND TRAIN THEM AND LET THEM KNOW YOUR CENTER IS NOW A HOST FOR THESE AIR MONITORS THAT ARE MEASURING OUR, THE HEALTH AND SAFETY OF OUR NEIGHBORHOOD, MAKE IT A BIG DEAL? I THINK THAT NOW THAT WE HAVE THE DASHBOARD READY TO GO, I THINK THAT'S SOMETHING THAT WE COULD CERTAINLY, UM, WORK ON, ON DOING, YOU KNOW, MAYBE JUST A, A, A WELL-DESIGNED POSTER THAT WE COULD PUT UP IN THE PARKS YEAH.
AND OR IN THE RECREATION CENTERS AND, UH, UH, AND DO THAT, UH, THAT'S, THAT'S A, THAT'S A GOOD IDEA.
HEY, KEVIN, THANKS FOR ALL THE WORK YOU DO AND WORKING WITH COMMUNITIES AND JOBY AND OTHER COMMUNITIES ON AIR QUALITY.
I FOLLOWED INSTRUCTIONS REAL GOOD.
UH, MY ONLY INPUT IS WHEN YOU MENTIONED ABOUT THE APP JUST A FEW MINUTES AGO.
SO ME AND COMMISSIONER ROBINSON, WE DIDN'T USE THE APP AND SHE JUST READ THE PAPER TO TURN HER, TURN HER.
BUT RICHARD, HE, HE HAD THE PAPER WHERE I TOLD HIM TO HOW ME, UH, COMMISSIONER ROBINSON DID IT.
SO HE DID HAVE THE PAPER OUT, BUT HE WANTED TO USE THE APP.
BUT THE ISSUE THAT WE HAVE IN THE SOUTHERN SECTOR IS WIFI CONNECTION.
SO SOME OF THE COMMUNITIES THAT WE WAS ROLLING, UH, GOING THROUGH THE SIGNAL, THE, UH, THE APP WOULD SAY, UH, YOU HAVE LEFT THE ROUTE UHHUH
AND SO, SO THE ISSUE WITH THE APP, JUST PER SE, PROBABLY THEY DIDN'T HAVE IT IN NORTH DALLAS.
I I BET IT, IT, IT, BUT IN SOUTHERN DALLAS, THE ISSUE WE HAD USING THE APP WAS, IT WAS IN AND OUT.
UH, I, WHEN I WENT THROUGH THAT AREA, UH, UM, I, I DIDN'T, I DIDN'T HAVE A PROBLEM, BUT I COULD SEE WHERE THAT WOULD BE A PROBLEM.
IF YOU'RE NOT GETTING A GOOD CONNECTION.
BUT, UM, IT, IT'S, BUT UH, I DID IT BOTH WAYS WITH THE PAPER AND THE APP, AND MOSTLY WHEN I DID IT, WE, WE USED A COMBINATION.
AND, AND THE APP HAS SOME FLAWS, BUT IT STILL WAS HELPFUL.
IT, IT WAS JUST LIKE WHEN WE TURNED IN ESA, DOWN OFF IN THERE IS LIKE A LOT OF DOWN OFF IN THE BOTTOM, LIKE IN
I, I, I, I WANT TO ADD SOMETHING HERE.
UM, UH, ON, ON Y'ALL'S ROUTE, THE ONE THAT YOU AND MS. ROBERSON DID MM-HMM.
THAT, THAT, UH, SHE NOTED THAT THE, UH, SCHOOLS AND AND PUBLIC AREAS IN THAT PART OF DALLAS WERE PRETTY MUCH DEVOID OF TREES.
AND, AND DID NOT HAVE A LOT OF VEGETATION.
SO, UM, UH, THAT WAS A REALLY INTERESTING OBSERVATION AND APPRECIATE THAT FEEDBACK AND, UH MM-HMM.
IT'LL BE INTERESTING TO BE ABLE TO MAYBE COMPARE THAT DATA FROM DIFFERENT PARTS OF THE CITY AND SEE HOW THAT, IF THAT PLAYS A ROLE.
BUT, UH, ANYWAY, TALK ABOUT, YEAH.
THAT, THAT WAS A GOOD, UH, NOTICE THAT WE DID MEET YES.
AND I'M LIKE, WE WENT AROUND FIVE SCHOOLS AND I MEAN, ALL FIVE OF THEM ARE SITTING IN BIG OLD FIELDS WITH NO COVER.
BUT IT'S LIKE MAJ, ALL FIVE SCHOOLS ARE SITTING WITH NO COVER.
I THINK THAT'S A, A, A GOOD, I THINK THAT'S A GOOD OBSERVATION.
AND, AND ONCE WE GET THIS DATA FINALIZED, IT'LL BE GOOD TO SHARE THAT WITH BOTH, UH, D I S D AND, AND MAYBE, AND MAYBE ALSO TEXAS TREES FOUNDATION.
THEY MIGHT BE ABLE TO HELP WITH
[00:50:01]
THAT.THEY NEED TO GO PLANT SOME TREES AT THE SCHOOLS, ESPECIALLY
OOH, IT AIN'T NO TREES AROUND THAT SCHOOL.
AND WE DID THE THREE TO FOUR ROUTE, ME AND COMMISSIONER ROBINSON.
AND YOU COULD TELL THAT SONG WAS JUST LIKE BEAMING ON THAT SCHOOL.
BUT, UH, IT WAS LIKE BEAMING ON THAT SCHOOL.
LIKE THE AIR CONDITION PROBABLY HAS TO WORK HARDER AND EVERYTHING.
SO, WELL, AND, AND THEN GOING OUTSIDE, YOU KNOW, THEY'RE GETTING READY TO START SCHOOL, I BELIEVE NEXT WEEK.
AND, YOU KNOW, GOING OUTSIDE FOR IS JUST NOT GONNA BE POSSIBLE, UH, FOR, YOU KNOW, A LONG TIME.
BUT THANK YOU FOR ALL YOUR WORK, MARISSA.
I WAS EMAILING HER AT SEVEN O'CLOCK IN THE MORNING ASKING HER QUESTIONS LIKE, WHERE'S MY NAVIGATOR OR WHAT TIME I GOTTA DO THIS? OR WHO, AND SHE WAS RESPONDING, LIKE RIGHT WHEN I SENT THE EMAIL, SHE WAS, ME AND MS. RENEE WAS ON THE PHONE AND SHE WAS, I WAS LIKE, I'M EMAILING HER NOW.
DOES ANYBODY VIRTUAL HAVE ANY QUESTIONS? NO.
WE'LL GO BACK TO COMMISSIONER ROBERSON.
OH, I JUST WANTED TO, UH, I JUST WANTED TO ADD WHAT TAMIKA WAS SAYING ABOUT THE DIRECT SUNLIGHT.
I THINK THE WORST SCHOOL WAS CAN PERRY, THAT WAS IN, I MEAN, LOTS OF, OF, UH, SPACE FOR SPORTS AND THINGS LIKE THAT, BUT JUST INDIRECT, YOU KNOW, SUNLIGHT.
AND I DID HEAR ON THE NEWS THAT THEY WERE GONNA, THEY'RE GONNA USE THE HEAT INDEX TO DETERMINE WHETHER OR NOT CHILDREN GO OUTSIDE FOR, UH, RECESS.
AND THAT WAS THE COMFORT TO ME.
UH, LAST THING, AS FAR AS THE SUMMIT, HOW DO, CAN, ARE WE INVITED TO THAT? CAN WE GO TO THAT? YES, MA'AM.
ALSO, MY COMMENT ON USING THE HEAT INDEX NOW, IF WE COULD JUST USE 'EM, GET 'EM TO USE THE AIR QUALITY INDEX OF THE, ALONG WITH THE HEAT INDEX TO DECIDE WHEN KIDS CAN GO OUTSIDE.
THAT WOULD BE A, A GOOD THING TOO.
WE'RE GONNA GO TO, UH, MS. BEVIN AND THEN DR.
IT'S BEEN AN HONOR AND A PRIVILEGE TO WORK WITH YOU.
AND FOR THOSE WHO DON'T KNOW, WHEN THE GROUPS AROUND THIS TOWN, WERE THINKING ABOUT A CLIMATE PLAN AND HAD OUR FIRST MEETING WITH THE O E TWO S DEPARTMENT, KEVIN WAS THERE AND HE'S ALWAYS BEEN THERE EVER SINCE.
SO THANKS KEVIN FOR ALL YOU DO.
ESPECIALLY I COMING FROM YOU, RITA.
THAT'S REALLY, I APPRECIATE THAT, DR.
SO FIRST I WANTED TO SAY THANK YOU SO MUCH.
I'VE ONLY BEEN HERE FOR A YEAR, BUT I'VE LEARNED SO MUCH FROM YOU.
UM, AND IT'S KIND OF CHANGED THE TRAJECTORY OF MY CAREER TOO, SO I REALLY APPRECIATE THAT.
UM, UM, IF YOU'VE BEEN, UM, INSTRUMENTAL, UM, THE ONLY THING I WAS GONNA ASK ABOUT THE AIR QUALITY SUMMIT, IS THERE
UH, WE'RE, WE'RE STILL, WE'RE STILL WORKING OUT THE LOGISTICS AND EVERYTHING ON THAT.
UH, I'LL HAVE TO GET WITH THE, UH, MEDIA PEOPLE THAT RUN THE CAMERAS AND STUFF HERE IN THE CITY HALL AND SEE IF THAT'S, SEE IF THERE'S AN OPTION TO DO THAT.
UH, I, I THOUGHT ABOUT IT, BUT I JUST, I JUST DON'T KNOW YET IF IT'S, IF IT'S FEASIBLE.
CERTAINLY, UH, IF, IF NOT AT LEAST MAYBE TO GET IT VIDEOED SO THAT WE CAN PUT THE, THE VIDEO OF THE PRESENTATIONS IN THERE AND THE DISCUSSIONS UP ON THE, UH, OUR, OUR WEBSITE, THE DALLAS CLIMATE ACTION WEBSITE.
SO, UM, YOU KNOW, AT LEAST THAT MR. MARQUIS AND THEN DR.
JACK, KEVIN, I JUST WANNA SAY THANK YOU.
I'VE GOTTA LEAVE IN A FEW MINUTES TO GO DO A READING.
AND I WANT TO THANK YOU SO MUCH.
YOU HAVE DONE SO MUCH GOOD FOR SO LONG, AND WE DEEPLY APPRECIATE IT.
SO, YOU KNOW, I HAVE TO SAY A COUPLE THINGS, KEVIN AND I TOO.
YOU CAN HEAR THE CRACKING VOICES, BUT FIRST TO BOTH OF YOU, THANK YOU FOR BOTH OF THOSE PROJECTS AND JUST TO SEE, KEVIN, THANK YOU FOR YOUR COMMITMENT, YOUR LEADERSHIP, YOUR DEDICATION TO GROWING YOUR MONITORING FOR COMMUNITY TO DALLAS.
THIS WOULD NOT HAVE HAPPENED WITH HOWARD GROUP, SO THANK YOU SO MUCH.
[00:55:01]
I OF COURSE HAVE A QUESTION.YOU, IT, IT'S JUST TO TUCK AWAY, UM, IN THE LIST OF ALL THE POTENTIAL SITES FOR THE FUTURE MONITORS.
LOCKMAN'S GROUP AND PCP, I MM-HMM.
THAT, I MEAN, I, I REALIZED THAT WHEN DR.
LAMAN WAS, WAS MENTIONING THAT THAT, THAT THAT'S PROBABLY SOMETHING THAT WE SHOULD HAVE LOOKED AT.
BUT, YOU KNOW, UH, IT'S NOT OVER.
WE, WE, WE, WE GOT THAT DONE IN A, IN, IN A VERY SHORT AMOUNT OF TIME USING THE, THE INTERN.
AND SO IT'S A START, IT'S A STARTING POINT.
'CAUSE WE HADN'T DONE ANY ANALYSIS YET.
AND SO THANKFULLY WE HAD TO INTERN TO DO AT LEAST THE INITIAL CUT.
AND OF COURSE, WE'RE TRYING TO GET OUR OWN CITY EJ MAPPING TOOL DONE, AND WE HAVEN'T EVEN USED THAT YET.
AND OF COURSE, EXTERNAL DATA, HEALTH DATA AND OTHERWISE, YEAH.
WE'LL, WE'LL DEFINITELY CONSIDER ALL OF THAT.
SO I JUST HAVE A COUPLE QUESTIONS.
SO ONE OF THE THINGS THAT WE GOT ASKED WHEN WE STARTED PROMOTING THIS, UH, URBAN HEAT ISLAND STUDY IS, IS THERE THE OPPORTUNITY FOR BICYCLISTS BECAUSE OF THE DALLAS BICYCLE COALITION WHO IS READY TO JUMP IN AND, AND PARTICIPATE? SO I WOULD URGE THAT MAYBE NEXT YEAR WE DO HAVE AN OPTION.
I THINK IT'S A LOWER EMISSIONS WAY TO PARTICIPATE IN THE VEHICLE.
OH, CAPA, CAPA HAS USED BICYCLISTS IN OTHER STUDIES, AND ONE OF THE THINGS THAT THEY CAME, THAT THEY DETERMINED WAS THE DATA COLLECTION BETWEEN BICYCLES AND CARS IS SO DIFFERENT, UH, THE WAY IT'S COLLECTED AND, AND, AND, AND HOW IT'S COLLECTED THAT IT MAKES THE, MAKES THE DATA SOMEWHAT INCOMPATIBLE.
THEY HAD TO ELIMINATE ONE OR THE OTHER, AND IT WAS EASIER TO ELIMINATE THE BICYCLES IF WE COULD EVER FIGURE THAT OUT.
I THINK THAT THAT WOULD BE GREAT WAY.
I THINK THAT BE A GOOD, YOU KNOW, I AGREE WITH YOU, BUT, BUT I THINK YOU WOULD HAVE TO DO THE ENTIRE STUDY USING BICYCLES.
BICYCLES AS OPPOSED TO BEING ABLE TO USE CARS.
UH, I DID WANNA FOLLOW UP AND GET A ESTIMATED TIMELINE.
I KNOW THAT WE HAD A COMMUNITY MEETING ON AN INSTALLATION FOR FLORAL FARMS. UM, DO WE HAVE A TIMELINE FOR WHEN WE'RE GONNA INSTALL THAT MONITOR? AS SOON AS I GET PERMISSION TO PUT IT ON.
AS SOON AS I GET THE, THE LANDOWNER PERMISSION PROCESS WORKED OUT WITH CITY ATTORNEY'S OFFICE.
SO IT'S A, IT'S AN INTERNAL, UM, ISSUE.
UM, AND THOSE WERE THE ONLY QUESTIONS THAT I HAD.
I'M REALLY LOOKING FORWARD TO, UH, GOING INTO THAT LINK.
I KNOW THAT YOU SAID IT'S NOT READY TO BE SHARED, BUT THIS IS A PUBLIC MEETING AND SO
I GUESS IT'S, IT'S, IT'S, IT'S, YOU KNOW, IT CAN BE SHARED, BUT JUST UNDERSTAND THAT THERE MAY STILL BE SOME TWEAKS TO IT AND GOT IT.
YOU KNOW, SOME THINGS SOFT LAUNCH, SOFT LAUNCH, SOFT LAUNCH.
AND THEN OBVIOUSLY, I JUST WANTED TO SAY HOW MUCH WE REALLY APPRECIATE YOU, KEVIN.
I, UM, I THINK I JUST CALLED YOU UP A FEW YEARS AGO AND I SAID, I, HEY, YOU KNOW, I GOT A, I HAVE A LOT OF QUESTIONS, UM, ABOUT AIR QUALITY, UM, AND ABOUT POLLUTION AND ABOUT THESE ISSUES THAT OUR COMMUNITY IS FACING.
AND YOU STAYED ON THE PHONE WITH ME FOR I THINK, AN EXTENDED PERIOD OF TIME.
YOU ANSWERED ALL MY EMAILS, YOU SENT ME RESOURCES, AND IT'S BEEN THAT WAY SINCE THEN.
AND THE AMOUNT OF INSTITUTIONAL KNOWLEDGE THAT YOU HAVE BROUGHT TO THE CITY AND THAT YOU HAVE BROUGHT FROM YOUR PAST EXPERIENCES.
I KNOW THAT WE WERE, WE BOTH WORKED FOR THE TEXAS COMMISSION ON ENVIRONMENTAL QUALITY, UM, AND HAVE GLEANED INFORMATION THAT WE'VE BEEN ABLE TO NOW PUT TO USE TO BETTER THE COMMUNITY AND TO IMPROVE AIR QUALITY HERE IN DALLAS.
OUR AIR QUALITY IS BETTER AND WE ARE ON OUR WAY TO IMPROVING IT EVEN MORE, UM, BECAUSE OF YOUR WORK.
AND SO WE JUST WANNA SAY, WE REALLY HOPE THAT YOU HAVE A, A WONDERFUL RETIREMENT PARTY AND, AND INVITE ALL OF US
I, I, I THINK IT'S, UH, YOU KNOW, UH, UH, I DON'T, I WON'T SAY THAT I'LL BE GONE FOREVER.
I MAY BE BACK, BUT, BUT, UH, UM, I THINK IT'S, I THINK IT'S TIME TO KIND OF TAKE A BREAK.
WE UNDERSTAND YOU'VE DONE, YOU'VE DONE A TREMENDOUS, TREMENDOUS JOB.
BUT I MEAN, I'VE BEEN DOING AIR QUALITY WORK SINCE, UM, 1982.
I STARTED AS I STARTED, AS I STARTED AS THE GUY THAT CLIMBS UP THE LADDERS AND STICKS THE PROS IN THE STACKS TO
I DON'T DO THAT IN, I'M NOT, I HAVEN'T DONE THAT FOR A WHILE.
YES, KEVIN, THANK YOU SO MUCH FOR YOUR SERVICE, YOUR LEADERSHIP, AND YOUR KNOWLEDGE.
[01:00:01]
I KNOW THERE WERE SOME CONVERSATIONS IN, UM, USING SOME OF OUR CAMPUSES TO, TO PUT SOME OF THESE MONITORS WITH, WITH THE UNIVERSITY AS WELL.I JUST WANTED TO LET YOU KNOW, WE'RE HERE TO SUPPORT IF THERE'S ANYTHING THAT YOU NEED FOR DALLAS COLLEGE, UM, TO SUPPORT, UM, I'M HERE.
IF THERE ARE NO FURTHER QUESTIONS, WE'LL MOVE ON TO OUR NEXT AGENDA ITEM.
UH, BEFORE WE DO THAT, IF WE HAVE ANY, UH, SUBCOMMITTEE MEMBERS WHO ARE SITTING BACK THERE WHO WOULD LIKE TO COME FORWARD AND SIT HERE, WE HAVE THREE SEATS HERE AND THREE OR FOUR SEATS OVER HERE.
YOU'RE WELCOME TO COME UP AND, AND, UH, SIT AT ONE OF THESE TABLES.
OUR NEXT ITEM IS OUR VOTING ITEM.
WE'LL, UH, HAVE A VOTE ON THE ENVIRONMENTAL HEALTH COMMITTEE VAPING POLICY RECOMMENDATIONS.
UH, MADAM CHAIR, YOU'RE RECOGNIZED FOR A MOTION.
UM, WE, THE, UH, ENVIRONMENTAL HEALTH COMMITTEE, UH, GOT TOGETHER AND, UH, WE ARE PROPOSING, UM, THIS, UH, CURRENT RECOMMENDATION, UH, FOR A VAPING POLICY.
UH, IN, IN CONSIDERATION, WE WOULD JUST LIKE TO ADD TO THE CURRENT EXISTING, UM, UH, NON-SMOKING POLICY AND THAT THE CITY OF DALLAS HAS.
UM, AND, UH, HOPEFULLY YOU'VE HAD AN OPPORTUNITY TO READ IT.
UM, BUT WE WOULD, UM, UH, ENTERTAIN A MOTION, UM, FOR A, A VOTE ON, UM, ON THIS VAPING POLICY.
ANY DISCUSSION WE WANT, WE WANT ALL THE QUESTIONS.
ALBI, I JUST WANNA SAY THIS IS REALLY, REALLY IMPORTANT AND IT'S REALLY GONNA BE, UM, UH, I THINK WE'RE, WE'RE FOLLOWING IN THE FOOTSTEPS OF OTHER CITIES, BUT DALLAS, WE ARE OUR OWN CITY.
UM, AND WE REALLY VALUE THE HEALTH AND WELLBEING OF OUR MOST VULNERABLE, UM, POPULATIONS WITHIN THE CITY.
AND THIS IS REALLY GOING TO HELP THEM, UM, CONSIDERABLY.
SO PLEASE CONSIDER SUPPORTING, THANK YOU, DR.
YEAH, I, I JUST WANNA POINT OUT THAT, UM, UH, WE NEED TO BE A LEADER IN DALLAS, AND WE'RE THE ONLY MAJOR CITY, WHICH HAS NOT INCLUDED VAPING.
WE WERE SPOTLIGHTED AN ARTICLE IN THE TEXAS MEDICAL ASSOCIATION JOURNAL.
THAT'S THE ONLY CITY THAT DIDN'T HAVE ONE.
AND I ALSO WANT TO COMMEND MY COLLEAGUES ON THE HEALTH COMMITTEE WHO DID FABULOUS WORK, PULLING OUT THE ACADEMIC BASIS WHY WE SHOULD BE DOING THIS.
SO A GREAT, UH, TEAMWORK ON THE COMMITTEE.
DOES ANYONE VIRTUAL HAVE ANY QUESTIONS? THIS IS COMMISSIONER WALLACE.
I DON'T HAVE A QUESTION NECESSARILY.
I'M JUST SUPER GRATEFUL FOR ALL THE RESEARCH THAT IS PRESENTED.
UM, I, I HONESTLY HAD NO IDEA.
I MEAN, I HAD MY SUSPICIONS, BUT I HAD NO IDEA HOW MUCH, UH, VAPING CAN AFFECT THOSE SECONDHAND.
UM, SO I'M VERY GRATEFUL FOR THE INFORMATION.
THANK YOU, COMMISSIONER WALLACE.
AND I JUST WANTED TO CLARIFY THAT, UH, CHAIRWOMAN, YOU CAN SPEAK TO THIS, UM, THE CITY HAS ALREADY BANNED VAPING IN CITY FACILITIES, AND SO THIS WOULD BE AN ADDITIONAL BAN FOR PUBLIC SPACES IN THE CITY OF DALLAS.
ANYONE HAVE ANY OTHER QUESTIONS? ALL RIGHT.
MOVING ON TO OUR NEXT AGENDA ITEM.
THANK YOU FOR YOUR WORK ON THIS CHAIR.
I DIDN'T, I DID JUST WANNA TAKE A MOMENT, UH, OF PRIVILEGE JUST TO SAY THANK YOU TO OUR ENVIRONMENTAL HEALTH, UH, COMMITTEE MEMBERS, UM, WHO, YOU KNOW, KIND OF TO, UM, PIGGYBACK OFF OF WHAT DR.
UH, YOU KNOW, WE HAVE SOME BRILLIANT MINDS, UH, ON THIS TEAM, AND I'M, I'M GRATEFUL FOR ALL THE RESEARCH THAT HAD GONE INTO IT AND THE CONVERSATION, UM, AND, AND, YOU KNOW, AND, AND THE COLLECTIVE, UH, WORK MOVING IT FORWARD.
SO, THANK YOU ALL FOR VOTING FAVORABLY.
THANK YOU ALL FOR YOUR WORK ON THIS.
ALL RIGHT, LET US MOVE ON TO OUR NEXT AGENDA ITEM THIS EVENING.
[01:05:03]
DISCUSSION ITEM.THIS E EVENING ITEM A IS A DISCUSSION ON THE TEXAS STAR READY MIX, BATCH PLANT PERMIT.
UM, AND YOU MAY BE WONDERING, WELL, WE HAVE THIS AS AN AGENDA ITEM IN APRIL.
WHY ARE WE DISCUSSING IT YET AGAIN? UH, AND THAT IS BECAUSE WE HAVE SOME IMPORTANT INFORMATION TO, UH, MAKE YOU AWARE OF.
SO, UM, I'LL GIVE A BRIEF SYNOPSIS AND THEN I'M GONNA SEND IT TO COMMISSIONER ROBERSON AND TO COMMISSIONER RE, UH, TO TALK A LITTLE BIT MORE ABOUT THIS ITEM.
THEN WE'LL ANSWER ANY QUESTIONS THAT YOU HAVE.
UH, THE COMMUNITY THROUGH REPRESENTATIVE STATE REPRESENTATIVE TONY ROSE, REQUESTED A PUBLIC MEETING AND IT WAS GRANTED TO THE COMMUNITY.
AND SO THERE WILL BE A PUBLIC MEETING ON THIS PERMIT APPLICATION ON AUGUST 17TH AT 7:00 PM AT THE CROWN PLAZA HOTEL HERE IN DOWNTOWN DALLAS.
UH, YOU SHOULD BE AWARE THAT PARKING AT THAT SITE IS $20.
UH, BUT WE'VE MADE SOME OTHER ARRANGEMENTS, AND SO I'M GONNA SEND IT TO COMMISSIONER ROBERSON TO TALK ABOUT THAT.
WE MADE THE OTHER ARRANGEMENTS BECAUSE IT WAS SUCH A HARDSHIP FOR THE, FOR THE COMMUNITY TO PAY $20 AND THEN BUS TRIP, TWO HOURS,
SO THAT WAS ONE OF THE REASONS WE MADE SOME ALTERNATE.
WE'LL, WE'LL GIVE YOU MORE ABOUT THAT.
UM, THIS PLANT HAS, I'M ALSO TRYING TO GET FROM P C I INFORMATION, UH, SO THAT I HAVE SOMETHING CONCRETE TO TAKE TO THE, THE MEETING.
BUT, UM, A LOT OF THINGS IN THE NEIGHBORHOOD, INCLUDING AUDUBON, A LOT OF, UH, AIR QUALITY THAT WILL BE AFFECTED.
SO, UM, YOU KNOW, WE WOULD LIKE THEM TO STAY IN THE GUIDELINES OF WHAT'S SAFE, UH, SO THAT WE CAN COEXIST IF WE NEED TO, YOU KNOW, UH, YOU KNOW, AND THAT'S MY BIGGEST THING, IS CAN WE, CAN YOU CO CAN WE COEXIST? IF YOU'RE NOT, IF IT CAN'T BE MOVED, CAN WE GO, CAN IT, CAN THEY OPERATE, YOU KNOW, IN, IN THE AIR QUALITY BOUNDARIES THAT THEY HAVE? AND THAT, AND THAT'S ABOUT IT.
SO, UH, THIS PLANT, TEXAS STORE READY MIX IS HOW THE CITY MAP IS CUT.
IT, IT SITS IN DISTRICT EIGHT, BUT IT'S IN JOBY, RIGHT? SO THIS COMPANY HAS ILLEGALLY BEEN STILL OPERATING.
I HAVE VIDEO, I HAVE PICTURES.
I MEAN, OPERATING ON SATURDAY MORNINGS.
THEY DO IT LIKE EARLY IN THE MORNING AND LIKE MIDDAY AROUND LUNCHTIME, BECAUSE I DON'T THINK THEY THINK NOBODY GOING, YOU KNOW, BE LOOKING AT AROUND THAT TIME OR UP EARLY IN THE MORNING.
BUT COMMISSIONER DARRELL BE UP
AND SO, UH, LIKE MISS, UH, COMMISSIONER ROBINSON SAID IT IS A HARDSHIP FOR THE COMMUNITY TO PAY $20.
I DON'T EVEN WANNA PAY $20 TO GO SPEAK UP FOR MY HELP.
THAT'S, THAT'S AN INJUSTICE TO ME.
I'M PAYING TO SPEAK UP FOR MY HELP.
SO WITH THE HELP OF DIRECTOR CARLOS AND THE CITY OF DALLAS AND CHAIR, UH, CATHERINE, WE HAVE ORGANIZED TWO BUSES WITH THE CITY.
ONE WILL BE PICKING UP, UH, PARTICIPANTS WHO WANTS TO PARK AT, AT CITY HALL AND RIDE THE BUS.
IT WILL LEAVE AT 5 45 FROM CITY HALL TO COVERT OVER TO CROWN PLAZA.
THEN WE HAVE ANOTHER BUS THAT WILL BE PICKING UP THE IMPACTED RESIDENTS IN PY AT THE SOUTH CENTRAL PARK AT 5 45, LEAVING AT SIX.
AND I THINK THIS IS A GOOD STATEMENT THAT THE CITY IS MAKING BY PROVIDING THIS TRANSPORTATION.
'CAUSE IT'S SHOWING THAT THE CITY IS CARE ABOUT THEIR RESIDENTS AND THEIR HEALTH, AND THEY SHOULDN'T HAVE A HARDSHIP OF PAYING TO GO SPEAK FOR THE SAFETY OF THEIR HEALTH.
SO, THANK YOU TO DIRECTOR CARLOS AGAIN FOR THAT LEADERSHIP.
UH, I WANNA, UH, LET EVERYBODY KNOW, LIKE, UH, CHAIR SAID, UH, REPRESENTATIVE TONY ROSE HAS BEEN WORKING REAL CLOSE WITH COMMISSIONER, UH, ROBINSON.
UH, COUNCILMAN, UH, ATKINS HAS BEEN WORKING HANDS-ON WITH THIS.
I WANNA LET Y'ALL KNOW THE POLITICAL LEADERSHIP HAS BEEN SUPPORTING THIS.
THE E P A IS SUPPORTING OUR OPPOSITION, THE E P A.
AND SO, UM, I JUST WANNA PUT THAT INFORMATION OUT THERE.
AND IF ANYONE AROUND THIS, UH, ROOM TODAY OR WANNA COME DOWN AND JUST SPEAK WITH DATA, SPEAK OF KNOWLEDGE, SPEAK OF EMPATHY, FURTHER IMPACTED COMMUNITIES TO SAY THAT WE'RE TIRED OF BEING SUPPRESSED TO THESE ISSUES AND WE WANT TO LIVE HEALTHY LIVES IN OUR COMMUNITY.
[01:10:02]
TO COME.SO, A COUPLE THINGS THAT I'LL ADD IS THAT WE WILL BE SHARING A, UH, A, A FACT SHEET WITH TALKING POINTS, AND THE COMMENT PERIOD IS CURRENTLY OPEN.
AND SO IF YOU ARE NOT ABLE TO ATTEND AS A MEMBER OF THIS ENVIRONMENTAL COMMISSION, I STRONGLY URGE EVERY SINGLE ONE OF YOU TO GO ONLINE AND MAKE COMMENTS IN OPPOSITION OF THIS AUTHORIZATION IN THIS COMMUNITY.
AND WE CAN HELP YOU FIND THE WORDING TO DO THAT.
AND WE'LL BE SHARING THAT SOON.
IF YOU ARE ABLE TO ATTEND IN PERSON, I'LL LET YOU KNOW A LITTLE BIT OF WHAT, WHAT THAT PROCESS LOOKS LIKE.
SO YOU'LL ARRIVE AND YOU'LL REGISTER ON SITE TO SPEAK.
THERE IS NO PRE-REGISTRATION OR ADVANCED REGISTRATION.
YOU'LL BE, UH, ACKNOWLEDGED TO SPEAK IN THE ORDER THAT YOU SIGN UP.
SO IT'S ESSENTIALLY, YOU WANNA ARRIVE A LITTLE EARLY.
UM, WE EXPECT THAT THE MEETING WILL PROBABLY START A LITTLE AFTER SEVEN, AND IT'LL BEGIN WITH A 30 MINUTE INFORMAL QUESTION AND ANSWER SESSION BETWEEN THE COMMUNITY, THE APPLICANT, AND THE T C E Q.
THIS IS THE COMMUNITY'S OPPORTUNITY TO ASK THE T C E Q AND THE APPLICANT REALLY ANYTHING.
UM, AND THEN THEY WILL BEGIN A FORMAL COMMENT PERIOD, AND THEY'LL CALL THE SPEAKERS IN THE ORDER THAT THEY, UH, SIGNED UP.
TYPICALLY, SPEAKERS ARE GIVEN THREE MINUTES, SIMILAR TO THE COUNCIL PROCEDURES HERE.
WHEN YOUR THREE MINUTES ARE UP, YOU'LL STOP SPEAKING.
UM, AND THOSE COMMENTS WILL BE WRITTEN INTO THE RECORD, AND THEN THEY WILL CLOSE THE PUBLIC HEARING AFTER EVERYONE HAS HAD THE OPPORTUNITY TO SPEAK.
YOU'LL NO LONGER BE ABLE TO SUBMIT PUBLIC COMMENTS ON THIS, ON THIS APPLICATION.
SO I URGE YOU, IF YOU WANNA SUBMIT THEM ONLINE, DO THAT BEFORE THE 17TH, AND WE'LL SEND OUT THE LINK AND THE INSTRUCTIONS.
IT'S VERY SIMPLE TO SUBMIT A COMMENT ON THIS PERMIT.
UH, THE OTHER THING THAT I WANTED TO MENTION IS THAT, UM, WE WILL HAVE, UH, THE, THE INFORMATION ABOUT THE BUS ROUTES AND TIMES FINALIZED TOMORROW, WE'LL BE SHARING THAT OUT AS WELL.
UH, SHARE THAT OUT SO THAT COMMUNITY MEMBERS KNOW IF THEY NEED A RIDE FROM PY, UM, TO COME DOWN THAT THEY'RE MORE THAN WELCOME, UH, TO DO THAT.
THEY WILL BE REQUIRED TO SIGN A LIABILITY WAIVER, UM, IF THEY WANNA RIDE WITH THE CITY.
UM, AND THEN AGAIN, WE'LL BE PICKING UP FROM CITY HALL.
SO ANYBODY WHO'S COMING FROM THE NORTH OR ANYBODY WHO'S ALREADY DOWNTOWN WHO SIMPLY JUST CANNOT PAY $20, UM, YOU'LL, YOU WILL EMAIL ERIN A DEAL AND SHE WILL GET YOU REGISTERED, UM, TO, TO RIDE COMMUNITY MEMBERS REGISTERED TO RIDE.
UH, AND I BELIEVE THAT THAT IS IT.
UM, OBVIOUSLY THIS IS AN IMPORTANT ISSUE.
WE WOULDN'T HAVE HAD IT ON THE AGENDA TWICE, UH, IF IT WASN'T.
AND SO, UH, WE WANNA SUPPORT THE JPI COMMUNITY.
UH, THERE'S ALREADY A NUMBER OF, OF, UH, SOURCES OF AIR QUALITY POLLUTION IN JPI.
UM, AND, AND THIS FACILITY CONTINUES TO MAKE A PROFIT OFF OF ILLEGALLY OPERATING WITHOUT A PERMIT, UM, IN THIS COMMUNITY.
SO WE DEFINITELY WANNA GET THEM INTO COMPLIANCE, UM, AND, UH, TO CEASE OPERATIONS UNTIL, UH, THE T C E Q DECIDES THAT THEY'RE GOING TO BE AUTHORIZED OR NOT.
UM, ANY QUESTIONS? SURE, IF I MAY, MR. EVANS? GO AHEAD.
UH, JUST, JUST HIGHLIGHTING THE FACT THAT THIS, CLEARLY, THIS IS AN ENVIRONMENTAL JUSTICE ISSUE FOR US.
IT'S, UH, OUR COMPLIANCE AIR COMPLIANCE TEAM.
THEY'RE THE TEAM THAT IDENTIFIED THE VIOLATIONS AT THIS FACILITY OPERATING WITHOUT A STANDARD BATCH BATCH PLAN PERMIT.
UM, THEY SHOULDN'T BE OPERATING WITHOUT, UM, A STANDARD BATCH PLAN PERMIT.
UM, OF COURSE, WE, YOU KNOW, SO WE CONDUCT THE INSPECTION, WE REFER TO T C E Q, UH, AND THEY TAKE THE ENFORCEMENT AFTER THAT.
AFTER THAT, UH, WE DON'T HAVE THE RES, WE DON'T HAVE THE AUTHORITY TO SHUT THEM DOWN OR ANYTHING LIKE THAT.
UM, BUT I JUST WANT TO JUST LEVEL SETTING, UH, WE UNDERSTAND THE IMPORTANCE OF THIS.
THE TWO VANS ARE TWO BUSES, TWO VANS.
OKAY? SO IF WE NEED TWO BUSES, JUST LET US KNOW NOW BECAUSE WE HAVE TWO VANS.
SO THAT'S A SIGNIFICANT REDUCTION OF PEOPLE.
UM, SO LET US KNOW IF WE NEED BUSES OR NOT.
UM, HAPPY TO SUPPORT, SO GLAD THAT WE CAN SUPPORT OUR RESIDENTS, UM, THAT ARE BEING, UH, OVERBURDENED BY AIR POLLUTION.
ALRIGHT, IF THERE'S NO OTHER COMMENTS OR QUESTIONS ON THIS ITEM, WE WILL MOVE INTO DISCUSSION.
UM, THIS IS COMMISSIONER WALLACE.
UM, WONDERING IF, UM, I CAN REQUEST, UH, INFORMATION FROM STAFF, YOU KNOW, TO GET IT SOMETIME LATER.
BUT, UM, THIS IS OBVIOUSLY, UH, ENVIRONMENTAL RACISM AND I'M, AND, AND CLASSISM.
SO IS THERE A WAY FOR THIS COMMISSION TO FIND OUT
[01:15:02]
IN OUR WEALTHIER AREAS OF TOWN, DO WE HAVE ANY BATCH PLANTS? CAN WE FIND OUT WHAT OTHER DISTRICTS THESE BATCH PLANTS ARE IN? SO WE DO HAVE A MAP.UH, WE CAN GET THAT MAP TO YOU.
WE HAVE A MAP OF ALL THE BATCH PLANTS IN THE CITY.
AND TO JUST PLAINLY ANSWER YOUR QUESTION, NO, THERE ARE NOT BATCH PLANTS IN NORTH DALLAS OR IN FAR NORTH DALLAS, OR IN HIGHLAND PARK, OR IN UNIVERSITY PARK, OR EVEN REALLY IN EAST DALLAS.
UH, THEY'RE CONCENTRATED LARGELY IN THE WEST AND IN THE SOUTH AND SOUTHERN PART OF OUR CITY.
ALRIGHT, MOVING ON TO DISCUSSION ITEM B, OUR MONTHLY SUBCOMMITTEE UPDATES.
AND WE ARE GOING TO START WITH ENVIRONMENTAL HEALTH.
IF YOU HAVE ANYTHING TO ADD TO YOUR PREVIOUS ITEM, UH, WE DO NOT HAVE ANYTHING TO ADD TO OUR PREVIOUS ITEM.
UM, WE WILL BE WAITING FOR OUR NEXT RECOMMENDATION WITH, UH, IN REGARDS TO, UH, BATCH PLANT BUFFER ZONES.
WE MET THIS WEEK TO DISCUSS, UM, ENVIRONMENTAL JUSTICE, BUDGET PRIORITIES, AS WELL AS AN UPDATE ON SOME OF THE ONGOING ISSUES THROUGHOUT THE CITY.
AND WE WELCOMED OUR NEW MEMBERS.
I WANTED TO LET ALL OF YOU KNOW THAT OUR, UH, COMMISSIONER, UH, CHARLIE DANKER HAS, UH, ACCEPTED A NEW POSITION AND HAS RESIGNED HIS POSITION WITH THE ENVIRONMENTAL COMMISSION.
SO WE THANK HIM FOR HIS WORK AND HIS DEDICATION ON A NUMBER OF ISSUES THAT HE WAS VERY, UH, ENTHUSIASTIC ABOUT ASSISTING, ESPECIALLY, UM, IN DISTRICT THREE WHERE WE HAVE HAD NO ENVIRONMENTAL COMMISSIONER.
SO, UH, THANKS TO CHARLIE FOR HIS SERVICE.
UH, AND I WANT TO SHARE THAT, UM, COMMISSIONER WALLACE HAS AGREED TO CHAIR OUR IMPLEMENTATION COMMITTEE.
UH, SO CHAIRWOMAN, IF YOU'D LIKE TO, UH, UPDATE US ON ANYTHING YOU GUYS HAVE BEEN WORKING ON.
UH, UH, I DO NOT HAVE AN UPDATE AND WE NEED TO HOLD A MEETING, SO THANK YOU.
ALRIGHT, WE'RE LOOKING FORWARD TO THAT.
ALRIGHT, FOR OUTREACH AND ENGAGEMENT, UH, WE, UH, WILL BE MEETING, UH, IN THE COMING WEEK.
UH, SO WATCH OUT FOR AN EMAIL ON THAT.
UM, WE DID GET SOME, UH, ORIENTATION, UH, FOR OUR NEW MEMBERS, UM, UNDERWAY.
AND SO NOW WE'RE ALL READY TO JUMP IN AND, UH, START WORKING.
AND, UM, MORE HANDS MAKE LIGHT WORK AS MY FRIEND REBECCA SAID.
STRATEGIC PARTNERSHIPS AND INNOVATION.
ANY UPDATE? THANK YOU, MADAM CHAIR.
OUR, UH, SUBCOMMITTEE MET ON JULY THE 10TH, UH, TO INTRODUCE SOME OF OUR NEW MEMBERS TO THE SUBCOMMITTEE.
UH, WE HAD A REALLY INTERESTING CONVERSATION GETTING TO KNOW EACH OTHER A LITTLE BIT BETTER, OUR BACKGROUNDS, OUR RELATIONSHIPS, AND OUR POINTS OF VIEW AND AREAS OF EXPERTISE.
WE LOOK FORWARD TO THE COMMISSION'S STRATEGIC PLANNING SESSION SO THAT WE HAVE A BETTER UNDERSTANDING OF WHAT COLLECTIVELY THE COMMISSION WANTS TO PRIORITIZE, AND THEN WE'LL IDENTIFY OUR NEXT, UH, PROJECT AND BIG EFFORT.
OUR MONTHLY DISTRICT UPDATES FROM COMMISSIONERS.
UM, I DO NOT HAVE ANY UPDATES PRESENTLY.
WE DID HAVE A, UM, A COMMUNITY MEETING, UM, LAST MONTH.
SO THANK YOU, UH, ERIN FOR COORDINATING THAT.
UM, AND FOR HAVING, UM, SUE ALVAREZ THERE, AS WELL AS TEXAS TREES FOUNDATION.
UM, AND, YOU KNOW, SO WE HAD ABOUT 20 IN ATTENDANCE FOR OUR FIRST COMMUNITY MEETING.
SO WE WERE, WE WERE EXCITED ABOUT THAT CONVERSATION AND LOOK FORWARD TO MORE OPPORTUNITIES.
AND THEN THERE'S A ALSO A COMMUNITY CLEANUP, UH, THIS SATURDAY AT KEY PARK.
SO IF ANYONE WANTS TO COME AND JOIN US BEFORE IT GETS HOT, UH, COME ON.
DISTRICT FIVE, NOTHING TO REPORT.
UM, NOTHING TO REPORT, JUST A HEADS UP.
SEPTEMBER 30TH, DISTRICT SIX AND NORTH DISTRICT SIX WILL BE HOSTING AND ORGANIZING A CLEANUP AT JOE'S CREEK, AT OVER LAKE PARK.
WELL, UM, I ATTENDED, UM, COMMISSIONER THOMPSON'S, UH, COMMUNITY MEETING AND GAVE HER SUPPORT.
I GOT A LOT OF, GOT TO MEET THE, UH, HAD A CHANCE TO MEET THE TEXAS TREE FOUNDATION THAT I WILL BE WORKING WITH NEXT WEEKEND.
[01:20:01]
THE THIRD THIRD OF THIS MONTH, WE'LL BE HAVING A MEETING WITH, UH, DOLPHIN HEIGHTS, UH, COMMUNITY TO IMPLEMENT THE, UH, TREES IN THEIR COMMUNITY.UH, WE WAS GONNA HAVE THE MEETING IN JULY, BUT TEXAS TREE FOUNDATION HAD SOMETHING ELSE.
SO WE MOVED IT TO THE THIRD SATURDAY OF THIS MONTH.
UH, I'VE BEEN WORKING ON TEXAS READY, TEXAS STORE READY NEXT JUNE, JULY FOR A WHILE, RIGHT? UH, REACHING OUT TO OUR POLITICAL LEADERS, UH, WORKING WITH NORTH TEXAS LEGAL AID, THAT'S REPRESENTING MY NONPROFIT, JOBY FREEMAN'S TOWN ASSOCIATION ON BEHALF OF THIS COMPLAINT.
AND, UH, WORKING WITH, UH, REPRESENTATIVE VENTING JONES IN HIS OFFICE TO MAKE SURE THAT HE CAN COME OUT ON THE 17TH TO HELP, UH, OPPOSE THIS, UH, ZONING.
UH, IT'S BEEN A SUMMERTIME, SO, YOU KNOW, I'VE STILL BEEN WORKING, BUT MOSTLY ON THE TEXAS STORE READY PROJECT, UH, PERMIT.
THANK YOU COMMISSIONER FOR THAT WORK.
AS FAR AS THE PUBLIC HEARING, I'VE BEEN DOING WHAT I CAN ON THAT, WORKING WITH, UH, THE COALITION FOR DISTRICT EIGHT, GIVING THEM, TRYING TO EDUCATE THEM.
AND THE TREE FOUNDATION, UH, I MET WITH THEM.
EACH DISTRICT WE WERE SUPPOSED TO MEET WITH THE TEXAS TREE FOUNDATION, AND I TURNED THAT OVER TO THE COALITION.
THEY DID MEET PRIVATELY WITH, UH, COUNCILMAN ATKINS.
AND THEN FROM THERE, COALITION, I MEAN, I TURNED IT OVER TO THEM.
THEY WILL BE SPEAKING AT THE COALITION IN SEPTEMBER.
IT'S TOO HOT TO PLANT ANYTHING.
ANYWAY, THE SECOND, UM, GROWING SEASON IS USUALLY OCTOBER.
SO THERE, BY THEN THEY WILL HAVE THE EDUCATION DONE.
AND JUST SO YOU KNOW, THE HEALTH DEPARTMENT SENT ME AN EMAIL.
THEY HAVE A, A SIMILAR PROGRAM, BUT IT'S FOR FRUIT TREES.
UM, AND YOU HEARD ABOUT THE HEAT INDEX.
UH, AIR QUALITY, I'M NOT GONNA DO, WE, WE'VE COVERED KIND OF EVERYTHING SINCE WE'VE BEEN TALKING.
UM, I WOULD LIKE YOU ALL TO KNOW THAT, THAT OUR CHURCH IS HAVING A FALL FESTIVAL AND AT THE FALL FESTIVAL IS SEPTEMBER 16TH, WHICH IS A SATURDAY.
UM, I'LL BE DOING A MEET THE COMMISSIONER 'CAUSE A LOT OF PEOPLE STILL DO NOT KNOW THIS COUNCIL EXISTS.
AND THEY DON'T KNOW WHAT I DO IN MY OWN CHURCH, A LOT OF 'EM.
SO I'M GONNA DO A MEET THE COMMISSIONER AND IF THEY CAN, IF THEY HAVE, IF THEY CAN, I WANTED TO HAVE, UM, GREEN JOBS AND OUR WHOLE HOME COME OUT AS WELL.
ALRIGHT, SO, UM, WELL, I WANNA CALL OUT SINCE WE DIDN'T HAVE A MEETING IN JULY.
THE PHENOMENAL EFFORT, UH, THAT THE CITY AND OUR, UM, PARTNERS WITH, UH, UH, URBAN AGRICULTURE, UH, JOI MAMA'S FARM AND COMMISSIONER GIRO ON THE JOI JUNETEENTH EVENT, WHICH WAS PHENOMENAL.
UH, THERE WAS FOOD AND MUSIC, AND I REALLY HOPE THAT WE GET TO DO THAT, UM, AGAIN NEXT YEAR.
UM, I PARTICIPATED IN, UM, A TRINITY RIVER CLEANUP, WHICH WAS SO, UM, IT WAS REALLY SPECIAL.
SO WE HAD, UH, A TRIBE OF NATIVE AMERICAN ELDERS COME OUT AND DO A BLESSING ON THE TRINITY.
AND WE DID A CLEANUP AND A RESTORATION THERE.
UM, I HOPE THAT THAT'S SOMETHING THAT WE GET TO DO AGAIN.
UH, PARTICIPATED IN A WEST DALLAS COMMUNITY MEETING.
THEY'RE DOING THEIR ONGOING EDUCATION, THEIR SUMMER EDUCATION SERIES THAT WAS, UM, REALLY WELL ATTENDED.
UM, AND, UH, OTHERS, UH, HAVE BEEN PLUGGED IN WITH, UH, THE ORGANIZATION FOR DOWN, WHO DOES FOOD RESCUE AND RECOVERY.
IF YOU'RE FREE ON SUNDAY MORNINGS, IT IS A WONDERFUL WAY TO SPEND YOUR SUNDAY MORNINGS.
THEY RECOVER FOOD FROM LOCAL GROCERY STORES AND THEY PACKAGE IT, UM, FOR FAMILIES, UM, IN NEED.
UM, IT'S CERTAINLY A WORTHY CAUSE.
SO IF YOU HAVE TIME, UM, I CAN GIVE YOU SOME INFORMATION ABOUT THAT.
UH, WE DID A RESTORATION OF THE SUNNY SOUTH DALLAS COMMUNITY GARDEN, WHICH WAS A REALLY NICE EFFORT.
SO WE CLEARED THOSE BEDS AND SOLARIZED, UH, THAT AREA TO GET IT READY FOR, UH, REPLANTING.
AND THERE'S SOME ONGOING EFFORT WITH O E Q SS STAFF RIGHT NOW TO DO SOME COMMUNITY ENGAGEMENT ABOUT WHAT COMMUNITY MEMBERS WOULD LIKE TO SEE, UM, FOR THAT COMMUNITY SPACE.
STILL WORKING ON THE CASA LINDA ISSUE, UM, TO HELP THEM RESOLVE THEIR, UM, EXCESSIVE TREE TRIMMING, UH, WITH ENCORE, UM,
AND THEN I WAS INFORMED RECENTLY OF ANOTHER ONGOING, UH, OR MAYBE UPCOMING DEVELOPMENT IN DISTRICT ONE IN OAKCLIFF, UM, BETWEEN FOURTH
[01:25:01]
AND FIFTH OFF OF LIKE BECKLEY AND ZANG, WHERE THE DEVELOPER IS PROPOSING TO CUT, I BELIEVE IT'S 20 MATURE TREES FROM THAT PROPERTY TO DO DEVELOPMENT.AND SO WE'LL DEFINITELY KEEP YOU POSTED ON, UM, THAT ZONING CASE AS IT COMES BEFORE, UH, THE CITY PLAN COMMISSION SO THAT WE CAN HAVE SOME, UM, SOME OPPORTUNITY TO PROVIDE INPUT ON THAT.
SURELY SOME OF THOSE MATURE TREES CAN BE SAVED AND INCORPORATED, UM, INTO THAT DEVELOPMENT.
UH, AND, UM, I BELIEVE THAT'S ALL I HAVE.
DISTRICT 10, SORRY, NOTHING TO REPORT YET FROM DISTRICT 10.
WE HAVE A NEW COUNCILWOMAN AT STEWART.
I HAVEN'T HAD A CHANCE TO MEET WITH HER, BUT I HOPE YOU THIS FRIDAY.
UH, TWO EVENTS THAT I WANTED TO MAKE THE COMMISSIONER AWARE OF, NUMBER ONE, UH, THIS HAPPENED LAST YEAR AND I TALKED TO PEOPLE ABOUT IT AND THEY SAID THEY WANTED TO KNOW ABOUT IT.
THAT HAPPENED AGAIN, WHICH IS THE NORTH DALLAS CHAMBER IS HOSTING THEIR BRIDGING THE DIVIDE BUS TOUR OF SOUTHERN DALLAS, UM, WHICH IS A GREAT EVENT.
IT HAS, I THINK, SIX OR EIGHT STOPS.
UM, IT WAS MY FIRST INTRODUCTION TO CHOPPY.
AND SO I TRULY, UH, IT'S A GREAT EVENT ON OCTOBER 11TH, AND NOT THIS FRIDAY, BUT THE FOLLOWING FRIDAY, PAUL BLACKMAN IS GOING TO BE HOST, UH, HOSTING A DISCUSSION ON THE DANGER OF FENTANYL, ALSO HOSTED BY THE NORTH SOUTH CHAMBER THAT I TALKED.
BOTH EVENTS MIGHT BE INTERESTING PEOPLE.
DO YOU WANT MORE INFORMATION? YOU
FIRST OF ALL, I WANNA ANNOUNCE ON A PERSONAL LEVEL THAT MY HOUSE HAS BEEN SOLAR FOR THE LAST THREE WEEKS NOW, AND IT'S, UH, COVERING EVEN IN THIS HEAT ABOUT, UH, BETWEEN 50 AND 60% OF MY UTILIZATION.
UM, UH, SECOND, UM, UH, TEMPLE SHALOM, UH, WHICH I'M A MEMBER OF, HAS RECEIVED A, UH, GRANT OF $75,000.
UH, WE'RE IN THE PROCESS OF EXPANDING OUR COMMUNITY GARDEN FROM, UH, 12 BEDS TO 60.
SO WE'RE GREATLY, AND WE'RE IN THE MIDDLE OF THE SOLARIZATION PROCESS RIGHT NOW, AND WE'RE, UH, TRYING TO GET A CHALLENGE FACING, UM, UH, US HAS BEEN TO GET THE WATER CONNECTED AT A PRICE WE CAN AFFORD.
UH, AND THEN, UM, UH, FINALLY WE HAVE MET WITH FOUR DOWN, AND I BELIEVE WE HAVE A DEAL TO INCLUDE THEM AS THE DISTRIBUTION CENTER FOR THE 13,000 POUNDS OF PRODUCE WE WERE PLANNING ON PRODUCING OUT OF THE GARDEN.
AND THAT'S PART OF A, UH, PLAN TO INVOLVE A NUMBER OF OTHER CONGREGATIONS IN AN ENVIRONMENTAL JUSTICE NORTH DALLAS KIND OF PROJECT.
REALLY KING OF GLORY, UH, CHRISTIAN, UH, CHAPEL, TEMPLE OF FAITH, UH, AND, UH, TEMPLE EMMANUEL, WHICH ARE, OR, UH, WHICH ARE ON BOARD IN, UH, EMMANUEL HAS ITS OWN GARDEN AS WELL.
SO WE ARE REALLY MOVING ALONG IN AN EFFORT TO, UH, TO MAKE THIS PART OF AN ENVIRONMENTAL JUSTICE.
AND WE'RE VERY, VERY GRATEFUL FOR THE SUPPORT WE'VE GOTTEN FROM THE CITY STAFF.
AND, UH, I REALLY, UH, ENJOYED, UH, MY TWO, MY TWO, UH, SORT CASE DOWN TO, TO, TO JPE, EVEN THOUGH IT WAS HOTTER THAN IT WAS REALLY HOT.
SO FIRST OF ALL, ALONG WITH SEVERAL OF THE OTHER COMMISSIONERS, I ATTENDED THE OPENING OF THE A I A RECEPTION OF THE, UH, CCAP, UM, PRESENTATION.
AND I THOUGHT IT WAS, UH, REALLY WONDERFULLY DONE.
AND I HOPE THAT EVERYBODY THAT DIDN'T HAVE A CHANCE TO ATTEND THAT NIGHT WILL, UH, HAVE A CHANCE TO VISIT.
AND I HOPE WE CAN FIND A WAY THROUGH OUR OUTREACH AND COMMUNITY ENGAGEMENT, UM, TO FIND A WAY TO USE THOSE, UH, MATERIALS ONCE THEY, UH, ONCE THAT, UM, UH, EXHIBIT IS FINISHED.
UM, AND THEN SECONDLY, I JUST WANNA GIVE AN EARLY HEADS UP TO AN EVENT THAT WILL HAPPEN ON THURSDAY, NOVEMBER 2ND AT BISHOP DUNN CATHOLIC SCHOOL, WHICH IS WHERE MY KIDS WENT TO SCHOOL.
AND COMMISSIONER ROBESON IS, UH, AN ALUM AND IT IS IN DISTRICT EIGHT.
AND THEY HOLD AN ANNUAL GEO FEST, UM, KIND OF THE WEEK LONG SERIES OF EVENTS FOCUSING ON STEM EDUCATION AND ALSO, UM, TEACHER PROFESSIONAL DEVELOPMENT AND ALWAYS HAS A KEYNOTE SPEAKER.
THEY'VE HAD VERY BIG LUMINARIES.
THEY'VE HAD JANE GOODALL, THEY'VE HAD MANY NATIONAL GEOGRAPHIC SPEAKERS, AND THIS YEAR THEY HAVE AN ENVIRONMENTAL JUSTICE FOCUSED SPEAKER.
AND SO WHEN I READ ABOUT THIS IN THE NEWSLETTER AND I SAW THAT,
[01:30:01]
I THOUGHT, WELL, HERE, COMMISSIONER IN THIS DISTRICT CAN COME AND INFORM THEM OF ALL THE THINGS THAT HAVE GONE ON IN THEIR DISTRICT, THAT IF WE DIDN'T HAVE A WAY TO KIND OF BRING THIS TO LIFE FOR PEOPLE LIVING IN THAT AREA TO KNOW WHAT WAS GOING ON AROUND THEM, THAT WOULD BE A REALLY BIG MISSED OPPORTUNITY.SO WE'RE TRYING TO GET, UM, CONNECTED TO THAT TO MAKE IT, YOU KNOW, MORE OF JUST, HEY, COME AND LISTEN TO WHAT'S, YOU KNOW, GOING ON NATIONALLY TO WHAT IS GOING ON, YOU KNOW, IN YOUR OWN BACKYARD IN A WAY TO REALLY GET THOSE STUDENTS INVOLVED BECAUSE THEY'RE THE ONES THAT ARE BEING IMPACTED BY THIS.
SO, UM, WE'LL STAY IN TOUCH WITH THAT GROUP AND I WOULD REALLY ENCOURAGE YOU, I, I HOPE I'LL SHARE THE INFORMATION WITH ERIN, UM, TO COME OUT AND SUPPORT IT 'CAUSE IT'S A REALLY GREAT CAUSE AND ALL OF THAT WILL HELP.
UM, IT'S A MINORITY, UH, OR MI MAJORITY MINORITY SCHOOL, AND SO THEY CAN REALLY USE ALL THE HELP THEY CAN GET.
WONDERFUL DISTRICT 15, UH, AMAZING UPDATE COMMISSIONER DAY.
I'D LOVE AN INVITATION TO JOIN THAT EVENT TOO.
AND THANKS FOR THE PLUG ON THE AMERICAN INSTITUTE OF ARCHITECTS, A I A DALLAS, UH, EXHIBITION.
AS COMMISSIONER DAY MENTIONED, IT WAS FOCUSED ON THE CCAP.
UH, THE TITLE OF THE EXHIBITION WAS SUSTAINABLE SUSTAINABILITY.
SU SUSTAINABILITY IS AT ATTAINABLE, ATTAINABLE SUSTAINABILITY, SOMETHING LIKE THAT IN SOME ORDER.
ANYWAYS, I'LL MAKE SURE ERIN HAS THE INFORMATION, UM, TO DISTRIBUTE TO ALL OF YOU THE HOURS OF THE EXHIBITION WHEN IT CLOSES, IT'S FREE.
UH, FEEL FREE TO BRING YOUR FRIENDS AND FAMILY AND COLLEAGUE.
UH, WE WERE VERY GRATEFUL I HAD A CONFLICT THAT EVENING OF THE 20TH, WHAT THE OPENING RECEPTION WAS.
SO I HEARD, UH, I'D MADE IT FOR THE LAST 30 MINUTES OR SO, BUT I HEARD A COUNCIL MEMBER SHOWED UP AND MANY OF YOU WERE THERE.
UM, AND SO, UH, JUST REALLY EXCITING TO SEE ALL OF THAT WORK HAPPENING AND TO BE ABLE TO COMMUNICATE IT IN A WAY GRAPHICALLY AND THROUGH EXHIBITION ITEMS THAT YOU CAN TOUCH AND UNDERSTAND HOW THIS APPLIES TO YOUR LIFE, AND HOW YOU AS AN INDIVIDUAL CITIZEN CAN TAKE ACTION.
SO I'LL MAKE SURE THAT ALL OF YOU HAVE THAT INFORMATION IN YOUR INBOX,
SO THANK YOU SO MUCH FOR PUTTING THAT, UM, BUG IN THEIR EAR.
THAT WAS A GREAT, GREAT EXHIBITION.
UH, I HOPE YOU'LL ALL FORGIVE ME FOR ADDING ONE MORE, UM, ITEM TO YOUR CALENDARS POTENTIALLY.
UM, DISTRICT NINE, UH, WE'RE GONNA HAVE A CLEANUP NEAR WHITE ROCK LAKE.
IT'S ONE OF THE CREEKS THAT FEEDS INTO WHITE ROCK LAKE.
UM, AND AS YOU KNOW, WHEN IT RAINS AND STORM WATER, UH, CARRIES THINGS FROM THE NEIGHBORHOODS INTO THE CREEKS, IT ULTIMATELY ENDS UP IN THE LAKE.
UM, SO ON, UH, AUGUST 26TH AT EIGHT IN THE MORNING, WE'LL DO A CLEANUP AND I'LL SEND THAT INFO OUT TO ERIN.
ALRIGHT, ANY OF OUR TECHNICAL ADVISORS HAVE ANY UPDATES? ENVIRONMENTAL HEALTH COMMITTEE MEMBERS, ANYONE Y'ALL ARE TRYING TO GET OUT OF HERE? CATHERINE
DID I HEAR RITA? YEAH, GO AHEAD, CATHERINE.
I JUST WANT TO, UH, GIVE ALL OUR COMMISSIONERS AND OUR SUBCOMMITTEE MEMBERS A HEADS UP THAT WE ARE IN BUDGET SEASON FOR THE CITY OF DALLAS.
AND, UH, THE FIRST TOWN HALL STARTS TH THIS THURSDAY.
THERE ARE SEVERAL MEETINGS NEXT WEEK, AND THEY END ON THE 24TH.
UH, SOME OF THE MEETINGS HAVE SEVERAL COUNCIL MEMBERS IN A MEETING.
SOME OF THEM ARE VIRTUAL, SOME OF THEM ARE TELEPHONE ONLY.
SO, UH, IF YOU WANNA VOICE YOUR SUPPORT FOR ENVIRONMENTAL EFFORTS, HERE'S YOUR CHANCE DIRECTLY TO COUNCIL MEMBERS.
UM, AND I ENCOURAGE YOU TO DO SO.
UH, I ALSO JUST WANT TO MENTION THAT, UM, IF ANYONE'S INTERESTED IN COMMENT COMMENTING ON, ON FEDERAL FMSA PIPELINE RULES, UH, I'M WORKING ON THAT.
THE CLOSING FOR THAT IS THE 16TH.
AND RECENTLY THE E P A HAD A COMMENT PERIOD ON, UH, LOWERING EMISSIONS FOR COAL-FIRE POWER PLANTS.
UM, THOSE OF US THAT HAVE WORKED AIR KNOW THAT, UH, COAL PLANTS AS FAR AS MARTIN LAKE OUT EAST OF US AFFECTS OUR AIR QUALITY.
AND THAT PLANT IS STILL OPERATING, UH, THAT WAS PRECEDED BY, UH, E P A HEARING ON NEW COAL ASH RULES.
AND COAL ASH HAS BEEN A BIG PROBLEM AS RESIDUE FROM THESE COAL PLANTS STORED IN, UH, NEIGHBORING PONDS AFFECTING GROUNDWATER.
[01:35:01]
I JUST WANTED TO MENTION THOSE ARE SOME OF THE THINGS GOING ON, UM, BOTH HERE WITH OUR TOWN HALLS AND WITH SOME OF THE COMMENTS, UM, THAT E P A HAS PUT OUT FOR RULES.IF THERE'S NOTHING ELSE, WE'LL MOVE ON TO OUR, UH, ITEM D UPCOMING MEETINGS.
MANY OF YOU MAY HAVE HEARD, BUT IF YOU DON'T KNOW, THE COUNCIL COMMITTEE FORMERLY CALLED ENVIRONMENT AND SUSTAINABILITY IS NOW THE PARKS, TRAILS AND ENVIRONMENT COMMITTEE.
UH, IT IS TENTATIVELY SCHEDULED TO MEET ON TUESDAY, SEPTEMBER 5TH, NORMALLY MONDAY, THAT MONDAY'S LABOR DAY.
SO NOTE THE, THE DATE DIFFERENCE THERE.
9:00 AM UH, AND OUR NEXT MEETING OF THE ENVIRONMENTAL COMMISSION, AGAIN, WEDNESDAY, SEPTEMBER 13TH AT FIVE 30.
ALRIGHT, THAT CONCLUDES OUR BUSINESS TODAY.
SO I WILL TAKE A MOTION TO ADJOURN.
UH, CHAIR, IT'S COMMISSIONER WALLACE.
UM, I JUST WANTED TO, AND I WILL SEND THIS INFORMATION TO ERIN, BUT IF YOU ALL WANT TO PUT ON YOUR CALENDARS, SAVE THE DATE FOR THURSDAY, SEPTEMBER 21ST FROM FIVE TO SEVEN.
UM, GREEN COORS, TEXAS IS HAVING, UM, A RIBBON CUTTING THAT EVENING.
THAT'S THE NONPROFIT THAT I FOUNDED SEVERAL YEARS AGO.
AND WE, UM, IF YOU'RE INTERESTED IN SEEING AN EXAMPLE OF A MICROGRID, UH, OUR STUDENTS HAVE LAID, UM, THE SOLAR INSTALLATIONS AND, UH, WE'LL BE HELPING TO INSTALL THE BATTERIES WITHIN THE NEXT MONTH.
UM, SO I'LL SEND THAT INFORMATION, UM, TO ERIN.
I WOULD VERY MUCH LIKE TO SEE THAT.
ALRIGHT, NOW WE ARE GOING TO TAKE THAT MOTION TO ADJOURN.
ANY OPPOSED? WE ARE HEREBY ADJOURNED.
