[00:01:04]
THAT MAKES WAY WORSE SENSE.I MEAN, WE DON'T HAVE, WELL, YOU KNOW, SUPPOSED TO, OUR NEXT MEETING IS THE LAST ONE, SO, UM, BUT I DON'T REMEMBER.
THEY ADDED LIKE 17 MEETINGS FROM SCHEDULE, LIKE 10 BETWEEN NOW AND LIKE YEAH.
LIKE I DON'T THE NEXT TWO MONTHS, LIKE EVERY MEETING THURSDAY WITH THE TASK FORCE.
SO I DON'T KNOW, MAYBE WE CAN SQUEEZE IN ANOTHER SUBCOMMITTEE.
WELL IF WE RUN LONG HERE, THEN MAYBE THE NEXT MEETING ON THIS ONE AND THEN TOGETHER HOW WE WANNA FRAME IT.
[00:07:33]
SO I TOLD HER IT OUT.[00:10:48]
OH, YOU NEED A SEAT? MY DESK.A COPY OF THAT I SHARED WITH THE EARLIER I'M START TO SEE THE VALUE.
[2024 Bond Task Force Economic Development on August 15, 2023. ]
TODAY IS TUESDAY, AUGUST 15TH, 2023, 6:08 PM WELCOME TO OUR ECONOMIC DEVELOPMENT, HOUSING AND SOLUTION MEETING.UM, THIS MEETING IS BEING RECORDED.
WE MAY HAVE SOME SECURITY MEMBERS ONLINE, THEREFORE I'LL ASK ALL SPEAKERS.
PLEASE MAKE SURE THAT YOU SPEAK INTO THE, UH, THE MICROPHONE RIGHT HERE.
UH, I, COUPLE MORE QUICK ANNOUNCEMENTS BEFORE WE GET STARTED.
UH, UH, AS THE, THE SUBCOMMITTEE KNOWS, THERE ARE, UH, SEVERAL CATALYST PROJECTS THAT WE'VE LOOKED AT IN OUR ECONOMIC DEVELOPMENT SILO.
AND I KNOW THAT SOME OF THESE PROJECTS HAVE REACHED OUT TO ME AND OTHER SUBCOMMITTEE MEMBERS, BUT I BELIEVE NOT ALL.
AND SO IN AN ATTEMPT TO HAVE, UH, ALL THE INFORMATION SHARED AMONG ALL SEVERAL MEMBERS AND HAVE TRANSPARENCY, I HAVE INVITED THESE PROJECTS TO COME AND PRESENT, UH, FOR US TONIGHT.
SO JUST A COUPLE OF QUICK RULES.
UH, ALL, ALL SPEAKERS, UH, FOR EACH PROJECT WILL RECEIVE FIVE MINUTES TOTAL AND ONLY FIVE MINUTES.
AND, UH, AFTER THAT WE'LL GO TO A Q AND A FROM THE SUBCOMMITTEE MEMBERS.
SO EACH PROJECT ORDER, WE'LL RECEIVE THE EXACT AMOUNT OF TIME.
UH, WE'RE GONNA START OFF WITH, UH, THE SUMMIT GATEWAY PARK.
UM, SO I'M ANSWER QUESTIONS LATER.
WE ARE BUILDING SEVEN GATEWAY PARK, NEXT GREATEST PARK IN DALLAS.
[00:15:03]
AND OF COURSE, UM, I'D LIKE TO START SLIDE.UM, YOU KNOW, WHEN THE
BUT WE HAVE THIS OPPORTUNITY TO REALLY CONNECT NEIGHBORHOOD, UM, BUILD ON, UM, HAVE IN OUR AFFAIRS PARK THIS, UM, PARK AND, UM, MY FAMILY, UM, ROOTS IN THE AREA.
SO THIS IS A VERY PERSONAL PROJECT FOR ME, BUT OUR GOAL IS TO THIS PARK NOT ONLY BEAUTIFUL COMMUNITY, BUT ALSO WE REALLY OPPORTUNITY THAT WE
OF COURSE, IT'S SLIGHTLY DIFFERENT.
UM, CONTEXT IS MORE OF A COMMERCIAL, UM,
UM, SO WE'RE BUILDING A PROJECT IN TWO CASES AND WHEN IT'S COMPLETE, IT WILL BE ABOUT A LITTLE OVER FIVE, WHICH TO BE THE REFERENCE POINT IS ABOUT THE SAME SIZE, BUT WE ARE BUILDING IN TWO CASES.
SO THE FIRST PHASE IS WHAT WE ARE CURRENTLY WORKING ON.
IT'S UM, CURRENTLY UNDER CONSTRUCTION.
OUR PLAN IS TO ACTUALLY BUILD UP FROM THE BRIDGE THAT'S CURRENTLY THERE THIS FALL.
AND THEN, UM, WE'RE WORKING TO ALSO IDENTIFY SUPPORT TO COMPLETE THE SECOND PHASE.
MY, UM, BIG PERIOD I BASIC TO HAVE THIS ENTIRE TIME 2020.
SO, UM, IT'LL BE AMBITIOUS, BUT THAT'S OUR OPEN GOAL.
SO TO GIVE YOU AN IDEA OF PROJECT FUNDING AND COST IS ABOUT 80 MILLION PROJECT, AGAIN, HISTORIC INVESTMENT IN THIS COMMUNITY.
UM, IN, UM, AND SO ON THE FIRST PHASE WE HAD A 40 MILLION COMMITMENT FROM NORTH
AND, UM, WE AS THE FOUNDATION FOUNDATION THAT I ARE RAISING THE $35 MILLION FOR THE MENUS ON TOP AND WE'VE RAISED ABOUT 25 MILLION, 35.
SO WHERE OUR GOAL IS TO GO AHEAD AND GET CONSTRUCTION STARTED THIS FALL USING THE 25 MILLION WITH A
AND THEN ON THE SECOND PHASE IS 97 MILLION.
THE INFRASTRUCTURE IS MORE BRIDGE TO ITS OVER THE IN AND THAT REQUIRES QUITE SIGNIFICANT FIBER SAFETY EQUIPMENT.
YOU'RE FAMILIAR WITH FIVE AND THERE'S FIRE AND THAT'S REPORT, UM, FOR ALREADY, UM, TO THE DESIGN ENGINEERING
UM, THIS IS TIMELINE TO BEGIN OUR GOAL ON THE FIRST PHASE IS TO GO OVER CONSTRUCTION THIS FALL.
WE COMPLETION BY END OF NEXT YEAR AND THEN SIMULTANEOUSLY AS I INFRASTRUCTURE ON THE SECOND GOING, AND AGAIN SECOND NEXT SLIDE.
UM, WE HAVE HAD A LOT OF COMMUNITY TO THE NEXT.
UM, AND SO WE REALLY DID DESIGN PURPOSE, DOING A TIME VALUE OF COMMUNITY MEMBERS AND DEVELOP WHAT WE CALL OUR
HOW DO WE USE PART REFLECT
WE KNOW THAT THIS PART REALLY CAN BE A CATALYST FOR LOT ECONOMIC OPPORTUNITY, COMMUNITY INTENT THAT LOOKS LIKE HOW WE PARTNERS WITH LOCAL BUSINESS, ET CETERA.
THAT NEXT SLIDE, UM, TRANSFORMING OUR NEXT SLIDE.
HERE'S FIRST, FIRST PHASE OF THE FOUR GRAND, SECOND PHASE.
WE DID, UH, ECONOMIC IMPACT ANALYSIS WITH SCHOOL OF BUSINESS HERE.
WE WERE WILLING TO HAVE SUPPORT US IN THAT EFFORT.
THEY ESTIMATED CONSERVATIVELY $1 BILLION ECONOMIC IMPACT THAT THE FIRST FIVE YEARS FROM JUST THE BASED ON PROGRESS
OF COURSE WITH THE SYNERGY SITE, WE ANTICIPATE HAVING, YOU KNOW, QUITE SIGNIFICANT ATTENDANCE
[00:20:01]
TO THE END.AND NICK, THE VERY LAST SLIDE PERSON WE'VE SEEN ALREADY, BEFORE WE TALK ABOUT THAT QUESTIONS, OUR EFFORTS TO MITIGATE VERY IMPORTANT TO US.
WE CAN TALK ABOUT THAT KIND OF QUESTION GOING A AND THEN JUST OUR BOND REQUEST, THE NEXT SLIDE, UM, WE, WE'VE REQUESTED 25 MILLION FROM IN THE, IN THIS UPCOMING BOND.
UM, YOU MIGHT WANNA QUESTIONS? YEAH, SO HOW WOULD YOU USE THAT? BECAUSE CLEARLY WHERE ECONOMIC DEVELOPMENT, HOUSING, HOMELESSNESS, SO A LOT OF THAT SORT OF COMES TOGETHER AGAIN.
SO THE DISTINGUISH BETWEEN ECONOMIC DEVELOPMENT DOLLARS, SO WE'RE NOT HOUSING DOLLARS.
UM, WE ARE WORKING DEPARTMENT ON SPACE, BUT OBVIOUSLY WITH THE EXCELLENT OF A MILLION DOLLAR IMPACT, YOU KNOW, THE, THE ENTIRE PROJECT IS AN ECONOMIC OPPORTUNITY.
SO, UM, SPECIFICALLY THOSE FUNDS GO TO SOME OF THE INFRASTRUCTURE, SOME OF THE AMENITIES THAT WE HAVE, PROGRAMS AND PLAN THAT WILL SORT OF DRIVE DEVELOPMENT.
SO FOR INSTANCE, WE'VE GOT A STRUCTURE
SO IT'S THE BREAKDOWN BETWEEN, UM, THIS GROUP, THIS TASK FORCE AND UH, ARTISTS WE HAVE BEEN ASKED TO PROVIDE.
SO I CERTAINLY, YOU KNOW, 2017, HOW MUCH DID ECONOMIC GROUP CONTRIBUTE TO THAT? 17, I CAN'T REMEMBER MYSELF.
YEAH, I QUESTION MY UNDERSTANDING.
THANK YOU VERY MUCH MS. FOUNDATION BOARD ENVIRON, WE WOULD VERY MUCH LIKE TO GIVE CONSTRAINTS.
JUST MAKE SURE THAT YOU REALLY UNDERSTAND AND IT'S A PUBLIC PARTNERSHIP BETWEEN THE CITY OF DALLAS.
WE HAVE TWO PARTNER CITY AND AS WELL AS THE, UM, PARKS AND REC DEPARTMENT.
UM, WE'VE BEEN WORKING ON THIS PROJECT SINCE THE, UM, 13 CITY DALLAS, UM, COMPETITION CALLED COMPETITION REALLY ABOUT HOW ABOUT WATER DOWNTOWN WORKING SINCE THEN.
WE LET THAT LOGO, LOGO ITSELF, IT SHOULD, IT SHOULD BE ON THE FIRST SLIDE, ANOTHER TAB.
SO WE'VE BEEN DOING A LOT OF DUE DILIGENCE RELATED TO WHAT WE CAN DO.
AND FIVE 30, UM, JUST TO SEE IF THIS WAS MAKING VIABLE
[00:25:01]
MEDIATED WATERWAY.SO WE GOT, UM, WAITING THAT, UM, SO WE GRANT FROM TO SAY, YES, IT IS THE VIABLE.
ONCE THAT HAPPENED, WE CAME, YOU ALL WOULD INTERESTED IN NEW SPACE OUT THIS AREA, THE SAID FOUNDATION.
UM, SO WHAT WE'VE BEEN DOING THEN IS THAT VERY STRONG DUE DILIGENCE IS NECESSARY TO MESS WITH OR TO TRY AND MAKE THE WATER BETTER IN, UH, IN WATERWAY.
UM, WE HAVE, WE'RE COMING TO NOW IS WHAT WE KNOW ABOUT WATER IN TEXAS AND ACROSS THE GLOBE RIGHT NOW IS THAT CITIES HAVE ALWAYS BEEN ON THE BANKS CENTER RIVER.
THEY'VE ALWAYS REQUIRED WATER TO BE VIABLE.
EVERYTHING THAT WE DO IN TEXAS AND IN DALLAS HAS TO DO WITH THEIRS CONNECTED TO WATER.
UM, AS OUR POPULATION GROWS, AND NOT JUST IN THE CITY OF DALLAS BUT WITHIN ALL THE SOUTHERN.
AND WE KNOW THAT EVERY NEW DEVELOPMENT, EVERY BRANCH THAT TURNS INTO 2000 HOMES CREATES A WATER INFRASTRUCTURE, EITHER ISSUE OR SOLUTIONS.
UM, SO AS SOME OF YOU KNOW, THE PLACE WHERES IS NO LONGER THE SAME PLACE ONCE AND ALL OF THAT DOWN INTO OUR IN FOR A SECOND.
THANK YOU ALL THESE, YOU ALL THIS PROJECT
REPLACE FILTERS, HUNDREDS OF MILLIONS OF GALLONS OF INNOVATION ALWAYS.
THIS PROJECT WANTS YOUR HONOR, SIR.
PERFECT TIMING FOR I THINK, UH,
I'LL MAKE SURE THAT RECEIVE THE LINK AND QUESTIONS.
AND I THINK WHAT IS HE ASKING? MATH IS 15, RECOGNIZING THAT WHAT WE NEED TO DO TO HELP PROMOTE, CREATE INFRASTRUCTURE AS WELL AS EDUCATE ABOUT, UM, MERITS THAT WHAT PREVENTION OF FUTURE FLOOD CONTROL ATION THAT'S COMPLETELY SEPARATE FROM NESS OF THE PARK CONNECTIVITY BETWEEN THIS AMAZING DOWNTOWN AREA AND THAT THIS, THAT HOW WE
UM, CAN YOU TELL ME AGAIN THE BOUNDARIES OF THIS PROJECT? CIVIL GO FROM I TO THE, IS THAT RIGHT? WHICH IS RIGHT SOUTH.
AND THE OTHER ONE BASICALLY WE TAKE BETWEEN AND THE, THE SOUTH POND IS NORTH POND DIRECTLY ACROSS THE STREET
[00:30:06]
AND THEN, UM, WE SIDE YOU CAN ACTUALLY SEE
UM, WE ARE WORKING ON THE FINAL TERM SHEET DEVELOPMENT FREQUENCY AND WE'LL ARE IN THE PROCESS OF THE APPLICATION FOR THE ARMY CORPS ENGINEER BECAUSE EVENTS WILL ALWAYS BE FLOOD CONTROL OR IT'S ANYTHING ELSE.
WE NEED THEIR PERMISSION, WHICH WE ANTICIPATE GETTING NEXT SUMMER.
AND THEN AS SOON AS WE HAVE THAT THERE'LL GROUNDBREAKING AND THE FIRST PHASE OF PROBABLY MORE POND FOUR MONTHS AND AFTER THAT, THE SECOND POND AS WELL AS ADDITIONAL BREACH.
YOU'RE ASKING FOR 15 MILLION FOR THE INFRASTRUCTURE OF YOUR, YOUR REQUEST, CORRECT? I'M NOT SURE.
WELL YOU ASKING FOR 15 MILLION? YES.
AND HELP ME, UM, UNDERSTAND HOW THE 15 MILLION ABSOLUTELY IN THE SAME IN THE CITY
IT ALSO IS ADJACENT TO WHERE OTHER DEVELOPMENT WILL BE HAPPENING.
UM, WHERE AND JUST, UM, THERE IS UM, SO ALL THOSE THINGS ARE THERE.
WHAT WE'RE ASKING FOR DEVELOPMENT REALLY IN SOME WAYS IS REALLY CLOSE TO THAT AS WELL AS WHAT IT SAVES THE CITY IN THE FUTURE.
UM, WATER PROJECT, UM, PARK EXAMPLE, WE'LL TAKE THIS EXAMPLE, WE'LL LEARN FROM THIS BASED SOLUTION, WHICH IS CONSTRUCTED IS TO DOWNTOWN AREA.
AND WE'LL APPLY THAT TO ALL, UM, YOU KNOW, THERE BE LEARNINGS FOR OTHER MUNICIPALITIES.
WE POSTED THOSE OFF ALL OF THOSE
UM, 'CAUSE AS OUR FRIEND HARVARD HAS SAID, NO ONE ELSE IS DOING THIS IN, THERE'S DOWNTOWN YOU COMMENTS.
SO THE IS RELATED TO THAT KIND OF PEOPLE TO COME TO DALLAS TO SEE HOW WE'RE THIS COMMUNICATION AS WELL AS NATURAL IN THAT IN THE LAST 12 YEARS, WE'VE ABILITY, IN 10 YEARS WE'VE MORE PEOPLE THE FUTURE THE CITY.
PLEASE ASK ONE MORE QUESTION OR WHAT THE CONTEXT BEING THAT, UM, YOU BOTH MENTIONED A COUPLE OF TIMES THAT THIS WAS PRIMARILY FLIGHT CONTROL.
SO THAT 15 MILLION, HOW MUCH IS HOW MUCH YOU'RE ASKING FROM BOOK AND ANY OTHER, UH, SECTIONS? YEAH, NOT FROM CONTROL.
[00:35:04]
IS CURRENTLY A PLACE OF FLOOD WATERS, EXCESS FLOOD WATERS TO OUT DOWNTOWN INTO THE WE THE SAME FLOOD.SO THE BEAUTIFUL PUBLIC AND 30% PROBABLY OF THE INTENTIONAL PROJECTS IS RELATED TO MOVING DIRT BECAUSE IT IS AN INDUSTRIAL AREA AND YOU HAVE TO DO A LOT OF REMEDIATION TO MAKE SURE IT'S ALL THE
OUR NEXT PROJECT IS U N T DALLAS.
UH, NAME IS BOB PRESIDENT ON CAMPUS LOCATED, I THINK MOSTLY, MOST MUCH BEEN THE LAST FEW YEARS ABOUT UT DALLAS BEING THE OFFICE CENTER OF DEVELOPMENT, UH, IN SOUTHEAST UH, DALLAS.
IT'S GRATIFYING TO ME TO SEE MUCH NEEDED UTILITIES BEING INSTALLED IN DEVELOPED AREAS WEST AND SOUTHEAST OF OUR GROWING CAMPUS FOOTPRINT, SETTING THE STATES FOR NEEDED HIGH QUALITY DEVELOPMENT.
I'M ALSO ENCOURAGED BY THE CITY PROVIDE ECONOMIC DEVELOPMENT INCENTIVE POLICY AND ITS COMMITMENT TO EQUITABLE ECONOMIC DEVELOPMENT GOALS IN HISTORICALLY UNDERSERVED AREAS WITH SIGNIFICANT INFRASTRUCTURE NEEDS.
CERTAINLY DISTRICT A WHERE U T DALLAS RESIDES IS A GOOD EXAMPLE OF THIS ACT.
AS ARE SEVERAL OTHER COUNCIL DISTRICTS, WE HAVE DONE OUR PART AND INVESTED HELL OF IN INFRASTRUCTURE ON OUR CAMPUS AND OUR DOWNTOWN DALLAS LAW SCHOOL.
IN A FEW WEEKS, WE WILL BREAK AROUND A HUNDRED MILLION DOLLAR STEM BILL THAT WILL BE TRANSFORMATIONAL FOR OUR URBAN DALLAS STUDENTS WHO ATTENDED THIS WHILE AT THE SAME TIME HELPING FILL CRITICAL HEALTHCARE INDUSTRY EMPLOYMENT NEEDS.
THIS BUILDING GOES ONLINE IN 20 25, 26.
UT DALLAS ALSO HAS SHOWN WAY IN LEADING ALL OF TEXAS FOUR YEAR HIGHER EDUCATION IN PERCENTAGE OF CONTRACTS LEFT, LIMITED AND MINORITY OWNED FIRMS. FIRST FROM ALL THREE SEVEN PUBLIC.
AND THIRD, WERE ALL 2 7 7 TEXAS AGENCIES.
WE ALSO ARE NOW ONE OF THE BIGGEST EMPLOYER IN SOUTHERN DALLAS WITH ONLY 600 EMPLOYEE.
MOST OF OUR STUDENTS COME FROM THE CITY OF DALLAS AND MOST OF OUR 1100 GRADUATES THIS YEAR WILL STAY IN NORTH TEXAS.
U N C DALLAS IS MORE THAN A UNIVERSITY.
WE ARE, WE JUST WELCOMED OUR LATEST EARLY COLLEGE HIGH SCHOOL STUDENTS FROM SIZED S B D TO VARIOUS PATHWAYS AT OUR SCHOOL FOR CRIMINAL JUSTICE EDUCATION, PUBLIC HEALTH AND BUSINESS.
THE LAST FOUR YEARS WE HAVE ADVOCAT FOR NEW LAW ENFORCEMENT TRAINING CENTER TO REPLACE THE CITY'S BROKEN DOWN INTERIM POLICE TRAINING ACADEMY.
ANY WE HAVE TO, WE'VE BEEN PROUD TO HELP LEAD THIS EFFORT AND RAISE COMMUNITY AWARENESS AND SUPPORT CITY STAFF'S REQUEST OF THIS ACADEMY.
THE EXTENSION OF THE BRANDING CREEK TRAIL THAT RUNS THROUGH OUR CAMPUS FOR ABOUT A MILE AND A HALF IS ANOTHER GREAT EXAMPLE, A PARTNERSHIP BETWEEN THE CITY AND OUR CAMPUS AND, YOU KNOW, WHO'S BENEFITING AREA RESIDENTS WHO USE THIS TRAIL IN GROWING NUMBERS, MUCH MORE SO THAN ON CAMPUS POPULATION.
WE ARE NOW WORKING WITH THE CITY AND
[00:40:01]
OTHER PARTNERS TO HELP US BUILD COMMUNITY FIELDS.OUR CAMPUS, BOTH FOR OUR STUDENTS AND ALSO FOR OUR NEIGHBORS.
LIKE THE TRAIL THESE FIELDS WILL ENCOURAGE FOR BENEFIT FOR DISTRICT REPRESENTATIVE, FOR RESIDENTS.
ALL IN CONCLUSION, WE WILL PARTNERSHIP BETWEEN THE CITY OF DALLAS AND IT'S ONLY FOUR YEAR PUBLIC UNIVERSITY.
GREATLY INCREASED ECONOMIC DEVELOPMENT IN SOUTHERN DALLAS, IMPROVED HEALTHCARE OUTCOMES AND BENEFIT EDUCATION.
YOU MENTIONED, UH,
WHAT KIND OF MAJOR COURSES WOULD Y'ALL LIKE, UH, LET'S SAY DEGREE PROGRAMS YOU WOULD HAVE HEALTHCARE, LIKE NURSING, PHARMACY, UH, STUFF LIKE THAT YOU'RE STRIVING FOR OR JUST HEALTHCARE ADMINISTRATION? UH, YEAH.
WE'RE ALREADY, UH, OUR, OUR PROVOST, UM, WHO'S THE FIRST AFRICAN AMERICAN, A PHD IN BIOCHEMISTRY CURRENTLY HAS BEEN BUILDING UP OUR, UH, HEALTHCARE TRAINING PROGRAMS AT THE UNIVERSITY.
WE'RE SENDING STUDENTS TO, UH, MEDICAL SCHOOL NOW, UH, UH, DENTAL SCHOOL, OTHER HEALTHCARE PROGRAMS. SO WE, WE, WE HAVE MAJOR IN BIOLOGY, OTHERS, AND THAT'S GONNA GROW.
THIS IS NOT RESEARCH, THIS IS A TRAINING WORKING CLOSELY WITH HEALTHCARE INSTITUTIONS IN OUR AREA COMMUNITIES INTO THE HEALTHCARE INDUSTRY.
IT IS A TRAINING FACILITY, NOT RESEARCH.
IS THAT SOMETHING Y'ALL MIGHT CONSIDER DOWN THE ROAD? BEING IN HEALTHCARE MYSELF FOR THE PAST COUPLE YEARS, I FAR FROM 21 YEARS OF OPERATING VISOR.
AND ONE THING ABOUT HERE IN DALLAS, THERE'S NO WORK FOR A PERSON TO GO BECOME A REGISTERED NURSE BESIDES A COMMUNITY COLLEGE.
AND THEN YOU CAN'T REALLY TWO YEAR DEGREE IN NURSING, SO DO THAT AND RESPIRATORY TO, UH, ECHOCARDIO.
IT'S JUST NOWHERE HERE IN DALLAS.
BUT THAT, SO IT MIGHT BE SOMETHING YOU CONSIDER AT OUR HEALTHCARE, UH, CENTER.
WE STARTING A NURSING PROGRAM.
YEAH, WE'RE RECRUITING STUDENTS FOR THE FIRST TWO YEARS.
WE'RE ALREADY TALKING WITH CHAR SUPPLY VERSUS THROUGH THIS PARTNERSHIP.
SO ANY IDEAS WE'RE PARTNER WITH HEALTHCARE APPRECIATE.
UM, PRESIDENT, THANK YOU FOR COMING.
UH, I HAVE A COUPLE QUESTIONS.
FIRST QUESTION IS TO ASK HOW MUCH TOLLING ARE YOU ASKING AND THEN HOW MUCH CAN YOU BREAK THAT OUT FOR YOUR LAW ENFORCEMENT TRAINING FACILITY OPPOSED TO THE PIECE? SO THE CITY STAFF IS ASKING FOR THE, UH, MONEY FOR THE NOT.
WE'RE SUPPORTING IT BECAUSE, UH, THEY CAMPUS TO VISIT THE OTHER DAY ASIDE, UH, CAMPUS FOR THE TRAINING ACADEMY.
UM, SO, YOU KNOW, WE'RE READY TO GO.
UH, AND THE STATE IS SET ASIDE $20 MILLION.
UH, THE CITY, UH, WORKFORCE ARE, IS OUR, ALONG WITH JENNIFER
SO IT'S REALLY A COMBINATION OF, UH, WE'VE BEEN WITH THEM EVERY TWO WEEKS, UH, OF TRACK WORK FOR THE LAST TWO AND A HALF YEARS.
SO IT IS A STATE CITY PRIVATE
UH, WE ALSO HAVE NSURANCE, SEVERAL FOUNDATIONS, UH, AND WE'RE GETTING VERY ENCOURAGING RESPONSE TO THAT.
SO CHIEF GARCIA, UH, THE CURRENT ACADEMY'S IN EMBARRASSMENT.
WE'VE BEEN RAISING A LOT OF PEOPLE TRYING TO FAIL THE POLICE.
[00:45:01]
SO, UM, TWO, TWO QUESTIONS 'CAUSE I THINK WE'RE, UH, WE'RE SEPARATING THE, UH, STEM CENTER AND THE, UH, THE ACADEMY OR THE TRAINING, IS THAT RIGHT? WELL, YOU KNOW, I, WHAT I WANTED TO DO WAS SET, YOU KNOW, KIND OF GIVE YOU A SENSE OF ALL THE THINGS WE'RE DOING WITH THE CITY IS SUCCESSFUL PARTNERSHIPS WE HAVE ALREADY, UH, AND THE PROSPECT OF CONTINUING PARTNERSHIP.UH, SO I MEAN THAT'S, YOU PROBABLY KNEW THIS, UH, UH, FRIDAY THINGS ABOUT, UH, MANY BEST BARGAIN NORTH TEXAS AND HIGHER EDUCATION.
SO, YOU KNOW, WE'RE WORKING HARD TO KEEP COORDINATING BOARD REGULATE US.
WE ARE SENDING STUDENTS, UH, AFRICAN AMERICAN STUDENTS, HISPANIC STUDENTS IN THE WORKFORCE WITH ZERO 9% OF THOSE GRADUATES ARE LEAVING WITH ZERO DEBT OF NATURAL DEBT.
THAT'S COORDINATING MORE DATA.
SO WE'RE WORKING, YOU CAN'T GET A CREDIT CARD APPLICATION ON CAMPUS.
SO THIS IS A HOLISTIC APPROACH TO THE, TO PROVIDE UPWARD ECONOMIC MOBILITY FOR THE STUDENTS WHO COME TO OUR CAMPUS, MOST OF WHOM COME MODEST ECONOMIC BACKGROUNDS FIRST YEAR, LAST YEAR'S FRESHMAN CLASS, 78% FIRST YEAR.
UH, WE'LL HAVE A RECORD NUMBER FRESHMEN THIS YEAR.
UH, OUR ENROLLMENT'S GONNA BE UP.
UH, SO WE JUST SEEMED THAT ONGOING PARTNERSHIP MESSAGE IS THIS IS AN ON ONGOING PARTNERSHIP.
SIR, ANY LAST QUESTIONS? YEAH, I MEAN, AGAIN, THE CITY STAFF IS ASKING FOR THE TRAINING.
UH, YOU AND JIM DALLAS AND OTHER PUBLIC PARTNERS, YOU KNOW, HAVE, WE'VE HAD POSTED MANY THINGS ON CAMPUS AND ARE ASKING 20 MILLION RANGE FOR THE COMMUNITY PARK, WHICH, YOU KNOW, SOCCER FIELD, OTHER, UH, PARKS THAT WOULD BE, UH, AVAILABLE TO CITIZENS JUST LIKE OUR TRACK, OUR TRAIL.
UH, SO THAT'S, IT'S NOT JUST US, IT'S OTHER FOLKS HERE THAT ARE WORKING THE CITY, THE COUNTY TALK, UH, SOME PRIVATE ENTITIES.
UH, SENATOR RU, WHEN I RECOGNIZE YOU, THANK YOU FOR JOINING AS THIS EVENING.
I THINK THERE'S A QUESTION FOR YOU, SIR.
SENATOR WEST, I, I CAN'T HELP BUT, UM, ASK THE QUESTION BECAUSE YOU'VE BEEN AN INTEGRAL PART IN THE DEVELOPMENT OF UT AND HOW SUCCESSFUL IT HAS BEEN.
UM, BEING DISCERNED HEARD THAT PRESIDENT MOM HAVE A, THERE'S A 50 MILLION ASK FOR FROM THE CITY, FROM THE, FOR THE LAW ENFORCEMENT TRAINING FACILITY AND ASK FOR, CAN YOU HELP US UNDERSTAND HOW THIS SUPPORTS THE, THE BOLD FOR ALL ECONOMIC DEVELOPMENT, NOT ONLY FOR THIS PARTICULAR AREA OF THE CITY, BUT FOR THE, FOR THE WHOLE ENTIRE, UH, DEVELOPMENT OF THE CITY OF DALLAS'S.
NOT JUST DISTRICT FACING, BUT THE ENTIRE CITY.
AS WELL AS OTHER CITIZENS HERE, KIND A FUTURE THAT MAKE SURE RESIDENT THIS UNIVERSITY, WHETHER OR WHETHER UNIVERSITY THAT'S, AND THEN WHEN YOU THINK ABOUT IT, WHAT CHARACTERISTICS DO WE WANT THIS UNIVERSITY WE WANT? WHEN I FIRST START UNIVERS, WE DID AN
[00:50:01]
ANALYSIS INSTITUTIONS IN NORTH CENTRAL TEXAS, AROUND THE STATE OF TEXAS.I HAD OPPORTUNITY TO SERVE ON A HIGHER EDUCATION IN THE STATE OF TEXAS YEARS SERVICE TO THE STATE OF LAW SCHOOL OF GOING, EVERYTHING CHANGES.
WE WERE FORTUNATE TO BE ABLE TO WORK WITH THE CITY OF DALLAS IN ORDER TO GET A PUBLIC LAW.
THAT RELATIONSHIP BEEN BETWEEN AND THE CITY OF DALLAS STUDENTS GRADUATE HAS THE ABILITY, IF WE DO, IF YOU MOTHERS AND FATHERS RECOGNIZE THAT WE NEED TO ATE BEYOND A CALL OF DUTY, INVESTIGATE 30,000 STUDENTS, THOUSAND STUDENTS IN THE CITY, DALLAS BEING ONE OF THE CATALYST AND BEING A CATALYST FOR PROVIDING HIGHER EDUCATION.
NOT ONLY THAT'S WHAT WE HAVE, WE DO WHAT'S 20 MILLION TO THE CITY OF DALLAS, NO SMALL IN, BUT WE CAME DELEGATION DEMOCRATS ON THE TABLE AND GET $20 MILLION FOR THE CITY OF DALLAS.
AND THIS LOCATION OF, WITH YOUR INVESTMENT AND OTHER INVESTMENT, WE'LL BE ABLE PUT REGIONAL ON CAMPUS, THINK ABOUT
WERE UTILIZING LAW BUSINESSES TO THREE MORE I OF THE CURRENT STATE REGIONAL OFFICES HAVING THAT PARTICULAR MASS, PEOPLE COMING TO THE AREA, COMING A REGIONAL POLICE ACADEMY, POLICE THERE UP HAVING A POLICE STATION THERE.
AND WE ENDED UP HAVING ALL OF THE THANK YOU, SIR.
UM, WE'LL KEEP MOVING ON OUR AGENDA.
WE SEE THE PLEASANT GROVE I C D PROJECT AND THEN AFTER THAT WE'RE GONNA TAKE A LITTLE BIT OUT BOARD, GO WITH THE INTERNATIONAL DISTRICT ALL BY DALLAS ZOO AND GO BACK TO, UH, BRUTON ROAD PROJECT ROAD AND LASTLY FIELD.
SO WE'LL GO WITH, SO, UM, NOTHING LIKE FOLLOWING SENATOR, WE
OKAY, I'M GONNA START MY TIME NOW.
I'M THE PRESIDENT OF THE MB AND EDNA ZA FOUNDATION.
I'M FORMALLY WITH SOCIAL VENTURE PARTNERS DALLAS, AND I'VE BEEN WORKING ON THE INTEGRATED COMMUNITY DEVELOPMENT PROJECT IN PLEASANT GROVE FOR OVER FOUR YEARS AS A STAFF MEMBER AND SS V P DALLAS, AND NOW AS A VERY PASSIONATE VOLUNTEER.
I'M HERE TO SUPPORT THE REQUEST FOR ECONOMIC DEVELOPMENT FOR FUNDING AS PART OF THE PLEASANT ROAD.
SO WHAT IS THE INTEGRATED COMMUNITY DEVELOPMENT PROJECT AND WHY DOES IT MATTER? IT IS QUITE LITERALLY A ROADMAP FOR COMMUNITY TRANSFORMATION.
IT IS 17 ACRES IN THE HEART OF PLEASANT GROVE AND IT IS A PROJECT THAT IS DRIVEN THROUGH
[00:55:01]
COLLECTIVE IMPACT.WE UNDERSTAND THAT IT'S NOT JUST ONE SERVICE THAT CHANGE LIVES WHEN YOU COMBINE MIXED INCOME HOUSING, WHICHEVER ONE THIRD WILL BE AFFORDABLE HOUSING WITH NATIONALLY CLAIMED EDUCATION WORKFORCE AND THE ARTS PROGRAMS LIKE THE DALLAS CENTER FOR ARTS AND TECHNOLOGY AND ACCESS TO MEDICAL SERVICES, GREEN SPACE TRANSPORTATION AND PROGRAM INTERNET CHANGE CAN HAPPEN.
AND THE INCIDENT AND THE I CT P WILL INCLUDE ALL OF THOSE WITHIN THE 17TH ACRE PARCEL.
SO WHY NOW? NEXT SLIDE, PLEASE.
WHY NOW? WHY DISTRICT FIVE? THE NEED IS GREAT.
ALL OF THE PRESENTATIONS TODAY, YOU'LL HEAR THAT.
UM, AND THE NEED IS GREAT EVERYWHERE, HOWEVER, WHY DISTRICT FIVE? NEXT SLIDE PLEASE.
BECAUSE PLEASANT IS VERY SIMPLY, PLEASANT GROVE RESIDENTS AND DESERVE AND DEMAND EQUITABLE ACCESS TO OPPORTUNITY.
IT'S TIME FOR THIS OPPORTUNITY TO COME THEIR WAY.
IT'S TIME FOR THEM TO BE INVESTED IN AND IT'S TIME TO BE SHOWN THAT THEY MATTER.
SO, PLEASANT GROVE IS CONSISTENTLY OVERLOOKED AND UNDERFUNDED AND MY TIME DIGGING DEEP INTO THIS WORK.
I'VE SEEN THE FUNDERS AND I'M NOW ON THE FUNDING SIDE NOW AND THE CITY ARE LOOKING ELSEWHERE IN THIS, IN THE SOUTHERN SECTOR AND REALLY, REALLY, REALLY ASK ALL OF YOU THE AMAZING PRESENTATIONS FOR PLEASE DO CONSIDER PLEASANT ROAD BECAUSE AS I SAY, IT'S CONSISTENTLY OVERLOOKED AND UNDERFUNDED.
AND THIS IS AN OPPORTUNITY TO CHANGE THAT NEXT AND THIS WILL BE THE TRANSFORMATIVE INVESTMENT.
SO WHY DO I KNOW THAT? BECAUSE THE LAST FOUR YEARS I'VE REALLY DUG DEEP INTO, INTO THE DIFFERENT COMMUNITIES IN SOUTHERN DALLAS.
I'VE SEEN THIS AS A FUNDRAISER AND AS A FUNDER.
AND I ASK THE QUESTIONS, WHICH COMMUNITY HAS THE NEED? WHICH COMMUNITY HAS THE APPETITE? WHICH COMMUNITY IS LACKING ECONOMIC DEVELOPMENT, AND WHICH COMMUNITY IS LACKING PHILANTHROPIC INVESTMENT? AND PLEASANT GROVE MET EACH CRITERIA.
SO WHY PLEASANT GROVE? YOU KNOW, WE ALL KNOW THE FACTS BECAUSE THE HALF THE CHILDREN IN PLEASANT GROVE WITHIN POVERTY, IT HAS THE SECOND HIGHEST INCARCERATION RATE IN THE STATE OF TEXAS.
AND THERE ARE A FEW PLACES OF EMPLOYMENT THAT OFFER PATHWAY TO MIDDLE SKILL JOBS, OPPORTUNITIES FOR SMALL BUSINESS ENTREPRENEURS.
AND THERE IS LIMITED INVESTMENT AND DEVELOPMENT FOR THE CITY TO ATTRACT BUSINESSES.
IF THERE IS NO INVESTMENT, THERE'S NO INTEREST IN CREATING OPPORTUNITY AND WE NEED TO CHANGE THAT.
SO THIS, THIS PROJECT IS UNIQUELY POSITIONED TO COMBINE CITY INVESTMENT WITH PHILANTHROPY.
WE ARE BRINGING TOGETHER THOSE WHO DO THINGS WELL AND ARE THE AGE OLD PROBLEM OF REPLICATION ON, I DON'T KNOW IF YOU CAN SEE IT, BUT WE HAVE THE SOCIAL VENTURE PARTNERS DALLAS, THE BACKBONE REPLICATION, MS. DALLAS COLLEGE, WHO WILL BE, UM, OFFERING WORKFORCE.
UM, THERE IS, THERE ARE COMMUNITY DOZEN IN
THERE'S A RESPECTIVE MEDICAL CLINIC THAT THE ECONOMIC DEVELOPMENT DEPARTMENT THAT ARE TALKING WITH ABOUT BRINGING THEIR SERVICES TO, TO, UM, TO THE, THE COMMUNITY, THE DALLAS CENTER FOR ARTS AND THE TECHNOLOGY ALONE AIM TO DIRECTLY SERVE OVER 2000 CLIENTS PER YEAR THROUGH IMMERSIVE ARTS FOR MIDDLE AND HIGH SCHOOL YOUTH, FOR WORKFORCE TRAINING FOR ADULTS IN TRANSITION, A SMALL BUSINESS ENTREPRENEURIAL COMMUNITY THAT'S SO PREVALENT IN PLEASANT ROAD AND ZERO TO FIVE YEAR OLDS DO EARLY CHILDHOOD EDUCATION ALSO WHEN YOU INCLUDE THE ACCESS TO MEDICAL AND OTHER PROGRAM RELATED OFFERINGS FOR MY IMPACT PARTNERS NEXT PLACE.
AND FOR THE CENTER FOR ARTS AND TECHNOLOGY EDUCATION ARTS WORKFORCE, WE ARE REPLICATING THE 50 YEAR OLD MATCH EDUCATION MODEL OUT OF PITTSBURGH THAT HAS BEEN SO SUCCESSFUL AROUND THE NATION AND EVEN ACROSS ABROAD.
THIS IS A MULTI-GENERATIONAL APPROACH TO BREAKING THE CYCLE OF POVERTY, INSPIRING CREATIVITY AND FUELING INNOVATION.
AND THE NATIONAL STATS ALONE TELL THE STORY, 80% OF THE ADULTS WHO GO THROUGH THE PROGRAM EMPLOYMENT AND 95% OF HIGH SCHOOL STUDENTS INVOLVED IN THE ARTS PROGRAMS GRADUATE FROM HIGH SCHOOL.
SO IT'S HARD TO SEE ON THIS RENDERING, BUT THIS, THE I C D P IS 17 ACRES REIMAGINED WHAT IS NOW A HOMELESS IMPACTMENT ON A ON HEAVEN TREE.
THERE IS A CLINIC, I MEAN IT'S HARD TO SEE, BUT THERE'S A CLINIC, THERE IS A DATA CENTER AND TECHNOLOGY, THERE'S TOWN HOMES, CONDOS, AFFORDABLE HOUSING, THERE'S GREEN SPACE THAT COULD ALSO BE ACTIVATED FOR A HORTICULTURAL PROGRAM.
UM, AND THERE'S, WHEN IT'S ALL ALSO DONE, THIS WILL BE AN 80 TO $90 MILLION INVESTMENT
[01:00:01]
INTO THE HEART OF PLEASANT GROVE D THAT RYAN WILL BE AROUND $20 MILLION.TRULY A VIBRANT SOURCE OF HOPE IN THE CENTER OF SOUTHEAST DALLAS.
SO IN A NUTSHELL, THIS IS A VOLUNTEER PASSION PROJECT FOR ME AND FOR SO MANY COUNCIL MEMBER
AND WE WANNA SEE THIS PROJECT COME TO LIFE.
UM, AND THE ONLY WAY IT WILL WILL THE CITY LOCKS, ARMS, PHILANTHROPY AND INVEST TOGETHER.
AND NOT JUST IN INFRASTRUCTURE COSTS THAT ARE ABOUT $8 MILLION, BUT IN REAL ECONOMIC DEVELOPMENT DOLLARS.
SO PLEASE CONSIDER INVESTING DEEPLY INTO THIS PROJECT WHEN WE GO DEEP, WE CAN TRANSFORM AND TOGETHER WE CAN CHANGE LIVES.
AND PLEASE, UM, CAN YOU, I MEAN THIS IS A QUESTION FOR UH, FOR UH, UM, PROXIMITY TO, THERE'S ANOTHER 17 PER PARCEL THAT'S GONNA BE, THAT'S, UH, WOULD BE PRIMARILY HOUSING.
AND I'M CURIOUS WHERE THESE ARE TOGETHER BECAUSE THAT YOU HAD EMILY, I THINK, YOU KNOW, JUST EYEBALL AT 30, 35 POUND UNITS, SOMETHING LIKE THAT.
WELL, I CAN TELL YOU I HAVE YOUR STATS.
YEAH, THAT'D BE VERY, YEAH, SO THERE'S, SO WHAT I HAVE TEAM, PLEASE TELL ME IF I HAVE THIS WRONG.
UM, 150 MULTI-FAMILY UNITS AND THEN UNITS IN TOWN HOMES.
UM, AND SO THOSE, UH, THE LAST I HEARD IT WAS AROUND 400, UH, TO SERVE AROUND 400 FAMILIES.
SO WELL 150 UNITS, MULTI FAMILY AND 40 OF, UH, OF TOWN HALL.
WELL THAT'S WHEN I GUESS ABOUT MY BRAIN, RIGHT? THAT'S WHAT I WAS, I WAS TOLD.
DO YOU THAT THAT, THAT'S FINE.
I'M MORE CURIOUS ABOUT THE INTERACTION OF THIS WITH PAL SO THAT THAT'S WHY APPROXIMATELY TOGETHER, UH, UH, PUT THE OTHER PROPERTIES OF OF INTEREST.
SO REAL QUICK, UH, I'M
AND THERE ARE SEVERAL SITES THAT ARE CONTROLLED AND OWNED BY THE CITY, ONE OF WHICH IS THIS PROPERTY ON SAN AUGUSTINE, WHICH IS 18 ACRES.
THERE'S ALSO ANOTHER 18 ACRE PROPERTY IN THE CITY JUST PURCHASED AT 9,500 PRUDENT.
AND WE CAN TALK ABOUT THAT AN HOUR LATER.
BUT THAT IS STRICTLY LIKELY TO BE A SINGLE FAMILY DEVELOPMENT OWNER.
THIS PROJECT IS DIFFERENT BECAUSE IT'S MIXED USE, MIXED INCOME AND IT HAS A STRONG, UM, NON-PROFIT USER COMPONENT.
UM, ON THIS SITE, THERE'LL BE BE TOWN HOMES IN THE BACK ADJACENT TO THE EXISTING SINGLE FAMILY.
AND THE UP TOWARDS THE FRONT WILL BE ALL THE NON-RESIDENTIAL USES, BUT THE 9,500 BRUIN SITE IS PRIMARILY GONNA BE JUST A SINGLE FAMILY DEVELOPMENT.
SO KEVIN, AT, AT THIS POINT, YOU DON'T HAVE IT BREAKING OUT PER PROJECT FOR THE 20 MILLION, IT'S 20 MILLION FOR, FOR BOTH PROPERTY.
SO THE, THE INFRASTRUCTURE NEEDS ON THE I C D FEED SITE IS RIGHT NOW ABOUT $10 MILLION JUST TO GET IT OUT OF THE GROUND.
UM, IT'S OVERALL GONNA BE A 85 TO $90 MILLION DEVELOPMENT, MOST OF WHICH WILL BE BORN BY THE PRIVATE SECTOR.
UM, IF WE'RE GOING TOWARD TO THE 9,500 BREW SITE, UM, THAT IS ALSO JUST A SINGLE FAMILY DEVELOPMENT.
IT WILL PROBABLY NEED A, ITS OWN $10 MILLION OF INFRASTRUCTURE.
IT HAS NOTHING, NEITHER, NEITHER OF THESE SITES HAVE EVER BEEN DEVELOPED.
UM, AND THEN WE ALSO HAVE A THIRD SITE, UM, THAT WE DID MENTION IN OUR BRIEFING BACK IN MAY, WHICH IS KNOWN AS THE OLD TRI-CITY HOSPITAL ON SAE.
UH, THAT'S A SITE THAT HAS BEEN IN LITIGATION FOR A NUMBER OF YEARS AND WE EXPECT THAT IT WILL BE IN CITY CONTROL HERE SHORTLY.
SO THOSE ARE TWO KIND OF, OR THREE KIND OF LARGER REDEVELOPMENT SITES THAT WE THINK WILL BE UM, LEADING THE CHARGE ON.
AND THEN OF COURSE THERE'S UM, DEVELOPMENTS AT UNDER STATION LAKE JUNE STATION THAT WERE DOING IN COOPERATION WITH WITH DART.
FOLLOWED BY DALLAS AND GOOD EVENING.
[01:05:03]
PULLING IT UP RIGHT NOW.WHILE THEY'RE DOING THAT, HOW MANY YOU GUYS ARE RIGHT? UM, SO WE'RE GONNA BE TALKING ABOUT THAT AREA AND YOU GUYS AN UPDATE ON WHAT'S GOING ON THERE.
UH, IT IS NOW CALLED DALLAS INTERNATIONAL DISTRICT AND SO I'M GONNA TELL YOU A LITTLE BIT ABOUT WHERE WE ARE CURRENTLY, UH, AND THEN OUR REQUEST TO YOU AS FAR AS THINKING ABOUT HOW WE CAN UH, TAKE THAT TO THE NEXT LEVEL AND HOW IT BECOME LIKE
ALRIGHT, SO, UH, DALLAS INTERNATIONAL DISTRICT.
SO FIRST OF ALL, UM, ONE OF THE THINGS I WANT SAY, REFERENCE AND IS REALLY MY BIBLE AS WE WERE REALLY DEVELOPING THE DALLAS NATIONALS DISTRICT WAS J JACOBS.
IT'S REALLY THE BIBLE OF URBAN PLANNING AND TO CELEBRATED IT 60TH ANNIVERSARY EVEN DURING COVID, IT REMAINS TO BE TRUE.
AND SO I THINK IT'S IMPORTANT TO THINK ABOUT THE FUTURE OF DALLAS THAT WE REFLECT UPON BEST PRACTICES RELATIVE TO URBAN PLANNING.
SO ONE OF THE, MY MOST FAVORITE QUOTES THAT J JACOBS HAS IS CITIES HAVE THE CAPABILITY OF PROVIDING SOMETHING FOR EVERYBODY BUT ONLY BECAUSE OF ONLY WHEN THEY ARE CREATED BY EVERYBODY.
UH, AND SO THAT'S REALLY AN IMPORTANT POINT BECAUSE THAT'S WHY YOU GUYS ARE HERE RIGHT NOW IS TO HELP US DISCERN WHAT WE WANT TO ACTUALLY BY NEXT SLIDE.
I CAN KEEP GOING THOUGH IF YOU GUYS WANT ME TO.
ALRIGHT, SO YOU GUYS HAVE GOT IN FRONT OF YOU.
SO THIS IS ACTUALLY A MAP THAT I LOVE THAT ACTUALLY REALLY INSPIRED THE IDEA AROUND THE INTERNATIONAL DISTRICT.
AND YOU REALLY DON'T HAVE TO LOOK AT IT REALLY CLOSELY.
YOU CAN JUST LOOK AT THE LEFT AND LOOK AT WHAT WAS HAPPENING IN 2000, BOTH IN DALLAS COUNTY AND COMPTON COUNTY.
AND THEN YOU LOOK AT THE RIGHTS AND YOU CAN AUTOMATICALLY SEE THERE WAS A HUGE AMOUNT OF MIGRATION.
THIS MIGRATION WAS IN ONE AREA, RELIGIOUS, FOREIGN-BORN RESIDENTS.
WE IN FACT IN COMPARISON TO OTHER CITIES, OTHER METROPOLITAN AREAS HAVE THE HIGHEST INBOUND FOREIGN-BORN POPULATION COMING TO DALLAS BECAUSE OF OUR ACADEMIC TAX TAX BASE, BECAUSE OF OUR OPPORTUNITIES, ET CETERA.
IN ADDITION TO RESIDENTS COMING HERE, IF YOU LOOK AT THE NEXT SLIDE, WE ALSO HAVE THE HIGHEST PERCENTAGE OF TOURISTS ACTUALLY COMING TO THIS AREA AS WELL.
AND SO TAKING TOGETHER, WHEN YOU LOOK AT THE MAP, WHEN YOU LOOK AT THE TRENDS, IT REALLY BECAME SELF SELF-EVIDENT THAT WE NEEDED TO CREATE SOMETHING LIKE THIS.
SO WE LOOKED AT OUR COUNTERPARTS IN SEATTLE AND CALGARY AND OTHER PLACES AND SAID, WHY CAN'T WE CREATE SOMETHING FOR OUR INTERNATIONAL COMMUNITY? NEXT SLIDE.
SO WHAT'S INTERESTING IS AS I LOOKED BACK UPON THE ORIGINAL PLANS FOR DALLAS, MANY OF YOU MAY READ GOALS FOR DALLAS, UM, WHICH WAS OUR ORIGINAL STRATEGIC PLAN.
IT ACTUALLY WAS SOMETHING THAT WAS ORIGINALLY IMAGINED BY THE ORIGINAL ERIC JOHNSON AND IS CURRENTLY BEING DISCUSSED BY THE ERIC JOHNSON NOW.
AND SO PART OF OUR GOAL WITH THE INTERNATIONAL DISTRICT WAS TO REALLY CREATE A CENTERPIECE AROUND ALL THE DIFFERENT PIECES OF OUR CULTURES, UH, AND KIND OF A MEETING PLACE ON THE GLOBAL CROSSROADS.
SO PART OF OUR GOAL WAS NOT JUST TO CREATE ONE THING, IT WAS REALLY TO CREATE A LOT OF DIFFERENT THINGS.
SO ANOTHER JANE JACOBS WORK REALLY TALKS ABOUT THE SYNERGISTIC EFFECT OF ALL THE DIFFERENT COMPONENT PARTS COMING TOGETHER TO REALLY CREATE THAT BOLD INITIATIVE THAT ACTUALLY THEN DOES CATAPULT YOU INTO THE GREAT AMERICAN CITIES.
SO AS YOU CAN SEE, WE'VE ALREADY MADE A SUBSTANTIAL PROGRESS OVER THE PAST YEAR AND A HALF.
IN ADDITION TO UM, HAVING PROGRESS WITH UM, DEVELOPMENTS AT RESIDENTIAL D I S D IS ONLY GONNA BE PUTTING A SCHOOL IN THIS AREA.
IT'LL BE THE FIRST PRE-K THROUGH 12 INTERNATIONAL STEAM ACADEMY.
JUST LAST WEEK WE ACTUALLY LAUNCHED THE INTERNATIONAL WORKFORCE CENTER.
WE MAY HAVE SEEN THAT THE FIRST OF ITS KIND.
AND SO WE ALREADY SEE AMAZING PROGRESS TOWARDS THIS END.
WE'RE REALLY LOOKING AT THIS AS A MULTITUDE OF DIFFERENT PARTS THAT THEN COME TOGETHER SYNERGISTICALLY TO REALLY BUILD OUT THIS LARGER DISTRICT.
AND SO IT PROVIDES A GREAT LEVERAGE POINT FOR US AS THE CITY OF DALLAS, NOT ONLY TO THINK BOLD, BUT TO REALLY UNDERSTAND THIS KIND OF MULTIPLIER EFFECT.
YOU GUYS TODAY ARE BEING ASKED A LOT OF DIFFERENT QUESTIONS AROUND HOW TO IMPROVE THE CITY.
THIS ISN'T JUST ABOUT THE PORTION OF THE PIE.
THIS IS REALLY AN OPPORTUNITY FOR US TO GROW THE PIE, TO ACTUALLY INCREASE THE TAX BASE, THE CITY OF DALLAS AND PROVIDE SOMETHING THAT WE DON'T HAVE IN ANY OTHER PLACE IN DALLAS.
SO OUR REAL GOAL HERE IS TO THINK ABOUT THE FUTURE OF THE CITY OF DALLAS.
SO WE DID PUT PEN TO PAPER, NEXT SLIDE.
AND WE ACTUALLY HAVE A 40 TO ONE RETURN ON INVESTMENT.
UM, WE'VE DONE THE MATH AROUND THIS AND IT ACTUALLY HAS THE HIGHEST MULTIPLIER OF ANY OTHER PROJECT BECAUSE OF ITS BOLDNESS, BECAUSE OF THIS SYNERGISTIC EFFECT.
WE ACTUALLY INDEPENDENTLY VALIDATED THAT WITH UNIVERSITY OF TEXAS AND DALLAS VERY RECENTLY.
AND JUST TO GIVE YOU A SENSE, IF WE WERE TO PUT
[01:10:01]
THIS INVESTMENT HERE, WE WOULD HAVE 8,000 RESIDENTIAL UNITS THAT IS THE SIZE OF THE CITY OF COFFMAN.UM, OVER THAT TIME PERIOD, WHEN YOU LOOK AT THE SQUARE FEET OF OFFICE SPACE, JOBS AND HOTEL ROOMS, WE WOULD GROW TO THE SIZE OF COFFMAN COUNTY EVERY SINGLE DAY AS PEOPLE COME IN AND OUT OF THIS AREA PROVIDING JOBS, TAXES, ET CETERA.
SO A HUGE CATALYTIC INVESTMENT FOR THE DALLAS INTERNATIONAL DISTRICT.
SO THE OPPORTUNITY AHEAD ALSO MEANS THAT WE CAN ACTUALLY ESTABLISH SOME OF OUR MAJOR STRATEGIC GOALS.
SO IN ADDITION TO BEING ABLE TO PROVIDE UH, MIXED USE RESIDENTIAL HOUSING, MULTI-GENERATIONAL HOUSING, WHICH WE DON'T ACTUALLY HAVE IN THE CITY OF DALLAS, WE'RE ALSO BE ABLE TO UM, WITH PUTTING TOGETHER THESE ECONOMIC INVESTMENTS, PROVIDE A PARK WHERE THERE IS A PARK DESERT, PROVIDE ARTS AND CULTURE WHERE THERE'S A FARMS AND CULTURE DESERT.
WE ALSO ARE ABLE TO APPLY SOME OF OUR INDIVIDUAL IDEAS AROUND C A.
SO YOU CAN SEE THERE'S LOTS OF DIFFERENT THINGS THAT WE CAN ACCOMPLISH WITH THIS ONE VERY INVESTMENT.
UH, SO THOSE ARE JUST SOME THINGS TO THINK ABOUT AND I OPEN MYSELF UP TO QUESTIONS.
THANK YOU SO MUCH QUESTIONS ANDREW.
BUT UNLESS NOT NEED THAT, THAT'S RIGHT.
THERE'S THIS MIGRATION TO FRISCO.
I MEAN, I DON'T WANT TO TALK MORE ON IT.
YEAH, YEAH, I COULD, I COULD GIVE YOU A DISSERTATION ON WHEN WE LOOKED AT THIS AREA, IT DOES PROVIDE US KIND OF WITH OUR, A BUFFER TOWARDS THE NORTHERN PARTS, WHICH HAS SEEN SUCH GREAT GROWTH.
UM, AND CERTAINLY OUR SUBURBS HAVE REALLY BENEFITED FROM ALL THE CORPORATE RELOCATIONS, FROM THE RESIDENCES, FROM ALL SORTS OF DIFFERENT THINGS.
THIS IS REALLY THE LARGEST INFILL DEVELOPMENT REALLY.
WE THINK OF THE UNITED STATES, WHICH REALLY PROVIDES US A BLANK SHEET OF PAPER AS THE CITY OF DALLAS TO REALLY PROVIDE A CITY WITHIN A CITY.
AND IT'S WHAT WE CALL THE BLUE OCEAN STRATEGY WHERE WE'RE PROVIDING SOMETHING THAT WE CAN'T PROVIDE ANY PLACE ELSE BECAUSE WE ALREADY HAVE A LOT OF DENSITY IN OTHER PLACES.
UM, AND 'CAUSE OF THE PROXIMITY TO 6 35 AND THE TOLLWAY AT 75, WE THINK THIS IS A GREAT OPPORTUNITY.
WE ALREADY ARE SEEING INBOUND INCREASE FROM UM, COMPANIES COMING IN BECAUSE OF THIS INTERNATIONAL DISTRICT.
UM, AND SO WE THINK THE MORE AND MORE THAT THE CITY INVESTS, THE MORE LONG TERM WE'RE GONNA GET.
AND JUST A YEAR AND A HALF WE'VE GOTTEN A SCHOOL, A WORKFORCE CENTER, WE'VE GOT OTHER THINGS IN THE WORKS ALREADY.
AND SO WE DO REALLY FEEL LIKE THIS IS AN OPPORTUNITY.
I ALSO WANNA JUST NOTE, AND I THINK THIS IS ALSO AN OPPORTUNITY WHERE GOOD I GONNA GROW.
SO BECAUSE DALLAS HAS AN INTERNATIONAL DISTRICT, ARLINGTON NOW HAS THEIR INTERNATIONAL CORRIDOR AND FORT WORTH VERY SOON IS GONNA ADOPT, UH, GLOBAL FORT WORTH.
SO NOW THIS IS GONNA BE A REGIONAL, UH, KIND OF CONVERSATION AROUND HOW WE WANT TO POSITION NORTH TEXAS AS KIND OF A GLOBAL DESTINATION BOTH FOR RESIDENTS AS WELL AS TOURISTS.
AND THE IMPORTANCE OF THIS
WELL FIRST OF ALL, IF YOU, WE DID A TON OF INTERCEPT RESEARCH WITH UH, BOTH THE SPANISH AND ENGLISH AND THE DEPUTIES IN THAT COMMUNITY AND THEY DON'T HAVE ACCESS TO PARKS.
SO IF YOU ACTUALLY WALK AROUND, YOU SEE THAT THEY'RE ACTUALLY PUSHING THEIR STROLLERS IN THE MIDDLE OF THE STREETS.
SO FOR THOSE PEOPLE WHO LIVE THERE RIGHT NOW, THIS IS IMPORTANT.
UM, BUT IF YOU LOOK AT THE STATISTICS UP THERE RIGHT NOW IN THE VALLEY GALL OF AREA, ONLY 16% HAVE ACCESS TO PARKS IN COMPARISON TO ALL OVERALL CITY OF DALLAS, WHICH IS 74%.
BY ADDING THIS PARK WE GIVE UP TO 86%, UH, WHICH IS, WHICH IS SIGNIFICANT FOR PEOPLE WHO ARE LIVING THERE RIGHT NOW.
BUT IF YOU THINK ABOUT ADDING THOSE PARKS AS FAR AS ECONOMIC BENEFIT, YOU SEE SO MANY DIFFERENT THINGS DEVELOPERS COMING IN.
UM, WE JUST LOOK AT WHAT'S HAPPENING TO DOWNTOWN, WHAT'S HAPPENING TO UPTOWN.
WHEN YOU PUT IN THAT GREEN SPACE AND YOU PUT IN OTHER SYNERGISTIC INFRASTRUCTURE DEVELOPERS START NOTICING AND THEY SEE IT AS A GOOD RETURN ON THEIR OWN INVESTMENT.
SO I DO THINK THERE IS THIS AN OPPORTUNITY FOR PUBLIC PRIVATE PARTNERSHIP HERE.
MY UNDERSTANDING IS THERE WERE DEVELOPERS, PEOPLE WHO MIGHT, THAT ARE WILLING TO YOU STORY BUILDINGS, BUT THE PART BEING THERE, I, YEAH, I THINK WE'VE ALL SEEN AND YOU KNOW, UM, ANTHONY AND I BOTH LIVE IN THAT TOWN AREA WE SEEN OVER THE PAST 20 YEARS.
YES, WE COULD PUT IN FIVE STORY WRAPS THERE, BUT THAT'S REALLY NOT WHAT WE WANT IN THAT AREA.
WE WANT HIGH DENSITY IN THAT AREA IN ORDER TO
[01:15:01]
GET THE KIND OF AFFORDABLE HOUSING OR TO GET THE WORKFORCE HOUSING IN ORDER TO KEEP PEOPLE IN DALLAS.AND SO IF WE GO AND KIND OF SKIP OVER THE FIVE STORIES THAT THEN DEMOLISHED IN 10 YEARS AND THEN THEY BUILD THE 10 STORIES THAT WOULD BE INCREDIBLY SIGNIFICANT TO ADDING THE AMOUNT OF HOUSING WE ACTUALLY NEED IN THIS COMMUNITY.
UM, AND PART OF OUR ROLE IS TO REALLY KEEP IT AS A SELF-CONTAINED ENVIRONMENT WHERE YOU MAY NOT EVEN NEED YOUR CAR BECAUSE WE'VE ALSO GOT PARTNERSHIPS WITH THE COG AROUND SOME REALLY INTERESTING TRANSPORTATION OPPORTUNITIES, UM, FOR DRIVERLESS VEHICLES AND ALL SORTS OF DIFFERENT THINGS THAT THIS COULD REALLY BE KIND OF A CITY OF THE FUTURE IN MANY WAYS.
UH, SO I THINK IT'S GONNA BE A PLACE WHERE A LOT OF PEOPLE ARE GONNA WANNA LIVE IN THE FUTURE.
AND SO THAT'S REALLY OUR GOAL IS TO KIND OF HOPSCOTCH THE FIVE STORY WRAPS AND MOVE ON TO THE 10 AND 12 STORIES.
ANY OTHER QUESTIONS? UM, YEAH, PLEASE.
SO WHAT IS YOUR ASK AND, AND WHAT SPECIFICALLY IS THE UH,
AND RIGHT NOW WE HAVE A NUMBER OF DIFFERENT THINGS THAT IT COULD GO TOWARDS.
ONCE THE BOND ACTUALLY GOES THROUGH, WE'RE GONNA SEE WHAT THE HIGHEST LEVERAGE POINT IS FOR THAT $20 MILLION.
IT COULD BE THE PURCHASE OF PARKLAND, BUT WE'VE ALSO ASKED THE NATIONAL PARK SERVICE FOR BRAND DOLLARS.
THAT'S ONE THEIR PHILANTHROPIES FOR MONEY.
SO WE'VE ASKED A NUMBER OF DIFFERENT PEOPLE.
UM, SO THAT $20 MILLION AT THE TIME OF THE BOND WILL GO TO THE HIGHEST AND BEST USE THAT WE THINK WILL KIND OF PUSH, PUSH IT OVER THE EDGE.
WE DO HAVE THE PARKWAY IN AND I CAN PASS IT AROUND SO YOU GUYS CAN SEE WHAT THE PARK WOULD EVENTUALLY LOOK LIKE.
THE GOAL IS A 20 ACRE PARK, WHICH IS AN ICONIC PARK.
AND SO ICONIC PARKS ACTUALLY MAKE IT TOURIST DESTINATION AS WELL.
UM, WE TALKED ABOUT HAVING AN OUTDOOR THEATER.
WE'VE TALKED ABOUT A NUMBER OF DIFFERENT THINGS IN THIS COMMUNITY SO THAT IT REALLY WOULD BE AN OPPORTUNITY FOR PEOPLE WHO ARE COMING AND VISITING DALLAS TO ACTUALLY NOT ONLY STAY IN DALLAS AND STAY AT THE HOTELS AND GO SHOPPING, BUT ALSO VISIT THE PARK AS WELL.
SO THAT'S REALLY WHAT THE GOAL OF THE PARK WOULD BE.
UH, SUSANNA, AS SOMEONE THAT LIVES JUST, JUST NORTH OF THERE YOU ARE.
I THINK IT IS SOMEWHAT OF A PARK.
UH, BUT IN RELATION TO THAT, AND WE TALK A LOT ABOUT LEVERAGING ON THE SUBCOMMITTEE YOU MENTIONED BEFORE EITHER ONE.
CAN YOU PLEASE EXPAND ON THAT A BIT? SO THERE WAS A STUDY THAT WAS DONE, UM, WHERE A LOT OF THE DIFFERENT, UH, PARKS THAT WERE COMING TO YOU GUYS, UH, WERE PART OF TO REALLY LOOK AT BASED ON ALL THE DIFFERENT DEMOGRAPHIC INFORMATION, THE HOUSING, THE RESIDENTIALS, THEY LOOKED AT WHAT THE MULTIPLIER WOULD BE.
SO THE MULTIPLIER THEY CAME UP WITH, THIS PARTICULAR WAS 41.
WE WANTED TO INDEPENDENTLY VALIDATE THAT, UH, SOME OF IT TO U T D AND HAD THEM LOOK AT THAT NUMBER AND MORE AND THEY CONCLUDED THAT IT WAS EXACTLY THE SAME THAT BECAUSE OF THE DENSITY THAT WE WERE GONNA GET REALLY OVERNIGHT.
AND AGAIN, IT WOULD SWELL THE SIZE OF THE CITY OF KAUFMAN, JUST LIKE THAT WITH THOSE RESIDENTIAL FACILITIES.
THAT'S WHERE THE 41 CUTS FROM BECAUSE THEN THOSE RESIDENTS LEASE BUSINESS OFFICES LEADS TO CORPORATE RELOCATION.
SO IT REALLY IS THIS ALMOST THIS NONO EFFECT.
UM, SO I THINK THAT'S REALLY PART OF WHY THEY FELT REALLY STRONGLY BEHIND THAT NUMBER.
QUICK QUESTION ON THE, THE HOUSING PIECE.
'CAUSE AS YOU KNOW, IT'S UH, YEP.
UM, SO TELL ME OF THOSE 8,000 UNITS, HOW, AND IT'S ON THE WEBSITE, UM, THAT THERE'S A SPECIFIC F A Q THAT MENTIONS, UM, THERE ARE OTHER AFFORDABLE HOUSING UNITS THROUGHOUT THE THAT ALREADY EXISTS.
SO THAT, THAT WOULD SEEM TO INDICATE THAT, WELL HERE'S RIGHT QUESTION.
HOW MUCH OF THAT 20 MILLION IS GONNA, UM, HOUSEHOLDS THAT ARE HUNDRED 20% A I AND 80% A I? SO I DON'T THINK WE HAVE THE EXACT MATH ON THAT.
UM, KEEP IN MIND THE 20 MILLION WOULD BE GOING TOWARDS PARKLAND AND THEN WE WOULD BE BUILDING, WORKING WITH PUBLIC, PUBLIC PRIVATE PARTNERSHIPS DEVELOPERS TO BUILD THE DENSITY AROUND, THAT'D BE OFFICE BUILDINGS, THAT WOULD BE RESIDENTIAL, ET CETERA.
UM, SO PART OF WHAT THE PD ACTUALLY REQUIRES IS FOR THEM TO ACTUALLY PUT AFFORDABLE UNITS WITHIN THEIR, UH, IN, IN THEIR DEVELOPMENTS.
AND WE ACTUALLY HAVE GOOD RELATIONSHIPS WITH ALMOST ALL THE DIFFERENT PEOPLE WHO HAVE RESIDENTIAL UNITS RIGHT NOW.
WE HAVE REALLY GOOD CONSCIENTIOUS CONVERSATIONS ABOUT WHAT THE FUTURE OF THAT AREA LOOKS LIKE.
UM, SO IT'S REALLY OUR GOAL TO MAKE SURE IT'S MIXED USE, MULTI-GENERATIONAL.
A LOT OF THE DIFFERENT DEVELOPERS ARE REALLY EXCITED ABOUT THAT POSSIBILITY.
SO FOLLOW UP QUESTION THEN, IS THAT EARLIER RESET, THIS WOULD GO TO THE HIGHEST, THE BEST USE, BUT YOU JUST MENTIONED THAT IT'S PRIMARILY FOR PARK PLAN.
SO I'M CURIOUS HOW MUCH YOU'RE ASKING FOR PARKS.
UH, SO RIGHT NOW THE, THE TWIN MILLION WE THINK IS GONNA GO TOWARDS PARKLAND, BUT AGAIN, IT DEPENDS ON THE BOND HAPPENS AND IT DEPENDS ON WHETHER OR NOT WE'RE ABLE TO UNLOCK THOSE DOLLARS
[01:20:01]
WITH OTHER DOLLARS.UH, SO WE'RE GONNA HAVE LOTS OF NEEDS FOR THIS AREA TO GROW OUT RIGHT NOW, GIVEN KIND OF HOW THINGS ARE HAPPENING WITH THE BOND, MOST LIKELY WE WOULD PAY WORSE OF THE PARK LAND IN ORDER TO GET THAT PARK DESERT TAKEN CARE OF, BUT THERE COULD BE OTHER USES THAT WE COULD POTENTIALLY UTILIZE FOR.
ANY OTHER QUESTIONS? THANK YOU, SUZANNE.
UH, WE'RE GONNA KEEP JUMPING AROUND.
I'M DAWN MOORE AND AS CHAIR OF THE DALLAS ZOO BOARD, I JUST WANT TO THANK YOU FOR THIS OPPORTUNITY TO PRESENT WHAT WE THINK IS A VERY COMPELLING AND EXCITING VISION FOR THE DALLAS ZOO THAT WE THINK WILL BRING A SIGNIFICANT POSITIVE ECONOMIC IMPACT TO DALLAS FOR YEARS TO COME.
WITH THAT, I'M JUST GONNA INTRODUCE OUR TWO INTERIM DIRECTORS WHO HAVE MASTERFULLY CONTINUED TO LEAD OUR CITIZENS, THE LOSS OF OUR C E O GREG HUDSON AND WHO ARE CONTINUING TO MOVE US FORWARD TOWARD THAT VISION THAT THEY WILL PRESENT TO YOU TONIGHT.
DO WE HAVE OUR SLIDES? NO SLIDES.
WELL THIS IS GONNA BE, UH, VERY MUCH FREE FORM, SO WE'LL GO OFF OUR, UM, THANK YOU VERY MUCH.
WE'RE PROUD THAT, THAT WE HAD $30,000 DAY VISITORS HERE.
YOU HAPPEN TO SEE THAT IN THE LAST COUPLE WEEKS.
UM, WE RAN OUTTA PARKING DEGREE QUICKLY, BUT OUR ACCESSIBILITY PROGRAMS WE'RE VERY PROUD OF.
WE'RE HERE TODAY TO TALK ABOUT THE ZOO AS AN ECONOMIC DRIVER.
UM, IF, IF I HAD A SLIDE UP HERE, I'D SHOW YOU THE ECONOMIC IMPACT STUDY.
WE CAN LEAVE THAT FOR YOU LATER.
UM, WE HAD A STUDY COMMISSION 2018 FOR $245 MILLION ECONOMIC ACTIVITY, 3,400 JOBS ASSOCIATED WITH THIS YEARS GROWTH.
I POINT THAT OUT BECAUSE THAT WAS NOT ALWAYS THE CASE FOR THE DALLAS ZOO.
WE PRIVATIZED PUBLIC PRIVATE PARTNERSHIP IN 2009 WITH THE CITY THAT WAS TRANSFORMATIONAL.
WE'VE BECOME ONE OF THE FASTEST GROWING ZOOS IN THE COUNTRY OVER THE LAST 10 YEARS.
WE'VE GONE FROM AN AVERAGE OF 530,000 VISITORS TO ZOOS OVER 1.2 MILLION IN THAT SHORT SPAN.
AND WITH THAT COMES TOURISM BECOMES JOBS, BECOMES ECONOMIC GROWTH FOR THE CITY.
THE CAPITAL INVESTMENT OF THIS, UH, ZOO WILL CONTINUE TO PAY BIG DIVIDENDS.
WE'VE GOT A CHANCE TO REPEAT THAT AS WE MOVE FORWARD HERE.
UM, AS I MENTIONED, WE WORKING FASTEST GROWING ZOOS IN THE COUNTRY AND ONE OF THE THINGS I'D LIKE TO POINT OUT IS SORT OF THE TIMELINE OF HOW THIS EVOLVED.
IT REALLY STARTED IN 2006 WITH A TRANSFORMATIONAL CAPITAL BOND GIFT OF $25 MILLION THAT HELD THE ZOOS TIME UNTIL 2009.
WE WENT INTO THE PUBLIC PRIVATE PARTNERSHIP AT THAT TIME, ABOUT A $75 MILLION ECONOMIC IMPACT IS WHAT, UH, WE THOUGHT THE ZOO, UH, WAS THROWING OUT IN 2010.
WE TOOK THAT 25 MILLION INVESTED INTO, YOU KNOW, THIS, THE GIANTS OF THE SAVANNAH HABITAT AND CAME FIRST ZOO IN THE COUNTRY TO PUT ELEPHANTS AND DRAFT TOGETHER, TRANSFORMED THAT WHOLE COMMUNITY.
THERE WE'RE A HUNDRED ACRES VIEW.
WE'RE THE LARGEST ZOO IN TEXAS.
SO AS WE MOVE FORWARD WITH THAT, OUR TIME STARTS TO DOUBLE.
AND WE COMMISSIONED A STUDY FROM THE
SO AS WE COME HERE TODAY, WE'RE TALKING ABOUT A NEW CAPITAL CAMPAIGN WITH AZU MARK ON SOMETHING PRETTY SPECTACULAR, AMBITIOUS, UH, VISIONARY, THE LARGEST CAPITAL CAMPAIGN IN ZOO HISTORY.
AND I'D LIKE TO HAVE HARRISON DEEL COME UP HERE AND TALK A LITTLE BIT ABOUT SOME OF THE HABITATS.
WE HAVE SOME SLIDES BEFORE YOU, BUT WE'LL WALK YOU THROUGH SOME OF THE CONCEPTS.
WE DO HAVE A, UH, APPROVED DESIGNED BOARD, UH, PROOF PHASED MASTER PLAN THAT WE'RE PULLING THIS FROM.
AND THIS WILL BE THE FIRST PHASE OF THE CAMPAIGN.
AS SEAN MENTIONED, WE HAD SOME BEAUTIFUL VISUALS TO SHARE WITH YOU, BUT I'M GONNA RELY ON MY DANCE SKILLS TO DO AN DANCE.
UM, THE TOTAL CAPITAL CAMPAIGN THAT WE'RE WORKING TOWARDS, UH, TOTAL COST COMES IN AROUND A HUNDRED MILLION DOLLARS.
UH, THE CAPITAL CAMPAIGN IS FOCUSED ON THREE GENERAL PILLARS.
ONE OF THOSE PILLARS IS OF COURSE, FOCUSED ON ANIMALS.
WE ARE AT THE DALLAS SEA AFTERALL, UH, SARI TRAIL, UH, IS A PROJECT THAT BRINGS BACK TO LIFE THE HABITATS THAT YOU USED TO BE ABLE TO SEE FROM THE ZOO'S MONO, BUT IT WAS STILL OPERATIONAL.
UH, THE SECOND COLOR FOCUSES ON EDUCATION, WHICH IS ONE OF OUR, OUR MOST IMPORTANT PORTIONS OF OUR MISSION.
UH, BUILDING FOREST WILD EARTH DISCOVERY CENTER, WHICH IS A APPROXIMATELY MILLION DOLLAR EDUCATION FACILITY THAT WILL HOUSE OUR WILDLIFE PRESCHOOL
[01:25:01]
AS WELL AS AAND THEN THE THIRD PILLAR OF THAT CAPITAL CAMPAIGN FOCUSES ON COMMUNITY AND CONNECTIVITY AND MAKING SURE THAT WE ARE THE BEST PARTNERS POSSIBLE TO, UH, BOTH RESIDENTS THAT WE TO AS WELL AS OUR PARTNERS OVER AT
UM, THERE'S A PARKING GARAGE THAT'S ASSOCIATED WITH THAT COMMUNITY LENGTH THAT WOULD PROVIDE PARKING BOTH FOR THE ZOO AS WELL AS FOR, UH, THE
UM, COMMUNITY CONNECTIVITY FOCUS IN TERMS OF PEDESTRIAN CONNECTIONS VIA, UM, THE THE CONNECTED PARKING GARAGE IN VARIOUS GREEN SPACES TO AND FROM.
SO THE GATEWAY AND THEN SOME SECURITY UPGRADES AS WELL.
UM, THE PARKING GARAGE ITSELF, UH, OFFERS ABOUT 600 PARKING SPACES JUST UNDER 600.
UH, INCREASES OUR PARK CAPACITY BY NEARLY 40%.
AND I SHOULD MENTION, I'M GONNA ALLUDE BACK TO SOMETHING SEAN MENTIONED IN 1990 WHEN WE OPENED THE WILD AFRICA, WE SAW ABOUT A 20 TO 25% BOOST IN ATTENDANCE AT THE ZOO.
UH, MORE RECENTLY SINCE WE'VE OPENED GIANTS IN THE SAVANNAH AND HIPPO HABITATS, WE'VE SEEN A SIMILAR BOOST, UM, PUTTING US AT APPROXIMATELY A MILLION GUESTS ANNUALLY AT THE ZOO RIGHT NOW WITH THIS NEW SUITE OF ATTRACTIONS THAT COME ONLINE.
UM, SIMILAR TO THOSE BOOSTS THAT WE SAW IN ATTENDANCE WHEN WE OPENED A WHILE ON THE
UM, IT SEEMS REASONABLE TO LOOK AT, UH, UH, ANNUAL ATTENDANCE OF THE ZOO, ABOUT ONE AND A QUARTER MILLION GUESTS.
SO WE WANNA MAKE SURE THAT WE'RE READY FOR THAT, BOTH FROM AN INFRASTRUCTURE STANDPOINT, BUT WE'RE ALSO, UH, THINKING ABOUT WHAT THE ECONOMIC IMPACT TO THAT 4 MILLION GUESTS WILL BE, UH, ON THE LOCAL COMMUNITY.
UM, I MENTIONED WILDLIFE
UH, WE ARE THE SITE OF THE ONLY FULL-TIME NATURE-BASED PRESCHOOL IN NORTH TEXAS.
UH, THIS FACILITY WOULD QUADRUPLE CLASSROOM SPACE CREATIVE JOBS FOR EDUCATORS.
EXCITED THIS U T DALLAS HERE EARLIER AS ONE OF OUR, UH, NEWEST PARTNERS FOCUSED ON EARLY CHILDHOOD EDUCATION.
SO WE'RE BE PROVIDING, UH, JOBS FOR KIDS THAT ARE GRADUATING FROM U T DALLAS.
UM, THE LARGEST SPACE WHILE DISCOVERY CENTER WILL FOCUS ON THE PRESCHOOL.
UM, BUT THE SECOND BUILDING WOULD ALSO PROVIDE AUDITORIUM THAT, UH, IS HOST FOR THE HOST 120,000 FIELD TRIPS, STUDENTS THAT COME OUT TO THE ZOO BUT WOULD ALSO BE AVAILABLE AS THE DEFENSE SPACE THAT WOULD FURTHER BOOST REVENUE BUT PROVIDE ADDITIONAL JOBS.
SARI TRAIL ITSELF, UH, WOULD BE A TRANSFORMATIONAL EXPERIENCE FOR DALLAS ZOO ON PAR WITH GIANTS AND SAVANNAH.
HAS ANYONE WRITTEN THE MONORAIL AT DALLAS ZOO GREW UP? THERE IS A LOT OF NOSTALGIA AROUND THAT TRAIN.
UM, THE GIANTS OF THE SAVANNA FORD ZOO WAS A MASSIVE TURNING POINT AND WE'RE HOPEFUL THAT THIS SECOND EXHIBIT THREE WHEEL WERE LINE WOULD BE SIMILAR IN THAT WAY.
UH, IT LEVERAGES EXISTING INFRASTRUCTURE.
IT CREATES A HALF MILE WALKING TRAIL TO REPLACE REUSE PATHS THAT USED TO BE OPERATED BY THE TRAIN.
UH, IT BRINGS 10 TO 15 ACRES OF UNUTILIZED PARK BACK ONLINE, UM, THAT HAVE BEEN LARGELY VACANT SINCE THE MONTERA DIED IN MARCH OF 2020.
UM, WE'RE ALSO HOPING TO BRING GAS CLOSER TO SOME OF THE WILDLIFE OUT THERE.
THAT AND SAFE AND SUSTAINABLE WAY, UM, SPECIES OUT THERE WOULD BE MOVED TO
UM, A COPY AND KNOW OF OTHERS.
AGAIN, SORRY THAT YOU GUYS STILL HAVE THE SLIDES, BEAUTIFUL PHOTOS, BUT WE'LL SHARE 'EM WITH THE COMMITTEE FOR AFTERWARDS THAT YOU GUYS ARE WELCOME.
UM, I DON'T KNOW WHAT SOME OF THE QUESTIONS WILL BE
UM, AND ALSO WHY, WHY WE'RE HERE WITH YOU GUYS.
UM, WE HAVE SPENT TIME WITH THE PARKS, UH, COMMITTEE AS WELL TALKING ABOUT THIS BOND.
UM, OUR TOTAL ASK IS FOR $30 MILLION AS A, THEY SAID PORTION HUNDRED MILLION.
UM, PARTS OF THIS PROJECT RESONATE VERY MUCH SO WITH THE PARKS COMMUNITY.
PARTS OF THIS PROJECT RESONATE AND HELP WITH THIS COMMUNITY AS WELL.
OBVIOUSLY MORE SO WITH ECONOMIC SIDE, THE HOUSING SIDE, UM, BUT ONE OF OUR BOARD BOARD MEMBERS, I THINK, SAID IT BEST.
HE APPLAUDED THIS PROJECT BECAUSE IT WAS GONNA BRING AN ADDITIONAL QUARTER MILLION ON TOP OF THE MILLION THAT ARE ALREADY COMING TO THE ZOO TO OAK CLIFF INSTEAD OF THROUGH OAK CLIFF.
UM, AS SEAN MENTIONED, YOU KNOW, WE'VE SEEN THIS, THIS TRIPLING OF ECONOMIC IMPACT WITH, UH, THAT PREVIOUS CATALYST AROUND THE ORIGINAL GIFT.
UM, BUT IN THE LAST 17 YEARS SINCE THAT GIFT RECEIVED $3.5 MILLION IN CITY BOND PROGRAM FUNDING, UM, SINCE 2006, THIS IS OUR FIRST SIGNIFICANT BOND REQUEST.
UM, SO, UH, FOR THESE LAST 17 YEARS, WE'VE BEEN INCREDIBLE STEWARDS OF THE GIFTS THAT WE'VE RECEIVED.
UH, WE'RE HOPING TO USE THIS ONE AS A FURTHER CATALYST, UH, ECONOMIC INVESTMENT IN DALLAS SUIT GENERATES INCREASED VISITATION AND SPENDING IN SOUTHERN DALLAS, GENERATES ADDITIONAL REVENUE FOR THE CITY THROUGH JOB CREATION TAXES, UH, IMPROVES ACCESSIBILITY FOR THE COMMUNITY THROUGH INCREASED PARKING CAPACITY AND INTEGRATION WITH THE DARVIS TRANSPORTATION.
[01:30:01]
A SERVICE DESTINATION, UM, IT HELPS US TO COMPLETE A DESIGN PHASE IMPROVEMENT PROJECT.SO, UH, WITH THAT, UH, I'LL OPEN UP ANY QUESTIONS.
THANK YOU FOR YOUR CONSIDERATION WITH THE SHARING.
ANY QUESTIONS YOU CAN GO FURTHER.
I DON'T HAVE ANY
THERE'S NO EXPANSION OF PLAN TO MIGRATE ON THE OTHER SIDE OF UNION.
UM, SO OUR, OUR AGREEMENT WITH THE CITY OF DALLAS IS PRETTY CLEAR THAT WE HAVE OUR 106 ACRE FOOTPRINT.
WE ARE ALREADY THE LARGEST AND OLDEST ZOO IN TEXAS.
OUR HOPE IS TO BE THE BEST POSSIBLE TO FOLKS WHO ARE LIVING IN THE NEIGHBORHOOD AS WELL.
PEOPLE TO COME TO VISIT, UH, PLACES LIKE SO SOUTHERN GATEWAY RESPONSES.
SO YOU MENTIONED THE SOUTHERN GATEWAY, UM, AND I KNOW YOU TALKED ABOUT, UH, YOUR HAD CONTRACTIONS THAT'S DRIVE ATTENDANCE.
DO YOU ALSO SEE THAT, UH, INCREMENTAL, UH, BOOST IN ATTENDANCE, UH, IN CONNECTION WITH DEVELOPMENT DESIGN GATEWAY? SO DO YOU HAVE ANY KIND OF FIELDS TO WHAT KIND OF IMPACT THAT'S GONNA HAVE? I THINK THAT'S A FAIR QUESTION.
I THINK IT'S, IT SEEMS LIKELY THAT WE COULD ASSUME THAT WE'RE GONNA SEE INCREASE IN ATTENDANCES AS, AS PART OF THE FACT THAT WE'RE PART OF THIS DISTRICT AND ALL OF THESE GREAT THINGS GOING ON.
BUT I DON'T KNOW THAT WE'VE ACTUALLY MODELED THAT COME UP WITH NUMBERS YET.
WE'RE THINKING ABOUT THE SOUTHERN GATE, SOUTHERN DALLAS PIECE.
PEOPLE COME DOWN THAT PARK GARAGE, SEE ON THE SLIDE.
UM, IT'S GONNA UP PARKING BY 40% AND IT'S GOING BE OPEN TO THE PUBLIC.
SO IF YOU'RE RIDING CARS, THE ZOO, YOU
WE WANNA BE A GOOD PARTNER, WANNA HAVE CONNECTION TO THE COMMUNITIES.
UH, IT'S A EXCITING TIME RIGHT NOW TO BE, UH, HOUSE.
I'M JUST WONDERING, UM, YOU KNOW, THE CITY'S BEEN AN INCREDIBLE PARTNER FOR US ON, ON THE TOPIC OF SAFETY AND SECURITY RECENTLY.
YOU GUYS ARE FAMILIAR WITH THE SAFETY AND SECURITY ISSUES OUT IN THE ZOO, BUT WE'VE SPENT A LOT OF TIME WORKING WITH THEM TO, TO ADDRESS THE SAFETY NEED FOR THE ENTIRE NEIGHBORHOOD JOBS.
NOT JUST OUR SITE SPECIFICALLY.
UM, THERE ARE SOME ASPECTS OF OUR MANDATE OF OUR CONTRACT IN THE CITY, BUT THEY KEEP US FOCUSED ON, ON ASPECTS WITHIN OUR GATES.
BUT AT THE SAME TIME, THERE'S THE, YOU KNOW, CREATIVE WAYS THROUGH SOME OF THE EDUCATIONAL PROGRAMS AND OTHER ASPECTS THAT WE WANNA MAKE SURE THAT THEY'RE A RESOURCE TO PEOPLE WHO LIVE RIGHT OUTSIDE OUR GATES, NOT JUST THE FOLKS WHO ARE FURTHER OUT.
I WANNA INVITE YOU TO AN EVENT THURSDAY NIGHT SCAVENGERS, THE SCAVENGING FOR SCAVENGERS, THE CONSERVATION FOR OUR VULTURES.
WE ARE GOING TO START AT BISHOP, AT THE PARK, BISHOP PARK, AND WE ARE GOING TO HAVE A SCAVENGER HUNT AND IT'S OPEN TO THE PUBLIC.
WE'RE GONNA GO TO BUSINESSES WHO HAVE JOINED WITH US IN THAT AREA TO GIVE US CLUES.
AND I THINK MY TEAM IS GOING TO WIN
AND THEY'VE DONE IT BEFORE AT THE ZOO WITH JUST THE STAFF, AND THAT'S OVER THE PUBLIC.
ANY OTHER QUESTIONS? THANK YOU SO MUCH.
UM, AND I'M GONNA GO BACK AND ASK ANYTHING
OKAY, SO WE, SO THE LAST ONE THEN WOULD BE LEY FIELD.
SO GOOD EVENING, GOOD TO SEE YOU.
SINCE THIS IS CITY OWNED AND THERE'S NO EXTERNAL ADVOCATE, THE CHAIR ASKED IF I COME SPEAK BRIEFLY ON LEY FIELD.
SO WE'RE GONNA GO VERY QUICKLY THROUGH THESE SLIDES.
SO THE FIRST FEW ARE JUST IMAGES DOWN VIEW, FLOAT THROUGH.
IF YOU'RE NOT FAMILIAR WITH KINSLEY FIELD IS A PIECE OF PROPERTY OWNED BY THE CITY OF DALLAS THAT'S THE SIZE OF THE CENTRAL BUSINESS DISTRICT.
IT'S ALMOST 800 ACRES OF VACANT, LARGELY VACANT, UNDEVELOPED PROPERTY.
AND IN DECEMBER, THE COUNCIL PASSED A MASTER PLAN TO DEVELOP THAT PROPERTY INTO BASICALLY WHAT YOU SEE HERE, RIGHT? A MASSIVE MIXED USE, MIXED INCOME TYPE FULFILLMENT.
SO HERE YOU CAN SEE IT'S ON THE FAR WEST,
[01:35:01]
TALKING WATERFRONT VACANT CITY OWNED PROPERTY.AND SO THIS IS THE IMAGE FROM THE MASTER PLAN, WHAT THEY'RE ENVISIONING THIS LOOKING LIKE OF THE RUNWAY THAT STOOD OUT UNTIL LAKE WOULD STAY.
AND WE'LL TALK ABOUT EACH PIECE OF THIS, BUT IT ADVANCES A LOT OF CITY GOALS, INCLUDING SEEK OUT AND AFFORDABLE HOUSING.
ALL RIGHT, SO JUST BREAKING UP MY USE.
UH, THIS TALKS ABOUT THE LAND FRONTING JEFFERSON BEING RESERVED.
SOME KIND OF CORPORATE OR INSTITUTIONAL USER, MAYBE A CORPORATE CAMPUS OR SOMETHING ALONG THOSE LINES.
THERE WILL BE A PUBLIC SCHOOL.
THIS IST A GRAND PRIX SCHOOL DISTRICT.
SO THERE WILL BE A SCHOOL IN, IN THE SITE, OBVIOUSLY FIRE AND PUBLIC SAFETY WITHIN APPROPRIATE, AND THEN GROCERY AND OR URBAN FARM.
VERY IMPORTANT IN THE MASTER PLAN AS WELL.
SO YOU CAN SEE HERE THE PHASING IN THE FIRST FIVE YEARS.
ONCE WE GET THE DEVELOPER ON BOARD AND WE'RE READY TO ROLL.
THE FIRST FIVE YEARS, WE'RE TALKING ABOUT A THOUSAND RESIDENTIAL UNITS BROKEN OUT BETWEEN SINGLE FAMILY DEPARTMENTS AND THEN ABOUT, UM, A MILLION SQUARE FEET OF NON-RESIDENTIAL DEVELOPMENT.
AND THEN IT JUST ROLLS FROM THERE.
AND ALL OF THIS IS TO BE FUNDED THROUGH A COUPLE OF DIFFERENT, UH, IDEAS.
THINGS THAT WILL JUST KEEP LOOKING, ONE OF WHICH IS A TIP.
BUT EVEN WITH THE MOST AMBITIOUS ESTIMATE OF WHAT A TIP CAN FUND, AS YOU'LL SEE, THERE'S STILL $50 MILLION IN GAP IN FUND IN THE FIELD.
AND THE CHALLENGE IS ALL OF THIS INFRASTRUCTURE AT WHICH THERE IS NONE HAS TO BE FUNDED UP FRONT.
YOU CAN'T BUILD THE HOUSING UNTIL YOU HAVE WATER LINES.
YOU CAN'T, YOU KNOW, OPEN A GROCERY STORE UNTIL YOU'VE ADDRESSED THE EXISTING HANGERS, UNTIL YOU'VE TORN OUT THE OLD RUNWAYS, UNTIL YOU, YOU KNOW, PUT IN ALL OF THE JUST AMAZING INFRASTRUCTURE TO MAKE THIS WORK.
SO JEFFERSON IS THE MAIN CORRIDOR BACK, SORRY, DOWN JEFFERSON'S.
THE MAIN CORRIDOR THAT RUNS EAST WEST, ALONG THE NORTH SIDE OF THE PROPERTY IN BOTH DALLAS AND GRAND PRAIRIE.
GRAND PRAIRIE IS READY TO ROLL.
THEY'VE GOT A PLANS TO REHAB JEFFERSON ON THEIR SIDE.
AND SO THAT'LL BE A MAJOR COMPONENT THAT THE CITY WILL HAVE THEM FIGURE OUT AND TAKE ON.
THERE'S ALSO NO SIGNALS AND THERE'S ONLY ONE MAIN ENTRANCE OF ONE BACK ENTRANCE.
SO YOU CAN SEE A WHOLE STREET AND SIGNALIZATION PLAN THAT WILL NEED TO BE FUNDED.
SO WE CAN STOP HERE REALLY QUICKLY.
THE TOP PICTURE HERE, THESE ARE THE OFFICER'S HOMES.
IF YOU INTO THE SITE AS SOON AS YOU PULL IN THE GATE, THERE ARE TWO HISTORIC HOMES THAT THE OFFICERS, WHEN THIS ONE'S A NAVAL STATION LIVED IN, THEY LOOK PRETTY GOOD ON THE INSIDE.
WE'VE BEEN INSIDE THEM ALL OF SORT OF HISTORIC CABINETRY AND TRIM IS ALL STILL THERE.
AND THE IDEA IS TO KEEP THESE AND TURN THEM INTO A WELCOME CENTER OR A LEASING CENTER OR SOMETHING ALONG THOSE LINES.
THOSE WILL HAVE TO BE BASICALLY PRESERVED QUICKLY BEFORE THEY DETERIORATE FURTHER.
THE SECOND PICTURE ON THE LEFT, THERE IS ONE OF THE HANGERS AND
YOU CAN SEE THE VISION FOR THIS HANGAR IS A HUGE OPEN, CLEAR SPACE IS TO TURN IT INTO A FOOD HALL OR A GATHERING SPACE, A FILM STUDIO, SOMETHING THAT YOU REALIZE, UM, WHAT'S HERE.
BUT IT IS IN PRETTY TERRIBLE CONDITION.
IT'S ALMOST A HUNDRED YEARS OLD.
THE METAL'S STILL THERE, STILL SOLID, BUT THE ROOF IS NOT IN GREAT SHAPE.
AND SO IT NEEDS SOME IMMEDIATE PRESERVATION AND ATTENTION.
IF YOU JUST LOOK AT THAT FIRST COLUMN, PHASE ONE, AND YOU LOOK AT ALL OF THE ASSUMPTIONS OF HOW REVENUE GETS GENERATED, IF YOU GET TO THE BOTTOM, THERE'S STILL $50 MILLION SHORT.
EVEN IF WE LINK THIS TO A VERY PROFITABLE TIP AND PUSH INCREMENT TO HENSLEY FIELD AND EVERYTHING GOES PERFECTLY, WE STILL NEED TO COME UP WITH $50 MILLION JUST FOR THAT FIRST PHASE A THOUSAND UNITS OF HOUSING AND THE MILLION DOLLARS OF NON RESIDENTIAL.
SO THAT'S WHY STAFF RECOMMENDED, INCLUDING THIS IN THE BOND PACKAGE.
JUST SEE IF THERE ARE QUESTIONS.
CAN YOU TALK A LITTLE BIT ABOUT THE, UH, STATUS AND LITIGATION WITH THE NAVY ON THE ENVIRONMENTAL CLEANUP? SURE.
I MEAN, I CAN'T SPEAK ABOUT THE LITIGATION PENDING.
THERE IS AN AGREEMENT BETWEEN THE CITY AND THE NAVY TO CLEAN THE SITE.
SOME SILVER REMAINS TO BE DONE.
THAT'S REALLY SAY PROBABLY ABOUT THAT.
SO I D OR
GREEN PRAIRIE WOULD FUND THEIR OWN SCHOOL ON CAMPUS, BUT IT'S IN THE BOUNDARY OF GREEN PRAIRIE I SD, BUT IN THE BOUNDARY OF CITY OF DALLAS.
[01:40:01]
BE THERE HOUSES.WILL THEY PAYING TAXES, THEIR SCHOOL TAXES WOULD GO TO GRAND PRAIRIE HIGH STATE.
YOU SAID GRAND PRAIRIE HAD ALREADY CREDIT.
IS THAT SIMILAR? THIS GRAND PRAIRIE? I'M JUST SPEAKING ABOUT THE JEFFERSON.
SO THEY HAVE SOME PLANS FOR THE STREET.
JUST STOP, RIGHT? IF YOU'VE DRIVEN THEM JEFFERSON, YOU KNOW, IT NEEDS SOME LOVE, RIGHT? YEAH.
ESPECIALLY IF IT'S GONNA BE THE FRONT DOOR TO THIS MAJOR DOWNTOWN SIZE DEVELOPMENT.
SO ANY OTHER QUESTIONS? DO YOU HAVE A TIMELINE OR DO YOU KNOW IF YOU ARE ABLE TO DO QUESTION? YEAH, CAN'T SPEAK ABOUT THE CLEANUP, BUT I, SO THERE'S PLENTY TO DO.
UM, IF YOU LOOKED AT THE PHASING PLAN, YOU'LL SEE THAT MOST OF THE HOUSING FOR THE PHASE ONE IS UP ON THE WATERFRONT WHERE THERE IS NOT PPAS CONTAMINATION, BUT THERE'S STILL EXISTING CONTAMINATION.
THERE'S LOTS OF THINGS THAT NEED TO BE DONE IMMEDIATELY THAT THE CITY CAN HANDLE THIS.
THE STORY OFFICER'S HOMES, RESERVATION OF THE HANGERS, STEERING OUT RUNWAYS, BUILDING BASIC INFRASTRUCTURE IN JEFFERSON.
THERE'S LOTS OF THINGS THAT WE GET PAID FOR THAT ARE NECESSARY TO GET TO BUILDING HOUSING THAT WOULDN'T CORRECT ALL THE MONEY IS, I CAN'T ANSWER THAT.
ANY OTHER QUESTIONS? UH, REASONABLE.
SO WHEN, SO I'M PICKING ABOUT, UM, AND OUR, FOR THE RFPS FOR ACRES, OR IS IT FOR INDIVIDUAL ASSET TYPES? IN OTHER WORDS, DEVELOPERS, FAMILY DEVELOPER, FULL FAMILY FOR RETAIL, ET CETERA? GOOD QUESTION.
SO THERE ARE A NUMBER OF THESE FORMER NA STATION OR FORMER MILITARY UTILIZATIONS ALL ACROSS THE COUNTRY THAT HAVE BEEN DEVELOPED INTO THIS TYPE OF DEVELOPMENT, INCLUDING THE ONE THAT ALSO THAT YOU REFERENCED.
WHAT WE WOULD BE DOING IS A TWO STEP CITATION, AN R F P REQUEST FOR QUALIFICATIONS, AND THEN A SHORTLIST INTERVIEW AND THEN PICKING A MASTER DEVELOPER THROUGH AN R F P WHERE THE WHOLE SITE SOLID TO COME IN AND RUN.
AND THAT DOESN'T MEAN THEY BUILD EVERYTHING, RIGHT? NO DEVELOPER DOES EACH PIECE OF THE PROJECT, BUT THEY WOULD, THEY WOULD, IT'S TOO BIG FOR NICE STAFF TO RUN.
IT'S THE WHOLE CAREER WHERE WORK, WHAT WE HERE FOR AND DO.
WELL, THEY HAVE THE FLEXIBILITY ON LIKE THE OFFICERS.
UM, AND I MEAN WHEN I SAW THAT I THOUGHT OF, UH, UM, OUTSIDE
UM, AND, AND, UM, SO WITH THEY, BUT AT THE SAME TIME IT'S EXPENSIVE.
THEY HAVE FLEXIBILITY TO ADMIT THAT, TO SAY, HEY, IT'S JUST TOO MUCH TO SAYING TO HANG.
SOME OF SOME PIECES ARE HISTORIC.
FOR EXAMPLE, THE DOORS ON SOME OF THE HANGER HISTORIC AND THE ACTUAL HANGER STRUCTURE IS NOT, THE LAND WOULD STILL BE OWNED BY THE CITY.
THOUGH I DON'T THINK ANY OF US ARE INTERESTED IN DESCRIBING THOSE OLD HISTORIC ERS.
IF FOR NO OTHER REASON, THEY WOULD BE IN CALLS ALL THE TIME FROM PARTICULARLY FILM STUDIO BECAUSE THEY'RE LOOKING FOR LARGE OPEN, CLEAR BUILDINGS WITHOUT THE SUPPORT PEERS.
SO I THINK THERE IS A USER THAT WOULD MAKE IT WORTHWHILE TO REHAB THEM.
LET'S HAVE STAY, THEY'RE JUST, OKAY.
ANY OTHER QUESTIONS? THANK YOU, ROB.
UM, AND THAT CONCLUDES ALL OF OUR SPEAKERS FOR TONIGHT.
UM, WE HAVE ANYTHING ELSE THAT'S GONNA SPEAKERS CONSIDER THEY NEED TO BRING TO US TODAY? THOMAS,
[01:45:01]
THE CHAIR HAS JUST COME PREPARED TO SPEAK ON ALL OF THE THINGS THAT WERE PRESENTED TO YOU BECAUSE THOSE EXTERNAL INQUIRIES HAD COME, WE'RE HAVING ANSWERED QUESTIONS ON THOSE.I THINK THE MEETING PRETIGIOUS CAME THE SLIDES IN CASE THERE WAS A A WISH TO TALK, RIGHT? FOLLOW YOUR, ALL RIGHT.
SO SINCE WE HAVE THAT HOUSING AND HOMELESSNESS ON OUR TABLE FOR TONIGHT, SO LET'S, UM, UM, MINE IS VERY QUICK.
UM, IT'S JUST TO SAY THAT, UM, WE HAD A HANDOUT FOR YOU GUYS.
ONE IS THE CAPITAL STACKS THAT WE'RE REQUESTED AT THE LAST MEETING FOR BOTH OF THE CURRENT ST.
UH, 'CAUSE WE WERE TALKING ABOUT GAP FINANCING IN TERMS OF THE 30, UH, 30 MILLION ASK, UH, FOR OUR LARGER POT PUMPING IN REFERENCE TO THE EXAMPLE OF THE THREE 40 MILLION WE DID FOR ONE OF THOSE FACILITIES.
UH, THE OTHER WAS AN UPDATED SPREADSHEET OF OUR TOTAL ASK.
I HAD SAID LAST TIME THAT, UH, THERE WAS A DESIGN CONCEPT BEING DONATED TO, UH, THE BRIDGE, UM, FOR THE LAYOUT THAT WE TALKED ABOUT, AND THAT I EXPECTED IT WOULD COME IN ON THE HIGHER END.
AND OUR SLIDING SCALE OF FUNDING FOR GAP FINANCING WOULD GO FROM 30 TO 28 MILLION.
AND SO IT HAS COME IN ON THE HIGHER END.
WE'RE EXCITED ABOUT, UM, THAT, SO WE'VE TAKEN UP THE SLIDING SCALE AND NOW IT'S JUST 28 MILLION FOR GAP FINANCING.
AND I KNOW WE HAVE ONE PUBLIC SPEAKER HERE FOR HOMELESSNESS.
I NOT ONLY LIVE IN DALLAS, I WORK IN DALLAS.
I'M THE PRESIDENT AND C E O OF HOUSING FORWARD.
WE WORK ALONGSIDE THE CITY OF DALLAS, UM, TO EFFECTIVELY END HOMELESSNESS FOR SO MANY IN OUR COMMUNITY.
I'M SORRY, I CAN'T WITH THIS AIR.
UM, I JUST WANNA SAY WE SUPPORT, UH, THE ALLOCATION AS IT HAS BEEN CLEARLY LAID OUT BY THE OFFICE OF HOME SOLUTIONS.
WE KNOW THAT WE NEED CAPITAL AND INVESTMENTS IN CITY OWNED PROPERTY.
THE ENHANCEMENTS, UM, FOR THE PROPERTY AT THE BRIDGE WOULD BE REALLY SIGNIFICANT FOR OUR SYSTEM AS IT WOULD ADD ADDITIONAL CAPACITY FOR US TO BRING PEOPLE IN FROM OUTSIDE.
AS YOU ALL HAVE BEEN OUTSIDE DURING THESE SUMMER MONTHS, YOU KNOW THAT THE TEMPS GO RIDICULOUSLY HIGH AND IN THE WINTER THEY ARE RIDICULOUSLY LOW.
AND SO HAVING THAT EXPANDED CAPACITY AT THE BRIDGE SHELTER WOULD BE CRITICALLY LIFESAVING AND IMPORTANT.
ALSO, THE ADDITIONAL INVESTMENTS AND THE SCENARIOS THAT YOU HAVE LISTED AROUND PERMANENT SUPPORTIVE HOUSING IS EXTREMELY IMPORTANT FOR OUR SYSTEM AS WE ENGAGE CLIENTS THAT WILL ALWAYS NEED SOME LEVEL OF PERMANENT SUPPORTIVE WRAPAROUND SERVICES AND HOUSING FOR THE END OF THEIR LIFE.
COULD, IT COULD BE, UM, A DISABILITY THAT THEY MIGHT HAVE A PHYSICAL DISABILITY OR A MENTAL DISABILITY THAT THEY HAVE.
SO WE HAVE AN OPPORTUNITY UPCOMING BONDS TO INVEST IN OUR ABILITY TO EFFECTIVELY SERVE OUR UNHOUSED NEIGHBORS.
SO I JUST WANTED TO SAY I SUPPORT THE SUGGESTIONS AS THEY ARE PROPOSED BY THE OFFICE OF HOMELESS SOLUTIONS.
SINCE DIRECTOR HOUSING IN YOUR PRESENTATION, UH, LAST, UH, COUPLE WEEKS AGO, WE WERE ASKED FOR A COUPLE THINGS THAT YOU UNDERSTAND A LITTLE BIT MORE ABOUT THE DIFFERENT SOURCES OF FUNDS AND THE I THAT ARE REALLY TARGETED TO PRESENT, UH, AS WELL AS SOME HOUSING LEADS.
SO THE PRESENTATION REALLY TRIES TO LAY THAT OUT.
YOU, YOU ASKED ALSO FOR, UH, THE 2017 BOND FUNDS THAT WE HAVE TO EMPLOY IN DIFFERENT PROJECTS.
UH, IT'S WORTH NOTING THAT BOND FUNDS ARE ALLOCATED YEARLY AS THE, AS THE DEVELOPMENTS ARE NEEDED.
SO WHILE THESE ARE 2017 BONDS, MOST OF THESE PROGRAMS ARE STARTING IN THE LAST COUPLE OF YEARS.
UH, SOME OF 'EM HAD, UH, ENVIRONMENTAL, UM, UH, STUDIES TO DO AND CLEAN UP TO DO BEFORE THEY COULD BREAK GROUND, BUT WE'VE BEEN ABLE TO BREAK GROUND ON SOME OF THEM NOW MOVING FORWARD.
UM, ONE OF THE THINGS TO NOTE, UM, ON PAGE SEVEN WAS REALLY THE BREAKDOWN OF THE DIFFERENT PROGRAMS THAT WE REALLY TAP INTO FOR THE DIFFERENT, UH, PROGRAMS THAT WE RUN.
THE NOFA FUNDS, THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAMS, THE HOME PROGRAM, AND THE AM I THOSE ARE INTENDED TO SERVE, WHEREAS THE BOND FUNDS DON'T HAVE SOME OF THOSE SAME RESTRICTIONS TO THEM IN TERMS OF WHO THEY SERVE.
IT WAS ASKED HOW WE WOULD DEPLOY THOSE FUNDS ACROSS OUR THREE DIFFERENT STRATEGIC INITIATIVES.
SO ONE OF THE THINGS WE DID ON PAGE EIGHT IS LOOK AT THE STRATEGIC INITIATIVES FOR MIXED USE AND MIXED INCOME.
WE REALLY SEEN THOSE GOING INTO THOSE NEIGHBORHOOD REVITALIZATION EFFORTS, THE AFFORDABLE HOUSING PRESERVATION, THE NEW DEVELOPMENT POTENTIALS THAT WE'VE SHOWCASED
[01:50:01]
TO YOU BOTH OUR TWO AWARENESS PRESENTATIONS AND WE SEE THOSE FUNDS BEING DEDICATED TO ZERO HUNDRED AND 20% AM I RESIDENTS BECAUSE THAT'S THE FULL SORT OF SPECTRUM OF RESIDENTS THAT WE WOULD SERVE WITH THOSE BOND FUNDS.WE LISTED SOME POTENTIAL PROJECTS, SOME OF THEM YOU HEARD FROM EARLIER TODAY WHERE THERE'S COLLABORATION WITH THOUSAND UNITS.
THE INFRASTRUCTURE DEFICIT STRATEGIC INITIATIVE WOULD REALLY BE WHERE WE TARGET HOME OWNERSHIP OPPORTUNITIES.
AS YOU'VE HEARD, YOU HAVE TO LAY IN THE INFRASTRUCTURE BEFORE THE THE HOMES CAN BE, UH, BUILT.
AND SO WE REALLY SEE THAT SERVING THE 60 TO 120% A M I POPULATIONS.
AND AGAIN, THERE'S SOME THINGS THAT HAVE BEEN LAID OUT.
UH, LAST TIME WE TALKED ABOUT THE DALLAS HOUSING AUTHORITY PARTNERSHIP ON THAT ROADS TERRA SITE IN BONTON.
WE'VE HEARD ABOUT, UH, PLEASANT GROVE AND THERE'S SOME OTHER INITIATIVES GOING ON AROUND
AND LASTLY, THE STRATEGIC INITIATIVE AROUND AFFORDABLE HOUSING PRESERVATION.
WE REALLY SEE THAT TARGETED TO THAT MULTI-FAMILY REHABILITATION THAT WE TALKED ABOUT THROUGH OUR CORPORATIONS.
AND THIS IS REALLY WHERE WE GET THAT DEEPER SPECIALTY SERVING THE ZERO TO 60% A LINE GROUP, UH, THROUGH THOSE PROJECTS.
UM, WE, WE MENTIONED THAT THERE'S LITECH PROPERTIES THAT ARE EXPIRING IN DALLAS, WHICH ISSUE A MAP OF THE ONES THAT ARE EXISTING IN SOME THAT ARE EXPIRING AND YOU SEE THOSE SCATTERED THROUGHOUT THE CITY.
UH, WE DO HAVE SOME OF THOSE ONGOING RIGHT NOW WHERE WE'VE BEEN ABLE TO WORK WITH THE H S C CORPORATION TO REQUIRE AND EXTEND
UH, IN CLOSING, WE SEE, UH, THAT REFINEMENT OF THE THREE INITIATIVES, STILL 50% GOING TO THE NEXT INCOME USE DEVELOPMENT, THEN 25% BETWEEN THE INFRASTRUCTURE DEFICIT AND THE AFFORDABLE HOUSING PRESERVATION.
UM, SO THAT'S A QUICK RECAP OF SOME OF THE THINGS THAT YOU ASKED US FOR LAST.
ANY QUESTIONS? NOT A QUESTION CHAIR, BUT A COMMENT.
THIS IS REALLY HELPFUL AND UM, I KNOW THERE ARE A FEW OF YOU ON THIS, UH, ON THIS SUBCOMMITTEE THAT, UM, ARE FAMILIAR WITH HU FUNDING AND, UH, THAT THAT IS A VERY TARGETED, UH, AREA.
SO WHY, WHY TO ME THIS IS IMPORTANT IS ON THE BOND FUNDS.
THIS GIVES US AN OPPORTUNITY TO ADDRESS AN UNADDRESSED NEED AND, UM, THEY ALL WORK TOGETHER.
SO JUST BECAUSE WE DON'T ADDRESS SOMETHING ON, UH, BOND FUNDING DOESN'T MEAN THAT IT'S NOT BEING ADDRESSED WITH OTHER TYPES OF FUNDING.
UM, SO MY, MY POINT AT ALL THAT IS I THINK IT'S A LITTLE BIT DIFFERENT PROBABLY THAN SOME OF THE OTHER PROPOSITIONS, UM, IN THAT WE'RE TRYING TO COMPLIMENT THE FULL, UM, HOUSING NEEDS.
SO, UM, THIS WAS REALLY HELPFUL, LAURA.
THANKS FOR, UH, PUTTING THIS TOGETHER BECAUSE THERE'S THAT MISSING BILL IS SOMETHING WE ALWAYS DO.
UM, I SEE WE HAVE ADDRESS COMMITTEE JUST WANTED, RECOGNIZE AND MAKE SURE.
ANYTHING, ANY OTHER QUESTIONS? CLARIFY? SO 2017 PROJECT.
ANY OTHER QUESTIONS? ALL, UM, HAVE ANYTHING ELSE.
