YET WE ALSO KNOW THAT THERE IS A LARGE WEALTH DISPARITY IN OTHER, UH, DISPARITIES IN REGARDS TO, UH, RACE, ETHNICITY, AND SOCIOECONOMIC STATUS.

AND SO THAT QR CODE LED US TO OUR 2019 EQUITY INDICATORS, WHICH HIGHLIGHTS, UH, THE DISPARITIES THAT WE SEE IN THE CITY OF DALLAS AND THE NEED FOR THIS PLAN.

AND SO, SOME OF YOU MAY BE WONDERING, OKAY, EXACTLY WHAT IS THE PLAN? IT'S A STRATEGIC FRAMEWORK TO SUPPORT THE CITY IN UNDERSTANDING AND ADDRESSING THE DISPARITIES THAT WE SEE ACROSS DALLAS.

IT WAS DEVELOPED OVER A COURSE OF 16 MONTHS WITH COMMUNITY, AND IT REALLY ALL OF OUR CITY DEPARTMENTS TO ENHANCE THEIR CURRENT PLANS, THEIR POLICY, AND OTHER INITIATIVES WITH MEASURABLE GOALS, UH, SO THAT, AGAIN, WE CAN ADDRESS THE DISPARITIES THAT WE KNOW EXIST HERE IN THE CITY OF DALLAS.

THE OVERALL PURPOSE IS TO PROVIDE CITY LEADERS WITH ACTIONABLE LEVERS BY ESTABLISHING SHORT, MID, AND LONGER TERM GOALS.

AND THEN WE'LL GIVE A COUPLE EXAMPLES OF WHAT THOSE GOALS LOOK LIKE.

AND SO, THERE'S A LOT THAT I CAN SAY ABOUT COMMUNITY ENGAGEMENT.

UM, BUT I, I PROMISE I'LL BE BRIEF WHEN WE'RE REFERENCING COMMUNITIES, UH, AND, AND LET'S, LET'S BE FRANK, UH, COMMUNITIES WHO MAY HAVE MISTRUST FOR, FOR GOVERNMENT, FOR VERY GOOD REASONS.

WE LED THE COMMUNITY ENGAGEMENT PROCESS FOR THIS PLAN, UH, WITH THREE IMPORTANT FACTORS, AND THAT WAS TO BE INTENTIONAL, INCLUSIVE, AND IMPACTFUL.

AND SO SOME OF THE WAYS THAT WE WERE INTENTIONAL WAS TO SET UP A VARIETY OF TOUCH POINTS AND MULTI-CHANNEL, UH, MULTI-LINGUAL MARKETING STRATEGIES TO CREATE

AWARENESS AROUND THIS PLAN.

UM, WE HAD WEBSITE VIEWS, WE DID TELEPHONE CALLS, AND ALSO IN-PERSON, UH, MEETINGS.

WE OFFERED SURVEYS IN OVER 56 DIFFERENT LANGUAGES, NEWSLETTERS, AND OTHER TYPE OF COLLABORATIVE ACTIVITIES.

AND SO ON THIS SLIDE, IT JUST HIGHLIGHTS A FEW OF THE INCLUSIVE EFFORTS THAT WE TOOK.

UM, ON THE TOP THERE, YOU'LL SEE SPANISH ONLY EVENTS.

WE HELD SEVERAL SPANISH ONLY EVENTS.

THAT'S IMPORTANT BECAUSE WE KNOW THAT RESEARCH CONTINUES TO SHOW WHEN YOU HOLD SPANISH ONLY OR ANY, UM, OTHER LANGUAGE EVENTS THAT YOU ARE MORE LIKELY TO HAVE A BETTER TURNOUT.

UM, SOME OF THE EVENTS THAT WE DON'T HAVE LISTED ON HERE, BUT WE'RE A PART OF THIS PROCESS, UM, WAS WITH THE JC REC CENTER AND THE SENIOR ADULT PROGRAM, UM, COMMUNITY ENGAGEMENT EVENT, UM, AND SO FORTH.

THREE MAIN OVERARCHING THEMES THAT WE HEARD DURING THIS ENGAGEMENT PROCESS WAS, ONE, THE NEED FOR SHARED PROSPERITY.

UH, COMMUNITIES WHO EXPERIENCE THE GREATEST DISPARITIES DESIRE THE OPPORTUNITY TO BE ABLE TO PARTICIPATE AND CONTRIBUTE TOWARDS THE CITY'S TREMENDOUS SHARED PROSPERITY.

THE SECOND IS ACCOUNTABILITY AND LEADERSHIP.

AS WE WERE OUT ENGAGING COMMUNITY, WE HEARD VERY LOUD AND CLEAR LESS PLANS MORE ACTION, WHICH AS YOU CAN IMAGINE, MADE IT FOR AN INTERESTING CONVERSATION.

PEOPLE WHO WERE OUT INQUIRING ABOUT WHAT NEEDS TO BE IN A PLAN.

AND THEN FINALLY IS CONNECTED COMMUNITIES AND AFFORDABLE AND QUALITY HOUSING.

AND SO, AS WE HEARD FROM VARIOUS COMMUNITIES OVER THAT EXTENDED COMMUNITY ENGAGEMENT, UM, PROCESS, WE THEN STARTED TO FORMULATE INTERNALLY ALONGSIDE ALL OF OUR CITY DEPARTMENTS, WE CALL OUR BIG AUDACIOUS GOALS.

AND SO WHAT THIS SLIDE HIGHLIGHTS IS HOW WE TOOK WHAT WE HEARD FROM COMMUNITY AND THEN MADE THEM A PART OF, UH, THE STAPLE OF THE PLAN.

UH, AND SO ON THE NEXT SLIDE, I'LL TALK ABOUT A LITTLE MORE ABOUT THE BIG AUDACIOUS GOALS.

THEY'RE THREE TO FIVE YEARS IN, IN LENGTH, AND THEY NAME WHAT THEY'RE GOING TO DO BY WHEN.

AND SO IT'S ALMOST A LAYER OF ACCOUNTABILITY BAKED INTO THE PLAN.

AND THEN AS YOU MOVE UP THAT MOUNTAIN, RIGHT, AND WE GO TO THE ACTION TARGETS, THOSE FALL UNDER THOSE FIVE BIG AUDACIOUS GOALS.

AND THOSE ARE ECONOMIC WORKFORCE AND COMMUNITY DEVELOPMENT AND ENVIRONMENTAL JUSTICE, HOUSING INFRASTRUCTURE, AND PUBLIC SAFETY AND WELLNESS.

AND I THINK I PASSED MY QUIZ FOR TODAY.

WHILE WE RECOGNIZE THAT THE CITY HAS A REALLY IMPORTANT ROLE IN ADDRESSING THE DISPARITIES THAT WE SEE ACROSS, UH, OUR CITY, WE ALSO RECOGNIZE THAT WE CAN'T DO IT ALONE.

AND SO THOSE BIG AUDACIOUS GOALS IS WHERE WE REALLY LEAN INTO EXTERNAL PARTNERS AND ANCHOR INSTITUTIONS AND, AND NATIONAL PARTNERSHIPS.

AND SO IF WE WERE TO LOOK AT AN EXAMPLE JUST OF ONE POTENTIAL PROGRESS MEASURE NAMED HERE, UH, OUR OFFICE OF COMMUNITY POLICE OVERSIGHT, RIGHT? ONE OF THEIR DEPARTMENT PROGRESS MEASURES IS TO INCREASE THE NUMBER OF ORGANIZATION SERVING SENIOR RESIDENTS AND EQUITY PRIORITY AREAS, RIGHT? WELL, WHEN WE LOOK AT PUBLIC SAFETY AND WELLNESS, OUR BIG AUDACIOUS GOAL, WHAT EVERYONE IS WORKING TOWARDS IS MAKING DALLAS COMMUNITIES SAFE IN WAYS THAT PREVENT HARM AND PROMOTE WELLNESS, HEALING AND JUSTICE.

AND SO, AGAIN, WHEN WE'RE TALKING ABOUT THAT BIG AUDACIOUS GOAL, WE RECOGNIZE THAT THE CITY DOES HAVE A, UM, A ROLE IN THAT, BUT ALSO HOW ARE WE LEVERAGING EXTERNAL PARTNERS TO HELP US GET TO THAT GOAL? NEXT SLIDE, PLEASE.

AND SO THE NEXT SLIDE HERE, AGAIN, I, I SHARED THAT AS WE WERE OUT TALKING ABOUT THE RACIAL EQUITY PLAN.

A LOT OF WHAT WE HEARD IS LESS PLANS, MORE ACTION.

AND SO IT WAS EXCITING THAT, UM, THE FY 2223 BUDGET TRULY ALLOCATED INVESTMENTS TOWARDS THE IMPLEMENTATION OF THE FIRST YEAR.

ALL OF THOSE INVESTMENTS CAN BE FOUND ON, UH, THE WEBSITE, THE OFFICE OF EQUITY AND INCLUSION'S WEBSITE.

AND A VAST MAJORITY OF THOSE INVESTMENTS WENT TO INFRASTRUCTURE THAT IS VERY MUCH IN ALIGNMENT.

I SEE THRA HERE, THE ASSISTANT DIRECTOR OF, OF OUR HOUSING DEPARTMENT.

AND SO THAT'S VERY MUCH IN ALIGNMENT IN WHAT THEY HEARD AS THEY WERE DOING, UH, THE COMPREHENSIVE AUDIT AROUND THE IMPORTANCE OF INFRASTRUCTURE TO PROVIDING AFFORDABLE HOUSING.

AND SO $16.5 MILLION WENT TOWARDS INFRASTRUCTURE.

UM, THE DEPARTMENT OF HOUSING AND NEIGHBORHOOD REVITALIZATION, OF COURSE, HOME REPAIR AND SPECIFICALLY SENIOR HOME REPAIR, WHICH I KNOW THOR AND HIS, UH, TEAM WILL TALK ABOUT A LITTLE LATER.

UM, AND EVEN, UM, YOU KNOW, UNFORTUNATELY, YOU KNOW, FINANCIAL CRIMES AGAINST SENIORS OR FINANCIAL EXPLOITATION, UH, FIRE DEPARTMENT, UH, DOES A LOT OF PUBLIC SAFETY ORIENTED THING FOR SENIORS.

UH, WE OFTEN CALL ON THEM WHEN WE FIND, UH, COMPLICATED HOARDING SITUATIONS.

UM, SITUATIONS WHERE A RESIDENT MIGHT BE IN A A PLACE THAT'S VERY DANGEROUS, ET CETERA.

UH, PUBLIC WORKS, UM, YOU KNOW, SIDEWALKS AREN'T JUST FOR SENIORS, BUT, UH, WE KNOW THAT THE SENIOR AFFAIRS COMMISSION HAS HAD THE SIDEWALK MASTER PLAN AND IMPROVING WALKABILITY, UM, AND SAFETY AT THAT, UM, TOP OF MIND FOR MANY YEARS.

UH, SANITATION SERVICES, WE'VE HAD SOME BRIEFINGS FROM THAT, UH, DEPARTMENT TALKING ABOUT SOME OF THE CHANGES AND OUTREACH TO THOSE NEW SCHEDULES.

I THINK WE HAD A BRIEFING FROM THEM JUST A FEW MONTHS AGO.

AND SO, YOU KNOW, REALLY ANY DEPARTMENT IN THE SENIOR IN THE CITY DOES THINGS THAT RELATE TO SENIORS, BUT THOSE ARE JUST SOME HIGHLIGHTS OF SPECIFIC DEPARTMENTS THAT YOU GUYS HAVE SPOKEN TO OR HEARD FROM, ET CETERA.

SO MOVING FORWARD, I WANNA CALL OUT SOME, UH, SOME OF THE PROPOSED ENHANCEMENTS, UH, THAT HAVE MADE THEIR, I'M LOOKING AT THIS BACKWARDS.

IT IS A SPECIFIC ADDITIONAL FUNDING BUCKET ALLOCATED FOR A PROGRAM.

SO THIS IS NOT INSTEAD OF, BUT IN ADDITION TO THE BASE BUDGET.

UM, SO THE PROGRAMS THAT WE ALREADY HAVE REMAIN, THEY ARE NOT CHANGING BEING REDUCED OR CHANGED.

THEY ARE BEING ADDED TO.

SO MOVING TO THE PROPOSED ENHANCEMENT, I SAY PROPOSED, THEY ARE STILL PROPOSED AT THIS TIME, OF COURSE, UNTIL THIS BUDGET IS ADOPTED.

AND HOPEFULLY THERE WILL BE NO CHANGES TO THESE BEFORE THAT.

UH, SO THE FIRST ONE IS A FUND FOR AN AGE FRIENDLY OFFICER POSITION.

SO THIS KIND OF GETS AT THE QUESTION THAT WAS POSED TO DR.

WILSON AS WELL, UH, ALTHOUGH ABSENT SOME OF THE SPECIFICS OF HOW WE'RE GONNA MAKE IT WORK.

THE TIMING WAS VERY IMPORTANT.

UM, THIS YEAR WE GOT IT OUT WHEN WE REALLY NEEDED TO, AND THAT THAT HELPED A LOT 'CAUSE IT ALLOWED IT TO BE CONSIDERED WITH ALL THE OTHER REQUESTS AND, AND BALANCED AND NOT, WHEN IT COMES A LITTLE TOO LATE, THEN IT BECOMES AN ISSUE WHERE YOU'RE HAVING TO REQUEST SOMETHING AT THE DEFICIT OF SOMETHING ELSE.

SO THE FUNDING FOR THE AGE FRIENDLY POSITION IS RESPONSIVE TO THE REQUEST THAT THIS COMMISSION HAD INCLUDED TO HAVE A, A SENIOR KIND OF EXECUTIVE.

UM, THIS IS A THIRD TIER EXECUTIVE THAT WOULD HAVE OVERSIGHT AND RESPONSIBILITY FOR REALLY ENSURING ALIGNMENT AND COORDINATION OF DIFFERENT SENIOR FOCUSED RESPONSIBILITIES ACROSS THE CITY.

THIS PERSON WOULD BE HOUSED IN OUR OFFICE, UH,

BUT THEY WOULD WORK CLOSELY AND CONSISTENTLY WITH THOR AND WITH JOE AND DR.

WILSON AND PUBLIC WORKS AND EVERYONE ELSE TO SAY, WHAT'S GOING ON IN YOUR WORLD WITH SENIORS? HOW CAN I HELP? HOW IS YOUR WORK AND OUTREACH GOING? HOW CAN WE PROMOTE YOUR PROGRAMS? HOW CAN WE MAKE ACCESS MORE READILY AVAILABLE? UM, SO THIS PERSON WOULD BE IN ADDITION TO OUR INFORMATION AND REFERRAL SENIOR SERVICES TEAM, UM, AND WOULD REALLY BE KIND OF THAT LEAD IN CORE POINT PERSON.

UM, THE NEXT ONE IS THE ONE TIME CONSULTING RESOURCES.

THAT WAS ANOTHER RECOMMENDATION OF THIS COMMISSION THAT I THINK GREW OUT OF, UM, IN PART OUR EXPERIENCE, UM, IN PULLING TOGETHER ALL THAT DATA, THE GREAT WORK OF DR AND HICK AND HER TEAM.

UM, AND THEN THE LIMITATIONS OF COURSE WE RAN INTO, ESPECIALLY WHEN IT CAME TO SPECIFIC OR UM, UM, INTERSECTIONAL POPULATIONS OF OUR SENIOR COMMUNITY, UH, WHERE WE DIDN'T NECESSARILY KNOW AS MUCH.

AND SO THESE FUNDS WILL ALLOW US TO KIND OF DO A, A FULLER SCALE TYPE, UH, NEEDS ASSESSMENT TO HOPEFULLY GROW AND EXPAND ON SOME OF THAT MISSING DATA ON NEEDS AND, UH, AND, UH, DEMOGRAPHICS THAT'S OUT THERE.

UM, AND THEN ALSO I HOPE THAT WE CAN USE IT TO HELP, UH, DESIGN AND DEVELOP A STRONG OUTREACH STRATEGY FOR HOW TO KIND OF WORK WITH AND COMMUNICATE WITH SENIORS.

SOMETHING LIKE AN OUTREACH TOOLKIT THAT DIFFERENT DEPARTMENTS CAN POTENTIALLY WORK FROM AND LEARN FROM, AGAIN, WITH THE LEADERSHIP OF OUR, OF OUR OFFICER.

UM, THE NEXT ONE IS FUNDING FOR SENIOR PROGRAMMING THROUGH THE LIBRARIES.

AND SO THAT, YOU KNOW, INCREASES THE AMOUNT OF EXEMPTION THAT OLDER ADULTS CAN CLAIM, UM, WHEN IT COMES TO PROPERTY TAX RATES FOR THE NEXT YEAR.

UM, ANOTHER THING IMPORTANT TO NOTE THAT THE CURRENT PROGRAMMING WITHIN OUR DEPARTMENT IS MAINTAINED.

AND OF COURSE THIS THE WORK OF AN AGE-FRIENDLY OFFICER IN THE NEXT YEAR AND THE DATA AND THE WORK THAT WE HOPE TO DO THAT CAN HELP US REALLY PUT A GOOD LENS ON THAT AND THINK ABOUT WHAT TYPES OF STRATEGIC ADJUSTMENTS WE MIGHT TO MAKE MOVING FORWARD INTO THE FUTURE.

UH, PARKS AND RECREATION DEPARTMENT, THEY'RE MAINTAINING THEIR PROGRAM AND OPERATION LEVELS FOR THAT ASAP PROGRAM, UM, INCLUDING THEIR DAILY SPECIAL INTEREST PROGRAM.

SO THERE'S NO REDUCTIONS THAT ARE PROPOSED THERE AND THAT WILL CONTINUE FORWARD.

UH, THE LIBRARIES, UM, IN ADDITION TO THE FUNDING SPECIFICALLY FOR SENIORS, UH, OF INTEREST IN NO-TILL TO OUR POPULATIONS OF COURSE, IS THAT THEY'RE EXPANDING THE FACILITY HOURS TO SIX DAYS A WEEK FOR THOSE REMAINING 15 SITES.

UM, SO THERE'S SOME TONIGHT AND THERE'S SOME TOMORROW NIGHT AND FOR THE NEXT SEVERAL NIGHTS AS WELL.

RELATED TO THAT, UH, ALREADY NOTED THE END OF BUDGET TOWN HALL MEETINGS ON AUGUST 24TH ON THE 30TH WILL BE A BUDGET WORKSHOP UNLESS IT'S CANCELED.

THERE WAS SOME DISCUSSIONS THAT THEY MIGHT MERGE THE TWO, UM, MEETINGS INTO ONE, BUT AS SCHEDULED, THERE WOULD BE A WORKSHOP ON THE 30TH.

'CAUSE RIGHT NOW IT ONLY ALLOWS FOR MINOR HOME REPAIR TO $10,000.

SO WE WOULD ADVOCATE THAT WE HAVE LOOKED AT RECEIVING 720 PLUS APPLICATIONS FROM SENIORS IN OUR FIRST GO ROUND, AND WE GET ABOUT 10 TO 15 CALLS A DAY ASKING HOW THEY CAN CONTINUE TO APPLY PEOPLE WHO HAVE NOT APPLIED YET, UH, TO THE PROGRAM.

SO WE WOULD, WE WOULD SEEK AN AMENDMENT TO DO
