[Dallas Park and Recreation Board Special Session on September 7, 2023.]
EXCITING DAY OF DALLAS PARK ATIONS, UH, MEETING TO ORDER.A LOT OF GOOD, EXCITING STUFF TO HAPPEN TODAY.
WITH THAT, I GET TO ONE OUR OF BUSINESS OF PUBLIC SPEAKERS,
EACH SPEAKER WILL BE
GOOD MORNING, LADIES AND GENTLEMEN.
UH, I HAVE A BRIEF SPIEL HERE MARKED TO BE SENIORS ARE OLDER ADULTS WHO PARTICIPATE IN SENIOR CENTER PROGRAMS, EXPERIENCE BETTER PSYCHOLOGICAL WELLBEING ACROSS SEVERAL MEASURES COMPARED TO NON PARTICIPANTS, INCLUDING SOCIAL AND HEALTH BENEFITS, LOWER LEVEL OF DEPRESSION, SUPPORTIVE FRIENDSHIPS.
THANK YOU AND THANK YOU FOR YOUR ATTENTION.
WITH THAT, UH, WE MOVE TO OUR NEXT POINT ON AGENDA, WHICH IS NOT ON AGENDA, WHICH WE HAVE A SURPRISING VISITOR HERE TODAY.
THERE IS OUR FRIEND MITCH FROM STATE FAIR OF TEXAS AND
22 DAYS AWAY FROM OPENING DAY OF THIS TABLE.
GETTING A BRAND NEW BOBBLEHEAD BIG PACK THIS YEAR.
COMMEMORATES THE HUNDRED YEAR ANNIVERSARY OF BIG CAROUSEL ON THE MIDWAY.
AND OUR THEME THIS YEAR IS EXPLORE THE MIDWAY.
I GOT MITCH DOING SOME WORK TODAY.
HOW ARE YOU? GREAT TO SEE YOU.
SO WELL, UH, MITCH, WE WANT TO THANK YOU ON BEHALF OF BOARD WHAT YOU DO.
YOU KNOW, I, I USED TO WONDER THAT YOU ONLY WORK MAYBE 10 DAYS IN A YEAR, BUT NO, I GUESS YOU WORK THROUGHOUT THE YEAR, MAKE THAT THREE WEEKS HAPPEN.
SO TRULY, YOU KNOW, CITY IS GRATEFUL TO YOU AND THE WORLD IS GRATEFUL.
BEFORE OUR LITTLE TEXT LEAVES, CAN WE TAKE A GROUP PICTURE WITH THE BALL? WHERE ARE WE GOING? I, YEAH, DON'T, WHATEVER ALL THAT MELANIN.
YOU NEED, WE'RE, DO YOU SEE Y'ALL AT THE FAIR? THANK YOU.
AT LEAST THAT'S A BATTERY FOR REAL.
IT'S NOT NOTICE OF BE DIFFERENT.
[00:05:01]
LOOK AT THE PICTURE.ONE WAY TO START OUR MEETING WITH THAT NEXT POINT OF BUSINESS APPROVAL OF MEETINGS FOR AUGUST 17.
DO I HAVE A MOTION? MR. SLAUGHTER? MR. KINS? UH, ALL IN FAVOR SAY AYE.
ANY OPPOSED? I HAVE IT WITH THAT.
UH, I WAS TOLD TO, UH, GET STAFF ANNOUNCEMENTS DONE.
SO ANY STAFF ANNOUNCEMENTS? I DON'T KNOW WHY I WAS JUST TOLD
THE 2023 NATIONAL PARK AND RECREATION ASSOCIATION CONFERENCE IS COMING TO DALLAS.
SO STARTING IN OCTOBER, ACTUALLY OCTOBER 10TH THROUGH 12TH, 2023.
AND OUR PA WILL BE HERE IN DALLAS.
AND OUR TEAM HAS BEEN WORKING DILIGENTLY OVER THE PAST YEAR PLANNING AS A PART OF THE LOCAL HOST COMMITTEE TO PREPARE TO BRING OVER 10,000 PARK AND RECREATION PROFESSIONALS TO DALLAS.
AND SO WE ARE VERY EXCITED TO DO THAT.
THE N R P A CONFERENCE IS ACTUALLY THE PREMIER, UM, CONFERENCE FOR PARK AND RECREATION PROFESSIONALS WHERE WE CAN LEARN ABOUT ALL THE NEW AND INNOVATIVE THINGS HAPPENING IN THE INDUSTRY.
UM, BE ABLE TO NETWORK WITH OUR INDUSTRY PROFESSIONALS AND BE ABLE TO LEARN, YOU KNOW, WHAT'S GOING ON IN DIFFERENT TRENDS AND THINGS LIKE THAT.
SO WE ARE REALLY EXCITED, AND I WANT TO NOTE THIS IS THE FIRST TIME N R P A HAS BEEN BACK TO DALLAS SINCE 1985.
SO THEY'VE TRAVELED ALL OVER THE COUNTRY, BUT DALLAS HAS POSITIONED OURSELVES TO MAKE SURE THAT WE ARE CONTINUING TO BE INNOVATIVE AND TO BRING THE CONFERENCE HERE TO DALLAS.
SO WE'RE REALLY EXCITED ABOUT THAT.
UM, SO JUST TO GIVE YOU SOME OF THE HIGHLIGHTS, WE ARE PRESENTING 16 SESSIONS AT THIS YEAR'S CONFERENCE.
SO OUR STAFF HAS SUBMITTED, UM, THERE WERE OVER 700 PROPOSALS SUBMITTED.
DALLAS HAS CHOSEN 16, WHICH IS ALSO A RECORD FOR DALLAS.
WE'VE NEVER PRESENTED THAT MANY SESSIONS.
SO THE THINGS THAT WE ARE DOING AND HOW WE WERE ABLE TO PRESENT THAT TO THE COMMITTEE, THEY WERE REALLY IMPRESSED AND REALLY WANTED TO TAKE THE OPPORTUNITY TO HEAR WHAT WE'RE DOING IN DALLAS.
SO THIS WOULD BE A GREAT OPPORTUNITY FOR US AS WELL.
SOME OTHER THINGS THAT WE HAVE GOING ON IS WE HAVE SOME OPENING SPEAKERS.
OUR MAYOR HAS GENERALLY AGREED TO BE AN OPENING SPEAKER, UM, AT N R P A ON TUESDAY, AS WELL AS OUR DIRECTOR.
AND THIS WILL ALSO DO A WELCOME TO THE ENTIRE CROWD AT N R P A AND THEN FOR THE FIRST TIME, SO NONE, NO OTHER CITY HAS DONE IT, WE ARE HOSTING A WELCOME TO DALLAS SOCIAL.
SO THIS IS SOMETHING THAT THE DALLAS PARK AND RECREATION WANTED TO DO TO MAKE SURE THAT WE WERE WELCOMING OUR GUESTS, UM, TO THE CITY.
SO WE WILL BE HOSTING THAT EVENT, AND OF COURSE, EVERYONE HERE IS INVITED.
WE WILL DO THAT ON MONDAY, UM, MONDAY EVENING FROM FOUR TO 5:00 PM AND THEN WE'LL HAVE A, A LARGER SOCIAL THAT'LL FOLLOW AFTER THAT.
AND SO IT'LL BE AN OPPORTUNITY FOR MORE NETWORKING AND BEING ABLE TO BRING EVERYBODY AND WELCOME THEM TO THE CITY.
IT WILL TAKE PLACE AT CLYDE WARREN PARK ON, UM, MONDAY EVENING.
ALSO, ON MONDAY WE HAVE OFFSITE INSTITUTES.
SO OFFSITE INSTITUTES ARE AN OPPORTUNITY FOR ATTENDEES TO ATTEND, TO OBTAIN, UM, CONTINUING EDUCATION CREDITS TO KEEP THEIR C P R P, THEIR CERTIFIED PARK AND RECREATION PROFESSIONAL, OR THE CERTIFIED PARK AND REC RECREATIONAL EXECUTIVE CERTIFICATION.
AND SO, UM, SOME OF THE THINGS THAT ARE REALLY EXCITING ABOUT THIS IS THAT, UM, OUT OF THE 12 INSTITUTES, ABOUT SEVEN OF THEM ARE TAKING PLACE AT DALLAS LOCATIONS.
SO WE'LL BE AT THE TRINITY RIVER AUDUBON, THEIR PARK, UM, DISCOVER FAIR PARK AND THE STATE FAIR AND BEHIND THE SCENES IS ACTUALLY ONE OF THE THINGS THAT A LOT OF PEOPLE ARE DOING.
AND LET ME TELL YOU, ALL OF THESE SESSIONS ARE ALMOST SOLD OUT.
SO THAT'S ALSO ANOTHER EXCITING HIGHLIGHT.
UM, WE'VE REACHED CAPACITY ON, WE CAN HOST THE, UM, LOCATIONS.
WE'LL BE AT THE ZOO, THE ARBORETUM, AND THEN WE'RE DOING A PAVILION TOUR OF THE UNIQUE ARCHITECTURE THAT OUR PLANNING AND DESIGN TEAM HAS PUT TOGETHER.
AND SO THE FOLKS THAT ARE IN PLANNING AND DESIGN AND OTHER ORGANIZATIONS WANTED TO HAVE OPPORTUNITY EXPLORE THAT AS WELL.
WE'LL ALSO HAVE A DAY OF SERVICE ON MONDAY.
THERE'S SO MUCH GOING ON ON MONDAY, BY THE WAY.
WE'LL HAVE A DAY OF SERVICE ON MONDAY, UM, AT LAKE CLIFF PARK.
SO WE ARE WORKING WITH OUR PARK MAINTENANCE OPERATIONS TEAM AND N R P A TO PLANT 150 TREES AT LAKE CLIFF PARK ON THAT DAY.
WE'LL HAVE ABOUT 200, 250 VOLUNTEERS OUT AS WELL TO HELP US WITH THAT DAY OF SERVICE, UM, TO MAKE AN IMPACT IN THE DALLAS COMMUNITY ON MONDAY AS WELL.
UM, SO WE'LL BE HOSTING THAT OVER AT CEDAR CREST.
WE WANTED TO MAKE SURE THAT WE, THE LOCATION, UM, IT REPRESENTED DALLAS.
WE CHOSE THE HISTORICAL FOLKS TO BE ABLE TO ACTUALLY PLAY ON A MUNICIPAL COURSE.
UM, WHEN SOME OF THE IDEAS WERE THROWN OUT, OF COURSE, FOLKS WANTED TO GO OUT TO THE STAR AND, YOU KNOW, ALL OF THOSE DIFFERENT THINGS IN THE METRO PLAN.
BUT WE WANTED TO MAKE SURE THAT THEY WERE PLAYING ON A MUNICIPAL COURSE
[00:10:01]
AS MUNICIPAL, UM, PARK AND RECREATION PROFESSIONALS SEE WHAT WE HAVE TO OFFER AS WELL THERE.THERE'LL ALSO BE, AND THIS IS NOT ON MONDAY, IT'S ON THURSDAY.
WE WILL HOST A FIVE K WALK, RUN, ROLL AT KATY TRAIL.
SO WE WILL, THAT WILL TAKE PLACE OUT THERE.
UM, THE STARTING AND ENDING POINT WILL ACTUALLY BE
SO TYPICALLY IN OUR N R P A, IT'S THE LAST DAY OF THE SESSION AT ABOUT, AGAIN, 250 FOLKS GET UP IN THE MORNING BEFORE THEY GO TO SESSION TO COME OUT TO DO THE RUN.
SO WE ARE ACTUALLY HOSTING THAT AS WELL.
UM, LISA MCCLENDON, ONE OF OUR PROFESSIONALS, HAS MANAGED THIS ENTIRE PROCESS FOR THE FIVE K.
SO WE'RE REALLY EXCITED ABOUT THAT OPPORTUNITY.
UM, BUT AGAIN, BRINGING CONFERENCES TO DALLAS IS, YOU KNOW, OBVIOUSLY NOT JUST ABOUT PARK AND RECREATION, BUT THIS IS AN OPPORTUNITY FOR US TO SHOWCASE OUR CITY AS WELL.
SO, YOU KNOW, FROM OUR ARTS AND CULTURES, THE DINING, ALL THOSE DIFFERENT THINGS.
SO WE'RE REALLY EXCITED ABOUT THAT AND UNDERSTANDING WHEN WE BRING CONFERENCES TO CITIES, IT DOES HAVE A GREAT ECONOMIC IMPACT.
AND SO WE'VE BEEN WORKING WITH OUR PARTNERS AT VISIT DALLAS ON THIS AS WELL.
UM, WE'RE ANTICIPATING LIKE ABOUT 10,000 ATTENDEES AT THE CONVENTION, UM, WHICH BRINGS 12,000 PLUS HOTEL NIGHTS.
AND SO THEY ARE EXPECTING A REVENUE OR, WELL, NOT A REVENUE, AN ECONOMIC IMPACT OF ABOUT $14.6 MILLION, UM, ONCE THE CONFERENCE CONFERENCE COMES HERE.
SO IT'S A, IT'S A LOT MORE THAN, YOU KNOW, LEARNING.
THERE'S ACTUALLY AN OPPORTUNITY FOR ECONOMIC IMPACT AS WELL.
SO I JUST WANTED TO STOP BY AND TELL YOU GUYS THAT WE'RE EXCITED FOR ALL OF YOU THAT HAVE BEEN ON ATTENDING.
SO MAKE SURE YOU TAKE AN OPPORTUNITY TO LOOK THROUGH THE SESSION, SOME THINGS OUT THAT ARE OUR INTEREST AND GUYS OVER.
ARE WE GONNA BE ABLE TO SHARE THIS WITH SOME OF THE FRIENDS GROUPS THAT WERE SOME OF THESE PARKS, UH, THAT THESE EVENTS ARE HAPPENING? YES.
KEISHA, AS ALWAYS, YOU HAVE DONE AN AMAZING JOB AND ALL YOU'RE PLANNING, I KNOW IT'S BEEN A LABOR FOR THE LAST YEAR AND A HALF
SO WOULD YOU MIND, UM, THOSE DATES OF THOSE OF THE OFFSITE OF
SO, AND, AND I'M SO GLAD THAT IT'S NOT OCTOBER WHEN IT WON'T BE 107
SO, UM, PEOPLE WILL ACTUALLY WANNA COME BACK TO DALLAS.
SO JUST YOU AND YOUR TEAM AND ALEX AND THE WHOLE, UM, EVERYBODY THAT'S WORKED ON MAKING AN R P A COMING TO DALLAS SO SPECIAL.
EXCITED WITH THAT ISHA, THANK YOU.
YOU POSITIVITY TO THIS AND WE ARE SO PROUD TO GET WHAT YOU'RE DOING.
UH, WITH THAT WE HAVE UPDATE ON, UH, SAFETY CHIEF RICK WATSON IS HERE TODAY.
BEFORE HE, BEFORE HE DOES THAT, I JUST WANNA RECOGNIZE, OF COURSE, MS. THERESA SPOKE A LITTLE BIT GO MINUTE AGO, BUT WE ALSO GOT OUR MARTIN, WE SENIORS HERE AGAIN, SEND LADIES BIG ADVOCATE OF THE COMMUNITIES YOU WANNA LET, LET ON THEY ALL HERE.
UH, THANK YOU SO MUCH FOR BEING HERE TODAY.
YES, PRESIDENT MEMBER MR. JOHNSON ASKED ME TO BRIEF THE BOARD ON SOME MAJOR INCIDENTS OCCURRED YOU, UH, ON THE INCIDENTS THAT OCCURRED.
I ASKED YOU, I'D LIKE TO START OUT FIRST, THE FIRST INCIDENT, FOUR WILLIE MA BUTLER BARRY JOHNSON.
WE HAD A HOMICIDE AND TWO ASSAULTS AT THAT POINT.
ACCORDING TO WITNESSES, IT WAS THE COOKOUT THAT WAS TAKEN AND ONE WERE BASICALLY TWO JUVENILES SHOT AT AN INDIVIDUAL BUILDING.
SO AS A RESULT OF THE INVESTIGATION,
[00:15:02]
DEPARTMENT ARRESTED A 13 YEAR OLD AND 15 YEAR OLD.AT THE TIME, THERE WAS NO INDICATION THAT THIS ANY QUESTIONS? YES, SIR.
SO THE NEXT ONE WOULD BE JULY THE 28TH.
THIS
AND ON THE 28TH OF JULY, THEY
SO THE LAST MAJOR INCIDENT, THIS IS A LITTLE CONVOLUTED, PATIENT WITH
THEY CONTACTED THE POLICE DEPARTMENT DISPATCHED AND WE RESPONDED, WENT OUT TO THE LOCATION, TESTED THERE WERE SHE, THERE WAS BLOOD LOCATED THERE IN THE PARKING.
WE HAD NO SUSPECT INFORMATION.
ABOUT 4:00 AM IN THE DAY, A RESIDENT NEARBY MADE NINE ONE ONE PHONE CALL ABOUT BRANDON DIDN'T KNOW WHERE, WHERE IT CAME FROM.
ABOUT A WEEK AFTER THE OFFENSE OCCURRED, THE PLAINO POLICE DEPARTMENT ISSUED, PUT OUT AN INFORMATION REGARDING WHAT, AND IT WAS BASICALLY WHEN AFTER ALL THOSE TESTS TO SAY BY CHANCE, IF ANY OF YOU HAPPENED TO FIND SOME BLOOD, WHICH HAD A STOMACH BECAUSE THEY FOUND A VICTIM IN PLANO.
SO BASICALLY THE, THE PLAINTIFF POLICE DEPARTMENT, BECAUSE THEY FOUND THE BODY IN PLANO, THEY HAVE LEAD, THEY HAVE JURISDICTION WITH RESPECT TO INVESTIGATOR.
WELL, THEY INVESTIGATED AND THEY FOUND THE, WHO SHOT THIS INDIVIDUAL.
AND WHAT WE DON'T KNOW IS, AND HE ADMITTED SHOOTING THE INDIVIDUAL IN THE PARK, BUT WE
BUT HE BEING INDIVIDUAL, SUSPECT BACK ADMIT TO SHOOTING THAT IF THIS DOESN'T APPEAR TO BE A STRANGER.
SO THAT CONCLUDES THIS PART OF ANY KIND OF MAJOR INCIDENT THAT WE HAVE.
AND I'M SORRY, SOME QUESTIONS.
SO THE LAST THING, JUST AN UPDATE.
AND MS. JOHNSON HAD ASKED ME TO
[00:20:04]
THE CAR WASH AT 42 17 SECOND AVENUE.SO I REACHED OUT TO CHIEF MR.
SO I'LL START OUT WITH MARK OUTS.
AND WHAT MARK OUT IS IT'S WHEN OFFICERS GO TO A PACIFIC LOCATION, THEY TELL THE DISPATCHER THEY'RE THERE ON A, WE CALL IT A 58, A ROUTINE INVESTIGATION.
THIS IS WHEN OUR OFFICERS HAD THE OPPORTUNITY TO PATROL IT IN THE CAR OR EITHER GET OUT OF THE VEHICLE, SPEAK TO THE OWNER OF THE PROPERTY, OR TO SPEAK TO ANYONE THAT HAPPENS TO BE ON THE PROPERTY AT THE TIME THE OFFICERS ARE THERE, IT'S EXTRA PATROL, HIGH VISIBILITY.
THE OFFICERS ARE IN THE AREA CONTACT WITH
BUT FOR THE PAST 60 DAYS, THEY'VE DONE 38.
SO THE CODE WITH RESPECT TO THEIR ACTIVITY, WHAT THEY'VE DONE, SAME TIMEFRAME LAST 60 DAYS, THEY ISSUED NOTICE A VIOLATION FOR ANY LAND USE FOR LITTERING LOUD AND DISTURBING NOISE AND OFF STREET PARKING.
THEY ALSO SAID THAT THEY REGULARLY MONITOR THE CAR WASH LATE AT NIGHT,
IN ADDITION TO THAT, THE N P O UNIT FOR SOUTHEAST OFFICER
IN ADDITION TO THAT, IT WENT OVER TO THE C STORE TO CONDUCT AN INSPECTION.
HOWEVER, THE OWNER OF THE, THE C STORE WASN'T THERE, BUT THEY'RE GOING TO GO BUY AND THE INSPECTION THERE AND MR. THAT'S ABOUT WHAT CODE AND WHAT
SO THEY, THEY KEEP MS. LASSET ABREAST OF WHAT THEY'RE DOING.
LADIES, GENTLEMEN, THAT CONCLUDES MY PRESENTATION.
ANY QUESTIONS? AND MR. ESLA? YES.
I'D LIKE TO SAY THANK, WE'RE GLAD YOU'RE BACK AND YOUR FAMILY'S DOING GOOD AND AS US AND FIRST RESPOND, WE'LL TELL YOU THANK YOU ENOUGH.
APPRECIATE IT, APPRECIATE TIME AGAIN.
THANK YOU SO MUCH FOR COMING IN FOR THIS REPORT.
THANK YOU, MR. HAVE A GOOD DAY WITH, WITH YOU MOVE FOR NUMBER TWO AND THREE.
DO I HAVE A MOTION? SECOND SESSION
I SECOND MR. BLAIR DISCUSSION.
YEAH, I HAVE A MOTION TO DEFER THIS TO SEPTEMBER 21ST.
DO I HAVE A SECOND FOR THAT? MOTION? SECOND.
UH, MR. DICKY, ANY DISCUSSION ON DEFERMENT OF THIS MOTION? JUST TO SAY THAT WE'VE BEEN WORKING ON THIS FOR THREE YEARS AND WE JUST NEED TO GET SOME MORE.
WE JUST NEED TO GET THE, REVISE THE SCOPE OF WORK FOR THE CONSULTANT TO BE ABLE TO UPDATE THE LANGUAGE.
IT'S THERE, WE JUST NEED IT FOR THE PUBLIC.
DISCUSSION ON THE WITH THAT, ALL IN FAVOR SAY AYE.
SO THIS IS THEREFORE FOR DATE IS NOT THERE.
OPPOSED? UH, NUMBER FIVE, FAIR PART.
[00:25:01]
VOTE A PLOT OR SECOND.ANY DISCUSSION
SO WE DISCUSSED THIS IN PLANNING AND DESIGN AND THERE WAS A LOT OF WORK ORDER CHANGES THAT THAT TOOK PLACE THAT DIDN'T SEEM ACCURATE ON WHY IF THAT SCHEDULE WAS PROVIDED TO THE CONTRACTOR, WHY THERE'S SO MANY WORK ORDER CHANGES.
AND WE TOLD US THAT IT WAS, BECAUSE THAT FAIR PART, UM, FIRST NEEDED TO MAKE REVENUE, UM, ON THESE.
AND SO THERE'S BEEN A LITTLE BIT OF DISCREPANCY ON BACK AND FORTH.
AND SO I HAVE, UH, QUESTIONS THAT I, I SENT OUT, UH, IN REGARDS TO THIS.
UM, AND I STILL DON'T THINK I HAVE CLARITY ON IT.
ON WHAT, UM, ONE SECOND ON, DID FAIR PARK FIRST MAKE AN ATTEMPT TO EITHER POSTPONE THE EVENT DATE OR FIND ANOTHER LOCATION FOR THE EVENT AND ONE OF THEIR MANY VENUES IN FAIR PARK, SINCE THIS WAS WORKING, BEING WORKED ON IN THE CENTENNIAL BUILDING, ALL THE DIFFERENT OTHER VENUES ON SITE COULD HAVE HOSTED WHAT THE LETTER SAYS FROM THE CONTRACTOR IF THEY AUTOMOBILE, UM, UH, WORKSHOP OR NOT WORKSHOP, AUTO EVENT.
UM, AND THEN IF THAT'S THE CASE AND THE TAXPAYERS ARE THE ONES WHO ARE PAYING THE PRICE ON THESE WORK ORDER CHANGES, HOW MUCH REVENUE DID THEY MAKE ON THAT EVENT THAT'S NOW COSTING THE TAXPAYERS? CHRIS? AND YEAH, MR. LOU ALLEN IS HERE TOO.
BUT CHRIS, DO YOU WANT TO RESPOND OR DO YOU WANT, UM, I'D ACTUALLY PREFER IF MR. ELA WOULD COME UP AND, AND, UH, ADDRESS SOME OF THESE ISSUES.
IT'S ALWAYS LOVELY TO VISIT WITH PARK BOARD.
THANK YOU VERY MUCH AS ALWAYS FOR YOUR SUPPORT.
SO, UH, ON THIS PARTICULAR CASE, WHAT WE HAVE IS WHAT I THINK OF AS A VERY ANOMALOUS ISSUE.
YOU KNOW, WE'VE WORKED VERY CLOSELY WITH STAFF INCLUDING, UH, NOT ONLY CHRISTINE, BUT ALSO TRENT AND MELISSA CREW, UH, ON DELIVERING A NUMBER OF THE BOND PROJECTS IN 2017 BOND REFERENDUM.
AND IN ALL OF THOSE YEARS WE'VE NEVER HAD A MISSTEP.
HOWEVER, ON THIS ONE, SOMETHING VERY UNIQUE HAPPENED.
THE INITIAL BID CAME BACK, IT'S MY UNDERSTANDING OF ROUGHLY $5 MILLION AHEAD OF BUDGET THAT HAD TO THEN BE REBID WHILE IT WAS BEING REBID.
UM, WHILE WE COMMUNICATE VERY EFFECTIVELY AND VERY WELL, AT SOME POINT THERE WAS A BREAKDOWN AND THAT RESULTED IN US NOT KNOWING WHEN THAT PROCESS WOULD PLAY OUT, HOW LONG IT TAKE AND WHAT DATES MIGHT BE IMPACTED.
SO A NUMBER OF STILL READY THEN FELL INTO THIS WINDOW.
SO THIS ISN'T NECESSARILY JUST AN ISSUE OF OTHER EVENTS BEING ADDED.
NOW, THERE WERE A NUMBER OF EVENTS THAT TOOK PLACE IN THE OVERLAPPING SCHEDULE, AMOUNTING TO, UH, $825,000 IN NET REVENUE FOR FAIR PARK, WHICH I THINK IS HOPEFULLY ALL OF THEM, UH, IS MAINTAINED FOR THE BENEFIT OF FAIR PARK AND UNDERWRITES OUR OPERATIONS, UM, THOSE FUNDS.
HOWEVER, WHILE BENEFICIAL IN FAIR PARK, I I I THINK I REALLY WANNA HIGHLIGHT THAT THIS WAS AN ANOMALY.
I I VIEW THIS AS AN ISOLATED INCIDENT BECAUSE WE'VE BEEN WORKING VERY EFFECTIVELY FOR FIVE YEARS WITH THE CITY OF DALLAS AND I THINK THE MOST OF THEIR STAFF.
UM, ULTIMATELY I SEE, UH, A PERSPECTIVE OF FISCAL RESPONSIBILITY IN ALL OF OUR INTERACTIONS.
AND I DON'T THINK ANYTHING ANOMALOUS PLAYED OUT HERE EXCEPT FOR A BRIEF CHANGE IN TIMELINES AND THE RELATIVE CONVERSATIONS THAT NEED TO BE DISCUSSED.
DO YOU KNOW WHEN THE, UH, WHEN THE BIDDING PROCESS CHANGED? BECAUSE I'M NOT SURE IF WE HAVE ALL OF THIS IN OUR BACKGROUND.
SO UNFORTUNATELY I DON'T HAVE ALL OF THE DATES BECAUSE WE DON'T ADMINISTRATE THOSE CONTRACTS.
YOU KNOW, WE COORDINATE, UH, WITH PARK DEPARTMENT WHO ADMINISTRATES, UH, ALL OF THE, UH, I THINK IT WAS PROPOSITION C 2017 BOND FUNDS BECAUSE THAT OF COURSE PREDATES OUR EXISTENCE AND OUR CONTRACT WITH THE CITY OF DALLAS.
CHRIS, DO YOU KNOW WHEN THIS BID CHANGED UNDER AND HOW IT CHANGED? BECAUSE IT SAID THAT THEY BEGAN IN 2021, BUT I'M NOT SURE IF WE WERE BROUGHT TO UP TO DATE AND UP TO SPEED.
I'M TRYING TO GO AND ADDRESS THIS.
WELL, WHEN THE BIDDING, WHEN THE BID PROCESS WAIT, WHEN THE BIDS CHANGED ON WHO, WHO'S BIDDING JOB? CENTENNIAL BUILDING
[00:30:01]
SURE.STATE EXACTLY HOW MANY DAYS OF DELAY.
WHEN DID THE BID CHANGE? LIKE IT CHANGED HANDS ON? WHO BID OUT THE JOB? UH, NO, I DON'T, I'M NOT AWARE OF THIS.
WHO IN THIS DEPARTMENT IN PLANNING DESIGN WOULD KNOW PERHAPS, UH, STEFAN OKAY.
ADDRESS THAT BECAUSE WE DON'T HAVE ANY OF THAT IN OUR BACKGROUND.
AND SO WE'RE SUPPOSED TO VOTE ON SOMETHING THAT'S THE TAXPAYER'S MONEY, AND I JUST WANNA MAKE SURE THAT BARELY WE ARE DOING OUR DUE DILIGENCE WITH ALL THE INFORMATION TO BE ABLE TO MAKE A CORRECT VOTE AND ACCURATE.
IT WAS AS, UH, DESIGN DOCUMENTS IS WHAT I'M TRYING TO SAY FOR THE BUILDING.
AND IN THE PROCESS OF GETTING THAT AWARDED, UH, DEATH RESPONSIVE DINNER WAS JILL BROWN COMPANY.
SO THAT, UH, WE NOT CHANGE HANDS.
THERE ARE OTHER ENTITIES INVOLVED WITH THE PROJECT, YOU KNOW, SOME OTHER MAINTENANCE ITEMS, BUT NOT ON THE
WAS JOEL BROWN GIVEN A SCHEDULE OF THE EVENTS? YES.
FOR THIS ISSUED IN MARCH FOR ALL THE EVENTS THAT WERE HAPPENING IN THE CENTENNIAL BUILDING.
I'M REALLY, I'M TRYING TO WRAP MY HEAD AROUND THIS INFORMATION THAT TO PROCESS.
SO IN THE LETTER THOUGH, THAT JOEL BROWN STATES, IT'S THAT HE SAYS THAT THE AUTOMO, BECAUSE THERE WAS AN AUTOMOBILE EVENT THAT HAPPENED THAT WE'RE NOW GOING TO VOTE ON THIS $177,000 OR WHATEVER CONTRACT.
UH, AND THEN CHRIS, YOU STATED THAT IT'S BECAUSE WE HAVE TO LET OUR FAIR PARK FIRST.
PEOPLE MAKE THE MONEY AND THE REVENUE.
DO WE KNOW HOW MUCH, UM, THEY MADE OFF OF THIS EVENT? WELL, I BELIEVE MR. WELLENS INDICATED THAT THERE WAS A $35,000 IN REVENUE GENERATE IN FROM THE, IN THIS LETTER FROM JOEL.
THAT WAS BECAUSE OF AN AUTOMOBILE BUILDING.
I MEAN, AUTO AUTOMOTIVE, OH MY GOSH.
DO WE KNOW HOW MUCH THAT EVENT PARTICULARLY MADE? WE, WE DON'T YOU'RE AFRAID TO BRING ANOTHER CHAIR TO THE TABLE? SORRY, TO, UH, PLAY MUSICAL CHAIRS HERE.
UM, YEAH, THAT PARTICULAR EVENT, UH, GENERATED ROUGHLY $25,000 IN, UH, NET REVENUES FOR THE PART.
BUT AGAIN, THIS WASN'T AN ISSUE.
THAT ONE EVENT BEING BAND AS A MATTER OF FACT, UM, BECAUSE WE DON'T ADMINISTRATE THIS, IT'S VERY DIFFICULT FOR US TO SPEAK ON IT.
BUT IT SEEMS A LITTLE THAT, UM, A MOVE THAT I, AS I UNDERSTAND IT WOULD'VE COMPROMISED ABOUT 150 YARDS, UH, WOULD'VE RESULTED IN SUCH AN EXTENSIVE CHARGE.
I CAN'T SPEAK TO THAT 'CAUSE WE DON'T ADMINISTRATE THAT.
WE HAVE A GREAT DEAL OF TRUST, CHRISTINE AND BRENT STEFAN AND THEIR TEAMS AND EXECUTING THESE PROJECTS.
UM, I UNDERSTAND THE DESIRE MAKE IT AN APPLES TO APPLES COMPARISON.
MY COMMENT WAS SIMPLY
DOESN'T MEAN OF THE LARGER SCHEDULE MATTER FOR US, IT'S ALL WE HAVE TO BE ABLE TO VOTE ON WHETHER THERE'S THIS AMOUNT OF MONEY THAT WE'RE DOING A WORK ORDER CHANGE.
NUMBER TWO FOR, TO SAY IT'S BECAUSE OF ONE EVENT.
SO THAT'S, THAT'S IN THE WRITING.
AND, UH, MS. UH, DE UH, THANK YOU MR. PRESIDENT.
UH, I'M REALLY ENCOURAGED TO HEAR THAT THIS WAS A ISOLATED EVENT.
UH, BUT IN READING THE BACKGROUND, IT DID APPEAR THAT THERE WAS A COMMUNICATION ISSUE.
AND I TRUST, AND I THINK I'VE TALKED TO YOU ALL OFFLINE, THAT YOU'RE FIXING THAT, THAT COMMUNICATION THOUGHTS THAT DIDN'T HAPPEN.
UH, WE KNOW IT NOW PROBABLY WON'T HAPPEN AGAIN, AND I APPRECIATE THAT.
BUT, UM, JUST WANNA MAKE SURE, 'CAUSE I WENT BACK, I LISTENED TO THE COMMITTEE HEARING AND, UM, I WAS JUST A LITTLE CONCERNED BY, UM, THAT THE STATEMENT THAT FAIR PARK FIRST HAS TO MAKE MONEY AND THEY'RE NOT GONNA TURN DOWN EVENTS WELL IN THIS CASE, UH, I WOULD JUST ASK TO RECONSIDER THAT IN THAT WE NEED TO COMMUNICATE CLEARLY WITH FAIR PARK FIRST.
THAT'S A, THAT'S A REGULATORY RELATIONSHIP.
[00:35:01]
THAT I HAD YEARS AGO WAS REGULATORY CAPTURE.THAT FAIR PARK FIRST WOULD BE SO CLOSELY TIED TO SPECTRA THAT NOW B G 360, THAT THEY WOULD EFFECTIVELY BE CAPTURED BY THE CLIENT AND THAT OUR OVERSIGHT WOULD BE DILUTED.
AND, UH, AS A, A MEMBER OF, OF THE BOARD, UH, THEIR LIAISON ALONG WITH MR. WOOD ATTENDING THE BOARD MEETINGS, I DID GET A BIT OF A SENSE THAT THE OVERSIGHT REALLY, THAT WASN'T A HUNDRED PERCENT IN THE BOARD MEETINGS, THAT THE QUESTIONS WEREN'T BEING ASKED.
BUT I WOULD SAY THAT THERE'S BEEN A BIG CHANGE THAT I'VE NOTICED.
UNFORTUNATELY, I'VE MISSED THE LAST COUPLE OF MEETINGS DUE TO CONFLICTING BOND TASK FORCE MEETINGS.
BUT I'VE NOTICED A SIGNIFICANT CHANGE IN, I GUESS THERE'S THE NEW BOARD MEMBERS THAT ARE INDUSTRY PROFESSIONALS AND THEY'RE ASKING THE RIGHT QUESTIONS.
AND SO I'M VERY ENCOURAGED THAT I THINK THIS OVERSIGHT OF FAIR PARK FIRST OVER THE OB G 360 IS, THERE IS NO RE THERE'S, MY CONCERN IS IT'S KIND OF DIMINISHED GREATLY IN TERMS OF ARE THEY TAKING CARE TO MAKE SURE THAT WE'RE GETTING THE BEST DEAL WE CAN FROM OUR FOR-PROFIT PARTNERS THERE.
AND I THINK TO THE EXTENT THAT THERE FAIR PARK FIRST CAN BE INCLUDED IN WHATEVER SCHEDULING IS DOING TO THE MOST DEGREE POSSIBLE SO THAT THEY ARE INVOLVED, UH, AT THE SENIOR LEVEL SO THAT EVERYONE KNOWS EVERYTHING THAT WITH THIS KIND OF ISSUE.
BUT I DO, LOOKING AT THE DETAIL OF THIS, I DO, I FEEL SORRY FOR THE VENDOR AND THAT LIKE EVERYTHING GOT CHANGED DOWN THEN, BUT THE NUMBERS SEEMS STRANGE TO ME.
AND THERE WAS A QUESTION ASKED, I THINK BY MISS MANDELA COMMITTEE MEETINGS, LIKE $71,000 TO TRANSPORT MATERIALS BECAUSE THEY HAD TO MOVE.
WHAT WAS THAT ABOUT? AND I DON'T THINK THAT WAS ANSWERED, BUT DO YOU HAVE AN ANSWER FOR THAT QUESTION NOW? LIKE WHAT, HOW DID THAT MOVING STUFF GET TO BE $71,000? UH, IT COULD BE JUSTIFIABLE, BUT AGAIN, WE DID NOT ADMINISTRATE THE CONTRACT.
I WILL QUESTION JUST IN GENERAL, WHY SHIPPING ANYTHING TO A PROPERTY, HAVING TO RELOCATE IT 150 METERS AWAY WOULD RESULT IN ANY SUBSTANTIVE COST OVERRUNS? UH, BUT AGAIN, WE DO NOT ADMINISTRATE THE CONTRACT AND IN NO WAY AM I TRYING TO TASK TO GET A PROCESS THAT WE DON'T
AND THAT FUTURE ITEMS ARE CONTINUED TO BE COORDINATED AS WELL AS THEY HAVE BEEN OVER THE LAST FIVE YEARS WITH YOUR STAFF.
SO CHRIS, WHO ADMINISTER THE CONTRACT, JUST TO FOLLOW UP ON THAT, SO WHO, WHO SHOULD'VE QUESTIONED THE 71,000 THAT WOULD BE OUR PLANNING AND DESIGN STAFF IS THEY NEGOTIATED THE CHANGE.
WHO IS THAT STAFF WHO NEGOTIATED? CAN YOU UPDATE THE BOARD ABOUT THE DISCUSSION WHEN THEY QUESTION FOR, I THINK I REMEMBER A DISCUSSION WITH CHRIS
SO WHAT WAS THAT NEGOTIATION? I WOULD LOVE THIS ROOM TO, UM, THAT WOULD'VE BEEN TRENT AND HIS STAFF THAT DID THAT NEGOTIATION.
TRENT, ANY ANY THOUGHTS ON WHY THEY CHARGED US THAT SENT HIM THOUSAND BUCKS? I THINK WE'D HAVE TO GET A BREAKDOWN OF THE MAN HOURS, EQUIPMENT RENTAL AND TIME IT TOOK TO GET ALL THIS DONE.
MY UNDERSTANDING, TAKING THE CALLS THAT DAY WHEN IT CAME UP IS A MASSIVE AMOUNT OF GETTING PEOPLE TO THE JOB THAT WEREN'T SCHEDULED AND WORK.
THEY WORKED TWO STRAIGHT DAYS, 24 HOURS A DAY DONE.
SO HOW MANY PEOPLE DID THAT TAKE? HOW MANY, MANY HOURS MISSING THAT DATA IN THE CHANGE ORDER, THAT WOULD HELP GET AN UNDERSTANDING.
I THINK THAT'S WHERE IT REALLY DISTILLS DOWN TO IS THE, THE NUMBER OF INCREMENTAL DOLLARS PER TASK PER HOUR.
AND I'LL LET MR. SLAUGHTER SPEAK, BUT I THINK CLEARLY CHANGE ORDERS WILL HAPPEN.
BUT SEEMS THAT, THINK, YOU KNOW, CONTRACTORS THAT TREATING US AS A GOTCHU ATTITUDE OF THIS DOESN'T HAPPEN.
BUT ANYWAY, MR. SLAUGHTER, FIRST OF ALL, I I I AGREE WITH MR. DALE DICKIE AS A COMMUNICATION, AND I THINK WE SHOULD, YOU KNOW, HOLD TO THAT POINT.
I DON'T THINK WE'VE GOT PARTNERS.
WE NEED TO SUPPORT OUR PARTNERS.
AND I, I SUPPORT FIRE FIRST QUARTERLY.
WE CAN'T PENALIZE THEM FOR SOMETHING THAT A CONTRACTOR DID.
[00:40:01]
PUT THE $71,000 IN MY BIGGEST PAY PUSH.BUT WE GET A CONTRACT AND WE HAVE ALL THESE CHANGE ORDERS AFTER GET THE CONTRACT, AND I DON'T THINK WE NEED TO PUNISH FIRE PART FIRST.
AND SO THAT'S WHAT MY ISSUE IS.
EVERY TIME WE GET A CONTRACT AND WE GET THESE LOW BIDDERS AND THEY, WE GET ALL THESE CHANGE ORDERS AND THEN THEY ESCALATE.
SO THE COMMUNICATION PART THAT MS. ELL WAS TALKING ABOUT, I AGREE WITH A HUNDRED PERCENT AND I THINK WE'RE GONNA CORRECT THAT SHE NOT HAVE ONE OF OUR PARTNERS SIT AT THIS TABLE AND TRY TO PENALIZE THEM FOR WHAT A CONTRACTOR DID YOU.
SO THE REASON WHY FAIR PARK VERSUS HERE IS BECAUSE I THINK IT'S LIKE DA IS SAYING ONE THING, FAIR PARK VERSUS GONNA COME BACK AS ANOTHER.
IT'S MORE CLARIFICATION, UM, AND REALLY KIND OF EASE THE, THE, THE ATTENTION THAT AS A PARK BOARD TRYING TO ASK QUESTIONS.
IT'S NOT ANY AT ALL ON THE ATTACK.
UM, BUT YOU DO HAVE ON PAGE 51, UH, OF OUR AGENDA PACKET WHERE THERE IS A BREAKDOWN OF COSTS.
AND SO THAT'S WHAT MR. DICKEY'S REFERRING TO WHEN HE SAYS THE 70,000, WHICH WHAT I REFER TO IN THE LAST PLANNING AND DESIGN COMMITTEE MEETING.
UM, AND THERE'S AN $18,975 FOR ROOFING PREMIUM OVERNIGHT NIGHT HOURS FOR CAR SHOW SHUTDOWN.
UH, AND SO ALL THERE IS VERY MUCH THE BREAKDOWN, UM, OF HOW THE COSTS WERE ALLOCATED FOR THIS WORK ORDER CHANGE, WHICH IS, I THINK, WHICH IS THE BIGGEST THING IS IN QUESTION.
AND WHERE'S THE OVERSIGHT OF THAT? AND, UH, UH, MS. ELL BEFORE WE PROCEED, MR. JENKINS WANTS PROCEED.
UM, I, I'M GONNA RECOMMEND WE DEFER THIS LETTER.
THAT'S OTHER INFORMATION YOU ALL NEED TO HAVE SO YOU CAN MAKE AN APPOINTMENT.
ALSO, DID INSTRUCT MY STAFF DECISIONS LIKE THIS ON DELAYING SOMETHING.
I KNOW I WAS OUT, BUT THAT HIT MY DESK AND I MAKE THE DECISION IF I'M GOING TO DELAY, DELAY OR NOT.
SO, UM, MR. LU, IF WE DELAY FOR TWO WEEKS AND WE FULLY SUPPORT FAIR PARK FIRST, PLEASE DON'T GET US WRONG.
THIS IS MORE ABOUT, YOU KNOW, CONTRACT MANAGEMENT.
SO WE ARE NOT TRYING TO PENALIZE FAIR PARK FIRST.
CERTAINLY RESPECT THAT, AND THAT WAS CERTAINLY NOT MY IMPRESSION FOR ANY OF THE QUESTIONS.
UH, THE NATURE OF A PUBLIC PRIVATE PARTNERSHIP IS THAT WE CONDUCT OURSELVES AS TRANSPARENTLY AS POSSIBLE AND WE WILL ALWAYS CONTINUE TO DO, WE'RE HAPPY TO COME BACK IN TWO WEEKS AND OF COURSE, OFFLINE CONNECT WITH STAFF AS WELL AS PARK BOARD MEMBERS IF IT HELPS, UH, LEAD TO, UH, FAVORABLE RESOLUTION.
SO WITH THAT, YOU KNOW, I THINK A COUPLE OF WEEKS WON'T BE LATE TO THE, DOES SOMEONE HAVE A MOTION TO, WE'RE GONNA BRING BACK A AND THEN MR. WOOD WANTED TO SAY SOMETHING.
SORRY, AGAIN, WE HAVE A COUPLE OF YEAH, MR. I I JUST WANTED TO SAY THANK YOU.
UM, THERE IS A COMMUNICATION, UM, BREAKDOWN SOMETIMES, BUT AT THE END OF THE DAY, UM, WE CAN'T NOT DO A EVENT AT FAIR PARK.
FAIR PARK FIRST IS OUR PARTNER.
THEY'RE NOT MAKING MONEY FOR THEMSELVES, THEY'RE MAKING MONEY FOR THE PARK, IMPROVING OUR PARK, OUR PARK FAIR, PARK, OURS.
UM, AND IF THEY DON'T DO THE EVENT, THEY MIGHT NOT COME BACK NEXT YEAR.
THEY MIGHT NOT COME BACK IN THE FUTURE, AND THEY MAY HAVE DONE A MULTI-YEAR CONTRACT WITH THIS VENDOR.
UM, IT MAY LEAD TO A MULTI-YEAR, UM, EVENT GOING FORWARD.
UM, BUT ULTIMATELY, DO WE LIKE TO PAY THESE OVERAGES? NO, $71,000 IN THE SCHEME OF THINGS.
UM, 70 SOME THOUSAND, I THINK 70, UM, IN THE SCHEME OF THINGS IS NOT A LOT OF MONEY IN OUR WORLD, UM, WHEN WE'RE DEALING WITH THE CITY AND THESE CONTRACTS.
BUT AT THE END OF THE DAY, IT'S ABOUT OUR PARK AND WE'RE PUTTING THE DELAY.
I MEAN, WE'RE REALLY JUST TRYING TO GET THIS PROJECT DONE AND WE DELAY IT EVEN TWO WEEKS.
THAT'S THE PROBLEM WITH THE CITY.
WE DELAY, WE DELAY, WE DELAY, WE CONTINUE TO RAISE COSTS EVERY DELAY THAT WE HAVE, AND IT BRINGS IT BACK AND WE SEE THIS AGAIN.
AND WE'RE GONNA HAVE THE SAME DISCUSSION IN TWO WEEKS AND SAY, OH, WELL THIS WASN'T THERE.
AND PEOPLE WILL WAIT UNTIL THE TABLE INSTEAD OF ASKING THESE QUESTIONS BEFORE, UM, AND GETTING, YOU KNOW, RESOLUTION.
UM, BUT I DO APPRECIATE THE FACT THAT WE IDENTIFIED THAT THERE WAS A BREAKDOWN AND THAT WE ARE WORKING ON A BETTER COMMUNICATION.
I THINK THAT'S THE ULTIMATE, UM, DOLLARS HERE.
UM, OR THE LEARNING LESSON IS THAT WE HAVE TO HAVE BETTER COMMUNICATION BETWEEN OUR
[00:45:01]
PLANNING AND DESIGN.I THINK FAIR PARK FIRST SHOULD ACTUALLY HAVE A BETTER SEAT AT THE TABLE TO MAKE SURE THAT THEY'RE PART OF THE PLANNING, UM, AND THE OVERSIGHT OF THESE PROJECTS.
UM, AND I DO BELIEVE THAT IN THE GRAMMAR, UM, AND ALL THOSE FUTURE PROJECTS, THAT FAIR PARK FIRST IS ACTUALLY THE ONE LEADING THAT.
SO IT WILL HELP, UM, IN THE, UM, SO THANK YOU FOR, UH, WORKING CLOSER WITH OUR HOLDERS, MR. DKE.
I JUST WANT TO CLARIFY A LITTLE BIT OF WHAT I SAID EARLIER.
UM, I, UM, I DO, I THINK IT'S THE COMMUNICATION IS THE ISSUE AND I THINK THAT THAT'S WATER UNDER THE BRIDGE.
I THINK IT'S GONNA HAPPEN, IT'S GONNA BE GOOD, AND THIS IS GONNA BE A BENEFIT, ESPECIALLY WITH ALL THE PROJECTS WE'RE GONNA HAVE COMING.
THIS IS A GOOD THING THAT WE'RE GETTING THIS SORTED OUT.
THE ONLY THING I WOULD SAY ABOUT THE VENDOR, I DID RAISE THE QUESTION ABOUT THE AMOUNT OF MONEY THEY WERE BUILDING US FOR THESE THINGS, BUT IN THE END, END OF THE DAY, IT'S REALLY US, THE FAIR PARK PERSON, PARK BOARD, THE PARK DEPARTMENT THAT REALLY CREATED A SITUATION THAT CAUSED THEM TO HAVE TO DO THAT.
AND I, I WOULDN'T WANT TO BE THE PROJECT MANAGER ON THEIR SIDE WHEN ALL THIS CHANGES HAPPENED AND STRESS OUT, NO TELLING WHAT HAPPENED TO THEM PSYCHOLOGICALLY AND OTHERWISE.
SO I DON'T REALLY, I, I QUESTION THE NUMBERS A LITTLE BIT, BUT ON THE OTHER HAND, ON THE BIG PICTURE, WE PUT SOMETHING ON THEM AND THEY'RE BILLING US FOR IT.
I'M NOT GONNA VOTE AGAINST THIS EVEN WHEN IT COMES BACK INTO JUST BECAUSE I THINK WE, WE HAVE THINGS THAT WE'RE FIXING NOW, BUT THAT WE'RE ON US AND I'VE SYMPATHY FOR THEM.
I'M NOT INTERESTED IN PERSONALLY ASKING THEM FOR EVERY PENNY THAT THEY ORDERED BECAUSE WE KIND OF LIKE, I FEEL LIKE WE KIND OF OWE THEM SOME CONSIDERATION OF WHAT WE DID.
SO THAT'S ALL I WANTED TO SAY.
SO I THINK MAIN POINT'S BEEN MADE AS FAR AS I'M CONCERNED, AND I THINK IT'S A GOOD THING THAT WE'RE LOOKING INTO WHAT HAPPENED, OUR AFTER ACTION REVIEW ON THIS, IT'S GONNA HELP US A LOT COMING FIVE YEARS AS WE GET MANY, MANY, MANY PROJECTS.
YEAH, I JUST WANNA MAKE IT CLEAR TO THE BOARD.
I'M NOT PUTTING ANY BLAME ON STAFF OR PUTTING ANY BLAME ON FAIR PART.
FIRST, I WANT TO GET TO THE BOTTOM OF MAKING SURE TO GET YOU THE INFORMATION YOU NEED SO YOU CAN MAKE A GOOD INFORMED DECISION.
JUST WANNA MAKE SURE IT'S CLEAR I'M NOT PUTTING ANY BLAME ON STAFF OR FAIR PARK FIRST.
I WANNA MAKE SURE Y'ALL GET THE INFORMATION YOU NEED TO MAKE A GOOD INFORMED DECISION.
MUCH APPRECIATED, BECAUSE WE THAT'S PERFECT.
THAT, SO, SO FOR CLARITY, THAT IS WHEN THE BID PROCESS CHANGED, SO WE UNDERSTOOD THE TIMELINE.
AND THEN ALSO, UM, I I WANNA MAKE SURE THIS BREAKDOWN OF COSTS HAS ALREADY BEEN PAID OUT BY THE CONTRACTOR.
SO WE'RE NOT GONNA BE INCURRING, UM, INFLATION PRICES BECAUSE WE HAVEN'T DONE SOMETHING NOW.
AND THE WORK IS ALMO IS, WITH THE FAIR HAPPENING SOON IN THE CENTENNIAL BUILDING OPENING UP, WE'RE NOT GONNA BE DELAYING ANYTHING HAPPENING THERE.
CORRECT? THAT'S A GOOD QUESTION.
SO FAR FROM OUR PERSPECTIVE, AGAIN, WE'RE NOT THE DIRECT ADMINISTRATOR OF THE SCHOOL.
COORDINATE VERY CLOSELY WITH THE DEPARTMENT.
EVERYTHING APPEARS TO BE ON TRACK.
IT DOESN'T APPEAR TO BE, UH, ANY NEGATIVE IMPACTS THAT I CAN SEE PARTS, UH, IMMEDIATE OPERATIONAL, UH, PERSPECTIVE.
BUT AGAIN, UH, I'LL DEFER TO ANY INDIVIDUAL CONTRACT MAYBE TWO WEEKS, IT'S GONNA BE AN ISSUE.
RIGHT NOW WE'VE GOT EIGHT PROJECTS AT FAIR PARK THAT ARE, ARE SHUTTING DOWN TECHNICALLY FOR THE FAIR, MULTIPLE BUILDINGS.
SO, UH, ALL OF THOSE ARE BEING MANAGED WITH THE GENERAL CONTRACTOR GETTING OUT OF THE WAY OF FAIR.
SO THAT I, THERE'S, THAT'S BUILT IN, IT'S BUILT INTO THEIR SCHEDULE THAT WHEN THEY TOOK THE PROJECT, THAT'S ALL CENTENNIAL BUILDING.
UH, I'M SURE THEY'RE WORKING THE SAME TYPE OF STRATEGY.
THIS ONE WAS A, AN EARLIER SUMMER, UH, EVENT THAT, UH, EFFECTIVE AT THAT TIME IT WAS.
SO RIGHT NOW WE'RE SHOULD BE GETTING OUT OF THE WAY OF THEIR OPERATIONS, UH, ASSISTANT
MR. JENKINS, CAN I MAKE A RECOMMENDATION? I THINK SEEMS, UH, UH, MS HAS, I THINK YOU MIGHT BE SAYING SAME THING I WAS SAYING, BUT HERE'S THE QUESTION.
I, IT SOUNDS LIKE WE ARE LOOKING FOR MORE INFORMATION ABOUT HOW DO WE MAKE, HOW DO WE GET HERE ULTIMATELY, IF WE VOTE TO NOT PAY FOR THIS, HOW WOULD WE FIX IT? WOULD WE GO BACK TO THE CONTRACTOR
[00:50:01]
AND SAY, WE'RE, IF IT'S NOT BANK, I'M AFRAID WE'RE JUST GONNA BE, I WOULD BE MORE INCLINED TO APPROVE IT AND THEN ASK STAFF TO GIVE US A FULL REPORT ON HOW WE GOT HERE TO MAKE SURE THAT WE DON'T GET HERE AGAIN IN THE FUTURE.I WOULD RECOMMEND, YOU KNOW, TO PASS THIS AND VOTE ON IT AND REALLY PROVIDES A GOOD INDICATION FOR FUTURE THAT CHANGE ORDERS NEED TO COME WITH A LITTLE MORE INFORMATION.
YES, MR. ONE THING THAT I, I DON'T DISAGREE THAT WE NEED MORE INFORMATION AND THE INFORMATION THAT NEEDS TO BE PROVIDED TO US, TO MS. MANDELL'S POINT, IT NEEDS TO COME IN THE FUTURE BEFORE THESE VOTES.
AND I, I THINK THAT THAT'S IMPORTANT NOT TO GET A CALL THE NIGHT BEFORE, THE DAY BEFORE, BUT LIKE, IF WE KNOW THAT SOMETHING'S COMING ON AND THERE'S GONNA BE QUESTIONS WE NEED TO, YOU KNOW, FOLLOW UP A LOT SOONER SO THAT STAFF CAN FIND THE INFORMATION BEFORE WE HAVE TO VOTE.
BUT TO THAT POINT, WE NEED TO, YOU KNOW, I, I AGREE THAT WE NEED TO WORK THIS ONE THROUGH TODAY, BUT IN THE FUTURE, I'M NOT DISAGREEING THAT WE NEED TO HAVE BETTER INFORMATION TO START WITH, UM, TO BE ABLE TO MAKE THESE VOTES, UM, BETTER.
AND I THINK WE HAVE, THIS IS THE FINDING ON MS.
SO THIS WAS BROUGHT UP AT PLANNING AND DESIGN COMMITTEE, WHICH IS FOUR WEEKS AGO OR THREE WEEKS AGO.
SO THERE WAS A LOT OF TIME TO BE ABLE TO GATHER THAT INFORMATION THAT I ASKED THEN.
UM, SO JUST F Y I ON THAT ONE.
UM, THE OTHER THING IS THAT, IS IT COMMON FOR A WORK ORDER CHANGE TO HAVE ALREADY SPENT THE MONEY AND THEN WE COME OUT AND VOTE ON IT? THE OFTENTIMES, WHERE DON'T WE NORMALLY SAY, THIS IS WHAT WE ARE GOING TO, THIS IS WHAT WE'RE THEY'RE PROPOSING THE MONEY TO BE OR THE COST TO BE.
AND THEN WE VOTE ON WHETHER OR NOT WE'RE GIVING THEM THE MONEY TO DO, MAKE THAT WORK ORDER CHANGE, THE CHANGE WORK, ORDER CHANGE DOESN'T REALLY HAPPEN WHERE THEY'VE ALREADY PAID THE MONEY, SUBMIT IT OUT, AND NOW THEY'RE GONNA ASK FOR IT.
BUT ON ANTICIPATION, HIS RESPONSE TO WHO? PART OF YOUR QUESTION, IN THIS CASE, THE HUNDRED HAS OUT MONEY.
SO SINCE WE OWE HIM THAT MONEY, HE WAS COMMANDED TO GET IT DONE, GET IN THE USUAL SENSE, THE WORK, WE TRY NOT TO SEND MESSAGES TO OUR CONTRACTORS TO SPEND MONEY BEFORE IT'S APPROVED, BUT IT'S TWO CASES.
WELL, SOME OF THE COSTS, SO THAT'S ADDED TO, YOU GUYS TALKED ABOUT IT IN THE PLANNING DESIGN, BUT THESE WERE IMPROVEMENTS THAT YOU REQUESTED, UH, WOULD NOT BE EXPECTED TO HAVE BEEN PAID FOR OR PERFORMED.
THOSE ARE DIFFERENT TYPES OF, THAT'S WHAT WE'RE VOTING ON.
IT WOULD BE, WE'RE GONNA DO THIS INSTEAD OF THAT.
WHAT'S THE COST AND WE'LL, WE'LL TELL YOU IF WE APPROVE IT.
AND MS.
SO YEAH, WE ARE NOT, IT CAN'T BE PAID WITHOUT, LET'S CALL IT WE DID, WE DO HAVE PRECEDENT FOR THIS.
MORE RECENTLY, UM, WE WERE THE ATHLETIC FIELD LIGHTING AT MOSS PARK.
WE HAD TO EMERGENTLY REPLACE THOSE ATHLETIC LIGHTS AT A MILLION DOLLAR COST.
AFTER THE FACT, JOHN HAD TO MAKE THE CALL, WE THEN HAD TO RETROACTIVELY APPROVE THE FUNDING.
SO THERE IS SOME PRECEDENT FOR IT.
I'VE BEEN ON THE BOARD SIX YEARS.
IT'S NOT COMMON PRACTICE, BUT BECAUSE OF THE STATE FAIR SCHEDULE, I THINK WE HAD TO, YOU KNOW, IN THIS CASE HAD TO GET OUT THE WAY.
AND THEN YEAH, AGAIN, THE CONTRACT BREAKDOWN SAYS ADDED COST FOR IMPROVEMENTS AS WELL, NOT JUST RIGHT.
SO WITH THAT, WE HAVE A MOTION ON FLOOR.
WE HAD, UH, I THINK WE ALREADY HAD FIRST, SECOND END ALL IN FAVOR SAY I, UH, ANY OPPOSED? I THAT IT, UH, WELL THAT TAKES CARE OF ALL THE MOTION TO DEFER.
OH, MAY WE, WE NEVER HAD A MOTION TO DO.
[00:55:01]
WITH THAT OUR EXCITING BRIEFING ON I AM A GOLFER FOUNDATION.UH, I WOULD LIKE TO INTRODUCE DAVE RIDLEY, WHO WILL JOIN ME AT THE TABLE.
MR. BAKER, UPDATE THE BOARD ON SOME REALLY GOOD WORK THEY'VE BEEN DOING, UH, OUT AT CEDAR CREST AND TO SHARE SOME REALLY EXCITING NEWS ABOUT AN UPCOMING EVENT.
SO THAT I WILL TURN IT OVER TO DAVE.
I WAS KIND OF HOPING TO, UH, COME UP FOR BAT RIGHT AFTER THE BIG TECH SHOWED UP.
SO I APPRECIATE A FEW MINUTES THAT YOU PROVIDE US.
LET, LET ME START OFF TO SAY, FIRST OF ALL, UH, WELCOME BACK, JOHN.
UM, I KNOW THAT HEALTH REPORT IS POSITIVE, SO, UH, GLAD TO SEE YOU IN YOUR SEAT.
I, I WOULD LIKE TO, TO SHARE WITH THE BOARD THAT AS FAR AS OUR RELATIONSHIP WITH THE CITY AND, AND THE PARKS DEPARTMENT, PARTICULARLY AT CEDAR CREST GOLF COURSE FOR FOUNDATION IS, UH, DOING ITS WORK.
CRYSTAL ROSS, UH, SERVED IN JOHN STEAD OVER THE LAST 90 DAYS AND DID A FABULOUS JOB.
AND I JUST, I WANT TO ACKNOWLEDGE CRYSTAL, I DON'T KNOW, SHE'S OUT TODAY,
UM, I SIT HERE TODAY AS ONE OF THE, UH, MOST FORTUNATE PEOPLE THAT I KNOW.
I'VE SPENT A LONG CAREER AT SOUTHWEST AIRLINES IN SENIOR MANAGEMENT.
I'M VERY FORTUNATE TO DO THAT.
10 YEARS AGO, UH, MY GOOD FORTUNE OF THE LORD'S WORK, I GOT DISCOVERED CEDAR CREST GOLF COURSE IN 2013, AND I FELL IN LOVE.
UH, AVID DOESN'T MEAN GOOD, BUT I CARE VERY MUCH ABOUT THE GAME.
AND I KNOW THAT NOT ALL OF YOU'RE GOLFERS, THOSE OF YOU WHO AREN'T, I THINK WE'RE WEIRDOS.
SPEND AS MUCH TIME AS WE DO CHASING A LITTLE BALL, TRYING TO HIT IT WITH A THREE FOOT LONG STICK, 400 YARDS INTO A FOUR INCH DIAMETER CUP.
IT REALLY DOESN'T MAKE MUCH SENSE, AND I UNDERSTAND THAT.
BUT FOR THOSE OF US WHO ARE PASSIONATE ABOUT GOLF, AND THOSE OF US WHO HAVE DISCOVERED CEDAR CREST GOLF COURSE, AND SOME OF YOU IN THE ROOM HAVE KNOWN IT FOR A LONG TIME, BUT I DISCOVERED IT 10 YEARS AGO AND FELL IN LOVE.
AND OUT OF THAT, FIVE YEARS AGO, AFTER THE FIRST TEE OF DALLAS KIND OF LEFT US, UH, WE CREATED THE, I'M A GOLFER FOUNDATION IN JUNE OF 2022, UH, I PRESENTD SOME WORK ABOUT TO DO $600,000 INVESTMENT.
THAT DIRECTOR JENKINS, WHEN WE FIRST, UH, SHARED WITH HIM WHAT WE WERE GOING TO DO, YOU KNOW, WE WERE TELLING HIM, WE'RE GONNA DO THIS AND DO THAT AND SPEND THIS MONEY, AND KEPT WAITING FOR THE OTHER SHOE TO DROP, WHICH IS, WELL, HOW MUCH DO YOU WANT FROM THE CITY? AND WE SAID, UM, WE DON'T WANNA DIE.
AND HE SAID AN OPERATIVE WORD THAT I'VE ALREADY HEARD SEVERAL TIMES TODAY.
I HEARD IT SEVERAL TIMES TALKING ABOUT THE STATE FAIR, THE, UH, FAIR PART.
OH, YOU WANNA BE OUR PARTNER, WE WANT PARTNER.
OH, YOU WANT TO BE OUR PARTNER? IT JOHN, WE ARE RAISING $600,000 TO MAKE AN INVESTMENT.
CEDAR CHRIS GOLFPORT LAST SUMMER, AND WE AT THE DIME THE CITY.
WHY ARE WE DOING THAT? WHY DID WE CREATE A FOUNDATION, A NON-PROFIT AT THE END OF 2018, AS YOU SEE THERE, WE DID IT FOR ONE THING IN MIND AND WE HAVE FOLLOWED THAT MISSION FOR FIVE YEARS NOW.
UH, OH, THE WORDS HIGHLIGHTED ON THIS DOCUMENT ARE IMPORTANT.
FRIENDS, WE BELIEVE THAT CEDAR CREST GOLF COURSE CAN BE A CATALYST FOR, FOR COMMUNITY RENEWAL AND REVITALIZATION AND WHAT WE HAVE TO ACKNOWLEDGE.
AND YOU ALL REPRESENT VARIOUS DISTRICTS IN YOUR PASSIONS ABOUT YOUR DISTRICT.
IT'S A WONDERFUL THING ABOUT HOW WE'RE ORGANIZED IN THE CITY, CITY COUNCIL AND THE PARKS BOARD AND UNDERSTAND YOU CARE A LITTLE BIT MORE PROVINCIALLY ABOUT YOUR AREA THAN OTHERS.
I DO BELIEVE WE HAVE TO RECOGNIZE THERE IS A DEARTH OF ENERGY IN, SO IN PARTS OF SOUTHERN DALLAS AND CEDAR CREST LIES IN THE MIDDLE OF THAT.
SO OUR FOUNDATION IS TRYING TO DO GREAT THINGS AT CEDAR CREST GOLF COURSE AT HISTORIC CEDAR CREST GOLF COURSE.
AND I'LL SPEAK A LITTLE BIT MORE ABOUT
[01:00:01]
THAT IN THE MINUTES, THE FOLLOW.BUT IT IS SOMEWHAT IRONIC AND WONDERFUL, FRANKLY, THAT I RECEIVED THE MAYOR'S WEEKLY UPDATE ON MONDAY NIGHT.
USUALLY GOES ON SUNDAYS LABOR DAY WEEKEND.
I GOT MONDAY AND HE OPENED THAT AND HE SAYS, LAST WEEK I JOINED SOME OF DALLAS'S FIERCEST PARK SYSTEM ADVOCATES TO OFFICIALLY LAUNCH THE DALLAS PARKS COALITION.
WELL, I WIFFY WHEN YOU WHIFF IN GOLF, THAT'S NOT GOOD.
AND I ACKNOWLEDGE THAT I'M A GOLF ORGANIZATION WHIFF.
WE DID NOT KNOW ABOUT THAT MEETING.
WE SHOULD HAVE BEEN THERE AND WE WILL BE AT THE TABLE NEXT TIME BECAUSE FRIENDS, THE I'M A GOLFER FOUNDATION AND THOSE OF US INVOLVED AND INCLUDING ME AT AGE 70 WHO'D BE CHASING EIGHT AND SOON TO BE NINE GRANDCHILDREN AROUND THE COUNTRY, ARE SPENDING AN ENORMOUS AMOUNT OF PASSION AND ENERGY WOULD MAKE CEDAR CREST GOLF COURSE WHAT IT CAN BE.
HE SAYS FIERCEST, I SAY PASSIONATE.
AND THAT'S WHAT WE ARE AM MAYOR GOES ON TO SAY HIS SECOND SENTENCE, GREAT CITIES NEED AND DESERVE GREAT PARKS.
AND THIS GROUP GETS THAT VISION.
THE BOND PACKETS THAT YOU BRAVELY PUT FORTH PALY KNOWING YOU'LL GET CRITICISM IS A REFLECTION OF WHAT I THINK IS SHARED VISION BETWEEN THE MAYOR CITY COUNCIL AND YOU.
WE THINK THE CITY DESERVES A GREAT GOLF COURSE, IF THAT'S WHAT WE'RE TRYING TO HELP CEDAR PRESS BECOME.
WE WANT IT TO BE GREATER AND MORE WELL KNOWN.
OUR BOARD OF DIRECTORS IS SEVEN FOLKS GIVEN THEIR TIME JUST LIKE YOU DO.
WE'RE VERY PROUD OF THIS GROUP.
YOU CAN SEE IT'S DIVERSE IN ALL REGARDS.
AND WE HAVE A STAFF THAT IS LED BY CHUCK WALKER, OUR EXECUTIVE DIRECTOR.
YOU CAN SEE FROM THAT STANDPOINT, THESE ARE FOLKS THAT I'M A GOLF RECOMMENDATION REFER TO PAY THEIR SALARIES.
SO I'D LIKE TO TURN IT OVER NOW TO CHUCK AND LET HIM EXPLAIN A LITTLE BIT OF WHAT THE AMMA GOLF FOUNDATION HAS BEEN DOING TO PROVIDE A BETTER CONTEXT AND UNDERSTANDING OF WHAT THIS LITTLE NONPROFIT LITTLE FOR NOW HAS BEEN DOING WITH ONE OF THE CITY'S GREAT ASSETS AT CEDAR CREST OVER THE LAST FIVE YEARS.
AND I THINK EVERYBODY
OUR STRATEGIC INITIATIVES FOR THE FOUNDATION SINCE DAY ONE.
WE STARTED OFF WITH THAT GREAT MISSION, WHICH ALWAYS BEEN BE THE CATALYST TO BE A CATALYST FOR COMMUNITY TRANSFORMATION.
THE NEXT STEP WAS FIGURING OUT STARTED SIMPLY PROGRAMS. IT WAS SIMPLY THROUGH THE YOUNG PEOPLE IN THE COMMUNITY.
BUT OVER TIME WE'VE EVOLVED INCLUDE NOT JUST THE PROGRAMMING, BUT ALSO, UH, FOCUSED ON PRESERVATION AS WELL AS PROMOTION, UH, BRINGING FRESH EYEBALLS, FRESH RESOURCES TO THE COMMUNITY AS WELL.
I'LL JUMP IN AND FOCUS ON PROGRAMS AND THEN TALK MORE ABOUT ALL THE WORK THAT'S BEEN DONE AND WILL BE DOING, UH, IN THE PRESERVATION AS WELL AS THE PROMOTION ROUNDS.
BUT ON THE PROGRAM SIDE OF THINGS, HOW DO WE MAKE IT IMPACT? NUMBER ONE, IT'S THROUGH THE INSTRUCTIONAL PROGRAMS THAT WE PROVIDE FOR YOUNG PEOPLE.
SO THAT'S MENTORS AND COACHES.
PRIMARILY IT'S THE STAFF, CEDAR CREEK THAT SERVES AS OUR MENTORS AND COACHING STAFF AT CEDAR CREST.
A FANTASTIC JOB OF BEING REPRESENTATIVE OF THE COMMUNITY AND THAT THOSE MENTORS AND COACHES PROVIDE THE MOTIVATION, UH, THAT YOUNG PEOPLE NEED IN ORDER TO, UH, TO CONTINUE, UH, TO CONTINUE THEIR JOURNEY THROUGH GOLF AND, UH, LEARN LIFE LESSONS THROUGH GOLF.
SO IT'S MENTORS, IT'S COACHES, IT'S ALSO SUBSIDIZED, SUBSIDIZED BENEFITS THAT THE FOUNDATION'S ABLE TO PROVIDE.
SO SUBSIDIZED, SUBSIDIZED RANGE BALLS SO THAT YOUNG PEOPLE CAN PRACTICE FOR, UH, THE PRICE FOR A YOUNG PERSON WHO DO THE PROGRAM IS ONLY A DOLLAR.
IF THEY WANT TO GO OUT AND HIT GOLF BALLS, PRACTICE AS MUCH AS THEY WANT A DOLLAR.
UH, IF THEY WANT TO GO PLAY ON THE GOLF COURSE, IT'S A DOLLAR AS MUCH AS THEY WANT.
UH, FOUNDATION PICKS UP THE REMAINDER OF THAT TAB.
IN ADDITION, UH, LESSONS, PRIVATE LESSONS.
SO GENERALLY OUR PROGRAM IS GROUP PROGRAM, BUT IF THE YOUNG PERSON WANTS INDIVIDUALIZED COACHING, THE FOUNDATION PICKS UP THE AMOUNT FOR THE INDIVIDUAL COACHING, UH, PROVIDING MEANS FOR YOUNG PART OF THE IRON CROSS FOUNDATION.
AND THEN LASTLY, SPECIAL OPPORTUNITIES FOR YOUNG, UH, THE FOUNDATION WILL BE HIGHLIGHTED ON E S P E M.
CEDAR CREST GOLF COURSE WILL BE HIGHLIGHTED ON E S P N COMING UP IN OCTOBER.
THERE IS A NATIONAL PROGRAM CALLED P G A JUNIOR LEAGUE.
WE KNOW THAT THE P G A MOVED TO HEADQUARTERS TO FRISCO RECENTLY AND THEY HAVE A GREAT PROGRAM CALLED
[01:05:01]
JUNIOR LEAGUE.THE PROGRAMS TAKING PLACE AT CEDAR CREST IS ONE OF THE BEST IN THE COUNTRY AND E S P N AND THE P G A, UH, DECIDED THAT THEY WANT TO COME AND SHOWCASE AND HIGHLIGHT, UH, WHAT'S HAPPENING AT CEDAR CREST, THE ISLAND GOLFER FOUNDATION.
UM, THOSE ARE, UH, SPECIAL OPPORTUNITIES ALSO THAT WE PROVIDE THROUGH THE PROGRAM WITH THE, WITH THE INTENTION OF ELEVATED LIVES THROUGH THESE OPPORTUNITIES.
SO INSTRUCTIONAL PROGRAMS AT NO COST DO.
UH, NEXT UP IS PAID INTERNSHIPS.
SO WITH THE PAID INTERNSHIPS THIS YEAR ALONE, 20 YOUNG PEOPLE, THESE ARE 20 HIGH SCHOOL AND COLLEGE STUDENTS, UH, HAVE THE OPPORTUNITY TO EXPERIENCE.
SOME ARE YEAR ROUND, MOST ARE SUMMER BY PAID INTERNSHIPS.
UH, PROVIDES 'EM THIS INTRODUCTION TO REAL WORLD BY REAL WORLD WORK EXPERIENCES.
SO 20 OF THEM, UH, MOSTLY AT CEDAR CREST AND
NEW PARTNERS THAT WE BROUGHT ON THIS YEAR INCLUDE PAUL QUINN AS WELL AS, SO WE'RE SUPER EXCITED ABOUT WHAT WE'RE DOING IN THE SUMMIT SECTOR, PROVIDING OPPORTUNITIES, UH, FOR COLLEGE STUDENTS.
THERE'S A VIDEO RIGHT AFTER THIS THAT'S, UH, YOU'LL HEAR IT DIRECTLY FROM THE YOUNG PEOPLE, SO I'LL SAY, I'LL SAVE COMMENTS FOR, FOR THEM TO SHARE.
THEN LASTLY IS THE COLLEGE SCHOLARSHIP PROGRAM OF
UH, IT'S GROWN FROM, UH, OF A $5,000 INITIAL
THIS BEEN ALL 19 SCHOLARS OVER THOUSAND DOLLARS IN COLLEGE SCHOLAR.
UH, ACTUALLY IT WAS A KUDOS, UH, BECAUSE MR. SLAUGHTER IS GROOMED, BUT IT'S A BIG KUDOS TO MR. SLAUGHTER AND I KNOW HE MUST BE PROUD OF HIS GRANDSON.
UH, HIS GRANDSON, UH, UH, JOSHUA DREW JOSHUA'S PARTICIPATION PROGRAMS. UH, JOSHUA IS GOING TO UNIVERSITY TEXAS AND ARLINGTON AT NO COST.
UH, THAT'S ALL
SO, UM, JUST TREMENDOUS THINGS HAPPENING AND AGAIN, YOUNG PEOPLE TELL THE STORY BEST, SO I'LL LET THEM ALL.
OUR INTERNSHIP PROGRAM IS, IS REALLY POWERFUL.
UM, A LOT OF THE WORK THAT WE DO IS ONLY POSSIBLE THROUGH, UH, HAVING YOUNG PEOPLE AND INTERNS WORK WITH US.
WHEN WE FIRST STARTED AND WE WERE PROVIDING JUNIOR GOLF INSTRUCTION AND, UH, TRYING TO PROVIDE ACCESS FOR KIDS TO COME TO THE GOLF COURSE, WE WANTED TO PROVIDE JOBS THROUGH INTERNSHIPS, BUT WE HAD NO IDEA HOW IMPACTFUL IT WOULD BE.
BEING AROUND CEDAR CREST HAS HELPED ME IN MANY WAYS, WHETHER IT'S BEEN AROUND THE GOLF COURSE, IT'S BEEN MEETING NEW PEOPLE, HAVING NEW OPPORTUNITIES THAT I'VE HAD.
UM, JUST GROWING UP AT CEDAR CREST, I FEEL LIKE IT'S ALWAYS BEEN AN ENVIRONMENT WHERE I CAN FEEL COMFORTABLE AND SOMEWHERE WHERE I FEEL SAFE AT.
YOU KNOW, IT'S KIND OF LIKE A SECOND HOME.
WE ARE A PROGRAM BUILT FOR MOSTLY YOUNG ADULTS WORKING ON REAL LIFE SKILLS SUCH AS LEARNING AGILITY, LEARNING ADAPTABILITY, COMMUNICATION, AND MOST OF ALL CONNECTIONS AND CONNECTING WITH OTHER PEOPLE.
IT TEACHES YOU MORE REAL LIFE EXPERIENCES LIKE COMMUNICATION SKILLS AND HOW TO DEAL WITH GREAT CUSTOMER SERVICE.
LIKE I WENT FROM BEING A JUNIOR COORDINATOR TO WORKING IN FOOD AND BEVERAGE TO GOING TO THE BE CART.
YOU GET A DIFFERENT FEEL AROUND ALL THOSE DIFFERENT THINGS.
SO THE INTERNSHIP, YOU'RE NOT JUST GONNA STAY IN ONE SPOT, WHO KNOWS? THEY MIGHT HAVE YOU DOING, BEING A GOLF OPERATIONS INTERN, YOU MIGHT BE WORKING IN A PRO SHOP.
IT JUST ALL DEPENDS ON WHERE YOU FEEL COMFORTABLE.
ONE THING I WOULD SAY TO SOMEBODY LOOKING INTO JOINING THE I'M A GOLF FOUNDATION IS THAT IT IS MANY DIFFERENT THINGS IN ONE.
THERE IS SO MANY DIFFERENT OPPORTUNITIES THAT YOU CAN TAKE INSIDE THE FOUNDATION.
IT IS NOT JUST GOLF, IT IS LIFE, IT'S SCHOOL.
YOU DO GET TO EXPERIENCE MANY DIFFERENT THINGS.
AND WE ARE A PROGRAM THAT'S BASED AT CEDAR CREST GOLF COURSE, DOING GREAT THINGS, UH, FOR THE COMMUNITY.
[01:10:01]
PROVIDE COLLEGE SCHOLARSHIP MONEY.WE HAVE HAD OVER 600 YOUNG PEOPLE INVOLVED IN OUR CLINICS, UH, OVER A HUNDRED PAID INTERNSHIPS.
AND BY THE END OF THIS YEAR, WE'LL HAVE GIVEN AWAY $200,000 IN SCHOLARSHIP MONEY TO SOME OF THESE FINE YOUNG PEOPLE IN SOUTHERN DALLAS.
I'M VERY THANKFUL FOR THE SCHOLARSHIP.
EVERY YEAR THEY COME IN, UH, I'M THANKFUL FOR THE OPPORTUNITY TO WORK THE INTERNSHIP.
AND ON TOP OF THAT, RECEIVE A SCHOLARSHIP.
THIS YEAR WAS THE MOST AMOUNT I'VE EVER RECEIVED FROM THE FOUNDATION, AND I'M REALLY THANKFUL FOR IT BECAUSE OF HOW IT'S GOING TO IMPACT ME AND MY JOURNEY.
THANK YOU AGAIN TO IRA, CHUCK, AND FOUNDATION, AND LET'S JUMP, WE FROZE HERE.
THANK, THANK YOU FOR YOUR PATIENCE.
CAN
ALL THE SCHOOLS IN THE, IN THE NEIGHBORHOOD WHEN I TALKED ABOUT ALL THE, YOU KNOW, SPECIAL OPPORTUNITIES, UH, REALLY TO TAYLOR AND, UH,
UH, LET ME TURN IF I MIGHT TO, TO THE SECOND IS STRATEGIC INITIATIVE TO HELP US TO ACHIEVE WHAT WE'RE TRYING TO DO, ACHIEVE GROWTH, AND THAT IS PRESERVATION.
AGAIN, SOME OF YOU ARE IN THIS PRESENTATION BETWEEN 22.
SOME OF YOU, SOME OF YOU'RE GOLFERS AND SOME OF YOU AREN'T.
BUT I SUSPECT MORE OF YOU UNDERSTAND BASEBALL, BASEBALL THAN PERHAPS YOU'RE ABOUT GOLF ME FOR A SECOND TO TALK ABOUT WHAT MAKES CEDAR CREST SPECIAL, BUT I'M BASEBALL, FAMILIAR WITH RIVER SEAN.
YOU DRIVE UP NORTH TOLLWAY
IMAGINE IF YOU MIGHT THAT FOREVER.
SEAN PARK WAS DESIGNED BY FRANK LLOYD WRIGHT, OR MAYBE I M PE.
MAYBE BOTH OF THOSE NAMES RING A BELL.
CEDAR CREST GOLF COURSE WAS DE FACTO DESIGNED BY FRANKLIN LLOYD, FRANK LLOYD WRIGHT, OR I M P.
IT WAS DESIGNED BY A W TILLION PE INARGUABLY, ONE OF THE BEST OF NINERS IN HISTORY FOR AMERICAN GOLF.
IN 1927, BABE RUTH CAME AND PLAYED RIVER SEAN PARK.
OR IN 1947, JACKIE ROBINSON CAME AND PLAYED BASEBALL AT RIVER SEAN PAUL REV.
SEAN PARK WAS A FRANK LLOYD BRIGHT DESIGN IN THE BABE RUTH AND, AND, UH, JACKIE ROBINSON BOTH PLAYED THERE.
YOU MIGHT HAVE SOME CELEBRATION.
YOU MIGHT HAVE YELLOW SCHOOL BUSES OF KIDS PULLING UP TO GO STAND WHERE JACKIE ROBINSON PLAYED.
THE BASE GOES, BABE RUTH THAT PLAYED THERE OR BE IN AWE OF FRANKLIN.
LLOYD WRITES, DESIGN OF RIVERSIDE PARK AND THAT EXACTLY WHAT WE HAVE AT SEA.
CHRIS, GO, BECAUSE NOT ONLY IS THE DESIGNER WORLD CLASS, THE BABE RUTH OF GOLF, WALTER HAGAN IN 1927 WON A CHAMPIONSHIP THERE.
AND THE, AND THE JACKIE ROBINSON OF GOLF, THE PERSON WHO BROKE THE COLOR BARRIER IN 1961 WON A CHAMPIONSHIP AT CEDAR CREST IN 1954.
WE NEED TO LET PEOPLE KNOW THAT THE CITY HAS WONDERFUL OTHER GOLF COURSES.
I LOVE THE OTHER COURSES YOU PLAY.
NO GOLF COURSE HAS A HISTORY IN THE PEDIGREE, THE CEDAR CREST.
SO IN ORDER TO CELEBRATE THAT, THIS IS PART OF THE $600,000 INVESTMENT WE MADE LA LAST SUMMER.
THIS IS THE ENTRYWAY FOR WE SMITH INVESTED.
AND NOW THIS IS THE WAY YOU GET TO CEDAR CREST.
WELCOME TO CEDAR CREST HOME OF CHAMPIONSHIPS.
WE TELL THE STORY ON THE LEFT OF WHO THEY W TILLEY.
HANT IS TO TELL SHOW FACES CEDAR CREST, THE MELTING POT OF SOCIETY WHERE EVERYBODY GETS ALONG.
IT IS THE COOLEST EXPERIENCE TO GO TO CEDAR CREST AND SEE BLACK BROWN, OLD
[01:15:01]
YOUNG WHITES COME TOGETHER DOING SOMETHING THAT THEY LOVE.EVERYONE GETS ALONG AT CEDAR CREST.
CLICK THE BUTTON AND I SEE BUTTON THAT'S FILLS IT UP.
THAT'S THE OLD PUTTING GREEN BY THE CLUBHOUSE.
PART OF OUR 600,000 INVESTMENT GO FORWARD.
ALRIGHT, SO WE HAVE STATUTES OF WALTER HAGEN AND CHARLIE STIFFER.
AND SOME OF YOU THE ATTENDANCE, AND THANK YOU FOR COMING.
SO THAT'S WHAT WE'RE TRYING TO DO.
DRAW ATTENTION TO CELEBRATE THE HISTORY.
AND THEN FINALLY, WE'RE PROMOTING THE GOLF COURSE.
NOW WE HAVE ALREADY, WE FOUNDATION HAVE TO RAISE MONEY TO GIVE SCHOLARSHIP MONEY AWAY TO PAY FOR INTERNSHIPS, TO PAY FOR FREE GOLF INSTRUCTION.
SO WE HAVE TO DO EVENTS JUST LIKE THE FAIR PARK FOLKS HAVE TO DO THEIR THINGS.
SO WE'RE, WE'RE PARTNERED WITH THAT.
SO WE ARE PROMOTING THE GOLF COURSE THE FOUNDATION PUTS ON THIS EVENT.
AND COMING MID-NOVEMBER, IT'S A THREE DAY NATIONAL TELEVISED EVENT ON THE GOLF CHANNEL THAT WE ARE VERY PROUD OF AND VERY EXCITED.
AND IT'S A TWO YEAR COMMITMENT THAT SOUTHWEST AIRLINES IS INVESTING IN.
IT IS AN ALL STORY EVENT THAT IT'S BRINGING ONLY THE TOP 21 MEN AND WOMEN FROM DIVERSE AND UNDERREPRESENTED GROUPS IN GOLF.
IT IS LARGELY A BLACK AND BROWN EVENT.
THESE YOUNG PEOPLE DO NOT GET THE OPPORTUNITY TO BE ON NATIONAL TELEVISION FOR TELEVISION FOR THREE, FOR THREE FOR THREE DAYS, 18 HOURS OF PROGRAMMING FOR ONLY 42 YOUNG PEOPLE.
WHAT A UNIQUE OPPORTUNITY, NOT JUST TO SHOWCASE THEIR SKILLS, BUT TO SHOWCASE JUDIC CREST.
IT IS FANTASTIC THAT THE EVENT IS COMING TO DALLAS, THAT THE, UH, YOUNG LADY WAS, UM, EARLIER WAS RIGHTLY COMMENDED FOR BRINGING THIS THE PARKS SYSTEM, THE NETWORK TO DALLAS, HOWEVER MANY VISITORS THAT THAT'S FANTASTIC.
BUT WE'RE TALKING ABOUT MILLIONS OF EYEBALLS SINCE DIC CREST GOLF COURSE IN SOUTHERN DALLAS AT ONE OF YOUR WONDERFUL PARK ASSETS.
MOST OF THE PLAYERS WILL BE COLLEGIATES.
IT'S AN AMATEUR EVENT, BUT WE GOT A REALLY COOL STORY BECAUSE IT'S PROBABLY THE TOP ONE 15 YEAR OLD FROM MCKINNEY.
IT'S REALLY GONNA BE A COOL STORY TO SEE HER COMPETE IN NATIONAL TELEVISION TO THE, TO COLLEGIATES HAD TO GO RAISE MONEY TO DO THIS.
GOLF CHANNEL COSTS $700,000 TO TELEVISE THIS EVENT.
SO WE NEEDED TO GO RAISE WELL OVER $700,000 IN ORDER TO PUT THE PAY THE GOLF CHANNEL HOUSE, THE YOUNG PEOPLE, PUT ON THE EVENTS, ALL THE THINGS THAT GO INTO PUTTING AN EVENT TO SCALE.
AND THESE ARE SOME OF THE WONDERFUL PARTNERS WHO HAVE COME ALONG.
HE IS THE FAMILY FOUNDATION, MAY C B R A, CHASE, UT SOUTHWESTERN IS NICE.
CHECK NOW ALL OF THAT REVENUE THAT COMES IN THE TOP LINE GOES TO PAY EXPENSES.
AND WE WOULD HOPE TO HAVE SOME NET PROCEEDS AFTERWARDS TO EXTEND CIRCLES BACK VIRTUALLY IN, IN, UM, UH, BACK TO HELPING US PAY FOR OUR STAFF, PAY FOR PRO PAY FOR OUR PROGRAMMING, PAY FOR SCHOLARSHIPS, AND PAY FOR INTERNSHIPS.
SO IT IS A VIRTUOUS CYCLE HERE, BUT WE HAVE AN OPPORTUNITY TO DO A UNIQUE THING IN SOUTHERN DALLAS.
AND ALREADY THE SHORT TERM COMMUNITY IMPACT THE GOLF COURSE IS WONDERFUL WORK BEING DONE ON THE GOLF COURSE TO GET IT READY.
AND I WANT TO THANK THE PARKS DEPARTMENT AND THE SUPPORT THEY'VE GIVEN.
WE'LL HAVE EFFORTS UNDERWAY FOR THE STREET CLEANUPS, COURT, ENFOR, CODE ENFORCEMENT AND SAFETY AND SECURITY.
AND OF COURSE THERE'LL BE VOLUNTEER OPPORTUNITIES FOR THE ENT, UH, YOUNG PEOPLE IN ADULTS.
SO WE'RE ENGAGING AND THOSE ARE JUST THE INITIAL IMPACT.
WE DON'T KNOW WHAT'S GONNA HAPPEN WHEN SOMEONE FROM CHICAGO WATCHES THIS EVENT AND SAYS, WOW, YOU KNOW WHAT, OVER IN CHICAGO.
AND SO IN SOUTH CHICAGO, WE DID THIS AND DID THAT.
THIS, HOW CAN I GET THE BALL? WE DID.
WE HAVE THIS, AN UNKNOWN WHAT WILL HAPPEN WHEN YOU HAVE SEVERAL MILLION EYEBALLS.
LOOK AT THIS FANTASTIC GOLF COURSE IN SOUTHERN DALLAS.
[01:20:01]
SO WE ARE PRIVILEGED AND HONORED AND GRATEFUL TO BE YOUR PARTNER.THAT IS WHO I'M A GOLFER FOUNDATION IS.
AND LASTLY, WE'D LIKE TO MAKE SURE I COULD HAVE SOME HELP HERE.
GOT A LITTLE, UH, TWO THINGS WE'RE GONNA HAND OUT.
ONE IS AN INVITATION TO COME AND TWO, THIS WAS LAST NIGHT ON THE GOLF CHANNEL.
THIS IS LAST NIGHT AT GOLF CHANNEL.
HOW IS GOLF COVERAGE THIS FALL? AND RIGHT HERE, CEDAR CREST GOLF LISTED.
WELL, THANK YOU FOR YOUR TIME AND ATTENTION FOR SOME OF THE, UH, TECHNICAL PITCHES THAT WERE PROBABLY MY FAULT.
UH, BUT THAT'S JUST WHAT YOU GET, UH, RUN APART.
ANY QUESTION, ANYTHING I CAN ANSWER THAT I HAVE? MISS
THANK YOU DAVE AND CHUCK AND THE WHOLE BOARD.
AND, UM, SO FULL DISCLOSURE, MY HUSBAND WORKED FOR SOUTHWEST AIRLINES AND HIS A GOLFER, SO I'M GONNA, I'M NOT SO I'M GONNA GENEROUSLY COMMUNITY PROPERTY GIVE MY ION TO HIM WITH MINE IS HIS RIGHT.
UM, I'M, I'M VERY, VERY PLEASED ABOUT THE INTERNSHIPS AND ALL THE OUTREACH TO THE COMMUNITY AND INVOLVING FOUR OAK CLIFF.
I MEAN, THERE ARE BOOTS ON THE GROUND.
YOU, UM, I, ANY WAY WE CAN EXPOSE MORE KIDS OF ALL DEMOGRAPHICS TO ALL TYPES OF SPORTS.
UM, I, I'M, I'M SUPPORTIVE OF THAT, ESPECIALLY ON OUR SCHOOL COURSES.
UM, SO I WAS CURIOUS WHAT KIND OF AFTER AFTERSCHOOL PROGRAMS OR CAMPS OR, I LOVE THE INTERNSHIPS, UM, AS I MENTIONED, BUT KIND OF STARTING AT A YOUNGER AGE.
HOW ARE YOU INTRODUCING GOLF TO, YOU KNOW, KIDS IN ELEMENTARY AS YOU SEE CEDAR CREST ELEMENTARY? UM, SO WE RUN PROGRAMS FOR YOUNG PEOPLE ALL THE WAY FROM AGE SEVEN ALL THE WAY UNTIL THEY FINISH HIGH SCHOOL.
SO SEVEN TO 18 INTERNSHIP OPPORTUNITIES.
UH, SO IT'S SATURDAY OUR BIGGEST DAY.
UH, WE ALSO DO PROGRAM, UH, SUNDAY AND ALSO THROUGHOUT THE WEEK.
UM, MOST SATURDAYS LATER EVENING, SO SAY FIVE O'CLOCK, UH,
THEN WE DO PARTNER PROGRAMS WITH GROUPS LIKE THAT ARE IN THE COMMUNITY, LIKE CEDAR CREST ELEMENTARY,
THOSE GROUPS WILL COME IMMEDIATELY AFTER SCHOOL AS WELL AS THE HIGH SCHOOLS.
DEION, THEY'LL, THOSE GROUPS WILL TEND COME, UH, SCHOOL, UH, BUT FOR THE GENERAL PUBLIC, UH, THEY JUST VISIT OUR WEBSITE ON GOLFER.COM, CLICK ON PROGRAMS, AND THERE'S A FULL CALENDAR OF, OF OPEN ENROLLMENT EVENTS AND THEY JUST SIGN UP.
THEY JUST, THEIR INFORMATION AND SEE YOU ON SATURDAY ESPECIALLY.
I MEAN, GOLF IS NOT ALWAYS AN INEXPENSIVE SPORT.
SO ANYWAY, WE CAN LOWER THE COST OF ENTRY IS WONDERFUL.
SO KIND OF TO THAT POINT, DO YOU KIND OF ADVERTISE TO THE GOLFERS WHO ARE JUST VISITING CEDAR CREST, THEY'RE PAYING THEIR GREENS FEES AND THEIR CART FEES AND ALL THAT? DO THEY GET AN OPPORTUNITY TO SUPPORT? I'M A GOLFER WHILE THEY'RE ON SITE? THEY DO.
UH, WE CAN ALWAYS DO BETTER, UH, INDEED.
BUT, UH, THEY DO, WE HAVE BANNERS AND FLYERS AND THINGS LIKE THAT.
UH, SO THE ROUGHLY 30,000 OR SO FOLKS THAT COME THROUGH THE DOORS AND SEE THE CREST ARE ALL MADE AWARE OF THE OPPORTUNITIES.
UH, WE'VE GOT A PRETTY, PRETTY ACTIVE SOCIAL MEDIA CHANNEL AS WELL AS A GOOD DATABASE, COMPLEX DATABASE INFORMATION GOES OUT.
AND LASTLY, BECAUSE OUR OTHER GOLF PROS, THERE AREN'T NECESSARILY SIMILAR FOUNDATIONS THAT OPERATE AT THE OTHER COURSES.
DO YOU, ARE YOU IN COMMUNICATION WITH JIM HENDERSON AND BOB AND ALL THE OTHER PROS JUST TO LET 'EM KNOW THAT THIS IS NOT SOMETHING THAT'S OFFERED? I KNOW IT'S A COMPETING COURSE, BUT, BUT YOU KNOW, THEY HAVE THEIR OWN KIDS PROGRAM, BUT NOT AT THIS LOW COST, RIGHT? I THINK THEY DO.
UM, I KNOW THAT WE, I LIKE TO SAY WE PROBABLY HAVE NOT DONE AS GOOD A JOB PROBABLY COMMUNICATING WITH THE OTHER PROGRAMS IN TERMS OF HERE'S EXACTLY WHAT WE'RE DOING IN CEDAR.
UM, THAT THAT'S PROBABLY A PLACE WHERE WE CAN, WE CAN PROBABLY COMMUNICATE
I THINK EACH COURSE IS IN, IN TERMS OF WHAT THEY, IN TERMS OF WHAT THEY'RE DOING.
WELL, ANYWAY, WE CAN, I MEAN, I, I THINK IT'S FANTASTIC.
I'LL TRY TO COME IN NOVEMBER AND REALLY EXCITED TO SEE THIS FLOURISH AND THAT YOU'RE GIVING OUR KIDS DALLAS KIDS AN OPPORTUNITY NOT ONLY TO GO TO COLLEGE, BUT TO MAKE MONEY IN HIGH SCHOOL, LEARNING VALUABLE LESSONS, THE VALUE OF A DOLLAR.
SO, AND EXPOSING THEM TO THE SPORT OF GOLF.
[01:25:01]
I AND I WILL SAY THAT IT'S A, YOU KNOW, IT, IT IS QUITE A BIT OF WORK, UH, FOR, YOU KNOW, FOR EACH COURSE OPERATOR TO BE ABLE TO PULL OFF SOMETHING LIKE THIS.UH, IT'S, IT WOULD BE A, IT IS PROBABLY FOR CHALLENGE, BUT, UH, WE'RE, WE'RE SUPER FORTUNATE WITH THE TEAM THAT'S OVER THERE AT CEDAR CREST.
UM, THE, THE EXTRA WORK THAT, THAT THE TEAM AT CEDAR CREST HAS WORK, THEY CALL THIS STUFF HAPPEN, IS COMMENDABLE, COMMENDABLE FOR SHARE.
MR. SLAUGHTER THE BEST CALL FOR IN THE ROOM.
I, I THINK GREAT, UH, COMING TO OUR TALENT AND, AND TO OUR CITY, THE SHOWCASE.
BUT I WANNA BE PERFECTLY CLEAR.
I GOT A TEXT FROM SOMEBODY I'M NOT GONNA CALL.
AND I'M WHATEVER,
AND YOU KNOW, I I I TELL YOU THE TRUTH AND I GIVE YOU THE FACTS.
UH, AND EVERYBODY'S ALL IN AWE.
MY GRANDSON RECEIVED A SCHOLARSHIP BECAUSE HE WAS PARTICIPATING WITH FIRST T AND THE P G A.
'CAUSE EVERYBODY'S LOOKING AT ME NOW LIKE, OH, WHOA, BO MY GRANDSON RECEIVED THIS SCHOLARSHIP BECAUSE HE WAS PARTICIPATING WITH FIRST TEE AND THE P G A AND BECAUSE OF HIS GOLF QUALITIES, THE P G A DILUTE AND FIRST TEE WAS THE REASON WHY HE GOT THE FULL SCHOLARSHIP AT UNIVERSITY OF TEXAS AUBURN, THANK YOU.
BUT STILL AMENABLE TO YOUR
DO YOU, IN NOVEMBER FOR THE, UH, BIG TOURNAMENT, DO YOU EXPECT THAT YOU'LL GET LIKE 2,500 PEOPLE FROM OUT OF THE AREA THAT'LL COME HERE AND STAY IN HOTELS AND THINGS LIKE THAT? NO, SIR.
WE DON'T REALISTIC ABOUT THAT.
SO THAT'S NOT, THE ECONOMIC ENGINE IS NOT PUTTING THE CEMENT ON IN THE SHORT TERM, UH, EVENTS.
THE US AMATEUR, I DUNNO IF YOU'RE A MAJOR, I MEAN, SIGNIFICANT, THE US MEN'S AMATEUR, UH, THEY GET FRIENDS AND FAMILY COME OUT, YOU KNOW, 144 PLAYERS.
UH, THIS IS, THIS IS NOT WHAT THIS IS ABOUT IN THE IMMEDIATE ECONOMIC ENGINE, BRINGING PEOPLE JUST TO WATCH THIS EVENT.
THE LONG-TERM VISION THAT WE HAVE IS, IS WHAT HAS BEEN EXECUTED PARTICULARLY IN ATLANTA EAST LAKE GOLF COURSE.
AND THERE ARE OTHER COMMUNITIES AROUND THE CITY, AROUND THE COUNTRY WHERE THE RESTORATION AND THE CELEBRATION OF A GOLF COURSE AND BRINGING IT ATTENTION TO IT'S THE, IT'S A RISING TIDE LIFTS ALL BOATS THAT PEOPLE WILL COME.
AND I'VE, WE'VE ALREADY EXPERIENCED THIS, THE, UM, THE, THE, THE EYEBALLS THAT HAVE COME JUST OVER THE LAST FIVE YEARS BECAUSE, AND, AND CALL IT WHAT YOU WANT TO NORTH DALLAS, NOT COMING TO TAKE OVER, BUT LIKE, OH MY GOODNESS, WE HOPE OVER TIME, NOT NEXT YEAR, NOT TWO YEARS, WHO KNOWS THAT SOMEONE COMES AND SAYS, WOW, WHAT A BEAUTIFUL AREA.
I DIDN'T KNOW THIS EXISTED FOUR MILES FROM DOWNTOWN.
WONDER ABOUT, UH, WORKFORCE HOUSING DOWN HERE, ENTREPRENEUR, THE, THE, THE, THE, THIS IS, IT IS A, UH, MAGNET TO BRING PEOPLE WHO OTHERWISE, AND THAT'S MY STORY, SIR.
IN 2013, I HAD NEVER BEEN TO SOUTHERN DALLAS.
MY LIFE HAS CHANGED BE AND MAY, I'M JUST ONE GUY.
I BELONG TO A NORTH DALLAS LOVE.
I SPEND MORE TIME AT CEDAR CREST THAN I DO THERE.
AND I'VE SEEN THINGS THAT I READ, I USED TO READ ABOUT IN THE NEWSPAPER BECAUSE GOLF BROUGHT ME TO CEDAR CREST.
MY HOPE, AND I'LL PROBABLY LONG GONE AND BURIED IN DUST, THAT THE EFFORTS THAT WE'RE DOING TO TRY TO BRING ATTENTION TO THIS INCREDIBLE ASSET THAT WE HAVE THAT'S UNDER-RESOURCED AND UNDERAPPRECIATED BY MOST OF THE METROPLEX, THAT AT SOME POINT SOMEBODY WILL COME ALONG WHO'S GOT ENTREPRENEURIAL CAPITALISTIC SPIRIT AND GO, HMM, WOW, WONDER WHERE THE SCHOOLS, HOW CAN SCHOOLS, HOW CAN I MAKE SCHOOLS BETTER? WHAT'S THE HOUSING SITUATION? WHAT'S THE RETAIL SITUATION? WE'RE NOT TRYING TO DO THAT OTHER THAN OUR IS TO TRY
[01:30:01]
TO BRING THE ATTENTION.SO THAT'S, THAT'S JUST A FULL UNBORN TRUTH.
SO ALONG THOSE LINES ABOUT BRINGING ATTENTION, WHICH IS CERTAINLY A NATIONALLY TELEVISED CONFERENCE WITH NEW, UH, THE REASON I ASK ABOUT THAT HEADS AND BEDS ASPECT IS BECAUSE THE TOURISM PUBLIC IMPROVEMENT DISTRICT, UH, CAN GIVE MONEY TO THINGS THAT WILL GIVE THAT MONEY.
BUT ON THE OTHER HAND, VISIT DALLAS, THE DALLAS SPORTS COMMISSION.
I DIDN'T SEE THEM ON YOUR LIST OF SPONSORS, BUT THIS FITS.
WE HAVE, WE'VE, WE HAVE MET, SORRY TO INTERRUPT YOU YESTERDAY.
WE, WE HAVE MET, WE HAVE A PARTNERSHIP WITH THEM.
WE'RE THESE, THOSE BANNERS THAT YOU SEE? THAT'S ALL WE, WE THANK YOU FOR REMINDING ME.
BUT WE JUST, WE HAVE TO NOT PUTTING IT ON OUR SLIDES.
THAT'S, THAT'S WHAT I WAS WONDERING.
NO, THERE'S A WHIP ON OUR PART.
I WASN'T SUPPOSED TO TOUCH THAT.
I DO BELIEVE SOME CONGRATULATIONS.
UM, I LIVE IN DISTRICT FOUR, I PASSED MY SEAT OF CREST.
SOMETIMES I JUST STOP IN AND KOGNITO, I CHECKED THINGS OUT.
UM, AND I'VE ALSO INVITED MANY OF MY COLLEAGUES TO ACTUALLY COME AND TAKE A TOUR.
UH, WE DIDN'T PLAY ANY GOLFING, NOT AS GOOD AS BO, BUT WE DID GET OUT THERE AND WE LEARNED, WE BECAME, I WOULD SAY, UH, I GUESS INTERMEDIATE EXPERTS ON THINGS LIKE ANA, YOU KNOW, WHAT FROST MADE DO TO GRASS, UM, HOW, UM, MAY WORK WITH LESS THAN WHAT, WHAT THEY HAVE ACCESS TO WITH A VERY STRETCHED AND LARGE DEPARTMENT THAT HAS A LOT OF FACILITIES, A LOT OF TRAIL, A LOT OF DIFFERENT TYPES OF, OF ATHLETIC, UH, EXPLOITS THAT WE TAKE CARE OF AND CARE FOR.
SO I, I WANT TO JUST FIRSTLY START WITH THE GOLF PRO, BECAUSE IT'S CHUCK AND DAVE POINTED OUT EACH GOLF, UH, EACH GOLF, UH, COURSE HAS ITS OWN ADMINISTRATION.
IT'S UNDER A CERTAIN LEADERSHIP AND IT'S ON THEIR LEADERSHIP TO GO OUT TO THE, TO THE WORLD AND BRING IN THE BEST IDEAS, THE BEST PARTNERS.
AND IRA CERTAINLY BROUGHT IN THE IOWA GOLFER FOUNDATION, AND Y'ALL HAVE DONE A STELLAR JOB.
I'VE WALKED DOWN LEGENDS PLAZA.
I'VE BEEN, YOU KNOW, I WAS THERE WHEN WE UN MAILED THE STATUES.
UH, HIS SON ACTUALLY MENTIONED WHAT IT MEANT TO HIM, UM, AND WHAT IT'S GONNA DO FOR THE REST OF THE COMMUNITY.
AND I CAN SAY, AS AN ECONOMIC DEVELOPMENT EXPERT, ECONOMIC DEVELOPMENT IS NOT ONLY GOING TO HAPPEN, IT'S ALREADY
IF YOU JUST GO DOWN THE CORRIDOR AND YOU SEE WHAT ROOSEVELT HAS DONE, OR WHAT WAS ALBERT SIDNEY JUMPS.
UH, AND YOU SEE WHEN D I, STEVE, THE LARGEST, UH, UH, ARBITER OF PROPERTIES IN THE CITY STARTS MAKING MOVES.
WHAT THAT MIGHT DO TO US, WHAT THAT MIGHT DO TO THE COMMUNITY THAT SURROUNDS IT.
YOU LOOK AT CADILLAC HEIGHTS, WHICH THE CITY OF DALLAS AND THROUGH OUR PARK DEPARTMENT DIRECTOR IS CLEANING HAZARDOUS WASTE OF A FORM OF BATTERY FACTORY.
UM, AND YOU CONNECT THAT TO WHAT'S HAPPENING DOWN INM L K WITH THE FOREST THEATER.
YOU CAN SEE HOW THEY'RE CONNECTING INTO A HUGE OPPORTUNITY FOR ECONOMIC DEVELOPMENT.
AND IT'S GOING TO BE LONG-TERM ECONOMIC DEVELOPMENT.
AND IT'S CONNECTING THE CITY IN A SPECIAL WAY.
AND YOU JUST GO THROUGH THE BOTTOMS. YOU JUST GO BY TOWNVIEW, AND THEN YOU CROSS THAT BRIDGE, AND THEN YOU SEE WHAT THEY'RE DOING IN CEDAR CREST.
IT'S TRULY AMAZING THAT YOU CAN TALK ABOUT THE TOURNAMENT AND WHAT IT'S GONNA DO FOR 42 YOUNG PEOPLE WHO WILL BE TELEVISED FOR 18 HOURS OF PROGRAMMING.
AND I JUST WANNA ALSO SAY THIS STATEMENT BEFORE I CLOSE.
ALL GOLF COURSES ARE NOT EQUAL.
WHAT WE HAVE IN DISTRICT, WHAT DISTRICT FOUR, UM, BASICALLY HAS IN COMMON WITH THE ZOO AND THIS PARTICULAR GOLF COURSE IS, THEY'RE MORE LIKE ONE, BECAUSE THEY'RE IN DISTRICT FOUR AND DISTRICT FOUR IS GREAT, AND TWO, UM, THEY ARE BOTH VERY MUCH SPECIAL ASSETS TO THE CITY THAT COULD ACTUALLY BRING IN A LOT MORE FUNDING AND A LOT MORE OPPORTUNITIES FOR THE PARK DEPARTMENT.
AND WE GOTTA INVEST IN IT THAT WAY.
SO I JUST WANNA MAKE SURE I GIVE CONGRATULATIONS BECAUSE I'VE INTERACTED WITH YOU, THE STUDENTS.
I'VE SEEN WHAT THE GOLF ROAD HAS DONE, AND I'M JUST HONORED TO BE A SMALL PART OF WHAT Y'ALL ARE DOING THIS
BECAUSE THEY HAD THERE OR OTHER WAY AROUND THERE.
AND, AND LET ME ALSO SAY, UH, IF I HAVE MORE TIME, UH, I WOULD SAY THAT THE CITY OF DALLAS ALSO MADE
UH, AND I'M VERY THANKFUL TO OUR DIRECTOR WHO MADE SURE THAT THOSE CHANGES HAPPENED.
UM, AND, YOU KNOW, AND I'LL ALSO SAY SOMETIMES, YOU KNOW, YOU GOTTA COME KICK KICKING AND SCREAMING TO GET WHAT YOU WANT.
UM, AND YOU WON'T GET A BETTER GOLF PRO BECAUSE A GOOD GOLF PRO IS NOT ONE THAT TELLS YOU EVERYTHING'S COOL WHEN IT'S NOT.
SOMETIMES THEY GOTTA TELL YOU WHEN THINGS AREN'T GREAT, AND WHEN THEY DO, IT DOESN'T ALWAYS FEEL GOOD.
BUT IN THE END, THE MEDICINE ACTUALLY WORKS.
UM, I DO WANNA SAY THANK YOU, FIRST AND FOREMOST TO MR. BLAIR FOR INVITING ME OUT.
UM, THE FIRST TIME THAT I ACTUALLY WENT TO CEDAR CREST, UM, I'M NOT A GOLFER
[01:35:01]
BUT MR. UH, JENKINS TOOK ME OUT THERE, MET IRA, AND WE SAW THE CONDITIONS OF THE GOLF COURSE, AND WE WORKED ON THAT.I KNOW THIS IS OUTSIDE OF THE, IM GOLFER, BUT OVERALL IT'S ALL TOGETHER.
AND, YOU KNOW, WE'VE HAD A LOT OF STRUGGLES AND THE PARK DEPARTMENT IS THE ONE THAT IS RESPONSIBLE FOR TAKING CARE OF THE GREENS.
AND WE JUST, WE WERE FAILING ON THAT PART.
SO WE ARE NOW ON A COURSE, I BELIEVE THE LAST TIME I WAS OUT THERE A COUPLE WEEKS AGO.
UM, THE COURSE IS LOOKING GREAT.
UM, IT'S GETTING BETTER AND BETTER.
I THINK WE'RE GONNA BE READY FOR THE, THE SHOWCASES THAT YOU GUYS ARE BRINGING AND THE TOURNAMENTS THAT YOU GUYS ARE BRINGING.
UM, IT'S UNFORTUNATE THAT WE HAD TO GO THROUGH A SECOND SUMMER THAT WAS SLOWER.
UM, OR LITTLE OR NO, UM, GOLFERS, BUT THE GOLFERS THAT ARE OUT THERE, WHEN I SAW GOLFERS OUT THERE, THEY WERE HAPPY.
UM, THAT THE COURSE IS FINALLY, UM, GETTING THE LOVE IT DESERVES.
MS. ROSS REALLY STEPPED UP, UM, WHILE WE WERE, MR. JENKINS WAS OUT, AND SHE, UH, HELPED FILL THE GAPS OF SHORT STAFF.
THEY DO PRO, UM, TAKING CARE OF THE COURSE AND THEN ADDED, I THINK MISS, UH, RENEE JOHNSON GAVE SOME EXTRA STAFF TO COME OUT THERE AND REALLY HELP.
UM, SO IT'S ALL HANDS ON DECK TO GET READY FOR THIS.
SO FIRST AND FOREMOST, THANK YOU TO OUR STAFF BECAUSE WE REALLY DO HAVE SOME OF THE BEST STAFF IN, UM, THE INDUSTRY.
UM, SOMETIMES WE JUST HAVE TO, YOU KNOW, UTILIZE OUR RESOURCES AND DO THEM WELL AND KEEP THEM ON TRACK.
UM, BUT WE DO HAVE GOOD STAFF, SO THANK YOU FOR THAT.
UM, THANK YOU FOR EVERYTHING THAT YOU GUYS DO FOR THE KIDS.
UM, YOU KNOW, THE MONEY MIGHT NOT COME OUTTA YOUR POCKET OR MY POCKET, BUT YOU KNOW, NO MATTER HOW YOU DO IT, EVERY LIFE THAT YOU TOUCH OR EVERY CHILD THAT YOU TOUCH THERE, UM, AT SOME POINT, UM, IT'S YOU, YOU'RE HELPING SAVE A LIFE DOWN THE ROAD BY SHOWING THAT YOU CARE ABOUT THESE CHILDREN.
WHETHER YOU PUT THE MONEY IN YOUR POCKET OR IT COMES OUTTA YOUR POCKET OR MY POCKET, IT DOESN'T MATTER WHERE THE MONEY COMES FROM.
YOU KNOW, AS LONG AS WE'RE TOUCHING AND WE'RE MAKING A DIFFERENCE IN THESE CHILDREN, THANK YOU, HUSBAND.
IT'S ALWAYS, UM, SO REWARDING OUR PARKS AND OUR, UH, AMENITIES.
REACHING MEANS THAT CAN HOPEFULLY LONG.
I'VE HAD THE PLEASURE OF GOLFING AT CEDAR CREST.
BO, WHERE ARE YOU? I ACTUALLY PLAY GOLF OUT THERE AND I APOLOGIZE.
UM, BUT I JUST HAD TECHNICAL QUESTIONS ABOUT THIS, ABOUT YOUR TOURNAMENT, NOT
YOU SAID THAT YOUR GOLFERS ARE GONNA PREDOMINANTLY BLACK AND BROWN.
IS IT THAT BY INVITATION? OH, YOU SET THAT OUT.
UM, IT'S FUNDING ALL THESE GOLF LESSONS FOR DOLLAR.
DO, DO YOU APPLY THE PROS FOR ALL OF THAT PROGRAMMING? SO YOU HAVE, SO THE FOUNDATION PAGE FOR THOSE PROGRAMS, AND THEN THAT'S JUST ALL SUBSIDIZED FOR THE KIDS TO COME AND, AND GET THEIR THAT'S CORRECT.
YOU GUYS ARE DOING A GREAT JOB.
UM, AS A FORMER, UH, VOLUNTEER WITH THE BOYS AND GIRLS CLUB AND MAKING SURE THAT THERE'S OPPORTUNITY, EQUITABLE OPPORTUNITY FOR KIDS THESE NEIGHBORHOODS, IT'S AWESOME.
SEE THIS, UM, YOU MENTIONED SOMETHING ABOUT YOUR KEY, UM, AND THE COSTS.
UM, I'M A PRODUCER AND A DIRECTOR IN THE PHONE BUSINESS.
I HOPE THAT AT SOME POINT I HOPE THIS IS VERY SUCCESSFUL.
I HOPE THAT THEY'LL BE, THE NETWORKS WILL BE PAYING YOU GUYS AS YOU, AS OPPOSED TO YOU GUYS PAYING A NETWORK.
UM, IT'S, IT'S NOT, IT'S UNLIKELY NORMALLY FOR, FOR SOMEBODY TO HAVE PAY THE NETWORK TO SHOW YOUR STUFF.
I, AND I WAS TOTALLY RESPECT YOUR UNDERSTANDING.
I, MY BACKGROUND SOUTHWEST WEST MARKETING, SO I, I I UNDERSTAND ECONOMICS AND IT'S REALLY THE NUMBER, IT'S EYEBALLS.
SO ONE POINT, IF WE CAN MAKE IT BIG ENOUGH AND THE EYEBALLS, IT'S PART OF EYE, IT'S PARTLY EYEBALLS, BUT WE WILL, THAT'S A WHOLE, THAT'S ALL FINE CONVERSATION.
YOU CAN, IF YOU CAN HELP US, WE WOULD LOVE TO HAVE YOU USE TAPE.
ALL THE SUCCESS OF TELEVIS EVENT ON THE, AND THE HISTORY OF IT IS THERE'S COLLEGE GOLFERS.
[01:40:01]
10 COLLEGE GOLF EVENTS, UH, ON THETHERE'S ONE ACTUALLY WHAT ENDED LAST NIGHT, UM, BOWL OF HONOR, SHE WAS AT TEXAS.
AT ALL THE COLLEGES, MOST OF THOSE YOUNG PEOPLE WHO PLAY IN THESE COLLEGIATE TELE EVENTS ARE WHITE FACT.
UH, SO WE, AND RICK CARSON HERE IS BEHIND, IT'S OUR TOURNAMENT DIRECTOR CAST A VISION SEVERAL YEARS AGO.
WHAT IF WE CREATE AN EVENT THAT THIS TARGETS THE, FRANKLY, THE, THE, THE MINORITY.
AND SO WE, THAT'S WHEN WE WENT.
HE'S, HE'S FOUND 42 REALLY GOOD PLAYERS, AND THEY'RE GONNA DAZZLE, THEY'RE GONNA BE REALLY GOOD.
AND THEN, AND THEY UNFORTUNATELY JUST DON'T GET RECRUITED TO THE UNIVERSITY OF TEXAS OR U C L A OR GEORGIA.
MANY OF 'EM ARE H B C U AND SOME OF 'EM ARE NOT SOME OF 'EM.
BUT THIS IS, THIS IS OUR STATEMENT.
THIS GOLF COURSE FITS IN AN AREA THAT'S HISTORICALLY MINORITY.
IT HAS THE CHARLIE SIFFORD STORY.
IT HAS A MIX OF PLAYERS THAT IT REFLECTS THE DEMOGRAPHICS OF AMERICA.
WE'RE GONNA SHOWCASE THOSE TALENT AND WE'RE GONNA SHOWCASE THIS.
UNLESS YOU MARKET IT, YOU KNOW, YOU'RE NOT GONNA GET THE EYEBALL.
SO HOPEFULLY YOU'RE GONNA BE MARKETING THOSE PLAYERS IN YOUR EVENT.
UH, WITH THAT, NO MORE COMMENTS.
SO THANK YOU AGAIN FOR COMING AND WE ARE LOOKING FORWARD TO THIS TOURNAMENT.
AND AGAIN, I'LL RECIPROCATE WHAT MR. WOOD SAID.
YEAH, I THINK, YOU KNOW, WE ALL WERE VERY ANXIOUS AND WENT AFTER THE STAFF.
IT WAS NOT STAFF, IT WAS THE BETTER WE HAD.
BUT KUDOS TO CRYSTAL AND THE TEAM.
AND MR. JENKINS, I THINK, I THINK I REMEMBER IN HOSPITAL, YOU PROMISED ME WE'LL BE READY FOR TWO DOMAIN AND, UH, MAYBE THIS WAS THE REASON YOU GOT ONE EXTRA STINT,
JUST, JUST, JUST ONE MORE COMMENT.
I WANNA SPEAK TO, UM, JUST THE COMMUNITY PARTNERS THAT IT TAKES IN TERMS, PLUS WE UNDERSTAND HOW IT TAKES THAT COMMUNITY TO RAISE A CHILD.
AND SO WHEN WE TALK ABOUT DIFFERENT PROGRAMS THAT TAKE PLACE, WE TALK ABOUT ONE OF THE PROGRAMS, IT'S CALLED FAIRWAY TO SUCCESS.
IT'S IN PARTNERSHIP WITH NORTHERN TEXAS, P G A, IT'S NORTHERN TEXAS PGA'S NAME AND IS ON THE HOOD OF THE CAR.
BUT THEY'VE GOT QUITE A FEW PARTNERS, UH, UNDERNEATH THE HOOD THAT MAKE IT HAPPEN.
AND SO WE TALK ABOUT FAIRWAY AND SUCCESS WHEN WE TALK ABOUT THE SOUTHERN SECTOR PORTION OF THAT PROGRAM.
UH, THE KIDS AT ROOSEVELT, LINCOLN, SOUTH OAK, CLIFF, AND CARTER THAT RECENTLY GOT SCHOLARSHIPS, THAT DOESN'T HAPPEN WITHOUT IRA
SO, UM, JUST WANTED TO FOR SHARE THAT.
THANK YOU ALL FOR ALLOWING US TO DO WHAT WE DO.
A I JUST WANTED TO DISCUSS A FEW OF THE OUTCOMES, UM, THAT HAPPENED FROM A FEW OF THE OUTCOMES THAT HAPPENED FROM YESTERDAY'S, UM, BUDGET BRIEFING.
YOU DIDN'T HAVE THE TIME TO SIT THROUGH THE SIX HOUR PLUS, UH,
SO, UM, JUST PART OF THAT, WHAT CAME OUT, WE DID HAVE NINE AMENDMENTS THAT WERE GOING TO AFFECT THE DEPART DEPARTMENT NEGATIVELY.
OF THOSE NINE AMENDMENTS, UM, ONLY ONE WENT THROUGH THAT WILL AFFECT US.
AND IT WAS SOMETHING THAT WAS LISTED AS A CUT TO FTES THAT WERE VACANT MORE THAN ONE YEAR, THAT THAT DID GO THROUGH
THEY DID A LAST MINUTE AMENDMENT AFTER WE HAD ALREADY WALKED INTO THE ROOM.
SO IS THAT PART OF THAT AMENDMENT? UM, WILL IT AFFECT US? WE DON'T KNOW YET.
WE'RE GONNA GO THROUGH, LOOK TO SEE WHAT WE HAVE TO SEE WHAT WE CAN MAYBE WITHIN THE DEPARTMENT ORGANIZE AND THEN SEE WHAT, WHERE THAT WILL LEAVE US.
BECAUSE THE VALUE OF THOSE FTES IS A $420,000.
SO WE'RE HOPING THAT WE CAN ADJUST WITHIN THE DEPARTMENT IN INTERNALLY TO HANDLE THAT.
IF AT ANY POINT, YOU KNOW, WE NEED TO, WE CAN ALWAYS GO BACK TO, UM, THE CITY MANAGER DID SAY THAT IF WE HAVE ANY, UM, PROBLEMS WITH FITTING OUR BUDGET.
[01:45:03]
AND THAT WAS THE ONLY ONE THAT AFFECTED US.UM, HONESTLY, I COUNCIL, UM, WAS BEHIND US.
SO I'M THINKING THAT WAS BECAUSE Y'ALL WERE BEHIND US AND TALKED TO THEM.
SO I THINK THAT THAT'S REALLY DICKEY, UH, THANK YOU, MR. PRESIDENT.
I DON'T FULLY UNDERSTAND THE VOTING PROCESS.
UM, BUT THE ONE THING, UM, THAT CONCERNED ME, AND I DON'T KNOW WHERE IT STANDS, IS I THINK WE DID A, UH, REQUEST FOR THE CITY MANAGER FOR AN ENHANCEMENT FOR FORESTRY.
AND, UH, I WAS ASKED ACTUALLY RECENTLY AT A UH, TOWN HALL MEETING, THE CITY MANAGER WAS THERE, AND I BROUGHT THIS UP TO HIM AT THE MEETING ASKING HIM TO RECONSIDER.
AND IT CONCERNS ME BECAUSE, AND I SAID THIS TO HIM IN THE MEETING, IT SAID, WE HAVE BEEN BRIEFED EXTENSIVELY ON THE UPCOMING EMERALD ASH BORDER SITUATION, THE NEED TO COMPLETE A TREE SURVEY WE'VE HAD IN, IN DISTRICT SIX AND 13, AND WE'VE HAD A TORNADO THAT TOOK OUT OUR TREE COVER.
UH, WE'VE HAD A HARSH SUMMER WHERE WE SUFFERED.
OUR TREES HAVE SUFFERED, WE'VE ALREADY HAD ISSUES WITH OUR TREES.
AND I FEEL LIKE WE'VE GOT LOOKING AT 'EM, LOCOMOTIVE COMING DOWN THE PIKE AT US THAT WE'VE BEEN NOTIFIED ABOUT, BUT SOMEHOW WE'RE NOT ABLE TO GET ENOUGH.
THREE PEOPLE IN THE DEPARTMENT, UM, ACTUALLY RAISED THIS WITH A CITY COUNCIL PERSON RECENTLY.
AND THEY SAID, WELL, UM, THE PROBLEM, ONE OF THE PROBLEMS THAT THEY HAD WITH IT IS THAT FORESTRIES, ALL SEGMENTED PWS GOT THEIRS.
SO THE FACT THAT, AND I THINK THE FORESTRY PLAN RECOMMENDED UNIFYING FORESTRY THROUGHOUT THE CITY, BUT WHATEVER INTERNAL THINGS ARE MAKING IT SO THAT IT CAN'T GET THERE, I, I NEED TO KNOW, I'D LIKE TO KNOW WHAT CAN WE DO? I MEAN, ARE WE, DO WE, DO WE STILL HAVE A SHOT AT GETTING SOME MONEY FOR INCREASING OUR FORESTRY HERE IN THE PARK DEPARTMENT OR IS IT DONE FOR THIS CYCLE? 'CAUSE IT CONCERNS ME AND IT'S PERSONAL BECAUSE WE LOST EVERY SINGLE OAK GROVE TREE ON MY STREET.
AND, UH, I'M SURE MR. KITNER'S STREET WAS THE SAME.
AND SO WE GOT A REAL SITUATION.
AND I JUST DON'T FEEL THAT THERE'S A, I'M NOT SAYING IT'S ANY PERSON, BUT THE PRIORITY, MAYBE I'M WACKY OR I DON'T GET IT, BUT IT SEEMS TO ME WE'VE GOT A REAL ISSUE THAT WE'RE NOT ADDRESSING.
IT'S GONNA AFFECT US AND OUR GRANDCHILDREN MANY YEARS TO COME.
AND I, I DON'T THINK, I DON'T THINK WE'RE GETTING THERE ON THE BUDGET PART.
SO WHAT, IS THERE HOPE? OR WHERE DO WE STAND? YEAH, I, I HAVE RENEE COME, UH, BUT I WILL SAY PAM, TWO THINGS REAL QUICK.
I THINK THE BUDGET PROCESS AT THIS POINT IS PRETTY MUCH DID BENEFIT.
VERY GOOD, DECENT NUMBER BUDGET.
WE JUST DIDN'T GET EVERYTHING WANTED.
'CAUSE THE, I MEAN, THE BOARD WAS, THE BOARD WANTED US TO ASK FOR A LOT.
AND WE WENT OUT THERE AND WE ASKED FOR LIKE EIGHT, $9 MILLION.
AND I WANNA SAY OVER THIS NEXT TWO YEARS, I THINK WE'RE GETTING PROBABLY LIKE THREE AND A HALF, $4 MILLION.
AND THAT'S WHY EACH BUDGET CYCLE, WE COME BACK AGAIN.
UH, I WILL SAY, AS FAR AS THE LOSS OF THE POSITIONS, AND I'VE BEEN PREACHING THIS TO MY TEAM FOR A LONG TIME, THEY'RE GONNA KEEP TAKING VACANCY RATES.
AND I, I GET, IT'S HARD TO FILL POSITIONS, BUT WE HAVE TO BE SMART.
AND WE JUST GOTTA KEEP TAKING WHAT RESOURCE WE DO HAVE MOVEMENT AWAY FROM THE FOLKS WHO CAN'T HIRE PEOPLE.
I'M NOT JUST BEING MEAN, BUT, AND CREATE NEW POSITIONS WHERE THEY'RE TRULY NEED.
IT'S HARD BECAUSE WE DON'T, THAT'S THE LONG PROCESS IT TAKES TO GET THAT DONE
YOU KNOW WHAT I MEAN? BUT THAT'S, YOU GOTTA KEEP PLAYING THIS GAME OR YOU GONNA KEEP LOSING AND LOSING.
AND SO I JUST, WE GOTTA KEEP ADAPTING.
HEY, WE CAN'T FILL THESE POSITIONS.
WE'RE SIX MONTHS INTO THE BUDGET.
WE BETTER CREATE ANOTHER POSITION THAT WE KNOW WE CAN FEEL LIKE FORESTRY.
AND SO WHAT I AM GONNA ASK RENEE TO DO IS, YEAH, WE'RE GONNA KEEP LOOKING ALL THE POSITIONS WE CAN'T FILL.
AND IF, LIKE I'M TOLD ALL THESE DIVISIONS WHERE THERE'S A NEED, THAT'S WHERE I'M MOVING THE MONEY.
AND IF WHOEVER CAN FILL 'EM, THAT'S WHERE THEY'RE GOING.
AND THE FORESTRY, SHE CAN FIGURE OUT HOW TO GET 'EM FILLED.
[01:50:01]
GONNA LET HER HAVE THE POSITIONS THAT CAN'T GET FILLED IN THIS DEPARTMENT.AND I JUST WANNA MAKE A SUGGESTION THAT WE TALK ABOUT THE PIPELINE AND WORKFORCE READINESS AND PREPAREDNESS, AND IT'S THROUGHOUT THE INDUSTRY AND OUR ECONOMY, IT'S, IT'S A BIG HUGE FOCUS NOW, WORKFORCE READINESS.
AND I WOULD JUST ENCOURAGE US TO LOOK TO THE YOUNGER GENERATION AND WORK WITH MAYBE DALLAS INDEPENDENT SCHOOL DISTRICT OR WHATEVER FOR INTERNSHIPS OR WHATEVER.
WE'VE GOT IRRIGATORS, FORESTERS THAT ARE, WE DON'T, WE CAN'T FIND THEM.
WELL, LET'S, CAN WE MAKE THEM? CAN WE GET SOME KIDS INVOLVED? WE HAVE THE PEOPLE.
WILL YOU TOUCH ON THE, I ASKED FOR THE WORK DIRECT? YES.
UM, GOOD MORNING, PRESIDENT AND MEMBERS OF THE BOARD.
UM, WELL, I WILL SAY THIS, YOU KNOW, UM, THE FORESTRY TECH TEAM, RIGHT? THAT'S A INTERDEPARTMENTAL TEAM THAT HAS BEEN WORKING DILIGENTLY.
WE WILL BE COMING TO BOARD LATER THIS YEAR TO GIVE YOU AN UPDATE.
BUT WHAT I WILL TELL YOU IS THAT WE HAVE BEEN SOMEWHAT SUCCESSFUL BECAUSE OF, WE HAVE OUR REFORCE REFOREST DURATION GROUP THAT WE HIRED THIS PAST YEAR, RIGHT? SO WE DO HAVE THEM.
SO WE HAVE BEEN ABLE TO EXPAND SOME OF OUR RESOURCES, UM, TO, SO WE'RE GONNA DO BETTER AS WE GO TO OUR PLANTING PROGRAMS THIS FALL.
SO I'M REALLY, REALLY EXCITED ABOUT THAT.
UH, SOME OF THE RECOMMENDATIONS FROM THE URBAN FORESTRY MASTER PLAN AS FAR AS PULLING OUR DEPARTMENTS TOGETHER, WHAT I CAN TELL YOU IS THAT WE ARE REALLY WORKING IN SYNERGY WITH D W PARK AND RECREATION AND, UM, PUBLIC WORKS.
OKAY? THESE, THESE TEAMS MEET EVERY WEEK.
AND THE EXECUTIVE MEMBERS OF THOSE TEAMS WE'RE MEETING EVERY, EVERY, THEY'RE ABOUT EVERY OTHER WEEK OR, OR SO WE WERE ON THE PHONE LAST NIGHT TILL 10 O'CLOCK.
SARAH AND I WORKING THROUGH SOME THINGS WITH URBAN FORESTRY.
SO I, I WILL TELL YOU THOUGH, EVEN THOUGH OUR DEPARTMENTS ARE NOT ONE, WE ARE WORKING TOGETHER AND COLLABORATING AND OUR PLAN AND OUR STRATEGY IS FULL FORCE AND VERY DIRECTED.
UH, SO I'M VERY CONFIDENT IN THAT, IN THAT, UH, WE WILL BE PROVIDING A, UM, A MEMO, UH, THIS WEEK, UH, IN REGARDS TO OUR UPDATE.
SO YOU'LL SEE THAT WE ARE MAKING WAY, UH, SO I'M EXCITED THAT WE'LL BE COMING TO YOU LATER THIS YEAR AND GIVING YOU MORE INFORMATION SO THAT YOU CAN ALSO FEEL CONFIDENT THERE ARE SOME GRANT FUNDS THAT ARE GOING TOWARD THE INVENTORY PROCESS.
'CAUSE YOU ALL KNOW THAT WE HAVE TO GET THAT INVENTORY DONE.
SO THEY'VE ALREADY STARTED THAT PROCUREMENT PROCESS.
AND WITH OUR MAINTENANCE FUNDS, WE WILL BE IDENTIFYING, UH, OUR INVENTORY, UH, THE COST FOR OUR INVENTORY IN THIS COMING YEAR.
AND WE WILL MAKE SURE THOSE FUNDS ARE ALLOCATED SO THAT WE CAN START THE INVENTORY PROCESS IN THE PARK DEPARTMENT.
SO I THINK YOU'RE GOING TO, YOU KNOW, WE MIGHT NOT BE ALL AWARE OF ALL THE PLACES WE WANT TO BE, BUT WHAT I CAN TELL YOU IS THAT WE'RE MUCH CLOSER AND I FEEL REALLY, REALLY CONFIDENT IN THE DIRECTION WE'RE GOING.
I WOULD SAY, TIM, I WOULD, THAT WHOLE CONVERSATION ABOUT CONSOLIDATION OF FORESTRY GROUPS, SAY PUBLIC, I WOULD NEVER SUPPORT CONSOLIDATING OUR FORESTRY GROUP, CITY FOREST GROUP, UNLESS THEY WANNA PARK THE WHOLE GROUP IN THE PARKS DEPARTMENT, WHO THERE'S ALL THE MOST OF THE DARN TREES EVERYWHERE.
AND WE CAN BARELY KEEP UP WITH THE TREES WE GOT ON OUR OWN PROPERTY JUST FOR ME TO CONSOLIDATE.
AND THEY'LL TAKE AWAY OUR RESOURCES, JUST LIKE THEY DID WITH PARK POLICE.
UM, AND, AND REALLY BEING DILIGENT IN AND HAVING, UM, MR. BRO'S REALLY UNDERSTAND THAT WE'RE NOT, WE WEREN'T COMING TO THE TABLE TO NEGOTIATE.
UM, WE DIDN'T SAY THAT THIS IS WHAT WE NEEDED EITHER.
THIS WAS SOMETHING THAT THEY LOOKED AT AND SAID, OH, WE'RE GONNA, YOU KNOW, TAKE THESE AWAY.
AND, UM, THANK YOU VERY MUCH FOR YOUR, YOUR DUE DILIGENCE ON, ON HAVING IT EXPLAINED AND UNDERSTANDING THAT THIS WAS, THESE ARE THINGS THAT WE STILL NEED.
AND JUST, JUST SO YOU'RE AWARE, IT WAS, IT WAS A CITYWIDE CUT.
EVERY SINGLE DEPARTMENT THAT HAD A VACANCY OVER 12 MONTHS WAS CUT TO THE TUNE OF
I KNOW WE HAVE REALLY BEEN WORKING HARD TO GET A HOLD OF OUR ISSUES WITH HAVING THE RIGHT, UH, TEAM SUPPORT, UH, ALL OF OUR TREES AND FORESTRY AND, AND THEY DO A GREAT JOB.
UM, I, I, I'M STILL A LITTLE, WE'VE HAD MANY DISCUSSIONS ABOUT THIS THAT, YOU KNOW, WE, WE CAN ONLY BE AS GOOD AS THE PEOPLE THAT WORK FOR US.
AND THE FACT THAT WE HAVE, IN MY OPINION, IT'S SOME PRETTY CRITICAL VACANCIES AND THAT WE MEET STRONG PEOPLE
[01:55:01]
TO HELP US CARRY OUT THESE PLANS THAT WE MAKE FOR OURSELVES.IT'S REALLY DISAPPOINTING TO SEE THAT WE HAVE ANY OPENINGS THAT HAVE BEEN THERE FOR LONGER THAN A YEAR.
AND I'M, I'M GONNA PUT THE PRESSURE BACK ON WHATEVER TEAM YOU'RE GONNA PUT TOGETHER TO REALLY LOOK AT THAT AND NOT ALLOW THIS TO HAPPEN.
WE SHOULD NEVER BE SITTING ON VACANCIES FOR A YEAR.
IF WE CAN'T FIGURE OUT HOW TO HIRE THOSE PEOPLE, THEN LET'S REALLOCATE IT TO ANOTHER DEPARTMENT THAT CAN'T FIGURE OUT HOW TO HIRE THOSE PEOPLE.
IT JUST, IT HURTS MY HEART THAT WE JUST, WE, YOU'RE KILLING YOUR STAFF.
YOUR STAFF IS BEING STRETCHED SO THIN.
AND IF WE'VE GOT MONEY SITTING THERE TO HIRE MORE PEOPLE, THEN LET'S FIGURE OUT HOW TO HIRE 'EM.
AND IF, IF THE HUMAN RESOURCES PROCESS THAT'S CONNECTED WITH THE CITY IS THE STUMBLING BLOCK, WELL THEN LET'S HAVE THAT CONVERSATION WITH THE CITY MANAGER TO FIGURE OUT HOW WE CAN FIX IT.
BECAUSE I JUST, I HATE TO SEE THIS.
WE NEED MORE PEOPLE, NEED STRONG PEOPLE.
AND THAT THE FACT THAT, THAT WE EVEN WE'RE IN A POSITION TO HAVE THOSE BE AN OPTION FOR THEM TO TAKE FROM US.
THE OTHER THING THAT CAME UP WHEN I LOOKED AT THAT LIST WAS A WHOLE LOT OF MONEY FOR ADVERTISING.
UM, THE, THE WATER PART, IT WAS A LOT OF MONEY.
DO WE REALLY HAVE THAT MUCH MONEY SET ASIDE FOR PROMOTING IT? OKAY, SO WAS THAT A, WE WERE GOING TO PUT MONEY TOWARDS IT? NO.
SO, SO WHAT HAPPENED THIS YEAR IS THAT SOME, WELL THE WAY JEANETTE EXPLAINED IT IS THAT WAS NEVER UP FOR GR UM, THAT WAS THE EXERCISE THAT WE WENT THROUGH.
WE HAD TO SUBMIT CUTS CON CONSIDERING WE HAVE TO SUBMIT 6% OF OUR BUDGET AS A CUT.
UM, THOSE WERE NOT SUPPOSED TO BE CONSIDERED, AS YOU SAW THAT CAME FROM, UM, TC WAS THAT HE WAS NOT CONSIDERING ANY REDUCTIONS IN THIS BUDGET YEAR.
HOWEVER, WHEN THE COUNCIL REQUESTED THAT LIST, I BELIEVE THIS IS THE FIRST YEAR THEY'VE EVER GIVEN THEM THE REDUCTION LIST.
SOME OF THOSE ITEMS WERE LISTED ON THE REDUCTION.
UM, THE $275,000, THAT IS FOR ALL OF THE AQUATICS.
WE'RE TALKING ABOUT BAHAMA BEACH, WE'RE TALKING ABOUT ALL THE COMMUNITY POOLS, ALL OF THE NEW COVES.
ANYTHING THAT WE DO, ESPECIALLY FOR OUR GRAND OPENINGS, ANY OF THAT WAS INCLUDED IN THAT COST.
UM, SO YES, THAT IS FOR AQUATICS MARKETING.
SO WE SPENT A QUARTER OF A MILLION DOLLARS ON AQUATICS MARKETING.
I I GONNA SAY ABOUT THAT RIGHT NOW.
I KNOW PEOPLE THINK THAT PEOPLE KNOW, EVERYBODY THINK SOCIAL MEDIA IS THE KEY TO GET EVERYTHING OUT AND THEY THINK, 'CAUSE PEOPLE SEE THE POOL ACROSS THE STREET AND THEY THINK THEY SEE THE REC CENTER ACROSS THE STREET.
BUT I LEARNED A LESSON ABOUT 20 YEARS AGO WHEN WE STARTED BUILDING OUR FITNESS CENTERS.
MY LESSON I LEARNED WAS JUST BECAUSE THE FITNESS CENTERS IS, I MEAN, I MEAN THAT REC CENTER'S ACROSS THE STREET AND THERE'S 20 HOUSES ON THAT BLOCK, THEY DON'T EVEN KNOW THEY CAN USE THAT REC CENTER.
AND WHEN WE MARKETED, THAT'S HOW THEY KNEW THEY COULD COME INTO THE REC CENTER.
AND, AND YOU'RE CORRECT, DIRECTOR.
WE GOTTA SPEND MONEY ON MARKETING AND, AND A DOLLAR, THAT'S A DIFFERENT THING.
'CAUSE I, I VALUE MARKETING, PAYING AND GETTING WORD OUT TODAY.
A LOT OF PEOPLE COME AND VISIT YOU.
AND I KNOW WE'RE TALKING ABOUT HIRING, WE CAN'T HIRE PEOPLE, BUT YOU GUYS HAVE TO ALSO LOOK AT IT.
THE CITY OF DALLAS, MINIMUM WAGE GOING UP TO $19 AND 10 CENTS.
IS THAT, THAT THE NUMBER 19 BUCKS OF CENTS THIS YEAR? I MEAN, THE HIRING NUMBER MUST BE 1850, BUT I GUESS IT'LL GO TO 19, 10, 40 YEARS OVER OR SOMETHING LIKE THAT.
WELL, YEAH, IF YOU INCLUDE THE, THE EXTRA GUESS SO RATE, WE ARE PAYING GOOD MONEY FOR PEOPLE THAT DON'T HAVE NO EXPERIENCE WHATSOEVER.
WHETHER THEY'RE 16 YEAR OLDS OR A 30 YEAR OLD PERSON, WHOEVER APPLIES, WE, WE PAYING GOOD MONEY, THEY JUST MIGHT NOT WANNA WORK FOR THE CITY OF DALLAS.
AND, AND WE JUST GOTTA, WE JUST GOTTA UNDERSTAND THAT.
SO I UNDERSTAND THAT WE'RE LOSING JOB POSITIONS, BUT I THINK THE CITY, THE COUNCIL HAS DONE EVERYTHING THEY CAN TO TRY TO HIRE PEOPLE.
I KNOW THE PROCESS STILL TAKES A LITTLE LONGER, BUT THERE'S ALSO A DAY OF HIRING EVENTS THAT WE'RE HAVING.
AND WE HIRE A LOT OF PEOPLE THE DAY OF.
I THINK THAT ONE OF THE POLICIES WE NEED TO LOOK AT IS WHY DO THREE PEOPLE HAVE TO APPLY TO INTERVIEW ANYBODY? IT'S ONE OF THE THINGS THAT I'M HEARING THROUGH THE RUMOR THAT THIS HAPPENS, THAT THREE PEOPLE HAVE TO APPLY.
SO CONSIDER ONE PERSON FOR THE JOB.
IF ONLY ONE PERSON APPLIED, WE SHOULD BE GIVING THAT PERSON THE, THE INTERVIEW AND, AND SEE IF THEY QUALIFY.
'CAUSE RIGHT NOW THE CITY HAS A THREE MINIMUM.
ALSO EVALUATE THAT ONE PERSON APPLYING FOR THE SPRINKLER JOB OR THE, OR THE POOL GUY OR, OR THE GUY WHO CUTS THE GRASS.
[02:00:01]
AND LOOK AT 'EM AND HIRE 'EM INSTEAD OF SENDING 'EM OUT THERE FOR THREE TO SIX MONTHS THAT WE'RE NOT GONNA OFFER THEM A JOB OR EVEN OFFER THEM INTERVIEW THEY WANT FOR $19 OR $18, BUT WE'RE JUST NOT INTERVIEWING THEM BECAUSE THERE'S NOT THREE PEOPLE HAVE WHO HAVE APPLIED.I THINK THAT'S A CITY POLICY THAT'S BEYOND US THAT WE COULD LOOK AT.
BUT IT'S SOMETHING THAT SHOULD BE MENTIONED.
I MENTIONED TO MY COUNCIL MEMBER ABOUT THAT AND I DID MENTION AN INCREASE IN THE BUDGET.
AND SO JUST DIFFERENT THINGS THAT WE'VE TALKED ABOUT.
BUT THOSE ARE SOME OF THE POLICIES THAT WE DON'T SEE BEHIND THE SCENES THAT THE CITY OF DALLAS HAS.
UM, THAT AND, AND THEN OUR, OUR BUDGET FOR, FOR FIELD MAINTENANCE AND FOR PARK MAINTENANCE FOR
I KNOW RIGHT NOW WE'RE UNDER STRICT RESTRICTIONS.
STRICT RESTRICTIONS ON, ON HOW WE CAN WATER OUR FIELDS AND HOW WE CAN WATER OUR PARKS 'CAUSE THAT CAME DOWN.
BUT THE, WE ALSO GOTTA VALUE THAT WE'RE PUTTING MONEY INTO THOSE FIELDS THAT WE GOTTA KEEP WATERING THEM NO MATTER IF IT'S THE HOTTEST SUMMER ON RECORD OR ABOUT TO BE THE HOTTEST SUMMER ON RECORD, PROBABLY.
WE STILL GOTTA WATER OUR FIELDS.
WE GOTTA, WE GOTTA LIFT THOSE RESTRICTIONS BECAUSE WE PUT IN A MILLION DOLLARS INTO A FIELD, WE GOTTA WATER IT THROUGH THE SUMMER SO WE WON'T BE GETTING BIG CRACKS.
WE'RE GETTING CRACKS ON OUR FIELDS IN OUR PLAYGROUNDS.
WE GOT TONS OF LOAD GOING ON RIGHT NOW.
MATTER OF FACT, A HIGH SCHOOL, A SUBURB UP NORTH, SHUT DOWN DIRT BASEBALL FIELD, THE WHOLE HIGH SCHOOL VARSITY SEASON.
CAN I BE PAID ON DIRT, $20 MILLION BASEBALL FIELD BECAUSE THEY, THEY CAN'T WATER IT.
AND I'M LIKE, I WOULD WATER MY FIELD IF I HAD THE KIND OF FIELD AND THEY, THEY SHUT DOWN THEIR VARSITY HOSPITAL PROGRAM.
THAT'S GONNA HAPPEN TO US HERE SOON IF WE, IF WE ARE ALREADY FACING THAT ISSUE NOW WITH OUR ATHLETIC FIELDS ACROSS THE WHOLE CITY.
UM, AND MOSTLY THE SOUTHERN, BECAUSE THAT'S WHERE MOST OF OUR FIELDS ARE, UNFORTUNATELY, YOU KNOW, MOST OF OUR ATHLETIC FIELDS.
BUT WE GOTTA MAKE SURE THAT WITH MAINES WE'RE GIVING 'EM THE OPPORTUNITY TO WATER FIELDS THAT THEY'RE USING ALL THEIR MANPOWER, UM, RESOURCES.
WE GOTTA LIFT THAT WATER RESTRICTION FOR OUR FIELD JUST TO MAKE SURE THAT WE'RE MAINTAINING THEM.
UM, I GOT A LOT MORE, BUT I JUST WANNA BRING UP THAT HIRING, THE HIRING END, THE FIELD, THE, THE WATER STUFF THAT'S GOING ON.
SO THAT AFFECTS OUR BUDGET TOO.
UM, AND SOME OF THE THINGS THAT WE'RE NOTICING, YES, WE SHOULDN'T HAVE POSITIONS AT THE WELL MONTHS.
SOME OF THEM ARE GOING THROUGH CHANGES, TITLE CHANGES.
WE ARE WORKING ON TRYING TO FIX SOME OF THE INTERNAL HIRING ISSUES.
UM, KEEPING IN MIND THAT YES, THERE ARE THINGS IN PLACE THAT, UM, UNFORTUNATELY WHEN THE COMP STUDY CAME THROUGH, THEY HAD TO PUT SOME OTHER CHANGES IN EFFECT TO TRY TO BALANCE THAT OUT.
AND THAT IS AFFECTING US AT THIS MOMENT.
BUT WE ARE GOING TO MEET WITH THEM AND TRY TO DISCUSS SO WE CAN GET SOME OF THOSE CHANGES.
UM, HONESTLY, I WILL TELL YOU ADMINISTRATIVELY, THERE IS A DIFFERENT SET OF RULES FOR PEOPLE IN FINANCE THAT THERE ARE FOR PEOPLE IN JUST THE REGULAR PARK SYSTEM.
SO I AM ONE OF THOSE PEOPLE THAT IS STRUGGLING TO HIRE.
UM, AND WE ARE LOOKING AT MAKING THOSE CHANGES.
SO I THINK THAT SHOULD BE PRODUCTIVE.
WE'RE GOING TO DO THAT NEXT WEEK KNOWING THAT WE'VE HAD THIS, THIS IS NOT WHAT WE PLANNED.
UM, OBVIOUSLY WE DID NOT BELIEVE THAT THAT AMENDMENT WOULD GO THROUGH BECAUSE OF THE AMOUNT OF THE MONEY, BUT IT DID.
BUT AS I MENTIONED BEFORE, TC IS SAYING HE WILL WORK WITH US.
I THINK WE JUST NEED TO COME UP WITH A, WITH A GOOD PLAN AND WITH WHAT POSITIONS WE CAN CHANGE, FIX WHAT WE CAN DO TO HIRE WITHIN THE DEPARTMENT, UM, SO THAT WE CAN TAKE SOMETHING CONSOLIDATED TO HIM THAT SAYS THIS IS THE REASON WHY.
UM, AND KEEPING IN MIND THAT WE DO HAVE A VACANCY RATE.
SO IF WE DO NEED FUNDS, WE'RE HOPING TO MAKE THAT REQUEST FROM THE VACANCY RATE.
I MEAN, JUST WANNA MAKE SURE EVERYBODY UNDERSTAND THAT IT'S, IT'S A LOT OF CHALLENGES WHEN IT COMES DOWN.
UH, SOME OF IT'S INTERNALLY, SOME OF IT IS OUTSIDE OUR HANDS.
BUT THE BIGGEST FACTOR IS, AND WE HAVE PLENTY OF EXAMPLES OF IT, IT'S JUST THE CURRENT MARKET.
IT REALLY IS BECAUSE I CAN TELL YOU CHRIS HAS BEEN TRYING TO HIRE FOR THREE PROJECT MANAGERS, OUR NUMBER TWO, AND YOU GET THESE APPLICANTS AND THEY JUST DON'T HAVE QUALIFICATIONS, THEN YOU GOTTA GO BACK OUT AGAIN.
AND THEN YOU'VE BEEN IN THIS FOR LIKE SIX, EIGHT MONTHS IN THIS, I'M IN THIS WHIRLWIND BECAUSE THE, YOU'RE JUST GETTING POOR APPLICANTS
THEY'RE NOT APPLYING NOT FOR CITY JOBS.
NOW DO I THINK THAT'S GONNA CHANGE PROBABLY ABOUT THE NEXT SIX DAYS, MONTHS? YES, I DO.
UH, JUST A QUICK QUESTION ON THIS.
MUST, MUST HAVE THREE APPLICANTS BEFORE WE CAN CONSIDER, IS THAT CURRENTLY WHAT WE'RE WORKING WITH HERE IS WE TRY TO GET PLACES AND TO REACT TO WHAT HAPPENED IN THE AMENDMENTS IS THAT'S WHAT'S REQUEST.
I DON'T HAVE VANESSA UP THERE, BUT THAT IS WHAT THEY REQUEST US TO DO.
BUT I HAVE INSTRUCTED OUR STAFF BOTTOM LINE.
IF YOU LOOK AT YOUR LIST AND IT'S ONLY ONE CANDIDATE
[02:05:01]
TO QUALIFY, THEN YOU BETTER INTERVIEW THAT ONE CANDIDATE.WE AIN'T GOING BY THE THREE PERSON RULE.
'CAUSE YOU MADE EVERY EFFORT YOU LOOKED AT IT.
THEY'RE NOT QUALIFIED CANDIDATES.
YOU GOT ONE OR TWO ON THE LIST, THAT'S WHO YOU INTERVIEWED.
WELL THAT'S, THAT'S WONDERFUL.
AND THEN I JUST WANNA MENTION THE PIPELINE AGAIN, EVEN IN ADMINISTRATION AND FINANCE, LIKE WE HAVE SOME INTERNS INTO THIS DEPARTMENT AND UH, MAYBE, YOU KNOW, GET SOME INTERNS IN HERE.
'CAUSE SOME KID YOU HIRE IN A SUMMER, SEVEN YEARS LATER IS GRADUATED FROM COLLEGE.
AND THAT INTERNSHIP MAKES 'EM WANT TO BE A PARK AND RECREATION PROFESSIONAL AT SOME LEVEL, EVEN THOUGH AS AN AUDITOR OR A ARBORIST OR WHATEVER.
SO I JUST THINK GETTING THAT PIPELINE GOING, I JUST DON'T STRESS THAT.
UH, I, I THINK IT'S REALLY IMPORTANT TO LEARN A LOT ABOUT THAT AREA.
MY SON WORKS IN THIS AREA OF CAREER AND TECHNICAL EDUCATION AND THERE ARE ALL THESE OPPORTUNITIES AND THIS CITY'S GOT SO MANY THINGS WE DO THAT KIDS IN OUR PUBLIC SCHOOLS COULD BENEFIT FROM.
SO WE CAN GET 'EM IN HERE AND GET 'EM EXCITED ABOUT WHAT WE DO AT THE AGE OF 16, 17, 18.
UH, I THINK THAT COULD HELP LONG TERM.
NOT GONNA HAPPEN OVERNIGHT, BUT YOU KNOW, WITHIN 10 YEARS, ONE OF THOSE KIDS MAY END UP BEING AN ASSISTANT DIRECTOR HERE 'CAUSE OF A GREAT EXPERIENCE IN HAD SUMMER.
THAT'S, THAT'S MY TWO SENTENCE ON THAT.
MS. RICE, MS. UH, OH, MS. RICE, HOW ARE YOU? HELLO? HELLO.
CAN Y'ALL HEAR ME OKAY? HOPEFULLY.
SO, UM, I JUST WANTED TO ADD TO WHAT MR. DICKEY SAID, UM, ABOUT, UM, YOU KNOW, ENCOURAGING PEOPLE THAT YOU KNOW, STUDENTS AND STUFF LIKE THAT.
I JUST WANTED TO GIVE AN EXAMPLE.
AT THE PLEASANT OAKS RECREATION CENTER, THERE'S THIS YOUNG MAN, UM, HE'S A COORDINATOR, UM, JACOB RESENDES.
HE ACTUALLY, UH, STARTED, UM, YOU KNOW, HE WOULD GO TO THE CAMPS AND HE WOULD PARTICIPATE AT PLEASANT OAKS AND, AND YOU KNOW, HE STARTED THERE AS A KID AND THEN I THINK INTERNING AND NOW HE WORKS THERE AT PLEASANT OAKS.
SO THERE'S AN EXAMPLE AND I'M SURE THERE'S, UM, EXAMPLES LIKE THAT THROUGHOUT, THROUGHOUT THE CITY.
SO IT MADE ME THINK OF THAT WHEN MR. DICKEY WAS TALKING ABOUT ENCOURAGING OUR YOUTH.
WITH THAT, UH, I GUESS, UH, WITH OUR, UH, MS. BARRY, THANK YOU SO MUCH.
THIS WILL BE ACTIVE FEW WEEKS, SO THANK YOU FOR YOUR WORK.
QUICK QUESTION SHOULD BE RUN THROUGH THE BOND WORKSHOP OR SHOULD WE TAKE A LUNCH BREAK AND JENKINS THING? WE CAN GET IT DONE SOON.
SO, UH, IT SEEMS LIKE EVERYONE, UH, ANY, ANY SUGGESTIONS? SO CAN WE GO THROUGH THE BOND WORKSHOP? YEAH.
SO SILENCE SAYS YES, RIGHT? OKAY.
SO, UH, AS UH, MR. JENKINS GO THROUGH THAT COUPLE OF FEEDBACK ON WHAT HE HAS DONE, I THINK, YOU KNOW, YOU'LL SEE SOME CHANGES.
HE HAS TRIED TO SPEAK TO EVERYONE ON IT.
THIS HAS NOT ONLY BEEN DONE WITH WHAT THE PRIORITIES WERE IN MIND, BUT ALSO WITH DISCUSSION ON HOW DO WE GET SUPPORT IN THE COUNCIL WITH THE COUNCIL MEMBER PRIORITIES.
SO THERE'S A LOT OF THOUGHT, A LOT OF WORK THAT CHANGES, BUT NOTHING BUT CHANGES.
OVERALL OBJECTIVE BETWEEN THIS DISCUSS WITH THAT FLOOR IS YOUR
I MEAN, I'VE HAD OPPORTUNITY TO CONSULT WITH THE BOARD MEMBERS OR WELL, AND COUNCIL MEMBERS AND GET FEEDBACK FROM THE RECENT COUNCIL COMMITTEE.
AND, UH, THIS IS A WORKING DOCUMENT AND, AND, AND I'M GOING TO KEEP PUSHING THROUGH THE BOARD AND THE SUBCOMMITTEE REQUEST, MAKING SURE WE PUSH FOR THE 3 99.
UH, SO ANY, IF YOU HEAR ANYTHING THAT'S, I DON'T SUPPORT THAT, I'LL SUPPORT THAT A HUNDRED PERCENT.
SOMETIME WHEN YOU'RE SPEAKING, YOU DO LEAVE OUT A WORD OR TWO HERE AND THEN YOU HAVE TO COME BACK AND RECOVER LATER.
I TELL PEOPLE UNTIL YOU GET AROUND THAT HORSESHOE, IT'S RAPID FIRE.
UH, SOMETIMES YOU DO MISSPEAK OR MAY LEAVE SOME WORDS OUT, BUT THAT'S NOT MY INTENT.
I WILL BE FIGHTING FOR THE THREE NINE, UH, I'M TELLING YOU 'CAUSE IT'S NEEDED,
ALL RIGHT? BUT WITH THAT BEING SAID, BUT I DO WANT YOU TO BE CONSCIOUS.
WE, THERE WILL BE MANY MODIFICATIONS TO THIS DOCUMENT.
UH, WE SENT OUT SOMETHING AT 7 42 LAST NIGHT.
GUESS WHAT, CHRIS? AND FOLKS HAD MADE ALL THESE COPIES FOR YOU.
I CAME IN AT THIS MORNING AND SAID, GUESS WHAT? I'M MAKING SOME MORE CHANGES
OKAY? AND SO IT'S GONNA CONTINUE ON, BUT THANK YOU ALL.
AND I MEAN THIS FOR CONTINUE TO CALL US AND LETTING US KNOW IF SOMETHING, UH, WASN'T THERE.
IT USED TO BE THERE, WHAT HAPPENED TO IT?
[02:10:01]
YOU ALL GIVING TO ME THAT VALUABLE FEEDBACK AND GIVING CHRIS THAT VALUABLE FEEDBACK.YOU ALL WE'RE MAKING THE DOCUMENT BETTER.
WITH THAT BEING SAID, I REALLY DO THINK, BASED ON ALL MY CONVERSATIONS, I THINK WE'RE IN A GOOD PLACE, UNLESS YOU ALL HAVE SOME SPECIFICS YOU WANT TO DISCUSS TODAY.
SO WHAT I WOULD DO, I THINK I JUST, UH, AGAIN, WE DON'T NEED TO DISCUSS.
IF WE DON'T NEED TO, WE CAN JUST START WITH YOU.
MS HAS JUST GO ON THE TABLE, BUT AGAIN, WE DON'T HAVE TO USE OUR THREE MINUTES IF WE DON'T NEED TO.
SO MS HAS ANY COMMENTS ON WHAT MR. GEN YEAH, PLEASE GO AHEAD.
UM, THANK YOU FOR THIS UPDATE.
I KNOW EVERYBODY'S JUST BEEN GRINDING AWAY HOURS AND HOURS AND HOURS AND IT'S GONNA CONTINUE TO CHANGE AND EVOLVE.
UM, JUST MY, IN REVIEWING KIND OF WHERE WE WERE AND WHERE WE GOT TO, MY ONLY INPUT IS THAT I SAW THAT, YOU KNOW, WE TOOK SOME PETS ON SERVICE CENTERS AND SYSTEM-WIDE SECURITY LIGHTING.
AND YOU KNOW, YOU KNOW HOW I LOVE TO SAY YOU DON'T GET TO GO ON VACATION UNTIL YOU PAY YOUR MORTGAGE.
WE HAVE TO, WE HAVE TO HAVE OUR OWN DUCK IN A ROW AND OUR OWN INFRASTRUCTURE IN ORDER TO SUPPORT ALL THESE FABULOUS NEW THINGS THAT WE'RE LOOKING AT FUNDING UP ABOVE HERE.
UM, I WOULD PUSH BACK AGAINST THE AQUATICS A LITTLE BIT.
WE'RE JUST, WE'RE SPENDING SO MUCH MONEY ON, ON PL MARKS AND, AND REDOING THESE POOLS, WHICH ARE NOT OPEN ALL YEAR REQUIRE TREMENDOUS AMOUNT OF MAINTENANCE AND RESOURCES.
SO THAT'S JUST MY OWN PERSONAL VIEWPOINT ON THAT.
EVERYBODY HAS FOCUS ON THEIR OWN OPINIONS.
AND THEN THE ONLY THING THAT I WANTED TO HAVE A LITTLE BIT OF, UH, CLARIFICATION ON, AND DIRECTOR JENKINS AND I TALKED ABOUT THIS, WAS THIS DISCRETIONARY FUND THAT WE TALKED ABOUT IN THE PAST WHERE EACH DISTRICT WOULD HAVE A, A SET OF MONEY.
I, I WANTED TO CLARIFY THAT THIS JUST WASN'T A BLANK CHECK TO EACH OF THE DISTRICTS.
EACH OF OUR, EACH OF OUR DISTRICTS DID HAVE OUR PRIORITY LIST WITHIN THAT DISCRETIONARY FUND.
AND I THINK THAT THE, THE CONFUSION CAME THAT IN THE PAST, AND I WAS NEW TO THIS WHEN I FIRST GOT HERE, MY COUNCIL PERSON HAD A DISCRETIONARY FUND AND THEY WERE ABLE TO RELEASE SOME OF THEIR DISCRETIONARY FUND TO DISTRICT NINE PARKS.
AND THAT WAS COMPLETELY UP TO THE COUNCIL PERSON.
IT WAS NOT A DESIGNATED AMOUNT.
THEY JUST GAVE WHATEVER THEY FELT LIKE THEY COULD OUT OF THEIR DISCRETIONARY FUND.
SO I WANTED TO CLARIFY BECAUSE I HAD SEEN SOME COMMENTARY IN THE PUBLIC FORUM THAT, THAT, THAT THEY WERE NOT PLEASED WITH THE FACT THAT OUR PARK BOARD REPRESENTATIVES WOULD HAVE A BLANK CHECK FOR THEIR DISTRICT.
SO I JUST WANTED TO CLARIFY THAT THAT WAS NEVER THE INTENTION AND THAT WE HAVE NOW FIX THAT.
THE COUNCIL PEOPLE WILL HAVE THEIR DISCRETIONARY FUND AND WE HAVE RE UH, RESTRUCTURED WHERE THAT, WHERE THOSE SPECIFIC PRODUCTS WOULD GO INSIDE THIS.
SO I JUST WANTED TO MAKE SURE THAT WE WERE ALL, AND MS. PAT'S GONNA ACTUALLY WORK BETTER BECAUSE WE ACTUALLY GET SOME ADDITIONAL FUNDING.
OH, THAT I'M LITERALLY IN AGREEMENT SHEET.
UM, HOW ARE WE LOOKING AT THE HIGHLIGHTING HIGHLIGHT OF THIS PACKAGE? LIKE SOME, SOME THINGS ARE HIGHLIGHTED BUT NOT ALL HIGHLIGHTED.
WE HAVE ACOM, WE'RE MOVING A LITTLE TOO QUICKLY HERE.
I'M GONNA SLOW IT DOWN A LITTLE BIT.
I DON'T WRITING AN ESSAY OVER THERE.
SO FIRST OF ALL, DIRECTOR JENKINS, I'M A BIG FAN OF THIS ITERATIVE PROCESS.
I'VE BEEN LOUD AND CLEAR ABOUT THAT.
UM, THIS DEPARTMENT IN PARTICULAR, MS. TURNER OVER, HAS DONE A MASTERFUL JOB GETTING ALL OF OUR NEEDS BIG AND SMALL, ROLLING THEM INTO THE PLAN AND MAKING IT BETTER.
UM, AND I DO BELIEVE IN MY PART LOVING HEART, OKAY.
THAT THIS PROCESS WILL GUIDE DIRECTOR JENKINS BACK TO THE COUNCIL WITH THE CONFIDENCE AND THE SWAGGER OF A
THAT'S WHAT WE WANT HIM TO DO.
AND I THINK THIS WILL TAKE US THERE.
OKAY, MY DROP AND MY DROP, THAT'S IT.
UH, SO THAT'S SAID, I DO HAVE TWO THINGS.
I NOTICED A DROP FROM 5 MILLION TO 3 MILLION.
PLEASE, I'VE SAID THIS BEFORE AND I'LL SAY IT AGAIN.
HAPPY STAFF MAKES HAPPY PARKS, MAKES HAPPY SCI.
PLEASE, MS. RENEE JOHNSON WAS UP THERE EARLIER JUST PRAISING THE FORESTRY TEAM AND THEY'RE GROWING AND THEY'RE CRUSHING IT.
LET'S NOT GIVE 'EM LESS, LET'S GIVE 'EM MORE.
ANOTHER THING I SAW DROP EROSION CONTROL.
THIS IS THE UGLY SIDE OF OUR PARKS.
LITERALLY GOING FROM 2 MILLION TO 1.5 MILLION.
AGAIN, THAT'S A STEP IN THE WRONG DIRECTION.
IT'S ITSY BITSY TEAMING HALF MILLION DOLLARS.
BUT CAN WE GO UP FROM 2 MILLION INSTEAD OF GOING DOWN? THAT'S IT.
AND THAT RIGHT THERE IS MY MIC.
[02:15:01]
YOU, MR. PRESIDENT.I JUST WANT TO, UM, AM I OKAY TO GO WITHOUT THE MIC? YES, SIR.
JUST WANNA SAY THANK YOU, UH, TO OUR TEAM DIRECTOR JENKINS AND MS. TURNER
THAT, THAT, I THINK THEY'RE NOT FULLY THERE, BUT THEY'RE CERTAINLY A LOT FURTHER ALONG THAN THEY WERE GONNA BE.
AND I, I JUST THINK THAT'S A REALLY GOOD DECISION.
AND I JUST WANT TO ADD ON THE DESCRIPTIONARY MONEY.
I THINK THAT'S A REALLY GOOD MOVE BECAUSE AT THE END OF THE DAY, THE COUNCIL'S GONNA DO WHAT THEY'RE GONNA DO.
AND I DON'T REMEMBER THAT THERE WAS A PARK TRANCHE ON THE DIS DISCRETIONARY BEFORE IT WAS UP TO EACH COUNCIL MEMBER.
AND I DON'T THINK THE COUNCIL MEMBER IS GONNA NE WOULD NECESSARILY SAY, WELL, THAT 3 MILLION THAT YOU WANT FOR PARKS, I WANT IT FOR MY WHATEVER.
AND I NEED EVERY PENNY OF THAT.
SO I THINK THAT'S WHAT WOULD'VE HAPPEN IN THE END.
IT STILL HAVE DISCRETIONARY JUST COUNCIL, THEY'RE GONNA DO IT.
I, I JUST REALLY THINK THAT'S A GOOD CALL.
AND, UH, IT HELPS TO FUND OTHER THINGS LIKE SHOULD BE SAID.
I, I AGREE WITH A LOT OF THE CHANGES AND SIMILAR TO WHAT, UM, MS. HAS, MR. BLAIR SAID.
I, I'M, I JUST THINK THAT WE'VE SPENT SO MUCH MONEY ON POOLS IN THE LAST BOND PROGRAM.
UM, AND THEY'RE ONLY OPEN FOR TWO AND A HALF MONTHS A YEAR.
I'D RATHER SPEND THE MONEY ON SPRAY GROUNDS.
THEY'RE A FRACTION OF THE PRICE THEY LAST LONGER.
I WAS CONCERNED WHEN WE HAD THE DISCUSSION, UH, A MONTH AGO ABOUT THE, THE FUNGIBILITY OF DOLLARS.
BUT BECAUSE THE COUNCIL DOES SET THAT AMOUNT, WHICH WAS 1.6 MILLION IN 2017, I JUST WANTED TO MAKE SURE THE COUNCIL, WHEN WE WOULD GET INTO HARD TIMES OR CHANGE ORDERS, THAT COUNCIL DID HAVE THE ABILITY TO FINISH SOME OF THOSE PROJECTS.
AND THAT'S WHAT THE DISCRETIONARY FUNDS HAD ACCOUNTED FOR IN THE PAST.
BUT I THINK THEY'RE GONNA BE ABLE TO DO THAT ON THEIR OWN TIME IN THE SPRING.
AND, UM, THEY'LL SEE, DO THAT AS THEY SEE FIT.
SO, UM, REC CENTERS, I JUST STILL HAVE A HARD TIME SPENDING A HUNDRED MILLION DOLLARS ON REC CENTERS.
I KNOW EVERYBODY WANTS THEIR REC CENTER.
IT'S JUST, IT'S JUST, THEY'RE JUST REALLY, REALLY EXPENSIVE.
UM, I LIKE DIRECTOR JENKINS MOVE TO THE TRANSFORMATIONAL KIND OF THE NEIGHBORHOOD TRANSFER COMMUNITY AND TRANSFORMATIONAL PROJECTS IN KIND OF A SEPARATE BUCKET AS WE TALKED ABOUT.
THAT'S REALLY WHAT BOND PROGRAMS ARE MEANT TO FUND IS THE BIG, THE THE HIGH DOLLAR ITEMS. I DON'T LIKE WHERE WE'RE JUST USING BOND DOLLARS TO FUND WHAT WE'VE ALREADY BUILT.
I KNOW THAT'S THE KIND OF THE CHICKEN AND THE EGG SCENARIO.
WE IDEALLY WE'D LOVE TO HAVE MORE GENERAL FUND DOLLARS TO DO THAT OPERATIONALLY EVERY YEAR SO THAT WE'RE NOT HAVING TO, TO DO, TO FUND PLAYGROUNDS JUST OUT OF BOND.
I WOULD LOVE FOR US TO BE ABLE TO SEE IF COUNCIL MEMBER BLACKMAN SAID THAT IN THE COMMITTEE MEETING AS WELL.
SO I THINK THIS, THESE ARE SOME REALLY IMPORTANT MOVES.
AGAIN, THIS IS A MOVING TARGET.
IT'S GONNA HAVE A LOT OF ADJUSTMENT.
BUT TO MR. GREENY'S POINT, IT'S AN IMPORTANT ITERATIVE PROCESS THAT WE HAVE.
TAKES A LOT OF, UM, THOUGHTFULNESS AND CHRIS TO YOU AND YOUR TEAM SEEMS TO BE DWINDLING BY THE, BY THE MEETING.
I DON'T KNOW, HAVE WE RUN THEM OFF? UM, BUT ANYWAY, JUST OH GREAT.
IT'S LITERALLY BE CHRIS, THE ONLY PERSON FEBRUARY BE THE LIKE LONE SOLDIER.
I KNOW
BUT, UM, REALLY I'M VERY PLEASED WITH WHERE WE ARE TODAY AND KUDOS TO THE PARKS OF TRAILS SUBCOMMITTEE FOR THEIR WORK AND THEN ON TASK FORCE.
SO, UM, HOPEFULLY YOU CAN JUST ABOUT FOUR IN A MILLION.
UM, ONE THING I GET CONFUSED EASILY, I GUESS, BUT IF IT IS BELOW A BLUE LINE, IT DOESN'T GET FUNDED, WHY IS IT STILL ON THIS LIST? I THOUGHT WE HAD AGREED THAT WE WERE GONNA REMOVE THINGS THAT WEREN'T GONNA GET FUNDED BECAUSE I SEE THINGS THAT, OH, I THOUGHT IT WAS FUNDED.
UM, WE'VE GOTTA MAKE SURE THINGS ARE IN THE RIGHT BUCKETS.
UM, I KNOW PEOPLE LOVE THE TRINITY RIVER AUDUBON CENTER.
IT SHOULDN'T BE IN THE REC CENTER BUNDLE.
IT'S IN THE, IT SHOULD BE IN THE MATCH FUNDING CATEGORY.
UM, IT'S, IT'S NOT A REC, SO WE NEED TO PUT THINGS IN THE RIGHT CATEGORY 'CAUSE THEY'RE GONNA DINGING US WHEN IT GETS TO THE COUNCIL.
UM, IF IT'S NOT IN THE RIGHT BUCKETS.
[02:20:02]
IT, WE, WE, I AGREE THAT EVERYBODY WANTS TO SEE THEIR PROJECTS, THEIR PET PROJECTS.UM, AND I DON'T, I WANNA SEE EVERYBODY GET EVERYTHING, BUT, YOU KNOW, WE, WE CAN'T OBVIOUSLY DO THAT IF THEY DON'T.
AND WHEN IT COMES BACK TO THE MATCH FUNDING PROJECTS, IF THEY DON'T HAVE DOLLAR FOR DOLLAR, I KNOW PEOPLE AGREE THAT WE SHOULD MAKE AN EXCEPTION.
I THINK WE MAKE AN EXCEPTION FOR ONE, WE'RE GONNA HAVE TO MAKE AN EXCEPTION FOR ANOTHER GOING FORWARD.
SO I DON'T THINK WE SHOULD BE MAKING EXCEPTIONS FOR ANYBODY.
UM, I THINK THAT IF A PARTNER HAS THE FOCUS TO RAISE FUNDS, THEY CAN DO IT BECAUSE THERE'S ENOUGH MONEY OUT THERE FOR THEM TO RAISE IF THEY PUT A FOCUS ON IT ON THEIR OWN FREE WILL.
IF THEY CAN'T RAISE THE MONEY, THAT'S UNFORTUNATELY MAYBE NOT THE PARTNER FOR US.
UM, I, I THINK IT, IT CAN BE AN INCREDIBLE FACILITY, BUT IF THEY CAN'T RAISE THE MONEY, THEN WE NEED AN OPERATOR THAT CAN RAISE THE MONEY, UM, BECAUSE THEY ARE OUT THERE AND YOU KNOW, FUNDRAISING IS NOT EASY.
ALL OF OUR PARTNERS FIGHT THAT ALL THE TIME.
BUT IF THEY CAN'T RAISE THE FUNDS, I DON'T THINK WE SHOULD BE MAKING AN EXCEPTION.
I'M SORRY, I, I KNOW THAT'S NOT A POPULAR, UM, BUT THERE'S JUST NOT ENOUGH MONEY TO GO AROUND AND IF WE CAN, WE WANNA BE GOOD STEWARDS OF OUR CITIZENS' MONEY OR OUR RESIDENT'S MONEY.
UM, A MULTI MATCH FUNDING, YOU KNOW, TWO FOR ONE OR WHATEVER IS MUCH BETTER THAN DOING A EXCEPTION BECAUSE ONLY A FRACTION OF THE PEOPLE ARE GONNA VISIT THE AUDUBON CENTER.
IT'S A VERY SMALL PORTION OF THE PEOPLE IN THE CITY OF DALLAS.
NOT TO SAY THEY SHOULDN'T BE VISITED.
THERE'S BEEN A LOT OF MONEY PUT INTO THAT OVER THE YEARS BECAUSE WE CLEANED UP A DUMP SITE AND IT'S ABSOLUTELY BEAUTIFUL NOW.
BUT, YOU KNOW, THAT'S MY 2 CENTS.
I THINK WE HAVE TO KEEP, WE HAVE TO PUT THESE THINGS IN THE BUCKETS.
THEY BELONG AND WE SHOULD NOT MAKE EXCEPTIONS.
I JUST WANT, JUST WANT JUST ONE THING BELOW THE LINE WHERE I'M STILL SHRIMPED SHOWING CERTAIN ONES BELOW THE LINE.
'CAUSE WHEN THEY SEE THOSE BIG TICKET ITEMS AND ALL I SHOW IS JUST THOSE FIVE REC CENTERS OR SIX, THEY NEED TO KNOW WE DIDN'T JUST GO PICK SOME BIG TICKET ITEMS 'CAUSE IT'S LIKE $400 MILLION WORTH OF NEEDS.
THAT'S WHY YOU SENT A HUNDRED MILLION.
SO I DON'T NEED Y'ALL, I DON'T WANT THE COUNCIL OR THE BOARD TO FORGET LIKE THE NEXT BOND PROGRAM.
THESE ARE BIG TICKET ITEMS ONE DAY GOTTA GET FUNDED, WHO'S ONE DAY GOTTA GET FUNDED UNLESS WE DECIDE TO GO WITH LET'S CONVERT 'EM TO SPRAY GROUND, WHICH I'M VERY OPEN TO.
I JUST THINK IT'LL INVOLVE, IT WILL INVOLVE SOME COMMUNITY DISCUSSIONS TO GET THERE.
SO THEY'LL KNOW THAT WE'RE NOT TAKING ANYTHING AWAY.
WE'RE GIVING THEM SOMETHING BACK.
BUT OTHER THAN THAT, THOSE BIG TECHNOLOGIES, YOUR HONOR WHEEL, KEEP SHOWING SOME STUFF BELOW THE LINE.
CAN WE MAKE 'EM A DIFFERENT COLOR SO THAT WE KNOW? DEFINITELY THAT, YES.
I MEAN LIKE MAYBE MAKE EVERYTHING GRAYED OUT THAT WE'RE NOT FUNDING IT.
YOU KNOW, ANY COLOR YOU PREFER.
I THINK THIS IS LOOKING REALLY GOOD.
REALLY GLAD TO SEE REALLY GOOD
REALLY GLAD TO SEE THE ZOO STILL STAYING AT 30, 30 MILLION AT THE ALASKA.
AND I DO THINK THAT, UM, IT WAS THE WILL THAT BOARD TO FULLY FUND THE ATTORNEY WE EVER AUDUBON ASKED WHEN, WHENEVER MR. PRESIDENT RAISED IT A COUPLE MONTHS AGO.
SO HOWEVER WE GET THERE, I THINK THAT WAS WHAT THE BOARD WANTED.
SEE I HAD A COUPLE QUESTIONS ON THE TIMELINE AND IT'S MORE A QUESTION FOR YOU THOUGH.
WHEN ARE WE GOING TO THE, WHEN DOES IT GO TO THE BOND TASK FORCE AND THEN WHEN DO WE EXPECT THEM BACK TO THE BOARD AGAIN? AFTER THAT? IT GOES BACK TO THE SUBCOMMITTEE.
BECAUSE THEY'RE, OH, THEY CALLED SPECIAL MEETING NEXT WEEK.
AND THEN BOND TASK FORCE SENT BACK TO US AT SOME POINT BEFORE DECEMBER 6TH.
SUBCOMMITTEE HAS COMES, ONCE IT GOES TO THE BOND FORCE, IT'S NOT COMING BACK TO YET.
UNLESS, ONCE AGAIN, YOU MAKE A CHANGE AND THE SUBCOMMITTEE IS STILL, UH, HAVING MEETINGS, THEN I GO BACK AGAIN TO THE SUBCOMMITTEE TO GET THEIR APPROVAL.
'CAUSE THEY'RE SUBMITTING IT TO THE, TO THE BOND TASK FORCE.
AND, AND IF I MAY THAT COMMUNITY BOND TASK FORCE MEETING WHERE WE ARE SUPPOSED TO PRESENT OUR RECOMMENDATIONS TO THE FULL TASK FORCE IS SCHEDULED FOR SEPTEMBER 19TH.
SO ARE EVERY POSITION LETTING AT THAT SAME MEETING AND WE'RE TAKING PUBLIC COMMENT THAT NOT PUBLIC? NO, I THINK THEY'RE PRESENTING IT.
AND THEN AFTER THAT YOU HAVE THREE WEEKS.
[02:25:03]
WELL LET'S, LET'S STICK TO THE PARK BOARDCHRIS STAFF, UH, I THINK WE HAVE DONE A REALLY NICE JOB OF GETTING EVERYBODY'S COMMENTS AND IDENTIFYING LARGE NEEDS, SMALL NEEDS, CITYWIDE COMMUNITY PROJECTS, NEIGHBORHOOD BASED THINGS, DIFFERENT VARIETIES OF SERVICES.
BUT I THINK WE'VE DONE A REALLY GOOD JOB TO GET IT TO WHERE WE NEED IT TO BE.
I HAVE A COUPLE QUESTIONS AND COMMENTS, UH, ON THE NEIGHBORHOOD SLASH COMMUNITY TRANSFORMATIONAL PROJECTS.
AND AS I LOOK AT THESE PROJECTS, THEY'RE ALL CITYWIDE PROJECTS.
THEY'RE ALL TRANSFORMATIONAL PROJECTS.
I THINK THE WORD NEIGHBORHOOD AND COMMUNITY IN THERE IS ACTUALLY MAYBE IDENTIFYING IT INCORRECTLY BECAUSE THESE ARE REALLY CITYWIDE TRANSFORMATIONAL PROJECTS.
AND I WONDER IF WE'RE TITLING IT IN A WAY THAT'S ALMOST LIMITING TO US.
BECAUSE IF WE WANT THESE PROJECTS, WE WANT ALL THIS STUFF TO BE SELECTED.
THESE ARE REALLY CITYWIDE TRANSFORMATIONAL PROJECTS.
THEY'RE NOT NEIGHBORHOOD PROJECTS.
AND SO I DON'T KNOW HOW WE CAME UP WITH TITLE THERE, BUT I MEAN, COULD WE JUST CALL THIS, YOU KNOW, CITYWIDE TRANSFORMATIONAL PROJECTS OR SOMETHING LIKE THAT? I'M OPEN TO IT, BUT LET ME TAKE A LOOK AT IT.
I GOT, YOU KNOW, LOOK AT THIS DOCUMENT SO MUCH.
I MEAN YOU'VE GOT, YOU KNOW, INTERNATIONAL DISTRICT FOREST, LIA, ROSEMEAD, THESE ARE ALL CITYWIDE PRODUCTS, SO, OKAY.
THEY ARE, AND I'M OPEN TO CHANGING THEIR NAMES TO TRANSFORMATIONAL PROJECTS.
THAT'S WHAT I WAS MEETING WITH THE COUNCIL ON TUESDAY.
THINGS WOULD BE A KIND OF CONFUSION.
WHEN WE TALK ABOUT TRANSFORMATIONAL, WE ONLY TALKING ABOUT THINGS LIKE CLIENT WARD OR THESE BIG PROJECTS.
BUT WE HAVE THESE, WHAT I CALL THESE ARE TRULY ARE LIKE SOME COMMUNITY PROJECTS.
COMMUNITY PROJECTS THAT ARE VERY TRANSFORMATIONAL FOR CERTAIN COMMUNITIES AND NEIGHBORHOODS.
THEY HAVE A HUGE IMPACT BECAUSE, YOU KNOW, FOR EXAMPLE, FORESTS IDEA.
I USE THAT ALWAYS AN EXAMPLE, EVEN THOUGH IT'S GONNA BE A CITYWIDE BECAUSE WE WANT IT TO ATTRACT EVERYONE.
BUT WHAT'S GOING TO DO FOR THAT COMMUNITY MM-HMM.
IT'S GOING TO SPARK ALL KINDA INTEREST NOW.
IT IS GONNA SHOW THE COMMUNITY WE CARE.
IT IS GOING TO SHOW THAT IT'S OPPORTUNITY FOR YOU TO COME FROM ONE SIDE OF THIS SIDE OF TOWN THAT MAY NOT BE AT THE SAME ECONOMIC LEVEL, BUT YOU CAN GET A GREAT EXPERIENCE.
SO YEAH, COME ON IN THIS COMMUNITY.
'CAUSE WE GOT THIS GREAT ASSET UP HERE AND, AND TO ME THOSE ARE TRANSFORMATIONAL TYPE PROJECTS.
AND THEY'RE NOT THE BIG CLIENT ONES OR THE NO, WE JUST CALL IT TRANSFORMATIONAL.
I THINK WE JUST CALL IT TRANSFORMATIONAL PROJECTS.
'CAUSE SOME OF THESE ARE INTERNATIONAL DISTRICT THAT'S GONNA BE BIGGER THAN CLYDE WARREN.
THAT'S THE ONE I THINK, I THINK ALL THESE PROJECTS COLLECTIVELY TRANSFORMATIONAL.
UM, ALRIGHT, SO QUICK QUESTION ON SPRAY GROUND.
UM, I AGREE COMPLETELY WITH WHAT CALVER SAID.
WITH REGARD TO AQUATIC, FOR INSTANCE, SPRAY GROUND.
I THINK WE'LL GET MORE MONEY IF WE INVEST IN OUR, WE'LL GET MORE BENEFIT IF WE INVEST IN OUR SPRAY GROUNDS.
UM, I'M LOOKING AT IT, AND HARRISON, DON'T GET MAD AT ME, BUT I SEE THERE'S 3 MILLION ALLOCATED FOR THE GLENDALE SPRAY GROUND, BUT I THOUGHT THE COST OF ALL THE SPRAY GROUND WAS 1.5 MILLION.
SO IS THERE ANY WAY THAT LIKE MAYBE WE CAN LOOK AT FUNDING TWO SPRAY GROUND INSTEAD OF JUST ONE? OR WHAT'S THE WELL, IT JUST DEPENDS.
LIKE, I MEAN, THAT AREA, I MEAN, THAT'S GONNA BE A MORE BIGGER TYPE SPRAY GROUND.
I HAVE STAFF LOOKING AT THESE SMALLER ONES WHERE WE'VE GOT A MORE SMALLER FOOTPRINT.
WE MAY BE ABLE TO GET IN SOMETHING FOR $1.5 MILLION, BUT THIS IS A MUCH BIGGER OKAY, WELL THAT'S, YEAH, THAT'S, THAT'S HELPFUL.
UH, AND I'M NOT ADVOCATING THAT WE CHANGE THAT AT ALL, BUT MAYBE WE LOOK AT MOVING SOME OF THE AQUAS MONEY OVER TO SPRAY GROUND SO THAT WE CAN FUND ONE AND WE DON'T, WE DON'T HAVE A SPRAY DISTRICT.
11 FAIR OAKS WOULD BE A GREAT SPOT FOR ONE AS WELL.
AND THEY'RE ALL LISTED BELOW THE NEEDS LINE.
AND SO MAYBE WE CAN LOOK AT MOVING A LITTLE BIT OF THE AQUATICS MONEY OVER TO SPRAY GROUND SO THAT WE COULD GET SOME OF THESE AREAS THAT DON'T HAVE A SPRAY GROUND ALREADY.
NOW, I, I WOULD HAVE TO SAY THAT'S GONNA TAKE A LOT OF DISCUSSIONS WITH YOU ALL.
BECAUSE I, I REALLY DO SAY THIS WHO LIVE THROUGH TAKING OUT A POOL, TURNING INTO A WHOLE POLITICAL AGENDA.
WE'RE GONNA BE THE ONES TO GET IT.
IF IT CAN'T, IF IT CAN'T BE DONE NOW, I JUST, I JUST RAISED, I JUST RAISED THESE FOR CONSIDERATION BECAUSE WE DON'T HAVE, YOU KNOW, THERE'S A SPRAY GROUND AT CAMPBELL GREEN, BUT THERE'S REALLY NOT THAT MANY SPRAY GROUND IN NORTH DALLAS AND WE REALLY NEED TO FIGURE OUT A WAY TO GET ONE.
UM, I'M HOPING FOR THIS PROCESS, IT CONTINUES TO KEEP COMING UP.
[02:30:01]
KNOW WHAT WE, THAT'S WHAT WE NEED TO DO AND IT NEEDS TO COME AS BAD IDEA THAN IT LEFT.UH, THANK YOU FOR GETTING EVEN MORE MONEY TO THE WHITE ROCK CREEK TRAIL.
I KNOW THAT THEY WILL REALLY APPRECIATE THAT.
AND THEN WE'D LOVE TO, I KNOW NORTH HAVEN TRAILS LISTED BELOW THE LINE, 1 MILLION.
WE'RE LOOKING AT WAYS TO FUND THAT, YOU KNOW, IF WE CAN GET MORE TRAIL FUNDING.
SO THAT'S A GUARANTEE, UH, PROJECT THAT'S GREAT.
BUT I KNOW WE HAVE OTHER POTENTIAL MEANS FOR THAT.
AND, UM, UH, THANK YOU FOR PRIORITIZING THE RACKET CENTER.
AND THEN I, LAST QUESTION, LAST THING.
UH, INTERNATIONAL DISTRICTS IN DISTRICT 11, NOT 13, BUT IT'S IDENTIFIED IN 13 HERE.
YOUR 40 MILLION
NOW I DON'T, I DON'T HAVE A LOT OF ISSUES WITH THIS.
I, I, I WAS UP LAST NIGHT READING THIS OR GOING THROUGH IT BECAUSE IT CAME IN SAID 43.
MOST PEOPLE KNOW I WORK, HUH? 7 43 AND MOST PEOPLE DON'T WORK AT NIGHT.
SO I, IT WAS JUST SOMETHING ADDED IN TO, TO LOOK AT FOR A FEW HOURS AND, AND DRILL ON.
AND, UM, THERE'S JUST A COUPLE THINGS I SAW IN THERE, BUT IT'S SOMETHING MAJOR.
I'LL, I'LL GO THROUGH THAT OFF CHAIN.
I JUST WANNA SAY THAT THIS IS COMPARABLE AND I THINK I FELT LIKE EVERYBODY'S GETTING SOMETHING THROUGHOUT THE CITY AND, AND LIKE WHITE ROCK GOT A LITTLE BIT ADDED IN THERE AND ALL THAT.
AND I THINK ALL MY PROJECTS AND A LOT OF PROJECTS ARE ON HERE THAT YOU WILL FIRST ALL, I REALLY DON'T HAVE NO ISSUE.
JUST WANTED TO LET YOU KNOW THAT, BUT GOOD.
MR. S THANK YOU FOR ADDING ME TO THIS PROGRAM,
I'VE BEEN LISTENING TO THE INPUT FROM MY COLLEAGUES AND I LOVE WHAT A DIRECTOR JENKINS SAID ABOUT SHOWING THE COMMUNITY WE CARE.
I THINK THAT IS SO KEY, UM, BECAUSE IN DISTRICT FIVE, UM, REC CENTERS AND PARKS PLAY SUCH A HUGE ROLE.
UM, I, I'M SORRY I MISSED IT, WHICH IS WHY I DON'T LIKE TO PARTICIPATE, UM, VIRTUALLY.
UM, WHAT DOES THE YELLOW STAND FOR AGAIN? CAN YOU, CAN YOU PLEASE TELL ME WHAT THAT STANDS FOR? BASICALLY, PRISCILLA, THE YELLOW IS ANYTHING THAT WE HAVE CHANGED.
THAT'S WHY WE HIGHLIGHTED IT IN YELLOW TO TRY AND POINT IT OUT.
BUT IT'S, IT, IT'S, IT HASN'T BEEN CUT, RIGHT? IT'S JUST BEEN, THERE'S BEEN SOME CHANGE IN TWO WAYS.
SO NO, IT'S NOT BEEN CUT AT ALL.
JUST SOMETHING HAS BEEN CHANGED IN THAT LINE ITEM.
THANK YOU SO MUCH FOR CLARIFYING CHRIS.
UM, BECAUSE I NOTICED THAT PLEASANT OAKS WAS, UH, REC CENTER WAS ONE OF THE ONES HIGHLIGHTED IN YELLOW.
AND YOU KNOW, PLEASANT OAKS IS, IS A COMMUNITY CENTER.
IT'S MORE THAN JUST A REC CENTER, YOU KNOW, OTHER THAN CHURCHES AND DALLAS COLLEGE, PLEASANT GROVE CAMPUS, THAT'S PRETTY MUCH, UH, YOU KNOW, THE ONLY PLACE THAT WE HAVE FOR COMMUNITY TO GATHER OTHER THAN CHURCHES.
SO IT PLAYED SUCH A HUGE ROLE.
SO, UM, I JUST WANTED TO NOTE THAT, UM, YOU KNOW, IT PROVIDES EVERYTHING FROM COMMUNITY SERVICE AND COMMUNITY SERVICES, RESOURCES, HEALTH FAIRS, FREE CAMPS.
IT'S, IT'S EVERYTHING TO, TO DISTRICT FIVE.
SO I'M GLAD THAT, UM, PLEASANT OAKS IS IN THERE.
UM, I NOTICED ON MY PART I NEED TO DO BETTER BECAUSE LIKE THE CRAWFORD PHASE TWO, THE P B M SCORE IS ZERO
SO I NEED TO, I NEED TO REACH OUT TO DIRECTOR JENKINS ON A COUPLE OF THESE THINGS.
AND I WANTED TO SAY THAT I AM NOT FOR, UH, CUTTING FUNDING FOR COMMUNITY POOLS BECAUSE, UM, FOR EXAMPLE, IN PLEASANT OAKS, THE COMMUNITY POOL THERE SERVES A HUGE ROLE, UM, IN OUR COMMUNITY.
IT'S, UM, ONE OF THE FEW RESOURCES WE HAVE AND IT REALLY BRINGS JOY AND IT PROVIDES A HUGE SERVICE FOR KIDS IN OUR COMMUNITY, NOT JUST IN PLEASANT OAKS FROM ALL OVER DISTRICT FIVE.
UM, IT'S, IT'S ONE OF THE MOST, AND I KNOW DI DIRECTOR JENKINS KNOWS, UM, BETTER THAN I, BETTER THAN I DO CAN TELL YOU.
I, I BELIEVE IT'S ONE OF THE MOST, UM, HIGH HIGHEST UTILIZED REC CENTERS AND THE POOL IS RIGHT NEXT TO THE REC CENTER IN, IN THE CITY OF DALLAS.
SO I JUST WANTED TO NOTE THAT.
BUT I WILL DO MY PART AND I'LL REACH OUT TO, UM, DIRECTOR JENKINS ABOUT THE COUPLE OF THE PB P B M SCORES THAT I NOTICED ARE ZERO.
SO THAT'S AN ERROR ON MY PART.
UH, AND YEAH, NOW WE START ROUND TWO
[02:35:02]
TO SAY IMPROVEMENT OR RENEW REVIVAL OR RENEWAL AS OPPOSED TO, SO RENEWAL.I MEAN, JUST THAT, SO IT DOESN'T KIND OF CONFUSE WITH WHEN THEY WERE TALKING ABOUT, WELL, CLYDE WARREN, I MEAN, I WATCHED THE WHOLE THING.
SO, UM, SO IMPROVEMENT OR RENEWAL WOULD POTENTIALLY A BETTER WORD IN THAT CATEGORY OR TO IDENTIFY IT.
MS HAS TWO QUICK QUESTIONS ON YOUR PLAYGROUND.
ALL THE LIST OF THE PLAYGROUNDS, AND YOU'VE GOT YOUR GRAND TOTAL OF YOUR RATINGS.
IT'S, IT'S KIND OF A MISHMASH.
IT'S NOT RANKED FROM HIGHEST TO LOWEST.
IS THAT INTENTIONAL? IS THERE A REASON? THEY'RE KIND OF, WE JUST HAVEN'T HAD TIME TO KEEP.
I JUST DIDN'T KNOW IF THERE WAS A METHODOLOGY TO THAT.
UM, MY SECOND QUESTION IS PROBABLY A LITTLE HARDER.
SO ONCE WE GO THROUGH THIS PROCESS OF GOING TO SUBMITTING THIS, WHENEVER WE GET TOGETHER TO THE TASK FORCE, EVENTUALLY IT GOES TO CITY COUNCIL, EVENTUALLY CITY COUNCIL SAYS, YES, YOU CAN HAVE ALL YOUR MONEY.
ARE THEY SAYING NO, YOU CAN ONLY HAVE 350,000 MILLION.
DOES DOES BENNETT COME BACK? 50,000, I'M SORRY, 300, YOU KNOW WHAT I'M SAYING? YOU ONLY GET THREE 50, YOU DON'T GET 400.
DOES IT COME BACK TO US TO TRY TO FIGURE OUT HOW TO TAKE 50 OUT OF IT? LIKE WHAT HAPPENS IF THEY DON'T GIVE US THE FULL AMOUNT? TRUST ME.
WHY'S IT STAY ON THAT COUNCIL? ONCE THEY GET OVER THERE ON THAT SIDE, IT AIN'T COMING BACK.
I CAN TELL YOU THEY GONNA DO WHAT THEY NEED TO DO.
I'M SAYING DO THEY MAKE THE DECISION ON WHAT COMES OUT OR DO THEY JUST COME? THEY WILL.
SO THEY WILL LOOK AT IT AND GO, WE'RE ONLY GONNA GIVE YOU THREE 90 AND WE'RE TAKING 10 OUT OF NCE.
THEY MAKE THOSE DECISIONS, NOT US.
I THINK THEY'LL BE RIGHT RESOLUTION.
BUT YOU'RE IN THE ROOM HOPEFULLY AND YOU CAN SAY, PLEASE NOT THAT PLEASE DO THIS
LET HAVE MR. DICKEY, THEN I'LL COME TO YOU.
I HAVE A QUESTION ON LAND ACQUISITION, IT'S AT 10 MILLION, BUT I KNOW THAT JUST A LOAN FOR THE PARK AND THE INTERNATIONAL DISTRICT THAT'S 10 MILLION.
PARDON? IT'S MOVED TO THE NEW TRANSFORMATIONAL CATEGORY RENEWAL.
BUT IT'S 10 MILLION TO BUY THE LAND WHERE THE APARTMENTS 20 MILLION OIC AND ECONOMIC DEVELOPMENT, 20 MILLION IS BEING MATCHED BY ECONOMIC DEVELOPMENT.
BUT THERE'S OTHER LAND ACQUISITION OUTSIDE OF THAT TOO, WHICH I THINK DIRECTOR CAN SPEAK TO.
THAT'S MY QUESTION IS DON'T, IS THAT ALL WE GOT? 'CAUSE WE GOT THE TAYLOR FIELDS THAT WE WANT TO DO.
I MEAN, ARE WE OKAY ON LAND ACQUISITION WITH THE 10 MILLION? WHAT WE, WHAT WE WANT? I, I THINK SO.
AND I, I DEFER TO RYAN AND CHRIS, YOU KNOW, A THOUGHT PROCESS ON LAND ACQUISITION.
I THINK IT'S ENOUGH MONEY, $10 MILLION FOR LAND ACQUISITION.
BRIAN RYAN IS THE ONE THAT ALWAYS GET THESE OPPORTUNITIES WITH JASON AND CHRISTINE
WELL, UM, I'D SAY WE COULD ALWAYS USE MORE
NO, I THINK $10 MILLION IS A, IS A NUMBER THAT WE WILL, UM, BE ABLE TO UTILIZE ARE SOME OF THE KIND OF URGENT LAND ACQUISITIONS THAT WE'VE TALKED ABOUT IN COMBINATION WITH, UM, YOU KNOW, THE, THE FUNDS THAT HAVE BEEN ACCRUING FROM PARTNER INDICATIONS.
SO I THINK, UH, THAT'S A GOOD NUMBER AT THIS POINT.
AND, YOU KNOW, MORE IS ALWAYS BETTER, BUT I THINK IT'S ADEQUATE TO ADDRESS THE THINGS THAT WE'VE TALKED ABOUT KIND OF AS A, AS A GROUP AT THE BOARD.
SO, UH, IT'S NOT MY DISTRICT, BUT IT'S MY NEIGHBORHOOD.
AND, UM, I JUST WANNA MAKE SURE THAT IF WE GET THE OPPORTUNITY, WE'RE GONNA HAVE THE MONEY TO GET THAT IN, IN A PARK DESERT DISTRICT 13, WE'RE GONNA BE ABLE TO GET THAT LAND IF IT, AND IF WE DON'T HAVE ENOUGH MONEY NOW, I THINK WE NEED TO, 'CAUSE THAT'S HUGELY IMPORTANT.
SO WE'RE, WE'D BE OKAY TO HAVE ENOUGH MONEY, YOU KNOW, OF COURSE THE COUNCIL CAN CHANGE IT.
BUT COMING FROM HERE, I THINK WE NEED TO MAKE SURE THAT THERE'S ENOUGH MONEY TO BE ABLE TO GET THIS PLOT OF LAND IN A, IN THE BIGGEST PARK DESERT IN THE CITY.
TIM, THAT'S A GOOD EXAMPLE WHERE, AND TRUST ME THROUGH THIS ENTIRE PROCESS, COUNCIL'S GONNA QUESTION AND, AND PROBABLY THE THE BOND COMMITTEE, Y'ALL GOT $10 MILLION OUT THERE, WHAT DO YOU NEED IT FOR? WELL, THAT'S ANOTHER EXAMPLE WHERE WHEN THESE OPPORTUNITIES PRESENT THEMSELVES AND WE DON'T HAVE THE FUNDING, WE CAN'T TAKE ADVANTAGE OF.
IT'S A IT'S WHAT YOU HAVE TO DO WITH REAL ESTATE.
BECAUSE WE'VE MADE THAT MISTAKE WITH THE DOWNTOWN PARKS ON A PARK.
WE ANNOUNCED WE WANTED TO BUY IT AND IT BOUGHT OUT FROM UNDER US.
[02:40:01]
US FOUR AND A HALF MILLION MORE.UM, SO MS. HASSMAN ASKED A GREAT QUESTION.
UH, A QUESTION I'VE ALSO WONDERED AND ASKED SEVERAL COUNCIL MEMBERS ABOUT IS HOW, HOW THE DOLLAR AMOUNTS GET DETERMINED AND, AND I DON'T THINK THEY'LL JUST SAY LIKE, OKAY, INSTEAD OF 3 99 WE'LL GIVE YOU THREE 50.
I THINK WHAT HAPPENS BASED ON MY CONVERSATIONS IS THERE'S SOMETHING CALLED HORSE TRADING WHERE COUNCIL MEMBERS, SOME COUNCIL MEMBERS MIGHT VALUE LIKE STREETS MORE THAN PARKS.
SO THEY MAY BE ABLE TO TRADE A PROJECT FOR SOMETHING AND THEN LIKE, LET'S JUST PICK ON REC CENTERS.
LIKE I'LL TRADE YOU MY $20 MILLION REC CENTER.
IF I CAN HAVE $20 MILLION WORTH, WORTH OF STREET IMPROVEMENTS, STUFF LIKE THAT HAPPENS.
AND THAT'S HOW THAT NUMBER GOES UP AND DOWN.
PLEASE CORRECT ME IF I'M WRONG, BUT I THINK THAT'S AN IMPORTANT ONE FOR ALL OF US TO UNDERSTAND.
AS I LOOK AROUND, I DON'T THINK ANY OF US WERE IN THE 2017 BOND PLANNING.
SO THIS IS ALL OF OUR FIRST DAY ON THE
BUT, UH, I THINK THAT'S AN IMPORTANT ONE TO UNDERSTAND IS, IS WHAT I SAID ACCURATE.
AND THAT'S WHERE THEY DECIDE THAT WHAT WILL THEY GO AND FACE PUBLIC WITH AND WILL THEY GET OPPOSITION AND NOT, WILL THEY BE SCREAMING FOR CUTTING, UH, RECREATION CENTER OR FOR THE BAD STREET, WHICH IT COMES BACK TO OUR ADVOCACY.
AND ONE THING I ALWAYS TELL PEOPLE IS YOUR ADVOCACY IS YOUR GIFT.
SO AT SOME POINT, VERY SOON IT'LL BE OUR JOBS TO TELL OUR CITIZENS, REACH OUT TO OUR COUNCIL MEMBERS AND SAY, HEY, DON'T TRADE THIS HORSE.
SO, SO THE MORE THEY HEAR THAT THEY WANT THESE PROJECTS, THE THE LESS LIKELY THEY'LL BE TO TRADE THEM AWAY.
AND I THINK I'LL JUST SAY I THINK THIS IS A VERY BALANCED ONE.
THERE ARE TRANSFORMATIONAL PROJECT.
THERE IS EVERYTHING, YOU KNOW, IN THE DISTRICTS.
THE PLAYGROUNDS, I THINK BEST VALUE FOR THE MONEY WITH MAKING CHANGES.
THE MATCHING FUND REALLY ITSELF WILL GIVE A CLOSE TO A BILLION DOLLAR WORTH OF RETURN.
SO I THINK IT'S, IT'S A VERY BALANCED THING.
NOW WE JUST NEED TO GO AND DO WHAT RUDY SAID.
MAKE SURE I GOT ALL Y'ALL NAMES.
DOESN'T HELP US REALLY THAT, UH, WELL THANK YOU AGAIN.
MY HUSBAND HISPANIC HERITAGE KICKS OFF AT THE ARBORETUM THIS WEEKEND, SO IT'S A BIG DEAL.
NEXT THURSDAY, JOIN OUR FRIENDS AT D D I, UH, NEAR PEGASUS PLAZA.
UH, WE ARE HAVING PARKING DAY.
IT'S AN INTERNATIONAL WORLD FAMOUS WORLD RENOWNED EVENT, TURNING PARKING SPACES INTO MINI PARKS.
UH, MADAM SECRETARY OR MR. GOLDSTEIN, WE CAN LEAN ON ONE OF YOU TO SEND OUT AND INVITE FORTH.
UM, UH, YES, I WANNA PIGGYBACK ON, UH, MARIA.
'CAUSE JAKE BED IS GONNA BE AT THE BARUM.
HEARD JAKE SUNDAY NATIONAL OR FOR ME, IF A BIG STAR IN THE HAM MUSIC, YOU GONNA BE THERE? I'M GONNA BE THERE MYSELF.
'CAUSE I WANNA ENJOY LAST TIME.
I'M GONNA CHARGE THEM 10 BUCKS OVER THE THERE.
I'M GONNA GO OPERATE THEM AND GET IN WITH MY CAR.
UM, BUT ALSO WANNA INVITE YOU, MOST OF YOU GUYS GOT AN INVITE ALREADY FOR THE HISPANIC HERITAGE EVENT THAT WE'RE HAVING AT KEITH PARK AND PARTNERSHIP.
REALLY THE CITY, THE, THE PARK DEPARTMENT, RENEE AND HER TEAM'S DOING A GREAT JOB GETTING TOGETHER MY, MY GROUP AND WE'RE GONNA BE HAVING IT OUT THERE.
WE'RE GONNA HAVE, UH, AGAIN, UM, MIKE GONZALEZ, WHICH IS THE SON OF JU GONZALEZ WITH GROUP OF MAS, THEY'RE PERFORMING, UH, THAT BAND IS ICONIC WITH, UH, MAHAN MUSIC.
SO IF YOU COULD MAKE IT IN, WE, WE WOULD LIKE TO SEE THERE NEXT SUNDAY.
IT'S A SUNDAY FROM 12 TO FIVE AT KEITH PARK.
SO I
WE GOT PARTNERS COME TO THE TABLE AND FOR THE EVENT, WE'RE HELPING TO SUPPORT IT BY BEING A SPONSOR.
I APPRECIATE ALL THE HARD WORK THE TEAM'S GOING THROUGH AND WE'RE TRYING TO MARRY BOTH TEAMS IN AND WE'LL GET THERE.
I THINK SO
UH, MOST ANNOUNCEMENTS I THINK ARE TO GO SOMEWHERE.
THIS IS AN ANNOUNCEMENT TO STAY AWAY FROM CENTRAL EXPRESSWAY FROM SATURDAY EVENING CENTRAL BETWEEN FOURS AND WHAT, UH, SATURDAY, 7:00 PM TILL SUNDAY MORNING BECAUSE THE NORTH HAVEN TRAIL BRIDGE IS BEING MOVED.
SO TDOT HAS ASKED PEOPLE TO STAY AWAY FROM THE HIGHWAY AT THAT TIME.
I SAW THE SIGNS REMIND, IS THERE A FLYER THAT WE CAN SEND OUT? THERE IS A PRESS RELEASE FROM TEXT DOT, WHICH I CAN SEND TO SORRY.
[02:45:01]

IT'S A PARTNERSHIP WITH, UH, COUNCILMAN HEIMER RESENDEZ OFFICE AS WELL AS THE ASSET ORGANIZATION.

AND SO WE HAVE BEEN RECRUITING AND GOING THROUGH THAT PROCESS, AND WE HAVE A HIRE.
