BUT ONE OF THE THINGS I WANTED TO DO IS TO, TO, TO COME AND JUST SAY WE WERE BRIEF THIS MORNING IN QUALITY OF LIFE, AND I'M JUST SUPER EXCITED ABOUT THE COLLECTIVE EFFORTS THAT, UH, OUR OFFICE OF COMMUNITY CARE PARKS AND, UH, OUR, EVEN OUR DATA ANALYTICS TEAM HAVE BEEN DOING, UH, TO ONE, ASSESS THE NEEDS, BUT ALSO PUT PROGRAMMING AROUND IT.

UH, MY WIFE AND I HAVE BEEN WATCHING THIS, UM, UH, SERIES ON NETFLIX ABOUT THESE CENTURION COMMUNITIES THAT ARE LIVING WELL BEYOND, UH, A HUNDRED YEARS OR MORE.

AND WE'RE SEEING THAT THE COMMON THEME SEEMS TO BE COMMUNITY CULTURE AND ACTIVITY, AND WHAT THE TEAM HAS PUT TOGETHER AND WITHIN BRIEF US ON THIS MORNING GIVES ME A LOT OF EXCITEMENT.

AND I'M LOOKING FORWARD TO CONTINUED WORK, UH, THAT YOU ALL ARE DOING AND HOW I CAN FURTHER SUPPORT ALL OF YOUR EFFORTS.

UH, THIS YEAR WAS QUITE DIFFERENT THAN ANY YEAR IN THE PAST.

AND ALL THE OTHER COUNCILS OF PEOPLE THAT BOARD IT, IT'S AN IMPORTANT THING THAT HAS BEEN OVERLOOKED TOO LONG.

UH, EVERYBODY KNOWS THE REQUIREMENTS AT THIS POINT FOR, UH, BEING ON REMOTE, YOU HAVE TO BE VISIBLE AND AUDIBLE AT ALL TIMES.

CONSIDER PRESENT.

UH, THE, UM, THE OTHER THINGS I WANTED TO TALK ABOUT A LITTLE BIT IS I THINK EVERYBODY, UH, EVERYBODY HAD A PART IN COMING UP WITH THE RECOMMENDATIONS FROM THIS GROUP OR THIS BODY FOR BUDGET, UH, PRIORITY RECOMMENDATIONS.

AND AS I WAS SAYING, THIS IS REALLY THE FIRST TIME SINCE I'VE BEEN INVOLVED IN IT OVER THE LAST FOUR YEARS THAT SOMETHING ACTUALLY CAME OF IT.

AND, UH, I THINK WE, UH, I, I THINK THE REPORT ITSELF WAS GOOD, BUT THE, THE, THE WORK THAT WE DID WITH THE DATA ANALYTICS GROUP OF ACTUALLY HAVING FACTUAL INFORMATION TO SUPPORT WHAT WE WERE SAYING IN THE PAST, IT'S ALL BEEN ANECDOTAL.

AND, YOU KNOW, ANECDOTAL INFORMATION IS GREAT AND IT MAY GET SOMEBODY'S ATTENTION, BUT IF YOU WANT SOMETHING TO HAPPEN, YOU BETTER BE ABLE TO HAVE FACTS TO DO THAT.

AND, AND WE'VE GOT SIGNIFICANT ISSUES IN THE SENIOR COMMUNITY THAT NO ONE HAS REALIZED JUST HOW MANY PEOPLE THAT WERE AFFECTED.

AND IT'S, UH, AT 140,000 SENIORS AND PROBABLY A THIRD OF 'EM HAVE SIGNIFICANT ISSUES THAT, UH, NEED TO BE ADDRESSED.

AND IN SOME CASES, IT'S NOT THE CITY'S RESPONSIBILITY TO SOLVE THE, ALL OF THOSE PROBLEMS, BUT I DO THINK IT'S THE CITY'S RESPONSIBILITY TO KNOW WHAT THE PROBLEMS ARE AND TO HELP ORGANIZE GROUPS TO MAKE SURE THAT WHATEVER ENTITIES SHOULD BE DOING IT ARE DOING IT.

UH, SO ANYWAY, THAT'S, I, I WAS REALLY PROUD OF, OF HOW ALL THAT TRANSPIRED.

AND THEN I WAS EVEN MORE PROUD WHEN IT LOOKED LIKE ONE OF THE COUNCIL MEMBERS WANTED TO, UH, REMOVE VIRTUALLY EVERYTHING THAT GOT INCLUDED IN THE SAME MANAGER'S BUDGET FOR SENIORS.

UH, AND, UH, ON THE SPUR OF THE MOMENT, SENDING OUT AN EMAIL, UM, ALMOST EVERYBODY ON THE COMMISSION, UH, SAID THAT THEY WOULD TALK TO THEIR COUNCILPERSON.

AND, UH, LO AND BEHOLD, IT WORKED.

AND, AND WE, THOSE, THOSE WERE ALL PRESERVED AND WE'RE, IT APPEARS THAT WE DON'T HAVE TO WORRY ABOUT 'EM BEING IN THE CHOPPING BLOCK THIS YEAR ANYWAY.

UH, AND SO I JUST WANTED TO THANK EVERYBODY WHO STEPPED UP, UH, AMONG THE, ON THE COMMISSION AND, UH, THANK THE COUNCIL MEMBERS WHO LISTENED TO THEIR COMMISSIONERS, UH, BECAUSE IT REALLY, REALLY DID MAKE A BIG DIFFERENCE.

AND I THINK THE NEXT YEAR IS WE MOVED INTO THE NEXT, UH, THIS NEXT TERM.

UH, I THINK THERE'S SOME EXCITING THINGS THAT ARE GONNA HAPPEN, AND THERE'S SOME GREAT OPPORTUNITIES.

AND, UH, I'M LOOKING FORWARD TO LEADING THE

AND, UH, SENATOR WEST HAD PREPARED A BOOKLET THAT HAS A SUMMARY OF ALL OF THE PROPOSITIONS, AND I JUST WISH I WAS ABLE TO GET ENOUGH OF THOSE TO SHARE.

AND I'M, I'M STILL GOING TO TRY, UH, TO GET SOME, BECAUSE IT, IT'S, IT'S VERY VALUABLE.

UH, IN DISTRICT THREE, UH, YOU JUST MET OUR, UH, COUNCILMAN, UH, ZARIN, UH, GRACIE THAT IS CURRENTLY, UH, COMPLETING THE ASSIGNMENTS FOR, UM, BOARDS AND COMMISSIONS.

AND AFTER THAT, HE WILL BE DOING A 100 DAYS OF MEETING WITH, UH, HIS CONSTITUENTS AND PUTTING FORTH PLANS FOR THE DISTRICT.

UM, AND THEY'LL START ALL OVER.

HOPEFULLY THEY WILL, UH, ALLOW THE PRESENTERS TO PRESENT, UH, THE INFORMATION AND THEY WILL LISTEN WITH A CLEAR UNDERSTANDING AND AN OPEN MIND.

BUT, UM, WE'RE REALLY LOOKING FORWARD TO WHAT THEY HAVE TO SAY BECAUSE IN OUR NEIGHBORHOOD, WE'RE FINDING OUT THAT ACROSS FROM CARTER HIGH SCHOOL, SOME, UH, COMPANY IS OPENING A DISTRIBUTION CENTER.

WE'LL BE BUILDING A DISTRIBUTION CENTER RIGHT IN FRONT OF THE HIGH SCHOOL AND NEXT TO, UH, FRIENDSHIP WEST BAPTIST CHURCH, WHICH IS NOT A GOOD IDEA.

WE KNOW THAT OUR AREA THAT SOUTH, SOUTH OF THE T TRINITY RIVER WAS ZONED INDUSTRIAL IN THE BEGINNING WHEN THE FOREFATHERS OF DALLAS DECIDED TO ZONE DALLAS.

AND SO WHAT WE'RE WORKING WITH IN FORWARD DALLAS IS TO GET THE ZONINGS CHANGED OR RESTRICTED SO THAT WE DON'T HAVE ALL THIS INDUSTRIAL STUFF GOING UP OVER HERE.

OUR COUNCILMAN AND COUNCIL, BASIL DOOR, BASEL DOZA FROM SOUTH DALLAS HAVE WRITTEN A LETTER TO THE TEXAS AND ENVIRONMENTAL COMMISSION BECAUSE THE SE A NEW BRAND NEW CEMENT PLANT HAS BEEN OPENED OVER ON THE TRINITY BASIN, THE TRINITY, I THINK IT'S CALLED, UM, SOME KIND OF, UH, CONS CONSERVATORY OR CONSERVATION PLACE, BECAUSE PEOPLE ARE ALLOWED TO GO AND WALK THROUGH THERE.

AND I THINK THEY HAVE CLASSES THERE FOR SOME OF THE STUDENTS IN D I S D.

BUT FOR WHATEVER REASON, A CEMENT PLANT OPENED THERE, IT WAS SHUT DOWN, SOLD, AND THEN ANOTHER COMPANY OPENED IT BACK UP, AND THEY'RE OPERATING THERE, AND IT IS OPERATING IN VIOLATION OF, UH, ENVIRONMENTAL QUALITY.

SO, UM, WE'RE TRYING TO GET SOME ZONING CHANGES DONE, IN OTHER WORDS.

WE ALSO AIM TO FOSTER PROACTIVE COMMUNITY ENGAGEMENT THROUGH INNOVATIVE MARKETING STRATEGY, EFFECTIVE COMMUNICATION CHANNELS AND PROACTIVE COMMUNITY INITIATIVES.

SO THROUGHOUT THE CITY OF DALLAS, OUR CODE COMPLIANCE, UH, NEIGHBORHOOD CODE REPS, ALONG WITH OTHER MEMBERS OF OUR TEAM VISIT REC CENTERS, LIBRARIES, AND SENIOR PROGRAMS THROUGHOUT THE DAY.

UH, RESPECTIVE YOU, IF YOU JUST SCROLL UP JUST A LITTLE BIT ON THAT SLIDE, YOU COULD SEE OUR NUMBERS AS IT RELATES TO OUR ENGAGEMENT FOCUS.

SO THIS YEAR FOR F PHYSICAL YEAR 23, WE VISITED 178 LOCATIONS.

AGAIN, THAT'S A COMBINATION OF RECREATION CENTERS, SENIOR PROGRAMS, AND LIBRARIES.

WE'VE GAVE ENGAGED WITH OVER 9,000 RESIDENTS AND FACILITATED AND DISTRIBUTED OVER 13,000 EDUCATION MATERIALS.

AND THAT'S UP, UH, SINCE FY 2022.

SO OUR DEPARTMENT, WE'VE TAKEN A VERY STRONG PROACTIVE APPROACH IN ENSURING THAT ALL OUR PROGRAMS AND EDUCATION MATERIALS ARE MORE FRONT FACING WITH THE CITY OF DALLAS RESIDENTS.

SO, WHEN WE TALK ABOUT THE VALUE OF COMMUNITY ENGAGEMENT AND PARTNERSHIPS, ONE OF THE THINGS WE WEIGH HEAVY ON IS VOLUNTEERISM, UH, IN OUR DEPARTMENT.

AND THOSE COULD BE THINGS SUCH AS VOLUNTEER COMMUNITY CLEANUPS WITH NEIGHBORHOOD ASSOCIATIONS AND COMMUNITY GROUPS, AS WELL AS HELPING US GET SOME OF THE INFORMATION WE'RE TRYING TO GET OUT INTO THE COMMUNITY.

SO THIS YEAR, WE'RE PROUD TO SAY OUR VOLUNTEERISM IS UP, UH, WITH RESIDENTS, COMMUNITY GROUPS AND ORGANIZATIONS WITHIN THE CITY OF DALLAS.

SO WE'VE ENGAGED WITH OVER 2,700 VOLUNTEERS DONATING OVER 9,000 VOLUNTEER HOURS TO THE CITY OF DALLAS, UH, WITH THE VALUE OF OVER $271,000 OF VOLUNTEER TIME AS IT EQUATES TO DOLLARS BACK TO THE CITY OF DALLAS.

AND AGAIN, THAT IS UP SINCE FY 2022.

SO WITHIN OUR DEPARTMENT, WE ORGANIZED A NUMBER OF COMMUNITY CLEANUPS, UH, WITH THE NEIGHBORHOOD ASSOCIATIONS, VOLUNTEER GROUPS, COMPANIES AND CORPORATIONS, SCHOOLS, OR JUST EVERYDAY CITIZENS.

UM, AND THE DEPARTMENT OF CODE COMPLIANCE.

WE LIKE TO SAY, YOU KNOW, IT'S GONNA, IT TAKES ALL OF US IN AN EFFORT IN, IN ORDER FOR US TO SEE A LITTER FREE CITY AND KEEP OUR NEIGHBORHOODS CLEAN.

UM, A GROUP OR INDIVIDUAL MUST SIGN A TOOL LOAN AGREEMENT, SIGN A RELEASE OF LIABILITY, UM, AND WE ASK THAT THEY SHARE THEIR COMMUNITY, UH, CLEAN UP DATA BACK WITH US SO WE CAN, UH, DO PROPER TRACKING OF HOW THE TOOLS AND WHERE THE TOOLS ARE BEING UTILIZED.

AND ALL PARTICIPANTS MUST ATTEND A MANDATORY EQUIPMENT TRAINING, UH, WHEN PICKING UP THE TOOLS OR IF WE ARE DELIVERING THE TOOLS ON SITE AT A VOLUNTEER CLEANUP EVENT.

SO THIS IS JUST A SNAPSHOT OF OUR COMMUNITY, UH, CLEANUP ON THE GO PROGRAM.

THIS IS A TRAILER THAT WE CAN DEPLOY OUT ON SITE, UH, TO A GROUP OR TO AN ORGANIZATION WHO IS PERFORMING A COMMUNITY CLEANUP.

THE UNIQUENESS OF THIS TRAILER IS THAT THIS TRAILER IS ALSO OUTFITTED WITH BATTERY POWERED TOOLS IN LIEU OF GAS POWERED TOOLS AS WELL.

SO WE HAVE BOTH.

SO WE HAVE THE ABILITY TO BRING OUT BATTERY POWERED OR GAS POWERED TOOLS TO GET THE JOB DONE.

SO ON A MONTHLY BASIS, WE HAVE WHAT IS CALLED THE COMMUNITY CLEAN TRASH OFF.

THIS PROGRAM GIVES RESIDENTS AN OPPORTUNITY TO COME DISCARD OF HAZARDOUS WASTE.

SO YOU MAY HAVE KNOWN OF IT AS BOPA BATTERY OIL PAINT AND ANTIFREEZE, RECEIVE DOCUMENT SHREDDING AND ALSO TO RELIEVE, UH, RESIDENTS OF ADDITIONAL BULK TRASH.

UH, THAT MAY BE OVER THE LIMIT OF THE SANITATION SET OUT GUIDELINES.

UH, TYPICALLY WE'LL PERFORM THESE TRASH OFFS AT SCHOOLS, UH, RECREATION CENTERS OR COMMUNITY PARKS.

UH, WE ACQUIRED THE KEEP DALLAS BEAUTIFUL PROGRAM AS AN AFFILIATE WITH KEEP TEXAS BEAUTIFUL AND KEEP AMERICA BEAUTIFUL.

UM, THIS ACQUISITION HAPPENED AROUND 2018, WAS WHEN THE CONVERSATION STARTED.

UH, KEEP DALLAS BEAUTIFUL.

USED TO BE FACILITATED BY A SMALL NONPROFIT, UH, HERE IN THE CITY OF DALLAS.

UH, AFTER CONVERSATIONS AND PARTNERING WITH THE ENTITY, THEY FELT THAT THE CITY OF DALLAS ITSELF HAD A MUCH GREATER CAPACITY TO, TO, TO TAKE THE PROGRAM, UH, TO THE NEXT LEVEL.

SO WE HAD SEVERAL CONVERSATIONS WITH THE, UH, NATIONAL AFFILIATE KEEP AMERICA BEAUTIFUL, AND THE STATEWIDE AFFILIATE KEEP TEXAS BEAUTIFUL TO SEE WHAT THAT TRANSITION WOULD LOOK LIKE WITH THE CITY OF DALLAS ACQUIRING THAT PROGRAM INTO THE DEPARTMENT OF CODE COMPLIANCE, UM, OPERATION.

SO THIS JUST GIVES US A, A TIMELINE OF, OF HOW, HOW THAT TRANSITION, UH, TOOK PLACE.

AND THERE ARE THREE THINGS.

A KEEP DALLAS BEAUTIFUL PROGRAM OR KEEP AMERICA BEAUTIFUL PROGRAM OR ANY KEEP AUSTIN BEAUTIFUL PROGRAM, UH, IS REQUIRED FOR, UH, THE FOCUS IS ON LITTER, BEAUTIFICATION, AND RECYCLING.

SO WE, WE ALL, WE HAD THOSE THREE COMPONENTS OF PROGRAMMING THAT WE WERE ALREADY DOING WITHIN OUR DEPARTMENT, OR AS WE WERE PARTNERING WITH OTHER, UH, INTERDEPARTMENTAL, UH, DEPARTMENTS TO, TO FACILITATE THIS.

SO IT MADE SENSE FOR US TO GO AHEAD AND TO MAKE THIS ACQUISITION.

AGAIN.

WE MADE THE INQUIRY IN 2019, UH, IN 2020, OUR DIRECTOR AT THAT TIME, MR. CARL SIMPSON, WE ALL MET WITH KEEP AMERICA BEAUTIFUL AND THE REGIONAL PROGRAM DIRECTORSHIP WITH THEM.

AND THEY ESSENTIALLY GAVE US THE GREEN LIGHT TO GO AHEAD AND TO ACCEPT, UH, THE KEEP DALLAS BEAUTIFUL BRAND UP UNDER THE CITY OF DALLAS, UH, CODE COMPLIANCE PROGRAM.

AND MOST RECENTLY THIS YEAR, UM, WE RECEIVED SILVER STAR STATUS, UH, THROUGH KEEP TEXAS BEAUTIFUL FOR ALL THE WONDERFUL PROGRAMS THAT WE'VE BEEN DOING THROUGHOUT THE CITY UP UNDER THIS UMBRELLA.

SO WE'RE VERY PROUD OF THAT ACCOMPLISHMENT AND HOW WE ACCOMPLISHED IT WITHIN TWO YEARS.

SO OUR NEXT ACCOMPLISHMENT IS REACHING GOLD STATUS, AND WE'RE WORKING ON THAT RIGHT NOW.
