AND I WORKED FOR THE TRUST PUBLIC LAND FROM TEXAS STATE DIRECTOR.

UM, AS APRIL SHARED, UH, YOU KNOW, WE STARTED LOOKING AT THE LANDSCAPE, UM, ABOUT A YEAR AGO AND REALIZED THERE'S A BIG GAP IN DALLAS, THE NEED FOR A STANDALONE ORGANIZATION, UH, THAT WOULD SUPPORT THE PARKS DEPARTMENT, UM, AND WORK CLOSELY WITH, UH, THE PARKS BOARD, UM, TO HELP ACHIEVE THE GOALS THAT THE PARK DEPARTMENT HAS OF, UM, BEING A GREATER AND GREENER CITY, AS WE'VE HEARD THE MAYOR TALK ABOUT BEFORE WITH THE BOND FIRM COMING UP.

WE'RE SO EXCITED ABOUT PARTNERING WITH ALL OF YOU.

WE WANNA TAKE A MINUTE AND THANK EACH OF YOU FOR YOUR LEADERSHIP AND SUPPORT.

UM, WE KNOW HOW HARD IT IS TO MAKE SURE THAT ALL 400 PARKS IN DALLAS ARE LOOKING GREAT, UM, AND TO MOVE THE PARK SYSTEM FORWARD TOWARDS ITS GOAL.

TODAY I'M URGING THE INCLUSION OF IMPROVEMENTS FOR THE ORBITER PARK AND THE UPCOMING BOND PACKAGE.

THE PARK NEEDS AN INCLUSIVE MASTER PLAN THAT CONSIDERS INPUT FROM ALL STAKEHOLDERS, ESPECIALLY THOSE OF US WHO LIVE CLOSEST TO THE PARK.

THE PARK IS CURRENTLY UTILIZED.

UM, THE

FACILITIES THAT WE HAVE ARE A TENNIS COURT THAT GOES NOW PICKLEBALL COURT, A DOG WALKING AREA, UM, AND WE'RE ADJACENT TO AND WE PROVIDE ACCESS TO THE WHITE WALL CREEK, UM, TRAIL.

THERE'S ONLY ONE ENTRANCE INTO THE PARK FROM A RESIDENTIAL STREET.

THIS IS AN IMPORTANT, THIS IS CRITICAL TO THE MASTER PLAN, AND THE COMMUNITY HAS REAL CONCERNS ABOUT ONE ENTRANCE IN THE PARKING LOT LOCATION.

AS IT STANDS RIGHT NOW.

I BELIEVE THAT THE PARK HAS THE POTENTIAL TO BE AN EVEN GREATER ASSET TO THE NEIGHBORING NEIGHBORHOODS OF NORTHWOOD ESTATES AND URBAN RESERVE.

BY INVESTING IN A COMPREHENSIVE PLAN, ORBITER PARK CAN BE TRANSFORMED INTO A VIBRANT AND INCLUSIVE SPACE THAT BENEFITS MOST AND ALL RESIDENTS.

UM, I DON'T KNOW IF YOU KNOW THAT THE MAJORITY OF RESIDENTS, ACCORDING TO THE CENSUS DATA, MIGHT BE THE MEDIAN AGE, ABOUT 57 YEARS OLD, AND THAT'S EXCLUDING THE RESIDENTS AT PRESBYTERIAN VILLAGE NORTH.

UM, SO WE'RE INTERESTED IN ON DEVELOPING A PARK THAT HAS LIGHTING, THAT HAS, UM, BENCHES, IT HAS LANDSCAPING.

RIGHT NOW THAT PARK IS VACANT WITH ONLY A TENNIS COURT, AND WE NEED TO BE SOMETHING VIBRANT THAT REPRESENTS ALL OF DALLAS AND D 10.

IT INCLUDES INPUT FROM ALL OF THE RESIDENTS, NOT JUST A SELECT FEW.

UH, I WOULD LIKE TO FIRST OFF JUST, UH, KIND OF ELABORATE AS TO, UH, THE DEMOGRAPHIC OF THE AREA THAT WE'RE IN AND JUST TO, UM, MAKE IT SO THAT EVERYONE IS INCLUDED IN THIS PROPOSED MASTER PLAN.

UM, WE DO HAVE A LOT OF YOUNG FAMILIES.

UM, WE DO HAVE A LOT OF INCOMING, UH, YOUNGER COUPLES STARTING OFF.

AND, UM, AS A PARENT OF THREE CHILDREN, TWO OF WHICH ARE STILL IN, UM, THE R I S D SCHOOL DISTRICT.

UM, I THINK THAT THIS WOULD BE A GREAT AT, UM, OPPORTUNITY AND VERY BENEFICIAL FOR THE WHOLE, UM, UH, NEIGHBORHOOD.

UH, WE HAVE, UM, A LOT OF, UH, UH, YOUNG, YOUNGER CHILDREN THAT DON'T HAVE AN AREA TO PLAY.

UM, THE ELEMENTARY SCHOOL IS THE ONLY THING THAT WAS AVAILABLE, UM, SINCE AS FAR BACK AS I CAN REMEMBER.

AND, UM, OF COURSE, UH, YOU KNOW, THE, THE PLAYGROUND IS OFF LIMITS, UH, DURING SCHOOL HOURS.

AND, UM, YOU KNOW, ALL OF THE, OUR, ALL OF THE OTHER FEEDER PATTERN ELEMENTARY SCHOOLS IN THE AREA HAVE SOME SORT OF PARK, UM, SOMEWHERE FOR THE CHILDREN TO GO AND, AND PLAY.

AND, AND WE DON'T, UM, OUR, OUR, THE CURRENT ORBIT PARK IS JUST AN OPEN SPACE WITH JUST THE TENNIS COURT AND THE PICKLEBALL.

BUT, UM, UH, LIKE I SAID, WE, YOU KNOW, DURING THESE PAST, UM, THE PAST 10 YEARS, WE'VE HAD A LOT OF YOUNGER FAMILIES THAT HAVE MOVED IN AND, UM, I MEAN, RIGHT NOW WE CURRENTLY HAVE ABOUT, UH, YOU KNOW, OVER 35 FAMILIES WITH SMALL, UH, CHILDREN THAT ARE EITHER, UM, GETTING READY TO HEAD INTO SCHOOL OR ARE ALREADY CURRENTLY IN ELEMENTARY SCHOOL.

AND, UM, YOU KNOW, WE WOULD LIKE TO, UM, JUST MAKE IT TO WHERE, UM, THERE'S SOMETHING FOR EVERYONE.

UM, EVEN THE RESIDENTS THAT HAVE BEEN THERE, UM, YOU KNOW, PAST, UH, UH, FOR THE PAST, UH, 35 YEARS LIKE MYSELF, WHO, UM, YOU KNOW, JUST NEED TO, UM, HAVE A PLACE, UH, TO, UH, CON YOU KNOW, CONVENE MULTI-GENERATIONAL FAMILIES THAT WE HAVE THAT ARE, UM, YOU KNOW, JUST NEED SOMEWHERE TO GO.

THE RED RIVER RIVALRY AND THE STATE FAIR CLASSIC TOTALS APPROXIMATELY 625,000 PEOPLE.

WHEN YOU ADD THE ACTUAL ATTENDANCE OF THOSE FOOTBALL GAMES, THAT NUMBER COMES TO 1,000,050 7,784 PEOPLE IN THAT SAME TIME PERIOD.

THE TOTAL ATTENDANCE AT THE MUSIC HALL AT FAIR PARK WAS 1,306,516 PEOPLE.

SO YES, THE TOTAL ATTENDANCE AT FAIR PARK DURING THAT TIME PERIOD EXCEEDED THE COTTON BOWL BY ALMOST EXACTLY A QUARTER OF A MILLION PEOPLE.

THESE NUMBERS ARE CONSISTENT WITH THOSE YEARS PAST.

YET OVER THOSE YEARS, WE HAVE INVESTED TENS OF MILLIONS OF DOLLARS IN THE COTTON BOWL AND ONLY PENNIES ON THAT AMOUNT TOWARDS THE MUSIC HALL.

THE 98 YEAR OLD MUSIC HALL AT FAIR PARK IS AT A BREAKING POINT.

WE HAVE EXTREME PATRON AND EMPLOYEE SAFETY ISSUES.

ESSENTIAL COMPONENTS AND SYSTEMS ARE FAILING ON A REGULAR BASIS.

JUST RECENTLY, WE HAD TO HAVE EXTERNAL CHILLERS DURING PERFORMANCES BECAUSE THE AC WAS NOT PROPERLY WORKING.

BOILERS AND THE H V A SYSTEMS NEED A METEOR REPLACEMENT.

THE BUILDING NEEDS A NEW ROOF AGAIN.

VERY RECENTLY WE HAD A PERFORMANCE INTERRUPTED BECAUSE THERE WAS FLOODING ONTO THE LIGHTBOARD.

DURING THE SHOW, DURING PERFORMANCES, WE HAVE TO CURTAIN OFF PART OF THE MEN'S RESTROOMS SO THAT THEY CAN BE USED BY WOMEN.

AND EVEN WITH THAT ISSUE, WE STILL HAVE PATRONS THAT ARE UNABLE TO UTILIZE THE RESTROOM FACILITIES IN TIME TO RETURN TO THEIR SEATS AFTER INTERMISSION.

AS THE MUSICAL HALL APPROACHES ITS HUNDREDTH YEAR, ITS ESSENTIAL BUILDING COMPONENTS AND SYSTEMS REQUIRE URGENT AND IMMEDIATE ATTENTION.

A RECENT OVERLAND PARTNERS ASSESSMENT INDICATED THE NEED FOR JUST THE BASIC IMPROVEMENTS TO THE MUSIC HALL APPROACH TO A HUNDRED MILLION DOLLARS.

WE WERE THRILLED TO JOIN OUR FRIENDS AT FAIR PARK FIRST COUNCIL MEMBER BEZEL AND SO MANY OTHERS TO SUPPORT THE CAMPAIGN FOR PROP A, WHICH PROMISED A BETTER FUTURE FOR THE MUSIC HALL.

IT WAS FURTHER DISAPPOINTING TO LEARN THAT THE $2 ADDITIONAL FEE PLAN BROUGHT FORWARD BY THE PARKS DEPARTMENT, A PLAN THAT ESSENTIALLY FUNCTIONS AS A TAX ON OUR PATRONS TO ACCOMPLISH A PROGRAM THAT WAS PROMOTED AS THE VOTE THAT COSTS US NOTHING, CHANGES EVERYTHING.

WE WOULD LIKE TO ENGAGE IN GOOD FAITH AND PRODUCTIVE CONVERSATIONS ABOUT ALTERNATIVE METHODS OF RAISING NEEDED FUNDS FOR BEAR PARK AND MUSIC HALL.
