UM, I DID A SITE VISIT WITH THE STAFF AT THE AFRICAN AMERICAN MUSEUM, THE MULTIMEDIA, UM, CENTER, BOTH AT FAIR PARK AND ALSO THE DALLAS ARBORETUM.

I, UM, WE WENT TO THOSE DIFFERENT LOCATIONS AND SITES TO LOOK AT THE A D A ACCOMMODATIONS.

LOOKED AT SOME MEASUREMENTS, UM, I E THE OUTSIDE WALKWAYS, THE DOORWAYS, UM, THE BATHROOMS, ENTRANCEWAYS AREAS WHERE THERE WERE SOMETHING THAT BLOCKED AN AREA FOR THOSE WERE WHO WERE EITHER, UH, VISUALLY IMPAIRED SO THAT IF THEY WERE HAD A CANE AND, OR A WHEELCHAIR, OR EVEN IF THERE WAS BRAILLE OR ANY OF THOSE, UM, ACCOMMODATIONS THAT COULD BE FIXED OR LOOKED INTO FOR A SOLUTION AND, OR A RESOLUTION SO THAT PERSON WITH DISABILITIES HAVE THOSE ACCOMMODATIONS AND MORE ACCESSIBILITY IN THOSE LOCATIONS.

I ALSO FOLLOWED UP ON A SERVICE REQUEST AT THE TOMMY ALLEN RECREATION CENTER IN DISTRICT EIGHT.

THERE WERE SOME, UM, A FEW CHANGES MADE ON THE DOORWAYS THERE.

THEY WERE SHAVED DOWN A LITTLE BIT.

THERE ARE STILL, UH, SOME DIFFICULTY IN OPENING THOSE DOORS.

SO I LOOK FORWARD TO THAT, UH, BEING COMPLETED AND DONE IN A TIMELY MANNER.

I ALSO VISITED THE, UH, KATHLEEN GILLIAM COLLEGIATE SCHOOL AND DISTRICT EIGHT ON THEIR FIELD DAY WITH OUR, UM, N P OS AT STANDS FOR NEIGHBORHOOD POLICE OFFICERS IN DISTRICT EIGHT AT THE SOUTH CENTRAL SUBSTATION PATROL STATION, BECAUSE THEY DO HAVE A FEW STUDENTS AT THAT COLLEGIATE SCHOOL WITH DISABILITIES, MORE SO SPECIFICALLY AUTISM.

SO THAT WAS FUN TO BE COMMUNITY ENGAGED.

UM, THAT IS WHAT I DO HAVE.

UH, LAST TUESDAY, MAY 16TH, I WAS TRULY HONORED TO PARTICIPATE IN THE CELEBRATE TUIA EVENT.

THIS EVENT WAS HOSTED BY THE CITY OF DALLAS AS A PART OF THEIR, UH, ASIAN AMERICAN PACIFIC ISLANDER HERITAGE MONTH ACTIVITIES.

THIS WAS A VERY

POWERFUL EVENT IN THAT THE ESSENCE OF OUR CULTURE WAS SHARED OPENLY.

UM, AND THERE WAS A DIVERSE GROUP OF AUDIENCE, PEOPLE WHO CAME FROM ALL OVER THE WORLD TO LEARN ABOUT OUR CULTURE.

THERE WAS A DELICIOUS TURKISH CUISINE, FOOD ARTS, AND JUST THE PRESENTATION OF IT IN GENERAL.

I SINCERELY WISH TO APPRECIATE MS. JACKSON FOR PASSING ALONG THIS GENEROUS INVITATION, AS IT WAS REALLY A DISTINCT PRIVILEGE TO A PART OF IT.

WHEN I WAS AT THIS EVENT, I WAS HONORED TO SHARE WITH MANY OF THE PEOPLE WHO ATTENDED, INCLUDING THOSE FROM MY COUNTRY AND EVERYWHERE ELSE ABOUT THE COMMISSION ON DISABILITIES AND THE WORK THAT WE DO.

ANOTHER SPECIAL HIGHLIGHT OF THE DAY WAS THAT I HAD THE PRIVILEGE OF MEETING THE CITY MANAGER, MR. TC BROADMAX, WHOM I HAVE ALSO SHARED ABOUT THE COMMISSION ON DISABILITIES.

MR. BROAD WAS VERY EXCITED ABOUT OUR COMMISSION, AND HE SHARED THAT HE WAS TRULY LOOKING FORWARD TO WORKING WITH US IN MAKING SURE THAT WE PROMOTE A WELCOMING AND INCLUSIVE CITY FOR ALL CITIZENS LIVING IN DALLAS.

AND I DO ALSO WISH TO APPRECIATE MS. JACKSON, WHO PLAYED A ROLE IN THE TWO OF US COMING TOGETHER.

I'M THE CLINICAL MANAGER OF CARE COORDINATION FOR THE NORTH TEXAS BEHAVIORAL HEALTH AUTHORITY.

UM, AND I MANAGE, UM, THE CALL.

TAKE THE NINE ONE ONE CLINICIANS IN THE CALL CENTER.

UM, WE'LL TALK ABOUT SOME OF OUR OUTCOMES AND TALK ABOUT POTENTIAL EXPANSION FOR OUR UNIT.

SO WE ARE THE RAPID INTEGRATED GROUP HEALTHCARE TEAM KNOWN AS W RIGHTCARE.

WE ARE THE CITY'S MENTAL HEALTH RESPONSE UNIT.

WE ARE RESPONSIBLE FOR ANSWERING ALL OF THE BEHAVIORAL HEALTH CALLS THAT ORIGINATE FROM THE NINE ONE ONE CALL CENTER.

UH, OUR FOCUS, UH, IS TO, UM, PROVIDE DEESCALATION TO STABILIZE THOSE IN CRISIS, UH, AND TO OFFER A SAFEGUARD OR TO SAFEGUARD THOSE FROM, UH, IN CRISIS, FROM EITHER BEING, UH, GOING TO JAIL OR BEING HOSPITALIZED.

OUR PROGRAM STARTED IN JANUARY OF 2018.

WE STARTED IN THE SOUTH CENTRAL DIVISION OF DALLAS, WHICH IS, UM, COVERS PRIMARILY THE COUNCIL DISTRICT EIGHT.

UM, AND WE SEE IN THAT, THAT DIVISION SOME OF THE MOST HIGHEST CALL VOLUMES FOR BEHAVIORAL HEALTH CRISIS.

UM, AND THEN IN THE SUMMER OF 2020, OUR, UH, UNIT MOVED OUR, EXCUSE ME, IN THE SUMMER OF 2020.

OUR UNIT WAS THEN MOVED UNDER THE OFFICE OF INTEGRATED PUBLIC SAFETY SOLUTIONS.

INITIALLY, THE, UH, THIS UNIT WAS LED UNDER, UH, THE DALLAS FIRE RESCUE, UM, AND THEN UNDER THE DALLAS POLICE DEPARTMENT.

UM, BUT UNDER THIS, THE CITY MANAGER'S DIRECTION UNDER THE REAL CHANGE INITIATIVE, UM, THIS, UM, OUR OFFICE WAS BORN AND THEN THIS UNIT WAS EXPANDED TO PROVIDE CITYWIDE COVERAGE.

SO WE WENT FROM A PILOT PROGRAM TO, UH, A PERMANENT PROGRAM HERE IN THE CITY.

SO THESE ARE OUR TEAM MEMBERS.

UH, AGAIN, WE HAVE FOUR DEPARTMENTS THAT MAKE UP OUR UNIT.

UH, FIRST WE HAVE THE NORTH TEXAS BEHAVIORAL HEALTH AUTHORITY.

THEY ARE RESPONSIBLE FOR STAFFING THE BEHAVIORAL HEALTH, UH, CLINICIANS IN THE CALL CENTER.

UH, THEIR PRIMARY ROLE IS TO WORK ALONGSIDE THE CALL TAKERS TO PROVIDE DEESCALATION CONSULT AND TRIAGE, UH, TO MAKE SURE WE'RE GETTING THE MOST APPROPRIATE RESPONSE.

AND THEN WE HAVE OUR FIELD COMPONENT, OUR FIELD TEAMS. UM, THEY ARE, UM, TEAMS MADE UP OF ONE, UH, DALLAS FIRE RESCUE PARAMEDIC.

THEY PROVIDE THE MEDICAL ASSESSMENT ON SITE.

AND THEN WE HAVE THE DALLAS POLICE DEPARTMENT.

UH, ONE OFFICER IS ALSO IN THE VEHICLE.

THEY PROVIDE SCENE SECURITY.

AND THEN WE HAVE THE, UH, PARKLAND, UH, LICENSED MASTER SOCIAL WORKER WHO ACCOMPANIES WHO, WHO IS ALSO IN THE VEHICLE.

THEY PROVIDE THE, UH, MENTAL HEALTH EVALUATION.

THE FIRST ONE LISTED HERE IS THAT THE, THAT OUR UNIT WOULD PROVIDE, UM, A COMPREHENSIVE ONSITE SERVICE SO THAT WE'D BE ABLE TO MOBILIZE AND ADDRESS, UM, THOSE IN CRISIS ON SITE.

SECONDLY, THAT WE WOULD BE ABLE TO, UM, PROVIDE A CONTINUUM OF CARE, UM, AND NEXT STEPS FOR THOSE IN CRISIS.

AND THEN THIRD, THAT WE WOULD BE ABLE TO, UM, ADDRESS AND REDIRECT INDIVIDUALS, UM, WHO ARE CHRONICALLY UTILIZING THE EMERGENCY 9 1 1 SYSTEM.

AND THEN LASTLY, THAT WE WOULD BE ABLE TO DISENGAGE OR AGAIN, REDIRECT, UM, FIRST RESPONDERS FROM ANSWERING THESE TYPES OF CALLS, UH, SO THAT WE COULD ENSURE THAT, YOU KNOW, THE RIGHT PROFESSIONALS ARE, UM, PROVIDING A RESPONSE AND ASSISTING THOSE IN CRISIS.

SO THERE ARE, WE HAVE A TOTAL OF 18 TEAMS, UM, CURRENTLY, UH, AND AGAIN, ALL OF THOSE CALLS ORIGINATE FROM THE NINE ONE ONE CALL CENTER.

UM, WE, AGAIN, HANDLE HIGH EMERGENT CALLS, UM, AND EACH, EACH TEAM DEPLOYS FROM A, A POLICE STATION.

WE HAVE SE SEVEN PRIMARY TEAMS, SO ONE ALLOCATED TO EACH, UH, POLICE DIVISION.

AND THEN DURING THE AFTERNOON HOURS, UM, WE HAVE, UH, NINE TEAMS DESIGNATED, UM, DURING THOSE HOURS, TWO OF THOSE TEAM, TWO OF THE NINE TEAMS ARE ROVING TEAMS. SO THEY ACT AS SUPPORT TEAMS. TWO ARE PRIMARY, UH, TEAMS. AND THEN WE HAVE TWO OVERNIGHT TEAMS, UH, PROVIDING, UH, CITYWIDE COVERAGE OVERNIGHT.

OKAY.

I'M GONNA GO THROUGH THE, THE WORKFLOW PROCESS.

UM, SO, UM, A CALL ORIGINATES TO THE NINE ONE ONE CALL CENTER.

UM, EITHER BY AN SOMEBODY CALLING THEMSELVES OR SOMEBODY CALLING ABOUT SOMEONE THEY'RE CONCERNED ABOUT.

UM, THE CALL TAKER TAKES THE CALL AND, UM, THEN ROUTES THE CALL IF THEY'RE ABLE TO, TO THE NINE ONE ONE CALL CENTER CLINICIAN TO DO SOME ADDITIONAL TRIAGE OR FIND OUT ADDITIONAL INFORMATION.

UM, THE CALL GOES TO DISPATCH AND THEY DETERMINE WHICH TEAM WOULD BE SEEING THAT PARTICULAR PERSON BASED OFF THE LOCATION.

UM, THE RIGHT CARE TEAM IS DISPATCHED TO THE SCENE.

UM, ONCE THEY'RE ON THE SCENE, UM, THE, WE HAVE A, A PARTICULAR PROTOCOL THAT WE FOLLOW THAT WE GO THROUGH.

UM, AND ONCE WE FOLLOW THIS PROTOCOL, THE BEHAVIORAL HEALTH CLINICIAN DOES AN ASSESSMENT, UM, PROVIDES RECOMMENDATIONS FOR TREATMENTS, AND THEN WE FOLLOW THROUGH WITH, UM, SECURING RESOURCES OR TRANSPORTATION.

AND THEN ULTIMATELY, UM, ARRANGING, UH, FOR FOLLOW-UP, UM, WITH THE PARTICULAR PERSON THAT WE SEE.

UM, THE, THE WAY THAT DALLAS IS A BIT DIFFERENT FROM OTHER, UM, TEAMS, UM, THERE'S, UH, WHAT RIGHTCARE IS BASED OFF OF IS, IS A MULTIDISCIPLINARY RESPONSE TEAM, WHICH MEANS THERE'S PEOPLE OF DIFFERENT DISCIPLINES THAT ARE RESPONDING TO A CRISIS.

SO SOME CITIES, YOU KNOW, ONLY HAVE LIKE, UM, A PARAMEDIC AND A SOCIAL WORKER, OR SOME OF THEM ONLY HAVE, UM, A POLICE OFFICER AND A SOCIAL WORKER.

UM, YOU KNOW, NOT EVERYBODY HAS THE ELEMENT OF HAVING SOMEBODY IN THE NINE ONE ONE CALL CENTER.

AND SO, UM, YOU KNOW, WE THOUGHT, WE FIND THAT WE DO THINGS VERY WELL HERE, AND THAT WE HAVE SOMEBODY IN THE CALL CENTER THAT WE HAVE THE THREE DIFFERENT SERVICE LINES THAT ARE ON OUR TEAMS, UM, AND THAT WE ENSURE THAT THERE'S SOME KIND OF FOLLOW UP COMPONENT AFTER THE CALLS.

UM, ASHLEY, ASHLEY, WOULD YOU LIKE TO TAKE THAT ONE? THIS IS, THIS IS ASHLEY'S AREA OF EXPERTISE.

SO WHEN A CALL COMES IN TO NINE ONE ONE, THE NINE ONE ONE CALL TAKER INITIALLY GETS ON THE CALL.

UM, AND THEN AT THAT POINT, THEY WILL MERGE US INTO THE CALL, UM, IF THEY'RE NEEDING, LIKE, MENTIONED BEFORE ADDITIONAL INFORMATION, OR MAYBE THEY'RE JUST NOT SURE WHAT TO DO BECAUSE THE INDIVIDUAL'S NOT GIVING A LOT OF INFORMATION.

UM, AND SO OUR CLINICIANS DO A COUPLE OF THINGS WITH, UM, VERBAL DEESCALATION ON THE PHONE.

IF THE INDIVIDUAL'S IN OUR CRISIS CRISIS IN THAT MOMENT, UM, OR IF, YOU KNOW, LET'S SAY THAT CALL DOESN'T REQUIRE A POLICE ELEMENT, UM, AND CAN BE HANDLED IN THE CALL CENTER BY THE NINE ONE ONE CLINICIAN.

UM, THEN WE WILL HANDLE THE CALL IN THE CALL CENTER, UM, OFFERING RESOURCES, CONNECTION TO SERVICES WITHOUT HAVING TO DIS DISPATCH A TEAM OUT.

UM, SO WE HAVE SOME DIFFERENT OPTIONS WITH THAT.

AND THEN ALSO CONNECTING INDIVIDUALS TO, UM, THE DIFFERENT SERVICE PROVIDERS THAT ARE WITHIN THE COMMUNITY.

WE HAVE WELL OVER 32 DIFFERENT PROVIDERS THAT OFFER MENTAL HEALTH AND SUBSTANCE ABUSE SERVICES, UM, THAT WE CAN ASSIST INDIVIDUALS WITH THAT CONNECTION TO THOSE SERVICES DIRECTLY FROM THE CALL CENTER OR FOLLOWING UP AFTER THE TEAM, UM, DISPATCHES AND MEETS WITH THEM.

I THOUGHT THAT THERE WAS ONE MORE SLIDE THAT WENT THROUGH OUR, OUR STANDARD, LIKE OUR OPERATING PROCESS ONCE WE WERE ON THE SCENE AT, THAT'S WHY I WAS A LITTLE BIT LESS SPECIFIC ABOUT THAT.

UM, SO THERE, THE PROCEDURE THAT WE GO THROUGH IT WAS THAT THE OFFICER IS THERE TO, UH, SECURE SCENE SAFETY, UM, AND ENSURE THAT THERE'S NOT ANY KIND OF, UM, THREAT TO THE SOCIAL WORKER AND TO THE PARAMEDIC.

SO, UM, WHILE THE OFFICER KIND OF CONTINUES TO MONITOR FOR SAFETY.

SO THERE ARE THREE, UH, BEHAVIORAL HEALTH CALL SIGNALS, ONE THE 46 C I T, UH, SIGNAL.

UM, THIS IS THE STANDARD BEHAVIORAL HEALTH CALL SIGNAL FOR OFFICERS, UM, PRIOR TO RIGHTCARE, UM, PRIOR TO RIGHTCARE, FOUR OFFICERS AND A SUPERVISOR WOULD BE DISPATCHED FOR THIS PARTICULAR CALL.

NOW WITH RIGHTCARE, UM, RIGHTCARE IS ACTUALLY ABLE TO ACT AS ONE OF THE ELEMENTS RESPONDING TO THE SCENE.

UM, AND SO, AND SPEAKING OF THE BENEFITS OF HAVING RIGHTCARE, UH, NOW THAT RIGHT RIGHTCARE IS ABLE TO DEPLOY WITH PATROL, UM, ONCE PATROL IS TYPICALLY ON SCENE, THEY WOULD NEUTRALIZE OR MAKE SURE THAT THE SCENE IS SECURE.

UM, AND THEN THIRD, WE HAVE 46 RC, WHICH IS SPECIFIC TO OUR UNIT FOR THIS CALL SENT SIGNAL.

UM, THIS WOULD BE A, A, A CALL WHERE THERE IS NO KNOWN THREAT NORE AGGRESSION.

UM, AND MOST OFTEN, IF NOT, THESE ARE CALLS WHERE MAYBE THE TEAM IS FAMILIAR WITH THE PERSON, UH, OR THEY'VE BEEN TO THE LOCATION MULTIPLE TIMES WITHIN THE SAME DAY.

UM, UH, ONE THING THAT I LIKE ABOUT THIS SLIDE IS THAT IT SHOWS THAT, UH, ABOUT ROUGHLY 50% OF ALL OF OUR CALLS ARE BEHAVIORAL HEALTH CALLS.

UM, THE OTHER 50% ARE TIMES WHERE THE CALL, WHERE THE TEAM IS BEING REQUESTED BY PATROL ON OTHER CALL SIGNALS.

UM, AND SO I THINK I LOVE THIS SLIDE BECAUSE IT SPEAKS TO THE DEMAND OF OUR UNIT.

WE'RE NOT JUST, UM, ANSWERING CALL BEHAVIORAL HEALTH CALLS, BUT WE'RE ABLE TO ASSIST, UH, WHEN, YOU KNOW, OTHER BEHAVIORAL HEALTH COMPONENTS COME UP IN OTHER SITUATIONS.

UM, THE NEXT SLIDE, THIS IS JUST, UH, UH, AN OVERVIEW OF SOME OUTCOMES FOR THIS FIRST QUARTER OF THE YEAR.

UM, WE ANSWER ROUGHLY BETWEEN, UH, A LITTLE WELL OVER A THOUSAND CALLS A MONTH.

UM, THIS PAST APRIL, WE ACTUALLY ANSWERED, UH, OVER 1200 CALLS.

UM, AND SO WE, WE SERVE ABOUT 700, UH, PATIENTS A MONTH.

AND ON AVERAGE, WE ARE ABLE TO DIVERT, UM, 24 INDIVIDUALS PER MONTH FROM JAIL.

UM, LAST YEAR THERE WERE OVER 20,000, UM, BEHAVIORAL HEALTH CALLS THAT CAME INTO THE NINE ONE ONE CALL CENTER.

THE RIGHT CARE UNIT ANSWERED 61.9% OF THOSE CALLS.

UM, I WILL NOTE THAT IN DECEMBER, WE LAUNCHED OUR FIRST OVERNIGHT TEAM.

UM, AND SO THIS PART ON THIS SIDE OF THE NEW YEAR, UH, 2023, WE HAVE, UM, CURRENTLY AT, AT THE 65% MARK.

RIGHT NOW, RIGHTCARE IS ANSWERING ABOUT 65% OF ALL BEHAVIORAL HEALTH CALLS.

UM, AND WE AS WE, UM, BEGIN TO, UH, YOU KNOW, IMPROVE THE, THE, THE UNIT LOOK FOR WAYS TO BE MORE EFFICIENT, UM, WORK ALONGSIDE OUR, UM, OUR, OUR OTHER ALTERNATIVE RESPONSE UNITS, CRISIS INTERVENTION, ANOTHER SUPPORTIVE UNIT THAT, UM, ASSISTS IN ANSWERING, UM, BEHAVIORAL HEALTH CALLS AND ASSIST IN PROVIDING FOLLOW UP.

WE ARE CERTAIN THAT WE WILL, UM, REACH OUR GOAL OF ANSWERING A, YOU KNOW, HIGHER PERCENTAGES IN THE FUTURE.

UM, HOW MANY PEOPLE ARE DIVERTED FROM A JAIL OR AN EMERGENCY DEPARTMENT CONNECTING PEOPLE TO MENTAL HEALTH CARE, OUTPATIENT CLINIC, UM, OR RESOURCES.

UM, HOW MANY ARE RECEIVING, FOLLOWED BY RIGHT CARE, UM, WHICH I SHOULD ADD, WE ALSO CAN DESIGNATE FOLLOW UP TO

OTHER GROUPS, UM, THAT DO FOLLOW UP WITHIN THE COMMUNITY, NOT, UM, THE C I T TEAM THAT TABITHA MENTIONED, AND SOME OTHER GROUPS THAT HELP CONNECT PEOPLE TO CARE IN THE COMMUNITY.

UM, AND THEN, UH, 19% ARE TAKEN TO THE HOSPITAL.

UM, SO ALSO WITH PARKLAND, UM, WE TRACK EMERGENCY DETENTION ARRIVALS.

SO AN EMERGENCY DETENTION IS, UM, WHEN AN OFFICER DOES AN APPREHENSION BY PEACE OFFICER WITHOUT WARRANT, THEY'RE TAKING SOMEBODY INVOLUNTARILY TO THE HOSPITAL OUT OF CONCERN FOR IMMINENT RISK OF HARM TO THE, THE PERSON'S, UM, SAFETY OR THE SAFETY OF OTHERS.

UM, AND PRIOR TO W RIGHTCARE STARTING, THERE WAS A VERY HIGH NUMBER OF, OF EMERGENCY DETENTION ARRIVALS TO PARKLAND BECAUSE, UM, WE WERE, UM, ESSENTIALLY THE ONLY FACILITY THAT HAD A PSYCHIATRIC EMERGENCY DEPARTMENT.

UM, AND SINCE RIGHTCARE, UM, BEGAN, THERE HAS BEEN A DECREASE IN EMERGENCY DETENTION ARRIVALS.

UM, THIS IS JUST TRACKING, UM, SINCE FISCAL YEAR 21, UM, UP UNTIL I THINK JANUARY OF FISCAL YEAR 23.

UM, BUT YOU CAN SEE THAT THERE'S A GRADUAL DECREASE IN EMERGENCY DETENTION ARRIVALS, ALMOST 27% DECREASE.

UM, WE DO ATTRIBUTE THAT TO RIGHT CARE, UH, UH, ANSWERING MORE CALLS IN OF THEMSELVES AND DETERMINING THAT AN EMERGENCY DETENTION TO A HOSPITAL IS NOT THE BEST COURSE OF ACTION.

ALSO, PROVIDING MORE EDUCATION TO, UM, POLICE DEPART, UH, THEIR, UM, POLICE OFFICERS ON SCENE, THAT THERE ARE, YOU KNOW, OTHER FACILITIES THAT MIGHT BE CLOSER AND MORE APPROPRIATE TO TAKE THAT PERSON TO.

OR, UM, YOU KNOW, DISENGAGING THEM FROM, UH, A CALL THAT, UM, IS BEHAVIORAL HEALTH RELATED, BUT THAT CAN BE MANAGED IN THE COMMUNITY.

UM, AND ALSO, UM, THIS IS NOT NECESSARILY RELATED TO RIGHT CARE, BUT WE, WE DO, UM, COMMUNICATE TO POLICE DEPARTMENTS THAT, UM, PARKLAND DOESN'T RECEIVE, UH, OR THAT ISN'T A, A HOSPITAL THAT HAS THE CAPACITY TO PROVIDE PEDIATRIC PSYCHIATRIC CARE.

AND SO WE PROVIDE EDUCATION THAT OF OTHER, UM, FACILITIES THAT ARE AVAILABLE TO HELP WITH THOSE THINGS.

UM, AND SO WE HAVE A WORKING RELATIONSHIP WITH, UH, MS. MCCLARY AND HAVE PRESENTED ACTUALLY TO THEIR COMMITTEE AS WELL, UM, UH, IN THE PAST.

AND THE REASON FOR ME ASKING THAT IS JUST FOR CLARITY, BECAUSE YOU MAY HAVE SOME INDIVIDUALS IN OUR COMMUNITIES THAT SAY, WELL, WHAT DOES THAT LOOK LIKE? HOW THEY WORK TOGETHER? EXPLAIN IT TO ME IN LAYMAN TERMS, EACH ONE OF THESE STEPS.

YEAH, SO I MEAN, WE WOULD SAY THE BEST WAY TO REACH RIGHTCARE IS TO CALL 9 1 1 IF YOU'RE EXPERIENCING AN EMERGENCY.

THAT'S, WE ARE DESIGNATED FOR THAT KIND OF EMERGENCY RESPONSE.

WE DON'T NECESSARILY DO ANY KIND OF CASE MANAGEMENT RESPONSE OR, UM, IF WE DO GET A LOT OF CALLS, NOT A LOT, BUT WE DO GET CALLS THAT ARE ROUTED FROM LIKE CITY COUNCIL OR FROM, UH, THE POLICE CHIEF'S OFFICE OR, UM, VARIOUS NEIGHBORHOOD ASSOCIATIONS WHERE THEY'RE LIKE, HEY, WE JUST HAVE GENERALLY THIS CONCERN ABOUT THIS PERSON.

CURRENTLY, UM, THE, UH, CALL CENTER CLINICIAN MAY RESPOND TO CALLS THAT ARE ROUTED TO THEM BY A NINE ONE ONE CALL TANKER THAT INVOLVE, UM, SOMEBODY THAT'S, UM, AN ADOLESCENT OR A CHILD AND WOULD PROVIDE, I GUESS, RECOMMENDATIONS IN THAT SETTING.

THEY MIGHT BE ABLE TO SEND OUT A MOBILE CRISIS OUTREACH TEAM, UM, BUT OTHERWISE IT WOULD BE PD THAT WOULD BE RESPONDING TO THOSE CALLS.

YEAH, IN THE FIELD IT'S GONNA BE, YOU KNOW, 18 AND ABOVE FOR THE RIGHT CARE TEAM.

BUT IN THE CALL CENTER, UM, WE HELP WITH ANY AGE.

SO IF AN INDIVIDUAL CALLS IN ABOUT THEIR CHILD OR EVEN THE CHILD THEMSELVES CALLS IN, A LOT OF TIMES OUR BEHAVIORAL HEALTH COMMISSION IS ADDED TO THAT CALL, UM, WHERE WE WILL GET OUR MOBILE CRISIS OUTREACH TEAM OUT, WHICH OPERATES TO BEHAVIORAL HEALTH CLINICIANS THAT GO IN TANDEM TO THE CALL, AND THEY'LL MEET PATROL ON SITE A LOT OF TIMES AND HELP FACILITATE IF IT IS AN INPATIENT REQUEST.

UM, THEN WE WILL HELP FACILITATE THAT TO ONE OF THE APPROPRIATE FACILITIES WITHIN THE DALLAS AREA.

THAT'S GONNA BE HICKORY TRAILS OR DALLAS BEHAVIORAL, OR IF THEY'RE FURTHER NORTH PERIMETER IN GARLAND.

AND SO, UM, THAT'S KIND OF THE, THE SHORT SUITE, UM, DESCRIPTION OF THE AGENDA.

IT'S, IT'S AN EMPLOYMENT BASED CIVIL RIGHTS LAW THAT WAS DESIGNED TO GET PEOPLE WITH DISABILITIES FROM BEING TAX USERS OR TAXPAYERS AND IN, UH, UH, TO BECOME TAXPAYERS AND, UM, GET JOBS AND, AND GET BACK INTO THE WORKFORCE.

SO THAT WAS THE BIG PUSH BEHIND IT FROM THE DISABLED POPULATION.

AND, UM, AS SUCH, THE FEDERAL GOVERNMENT HAS PUT TOGETHER, UM, A SERIES OF LAWS, BUT THEY HAD TO START SOMEWHERE.

AND THEY STARTED, UM, REALLY BACK IN 1968 WITH A LAW CALLED THE ARCHITECTURAL BARRIERS ACT.

THEN THEY DID THE REHABILITATION ACT, UM, THE FAIR HOUSING ACT, AND THEN THE A D A, THE AMERICANS WITH DISABILITIES ACT IN 1990.

THEN ON TOP OF THAT, EACH STATE HAS THE AUTHORITY TO EITHER ADOPT THE FEDERAL STANDARDS AS WRITTEN OR CREATE THEIR OWN.

SO TEXAS HAS THE TEXAS GOVERNMENT CODE AND THE TEXAS RESIDENTIAL CODE, AND THEN EVERY JURISDICTION CAN BE EVEN STRICTER IF THEY WANT TO.

SO THE FEDERAL GOVERNMENT SETS THE ABSOLUTE MINIMUM.

A STATE CAN BE STRICTER AND A MUNICIPALITY CAN BE EVEN STRICTER IF THEY CHOOSE TO BE.

NEXT SLIDE, SECTION 5 0 4 OF THE REHAB ACT, WHICH CAME OUT IN 1973, CALLS FOR COMPLIANCE WITH ALL PROGRAM SERVICES AND ACTIVITIES.

SO, UM, FOR INSTANCE, THE EMERGENCY 9 1 1 IS A PROGRAM, SIDEWALKS ARE PROGRAMS, ANY SERVICES THAT ARE OFFERED, UM, BY THE CITY TO PEOPLE, UM, WHICH IS DEFINED ON THE NEXT SLIDE, PLEASE.

SO, PROGRAMS ARE OPPORTUNITIES PROVIDED TO THE RESIDENTS OF DALLAS FOR EDUCATIONAL, RECREATIONAL, ARTISTIC, REGULATORY PURPOSES.

SERVICES ARE ACTIONS PROVIDED BY THE CITY TO THE, THE INDIVIDUALS OR THE RESIDENTS INTENDING TO IMPROVE THEIR QUALITY OF LIFE.

AND THAT CAN BE THINGS LIKE WATER SERVICE AND TRASH PICKUP AND THAT KIND OF THING.

AND THEN ACTIVITIES ARE, ARE THE EVENTS OR OPPORTUNITIES THAT ARE PROVIDED BY THE CITY FOR THE RESIDENTS, UM, AND VISITORS OF DALLAS, SUCH AS FESTIVALS AND CELEBRATIONS AND THINGS LIKE THAT.

ALL OF THOSE THAT ARE HOSTED BY THE CITY OF DALLAS FALL UNDER SECTION 5 0 4 OF THE REHABILITATION ACT, AND IT HAS A VERY SPECIFIC, UH, LIST OF REQUIREMENTS WHEN THE CITY IS RECEIVING FEDERAL FUNDING, UM, THAT IS GOING TO BE PART OF A PROGRAM, SERVICE, OR ACTIVITY.

SO WHEN THE CITY ADOPTS A BUILDING CODE, WHEN THE CITY ADOPTS, UM, UH, YOU KNOW, ORDINANCES AND THINGS LIKE THAT, THE CITY CAN ENFORCE WHAT IT HAS ADOPTED.

UM, BUT THEY ONLY HAVE AUTHORITY OVER, OVER THE FACILITIES THAT ARE OWNED BY THE CITY.

LIKE I SAID, THEY CAN'T, UM, PROVIDE ENFORCEMENT OVER THE TITLE THREE ENTITIES, FOR INSTANCE.

NOW, THE STATE LAW, THE TEXAS GOVERNMENT, UM, CODE, THAT'S A CONSTRUCTION LAW.

ONE OF THE DIFFERENCES IS WITH A CONSTRUCTION LAW, THERE'S NO REQUIREMENT TO DO ANYTHING UNTIL CONSTRUCTION ACTIVITY OCCURS.

THEN WHAT THAT SCOPE OF WORK IS DETERMINES WHAT ELSE HAS TO BE DONE TO BRING THAT FACILITY INTO COMPLIANCE.

SO THAT'S VERY DIFFERENT THAN THE A D A, WHICH IS A CIVIL RIGHTS LAW, AND IT HAS A CONTINUING OBLIGATION FOR BARRIER REMOVAL UNTIL ALL BARRIERS ARE REMOVED IN CERTAIN AREAS.

OKAY? SO THEY'RE TWO TOTALLY DIFFERENT LAWS, EVEN THOUGH THE STANDARDS ARE VERY MUCH THE SAME, THE LAWS THAT DRIVE THE STANDARDS ARE VERY, VERY DIFFERENT.

THEY ALSO, UM, JUST IN THE, THE LAST 10 YEARS OR SO, REALLY GOT INTO, UM, ENFORCING MEDICAL DIAGNOSTIC EQUIPMENT.

MOST EMERGENCY PLANS HAVE A SENTENCE IN IT SOMEWHERE THAT SAYS, AND WE'LL TAKE CARE OF PEOPLE WITH DISABILITIES, BUT WE HAVE TO REALLY WORK IT INTO, UH, THE EVACUATION PROCESS OR THE SHELTERING PROCESS IF PEOPLE ARE GONNA BE SHELTERING IN DALLAS, AS WELL AS INDIVIDUAL BUILDINGS.

UM, SO THE EMERGENCY PLANNING PROCESS, EMPLOYEE TRAINING, UM, ALL FORMS OF COMMUNICATION, EVERYTHING THAT IS PUT OUT BY THE CITY OF DALLAS NEEDS TO, UH, BE BOTH AUDIBLE AND VISUAL.

SO IF SOMEBODY CAN'T SEE OR SOMEBODY CAN'T HEAR, THEY'RE STILL RECEIVING THE SAME LEVEL OF COMMUNICATION AS EVERYBODY ELSE.

YOU MAY ASK IF IT'S OKAY TO PET THEM, BUT, UM, IT IS, IT IS AGAINST PROTOCOL TO PET A SERVICE ANIMAL, ESPECIALLY WHILE THEY'RE WORKING.

NOW, THE A D A MAKES A BIG DISTINCTION BETWEEN PSYCHIATRIC SERVICE ANIMALS AND EMOTIONAL SUPPORT ANIMALS.

FOR EXAMPLE, IF SOMEBODY HAS AN ANXIETY DISORDER AND THEY HAVE A DOG, AN EVALUATION OF WHETHER IT'S A SERVICE DOG OR AN EMOTIONAL SUPPORT DOG, WOULD DEPEND ON WHETHER THE DOG HAS BEEN TRAINED TO SENSE THAT AN ANXIETY ATTACK IS ABOUT TO HAPPEN AND TAKES SPECIFIC ACTION BECAUSE OF IT.

AND IF SO, THE DOG WOULD QUALIFY AS A SERVICE ANIMAL.

HOWEVER, IF THE DOG'S NEAR PRESENCE JUST MAKES THEM FEEL BETTER, UM, THEN THAT'S A COMFORT ANIMAL, AND THAT WOULD NOT BE CONSIDERED A SERVICE ANIMAL UNDER THE A D A.

IN OTHER WORDS, YOU'RE NOT REQUIRED TO ALLOW COMFORT ANIMALS INTO, UM, ALL OF YOUR FACILITIES.

PEOPLE WILL SHOW UP WITH ALL KINDS OF THINGS, BIRDS AND IGUANAS AND BOA CONSTRICTORS AROUND THEIR NECK AND PEACOCKS, AND, YOU KNOW, ALL OF THOSE KINDS OF THINGS, UM, ARE NOT CONSIDERED SERVICE ANIMALS AND THEREFORE ARE NOT REQUIRED, UM, TO BE ALLOWED INTO, UM, FACILITIES THAT ARE, UM, OWNED OR OPERATED BY THE THE CITY.

WE WANNA MAKE SURE THERE'S A PROCESS IN PLACE TO GET THERAPEUTIC OXYGEN SHOULD PEOPLE NEED IT.

WE NEED TO MAKE SURE THAT THERE'S A PLACE IN, IN, UM, FOR, UH, SERVICE ANIMALS TO RELIEVE THEMSELVES.

THAT THAT'S SOMETHING THAT IS THOUGHT OF AS PART OF A SHELTERING, UM, TYPE OF, OF SITUATION.

YOU'VE GOT THE FAIR HOUSING ACT INVOLVED.

YOU'VE GOT THE TEXAS STATE LAW INVOLVED.

YOU'VE GOT A D A INVOLVED.

THEN BECAUSE OF, UM, THE FEDERAL FUNDS THAT GO TO THE SCHOOL, YOU COULD ALSO HAVE SECTION 5 0 4 INVOLVED, WHICH BRINGS IN ANSI.

UM, AND THEN YOU CAN HAVE A LOCAL LAW THAT'S INVOLVED.

SOME CITIES LIKE THE CITY OF AUSTIN, IF YOU WANNA USE ANY CITY OF AUSTIN MONEY, THEN YOU HAVE TO HAVE 10% OF THE ROOMS ACCESSIBLE INSTEAD OF JUST 5%.

AND SO, YOU KNOW, EACH, EACH GOVERNMENTAL ENTITY RUNS THEIR OWN GOVERNMENT.

THEY DON'T RUN THE FEDERAL GOVERNMENT, BUT THE FEDERAL GOVERNMENT SETS THE BARE MINIMUM, AND EVERYBODY HAS TO COMPLY WITH THAT.

BUT IF THEY DON'T, AND SOMEBODY GETS SUED, IT'S GONNA GO THROUGH THE FEDERAL COURTS.

MAY IS ALSO A L S AWARENESS MONTH.

THE ATROPIC LATERAL SCOLIOSIS, ALSO KNOWN AS MO RIG DISEASE, IS A PROGRESSIVE DISEASE IN WHICH A PERSON'S BRAIN LOSES CONNECTION WITH THE MUSCLES, SLOWLY TAKING AWAY THEIR ABILITY TO WALK, TALK, EAT, AND EVENTUALLY BREATHE.

ACCORDING TO THE TEXAS CHAPTER OF THE A L S ASSOCIATION, FIVE OUT OF EVERY 100,000 PEOPLE ARE DIAGNOSED WITH A L S EVERY YEAR.

FINALLY, WE WANT TO BRING AWARENESS TO ASTHMA AND ALLERGY AWARENESS MONTH ABOUT ONE IN 13 PEOPLE IN THE UNITED STATES IS LIVING WITH ASTHMA.

I AM ONE OF THOSE 13.

IT IS A LONG-TERM CONDITION THAT AFFECTS BREATHING ACCORDING TO THE NATIONAL HEART, LUNG, AND BLOOD INSTITUTE.

ASTHMA SUFFERERS LIKE MYSELF, ARE OFTEN IMPACTED BY AIR QUALITY, FOOD ALLERGIES, AND OTHER COMMON SUBSTANCES.

UH, WHILE THERE IS NO CURE FOR ASTHMA, THE NATIONAL CENTER OF HEALTH STATISTICS ENCOURAGES THOSE WITH ASTHMA TO REVIEW, UM, THEIR PLANS IN PLACE FOR THEIR PHYSICIAN.

I DID FEEL TO MENTION ONE THING, UM, WE DO HAVE A VENDOR LIST.

UM, ALL MEMBERS SHALL BE APPOINTED FOR A TERM TO EXPIRE JUNE 14TH, 2023.

AND SO EACH OF YOU, BECAUSE THIS WAS A NEW COMMISSION WHEN YOU WERE APPOINTED, THEY DID NOT KNOW HOW LONG IT WOULD TAKE TO GET US FULLY STOPPED, UM, AND FULLY, UM, TO HAVE ALL OF OUR COMMISSION SEATS FILLED.

SO THEY SAID IT SUCH THAT THE FIRST YEAR OR THE FIRST TIME EVERYONE'S SEATS WOULD EXPIRE, UM, JUNE 14TH BECAUSE OF THOSE EXPIRATIONS.
