MY NAME IS CARLOS EVANS, DIRECTOR OF THE OFFICE OF ENVIRONMENTAL QUALITY AND SUSTAINABILITY.

AND WE HAVE AMANI ABU HIJLEH, BROWNFIELD PROGRAM COORDINATOR, TO BRIEF US TODAY.

SO WHY ARE WE HERE TODAY? WE'RE GOING TO PROVIDE A BRIEF UPDATE ON THE NEW BROWNFIELD REVITALIZATION PROGRAM.

AS YOU KNOW, PERIODICALLY THE CITY HAS APPLIED FOR EPA BROWNFIELD GRANTS, BUT COUNCIL HAS EMPHASIZED AND BUDGETED FOR THE NEED TO CLEAN UP AND REVITALIZE OUR PROPERTIES, OUR COMMUNITIES, PARTICULARLY OUR COMMUNITIES IN HISTORICALLY DISADVANTAGED COMMUNITIES.

AND AND THEY HAVE COUNCIL HAS EMPHASIZED THE NEED FOR A MORE ROBUST BROWNFIELD PROGRAM.

SO THAT'S WHY WE'RE HERE TODAY TO BRIEF YOU ON THE DEVELOPMENT OF THAT PROGRAM.

SO WITH THAT, I'LL LET NGOZI TAKE IT AWAY.

I'M THE BROWNFIELD PROGRAM MANAGER.

NEXT. TODAY, WE'LL BE PRESENTING TO YOU INFORMATION ABOUT THE CITY OF DALLAS BROWNFIELD PROGRAM.

OUR PRESENTATION OVERVIEW INCLUDES INTRODUCTION OF THE PROGRAM.

WHAT IS A BROWNFIELD BROWNFIELD PROGRAMS CURRENTLY AVAILABLE PROGRAM ACCOMPLISHMENTS, AND LAST BUT NOT LEAST, QUESTIONS.

AND IN MAY 2023, WE RECEIVED AN EPA BROWNFIELD GRANT AWARD TOTALING $1.5 MILLION.

$1 MILLION OF THIS AWARD WAS FOR REVOLVING LOAN FUND GRANT.

500,000 OF THIS AWARD WAS FOR COMMUNITY WIDE ASSESSMENT GRANT.

THE REVOLVING LOAN FUND GRANT ALLOWS US TO CLEAN UP CONTAMINATED BROWNFIELD SITES.

THE COMMUNITY WIDE ASSESSMENT GRANT ALLOWS US TO ASSESS CONTAMINATED BROWNFIELD SITES.

THE GRANT IMPLEMENTATION STARTS OCTOBER 20TH, 23.

THESE GRANTS ARE MANAGED AND IMPLEMENTED IN COOPERATION WITH EPA NEXT.

YOU'VE PROBABLY SEEN THIS BUILDING.

THIS IS THE AMERICAN AIRLINES CENTER.

THE AMERICAN AIRLINES CENTER IS ACTUALLY A FORMER BROWNFIELD SITE.

SO YOU'RE WONDERING WHAT IS A BROWNFIELD? A BROWNFIELD IS A PROPERTY.

THE EXPANSION, REDEVELOPMENT OR REUSE OF MAY BE COMPLICATED BY THE PRESENCE OR PERCEIVED PRESENCE OF A POTENTIAL ENVIRONMENTAL CONTAMINATION.

IT COULD BE IN THE FORM OF A HAZARDOUS SUBSTANCE POLLUTANT OR ANY OTHER CONTAMINANTS.

IT IS ESTIMATED BY THE EPA THAT WE HAVE 450,000 BROWNFIELDS IN THE UNITED STATES.

WHAT IS A BROWNFIELD SIDE LOOK LIKE? USUALLY BROWNFIELD SITES ARE FOUND IN FORMER RAIL YARDS, OLD WAREHOUSES, VACANT LOTS, FORMER GAS STATIONS, FORMER INDUSTRIAL SITES AND FORMER DRY, CLEAN, DRY, CLEANER SITES.

WHAT ARE THE KEY STEPS INVOLVED IN BROWNFIELD REDEVELOPMENT? BROWNFIELD REDEVELOPMENT USUALLY STARTS WITH SITE ASSESSMENT, WHICH BEGINS WITH A PHASE ONE ENVIRONMENTAL SITE ASSESSMENT, FOLLOWED BY A PHASE TWO IF IF NECESSARY.

AFTER THAT, AN ANALYSIS OF BROWNFIELD CLEANUP ALTERNATIVES IS CONDUCTED AND THEN A REMEDIAL ACTION PLAN IS FOLLOWED. THE NEXT WILL BE SITE CLEANUP ACTIVITIES BASED ON THE RESULTS OF THE PLAN.

THEN AT THIS POINT, THE DEVELOPER CAN CHOOSE TO TAKE NO FURTHER ACTION AFTER THE SITE IS CLEANED UP OR THEY CAN FOLLOW UP WITH SITE REDEVELOPMENT. NEXT.

THE EPA PROVIDES DIFFERENT TYPES OF BROWNFIELD FUNDING OPPORTUNITIES.

THEY INCLUDE ASSESSMENT GRANTS, WHICH WE CURRENTLY HAVE MULTI-PURPOSE GRANTS, WHICH COMBINES BOTH CLEANUP FUNDS AND ASSESSMENT FUNDS. REVOLVING LOAN FUND GRANTS, WHICH WE CURRENTLY HAVE.

CLEAN UP GRANTS.

JOB TRAINING GRANTS.

TECHNICAL ASSISTANCE GRANTS AND COOPERATIVE AGREEMENT GRANTS.

THANKS. OUR PROGRAM MISSION IS TO ADDRESS ENVIRONMENTAL OBSTACLES THAT CAN HINDER REVITALIZATION OF THE COMMUNITY, ESPECIALLY IN CORE NEIGHBORHOODS.

WE WANT TO DRIVE SUSTAINABLE ECONOMIC GROWTH TO ENSURE SAFE, CLEAN ENVIRONMENT AND IMPROVE THE QUALITY OF LIFE FOR DALLAS RESIDENTS, PARTICULARLY IN HISTORICALLY DISADVANTAGED COMMUNITIES.

OUR PROGRAM OBJECTIVES INCLUDE SITE CLEANUP AND ASSESSMENT.

AND WHILE WE CLEAN UP AND ASSESS THE SITES, WE WILL TAKE INTO CONSIDERATION ENVIRONMENTAL JUSTICE, SUSTAINABILITY, COMMUNITY ENGAGEMENT WITH INTERNAL AND EXTERNAL STAKEHOLDERS, REVITALIZATION, REDEVELOPMENT, AND LAST BUT NOT LEAST, BROWNFIELD INVENTORY. OUR CURRENT PROGRAMS INCLUDE THE REVOLVING LOAN FUND GRANT ISSUED TO US IN THE FISCAL YEAR 2023 COMMUNITY WIDE ASSESSMENT GRANT ISSUED TO US AGAIN IN 2023.

A COALITION ASSESSMENT GRANT, WHICH THE CITY WAS AWARDED IN 2020 AND WAS CLOSED OUT THIS YEAR IN 2023.

AND LAST BUT NOT LEAST, ENVIRONMENTAL JUSTICE COMMUNITY REVITALIZATION FUNDS, WHICH COMES WITH INTERNAL CITY FUNDS.

NEXT, THE TARGET AND GEOGRAPHIC BOUNDARIES THAT WE WORK WITH INCLUDE THE JEFFREY MEYERS AREA, THE MLK CORRIDOR, THE FAIR PARK SOUTH DALLAS AREA, INCLUDING AREAS LIKE FOREST FORWARD AREAS AND PHILLIPS AREA AND FAIR PARK. WE ALSO HAVE JOB SITES INSIDE THE GEOGRAPHIC BOUNDARY.

NEXT, OUR PROGRAM LAYOUT IS AS FOLLOWS WE HAVE THE REVOLVING LOAN FUND GRANT, WHICH IS DESIGNED TO PROVIDE LOANS AND SUB GRANTS.

AND THEN WE HAVE THE COMMUNITY WIDE ASSESSMENT GRANT, WHICH PROVIDES FUNDING FOR SITE ASSESSMENT.

AND LAST BUT NOT LEAST, WE HAVE THE CBEJ FUND, WHICH PROVIDES FUNDING FOR SITES THAT MAY HAVE MAY NOT HAVE BEEN ELIGIBLE FOR EITHER ONE OF THE GRANTS.

AGAIN, IN EACH ONE OF THESE PROGRAMS, WE HAVE AN EDUCATIONAL OUTREACH COMPONENT THAT PROVIDES A TARGETED EDUCATIONAL OUTREACH TO ALL APPLICANTS AND INTERNAL AND EXTERNAL STAKEHOLDERS WHO CAN APPLY FOR THESE GRANTS.

THESE GRANTS CAN BE APPLIED FOR BY DEVELOPERS, NONPROFITS AND MUNICIPALITIES SUCH AS THE CITY OF DALLAS.

THE FUNDING PARTNERS FOR THE PROGRAM INCLUDE EPA, MOSTLY THAT COVER ALL THE GRANTS AND THE CITY OF DALLAS, WHICH COVERS THE EDGE FUND.

NEXT. THE AWARD PROCESS IS AS FOLLOWS.

THE SITE APPLICATION USUALLY STARTS WITH A PRE APPLICATION WHERE WE LOOK AT THE ENVIRONMENTAL DATA AND THAT INFORMATION IS SENT TO EPA FOR FEEDBACK AND PROPERTY ELIGIBILITY DETERMINATION.

THEN THE APPLICATION PROCESS IS EVALUATED WITH FEEDBACK FROM INTERNAL AND EXTERNAL STAKEHOLDERS.

AND THEN A EXCUSE ME, A PROJECT JUSTIFICATION REVIEW IS CONDUCTED AGAIN WITH INTERNAL AND EXTERNAL STAKEHOLDERS, AND THEN PROJECT APPROVAL WILL BE THE NEXT.

ONCE THE PROJECT IS APPROVED, IF IT IS A SUB GRANT USUALLY GOES TO THE TERMS AND AGREEMENT STAGE.

IF IT IS A LOAN, IT GOES NEXT TO UNDERWRITING STAGE.

NEXT PAGE. SO FOR A LOAN, IT GOES NEXT TO UNDERWRITING SERVICES.

AFTER THAT, UNDERWRITING SERVICES IS COMPLETED, THERE IS A FINAL PROJECT DETERMINATION FOR APPROVAL.

AND THEN AFTER THAT, THE LOAN TERMS AND AGREEMENT ARE AGREED UPON AND EXECUTED BY THE CITY AND THE APPLICANT FOR A SUB GRANT.

ONCE THE SITE IS APPROVED, THE TERMS AND AGREEMENT ARE ALSO AGREED UPON AND EXECUTED.

THEN THE FINAL NEXT STEP OR THE NEXT STEP TO FOLLOW WILL BE THE PROJECT COMMENCEMENT.

NEXT FOR SITE ASSESSMENT.

THE ELIGIBILITY AND APPROVAL PROCESS IS AS FOLLOWS.

IT STARTS WITH A SITE NOMINATION FORM, WHICH IS USUALLY COMPLETED BY THE SITE OWNER OR A REPRESENTATIVE.

THEN THE SITE IS PRIORITIZED FOR GRANT FUNDING, THEN ELIGIBILITY DETERMINATION IS SUBMITTED AND PERFORMED BY THE EPA AND T-C-E-Q.

IF IT'S A PETROLEUM SITE, ONCE THE SITE IS APPROVED BY THE EPA, THE NEXT STEP WILL BE SIGNING AN ACCESS AGREEMENT WITH THE SITE OWNER TO ALLOW US TO ENTER THAT SITE AND CONDUCT ASSESSMENT.

AND LAST BUT NOT LEAST, WOULD BE THE ASSESSMENT OF THE SITE.

NEXT. AGAIN, THE PROGRAM THAT WE HAVE CURRENTLY FOR THE FY 2023 FISCAL YEAR STARTS THIS MONTH, OCTOBER IN OCTOBER.

NEXT. OUR PROGRAM INVOLVES A LOT OF COMMUNITY OUTREACH.

WE'VE DONE OUTREACH IN THE JEFFREY MYERS AREA.

WE'VE DONE OUTREACH WITH THE HISPANIC CHAMBER OF COMMERCE, SOUTH DALLAS FAIR PARK AREA, MLK CORRIDOR, THE DALLAS BLACK CHAMBER OF COMMERCE, SAM PHILLIPS COMMUNITY SCHOOL.

WE ALSO HAVE A BROWNFIELD ADVISORY COMMITTEE WHICH IS MADE UP OF SOME OF THESE MEMBERS.

AND ALSO WE CONTINUE TO DO OUTREACH WITH TREC, THAT'S A REAL ESTATE COUNCIL AND WE RECENTLY RECEIVED SOME SUPPORT FROM GROUNDWORKS USA, WHICH IS AN EPA SUPPORTED ORGANIZATION THAT PROVIDES TECHNICAL OUTREACH TO EPA GRANTEES.

NEXT. WE HAVE PROPOSED EDUCATIONAL TRAINING PROGRAM UNDER THE BROWNFIELD PROGRAM.

THESE PROGRAMS INCLUDE DUE DILIGENCE TRAINING, REAL ESTATE SITE LIABILITY TRAINING AND SITE IDENTIFICATION TRAINING.

THE TRAINING WILL BE TARGETING DEVELOPERS, MINORITY AND WOMEN OWNED BUSINESSES, CHAMBER OF COMMERCE AND COMMUNITY REPRESENTATIVES.

SOME PROGRAM ACCOMPLISHMENTS FROM THE FY 2020 COALITION ASSESSMENT GRANT INCLUDE THE FOLLOWING.

NEXT. WE CONDUCTED PHASE ONE AND PHASE TWO SITE ASSESSMENT AT COMMUNITY PARK AT FAIR PARK.

THIS IS ALSO A SITE OWNED BY THE CITY OF DALLAS.

NEXT. WE ALSO CONDUCTED A PHASE ONE ENVIRONMENTAL SITE ASSESSMENT AND REGULATED BUILDING MATERIALS SURVEY AT MELISSA PEIRCE PROJECT SITE.

THIS IS IN JP AND THIS SITE WAS DONATED TO THE COMMUNITY BY A FORMER SLAVE.

NEXT. IN THE JEFFREY MEYERS NEIGHBORHOOD, WE CONDUCTED 27 ENVIRONMENTAL SCREENINGS.

NEXT. IN THE FOREST THEATER NEIGHBORHOOD, WE CONDUCTED PHASE TWO ENVIRONMENTAL SITE ASSESSMENT.

PHASE TWO ENVIRONMENTAL SITE ASSESSMENT.

SOME OF THE SITES ARE ALSO OWNED BY THE CITY OF DALLAS.

WE COMPLETED PHASE ONE, PHASE TWO, ENVIRONMENTAL SITE ASSESSMENT AND SOME PHASE ONE TO NEXT.

IN THE METRO.

IN THE MLK PIANO GOLD AREA, WE ALSO COMPLETED PHASE ONE ENVIRONMENTAL SITE ASSESSMENT NEXT.

OUR PROGRAM ACCOMPLISHMENTS UNDER THE FY 20 COMMUNITY WIDE COALITION ASSESSMENT GRANT INCLUDE WE HAD 11 PROJECT SITES NOMINATED AND WE COMPLETED OUR ASSESSMENT ACTIVITY ACTIVITIES IN AT LEAST EIGHT OF THOSE SITES.

WE COMPLETED AT LEAST 40 EPA PROPERTY ELIGIBILITY DETERMINATION.

WE FORMED A BROWNFIELD ADVISORY COUNCIL, THE FIRST ONE, AND COALITION PARTNERS WERE PART OF THAT, AND WE CONDUCTED AT LEAST FOUR MEETINGS UNDER THAT ADVISORY COMMITTEE.

WITH THE SUCCESS THAT WE HAD UNDER THE FY 2020 GRANT, EPA AWARDED US 1.5 MILLION INCHES 2023 TO CONTINUE TO ASSESS AND CLEAN

UP SITES IN CORE DALLAS NEIGHBORHOODS.

NEXT. OUR NEXT STEPS INCLUDE RECEIVING EPA COOPERATIVE AGREEMENT AWARD, WHICH COMES FOR EACH GRANT.

WE ALREADY RECEIVED THE ONE FOR ASSESSMENT.

WE ARE EXPECTING THE ONE FOR OUR CLEAN UP VERY SOON.

ALSO, AN EIS AND RESOLUTION WILL BE GOING TO COUNCIL BY THE END OF OCTOBER.

WE ARE ALSO CURRENTLY ACCEPTING AND SOLICITING NOMINATIONS FOR BOTH CLEANUP AND ASSESSMENT.

WE ALSO ARE GOING TO BE STARTING OUR BROWNFIELD ADVISORY COMMITTEE QUARTERLY MEETINGS AND OF COURSE ALL THIS TIES BACK INTO THE PROGRAM IMPLEMENTATION.

NEXT. HOW CAN ANYONE GET INVOLVED? IF YOU HAVE ANY SITES IN MIND THAT YOU THINK CAN BENEFIT FROM THIS PROGRAM, PLEASE SHARE THAT INFORMATION WITH US. AND AS YOU THINK OF THIS, SITES THINK OF THE OWNERSHIP THAT COULD BE INVOLVED IN THIS SITE, THE TYPE OF ENVIRONMENTAL CONTAMINATION, THE LIABILITY THAT COULD BE INVOLVED AND THE PROJECT TIMELINE AND MOST IMPORTANTLY, THE COMMUNITY INTEREST, BECAUSE WE WANT TO MAKE SURE THAT WE ARE TAKING INTO CONSIDERATION COMMUNITY FEEDBACK AT EACH SITE.

IN THESE AREAS. WE STILL HAVE AREAS IN OTHER PARTS THAT HAVE BEEN IMPACTED.

AND SO JUST CURIOUS TO SEE IF THERE'S ANY EFFORTS TO DO ANY REMEDIATION IN OTHER PARTS OF THE OF THE CITY? YES, THE LOCATION OF THE ASSESSMENTS HAS BEEN TIED TO THE GRANT APPLICATIONS THAT WE SUBMITTED TO EPA.

BUT MOVING FORWARD, WE DO HAVE FLEXIBILITY TO FOCUS ON OTHER AREAS BECAUSE WE'RE TAKING ADVANTAGE OF NOT JUST EPA, BROWNFIELD, BROWNFIELD GRANT DOLLARS.

WE'RE ALSO TAKING ADVANTAGE OF THE $1.5 MILLION THAT THE CITY COUNCIL APPROVED.

SO THAT PROVIDES US WITH SOME FLEXIBILITY AS WELL AS THE FUNDING HAS SOME FLEXIBILITY AS WELL.

AND I'LL LET THE TEAM SPEAK TO THAT.

WE WE DO PLAN ON EXPANDING THE SITES.

THAT'S WHY WE TRY TO INCLUDE AS MANY COMMUNITY LEADERS AND MEMBERS AS PART OF OUR BROWNFIELD ADVISORY COMMITTEE.

AND AS CARLOS SAID, WITH THE INTERNAL IG FUNDS, WE HAVE MORE FLEXIBILITY TO GO OUTSIDE THE TARGET AREA.

BUT EVEN UNDER THE EPA GRANT, AS LONG AS THE SITE IS WITHIN THE GEOGRAPHIC BOUNDARY, WE CAN PROVIDE FUNDING FOR THAT.

AND SO THAT'S WHY WE WENT AHEAD AND APPLIED FOR THE GRANT, WHICH PROVIDES US WITH CLEANUP FUNDS.

SO SOME OF THOSE SITES ARE ALSO PART OF WERE MENTIONED IN OUR BROWNFIELD APPLICATION.

SO SOME OF THOSE SITES CAN ALSO BE NOMINATED TO TAKE ADVANTAGE OF THE CLEANUP FUNDS THAT WE HAVE.

BUT OF COURSE, IT'S DEPENDENT ON THE SITE OWNER AS TO WHICH APPROACH THEY WANT TO TAKE.

BUT WE HOPE TO BE ABLE TO PROVIDE SOME FUNDING FOR SOME OF THOSE SITES UNDER THE CURRENT GRANTS THAT WE HAVE.

SO WHAT WE HAVE AT FAIR PARK IS A CONGLOMERATION OF LARGE BUILDINGS THAT CAN HOST LARGE EVENTS.

SO IT'S IMPORTANT FOR US TO ALWAYS REMEMBER THAT AND THINK ABOUT IT WHEN WE'RE TRYING TO MAKE FUNDING DECISIONS FOR THE FUTURE OF FAIR PARK.

NEXT SLIDE. SO WE HAVE ABOUT 600 MILLION IN CRITICAL IMPROVEMENTS THAT ARE NEEDED AT THE FACILITY.

THAT IS, THAT NUMBER IS DERIVED FROM A COUPLE OF RECENT STUDIES, THE 2020 FAIR PARK MASTER PLAN AND THE AECOM STUDY THAT WAS COMMISSIONED A FEW YEARS PRIOR TO THAT.

IT'S IMPORTANT TO ESTABLISH FUNDING STREAMS THAT ARE CONSISTENT AND RELIABLE BECAUSE WE KNOW THE WAY WE'VE DONE IT IN THE PAST, WHICH IS FUNDING FAIR PARK THROUGH GENERAL

OBLIGATION BOND PROGRAMS. THAT'S SOMETIMES THERE'S AN APPETITE TO FUND FAIR PARK, SOMETIMES THERE'S NOT.

SOMETIMES THESE BOND PROGRAMS OCCUR EVERY FIVE YEARS, SOMETIMES THEY OCCUR EVERY TEN YEARS.

WHAT'S IMPORTANT FOR FAIR PARK IS TO ESTABLISH A RELIABLE FUNDING MECHANISM.

AND THEN LAST, WE JUST REALLY NEED TO THINK AN OUTSIDE THE BOX STRATEGY BECAUSE FAIR PARK IS UNIQUE AND WE NEED TO TAILOR A MODEL THAT WORKS FOR FAIR PARK.

NEXT SLIDE. SO WE HAVE A FEW ELEMENTS OF A PLAN THAT WE WOULD LIKE TO PRESENT TODAY.

THE FIRST IS AN ELEMENT THAT WE'RE ALL FAMILIAR WITH, WHICH IS BRIMER.

EVERYONE REMEMBERS THAT THERE WAS A SUCCESSFUL PROPOSITION, A REFERENDUM THAT WAS PASSED THAT SHOULD GENERATE 300 MILLION OVER 30 YEARS TO THE CAMPUS. WE ALSO KNOW THAT ONLY SIX BUILDINGS CAN BE FUNDED THROUGH THAT MECHANISM THAT ARE LISTED THERE ON THE SLIDE.

NEXT SLIDE. THE SECOND ELEMENT OF THE PLAN IS WHAT WE'RE CALLING THE FAIR PARK CAPITAL IMPROVEMENT FUND.

AND WHAT WE'RE PROPOSING HERE IS A CONCEPT THAT ADDS A SURCHARGE TO PAID ADMISSIONS TO THE CAMPUS.

BUT IT'S IMPORTANT TO POINT OUT IF THINGS ARE FREE TO DO ON THE CAMPUS, THEY'LL REMAIN FREE.

AND AS FAR AS ORDER OF MAGNITUDE, IF WE WERE TO GO WITH A $2 SURCHARGE, WE BELIEVE WE COULD GENERATE $240 MILLION OVER 30 YEARS. THAT'S BECAUSE WE HAVE APPROXIMATELY 4 MILLION ANNUAL CURRENT VISITORS AT $2 A TICKET EQUALS $8 MILLION PER YEAR TIMES 30 EQUALS $240 MILLION.

THE OTHER THING WE'D LIKE TO POINT OUT IS IF WE'RE SUCCESSFUL AND IF THIS FUNDING STREAM TURNS INTO A REALLY VIABLE WAY TO MAKE MEANINGFUL IMPROVEMENTS, WE WOULD ALSO LIKE TO REMEMBER THE COMMUNITY.

WE WOULD LIKE TO BE ABLE TO SET ASIDE SOME PORTION OF THAT REVENUE STREAM TO DO SOMETHING THAT IMPROVES THE SURROUNDING COMMUNITY, PERHAPS BETTERS THE ACCESS FROM THE COMMUNITY INTO THE PARK AS A AS A POTENTIAL IDEA.

IN THE LAST ELEMENT OF THE OF THE APPROACH IS JUST GENERICALLY OTHER FUNDING SOURCES.

SO WE CURRENTLY GET STATE FAIR NET EXCESS REVENUES EVERY YEAR OVER 30 YEARS.

WE'RE PREDICTING WE COULD GET $75 MILLION FROM THAT SOURCE.

AND WHAT THAT IS, IS EVERY SINGLE YEAR AT THE FAIR WHEN THEY HAVE A SUCCESSFUL FAIR, IF THERE ARE EXCESS REVENUES AFTER FUNDING THEIR CAPITAL RESERVES AND MAKING IMPROVEMENTS TO BENEFIT THE FAIR, THE CITY GETS THOSE EXCESS REVENUES.

WE'RE ALSO WE ALSO BELIEVE THAT WE WILL GET INCREASED ATTENDANCE WITH THESE IMPROVED FACILITIES.

AND THEN THE LAST PIECE OF OTHER FUNDING SOURCES IS WE EXPECT TO GET SPONSORSHIPS, FUNDRAISING AND NAMING RIGHTS.

SO WHEN YOU ADD ALL THOSE THINGS UP BETWEEN THE BRYMER, THE FAIR PARK CAPITAL IMPROVEMENT FUND AND THE OTHER FUNDING SOURCES, WE BELIEVE THAT WE COULD GENERATE $645 MILLION PLUS OVER 30 YEARS FROM THE CAMPUS, WHICH MORE WHICH SHOULD MORE THAN EQUAL AND EXCEED THE IDENTIFIED NEEDS ON THE CAMPUS OF $600 MILLION. NEXT SLIDE.

SO HOW WOULD WE DO THIS? IF WE CAN PUT ALL THIS TOGETHER? WE WOULD PROPOSE TO ISSUE CERTIFICATES OF OBLIGATION.

SO THE CITY IS GOING TO ISSUE BREIMER BACKED DEBT VERY, VERY SOON.

WE KNOW THAT WE WILL GET APPROXIMATELY 75 MILLION FROM THAT FUNDING SOURCE.

IF WE CAN LEVERAGE THESE OTHER FUNDING SOURCES, WE BELIEVE THAT WE CAN ISSUE BETWEEN ANOTHER 100 AND 125 MILLION THROUGH CERTIFICATES OF OBLIGATION.

SO THE TOTAL FUNDING AVAILABLE OVER THE NEXT TEN YEARS ON THE CAMPUS COULD BE 175 TO $200 MILLION.

NEXT SLIDE. SO IF WE CAN PUT THAT AMOUNT OF MONEY TOGETHER, THIS IS HOW WE PROPOSE WE WOULD SPEND IT AS A AS AN ELEMENT OF PHASE ONE.

THE FACILITIES THAT ARE MOST URGENTLY NEEDED TO BE IMPROVED ARE THE ONES THAT AFFECT ATTENDANCE, REVENUE AND SUPPORT THE EXISTING CAMPUS PARTNERS.

YOU KNOW, THE COTTON BOWL IS AN INCREDIBLY IMPORTANT FACILITY IN THE FUTURE OF FAIR PARK AS WELL AS THE CITY OF DALLAS.

IT CONTRIBUTES WHEN IT IS ACTIVE, A TREMENDOUS ECONOMIC BENEFIT TO THE CITY AND GENERATES A SUBSTANTIAL AMOUNT OF TAXES FOR THE LOCAL, COUNTY AND STATE GOVERNMENTS. ULTIMATELY, WE NEED TO MAKE CRITICAL INVESTMENTS IN THIS FACILITY BECAUSE IT HAS THE GREATEST ABILITY TO BRING THE LARGEST NUMBER OF PEOPLE, PARTICULARLY FROM OUT OF THE DRIVE MARKET, THAT CONTRIBUTE OUR HOT TAXES AND HAVE THE GREATEST ECONOMIC IMPACT FOR THE CITY.

AND CERTAINLY THERE HAVE BEEN A NUMBER OF IMPROVEMENTS, BUT THERE ARE SIMPLY THINGS THEY HAVEN'T ADDRESSED.

AND A LOT OF WHAT YOU WERE SPEAKING ABOUT, DEPUTY MAYOR PRO TEM, WAS REALLY THAT VISITOR EXPERIENCE THAT I THINK IN MANY WAYS HAS BEEN NEGLECTED AS WE'VE ADDRESSED OTHER THINGS THAT NEEDED INVESTMENT, LIKE INCREASING THE CAPACITY OF THE VENUE.

OVER THE YEARS. THE ITERATIONS OF THE COTTON BOWL ARE MANY AND VARIED.

WE ALL SORT OF HAVE THAT PICTURE OF WALKING INTO GATE A WITH THE DOAK WALKER FACADE FROM WHEN IT WAS EXPANDED IN 1948.

BUT ORIGINALLY THIS WOULD HAVE BEEN A DIRT BERM WITH BLEACHERS.

OVER TIME THAT CHANGED A NUMBER OF TIMES.

YOU SEE VARIOUS PHOTOS OF IT THROUGHOUT THE YEAR.

NEXT SLIDE. BUT I REALLY WANT TO HIGHLIGHT THE WAY THAT THE FACILITY HAS INCREASED IN SIZE, MOST PARTICULARLY FROM THAT DIRT BERM TO THE FIRST FORM THAT PEOPLE WOULD THINK OF AS THE CLASSIC COTTON BOWL BACK IN 1948.

ALMOST ALL OF THESE IMPROVEMENT PROJECTS HAVE BEEN CONDUCTED OVER THE COURSE OF TWO YEARS WITH A DE ESCALATION AND A BREAK IN THE MIDDLE TO ALLOW THE ACTIVITIES OF THE STATE FAIR OF TEXAS AND OF COURSE, THE CLASSIC GAMES TO STILL TRANSPIRE.

IN 1992, THERE WAS A SIGNIFICANT EXPANSION TO THE PRESS BOX AREA THAT ESTABLISHED THOSE CLUB LEVELS.

UNFORTUNATELY, THEY HAVE NOT BEEN MUCH IMPROVED SINCE THOSE DAYS.

SO I DO RECOGNIZE THE FRUSTRATION THAT YOU MIGHT HAVE ENCOUNTERED AT THE GAME.

UNFORTUNATELY, WE RUN INTO ISSUES LIKE THAT ALL TOO FREQUENTLY.

MOST RECENTLY, THEY ADDED, OF COURSE, WHAT PEOPLE THINK OF AS THE NORTH AND SOUTH END ZONES HAVING BEEN SUBSTANTIVELY IMPROVED IN 2007.

BUT THESE ITERATIONS HAVE GREATLY INCREASED THE CAPACITY OF THE COTTON BOWL, ALMOST TRIPLING ITS ORIGINAL CAPACITY WITHOUT TRIPLING

RESTROOMS, CONCESSIONS AND ALL OF THE THINGS THAT PROVIDE A COMFORTABLE EXPERIENCE, WHETHER THAT BE UBIQUITOUS WI-FI, WHETHER THAT BE ADEQUATE SOUND, WHETHER THAT BE QUALITY RESTROOMS AND A SMOOTH INGRESS AND EGRESS.

AS YOU SEE HERE, THE COTTON BOWL IS VERY MUCH THE CENTERPIECE TO FAIR PARK.

AS WE EXAMINE THIS FROM A MASTER PLANNING STANDPOINT, WE THOUGHT OF IT AS A CAMPUS.

AND MUCH LIKE COLLEGE CAMPUSES, THIS FOOTBALL ARENA IS REALLY THE CENTERPIECE TO THE ENTIRE PROPERTY AND IT MUST FUNCTION IN ORDER FOR THE REST OF THE PARK TO THRIVE. NEXT SLIDE, PLEASE.

HERE YOU SEE THE CONCEPT THAT WE'RE GOING TO BE LAYING OUT TO YOU TODAY.

THIS WAS WELL RECEIVED AT PARK BOARD WHEN LAST I VISITED WITH THEM.

WHAT WE ARE LOOKING HERE IS AN EXPANDED EXTERIOR FACADE THAT ALLOWS FOR A MUCH WIDER CONCOURSES.

VERY SPECIFICALLY, ONE OF THE BIGGEST PROBLEMS THAT WE FACE DATES BACK QUITE A LONG TIME.

WHILE THE VENUE HAS BEEN RADICALLY INCREASED IN SIZE, THERE ARE PROBLEMS WE EXPERIENCE TODAY AT CAROL G.

WHERE IT IS SLOW TO LOAD AND VERY SLOW TO UNLOAD BECAUSE EVERYONE IS LEAVING AT THE SAME TIME THAT WE BELIEVE THIS CONCEPT WILL MITIGATE.

THERE WAS AN ARTICLE IN 1968 IN THE DALLAS MORNING NEWS THAT REFERENCED THE PROBLEMS OF THE CONCOURSES BEING REALLY TIGHT, REALLY CONGESTED.

AND SINCE THEN, WE'VE ADDED 30,000 SEATS, BUT WE NEVER FIXED THAT PROBLEM.

AND THE ARTICLE TALKED ABOUT THE DANGER OF LOSING THIS GREAT NEW TEAM, THE DALLAS COWBOYS, BECAUSE IT JUST WASN'T A MODERNIZED EXPERIENCE.

I WANT YOU TO CONTEMPLATE THE FACT THAT WE'VE NOW ADDED 30,000 ADDITIONAL SEATS WITHOUT ADDRESSING THAT PROBLEM SINCE THEN.

TO ADDRESS HOW THIS COMES TOGETHER, WE NEED TO CREATE MORE SPACE, AND THAT IS VERY DIFFICULT IN A FACILITY THAT IS PROTECTED AT THE LOCAL, STATE AND FEDERAL LEVEL AS A VERY SIGNIFICANT PORTION OF A NATIONAL HISTORIC LANDMARK.

THIS CONCEPT WILL ADOPT SOME OF THAT GRAND SPACE THAT YOU SEE IN THE COTTON BOWL.

IT'S VERY OPEN AIR.

TODAY, YOU SIMPLY WOULDN'T BUILD A STADIUM OF THIS KIND, AND THAT AFFORDS AN INCREDIBLE INTIMACY.

UNFORTUNATELY, IT'S ALL TOO INTIMATE IN THIS SPACE WHERE THIS IS ALL NEW SPACE THAT WOULD BE ADDED AND WE SORELY NEED IT.

HERE YOU'LL SEE A CLEAR ILLUSTRATION.

THE YELLOW AREA IS THE ORIGINAL 1948 FACADE, AND WE'VE TRIED TO APPROACH THIS IN A WAY WHILE WORKING WITH THE LANDMARK COMMISSION, AS WELL AS THE LOCAL LANDMARK TASK FORCES, AS WELL AS THE TEXAS HISTORICAL COMMISSION AND THE NATIONAL PARK SERVICE TO HIGHLIGHT AND KEEP PERMANENT AT THE TOP OF IT THAT HIGHLIGHT OF THE ORIGINAL 1948 FACADE.

ALL THE BLUE MATERIAL WOULD BE NEW, AND WE'RE MOSTLY FOCUSING ON THE GATE A SIDE OF THE FACILITY BECAUSE REGARDLESS OF WHERE YOU MAY BE SITTING IN THAT FACILITY, WE HAVE FOUND THROUGH ALL THE EVENTS WE'VE OPERATED OVER THE LAST FIVE YEARS, OVERWHELMINGLY PEOPLE WANT TO ENTER ON THAT SIDE OF THE FACILITY.

THEY WANT THAT PICTURE WALKING IN WHAT THEY PERCEIVE TO BE THE ORIGINAL DOAK WALKER GATE.

AND FRANKLY, THAT IS SIMPLY AN INEFFICIENT MEANS OF BUILDING PEOPLE INTO THIS.

IN ADDITION TO ADDING THE NEW CONCOURSE SPACE, YOU'LL ALSO NOTICE THE TOWER, WHICH WOULD BE MIRRORED ON THE LEFT HAND SIDE OF GATE A, WHICH WOULD AFFORD NEW ACCESS.

IN SHORT, THIS CONCEPT WILL REMOVE THE EXISTING RAMPS FROM THE FACILITY AND REPLACE THOSE WITH A MODERN AND EFFECTIVE METHOD OF USING ESCALATORS, ELEVATORS AND STAIRS. ALL OVER OUR NATION.

PEOPLE HAVE MOVED IN THIS DIRECTION.

MOST OF THE HISTORIC STADIUMS AROUND THE NATION HAVE ALREADY REMOVED THEIR RAMPS BECAUSE THEY ARE VERY INEFFICIENT.

THEY ARE VERY SLOW MOVING IN TERMS OF INGRESS AND EGRESS.

AND FINALLY, THEY DON'T MEET MODERN CODE REQUIREMENTS, SO THEY ARE SIMPLY INACCESSIBLE, WHICH IS INAPPROPRIATE FOR A VENUE THAT IS SO IMPORTANT TO DALLAS.

HERE YOU SEE THE EXISTING CONDITIONS WITH RAMPS AND STAIRS THAT WERE ADDED IN THE 1992 CONVERSION.

THAT WOULD PRESERVE THAT CLASSIC EYEBROW LOOK OF THE ENTRANCE THAT YOU WOULD HAVE HAD, BUT NOW YOU'RE ABLE TO ENTER AT GRADE INTO THE FACILITY, WHICH WILL AFFORD A MUCH QUICKER ABILITY FOR US TO SCAN PEOPLE INTO THIS CRITICAL SIDE OF THE FACILITY.

AND THEN YOU SEE THE ALL NEW TOWER ON THE RIGHT HAND SIDE WITH ITS EYEBROW CHARACTERISTIC WITH THE ORIGINAL GATE A AND GATE C SIGNAGE MOVED DOWN AND REESTABLISHED AGAIN, KEEPING THAT HISTORIC INTEGRITY, BUT GIVING US NEW INFRASTRUCTURE FOR MOVING EVERY SINGLE PERSON THAT ENTERS THIS VENUE.

IN ADDITION, YOU SEE A NUMBER OF ADDITIONAL CONCESSION LOCATIONS AND RESTROOM LOCATIONS IN A RECONFIGURED FORMAT THAT WILL BE MUCH MORE EFFICIENT AND AFFORD A MUCH BETTER SPEED OF SERVICE.

WE KNOW ALL TOO WELL WHEN YOU AND ATTEND A MAJOR EVENT IN THIS FACILITY, IT'S FREQUENTLY FASTER TO LEAVE THE STADIUM.

GO OUT AND GET YOUR CORNY DOG, STAND IN ANOTHER LINE, GET A BEER AND COME BACK IN.

THAT'S SIMPLY UNACCEPTABLE.

BUT IT IS THE NET RESULT.

DESPITE A TEAM THAT WORKS VERY HARD TO ACCELERATE SPEED OF SERVICE FROM TRIPLING YOUR CAPACITY AND NOT TRIPLING THOSE POINTS OF SERVICE.

IT'S REALLY RATHER AMAZING HOW OFTEN WE BRING MAJOR EVENTS AND WE CAN BE MORE COMPETITIVE.

WE HAVE ILLUSTRATED WITH BTS, THE ROLLING STONES, KAROL G, INTERNATIONAL SOCCER, WITH JUVENTUS AND BARCELONA.

WE CAN BE COMPETITIVE NOT JUST WITH OTHER VENUES HERE IN THE NORTH TEXAS AREA, BUT ALSO AROUND THE STATE AND AROUND THE NATION.

THE CHALLENGE IS VERY OFTEN WE BRING PEOPLE IN THERE AND THERE ARE SIMPLY CONDITIONS THAT DON'T MEET THE EXPECTATIONS OF VARIOUS PROMOTERS OR DON'T MEET SPECS.

ONE OF THE THINGS THAT WE KNOW IN ORDER TO DRAW GOLD CUP SOCCER, FOR INSTANCE, BACK TO THE FACILITY WOULD BE UBIQUITOUS WI-FI.

THAT CATALYTIC BASE OF CAPITAL INVESTMENT TO LEVERAGE FOR SUCH PROGRAMS. AS AN EXAMPLE, WE'RE GOING TO BE CHANGING OUT EVERY SINGLE FIELD FIXTURE OVER TO LED AS PART OF THIS UPGRADE.

AGAIN, NOT SOMETHING I ALWAYS HIGHLIGHT, BUT THAT IS GOING TO SUBSTANTIVELY SAVE ENERGY.

AND I THINK THAT ANYWHERE WE CAN DO MORE SUSTAINABILITY THAT'S RIGHT FOR THE BUILDING.

I KNOW IT'S IT'S AN OLD BUILDING, SO IT WASN'T DESIGNED OR BUILT WITH THAT IN MIND, BUT WITH EXPANSIONS AND CHANGES, WE CAN BRING SOME ELEMENTS IN THAT WILL HELP. AND AS WE MOVE FORWARD, THAT ALSO WILL BE PART OF OUR CAP.

SO WE'VE GOT A LOT OF CONCRETE IN THAT BUILDING RIGHT AND ALL AROUND.

I KNOW THAT SECURITY IS ALWAYS A CONCERN AT THE COTTON BOWL.

SO HOW WILL WE OPEN THOSE FACILITIES UP WITHOUT BRINGING JUST WANDERING PEOPLE INSIDE THE COTTON BOWL WHERE THERE WOULD BE ACCESS GATES THAT CUT OFF TO THE THE REST OF THE OF THE BOWL? THAT'S EXACTLY RIGHT.

CURRENTLY YOU HAVE TO GO INTO THE FACILITY AND THEN GO DOWN TO THOSE RESTROOMS. THEY'LL NOW BE AT PLAZA LEVEL, SO IT'LL BE MUCH EASIER TO ENTER INTO THAT SPACE AND UTILIZE THOSE FOR MULTIPLE EVENTS.

GREAT EXAMPLES WOULD BE, YOU KNOW, THE BIG TEXAS BARBECUE FESTIVAL OR PERHAPS THE JUNETEENTH FESTIVAL THAT WE'VE HOSTED FOR A NUMBER OF YEARS.

IT WOULD BE WONDERFUL TO HAVE THOSE PLAZA LEVEL RESTROOMS IN ORDER TO OFFER COMFORT, EQUITY AND A RESPITE FROM THE OCEANS OF CONCRETE THAT WE HAVE.

WE'LL ALSO BE MAKING SOME SUBSTANTIVE IMPROVEMENTS TO THE COTTON BOWL PLAZA, NOT AS PART OF THIS PROJECT, BUT BECAUSE OF A VERY GENEROUS GIFT THAT WAS RECENTLY ACCEPTED AT PARK BOARD. ASSUMING COUNCIL PASSES THAT THERE WILL BE A SUBSTANTIAL $5 MILLION NAMING OPPORTUNITY THAT ALLOWS US TO INCREASE THE QUALITY OF THE COTTON BOWL PLAZA.

I MADE A JOKE AT PARK BOARD ABOUT IT HAVING THE CHARMING ESTHETIC OF A WALMART LOADING DOCK.

IF ANYTHING, I'M PROBABLY BEING OVERLY KIND.

WE'RE REALLY TRYING TO BE VERY INTENTIONAL TO BRING FORWARD SOME PROJECTS THAT MAKE THIS A PLACE OF PRIDE FOR EVERYONE.

IN ADDITION TO THAT, THEY HAVE RESURRECTED A CONCEPT CALLED THE FAIR PARK LINKS.

THIS IS A 40 YEAR OLD IDEA.

ORIGINALLY THERE WAS GOING TO BE ONE MEGA ROAD THAT CONNECTED THE CENTRAL BUSINESS DISTRICT TO FAIR PARK THAT IS NO LONGER SUITABLE GIVEN THE WAY THAT OUR VARIOUS NEIGHBORHOODS HAVE DEVELOPED.

THEY'RE NOW LOOKING AT A SYSTEM OF WAYS TO ENHANCE THAT TRANSPORTATION EXPERIENCE, AND THAT'S CRITICAL.

WE'RE VERY THANKFUL FOR A CLOSE PARTNERSHIP NOT ONLY WITH THEM, BUT ALSO WITH GUS'S DEPARTMENT AT TRANSPORTATION.

AND I THINK THEY'RE ALL APPROPRIATELY ATTUNED TO A RECENT PARKING AND TRAFFIC STUDY THAT WE BRIEFED PARK BOARD ON FOR SUBSTANTIVE.
