UH, AS UH, YOU KNOW, I'VE BEEN SAYING PUBLIC INPUT HAS BEEN A VERY KEY PART OF THIS PROCESS AND BETWEEN DIFFERENT DISTRICTS AND HERE WE HAVE HAD AT LEAST, UH, 11 TOWN HALLS SO FAR, AND THEY'RE BEING VERY ROBUST AND WE ARE HEARING EVERY, EVERY OPINION, WHICH, WHICH WILL HELP US TO DECIDE WHAT WE RECOMMEND TO, UH, COUNSELING MAYOR.

I'M A RESIDENT OF THE CITY OF DALLAS, DISTRICT TWO.

UH, IT'S A PLEASURE TO SPEAK IN FRONT OF YOU AGAIN.

UH, MY GOAL IS TO SHARE WITH YOU, UH, THE RETURN ON INVESTMENT THAT IS ACHIEVED, UH, WHEN WE PRIORITIZE HOME REPAIRS TO MAINTAIN THE AVAILABILITY, UH, AND SUSTAINABILITY OF AFFORDABLE HOUSING.

PREVIOUSLY I SHARED WITH YOU THE SHORTAGE OF 33,600 AFFORDABLE HOUSING UNITS.

THAT WAS DONE IN A STUDY BY CHILD POVERTY ACTION LAB, THE AND THE SKYROCKETING COSTS AND MATERIAL AND LABOR, AND THE CONSEQUENCES OF DEFERRED HOME MAINTENANCE THAT CAN HAVE ON THE HOMEOWNER, OUR NEIGHBORHOODS, AND OUR CITY.

THE FOLLOWING RESEARCH IS PUBLISHED IN SUMMARY BY REBUILDING TOGETHER A NATIONAL NON-PROFIT THAT I VOLUNTEER WITH THAT PROVIDES CRITICAL HOME REPAIRS AND ACCESSIBILITY MODIFICATIONS FOR LOW-INCOME HOMEOWNERS IN NORTH TEXAS.

REBUILDING TOGETHER HAS BEEN OPERATING SINCE 2001 AND HOSTED OVER 500 PROJECTS WITH 15,000 VOLUNTEERS.

THE RESEARCH SHOWS THAT WHEN $1 IS INVESTED INTO SUSTAINABLE HOUSING, $2 AND 84 CENTS IN SOCIAL VALUE IS GENERATED THROUGH IMPROVED HEALTH, SAFETY, INDEPENDENCE, AND COST SAVINGS.

SOCIAL RETURN ON INVESTMENT IS A METRIC THAT IS ADAPTED FROM TRADITIONAL R O I AND IS USED TO MEASURE SOCIAL, ENVIRONMENTAL AND ECONOMIC GAINS THAT RESULT FROM INVESTMENT.

THE LARGEST SS R O I ARE THE AVOIDED COSTS OF ASSISTED LIVING FACILITIES AND IMPROVED QUALITY OF LIFE.

ADDITIONALLY, HEALTHCARE EXPENDITURES IS DECREASED.

MENTAL AND PHYSICAL HEALTH IMPROVES.

GREENHOUSE GAS EMISSIONS ARE REDUCED AND DEATHS FROM FALLS AND FIRES ARE REDUCED.

POLICE CHOOSE TO INVEST IN DALLAS'S RESIDENTS.

AS YOU CAN SEE, THE SOCIAL RETURN ON INVESTMENT HELPS HOMEOWNERS NEIGHBORHOODS AND THE CITY OF DALLAS.

YOU CAN PRESERVE AND INCREASE THE SUPPLY OF SUSTAINABLE AND AFFORDABLE HOUSING IN OUR CITY.

DALLAS IS BIG ENOUGH FOR EVERYONE, AND YOU CAN MAKE A D MAKE DALLAS A BETTER PLACE FOR EVERYONE.

THIS IS FOR DEFERRED MAINTENANCE.

A LOT OF OUR BUILDINGS HAVE SERIOUS ISSUES.

THEY NEED THESE REPAIRS.

PERSONALLY, I'M ON THE BOARD OF ECHO THEATER WHO PERFORMS AT THE BATHHOUSE CULTURAL CENTER AT WHITE ROCK LAKE.

WHITE ROCK LAKE IS ONE OF OUR CITY'S GREATEST AMENITIES AT GYM, AND THE BATHHOUSE

IS A GREAT FACILITY FOR SMALLER THEATER COMPANIES, FOR LOCAL ARTISTS, FOR EDUCATION PROGRAMS, BRINGING PEOPLE TOGETHER ALL OVER TO WHITE ROCK LAKE.

AND ONCE AGAIN, THOUGH, THE FACILITIES THAT WE ARE ASKING FOR THE FULL ALLOCATION FOR ARE THROUGHOUT THE CITY OF DALLAS.

SO REALLY IT'S PART OF THE CULTURAL ARTS ADVOCACY COALITION AND ALSO FROM THE BOARD OF ECHO THEATER, I JUST URGE YOU TO PLEASE LOOK AT THAT FULL 6% ALLOCATION FOR THE CULTURAL FAC FACILITIES.

SO WHAT WE PLAN TO DO WITH THE DALLAS WATER COMMONS IS NUMBER ONE PLAN.

FLOOD WATER MITIGATION, TWO STORM WATER FILTRATION THREE AND URBAN WATER LAB TO STUDY THE EFFECTS OF URBAN WATER FILTRATION IN THE FUTURE OF WATER FILTRATION.

AND WITH THE URBAN WATER LAB AND THE DALLAS WATER COMMONS, WE ARE ABLE TO STUDY URBAN WATER EFFECTS AND CREATE A BEAUTIFUL PUBLIC SPACE WHERE PEOPLE CAN BE IN NATURE.

AND WE CAN DO THIS THROUGH A PUBLIC PRIVATE PARTNERSHIP THAT BENEFITS ALL OF US IN THE WHOLE CITY.

WE CAN STUDY WATER ON A GLOBAL BASIS AND MAKE IT REAL AND PERSONAL WALKING DISTANCE FROM THIS BUILDING THROUGH A PUBLIC-PRIVATE PARTNERSHIP WITH THE DALLAS WETLANDS FOUNDATION, WITH MATTHEW SOUTHWEST AND WITH THE DALLAS PARKS DEPARTMENT.

WE ARE A NONPROFIT ORGANIZATION COMMITTED TO THE CONSERVATION, PRESERVATION AND EXCEPTIONAL CARE OF TURTLE CREEK PARK AND ARLINGTON HALL, WHILE CREATING A PUBLIC SPACE FOR PHYSICAL AND MENTAL WELLNESS, CONNECTION, ENTERTAINING AND EDUCATIONAL PROGRAMS WITH 20 ACRES OF NATURAL BEAUTY.

WE, IT INCLUDES A, UH, PEDESTRIAN BRIDGE THAT WILL, THAT WILL, UH, MAKE PEDESTRIAN ACCESS FROM TURTLE CREEK BOULEVARD INTO THE PARK AND THEN ACCESS ONTO KATY TRAIL, UH, SCENIC OVERLOOKS AND EN ENHANCED TEXAS NATIVE LANDSCAPING.

I'M A SMALL BUSINESS OWNER, UH, AND I SKATE AT LEAST AN HOUR EVERY DAY.

THAT'S EVERY SINGLE DAY.

UH, THIS MORNING I DROVE TO FARMER'S BRANCH.

YESTERDAY I DROVE TO GARLAND.

UH, I CAN BASICALLY PICK ANY DIRECTION AND DRIVE 30 MINUTES AND GET A GOOD SKATE PARK.

UM, I CAN DO THIS BECAUSE I HAVE, I SET MY OWN WORK SCHEDULE, UH, BUT ALSO I HAVE A CAR.

AND, UH, WHAT WE REALLY NEED, UH, IS A LOCAL SKATE PARK FOR THE KIDS WHO DON'T HAVE ACCESS TO TRANSPORTATION.

UH, THE PROPOSED PARK IN OAK CLIFF IS IN WESTMORELAND PARK AND THAT IS ON THE DART BUS LINE, WHICH IS GREAT.

UM, IT'S A PLACE WHERE KIDS CAN COME EXERCISE, UH, ENCOURAGE EACH OTHER BECAUSE THAT'S WHAT HAPPENS AT A SKATE PARK.

PEOPLE JUST, UH, ENCOURAGE EACH OTHER, UH, TO DO NEW TRICKS, LEARN NEW THINGS, UM, AND BUILD COMMUNITY.

UM, A SKATE PARK IS A MELTING POT.

IT'S DIFFERENT AGES, DIFFERENT RACES, DIFFERENT SOCIOECONOMIC GROUPS.

UH, AND THAT'S ONE THING THAT I CHERISH MOST ABOUT SKATEBOARDING IS MY GROUP OF FRIENDS.

I WOULD NOT KNOW IF IT HADN'T BEEN FOR SKATEBOARDING.

AFTER SKATING FOR 25 YEARS, I'VE ALSO COME TO APPRECIATE HOW IMPORTANT EXERCISE IS FOR MENTAL HEALTH.

UH, SKATING CLEARS MY HEAD.

IT KEEPS ME HAPPY.

IT HELPS ME FOCUS ON OUR BUSINESS AND OUR FAMILY AND OUR KIDS.

UM, BUT IT DOESN'T FEEL LIKE EXERCISE.

IT FEELS LIKE YOU'RE OUTSIDE HAVING FUN WITH YOUR FRIENDS.

I REMEMBER STANDING OUTSIDE OF THE SKATE PARK WITH MY THEN NINE YEAR OLD HOLDING A NEW SKATEBOARD, PUTTING ASIDE MY FEARS AND LETTING HIM TRY THIS RISKY CHOICE.

THAT WAS A SIGN OF REBELLION WHEN I WAS GROWING UP.

IT DIDN'T TAKE VERY LONG BEFORE HE FELL OFF HIS BOARD AND MY VIEWS ON SKATEBOARDING CHANGED IMMEDIATELY.

ONE OF THE BIGGER OLDER SKATEBOARDERS AT THE PARK.

WALKED UP TO HIM, HELPED HIM UP, ASKED HIM IF HE WAS OKAY, AND SHOWED HIM WHERE HE COULD PUT HIS FEET ON THE SKATEBOARD TO BE MORE STABLE.

THAT WAS MY FIRST EXPERIENCE WITH THE DALLAS SKATING COMMUNITY, THE CULTURE OF INCLUSIVENESS AND WILLINGNESS TO HELP WHENEVER NEEDED.

YOU CAN SEE AN EXAMPLE OF THAT CULTURE OF SUPPORT IN THE AUDIENCE TODAY.

'CAUSE WE SHOW UP FOR EACH OTHER.

IT'S BEEN SIX YEARS SINCE THAT FIRST EXPERIENCE, AND I'VE BEEN OUT SUPPORTING THE SKATE PARK COMMUNITY EVER SINCE.

LAST NIGHT, SOMEONE FROM A DISTRICT TOWN HALL ASKED, WHY DOES DALLAS NEED A SKATE PARK? WHY NOT PICKLEBALL SOFTBALL? WHY AM MY NEIGHBORHOOD? IT GOT ME THINKING ABOUT HOW SKATEBOARDING IS DIFFERENT FROM ANY OTHER SPORT.

SKATEBOARDING IS NOT AN EXPENSIVE SPORT TO GET INTO.

IT DOESN'T REQUIRE UNIFORMS TO BE PURCHASED OR FOR PARENTS TO HAVE TO TAKE OFF WORK TO TAKE THEIR CHILDREN TO GAMES.

ALSO, MANY CHILDREN DON'T ENJOY GROUP SPORTS.

MAYBE THEIR SCHOOL DOESN'T OFFER IT TO THEM.

MAYBE THEY HAVE TO PAY A MONTHLY GYM FEE IN ORDER TO BE ON A TEAM SPORT.

AND NEURODIVERGENT KIDS ALREADY FEEL DIFFERENT THAN OTHERS.

AND GROUP SPORTS CAN OFTEN MAGNIFY THOSE DIFFERENCES FOR THEM.

THE BEAUTY OF SKATEBOARDING IS THAT YOUR ONLY COMPETITION IS YOURSELF AND YOUR PEERS.

GOALS ARE JUST THERE TO SEE YOU GET BETTER.

THERE IS NO MORE INCLUSIVE SPORT WHERE YOU CAN FIND ALL GENDERS, ECONOMIC STATUSES, ETHNICITIES, AND WALKS OF LIFE ALTOGETHER AS EQUALS, YET COMPARED TO OTHER CITIES OF ITS SIZE, DALLAS'S, ESCAPE, PARK DESERT, WE'D LOVE FOR NEIGHBORHOODS TO HAVE BEAUTIFUL, WELL-DESIGNED CONCRETE SKATE PARKS FOR THE YOUTH WHO HAVE OUTGROWN THE CURRENT PARK EQUIPMENT.

ONES THEY CAN ACTUALLY ACTUALLY SKATE TO FROM THEIR HOMES.

FULLY FUND PARKS AND RECREATION, INCLUDING THE THREE SKATE PARKS.

IT'S A CRUCIAL STEP IN MAKING THAT EXPERIENCE ACCESSIBLE TO EVERYONE.

WE ARE HERE FOR SKATE PARKS FOR DALLAS.

UH, MY SON JULIAN STARTED SKATEBOARDING WHEN WE LIVED IN NEW YORK CITY AND THERE WERE CITY RUN SKATE PARKS IN ALMOST EVERY NEIGHBORHOOD.

AND WE HAD SUCH A POSITIVE EXPERIENCE AT THESE SKATE PARKS FROM MEETING OTHER FAMILIES, GETTING EXERCISE AFTER SCHOOL PROGRAMS, SUMMER CAMPS, AND JUST BEING INVOLVED IN THE SKATE COMMUNITY WAS FUN FOR EVERYONE.

AND, UM, MY SON IS THE ONLY ONE IN OUR FAMILY WHO SKATEBOARDS, BUT WE ALL STILL ENJOY GOING OUT TO THE SKATE PARK.

IT'S SOMETHING THAT WE CAN DO TOGETHER OUTSIDE.

SO WE WERE SURPRISED WHEN WE MOVED BACK TO DALLAS TO OAK CLIFF AND THERE WERE NO PLACES TO SKATE LATER I LEARNED THAT FOR THE 2015 DALLAS PARKS AND RECREATION NEEDS ASSESSMENT, IT WAS RECOMMENDED THAT WE HAVE 18 SKATE PARKS BY 2024 AND WE HAVE ONE AND IT'S ANTIQUATED AND IT'S OVER IN FAR EAST DALLAS.

SO, UM, WE AS A CITY ARE WAY BEHIND.

I MOVED HERE FROM NEW YORK CITY AND THE TOP FOUR METROS ARE NEW YORK, LOS ANGELES, CHICAGO, DALLAS-FORT WORTH, METROPLEX.

SO THOSE ARE OUR COMPETITORS I'VE EITHER LIVED IN OR SPENT A LOT OF TIME WORKING IN AND TRAVELING TO ALL FOUR OF, OF THOSE CITIES COLLECTIVELY.

AND I'VE LIVED IN DALLAS FOR EIGHT YEARS.

UM, MY DAUGHTER ALSO ATTENDED THERE, AND I'M HERE TO ADVOCATE ON BEHALF OF OVER 3000 KIDS JUST IN THAT FERGUSON ROAD CORRIDOR AT UPLIFT, WHITE ROCK HILLS, CONNOR, SANGER BALES.

UM, THEY ALL, THERE'S SO MANY KIDS RIGHT THERE IN THAT AREA, AND I'M JUST LEFT WONDERING WHY HAS THE CITY NEGLECTED THE RECREATION CENTER NEEDS OF THE CHILDREN LIVING IN THIS AREA? I JUST DON'T UNDERSTAND WHY THEY HAVE BEEN FORGOTTEN.

AND I AM AWARE THAT THE LAND FOR THE WHITE ROCK HILLS REC CENTER HAS BEEN PURCHASED AND IT'S A PART OF A COMMUNITY DRIVEN STRATEGIC PLAN THAT INCLUDES A NEW PARK STREET AND TRAIL AT UPLIFT.

UH, AND THE SURROUNDING SCHOOLS, WE HAD OVER 90% POVERTY LEVEL.

UM, AND WHICH MEANS THAT FAMILIES IN THAT AREA DESPERATELY NEED, UM, EDUCATION, HEALTH, SPORTS, CULTURAL ARTS PROGRAMS, AND HAVING THE SAME ACCESS AS EVERYWHERE ELSE IN THE CITY.

UM, MY DAUGHTER'S IN KINDERGARTEN OR IN FIRST GRADE NOW, AND I LOOK AT MY, ALL MY FRIENDS AND OTHER AREAS OF THE CITY WHERE THEY CAN WALK TO REC CENTERS, THEY CAN WALK TO ALL OF THESE AMENITIES.

AND I BELIEVE THAT THE CHILDREN IN EAST DALLAS AND FAR EAST DALLAS AREA DESERVE THE SAME THING.

AS A RESULT OF THAT, WE ARE HAVING A FRONT ROW SEAT, UH, TO THIS HOUSING CRISIS.

AND IT IS A CRISIS.

THREE YEARS AGO AS WE TRIED TO REHOUSE PEOPLE THAT HAD BEEN EVICTED, IF YOU TRIED REALLY HARD, YOU COULD FIND APARTMENTS FOR 800, $900,000 A MONTH TO REHOUSE PEOPLE INTO.

YOU CANNOT DO THAT TODAY.

I CHALLENGE EVERYONE THAT I SPEAK TO AROUND THE CITY TO GO HOME AND GET ON APARTMENTS.COM OR ANY OTHER SIDE OF YOUR CHOOSING AND TRY TO FIND APARTMENTS ANYWHERE IN THE CITY, WHETHER IT'S IN A NICE NEIGHBORHOOD OR A NEIGHBORHOOD YOU WOULD NEVER WANNA LIVE IN FOR UNDER A THOUSAND DOLLARS A MONTH.

AND IF YOU FIND THEM, PLEASE SEND THEM TO ME BECAUSE I HAVE A LONG LIST OF PEOPLE THAT I CAN PUT IN THEM AS SOON AS THEY'RE IDENTIFIED.

WE'VE SEEN RENTS INCREASE ALMOST 40% IN THOSE LOWER BANDS IN THE MARKET.

PEOPLE DO NOT HAVE PLACES TO LIVE AND THEY NEED TO, OR THE $400 MILLION THAT WE'RE ABOUT TO SPEND ON PARKS IS GONNA FILL THEM UP WITH TENTS.

WITHOUT FUNDING THIS PROJECT JUST WOULD NOT HAVE BEEN POSSIBLE WITHOUT THE INFRASTRUCTURE FUNDING FROM DALLAS COUNTY.

UM, AND SO COMPANIES LIKE OURS REALLY RELY ON PUBLIC FUNDING TO HELP DRIVE OUR MISSION OF PROVIDING AFFORDABLE WORKFORCE HOUSING.

UM, I'LL TELL YOU THREE REASONS WHY DALLAS ANIMAL SERVICES NEEDS A NEW SHELTER.

DESPERATELY NEEDS A NEW SHELTER.

FIRST IS WHEN THE CURRENT FACILITY WAS DESIGNED ABOUT 20 YEARS AGO.

IT WAS DESIGNED ONLY AS A FACILITY TO HOUSE ABANDONED AND STRAY DOGS IN THE CITY BACK WHEN THE CITY POPULATION WAS MUCH, MUCH SMALLER.

ANIMAL WELFARE HAS CHANGED AND THEIR RESPONSIBILITIES HAVE CHANGED.

THE CURRENT FACILITY IS AT 169% CAPACITY RIGHT NOW, WHICH MEANS EUTHANIZING ANIMALS FOR SPACE EVERY DAY.

UH, THE SECOND REASON IS DALLAS ANIMAL SERVICES HAS TAKEN ON A BUNCH OF ADDITIONAL RESPONSIBILITIES.

AS SEPTEMBER OF LAST YEAR, THE SS B C A OF TEXAS DECIDED THEY WERE NO LONGER GOING TO HELP WITH ANIMAL CRUELTY CASES.

DALLAS ANIMAL SERVICES HAS STEPPED UP AND THEY NOW, UM, SUPPORT ANIMAL CRUELTY CASES IN DALLAS.

WORKING WITH THE DALLAS POLICE DEPARTMENT JUST SINCE SEPTEMBER OF LAST YEAR, THEY HAVE TAKEN IN OVER 3,300 SUSPECTED ANIMAL CRUELTY CASES, AND THAT'S INCLUDING LIVESTOCK, UM, ROOSTERS, HORSES, DOGS, EVERYTHING, 3,300 ANIMALS AT A FACILITY THAT'S ALREADY 169% AT CAPACITY.

UM, SO OBVIOUSLY WE NEED THE NEW SPACE FOR THAT ADDITIONAL RESPONSIBILITY.

THE THIRD REASON IS DALLAS HAS A PROBLEM WITH DOG BITES, BREEDING, C**K FIGHTING, DOG FIGHTING.

WE ALL KNOW IT.

I SERVED ON THE DANGEROUS DOG ORDINANCE TASK FORCE SEVERAL YEARS AGO WHEN A WOMAN IN SOUTHERN DALLAS WAS MAULED TO DEATH.

A VETERAN WAS MAULED TO DEATH BY A PACK OF STRAY DOGS.

THIS PROBLEM IS NOT GOING TO GO AWAY UNLESS WE CAN EDUCATE THE PUBLIC.

WE NEED TO SHARE INFORMATION WITH YOUNG DALLAS SITES.

THIS NEW FACILITY WILL HAVE RECREATION SPACE FOR FIELD TRIPS AND COMMUNITY CENTERS, AND WILL BE A PLACE FOR EDUCATING YOUTH AND SHARING INFORMATION ABOUT PROPER ANIMAL ADVOCACY AND ANIMAL WELFARE.

UH, IN SUMMARY, D A S IS AT CAPACITY.

THEY HAVE ADDITIONAL, ADDITIONAL RESPONSIBILITIES RIGHT NOW AND WE NEED TO EDUCATE THE PUBLIC.

THERE ARE OTHER REALLY IMPORTANT PROJECTS, HOMELESSNESS, AFFORDABLE HOUSING, OF COURSE, AND OUR STREETS, BUT THIS IS ALSO CRITICAL, CRITICAL INFRASTRUCTURE.

BUT TONIGHT I WANNA TALK ABOUT THREE TRAIL SAFETY FACTORS, TRAIL WITH SURFACE DISREPAIR AND SILT BUILDUP.

FIRST, MOST OF THE WHITE ROCK CREEK TRAIL IS EIGHT FEET WIDE VERSUS THE CURRENT STANDARD OF 12 TO 15 FEET.

COMBINE THAT WITH THE DISREPAIR OF THE SURFACE AND THE USABLE WIDTH OF MANY PARTS OF THE TRAIL IS EVEN, IS EVEN NARROWER.

SIR, CYCLISTS THAT ARE GOING 15, 20 MILES AN HOUR OR MORE ARE ATTRACTED TO OUR TRAIL BECAUSE THERE IS NO CROSSING STREET TRAFFIC,

A WIDER TRAIL WILL BE INHERENTLY SAFER, PARTICULARLY WHEN CYCLISTS AND PEDESTRIANS ARE COMBINED.

IN THE ALMOST 40 YEARS SINCE THE TRAIL WAS BUILT, LAYERS OF SILT HAVE ACCUMULATED TO THE POINT WHERE SPOTS OF THE TRAIL ARE NOW UP TO TWO FEET BELOW THE CURRENT GRADE.

THIS MEANS THAT EVEN A MODEST RAIN CAN LEAVE SECTIONS MUDDY AND SLICK.

IN YOUR HANDOUT ON PAGE THREE, THERE'S AN IMAGE OF AN AMBULANCE ATTENDING TO A RIDER THAT SLIPPED ON THE TRAIL.

NO STATS ARE KEPT, BUT WE KNOW OF AT LEAST THREE AMBULANCE CALLS SO FAR THIS YEAR.

NOW THE TRAIL IS MOSTLY IN A FLOOD PRONE AREA.

THAT'S NOT REALLY A PROBLEM BECAUSE WE NOW KNOW HOW TO BUILD TRAILS THAT ARE BETTER COEXIST WITH NATURE.

BEING IN A FLOOD PRONE AREA IS A BENEFIT BECAUSE IT MEANS PEOPLE ARE CLOSER TO NATURE IN THE 800 ACRES OF CREEK AND NATURE RESERVE THAT SURROUNDS THE TRAIL.

EVEN WITH THESE CURRENT ISSUES, THIS IS THE MOST HEAVILY USED BIKE TRAIL IN THE PARK SYSTEM AND OVER 620,000 RIDERS IN 2020, WHICH IS THE LAST YEAR THAT WE HAVE STATS FOR.

PLEASE SUPPORT THE TRAIL FOR ITS FULL $8 MILLION FUNDING AND IT WILL BE A GREAT RETURN ON INVESTMENT.

AS YOU KNOW, ON ANY GIVEN NIGHT, AUSTIN STREET SHELTERS 400 INDIVIDUALS, AND YET IT DOES SO MUCH MORE FOR THE HOMELESS COMMUNITY.

AUSTIN STREET'S MISSION IS TO PROVIDE HOPE, HEALING AND HOME.

AS YOU KNOW, FACILITATING THE TRANSITION BACK INTO A HOME HAS GOTTEN MUCH MORE DIFFICULT OVER THE LAST FEW YEARS.

DALLAS AND THE METROPLEX HAVE BEEN THE BENEFICIARIES OF INWARD MIGRATION BECAUSE OF OUR HIGH QUALITY OF LIFE AND LOW COST OF LIVING.

HOWEVER, THIS TRUTH IS CHANGING AND DOING SO AT A RAPID PACE.

INWARD MIGRATION HAS CREATED INCREASED DEMAND FOR AVAILABLE HOUSING, THEREBY DRIVING UP RENTAL AND OWNERSHIP COSTS.

DEVELOPERS HAVE ALSO SEEN CONSTRUCTION COSTS GO UP AND INTEREST RATES RISE TO THE POINT THAT IT'S SEVERELY IMPACTING THE AMOUNT AND THE ABILITY TO COST EFFECTIVELY DEVELOP AFFORDABLE SINGLE FAMILY HOMES AND APARTMENTS.

THESE ISSUES ARE MAJOR CONTRIBUTORS TO THE FACT THAT WE HAVE A MASSIVE RENTAL HOUSING SUPPLY GAP OF 33,000 UNITS AND GROWING TO 80,000 BY 2030 IF LEFT UNCHECKED ACROSS THE COUNTRY.

WE'RE SEEING HOW FAILURE TO OFFER AFFORDABLE HOUSING SOLUTIONS IS SQUEEZING OUT THE CRITICAL WORKFORCE EMPLOYEES FROM CITIES INTO THE SUBURBS.

PLEASE DO NOT LET THIS HAPPEN.

HELP ADDRESS THIS CRITICAL SUPPLY GAP ISSUE BY ALLOCATING $35 MILLION FOR HOMELESS SOLUTIONS AND $200 MILLION FOR AFFORDABLE HOUSING.

IT DOESN'T CHANGE THE FACT THAT DALLAS NEEDS TO FUND

A NEW ANIMAL SHELTER.

DALLAS ANIMAL SERVICES IS THE ONLY DALLAS SHELTER REQUIRED TO TAKE EVERY ANIMAL THAT HAS DROPPED OFF IN ITS CARE.

SO RACHEL TALKED ABOUT THOUSANDS OF ROOSTERS, LIVESTOCK DOGS, CATS, EVEN TWO TIGERS THAT HAVE, THAT THEY'VE RECENTLY CARED FOR.

THE SHELTER IS CURRENTLY OVER CAPACITY BY 147%.

THEY'RE AT 447 DOGS TODAY AND OVER 500 IN, UH, FOSTER.

IT WAS DESIGNED 20 YEARS AGO AND THE CITY OF DALLAS HAS OUTGROWN IT COMPLETELY.

THE ANIMAL SHELTER HAS LIMITS ON CAPACITY, ON DRAINAGE, ON SPACE.

WE SIT ON ONE ACRE AND THERE'S NO UPWARD OR OUTWARD GROWTH.

I WAS THERE RECENTLY AND THE ENTIRE ADOPTIONS TEAM DOING THEIR BEST TO TRY TO GET EVERY SINGLE DOG ADOPTED WAS HOVERING IN A CLOSET.

THERE'S AN URGENCY OF ADDRESSING CRITICAL NEEDS OF THE PETS IN DALLAS AND THE CITIZENS THAT OWN THEM.

AND AS ANIMAL SERVICES WAS NOT ADDED TO THE CITYWIDE SURVEY, WE DON'T KNOW HOW IT WOULD'VE RANKED.

BUT IN A RECENT STUDY, OVER 67% OF PEOPLE STATED THAT THE RESEARCH IN HOW CITIES TREAT THEIR ANIMALS EVEN BEFORE THEY MOVE THERE, SAN ANTONIO HAS A NEW SHELTER, AUSTIN HOUSTON FORT WORTH, AND IT SHOWS THAT THEY KNOW THAT THEIR CITIZENS CARE ABOUT ANIMALS.

UM, ACCORDING TO A RECENT STUDY, 64% OF DALLAS SITES OWN PETS, 64%, BUT YET ANIMAL SERVICES WAS LEFT OFF THE SURVEY.

I RESPECTFULLY ASK THAT YOU CONSIDER WHAT OUR CITIZENS WANT A NEW ANIMAL SHELTER.

UM, BUT I'M IN THE DALLAS SHELTER OFTEN I KNOW THE CHALLENGES THAT ARE FACED BY STAFF AT THIS OUTDATED FACILITY.

IT WAS BUILT 20 YEARS AGO.

IT WAS NOT DESIGNED AS AN ADOPTION CENTER.

AND THE OPEN LAYOUT DOES NOT ALLOW FOR QUARANTINE OF SICK ANIMALS, WHICH ARE BOTH HUGE ISSUES FOR TRYING TO GET ANIMALS OUT THE DOOR.

POTENTIAL ADOPTERS TURNED TO MORE WELCOMING FACILITIES THAT OTHER NEWLY DESIGNED MUNICIPAL OR PRIVATE SHELTERS.

GARLAND IS BUILT A BEAUTIFUL SHELTER RESULTING IN EVEN MORE OVERCROWDING, FEWER ADOPTIONS, AND THE NEED TO MAKE DRASTIC DECISIONS WHEN THE ILLNESS BREAKS OUT AS IT DID IN 2022.

RESCUES WERE HESITANT TO PULL DOGS AS THEY THREW THE SICK DOGS AND SPREAD CARBO TOPER CANINE GLUE TO THEIR OWN PETS AND FOSTER FAMILY PETS.

SO THEY STOPPED PULLING DOGS.

THAT RESULTED IN EVEN MORE DOGS BEING EUTHANIZED BECAUSE THEY COULDN'T GET THEM OUT.

THE NEW FACILITY WOULD FEATURE FIVES OF EIGHT DOGS.

SO IF THE DOG BECOMES ILL, ONLY THE DOGS IN THEIR POD OF EIGHT WOULD BE EXPOSED.

RIGHT NOW, ALL 400 DOGS COULD POTENTIALLY BECOME ILL FROM ONE SICK DOG COMING IN THE DOOR.

AND OBVIOUSLY SICK DOGS COME IN THE DOOR BECAUSE WE CAN'T TURN ANYONE DOWN.

IT'S A MUNICIPAL SHELTER.

DALLAS IS A WORLD-CLASS CITY WITH AN AN AVERAGE OF 300 PEOPLE PER DAY MOVE HERE MANY WITH THAT WE DESERVE A WORLD-CLASS ANIMAL SHELTER.

WE WORK HARD TO TAKE CARE OF THESE SPACES YEAR IN, YEAR OUT, BUT OUR VENUES WERE BUILT OVER 15 YEARS AGO AND ALL THOSE SYSTEMS ARE AGING OUT, LIGHTING, RIGGING, SOUND ROOFS, THE HVAC AND THE WINDSCREEN, AND THE WILEY ALL AGING OUT THE ELEVATORS THAT GET YOU UP TO THE SIXTH FLOOR STUDIO THEATER AGING OUT.

ARTISTS AND AUDIENCE ARE USING THIS THEATER NOW, AND PLEASE COME SEE ROCKY HORROR SHOW.

AND WE NEED THESE VITAL REPAIRS TO KEEP IT CLEAN AND SAFE.

WE ALSO USE THE WILEY THEATER, AGAIN, ANOTHER ARCHITECTURAL GYM, BUT IT WAS BUILT 15 YEARS AGO AND ITS SYSTEMS ARE ALSO AGING OUT AND NEEDS, UPDATES, REPAIRS, AND REPLACEMENTS.

FOR INSTANCE, THE ELEVATORS IN THE WILEY, WE CAN'T GET TO OUR THEATERS, OUR COSTUME SHOP OFFICES WITHOUT THEM.

THEY'RE STRUCK, THEY'RE STUCK MORE FREQUENTLY AND HAVE BECOME UNRELIABLE.

THE CITY COUNCIL UNANIMOUSLY APPROVED THE NEW CONNECT MASTER PLAN IN 2021, AND THIS REQUEST FOLLOWS THE PRIORITY OBJECTIVES IN THAT PLAN.

ONE OF THESE GOALS IS TO REINVIGORATE FLORIST STREET AS THE CULTURAL CORE OF THE DISTRICT AND TO CREATE A SAFE, A D A ACCESSIBLE PEDESTRIAN CONNECTION THROUGHOUT THE NEIGHBORHOOD.

THESE ARE TWO PROJECTS THAT ARE GOING TO PROVIDE WELL OVER A HUNDRED DEEPLY AFFORDABLE UNITS.

THE 30% A M I, THE 50% A M I UNITS THAT GO DOWN TO LESS THAN $500 A MONTH FOR PEOPLE WHO REALLY NEED THAT.

UM, I CAN ALSO TELL YOU THIS HAS NOT BEEN COVERED IN THE NEWS THAT ALONG WITH MY PARTNER MELISSA KINGSTON, WE INVEST IN SMALL INFILL DEVELOPMENT PROJECTS WITH A FOCUS ON AFFORDABLE HOUSING.

OVER 50% OF OUR UNITS ARE AFFORDABLE AND THERE IS CURRENTLY ONLY A BRAND NEW PROGRAM FROM THE CITY OF DALLAS TO SUPPORT SMALL DEVELOPERS LIKE US TO PROVIDE AFFORDABLE HOUSING.

ALL PREVIOUS INITIATIVES HAVE BEEN FOR MUCH LARGER DEVELOPERS.

MY CONCERN IS THAT CANADA DRIVE AND WEST ALLISON GENERAL HAS BECOME A PLACE FOR A LOT OF STREET RACING.

UM, WHERE I CURRENTLY LIVE AT 1903, THE SPEED LIMIT'S 35 MILES PER HOUR.

IT'S A SINGLE LANE GOING IN EACH DIRECTION, AND I CAN TELL YOU ROUTINELY EVERY SINGLE DAY, THE MINIMUM SPEEDS I'M WATCHING ARE PEOPLE GOING 50 TO 60 MILES AN HOUR, AND THEN IF RACING STARTS, IT'S EVEN FASTER.

UM, AND SO, UH, I'VE CALLED 9 1 1 MANY TIMES.

IT'S, IT'S A KNOWN PROBLEM WITH THE CITY, WITH THE STREET RACING.

UM, BUT, UH, AS I SAID BEFORE, WE DIDN'T HAVE TOO MUCH FUNDING.

UH, AND SO FOR A VERY LONG PERIOD OF TIME IN MY CHILDHOOD, WE STRUGGLED TO SECURE, UH, HOUSING.

UH, AND ONCE WE SECURED HOUSING, SOMETIMES WE, UH, STRUGGLED TO SECURE GAS OR WATER SOME MONTHS.

UM, AND SINCE THEN, THE HOUSING CRISIS IN OUR CITY HAS GOTTEN MORE DIRE AND MORE

UH, AND TALKING ABOUT AFFORDABLE HOUSING, I WANT TO SPECIFICALLY FOCUS ON THE COMMUNITY LAND TRUST PROGRAM THAT THE CITY HAS.

UH, IF YOU DON'T KNOW WHAT COMMUNITY LAND TRUSTS ARE, UH, THERE A MECHANISM WHERE PEOPLE CAN COME TOGETHER AND CREATE COMMUNITY CONTROLLED HOUSING.

UH, SO IT'S NOT JUST UNITS, IT'S ALSO JUST LIKE CREATING COMMUNITY BONDS.

UH, AND IT WOULD PROVIDE PERMANENTLY AFFORDABLE DEMOCRATICALLY RUN HOUSING FOR TENANTS AND HOMEOWNERS.

WHILE THE D M A IS KNOWN AS A BEAUTIFUL DESTINATION FOR A COMMUNITY AND FOR AUDIENCES ACROSS THE GLOBE, THE REALITY BEHIND THE SCENES IS THAT WE ARE MOVING CLOSER AND CLOSER TOWARDS CATASTROPHIC FAILURE IF WE DO NOT TAKE DRASTIC MEASURES TO ADDRESS OUR FACILITY.
