THE THING THAT REALLY STRUCK ME IS THANK YOU FOR INCLUDING THE REDUCTION IN VICTIMS. AND WHEN YOU SEE THOSE NUMBERS, IT'S NOT JUST A PERCENTAGE, IT'S ACTUAL LIVES IMPACTED.

AND SO THANK YOU FOR PUTTING THAT IN THE PRESENTATION.

MY NAME IS MAJOR JASON SCOGGINS, AND I HAVE WITH ME MR. KEVIN ODEN, INTEGRATED PUBLIC SAFETY SOLUTIONS AND OUR PARTNER FOR THE CRIME PLAN.

COUNCIL MEMBERS.

COMMITTEE MEMBERS, THANK YOU FOR BEING HERE THIS AFTERNOON.

THIS PRESENTATION WILL COVER THE VIOLENT CRIME REDUCTION PLAN UPDATE THROUGH THE END OF SEPTEMBER.

NEXT PAGE.

THIS IS OUR SUMMARY OF SEPTEMBER.

AND SO FAR, OVERALL VIOLENT CRIME IN OUR GRIDS IS DOWN BY 33 OFFENSES OR INCIDENTS, IF YOU WILL.

THAT NUMBER IS PRETTY SIGNIFICANT BECAUSE BASICALLY IT DROPPED FROM 84 INCIDENTS THROUGH THIS TIME LAST YEAR TO 51 INCIDENTS THIS TIME THIS YEAR.

AND MAJORITY OF THESE INCIDENTS OR INCIDENTS BASICALLY THAT INVOLVE MULTIPLE VICTIMS. SO IF YOU'RE LOOKING AT AVERAGING IT OUT, THAT'S POTENTIALLY AROUND 100 POSSIBLE VICTIMS THAT WE'VE DECREASED JUST THERE IN THE GRIDS THAT IMPACT IN THE GRIDS GOES TO IMPACT THE ENTIRE CITY AS OUR OVERALL CRIME IS DOWN 11.77%. THE OFFENSES INVOLVING GUNS ARE DOWN OVER 12% CURRENTLY, AND INCIDENTS OF SHOOTING RELATED VIOLENT CRIME OFFENSES ARE CURRENTLY DOWN OVER 20%. THE BOTTOM LINE MEANING IS THAT THERE ARE MORE THAN 1000 LESS VICTIMS IMPACTED BY VIOLENT CRIME THIS YEAR AS COMPARED TO LAST YEAR.

A HUGE CONTRIBUTING FACTOR IS DUE TO AGGRAVATED ASSAULTS, NON FAMILY VIOLENCE.

THESE OFFENSES HAVE BEEN DECREASED BY 16.36%.

ESSENTIALLY, ALL OF THESE OFFENSES ARE BASICALLY ATTEMPTED MURDERS, ATTEMPTED HOMICIDES, ATTEMPTED MURDERS.

AND IT'S A HUGE IMPACT.

I BELIEVE THE IMPACT ON THAT ALONE IS AROUND 738 LESS VICTIMS THROUGH THIS TIME LAST YEAR COMPARED TO LAST YEAR.

SINCE THE INCEPTION OF OUR PNI PLACE NETWORK INVESTIGATIONS, OUR TEAMS HAVE BEEN WORKING NOW FOR PNI LOCATIONS, WITH THE MOST RECENT BEING ADDED A 4722 MEADOW STREET.

JUST WANT TO THROW SOME NUMBERS AT YOU AS FAR AS WHAT OUR PNI TEAMS AND OUR PNI TEAMS ARE DEDICATED TO THE CRIME PLAN SOLELY.

100% OF WHAT WE DO IS DEDICATED TO THE CRIME PLAN.

OUR TEAM IS MADE 146 ARRESTS.

AND OF THOSE ARRESTS, THERE HAVE BEEN 179 FELONY CHARGES, MEANING SOME OF THE ARRESTEES WERE CHARGED WITH MULTIPLE FELONY CHARGES. AND THEN OF THOSE NUMBERS, 14 CASES HAVE BEEN SUBMITTED FOR FEDERAL PROSECUTION.

NEXT, OUR FOCUSED DETERRENCE PLAN UPDATES.

OUR FIRST CALL IN SESSION WAS JUNE 12TH, AND I BELIEVE YOU ALL KNOW THAT.

WE BRIEFED THAT OUT EARLIER.

BUT SOME OF THESE NUMBERS HAVE BEEN UPDATED SINCE WE INVITED 33 CLIENTS AND 25 CLIENTS SHOWED UP.

NOW, THESE ARE VIOLENT FELONY PEOPLE.

WE'RE GOING TO GO AHEAD AND CALL THEM CLIENTS.

BUT JUST WANTED TO GIVE A PERSPECTIVE OF WHO THESE PEOPLE ARE THAT WE'RE INVITING.

AT THIS TIME OF THE 33 INVITED OF THE 25 THAT SHOWED UP, 20 CLIENTS HAVE ACCEPTED SERVICES UP TO 98 ASSORTED SERVICES.

WHAT THESE SERVICES INCLUDE ARE ASSISTANCE WITH HOUSING, TRANSPORTATION, JOB TRAINING AND PLACEMENT.

DIGITAL ACCESS, LIKE WI-FI AND STUFF LIKE THAT.

STATE BENEFIT ASSISTANCE AND CLOTHING, FOOD SUPPORT, MENTAL HEALTH ASSISTANCE, GOVERNMENT IDENTIFICATION ATTAINMENT ASSISTANCE, AND SEVERAL OTHER FORMS OF SERVICES.

IT'S EXTREMELY IMPORTANT TO NOTE, ALTHOUGH NOT EVERY CLIENT SIGNED UP FOR SERVICES.

TO OUR KNOWLEDGE, SINCE JUNE 12TH, NONE OF THE INVITEES HAVE COMMITTED A VIOLENT CRIME OFFENSE WITHIN THE CITY OF DALLAS.

I MEAN, WHETHER THEY SHOWED UP OR NOT, WHETHER THEY TOOK SERVICES OR NOT, THE MESSAGE IS CLEAR.

I MEAN, NONE OF THEM HAVE COMMITTED A VIOLENT CRIME, WHICH IS.

YOU KNOW, SUCCESS IN OUR MINDS.

IT'S IT'S PRETTY AWESOME.

WE'RE PLANNING OUR SECOND CALL IN SESSION FOR THEN PROBABLY THE FIRST TWO WEEKS OF NOVEMBER.

NEXT HOUR, WE TRANSITION FROM PERIOD 11 GRIDS TO PERIOD, 12 GRIDS.

WE LAUNCHED THOSE OCTOBER 1ST WITH A TOTAL OF 64 GRIDS.

BUT OBVIOUSLY LOOKING AT THAT AS A DEPARTMENT AND CERTAINLY MOVING TOWARDS CONTINUING WITH THE MISSION IS, AS I'VE ALWAYS SAID, THAT, YOU KNOW, THE KEY IS TO HAVE REDUCTIONS IN VIOLENT CRIME, PARTICULARLY GUN RELATED VIOLENT CRIME, REDUCE THE NUMBER OF INCIDENTS WHICH WE HAVE THIS YEAR.

THE LEAST AMOUNT OF INCIDENTS THAT I THINK WE'VE HAD IN THE LAST 5 OR 6 YEARS OF VIOLENT CRIME INCIDENTS.

INCREDIBLY PROUD OF THE MEN AND WOMEN, OBVIOUSLY, WITH THE YOU KNOW, WITH EVERYTHING THAT WE DEAL WITH.

BUT WITH THAT BEING SAID, WE'RE GOING TO CONTINUE WITH THE MISSION AND WITH WHAT OUR PLANS ARE WITH THE CITY, WITH THE DEPARTMENT, AND REALLY UTILIZING OUR RESOURCES WHERE WE NEED THEM MOST.

AND SO, AGAIN, MEN AND WOMEN ARE DOING AN AMAZING JOB.

THE COMMAND STAFF'S DOING GREAT LEADING THE ORGANIZATION.

DISTRICT SEVEN, DISTRICT EIGHT, DISTRICT FOUR MURDERS ARE UP.

YOU KNOW, QUITE A BIT OF NUMBERS LIKE AS OF THIS YEAR IN DISTRICT EIGHT, IT'S LIKE 17 MURDERS.

THERE IS THIS HAVE ANYTHING WITH THE VIOLENT CRIME GOING ON WITH THE METRIC.

WITH REGARDS TO MURDER.

YES. AGAIN, WITH MURDER HAS BEEN A CHALLENGE.

I MEAN, WE'RE STILL TRYING TO DO THE BEST WE CAN WHEN LIFE IS TOO MANY.

OBVIOUSLY, THE FIRST QUARTER OF THIS YEAR WAS CHALLENGING FOR US.

WE HAD AGAIN, WE REDUCED VIOLENT CRIME.

WE REDUCED MURDER DURING THE SUMMER MONTHS.

BUT I'LL TELL YOU, AND NOT OFTEN DOES THE COMPLETE PICTURE GET REPORTED OUT AND THE REALITY OF IT IS THERE'S NOT A SINGLE STATION.

THERE'S NOT A SINGLE DIVISION IN THE CITY THAT'S NOT REDUCED GUN RELATED VIOLENT CRIME.

AND SO, YOU KNOW, THE TRAJECTORY IS MOVING IN THE RIGHT DIRECTION.

WE UNDERSTAND THE FRUSTRATIONS, OBVIOUSLY, OF OUR VICTIMS.

OUR HOMICIDE DETECTIVES ARE WORKING EXTREMELY HARD TO BRING CLOSURE TO OUR VICTIMS. OUR PATROL OFFICERS AND OUR SPECIALIZED UNITS ARE IN OUR AREAS THAT ARE PRONE FOR VIOLENCE.

AND WE'RE BEING DATA DRIVEN.

AND AGAIN, ONE OF THE DYNAMICS IS WHEN WE SEE THE TREND AGAIN, ONE LIFE IS TOO MANY, THERE'S NO QUESTION ABOUT IT.

BUT A CITY'S TRUE SENSE OF VIOLENCE IN THEIR CITY IS GUN RELATED, AGGRAVATED ASSAULT AND WHICH IS GOING DOWN HERE IN THE CITY OF DALLAS, PARTICULARLY IN EVERY STATION, IN EVERY DISTRICT OF POLICE DISTRICT THAT WE HAVE, THAT WE CONTINUE TO SEE.

YOU KNOW, IF I WERE SEEING OUR INCIDENTS GOING UP.

IF I WERE TO SEE OUR GUN RELATED VIOLENCE GOING UP AND IF MURDER NUMBERS HAD BEEN FLAT, I WOULD BE CONCERNED BECAUSE WE WOULD BE ON BORROWED TIME, THAT WE'RE HAVING MORE VIOLENCE AND THAT WE'RE HAVING MORE INCIDENTS.

AGAIN, WE CERTAINLY FEEL THAT BY REDUCING GUN RELATED VIOLENT CRIME, BY REDUCING THOSE INCIDENTS, WE WILL REDUCE MURDER IN THE CITY.

BUT I DO WANT TO DEFINITELY, YOU KNOW.

LET YOU KNOW THAT, YOU KNOW, THE GOAL IS TO SAVE LIVES.

AND IN ORDER TO DO THAT, WE HAVE TO REDUCE GUN RELATED VIOLENCE.

AND WE ARE REDUCING GUN RELATED VIOLENCE TO THE TONE OF OVER 700 LESS AGGRAVATED ASSAULT VICTIMS CITYWIDE.

AND SO WHEN THESE INCIDENTS DO OCCUR, THERE'S NO QUESTION THERE ARE SIGNS OF SUCCESS AND THERE'S TIMES OF CHALLENGES.

AND THESE LAST FEW WEEKS HAVE BEEN CHALLENGING.

BUT THE RESPONSE OF THE DEPARTMENT HAS DONE WITH REGARDS TO GOING TO THE AREAS THAT WE NEED TO GO INTO, WE NEED TO KEEP OUR, YOU KNOW, OUR EYE ON THE BALL AND ON THE PLAN THAT WE'VE SEEN HAS BEEN TURNING THE TIDE AND REDUCING THE TREND OF VIOLENCE IN THE CITY THAT WE OBVIOUSLY STARTED NEARLY THREE YEARS AGO. OKAY.

WHEN YOU LOOK AT THE GRIDS IN PERSPECTIVE AND I'M REALLY TALKING ABOUT BASICS, THE GRIDS IS MURDERS UP IN THESE GRIDS.

THAT'S A GREAT. GREAT QUESTION.

COUNCIL MEMBER SO WHEN WE LOOK AT THE GRIDS, MOSTLY WE'RE LOOKING AT THE CRITERIA OF AGG ASSAULTS, MURDERS, BUSINESS ROBBERIES AND INDIVIDUAL ROBBERIES.

JUST FOR THE PULSE THAT WE HAVE RIGHT NOW, WHEN YOU LOOK AT THE CATEGORY OF MURDERS IN OUR CURRENT GRIDS AND EVEN IN OUR PAST GRIDS, MURDERS HAS NOT BEEN THE CHALLENGE. SO WHERE OUR FOCUS IS ON A DAILY BASIS, WHERE THE MEN AND WOMEN ARE ON A DAILY BASIS, WE HAVE MADE SIGNIFICANT REDUCTIONS WHEN IT COMES TO THOSE VIOLENT CATEGORIES OF MURDER, ACT ASSAULTS AND ROBBERIES.

AND I GUESS JUST FOR THE RECORD TO BE ON RECORD TODAY, YOU KNOW, I DON'T BELIEVE EVERYTHING I READ IN THE PAPER, BUT WHEN I DO READ SOMETHING IN THE PAPER, IT SAID BLACKS IN DISTRICT SEVEN AND DISTRICT EIGHT.

DISTRICT FOUR MURDERS, MURDERS ARE UP, YOU KNOW, IN THE TREND.

SO THAT DO CONCERN ME WHEN I PUT SOMETHING IN THE PAPER.

I KNOW THAT'S FALSE INFORMATION OR TRUE INFORMATION, BUT THAT'S SOMETHING I WANT TO MAKE SURE THAT I GET ON THE RECORD IS MURDER IS UP ON BLACKS, ESPECIALLY IN SEVEN, EIGHT AND FOUR.

THAT WAS IN THE NEWSPAPER IN THE DALLAS PRESS IN DISTRICT EIGHT, THEY SAID WAS 19.

YOU KNOW, AS OF THE DAY, DISTRICT SEVEN WAS LIKE 20.

SOME IN DISTRICT FOUR WAS 17.

SO I JUST WANT TO MAKE SURE IN PERSPECTIVE, YOU KNOW, WHAT IS THE TREND GOING ON, ESPECIALLY WITH BLACKS.

A TOTAL OF 70 GRIDS IN YOUR DISTRICT, WHICH BY LOOKING AT THE STATISTICS THAT I LOOK IN FRONT OF ME, IT'S THE COUNCIL DISTRICT THAT'S HAD THE MOST AMOUNT OF GRIDS SINCE THIS CRIME PLAN STARTED.

SO IF THE QUESTION IS ABOUT THE EQUITY OF THE PLAN, I WILL TELL YOU THAT IT'S EXTREMELY EQUITABLE.

UNFORTUNATELY, IT'S OFTENTIMES OUR COMMUNITIES OF COLOR IN THE CITY THAT ARE IMPACTED BY VIOLENT CRIME AND THAT HAVE THE GRIDS. AND SO CERTAINLY WE ARE MINDFUL OF THAT.

AND THAT'S WHY FROM AN EQUITY PERSPECTIVE, WE'RE GOING TO WHERE THE VIOLENCE IS.

AND I THINK YOU WILL SEE WITH REGARDS TO HOW WE HAVE PLACED OUR GRIDS BASED ON THAT CRIME PLAN, THERE'S BEEN EXTREMELY EQUITABLE AND WE'RE GOING TO THE AREAS THAT OF NEED THAT WE HAVE.

YOU KNOW, WHEN IT COMES TO STATISTICS OF BLACK VICTIMS AS AN EXAMPLE.

YES. YOU KNOW, I'VE SAID THIS BEFORE, ABOUT 90% OF OUR MURDER VICTIMS IN THE CITY OF DALLAS ARE EITHER BLACK OR LATINO WITH A LITTLE OVER 60% BEING BLACK AND ABOUT 30% BEING LATINO.

AND SO THERE IS ABSOLUTELY A DISPARITY IN OUR VICTIMS. THERE IS NO QUESTION ABOUT IT.

NOW, TO GET YOU SPECIFIC NUMBERS, THOSE ARE AVERAGE NUMBERS BECAUSE I'VE KEPT AN EYE ON THAT SINCE THE TIME I'VE BEEN HERE.

WE CAN GET WE CERTAINLY WILL GET YOU SPECIFIC NUMBERS, BUT THERE IS NO QUESTION ABOUT IT THAT THERE IS A RACIAL DISPARITY AS IT COMES TO MURDER VICTIMS IN OUR CITY BEING PRIMARILY BLACK OR LATINO.

BUT WE KNOW THAT APARTMENT COMMUNITIES ARE SO OFTEN WHERE THESE THIS TYPE OF CRIME OCCURS AND REALLY CRIME IN GENERAL OCCURS.

OUR APARTMENT COMMUNITIES AND WE'RE DOING WORK AT THOSE PROPERTIES TO IMPLEMENT CRIME PREVENTION STANDARDS.

I THINK WHEN WE HAD THE VIOLENT CRIME PLAN BRIEFING LAST MONTH, ONE OF THE GOALS OF DPD IS EXPANDING THE NUMBER OF PNI SITES.

AND WE'RE CERTAINLY MEETING EVERY EVERY WEEK OR SO TO DISCUSS THAT.

AND SO AS MORE SITES THERE ARE ADDED, WE WILL BE THERE AS WELL WITH THEM IN ADDITION TO THE OTHER WORK WE'RE DOING THROUGHOUT THE COMMUNITY.

BUT WE ALSO HAVE THE THEFTS AROUND LBJ AND SKILLMAN AT THIS POINT SEEM TO OR THE MURDERS SEEM TO START WITH THE THEFT. RIGHT. THEY START WITH, I WANT YOUR CELL PHONE, I WANT YOUR CAR, I WANT WHATEVER YOU HAVE.

AND THEN THEY END UP INCREASING.

THE VIOLENCE OBVIOUSLY RAMPS UP AND SOMEONE LOSES THEIR LIFE.

IS THAT WHAT YOU MEAN BY HERE? ARGUMENT, CONFLICT OR IS THIS SOMETHING DIFFERENT? GREAT QUESTION.

NO, MA'AM. ARGUMENT, CONFLICT.

SIMPLY AN ARGUMENT OVER A DICE GAME OR AN ARGUMENT OVER A FEMALE OR AN ARGUMENT OVER SOMEONE NOT PLAYING SOMEONE ELSE'S SONG WHEN HE PAID FOR IT.

JUST LAST WEEK WE'RE GOING TO BE DOING A BREAKDOWN OF OUR MURDERS WITH REGARDS TO THE CIRCUMSTANCES SURROUNDING THEM, BECAUSE I DON'T WHAT I THINK PEOPLE OFTENTIMES JUMP TO IS THAT THESE ARE JUST HAPPENING AT RANDOM ON THE STREET CORNERS AND WHAT HAVE YOU, WHEN THE REALITY IS IT GOES A LOT DEEPER THAN THAT.

IN THE LAST FEW WEEKS, WE'VE HAD, YOU KNOW, WE'VE HAD A MURDER AT A BOARDING HOME.

WE'VE HAD MURDERS, OBVIOUSLY FAMILY VIOLENCE RELATED MURDERS.

WE'VE HAD INCIDENTS THAT WE'VE HAD, UNFORTUNATELY, MULTIPLE INDIVIDUALS THERE FROM DIFFERENT CIRCUMSTANCES IN THE MIDDLE OF AN APARTMENT COMPLEX, AREAS WHERE WE COULD HAVE 10,000 POLICE OFFICERS IN THE CITY.

AND IT WOULD BE DIFFICULT TO BE IN THOSE SPOTS.

SO TO ANSWER THOSE QUESTIONS, TO HAVE AN HONEST CONVERSATION WITH REGARDS TO MURDER, ALTHOUGH AS I MENTIONED BEFORE, AGAIN, LOOKING AT THE VIOLENCE IN THE CITY WITH REGARDS TO SHOOTING VICTIMS, WHICH IS GOING DOWN AT A VERY POSITIVE, ALARMING RATE, WE WANTED TO WE'RE GOING TO BREAK THAT DOWN SO THAT WE CAN GET A BETTER UNDERSTANDING WHERE THEY'RE OCCURRING, BECAUSE, AGAIN, OFTENTIMES AS COUNCIL MEMBERS, AS YOU MENTIONED, YOU KNOW, THE NEWS REPORTS THAT WILL COME OUT AFTER A CHALLENGING WEEKEND, THERE'S A NARRATIVE THAT'S DRAWN THAT'S NOT THE HONEST NARRATIVE THAT'S OCCURRING IN OUR CITY.

I DO WANT TO DEFINE WHAT FAMILY VIOLENCE IS.

FAMILY VIOLENCE IS DEFINED ACCORDING TO THE FAMILY.

TEXAS FAMILY CODE AS AN ACT BY ONE MEMBER AGAINST ANOTHER OF THE SAME FAMILY OR HOUSEHOLD THAT IS INTENDED TO RESULT IN PHYSICAL HARM, BODILY INJURY ASSAULTS OR SEXUAL ASSAULTS.

INTIMATE PARTNER VIOLENCE IS DEFINED AS THE VIOLENCE BY A CURRENT OR FORMER PARTNER IN AN INTIMATE RELATIONSHIP AGAINST THE OTHER PARTNER.

BECAUSE WE ARE GOING TO BE TALKING ABOUT LETHALITY ASSESSMENT.

THIS IS A QUESTIONNAIRE OF CRITERIA TO DETERMINE THE LEVEL OF RISK OF LETHAL VIOLENCE A PERSON FACES BY CURRENT OR FORMER INTIMATE PARTNERS AND ALSO HIGH RISK DOMESTIC VIOLENCE VICTIMS. THESE ARE ALL THE VICTIMS WHO SUFFER SERIOUS BODILY INJURY.

THESE ARE THE PEOPLE THAT ARE SHOT, STABBED OR END UP IN THE HOSPITAL.

DOMESTIC VIOLENCE MATRIX OVER THE PAST THREE YEARS.

FAMILY VIOLENCE OFFENSES HAVE BEEN TRENDING DOWN.

ALSO WITH THE YEAR 2022 ENDING IN A -5.2 COMPARED TO 2021.

THIS PERCENTAGE TRANSLATES INTO 707 PEOPLE LESS VICTIMS OF FAMILY VIOLENCE.

YEAR TO DATE. OVERALL, DOMESTIC VIOLENCE IS AT 11, -11 COMPARED TO LAST YEAR.

THIS TRANSLATES INTO 1144 LESS VICTIMS OF FAMILY VIOLENCE.

WHEN IT COMES TO INTIMATE PARTNER VIOLENCE, DATA CONTINUES TO SHOW AND DEMONSTRATE THAT FAMILY VIOLENCE IS PERPETRATED BY INTIMATE PARTNERS.

AN EXAMPLE COULD BE THAT FAMILY VIOLENCE KIDNAPPINGS OR 88% CARRIED OUT BY INTIMATE PARTNERS.

WHEN WE LOOK INTO THE VICTIMOLOGY BREAKDOWN, 73% OF THE VICTIMS ARE FEMALES.

AFRICAN AMERICANS AND HISPANICS MAKE UP THE MAJORITY OF THE VICTIMS, AND MOST OF THE VICTIMS ARE BETWEEN THE AGES OF 20 AND 29.

WHEN WE DISCUSS LETHAL ASSESSMENT.

THESE ARE THE ASSESSMENTS DONE ON THE FIELD BY OFFICERS.

THEY CONTACT THE INTIMATE PARTNER OFFENSES.

THEY SPEAK TO THOSE PEOPLE THAT ARE HURT BY THE INTIMATE PARTNER.

AND THESE REPORTS ARE TAKEN ON THE FIELD THIS YEAR.

YEAR TO DATE, WE HAVE DONE 3258.

OUT OF THOSE NUMBERS, 88% WERE FEMALES.

59% OF THEM QUALIFIED ON THIS RISK ASSESSMENT.

HOWEVER, ONLY 87% AGREED TO SPEAK TO A COUNSELOR.

HOME VISITS.

IN THE DOMESTIC VIOLENCE UNIT.

ALL REPORTS ARE EVALUATED TO SEE IF THEY MEET THE CRITERIA.

AND WE DO AT RISK ASSESSMENT TIER ONE OR ALL THOSE VICTIMS OF AGGRAVATED KIDNAPING, AGGRAVATED ASSAULT, STRANGULATION AND STALKING HAVE SUFFERED SERIOUS BODILY INJURY.

THE DETECTIVES DO A HISTORY OF THE OFFENSES.

THEY ALSO SEE IF THE OFFENDER HAS DISPLAYED A WEAPON OR USED THE WEAPON ON THE OFFENSE.

THEY ALSO REVIEW PRIOR DOMESTIC VIOLENCE EITHER OF THE SAME VICTIM OR PREVIOUS VICTIMS. DALLAS POLICE DEPARTMENT CONTINUES TO PARTNER WITH FAMILY PLACE TO CONDUCT THESE VISITS.

ANY. FOR WHATEVER REASON, DPD OR THE ADVOCATE IS UNABLE TO CONTACT THE VICTIM.

THE VICTIM IS FLAGGED DOWN AND A HOME VISIT IS CONDUCTED TO PREVENT REVICTIMIZATION OR HOMICIDAL VIOLENCE.

THE GOAL IS TO OFFER SERVICES, RESOURCES AND TO ENHANCE THE SAFETY AND PROVIDE INDEPENDENT FORM OF RESOURCES FOR THE VICTIM. YEAR TO DATE, THERE HAS BEEN 95 CASES PLACED ON TIER ONE CATEGORY AND A TOTAL OF 42 HOME VISITS HAVE BEEN CONDUCTED.

IN THIS NEW LEGISLATIVE SESSION, 88TH PASSED SEVERAL BILLS THAT HELPED TO REDUCE FAMILY VIOLENCE.

THE FIRST ONE I'M GOING TO LET LIEUTENANT IGO SPEAK ABOUT IT.

THIS IS OUR NEW STATEWIDE DATABASE OF INTIMATE PARTNER OFFENDERS WHO ON TWO OR MORE OCCASIONS HAVE BEEN CONVICTED OF CERTAIN VIOLENT CRIME OFFENSES

SOME OF THOSE OFFENSES ARE ASSAULTS, AGGRAVATED ASSAULTS, SEXUAL ASSAULT, AGGRAVATED SEXUAL ASSAULT, CONTINUOUS FAMILY VIOLENCE OR STALKING OR ANY COMBINATION OF THOSE OFFENSES.

ANOTHER PIECE OF LEGISLATION THAT PASSED WAS STATE BILL 1325.

THIS IS A STANDARDIZED NOTICE, ALSO KNOWN AS THE NATALIA COX.

IT BASICALLY STANDARDIZED A WRITTEN NOTICE THAT PROVIDES RESOURCES AND INFORMATION TO VICTIMS. STATE BILL 48 ALSO STANDARDIZED THE PROTECTIVE ORDER APPLICATIONS THEY'RE MAKING VICTIMS ABLE TO OBTAIN A PROTECTIVE ORDER WITHOUT HAVING TO PROVE SEVERAL THINGS THAT WERE NEEDED TO PROVIDE A PROTECTIVE ORDER.

HOUSE BILL 1589 ENHANCES THE CLASS A MISDEMEANOR PUNISHMENT TO A THIRD DEGREE FELONY IF THE DEFENDANT HAS A PRIOR CONVICTION FOR CERTAIN FAMILY VIOLENCE OFFENSES.

THIS BILL ENHANCES ALSO THE PUNISHMENT TO A SECOND DEGREE FELONY IF THE PERSON COMMITS AN OFFENSE BY CHOKING THE VICTIM.

THIS BILL SHOULD BECAME EFFECTIVE SEPTEMBER 1ST.

AND HOUSE BILL 467 EXTENDS THE STATUTE OF LIMITATIONS FROM TWO YEARS TO THREE YEARS FOR MISDEMEANORS AND 3 TO 5 YEARS FOR FELONY FAMILY VIOLENCE.

OFFENSE REPORTING.

WE CONTINUE TO SUCCESSFULLY PARTNER UP WITH THE FAMILY PLACE AND GENESIS WOMEN'S SHELTER AS A POLICE DEPARTMENT.

THIS YEAR THEY CELEBRATE THEIR GRAND OPENING AND GENESIS AT THE NEW SITE ON LUCAS STREET.

DOMESTIC VIOLENCE UNIT ALSO HAS DONE 17 EDUCATIONAL EVENTS BECAUSE EDUCATION IS A KEY COMPONENT OF REDUCING FAMILY VIOLENCE, AND WE CONTINUE TO ACTIVELY SEEK NEW PARTNERS IN THE PREVENTION OF DOMESTIC VIOLENCE.

WE CONTINUE TO COLLABORATE TO REACH SPECIFIC COMMUNITIES.

AND NOW LET LIEUTENANT IGO [INAUDIBLE] I'M SORRY, WHO ALSO WANTS TO SPEAK ON THIS ITEM.

SO AS PART OF GARCIA'S VIOLENT CRIME PLAN, DOMESTIC VIOLENCE IS ALSO PARTICIPATING AT TWO KNEE LOCATIONS.

THE FIRST LOCATION IS AT 3015 EAST LEDBETTER, AND THE SECOND LOCATION IS 4722 MEADOW.

BOTH LOCATIONS ARE LOCATED IN OUR SOUTHERN DIVISIONS.

AND SO THROUGH OUTREACH WE CAN CONTINUE TO IMPROVE COMMUNITY INTERACTIONS, BUILD TRUST AND ENHANCE COMMUNICATION, WHICH ARE ALL CRITICAL STEPS TO EFFECTIVE POLICING. FOR NEXT STEPS.

DOMESTIC VIOLENCE IS A SYSTEMIC ISSUE REQUIRING EVERYBODY A CONSTANT ADVOCACY TO INCREASE AWARENESS FROM ALL MEMBERS OF OUR COMMUNITY.

AND WE WILL TARGET HISTORICALLY BLACK COLLEGES AND UNIVERSITIES, HISPANIC SERVING INSTITUTIONS AND WOMEN UNIVERSITIES.

THIS PAST FISCAL YEAR, THE RECRUITING TEAM VISITED 15 HISTORICALLY BLACK COLLEGES AND UNIVERSITIES AND 13 HISPANIC SERVING INSTITUTIONS.

WE WILL FOCUS RECRUITING ON PRIOR MILITARY AND LATERAL RECRUITMENT AND WILL USE SUPPLEMENTAL RECRUITERS TO INCREASE OUR REACH.

PART OF OUR RECRUITING STRATEGIES IS TO INCREASE THE EXPLORER PROGRAM.

THE DEPARTMENT HAS SEVERAL OFFICERS WHO ARE PART OF THE DEPARTMENT WHO WERE IN THAT EXPLORER PROGRAM.

WE WILL INCREASE OUR PARTICIPATION WITH TEXAS A&M COMMERCE AND THE UNIVERSITY OF NORTH TEXAS ON OUR INTERNSHIP PROGRAM THIS PAST SUMMER, WE HAD SEVEN INTERNS WORKING WITHIN THE DEPARTMENT.

WE ARE WORKING CLOSELY WITH BOTH TEXAS A&M COMMERCE AND UNT TO INCREASE THAT NUMBER.

WE WILL ENSURE THAT COLLEGE INTERNS GAINS VALUABLE AND EXCITING WORK EXPERIENCE BY INCLUDING SPECIAL OPERATIONS ASSIGNMENTS AND WILL GENERATE INTEREST IN INTERN PROGRAM THROUGH SOCIAL MEDIA RECRUITING AND JUST BY WORD OF MOUTH.

ONE OF THE THINGS THAT WE DID DO IS WE DEFINED WHAT EXACTLY IS A QUALIFIED APPLICANT.

ALSO, THEY HAVE TO HAVE THE MENTAL APTITUDE TO NOT ONLY PASS OUR EXAMS AND PASS OUR COURSES, BUT ALSO TO BE ABLE TO APPLY THAT KNOWLEDGE DAY TO DAY ON THE STREET.

THEY'LL HAVE TO HAVE THE MENTAL FORTITUDE BECAUSE WE SEE SOME THINGS THAT ARE HARD.

SO THERE HAS TO BE A LITTLE BIT OF MENTAL FORTITUDE IN ORDER TO ACTUALLY DO THAT.

THEY ALSO HAVE TO HAVE THE EMPATHY AND COMPASSION TO GIVE THE BEST QUALITY SERVICE AND THE PROFESSIONALISM TO MAKE SURE THAT REGARDLESS OF WHAT WE SEE, WE'RE ALWAYS GIVING THE BEST SERVICE TO OUR RESIDENTS.

THEN OUR RETENTION IS SIMPLE.

ONCE WE FIND THESE GREAT APPLICANTS, IT'S TO RETAIN THEM.

AND THAT'S WHERE WE'RE GOING TO GO INTO HOW WE'RE TRYING TO DO THAT.

WE WANT TO REDUCE OUR PRE-RETIREMENT ATTRITION, THOSE THAT ARE EITHER TRAINING FAILURES, VOLUNTARY RESIGNATIONS OR TERMINATIONS. ONE OF THE OTHER THINGS WE WANT TO DO IS START TO FURTHER DEVELOP OUR DATA ANALYTICS, AND THAT IS THE WHAT, WHEN, HOW, WHERE WE'RE MOST PRODUCTIVE IN OUR RECRUITING.

AND WE'RE NOT LOOKING NOT JUST AT WHO EXPRESSED INTEREST, BUT WE'RE ALSO LOOKING AT WHO WE ARE HIRING AND ALSO WHO ARE WE RETAINING AND WHAT APTITUDES AND WHAT CHARACTERISTICS THEY HAVE.

WHAT WE'VE LEARNED THAT WE DO HAVE TO TARGET OUR MARKETING, OUR SHOTGUN APPROACH DOESN'T WORK FOR US ANYMORE.

THERE WAS A DAY WHERE WE COULD PUT IT IN THE PAPER AND OUR DOORS WOULD BE FLOODED WITH APPLICANTS.

BUT WHAT WE'RE SEEING IS THAT THERE IS A SMALLER POOL FOR THOSE THAT ARE INTERESTED IN BEING FIREFIGHTERS AND OR PARAMEDICS.

AND THERE'S ALSO A LARGER DEMAND.

SO WITH THE POPULATION INCREASES IN NORTH TEXAS, THAT MEANS THAT OUR NEIGHBORS ARE BUILDING MORE FIRE STATIONS, THEY'RE EXPANDING THEIR SERVICES, HOSPITALS ARE HIRING PARAMEDICS. SO WITH THAT, WE'RE GOING TO HAVE TO TARGET NOT ONLY FOR DIVERSITY, BUT ALSO QUALITY AND QUANTITY.

NEXT SLIDE. SO SOME OF THE THINGS THAT WE'RE REVIEWING IS, ONE, OUR HIRING CRITERIA TO MAKE SURE THAT OUR HIRING CRITERIA ARE STILL RELEVANT WITH WHAT WE'RE TRYING TO GET TODAY.

ALSO, WE WANT TO MAKE SURE THAT WE'RE GETTING THE BEST QUALIFIED APPLICANTS, BUT WE'RE ALSO REVIEWING TO MAKE SURE THAT WE ARE NOT UNKNOWINGLY ELIMINATING QUALIFIED APPLICANTS.

WE'RE ALSO LOOKING TO MAKE OUR FLOWCHART, OUR HIRING PROCESS, MORE EFFICIENT.

SO WE'RE REVIEWING THAT TO SEE WHAT EFFICIENCIES WE CAN FIND AND HOW WE CAN MAKE THE PROCESS SMOOTHER FOR OUR APPLICANTS GOING FORWARD.

SOME OF THE OTHER THINGS WE'RE GOING TO DO IS ALSO MAKE SURE THAT WE'RE GIVING OUR APPLICANTS THAT COME ON REALISTIC EXPECTATIONS OF WHAT THE JOB DOES AND WHAT IT LOOKS LIKE. WE THINK THAT WOULD HELP WITH OUR RECRUITING.

THOSE THAT GET HERE AND DECIDE THAT, HEY, THIS IS NOT FOR ME.

WE WANT TO MAKE SURE THAT WE'RE GIVING REALISTIC EXPECTATIONS OF WHAT THIS DOES.

AND WE'RE ALSO GOING TO TALK AT OUR MILITARY INSTALLATIONS AS WELL AS OUR PARAMEDIC PROGRAMS THAT ARE IN THE IN THE STATE.

BECAUSE WHAT WE'VE REALIZED IS THAT IF WE GET A PARAMEDIC, STUDENT, THAT PARAMEDIC STUDENT IS ALREADY TRAINED AS A PARAMEDIC.

SO THEY CAN EITHER COME ON TO OUR SINGLE FUNCTION PARAMEDIC OR WE CAN REDUCE OUR TRAINING TIME BY SIX MONTHS BY JUST SENDING THEM TO FIRE SCHOOL.

SO WE'RE GOING TO TARGET THOSE PARAMEDIC PROGRAMS. WE'RE ALSO TARGETING THE FIREFIGHTER PROGRAMS BECAUSE JUST IN REVERSE AND INVERSE, IF THEY'RE ALREADY FIREFIGHTERS, WE CAN BRING THEM ON, TRAIN THEM AS PARAMEDICS, THEN SHOW THEM HOW WE DO THINGS IN DALLAS.

AND THAT'S GOING TO CUT UP TO SIX MONTHS OFF THE TIME ON THAT END AS WELL.

SO THOSE ARE SOME OF THE THINGS THAT WE'RE GOING TO DO AT THIS TIME.

SO SOME OF THE THINGS WE'RE LOOKING TO EXPAND IS, ONE, OUR LATERAL HIRE PROGRAM.

WE'RE HOPING TO FILL IN ANY DEFICIENCIES THAT WE GET WITH TRYING TO BRING THEM THROUGH THE ACADEMY WITH OUR LATERAL HIRE.

WE ALSO DISCOVERED THE BEST PERSON TO RECRUIT A FIREFIGHTER OR A PARAMEDIC IS A FIREFIGHTER OR A PARAMEDIC.

SO WE'RE GOING TO INCREASE THE NUMBERS OF OUR CURRENT FIREFIGHTERS THAT WE USE TO HELP US OUT WITH RECRUITING IS ALSO WITH OUR OUR CANDIDATE PHYSICAL AGILITY TESTING, AS WELL AS OUR MENTORSHIP.

WE'RE ALSO GOING TO EXPAND OUR EMPLOYEE ENGAGEMENT AND EMPLOYEE SUPPORT PROGRAMS, WHICH CHIEF EVANS IS GOING TO GO INTO INTO A LATER SLIDE.

SOME OF THE IMPLEMENTATION.

ONE OF THE THINGS THAT WE'RE REALLY EXCITED ABOUT IS WE'RE WORKING WITH OUR PARTNERS, WITH DISD AND WITH DALLAS COLLEGE TO IMPLEMENT A DISD FIREFIGHTER ACADEMY.

AND WHAT THIS MEANS IS WE GET TO TOUCH THEM THEIR SOPHOMORE YEAR.

SO OUR FIREFIGHTERS AND PARAMEDICS WILL BE EMPLOYED BY THE DALLAS COLLEGE.

THEY'RE GOING TO TEACH FIREFIGHTER AND EMT COURSES IN THE HIGH SCHOOLS IN THE ISD.

AND OUR GOAL IS, AFTER COMPLETION OF THE PROGRAM, AFTER THEIR SENIOR YEAR, THEY WILL BE BOTH CERTIFIED FIREFIGHTERS AND CERTIFIED EMTS. WE CAN THEN BRING THEM ON AND HIRE THEM AND SEND THEM TO PARAMEDIC SCHOOL.

WE'RE WORKING WITH OUR PARTNERS ARE GREAT, BOTH THE ISD AND DALLAS DALLAS COLLEGE, SO WE HAVE ALREADY PRETTY MUCH WORKED OUT WHAT THE COURSE LOAD LOOKS LIKE, AND WE'RE HOPING TO HAVE SOMETHING BEFORE THIS COMMITTEE TO LOOK AT.

AND WE'RE LOOKING AT AN IMPLEMENTATION DATE OF FALL OF 24.

THE OTHER THING WE'RE LOOKING AT IS A VFR INTERNSHIP PROGRAM.

SO WE'RE HOPING TO WELL, WE'VE REALIZED THAT, YOU KNOW, WE CAN GO AND FIND THEM, BUT WE CAN ALSO GROW THEM.

AND THAT'S WHAT WE'RE HOPING TO DO IS GROW THEM.

SO WE TOUCHING THEM FROM THEIR SOPHOMORE YEARS.

AND WE'RE HOPING THAT DURING THE SUMMERS WE CAN BRING THEM IN AS INTERNSHIPS TO KEEP THAT INTEREST.

AND JUST LIKE THE POLICE, WE ARE LOOKING AT THE SKILLS BRIDGE PROGRAM.

THEY'RE A LITTLE AHEAD OF US.

WE'RE STILL WORKING ON THE APPLICATION, BUT WE'RE HOPING WITH ALL OF THESE THAT CAN HELP US IN OUR RECRUITING EFFORTS.

OUTREACH TECHNOLOGY IS KEY TO OUR ANALYTICS CAPABILITY AND ABILITY TO MAKE STRONG STRATEGIC DECISIONS.

HAVING MENTAL HEALTH ISSUES AS WELL AS OTHER GROUPS THAT WE HAVE ESTABLISHED, SUCH AS UNIFORM MEMBER ENGAGEMENT COMMITTEE AND MEMBERS UNITED COALITION. OUR GOAL IS TO ALWAYS IMPROVE MORALE.

A FACILITY MANAGER WAS JUST HIRED RECENTLY TO INTERFACE WITH BSD IN HOPES OF KEEPING OUR FIRE STATIONS AND ALL OUR FACILITIES UP TO PAR AND IN GOOD WORKING CONDITIONS, AS WELL AS THE RESPONSE REVIEW PROJECT, WHICH IS A PLAN WHERE WE NOT ONLY LOOK AT THE APPARATUS TYPE THAT WE SEND TO INCIDENTS, BUT ALSO THE CORRECT NUMBER OF APPARATUS THAT WE SEND, AND THAT PROJECT IS GOING VERY WELL.

WE WANT TO PLACE A FOCUS ON NEW MEMBERS BY UTILIZING A PROBATIONARY TRAINING AND EVAL PROGRAM TO IMPROVE ENGAGEMENT AND PERFORMANCE.

ALSO, WE WILL LOOK TO DEVELOP PRE-EMPLOYMENT PSYCHOLOGICAL SCREENING TO ADDRESS CONCERNS THAT MAY BECOME PROBLEMATIC DOWN THE ROAD FOR CERTAIN MEMBERS.

TO IMPROVE THE WORKING CONDITIONS, WE WILL CONTINUE WITH CONSISTENT AND TIMELY PROMOTIONAL OPPORTUNITIES THROUGH THE PARTNERSHIP WITH THE CIVIL SERVICE DEPARTMENT.

LIKEWISE, WE WILL STRENGTHEN OUR RELATIONSHIP WITH BUILDING SERVICES TO ENSURE IMPROVED WORKING AND LIVING CONDITIONS.

NEXT SLIDE. AS FOR TRAINING ACADEMY INITIATIVES, SOME SOME RECENT INITIATIVES THAT WERE IMPLEMENTED BEGINNING IN 2021 AND 22.

THOSE INITIATIVES INCLUDE PRE ACADEMY STUDY MATERIALS, TRAINING ON STUDY HABITS, SUPPLEMENTAL EDUCATIONAL MATERIAL AND GROUP AND INDIVIDUAL TUTORING SESSIONS.

AS FOR RESULTS, WE HAVE SEEN AN 8% TO 10% INCREASE IN DFR ACADEMY TEST SCORES, AS WELL AS A 25% TO 30% INCREASE IN NATIONAL REGISTRY PARAMEDIC TEST PASS RATE.

SO WHAT WE'RE DOING IS, IS WE'RE GETTING POLICE OFFICERS FROM OTHER STATES TO COME HERE AND WORK FOR DPD, THE LATERAL, THE PROCESS TO GET T COLE CERTIFIED IN THE STATE OF TEXAS IS A VERY COMPLICATED PROCESS AND IT'S A LOT OF WORK.

AND SO THE LATERAL TEAM IS WILL PUT THEM THROUGH THE BACKGROUND PROCESS, GET THEM HIRED ON AND HIRE THEM ON AS A PRE HIRE AND WORK THEM THROUGH THAT LATERAL THAT PROGRAM TO GET THEM T COLE CERTIFIED.

SO BASICALLY THE PROCESS WORKS WHERE YOU HAVE TO TAKE YOUR TRAINING THAT YOU HAVE RECEIVED FROM ANOTHER CITY, SUBMIT AN APPLICATION TO T COLE AND THEN THEY TELL YOU WHAT THEY'LL ACCEPT AND WHAT NOT.

AND BASED ON THAT, YOU TAKE A CERTAIN AMOUNT OF CLASSES BEFORE YOU'RE ALLOWED TO TAKE THE T COLE.

THAT COMPUTER IS WHAT IS DRIVING THE CAR.

IT IS THE AUTONOMOUS DRIVING SYSTEMS COMPUTER.

THESE CARS ARE NOT REMOTELY DRIVEN.

THESE CARS CANNOT BE REMOTELY DRIVEN FOR SAFETY PURPOSES.

WE WANT TO MAKE SURE THAT NO ONE CAN CAN TAKE REMOTE CONTROL OF THESE VEHICLES.

SO FOR THAT REASON, IT'S IMPORTANT TO NOTE THAT COMPUTER ITSELF IS WHAT'S DRIVING THE CAR BASED ON THE PARAMETERS, THE SAFETY FEATURES AND THE MAPS THAT WE'VE PROGRAMED THEM FOR. NEXT SLIDE.

SO LET'S TALK ABOUT HOW OUR VEHICLES ARE PULLED OVER.

THE VEHICLE IS PROGRAMED TO BEFORE WE'RE EVER LIVE IN A MARKET.

WHEN A VEHICLE IS DRIVING IN A DRIVING LANE AND A FIRST RESPONDER IS EITHER DRIVING BEHIND IT OR TRYING TO PULL IT OVER, THE VEHICLE WILL MOVE AS CLOSELY TO THE SIDE OF THE ROAD.

IF THERE'S A PARKING SPACE, IT WILL MOVE INTO THAT PARKING SPACE AND GET OUT OF THE WAY SO THAT THE VEHICLE CAN CONTINUE.

IF IT'S BEING PULLED OVER FOR WHATEVER REASON, THE VEHICLE WILL STOP AND WAIT UNTIL THE OFFICER HAS WALKED UP TO THE PASSENGER SIDE OR DRIVER'S SIDE.

THE WINDOW WILL BE LOWERED BY A REMOTE ASSISTANCE AND THEY CAN ENGAGE IN CONVERSATION WITH OUR REMOTE ASSISTANCE TEAM.

SO I WANT TO GO A LITTLE MORE SPECIFIC ON RANDOM STREET CLOSURES WHEN DPD SEEMS FIT TO CLOSE THOSE STREETS WHERE LITERALLY IT'S A FIVE MINUTE DECISION, HOW ARE THE VEHICLES RECOGNIZING? THAT ROAD IS CLOSED ASIDE FROM THE BARRICADES OR IF THEY DO GO INTO THE BARRICADE, HOW ARE THEY BACKING OUT OF THAT? I MEAN, IS SOMEONE ABLE TO TAKE OVER THAT CONTROL, OVER THAT VEHICLE? YES, SOMEONE IS ABLE TO DO THAT.

AND SO LET ME ANSWER THIS IN TWO WAYS.

NUMBER ONE, THE YES, SOMEONE IS ABLE TO TAKE MANUAL CONTROL OVER THE CHEVY BOLTS.

IMPORTANT THEY'RE MAKE SUGGESTIONS TO THE VEHICLE ABOUT WHAT NEXT STEPS TO TAKE.

THEY CANNOT REMOTELY CONTROL THEM, BUT THEY CAN SUGGEST THE VEHICLE THE OFFICER IS TELLING YOU TO GO LEFT.
