TELEMEDICINE FOR OUR FOSTER ANIMALS, AND THEY'RE DOING ITS OUTSTANDING WORK.

ANOTHER THING, AND THAT'S NOT ON THE SLIDE THAT I DO WANNA CALL OUT, YOU KNOW, GETTING THROUGH C A I V, WE HAD TO DO SO MANY SNAP TESTS, SO MANY THOUSANDS AND THOUSANDS, AND YOU KNOW, THIS IS THE TEAM THAT WAS DOING THOSE.

THIS IS THE TEAM THAT CONTINUES TO DO THOSE SAMPLE TESTING TO MEASURE SURE THAT WE'RE IDENTIFYING ANY ILLNESS QUICKLY SO WE CAN TRY AND GET A HANDLE ON IT AS IT COMES IN THE BUILDING.

WE'RE SEEING CONTINUED GROWTH WITH A VOLUNTEER PROGRAM.

OUR COMMUNITY ADVOCATES AND STAKEHOLDERS ARE ALL VOLUNTEERS.

AND, AND I DON'T WANNA TAKE AWAY FROM THE VALUE OF, OF EACH OF OUR RESCUE PARTNERS, YOU KNOW, EVEN IF IT'S JUST GROWING BY 10 DOGS, LIKE THAT'S 10 DOGS THAT ARE, ARE GETTING OUT AND FINDING POSITIVE PLACEMENT.

UM, AND THAT'S, EVERYBODY'S REALLY WORKING REALLY WELL TOGETHER.

BUT, UM, PAUL HAS BEEN REALLY FOCUSED ON GETTING FIELD STAFFED UP AND, AND IMPLEMENTING, UM, MEANINGFUL CHANGE TO MAKE US EFFICIENT AND PRODUCTIVE AND EFFECTIVE.

UM, THE CONTINUOUS RECRUITMENT HAS PRODUCED A 17% VACANCY RATE.

THAT'S THE LOWEST IT'S BEEN SINCE I GOT HERE.

UM, I ALREADY TALKED ABOUT OUR OPEN DISPATCH CALLS FOR SERVICE BEING BELOW A HUNDRED.

UM, OVERDUE IS AT 0.43%, AND THE ANIMALS RETURNING TO HOME AND FIELD ARE INCREASING.

UM, WE CURRENTLY HAVE, UM, SEVEN OPEN POSITIONS WITH FOUR, FOUR OFFICERS ACTUALLY ONBOARDING.

SO THERE'S REALLY ONLY THREE POSITIONS THAT WE'RE HIRING FOR, WHICH IS JUST FANTASTIC.

UM, NEXT SLIDE.

OUR OUTREACH AND COMMUNITY EVENTS.

WE REALLY HAVE BEEN DOING A LOT OF OUTREACH.

WE PART, WE TRY TO PARTICIPATE WITH ANYTHING THAT THAT IS BROUGHT TO US, WHETHER IT BE A COUNCIL MEMBER'S OFFICE, DOING A NEIGHBORHOOD NIGHT OUT OR NEIGHBORHOOD MEETINGS, WHAT WE WANNA GET OUT THERE AS MUCH AS WE CAN.

HERE'S A LIST OF THINGS THAT WE'VE DONE.

UM, WE JUST, LAST SATURDAY, WE ATTENDED ON SATURDAY, WE ATTENDED THREE EVENTS ON SUNDAY.

WE ATTENDED ONE.

SO FOUR EVENTS IN ONE WEEKEND, WHICH IS A LOT.

AND HOW MANY, HOW MANY ADOPTIONS DID WE HAVE? WE HAD 10 ADOPTIONS, ONE FOSTER, TWO ADOPT, AND ONE ANIMAL LEFT TO FOSTER.

SO 12 ANIMALS FOUND OUTCOMES FOR THOSE EVENTS, AND HUNDREDS OF PEOPLE MET US, INTERACT WITH US, AND HOPEFULLY CAME TO THE SHELTER AND ADOPTED AN ANIMAL.

AND THAT'S AN UPTICK FOR US TOO, BECAUSE WE'VE BEEN ATTENDING THESE EVENTS, BUT WE HAVEN'T BEEN SEEING A LOT OF ADOPTIONS FROM THEM.

SO, SO WE'RE STARTING TO SEE WHERE THEY'RE EXPECTING TO

IF A D P D PATROL OFFICER SUSPECTS CRUELTY, D P D, ANIMAL CRUELTY DETECTIVES ARE CONTACTED.

D P D ANIMAL CRUELTY DETECTIVES FILE A SEIZURE WARRANT FOR THE ANIMAL.

NEXT ARROW IS DALLAS.

ANIMAL SERVICES WILL PROVIDE TRANSPORT TO DALLAS ANIMAL SERVICES, HOUSING AND CARE FOR THE SUSPECTED ANIMAL CRUELTY ANIMALS.

OPERATION KINDNESS PROVIDES VETERINARY FORENSICS EXAMINATION AND TESTIMONY.

DALLAS POLICE DEPARTMENT TAKES FINDINGS PROVIDED BY OPERATION KINDNESS IN THEIR FORENSIC EXAMS AND TESTIMONY TO EITHER FILE A CASE IN COURT FOR SUSPECTED ANIMAL CRUELTY OR RELEASE THE ANIMAL.

DUE TO A LACK OF EVIDENCE, DALLAS ANIMAL SERVICES DOES NOT HAVE THE POWERS TO ARREST OR SEIZE AN ANIMAL.

ONE MORE TIME.

DALLAS ANIMAL SERVICES DOES NOT HAVE THE POWERS TO ARREST OR SEIZE AN ANIMAL.

WE NEED DALLAS POLICE DEPARTMENT AND THEIR ANIMAL CRUELTY TASK FORCE TO BE ABLE TO DO THAT.

DALLAS ANIMAL SERVICES PART IN THIS IS THAT WE PROVIDE THE HOUSING.

THE ANIMALS NO LONGER GO TO THE S P C A OF TEXAS.

THE ANIMALS COME TO US OR A PLACE THAT WE FIND FOR THEM TO BE HOUSED APPROPRIATELY.

UM, THEY COME TO US OPERATION KINDNESS.

IN THEIR VETERINARY EXAMINATION, THEY'LL PROVIDE A TREATMENT PLAN.

DALLAS ANIMAL SERVICES VETERINARY TEAM IS RESPONSIBLE FOR FOLLOWING THAT TREATMENT PLAN, MAKING SURE THAT, YOU KNOW, WE'RE, WE'RE ADMINISTERING WHATEVER MEDICAL TREATMENT IS DEEMED NECESSARY THAT IS, UM, APPROVED BY DALLAS POLICE DEPARTMENT, SO AS NOT TO INTERFERE WITH THE CASE.

AND WE PROVIDE THE HOUSING AND, AND ONGOING CARE.

AND THEN IF WE'RE ABLE TO FIND PLAN, WE, WE HANDLE THE OUTCOME TOO.

SO, UM, NEXT SLIDE.

SO THIS IS A CASE OF SIX HORSES THAT CAME TO US.

D P D SEES THEM ON SEPTEMBER 8TH.

UH, WE WERE ABLE TO FIND HOUSING FOR THEM IN OUR DOG PLAY YARDS.

WE'RE FORTUNATE THAT THESE HORSES WERE ABLE TO GO INTO THE PLAY YARDS.

NOT ALL HORSES WOULD BE ABLE TO DO THIS, UM, BUT THESE HORSES WERE ABLE TO DO THAT.

AND, UM, OPERATION KINDNESS PROVIDED THE FORENSIC EXAM AND TREATMENT PLANS FOR EACH HORSE.

UH, IT WAS AN ONGOING, THEIR TEAM WORKED CLOSE WITH OUR MEDICAL TEAM AND OUR ANIMAL CARE TEAM AND OUR FIELD TEAM.

LIKE EVERYBODY HAD A PART IN KEEPING THESE, GETTING THESE HORSES TO A HEALTHIER STATE AND THEN HELP HEALTHIER STATE OF BEING.

AND THEN ALSO WE WERE ABLE, WE DALLAS ANIMAL SERVICES WAS ABLE TO SECURE RESCUE PLACEMENT FOR ALL SIX HORSES.

UM, SO AGAIN, IT WAS D P D DALLAS POLICE DEPARTMENT SEIZED THE HORSES.

UM, OPERATION KINDNESS PRO PROVIDED THE FORENSIC EXAM AND THE TREATMENT TREATMENT PLAN.

DALLAS ANIMAL SERVICES PROVIDED THE HOUSING AND CARE AND FOLLOW-UP TREATMENT AND PLACEMENT OF THEM.

NEXT ONE, MEDIA ATTENTION.

WE HAVE REALLY BEEN, UM, SUPER, SUPER FORTUNATE THAT WE'VE BEEN GETTING A LOT OF, OF POSITIVE PRESS.

A LOT OF PRESS THAT'S WANTING TO HELP US SUPPORTIVE OF, UM, YOU KNOW, CLEAR THE SHELTERS.

SO WE WERE THE DALLAS FORT WORTH.

UM, THE MEDIA INSTEAD OF BEING CRITICAL, HAS REALLY BEEN FOCUSED ON, ON HOW, HOW DO WE HELP, HOW DO WE GET, DRIVE PEOPLE TO DALLAS ANIMAL SERVICES TO FIND THOSE LIVE PLACEMENTS.

AND THEN ALSO, YOU KNOW, WE GOT STORIES FOR OUR HORSES, AND I'M SURE EVERYBODY HEARD ABOUT LORENZO, THE TORTOISE AND .

UM, THE COMMISSION TASK FORCE HAS BEEN AMAZING SUPPORTING D A S AND HELPING TO GET THE WORD OUT ABOUT OUR BOND PROPOSAL AND THE WORK OF THE TASK FORCE HAS TIRELESS AND IS MUCH APPRECIATED.

SO IT'S STARTLING TO ME TO LOOK AT THE SEPTEMBER, 2023 BILL DATA SHEET AND SEE THAT VIOLATION NOTICES WENT DOWN 30% FROM THE PRIOR YEAR, FROM 25,949 TO 18,722.

IT EXPLAINS WHY THIS YEAR'S KITTEN SEASON WAS THE WORST OF MY LIFETIME AND WHY YOUR LIVE RELEASE RATE CONTINUES TO PLUMMET.

WHEN I WENT, WENT TO DASH YESTERDAY, THIS FLYER ON SPAY NEUTER IS AVAILABLE IN ENGLISH AND SPANISH AS WHO WALKED THROUGH THE ADOPTION DOORS.

WE WOULD HAVE THAT INTERNAL MEDICAL SPACE WITH VETERINARY EXAM ROOMS AT, UH, INTERVALS THROUGHOUT THE SHELTER SO THAT YOU DIDN'T HAVE TO TRANSPORT A PET FROM ONE SIDE OF THE BUILDING TO THE OTHER SIDE OF THE BUILDING AND, AND THEN EXPOSE OTHERS.

UM, THERE'S SPACE FOR ENGAGEMENT WITH THE PUBLIC IN CONFERENCE ROOM BEHAVIOR AND TRAINING.

THE SPACE THAT WE ARE HAVE PROPOSED ACTUALLY SITS ON LAND OWNED BY PARK AND REPS.

SO IT WOULD BE A PARTNERSHIP WITH

UM, REALLY, REALLY MAKING, UM, A SPACE THAT IS INVITING TO THE PUBLIC SO THAT THEY, THEY WANT TO COME AND ADOPT FOR US BECAUSE WE, WE REALLY ARE COMPETING FOR THE ATTENTION OF THE YOUNGER GENERATIONS WHO WANT THINGS DIFFERENTLY.

UM, NOT THAT THE, THE OLDER GENERATIONS DON'T .

UM, THE, ONE OF THE EXCITING THINGS ABOUT THIS TOO IS YOU SEE ON THE ADOPTION KENNELS, AND THIS IS WITH, WITH ALL OF THE KENNELS IN THE RIGHT UPPER RIGHT HAND.

SO IF SOMEBODY WERE TO BREAK WITH DISTEMPER INSTEAD OF SHUTTING THAT WHOLE WING DOWN, WE COULD SHUT AN AREA DOWN THAT WOULD REALLY ISOLATE FIVE KENNELS AT A TIME.

AND SO IT WOULDN'T BE, UM, IT, IT WOULDN'T MEAN SO MUCH EUTHANASIA AND SO MUCH, UM, IMPACT ON THE WHOLE SHELTER WHEN WE SAW DISEASES ENTER THE SHELTER BECAUSE WE ARE GOING TO CONTINUE TO SEE DISEASES ENTER THE SHELTER.

JUST LIKE WE'RE CONTINUING TO SEE THESE DISEASES IN HUMAN HEALTH.

UM, THE COURTYARD SPACE IS IMPORTANT.

AS I'VE MENTIONED.

THERE'S ROOM FOR OFFICE SPACE CURRENTLY, YOU KNOW, WE LITERALLY ARE, ARE HAVING A SINK REMOVED FROM A, UH, CUBBY THAT WAS MEANT TO BE JUST A, A PREPARE DOG FOOD PLACE SO THAT WE CAN HAVE SPACE TO MAKE THAT SPACE INTO OFFICE SPACE FOR FOUR PEOPLE.

UM, WE HAVE ANOTHER ROOM THAT WAS MADE WAS SUPPOSED TO BE JUST AN ENTRY VEGETABLE THAT WE HAVE EIGHT PEOPLE HANDLING ALL OF OUR FOSTER AND RESCUE.

AND WE CURRENTLY, AS WE GROW OUR PUBLIC SAFETY AND LIFE SAVING TEAM, TRYING TO FIGURE OUT WHERE WE'RE GONNA PUT THESE PEOPLE, UM, TO BE ABLE TO MAXIMIZE LIFE SAVING AND PUBLIC SAFETY.

SO THESE ARE ALL THINGS AND, AND THEN, UH, THE LEAST, UM, HAVING, HAVING PARKING SPACE FOR ALL OF THOSE PEOPLE.

BUT, UM, ALSO EXPRESSED, UM, CONCERN THAT WE HAD A LOT OF OTHER PROBLEMS. WELL, HE SAID THAT THERE WASN'T A WHOLE LOT OF, UH, SUPPORT ON THE COUNCIL FOR THE NEW SHELTER.

AND THAT, UM, HE FELT THAT, UM, WE NEEDED TO FOCUS MORE ON HUMAN ISSUES.

AND SO I THINK, AND I IMMEDIATELY SAID, WELL, IT IS A HUMAN ISSUE.

ANIMALS HAVE 73% OF THE PEOPLE OF DALLAS.

SO I THINK THERE NEEDS TO BE A LITTLE BIT MORE OF AN EMPHASIS THAT IT'S NOT JUST US, YOU KNOW, REALLY OPEN-HEARTED PEOPLE WHO JUST WANNA HELP ANIMALS.

IT IS A SAFETY AND A QUALITY OF LIFE FOR THE CITY OF DALLAS CONCERN.

UM, AND HE UNDERSTOOD THAT.

AND I SAW THE, AND HE, HE, WE HAD A LONG CONVERSATION AFTER THAT ON THE PHONE.
